ALL THE WILDFLOWERS, THE TRASH, THE GRASSES WERE GONE.
I WENT LAST WEEKEND AND I WENT, THEN I WENT AGAIN YESTERDAY AND TODAY AND EACH DAY, MORE THINGS ARE GONE.
I SPOKE TO A FOREMAN TODAY AND HE IS AWARE THE BIRDS MIGHT BE AFFECTED, BUT STATED HE'S DOING WHAT THE CITY REQUESTED.
THE FIRST MAN I SPOKE TO COULD NOT SPEAK ENGLISH, BUT HE CALLED HIS FOREMAN.
I'VE OBSERVED THESE AREA FOR TWO YEARS.
I'VE OBSERVED SEVERAL PROTECTIVE SPECIES.
I OBSERVED THREE TYPES OF HERONS, TWO TYPES OF EGRETS, THE KESTREL FALCONS, AND RED SHOULDER HAWKS.
MANY MIGRATORY BIRDS ARE ALSO THERE.
THESE SPECIES ARE PROTECTED BY THE US MIGRATORY BIRD ACT.
A FEW WEEKS AGO, THIS AREA WAS COVERED WITH FLOWERS, GRASSES, BUSHES, AND SMALL AND LARGE TREES.
MANY IN INSECTS, INCLUDING BUTTERFLIES, ARE PRESENT THREE TYPES OF HERRINGS AND TWO TYPES OF RES PER FORAGING ON THE EDGE.
NOW, YOU MAY HAVE THOSE YELLOW CROWNS IN YOUR NEIGHBORHOOD.
BUT WHAT I'M WORRIED ABOUT IS NOT THEM, CUZ THEY CAN FLY AWAY AND I'LL TELL YOU MORE.
MANY OF THESE BIRDS CAN EASILY MOVE UNLESS THEY'RE STILL NESTING.
I SAW FOUR KESTREL FALCONS THIS PAST WEEKEND, AND THE TREES THEY WERE IN ARE NOW GONE JUST SINCE SUNDAY.
I DIDN'T SEE ANY FAL, ANY, ANY KESTRELS THIS MORNING.
THE TREES THAT THE RED SHOULDER HAWKS NESTED IN LAST SUMMER ARE MOSTLY GONE, BUT MAYBE REMOVED TODAY, ONE POND HAS BEEN EMPTIED AND THE OTHER POND STILL HAS JUVENILE GREEN HERRINGS AND WOOD DUCKLINGS.
THESE TWO SPECIES ARE NOT U SEEN USUALLY IN THE OPEN BECAUSE THEY LIKE A WOODLAND AND WET AREA AND THEY HIDE.
I'VE NEVER SEEN A WOOD DUCK AT TOWN LAKE.
THEY NEST OVER WATER AND TREES OR IN WOOD DUCK BOXES.
GREEN HERNS DON'T REST IN NEIGHBORHOODS.
I HOPE THAT WHEN THE SECOND POND IS DESTROYED, THAT THOSE BIRDS WILL GET OUT.
IN SUMMARY, OUR GREEN SPACES ARE GETTING SMALLER AND I RECOGNIZE LANDOWNER'S RIGHTS, BUT I REQUEST THAT NESTING SEASON BE AVOIDED WHEN HABITAT DESTRUCTION OCCURS.
AND I REQUEST THAT DEVELOPERS BE ENCOURAGED TO SAVE AS MUCH HABITAT AS POSSIBLE AND HAVE AN INCENTIVE TO INCLUDE OBSERVATION AND WILD DAIRIES IN THEIR PLANS.

WE HAVE 300, HOW MANY, 330 MILLION RESIDENTS IN AMERICA.
SO THERE ARE A LOT OF COMMUNITIES THAT DON'T DO THESE TYPES OF SURVEYS.

THIS UNIFIED LOTS OF DIFFERENT THINGS.
OUR CULTURAL DISTRICT, OUR HISTORIC SQUARE, AND THE MC, ANY MA MCKINNEY MAIN STREET PROGRAM, ALL UNDER ONE UNIFIED BRAND FOR DOWNTOWN MCKINNEY.
UM, AGAIN, THE, THE IMPETUS FOR THIS WAS WE, WE WANTED TO MARKET DOWNTOWN IN A WAY THAT OUR RESIDENTS COULD RECOGNIZE AS WELL AS VISITORS.
VERY EASILY PAID HOMAGE TO OUR HISTORY, BUT ALSO HAD A FORWARD LOOKING.
IT'S NOT JUST A, A PLACE THAT'S LIKE A MUSEUM, IT'S A THRIVING, VIBRANT AREA.
JUST A QUICK OVERVIEW OF SOME OF OUR SIGNATURE EVENTS.
UM, THERE'S A LOT OF THEM AND THEY KEEP GROWING AND IT'S PRETTY, YOU KNOW, IMPRESSIVE TO SEE THE OVERALL ATTENDANCE FOR ALL THESE FIGURES.
UM, AS IN ADDITION TO THESE, WE ALSO HAVE OVER 20 PLUS PARTNER EVENTS THAT WE SUPPORT AND PARTICIPATE IN.
AND A SPECIAL CALL OUT TO OCTOBERFEST THAT IS THE ONE THAT GENERAL GENERATES MOST OF THE REVENUE FOR MCKINNEY MAIN STREET PROGRAM.

UH, THIS IS FROM 2006 15 ALL THE WAY TO 2022.
THAT'S 177% INCREASE IN, UH, ASSESSED TAX VALUES.
SO YOU'LL SEE, UH, BASICALLY FROM 2018 ON, WE SAW MOST OF THAT GROWTH.
AND THEN, UH, THE NEXT SLIDE WE HAVE CONTINUING KIND OF THE STORY OF GROWTH IN DOWNTOWN OR DOWNTOWN SALES TAX.
UM, LIKE A LOT OF DISTRICTS THAT ARE HEAVILY DEPENDENT ON RETAIL AND DINING, UH, WE TOOK A BIG HIT DURING COVID, YOU'LL SEE THAT, UH, DIP.
BUT THEN WE'VE RECOVERED VERY WELL.
WE'VE HAD A 45% GROWTH IN SALES TAX REVENUES SINCE 2018.
IT IS INTERESTING TO SEE THE TA ASSESS TAX OUTPACE THOUGH THE, THE GROWTH IN, UH, DOWNTOWN SALES TAX.
WE ARE ONE OF THE LARGEST, IF NOT THE LARGEST CONCENTRATION OF SMALL BUSINESSES IN THE STATE OF TEXAS.
SO WE HAVE OVER 174 SMALL BUSINESSES IN OUR DISTRICT.
UM, DESPITE COVID, WE SAW A NET INCREASE OF OVER 31 FIRST FLOOR, UH, BUSINESSES.
THESE ARE OUR BUSINESS TO CONSUMER, UH, OR, YOU KNOW, STAKEHOLDERS AND BUSINESSES.
THAT WAS A AND WE ALSO SAW NEARLY 40% INCREASE OF FOOT TRAFFIC SINCE 2019.
UH, 2022 WE HAD A RECORD, 6.3 MILLION VISITS IN THE DOWNTOWN.
AND WE GET ALL THESE DA ALL THIS DATA FROM THE RETAIL COACH, UH, COURTESY OF THE CDC.
SO, UH, EVERY YEAR, UH, MAIN STREET UNDERTAKES, UH, STRATEGIC PLANNING SESSION, AND WE IDENTIFY AND REITERATE, UH, THESE TOP PRIORITIES FOR US.
IT'S AN INCREASED FOCUS ON SAFETY AND SECURITY IN DOWNTOWN, UM, INCREASED MARKETING FOR DOWNTOWN BEYOND JUST THE EVENTS.
SO WE, WE ALWAYS DO EVENT MARKETING, BUT, UH, FOR US THE, A LARGER FOCUS IS GONNA BE ON MARKETING THE DISTRICT ON A ONGOING BASIS.
UM, IMPACT UPGRADES AND USE, UH, AS WELL AS EAST MCKINNEY REDEVELOPMENT AND DOWNTOWN PROPERTIES.
I THINK WE'RE ALL AWARE OF THE OPPORTUNITIES THERE AND THE CHALLENGES.
AS YOU KNOW, WE HAVE PROPERTIES IN THE DOWNTOWN THAT ARE RIGHT FOR REDEVELOPMENT.
UM, AND THEN SMALL BUSINESS TRAINING, RECRUITMENT EFFORTS, UH, THAT'S A HUGE PART OF WHAT WE DO.
OFFER RESOURCES TO OUR SMALL BUSINESSES.
OFTENTIMES, UH, FOR SMALL BUSINESSES, THEY DON'T HAVE ACCESS TO THE SAME SORT OF, UH, SUPPORT AND TRAINING THAT THEY, UM, MIGHT, YOU KNOW, BETTER USE.
UM, AND THEN CULTIVATION OF SMALLER NIMBLER THIRD PARTY EVENTS.
SO THIS IS REALLY A GROWTH AREA FOR US WHERE WE SEE UTILIZING THOSE PARTNER EVENTS TO DRIVE MORE AND MORE TRAFFIC TO DOWNTOWN.
UM, AND THEN LAST BUT NOT LEAST, FOSTERING MORE PUBLIC ART IN THE CULTURAL DISTRICT.
SO TODAY WE ARE ASKING FOR SOME FEEDBACK ON A COUPLE OF ORDINANCE PROPOSALS.
UM, ONE IS, UH, KIND OF BRINGING BACK AT 2022, WE HAD THE REQUEST FROM MULTIPLE STAKEHOLDERS TO DRAFT, AND WE DRAFTED A PEDESTRIAN SAFETY ORDINANCE.
THE PEDESTRIAN SAFETY ORDINANCE IS REALLY DESIGNED TO ADDRESS THE ISSUES OF CROWDING ON A BUSY PEDESTRIAN SIDEWALKS.
UM, THINGS LIKE SKATEBOARDS, UH, BICYCLES, YOU KNOW, THAT GOING VERY, VERY QUICKLY.
AND PEOPLE COMING OUT OF BUSINESSES NOT NECESSARILY SEEING A BIKE OR SKATEBOARD OR GOING DOWN VERY QUICKLY.
UM, AND SO ULTIMATELY HERE WE'RE ASKING FOR SOME FEEDBACK AS TO BRING THIS BACK TO, UH, CITY COUNCIL FOR, UH, AN ACTUAL, UM, ORDINANCE.

WE CURRENTLY DON'T HAVE A PERMANENT PROCESS FOR THIS TYPE OF USE.
AND SO ULTIMATELY WE'RE ASKING CITY COUNCIL FOR SOME DIRECTION WHETHER THEY WOULD LIKE, UH, STAFF TO CREATE A PATH FOR THIS SORT OF ACTIVITY.
MOST JURISDICTIONS THAT CREATE THIS PROCESS ALSO INCLUDE SIMILAR OPERATORS, LIKE HORSE-DRAWN CARRIAGES, PETTED CABS, GROUP CYCLES, AND OTHER NON-MOTOR MOTOR MOTORIZED VEHICLES FOR HIGHER IN INSIDE THAT PROCESS.
UM, WE DO HAVE ONE PERSON THAT'S, UH, ONE PRIVATE OPERATOR THAT'S VERY INTERESTED AND THEY'RE PROPOSING SOME B Y O B OPTION.

UH, DOES THAT PREVENT THEM FROM RIDING TO THE DOWNTOWN OR ARE THEY GONNA HAVE TO PARK JUST NOT ON THE SIDEWALK? YEAH, JUST NOT ON THE SIDEWALK.
SO THEY JUST GOTTA STAY ON THE STREETS AND THEN IF THEY'RE READY TO PARK THEIR BIKE, THEY JUST GOTTA GET OFF RIGHT WHEN THEY GET UP ONTO THE SIDEWALK AND THEN THEY CAN YEAH.
DOES THAT, DOES THAT MEAN I GUESS A SKATEBOARDER THEN? I MEAN, I DON'T WANNA SKATEBOARDER ON THE STREET EITHER, SO JUST NO SKATEBOARDS AT ALL.
SO THAT WOULD BE THIS ORDINANCE.

THESE ARE INDIVIDUAL, UH, ONE TIME PROJECTS.
UM, FIRST TIME APPLICANTS ARE CAPPED AT 3000.
UM, SO IF YOU THINK ABOUT SEASON, THAT'S FOR A WHOLE LISTING OF BILLING OF, OF DIFFERENT ACTIVITIES.
UH, PROJECT OUTREACH GRANTS ARE FOR ONE TIME EVENTS OR PERFORMANCES.
HERE'S SOME PAST PERFORMANCES AND RECIPIENTS, SOME REALLY AWESOME EVENTS IF YOU HAVEN'T HAD A CHANCE TO GO SEE THEM.
SO THIS, THIS PAST YEAR, YOU KNOW, THE ARTS COMMISSIONERS AND STAFF UNDERTOOK A STRATEGIC PLANNING SESSION.
IT WAS THE FIRST TIME IN OVER FIVE YEARS THAT WE'VE DONE A STRATEGIC SESSION FOR THIS BOARD.
UM, WE TASKED OURSELVES WITH STREAMLINING THE APPLICATION PROCESS AND MAKING IT SIMPLER FOR BOTH THE APPLICANTS, UH, THROUGHOUT EACH STAGE OF THE PROCESS.
SO WHEN THEY, WHEN THEY APPLY, WHEN THEY ARE DOING THEIR, UH, FINAL REPORTS AS WELL AS THE FUNDING.
UM, AMONG OVER 20 MINOR CHANGES IN TWEAKS, WE OUTLINED THREE, UH, BIG CHANGES THAT WE WANTED TO, UH, SHARE WITH CITY COUNCIL.
UH, ELIMINATING THE ROLLING GRANT CYCLE AND CREATING AN APPLICATION PERIOD FOR THE PROJECT.
OUTREACH GRANTS, THAT'S A HUGE THING FOR US.
IT USED TO BE AN OPEN CALL AND IT WAS VERY HARD FOR THE COMMISSIONERS TO MAKE GOOD DECISIONS OVER, UH, HOW TO ALLOCATE THAT POT OF MONEY BASED, BASED ON WHEN RANDOM PEOPLE WOULD APPLY.
SO IT'S GONNA BE A LOT SIMPLER FOR THEM TO HAVE A PERIOD AND THEN ALLOCATE THE MONEY, UH, AMONGST ALL THE APPLICANTS, UH, IN ONE SHOT.
UM, CHANGING THE REIMBURSEMENT REQUIREMENTS TO A SIMPLIFIED ONE FOR ONE MATCH VERSUS A ONE TO TWO MATCH.
UM, THAT WAS, UH, UH, MUCH REQUESTED BASED ON THE APPLICANTS AND THE RECIPIENTS.
AND THEN LAST BUT NOT LEAST, ADDING MORE FLEXIBILITY TO THE PUBLIC ART PROGRAM TO ALLOW PROJECTS WITH AN ARTIST.
I WANT TO TALK ABOUT THE LAST ONE A BRIEFLY.
SO WITHIN THE PUBLIC ART PROGRAM, THEY PROVIDE FINANCIAL ASSISTANCE FOR, UM, PUBLIC ART.
SO THIS IS, UH, NOT PERFORMANCES, THIS IS PERMANENT PUBLIC ART.
UM, CURRENT PROPOSALS OR OUR CURRENT GUIDELINES ALLOW FOR A CALL TO ARTISTS AND PROJECTS CAN'T COME WITH AN ARTIST ALREADY ATTACHED, WHICH IS REALLY INTERESTING.
SO, AND THEN SELECTION OF THE FINAL ARTIST IS MADE BY THE COMMISSIONERS AFTER THERE'S AN OPEN CALL TO ARTISTS.
BASICALLY THE ARTS COMMISSIONERS HAVE ASKED FOR, UH, A LITTLE BIT MORE FLEXIBILITY IN THIS PROGRAM SO THAT, UH, ARTISTS

CAN COME TO, UH, AND PROPOSE LIKE THEIR OWN MURAL, THEIR OWN, UM, PROJECT, UM, AND TREAT THOSE PROJECTS AND PROPOSALS LIKE A PROJECT OUTREACH GRANT.WE DO THIS FOR, YOU KNOW, WE DON'T APPROVE JUST ANY TYPE OF PUBLIC PERFORMANCE OR ANY TYPE OF PUBLIC ART PROJECT.
UM, AND IT ALLOWS FOR ARTIST DRIVEN INITIATIVES SIMILAR TO, UH, YOU KNOW, LOTS OF THE MURALS THAT YOU SEE AROUND DOWNTOWN, FOR INSTANCE, OR IN THE CULTURAL DISTRICT, WOULD NOT HAVE BEEN ELIGIBLE FOR ANY SORT OF PUBLIC, UH, ART PROGRAM DOLLARS.
SO THAT, BECAUSE IT CAME WITH AN ARTIST MM-HMM.
UH, THIS WAS PROBABLY BEFORE YOUR TIME HERE WITH THE CITY, BUT I DO KNOW THAT WE DID THE MURAL ON THE PARKING GARAGE IN THE LAST SIX YEARS ANYWAY.
AND THAT MURAL, IF I RECALL CORRECTLY, I'M NOT SURE IF THE ARTS COMMISSION WAS INVOLVED IN THE SELECTION OF THAT ARTIST, BUT IT WAS A SELECTION PROCESS.
THAT MURAL ITSELF WAS $40,000, WHICH IS TWICE YOUR BUDGET.
SO, YEAH, THAT'S A GREAT, GREAT POINT.
SO THERE IS MORE IN THE PUBLIC ART FUND THAT THE ARTS COMMISSION CAN TAP IF, IF POSSIBLE.
SO, BUT OUR ANNUAL BUDGET THAT GOES INTO THAT IS 20,000.
ANY, ANY ROLLOVER THAT KIND OF GOES INTO THE PUBLIC ART FUND AS, AS WELL.
SO IF SOMEBODY IS AWARDED A GRANT, FOR INSTANCE, AND THEY DON'T END UP DOING THEIR PERFORMANCE OR FOR WHATEVER REASON, DON'T GET THAT MONEY THAT GOES IN THE PUBLIC ART FUND AND THE ARTS COMMISSION CAN TAP EVERYTHING IN THAT FUND.
NOT EVERYTHING BUT A, A LOT OF THAT MONEY FOR, UM, PUBLIC ART.
SO THERE'S A PROJECT, UH, AT TOWN LAKE INVOLVING THE ARTS AND THE PARKS.
UH, IS THAT ONE BEING FUNDED BY THE PARKS DEPARTMENT? UM, NO.
OR SORRY, THAT IS BEING FUNDED THROUGH THE PARKS, NOT THROUGH, UH, THE ARTS COMMISSION.
I KNOW WE'VE HAD OPPORTUNITIES TO TALK WITH, UM, PARKS AND REC.
THEY HAVE DIFFICULTY GOING THROUGH THIS PROCESS BECAUSE OF THE DIFFICULTIES WITH DOING AN OPEN BID AND THE TIME AND THE LENGTH THAT IS INVOLVED WITH THAT PROCESS AS WELL.
