THE RETURN OF THE TALIBAN TO POWER HAS BEEN A DEVASTATING BLOW FOR WOMEN'S RIGHTS.
TWO YEARS AGO, WHEN THE US SOLDIERS WERE STATIONED IN AFGHANISTAN, WE HAD MORE FEMALE MEMBERS OF PARLIAMENT THAN THE UNITED STATES CONGRESS.
TWO YEARS AGO, WE HAD MILLIONS OF WOMEN AND GIRLS IN SCHOOLS.
TODAY, WE HAVE NO WOMEN IN UNIVERSITIES AND GIRLS SCHOOLS ARE SHUT DOWN BY TERRORIST TALIBAN.
TWO YEARS AGO, THE TERRORIST TALIBAN INVADED THE CAPITOL OF AFGHANISTAN, AND THE WORLD DID NOTHING AND REMAIN SILENT.
THEY TOOK AWAY WOMEN'S RIGHTS AND THE WORLD REMAINED SILENT.
THEY SNATCHED AWAY OUR BASIC CIVIL RIGHTS, AND THE WORLD REMAINED SILENT.

MCKINNEY HAS PROVEN THAT HAS PROVED THAT THE REAL AMERICA AND THE PEOPLE OF THIS GREAT CITY STAND FOR FREEDOM, FOR DEMOCRACY AND FOR JUSTICE AFGHANISTAN.
MASU WORKED TIRELESSLY TO PROTECT THE RIGHTS OF ALL AFGHANS, INCLUDING WOMEN.
HE BELIEVED IN A FUTURE WHERE WOMEN COULD PARTICIPATE FULLY IN SOCIETY AND HAVE EQUAL OPPORTUNITIES.
IT IS ALSO IMPORTANT TO REMEMBER THAT MASU WAS AN ALLY OF AMERICA AND A FREE WORLD IN A FIGHT AGAINST TERRORISM.

MANY LATE NIGHTS I ARRIVED AT EITHER D F W OR LOVE FIELD AND BEGAN MY LONG DRIVE HOME TO BE REUNITED WITH MY WIFE, CHILDREN, DOGS FOR A LONG, UH, AFTER A LONG WEEK OF TRAVEL, I'M SURE MANY OF YOU HAVE DONE THE SAME.
MY GREATEST PLEASURE THOUGH, WHEN I WOULD COME HOME WAS WHEN I MADE THAT LEFT HAND TURN OFF OF 1 21 ON THE LAKE FOREST DRIVE BEGAN TO DRIVE NORTH, WELCOMED BY THE TRANQUILITY AND TREELINE STREETS OF MY HOMETOWN MCKINNEY, AWAY FROM THE CHAOS AND NOISE OF THE WORLD OUTSIDE.
WHEN I WAS GROWING UP, WE HAD COMMUNITIES THAT WE CALLED BEDROOM COMMUNITIES, PLACES OF REFUGE FROM INDUSTRY.
THESE COMMUNITIES WERE NOT DRIVEN BY COMMERCIAL DEVELOPMENT, BY DEVELOPMENT OF FAMILIES, QUALITY SCHOOLS, PARKS, AND SAFE NEIGHBORHOODS.
THAT IS WHY ANGIE AND I CHOSE MCKINNEY FOR OUR HOME, WHICH IN OUR OPINION WAS UNIQUE IN COLLIN COUNTY SEVERAL TIMES OVER THE PAST FEW WEEKS, UH, THE MAYOR HAS STATED IN PUBLIC AND IN THE PRESS THAT WE NEED TO EXPAND THE AIRPORT IN MCKINNEY BECAUSE IT WOULD BE TRANSF TRANSFORMATIVE FOR THE REGION.
THAT IS A BIG AND SUBJECTIVE STATEMENT TO MAKE.
BUT HAVE YOU EVER CONSIDERED THAT THE VOTERS OF MCKINNEY HAVE VOTED NO TO PAYING FOR AIRPORT EXPANSION TWICE IN THE PAST EIGHT YEARS BECAUSE THEY DON'T WANT THEIR COMMUNITY TRANSFORMED? I HAVE HEARD THAT CITY LEADERS COMPARE THE GROWTH OF MCKINNEY TO OTHER CITIES.
HAS ANYONE STOPPED TO CONSIDER THAT THE PEOPLE OF MCKINNEY ARE WELL AWARE OF THE DIFFERENCES BETWEEN MCKINNEY AND THOSE OTHER CITIES AND HAVE CHOSEN MCKINNEY? NOT IN SPITE OF THOSE DIFFERENCES, BUT BECAUSE OF THOSE DIFFERENCES.
ON MAY 6TH, MORE PEOPLE CAME OUT TO VOTE ON THE AIRPORT BOND THAN ANY OTHER CITY ISSUE ON THE BALLOT.
THE UNDERCOUNT ON PROP A WAS ABOUT 400 OUT OF 22,000 VOTES CAST IN DISTRICT FOUR MORE PEOPLE VOTED AGAINST PROP A THAN VOTED FOR RICK FRANKLIN WHO RAN UNOPPOSED.
MORE PEOPLE LIKELY VOTED AGAINST THE BOND THAN FOR MICHAEL JONES.
YET THIS COUNCIL CONTINUES TO SPEND MONEY TO PURSUE AN AGENDA THAT IS NOT CLEAR THAT A MAJORITY IN MCKINNEY WANTS OR NEED.

ABOUT THREE YEARS AGO, WE REDEVELOPED THE, UH, PROPERTY ON TENNESSEE KNOWN AS MERIT.
AND THESE TWO THAT YOU SEE TONIGHT, UM, ARE THE LAST REMAINING TWO OF THE ORIGINAL 1940S SLASH 1950S ERA AFFORDABLE HOUSING.
THE, UH, STRUCTURES SHOULD HAVE BEEN, UH, REMOVED A LONG TIME AGO.
THEY HAVE OUTLIVED THEIR USEFULNESS AND WHAT WE ARE ATTEMPTING TO DO AT THIS POINT, SIR, UH, ALL OF YOU COUNSEL, IS TO REDEVELOP THESE PROPERTIES AND TO GIVE BACK TO THE COMMUNITY DIGNIFIED AFFORDABLE HOUSING.

SO WITH THE REQUEST, UH, IT WOULD ACTUALLY, UM, AS REQUESTED IN YOUR PACKET, UM, THEY WERE LOOKING TO REZONE THE PROPERTY TO ALLOW FOR THREE STORY MULTIFAMILY ACROSS THE ENTIRETY, UM, OF THE TRACKED.
SO WE'VE GOT TRACKED ONE AND TRACKED TWO.
UM, STAFF WAS, UM, IN SUPPORT OF THE REDEVELOPMENT FOR THE THREE STORIES ON TRACK ONE, BUT WE HAVE BEEN, UH, WORKING WITH THE APPLICANT ON THE REDEVELOPMENT OF TRACK TWO, WHICH IS THIS SMALL TRACK HERE TO ALLOW FOR THREE STORIES.
STAFF'S ORIGINAL CONCERN WITH THIS REQUEST WAS THAT, UM, THE PROPOSED THREE STORIES ON TRACK TWO ALONG WITH THE REDUCED SETBACKS THAT WERE OUTLINED IN YOUR STAFF REPORT WOULD NOT BE COMPATIBLE WITH THE ADJACENT NEIGHBORS.
UM, SINCE THAT TIME WE HAVE WORKED WITH THE APPLICANT AND AS YOU SEE IN THE RED LINES, UM, BEFORE YOU, THEY HAVE REQUESTED TO MODIFY THE REQUEST.
AND ACTUALLY THEY WILL DROP DOWN, I THINK I CAN, HERE, THERE WE GO.
UM, THEY WOULD PROPOSE TO DROP DOWN THE BUILDING HEIGHTS ON TRACK TWO FROM THREE STORIES DOWN TO TWO STORIES.
UM, AND WITH THAT, THEY WOULD INCREASE THE BUILDING HEIGHT ON TRACK ONE FOR ONE OF THE BUILDINGS TO GO FROM THREE STORIES TO FOUR STORIES.
SO THE OVERALL DEVELOPMENT, UM, FOR THIS PROJECT WOULD ACTUALLY HAVE A FOUR STORY BUILDING HERE, THREE STORY BUILDING HERE.
THEY'D HAVE A COMMUNITY CENTER AND SOME OTHER ANCILLARY USES HERE, AND THEN TWO STORIES HERE.
SO WE WOULD BE FOUR, THREE, AND TWO, UM, TO ALLOW FOR A MAXIMUM OF 60 UNITS ACROSS THE ENTIRETY OF, UH, THE PROJECT.
WITH THE CHANGES THAT ARE BEING PROPOSED NOW, STAFF IS MUCH MORE COMFORTABLE WITH THE REQUEST, OBVIOUSLY IN THE STAFF REPORT BEFORE YOU, UM, OUR ORIGINAL RECOMMENDATION WAS DENIAL, AND WE'VE NOT OFFICIALLY CHANGED THAT, BUT WITH THE, UM, DROPDOWN ON TRACT TWO AND THE INCREASE IN BUILDING HEIGHT TO TRACT FOUR, WE ARE VERY COMFORTABLE WITH THAT, UM, CHANGE AND WE WOULD BE COMFORTABLE SUPPORTING THAT IF WE'D HAD TIME TO UPDATE THE STAFF REPORT FOR YOU AND FOR WHAT IS NORTH OF THAT FOUR STORY BUILDING.
SO THIS, THERE'S A PRETTY HEAVY TREE LINE HERE, AND THERE IS THE SPHINX AT THROCKMORTON PROJECT THREE THAT OKAY.
WHICH IS A THREE STORY MULTI-FAMILY, UM, RIGHT DEVELOPMENT THERE.
UM, GIVEN THAT THAT, THAT FOUR STORY BUILDING, IT'S TUCKED ON THE NORTH SIDE OF THIS PROPERTY, IT'S, UM, ABOUT A HUNDRED FEET AWAY FROM THE NEAREST SINGLE FAMILY RESIDENTIAL PROPERTY.
UM, WE, WE DO FEEL LIKE IT'S MUCH MORE APPROPRIATE THAN WHAT WAS ORIGINALLY PROPOSED WITH THAT THREE STORIES AND 10 FOOT SETBACK.
SO THE SINGLE FAMILY RESIDENCE IS ON THE EAST SIDE OF ROCK BORTON OR SOUTH OF THIS FOUR STORY BUILDING, CORRECT? THEY WOULD BE, WELL, TECHNICALLY EAST, THIS IS NOT ORIENTED TO THE NORTH.
YEAH, I KNOW IT'S NOT, BUT, BUT THEY'RE ON THE EAST SIDE OF THROCKMORTON, THAT'S CORRECT.
AND, AND THEY'RE, THEY'RE FURTHER SOUTH ON THE EAST SIDE OF THROCKMORTON.

NOW WE'VE MADE IT EVEN BETTER BY IT BEING A TWO STORY.

SO IN HINDSIGHT, IT'S EASY TO SAY, WHY DIDN'T YOU GUYS THINK OF THAT? AND THE REALITY IS, WE HAVE TO SAY MEPA, THAT WE WERE TRYING TO GET SO MUCH DONE SO FAST THAT WE WEREN'T ABLE TO GET THERE FAST ENOUGH.

THOUGH THIS WAS SO FEW AND FOREIGN BETWEEN BECAUSE THEY RARELY SAW ME, AND WHEN THEY DID, IT WAS SHORT-LIVED.
IT'S NOT THEIR FAULT YET THEY WEREN'T THE ONLY PEOPLE IN THE WORLD TO LOOK AT ME AND WONDER WHY I HADN'T JUST GOTTEN A JOB.
NOBODY WHO LOOKS THE WAY I DID DURING THAT SITUATION WOULD WILLINGLY LIVE THROUGH IT IN FAVOR OF WORKING A JOB TO GET OUT.
SIX MONTHS INTO IT, I WAS THE SAFEST.
I HAD BEEN IN MONTHS AT AN AIRBNB WITH A BED AND FOOD.
DURING THOSE THREE WEEKS, I DISCOVERED THE GAME.
LIFE IS STRANGE AND WAS ENTHRALLED BY IT.
BUTTERFLIES BECAME IMPORTANT TO ME DUE TO THEIR PROFOUND SYMBOLISMS. THAT'S WHY THIS INCREDIBLY MAKESHIFT SUIT JACKET WAS DECORATED LIKE THIS AND ALSO UNFINISHED BECAUSE I WAS AFRAID OF MESSING IT UP IN THE MIDDLE OF THE STRUGGLE.
THERAPY, TALKING PEOPLE WITH NO MATERIAL POSSESSIONS OR GOALS OF MY OWN DIDN'T SAVE MANY LOSS WAS OUTTA MY CONTROL.

WE TRIED TO BUY LAND TO THE NORTH.
WE TRIED TO BUY LAND TO THE SOUTH.
WE TRIED TO TALK TO OUR NEIGHBORS, TO THE, UH, WEST OF US TO BUY LAND.

AND ABOUT TWO MONTHS LATER, MCKINNEY HOUSING AUTHORITY HIRED ROSALYN MILLER AS THE FULL-TIME EXECUTIVE DIRECTOR.
AND THOSE TWO THINGS HAVE, HAVE, HAVE CHANGED THE TRAJECTORY OF, OF NEWSOM HOMES, MERIT HOMES, AND NOW TO BE, UM, LOYAL AND SOME CORO HOMES.

WE WERE NO, WE WERE NOT TOLD THAT THERE WAS GONNA BE A SUBSTATION PUT IN, UM, 400 FEET FROM A SCHOOL, UM, ENCORE AND THE PUC CHOSE THE EASIEST PLACE WITH LITTLE CONSIDERATION TO THE COMMUNITY AND DENYING THEM THE SPECIAL USE PERMIT WILL FORCE ENCORE TO MOVE THE SUBSTATION FURTHER NORTHWEST TO A GOOD LOCATION.
UH, A REROUTING OPTION WOULD SIMPLY KICK THE CAN DOWN THE ROAD, AND WE DON'T WANT THAT.
UM, AND AT THE END OF THE DAY, WE REALLY JUST WANT THE SUBSTATION MOVED AWAY FROM THE ELEMENTARY SCHOOL AS WE THINK IT, IT POSES MANY SAFETY HAZARDS AND IS NOT A GOOD LOOK FOR MCKINNEY.

YES, WE WANT 'EM TO HAVE THEIR FIRE STATION.

UM, IT WAS IN MY UNDERSTANDING IN SPEAKING WITH ONE OF THE MEMBERS OF THE PLANNING AND ZONING COMMITTEE THIS WEEK THAT ENCORE WANTED TO HAVE THIS ITEM TABLED YET ONCE AGAIN, AND THAT NO ACTION SHOULD BE TAKEN UNTIL JULY 18TH AT THE NEXT CITY COUNCIL MEETING.
THIS ITEM WAS UNANIMOUSLY VOTED DOWN SEVEN TO ZERO AT THE MAY 23RD PLANNING MEETING.
AFTER EXTENSIVE DISCUSSIONS BY BOTH ENCORE PLANNING AND ZONING AND THE RESIDENCE OF PECAN RIDGE, THE RESIDENTS EVEN OFFERED AN ALTERNATIVE LOCATION AS A SOLUTION.
THIS PROPOSAL WAS REVIEWED BY P AND Z AND ENCORE P AND Z AT THAT TIME ADDRESSED QUESTIONS TO ENCORE AFTER REVIEWING THIS PROPOSAL THAT WAS DONE BY SAM STRYKER AND WERE TOLD THAT ENCORE SAID IT COULD NOT BE DONE.
UM, LAST WEEK I EMAILED THE MAYOR AND EACH ONE OF THE COUNCIL MEMBERS ASSIGNED PETITION FROM PECAN RIDGE SAYING THAT THEY UNANIMOUSLY DID NOT WANT THIS SUBSTATION BUILT IN THAT LOCATION.
AND THEN IT WAS ALSO PROVIDED TO P AND Z COMMITTEE AT OUR LAST MEETING, ALONG WITH SAM STRYKER'S PROPOSAL TO INCREASE THE DISTANCE FROM THE SCHOOL AND THE PARK.
I AM ASKING THAT WE DO NOT EXTEND THIS VOTE TO JULY.
AND THE REASON BEING THAT IS UNFAIR TO THE RESIDENTS.
MANY OF THE RESIDENTS WHO HAVE CHILDREN IN, UH, THE SCHOOL ARE CONSIDERING MOVING THEIR CHILDREN OUT OF THAT SCHOOL, WHETHER IT BE TO ANOTHER SCHOOL OR TO A PRIVATE SCHOOL.
AND THIS IS NOT GONNA GIVE THE PARENTS SUFFICIENT TIME TO MAKE THIS DECISION.
IF WE POSTPONE THIS TILL JULY AND IT'S DOING THEM AN INJUSTICE, UM, WE DON'T WANT THE SUBSTATION SO CLOSE TO THE SCHOOL, TO THE PARK, OR TO OUR COMMUNITY.
THIS IS WHY P AND Z VOTED THIS DOWN UNANIMOUSLY SEVEN TO ZERO.
UH, SO I AM GONNA MENTION THIS.
IN MOST COMMERCIAL REAL ESTATE TRANSACTIONS, THE BUYER WOULD HAVE A CONTIN CONTINGENCY CLAUSE IN THEIR CONTRACT THAT WOULD STATE IF THIS PROPERTY COULD NOT BE REZONED.
THEY DID NOT HAVE TO PROCEED WITH THE CONTRACT.
HOWEVER, IN DOING SOME RESEARCH, I NOTICED THAT ENCORE PURCHASED THIS BACK IN NOVEMBER OF 2020, AND IT WAS, THEY SOLD IT.
THEY, THEY BOUGHT IT OUTRIGHT.
SO TO ME, THAT MEANS ON COURT THOUGHT THAT THIS WAS A DONE DEAL.
NOBODY WAS GONNA FIGHT BACK ABOUT THIS.
NOBODY WAS GONNA RAISE ANY CONCERNS.
WELL, THEY SHOULD THINK AGAIN BECAUSE WE ARE RAISING CONCERNS.
LET ACORE DO THEIR DUE DILIGENCE AND PUT THIS IN A LOCATION THAT IS MORE CONDUCIVE TO EVERYONE.
PUT IT IN AN AREA WHERE IT WILL NOT BE AN EYESORE.

UM, IN THE NEW WORLD OF CITY ANNEXATION, IT IS REGULATED BY SUB CHAPTER C4, UM, WHICH I HAVE SOME OF THE HIGH LEVEL PROCEDURES HERE BEHIND ME ON THE SCREEN.
IN ORDER TO BEGIN THIS PROCESS, THE VERY FIRST THING THAT WE DO REQUIRE, UM, FROM STATE LAW IS A APPROVAL OF RESOLUTION FROM CITY COUNCIL, UM, AUTHORIZING, UH, US TO PROCEED WITH THIS ANNEXATION, UM, IN THE, UH, NEW WORLD OF ANNEXATION.
UM, IT IS ONLY GOING TO BE, UM, OR THE PROCESS DOES REQUIRE CONSENT FROM, UH, 50% OR MORE OF, UM, PROPERTY OR PROPERTY OWNERS REPRESENTING 50% OR MORE OF THE LAND AREA PROPOSED TO BE ANNEXED.

SO, UH, TYPICALLY IN THE CITY, UM, UH, THE, UM, EXTENSION OF WATER AND SEWER WOULD COME WITH DEVELOPMENT.

WHAT A FREEZE MEANS IS THAT EVERYONE OVER 65 AND DISABLED, THEIR TAXES ARE FROZEN.
NOW WHAT, EARLIER IN THE COUNCIL MEETING, WE SAW TAX CREDIT HOUSING AND WE TALKED ABOUT AAMI AREA, MEDIAN INCOME AND, AND THAT'S WHO THE TAX CREDIT HOUSING IS FOR PEOPLE BELOW THE AREA.
MEDIAN INCOME, 80% OR BELOW, UH, A FREEZE FREEZES EVERYBODY.

SO I, I'D BE IN FAVOR OF 5,000.
I THINK WITH THE, WITH THE PROPOSED OFFSET OF TAXES THAT ARE BECOMING FROM THE LEGISLATURE IN TERMS OF THE SCHOOL TAXES BEING REDUCED, I THINK THIS IS A GOOD YEAR TO BE A LITTLE BIT MORE CONSERVATIVE AND GO WITH 5,000 SO THAT WE RESERVE THAT, UM, YOU KNOW, THAT ABILITY TO INCREASE AGAIN IF WE NEED TO, YOU KNOW, IF WE SEE THAT THE MARKET REALLY DOES CHANGE A LOT OVER THE NEXT COUPLE OF YEARS, IT GIVES US A LITTLE BIT MORE ROOM TO ADJUST IN THE FUTURE.
