WE'RE GETTING A LITTLE BIT OF A LATE START, UM, SO PLEASE BEAR WITH US ON THE SCHEDULE.
WE'LL HAVE OUR PLANNING AND ZONING COMMISSION MEETING AFTER THIS MEETING.
UH, THE MEMBERS THAT YOU SEE SEATED HERE HAVE BEEN APPOINTED BY THE CITY COUNCIL.
WE SERVED WITH THE PLEASURE OF CITY COUNCIL IF YOU'RE HERE TONIGHT AND WOULD LIKE TO ADDRESS THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE, UH, BEFORE YOU COME TO THE PODIUM, PLEASE FILL OUT ONE OF THE YELLOW SPEAKERS CARDS.

I'M A PRINCIPAL PLANNER HERE WITH THE CITY OF MCKINNEY.
AND AS WE DO EVERY, UH, TWICE A YEAR EVERY YEAR, WE REPORT ON THE SEMI-ANNUAL IMPACT FEE REPORT AS ITS PROGRESS IN TOWARDS THE, UH, CAPITAL IMPROVEMENTS PROGRAM.
WITH THAT, I'M GONNA TRY AND KEEP IT SHORT SO WE CAN MOVE ALONG.
AS I SEE WE'VE GOT A LOT OF PEOPLE HERE AND WE GOT A LATE START.
SO JUST A COUPLE OF BACKGROUND ITEMS. UH, CHAPTER 3 95 OF THE L TEXAS LOCAL GOVERNMENT CODE IS WHERE IS WHAT GOVERNS THE IMPACT FEES AND THE WAY WE DO THINGS.
UH, AS PART OF THAT, UH, AS PART OF THAT, THOSE REQUIREMENTS, UH, WE ARE REQUIRED TO REPORT ON THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN AND ANY PERCEIVED INEQUITIES, UH, AS WE IMPLEMENT THE CAPITAL IMPROVEMENTS PLAN.
UM, THAT REPORT INCLUDES, UH, AS WE'LL KIND OF LOOK THROUGH THIS EVENING, THE ROADWAY AND UTILITY SERVICE AREA BOUNDARIES.
UH, YOU'LL SEE A COUPLE OF MAPS WITH THAT TONIGHT.
YOU'LL ALSO SEE, UH, SOME SUMMARY INFORMATION TALKING ABOUT FEES COLLECTED AND USED.
ALSO, THE AVAILABILITY, UH, FOR THE CAPITAL IMPROVEMENTS PROGRAM.
ALSO, WE HAVE A LIST OF THE ACTIVE PROJECTS WITHIN THE CAPITAL IMPROVEMENTS, UH, PROGRAM THAT WE'LL SHOW TO YOU AS WELL.
UH, THE LAST TIME WE WERE BEFORE YOU WAS ON DECEMBER 12TH, UM, AND THAT WAS MOVED FORWARD TO CITY COUNCIL IN JANUARY.
UH, THE CAPITAL IMPROVEMENTS PLAN THAT WE ARE, UH, WORKING THROUGH RIGHT NOW WAS ADOPTED ON DECEMBER 1ST, 2020.
UH, JUST A REMINDER OF WHAT THE CAPITAL IMPROVEMENTS PLAN, THIS IS A PLAN THAT IDENTIFIES ALL CAPITAL IMPROVEMENTS AND THEIR ASSOCIATED COSTS, UM, IN EACH OF THE SERVICE AREAS.
AND THIS IS DEPENDENT UPON THIS SAYS, UH, NEW DEVELOPMENT THAT WE HAVE.
UH, THIS LOOKS AT A 10 YEAR WINDOW, IF YOU WILL, AS WE MOVE FORWARD.
UM, AND THESE ARE ANYTHING THAT, UH, ARE ELIGIBLE FOR IMPACT FEES.
UM, THIS IS DIFFERENT FROM THE CAPITAL IMPROVEMENTS PROGRAM, WHICH IS A FIVE YEAR LOOK OF ALL THE PROJECTS THAT CAN'T BE BUILT AND THAT THE CITY IS WORKING TO BUILD IN FIVE YEARS.
AND SO KEY DIFFERENCE THERE, JUST WANNA MAKE SURE EVERYBODY'S WORTH OF THAT.
SO RIGHT HERE BEFORE YOU, THIS IS THE ROADWAY IMPACT FEE SERVICE AREA MAP.

ARE 13 SERVICE AREAS, UH, LISTED THERE FROM A THROUGH M.EACH OF THOSE IS, UH, SET UP THIS WAY THROUGH STATE LAW REQUIREMENTS, UH, AND THAT'S WHY WE HAVE 13 OF THEM.
UM, AS WE LOOK FORWARD, UH, THIS IS A SUMMARY OF ALL OF THE FEES, UH, THE BALANCES FROM LAST YEAR, THE REVENUES, WHICH ARE THE FEES THAT WE'VE COLLECTED THUS FAR, ANY AMOUNTS THAT WE'VE EITHER TRANSFERRED OR PROJECTS THAT HAVE BEEN PAID, UM, AND THEN BALANCES, UH, OF WHAT WE HAVE CURRENTLY.
AS YOU CAN SEE, JUST KIND OF GO THROUGH THE TOTAL HERE.
UH, WE HAVE JUST OVER $11 MILLION.
WE'VE COLLECTED ABOUT FIVE AND A HALF MILLION DOLLARS.
UM, WE'VE SPENT ABOUT, YOU KNOW, HALF A MILLION DOLLARS, WHICH LEAVES US ABOUT JUST OVER 16 MILLION AVAILABLE FOR ROADWAY CAPITAL IMPROVEMENT TR PROJECTS, UH, WITHIN THE CITY.
UH, AS WE KIND OF LOOK AT A YEAR BY YEAR COMPARISON, UH, WE ARE ON TRACK THIS YEAR, UH, TO END UP LIKE WE DID LAST YEAR, COLLECTING ABOUT 10 MILLION, UH, FOR PROJECTS.
AND HERE'S THE CURRENT ACTIVE PROJECTS THAT ARE GOING ON IN THE CITY.
WE HAVE THE EAST WEST CONNECTION ON WILMUTH ROAD BETWEEN LAKE FOREST AND HARDEN.
UH, WE ALSO HAVE, WE'RE STILL FINISHING UP THE CUSTER ROAD EXPANSION AND THEN ALSO THE STACY ROAD EXPANSION TO THE SOUTH THERE.
MOVING ON TO OUR UTILITY IMPACT FEE SERVICE AREA.
AS YOU CAN SEE, THERE'S ONLY ONE SERVICE AREA THAT'S, UH, ONE OF THE KEY DIFFERENCES BETWEEN THE UTILITY AND THE ROADWAY SERVICE AREAS.
UH, THIS ONE'S ALL INCLUDED AS ONE AND THIS INCLUDES WATER AND WASTEWATER.
SO AS WE KIND OF LOOK AT THE FEES THAT WE'VE COLLECTED THIS YEAR, IT'S BROKEN OUT THAT WAY.
AND SO YOU CAN SEE AGAIN, JUST KIND OF LOOKING AT THE TOTALS, STARTED WITH ABOUT EIGHT AND A HALF MILLION, COLLECTED ANOTHER 4.2 MILLION AND GIVE US A LITTLE OVER 12 AND HALF MILLION DOLLARS AVAILABLE FOR CAPITAL IMPROVEMENT PROJECTS.
UH, WITH THAT, AS WE KIND OF LOOK TOWARDS OUR TRENDS OF WHAT WE'VE SEEN OVER THE LAST FEW YEARS AND WHAT WE'VE BEEN COLLECTING, UH, REMEMBER LAST YEAR STARTED THE NEW TREND WITH THE NEW FEES THAT WE'VE BEEN COLLECTING.
IT LOOKS LIKE WE'RE ON PACE TO MATCH THAT OR BEAT THAT AGAIN THIS YEAR.
SO, UH, LOOKS LIKE WE'RE DOING FAIRLY WELL WITH THAT.
HERE IS KIND OF THE LOOK AT THE ACTIVE PROJECTS WITHIN THE CITY.
UM, YOU CAN KIND OF SEE SOME OF THE NOTABLE ONES ALONG HARRY MCKILLIP DRIVE AND AIRPORT ROAD.
UH, WE HAVE A WATER, A MAIN WATER LINE GOING IN THERE.
AND THEN ALSO KIND OF A BIG ONE, UM, WASTEWATER PROJECT FOR A SEWER LINE THAT'S GOING IN FOR THE HONEY CREEK DEVELOPMENT.
WITH THAT STAFF RECOMMENDS TO, RECOMMENDS FILING OF THE SEMI-ANNUAL IMPACT FEE REPORT WITH RESPECT TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN FOR ROADWAY AND, AND UTILITY IMPACT FEES.
UH, THE RECOMMENDATION AND MINUTES OF THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE WILL GO BEFORE, UH, CITY COUNCIL AT THE JUNE 20TH MEETING.

IT COULD BE A SINGLE PROJECT WHERE IT COULD BE, UH, MULTIPLE PROJECTS, BUT I CAN DEFINITELY LOOK INTO THAT AND GET BACK WITH YOU.
