MORNING, MR CHAIRMAN, MR PRESIDENT. 1212. TRY TO TEST THERE WE GO.

PERFECT, OKAY? SO THIS LAST SATURDAY WE HAD OUR JUNETEENTH CELEBRATION AT FRENCH PARK. JUST THE PUBLIC. THANK YOU AND PAT ON THE PUBLIC PAT ON THE BACK IF YOU WILL FOR EMPRESS DRAIN, WHO REALLY SORT OF SPEARHEADS THE COORDINATION OF IT COMMUNITY EFFORT, OF COURSE, AND SHE WORKED WITH A NUMBER OF FOLKS IN THE COMMUNITY. I KNOW THAT COUNCILWOMAN FELT THIS WAS ALSO A KEY PART OF THE ORGANIZATION OF JUNETEENTH CELEBRATION. THEY DID HAVE SOME ISSUES WITH THEIR GENERATOR THAT WAS PRIVATELY SOURCED. THEY WORK THROUGH IT VERY PATIENTLY. I GOT A FEW PHONE CALLS HERE AND THERE, BUT IT TURNED OUT TO BE A GREAT EVENT AND EVERYBODY WAS VERY PATIENT AND EVERYTHING ALL TURNED OUT OKAY, ACCORDING TO THE COUNCILWOMAN. UM JUST A PREVIEW OF TONIGHT'S CITY COUNCIL MEETING AT WORK SESSIONS , SO EVERY TWO YEARS WE DO A CITIZEN SURVEY. IT'S THE ONLY SCIENTIFIC SURVEY THAT WE DO IN THE CITY. IT'S A RANDOMLY SAMPLED SURVEY WITH A MARGIN OF ERROR OF OUR RESIDENTS, AND IT'S REALLY GAUGING THEIR VIEWS ON CITY SERVICES ACROSS THE WHOLE BATTERY OF SERVICES AND WERE COMPARED WITH CITIES ALL ACROSS AMERICA THAT PARTICIPATE IN THE SAME SURVEY, AND THIS IS THE GOLD STANDARD FOR COMMUNITY WIDE SURVEYS. DONE BY THE NATIONAL RESEARCH CENTER, AND POCO, THE CONSULTANT FOR POCO WILL BE HERE THIS EVENING PRESENTING OUR SURVEY RESULTS OR THIS AFTERNOON. I SHOULD SAY IT OUR WORK SESSION, SO IF YOU'RE INTERESTED, COME ON AND JOIN US OR TUNE IN AND FIND THE INFORMATION WILL BE PUBLISHED, OF COURSE ONLINE, BUT IT'S ALWAYS VERY ENLIGHTENING AND INTERESTING TO SEE WHAT'S ON THE MINDS OF OUR CITIZENS. ALSO AT THE COUNCIL MEETING TONIGHT, THE COUNCIL WILL CONSIDER AN INCREASE IN OUR HOMESTEAD EXEMPTION FOR THE OVER 65 AND DISABLED. THEY HAVE CERTAINLY BEEN PRESENTED WITH OPTIONS FOR JUST DOING IT AND INSTITUTE AT HOMESTEAD CITYWIDE, AS WELL AS EVEN IF TAX FREEZE. WHAT WE'RE BRINGING TONIGHT IS AN INCREASE CONSIDERATION FOR AN INCREASE IN THE HOMESTEAD EXEMPTION FOR OVER 65 AND DISABLED, WHICH HAS BEEN IN PLACE FOR A NUMBER OF YEARS. UM SO MORE TO FOLLOW ON THAT, BUT THAT'S TONIGHT'S COUNCIL

[00:05:04]

MEETING AND JUST F Y I WE WILL NOT HAVE A COUNCIL MEETING UNTIL JULY. 18TH THIS IS THE LAST MEETING TONIGHT UNTIL JULY, 18TH JULY 4TH. WILL BE THE NEXT REGULARLY SCHEDULED MEETING WHICH WE WON'T HAVE ON HOLIDAY AND THEN THE 18TH AND IT IS VACATION SEASON. SO I SUPPOSE THAT COUNCIL MEMBERS, THE COMMUNITY AND STAFF ARE LOOKING FORWARD TO A LITTLE BIT OF RESPITE, INCLUDING MYSELF. SO LITTLE FAMILY VACATION COMING UP. BUT ANYWAY JULY 18TH IS THE NEXT REGULARLY SCHEDULED COUNCIL MEETING AND I WILL STAND FOR ANY QUESTIONS. QUESTIONS. HAVE A QUESTION. BRIAN MENTIONED THE CITY HALL. WHAT IS THE SCHEDULE. RUBEN CUTTING, OPENING WHATEVER THE COMPLETION DATA SCHEDULED FOR FALL OF 24, SO IT'S RIGHT AROUND THE CORNER. IF YOU THINK ABOUT IT, UM FALL OF 24. WE EXPECT TO BE MOVING IN JANUARY OF 25. SO MY GUESS IS RIBBON CUTTING WILL BE SOMEWHERE LATE. 24 EARLY 2025. IT'S LOOKING GOOD . YEAH, SURE IS COMING TOGETHER NICELY. WE DO APPRECIATE THE PATIENTS, RESIDENTS AND FOLKS THAT ARE HAVING TO TRAVERSE. UM THE STREETS ON THAT AREA BECAUSE WE'RE REBUILDING A LOT OF THE INFRASTRUCTURE, INCLUDING VIRGINIA STREET, VIRGINIA STREET WILL BE TEMPORARILY PAID WHERE FOLKS CAN DRIVE IN FRONT OF CITY HALL. IT WILL ULTIMATELY BE REDONE. UM UM ONCE, UH, THE LOUISIANA STREET HAS DONE, BUT LOUISIANA STREET IS GOING TO BE UNDER CONSTRUCTION VERY SOON IN FRONT OF TUBS. THEY'RE GOING TO HAVE TO PUT OUT THERE PUTTING A ROUNDABOUT AND THE STREETS. BUT THAT INFRASTRUCTURE IS VERY OLD, AND IT TAKES A WHILE TO GET ALL THAT STUFF UP TO SPEED. BUT WHEN IT'S DONE, IT WILL BE MUCH MUCH BETTER. I PROMISE YOU, BUT IT IS. WE DO APPRECIATE THE PATIENTS OF FOLKS THAT HAVE TO DEAL WITH THAT. OKAY? THANK YOU, SIR. YES, SIR. AH! SEE LISA FROM THE CHAMBER. THE. COMMUNITY CORPORATION, CATHERINE MCGILL. GOOD MORNING. MR. CHAIR MR PRESIDENT, MEMBERS OF THE BOARD CATHERINE MIGUEL FILLING IN FOR CINDY. FOR THE THIS MORNING. WE'VE HAD REALLY BUSY SPRING SESSION AND, UM, AT OUR MAY 20/5 MEETING APPROVED PROJECT GRANTS FOR SOME REALLY MAJOR PROJECTS.

UM AND SOME FUN ONES. 50, TOTALING UM 3,000,350,000. HAVE $50,000 FOR THE HERD MUSEUM TO COMPLETE SOME CONSTRUCTION ON SOME ADDITIONAL NEEDED STRUCTURE FOR ANIMALS. ANIMAL FOOD, UM, THEY MCKINNEY HOUSING AUTHORITY WAS AWARDED 1.8. MILLION DOLLARS . THIS HAS BEEN AN ONGOING PROJECT, DEMOLITION OF THE COCKEREL HOMES AND LLOYD COHEN'S LOW INCOME COMMUNITIES. THIS IS A 65 YEAR OLD COMMUNITY WITH 50 UNITS AND HAS DEEMED BEYOND REPAIR AT THIS POINT, SO, UM A NEW CONSTRUCTION WILL, UH, WILL BE BUILT. INCREASING THE NUMBER OF UNITS TO 96. THE APPROVED BOTH OF THESE AFFORDABLE HOUSING PROJECTS WITH THE CAVEAT THAT IF ANOTHER ENTITY YEAH, UM, FUNDED ONE M C D WOULD FUND THE OTHER. SO I'M REALLY PLEASED TO SAY THAT THIS IS HAPPENING. I'LL STAND FOR ANY QUESTIONS. QUESTIONS. THANK YOU. MRS MCKINNEY, ERIN.

MORNING MR PRESIDENT, MR. CHAIR MEMBERS OF THE BOARD. ERIN WARNER, EXECUTIVE DIRECTOR OF VISIT MCKINNEY EXCITED TO PRESENT TO YOU THIS MORNING FOR A COUPLE OF MINUTES IF YOU CLICK ON THE LINK ON THE AGENDA THAT WAS SENT OUT, YOU'LL SEE YOU DON'T HAVE TO DO IT RIGHT NOW.

YOU CAN DO IT IN YOUR OWN TIME. YOU'LL SEE A NEW LINK. AT THE TOP OF MY PRESENTATION. I WILL TAKE YOU TO A DIGITAL REPORT THAT YOU CAN GO TO EACH MONTH THAT THAT WILL BE A LOT OF THOSE ARE UPDATED REAL TIME. SO AS NEW CELLS, THINGS COME IN, YOU'LL BE ABLE TO SEE THAT BUT MOVING FORWARD THAT WILL GIVE YOU SOME ACCESS INTO SOME MORE DATA OF WHAT'S GOING ON OVER AT VISIT MCKINNEY FROM HER CELLS, VISITORS STANDPOINT, THINGS LIKE THAT. BUT MAY WAS A HUGE MONTH FOR US. WE KNEW IT WAS GOING TO BE A GREAT MONTH WITH ALL THAT WE HAD TO WORK. BUT NOW THAT WE HAVE SOME OF THE DATA ABOUT IN FRONT OF US, OUR TEAM OURSELVES AND SERVICES TEAM PERSONALLY WORKED 1750 ROOMS THAT WERE PICKED UP. THOSE WERE THAT THOSE WERE THINGS WE DIRECTLY TOUCHED, OBVIOUSLY A LOT MORE IN THE COMMUNITY THAT CAME THROUGH WE PUT TOGETHER 756 WELCOME BAGS THAT WERE DELIVERED TO HOTELS OR THE TWO SPORTS TEAMS DURING THAT MONTH, AND ALL OF THAT ACCUMULATED TO SOME RECORD NUMBERS FOR US, UM OVER VISIT MCKINNEY, A 79.2% OCCUPANCY FOR THE ENTIRE MONTH ACROSS THE BOARD FOR ALL OF OUR HOTEL PROPERTIES TO MAKE THAT UP. IF YOU LOOK AT IT, THERE WERE MANY SATURDAYS AND SUNDAYS THAT WE'RE AT 95 94 95, WHICH IS. AND AWESOME THING TO SEE IN THE COMMUNITY. IN MAY. WITH THE BYRON AND EVERYTHING THAT WE HAD GOING ON. IT WAS A 9.5% INCREASE ON OUR OCCUPANCY FOR THE CITY, SO I JUST KEPT US BUSY. BUT WE LOVED WORKING THAT THERE WAS A LOT OF FUN AND YOU CAN AGAIN. IF YOU CLICK THAT LINK, YOU'LL BE ABLE TO SEE MORE OF THE DATA AND HOW THAT ALL PLAYS OUT THROUGH THAT REPORT. MOVING FORWARD. OUR TEAM IS ACTUALLY WORKING WITH MULTIPLE DEPARTMENTS PREPARING FOR THE SOLAR ECLIPSE IN APRIL OF 2024. MCKINNEY'S ACTUALLY A TOTAL BLACKOUT COMMUNITY FOR THE SOLAR ECLIPSE THAT DAY. AND SUPPOSEDLY, IF YOU STUDY THESE THINGS, PEOPLE FLOCKED FROM ALL OVER THE COUNTRY FOR ANYWHERE THAT'S IN THE TOTAL BLACKOUT REALM. AND SO, UM WE'RE PREPARING WITH ROOM BLOCKS AND MARKETING CAMPAIGN AND EVERYTHING AROUND THAT WITH MULTIPLE DEPARTMENTS AND APART MAIN STREET, MOST LIKELY THE LIBRARY WILL HAVE THEIR OWN STANDALONE EVENTS FALLS RIGHT AT LUNCHTIME, SO WE'LL PROBABLY BE ABLE TO DO SOME FOOD TRUCKS AND THINGS LIKE THAT. THAT ARE ORGANIZED EVENTS. SO WORKING ON THAT NOW, IF YOU LOOK AROUND, OTHERS ARE ALSO DOING THE SAME PLANO AND OTHER COMMUNITIES THAT FALL IN THERE. WE'RE ALSO PREPARING FOR A BIDS TO OPEN BACK UP IN JULY, AND THIS IS GOING TO BE FOR THE NEXT FEW YEARS OF ALL INCAS SPORTS CHAMPIONSHIPS AND LARGE EVENTS LIKE THAT. OF COURSE, WE'LL GO BACK AFTER OUR D TWO FOOTBALL

[00:15:01]

CHAMPIONSHIP WITHIN MY SD, BUT I'M ALSO WORKING WITH MIKE KOWSKI IN THE PARK'S TEAM TO SEE IF THERE'S ANYTHING ELSE WE MIGHT WANNA TO TRY TO RECRUIT TO MCKINNEY FROM LIKE A LOWER LEVEL D TWO D THREE SOCCER CHAMPIONSHIP OR THINGS LIKE THAT. SO WE'RE PREPARING TO CHECK THOSE OUT RIGHT WHEN THEY OPEN AND WELL PUT TOGETHER. WHAT WE THINK WE WANT TO GO AFTER THE LAST THING I HAVE FOR YOU IS THIS YEAR WE'RE ALSO PARTNERING WITH MAIN STREET WHERE WORKING TO CREATE A HOTEL PACKAGE FOR OCTOBERFEST, ONE OF OUR NEWEST STAFF MEMBER. SHE CAME FROM ADDISON, AND THAT WAS SOMETHING THEY DID THERE, AND THEY HAD A PRETTY SIGNIFICANT PICKUP EACH YEAR ON THEIR OCTOBER FEST EVENT WITH THE HOTEL PACKAGE, SO WE'RE HOPING TO ROLL THAT OUT AND HAVE SOME V. I P BENEFITS AND THINGS LIKE THAT IF PEOPLE WANT TO PICK THAT UP AS WELL AS SHUTTLE SERVICE DIRECTLY TO THE PROPERTY SO THEY CAN STAY OVERNIGHT. SO THAT'S MY REPORT FOR THIS MONTH.

ANY QUESTIONS WAS TEXAS REVOLUTION. THE MUSIC REVOLUTION. HOW WAS THAT THIS YEAR AND THAT ROOM RATES FOR YOU . SO AS FAR AS THE EVENT I'VE HEARD THAT TICKET SALES AND STUFF WAS ABOUT THE SAME AS THE PREVIOUS YEAR. FROM A HOTEL STANDPOINT, THEY CREATED THEIR OWN HOTEL PACKAGE, AND I BELIEVE THEY HAD 17 OF THE PACKAGES PICKED UP WHICH IS, YOU KNOW, THAT'S JUST YOUR VISITOR. THEN, OF COURSE, YOU HAD YOUR YOUR PEOPLE WHO JUST STAYED THAT WERE IN BANDS AND STUFF SO INTERESTING. AND AUSTIN JOB BEFORE MAKING THE REAL TIME UPDATE ON THE REPORTS MIGHT HAVE TO PICK YOUR BRAIN OFF LINE. AGAIN FOR THE APRIL 20 20/4. DO YOU HAVE AN IDEA HOW MANY PEOPLE EXPECT I DON'T HAVE A NUMBER RIGHT NOW, BUT, UH, EVEN EVEN ON OUR TEAM, WE HAVE PEOPLE WHO SEVERAL YEARS AGO DROVE ACROSS THE COUNTRY TO GO TO A DIFFERENT SOLAR ECLIPSE LIKE THIS. AND SO WE KNOW IT HAPPENS. I HAVE NO IDEA WHAT TO EXPECT. BUT WHERE WE'RE PREPARING, EVEN WITH THE COMMUNICATIONS TEAM ON ON HOW TO INTERACT LIKE IT. YOU KNOW, WE CAN'T HAVE PEOPLE JUST STOPPING IN THE HIGHWAYS AND STILL WILL HAVE SOME MESSAGING ABOUT THAT KIND OF STUFF, TOO. BUT WE'RE JUST WE'RE TRYING TO GET AHEAD OF IT A LITTLE BIT AND CREATES AN ORGANIZED SPACES WHERE PEOPLE CAN GO. I'M ON ALL DIFFERENT PARTS OF OUR COMMUNITY, NOT JUST ONE. YOU KNOW, IN THE CENTER. SO WHAT DAY IS IT? APRIL 8TH. I BELIEVE ME. SEE? LET ME CHECK.

DOUBLE CHECK THAT. APRIL 8TH 2024 AND AGAIN MCKINNEY SOMEWHERE IN THE NOON 12 30 TIME FRAME FOR THE TOTAL BLACKOUT. YEAH. GET READY GLASSES THAT WE WILL. YEAH WORKING ON THAT AS WELL. THANK YOU. THANK YOU GOT THEM. ALL RIGHT. COMMITTEE UPDATES, SO LET'S START MARKETING. UM YES, WE HAD A MEETING, UM, REVIEWED AGAIN. STILL LOOKING AT SOME OF THE NUMBERS FROM THE VYRON. AS WELL AS TALKING ABOUT SOME MARKETING EFFORTS AROUND OUR 30TH ANNIVERSARY SO MORE TO COME ON THAT AWESOME PRESENTATION FOR YOU TODAY AND IN EXECUTIVE SESSION, SO GOVERNANCE WE HAVE NOT MET. WE'RE GOING TO MEET SOMETIME IN THE NEXT TWO WEEKS. IT WAS SCHEDULED. OKAY? AND THEN WE HAVE ME FOR CHAIRMAN COMMENTS. I DON'T REALLY HAVE A LOT. TO ADD ONE THING I WAS THINKING ABOUT. MAYBE THIS GOES BACK TO MARKETING AND YOU KNOW, WE'RE DOING A LOT OF READ STUFF ONLINE. BUT ONE OF THE THINGS I'VE ASK ABOUT IS WHETHER WE CAN TALK ABOUT GETTING SOME TYPE OF SIGNAGE ON PROPERTIES THAT WE CONTROL. ESPECIALLY AS WE MOVE FORWARD PROJECTS. I THINK THE YOU KNOW, FOR THOSE WHO JUST LIKE TO DRIVE BY AND LOOK AT SIGNS TO SEE HOW OUR SALES TAX DOLLARS ARE WORKING. SINCE WE DO QUITE A BIT OF ACREAGE FRONTING 1, 21 AND SOUTHGATE AND WHATNOT.

SO YOU CAN LOOK INTO. WOULD LOOK GOOD BECAUSE YOU'RE LOOKING FOR WAYS SIGNS YOU'RE LOOKING FOR SALE SIGNS. KIND OF BOTH, ACTUALLY. JUST SOMETHING TO SHOW THAT YOU KNOW? WE EXIST IN HAVE THAT TYPE OF PROPERLY HAD OUR DISPOSAL AND AS WE MOVE FORWARD, WHATEVER. PLANS WE HAVE IN TERMS OF PLANNING AND EVERYTHING ELSE WILL BE GOOD. HAVE SOMETHING OUT THERE THAT SAYS ANY MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. ANYWAY. THAT'S JUST SOMETHING I'VE BEEN THINKING

[Consider/Discuss MEDC Monthly Reports]

ABOUT. ALL RIGHT? WE HAVE 23 0498. BDC MONTHLY REPORTS. FIRST ONE'S ORGANIZATIONAL REPORT, SIR . THANK YOU, MR CHAIRMAN. I DON'T HAVE REPORTS BEEN PROVIDED IN YOUR PACKET DON'T HAVE

[00:20:02]

ANYTHING IN ADDITION TO THAT, BUT ACCEPT TO INTRODUCE THIS MORNING OUR NEWEST EMPLOYEE, MR MICHAEL WILKES. HE'S OUR NEW PROJECT MANAGER WILL BE KIND OF TAKING OVER KIND OF INNOVATION FUND AND INNOVATION ECOSYSTEM PROJECTS FOR US. HE'S A STRONG BACKGROUND AND RECENT GRAD FROM TEXAS A AND M CONGRATULATIONS AND UH AND MILITARY VETERAN. HE SERVED OUR COUNTRY IN THE MARINE CORPS. SO THANK YOU FOR YOUR SERVICE. SO HE'S BUT HE HAS DURING HIS EDUCATION TIME HE WORKED WITH NORTH TEXAS ANGEL NETWORK. AND IS A ENTREPRENEUR HIMSELF, SO HE'S HE'S VERY WELL VERSED IN THE AREAS OF INNOVATION, ENTREPRENEURSHIP AND WE'RE LOOKING FORWARD AND GLAD HE'S ON OUR TEAM. CHANCES. SAY HI TO MICHAEL AND THEN, UM FOR OUR GEOMETRIC SPORT CAN ASK MICHAEL TO. GOOD MORNING BOARD. SO IF YOU LOOK AT THE SIZE FOR THIS MONTH JUST FOR COMPARISON FOR LAST MONTH, WE HAD 6 MILLION CURRENT LAST MONTH. SO THAT'S UPDATED AT 43 MILLION CURRENT, WHICH HAD SOME SOME PROJECT AGREEMENTS ACTUALLY CLOSE OUT AND SIGN. SO WE COUNT THAT PROJECT AS THE AGREEMENT SIGNED. 24 ACTIVE PROJECT PIPELINE. IT WILL SAY THAT ONE THING WE'RE GOING TO DO WITH MIKE COMING ONLINE IS GET A LITTLE MORE GRANULAR FOR YOU. SO WE'LL HAVE INNOVATION FUND BROKEN OUT AS FAR AS APPLICATIONS THAT COME IN PREVIOUS MONTH AND THEN APPLICATIONS THAT ARE GOING TO SUBCOMMITTEE OR AND OR APPROVED. YOU ALSO SEE THE BRD VISITS.

THAT'S THE TRADITIONAL NUMBER SO OF COURSE, BYRON IS KIND OF A LITTLE DIFFERENT, SO WE'LL HAVE MADISON GET A LITTLE BIT MORE GRANULAR ON THAT AS WELL. AND THEN, UM, ACTIVE PROJECT PIPELINE 24. THAT'S 21 ACTIVE. AND THEN THREE MORE ADDED LAST MONTH FOR A TOTAL OF JUST OVER 3.6 BILLION IN THE PIPELINE. SO STAND FOR ANY QUESTIONS IF ANYONE HAS ANYTHING. QUESTIONS.

THANK YOU. THANKS. RIGHT? NEXT WE HAVE CONSIDERED DISCUSSING BDC 30TH ANNIVERSARY

[Consider/Discuss MEDC 30th Anniversary Celebration]

CELEBRATION, EMILY. GOOD MORNING, MR CHAIRMAN AND THE BOARD. SO YOU MAY REMEMBER THAT DURING THE WEEK OF THE BYRON ON MAY 10TH WE CELEBRATED OUR 30TH ANNIVERSARY. SO IN MARKETING COMMITTEE, WE TALKED A LITTLE BIT ABOUT WHAT THAT LOOKED LIKE IN OUR 30TH YEAR, HAVING SOME SORT OF CELEBRATION, SO LOTS OF IDEAS WERE THROWN AROUND. AND AFTER TALKING INTERNALLY, WE DECIDED WE WANT TO BRING IT TO THE WHOLE BOARD AND GET SOME MORE FEEDBACK. SO I'M GOING TO RUN THROUGH A COUPLE IDEAS AND THEN STAND AT THE END AND HEAR WHAT YOU GUYS THINK. MAYBE.

YEAH. SO WE'RE LOOKING AT THREE SORT OF DIFFERENT PATHWAYS OF HOW THIS CAN GO FIRST OPTION, LOOKING AT MORE OF A FORMAL RECEPTION, I'LL DIVE DEEPER INTO THESE IN A MOMENT. THE SECOND OPTION BEING MORE OF A OPEN HOUSE, BRINGING THE COMMUNITY INTO TACKLE LITTLE BIT MORE ABOUT WHAT M E. D C IS AND THEN THE THIRD OPTION, WHICH REALLY ORIGINATED IN MARKETING COMMITTEE IS MORE OF A PRIVATE CONCERT TYPE EVENT AS A LITTLE BIT MORE CELEBRATION FOCUS BECAUSE 30 IS A PRETTY BIG DEAL. SO FOR A FORMAL RECEPTION, THIS WOULD BE MORE LIKE A GALA VIBES . WE'D LIKE TO HAVE PRESENTATIONS TALKING ABOUT SORT OF THE HISTORY OF IMMEDIACY. HOW FAR WE'VE COME. THIS AGAIN WOULD BE A MUCH MORE FORMAL EVENT, BUT A REALLY GREAT NOD TO EVERYTHING THAT THE M E. D C HAS DONE OVER THE LAST FEW YEARS IN TALKING. ONE OF THE THINGS WE'D LIKE TO DO WITH ANY OF THESE EVENTS IS BE ABLE TO INVITE PAST BOARD MEMBERS AND OTHER STAKEHOLDERS THAT HAVE HELPED GET YOU GUYS TO THIS POINT. SO FOR A COMMUNITY OPEN HOUSE. WE'VE TALKED ABOUT SORT OF A TABLING, MEET AND GREET EVENT WE'D BE ABLE TO HAVE REALLY A TIMELINE OF ME DC PAST BOARD MEMBERS AND TALK ABOUT OKAY. WE STARTED IN 93. HERE'S ALL THE STEPS WE'VE TAKEN AND ALL THE THINGS THAT WE'VE CONTRIBUTED TO COMMUNITY. SINCE THEN, THIS WOULD BE A FULLY OPEN TO THE PUBLIC EVENT IN A LARGE OPEN SPACE WITH FOOD TRUCKS. VERY CASUAL. WE WOULD ADVERTISE IT ON ALL OF OUR SOCIAL MEDIA SO MUCH DIFFERENT THAN THE PRIVATE RECEPTION. THE LAST OPTION WE'VE TALKED ABOUT IS A PRIVATE CONCERT. SO AGAIN, THIS IS A LOT MORE OF A CELEBRATION. AND REALLY FOCUSING ON HEY, WE MANAGED TO 30. LET'S CELEBRATE. LET'S HAVE A GOOD TIME. LET'S INVITE ALL OF THE STAKEHOLDERS THAT WE CARE ABOUT AND REALLY CREATE A SPECIAL EXPERIENCE FOR THEM. SO I DEFINITELY WANT TO SAY WE CAN DO ANY AND ALL OF THESE, AND I'M FULLY READY FOR WHATEVER YOU GUYS WANT TO DO, BUT THEY'RE ALSO DIFFERENT, SO I WANTED TO GIVE YOU THE CHANCE TO HAVE THOUGHTS ON THEM. UM SO AT THIS TIME, I'LL STAND FOR QUESTIONS. FEEDBACK STARTS. WHEN ARE YOU THINKING ABOUT DOING THIS? SO WE WOULD LIKE TO DO IT IN SEPTEMBER OR OCTOBER? UM REALLY MOST OF THESE TAKE A LITTLE BIT OF WORK TO GET GOING, AND ESPECIALLY SOMETHING LIKE A

[00:25:05]

CONCERT. FOLKS WILL BE BOOKED PRETTY FAR IN ADVANCE. SO WE'RE THINKING EARLY FALL. YOU KNOW, FROM FROM MY STANDPOINT, UM. I LIKE THE IDEA OF A COMMUNITY EVENT AGAIN. JUST FROM MY STANDPOINT, GIVEN THE FACT THAT WE'RE SALES TAX FUNDED ORGANIZATION. I WOULD NOT. NOT THAT I'M AGAINST THE OTHER TWO MORE. I THINK YOU'VE GOT TO HAVE SOMETHING THAT ULTIMATELY IS OPEN TO THE PUBLIC TO AS PART OF THAT CELEBRATION. A COMBINATION OF DOING TWO OF THE THREE I DON'T KNOW. YEAH CERTAINLY THOUGHT PROCESS IS DOING A COMMUNITY EVENT IN THE CONCERT, AND YOU COULD DO IT AT THE NEW FACILITY. RIGHT? SO YOU'RE GOING TO HAVE AN OPEN HOUSE. PEOPLE COULD SEE THAT THE GENERAL PUBLIC COMING THERE NOW YOU'VE GOT EVERYTHING WITH BOB'S AND THE CASINO OUT THERE AND YOU CAN HAVE A CONCERT THAT JUST PART LAID ON TOP OF EACH OTHER. WHEN LOOKING AT SOME OF THESE OPTIONS . I THINK ONE THING TO CONSIDER WITH THE CONCERT IS OBVIOUSLY LIKE ANYONE THAT'S WELL KNOWN IS GOING TO BE WELL OUT OF THE RANGE OF WHAT WE WOULD BE WILLING TO SPEND ON, FOLKS. SO I THINK AS LONG AS WE'RE COMFORTABLE WITH MORE OF A FUN LIKE COVER BAND, OR MAYBE A MORE LOCAL ARTISTS, I THINK THAT'S SOMETHING WE COULD TOTALLY DO.

SOME GUY NAMED MAYOR HEARD THERE'S A PRETTY GOOD BAND AROUND HERE. THE OTHER THING WE KICKED AROUND THE MARKETING WAS TO DO A COMBINATION OF BOTH TO YOUR POINT, KIND OF LIKE THE SITUATIONS WHERE THEY DO. ISSUES GRANTS CAPE AS AN EXAMPLE WHERE THEY HAVE THE PRIVATE AREA FRONT. AND THEN THEY HAVE THE GENERAL PUBLIC. SO AGAIN, IT'S KIND OF IT KIND OF FILLS BOTH OF THOSE YOU CAN THROW HOMAGE AND YOU KNOW, TO THE PAST STAKEHOLDERS AND STUFF LIKE THAT TO GET TOGETHER, BUT THEN ALSO HAVE SOMETHING IN THAT'S OPEN TO THE PUBLIC FOR ALL TO ENJOY LIKE THAT IDEA. YOU HAVE AN IDEA HOW MUCH COST SCENARIO ISSUE OPTIONS. WE HAVE A WE HAVE A SET BUDGET THAT WE WOULD USE ON ANY OF THE THREE OPTIONS. IT'LL JUST LOOK DIFFERENTLY, DEPENDING ON WHAT TYPE OF EVENT ANY OTHER QUESTIONS. OKAY THANK YOU FOR YOUR THOUGHTS. THANKS WHICH ONE? DID YOU PICK COMEDY? SOUNDS LIKE A CONTOUR 12 OR THREE. BRIAN LIKE THE IDEA OF WHAT YOU SAID.

WHICH KIND OF LIKE YOU SAY YOU COULD HAVE PART OF THE LIKE THE FRONT PART WITH LIKE YOU, SAID.

GRANT SKIP THAT TYPICALLY HAVE TABLES SET UP. WHERE YOU COULD INVITE EXPORT MEMBERS PASSED.

COUNCIL MEMBERS WHATNOT. THEN HAVE IT OPEN TO THE PUBLIC. JUST DON'T DO IT. THE WEEK OF OCTOBER 21ST. THAT'S MY DAUGHTER'S WEDDING. WE WE COULD DO IT THERE. AND THAT'S A YEAH. YES THAT SEEMS TO BE COMING A PUBLIC EVENT, MY EXPENSE PEOPLE AT OUR EVENTS WHAT YOU'RE SAYING? SO

[Consider/Discuss/Act on the April 2023 Financials]

ALRIGHT. SOUNDS GREAT. THANKS, EMILY. NEXT IS A REGULAR AGENDA ITEM. WE HAVE CONSIDER DISCUSS ACT ON THE APRIL 2023 FINANCIALS. GOOD MORNING. CHANCE MILLER, ACCOUNTING MANAGER. WE HAVE TWO SETS OF FINANCIALS. I LIKE TO COVER IN ONE SETTING, IF THAT'S OKAY WITH YOU ALL, BUT THEN YOU'LL VOTE ON BOTH OF THEM AT THE SAME TIME. UM ALL RIGHT. SO THE FIRST MONTH IS THE MONTH OF APRIL. I'M GONNA GET TO THE INCOME STATEMENT. THERE WE GO. OKAY UM, SO FOR THE MONTH OF APRIL, WE HAD SALES TAX OF CLOSE TO A LITTLE OVER 1.5 MILLION INTEREST INCOME OF LITTLE OVER 60,000 LITTLE BIT OF MISCELLANEOUS REVENUE TOTALED 1.6 MILLION REVENUE FOR THE MONTH OF APRIL. IN REGARDS THE EXPENSES. WE HAD 250,000 AND OPERATIONAL EXPENSES. WE HAD A BIG PROJECT MONTH. SO WE HAD ABOUT 1.7 MILLION PROJECTS BEING PAID OUT FOR THE MONTH OF APRIL AND ABOUT 237,000 FOR NON DEPARTMENTAL, WHICH IS MAINLY OUR MONTHLY TRANSFER FOR DEBT SERVICE PAYMENTS, MOVING ON TOTAL 2.1 MILLION FOR THE MONTH OF APRIL A LITTLE BIT OVER THAT.

MOVING ON TO ALSO, WE DON'T NEED A POINT. IT'S A IT WORKS SOMETIMES. JUST GOT POINT SOMEWHERE. AH YES, YOU CAN GO TO HERE WE GO. SOMETIMES IT WORKS, I GUESS. UM OKAY. SO FOR THE MONTH OF APRIL, THIS APPLIES TO FEBRUARY SALES TAX COLLECTED IN APRIL, MCKINNEY HAD A 10.6% INCREASE. I WILL KNOW THAT WE HAVE POSITIVE AUDIT COLLECTIONS ARE TRUE INCREASE FOR THIS WAS CLOSER TO 7% ALLEN HAD A 15.2% INCREASE. FRISCO STAYED ABOUT THE SAME AS LAST YEAR AND PLANO SALT 10.4% INCREASE. IF YOU RECALL LAST YEAR HOW BIG THE WET WASN'T SUSTAINABLE FOR THEM TO KEEP THE 15 TO 20% INCREASES THEY WERE SEEING. YOU CAN SEE THEM START TO FLATTEN OUT. BUT OUR YEAR TODAY TO INCREASE THROUGH APRIL WAS 8.6. AND LET'S GO TO THE OOPS. OKAY? IN REGARDS TO SELL SEX BY INDUSTRY. YOU CAN SEE RETAIL TRADE. GET UP TO 12% FOR ABOUT 4 TO 5 MONTHS. WE'VE

[00:30:01]

BEEN IN THAT 46% RANGE. SO THIS IS OUR FIRST MONTH BEING BACK ABOVE THE DOUBLE DIGIT UM, I HAVE NEXT MONTH TO KIND OF SHOW YOU WHAT THAT LOOKS LIKE NEXT MONTH, BUT JUST FEELS GOOD TO SEE THE RETAIL TRADE POP BACK UP. IS THAT BEING OUR BIGGEST INDUSTRY? NOTHING ELSE REALLY JUMPED AT ME CONSTRUCTION HOW TO DECREASE AGAIN, BUT THERE'S STILL ABOUT 7% INCREASE ON THE YEAR. SO IF WE'RE LOOKING AT TRUE YEAR TO DATE, THEY'RE STILL TRENDING ALONG JUST AS A NORMAL

[Consider/Discuss/Act on the May 2023 Financials]

SALES TAXES. AND SEEING ALL THAT IF NO ONE ELSE HAS ANY QUESTIONS ABOUT LIKE TO MOVE ON TO MAY FINANCIALS PULL THAT UP, TINA.

CAN GO TO THE INCOME STATEMENT. I DON'T KNOW. OKAY? MY AMAZING INCOME STATEMENT. WE HAD 2.1 MILLION IN SALES, TAX REVENUE 155,000 AND INTEREST INCOME 150,000 AND MISCELLANEOUS REVENUE. THAT WAS THE PARKING FEE FOR THE PARKING GARAGE OVER AT THE NEW OFFICE BUILDING. UM IN REGARDS TO OUR SO OUR TOTAL REVENUE FOR THE MONTH OF MAY WAS TO A LITTLE ABOUT OVER 2.4 MILLION IN REGARDS TO EXPENDITURES. WE HAD CLOSE TO 200,000 AND OPERATIONAL EXPENSES AND PROJECT EXPENSES. WE HAD A LITTLE OVER 400,000 NON DEPARTMENTAL WAS ABOUT 240,000.

SO OUR TOTAL EXPENSES FOR THE MONTH OF MAY WAS 843,000. MOVING TO SALES TAX. SO CELLS TEXT FOR THE MONTH OF MAY IS SALES TAX FOR MARCH, AND WE STAYED ABOUT THE SAME AS LAST YEAR WITH A 0.1% INCREASE. ALAN HAD A 3.8% INCREASE FRISCO SOLID DECREASE, WHICH IS GOING TO BE I FORESEE THAT BEING A TREND WITH THE HOW HIGH THEIR INCREASES WERE LAST YEAR AND PLANO SALSA A 0.3% INCREASE. I WILL NOTE THAT WE HAD AUDIT COLLECTIONS LAST MARCH AND SO ARE TRUE PERIOD OF PERIOD INCREASE, EVEN THOUGH IT'S SHOWING THAT FLAT IS REALLY AROUND THE 4% AND SO IF YOU EVER GOT LAST LAST MONTH, AND THIS MONTH WERE AROUND THAT 6% RANGE, AND THAT'S WHERE WE'RE CURRENTLY PROJECTING. THE YEAR END IN THE CDC BUDGET. THE FALL IS ABOUT THE BUDGET 5% WERE EXPECTING BETWEEN SIX AND 7% IN THE YEAR. WE STILL GOT THREE OR FOUR MONTHS AGO, BUT THAT'S OUR BEST , UM, EXPECTATIONS AT THIS MOMENT. AND YOU CAN SEE HERE YOUR TODAY WE'RE AT 7.3% TO THOSE MONTHS FALL IN THE LAST FISCAL YEAR. THOSE THAT'S WHY I'M MORE CONFIDENT WITH A 6% RANGE. RETAIL TRADE DROPPED BACK DOWN TO 4% FOR THIS MONTH. SO IT LOOKED LIKE LAST MONTH MIGHT BE AN ANOMALY AND THAT WE MIGHT BE TRAINING IN THAT FOUR OR 5 6% MOVING FORWARD WITHOUT BEING FIVE OF THE LAST SIX MONTHS FOLLOWING IN THOSE RANGE. UM LOOK AT THE OTHER. YOU CAN SEE THAT WE HAD A BIG DECREASE IN UTILITIES. BUT A LOT OF THAT WAS BECAUSE THE LAST AUDIT COLLECTION LAST YEAR AND IF YOU'RE LOOKING AT THAT MIDDLE COLUMN YOU CAN SEE THE 1.2 MILLION, WHICH WAS THAT AUTO COLLECTION THAT BROUGHT IT WAY UP. AND SO IF WE'RE LOOKING YOUR DATE ALL THE INDUSTRIES LOOK AROUND THAT YOU KNOW FORD 8% RANGE, DEPENDING ON HOW BIG OF A FACTOR THEY ARE IN OUR SALES TAX. AND SAYING THAT I'LL BE HAPPY TO STAY IN FOR ANY QUESTIONS TWO MONTHS THE SAME TIME. HAVE A QUESTION CHANCER. ARE WE ABLE TO TAKE ADVANTAGE OF SOME OF THESE INTEREST RATES BANKS ARE PAYING IN THIS DAY AND TIME, YOU KNOW FOR LIKE INVESTMENTS AND STUFF LIKE THAT FOR CASH ON HAND. AND YEAH, SO WE DO WE PULL OUR CASH THAT NOT JUST, UM WE GREW BY EVERYTHING THAT THE FUND MIGHT NOT NEED IN HAND. WE GROUP INTO INVESTMENTS , AND SO YOU'LL GET A PORTION OF THOSE INVESTMENTS DEPENDING ON HOW MUCH YOU'LL NEED FOR HENRY CALLS MONTHLY EXPENDITURES AND I GO BACK TO YOUR BALANCE SHEET. AH THIS IS GONNA BE THE END.

IT'S GONNA BE A GOOD EXAMPLE OF WHAT I'M KINKEL. MAYBE SOMETHING IS THE FIRST ONE. I CAN'T GET TO THE FIRST ONE AND STUFF. BALANCING INVESTMENT POOL. THERE YOU GO. THERE'S INTERESTED. SO YES, RIGHT HERE. WE CAN SEE THAT . UM THE FIRST TWO LINES IS WHAT I'M TALKING ABOUT IN CASH AND 725 MILLION FUNDS AND INVESTMENT POLLS, GAINING A HIGHER INTEREST RATE THAN THE CASH ON HAND WHICH YOU CAN SEE. WE HAVE ABOUT A MILLION DOLLARS OF CASH ON HAND TO COVER YOUR MONTHLY EXPENDITURES WITH REVENUES COMING IN ALL THAT STUFF, SO THAT CHANGES ON A MONTH TO MONTH BASIS, BUT WE DO OUR BEST TO UTILIZE INTEREST RATES AND WE CAN SO WE MOVE THE MONEY THAT YOU DON'T NEED FOR CASH ON HAND TO INVESTMENTS TO GET THAT HIGHER INTEREST RIGHT? AND UM, YOU'LL SEE NEXT YEAR'S BUDGET THAT WE'RE PROJECTING CLOSE TO $600,000 OF INTEREST INCOME FOR THE M E. D. C FOR THE NEXT FISCAL YEAR BASED ON THOSE ALSO DEPENDS ON THE PROJECT ACTIVITY IF YOU IF THAT PICKS UP, YOU KNOW, SPEND A LOT OF YOUR CASH ON HAND THAT YOU KNOW, DIPS DOWN AS WELL. SO BUT, YEAH, WE DO OUR BEST MOVE THAT AROUND AS WE NEED TO CALL THEM ON THE BASIS. THANK YOU. WHAT IS THE ROOT CAUSE FOR THAT UTILITY 39% NEGATIVE VARIANCE. DO WHAT? I'M SORRY. THE 39% NEGATIVE VALUES IN THE UTILITIES. SO LAST YEAR WE HAD A $400,000 AUDIT COLLECTION. SO CAN YOU GO TO SELL STOCKS WERE INDUSTRY? SO THIS IS THE THIRD LINE THERE. YOU CAN SEE THAT IN MAY OF 21. WE HAD SIX INCH OF

[00:35:10]

53,000. BUT THEN WE DOUBLED THAT AND MAY OF 2022. AND THAT WAS BECAUSE OF A $400,000 AUDIT COLLECTION. SO, ALTHOUGH IT SHOWS THE DECREASE IF WE LOOK AT 2023, THAT'S A KIND OF THAT 750 PUTS US BACK IN LINE OF WHAT IT WOULD HAVE BEEN WITHOUT THAT AUDIT COLLECTION. SO IT SHOWS THAT DECREASED, BUT THAT'S NOT A TRULY CURIOUS WHEN YOU'RE FACTORING IN ALL THE DATA THAT GOES INTO IT AND STUFF LIKE THAT. WAS THE ARCTIC COLLECTION. I DON'T GET DETAIL INTO WHAT? YOU KNOW WHAT CAUSED THAT ARE EXACTLY WHAT COMPANY THAT CAME FROM. I CAN JUST SEE BROAD INFORMATION WHAT INDUSTRY FELL INTO SO UM I COULD REACH OUT TO THE CONTROL AND GETTING MORE INFORMATION. BUT THE REPORTS I GET FROM THEM. I JUST SEE THAT IT FELL INTO UTILITIES AND THAT THE DOLLAR AMOUNT THAT I PLAYED INTO I DON'T GET ANY MORE INFORMATION. BUT I CAN LOOK INTO THAT IF YOU LIKE. ON THE FINANCE COMMITTEE, BUT IT'S JUST CURIOSITY. IT'S A BIG DELTA. IT IS AND YOU KNOW THAT HAPPENS ABOUT THREE OR FOUR TIMES A YEAR. WE'LL GET SOME CRAZY BIG AUDIT COLLECTIONS AND YOU KNOW, THAT JUST DEPENDS ON WHAT THE STATE SAYS THE AUDIT, WHICH COMPANIES AND HOW I DON'T REALLY KNOW HOW THAT PROCEDURE WORKS AND HOW THEY CHOOSE WHO THEY CHOOSE. BUT UM, TYPICALLY, THAT HAPPENS THREE OR FOUR TIMES A YEAR, BUT I CAN. YEAH, I'LL RELATE TO THE FINANCE COMMITTEE THE NEXT MEETING. AND I'LL LOOK INTO IT REAL BASED ON BASED ON THE CURRENT TRENDS OF THE SALES, TAX NUMBERS, HISTORICALLY, YOU KNOW, WE WERE ALWAYS IN THAT 8 TO 12% AND THEN WE WERE CONCERNED CAN CONSERVATIVE AND WE DID THE 5 TO 6% NOW WE'RE IN THE 5 TO 6% BUT YET WE'RE CONSERVATIVELY STILL IN THE 5 TO 6% WHEN IT COMES TO OUR BUDGETING. I MEAN, HISTORICAL, IT WOULD SOUND LIKE WE NEED TO BE CONSERVATIVELY BUDGETING FOR LIKE 3. I KNOW OUR BUDGET TEAM IS LOOKING INTO THAT PHYSICAL IS 24 WILL PRESENT THE I KNOW THIS BUDGET TODAY FOR YOU ALWAYS SHOW 5% INCREASES WHAT THE BUDGET TEAM CURRENTLY HAS. BUT IN AUGUST IS WHEN WE TAKE ALL THE BUDGETS TO COUNCIL AND ALSO OUR FINAL OR THE BUDGET TEAM'S FINAL PROJECTIONS. AND I KNOW THAT THEY'RE LOOKING AT THAT, DEPENDING ON HOW THESE NEXT TWO MONTHS PLAY OUT TO GIVE THEM THE BEST OPTION, UM, TO PUT FOR THAT PERCENTAGE GOING INTO IT. AND I KNOW THEY WILL KEEP YOU UP TO DATE ALONG WITH THAT AS WELL. BUT I KNOW THAT'S AN ACTIVE THOUGHT PROCESS IN THE BUDGET DEPARTMENT OF DO WE NEED TO LOWER THAT WE NEED TO KEEP IT AT 5% WHAT THAT LOOKS LIKE FOR FISCAL YEAR 24, BUT THEY WANT TO SEE WHAT THESE SUMMER MONTHS LOOK LIKE BEFORE THEY MAKE THAT FINAL DECISION IN AUGUST. THANK YOU. QUESTIONS NEED EMOTION ON BOTH. WE'RE GONNA MOTION TO APPROVE. BOTH HAS PRESENTED ALL SECOND MIKE. SECOND BY JULIE. IT DOESN'T WORK. MOTION BY ME SECOND BY JULIE ALL IN FAVOR BY OKAY? THIS ONE TO DO, YOU KNOW? JEOPARDY SONG YOU WERE HERE. ALL RIGHT. NEXT. WE HAVE. 23 50 TO CONSIDER DISCUSS ACT ON IMEDI C

[Consider/Discuss/Act on the MEDC/City Council Joint Meeting Schedule and the City Council Strategic Priorities Regarding the MEDC]

CITY COUNCIL JOINT MEETING SCHEDULE. AND CITY COUNCIL STRATEGIC PRIORITIES REGARDING THE IMMEDIACY. MR PRESIDENT. THANK YOU, MR CHAIRMAN. SO UM, THIS IS TO GET COUNSELING FEEDBACK FROM YOU GUYS ON HOW YOU WANT TO PROCEED WITH THESE MEETINGS THAT WE'VE BEEN WORKING WITH? YOU KNOW, THE COUNCIL PASSED THEIR STRATEGIC PRIORITIES ONE OF THE STRATEGIC PRIORITIES. PRIORITIES UH, FOR THE WAS TO MEET JOINT QUARTERLY WITH CITY COUNCIL IN THE JOINT MEETING. AND SO WORKING IN THE CITY SECRETARY'S OFFICE. SHE PROPOSED FOUR DATES OF OCTOBER 20/4 JANUARY. 23RD APRIL 23RD IN JULY, 23RD. THESE CORRESPOND WITH OUR MONTHLY MEETING DATES.

BUT THE RECOMMENDATION FROM CITY SECRETARY'S OFFICE WAS THAT WE MEET. WE DO THE JOINT MEETING AT 4 P.M. WHICH CORRESPONDS WITH COUNCILS NORMAL, NORMALLY SCHEDULED WORK SESSION. SO THE QUESTION TO US IS DO WE WANT TO CONTINUE TO HOLD OUR MORNING MEETING AT 8 A.M, AND THEN COME BACK FOR THE JOINT MEETING OR DO WE WANT TO MOVE OUR MEETING UP? AND JUST JUST DO OUR FULL MEETING. WE CAN EITHER START 30 MINUTES EARLY OR AN HOUR EARLY TO GET THROUGH OUR NORMAL OPEN SESSION AGENDA AND THEN AH MOVE , TAKE A PAUSE, HAVE A JOINT SESSION MEETING WE COUNSEL AND THEN MOVE INTO AN EXECUTIVE SESSION THAT WE NEED, UM JUST DO YOU GUYS WANT TO HAVE TWO MEETINGS TO MEETINGS OR ONE MEETING MEETING MEETING FOR PREFER? STARTING IT. I WOULDN'T WANT TO START EARLIER THAN 3 30 IF THAT'S POSSIBLE. OKAY? WILL CONFIRM WITH CITY SECRETARY'S OFFICE THAT WERE AVAILABLE. THE ROOMS AVAILABLE AT 3 30. IF SO, WE'LL MOVE FORWARD, WHICH IS

[00:40:02]

STARTING AT 3 30 JUST TO GET STARTED. JOINT MEETING AT FOUR. YEAH. SO THIS MEETING WOULD GO TO THE AFTERNOON. FOR THOSE FOUR MEETINGS, THEY WOULD GO TO THE AFRICA I GOT YOU JUST PUT IT ON THE CALENDAR. WE'LL SEND EVERYBODY TO MAKE SURE EVERYBODY HAS IT AS A CALENDAR. INVITE. UM THAT WAY. WE CAN SPEND 30 MINUTES VOTING ON BUDGET OR NOT BUDGET FINANCE AND ALL THAT.

OKAY WITH THAT. YES, SIR. THREE. RIGHT 23 0503 CONSIDER DISCUSS ACT ON APPROVING THE FISCAL YEAR. 23 24 DC BUDGET. YOU NEED TO VOTE ON THE OTHER ONE, SAID ACT. YEAH, WE DO. THANK YOU. SO I GUESS I NEED EMOTION, TOO. I MOVED TO. I MOVED TO GO THERE, SCHEDULED TO MOVE OUR SCHEDULED MEETINGS, TOO. POSSIBLY RIGHT BEFORE THE WORK SESSION OR THE WORK SESSION ON THOSE DAYS THAT WERE SPECIFIED. I'LL SECOND MR KENNY SECOND BY MR HOUSELY. ALL IN FAVOR. OKAY I MOTION PASSES.

THAT'S GOOD. YES, SIR. ALL DOESN'T LIKE IT, SO I SUGGEST I WAS JUST GOING TO SUGGEST THAT WHAT WE COULD DO ON THOSE PARTICULAR DATES AS WE COULD HAVE YOUR MEDIA AT TWO PM YOUR REGULAR BUSINESS AND 30, THEN WE CAN START OUR WORK SESSION AT FOUR PM AND YOU HAVE THAT TWO HOURS. IF WE STARTED AT TWO PM, FOR EXAMPLE, AT 2 30, YOU GO TO FOUR PM FOR THE JOINT MEETING.

SO YOU HAVE YOUR OPEN SESSION AND YOU JOIN THE MEETING. THEN WE CAN START OUR REGULAR WORK SESSION A LITTLE BIT LATE THAT DAY, AND WE JUST SCHEDULE ACCORDINGLY. I WAS JUST THINKING THAT FROM THE STANDPOINT OF HAVING TO WORK, IT MIGHT BE EASIER TO START LATER. WE COULD DO THAT. ABSOLUTELY BUT I MEAN, FROM THAT STANDPOINT, I MEAN, WE'RE TALKING ONE ONCE A QUARTER. WE COULD REDUCE OUR AGENDA FOR THAT. FOR OUR PLAY WITH US, RIGHT? WHEN WE STARTED WITH WE PUSH OUR WORK SESSION BE START TILL LATER. WE'LL WORK IT OUT. WHATEVER STARTS AT WHAT TIME? NORMALLY STARTS AT THREE PM, BUT SOMETIMES WE PUSH IT BACK TO FOUR PM IF OUR AGENDA IS NOT AS HEAVY. OKAY, SO IF WE PUT ON THE FRONT END START AS EARLY AS YOU THINK YOU NEED TO START FOR YOUR OPEN BUSINESS AND THEN OR FOR YOUR REGULAR BUSINESS, AND THEN WE COULD HAVE HER JOINT MEETING NESTLED IN BETWEEN. WE CAN SCHEDULE AROUND THAT. WHATEVER JUST YOU GET THE DATE SET. I THINK THAT WE CAN WORK WITH THAT. BECAUSE WE'RE UNDERSTANDING THAT THIS WAS GOING TO REPLACE THE WORK MEET THE WORK SESSION FOR IT. COULD IT COULD. IT COULD BE A JOINT IT COULD BE. WE MAY HAVE WORK SESSION BUSINESS RIGHT? THAT COULD BE PART OF THAT LARGER AGENDA, SO WE CAN WHATEVER COORDINATE WHATEVER ONE ACCOMMODATES EVERYBODY ELSE.

CITY SECRETARY'S OFFICE IN CITY MANAGER'S OFFICE TO FIND THEM. BUT I GUESS THE OVERWHELMING GOAL IS WE'RE GOING TO MOVE OUR MEETING UP RIGHT IN THE MORNING. SO TO REDUCE YOUR BILLABLE HOURS THAT QUARTER, RIGHT? OKAY. THANK YOU. YOU. I THINK AS LONG AS IT'S ON THE CALENDAR FAR ENOUGH

[Consider/Discuss/Act on Approving the FY23-24 MEDC Budget]

IN ADVANCE. YEAH, MY TRIAL SCHEDULE AROUND IT. RIGHT, UM SO BUDGET. ALRIGHT SO CHANCE. UH, WORKING WITH THE FINANCE COMMITTEE THEY PRESENTED. US RECOMMENDED BUDGET FINANCE COMMITTEE HAS FURTHER REFINED THAT, UM, INTO WHAT WE HAVE TODAY. WE DO WANT TO MAKE ONE I UNDERSTAND. DIFFERENCE IN THAT. AND WE WILL HAVE A SLIGHT WHAT THE BUDGET THAT FINANCE COMMITTEE APPROVED IS SLIGHTLY DIFFERENT THAN WHAT'S BEING PRESENTED TODAY FOR ONE FOR ONE EXCEPTION. IN THAT WE HAD AN OPEN STASH, BUT SO WE HAVE 11 APPROVED STAFF POSITIONS. WE ARE CURRENTLY AT NINE. WE HAVE TO OPEN POSITIONS, BUT IN ORDER TO SAVE WHEN WE HAD A REDUCTION OF STAFF RECENTLY, INSTEAD OF UM JUST KEEPING THAT MONEY ALLOCATED IN THE PERSONNEL. WE CHOSE TO DEFUND THAT POSITION, SO TO SPEAK, SO WE WEREN'T FUNDING IT FOR THE FOLLOWING YEAR JUST TO SAVE SOME MONEY AND PERSONNEL COSTS, BUT THE POSITION WAS STILL WITHIN OUR STRUCTURE. SO WE'RE IN OUR ATTEMPTS TO GET BACK UP TO FULL , FULL STAFFING. WE NEED TO REFUND THAT POSITION, BUT IN ORDER TO DO SO IT HAS TO GO TO CITY COUNCIL AS A PERSONNEL SUPPLEMENTAL REQUEST. FOR THE CITY COUNCIL TO APPROVE DURING THE NORMAL BUDGETING PROCESS, SO IT'S NOT INCLUDED IN OUR PERSONAL COST. FOR WHAT WE ARE APPROVING TODAY, BUT IT WILL BE AND THE RECOMMENDATION TO COUNSEL I SAYING THAT CORRECTLY CHANCE YEAH, AND FURTHER. UM IT'S MAINLY TO FOLLOW OUR BUDGET PROCEDURES IS THAT WE SHOW THE BUDGETS WITHOUT SUPPLEMENTALS THAN IT ALL COMES TOGETHER IN AUGUST, SO THIS BUDGET SHOWS WHAT IT LOOKED LIKE WITHOUT THAT PERSON IN THERE, THEN WE HAVE A SEPARATE SHEET SHOWING THE SALARY THAT BENEFIT COSTS AND

[00:45:05]

ALL THAT STUFF THAT ASSOCIATED IT. THE ONGOING COSTS EVERYTHING WITH THAT, LIKE A NORMAL SUPPLEMENTAL WOULD, AND THAT'S JUST THE FALL BUDGET PROCEDURE AND EVERYTHING LIKE THAT. SO YOU HAVE SEEN THE BUDGET OF THE FINANCE COMMITTEE HAS SEEN THE BUDGET WITH THAT, UM NEW PERSON ADDED INTO IT. BUT FOR PURPOSES OF SHOWING IN AUGUST, IT WILL HAVE IS SHOWN AS A SUPPLEMENTAL AND ALL THAT STUFF AND YOU HAVE THAT AT YOUR DESK HIGHLIGHTED. ONE IS SUPPLEMENTED AND THE OTHER ONE WHAT POSITION SO WHAT ? TWO POSITIONS ARE OPEN. AND WHAT ARE THEY FOR? UM, WE CURRENTLY HAVE, UM THIS TECHNIQUE. UNTIL WE WORK WITH HR . TO REDEFINE THE POSITIONS IS TECHNICALLY AN EXECUTIVE VICE PRESIDENT. POSITION IS OPEN IN A PROJECT MANAGER POSITION IS OPEN , ACTUALLY, THE DIRECTOR OF TECHNOLOGY RESEARCH, UM POSITION IS OPEN, BUT WE'RE GOING TO REDEFINE THOSE ROLES. WITH HR. AND THOSE ARE NOT OPEN. REX AT THIS POINT. NO, WE HAVE WE DO NOT HAVE THEM POSTED YET BECAUSE WE ACTUALLY WANT TO CHANGE THE POSITIONS BASED ON WHAT THESE ARE. BUT EVEN EVEN IN DOING SO, IN THIS IS SOMETHING THAT WAS GOING TO BE PRESENTED TO GOVERNANCE COMMITTEE. UM ONCE WE HAVE THE FULL NEW STRUCTURE AND READY TO PRESENT WITH THE WITH THE RESTRUCTURING THAT WE HAVE THAT WE'RE LOOKING AT RIGHT NOW, EVEN AT THE CURRENT PERSONNEL ALLOCATIONS BELIEVE IT GOES THROUGH. CURRENTLY IT'S JUST A LITTLE OVER A MILLION AND IT GOES TO 1.24. BUT WITH THE PROPOSED CHANGES THAT WE HAVE, WE WILL STILL BE UNDER THAT PERSONNEL NUMBER, BUT THAT HAS TO BE PRESENTED TO GOVERNANCE FOR APPROVAL. SO I GUESS THAT'S MY QUESTION. MAYBE IT'S A QUESTION FOR CHANCE. SO ASSUMING THAT IF WE WERE GOING. TO RESTRUCTURE AND NOT NECESSARILY ADD ANOTHER SENIOR VP. HAD SOME OTHER. WHERE THAT COST IS LAST.

SO IS THIS KIND OF WHEN YOU TAKE THE SUPPLEMENT OR TWO COUNCILS THAT UP TO THAT AMOUNT, OR IS IT YEAH, SO HE'LL GIVE THE EXPECTED SALARY RANGE. AND THEN WE DO ABOUT 40% OF BENEFIT COSTS ASSOCIATED WITH THAT, AND THAT GIVES US THE TOTAL AMOUNT TO ASSOCIATE WITH THAT, BUT, YEAH, THAT CAN CHANGE UP UNTIL THAT TIME. THE CURRENT PROJECT MANAGER, I THINK IS ALREADY IN THE SALARY COSTS. SO THE ONLY POSITION WE'RE TALKING ABOUT RIGHT NOW IS THAT NEW? UM, THE NEWLY FUNDED POSITION, WHICH I THINK IS THAT THE DEVICE. THE CREEPY YEAH, THEN THE NEW POSITION ON THE SUPPLEMENTAL, BUT THE PROJECT MANAGER IS ALREADY IN THE BUDGET NUMBERS AND JUST DEPENDING ON WHAT YOU KNOW THE FINAL SUPPLEMENTAL LOOKS LIKE THE GUIDELINES FOR THAT POSITION IS WHAT WILL SHOW UP IN AS THE BUDGET, WHICH WOULD HAVE TO BE APPROVED BY THE GOVERNANCE COMMITTEE AND ALL THAT STUFF AT THAT TIME, OKAY, GO UNDER OUR PERSONNEL COSTS FOR THE YEAR. IT'S JUST SAVINGS AT THE END OF IT ROLLS INTO CALM BALANCE. YES. OKAY? THE HIGHLIGHTED NUMBER IS ASSUMED THAT WOULD BE AS IF WE WERE FULLY STAFFED. YES. RIGHT? I'M . WATCH THE PODCAST. SO ONE OF THE BIGGEST INCREASES IN THE BUDGET WAS TO ADD. ADD ABOUT $250,000 TO THE MARKETING BUDGET FOR MORE MARKETING INITIATIVES, OBVIOUSLY ANOTHER BIG INCREASE THAT WE SAW THIS YEAR WAS OUR NEW OFFICE RENT BEING IN OUR NEW OFFICE. SO THAT WAS A PRETTY SIGNIFICANT INCREASE FROM OUR OLD SPACE TO OUR NEW SPACE. UM BUT OUTSIDE OF THAT WE WERE ABLE TO INCREASE OUR PROJECTS BUDGET BY ANOTHER $500,000. UM OUR DEBT SERVICE REMAINS PRETTY CONSTANT ARE TOLD. I KNOW ONE OF OUR AH, GOALS EVERY YEAR IS TO KEEP OUR OPERATION COST AT OR BELOW 20% OF THE TOTAL REVENUE WITH THE CURRENT, UM WITHOUT THE SUPPLEMENTAL REQUEST OUR CURRENT OPTION. THE BUDGET OF 17% WITH THE NEW SUPPLEMENT REQUESTED JUST 18% SO WE'RE STILL UNDER 20 WELL UNDER 20. WHICH IS A GOOD TRENDY THING, AND AFTER EVERYTHING IT IS SAID AND DONE. THAT STILL LEAVES US WITH A UM. $900,000 CONTINGENCY FEE FOR THE YEAR AND THEN AFTER EVERYTHING IS SAID AND DONE, WE WILL STILL HAVE A SURPLUS OF $570,000 THAT WILL GO TO FUND BALANCE THAT IS CURRENTLY UNALLOCATED. ABOUT IN THE NEW SUPPLEMENTAL BUDGET THAT WOULD BE 300. 49,000 OF THEM. OKAY OF SUPPLEMENT OF EXCESS AT THE END OF THE YEAR. THE OTHER THING THAT WAS APPROVED IN THE FINANCE COMMITTEE WAS THE ADOPTION OF THE GAZELLE SOFTWARE

[00:50:05]

, WHICH IS SHOWS AN INCREASE IN OUR THAT'S THE JOBS. EQ SOFTWARE , NOT GAZELLE, JOBS, EQ THAT WAS APPROVED, AND THAT'S GOING TO HELP OUR PROJECT MANAGERS WHEN IT COMES TO JUST HAVING UM, A LOT MORE. INFORMATION AT THEIR FINGERTIPS AND AS FAR AS DIFFERENT TOWNS ACROSS THE COMMUNITY AND COUNTRY AND HOW WE COMPETE IN HOW WE CAN SHOW DIFFERENCES BETWEEN THEM AND MCKINNEY AND TRIED TO HELP RELOCATE SO JUST, YOU KNOW. RIGHT? ANY OTHER COMMENTS, QUESTIONS? THE MOTION TO APPROVE THE MOTION TO APPROVE AS PRESENTED. I'LL SECOND. PUSHING BACK HER SECOND BITE. GOT ANY SOLD OUT? ONE FAVOR. I NINE. THE MOTION PASSES. NEXT WE HAVE PUBLIC COMMENTS REGARDING MATTERS, NOT ON THE AGENDA. ANYBODY LIKE TO DISCUSS ANYTHING

[BOARD COMMENTS]

WITH US? NO. BOARD COMMENTS AND ANY BOARD COMMENTS. I WAS JUST GOING TO SAY THE LATEST EDITION OF MCKINNEY MOMENTUM THAT JUST GOT RELEASED WITH ANGIE WOODS IS REALLY OUTSTANDING. IT WAS GREAT. BREAKDOWN OF CDC VERSUS DC WHICH WE GOT A LOT OF QUESTIONS ABOUT THAT THE OTHER NIGHT IT SERVED MCKINNEY SO IF YOU HAVEN'T LISTENED TO IT, CHECK IT OUT. IT'S REALLY GOOD
