I WANNA BE REAL CLEAR RIGHT UP FRONT, WE AREN'T SETTING A TAX RATE TONIGHT, WE'RE SETTING A TAX RATE CEILING, AND THAT'S, UH, THAT'S ALL, THAT'S ALL WE'RE DOING AND WE'RE SETTING FORTH.
UM, I'LL JUST GO AHEAD AND, UH, START THE PURPOSE OF THE VOTE.
WE ARE, WE'RE SETTING A PROPOSED TAX RATE.
WE'RE SCHEDULING A PUBLIC HEARING AND ANNOUNCING THE ADOPTION DATE OF THAT TAX RATE.
UM, TONIGHT'S VOTE, ONCE AGAIN, WILL BE REQUIRED WITH SPECIFIC WORDING, AND IT WILL REQUIRE A RECORD VOTE, AND IT WILL SET THE ABSOLUTE MAXIMUM, THE TAX RATE THAT THE CITY CAN SET FOR THE YEAR.
UM, THIS IS, THIS IS REQUIRED TO, TO PROPOSE ANY TAX RATE.
UM, WE'LL BE TALKING A WHOLE LOT MORE ABOUT OUR TAX RATE AND OUR BUDGET AND OUR BUDGET WORKSHOP ON AUGUST 11TH.
UM, FOR THIS YEAR, THE PROPOSED TAX RATE CEILING FROM, UH, FROM THE CITY MANAGER'S OFFICE IN FINANCE IS A TAX RATE OF 0.4 3 0 7 3 4.
OUR CURRENT TAX RATE IS 0.4 5 7 4 8 5.
UH, I CAN TELL YOU, AND I DO THIS EVERY YEAR, THAT I'M NOT SPOILING IT, BUT THE CITY MANAGERS, UH, RECOMMEND TAX RATE IN THE BUDGET IS LESS THAN THE TAX RATE CEILING THAT YOU SEE IN FRONT OF YOU.
UM, SO THEN, UH, AND I'M, LET ME, LET ME GO BACK.
THE, UH, THE PROPOSED TAX RATE CEILING IS SET AT, UH, ABOUT THREE POINT A HALF PERCENT, WHICH IS THE, THE VOTER, UH, VOTER RATE, UH, ABOVE THE NO NEW REVENUE RATE.
THE, AND WE'RE NOT GOING INTO THE INCREMENT.
I WILL TALK A LITTLE BIT ABOUT THE INCREMENT IN A LITTLE WHILE, BUT YOU, YOU COULD ACTUALLY SET THAT

TAX RATE CEILING HIGHER IF THE COUNCIL SO CHOSE.UM, SO WE DO HAVE THE NO NEW REVENUE AND THE VOTER TAX APPROVAL RATES.
UM, THE NO NEW, UH, REVENUE RATE IS WHAT WE USED TO CALL THE EFFECTIVE TAX RATE.
IT'S A, IT'S A RATE THAT, UH, PROVIDE A TAXING UNIT, WHICH BEING US OR, OR ANY OTHER GOVERNMENT, THE SAME AMOUNT OF REVENUE IT RECEIVED IN THE YEAR BEFORE ON PROPERTIES TAXED IN BOTH YEARS.
SO IT, IT'S ALWAYS CALCULATED, FACTORING OUT ANY NEW GROWTH.
UM, WE ALWAYS SEE A, UH, CONVERSE REACTION FROM, UH, PROPERTY VALUES TO THE NO NEW REVENUE RATE.
IF VALUES GO UP, THE NO NEW REVENUE RATE WOULD GO DOWN.
IF VALUES GO DOWN, WHICH WE'VE NEVER HAD HERE IN, IN MY TIME, I'M, I'M ASSUMING THAT IT MAY HAVE AT SOME POINT THEN THE NO NEW REVENUE RATE WOULD ACTUALLY INCREASE.
UM, THE VOTER APPROVAL TAX RATE IS 3.5% ABOVE THE NO NEW REVENUE RATE, AND AN ELECTION IS REQUIRED.
IF WE GO ABOVE THE, UH, VOTER APPROVAL RATE, WE'LL ADD THAT THE VOTER APPROVAL RATE IS ACTUALLY 3.5% ABOVE THE NO NEW REVENUE RATE, PLUS THE INCREMENT, WHICH I'LL TALK TO YOU ABOUT JUST A SECOND.
UM, BECAUSE THAT'S ON THIS NEXT SLIDE.
WITH OUR ACTUAL TAX RATES, THE TAX RATE CEILING THAT WE ARE PROPOSING, UM, IS 0.430.

UH, YOU CAN SEE THAT OUR OVERALL VALUES GREW, UM, SOMEWHERE AROUND 15%.
WE, UH, WERE AT $31.2 BILLION OF VALUE LAST YEAR.
UH, IT'S A LITTLE BIT LESS THAN WE HAD, OR A LITTLE BIT MORE THAN WE HAD ANTICIPATED.

UM, WE DID ADD ABOUT A BILLION DOLLARS OF NEW VALUE ON THE ROLL THIS YEAR.
THAT WAS THE FIRST TIME WE HAD CROSSED THAT $1 BILLION OF TAXABLE VALUE.

WE THEN TALK ABOUT THE TAX RATE.
UH, THE FIRST IS THE I N S OR THE DEBT SERVICE RATES.
THAT'S WHAT WE USED TO SETTLE OUR DEBTS FOR THE YEAR.
UM, THAT AMOUNT IS ACTUALLY KIND OF SET FOR US BECAUSE WE KNOW WHAT OUR DEBT PAYMENTS ARE.

CONDUCT A PUBLIC HEARING TO CONSIDER AN ACT ON RESOLUTION APPROVING THE 20 23 20 24 COMMUNITY DEVELOPMENT BLOCK GRANT, C D B G, ANNUAL ACTION PLAN.I AM THE COMMUNITY GRANTS COMMUNITY GRANTS ADMINISTRATOR FOR THE CITY OF MCKINNEY.
AND I AM THE STAFF LIAISON FOR THE COMMUNITY GRANTS ADVISORY COMMISSION.
AND WE THANK YOU, UH, BY STARTING OFF TO SAY, UM, WE APPRECIATE YOUR SUPPORT.
YOU APPOINT THE SEVEN MEMBER COMMITTEE TO BE ABLE TO OVERSEE ALL OF THE RESOURCES THAT WE HAVE THAT IS KNOWN UNDER THE CONSOLIDATED GRANTS PROCESS.
WE START THIS PROCESS IN FEBRUARY EACH YEAR WHERE WE HAVE TWO GRANTS, FEDERAL FUNDING, WHICH IS OUR C D B G GRANT, THE COMMUNITY DEVELOPMENT BLOCK GRANT, AND THE COMMUNITY SUPPORT GRANT, WHICH IS CITY FUNDED.
WE DO DIVIDE, UM, THIS PROCESS WHERE WE HAVE THE C D B G GRANT PUBLIC HEARING THAT'S REQUIRED BY THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT IN AUGUST.
AND THEN WE WILL FOLLOW, UM, IN SEPTEMBER WITH OUR COMMUNITY SUPPORT GRANT.
FOR THE BENEFIT OF THOSE WHO MAY NOT BE AWARE, WE HAVE RECEIVED THIS FUNDING AS AN ENTITLEMENT COMMUNITY SINCE 2003.
WE ANTICIPATE AN ALLOCATION THIS YEAR, STARTING OCTOBER 1ST, 2023 THROUGH SEPTEMBER 30TH, 2024 OF $961,099.
IN OUR ALLOCATION PROCESS, ONLY 15% OF THE GRANT CAN BE USED FOR PUBLIC SERVICES.
IT IS A STATUTORY REQUIREMENT UNDER THE, UH, GRANT ADMINISTRATION, WHICH INCLUDES BEING ABLE TO ADMINISTER THE GRANT EFFECTIVELY FOR OUR PUBLIC.
UH, WE CAN ONLY ALLOCATE UP TO 20%.
THE REMAINING BALANCE OF OUR FUNDS IS USED FOR COMMUNITY DEVELOPMENT AND HOUSING RESOURCES.
THE LARGEST BASE OF THAT IS OUR HOUSING REHABILITATION PROGRAM.
BUT WE HAVE ALSO USED THIS FUNDING FOR OTHER PROJECTS, INCLUDING, UM, ALLOCATION TO BE ABLE TO SUPPORT HOME BUILDING, UH, THE NEIGHBORHOOD TOPPERS

PROGRAM THAT WE'VE BEEN WORKING WITH, ADVOCACY NEIGHBORHOODS AND A VARIETY OF OTHER RESOURCES.WE ARE REQUIRED TO HAVE AT LEAST THREE PUBLIC HEARINGS.
WE HAD TWO PUBLIC HEARINGS AT THE BEGINNING OF THIS PROCESS THAT TOOK PLACE BY, UM, THE COMMISSIONERS IN MAY OF THIS YEAR.
WE HAD TWO PUBLIC HEARINGS, EXCUSE ME, PUBLIC INPUT MEETINGS TO BE ABLE TO LISTEN NOT ONLY TO INPUT FROM THE PUBLIC, BUT ALSO TO HEAR RECOMMENDATIONS FROM THOSE THAT WERE INTERESTED IN APPLYING FOR THOSE FUNDS.
WE HAVE A 30 DAY PUBLIC COMMENT PERIOD THAT IS TAKING PLACE NOW THAT WILL END ON AUGUST THE 16TH.
SO THE PUBLIC WILL STILL HAVE AN OPPORTUNITY UP TO 4:00 PM TO BE ABLE TO PROVIDE ANY COMMENTS TO OUR DEPARTMENT.
AT THIS TIME, WE'VE ONLY RECEIVED ONE COMMENT, AND THAT COMMENT WAS A POSITIVE ONE.
UH, WE HAD AN AGENCY THAT WANTED TO ONLY BE CONSIDERED FOR C D B G FUNDING.
AND SO THAT IS A TESTAMENT TO THE WORK THAT WE'VE BEEN ABLE, UM, TO COMPLETE.
WE WILL HAVE, UM, THE SUBMISSION THAT WILL COME FROM THE CITY AFTER AUGUST 16TH AND THEREAFTER, HUD WILL GIVE THE FINAL DETERMINATION AND REVIEW OF OUR ANNUAL ACTION PLAN.
AT THIS TIME, WE HAVE NONPROFIT AGENCIES, CASA OF COLLIN COUNTY COMMUNITIES AND SCHOOLS.
THEY WILL BE ASSISTING CODWELL ELEMENTARY AND WEB ELEMENTARY COMMUNITY LIFELINE CENTER, HOPE STORE, NEW BEGINNINGS, THE SAMARITAN INN HOUSING REHABILITATION PROGRAM, WHICH IS CITY ADMINISTERED GRANT ADMINISTRATION, WHICH IS ALSO CITY ADMINISTERED.
ANY FUNDING THAT WE HAVE CURRENTLY NOW IS USED TO BE CARRIED OVER FOR ADDITIONAL FUNDING RESOURCES.
AGAIN, THAT WOULD BE WITH OUR HOUSING AND COMMUNITY DEVELOPMENT.
WE HAVE NOT COMPLETED THIS FISCAL YEAR YET, SO UPON COMPLETION, WE WILL BE ABLE TO USE THOSE FUNDINGS AND WE NEVER LOSE, UH, THOSE RESOURCES.

LIV, AS YOU PROBABLY ALREADY KNOW, UH, WON THE WIMBLEDON JUNIOR COMPETITION A YEAR AGO WHEN SHE WAS 16.
SHE'S NOW 17 AND HAS OFFICIALLY GONE PRO AND ALREADY RANKED WORLDWIDE.
UH, AND THEN TREVOR, UH, AND THEY BOTH PUT ON AN EXHIBITION FOR EVERYBODY THERE AT THE OPENING WAS QUITE IMPRESSIVE.
TREVOR IS THE NUMBER ONE JUNIOR IN THE NATION IN AMATEUR TENNIS.
AND FOR THOSE OF YOU WHO WEREN'T HERE, UH, AT THE WORK SESSION, ALEX MALDONADO, WHO IS MATT HAMLIN'S, RIGHT HAND MAN OUT THERE IS RANKED NUMBER ONE IN THE STATE AND ADULT AMATEURS AND NUMBER TWO IN THE NATION.
AND IF YOU DID NOT KNOW, THE TENNIS CENTER HERE IN MCKINNEY GAVE NSBE PARK WAS RANKED AS THE NUMBER ONE TENNIS FACILITY IN THE ENTIRE NATION.
AND IT'S AMAZING THAT WE HAVE THAT KIND OF REPUTATION IN THE TENNIS WORLD AND THAT WE HAVE YOUNG PEOPLE OF THIS QUALITY OUT THERE REPRESENTING THE CITY OF MCKINNEY.
AND YOU JUST CAN'T BE MORE PROUD OF THEIR ACCOMPLISHMENTS ALL THROUGH THE, UH, MCKINNEY PARKS AND RECREATION ULTIMATELY.

UH, AND SHE IS ONE OF THE POTENTIAL LEADERS OF THAT PROGRAM.
I THOUGHT IT WAS A REALLY COOL WAY TO GET OUT AND SEE ALL THAT MCKINNEY HAS TO OFFER IN PARKS AND RECS AND OPEN SPACES.
AND I ACTUALLY MET THEM ON THE NEW TRAIL OUT AT GRAY BRANCH PARK.

AND, UH, HE HAS BEEN OPERATING THERE AND HELPING, HELPING PEOPLE WITH THEIR IMMIGRATION STATUS FOR 30 YEARS.
AND SO TO, TO, TO GET, TO HEAR THE STORIES OF, OF PEOPLE THAT WERE IMPACTED AND TO, TO, TO SEE ALL THE PEOPLE WHO HAVE HELPED AND, AND HONOR THEM.

I REMEMBER THAT I'D MISSED THE TENNIS BALL.
I WOULD ROLL DOWN THE HILL AND I'D GET CEDAR TREES BRUSHING UP AGAINST ME.
SO I FELL OUT OF LOVE WITH THE SPORT VERY QUICKLY.
BUT, UM, GOING TO GABE NESBITT AND SEEING THE DEDICATION OF SO MANY MCKINNEY HEIGHTS AND THEIR FAMILIES TO COMING OUT IN THESE JULY CONDITIONS AND AUGUST CONDITIONS TO PLAY TENNIS, THEY'RE DEVOTED.
