[PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]
. ALL RIGHT. NEXT ITEM. MINISTER PUBLIC COMMENTS ON AGENDA ITEMS FOR NON PUBLIC HEARING ITEMS I DON'T HAVE A Q YET TO HAVE ANYBODY.SHANNON WHITE. THE TIME AROUND ME. THANK YOU, COUNCILOR FOR LETTING ME SPEAK TO YOU TONIGHT.
MY PURPOSE TONIGHT IS TO ASK FOR $100,000 FROM THE OPIATE SETTLEMENT FUNDS YOU RECEIVED FROM THE STATE OF TEXAS LAST MONTH. SHERIFF SKINNER HAS RECENTLY ANNOUNCED THAT THE DEATH RATE FROM FENTANYL HAS INCREASED 1320% IN COLLIN COUNTY . SINCE 2018. THIS IS A CLEAR AND PRESENT DANGER IN OUR AREA. AS YOU KNOW, GRACE TO CHANGE IS THE ONLY IN PERSON ADOLESCENT OUTPATIENT SUBSTANCE ABUSE PROGRAM FOR THE INDIGENT AND UNINSURED, WHICH MEANS THEIR FAMILY INCOME IS BELOW 125% BELOW THE POVERTY LEVEL IN COLLIN COUNTY. MCKINNEY HAS GREATLY BENEFITED FROM OVER 400 SUCCESSFUL GRADUATES WHO ARE NOW PRODUCTIVE UN INCARCERATED MEMBERS OF SOCIETY. WHO WE SERVE. WE RECEIVED STUDENTS FROM ALL THREE OF THE MAJOR SCHOOLS, SERENITY AND THE DISTRICT ALTERNATIVE PLACEMENT PROGRAM. WE FACILITATE DAY REDUCTIONS FOR STUDENTS AT D A. P AND I TEACH A GROUP EACH WEEK AT SERENITY HIGH. WE ARE AVAILABLE TO COME SEE STUDENTS ON CAMPUS IF IT IS REQUESTED AND HAVE DONE SO NUMEROUS TIMES. SADLY WE HAVE STUDENTS FROM MIDDLE SCHOOLS AND M I S D, WHICH IS A FRIGHTENING ISSUE, BUT WE ARE GRATEFUL THEY CAN COME TO US. WHY GRACE TO CHANGE. EACH OF MY STAFF MEMBERS IS A PRODUCT OF THIS FACILITY.
THEY GOT SOBER CAME BACK TO THE PLACE THAT GAVE THEM FREEDOM FROM ADDICTION TO GIVE OTHERS
[00:15:03]
THAT SAME GIFT. THEY ARE ALL LICENSED CHEMICAL DEPENDENCY COUNSELORS WITH A DEEP PASSION FOR HELPING THIS SPECIFIC POPULATION. WE HAVE BEEN LOCATED IN THE SAME PLACE FOR 12 YEARS, WHICH ALLOWS PEOPLE TO STAY IN CONTACT OR RETURN FOR MORE HELP FROM A PLACE THEY ALREADY TRUST . JUST THIS. LAST THURSDAY, I ESCORTED A 24 YEAR OLD MAN TO INPATIENT TREATMENT WHO STARTED WITH US WHEN HE WAS 15. WE PLANT SEEDS, SOME TAKE INSTANTLY. OTHERS TAKE YEARS TO DEVELOP. WE ARE HERE WHEN THEY ARE READY AND WANT TO CONTINUE THAT LEGACY. EACH COUNSELOR GRACE TO CHANGE HAS ROUGHLY 80 TO 100 PEOPLE ON THEIR CASELOAD IN A GIVEN YEAR. CURRENTLY APPROXIMATELY 85% OF OUR CLIENTS DO NOT PAY ANYTHING FOR THEIR TREATMENT. OUR CURRENT FUNDING IS STRUCTURED SO THAT WE RECEIVED $50 PER NIGHT PER CLIENT FROM OUR STATE AND COUNTY CONTRACTS. AS A CITY YOU PAY $67 A NIGHT TO INCARCERATE THEM. CLEARLY TREATMENT IS THE HIGHEST AND BEST USE OF THESE FUNDS. 85% OF OUR CLIENTS MAINTAIN THEIR SOBRIETY AFTER NINE MONTHS. YES I DID, SAY 85. ADDITIONALLY OF THE NEARLY 200 PLUS CLIENTS WHO ARE INVOLVED IN CHILD PROTECTIVE SERVICES, LESS THAN FIVE HAVE NOT BEEN REUNITED WITH THEIR FAMILIES. THE BENEFIT OF THIS GOES WITHOUT SAYING EMOTIONALLY AND FINANCIALLY AT GTC. WE NEVER TURN PEOPLE AWAY FROM TREATMENT . WE WRITE GRANTS DO FUNDRAISERS PARTNER WITH LOCAL BUSINESSES, ETCETERA ON THE ATTEMPT TO MAKE UP THE ROUGHLY 75% DEFICIT WE OPERATE IN COMPARED TO FOR PROFIT CENTERS. THIS IS NOT A SUSTAINABLE BUSINESS MODEL UNLESS WE CONTINUE TO FILL THAT GAP. MANY PEOPLE WILL NEVER NEED THE SERVICES OF GRACE TO CHANGE BUT IS THE FENTANYL ISSUES CONTINUES TO ESCALATE? MORE WILL BE PRESENT ON OUR DOORSTEP. WE WANT TO BE READY TO MEET THAT DEMAND. IN SUMMARY, WE ASKED FOR THESE FUNDS TO BE ABLE TO CONTINUE TO SERVE THE FAMILIES OF MCKINNEY MAINTAIN OUR QUALITY STAFF, PAY THEM A LIVABLE WAGE AND BE READY TO EXPAND OUR CAPACITY HAS THE NEGROES SHANNON . THANK YOU VERY MUCH. ALL RIGHT[Consider/Discuss/Act on the Election of a Mayor Pro Tem]
. THAT'S THE ONLY PERSON THAT SIGNED UP TO SPEAK. WE WILL NOW MOVE TO OUR NEXT ITEM. TMP 23 061 TO CONSIDER AN ACT ON ELECTION OF A MAYOR PRO TEM. MM. WE DO THIS EVERY YEAR FOR THOSE WHO DON'T KNOW. ITEM WE'RE GOING TO PLANT CONSIDERATION UNDER CHAPTER 2 12 , TEXAS LOCAL GOVERNMENT CODE 23 0105 PP. CONSIDER DISCUSS ACT ON A PRELIMINARY PLATFORM LOT ONE BLOCK ONE U. S. 3 80 IN NEW HOPE COMMERCIAL LOCATED ON THE NORTHWEST CORNER OF U. S. HIGHWAY. 3 80 FM 18 27. THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING IS SHE READ? THIS IS A PRELIMINARY PLAN. IT'S ACTUALLY LOCATED IN THE CITY'S ET J JUST NORTH OF US . 3 80 TRACT ITSELF IS ABOUT 4.7 ACRES IN SIZE AND BASED ON INFORMATION WE'VE RECEIVED FROM THE APPLICANT THEY DO INTEND ON DEVELOPING FOR COMMERCIAL USES. THIS PLAT AS STAFF HAS REVIEWED IT. WE ARE RECOMMENDING DISAPPROVAL BECAUSE IT DOES HAVE SITE ALTERING COMMENTS THAT NEED TO BE ADDRESSED JUST AS A REMINDER WHEN WE ARE REVIEWING AND MAKING RECOMMENDATIONS ON PLATTS. THEY ARE NOT SUBJECTIVE . THEY ARE BASED ON WHETHER OR NOT THEY COMPLY WITH OUR SUBDIVISION ORDINANCE AND ASSOCIATED ENGINEERING DESIGN MANUAL OR THEY DO NOT. IN THIS CASE, WE DO HAVE SOME OUTSTANDING COMMENTS RELATED TO THE ENGINEERING DESIGN MANUAL THAT NEED TO BE ADDRESSED. THE APPLICANT DOES HAVE AN OPPORTUNITY TO RESUBMIT THE PLAN TO GET APPROVAL. BUT FOR THE RECORD FOR TONIGHT, WE ARE RECOMMENDING DISAPPROVAL TO WORK THROUGH THOSE OUTSTANDING COMMENTS AND POTENTIALLY ALTERING, UM, UNRESOLVED ISSUES . SO WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS. JENNIFER DOES THE APPLICANT UM DISAGREE WITH ANY OF THE I CAN'T SPEAK TO WHETHER THEY AGREE OR DISAGREE, BUT THEY ARE AWARE OF STAFFS, COMMENTS AND THE DISAPPROVAL.I'LL BE WORKING WITH US ON THEM. OKAY HERE'S THE APPLICANT HERE. I DID NOT. HOW'S IT GOING? TREVOR GILLY WITH PELOTON LAND SOLUTIONS. I AM REPRESENTING THE APPLICANT TONIGHT WE HAD 1100 FRISCO STREET IN FRISCO, TEXAS. WE ARE AWARE THAT THERE ARE COMMENTS WE HAVE ASKED FOR THOSE COMMENTS, AND WE HAVE BEEN TOLD THAT WE WOULD RECEIVE THOSE AFTER THE MEETING TONIGHT. WE'RE WILLING TO WORK WITH THE CITY WITH WHATEVER COMMENTS THEY HAVE TO GET THIS COMPLETED. THANK YOU. ANYONE HAVE QUESTIONS FOR THE OUTCOME. THANK YOU VERY MUCH. THANK YOU. RIGHT? IS THERE A MOTION? MR BARRY MOVED THAT WE REJECT THE PLANT PER STAFF'S RECOMMENDATION. FOR A SECOND.
SECOND HIS CASTRO VOTES. YEAH. WHAT'S THAT AMBER? YEAH. AND THERE, TOO. IT'S DISAPPEARED. YES. AND WITH YOU, MICHAEL. YEAH YOU GOT. TO, ASKING. I THINK MICHAEL JONES IS DOWN THERE SCREWING WITH MY VOTING RECORD. YEAH. SO IT BEGINS RIGHT? ALL RIGHT. WE'LL

NOW MOVE TO REGULAR AGENDA. PUBLIC HEARING ITEMS THIS PORTION OF THE AGENDA REQUIRES CONSISTS OF ITEMS REQUIRING INDIVIDUAL CONSIDERATION BY THE COUNCIL PURSUANT TO SECTION 551.7 OF THE TEXAS GOVERNMENT CODE. ANY PERSON WISHING TO ADDRESS THE CITY CANCER ITEMS LISTED AS PUBLIC HEARINGS. WILL BE RECOGNIZED WHEN THE PUBLIC HEARING IS OPENED ITEM. 220109 Z THREE CONDUCTED PUBLIC HEARING TO CONSIDER AN ACT ON REQUEST TO REZONE THE SUBJECT. PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT OR REGIONAL EMPLOYMENT OVERLAY DISTRICT IN C C CORRIDOR . COMMERCIAL OVERLAY DISTRICT TO PD PLAN DEVELOPMENT DISTRICT NHC HIGHWAY COMMERCIAL OVERLAY DISTRICT GENERALLY TO MODIFY THE DEVELOPMENT STANDARDS AND ALLOW FOR MULTI FAMILY AND COMMERCIAL USE IS LOCATED APPROXIMATELY 210 FT WEST OF US HIGHWAY 75. ON ON THE SOUTH SIDE OF MCKINNEY RANCH PARKWAY AND ACCOMPANYING ORDINANCE. JENNIFER AMERICAN MODULATIONS. I'M READING THAT VERY LONG TITLE. I APOLOGIZE FOR THAT. BUT AS YOU READ, THIS IS A REQUEST TO REZONE THE SUBJECT PROPERTY LOCATED GENERALLY, THE NORTHWEST CORNER 1, 21 AND U S. 75 I'M SURE MANY OF YOU ARE FAMILIAR WITH THIS PARTICULAR PROPERTY. IT IS CURRENTLY ZONED PD PLAN DEVELOPMENT DISTRICT AND THE APPLICANT IS REQUESTING TO REZONE TO MODIFY SOME OF THE ALLOWED USES. AS WELL AS DEVELOPMENT STANDARDS ON THE TRACT. THE OVERALL TRACT IS ABOUT 18 ACRES IN SIZE, AND THE APPLICANT IS REQUESTING AS PART OF THAT PLAN DEVELOPMENT DISTRICT TO DIVIDE THE ZONING INTO TWO DIFFERENT SUBTRACTS TRACKED ONE, WHICH IS LET ME TRY THAT ONE MORE TIME. GENERALLY ALONG THIS AREA HERE IS ABOUT 11 ACRES IN SIZE. AND TRACK TOO. ON THE FURTHER SOUTHERN SIDE, AND[00:25:09]
THAT'S ABOUT SEVEN ACRES AND SIZE. I APOLOGIZE. I THINK I SAID THAT WRONG TRACKED. ONE IS ABOUT 11 ACRES IN SIZE. TRACK TWO WAS ABOUT SEVEN ACRES IN SIZE ON TRACK ONE, THE APPLICANT IS PROPOSING TO INTRODUCE MULTI FAMILY USES, WITH THE DENSITY OF ABOUT 60 UNITS TO THE ACRE WITH THAT THEIR VISION AND GOAL IS TO BE ABLE TO DEVELOP A TALLER, MULTI FAMILY PRODUCT HERE ALONG THAT HIGHWAY FRONTAGE. WITH THE ZONING, THERE WOULD BE A MINIMUM FOURTH STORY BUILDING HEIGHT REQUIREMENT AND A MAXIMUM BUILDING HEIGHT OF SIX STORIES. UM THERE WOULD ALSO BE REQUIRED PARKING GARAGE OR ENCLOSED PARKING FOR THE PROJECT IN ORDER TO GET THAT SCALE AND MASSING THAT'S ENVISIONED HERE. ON TRACKED TO THE AFRICAN IS PROPOSING TO REZONE THAT PORTION TO ALLOW FOR COMMERCIAL USE IS GENERALLY IN ALIGNMENT WITH THE C THREE HIGHWAY COMMERCIAL ZONING DISTRICT OF THE CITY. GIVEN THE LOCATION ALONG THESE REGIONAL HIGHWAYS AND SOME OF THE ACCESS CHALLENGES THAT WE DO SEE ON THE PROPERTY, AS WELL AS THE VISION WITHIN THE COMPREHENSIVE PLAN STAFF IS COMFORTABLE WITH THE REZONING REQUEST AS PRESENTED, AND WE ARE RECOMMENDING APPROVAL. PLANNING AND ZONING COMMISSION IS ALSO RECOMMENDING APPROVAL IN A 61 VOTE. I WILL NOTE THAT COMMISSION MEMBER WOODRUFF WAS OPPOSED TO THE REQUEST. HOWEVER, ALL OTHER COMMISSION MEMBERS VOTED APPROVAL SO HAPPY TO ANSWER ANY QUESTIONS, AND I KNOW WE'RE AFRICAN IS HERE AS WELL. JENNIFER COULD WE GET? UH BUZZERS AND BUTTONS WITH A BIG RED AX INSTALLED UP HERE BECAUSE I'D LIKE TO HIT MINE NOW. JUST JUST FOR YOUR STATION, RIGHT? YES. BE THAT PIECE OF PROPERTY, ALTHOUGH I KNOW IT'S DIFFICULT TO DEVELOP BECAUSE IT'S ON THE CURB OF THE SERVICE ROAD. BUT THAT'S ALSO THE GATEWAY TO MCKINNEY, TEXAS, AND I CERTAINLY DON'T WANT THE FIRST THING PEOPLE TO SEE IN. MCKINNEY IS A SIX STORY APARTMENT COMPLEX. AND THAT IS THE REASON WHY I DO NOT FAVOR THIS ITEM. RIGHT IS THE APPLICANT HERE ARE. MR MAYOR, CITY COUNCIL. MARTIN SANCHEZ, 2000 NORTH MCDONALD HERE IN MCKINNEY, TEXAS. SWEET 100.THANK YOU VERY MUCH FOR ALLOWING ME TO KIND OF GIVE YOU A LITTLE BIT OF HISTORY BACKGROUND OF THIS PROPERTY. UH, THE ORIGINAL PARENT TRACKED ON HERE. MR PHILLIPS WAS 34 ACRES PLUS OR MINUS WE RESOUNDED ORIGINALLY BACK IN CIRCA 2002 AGAIN CIRCUIT 2007. AT THE TIME. THE INTERCHANGE OF 75 AND 1 21 HAD NOT BEEN BUILT. AND SO AT THAT TIME WHAT WE ZONE THIS PROPERTY WE ACTUALLY HAD A 10 STORY HOTEL THERE, AND WE ENVISIONED THAT THAT'S THE WAY THIS PROPERTY WOULD DEVELOP. WE ALSO ENVISIONED THAT WE WOULD END UP HAVING SOME AMOUNT OF COMMERCIAL RETAIL IN THAT AREA, AND THEN THE TWO APARTMENT COMPLEXES THAT ARE THERE IN THE NORTHWEST CORNER OF THE SUBJECT PROPERTY. THERE ARE SOME ENCUMBRANCES ON THE SITE THAT OVER THE YEARS SHRUNK THIS, FOR EXAMPLE, YOU HAVE THE HIGH POWERED LINES THAT ARE THERE AND YOU'VE GOT THE ELECTRIC SUBSTATION. THAT'S THERE IN THAT LOCA HAPPENED IS T BRINGS US TO TODAY WHEN THE 75 AND 1 21 INTERCHANGE WAS BUILT, EFFECTIVELY ELIMINATED. ALL OF THE CURB CUT ACCESSES THAT WE ANTICIPATED WE WOULD HAVE. WE WENT THROUGH THE PUBLIC TEXTILE PROCESS AND SAID, GUYS, THE WAY YOU ARE DESIGNING THIS. YOU'RE BASICALLY KILLING THIS CORNER. OF COURSE TEXT THAT SAID, OH, YEAH, THAT'S A GREAT POINT. BUT THANK YOU VERY MUCH, MARTIN. BUT NOW AND IT TO HALLUCINATE EVEN FURTHER KIND OF THE ACCESS CHALLENGE. IT'S VERY SIMILAR TO THE SITE WHERE THE HOTEL IS ACROSS THE STREET. YOU CAN GET TO IT. BUT YOU BETTER REALLY KNOW HOW YOU'RE GOING TO GET TO IT BECAUSE YOU'RE GOING TO MAKE FIVE RIGHT TURNS IN ORDER TO BE ABLE TO GET TO IT, AND THAT'S THE CHALLENGE THAT WE HAVE WITH THIS SITE. OVER THE YEARS, MISS ARNOLD AND I HAVE GONE BACK AND WE'VE LOOKED AT PROBABLY TRYING TO MAKE AT LEAST A DOZEN DIFFERENT DEVELOPMENT OPTIONS MAKE COMMERCIAL RETAIL DEVELOPMENT AND ULTIMATELY EVERY ONE OF THOSE CONTRACTS COMES DOWN TO BUT, MARTIN, I CAN'T GET TO IT. SO LET ME KIND OF WALK YOU THROUGH HOW YOU GET TO THIS SITE IF YOU'RE GOING NORTH BONG THERE'S JUST NO WAY TO GET TO IT . YOU HAVE TO GO TO HARDEN. THEN GO NORTH, THEN COME BACK EAST ON MCKINNEY RANCH PARKWAY IN ORDER TO BE ABLE TO GET TO IT THAT KILLS ALL EFFECTIVE RETAIL FROM THAT ROUTE. IF YOU'RE COMING SOUTH, YOU'VE GOT TO REMEMBER TO GET TO GET INTO THE UNDERPASS TUNNEL TO CROSS UNDER ELDORADO. THAT KIND OF REAL WONKY THAT IF YOU KNOW IT, THAT IT'S THERE. YOU KNOW HOW TO GET TO IT. YOU KNOW HOW TO USE IT IN ORDER TO D
[00:30:02]
LOAD BACK ONTO THE FRONTAGE ROAD IN ORDER TO BE ABLE TO GET HERE AND THEN THIS IS WHAT YOU'RE FACED WITH. YOU'VE GOT CAR DEALERSHIPS IN THIS AREA. YOU HAVE MCKINNEY RANCH PARKWAY, WHICH IS ACTUALLY SIGNAL ACTUAL INTERSECTION, BUT NO SIGNAL AND THEN WE HAVE THIS AREA THROUGH HERE. THAT WE WILL NOT BE ABLE TO GET A CURB CUT AT ALL FROM TEXT DOT THERE'S A DRAINAGE CHANNEL HERE SO YOU CAN'T EFFECTIVELY GET A CURB CUT THERE . SO MY FIRST POSSIBLE CURVE CUT IS PROBABLY HERE AND PROBABLY HERE. WE KNOW WE WILL GET ONE. WE HAVE PETITIONED TEXT DOT FOR THE LAST HALF DOZEN YEARS DECADE ON THE SECOND ONE AND FINALLY TEXTED AND SAID, WE SEE YOUR POINT. YOU'LL PROBABLY GET TO BUT WE'RE NOT GETTING THEM IN THIS AREA THROUGH HERE WHATSOEVER. SO EFFECTIVELY IN ORDER TO GET THERE AGAIN. YOU HAVE TO MAKE ALL THESE ROUNDABOUTS TO BE ABLE TO GET THERE. IF YOU'RE TRAVELING FROM THE EAST GOING WEST THAT'S ANOTHER SITUATION LIKE NORTH GOING WEST. YOU JUST CAN'T GET TO IT. AND IF YOU'RE TRAVELING WEST GOING EAST, YOU HAVE TO GET OFF AT HARDEN NORTH AND HARDEN. RIGHT OR EAST ON MCKINNEY RANCH PARKWAY BY THE STADIUM IN ORDER TO GET HERE. AND EFFECTIVELY. THAT'S OUR CHALLENGE. WHEN WE STARTED THIS, THAT'S CERTAINLY NOT THE POSITION THAT WE THOUGHT WE WOULD BE IN. WE THOUGHT. HEY HOTEL MAKES A GREAT IDEA. WE ALWAYS LOOKED AT 75 AND 1 21. IN FACT, WHEN I ZONE THIS, THIS IS EXACTLY WHAT I TOLD MR. PHILLIPS JEAN PHILLIPS AT THE TIME BEFORE HE PASSED AWAY WAS LOOK. THIS IS A DNT AND LBJ. THE DOUBLETREE HOTEL. THAT'S THEIR BIG SITE THAT WE CAN REALLY KIND OF TAKE ADVANTAGE OF AND ACCENTUATE. BUT UNFORTUNATELY THE INTERCHANGE HAS KILLED THAT AND WE'RE LEFT WITH. AN INABILITY TO DO ANYTHING WITH IT. IN THE LAST SIX MONTHS. NOW LET ME CHECK THAT IN THE LAST YEAR, MR ARNOLD AND I HAVE YET AGAIN RESUME THESE CONVERSATIONS ON THIS SITE AND EXPLORED EVERYTHING THAT WE COULD POSSIBLY EXPLORES TO WHAT TO DO WITH THAT SITE. MY FIRST OPTION, AND MISS ARNOLD SAID THAT I WAS ABSOLUTELY NUTS, AND I CAN UNDERSTAND WHY, SHE SAYS THAT SAYS THAT ON A REGULAR BASIS IS TO TAKE THIS AREA HERE. WHICH IS NORTH OF THIS DRAINAGE CHANNEL. AND NESTLE IN SOME SORT OF RESIDENTIAL COMPONENT, SINGLE FAMILY COMPONENT. IT DID NOT MAKE SENSE THE ANGLES THE WAY IT'S LAID OUT, IT WAS TUCKED AWAY. YOU CAN'T GET TO IT AND THEN ULTIMATELY WE HAVE SINGLE FAMILY VALUES ONTO HIGHWAYS THAT THAT JUST DIDN'T PENCIL OUT. SO WHAT WE ENDED UP DOING AFTER A LOT OF DISCUSSING THE DESIGN, ETCETERA SAY, LOOK, THE IDEA OF A HOTEL STILL MAKES SENSE. BUT IT DOESN'T MAKE SENSE THERE. SO WE STARTED PLAYING WITH THE IDEA OF A HOTEL ASSOCIATED COMMERCIAL RETAIL IN THAT AREA DOWN NEAR THE SOUTH WEST PORTION OF THE PROPERTY. AND LO AND BEHOLD, THAT HAS TRACTION. WE'VE ACTUALLY TALKED TO A NUMBER OF HOTELS THAT HAVE AN INTEREST IN THAT AREA. AND SO WE FELT LIKE THAT WAS JUST MOVE THE LAND USES AROUND WE CAN PROBABLY GET THERE , BUT WE STILL HAVE THE PROBLEM OR THE CHALLENGE OF WHAT DO I DO HERE. AND ULTIMATELY, AFTER ALL THE DEBATE ALL THE DISCUSSION ALL THE DESIGNS IT. I'M HERE AT THIS POINT OF THE I DON'T KNOW WHAT ELSE TO DO WITH IT. THERE ISN'T ANYTHING AFFECTIVE.ANYTHING LOGICAL THAT I CAN GET THERE AND WE COULD BE HERE IN 10 YEARS OR 20 YEARS, AND IT'S THE SAME THING THAT'S BEEN GOING ON FOR THE LAST 20 YEARS. I CAN'T WE CAN'T GET TO THE PROPERTY.
THAT'S HOW SIGNIFICANT THE ACCESSES AND SO, MR PHILLIPS, YOU AND I HAVE A LOT OF CONVERSATIONS ABOUT LAND USE PATTERNS, ETCETERA, AND I RESPECT YOUR OPINION. AND YOU'RE ABSOLUTELY CORRECT. I GET WHY YOU SAY WHAT YOU SAY. AND I TRULY IF I HAD A DIFFERENT ANCESTOR, I WOULD BE THE FIRST ONE TO BRING THAT DIFFERENT ANSWER TO YOU, BUT THAT'S THE CHALLENGE THAT I HAVE ON THIS SIDE. ULTIMATELY WHEN WE SAID, WELL, LET'S PLAY AROUND WITH THE MULTI FAMILY IDEA. OF COURSE, MISS ARNOLD AGAIN GAVE ME SAGE ADVICE AND SAID, BUT YOU KNOW, YOU ALREADY HAVE A COUPLE OF GARDEN STYLE APARTMENTS THERE. HOW IS THIS GOING TO BE ANY DIFFERENT MARTIN? AND SO WHAT WE DID IS WE LAID OUT A TRUE URBAN PRODUCT STRUCTURED PARKING VERTICALITY ALL OF THE THINGS THAT THAT SAY I AM GOING TO SPEND OVER 100 MILLION ON THIS WHEN IT'S ALL SAID AND DONE WITH BECAUSE THERE'S NO OTHER WAY FOR ME TO REAP THE VALUE TO MAKE THIS WORK. SO AT P AND Z WHEN WE WERE PRESENTING MR WOODRUFF, YOU KNOW WHO ASKED THEM SOME VARIOUS GOOD QUESTIONS. WHEN MARTIN HOW DO I KNOW THAT IT'S NOT GOING TO BE ANOTHER GARDEN DEAL AND I SAID, WELL, I CAN COMMIT TO THE HEIGHT I CAN COMMIT TO THE PARKING STRUCTURE CAN COMMIT TO ALL THESE THINGS, BECAUSE I KNOW I HAVE TO DO THAT. NO MATTER WHAT IN ORDER TO COMMAND THE RENTS THAT MAKE IT WORK. FROM A FINANCIAL DEAL PERSPECTIVE. SO WHEN IT'S ALL SAID, AND DONE WITH SOME DETAILS, JUST THAT, I THINK, HELP EXPLAIN THE REST OF THIS. WE STILL OWN THIS MULTI
[00:35:04]
FAMILY THAT SITS RIGHT HERE. THIS ONE OVER HERE IS ONE OF THE ONES THAT WE DEVELOPED IN ORDER TO SATISFY THE FEDERAL LAWSUIT BY, UM, I WAY BACK IN THE DAY. BUT THIS ONE HERE IS A PURE MARKET RATE DEAL. THE WAY THIS WOULD PROBABLY WORK IS BECAUSE WE STILL OWN THIS PARTICULAR DEAL HERE CALLED MCKINNEY POINT IN THAT WE CAN CUT INTO A COUPLE OF PLACES TO GET ACCESS AND TO MAKE ALL THAT ACTUALLY WORK BECAUSE I STILL CAN'T GET ACCESS HERE AND I'M GOING TO HAVE SOME LIMITED ACCESS IN THIS AREA HERE . BUT IN ORDER TO REALLY MAKE IT WORK, I KIND OF HAVE TO TIE THESE SO AGAIN, I'M LEFT WITH THE HARD WAY. TIE MULTI FAMILY. WHAT DO I TIE THE MULTI FAMILY TOO? THE ONLY THING THAT MAKES SENSE. I GET YOUR CONCERN, SIR, AND I WISH I HAD A DIFFERENT ANSWER FOR YOU. BUT THAT'S THE ONLY THING THAT MAKES SENSE FROM MY PERSPECTIVE. AND SO WE'VE BEEN AT IT. I THINK I BROUGHT THIS CASE ORIGINALLY THE LATEST INCARNATION OF THIS CASE TO MISS ARNOLD'S OFFICE, PROBABLY A YEAR AGO, AND THERE ARE NO FAULT OF THEIRS. WE PLANTED AND REPLANTED DESIGNED AND REDESIGNED IT UNTIL WE GOT REALLY COMFORTABLE WITH WHAT WE'RE ASKING FOR. SO WITH WHAT WE'RE ASKING FOR IS WE CAN COMMIT TO AT LEAST A FOUR STORY PRODUCT WE COMMIT, CAN COMMIT THAT IT WOULD BE A SIX STORE NO MORE THAN SIX OR PRODUCT WE WILL ABSOLUTELY COMMITTED TO THE PARKING STRUCTURE, WHICH YOU KNOW THAT THAT'S 25 $30,000 PER PER SPACE, AND THAT DRIVES UP THE VALUE, WHICH COSTS RETURN, ETCETERA, ETCETERA, AND WHAT WE'RE FOCUSED ON OVER HERE IS THAT HOTEL AND WITH THAT I'D BE GLAD TO ANSWER ANY QUESTIONS FROM COUNCIL AND I WOULD ASK FOR YOUR FAVORABLE APPROVAL. ME FIRST APOLOGIZED TO THE MEMBERS OF THE COUNCIL AND YOU AND MISS ARNOLD BECAUSE I KIND OF MADE MY COMMENTS OUT OF TURN WITH MAY HAVE GIVEN YOU SOME INFORMATION TO WORK WITH, AND I APPRECIATE THAT. I WOULDN'T HAVE ANY PROBLEMS GIVING YOU SIX STORIES ON A HOTEL. WELL NOT AT ALL, AND WE MADE CONCESSIONS TO AN AUTOMOBILE DEALERSHIP AT THAT CORNER BECAUSE WE REALIZED IT'S DIFFICULT TO GET TO AND IF THERE'S ONE THING I LIKE LESS THAN MULTI FAMILY, IT'S AUTO DEALERSHIPS ALLOWED ONE TO GO ON THE CORNER. UH, MY MIND WAS BECAUSE IT WAS FLAT AND YOU'RE NOT GOING TO SEE IT FROM 1 21 OR 75. IT'S NOT MAKING THE STATEMENT WELCOME TO MCKINNEY, WHERE WE CHERISH AUTUMN MOBILE DEALERSHIP UNDERSTAND SIX STORY APARTMENT, HOWEVER, TENDS TO SEND THE MESSAGE. WELCOME TO MCKINNEY, WHERE WE LOVE APARTMENT. I CAN UNDERSTAND THAT AND I DO UNDERSTAND YOUR CONCERNS AS A DEVELOPER. AND TRYING TO MAXIMIZE WHAT YOU CAN DO. I DO UNDERSTAND THAT IT'S A VERY DIFFICULT SIDE, BUT THAT'S JUST NOT SOMETHING THAT I THINK BELONGS THERE AT THE ENTRANCE TO MCKINNEY CERTAINLY RESPECT THAT , SIR. AND I APPRECIATE THE COMMENTS WE HAVE. WE'RE ENTITLED TODAY. 10 STORY HOTEL. WE'VE HAD THAT JOURNEY SINCE 2002. WELCOME IN TOMORROW NIGHT. I GOT NO TAKERS. SO I HAVE A LITTLE BIT DIFFERENT. TAKE I YES, SIR. UM UNDERSTAND THE SENTIMENT AGAIN FOR ME IF I GO TO DRIVE INTO PLANO AND THE GATEWAY TO PLANO, COMING FROM THE NORTH IS LEGACY WEST AND ITS HIGH RISE MULTI FAMILY I'VE NEVER I DON'T GET THE FEELING LIKE WELCOME TO PLANO. WE LOVE APARTMENTS. I SEE THAT AS A SO FOR ME, IT COMES DOWN TO WHAT'S THE PRODUCT? WHAT'S IT LOOK LIKE? WHAT KIND OF PRODUCT IF WE'RE TALKING TO CLASS A AND THERE'S COMMITMENTS AND RESTRICTIONS IN THE PD THAT ENSURE IT'S GOING TO BE A CLASS A PRODUCT, WHICH I KNOW AS A DEVELOPER MYSELF THAT STRUCTURE , PARKING AND WHATNOT IS GOING TO ENSURE THAT UM, I DON'T HAVE THE SAME CONCERNS AGAIN. I AGAIN I CAN SITE, A BUNCH OF ENTRIES TO A BUNCH OF CITIES HAVE DONE RIGHT. DOESN'T HAVE A NEGATIVE CONNOTATION FOR ME, BUT I UNDERSTAND THAT MADE FOR OTHERS, UM I WOULD HAVE A NEGATIVE CONNOTATION AS GARDEN STYLE ABSOLUTELY STUFF THERE. AND I AND I DO UNDERSTAND THE ACCESS AND IT'S VIRTUALLY YOU DON'T. YOU DON'T HAVE COMMERCIAL WHEN YOU HAVE NO ACCESS. IT'S JUST JUST DON'T BUILD. YOU CAN'T BUILD RETAIL COMMERCIAL WITH ACCESS FROM THE BACK DOOR. SO I GET ALL THAT BUT I WOULD WANT TO, AND I WOULD. I'LL COME BACK TO AT LEAST FOR MY QUESTIONS BACK TO JENNIFER IN A MINUTE AFTER EVERYONE ELSE, ASK QUESTIONS OF YOU ON HOW PROTECTED ARE WE ON THE TYPE OF PRODUCT THAT WILL BE BUILT BECAUSE IT WOULD HAVE TO BE A CLASS A PRODUCT THAT WOULD HAVE TO BE SOMETHING LIKE I JUST REFERENCED AS YOU GO INTO PLANO LEGACY WEST TYPE. ABSOLUTELY, SIR. ANY OTHER QUESTIONS OF, UM I'LL MAKE A REMARK. MARTIN IF[00:40:01]
THERE'S A QUESTION IN HERE, BUT YOU CAN DECIDE, BUT YOU KNOW, TALKING ABOUT THE GATEWAY TO THE CITY. IT ALREADY IS. IT'S WHAT YOU SEE. AND WHAT YOU SEE IS SCRUBBY TREES AND THEN GARDEN APARTMENTS WITH SURFACE PARKING . THAT'S WHAT WE'VE GOT. I'VE BEEN THINKING ABOUT THIS SINCE IT CAME ON THE AGENDA NOW IS THINKING WOULD WELL, WHAT ELSE IS THERE? GIVEN THE LACK OF INGRESS EGRESS AND GIVEN EVERYTHING IN THE ANSWER? I CAME UP WITH HONEST TO GOD. IS USED TO IT. THAT'S WHAT IT WOULD BE. IT WOULD BE DEALERSHIP. MAYBE BUT EVEN THE CAR DEALERSHIP I THINK WOULD WANT BETTER INGRESS EGRESS, BUT THE USE STORAGE PLACES WHERE YOU GO IN, PUT MOM'S FURNITURE AND THEN COME BACK IN 10 YEARS. YOU KNOW, THAT'S THE KIND OF THING THAT WOULD GO THERE. SO I'M LIKE THE MAYOR. I WOULD LOVE TO SEE SIX STORIES. I WOULD LOVE TO SEE RAP PARKING, BECAUSE WHAT IT DOES FOR ME IS IT DOESN'T LET ME SEE THE GARDEN APARTMENTS IN THE SURFACE PARKING BEHIND IT, WHICH IS ALREADY THE GATEWAY TO THE CITY. AND SO MY CONCERN IS THIS LAND IS NEAR UNDEVELOPED BUBBLE, EXCEPT FOR PRETTY INFERIOR USE, AND THIS IS THE BEST OF THE USES. I CAN IMAGINE THAT MIGHT BE MARKETABLE. YES I WOULD AGREE WITH THAT. I LIKE THE IDEA AS WELL OF HAVING A HIGHER DENSITY MULTI FAMILY AT THE PERIMETER OF THE CITY AS OPPOSED TO HAVE IT ON THE INTERIOR WHERE IT'S CLOSER TO SINGLE FAMILY. I THINK THIS I TAKE THIS ROUTE EVERY DAY TO COME HOME THAT LUKE GOING NORTHBOUND ON 75 GETTING ON THAT LOOP TO 1 21 AND THAT AREA. THE ACCESS IS ABSOLUTELY HORRENDOUS . I DON'T KNOW WHAT ELSE YOU WOULD PUT THERE. SO I DO AGREE THAT COMMERCIAL WILL NEVER BE A GOOD SITE FOR THIS PARTICULAR PLAN, BUT, UM, BUT I DO LIKE THE IDEA OF THE MULTI FAMILY KIND OF ON THE EDGES OF THE CITY, WHERE IT'S NOT AS QUITE AS DISRUPTIVE.THEY CAN HIT THE HIGHWAY TO GO WHERE THEY NEED TO GO. THERE'S NOT AS MUCH TRAFFIC ON THE INTERIOR OF THE CITY, SO FOR ME, THIS PROJECT IS ACTUALLY GOOD, BUT I DO AGREE. I WOULD LIKE TO SEE A VERY NICE HIGH QUALITY. YES, OF COURSE. I HAVE A QUESTION YESTERDAY. IT'S DONE WHAT SHE SAID THAT YOU'RE PUTTING A PARKING GARAGE OUT THERE. LIMITED ACCESS AND YOU'RE WANTING TO GO SIX STORIES. WHAT'S THE WHAT'S AN APARTMENT GONNA COST TO COVER ALL OF THAT? AND IS IT REALLY AFFORDABLE? IT'S NOT AFFORDABLE, SIR. I'LL BE HONEST WITH YOU. THAT'S NOT ABOUT AFFORDABILITY. AT THAT POINT, WHERE EASILY IN THE 4 TO $6 A SQUARE FOOT RANGE JUST TO KIND OF BREAK. EVEN THIS IS NOT A PROJECT THAT WE'RE GOING TO DO TOMORROW. BUT THIS IS A PROJECT.
THIS IS THE ONLY WAY WE'RE EVER GOING TO ACTUALLY BE ABLE TO BRING VALUE TO THE PIECE OF PROPERTY. YOU DON'T HAVE TO HAVE SOMEBODY WHO REALLY WANTS A VIEW OF 1, 21 AND 75 WILLING TO PAY FOR IT. HOPEFULLY THERE ARE KIDS ARE ABOUT TO BUILD SOME HIGH END CONDOS MOST EXPENSIVE PROPERTY IN MCKINNEY 21, SO HOPEFULLY THAT'S RIGHT. SOMEBODY WILL BE EXACTLY THAT'S RIGHT TO BUILD $1000 A FOOT. YEAH I AGREE. I HEAR YOUR POINT. YES, SIR. YOU SAID YOU GOT SOME FEEDBACK ON TRACK TO FOR A HOTEL. I MEAN, HAVE YOU CONSIDERED LIKE, JUST LIKE IF YOU'RE LOOKING AT THAT TRACK ONE GOING EAST LIKE LIKE MORE. HAVE YOU ENTERTAINED ANY LIKE EVENT SPACE, THEN WITH THE HOTEL OR SOME OF THE LAND THERE, AND ABSOLUTELY SO LET ME GET A LITTLE MORE GRANULAR AND I APOLOGIZE. WE HAVE SHARED THIS WITH STAFF. BUT OVER THE YEARS WE'VE GOTTEN AWAY FROM TYING CONCEPTUAL PLANS TO ZONING BECAUSE THEN IF SOMETHING'S OFF AND THEN LANGUAGE, ETCETERA, THEN I GOT TO GO BACK THROUGH THIS WHOLE PROCESS. BUT IN ESSENCE WE HAVE CONCEPTUALIZED HERE IS A HOTEL THAT GENERALLY SITS HERE AND THEN EITHER THE ANCILLARY USES THERE AND THEN SOME AMOUNT OF COMMERCIAL, RETAIL OR RESTAURANT PAD SPACES , AND WE CAN GET ALL OF THAT TO WORK IN THAT PIECE RIGHT THERE IN THAT HOTEL THAT WE'VE TALKED TO DIFFERENT HOTEL YEARS THAT BOTH HAVE AN INTEREST. UH ONE WAS A MID RISE LIKE YOU KNOW, FIVE OR SIX STORIES AND ONE WAS HEY, CAN WE REALLY PUSH THE ENVELOPE AND GO TO 10 OR 12 AND SO ULTIMATELY WILL DECIDE WHERE WHERE WE END UP FROM MARKET RESEARCH, RIGHT? SO THE EXISTING ZONING WAS A 10 STORY HOTEL. THE PROPOSE OWNING WOULD ACTUALLY ALLOW ME TO GO TO 12 LOOKING AT MY TEAM. CORRECT IS THAT CORRECT? YES TO 12. AND SO THAT WOULD BE WHAT HOPEFULLY, WE'RE GOING TO BE PUSHING FOR BUT AGAIN, THOSE AREN'T THOSE AREN'T TIED DOWN YET. HMM. MARTIN TRACK TO IT ONLY HAS ACCESS ON THE SOUTH SIDE ALONG THE OUTSIDE SO THAT THAT'S KIND OF AN INTERESTING CONVERSATION, SIR, BECAUSE THERE'S SOME INTERESTING DIALOGUES THAT WE'RE CONSIDERING. WELL, WHAT DO YOU DO THIS? WE KNOW THAT WE WILL GET ONE ACCESS THERE. WE HAVE BEEN FIGHTING WITH TECH START TO SPLIT THAT AND GIVE ME TWO ACCESS POINTS. INSTEAD OF JUST THE ONE THEY HAVE ALL FINALLY GOTTEN LOGIC BEHIND IT, AND THERE SEEMS TO MAKE SENSE. AND WE'RE OKAY. BUT THAT IS THE PRIMARY ACCESS. NOW THERE HAS BEEN SOME DISCUSSION WITH THE PROPERTY TO THE NORTH WEST,
[00:45:05]
WHICH GENERALLY SPEAKING SITS LIKE THIS. AND I FORGET. MAYBE MR FRANKLIN COULD HELP ME HERE BECAUSE I KNOW HE KNOWS THESE PROPERTY OWNERS MUCH BETTER THAN I DO. THIS WAS AN OLD TRACKED. I CANNOT REMEMBER THE NAME OF THAT . THAT OWNER THEY DON'T OWN WEBER. IT WAS THE WEBER TRACKED THAT WE ALL REMEMBER THE WEBER TRACK. IT'S ACTUALLY BEEN PURCHASED BY A GROUP OUT OF CALIFORNIA THAT IS LOOKING TO DO. OFFICE DEVELOPMENT AND ONE OF THE THINGS THAT THEY HAVE PROPOSED THAT WE'VE KIND OF PLAYED AROUND WITH, BUT THIS IS BY NO MEANS AN ANSWER FINALIZED . ANSWER IS CALM MCKINNEY PARKWAY KIND OF DOES THIS AND THEN IT DOES. IT'S SNEAKY ROUTE ALL THE WAY TO CUSTARD. WELL IT CREATES THESE REALLY STRANGE TRIANGLES OF NO MAN'S LAND IN THAT AREA, AND SO ONE OF THE CONVERSATIONS WE'VE HAD WITH THE FOLKS TO THE NORTHWEST NOW ON THE WEBER TRACK IS TO SEE IF THERE WAS A POSSIBILITY TO DO SOMETHING LIKE THIS AND THAT CREATED A TRAFFIC CIRCLE OF SORT THAT ALLOW US TO COME TIGHTER INTO THE APEX OF THE WEBER TRACKED. IF WE WERE ABLE TO DO THAT, THEN WHAT WE'RE CONSIDERING OR DISCUSSING IF I COULD LET ME CLEAR THAT I'LL GIVE YOU A BETTER DRIVE. COME HERE. THE TERM WOULD BE HERE THAT THIS WOULD GO THIS WAY. IS THEN COULD WE CONNECT THAT WAY AS WELL? AND INSIGHT? CIRCULATE THIS WAY, AND THEN STILL DO EVERYTHING ELSE THAT I'VE TALKED ABOUT. BUT THIS SITE CIRCULATION MIGHT BE INTERESTING, BUT THE ONLY WAY IT REALLY WORKS ON GM GEOMETRY PERSPECTIVE WOULD BE A TRAFFIC CIRCLE BECAUSE IT WOULD BE HARD TO HIT ALL THOSE ANGLES AND MAKE THEM WORK AT A STANDARD KIND OF 19, OR SECTION. SO WE'VE PLAYED WITH THOSE IDEAS THAT WOULD THEN GIVE US ACCESS TO THE HIGHWAY AS WELL AS ACCESS BACK TO COMMON GETTING PARKWAY, WHICH ULTIMATELY IS PRETTY CRITICAL BECAUSE IT OPENS UP AND CONNECTS ALL THE WAY OUT TO CUSTER. SAME KIDS OR EVEN FAMILIAR WITH US A TOWERS DOWN IN SAN ANTONIO? ABSOLUTELY. YES I WANT YOU TO COMMIT ON THE RECORD THAT YOU'RE GOING TO DO SOMETHING THAT GOOD OR BETTER BEFORE THESE GUYS APPROVE YOUR PROJECT. THAT'S KIND OF A TALL ORDER. SIR YOU SAID CLASS A WELL NO. AH I CAN TELL YOU THAT IT WILL BE CLASSY ARCHITECT. WE WILL BUILD A PARKING STRUCTURE. I CAN TELL YOU THAT IF FOR WHATEVER REASON THAT IDEA DOES NOT WORK OUT WILL BE BEFORE YOU AGAIN TO TELL YOU. HEY, I WANT TO BUILD ONE BIG, TALL BUILDING BECAUSE THAT'S THE ONLY THING I CAN GET ON THERE. BUT THAT IS THE FULL INTENSE ER, I APPRECIATE YOUR COMMENTS, SO YOU'RE ABSOLUTELY UM, WILLING TO COMMIT TO BUILD THE PARKING STRUCTURE? YES, ABSOLUTELY. JENNIFER ONCE YOU BUILD A PARKING STRUCTURE, YEAH, THAT KIND OF COMMUNITY. PNG MADE THAT REQUEST, AND WE CONCEDED TO THAT REPUBLICAN. I WILL NOTE THAT AS PART OF PNDS RECOMMENDATIONS, AND WHAT'S BEEN INCLUDED FOR YOU ALL TONIGHT IS THAT MINIMUM FOUR STORY REQUIREMENT. THAT IS ONE PRETTY SIGNIFICANT. UM TRIGGER FOR ENSURING QUALITY AND THEN ALSO THAT PARKING GARAGE ELEMENT THE COST OF CONSTRUCTING BOTH OF THOSE THINGS WILL JUST GENERATE . I MEAN, IT JUST WARRANTS A HIGHER QUALITY PRODUCT, SO THAT'S THAT'S WHY STAFF IS COMFORTABLE WITH IT. I THINK IT GIVES THAT ADVIL OR IN VALUE WOULD BE FAR GREATER THAN ANY COMMERCIAL. WELL, I'M NOT CERTAINLY IF SOMEONE CAME IN AND BUILT OFFICE TOWERS. IT'S UNLIKELY, THOUGH, BUT FOR WHAT WE MIGHT EXPECT ON A AND I, ON A CORNER WITHOUT ACCESS IS PROBABLY THE HIGHEST VALUE YOU COULD POSSIBLY IMAGINE. WHAT WOULD YOU SAY THAT'S A AGREED, UM, AND AS IT RELATES TO MULTI FAMILY, THE HIGHER THE NUMBER OF UNITS, THE HIGHER THE NUMBER OF AMENITIES THAT ARE REQUIRED SO THIS PROJECT IS REQUESTING A MAXIMUM DENSITY OF 60 UNITS TO THE ACRE, WHICH IS A FAIRLY SIGNIFICANT DENSITY, WHICH IS APPROPRIATE IN THIS LOCATION, BUT IT WOULD ALSO GENERATE THE NEED FOR HIGHER LEVEL OF AMENITIES FOR THE PROJECT ITSELF. SO SHORT OF BEING ABLE TO REGULATE THE ARCHITECTURAL, WHICH WE CAN NO LONGER DO THE MINIMUM HEIGHT DENSITY AND THE PARKING STRUCTURE ALL ARE PRETTY STRONG INDICATORS OF THE QUALITY THAT YOU WOULD SEE HERE. YEAH. ALL RIGHT. TECHNICALLY STILL WHAT TYPE OF DOWN YET BUT WHAT? WHAT KIND OF IF YOU WERE TO TAKE A GUESS ON THE VALUE OF THIS? I PUT IT INTO PERSPECTIVE, SIR.THE LAST MARKET RATE DEAL THAT WE DID HERE IN MCKINNEY ROUGHLY 300 UNITS, AND THAT WAS RIGHT AT JUST UNDER 50 MILLION, AND THAT WAS NO PARKING STRUCTURE. SO WHEN YOU TALK ABOUT A PARKING STRUCTURE, YOU'VE GOT TO TALK ABOUT THAT DENSITY. THAT'S WHY I SAY WE'RE GOING TO BE OVER 100,000,100 PLUS MILLION DOLLARS INTO THE CITY. UM. OTHER QUESTIONS FOR THE APPLICANT.
THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THIS ITEM? SEEING NONE
[00:50:03]
ENTERTAIN A MOTION. MR BERRY MOVED THAT. WE APPROVED THIS ITEM AS PRESENTED IN THE AGENDA BY STAFF PUBLIC HEARING CLOSED THE PUBLIC HEARING. I'LL CIRCUIT . CAST YOUR VOTES.[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “BN” - Neighborhood Business District to “PD” - Planned Development District, Generally to Modify the Development Standards, Located at 1719 West Louisiana Street, and Accompanying Ordinance]
MOTION PASSES. ITEM NUMBER 222300. TO 2 Z TO CONDUCT A PUBLIC HEARING TO CONSIDER AND ACT ON REQUEST TO REZONE SUBJECT PROPERTY FROM BUSINESS NEIGHBORHOOD DISTRICT PD PLAN DEVELOPMENT DISTRICT GENERALLY TO MODIFIED DEVELOPMENT CENTERS LOCATED AT 17, 19 WEST LOUISIANA STREET AND ACCOMPANYING ORDINANCE. THANK YOU, MR MAYOR. AS YOU READ, THIS IS A REQUEST TO REZONE THE SUBJECT PROPERTY TO PD PLAN DEVELOPMENT DISTRICT. THE TRACK SHOULD LOOK RELATIVELY FAMILIAR TO MOST OF YOU AS A SITE PLAN APPEAL WAS BROUGHT BEFORE YOU A COUPLE OF MONTHS AGO TO REDUCE THE LANDSCAPE BUFFER ALONG THE FRONTAGE OF THIS PROPERTY. AT THAT TIME, THERE WAS CONCERN ABOUT ALSO, IF CONSIDERING THAT REDUCTION, THE LANDSCAPE BUFFER ALSO ENSURING THAT THE QUALITY OF COMMERCIAL RETAIL USES THAT MIGHT BE PROVIDED ON SITE WERE ALSO INCORPORATED. SO WITH THAT THE APPLICANT IS BACK BEFORE YOU ALL TONIGHT REQUESTING TO REZONE THE PROPERTY TO NUMBER ONE AND MOST IMPORTANTLY FOR THEM, OF COURSE, REDUCE THAT LANDSCAPE. BUFFER ALONG THE FRONTAGE IS BUT ALSO TO MODIFY THE ALLOWED USES ON THE PROPERTY GENERALLY TO ALIGN WITH THE C ONE, WHICH IS OUR NEIGHBORHOOD COMMERCIAL ZONING DISTRICT. THEY HAVE ALSO INCLUDED SOME SPECIFIC LAND USE RESTRICTIONS ON THE SITE THAT WOULD NOT ALLOW FOR THE DEVELOPMENT OF A CAR WASH A LAUNDROMAT VAPE SHOP OR VAPOR, NELIA SHOP, LINGERIE, SEXUALLY ORIENTED BUSINESSES OR ANY OTHER BUT MAKE SURE THAT THOSE ARE ALL I THINK THERE MAY HAVE BEEN MISSING. I'M SORRY. SHOPPING DONUT SHOP. I THINK IT'S STILL A PER MINUTE. UM WHAT'S SEE HERE? HERE WE GO. LAUNDROMAT ADULT ENTERTAINMENT, LINGERIE OR UNDERGOING GARMENTS, SEXUALLY ORIENTED BUSINESSES, SMOKE TOBACCO OR VAPE SHOPS, SMOKE TOBACCO OR VAPE PARAPHERNALIA, SHOPS, A TATTOO PARLOR OR CAR WASH. ALL OF THOSE HAVE BEEN SPECIFICALLY PROHIBITED AS USES ALLOWED ON THE PROPERTY. UM GIVEN THE STAFF'S PREVIOUS POSITION REGARDING THE LANDSCAPE BUFFER REDUCTION IN OUR COMFORT WITH THAT. AS WELL AS THE MODIFIED LAND USE IS BEING REQUESTED. HERE WE ARE RECOMMENDING APPROVAL PLANNING AND ZONING COMMISSION IS ALSO RECOMMENDING APPROVAL, AND I'M HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS. THE APPLICANT HERE.BELIEVE THAT THEY ARE. YOU DON'T HAVE TO SPEAK IF YOU WOULD NOT I DON'T LIKE IT UNLESS SOMEBODY HAS A QUESTION FOR THE APPLICANT. I JUST WANT TO MAKE A REMARK TO THE APPLICANT. YOU KNOW, I REMEMBER THE PLANNING AND ZONING MEETING WHERE YOU ALL CAME DOWN, AND THERE WAS CONFUSION AND, UH, I JUST WANT TO SAY THAT I APPRECIATE YOU GOING BACK TO WORK WITH STAFF BECAUSE THIS IS AN IMPORTANT UM , YOU KNOW, PLACE FOR US, AND SO THANK YOU FOR WORKING WITH THE CITY TO BRING SOMETHING HERE. THANK YOU. I JUST WANT TO CLARIFY ONE MORE POINT BECAUSE THIS WAS THIS SOMETHING THAT WAS IN DISCUSSION WITH CITY MANAGER EARLIER TODAY, BUT WE CANNOT RESTRICT USES WHEN IT COMES TO LIQUOR SALES, AND THAT'S THE ONE THING THAT IS DIFFERENT ABOUT THIS PROJECT. SINCE THIS PROJECT , WE HEARD IT THE FIRST TIME WE DID NOT PASS THAT LIQUOR ORDINANCE ALLOWING FOR LIQUOR STORES AT THIS POINT THAT WE CANNOT RESTRICT THE USE. OF LIQUOR SELLS AT A LOCATION LIKE THIS. CORRECT THAT IS CORRECT. AND THAT'S MAYBE MY ONLY SORT OF HESITATION BECAUSE IT IS THE ENTRANCE TO THE CITY. I WOULD PREFER NOT TO SEE THAT KIND OF A BUSINESS THERE, BUT THAT'S NOT SOMETHING THAT WE CAN MANDATE LEGALLY. THAT'S CORRECT, AND QUITE FRANKLY, IT WOULD BE PERMITTED THERE TODAY UNDER THE CURRENT ZONING UNFORTUNATELY, RIGHT. THERE IS NO OTHER QUESTIONS. THIS IS A PUBLIC HEARING. IS THERE. ANYONE LIKE TO SPEAK TO THE ATOM? SEEING NONE ENTERTAIN A MOTION. I MOVE . TO APPROVE BECAUSE OF PUBLIC HEARING AND APPROVED PUBLIC HEARING MOVED TO APPROVE. SECOND CAST YOUR VOTES. PASSES. LAST
[Consider/Discuss/Act on a Resolution Authorizing a Grant Agreement by and between the City of McKinney and GraceToChange LLC, as Grantee, and Directing the City Manager to Provide Opioid Settlement Funds Received from the State of Texas to the Grantee and to be Used for Authorized Purposes under such Settlement]
ITEM TMP 23 0653 CONSIDERING ACT ON A RESOLUTION AUTHORIZING THE GRANT AGREEMENT BY AND BETWEEN THE CITY MCKINNEY AND GRACE TO CHANGE LLC AS GRANTEE AND DIRECTING THE CITY MANAGER TO PROVIDE OPIOID SETTLEMENT FUNDS RECEIVED FROM THE STATE OF TEXAS TO THE GRANTEE AND TO BE USED FOR AUTHORIZED PURPOSES UNDER SUCH SETTLEMENT. GOOD EVENING, MAYOR AND COUNCIL MARK HOLLYWOOD CHIEF FINANCIAL OFFICER OF THE CITY AND OUR LAST, UH, IN MAY, THE LAST LAST MEETING IN MAY, THE WORK SESSION. WE WENT THROUGH OPIOIDS ELEMENT THAT THE CITY RECEIVED. WE'VE RECEIVED[00:55:04]
ABOUT $145,000 AS A SETTLEMENT TO A LARGER LAWSUIT. AT THAT POINT, WE TONIGHT YOU'VE ALREADY AUTHORIZED US TO DO A BUDGET AMENDMENT TO APPROPRIATE THOSE DOLLARS INTO OUR COMMUNITY GRANTS. UM UH, PORTION OF THE GENERAL FUND BUDGET. AND WITH THAT WE HAVE A RESOLUTION BEFORE YOU TO GRANT. A PORTION OF THOSE DOLLARS ARE GRANT SOME DOLLARS TO THE GRACE TO CHANGE ORGANIZATION. AND WITH THAT, BE HAPPY TO TAKE ANY QUESTIONS. YOU USED THE WORD A PORTION OF ANY PORTION OF THEIR OF THAT YOU WISH OF $145,000 IN THE ENTIRE THAT IS UP TO YOU JUST NEED TO MAKE THAT IF YOU IF YOU GUYS WANT TO MAKE THAT MOTION THAT JUST WHAT YOU NEED TO DO. RIGHT? THEY WON'T HAVE QUESTIONS FOR MR HOLLOWAY. MR HOLLOWAY, HOW MANY OTHER ORGANIZATIONS HAVE APPROACHED YOU OR THE CITY IN? UH, SHOWING THEIR INTEREST IN THOSE FUNDS. I HAVE HEARD OF NONE MYSELF SO, BUT THAT DOESN'T MEAN THERE HAVEN'T BEEN ANY THAT'S THE QUESTION IS HOW MANY OTHER ORGANIZATIONS KNOW ABOUT THE FUNDS. WE REALLY HAVEN'T GONE. WE HAVE AN ADVERTISING AND , UM YOU KNOW, IN FAIRNESS, THEY WOULDN'T NECESSARILY KNOW UNLESS WE SAID HEY, BY THE WAY, WE HAVE SOME FUNDING AVAILABLE AS ANYBODY INTERESTED IN USING SOME OF IT SO I MEAN, IT'S UP TO THE COUNCIL IN HOLLYWOOD TO ALLOCATE THIS AND WE'VE WE'VE PUT THE MONEY IN THE RIGHT PLACE IN CASE DECIDE TO ALLOCATE. HOWEVER YOU WISH BUT THERE HAVE NOT BEEN OTHER FOLKS COME TO US BECAUSE IN FAIRNESS, I DON'T THINK MANY OF THEM WOULD KNOW ABOUT IT. IN FAIRNESS TO GRACE TO CHANGE THEY KNEW ABOUT IT DID BECAUSE THEY WORK DIRECTLY IN THIS SPACE. BUT THERE ARE OTHERS WHO MIGHT SAY, AND I'M NOT MAKING AN ARGUMENT ONE WAY OR THE OTHER. I THINK THIS IS A TERRIFIC PLACE TO PUT IT, BUT I DON'T KNOW THAT IT'S WOULD BE A FAIR STATEMENT TO SAY THAT IF OTHERS DIDN'T KNOW ABOUT IT, THAT'S THEIR OWN. THAT'S THAT'S ON THEM. I WOULDN'T NECESSARILY THINK THAT WOULD BE A FAIR THING ON THIS. YOU KNOW, AND I'M THAT'S NOT A STATEMENT. I'M MAKING, UM WHAT I'M MAKING, THOUGH, IS I KNOW THEY ARE VERY, VERY KNOWN QUANTITY, AND THEY HAVE BEEN DOING TREMENDOUS WORK.I KNOW THAT THEY'RE IN NONPROFIT. UM, THEY HAVE HAD VERY, VERY TANGIBLE RESULTS AND THE COMMUNITY AND TO ME THIS IS A IT'S AN OPPORTUNITY. WE HAVE TO GO INTO AN ORGANIZATION THAT HAS PROVEN TO BE TREMENDOUSLY SUCCESSFUL WHAT THEY DO TREMENDOUSLY DEDICATED AND TO HAVE HAVE PEOPLE HAVE BEEN THROUGH THAT. BEEN THROUGH THE TREATMENT COMING BACK AND BEING THE ONES RUNNING THE ORGANIZATION THAT THAT I CAN'T IMAGINE A BETTER OPPORTUNITY FOR US TO PUT THIS MONEY TO WORK, THEN WITH GRACE TO CHANGE, SO I JUST WANT TO MAKE SURE THAT WE ALLOW FOR FUNDING. I MEAN, THERE WAS A SPECIFIC REQUEST OF $100,000 CORRECT. UM AND JUST DECLARING US, UM, BUT THIS THIS EPIDEMIC IS NOT GOING AWAY. THIS IS GOING TO BE A CONTINUAL PROBLEM FOR US. AND I WOULD LIKE TO SEE THIS ORGANIZATION THAT IS REALLY TARGETING A VERY SPECIFIC ISSUE FOR OUR COMMUNITY TO CONTINUE TO RECEIVE SOME FUNDING SO THAT WE CAN SERVICE THE PEOPLE OF THIS OF THIS, UM, CITY. UM, SO I'M IN FAVOR OF ALLOTTING AS MUCH AS WE CAN. UM . HOLLOWAY ISN'T TRUE THAT THERE ARE POSSIBLE MORE FUNDS COMING IN THE SETTLEMENT. ABSOLUTELY WE HAVE A SETTLEMENT THAT WE KNOW THAT WE ARE GOING TO BE DIRECTLY GRANTED UP TO $450,000 DIRECTLY FROM THIS. I DON'T KNOW WHEN THE OTHER 300,000 WILL BE. WE DON'T KNOW YOUR TIME, BUT CERTAINLY THERE WOULD BE AVAILABLE IN THE FUTURE. AH! IN THE EVENT, OTHER ORGANIZATIONS WOULD COME FORWARD. YES, SIR. IT'S NOT JUST A ONE SHOT DEAL, CORRECT. SO PART OF MY ISSUE WITH MENTAL HEALTH IN GENERAL. BUT ALSO SPECIFICALLY ADDICTION IS YOU'VE GOT THIS DISCONNECT BETWEEN YOUR FUNDERS WHO ARE SUPPOSED TO BUILD THE INFRASTRUCTURE. AND THOSE THAT ULTIMATELY HAVE TO DEAL WITH THE CRISIS OF THE EVENT, WHICH IS LARGELY THE CITIES AND YOU KNOW THE LOCAL NONPROFITS AND STUFF AND IT'S THAT DISCONNECTED, YOU KNOW? CREATES AN INEFFICIENCY, SO TO SPEAK THE SAME THING WITH HOUSING AND HOMELESSNESS. WE HAVE A FEDERAL AND STATE PROGRAMMING THAT PUTS OUT THIS THESE YOU KNOW, HOUSING PROGRAMS AND THEN WE, WE DEAL WITH THE HOMELESS THAT DON'T FIT INTO THEM, AND WE DEAL WITH THE GAPS THAT ARE THERE. AND SO I GUESS MY STRUGGLE WITH THE TRANSACTIONAL NATURE OF THIS IS I DON'T KNOW WHAT THE BEST USE OF THOSE FUNDS BECAUSE THAT'S NOT OUR RESPONSIBILITY, BUT I KNOW THAT THERE ARE GAPS IN THIS. ANOTHER ARE LOTS OF GAPS, AND I DON'T KNOW THAT WE NECESSARILY SHOULDN'T BE FILLING THOSE GAPS ON AN ONGOING BASIS. NOT JUST WHEN SOMEONE HANDS US MONEY. AND SO BECAUSE I DON'T
[01:00:05]
KNOW THE ANSWER TO THAT. A STRUGGLE WITH THE WAY IN WHICH WE'RE DOING THIS. IF IT IS TRANSACTIONAL, I THINK IT SHOULD BE COMMUNITY GRANTS THAT GIVES US MONEY OUT BECAUSE THEY'RE GOOD AT THAT. IF IT IS, THIS IS THE BEST SOLUTION. THEN I THINK WE SHOULD LOOK AT AN ONGOING THING THAT THAT THAT WE'RE LOOKING TO FIND NOT JUST BECAUSE SOMEONE PUT SOME MONEY IN OUR POCKET BECAUSE I THINK WE'RE JUST DOING THE SAME THING THAT EVERYBODY ELSE IS DOING. WHICH IS THROWING MONEY IN IN AN INEFFICIENT WAY. AND IN A WAY THAT WE DON'T NECESSARILY KNOW.SO I GUESS I STRUGGLE WITH THE PROCESS. I DON'T NECESSARILY DISAGREE WITH THE OUTCOME THAT WERE POTENTIALLY COMING TO, BUT I THINK THE PROCESS WE'RE MESSING UP AND ALL OF A AND ASKED IF WE WOULD HAVE A UM, AFTER YOU KNOW WHAT HAPPENED IN ALLEN, AND THAT SAME WEEKEND, THERE WAS AN INDIVIDUAL. THAT WAS SHOT BY THE POLICE IN MY NEIGHBORHOOD. THAT WAS PROBABLY EXPERIENCING MENTAL HEALTH CRISIS OF SOME SORT, BUT I ASKED THAT YOU KNOW, WE HAVE A CONVERSATION ABOUT THAT BECAUSE THERE IS GAPS THAT WE NEED TO LOOK TO FILL BECAUSE WE'RE ULTIMATELY THE ONES AS AT THE CITY AND ARE FIRST RESPONDERS ARE THE ONES THAT HAVE TO DEAL WITH THOSE CRISIS IS AND IF WE'RE IF WE LOOK AT THE STATE AND WE LOOK AT THE COUNTY AND WE SEE INEFFICIENCY, YOUR INEFFECTIVENESS AND WE'VE GOT TO FIGURE OUT WHAT'S BEST FOR OUR COMMUNITY AND FILLING THAT AND SO I JUST I DON'T LIKE THE TRANSACTIONAL NATURE OF THIS. I THINK WE EITHER IF IT IS GOING TO BE TRANSACTIONAL, THAT COMMUNITY GRANTS DO IT. IF IT'S NOT THEN WHAT TYPE OF BIGGER DISCUSSION ABOUT DOING THEIR SON AND ONGOING BASIS. I CERTAINLY SUPPORT THE CONVERSATION DOING ONGOING BASIS. SO IF YOU WANT TO CALL THAT A SECOND TO THE REQUEST HAS PUT ON THE AGENDA BECAUSE I WOULD I WOULD AGREE WITH YOU COMPLETELY. I DO THINK IN IN THAT DOESN'T CHANGE MY POSITION ON THIS PARTICULAR GRANT THAT IS SPECIFICALLY FOR TOWARDS THE OPIOID CRISIS, AND WE HAVE AN ENTITY THAT UM, HAS BEEN ON THE FRONT LINE AND HAS BEEN FOR MANY YEARS. IN THE COMMUNITY AND THE FASTER WE THE FASTER THAT WE EMPOWER AN ORGANIZATION THAT'S PROVEN ITSELF TO DO FURTHER WORK TO ME IS A IS AN IMPORTANT STEP TO TAKE. THAT SAID, I THINK WE SHOULD LOOK AT AN ONGOING AND CERTAINLY NOT JUST BECAUSE YEAH.
YEAH RANDOM. I MEAN, MY ISSUE WITH IT IS I DON'T KNOW THE ANSWER TO THAT BECAUSE I DO KNOW THAT THERE ARE OTHER PROVIDERS. THERE ARE OTHER PROVIDERS THAT THERE'S ONE 500 YARDS FROM HERE.
AND YOU KNOW, BECAUSE WE HAVE AN ADVERTISED IT BECAUSE IT'S NOT A PROCESS THAT WE DO. I THINK WE'RE WE'RE DOING THE SAME THING THAT I WOULD COMPLAIN ABOUT, UM OTHERS THAT WE'RE CREATING AN EFFICIENCY AND GETTING THE BEST OUTCOME WITH HER PROCESS. SO I RESPECT THE PROCESS. I REALLY DO. UM, BUT I'VE SEEN THIS ORGANIZATION FOR YEARS AND WHAT SHANNON DESCRIBED MEETING TWO WEEKS AGO WAS THIS BUSINESS MODEL THAT I EQUATE TO A SCHOOL? SCHOOL GETS REIMBURSED GETS PAID. TO HIRE A TEACHER. IF THE KID SHOWS UP. HOW DO THEY KNOW HOW MANY TEACHERS TO HAVE? HOW ARE THEY SUPPOSED TO DO THAT WHEN THEY DON'T KNOW HOW MANY KIDS ARE GOING TO SHOW UP? SO SHANNON HAS TO STAFF THIS THING UP TO GET REIMBURSED BY THE PEOPLE THAT SHOW WHAT WHAT THE ORGANIZATIONS IS HOPING TO DO IS TO USE OUR FUNDS TO HAVE SOME RUNWAY TO PAY THESE STAFF PEOPLE SO THAT WHEN THEY GET REIMBURSED FROM THESE PLACES FOR THE 50 BUCKS, THEY CAN BANK IT SO THEY CAN STAFF UP TO BE READY. SO THE ONLY QUESTION THAT COMES TO ME IS TWO THINGS. IT'S ONE ARE THEY EFFECTIVE IN THEIR MISSION? YES YEAH. AND NUMBER TWO. IS IT LIKELY THE PROBLEM IS GOING TO GROW AND MANIFEST ITSELF TO NEED AN ADDITIONAL STAFF PERSON OR TWO. I WISH THE ANSWER WAS NO.
BUT THE ANSWER IS YES. SO WHEN A KID MCKINNEY, BOYD OR MARK, CAN YOU STEP ONE STEP TO THE SIDE? SHANE NOD YOUR HEAD. YES OR NO? ON THIS THING YOU'VE SERVED KIDS FROM MCKINNEY, BOYD, HIGH AND NORTH, AND SHE'S SAYING YES TO THAT FOR THE FOLKS IN T V LAND. SO UM, YOU KNOW, SHE'S THE ONE GETTING THEM RIGHT NOW AND TO ME . IF THIS IS A MISTAKE, THE LIKELY REASON IS THAT WE DON'T HAVE THE PROBLEM MANIFESTING ITSELF. SO SHE HAS COUNSELORS TWIDDLING HER THUMBS, AND I HOPE THAT'S A MISTAKE THAT I MAKE THEN HONESTLY, SO, UH, I'M IN FAVOR OF AND YOU KNOW, I DON'T WANT TO QUELL DISCUSSION, BUT I'M IN FAVOR OF MAKING A MOTION TO GRANT 100,000 PUT THE $40,000 IN COMMUNITY GRANTS. LET THAT GO , YOU KNOW TO WHOEVER THEY DECIDE, BUT GET THIS ORGANIZATION THE HELP THEY NEED TO STAFF UP AND DO THE JOB THAT I WISH THEY DIDN'T HAVE TO DO THAT EMOTION. THAT'S EMOTION. YEAH MAKE A COMMENT, UM. I'VE BEEN FORTUNATE ENOUGH TO SEE THE
[01:05:08]
RESULTS OF THIS ORGANIZATION SINCE ITS INCEPTION, AND IT'S TREMENDOUS TO BE A PART OF THAT AND SEE THE LIVE CHANGING WORK THAT YOU'VE DONE. BUT EVERYBODY'S OVERLOOKED THE FACT THAT YOU WERE BORN AND BRED HERE IN MCKINNEY, TEXAS, AND YOUR PRODUCT OF MCKINNEY, TEXAS, AND I HAVE NO ISSUE INVESTING 100% OF WHAT WE HAVE AVAILABLE RIGHT NOW AND IN MCKINNEY, TEXAS, ORGANIZATION THAT DOES SO MUCH GOOD FOR THE COMMUNITY BECAUSE I DON'T KNOW THE ORGANIZATION DOWN THE STREET OR THE OTHER FOLKS PROVIDING THAT THEY'RE NOT SOME NATIONAL NETWORK. BUT THIS IS ARE FOLKS DOING GREAT WORK IN OUR COMMUNITY, AND I HAVE NO ISSUES GIVING THEM 100% OF ALL WE HAVE AVAILABLE NOW AND IN THE FUTURE. UH ANY FUNDS THAT COME IN DIRECT THEM TO COMMUNITY GRANTS BY A LATER MOTION AND I RESPECT COUNCILMAN BELLA'S COMMENTS ABOUT HAVING THE PROCEDURES IN PLACE TO BE FOLLOWED. BUT I ALSO DON'T WANT TO SEE THESE FUNDS TIED UP IN YOUR TYPICAL GOVERNMENT RED TAPE AND NOT OUT THERE DOING WORK FOR THE PEOPLE OF MCKINNEY AND EVERYBODY THAT YOU SERVE. SO THAT'S MY WAY OF SAYING THANK YOU. SO YEAH, BECAUSE I ALSO WOULD BE IN FAVOR OF THE 145,000. BUT I DON'T WANT TO, BUT I'M ALSO SUPPORT OKAY, THAT'S BEEN MADE. I JUST I GUESS MAKING NONE THAT I WOULD SUPPORT . SAY SENATOR CHAIRMAN. I'M NOT AGAINST GRACE TODAY. LIKE IF I SERVED ON COMMUNITY GRANTS, I WOULD I WOULD VOTE TO GIVE IT TO YOU. I JUST WE DON'T DO THESE VOTES. AND SO I DON'T KNOW WHY WE'RE HERE WITH IT. SO I THINK IT SHOULD BE IN COMMUNITY GRANTS. I THINK THEY SHOULD GIVE YOU THE MONEY. SO THAT'S THAT'S MY ISSUE WITH WHAT WE'RE DOING THE CONVERSATION THAT YOU WOULD LIKE TO HAVE SO IS THERE AND I DON'T KNOW. THERE'S ONLY TWO THAT HAVE SPOKEN ON THE 1 45, BUT IN DISCUSSION. IS THERE IS THERE AN APPETITE TO DO THE 145 ? AND IF THERE IS AN APPETITE, WOULD YOU PATRICK, WE WILLING TO AMEND YOUR MOTION. HMM. YOU KNOW WHAT? I DON'T WANT TO BE WET BLANKET, BUT SHE ASKED FOR 100.MY WHAT I'D LIKE TO IS GRANTED 100 PUT 40 IN COMMUNITY GRANTS. SEE WHERE THAT GOES. MAYBE IT ALL GOES TO HER. BUT YOU KNOW, MY REACTION IS TO HONOR HER REQUEST. OKAY I WOULD SAY I MEAN, IT'S THE 45,000. IT GOES TO COMMUNITY BRANCH, AND SHE CAN APPLY FOR THAT TO JUST WRITE OFF FORMALLY APPLIED, SO IT'S NOT LIKE IT'S YOU KNOW, YOU CAN'T RECEIVE IT. YEAH SO THERE'S A MOTION IN A SECOND. UM, LET'S CAST YOUR VOTES.
ALL RIGHT, UM. CITIZEN COMMENTS. WE DON'T HAVE ANYONE SIGNED UP. JOHN BUSHMAN, YOU KNOW, COMMENT
[COUNCIL AND MANAGER COMMENTS]
. BUSHMAN NO. ALRIGHT, UM COUNCIL MANAGER COMMENTS. IT WAS STARTED ON THAT END WITH MR COUNCILMAN JONES. YOU MOVED ME DOWN HERE AND I GET FIRST. NOW YEAH, JUST THE ONE THING I GO NOW, I GUESS WE HAD A GREAT EVENT. UM SMILES CHARITY TO ATTEND. I THINK A LOT OF PEOPLE MOST DIETS ATTENDED, AND THERE WAS FOR A GREAT CAUSE OF THE THEY'VE BUILT OVER 20 HOMES FOR VETERANS. IT WAS IT WAS A GREAT EVENT RAINED A LITTLE BIT, BUT WE STILL EVERYBODY HANG OUT THERE AND, UH, FOUGHT THROUGH IT, AND THEY RAISED A LOT OF MONEY. AND SO IT WAS. I MEAN, THERE WAS SO MUCH OTHER THINGS GOING OVER THROUGH THE WEEKEND. PROBABLY MAYOR FULLER BEING MORE TALK TO YOU ABOUT THE ALL THE CONCERTS AND THINGS THAT WERE GOING ON.
