[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation TUPPS Subcommittee]
WE WILL GO INTO BOARD AND LAYS ON REPORT. JUST WHAT I'LL PROVIDE OVER THE MONTH. THERE WERE A LOT OF AMAZING THINGS THAT HAPPENED SINCE OUR LAST MEETING. OF COURSE WE HAVE THE BYRON NELSON. THAT WAS PHENOMENAL. THANK YOU TO THE CITY FOR ALL OF YOUR HARD WORK, AND DAVID CRAIG FOR EVERYTHING THAT YOU DO TO MAKE THAT EVENT, JUST A SHOWSTOPPER FOR THE CITY OF MCKINNEY. DEFINITELY. WAS AMAZING. THE WEATHER HELD UP FOR THE MOST PART FOR US SO SUPER EXCITED. AH FOR THAT TO HAPPEN. ANY OTHER COMMENTS. I KNOW THERE WERE OTHER. I DIDN'T ATTEND A LOT OF OTHER THINGS OVER THE I DIDN'T GET TO ATTEND IT. BUT PART OF A LOT OF COMMENTS. MY WIFE AND OTHER OTHER LADIES, THE WOMEN'S ALLIANCE, THE WOMEN'S ALLIANCE THAT THE MAYBE PUT ON[00:15:02]
MAYOR FULLER. I DON'T THINK PEOPLE REALIZE WELL, YOU DO BUT HOW GREAT MALEY IS ON EXACTLY WHAT SHE DOES. THAT WAS A PHENOMENAL, PHENOMENAL ADVANCE FROM MY UNDERSTANDING AND JUST REITERATED ABOUT THE BYRON NELSON DAVID. YOUR TEAM DID A FANTASTIC JOB OF THAT AS WELL.YOU KNOW, THERE'S BEEN SO MANY THINGS GOING ON THIS SUMMER THAT IT'S HARD TO FIND A BREAK IN BETWEEN. BUT ALL OF THE THINGS THAT WE'VE BEEN DOING THE BYRON WAS PHENOMENAL. I ENJOYED THAT TREMENDOUSLY, AND THE WOMEN'S THAT MAY LEAVE LUNCH, AND FORTUNATELY I DID NOT GET THERE AND I MISSED IT DEARLY BECAUSE IT'S ONE OF THE HIGHLIGHTS OF MY SPRING. YES, UM. THE WOMEN IN SERVICE LUNCHEON LADY FULLER PUTS ON WHAT'S FANTASTIC. NOT JUST BECAUSE OPENLY IS MY COUSIN . BUT THERE WERE SO MANY PHENOMENAL HIGHLIGHTS AT THAT EVENT, AND EVERY YEAR IT'S A STELLAR EVENT. SO HAPPY TO ATTEND, AS WELL AS THE BYRON NELSON WHICH IS ALWAYS INCREDIBLE. SO THANK YOU TO YOU. DAVID CRAIG FOR ALL THAT YOU DO FOR THE CITY. ATTENDED THE LUNCHEON. AND I ECHO EVERYBODY'S SENTIMENTS ABOUT IT, THANKS TO MERELY FOR PUTTING IT ON. AND OF COURSE, THE MAYOR FOR HIS SUPPORT OF ALL THAT MAINLY DOES AND MAINLY SUPPORTED WHAT THE MAYOR DOES BYRON HARD TO BEAT THE COMMENTS. THEY'RE TERRIFIC EVENT, AND I'M GLAD THAT HE D. C CAN BE A PART OF THAT AS WELL FOR THE COMMUNITY. I AGREE THAT THE BYRON WAS WAS INCREDIBLE.
THERE ARE SOME INTERESTING MOMENTS. WE GET TO EXPERIENCE OF THE BARON I WASN'T EXPECTING, BUT IT WAS FUN AND THE WEATHER DID HOLD OUT. SO THAT WAS GREAT. UM EMPTY BOWLS WAS GREAT. AND I KNOW A LOT OF YOU ATTENDED INTO ALL OF YOU, BUT IT WAS ALWAYS IT WAS WONDERFUL AS USUAL, AND I REALIZED WHEN YOU MAKE A BOWL THAT DOESN'T LOOK LIKE THE OTHER BOWLS FROM PEOPLE THAT REALLY KNOW HOW TO MAKE A BOWL. YOURS GETS KIND OF LIKE STUCK IN THE BACK ON THE SIDE, AND I WAS LIKE, WHERE'S MY BOWL? AND I WAS LIKE, OH, IT'S ON THE SIDE TABLE . THAT'S WHERE YOU KNOW IT'S SOLD. SOMEBODY BOUGHT IT. I DON'T KNOW ANYWAY. BUT IT WAS FUN DOING THAT ALWAYS A GREAT EVENT AND ENJOY BEING PART OF THAT. HEY, MAN. NOTHING FOR ME. AND AGAIN I ATTENDED THE WOMEN IN SERVICE LUNCH AND THEN SITTING IN THAT ROOM JUST WITH SOME AMAZING WOMEN AND JUST THE PHILANTHROPY THAT HAPPENS IN THE CITY OF MCKINNEY IS JUST BEYOND ANYTHING THAT I COULD IMAGINE IN JUST TO BE IN THOSE SPACES INTO SEE THESE PHENOMENAL WOMEN AND MAINLY PROVIDED SOME WITH SOME SPECIAL AWARDS AND RECOGNITION THAT WAS SOLD THE DESERVING FOR MANY OF THEM, SO IT IS JUST A BLESSING TO BE IN THE CITY OF MCKINNEY AND TO BE AROUND SO MANY AMAZING INDIVIDUALS. THAT JUST MAKE OUR COMMUNITIES SO MUCH BETTER. SO I WANT TO SAY THANK YOU, AND I WANT TO ALSO CONGRATULATE OUR COUNCILMAN AND LAYTON'S LAYS ON PATRICK LUCKIER FOR STAYING WITH US FOR MORE YEARS. SO THANK YOU AND CONGRATULATIONS TO ALL TO A COUNCILMAN MICHAEL JONES AND COUNSELOR RICK FLANK FRANKLIN FOR THEIR THEIR RE ELECTIONS. THERE ARE ELECTIONS, SO IT EXCITED FOR WHAT'S GOING TO HAPPEN FOR THE CITY OF MCKINNEY GOING FORWARD. NOW I WILL GO INTO CITY OF MCKINNEY. GOOD MORNING, MADAM SHARE. MADAM PRESIDENT, MEMBERS OF THE BOARD.
MY NAME IS PAUL GRIMES CITY MANAGER. GOOD MORNING. SO UM, BOARD MEMBER BARNES. I HAVE BEEN IN TEXAS. NOW, ABOUT SEVEN YEARS. I THINK I'M GETTING THIS RIGHT. THE TABLE YOU'RE REFERRING TO IS THE BLESSED THEIR HEART TABLE. DID I GET THAT RIGHT? IS THAT THE RIGHT USAGE? ANYWAY SO AS YOU ALREADY ALLUDED TO OUR ELECTION HAS BEEN CERTIFIED. WE HAVE A NEW COUNCIL MEMBER. MICHAEL JONES. AND, OF COURSE TO COUNCIL MEMBERS REELECTED MICHAEL JONES WILL BE HERE TOMORROW, GETTING A FLAVOR OF WHAT HE'S JUST GOTTEN HIMSELF INTO, BECAUSE WE HAVE ORIENTATION FOR HIM, AND WE WILL SPEND A HALF DAY WITH HIM TOMORROW. WE TOLD HIM I HAD MY SON'S GRADUATION SO I CAN ONLY DO HALF DAY, BUT HE PROBABLY MERCIFULLY APPRECIATES A HALF DAY AS WELL. THEN WE CAN FOLLOW UP WITH ADDITIONAL ITEMS. SO HE WILL BEGIN HIS HIS JOURNEY AS A COUNCILMAN HERE IN MCKINNEY, AND WE LOOK FORWARD TO THAT, UM WE HAD THE MAY 16TH CITY COUNCIL MEETING. WE HAD TWO BONDS APPROVED PARAMETERS FOR BONDS. ONE OF THEM IS GENERAL OBLIGATION DEBT. $27 MILLION FOR ROADS, $22 MILLION IN PUBLIC SAFETY INFRASTRUCTURE OF THE CITY COUNCIL APPROVED THOSE PARAMETERS THAT DEBT SALE WILL BE IN JUNE. OUR CREDIT RATING WAS REAFFIRMED AS TRIPLE A FOR A GENERAL OBLIGATION DEBT. WE ALSO THE CITY COUNCIL ALSO APPROVED
[00:20:02]
$40 MILLION IN WATER REVENUE. BONDS FOR WATER FUND FOR WATER, MAIN RELOCATIONS AND JUST WATER MAIN REPAIRS, ETCETERA, AND THAT WAS REAFFIRMED BY THE RATING AGENCIES AS A PLUS. AS WELL FOR OUR REVENUE BONDS. AH AT THE ALSO AT THE 16TH OF MAY, THE CITY COUNCIL APPROVED A TERM SHEET FOR A, UM IT'S BASICALLY SPECIAL FINANCING DISTRICT. UM SOMEWHAT LIKE A MUNICIPAL MANAGEMENT DISTRICT IN THE HONEY CREEK AREA THAT IS IN OUR NORTHWEST SECTOR. THAT IS NEW.WE HAVE NOT DONE ONE OF THOSE BEFORE. AND THAT IS GOING TO. WE'RE CONFIDENT IT'S GOING TO UNLOCK THE POTENTIAL IF YOU WILL. THE DEVELOPMENT POTENTIAL FOR THE NORTHWEST SECTOR, PARTICULARLY ON THE HONEY CREEK AREA, SO THAT IS MOVING FORWARD AT THE MAY 23RD MEETING THIS PAST TUESDAY, WE HAD A WORK SESSION AND SPECIAL MEETING WE HAD THREE BIG ITEMS. ONE OF THEM WAS OUR WASTE HAULING RFP. WE ISSUED AN RFP. EARLIER THIS YEAR , WE RECEIVED ROBUST PROPOSALS, INCLUDING FROM OUR INCUMBENT CARRIER, BUT ALSO SOME NEW CARRIERS. WE HAVE MADE A RECOMMENDATION OF THE CITY COUNCIL TO BEGIN A PERIOD OF NEGOTIATIONS WITH THE LEAD HORSE . I CALL IT THAT'S MY TERM. THAT'S NOT A SCIENTIFIC TERM, BUT THE LEAD HORSE, WHICH WHICH IS FRONTIER, UM, WASTE SOLUTIONS I BELIEVE AND BALCO NAS RECYCLING BASED OUT OF AUSTIN, WE ARE GOING TO START A PERIOD OF NEGOTIATIONS WITH THEM. IF WE DON'T REACH AGREEMENT, WE STILL HAVE THE OPTION TO GO TO THE NEXT HORSE IN LINE IF YOU WILL. SO EVERYBODY KIND OF STAYS HONEST AND IN THAT PROCESS, WE KEEP EVERYBODY'S INTEREST ALIGNED. WE'RE CONFIDENT WE'LL GET TO AN AGREEMENT. WE WILL BRING THAT BACK TO THE CITY COUNCIL FOR ULTIMATE SELECTION OF A CARRIER THAT WON'T START, HOWEVER, UNTIL THE FALL OF 24. WHY SO EARLY BECAUSE IT TAKES A LONG TIME IF YOU CHANGE CARRIERS TO BUY NEW EQUIPMENT AND TOTES AND ALL THAT STUFF, SO YOU WANT TO MAKE SURE YOU GOT PLENTY OF LEAD TIME IN THAT TYPE OF SCENARIO. WE ALSO TALKED ABOUT THE NEXT STEPS FOR THE AIRPORT, GIVEN THE FACT THAT THE GENERAL OBLIGATION DEBT QUESTION WAS DISAPPROVED, WAS NOT APPROVED BY THE VOTERS THAT REMOVES THAT OPTION FOR DEVELOPMENT. MCKINNEY NATIONAL AIRPORT FOR COMMERCIAL SERVICE. THAT OPTION IS OFF THE TABLE FOR AT LEAST THREE YEARS, BUT THERE ARE A NUMBER OF OTHER OPTIONS IN THE COUNCIL DISCUSSED THAT AND WE ARE MOVING FORWARD AND EXAMINING WHAT THOSE BEST OPTIONS ARE FOR GOING FORWARD FOR PASSENGER SERVICE AND MCKINNEY NATIONAL AIRPORT, AND THEN WE HAD AN UPDATE FROM MICHAEL QUINT FOR A DOWNTOWN REDEVELOPMENT, INCLUDING THIS BUILDING RIGHT HERE. WHAT HAPPENS ONCE WE MOVE INTO CITY HALL WHERE WE GOING TO DO WITH THE EXISTING BUILDINGS TO DEVELOPMENT SERVICES BUILDING ACROSS THE STREET CITY HALL HERE? AS WELL AS THE PARKING AREA NORTH OF THIS BUILDING, AND WE'RE MOVING FORWARD. WE ANTICIPATE THAT WE'RE GOING TO HAVE, UM RFP Q ACTUALLY RQ NATIONAL, UM R F Q. IF YOU WILL WERE SEEKING AS WIDE NETWORK TO CAST AS WIDE A NET AS POSSIBLE TO SEE WHAT KIND OF DEVELOPMENT PARTNERS WE CAN BRING IN DEVELOPMENT HERE, UM AND WHAT KIND OF VISION AND IDEAS THEY MIGHT HAVE, AND THAT SHOULD BE ISSUED IN JUNE. AND THEN FINALLY , WE HAVE OUR BI ANNUAL COMMUNITY WIDE SURVEY. THIS IS A THIS IS THE ONLY SCIENTIFIC SURVEY THAT IS DONE COMMUNITY WIDE, AND IT'S DONE BY THE NATIONAL RESEARCH CENTER AND POCO. THEY HAVE BEEN DOING THIS FOR A NUMBER OF YEARS. THEY HAVE A VERY LARGE DATABASE THAT WHAT THEY USED TO COMPARE OUR RESULTS WITH PEER COMMUNITIES. AND THAT SURVEY IS COMPLETED AND WE WILL BE MAKING A PRESENTATION OF THAT SURVEY. I THINK YOU'LL FIND THERE'S SOME VERY INTERESTING THINGS FOR THE CDC IN THAT SURVEY, BUT WE WILL BE PRESENTING THAT THE RESULTS OF THAT SURVEY AT THE MEETING OF JUNE 20TH A COUNCIL MEETING ON JUNE 20TH. AND THAT'S JUST THE REASON WHY WE'RE DOING IT, THEN IT'S BECAUSE OF SCHEDULING PURPOSES, SO THAT IS ALL I HAVE.
I WILL STAND FOR ANY QUESTIONS. FIRST OF ALL. CONGRATULATIONS ON YOUR SON. GRADUATED YES, EXCITING. CONGRATS TO HIM. I WAS WRITING BIGGER CHECKS. WELL AND ANYONE ELSE THAT HAS GRADUATES WHERE THE POLICE GIC OR HIGH SCHOOL, YOU KNOW. CONGRATULATIONS THERE ARE ANY QUESTIONS OKAY. THANK YOU SO MUCH. NEXT. WE HAVE VISIT MCKINNEY, ERIN. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD. WARNER EXECUTIVE DIRECTOR VISIT MCKINNEY. PARDON MY VOICE TRYING TO GET IT BACK IS NOT ALL THE WAY BACK YET. UM I WANT TO ECHO THE SENTIMENT ON THE BYRON NELSON. THERE'S SO MANY ASPECTS OF THE BYRON THAT THE CITY TOUCHES AND SO MANY DIFFERENT PEOPLE INVOLVED WHERE WE WERE MOST INVOLVED. WAS THAT THE WELCOME BOOTH AT THE VERY FRONT RIGHT WHEN YOU WALK IN THAT WAS MY FIRST YEAR TO GET TO BE A PART OF THAT. AND WHAT A COOL OPPORTUNITY IT IS TO WELCOME ALMOST EVERYONE UNLESS THEY COME
[00:25:01]
IN THE SECOND INTEREST, BUT BEING THE MAIN ENTRANCE TO WELCOME THAT MANY PEOPLE TO THAT EVENT AND JUST LET THEM KNOW THAT WE'RE HERE. THE CITY OF MCKINNEY IS HERE WITH THE FIRST TENT. YOU SEE, AND WE'RE SO GLAD THAT EVERYBODY IS GETTING TO ENJOY THAT, UM KUDOS TO THE FULL TEAM. ALL THE VOLUNTEERS I GOT TO WORK WITH. CINDY WORKED WITH SEVERAL OTHER PEOPLE FROM DIFFERENT CITY DEPARTMENTS AT THAT BOOTH AND LOOK FORWARD TO DOING AGAIN NEXT YEAR, AND THERE WAS A MOMENT THAT WAS A FUN MOMENT WITH CHAIRWOMAN WOODS. WE WERE WE WERE TRYING TO FIGURE OUT A WAY TO GET TO THE M E. D C SUITE OVER A WHOLE 17. AND IT GETS REALLY COMPLICATED AND WE WERE JUST STANDING THERE TRYING TO FIGURE OUT HOW DO WE HOW CAN WE JUST SQUEEZE THROUGH SOMEBODY'S SWEET AND GET TO LIKE THE FAST WAY? AND SOMEONE WITH RED PANTS CAME UP AND THEY'RE LIKE WHERE YOU'RE TRYING TO GO TOLD THEM AND THEY JUST COME WITH ME. AND SO THEY WEAVED US THROUGH, BUT WE MADE IT. SO IT'S PROBABLY 30 MINUTES. I THINK THAT WAS ALSO A NATIONAL TRAVEL AND TOURISM WEEK DURING THE BUYER, AND I KNOW WE KIND OF HINTED AT THAT. AND IF YOU MAY HAVE SEEN A FEW POSTS THAT WE DID BUT I JUST WANT TO REITERATE THE NUMBERS FROM 2022. THAT'S KIND OF WHEN WE SHARE THOSE NUMBERS FOR TOURISM. THERE WAS $260 MILLION SPENT BY TOURISTS IN 2022 AND MCKINNEY, WHICH IS BY FAR RECORD YEAR. AND IF YOU DO THE MATH IF YOU TOOK TOURISM OUT OF MCKINNEY, AND IT WAS JUST OUR LOCALS ARE LOCAL RESIDENTS WOULD HAVE TO SPEND AROUND $1200 MORE A YEAR JUST TO MAKE UP THE DIFFERENCE OF WHERE WHAT THE TRAVELERS AND VISITORS COME IN AND SPEND IN OUR COMMUNITY. SO THEY REALLY MAKE A DIFFERENCE THERE. THEY PLAY A HUGE ROLE IN SOME OF THE THINGS THAT WE GET TO DO FROM EQUALITY OF LIFE STANDPOINT, WITH OUR M E, D. C AND M C D. C FUNDS AND THINGS LIKE THAT, AND SO, REALLY GREAT YEAR AND WE LOOK FORWARD TO JUST CONTINUING TO BUILD THAT HERE AND AS WE CONTINUE TO GROW. THEN THE DAY AFTER THE BYRON WE HAD THE JUNIOR COLLEGE D ONE TENNIS CHAMPIONSHIP HERE, AND I KNEW IT WAS GOING TO BE A GREAT EVENT BECAUSE I SAW THE HOTEL ROOM BLOCKS BUT I HAD NO IDEA THAT THEY BROUGHT IN 25 TEAMS FROM ALL OVER THE COUNTRY, AND THEY WHILE IT'S A JUNIOR COLLEGE TOURNAMENT, I WOULD NOT BE OKAY . I WOULDN'T BE PAID TO STAND IN FRONT OF SOME OF THOSE SERVES THAT THEY WERE DOING. THEY WERE SCARY, BUT IT WAS SUCH A COOL EVENT AND SO MANY PEOPLE IN OUR COMMUNITY FOR THE FULL WEEK AND WE REALLY ENJOYED THAT, AND THAT'S A BIG SHOUT OUT TO MIKE KOWSKI AND HIS PARKS TEAM THAT RUN THE COURTS FACILITY OVER THERE TOP OF THE LINE, AND THEY FELT THAT LASTLY SHOUT OUT TO OUR SOCIAL MEDIA TEAM BETH AND EVERYONE ELSE WHO HELPS OUT AT TIMES WE RECENTLY HAD A CHANCE.WE ACTUALLY JUST SHARED A REAL ON OUR PAGE THAT TEXT KONA COFFEE PUT TOGETHER. OKAY? AND IT'S A GREAT REAL TALKS ABOUT THEM BEING A HIDDEN GEM ABOUT EVER COFFEE SHOP IN MCKINNEY.
WELL THAT HAS GONE VIRAL ON OUR PAGE AND HAS OVER 100,000 VIEWS NOW AND WHEN WE MET WITH TEXT KONA ABOUT SOMETHING COMPLETELY DIFFERENT, WE'RE TRYING TO WORK OUT A PARTNERSHIP FOR SOMETHING IN OUR VISITOR'S CENTER. HE WAS LIKE, WELL, I JUST GOT BACK FROM THE GROCERY STORE BECAUSE I HAD TO GO BUY MORE MILK. WE WERE, LIKE, REALLY? IS THAT NORMAL IN THE MIDDLE OF THE DAY HE GOES.
NO. WE RAN OUT FOR THE FIRST TIME EVER. IT WAS BECAUSE OF THAT POST Y'ALL SHARED. WE'VE BEEN SLAMMED, AND NOW WE'VE INSTAGRAM'S GROWING 500 FOLLOWERS AND THINGS LIKE THAT.
THIS IS A COOL THING THAT DOESN'T HAPPEN EVERY DAY. BUT IT'S STILL GROWING. I THINK LAST NIGHT I LOOKED AT 120,000 VIEWS ON THAT ONE REAL SO JUST A FUN LITTLE STORY, AND WE'RE GLAD TO BE ABLE TO HELP OUT IN THAT WAY. I'VE GOT TO STANFORD AND QUESTIONS. I'M JUST MAKING COMMENTS AND EVEN GOING TO LIKE THE HOTEL. SO THIS PAST WEEKEND MASTER SORORITY DELTA SIGMA THETA, WE HOSTED OUR 13TH ANNUAL , UM, COTILLION AND WE HOSTED IT AT THE SHERATON SO I WAS VERY HAPPY THAT WE WERE ABLE TO HOST IT HERE IN OUR CITY AND TO BE ABLE TO POUR SOME OF THAT REVENUE BACK HERE. OVER THE MONTH. WE HAD USED THE FACILITY MULTIPLE TERMS, SO RENTING IT FOR REHEARSALS AND THINGS JUST IF YOU CAN SHARE WITH THAT STAFF THAT WE JUST REALLY APPRECIATED THE ACCOMMODATIONS AND JUST EVERYTHING THAT THEY PUT TOGETHER FOR US, WE PRESENTED NINE LATE DEPUTY THOMAS AND 23 LADIES IN WAITING SO WE WERE VERY EXCITED. JUST THE VENUE WAS BEAUTIFUL. THE SERVICE WAS BEAUTIFUL. I KNOW. SOME PEOPLE DID STAY AT THE HOTEL JUST BECAUSE OF HOW BUSY THE MOVING AROUND. IT JUST MAKES SENSE TO STAY, EVEN THOUGH THEY WERE MADE IN LOCAL ALLEN MCKINNEY, BUT THEY STILL CHOSE TO GET HOTEL ROOMS AS WELL. SO IF YOU CAN SHARE WITH THAT STAFF HOW MUCH MY CHAPTER APPRECIATED THEIR ACCOMMODATIONS, AND YOU GOT IT.
THANK YOU VERY FOR STAYING THERE. I'LL SHARE IT. I WAS ABLE TO GO WATCH A LITTLE TENNIS WENT AND WATCHED OUR TEAM PLAY AND IT REALLY IS. IT'S A WONDERFUL FACILITY, MIKE. THANK YOU FOR EVERYTHING WITH THAT. AND UM, SO GLAD TO BE HERE SO GLAD THAT MCKINNEY COULD ACCOMMODATE AND I THINK, AS I LOOK AT THE COURTS OF MCKINNEY BEHIND THAT ARE GOING TO OPEN AT SOME POINT.
THAT'S REALLY PROMISING TO BECAUSE AS WE KNOW, WITH TENNIS, WE HAVE THESE TOURNAMENTS THAT RUN ALL YEAR, AND WE'RE ALWAYS TRYING TO HAVE INDOOR FACILITIES JUST ON THE OFF CHANCE THAT WE
[00:30:07]
GET RAINED OUT. SO WHEN WE WHEN WE SEE THAT IN THE BACKGROUND, IT'S NICE TO KNOW THAT THAT'S A POSSIBILITY FOR THE FUTURE TO BE ABLE TO. WORK WITH THE CITY MCKINNEY ON THAT, SO I JUST APPRECIATE IT. AND IT WAS A GREAT TOURNAMENT. SO THANK YOU ALL. ANY OTHER QUESTIONS. THANK YOU, ERIN. ARE YOU REPORTING? HERE'S PETER. HMM. GOOD MORNING . I'M KURT KEANE, VICE CHAIRMAN OF THE ECONOMIC DEVELOPMENT CORPORATION, MADAM CHAIR, MADAM PRESIDENT AND BOARD AGAIN COMING OFF THE CATALINA WINE MIXER, ALSO KNOWN AS THE BYRON NELSON AGAIN, WE HAD A FANTASTIC EVENT.FANTASTIC. OPPORTUNITY FOR US TO INTRODUCE OTHER PEOPLE FROM ACROSS THE COUNTRY TO MCKINNEY.
UM AND WHAT A GREAT WAY TO DO THAT AS YOU GUYS HAVE ALL COME TOGETHER AND WE WERE ABLE TO SHOW THEM FULL SUPPORT OF THAT, BOTH FROM M. E. D. C AND THE CDC AND WAS ABLE TO INTRODUCE THOSE PEOPLE AGAIN. IT'S FANTASTIC TO COME BEHIND VISIT MCKINNEY BECAUSE AGAIN WITHOUT COLLABORATIONS LIKE VISIT MCKINNEY ARE ARE CORPORATIONS WOULD NOT BE AS STRONG BECAUSE OBVIOUSLY, WE NEED SALES TAX REVENUE BEING GENERATED HERE IN THE CITY OF MCKINNEY AND AGAIN.
I THINK WE HAVE A GREAT TEAM GOING ON THROUGHOUT THE CITY WITH ALL OF OUR DIFFERENT DEPARTMENTS AND LOOK FORWARD TO SEEING THE SUCCESS IN THE FUTURE. THANKS. THANK YOU. MAIN STREET IMPACT, ANDREW. CRAIG RANGE SOCCER COMPLEX. WE ARE DOING REALLY GOOD OUT THERE. THE WEATHER HAS BEEN VERY AGREEABLE. WE'RE HOPING TO HAVE THE FIRST PHASE COMPLETED IN ABOUT SIX MONTHS. AND THEN HOPEFULLY START THE SECOND PHASE AS SOON AS POSSIBLE. AND WITH THAT I WILL STAND FOR ANY QUESTIONS. NO QUESTIONS, BUT A COMMENT I REGULARLY WALK AND INDOOR TRACK AT THE APEX CENTER, AND I'VE JUST BEEN DELIGHTED IN THE LAST WEEK OR SO TO SEE ALL THESE SUMMER LIFEGUARDS AND UM, KIDS TRAINING AND I CAN'T THINK OF AN EMPLOYER THAT HAS THEIR NEW THEIR NEW EMPLOYEES OUT DOING PUSH UPS IN THE LAWN, BUT IT WAS GREAT TO SEE THEY WILL BE STRONG AND RESPONSIVE FOR THE POOL THIS SUMMER. I APPRECIATE THAT WE TAKE A VERY INTENTIONAL APPROACH TO ON BOARDING AND ON BOARDING PROCESSES TEAM BUILDING. THAT'S WHAT'S ALL ABOUT. SO THANKS FOR THAT. YEAH. MIKE YOU TALKED ABOUT CULTURE AND THE CULTURE.YOU'RE BUILDING, UM, IN THE PARKS DEPARTMENT AND MCKINNEY. I WANT TO MAKE SURE EVERYBODY UNDERSTANDS ABOUT SOME A PARTICULARLY COOL THING THAT MIKE HAS DONE AT PARKS IN JANUARY OF THIS YEAR. UM MIKE DECIDED THAT. HE WANTED OUR PARKS DEPARTMENT TO GO TO A CONFERENCE INTO, UM AS WE ALL DO PROFESSIONALLY. A LOT OF US HAVE PROFESSIONAL OPPORTUNITIES TO GO TO CONFERENCES. IT'S VERY NORMAL TO US. UM AND IT'S A GREAT WAY TO, UM. TO BUILD YOUR CAREER AND BUILD CONVERSATIONS WITHIN YOUR INDUSTRY. PARKS DEPARTMENT IS MADE UP OF FOLKS WHO DON'T DO JOBS THAT TYPICALLY HAVE CONFERENCES FOR THEM MAINTENANCE FOLKS AND LIFEGUARDS AND APEX CENTER EMPLOYEES. BUT IN ORDER TO DO THE BRAINSTORMING AND THE KIND OF STRATEGIC PLANNING THAT A GOOD DEPARTMENT WILL DO MIGHT DECIDED THAT EVERY EMPLOYEE IN PARTS IS GOING TO GO TO A CONFERENCE AND, UM SO HE MADE HIS OWN BECAUSE THERE WASN'T A AN OPPORTUNITY FOR THAT MIKE DEVELOPED FROM SCRATCH A COMPLETE PARKS CONFERENCE, SO EVERY SINGLE EMPLOYEE COULD HAVE WHAT WE ALL KNOW IS AN INDUSTRY STANDARD HIGH QUALITY CONFERENCE EXPERIENCE. IT WAS AT THE SHERATON AND IT WAS COMPLETELY SPONSORED BY OUTSIDE. UM VENDORS AND PARTNERS. UM AND I ALSO WANT TO ACKNOWLEDGE PAUL AND HIS LEADERSHIP AND UM, WILLINGNESS. WHEN MIKE ASKED PAUL TO SHUT DOWN THE PARKS IN MCKINNEY FOR TWO DAYS COMPLETELY. HOLDEN HOLDEN HESITATE AND SAID YES.
AND THROW THEM OUT. AND SO THAT'S WHAT WE DID. AND NO ONE VERY FEW PEOPLE COMPLAINED. UM, AND IT WAS AN AMAZING OPPORTUNITY FOR OUR STAFF TO BRAINSTORM TOGETHER TO PLAN STRATEGICALLY AND TO LOOK FORWARD TO THE FUTURE OF PARKS. THIS CONFERENCE HAD AN APP AS MANY OF OUR CONFERENCES DO THAT APP WAS DEVELOPED. PRETTY MUCH ONLY BY MIKE WORKING LIKE THERE WEREN'T RESOURCES FOR THIS. WITHIN THE DEPARTMENT. SO MIGHT PRETTY MUCH DID IT ON HIS OWN.
UM AND, UM, OUR STAFF GOT AN OPPORTUNITY TO HAVE THE SWAG AND THE CONVERSATIONS THAT COME WITH HIGH QUALITY CONFERENCE AND I THINK THAT IS AN INCREDIBLY INNOVATIVE AND EXCITING APPROACH . AND SO I COMMEND YOU, MIKE AND PAUL FOR BOTH BEING, UM FORWARD THINKING AND TAKING RISKS AND DOING COOL STUFF. THANK YOU. THANK YOU VERY MUCH FOR THAT. IT'S ALWAYS A TEAM EFFORT. I APPRECIATE YOU SPOTLIGHTING WHAT WE DO, OF COURSE, AND, UM, HOW ECHO WHAT YOU'RE TALKING ABOUT IN TERMS OF CULTURE MCKINNEY WHEN I REACHED OUT TO MY COLLEAGUES, MANY IN THIS ROOM, I NEEDED SOME HELP THE DAY OF AND MENTION IT ALL WITH 88 0 80 VOLUNTEERS FROM RUNNER CITY
[00:40:02]
VOLUNTEER TO HELP US OUT. OUR TEAM DIDN'T HAVE TO DO ANYTHING THAT DAY. TALKING ABOUT COOKING US BREAKFAST FOR US RUNNING SESSIONS FOR US EVERYTHING ELSE OUR TEAM CAN TRULY GO TO A CONFERENCE. GET THAT EXPERIENCE AND I HAVE TO THINK ABOUT BEING ON DUTY, SO TO SPEAK, SO I APPRECIATE THAT. YOU KNOW THOSE TO YOU, MIKE, THE BEST PART OF MCKINNEY. ROBERTSON RICH HOW WE HAVE IT COMING ALONG. YOU LIVE BY YOU TELL ME YES. SOLID TREES WENT IN. YEAH FOR WHAT IT'S WORTH. THAT ONE IS AHEAD OF SCHEDULE AS WELL. AND I'LL MAKE SURE TO TELL THE RESIDENTS THAT I WOULD ANNOUNCE THAT BUT BASICALLY OUR CONTRACTOR IS REALLY MOTIVATED TO GET THAT DONE AS SOON AS POSSIBLE. AND YOU'RE SEEING ACTIVITY OUT THERE EVERY DAY. I'VE NOT BEEN OUT THERE IN A FEW WEEKS, BUT I'M HAPPY TREASON ARE NOW IN SOUTH. GOOD, PERFECT. OKAY? QUESTIONS FROM MY. GREAT THANK YOU SO MUCH NEXT TUP SUBCOMMITTEE WOULD PROVIDE REPORT BY DAVID YES, MA'AM. SO TUBS SUBCOMMITTEE MET EARLIER THIS MONTH. UM AND I WAS I THINK WE WERE ALL VERY PLEASANTLY. I WON'T SAY SURPRISED LIKE THEY'RE ON TRACK . UM SO, UH, IT REALLY LOOKS LIKE IT'S COMING TOGETHER AND LIKE IT'S FINISHING, AND IT REALLY LOOKS LIKE SOMETHING NOW.THEY HAVE ALL OF THE BREWERY EQUIPMENT INSTALLED, AND I BELIEVE THEY'RE WORKING ON TESTING THAT THIS WEEK THEY'RE MOVING CLOSE TO A TEMPORARY CERTIFICATE OF OCCUPANCY FOR THE BREWERY SIDE, WHICH COULD BE AS EARLY AS NEXT WEEK. OR 1ST. 10 DAYS OF JUNE. UM AND WE'RE STILL HEADING TOWARDS A LATE JULY EARLY AUGUST SOFT OPENING. UM WITH PUNCH LISTS AROUND THAT TIME, SO ON TRACK AND LOOKING GOOD. IT FINALLY LOOKS LIKE IT'S ALL COMING TOGETHER. THERE'S LANDSCAPING GOING IN, AND, UM WE'RE MOVING FORWARD AND LOOKING FORWARD TO TUBS OPENING MIDSUMMER. SO I HAD AN OPPORTUNITY TO DO A SITE VISIT AND AGAIN VERY PLEASED WITH THE PROGRESS THAT IS BEING MADE OVER THERE. SO IF YOU HAVEN'T GONE BY, GO CHECK IT OUT. LOOK OVER THE GATES TO SEE WHAT'S HAPPENING. WE'RE EXCITED AGAIN WITH THAT BEING A CATALYST PROJECT WITH EVERYTHING ELSE THAT WE'RE DOING OVER ON THAT SIDE. ANY OTHER COMMENTS YOU HAVE? I KNOW. OKAY? NEXT ITEM WILL HAVE 23-4 27 FINANCIAL REPORTS ABOUT CHANCE. GOOD
[Financial Report]
MORNING CHANCE. MILLER, ACCOUNTING MANAGER. WOW. OKAY WE'LL BE GOING OVER THE MONTH OF APRIL. TODAY THIS IS OUR SEVENTH MONTH OF OUR FISCAL YEAR. IN REGARDS TO REVENUES. WE HAD CLOSE TO 1.7 MILLION. THE MAJORITY OF THAT IS GOING TO BE YOUR SALES TAX REVENUE. IN REGARDS TO EXPENDITURES. WE HAD 275,000 OF ADMINISTRATIVE EXPENSES 120,000 OF PROJECT PROJECT EXPENSES. AND WE HAD A LITTLE OVER 1 MILLION AND NON DEPARTMENTAL. I WILL NOTE THAT THE NON DEPARTMENTAL IS MAINLY THE PARK CONSTRUCTION FUND, WHICH HAD A BUSY MONTH OF CLOSE TO 900,000 OF EXPENDITURES SO GRAND TOTAL FOR THE MONTH OF APRIL WE HAD A NET INCREASE OF 249,000. MOVE ON TO SELLS TAX. SO THE SELF TAX WE COLLECTED IN APRIL APPLIES TO FEBRUARY SALES . THIS IS OUR FIRST MONTH IN ABOUT FIVE MONTHS, WE HAD DOUBLE DIGIT INCREASE AGAIN. UM I WILL NOTE THAT WE DID HAVE AUDIT COLLECTIONS THAT BROUGHT US UP ABOVE THE DOUBLE DIGIT MARK THAT ARE TRUE INCREASE FOR THE MONTH OF APRIL IS GOING TO BE AROUND 8.1% AND LOOKING AT OUR SISTER CITIES. ALLEN HAD 15.2% FRISCO SAW A SLIGHT DECREASE PLANO SALT IN SLIGHTLY OVER DOUBLE DOUBLE DIGIT INCREASE AS WELL. IF YOU RECALL, ALLEN HAD A FEW ROUGH MONTHS LAST YEAR, AND IT'S GOOD TO SEE THEM BOUNCING BACK WITH YEAR TO DATE, THEY HAVE A 13.2% INCREASE. UM AND IF WE'RE LOOKING AT OUR YEAR DAY WHERE 8.6% SO FAR THROUGH THE FISCAL YEAR MOVING ON TO THE BY INDUSTRY. YOU CAN SEE THAT RETAIL TRADE HIT 12% INCREASE FOR THE MONTH OF APRIL. THIS IS OUTSTANDING, CONSIDERING THAT WE'VE BEEN AT 5 TO 6% FOR THE PAST FOUR MONTHS, SO WE SAW A DOUBLE DIGIT OR DOUBLE AND, YOU KNOW, DOUBLED INCREASE. IN THAT ASPECT. CONSTRUCTION WAS DOWN AGAINST THE SECOND MONTH IT WAS DOWN. BUT WHEN I'M LOOKING AT YOUR TODAY THAT IS UP 6.3% SO I'M STILL NOT CONCERNED, AND WE'RE LOOKING AT THE FULL YEAR PERSPECTIVE THAT IT'S STILL INCREASING OVER LAST YEAR. UM BESIDES THAT I HAVE NOTHING ELSE TO KNOW. AND I'LL BE HAVING TO STAND FOR ANY QUESTIONS, BUT IT IS GOOD FOR US TO SEE RETAIL TRADE POPPING BACK UP AND HOPEFULLY WE'LL SEE THAT MOVING FORWARD AS WELL. WHAT HAVE ANY QUESTIONS THE REPORTS AND CHECKS AND EVERYTHING WHERE ATTACHED TO THE AGENDA FOR APRIL? TRANSMITTAL IN APRIL CHECKS THAT[00:45:04]
WERE ISSUED. ARE THERE ANY QUESTIONS? THANK YOU. THANK YOU . WE HAVE ITEM 23 OR 4 TO 8[President’s Report]
PRESIDENTS REPORT. THANK YOU. THANK YOU, MADAM CHAIR MEMBERS OF THE BOARD. SEVERAL REPORTS ATTACHED TO THE AGENDA INCLUDED AS AN INTERIM REPORT FROM MILHOUSE ON THEIR FEBRUARY ART FIST. THEY HAD A REALLY TERRIFIC EVENT BACK IN FEBRUARY. IN TERMS OF VISITORS TO THE EVENT DREW ABOUT 1400, BUT THEY HAD THEIR ARTISTS REPORT THAT SALES EXCEEDED, UH, SALES IN PREVIOUS YEARS, SO GREAT NEWS ON THAT FRONT ART MEETS FLORAL, THE MCKINNEY GARDEN CLUB REPORTED ON THE ART MEETS FLORAL EVENT, WHICH FROM THERE PERSPECTIVE IN MEETING THEIR TARGETS WAS VERY SUCCESSFUL. THERE ARE OWNERS WERE UP ON THE TEMPS PROJECT. SPINELLI CONSTRUCTIONS SERVICES PROVIDED HER REPORT ON TAPS FOR APRIL, SO BE SURE AND TAKE A LOOK AT THAT. AND THEN THE ONLY OTHER THINGS I MENTIONED WE'RE ACCEPTING PROMOTIONAL GRANT APPLICATIONS THROUGH. MAY 31ST SO THROUGH NEXT WEDNESDAY AND THEN JUNE WILL OPEN OUR FINAL PROJECT GRANT CYCLE FOR THIS YEAR. JUNE 1 THROUGH JUNE 30. THOSE WILL BE PRESENTED TO THE BOARD AND, UM, PUBLIC HEARING ITEMS IN JULY. AND THEN, AS ALWAYS, TAKE A LOOK AT THE MARKETING REPORT THAT LINDA HAS PULLED TOGETHER HAS REALLY INTERESTING INFORMATION, I THINK , ESPECIALLY THE HIGHEST PERFORMING POSTS ON FACEBOOK ARE ALWAYS INTERESTING TO TAKE A LOOK AT AND THERE'S A STATUS REPORT ON OUR GRAND AWARDS FOR THIS YEAR, WHICH IS WHERE WE ARE TO BUDGET IN THE VARIOUS CATEGORIES, AND I'M HAPPY TO STAND FOR ANY QUESTIONS. AND WE'LL GO INTO PUBLIC COMMENTS.DO WE HAVE ANY I'M SORRY. I'M JUST THANK YOU. HAVE THE GUYS. NEXT ITEM THAT WE
[Consider/Discuss/Act on a Request to Include Mobile Homes Occupied by Low Income Residents in McKinney (Owner-occupied and/or Rented) to the Type or Residence Eligible for Consideration for Funding Support, by MCDC, Through a Property Maintenance Program Administered by the City of McKinney, Housing and Community Development Department.]
HAVE IS 23-4. 33 CONSIDER DISCUSS DISCUSS ACT ON A REQUEST TO INCLUDE MOBILE HOMES OCCUPIED BY LOW INCOME RESIDENTS IN THE MCKINNEY OCCUPY OR RENTED TO THE TYPE OF RESIDENTS ELIGIBLE FOR CONSIDERATION FOR FUNDING SUPPORT BY DC THROUGH THE PROPERTY MAINTENANCE PROGRAM ADMINISTERED BY THE CITY OF MCKINNEY, HOUSING AND COMMUNITY DEVELOPMENT. DEPARTMENT. UM, MADAM CHAIR. MEMBERS OF THE BOARD. THE ELSE TO HAVE THIS ITEM PLACED ON THE AGENDA FOLLOWING, UH, CONVERSATION WITH KARI SIMPSON, WHO IS DIRECTOR OF COULD SERVICES FOR THE CITY AND GENETIC IN WHO IS DIRECTOR OF HOUSING AND COMMUNITY DEVELOPMENT. D C HAS SUPPORTED HOUSING AND COMMUNITY DEVELOPMENTS PROPERTY MAINTENANCE PROGRAM FOR THE PAST FEW YEARS, MAYBE THREE YEARS AND IT'S BEEN TARGETED TOWARDS LOW INCOME OWNER OCCUPIED HOMES WITHIN MCKINNEY, BUT HAS NOT INCLUDED MANUFACTURED HOUSING OR OR MOBILE HOMES. AND MS SIMPSON HAS BROUGHT TO OUR ATTENTION. UM SITUATION IN SEVERAL OF THE MANUFACTURED HOUSING COMMUNITIES WHERE THERE ARE CODE ISSUES AND HEALTH AND SAFETY ISSUES. WE WANTED TO EXPLORE THE BOARD'S APPETITE FOR EXPANDING OUR PORTFOLIO OF THE KINDS OF PROJECTS THAT WE WOULD SUPPORT ITS IN TERMS OF ELIGIBILITY. THERE ISN'T ANYTHING FROM A LEGAL STANDPOINT, THAT WOULD PRECLUDE FUNDING IMPROVEMENTS, UM TO MANUFACTURED HOUSING OR MOBILE HOMES. BUT BEFORE WE JUST ADD THAT TO, UM AN ADDITIONAL PROJECT OPPORTUNITY WANTED TO GET THE BOARD'S INPUT ON THAT.SO KARI SIMPSON IS HERE. SHE CAN SPECIFICALLY PROVIDE INFORMATION OR ADDRESS QUESTIONS YOU MAY HAVE ABOUT THE SITUATION THAT SHE'S ENCOUNTERED. GOOD MORNING , CARRIE SIMPSON, DIRECTOR OF CODE SERVICES CITY AND MCKINNEY, CODE SERVICES, RECENTLY TOOK OVER THE MOBILE HOME INSPECTION PROGRAM, WHICH STARTED IN 2019. AND WE ARE NOTICING THAT THERE IS GIVEN THE ECONOMIC CLIMATE.
SOME DEFERRED MAINTENANCE IS GOING ON. A LOT OF THE MOBILE HOME PARKS HAVE INCREASED THEIR RENT SPACE. AND REALLY, WE'RE JUST ASKING FOR ASSISTANCE FOR MAJOR HEALTH AND SAFETY ISSUES, SO THOSE WOULD BE REALLY? STRUCTURAL ISSUES WHEN PEOPLE ARE WALKING OUT DOWN THERE, STAIRS, ELECTRICAL ISSUES. WE'RE NOT ASKING FOR ANYTHING COSMETIC , BUT WE DO THINK IN THIS CLIMATE, MOBILE HOMES ARE VALID SOURCE OF AFFORDABLE HOUSING, SO WE WOULD REALLY ASK HER YOUR ASSISTANCE IN THIS SO I DO HAVE SOME QUESTIONS, SO I THINK ONE OF MY CONCERNS IS THAT. WOULD BE SO IF SOME OF THESE MAY BE RENTAL MANUFACTURED HOMES IN THAT, WOULD IT BE A SITUATION
[00:50:05]
THAT YOU KNOW WE GO IN? WE PROVIDE SOME OF THESE REMOVAL OF HEALTH AND SAFETY HAZARDS. AND THEN EVEN THOUGH WE'RE NOT DOING COSMETIC, THAT WOULD BE THEN LANDLORD BECAUSE WHO'S GOING TO BE THE INDIVIDUAL TO SIGN? THE AGREEMENT AND THEN ARE THEIR PARAMETERS PUT IN PLACE THAT ANY EVENT. YOU KNOW THAT THAT THE LANDLORD AND SAY OKAY, NOW YOU'VE UPGRADED MADE IT DECENT, SAFE AND SANITARY. EITHER INCREASE YOUR RENT SO I CAN MAYBE GET BETTER RENT FOR THIS.AND THEN THAT PARTICULAR I MEAN, SO ARE WE LOOKING AT THE INDIVIDUAL AS FAR AS THE RESIDENTS LIVING IN THERE? OR ARE WE GOING TO BE LOOKING AT ALSO THE LANDLORD, BECAUSE IS THERE AN INSTANCE THAT WE GO IN? PROVIDE? THIS YOU KNOW, REMOVAL , HEALTH AND SAFETY HAZARDS.
THEY INCREASED RENT WHERE THIS NOW RENTER CAN AFFORD IT. AND NOW, UM WHO'S LIABLE? IS THERE GONNA BE SOME IF YOU DO IT WITHIN 12 MONTHS YOU HAVE TO REPAY THE FUNDS. ARE THERE GOING TO BE PARAMETERS PUT IN PLACE ACTUALLY, PROTECTION? PUT YOUR MINDS AT EASE. I WOULD SAY 99.9% OF THE ONES OUT THERE OWNER OCCUPIED, SO I'M ACTUALLY NOT REALLY WORRIED ABOUT THOSE.
JANIE AND I HAVE SPOKEN ABOUT PUTTING PARAMETERS IN PLACE IF THERE WAS THE ODD ONE THAT WAS A WAS A RENTAL. BUT ACTUALLY, FROM MY PERSPECTIVE OF THE PERSON THAT DOES THE ENFORCEMENT PROCESS IN THIS, I'M GOING TO HOLD THE PROPERTY OWNER RESPONSIBLE, EITHER A PROPERTY OWNER FIXES IT. OR THEY HAVE TO OFFER RELOCATION TO THEIR TENANTS. SO I'M REALLY NOT WORRIED ABOUT THAT. I'M REALLY FOCUSING ON THOSE FOLKS THAT ARE OWNER OCCUPIED IT. LIKE I SAID, IT'S MOSTLY LIKE PORCHES OR ELECTRICAL ISSUES. AND IN A IN A FORMER POSITION I WAS IN, UM, I WAS UNFORTUNATE ENOUGH TO HAVE TO DEAL WITH THE CHILD THAT WAS ELECTROCUTED WHERE THEY HAD A WASHER AND DRYER RUN WITH AN EXTENSION CORD FROM AN ACCESSORY DWELLING. AND THEY DIED. AND SO FOR ME, WE NEED TO BE DEALING WITH THOSE MAJOR HEALTH AND SAFETY CONCERNS AGAIN. I'M NOT WORRIED ABOUT COSMETIC, JUST THOSE TYPES OF THINGS. SO I I'M NOT EVEN GOING TO. WE WOULDN'T EVEN ENTERTAIN DOING SOMETHING WITH A LANDLORD. SJ HAS SOME. JENNY HAS SOME KIND OF PROCESS AND SIGNED DOCUMENT IN PLACE THAT THEY WOULDN'T EITHER UP THE RENT. BUT I DON'T THINK THAT THAT'S GOING TO BE AN ISSUE. IS THERE A THRESHOLD OF THE AMOUNT OF FINANCING THAT WOULD BE GIVEN 1000. I BELIEVE JENNY WOULD LIKE TO START WITH A $5000 THRESHOLD AT THIS POINT. WHAT WHAT ARE THE CURRENT PARAMETERS PUT IN PLACE THAT IF THEY RECEIVED THIS FUNDING THAT THEY HAVE TO RETAIN THE PROPERTY OR FIVE YEARS TO, YOU KNOW, TO BE HONEST, THAT'S NOT MY FORTE. I KNOW JENNY. OH I JUST HAVE TO SAY THAT JOHNNY AND I HAVE A GREAT PARTNERSHIP. SO EVEN THOUGH WE DO CO COMPLAINTS, WE REALLY CARE ABOUT THE TENANTS AND THE COMMUNITY ENGINEER HAS BEEN AN AWESOME PARTNER IN HELPING ME FIGURE OUT HOW TO DEAL WITH THESE ISSUES WHERE WE DON'T WANT TO DISPLACE PEOPLE.
THANK YOU. SO THE CURRENT PROPERTY MAINTENANCE PROGRAM WE'VE HAD THAT IN PLACE FOR ABOUT A YEAR AND A HALF ALMOST TWO YEARS, AND IT HAS BEEN A WONDERFUL KIND OF SUPPORT WITH OUR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THOSE ITEMS THAT ARE NEEDED OR COME THROUGH CODE ENFORCEMENT. COMMUNITY IMPROVEMENT TYPE ITEMS UP TO $20,000. AND IT IS USUALLY PAIRED WITH CDBG, WHICH HAS SOME AFFORDABILITY REQUIREMENTS WITH IT. BUT IN TERMS OF MAINTAINING IMPROVEMENTS DO YOU REQUIRE SOME PERIOD OF TIME FOR THE PROPERTY MAINTENANCE PROGRAM? SO FOR THE PROPERTY MAINTENANCE ASSISTANCE , THEY DON'T HAVE TO OWN THE HOME FOR A CERTAIN PERIOD OF TIME AFTER THEY RECEIVE THE ASSISTANCE UNLESS IT'S PAIRED WITH THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. THAT PROGRAM. IT'S THERE'S A FIVE YEAR AFFORDABILITY IF IT'S UP TO $15,000 SO IN, BUT WE USUALLY DO PAIR THE TWO PROGRAMS TOGETHER. IS THERE A SITUATION AND EVEN ON YOUR CURRENT PROGRAM THAT WOULD YOU GO IN AND PUT 10 $15,000 INTO A MOBILE HOME, A STRUCTURE THAT MAY NOT RETAIN THAT VALUE FOR THE MOBILE HOME PROGRAM CARRY AND I VISITED ABOUT THAT, AND IN THE FOCUS IS REALLY IT'S NOT ON IMPROVING THE APPEARANCE . IT IS STRICTLY ON DEALING WITH HEALTH AND SAFETY ISSUES. WE WOULD YOU KNOW, DESIGNED THE PROGRAM, PROBABLY WITH A MAX OF 5 TO $10,000, YOU KNOW, DEFINITELY WANT ONCE YOUR INPUT AND GUIDANCE ON THAT IF YOU DO
[00:55:08]
DECIDE TO MOVE FORWARD WITH FUNDING THIS IT WOULD BE IN THE NEXT APPLICATION PERIOD. WE'VE ALREADY EXPENDED THE FANS FOR THE CURRENT PMP PROGRAM. AND THEN REMIND ME IF WE DID THEY DO GET THE GRANT THE MONEY TO DO THE UPGRADE. UH, WHO DECIDES ON WHO DOES THAT? AND THEN WHO PAYS THAT? SO WE HAVE CONTRACTORS THAT HAVE ALREADY BEEN APPROVED THROUGH A COMPETITIVE SYSTEM AND THEY COME OUT AND THEY BID ON THE JOBS. AND THEN THAT THOSE YOU KNOW IT'S THROUGH A COMPETITIVE PROCESS. SO OUR PURCHASING DEPARTMENT IF IT'S OVER, A CERTAIN THRESHOLD WILL WILL DO THE BID PROCESS FOR US. IF NOT, IT'S WHOEVER SUBMITS THE LOWEST BID LOWEST RESPONSE TO BID THANK YOU. THESE ARE PROPERTIES THAT ARE ALREADY PRESENT. ARE YOU THINKING FUTURISTIC? THESE ARE PROPERTIES THAT ALREADY EXIST. AND WHERE ARE THEY LOCATED? UM. WE HAVE WE HAVE THREE MOBILE HOME. COX WON OVER BY THE AIRPORT ONE ON MCDONALD HIGHWAY FIVE. AND THEN WE HAVE ONE UP SOUTH TENNESSEE. THERE'S A BRAND NEW MOSQUE AND IT KIND OF WRAPS AROUND THE MOSQUE. AND I THINK THAT IS THE ONE THAT IS PROBABLY NEEDING. THE MOST ASSISTANCE. A SIMILAR QUESTION. WHAT IS THE TOTAL STOCK OF MOBILE HOMES IN THE CITY? WE JUST TOOK OVER THE PROGRAM. I WANT TO SAY THIS AND I'M SORRY I SHOULD HAVE HAD THIS QUESTION AND I CAN DEFINITELY PROVIDE YOU THIS INFORMATION. I WANT TO SAY THERE'S PROBABLY ABOUT 300. AND WHAT DO YOU HAVE AN ESTIMATE IN MIND FOR HOW MANY UM, MIGHT BE IN NEED OF THIS KIND OF ASSISTANCE. I AM THINKING, AT LEAST FOR THE ONE ON TENNESSEE. PROBABLY ABOUT 10 WOULD NEED ASSISTANCE. TO START WITH AND YOU KNOW WHAT WE'RE TRYING TO DO IS ENCOURAGE THE PROPERTY OWNERS TO PUT MONEY INTO THEIR PROPERTIES AS THEY CAN AFFORD TO DO SO, SO THAT THEY'RE NOT DOING DEFERRED MAINTENANCE, WHICH CAUSES LONG TERM ISSUES. THE OTHER. QUESTIONS. SO IF I COULD JUST GET A SENSE OF THE BOARD, UM AND YOUR INTEREST IN ADDING THIS CATEGORY TWO THE POTENTIAL PORTFOLIO OF PROJECTS WE WOULD FIND THROUGH OUR DISCRETIONARY GRANT PROGRAM, ASSUMING THAT THEY'LL MOVE FORWARD WITH A GRANT APPLICATION IN JUNE. GOOD WITH THAT? YES YES, I WOULD JUST LIKE TO ADD ONE APPLICATION COMES FORWARD IF THEY COULD JUST BE A LITTLE BIT MORE FLESH AROUND THE PERCENTAGE THAT YOU THINK MIGHT ANTICIPATE THIS AND THE MAYBE SOME MORE EXAMPLES ABOUT THE SAFETY ISSUES LIKE STEPS AND ELECTRICAL, BUT JUST A LITTLE MORE COLOR AROUND WHAT THAT MIGHT BE. THANK YOU VERY MUCH SUPPORTING. THANK YOU. THANK YOU. THANK YOU. UM NEXT AGAIN PUBLIC ITEMS REGARDING MATTERS, NOT ON THE AGENDA. WE DON'T HAVE ANY. OR COMMENTS. I[BOARD COMMENTS]
KNOW WE SAID A LOT OF THE COMMENTS EARLIER JUST AGAIN IN JUNE, WE WILL HAVE THE JUNETEENTH CELEBRATION. I KNOW THE CITY AND IMPACT ARE DOING AN AMAZING JOB WORKING ON IT'S GOING TO BE A BENCH PARK. WE HAVE MOVED IT TO AN AFTERNOON. UH EVEN BEEN STARTING THAT EARLY IN THE AM SO IT WILL BE FROM 4 TO 10. IS THAT CORRECT? SO PLEASE COME OUT. IT'S GONNA BE FUN. THERE'S GONNA BE PROGRAMMING FOR THE CHILDREN. THERE'S GONNA BE MUSIC AND JUST LOOKING FOR ANOTHER SUCCESSFUL EVENT. THIS WILL BE OUR THIRD. COLLABORATIVELY THAT WE'VE DONE AND SO WE'RE SUPER EXCITED FOR THAT THAT'S GOING TO HAPPEN THIS SUNDAY SMILES CHARITY THAT WILL BE HAPPENING OVER IT. GRAIN RANCH I WANT TO SAY I WANT TO CALL THEM SOMETHING GREAT RANCH SUPER EXCITED FOR THAT EVENT IN THE CAUSE, AND THAT IT'S FOR, UM AGAIN. COME LET'S CONTINUE TO KEEP OUR SISTER CITY AND OUR PRAYERS OF ALLEN AND JUST OTHER COMMUNITIES BECAUSE IT'S JUST RAMPANT OF, YOU KNOW THERE'S GOING TO BE CONTINUED PRAYERS FOR THOSE FAMILIES. AND I THINK DAVID MENTIONED DAVID RACHET MENTIONED THEY'RE LOOKING AT POSSIBLY REOPENING ON THE 31ST.YOU KNOW, SO THERE ARE SO MANY PEOPLE TO BE PRAYED FOR, BECAUSE OF COURSE, THOSE THAT THE VICTIMS THOSE THAT WERE EMOTIONALLY IMPACTED THAT WERE THERE, BUT THE WORKERS, PEOPLE THAT WORK THERE THEIR JOBS OR IMPACTED AND I KNOW I TALKED TO SOME PEOPLE THAT I THINK FOR WORKERS THAT WORKED THERE FOR THEM TO BE ABLE TO GET LIKE ASSISTANCE THROUGH THE FBI. SOME OF THOSE RESOURCES THEY HAVE TO GO THROUGH AN AGREED TO TAKE LIKE COUNSELING SESSIONS TO BE A
[01:00:03]
YOU KNOW, TO GET PAID, SO THIS IS GOING TO BE VERY CRITICAL. I MEAN, EVEN THOUGH THAT'S OUR NEIGHBORING AND COMPETITIVE CITY , BUT THAT'S ONE OF ALBUMS, HUGE ECONOMIC DEVELOPMENT. AND IF BUSINESSES DON'T COME BACK, PEOPLE DON'T HAVE JOBS. SOME PEOPLE DEPEND ON THAT AREA, BECAUSE IF THEIR LOCAL IT'S EASY TO GET THROUGH, SO LET'S JUST CONTINUE TO PRAY FOR YOU KNOW THE FAMILIES, THE COMMUNITY THOSE WORKERS THEIR FAMILIES, BECAUSE, YOU KNOW THAT DAY IT HAPPENED. I HAD JUST DROPPED MY DAUGHTER OFF AT WORK AT PENN STACK AND WAS LIKE I WAS SCARED.DO I TAKE THAT OPINION STACK? YOU KNOW TO GO WORK. UM SO JUST CONTINUE FOR PRAYERS THAT YOU KNOW THEY WILL BE ABLE TO FIND SOME WAY. I DON'T I DON'T KNOW HOW YOU COME BACK FROM THAT AT ALL BUT KEEPING THOSE IN IN OUR PRAYERS, ANY OTHER COMMENTS? I WILL ENTERTAIN A MOTION TO, UM UM. VERY MATURE ADJOURN TO TAKE CONVENIENT MOVE, MOVE AMERICAN INTO THE MEAT, BUT A MOTION TO ADJOURN. MOVE BY DAVID RACHET SECOND BY JOY. THE TIME IS 9 21 . WE GOT A BOAT. I'M SORRY. WHO WHO'S NOT GONNA SAY YES. I UNDERSTAND. YEAH. MOTION PASSES . THANK YOU HAVE A GREAT REST
