WE HAVE 75 PEOPLE THAT LIVE HERE IN MCKINNEY. YOU HAVE TO PAY LOCAL PROPERTY TAXES WE PAY. WE PAY LOCAL SALES TAXES. WE HAVE THIS GREAT TRACK RECORD SUCCESS. AND TONIGHT YOU'RE GOING TO TURN OVER THAT CONTRACT TO A COMPANY THAT WANTED US TO BUY THEM. NOT THAT LONG AGO. THAT WOULD BE WEIRD. WE BASICALLY BY THAT COMPANY SO WE COULD BUY OUR CONTRACT BACK. GOOD GOOD EVENING, MAYOR AND COUNCIL MARK HOLLWAY, CHIEF FINANCIAL OFFICER FOR THE CITY. WE VISITED QUITE A WHILE ON FRIDAY. THANK YOU FOR BEING THERE. I DO HAVE A FEW SLIDES TONIGHT. THIS IS A OPPORTUNITY FOR CITIZENS TO OFFER ANY INPUT ON THE 2024 BUDGET THAT THEY MAY HAVE. THIS IS NOT AN OFFICIAL PUBLIC HEARING. FISCAL YEAR 24 BUDGET HIGH LEVEL UH, THE CITY MANAGER'S PROPOSED BUDGET. UH AH IS PROPOSING TO DECREASE THE PROPERTY TAX RATE BY THREE CENTS, 2.427513 THE CURRENT TAX RATES ABOUT 0.457485 , SO IT'S RIGHT AT THREE CENTS. SECOND POINT I WOULD LIKE TO MAKE IS OUR SALES TAXES DO REMAIN QUITE STRONG. WE'RE SEEING FOR FISCAL YEAR 23 ABOUT A 5% BUMP OVER FISCAL YEAR 22 AND WE'RE PROJECTING THAT 5% WE'VE SEEN THAT KIND OF LEVEL OFF. WE'RE PROJECTING THAT FOR FISCAL YEAR 24 AS WELL. THIS BUDGET WILL INCLUDE STEP INCREASES FOR ALL GENERAL GOVERNMENT EMPLOYEES. AS LONG AS OUR PLAN STEP INCREASES FOR OUR SWORN PERSONNEL. WE WILL ALSO CONTINUE FUNDING OUR STREET MAINTENANCE LEVELS AT THE WE AT THE LEVELS WE'VE BEEN TALKING ABOUT WITH THE ACCELERATED TIME FRAME THAT WE PUT FORWARD AND WE WILL BE PROVIDING STAFFING IN THE 24 BUDGET PROPOSED BUDGET. QUITE A BIT FOR PUBLIC SAFETY, POLICE AND FIRE. UM AND THEN YOU KNOW SOME OF OUR OTHER DEPARTMENTS. WE'LL TALK ABOUT THE DRONE FUND. VERY BIG BROADVIEW WON'T GO INTO DETAIL LIKE WE DID ON FRIDAY. REVENUES PROJECTED ABOUT $202.5 MILLION HALF OF THAT BEING OR JUST A LITTLE OVER HALF OF THAT BEING, UH, PROPERTY TAX COLLECTIONS.

WE'RE VERY PROUD TO SEE THAT NUMBER DECREASING OVER TIME. OUR RELIANCE ON THOSE PROPERTY TAXES. WE'RE SEEING THIS STILL INCREASED SALES TAXES AND SOME OF OUR OTHER REVENUES, SO LET'S SEE THAT PART CONTINUED TO SHRINK ON THE PROPERTY TAX SIDE AS WE BECOME LESS DEPENDENT ON THOSE ON THE EXPENDITURE SIDE, SAME $202.5 MILLION BUDGET, A BALANCED BUDGET AS WE ALWAYS TALK ABOUT, UM IT'S ABOUT $11.9 MILLION MORE THAN LAST YEAR'S PROPOSED BUDGET 6% OVERALL INCREASE. I WILL POINT OUT POLICE AND FIRE BEING ABOUT 47% OF THE OVERALL PROPOSED BUDGET FOR FISCAL YEAR 24 ON THE GENERAL FUND SIDE. WE DO. WE ARE PROPOSING ABOUT 30 TO NEW POSITIONS ON THE GENERAL FUND FOR FISCAL YEAR. 24 YOU CAN SEE A LIST OF THEM HERE. I WON'T READ THROUGH. ALL OF THEM WILL POINT OUT THAT WE ARE PROPOSING TO ADD ABOUT NINE SWORN PERSONNEL IN POLICE AND SIX SWORN PERSONNEL IN THE FIRE DEPARTMENT. SO PUBLIC SAFETY, ADDING OVER HALF OF THE NEW POSITIONS FOR FISCAL YEAR 24. BRIEFLY JUST WANTED TO TOUCH ON THE WATER AND WASTE WATER FUND. UM WE ARE GOING TO CONTINUE OUR WATERLINE REPLACEMENT PROGRAM BELIEVE HEARD A COUPLE OF WEEKS AGO. HOW SUCCESSFUL THAT IS, IS WE'RE GOING TO CONTINUE TO DO THAT. WE DO ANTICIPATE ANOTHER DEBT SALE FOR CAPITAL PROJECTS IN FISCAL YEAR 24 AND WE HAVE ABOUT 11 NEW PERSONNEL ADDED IN THE WATER AND WASTE WATER FUND. WITH THAT WE WILL HAVE AN INCREASE IN OUR PROJECTING AN INCREASE IN OUR WATER WASTEWATER RATES FOR SIX MINUTES. WATER DISTRICT IS INCREASING OUR WATER RATES BY ABOUT 9% AND THERE ARE MYRIAD OF REASONS THAT THEY ARE GOING THROUGH THAT RIGHT NOW. FRANKLY WE'VE TALKED ABOUT INFLATION. WE'VE TALKED ABOUT ALL OF THE THINGS THAT THEY'VE GOT A LARGE CAPITAL IMPROVEMENT BUDGET, JUST LIKE WE DO SO. WE WILL BE PROPOSING THE INCREASE HOURS ON OUR SIDE TO PASS THROUGH THOSE RATES AT ABOUT 8% WE ARE WE WERE ABLE TO. WE'RE ABLE TO DO THAT BY WITH OUR GROWTH, SO WE DON'T HAVE TO PROVE PASTOR JUST QUITE AS MUCH AS THEY'RE PASSING ON TO US. SO THIS WILL ALLOW US TO KEEP THE WATER AND WASTE WATER FUND SELF SUFFICIENT. AND I HAVE RUN THROUGH THIS FAIRLY QUICKLY. UM BUT I DO WANT TO GIVE THE PUBLIC OPPORTUNITY TO SPEAK. BUT I DO WANT TO POINT OUT ONCE AGAIN.

AND NORTH TEXAS AREA. THERE IS A SLIGHT DISCOUNT AND WHAT THE PRICING WOULD BE IF THE CITY WANTED TO ENTERTAIN A 15 YEAR AGREEMENT. AND THE EFFORT THEY WERE PUTTING IN SO THAT THEY COULD SERVE PEOPLE. IT WAS VALUABLE TO SEE IT WAS GOOD TO SEE. PATRICK LUCKIER COME. COUNCIL INCLUDE TODAY AND I WENT TO VISIT THE FAMILY HEALTH CLINIC ON VIRGINIA. FOR NATIONAL HEALTH CENTER WEEK LAST WEEK. THAT THE TWO OF THAT FACILITY AND IT'S ALWAYS A GOOD REMINDER.
