CAPTAIN MAZZOLA'S IN NORMANDY, FRANCE, AS PART OF A US DELEGATION HONORING THE REMAINING LIVING WORLD WAR, TWO VETERANS INVOLVED IN THE ALLIED INVASION OF NORMANDY, WHICH ON JUNE 6TH 1944 MARKED THE BEGINNING OF THE END OF WORLD WAR TWO. CAPTAIN MAZZOLA WAS RECENTLY SELECTED FOR MAJOR AND WOULD BE PINNED ON SEPTEMBER 1ST OF THIS YEAR. SHE IS THE DAUGHTER OF MCKINNEY RESIDENT JO AND RESIDENTS JOE AND LAURA MAZZOLA. AND WE GREATLY THEN CAPTAIN BASIL AND RECOGNIZE HER FAMILY SUPPORT FOR HER TREMENDOUS CAREER AND CONTRIBUTIONS TO THE UNITED STATES OF AMERICA AND ABROAD.

AND I'VE BEEN A PROPONENT FOR THE LAST FIVE YEARS OF FREEZING SENIOR AND DISABLED TAXES FOR FOLKS OVER 65. IT STARTED FIVE YEARS AGO. 2018 WHEN THAT UH, OPPORTUNITY WAS PRESENTED TO CITY COUNCIL AT A REGULAR COUNCIL MEETING. IT WAS DEFEATED 4 TO 3. IT WAS CLOSE, BUT NO CIGAR IF YOU WILL, SO IN THE MEANTIME, THE PAST FIVE YEARS AS I'VE TALKED AND VISITED WITH MANY OF YOU. THE NEGATIVES. I GET OTHER CONCERNS I GET FROM ALL OF YOU ARE TWOFOLD. LOTS OF DOLLARS HAVE GONE TO THE EAST SIDE FOR DEVELOPMENT. ALL GOOD STUFF. UH, I THINK OF TOPS, FOR EXAMPLE. CITIES, HELPING THEM OUT QUITE A BIT. AND LAST, BUT NOT LEAST THINKING OF THE AIRPORT IF COMMERCIAL SERVICE WERE TO EVOLVE AT SOME POINT ALL OF THOSE ATTRIBUTES. ARE MORE IMPORTANT AND GOING TO BE MUCH MORE UTILIZED WITH FOLKS UNDER 65 AND OVER 65. AND I DON'T

EVERY YEAR, APPROXIMATELY HALF OF OUR BOARDS AND COMMISSIONS, SEATS BECOME OR EXPIRE FOR REAPPOINTMENT, SO THIS PROCESS HANDLES ANNUALLY.

VARIOUS BOARDS HAVE EITHER TWO OR THREE CONSECUTIVE TERM LIMITS AS DEFINED BY THE CITY COUNCIL'S AMENDMENT TO THE POLICY LAST YEAR. VARIOUS TYPES OF MEMBERSHIP ARE REGULAR MEMBERS.

THOSE ARE ACTIVE MEMBERS WHO SERVE WITH THE EXPECTATION OF ATTENDING ALL MEETINGS TO ENGAGE WITH THOSE MEETINGS AND ACTIVELY VOTED AS NEEDED. WE ALSO HAVE ALTERNATE MEMBERS WHO WHO SERVICE SUBSTITUTES. THEY HAVE THE SAME ATTENDANCE REQUIREMENTS , BUT THEY DO NOT VOTE UNLESS THEY'RE SERVING IN THE CAPACITY OF THE ABSENT MEMBER. WE HAVE SEVERAL IMPORTANT DAYS. WE JUST WANT TO HAVE EVERYONE MINDFUL OF AS FAR AS THE PROCESS AND PROCEDURES. ON OCTOBER 1 WE ALSO ENCOURAGE ALL CANDIDATES AS WELL. THERE'S AN INCUMBENT MEMBERS TO REMAIN ABREAST OF PARTNER POLICIES AND GUIDELINES AND CODES THAT ARE SPECIFIC TO THEIR BOARD AND WE HAVE THOSE LISTED ONLINE AND WE ALSO PROVIDE THAT INFORMATION PUBLICLY, AND THOSE INCLUDES THINGS LIKE THE OPEN GOVERNMENT TRAINING, WHICH MOST OF YOU HAVE ALSO PARTICIPATED IN OUR STAFF ALSO WELL VERSED IN THAT AS WELL AND THE VARIOUS POLICIES OF THEIR BOARDS, AND WE ALSO ENCOURAGE INDIVIDUALS TO ATTEND MEETINGS TO BECOME KNOWLEDGEABLE OF THOSE ASPECTS OF THE BOARDS THAT THEY'RE INTERESTED IN. DEVELOPMENT, UTILIZING PUBLIC PRIVATE PARTNERSHIP WITH THE MCKINNEY HOUSING FINANCE CORPORATION. GOOD AFTERNOON. MAYOR COUNCIL CRYSTAL TODD, AFFORDABLE HOUSING ADMINISTRATOR FOR THE CINEMA, KENNY HAVE A LOVELY UPDATE FOR YOU TODAY AS MAYOR SAID THE UPDATE ON AFFORDABLE HOUSING DEVELOPMENT PARTNERSHIP WITH MCKINNEY HOUSING FINANCE CORPORATION.

PEPSI. SO BACK IN APRIL, THE HFC APPROVED R R F Q AND WE ISSUED THE R F Q TO PARTNER WITH A CO DEVELOPER THAT ARE YOU ALSO HAD THE PFC DEAL. WE DID ONE CO DEVELOPER, ONE PFC DEAL. THAT BEING SAID, WE WEREN'T GOING TO HAVE A DEVELOPMENT FOR THIS YEAR WITH THEM NOT RECEIVING THOSE FUNDINGS PALLADIUM USA INTERNATIONAL HAD REACHED OUT TO THE MCKINNEY HOUSING FINANCE CORPORATION TO SEE IF WE WOULD DEVELOP THE PARTNERSHIP WITH THEM WITH THAT PARTNERSHIP. WE SINCE THEY WERE ALREADY SHOVEL READY, READY TO GO. LAST YEAR, THEY HAD COME TO CITY COUNCIL CITY COUNCIL HAD ISSUED A RESOLUTION OF SUPPORT FOR THEIR 9% TAX CREDIT. THEY WERE NOT SUCCESSFUL IN THAT 9% TAX CREDIT, SO NOW THEY ARE MOVING TO A 4% TAX CREDIT. WITH IT BEING A 4% THE HOUSING FINANCE CORPORATION CAN CO DEVELOPED ON THAT PARTNERSHIP AND THIS DEVELOPMENT SO WE MOVE FORWARD WITH THAT IN JANUARY, THE HOUSING FINANCE CORPORATION APPROVED A RESOLUTION TO ENTER INTO NEGOTIATIONS WITH THIS NEW DEVELOPER. AND WE HAVE SUCCESSFULLY REACH THOSE NEGOTIATIONS. THE HFC, UM APPROVED THE MOU AT THE LAST BOARD MEETING ON MAY 12TH. SO HERE TODAY WE ARE PRESENTING THE MOU. IT'S ATTACHED TO THIS PRESENTATION. AND THEN JUST KIND OF MENTIONED A LITTLE BIT ABOUT PALLADIUM USA. IT IS ON VIRGINIA 172. UNITS ZERO. IT'S 60% AM I 100% 100% AFFORDABLE. IT'S A GREAT DEVELOPMENT THAT'S GOING TO BE UP.
