[PUBLIC COMMENTS ON AGENDA ITEMS]
AGENDA ITEMS. I DON'T SHOW ANYONE ON MY SCREEN. BUT THERE IS SOMEBODY AND THAT WOULD BE CLINT SCOFIELD. IT'S GOING TO SPEAK TO ITEM 23 0449. THANK YOU, MAYOR AND THANK YOU. CITY COUNCIL. AH! ON THIS PARTICULAR ITEM THAT'S GOING TO BE UNDER DISCUSSION TODAY HAS TO DO WITH WHAT TO DO WITH FOLKS THAT ARE 65 AND OLDER ALONG WITH THE DISABLED. AND I'VE BEEN A PROPONENT FOR THE LAST FIVE YEARS OF FREEZING SENIOR AND DISABLED TAXES FOR FOLKS OVER 65. IT STARTED FIVE YEARS AGO. 2018 WHEN THAT UH, OPPORTUNITY WAS PRESENTED TO CITY COUNCIL AT A REGULAR COUNCIL MEETING. IT WAS DEFEATED 4 TO 3. IT WAS CLOSE, BUT NO CIGAR IF YOU WILL, SO IN THE MEANTIME, THE PAST FIVE YEARS AS I'VE TALKED AND VISITED WITH MANY OF YOU. THE NEGATIVES. I GET OTHER CONCERNS I GET FROM ALL OF YOU ARE TWOFOLD. ONE BEING AH, IT'S NOT AFFORDABLE. AND THE OTHER BEING THAT IT IS SOMEWHAT DISCRIMINATORY BECAUSE IT'S NOT EQUALIZED BETWEEN ALL AGE GROUPS. AND I'M JUST GOING TO ADDRESS THOSE FOR JUST A SECOND.IN TERMS OF BEING NOT EQUITABLE . I WAS THINKING TO MYSELF. THE CITY CURRENTLY IS INVOLVED WITH LOTS OF IMPORTANT PROJECTS. LOTS OF DOLLARS GO TO ROAD IMPROVEMENTS. UM, NEW ROADS.
LOTS OF DOLLARS HAVE GONE TO THE EAST SIDE FOR DEVELOPMENT. ALL GOOD STUFF. UH, I THINK OF TOPS, FOR EXAMPLE. CITIES, HELPING THEM OUT QUITE A BIT. AND LAST, BUT NOT LEAST THINKING OF THE AIRPORT IF COMMERCIAL SERVICE WERE TO EVOLVE AT SOME POINT ALL OF THOSE ATTRIBUTES. ARE MORE IMPORTANT AND GOING TO BE MUCH MORE UTILIZED WITH FOLKS UNDER 65 AND OVER 65. AND I DON'T
[00:05:02]
THINK HE CAN JUST LEGISLATE. LEGISLATION OR MAKE DECISIONS AND HAVE IT BE IMPACT EVERYBODY EXACTLY THE SAME WAY. WHAT I DO KNOW IS THAT JUST TURNING TO NOT BEING AFFORDABLE. THE TAX BASE IN MCKINNEY HAS CHANGED. I'VE LIVED HERE 20 YEARS AND UH, THE CONCERN WAY BACK. WHEN WAS WE GOT TO GET THE COMMERCIAL TAX BASE UP COMPARED TO RESIDENTIAL . YOU KNOW WHAT THAT'S HAPPENED AT A VERY NICE PACE LATELY. TAKE THE COST CAUSE OF THE WORLD. IT TAKES THE EXPANSION OVER IT.OVER AT ENCORE, CORE WIRE AND RAYTHEON. LOTS OF GOOD THINGS ARE HAPPENING, SO WE'VE GOT PLENTY OF MONEY COMING IN. IT'S JUST A QUESTION OF WHAT WE DO WITH IT. UM AND IN TERMS OF NOT BEING AFFORDABLE, I THINK OF I THINK OF SENIORS THEMSELVES. DOCTORS, DENNIS REHAB PLACES HOSPITALS. ALL THOSE DOLLARS THAT ARE PRIMARILY FROM SENIORS ARE GOING INTO THE CITY COFFERS, TOO. SO IT'S NOT AN EASY DECISION WILL TELL YOU IN COLLIN COUNTY, WHETHER WHETHER THE MUNICIPALITIES HAVE BEEN LARGE OR SMALL, THE MAJORITY OF THEM HAVE GONE AHEAD AND FROZEN THEIR TAXES. REGARDLESS OF THE SITUATION. THEY'RE IN FINANCIALLY. OKAY SO I WOULD APPRECIATE COUNTS AND SUPPORT ON THIS ISSUE FOR FREEZING TAXES. THANK YOU. WE'LL MOVE ON NOW TO
[Consider/Discuss/Act on Appointing a Member to the McKinney Public Facility Corporation (MPFC) Board of Directors]
SPECIAL AGENDA ITEM 230446 CONSIDERING ACT ON APPOINTING A MEMBER TO MCKINNEY PUBLIC FACILITIES CORPORATION BOARD OF DIRECTORS. THEY WOULD HAVE A. APPOINTMENT. ISRAEL IS GOING TO SPEAK TO THE ASYLUM FOR THE GENERAL PUBLIC OR NO. OKAY I DIDN'T WANT TO CALL YOU OUT. BUT YEAH. MARY FULLER. YOU SO ON TOP OF THINGS. I THOUGHT I'D JUST LET YOU TAKE IT AWAY. I HAD ASKED IF HE WOULD LIKE TO APPOINT HIM. IT WAS QUIET, SO I THINK WE'LL JUST SKIP HIM. UM YES, I WOULD LIKE TO APPOINT.
I'LL MAKE THE MOTION TO APPOINT MICHAEL JONES, SECOND BECAME PUBLIC FACILITY CORPORATION. WE HAVE A SECOND PLEASE CAST YOUR VOTES. RIGHT, LUCIANS. YOU ARE NOW. MEMBER OF THE PSC DISCUSS REGULAR MEETING AGENDA ITEMS FOR CITY COUNCIL. IS THERE ANYTHING ON THE REGULAR AGENDA THAT COUNCIL WOULD LIKE TO DISCUSS WITH STAFF WHILE THEY ARE HERE PRIOR TO THE MEETING TONIGHT.
[Update on Boards & Commissions Appointments Program]
SEEN NONE WILL MOVE TO ITEM. 230447 UPDATE ON BOARDS AND COMMISSIONS APPOINTMENTS PROGRAM.OKAY, I'M HERE. FULLER AND COUNSEL. I AM BACK. I WANT TO JUST MAKE A NOTE THAT WE'RE HAVING SOME TECHNICAL DIFFICULTIES WITH OUR PRESENTATION SCREENS. THE COUNCIL SHOULD BE ABLE TO SEE OUR PRESENTATIONS AT YOUR SEAT AND OUR PUBLIC CAN SEE THE PRESENTATIONS ON OUR SIDE OF AH , BUT DISPLAYS AND OUR MEMBERS AT HOME CAN ALSO SEE THE SAME PRESENTATION. I JUST WANT TO MAKE SOME REMINDERS TO THE COUNCIL TO THE GENERAL PUBLIC THAT IT IS ABOUT THE TIME FOR THE ANNUAL APPOINTMENTS TO THE VARIOUS BOARDS AND COMMISSIONS OF THE CITY. ALL OF THOSE WHO WILL BE APPOINTED IN OCTOBER AUGUST WILL SERVE A TWO YEAR TERM THAT BEGINS OCTOBER 1ST AND CONTINUES UNTIL SEPTEMBER 30TH OF THE FOLLOWING YEAR UNLESS THEY'RE APPOINTED TO FILL A VACANCY. ANY OF THE FOLKS WHO ARE INTERESTED IN SERVING ON ANY BOARD OR COMMISSION, INCLUDING ANY INCUMBENT AND BOARD MEMBERS , WHO ARE ELIGIBLE TO SERVE
[00:10:01]
AGAIN MUST COMPLETE AN APPLICATION, WHICH IS AVAILABLE ONLINE ON THE CITY'S WEB PAGE AND PARTICIPATE IN THE IN PERSON INTERVIEW WITH MEMBERS OF THE COUNCIL. THE DEADLINE TO APPLY MISS JUNE 16TH, WHICH IS FRIDAY OF NEXT WEEK. EVERY YEAR, APPROXIMATELY HALF OF OUR BOARDS AND COMMISSIONS, SEATS BECOME OR EXPIRE FOR REAPPOINTMENT, SO THIS PROCESS HANDLES ANNUALLY.VARIOUS BOARDS HAVE EITHER TWO OR THREE CONSECUTIVE TERM LIMITS AS DEFINED BY THE CITY COUNCIL'S AMENDMENT TO THE POLICY LAST YEAR. VARIOUS TYPES OF MEMBERSHIP ARE REGULAR MEMBERS.
THOSE ARE ACTIVE MEMBERS WHO SERVE WITH THE EXPECTATION OF ATTENDING ALL MEETINGS TO ENGAGE WITH THOSE MEETINGS AND ACTIVELY VOTED AS NEEDED. WE ALSO HAVE ALTERNATE MEMBERS WHO WHO SERVICE SUBSTITUTES. THEY HAVE THE SAME ATTENDANCE REQUIREMENTS , BUT THEY DO NOT VOTE UNLESS THEY'RE SERVING IN THE CAPACITY OF THE ABSENT MEMBER. WE HAVE SEVERAL IMPORTANT DAYS. WE JUST WANT TO HAVE EVERYONE MINDFUL OF AS FAR AS THE PROCESS AND PROCEDURES. I'M NOT GOING TO ANSWER ANY QUESTIONS IF YOU HAVE IT, BUT THOSE ARE PRETTY STRAIGHTFORWARD. WE HAVE SEVERAL OPTIONS FOR THE CANDIDATES TO ATTEND AN INTERVIEW AND ELIGIBLE CANDIDATES WILL RECEIVE A DIRECT INVITATION TO SCHEDULE AN APPOINTMENT TO APPEAR. ADDITIONALLY AS WE GO THROUGHOUT THE PROCESS, THE APPOINTMENTS WILL OCCUR ON AUGUST 22ND. I BELIEVE LAST YEAR THE COUNCIL HAD SOME EXTENDED CONVERSATIONS THAT MOVE FORWARD INTO THE MONTH OF SEPTEMBER. BUT ONCE ALL OF THOSE APPOINTMENTS ARE COMPLETED , ALL APPOINTED MEMBERS DO HAVE REQUIREMENTS FOR TRAINING AND PARTICIPATION WITH ONBOARDING FOR THEIR SPECIFIC BOARDS TO BEGIN THEIR TERMS. ON OCTOBER 1 WE ALSO ENCOURAGE ALL CANDIDATES AS WELL. THERE'S AN INCUMBENT MEMBERS TO REMAIN ABREAST OF PARTNER POLICIES AND GUIDELINES AND CODES THAT ARE SPECIFIC TO THEIR BOARD AND WE HAVE THOSE LISTED ONLINE AND WE ALSO PROVIDE THAT INFORMATION PUBLICLY, AND THOSE INCLUDES THINGS LIKE THE OPEN GOVERNMENT TRAINING, WHICH MOST OF YOU HAVE ALSO PARTICIPATED IN OUR STAFF ALSO WELL VERSED IN THAT AS WELL AND THE VARIOUS POLICIES OF THEIR BOARDS, AND WE ALSO ENCOURAGE INDIVIDUALS TO ATTEND MEETINGS TO BECOME KNOWLEDGEABLE OF THOSE ASPECTS OF THE BOARDS THAT THEY'RE INTERESTED IN. INFORMATION THAT I HAVE FOR YOU TODAY AND I'LL STAND FOR ANY QUESTIONS. QUESTIONS. THANK YOU VERY MUCH. HOW MANY DO YOU HAPPEN TO HAVE A FEEL FOR HOW MANY APPLICATIONS WE'VE GOTTEN COMPARATIVELY SPEAKING TO PREVIOUS YEARS ALWAYS SAY AT THIS POINT, WE HAVE ABOUT FOUR DOZEN APPLICATIONS. THAT'S NOT INCLUDING THE INCUMBENT. TWO ARE EXPECTED TO REAPPLY. IT'S A LITTLE BIT LOWER THAN WHAT WE HAVE HISTORICALLY SEEN, BUT I WOULD SAY THAT WE HAVE HAD SOME INPUT FROM COUNCIL, ESPECIALLY COUNCILMAN PHILLIPS TO ENCOURAGE PEOPLE IN THE PAST WHO HAVE NOT SERVED OR WORN APPOINTED TO THESE BOARDS TO PURSUE PARTICIPATION IN OTHER CIVIC OPPORTUNITY. CITIES AND WE HAVE SEEN QUITE A FEW AS FAR AS NON PROFIT OR HELP WITH THE CHAMBER. THE VISION MCKINNEY TO ABSORB A LOT OF THOSE MEMBERS. SO SOME OF THE FEEDBACK THAT WE HAVE IS YEAH, WE ARE INTERESTED TO SERVE WHAT WE FOUND NEW OPPORTUNITIES.
SO THAT'S A GOOD THING, BUT ALSO NEXT WEEK WE WILL ALSO PARTICIPATE IN THE SURVEY MCKINNEY EVENT THAT PROVIDES INFORMATION ON NON PROFITS AS WELL AS THE BOARDS AND COMMISSIONS. AND WE DO GENERALLY SEE AN UPTICK IN THE APPLICATIONS AFTER THAT DATE.
THANK YOU SO MUCH. HELLO, KATIE IN THE BIBLE. THE POPE'S FROM VOLUNTEER MCKINNEY. DESPITE. YES SIR. ABSOLUTELY THESE EVENTS EVEN THOUGH THEY AREN'T CITY COUNCIL MEETINGS, THEY WILL BE PUBLICLY POSTED. THEY'RE OPEN TO THE PUBLIC. THEY WILL BE HELD HERE IN COUNCIL CHAMBERS, AND THEY WILL BE TELEVISED AS WELL. OKAY? RIGHT ITEM. 230448 UPDATE ON AFFORDABLE HOUSING
[Update on Affordable Housing Development Utilizing Public Private Partnership with the McKinney Housing Finance Corporation]
DEVELOPMENT, UTILIZING PUBLIC PRIVATE PARTNERSHIP WITH THE MCKINNEY HOUSING FINANCE CORPORATION. GOOD AFTERNOON. MAYOR COUNCIL CRYSTAL TODD, AFFORDABLE HOUSING ADMINISTRATOR FOR THE CINEMA, KENNY HAVE A LOVELY UPDATE FOR YOU TODAY AS MAYOR SAID THE UPDATE ON AFFORDABLE HOUSING DEVELOPMENT PARTNERSHIP WITH MCKINNEY HOUSING FINANCE CORPORATION.PEPSI. SO BACK IN APRIL, THE HFC APPROVED R R F Q AND WE ISSUED THE R F Q TO PARTNER WITH A CO DEVELOPER THAT ARE YOU ALSO HAD THE PFC DEAL. WE DID ONE CO DEVELOPER, ONE PFC DEAL. AND THEN CAME TO COUNCIL MAY 17TH YOU GUYS APPROVED US ISSUE THAT ARE FQ. WE HAD WELL. WE HAD SELECTED THE GROUP HAD SELECTED ATLANTIC PACIFIC COMMUNITIES AS OUR CO DEVELOPER. IN THAT PROCESS, THEY DID NOT RECEIVE A BOND RESERVATION FOR THEIR ALLOCATION FOR JANUARY. WITH
[00:15:02]
THAT BEING SAID, WE WEREN'T GOING TO HAVE A DEVELOPMENT FOR THIS YEAR WITH THEM NOT RECEIVING THOSE FUNDINGS PALLADIUM USA INTERNATIONAL HAD REACHED OUT TO THE MCKINNEY HOUSING FINANCE CORPORATION TO SEE IF WE WOULD DEVELOP THE PARTNERSHIP WITH THEM WITH THAT PARTNERSHIP. WE SINCE THEY WERE ALREADY SHOVEL READY, READY TO GO. LAST YEAR, THEY HAD COME TO CITY COUNCIL CITY COUNCIL HAD ISSUED A RESOLUTION OF SUPPORT FOR THEIR 9% TAX CREDIT. THEY WERE NOT SUCCESSFUL IN THAT 9% TAX CREDIT, SO NOW THEY ARE MOVING TO A 4% TAX CREDIT. WITH IT BEING A 4% THE HOUSING FINANCE CORPORATION CAN CO DEVELOPED ON THAT PARTNERSHIP AND THIS DEVELOPMENT SO WE MOVE FORWARD WITH THAT IN JANUARY, THE HOUSING FINANCE CORPORATION APPROVED A RESOLUTION TO ENTER INTO NEGOTIATIONS WITH THIS NEW DEVELOPER. AND WE HAVE SUCCESSFULLY REACH THOSE NEGOTIATIONS. THE HFC, UM APPROVED THE MOU AT THE LAST BOARD MEETING ON MAY 12TH. SO HERE TODAY WE ARE PRESENTING THE MOU. IT'S ATTACHED TO THIS PRESENTATION. AND THEN JUST KIND OF MENTIONED A LITTLE BIT ABOUT PALLADIUM USA. IT IS ON VIRGINIA 172. UNITS ZERO. IT'S 60% AM I 100% 100% AFFORDABLE. IT'S A GREAT DEVELOPMENT THAT'S GOING TO BE UP. AND NOW HAD WE WAITED WITH OUR CURRENT DEVELOPER THAT WE CAN STILL WORK WITH. IN THE FUTURE. IT WOULD BE FIVE YEARS BEFORE WE HAVE THE DEVELOPMENT IN PLACE WITH ADDITIONAL AFFORDABLE HOUSING UNITS. SO THIS WAS A DEAL THAT WOULD ALLOW US TO HIT ONE FOR IT TO COMPLETE WINE. PARTNERSHIP FOR THE 2023. THIS JUST AGAIN. IT SHOWS THE LOCATION THERE ON VIRGINIA STREET. THEY ACTUALLY HAVE THEIR ADDRESS. NOW THEY'RE VERY EXCITED TO KNOW THAT THEY'RE NOW. 26 56 VIRGINIA PARKWAY AND, UH, JUST TALK ABOUT SOME OF THE IDENTITIES WILL HAVE. THEY'VE BUILT SEVERAL DEVELOPMENTS IN OUR AREA. THEY ARE A GREAT DEVELOPER, AND WE'RE LOOKING FORWARD TO PARTNERING WITH THEM . AND I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE. ACTIONS.[Consider/Discuss Property Tax Options for Residents Including Those Over Age 65 and the Disabled]
THANK YOU VERY MUCH. THANK YOU SO MUCH APPRECIATE IT. 230449 CONSIDERED AND DISCUSSED PROPERTY TAX OPTIONS FOR RESIDENTS, INCLUDING THOSE OVER AGE 65 AND THE DISABLED.GOOD AFTERNOON, MAYOR AND COUNCIL MARK HOLLOWAY, CHIEF FINANCIAL OFFICER FOR THE CITY.
IT IS THAT TIME OF YEAR AGAIN WHEN WE, UH WE'RE INTO THE BUDGET PROCESS. SO WE TALK ABOUT ARE OUR TAXES FOR THE FOR THE YEAR GOING FORWARD. WE ALWAYS MAKE SURE THAT WE BRING FORWARD OUR EXEMPTION POSSIBILITIES OR HOMESTEAD. POSSIBLE POSSIBILITIES. TODAY I WANT TO TALK TO YOU ABOUT THE TYPES OF EXEMPTIONS THAT ARE AVAILABLE WHETHER THEIR HOMESTEAD FREEZES ANY OF THAT. WHAT THEIR EFFECTS COULD BE. AND THEN, UM, YOU KNOW, WE'LL GIVE YOU A FEW PRELIMINARY NUMBERS ABOUT AH, WHAT OUR TAX BASE LOOKS LIKE FOR NEXT YEAR AND THEN JUST SOME EXAMPLES FROM SOME OTHER CITIES. SO AS YOU CAN SEE, HERE, THERE ARE THREE TYPES OF WHETHER YOU CALL THEM EXEMPTIONS OR FREEZES OR HOME. YEAH WHAT? HERE THE FIRST THAT YOU SEE IS AS AN OVER 65 AND DISABLED EXEMPTION. WE CURRENTLY HAVE HAVE THAT IT'S SET AT $80,000 PER YEAR. UM THE MAIN THINGS ABOUT THAT IS IT'S TARGETED TO A CERTAIN GROUP. IT IS CHANGEABLE EACH YEAR AND THEN WE DO A VALUE LIKE EVALUATE THOSE YEARLY AS WE'RE DOING RIGHT NOW. HOMESTEAD EXEMPTION.
MUCH LIKE WITH THE SCHOOL DID YOU GET THROUGH WITH THE SCHOOL DISTRICTS? THOSE WILL GO TO ALL HOMEOWNERS. IF THOSE HOMEOWNERS ARE LIVING IN THE HOME WITH THEIR HOMESTEAD. IT IS CHANGEABLE EACH YEAR, AND IT REDUCES THE TAX BURDEN ON ALL THE PEOPLE THAT OWN THEIR HOME AND LIVE IN IT. AND THEN FINALLY, THERE'S THE OVER 65 DISABLED TAX FREEZE. THAT'S ALSO TARGETED. THAT'S A PERMANENT YOU WOULDN'T YOU WOULDN'T REEVALUATE THAT EVERY YEAR. ONCE YOU SET THAT THAT THAT THAT WOULD STAY THE SAME SO FIRST. I JUST KINDA WANT TO GO THROUGH WHAT WE CURRENTLY HAVE. UM IT'S THE OVER 65 AND DISABLED TAX EXEMPTION. IT REDUCES THE AMOUNT OF TAXABLE VALUE THAT THAT YOU'RE HOMELESS , TAXED AGAIN. TAXI ENDS THE CURRENT EXEMPTION FOR THAT IS $80,000 WAS LAST CHANGED FOR LAST TAX YEAR FROM $65,000 TO THE CURRENT 80. THE CURRENT EXEMPTION EQUALS ABOUT $366 IN REDUCED TAXES THAT'S AT OUR CURRENT TAX RATE. AND FOR EVERY $5000 THAT YOU COULD POSSIBLY INCREASE THIS, IT WOULD DRAW AT THE CURRENT RATE, IT WOULD DROP TAXES ABOUT $23. AH! CONVERSELY AS YOU RAISE IS YOU DO THAT NON ELIGIBLE HOMEOWNERS WOULD PAY
[00:20:03]
ABOUT $3.34 MORE FOR EVERY 5000 THAT YOU RAISED IT. UM AND AT THE CURRENT EXEMPTION LEVEL OF 80,000 NON ELIGIBLE HOMEOWNERS PAY ABOUT $51 MORE A YEAR. AT THE AT THE CURRENT TAX RATE.MARK SORRY TO INTERRUPT. NONE EXEMPT PAY $51 MORE SURE. IT SEEMS AS THOUGH THE TRANSFER ON THE TAX LIABILITY IS TO EVERYBODY, WHETHER THEY'RE RESIDENTIAL OR COMMERCIAL, RIGHT THE WAY THIS WORKS AS YOU AS YOU REDUCE THE TARGETED GROUPS THAT THAT WOULD PROJECT THAT TAX LIABILITY ONTO THE NON TARGETED GROUPS, WHICH WOULD BE THE NONEXEMPT HOMEOWNERS, COMMERCIAL OR MULTIFAMILY, RIGHT? SO WITH THE $51 IS THAT OFF IS THAT ESSENTIALLY EVERY PROPERTY THAT IS COMMERCIAL AND RESIDENTIAL IF WE SOMEHOW ISOLATED JUST THE RESIDENTIAL DOWN THERE. THIS IS THE MOST OF THESE ARE ESTIMATES. I WANT TO BE REAL CLEAR. THEY'RE DEALING WITH THEIR EXAMPLES. THE WAY WE DID. THIS IS I WENT IN AND I REDUCED OUT THE AMOUNT OF WHAT OUR COMMERCIAL VALUES ARE OKAY AND THEN APPORTIONED WHAT YOU REDUCE THE TARGETED AMOUNT BY TO THE CURRENT HOMEOWNERS. SO THIS IS JUST THE HOMEOWNERS PORTION. I CAN'T TELL YOU WHAT THE COMMERCIAL APARTMENT CAN DO THAT THAT MAP BECAUSE IT WOULD BE ABOUT PARCEL. BUT UM, BUT THIS WAS JUST MORE OF AN EXAMPLE TO THE HOMEOWNERS. OKAY? BUT IT IS I DID. I DID BACK OUT THE COMMERCIAL PART. SO I KNOW WHAT THE COMMERCIAL PERCENTAGES OKAY , ISOLATED THAT JUST THE OTHER HOMEOWNERS. THE SECOND TIME WE WERE TALKING ABOUT IS A HOMESTEAD EXEMPTION ONCE AGAIN. LIKE I SAID, THESE ARE THESE ARE MANDATE BY THE STATE FOR THE SCHOOL DISTRICT. SO WE KNOW HOW THOSE KIND OF WORK THERE IS CURRENTLY NO CITY HOMESTEAD EXEMPTION AS AS WE DO THIS WITH THE SCHOOL DISTRICT, IT'S A FLAT AMOUNT. IT'S $40,000 PER YEAR THAT THAT COMES OFF OF THE HOME VALUE FOR ALL THE HOMESTEAD PEOPLE, UH YOU CAN ALSO DO A PERCENT A LOT OF CITIES IF THEY'RE DOING THESE ARE SETTING THOSE AT A PERCENT LEVEL THAT WAY IT YOU DON'T HAVE TO COME IN AND CHANGE IT EVERY YEAR. YOU WOULD JUST KIND OF SET THAT PERCENT. YOU WOULD HAVE THE ABILITY TO CHANGE IT EVERY YEAR TO EITHER RAISE IT OR WHATEVER YOU WANT TO DO. BUT BUT A LOT OF CITIES ARE SETTING IN PERCENT AND LEAVING IT THAT ARE THERE. THEY'RE CONSIDERING THESE WE DID SOME EXAMPLES HERE. THIS IS BASED ON LAST YEAR'S VALUES. THE JUST WE WERE JUST TRYING TO DO SOME. SOME COMPARISONS WERE BASED ON THE CURRENT TAX RATE. IF YOU DID A 5% HOMESTEAD EXEMPTION, UM IT WOULD BE ABOUT $114 PER PER HOMEOWNER ONCE AGAIN. NO THAT 1 14, THEN COMPOUNDS AND THIS IS TRANSFERRED OVER. I'LL SHOW YOU THE HOW THAT ALL WORKS, OR HOW MUCH REVENUE WOULD BE EXEMPTED AND MOVED SOMEWHERE ELSE. UM ALSO DID HOW IT WOULD COMPOUND WITH THE CURRENT $80,000.65 AND OVER EXEMPTION THAT YOU HAVE YOU CAN SEE THAT THAT IT WOULD BE ADDED TO WHAT YOU CURRENTLY HAD.
UNLESS YOU REPEAL THAT BACK AND DID ONE OR THE OTHER. BUT IT WOULD IT WOULD MOVE THOSE 24 80 AT THE CURRENT CURRENT RATES EACH EACH PERCENT THAT YOU GO UP ON A HOMESTEAD FROM 5% WOULD BE ABOUT 22 OR $23 AT THE CURRENT HOUSE VALUE AND CURRENT TAX RATE. SO I JUST WANTED TO SHOW THE THIS NEXT SLIDE IS KIND OF THE HAS HAS ALL OF OUR NUMBERS ON IT. UM IT SHOWS THE HOW THE FREEZE WOULD WORK, WHICH WOULD WORK PRETTY MUCH LIKE A HOMESTEAD EXEMPTION WOULD WOULD FREEZE THE HOME VALUE. THEN, UH, HE WOULD TAX AT WHATEVER THE CURRENT RATE IS EACH YEAR. UM SO THIS FIRST PART SHOWS SOME DEMOGRAPHICS ARE TOTAL POPULATION. WE'VE HAD 15% CHANGE IN POPULATION SINCE 2018 TRIED TO LOOK AT FIVE YEAR WINDOW HERE. UM SINGLE FAMILY RESIDENCE DURING THAT TIME, EXCLUDING THE OVER 65 HAVE INCREASED BY 10. THE NUMBER OF OVER 65 EXEMPTIONS HAVE INCREASED 27% AND THE TOTAL PERCENT OF OVER 65 INCREASED 2% OVER THAT TIME. UM SO THE OVER 65 EXEMPTIONS GROWING IN A LITTLE BIT FASTER RATE THAN THE OTHERS, SINGLE FAMILY RESIDENCES. UM THE NEXT PORTION OF THAT JUST KIND OF SHOWS THE ESTIMATED IMPACT WHAT TYPE OF REVENUE THE REVENUE IS, IS HOW IT IS MOVED. IF YOU, UM. DO THE EXEMPTION, HOW IT IS MOVED FROM FROM 11. PAY HER TO ANOTHER. AT THE CURRENT. YOU'VE GOT ABOUT $3.3 MILLION THESE ARE THE NUMBERS DON'T MOVE TO GREATLY FOR EACH 5000 THAT YOU DO. THE SECOND PORTION SHOWS HOW THE 80,000 WOULD GROW OVER TIME. ONCE AGAIN FAIRLY NEGLIGIBLE IMPACT THERE. THE OVER 65 FREEZE
[00:25:07]
WOULD START THE FIRST VALUE EXEMPTED ABOUT 469 MILLION IT WOULD BE ABOUT $2.1 MILLION EACH YEAR AND THEN WE ADD THAT GROWTH IN OVERTIME, UM AND THEN ALSO SHOWED THE SAME EFFECT ON THE HOMESTEAD EXEMPTION. AH IT WOULD REDUCE. UH VALUATIONS BY WHAT ABOUT $1.1 BILLION THE FIRST YEAR SO THAT'S IT. THE 5% LEVEL? OF COURSE YOU DO. 10% DOUBLE THAT SO JUST WANTED TO GIVE YOU THAT. WITH THAT I'VE TALKED A LITTLE BIT IN PUBLIC ALREADY ABOUT OUR PRELIMINARY INCREASE ON EXISTING PROPERTIES ABOUT 6.6. WE GET A FURTHER BREAKDOWN ON JULY 20/5. I'VE SEEN SOME RAW NUMBERS. NOTHING NOW I CAN PUT ON THE PUBLIC THAT WITH ANY CONFIDENCE, NEW CONSTRUCTION $1 BILLION OF NEW VALUE ADDED TO THE ROLLS THIS YEAR, 3.1% WOULD BE TO THE ROLES. AVERAGE HOMESTEAD MARKET VALUE, NOT TAXABLE VALUES ABOUT $560,000 FOR FISCAL YEAR 23. AND IF YOU IF YOU WANT TO MAKE ANY CHANGES TO THE CURRENT EXEMPTION WOULD NEED TO BE DONE BY JULY 1ST OF THIS YEAR SO WE CAN GET THAT TO THE CAT. RIGHT AND THEN JUST FOR COMPARISON. UM THIS SLIGHTEST FOR INFORMATION, ONLY THERE'S LOTS OF APPROACHES TO TAX RATES TO THE FREEZES TO THE DISABLED OVER 65 DISABLED EXEMPTION HOMESTEAD ALL OVER THE PLACE. BUT THESE ARE SOME OF THE COLLIN COUNTY CITIES JUST WANTED TO SHOW THOSE FOR YOUR CONSIDERATION. AND WITH THAT BE HAPPY TO TAKE ANY QUESTIONS ABOUT THIS AND GET ANY DIRECTION THAT YOU MAY WANT ME TO DO BEFORE JULY 1ST OF THIS YEAR. PARK FRISCO AND PLANO JUMP OUT IS HAVING AN EXEMPTION TO END A FREEZE. AND UM HOMESTEAD. UH, ONE OF THE THINGS THAT YOU AND I TALKED ABOUT WAS THE MIX OF PROPERTY IN THOSE CITIES THAT I THINK PLANO IS. 55% RESIDENTIAL, AS OPPOSED TO COMMERCIAL FRISCO IS 60. BUT WE'RE AT 70% WHICH MEANS WE HAVE LESS PROPORTION OF COMMERCIAL NO CITIES. DOES THAT RESONATE AS ACCURATE WITH LAST YEAR'S NUMBERS THAT THAT WOULD BE PRETTY ACCURATE FOR WHAT WE PUT FORWARD RIGHT? LITTLE DIFFERENT MAKES. THAT'S WHY I ALWAYS SAY WHEN I SHOW THESE I'M LIKE IT'S APPLES TO ORANGES. THE CITY FINANCES ARE ALL A LITTLE BIT DIFFERENT. THE WAY THEY GATHER RATHER REVENUE. DIFFERENT TAX BASES. SOME ARE MORE. UM, YOU KNOW, UM RESIDENTIAL FOCUS, WHICH WE TEND TO BE WITH 70% BEING HOURS AND YOU KNOW THE COMMERCIAL TAX BASE BEING LARGER IN SOME OF THOSE STATES. WHEN WE COMPARE IT, IT'S KIND OF APPLES TO ORANGES AND THEN ALSO JUST IF I COULD ADD MISSING TO THIS SLIDE IN THIS ANALOGY IS THE REVENUE SHARE BETWEEN PROPERTY TAX SALES TAX DOLLARS BETWEEN THESE DIFFERENT CITIES. CORRECT AND WE DON'T WE DON'T SHOW THAT MIX HERE. WE'RE JUST SHOWING WHAT ALL THEY HAVE SO BUT MORE YOU'RE RELYING ON SALES TAX, THE MORE FLEXIBILITY YOU HAVE ON PROPERTY GENERALLY. THAT'S CORRECT. YES VERY GENERAL STATEMENT. YES, ABSOLUTELY. UM MR HOLLOWAY, IS THERE A DEADLINE WHEN WE HAVE TO SET THIS BY THIS YEAR? AND WHAT IS THAT JULY 1ST ? I WOULD LIKE TO BRING THIS BACK BY THE JUNE 20TH MEETING OF POSSIBLE RIGHT AND PARDON MY IGNORANCE. UM I REALLY KNOW WHAT'S GOING ON OUTSIDE OF MCKINNEY, TEXAS, BUT I KNOW THE LEGISLATURE IS CONSIDERING PROPERTY TAX RELIEF. I DON'T KNOW WHERE THEY ARE ON IT. BUT I WOULD CERTAINLY HAVE CONCERNS BECAUSE IF THEY DO SOMETHING WITH IT AND COME TO AN AGREEMENT THAT'S GOING TO GO INTO EFFECT. SEPTEMBER 1. THAT THAT COULD GREATLY CHANGE. THE ULTIMATE RESULT OF WHAT WE MAY DO BY JULY, 1. CORRECT BUT YOU KNOW I HAVE. THAT'S THAT'S THE PROBLEM WITH THIS TIMING IS. THE LEGISLATURE HAS ONE TIMING. IF YOU IF YOU WANTED TO ACT ON THIS, IT WOULD NEED TO BE BEFORE JULY 1 SO THAT THE WELL I'M JUST POINTING OUT THAT IT MAKES ME HESITANT TO TAKE ANY HUGE MOVES WHATSOEVER. NOT KNOWING WHAT THE TAX RATES MAYBE NEXT YEAR. YEAH I MEAN, THAT'S A GOOD POINT. I WOULD SAY THAT I THINK THE FOCUS RIGHT NOW, THOUGH, COULD EASILY CHANGE IS SCHOOL TAX RELIEF, BUT YEAH, TO YOUR POINT. NO IDEA WHAT THE STATE LEGISLATOR LEGISLATIVE BODY WILL DO IT ANY POINT IN TIME, OTHER THAN IT PROBABLY WON'T MAKE A LOT OF SENSE. MARK JUST SAY THAT MY NEXT. JUST A QUICK QUESTION[00:30:05]
ABOUT THE FREEZE. IS IT IS THERE ANY PARAMETERS WE CAN PUT AROUND IT VERSUS LIKE A YOU COULD. YOU KNOW YOU HAVE TO LIVE IN THE CITY THREE YEARS OR OR ONCE IT'S UP THERE. IT'S UP THERE. YOU CAN JUST MOVE IN AT 65, AND YOU START GETTING YOUR TAXES ARE FROZEN. WE REALLY DUG INTO SOME OF THOSE LAST YEAR, AND WHAT WE FOUND WAS IT IS WHEN IT SAYS IN THE STATE TAX CODE, IT SAYS OVER 65, AND THEN YOU ARE ELIGIBLE ONCE YOU WERE A HOMEOWNER WITHIN THE CITY. THAT IS YOUR HOMESTEAD . I DON'T SEE AND I'LL HAVE TO DEFER TO LEGAL ON THAT. BUT THE STATE TAX CODE WAS PRETTY PRETTY CLEAR THAT IF YOU HAVE A HOMESTEAD IN YOUR OVER 65, AND YOU'VE SAID THIS, IT IS WHAT IT IS. I DON'T KNOW THAT I CAN. IT'S A GREAT QUESTION BECAUSE THAT WAS TO A LARGE EXTENT. I WAS THE IMPETUS ON TRYING TO FIGURE THAT OUT. IT SEEMS TO ME WE'RE GIVEN A WE NEED TO PHILLIPS HEAD AND WE'VE GOT A SLEDGEHAMMER IN A NEEDLE NOSE PLIER, AND WE'VE GOT TOAT TO DOR IS THE FREEZE AND I'M FREEZING EVERYONE 65 AND OVER, UH, WHETHER YOU LIVE IN A $3 MILLION HOUSE OR WHETHER YOU LIVE IN $130,000 HOUSE, WHICH YOU KNOW, MR SCOFIELD NIGHT WE'RE ACTUALLY AT LAST WEEK. UM IT'S REALLY TOUGH AND SO. WHAT THIS ISN'T A QUESTION FOR YOU, MARK. FORGIVE ME, BUT YOU KNOW IS I'VE TRIED TO PROCESS THROUGH THIS THING. AH! IT IS A TAX SHIFT. IT'S THE CITY'S GOING TO COLLECT THE REVENUE THAT WE NEED TO OPERATE . IT'S A QUESTION OF WHERE ARE WE GOING TO GET IT FROM? AND WHAT WE'RE DOING IS WE'RE SHIFTING FROM EVERYONE 65 AND OVER TO EVERYONE ELSE, AND THAT INCLUDES SINGLE MOMS THAT INCLUDES YOUNG FAMILIES WHO WERE LIVING IN DEPARTMENT TRYING TO SAVE UP FOR BUYING A HOUSE THAT INCLUDES EVERYBODY. UM THE USING THE NEEDLE NOSE PLIERS, THE EXEMPTION THAT WE CURRENTLY USE. WOULD WHAT? I'M WHAT WE ARE ABLE TO DO THIS JUST FOR OUR CONSIDERATION. IS MARK SHARED THAT THIS SURPRISED ME. THE AVERAGE HOME IN MCKINNEY'S 557,000 MAN, I WOULD HAVE TAKEN THE UNDER ON THAT. BUT THE TAXABLE ASSESSED VALUE THAT THEY'RE PAYING TAX ON IS ABOUT 4 65. THAT'S LAST YEAR IN IN, SO YOU COULD SAY, WELL, THAT'S GOING TO GO UP 10. THAT'S FAIR. UH, BUT. IT SEEMS TO ME THAT WE OUGHT TO SAY WE OUGHT TO TRY TO DO SOMETHING TO BENEFIT THE BELOW AVERAGE. AVERAGE TO BELOW AVERAGE SENIOR CITIZEN WHO OWNS THEIR HOME. BUT WE CAN'T DO IT WITHOUT BENEFITING EVERYBODY.BUT IF YOU LIVE IN A $3 MILLION HOME, AND WE INCREASE THIS BY 5000 BANKING NOTICE, BUT WE HAVE TO DO IT. BUT FOR THOSE PEOPLE WHO LIVE IN THE BELOW AVERAGE, UH, VALUED HOME THAT WILL BE A SIGNIFICANT MITIGATOR IN TAX INCREASE, SO I'LL CERTAINLY BE RECEPTIVE TO ANY OTHER REMARKS ON THIS, BUT YOU KNOW, WE'RE GROWING CITY. WE'VE GOT A LOT OF CONSTITUENTS. WE'VE GOT A LOT OF ROADS TO BUILD. UM PLANO DOESN'T FRISCO, DOESN'T WE DO? AND I. I BROUGHT UP THE POINT THAT SALES TAX REVENUES IN WHICH GENERATED THERE'S A DISPARITY BETWEEN WE'RE GROWING, BUT BUT FROM WHAT WE COLLECT TO THOSE OTHER CITIES SO THAT THAT ALSO PLAYS A PART, YOU KNOW, I'LL SAY. UM I'VE OFTEN FELT THE UH, THE INEQUITABLE NOUS HAS BEEN A CERTAINLY A PART OF MY GOVERNING DECISION. UM WHEN I THINK OF SINGLE MOTHERS, SINGLE PARENTS DO I WANT TO PUT THE BURDEN ON THEM? I DON'T BUT BUT YOU MADE A COMMENT THAT CERTAINLY RESONATED WITH ME. AND THAT WAS THAT THERE ARE OTHER DECISIONS AND LEGISLATIVE DECISIONS WE MAKE THAT HAVE A DISPARITY AND INEQUITY ILLNESS IF YOU WILL, SO THAT WASN'T LOST TO ME, JUST BY THE WAY. UM HOWEVER, THE OTHER INEQUITABLE, THIS IS SOMETHING THAT WAS JUST ARTICULATED BY COUNCILMAN CLAUDIA AND THAT IS THAT UM YOU KNOW, THERE'S A. SENIOR 65 YEAR OLD LIVING IN A $3 MILLION HOME VERSUS LIVING IN A $400,000 500,000 DOLLARS HOME. UM THERE'S AN INEQUITABLE NOUS THERE IN THAT I BECAUSE IF YOU ASK ME DO I WANT TO BE CONSIDERATE, SHIFTING THE BURDEN ON A SENIOR CITIZEN WITH A FIXED INCOME. LIVING MODERATELY AND SHIFTING THAT TO OTHER THE PROPERTY OWNERS. THAT'S PROBABLY A DIFFERENT DECISION FOR ME THAN IF YOU SAY DO I WANT TO? SHIFT THE BURDEN ON A $3 MILLION. VERY WEALTHY BABY BOOMER WHO IS LIVING REALLY, REALLY WELL ONTO ANOTHER POPULATION HAVE A HARDER TIME THERE, SO I'M VERY CONFLICTED ON THAT. NO I SAID CONFLICTED. I AM RESOLUTE IN MY NOT WANTING TO DO THE LATTER. SO I GO BACK. I KEEP COMING BACK TO UM IS IT MAKE MORE SENSE FOR A
[00:35:05]
LARGER OR AN INCREASE. WE'RE GOING TO DO SOMETHING IN THE EXEMPTION. YEAH JUST AS A RESULT OF THAT CORBYN, A SON. WHERE SOMEBODY MAYBE? MARKET I MADE GO AHEAD. UH I DO WANT TO POINT OUT THAT MR SCOFIELD, YOU'VE BEEN HERE EVERY YEAR THAT WE'VE TAKEN UP THIS ISSUE IN THE LAST FIVE YEARS, AND I BELIEVE IT HAS OUR EXEMPTION IS INCREASED PRETTY MUCH EVERY YEAR, AND I DON'T WANT YOU TO THINK THAT YOUR ARGUMENTS ARE FOLLOWING ON DEAF EARS UP HERE BECAUSE YOU HAVE BEEN AND INFLUENCING GETTING THAT RAISED OVER THE LAST FIVE YEARS AND I DID NOT WANT TODAY TO PASS WITHOUT ACKNOWLEDGING YOUR EFFORTS ON BEHALF OF ALL THE SENIORS HERE. ALMOST SINGLE HANDEDLY. YEAH, YOU'RE YOU'RE ADVOCATION. IT'S GONE FROM 130,000 IN THE LAST SIX YEARS. I THINK LAST YEAR WAS A BIG JUMP, AND I WANT TO MAKE CLINTON CLINTON. I ACTUALLY CLINTON'S VERY NICE, AND HE TOOK ME ON HIS MEALS ON WHEELS ROUTE LAST WEEK, AND FOR ME TO PUT MY EYEBALLS ON IT, WHICH I WILL ALWAYS APPRECIATE. UM YEAH. UM YOU KNOW, I DO WANT TO SAY, THOUGH THIS IS WONKY. MUNICIPAL FINANCE STUFF, BUT THE TAPS DEAL IS FINANCED BY M. CDC WITH SALES TAX IS NOT NOT PROPERTY TAXES AND THE AIRPORT CERTAINLY THAT WAS SOMETHING THAT WAS LITIGATED, BUT IT WAS LITIGATED SUCH THAT IT'S NOT GOING TO BE OUR GENERAL OBLIGATION DEBT. IF IT DOES COME THROUGH, IT'S GOING TO LOOK SOMEHOW WITH PRIVATE CAPITAL COMING THROUGH AND DOING IT, BUT BUT I DO UNDERSTAND YOUR POINTS ON THAT. I DO APPRECIATE YOU TAKING ME OUT THERE AND, UM YOU KNOW, ONE FINAL WRAP ON THE THOUGHT IS THAT THE TRUTH IS THAT WE DID GO IN. CLINTON TOLD ME THAT THE MIXED VARIES BUT WE DID GO TO A NUMBER OF APARTMENTS . SOME WERE IN NEWSOME, WHICH THERE IS SOME RENTAL BENEFITS TO THE FOLKS, BUT SOME OF THEM WERE NOT. SOME OF THEM WERE JUST JUST NORMAL APARTMENTS WHERE THERE WAS NO MITIGATION IN TERMS OF THE RENT. THESE FOLKS PAY AND THIS IS THE TRANSFER OF THE HOMEOWNER TO THE APARTMENT DWELLER AND, UH, THAT'S YOU KNOW, WHEN YOU'RE SITTING UP HERE, MAN. I MEAN, YOU THINK ABOUT THESE THINGS, IT'S NOT YOU DON'T HAVE THE LUXURY OF BEING AN ADVOCATE. FOR ONE THING OR THE OTHER. YOU'VE GOT TO MAKE TOUGH DECISIONS, AND THIS IS A TOUGH ONE. BUT THAT'S WHERE I LAND. THANK YOU, MR MAYOR. YEAH MARK WHEN I KIND OF RUN THROUGH THESE NUMBERS, YOU'VE GOT THREE VARIABLES HERE THAT I LIKE TO LOOK AT WHICH IS THE AVERAGE MARKET VALUE OF A HOMESTEAD IN OUR CITY. HOMESTEAD AMOUNT AND THEN OUR TAX RATE. AND I THINK THE WAY PATRICK TALKED ABOUT IT AS WE HAVE NEEDLE NOSE PLIERS THAT WE'RE TRYING TO IMPACT. UM, THIS SPECIFIC GROUP OF PEOPLE AND KEEP A FAIRLY LEVEL TAX RATE FOR THEM OR TAX BURDEN FOR THEM. AND IF I LOOK AT THAT, OVER THE LAST FIVE YEARS, I SEE AN INCREASE OF ABOUT $60 A YEAR FOR THE AVERAGE HOME HOME HOME OWNER OVER 65 WITH THE EXEMPTION DECREASES. THAT'S CORRECT. SEEN YOUR NUMBERS AND WE WE'VE LOOKED AT HIM OURSELVES. UM AND WITH THE TAX RATE CHANGES THAT THAT MAY BE COMING OVER THE NEXT YEAR . UM CERTAINLY YOU COULD PROBABLY MAINTAIN THAT AS WELL, YOU KNOW, WITH WITHIN THE PERCENT OR EVEN KEEP IT. EVEN I THINK THERE WAS EVEN A YEAR WITH THE NUMBERS THAT WE DID THAT WE LOOKED AT THAT THE NUMBER CAME DOWN A LITTLE BIT, TOO YEARS WHERE IT CAME DOWN TWO YEARS WHERE IT WENT UP A LITTLE BIT AND AVERAGE TO ABOUT 1% INCREASE A YEAR, RIGHT? BUT WITHOUT KNOWING THE POST TAX RATE OR ANYTHING LIKE THAT. WE'RE HAVING TO KIND OF FIGURE THIS OUT BY NEXT MEETING. WHETHER OR NOT WE HAD TO THAT EXEMPTION OR NOT. AND WHAT THAT ULTIMATELY DOES. WE DON'T WE DON'T HAVE. WE DON'T HAVE ONE OF THOSE VARIABLES RIGHT NOW. RIGHT BUT WITH WITH WHAT WE'VE SEEN WITH VALUES, I THINK THAT THAT YOU'RE GOING TO BE IN A POSITION IF YOU WANTED TO MAKE IT SOME SORT OF A CHANGE. YOU CAN DO THAT SO UM LIKE A $5000 INCREASE TO IT. I'LL I'LL DEFER THAT TO YOU GUYS ON THAT. BUT SOMEWHERE I THINK THAT WITH THE INCREASING VALUES WHAT YOU SAW IS PROBABLY GOING TO BE 10% TO MOST HOMES. IT WILL BE. YEAH, YOU COULD. YOU COULD MATCH THAT WITH FIVE OR 10 SOMETHING LIKE THAT. MR HOLLOWAY, UM. WHEN DID THIS OVER ? 65 EXEMPTION BEGAN. DIDN'T IT BEGIN AT 50,000? SO IN MY TIME I'VE BEEN HERE 10 YEARS. I BELIEVE THAT IT WAS 50,000 WHEN[00:40:01]
IT'S GONE FROM 50,000 OVER ABOUT THE LAST SIX OR SEVEN YEARS TO THE 80,000 LEVEL THAT YOU SEE NOW. I'M NOT SURE WHEN THEY WIN COUNCIL ACTUALLY ENACTED A THE HOMESTEAD EXEMPTION FOR THE FIRST TIME, BUT I CAN TELL YOU THAT IN THE LAST 10 YEARS IT HAS BEEN 50. THEN IT MOVED TO 80 FAIRLY QUICKLY. THANK YOU. YES, SIR. OTHER QUESTIONS. THANK YOU, MARK. MARK. THANK YOU FOR ALL[COUNCIL LIAISON UPDATES regarding city boards & commissions]
