[Financial Report]

ITEM. 23-0676 FINANCIAL REPORT CHANCE MILLER. GOOD MORNING CHANCE. MILLER COUNTY MANAGER.

THANK YOU. UM WE'RE GONNA BE GOING OVER THE MONTH OF JULY TODAY, AND THAT WAS A BIT BUSY MONTH FOR THE CDC IN REGARDS TO REVENUES. WE COLLECTED 1.7 MILLION IN SALES TAX A LITTLE OVER 160,000 AND INTEREST INCOME , WHICH TOTALLY CLOSE TO 1.9 MILLION REVENUE. IN REGARDS TO EXPENDITURES. WE HAD 41,000 OF OPERATIONAL EXPENSES. IN REGARDS OF PROJECTS. WE HAD A LITTLE OVER 3 MILLION AND RELATED TO NON DEPARTMENTAL. WE HAD 3.6 MILLION, WHICH A LOT OF THAT HAS PROJECTS AS WELL. AT 1.9 MILLION WAS TOPS RELATED. WE ALSO HAD YOUR DEBT THAT SERVICE PAYMENTS AT A LITTLE OVER A MILLION FOR THE MONTH OF JULY AS WELL. MOVING ON TO SELLS TAX GET THERE. OKAY? JULY JULY COLLECTIONS APPLIES TO THE MONTH OF MAY. AND IF YOU RECALL LAST MONTH WE HAD 1% DECREASE. AND THIS KIND OF CORRECTS. IT BRINGS US BACK TO OUR AVERAGE OF THE 4 5% INCREASE WE'VE BEEN SEEING OVER THE PAST SEVEN MONTHS. WHICH WAS GOOD TO SEE YOU CAN SEE THAT BRINGS OUR YEAR TO DATE UP TO 6.4. UM ALAN HAD A 11.1% INCREASE FOR THE MONTH OF JULY.

FRISCO SOLID 3.1% DECREASE PLANO SOLID 10.1% INCREASE A LITTLE ALL OVER THE PLACE. BUT IF YOU'RE LOOKING AT YEAR TO DATE, THEY'RE ALL KIND OF TRENDING SIMILAR WERE A LITTLE BIT BEHIND ARE SISTER CITIES, BUT, UM, MUSEUM ISLANDS UP TO 11.1% 1ST BECAUSE AT SOME 0.9% PLANO'S AT 8% BUT RETURNING THAT OVER A TWO YEAR SPAN WERE ALL RELATIVELY CONSISTENT. ALLEN'S CATCHING UP.

SO REALLY, FRISCO, PLANO AND US ARE TRAINING AT THAT SAME MARK OVER THE PAST THREE YEARS WHERE ALLEN IS STARTING TO CATCH UP THIS YEAR. IN REGARDS WHEN WE BREAK IT DOWN BY INDUSTRY. LAST MONTH. OUR RETAIL TRADE BROKE EVEN. AND THIS MONTH YOU CAN SEE THAT WE HAD A 17% INCREASE. SO THAT PUTS US BACK ON TRACK FOR THAT 7% THAT WE'VE BEEN TRENDING FOR THE PAST SEVEN MONTHS, WHICH

[00:05:04]

IS GOOD TO SEE. I WILL NOTE THAT WE SAW THE 508,000 DECREASE IN WHOLESALE TRADE, WHICH IS WHAT WE HAVE QUESTIONS UP TO THE CONTROLLER AND I PLAN ON FOLLOWING UP WITH YOU ALL THIS MONTH, AND WE GET KIND OF WHAT'S RELATED TO THAT. RELATED TO ONE COMPANY. THAT WAS A DECREASE THIS MONTH OF THE 450,000. SO WE'RE SAYING THAT'S AN ERROR. SEE IF IT CORRECTS ITSELF OVER THE NEXT MONTH, BUT ONCE WE GET ANSWERS ON THAT, AND I'LL FOLLOW UP WITH YOU THIS MONTH IN REGARDS TO THAT, I DON'T HAVE ANYTHING ELSE BE HAPPY TO ANSWER ANY QUESTIONS FOR YOU ALL. ALL OF THESE CHECKS WERE ATTACHED IN THE AGENDA. DOES ANYONE HAVE ANY QUESTIONS FOR CHANCE? WHAT KIND OF WHAT WOULD BE EXAMPLES OF WHOLESALE TRADE. I MEAN, YOU'RE LOOKING AT, LIKE, UM THE. I DON'T WANT TO SAY THE COMPANY'S NAME BUT NOT ALLOWED TO SAY THE COMPANY'S NAMES, BUT WHEN THEY'RE SELLING STRAIGHT TO BUSINESSES AND STUFF LIKE THAT, THAT THEY END UP RESELLING AND STUFF LIKE THAT IN GENERAL WHOLESALERS, YEAH, WE HAVE A LARGE WHOLESALER IN MCKINNEY THAT HAD AN OFFICE. WE HAVE A FEW OF THEM THAT MAKE UP THIS INDUSTRY. AND SO WHENEVER IT TAKES A HIT LIKE THIS, IT'S USUALLY ONE OF THOSE, AND OBVIOUSLY I CAN'T SAY THOSE NAMES PUBLICLY, BUT I'LL FOLLOW UP WITH YOU ALL AND STUFF, BUT THAT'S THE ITEMS YOU'RE LOOKING AT RIGHT INTO THIS. YOU ANY OTHER QUESTIONS. THANK YOU. THANK YOU. NEXT. WE HAVE

[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation TUPPS Subcommittee]

BOARDING LEADS ON REPORTS OF LIKE, SAY, SINCE LAST MEETING MEETING, BOARD MEMBERS AND STAFF HAVE PARTICIPATED IN SEVERAL COMMUNITY EVENTS. THERE WAS THE FARMERS MARKET AND NIGHT MARKETS , THE CHAMBER DEVELOPMENT UPDATE AND SPG SIPS OF SUMMER. UM ANYONE WANT TO COMMENT ON THAT WAS ABLE TO ATTEND. AND THEY WILL BE EVENTS. LET'S SAY FOR THE CHAMBER EVENT THAT ARE PRESIDENT DID A FANTASTIC JOB UP THERE TELLING EVERYBODY WHAT WE HAVE GOING ON AND WITH THE CITY CAN EXPECT FROM US, BUT ALSO GREAT FEEDBACK AT THE CHAMBER EVENT FROM KIM FLAM, ASSISTANT CITY MANAGER AND ALSO MICHAEL TALLY WHO'S IN THE ROOM. THANK YOU FOR THE UPDATES. GOT TO PARTICIPATE IN NOT ANY OF THOSE , BUT I DID THE MCKINNEY PARKS FOUNDATION. FIVE K TRAIL RUN, AH , PHRASE THAT WALK, BUT IT WAS, I WILL SAY THE MOST PLEASANT WALK EVEN WITH THE HEAT. IT WAS IN THE SHADE AND THE TRAILS WERE SO NICE AND EVERYONE WAS JUST GRACIOUS AND KIND AND SO TO THE PARKS FOUNDATION. UM APPRECIATE ALL OF THAT AND GOT GREAT BREAKFAST TACOS AFTER I WAS LIKE THE NICEST, EASIEST FIVE K EVER BUT I APPRECIATE YOU GETTING INTO SUPPORT IT WITH MY FRIENDS.

SO THANK YOU ALL FOR DOING. THANK YOU. NEXT, WE'LL GO TO CITY AND MCKINNEY. MR GRAHAM'S.

GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD. PAUL GRIMES, CITY MANAGER. I DO ECHO THE REMARKS THAT YOU SHARED ABOUT THE DEVELOPMENT UPDATE. I THOUGHT IT WAS VERY WELL DONE.

UM MISSION? I WILL MISS FLAN AND MR TALLY. VERY VERY NICE JOB REPRESENTING THE CITY.

EXTRAORDINARILY WELL, UM, AS YOU KNOW, WE ARE IN THE MIDST OF A BUDGET PROCESS WE ARE GETTING TOWARD THE END OF THE BUDGET APPROVAL PROCESS ON SEPTEMBER 5TH. THE CITY COUNCIL WILL HAVE A PUBLIC HEARING THE ONE THAT IS REQUIRED BY STATUTE. SO IF YOU FEEL INCLINED TO COME SPEAK ABOUT THE BUDGET, WE WELCOME YOU . WE HAVEN'T HAD ANYBODY WHO REALLY SPEAK MUCH THIS YEAR. BUT WE WELCOME ONE AND ALL I FEEL LIKE PASTOR INVITING PEOPLE TO CHURCH. COME COME SPEAK TO A BUDGET, BUT THE BUDGET. WE THINK WE'RE VERY COMFORTABLE WHERE WE ARE. WE HAVE AN EFFECTIVE RATE PLUS 2.35% THAT'S LESS THAN HALF THE RATE OF INFLATION. I MIGHT POINT OUT THE INCREASE IN VALUES , OF COURSE OF THE CITY CITYWIDE . WE'VE HAD RECORD INCREASE IN OUR OVERALL VALUES. SOME OF THAT'S APPRECIATION AND VALUE. SOME OF THAT'S NEW VALUE ADDED MOST OF ITS NEW VALUE.

FORTUNATELY THAT ALLOWS US TO REDUCE THE RATE BY THREE CENTS, SO THE RATE WILL BE, UH 0.4 TO 7 42.7 CENTS FOR $100 ASSESSED VALUATION. UM. WE ALSO TWO NIGHTS AGO, CITY COUNCIL MET AND MADE NEW BOARDING COMMISSION APPOINTMENTS. YOU ARE AWARE OF THAT THEY WILL BEGIN ON OCTOBER 1 THIS THE NEW BOARDS AND COMMISSIONS AND WE LOOK FORWARD TO WORKING WITH ALL THE NEW MEMBERS. ALL OF OUR STAFF LIAISONS USUALLY HAVE A SORT OF AN ORIENTATION PROCESS FOR EACH OF THEM TO GET THEM UP AND RUNNING, AND WE ALWAYS ENJOY THE APPRECIATE THE SERVICE THAT ARE BOARDING COMMISSION MEMBERS BRINGING THE COMMUNITY THE COUNCIL AS GREAT AS THEY ARE.

CAN'T DO IT ALL THEMSELVES, NOR CAN STAFF AND SO ALL OF THE WORK THAT YOU ALL DO IS VERY, VERY MUCH APPRECIATE IT. AT OUR LAST CITY COUNCIL MEETING IN THE CITY APPROVED TWO CONTRACTS BOTH RELATED TO WASTE HAULING. WE ARE WE WENT OUT TO BID IF YOU WILL ARE WE ISSUED AN RFP. ABOUT A YEAR AGO. 99 OR 10 MONTHS AGO, WE HAD GREAT PROPOSALS. GREAT COMPETITION. COMPETITION IS A

[00:10:05]

GOOD THING. SO WHAT WE'RE ABLE TO DO IS A NEGOTIATED CONTRACT WITH FRONTIER WASTE SOLUTIONS.

FRONTIER IS GOING TO BE OUR SOLID WASTE HAULER BEGINNING OCTOBER 1 OF 2024, SO WE HAVE A YEAR TO IMPLEMENT WILL NEED ALL OF IT IMPLEMENTATIONS FOR CHANGING CARRIERS FOR WASTE.

HOLLOWING IS A BIG DEAL. IT'S COMPLICATED, AND WE NEED ALL THAT TIME AND THEN OUR RECYCLING WILL BE DONE BY BALCONES RECYCLING. THAT'S WHAT THEY DO. THAT'S THEIR SPECIALTY THEY ARE OUT OF. I BELIEVE CENTRAL TEXAS , AND THIS IS THEIR FIRST FORAY INTO NORTH TEXAS. THEY'RE MOTIVATED. THEY'RE GOING TO BUILD A LARGE FACILITY IN FRISCO . THEY'RE GOING TO SERVICE MCKINNEY'S ARE THERE FIRST. UM BUT WE EXPECT MORE THAN THAT. I'M SURE THEY EXPECT MORE CUSTOMERS IN THIS REGION IN THE COMING YEARS, BUT THEY SPECIALIZE IN RECYCLING. WE THINK THAT'S A GOOD THING BECAUSE OUR RECYCLING NEEDS SOME WORK, YOU KNOW. THINK PRESIDENTS DO A NICE JOB OF GETTING THEIR TOTES OUT THERE, BUT WE THINK THERE'S A LOT MORE GOOD WE CAN DO IN TERMS OF WASTE DIVERSION OR WASTE AVOIDANCE. I SHOULD SAY AND THEN WASTE DIVERSION OF RECYCLING DIVERSION, WHICH THEY CALL DIVERSION RATE. MUCH MORE TO FOLLOW ON THAT, BUT WE'RE EXCITED ABOUT THE NEXT STEP IN THAT WE ALSO WANT TO THANK WASTE CONNECTIONS HAVE BEEN OUR VENDOR FOR 20. PLUS YEARS, THEY VARIOUS THEY HAVE BEEN DIFFERENT COMPANIES HAVE BEEN ACQUIRED.

AND OVER THE YEARS THEY'VE BEEN GOOD PARTNERS. UM BUT THE MARKETPLACE HAS SPOKEN AND CONTRACT WITH BALCO, NAS AND FRONTIER WAS COMPELLING ENOUGH TO MAKE A CHANGE. SO AND THEN SEPTEMBER 5TH WORK SESSION. WE ARE ALSO GOING TO TALK ABOUT A BOND ELECTION. WE'RE GONNA AT WORK SESSION. WE'RE GONNA BROACH. THE SUBJECT. WE TALKED ABOUT IT A LITTLE BIT IN THE BUDGET PRESENTATION, OUR BURN RATE IF YOU WILL OF OUR BOND AUTHORIZATION IN PARTICULAR AREAS FOR STREETS AND FACILITIES WERE MOVING THROUGH. THAT WAS THE INTENT IS TO SPEND THAT MONEY IN FIVE YEARS, AND IT'S BEEN ABOUT FIVE YEARS SINCE OUR 2019 WAS OUR LAST BOND ELECTION FOR OUR FOR OUR RUN OF THE MILL. MUNICIPAL TYPES OF FUNCTIONS AND SERVICES, STREETS, ROADS, FACILITIES, PARKS, THAT TYPE OF THING, SO WE'RE GOING TO BRING THAT TO THE COUNCIL THE COUNCIL CHOOSES THEY WILL GIVE US DIRECTION TO MOVE FORWARD. ASSEMBLED BOND COMMITTEE. UM UM AND MAKE PROVISION FOR BOND ELECTION IN MAY OF 2024 IF THEY CHOOSE THEY COULD ALSO PUSH IT TO THE NEXT YEAR WILL BE CUTTING IT CLOSE AND WE EXPLAINED THAT TO THEM AND WE'LL EXPLAIN IT MORE ON SEPTEMBER 5TH. THAT IS ALL I HAVE. I WILL STAND FOR ANY QUESTIONS. QUESTIONS. OKAY THANK YOU VERY MUCH. YOU NEXT. WE HAVE A VISIT MCKINNEY. HERE IN. MORNING MADAM CHAIR MADAM PRESIDENT. MEMBERS OF THE BOARD . ERIN WARNER EXECUTIVE DIRECTOR VISIT MCKINNEY. FROM A TOURISM STANDPOINT, WE'RE WRAPPING UP AN EXTREMELY BUSY SUMMER HERE IN MCKINNEY IN ALL CATEGORIES. WE BROKE RECORDS FROM OCCUPANCY AND AVERAGE DAILY RATES AND ALL THE THINGS THAT WE TRACK IN OUR INDUSTRY. UM AND THAT THAT TYPE OF THING IS NOT POSSIBLE WITHOUT SO MANY OF THE PARTNERS IN THIS ROOM. IT'S WHAT YOUR BOARD DOES TO HELP BRING A ATTRACTIVE EVENTS AND ENGAGING THINGS FOR PEOPLE TO DO IN OUR COMMUNITY. IT'S OUR MAIN STREET TEAM. IT'S EVERYBODY. WHO DOES THAT. AND SO HUGE. THANK YOU. WE DON'T RECOGNIZE THAT SUMMER IS ENDING BECAUSE IT'S STILL EXTREMELY HOT OUTSIDE, BUT MAYBE WE'LL GET TO FALL ONE DAY. UM FROM OUR STANDPOINT, WE ARE REALLY, REALLY EXCITED TO ANNOUNCE THAT ON SEPTEMBER 7TH. WE'RE HAVING OUR RE GRAND OPENING OF THE MCKINNEY VISITOR'S CENTER. THIS HAS BEEN A LABOR OF LOVE FOR OUR TEAM. EVERY STAFF MEMBER IS TAKEN ON NEW DUTIES TO PULL TOGETHER THIS REALLY ATTRACTIVE VISITOR EXPERIENCE CENTER AND HERE IN DOWNTOWN MCKINNEY AND SO ON THE SEVENTH AT 4 30 WILL DO A CHAMBER RIBBON CUTTING AND YOU ALL ARE ALL INVITED TO JOIN US FOR THAT, AND WE'LL ALSO BE OPEN UNTIL ABOUT SIX PM THAT NIGHT FOR COME AND GO TO STOP BY AND CHECK OUT THE NEW SPACE. SO PLEASE DO. WE'LL HAVE SOME APPETIZERS. UM THERE FROM THE NEW LOW, YO, BURGER. WE'LL HAVE SOME COOKIES FROM MARY MOUNTAINS, COOKIES THAT WILL BE DECORATED AND IT WILL BE A NICE TIME TO CELEBRATE WHAT WE'VE DONE THERE. UM ANOTHER EXCITING THING THIS WEEK. I GOT BACK FROM A QUICK TRIP TO MINNEAPOLIS. I GOT TO MEET WITH SOME OF THE REPS AS WE'RE GETTING READY TO OPEN THE BID PORTAL FOR THE NEXT FEW YEARS FOR ALL NCH CHAMPIONSHIPS, AND SO I WAS ABLE TO MEET DIRECTLY WITH THE D THREE D TWO AND THE SMALLER D ONE. DIVISION LEADERS FOR NC A AND BEFORE I EVEN WALKED UP.

THEY KNEW MCKINNEY'S NAME AND SO WE'RE REALLY EXCITED TO WORK TOGETHER, NOT ONLY WITH OUR TEAM BUT WITH THE PARKS DEPARTMENT AND FIGURE OUT WHAT MCKINNEY WANTS TO LOOK AT, FOR 2027 AND BEYOND AND SEE HOW WE WANT TO GO ABOUT THE NEXT ROUND OF BIDDING FOR NC A WITH SOME ARE PHENOMENAL FACILITIES. MARIE WOODARD IS OUR SALES MANAGER. SHE IS STILL UP IN MINNEAPOLIS.

SHE IS MEETING THE REST OF THIS WEEK, ONE ON ONE WITH OTHER SPORTS PLANNERS FROM NJ C, A TWO

[00:15:07]

BASKETBALL TOURNAMENTS AND ALL TYPES OF OTHER EVENTS, AND SO WE'RE HOPEFUL THAT THAT WILL BE A GREAT EVENT TO BRING SOME FUTURE BUSINESS TO MCKINNEY. AND WITH THAT, I STAND FOR ANY QUESTIONS. ANY QUESTIONS WHEN YOU THANK YOU SO MUCH. E. D. C. MICHAEL. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT REST OF THE BOARD. MICHAEL TALLY, SENIOR VICE PRESIDENT OF THE E. D. C CURRENT PIPELINE, 31 PROJECTS A QUICK UPDATE OF WHAT'S GOING ON WITH OUR KPS ABOUT $3.7 BILLION IN OUR PIPELINE AT THE MOMENT. $45 MILLION IN CLOSE PROJECTS FOR 2023 SO LITTLE BIT OF UPDATE WITH THE INNOVATION FUND START UP FUND VERY ACTIVE WITH OUR PROJECTS TEAM AND THEY START UP VENTURE CAPITAL WORLD. OF COURSE, WE BROUGHT A NEW PROJECT MANAGER ON IN JUNE. WE HAD ANOTHER ONE. COME ON EARLY FEBRUARY, BUT KIND OF BACK TO, UH BACK TO OUR NORMAL STAFF LEVEL AT THE PROJECT TEAM. INNOVATION FUND ACTIVE PARTICIPATION IN DALLAS STARTUP WEEK VENTURE DALLAS AND GSX, WHICH IS THE GLOBAL CONSORTIUM OF ENTREPRENEURSHIP CENTERS THAT'S COMING UP IN SEPTEMBER AND OCTOBER AT UT DALLAS IS THE GSX, WHICH IS ACTUALLY HELD NORMALLY IN LONDON, STOCKHOLM, SO I DON'T KNOW HOW RICHARDSON GOT IT, BUT WE'RE GOING TO TAKE ADVANTAGE OF IT. SPEAKING AT UPCOMING EVENTS THAT CDCS HAS BEEN AND WILL CONTINUE TO BE VERY ACTIVE ON THE LOCAL BROKER DEVELOPMENT DEVELOPER SPEAKING CIRCUIT WITH THE CHAMBER DEVELOPMENT UPDATE ON TUESDAY. INTERFACE INDUSTRIAL MADISON WILL BE SPEAKING AT THAT THIS MORNING IN DALLAS, AND THEN YOU'LL HAVE READ NEWS COLLIN COUNTY UPDATE HERE SEPTEMBER 15TH AND THEN COMING UP IN DECEMBER WILL BE HOSTING BUSINESS HERE IN MCKINNEY AS WELL DON'T HAVE THAT DATE YET, BUT WE'LL CERTAINLY GET THAT TO THE CDC. AND THEN THE TRADE SHOW SEASON IS JUST AROUND THE CORNER. SO VINCENT TRAVEL WILL BE PICKING UP STARTING NEXT WEEK THROUGH THE BEGINNING OF DECEMBER WITH THE TEAM AND THEN WANTED TO ALSO CERTAINLY LAST, BUT CERTAINLY NOT LEAST PRESIDENT CEO PETER TOKER GAVE HIS RESIGNATION TO THE ORGANIZATION LAST WEEK AFTER FIVE YEARS OF SERVICE TO THE SO I WILL BE SERVING AS INTERIM PRESIDENT, CEO UNTIL FURTHER NOTICE SO HAPPY TO STAND FOR ANY QUESTIONS. THAT I CAN'T ANSWER.

AH YOU UNDERSTAND THAT? DO YOU HAVE A ROUGH IDEA OF HOW LONG UNTIL FURTHER NOTICE WILL LAST? I DO NOT. ANY OTHER QUESTIONS. YOU SAID YOU'RE SPEAKING IN DALLAS. OKAY. DID I HEAR THAT RIGHT? WE'LL HAVE A WE HAVE DISPUTE A FEW SPEAKING ENGAGEMENTS. MADISON WILL BE SPEAKING IN DALLAS LATER THIS MORNING INTERFACE INDUSTRIAL AND WHAT IS THAT? IT'S A JUST LIKE WE DID YESTERDAY. IN OUR DEVELOPMENT UPDATE. THEY DO A LOT OF REGIONAL. UM THERE'S A LOT OF DIFFERENT ORGANIZATIONS THAT DO REGIONAL GROUPS. THEY IT COULD BE INDUSTRIAL. IT COULD BE RETAIL. IT COULD BE DEVELOPMENT. FOCUS ARCHITECTURAL, SO WE GET INVOLVED WHEN WE CAN TALK ABOUT WHAT'S HAPPENING HERE IN MCKINNEY AND WHAT WE'RE WORKING ON. ANOTHER QUESTION. THANK YOU.

THANK YOU. I WAS GONNA SAY, ANDREW, BUT I KNOW YOU JUST RAN IN HERE. YOU NEED A MINUTE TO CATCH YOUR BREATH, NOT COME HOME . NO YOU WANT TO PUT YOU ON THE SPOT, AND YOU KNOW, IT'S ALL RIGHT. I AM ACTUALLY ON. WE'RE DOING A PHOTO SHOOT WITH THE MAYOR ON THIS TINY DOORS, AND WE'RE DOING TINY LITTLE RIBBON CUTTING. SO UM, VERY IMPORTANT BUSINESS. VIDEO THAT WHAT WAS THAT VIDEO OF THE MAYOR DOING LITTLE LITTLE RIBBON CUTTINGS VERY SOON. ANDREW JONES, CULTURAL DISTRICT DIRECTOR. THANK YOU, MADAM CHAIR, APOLOGIZE TO THE TARDINESS. UM LOTS OF TINY THINGS ARE HAPPENING AND DOWNTOWN. WE DO HAVE OUR TINY DOORS. WE JUST STARTED LAUNCHING, AND IT'S KIND OF BEEN PRETTY INTERESTING TO SEE HOW VIRAL AND AMAZING RECEPTION ALREADY WITH THE PUBLIC. WE ARE. WE DO HAVE A CHINESE RECEPTION TOMORROW AT IMPACT AT 66 30. PM Y'ALL ARE ALL MORE THAN HAPPY TO COME IN, UM AND WE'LL HAVE A DISPLAY OF ALL THE ART DOORS SO WE'LL HAVE OVER 50 TINY DOORS INSTALLED THROUGHOUT DOWNTOWN, ALL DONE BY LOCAL ARTISTS, AS WELL AS SOME PROPERTY BUSINESS OWNERS. UM, BUT, YEAH, WE'D LOVE TO SEE YOU AT THAT EVENT. UM JUST SOME OTHER UPDATES FOR DOWNTOWN. WE ARE YOU KNOW, WE DO A LOT OF BUSINESS SUPPORT FOR OUR SMALL BUSINESSES. ONE OF THE THINGS THAT'S COMING DOWN THE PIPELINE IN SEPTEMBER 15TH. WE HAVE SECURITY TRAINING FOR DOWNTOWN PROPERTY OWNERS AND BUSINESS OWNERS IN THE WAKE OF ALLEN. YOU KNOW, THIS IS VERY FOREFRONT OF THEIR MINDS. SO WE'RE PARTNERING WITH THE MCKINNEY POLICE DEPARTMENT FOR THAT, SO WE ANTICIPATE A PRETTY GOOD TURNOUT FOR THAT, AND THERE'S BEEN A ALREADY A LOT OF INTEREST. UM WE HAVE A NUMBER OF EVENTS WITHIN IMPACT AS WELL. SEPTEMBER 1ST WE HAVE PAM TILLIS, UM COUNTRY MUSIC ALL OF FAMER OR SOON TO BE

[00:20:02]

HALL OF FAMER. UM WE ALSO HAVE THE MYSTICAL MARKET AND MITCHELL PARK. UM WE HAVE ANGEL WHITE ON SEPTEMBER 8TH AS WELL AS JIM MESSINA. COMING UP IN SEPTEMBER . 25TH AS WELL, UM ULTIMATELY WE'RE YOU KNOW FOR US RIGHT NOW WE'RE IN THE BIG THRONGS OF PLANNING FOR OCTOBERFEST. WE HAVE ALL THE FUN THINGS PLANNED AS WELL. SO THE KEG TAPPING OR HAPPY HOURS COMING BACK OUR POLICE VERSUS FIRE STEIN HOLDING COMPETITION WITH ROOT BEER. OF COURSE FOR THAT ONE, BUT I DID WANT TO SAY, YOU KNOW, WE HAD A BIG ROLLOUT LAST YEAR GOING TICKET LIST AND WE'RE DOING THAT AGAIN. WE'RE NOT GOING BACK TO TICKETS EVER AGAIN. MOST LIKELY I THINK I'D BE STRONG UP. UM AND THEN WE DO HAVE A NEW EVENT, THOUGH, THAT WE'RE ADDING TO THIS YEAR'S OCTOBERFEST IS GOING TO BE A NEW VIP EXPERIENCE OUT ON THE SQUARE. IT'S GOING TO BE A VIP BEER GARDEN, MODELED AFTER THE BEER GARDENS THAT YOU WOULD SEE IN BAVARIA DURING OCTOBERFEST THERE, AND THAT ONE IS SPONSORED BY BILL BLUE BOX, WHICH ALSO HAS AN OFFICE DOWNTOWN. UM REALLY GREAT PARTNERSHIP THERE SO THAT'S ALL THE UPDATES THAT I HAVE THIS MORNING AS I CATCH MY BREATH.

SORRY ANY QUESTIONS? RIGHT, ANDREW? THERE WAS SOMETHING THAT YOU SAID IN MITCHELL PARK. UM, SOME KIND OF FAIR. OH YEAH. SO MYSTICAL MARKET. UH THIS HAPPENED ABOUT QUARTERLY. SO UM , AND THIS IS A SMALLER EVENT RUN BY A COUPLE OF BUSINESSES AND THEY BRING IN VENDORS FROM FROM ALL AROUND. IT'S KIND OF LIKE A VENDOR EXPO. OKAY WHAT'S THE CONNECTION TO THE NAME? MYSTICAL MARKET IS SO YOU KNOW, THERE'S A KIND OF YOGA. THERE'S LOTS OF HANDICRAFTS AND, UM LOTS OF DIFFERENT ACTIVITIES THERE, SO I'D HAVE TO REACH OUT TO THEM AS THIS CURIOUS. THANK YOU.

ABSOLUTELY NOT YOUR YOUR TINY DOOR. HOW LONG IS THAT GONNA BE DOWNTOWN? SO THE DOORS ARE PERMANENT INSTALLATION AND WE KNOW THAT YOU KNOW THEY'LL HAVE TO BE REPLACED OVER TIME AS WELL. SO THIS IS PHASE ONE, AND THERE'LL BE OTHER PHASES AS WE HAVE ALREADY HAD A LOT OF BUSINESSES AND PROPERTY OWNERS THAT MISSED OUT ON THE FIRST GO ROUND AND THAT ARE REALLY EXCITED TO PARTICIPATE IN THE FUTURE. SO THANK YOU. ABSOLUTELY. INCREASE. YES I THINK I'VE EVER SEEN THIS LITTLE INVITATION. IN OCTOBERFEST IS THE WEEKEND OF SEPTEMBER SEPTEMBER 22ND THROUGH 24TH. THANK YOU VERY MUCH. NOT REALLY WORKING WITH MY SCHEDULE. UM AND THIS WILL BE THE FIRST YEAR THAT I'M GOING TO HAVE TO MISS IT. AND I'M REALLY DISAPPOINTED AND WHEN I SAW IT ON THE SCHEDULE, BUT I REALLY NEED TO GO ON SOME COLLEGE VISITS WITH MY DAUGHTER.

BUT WHEN I SAW IT, I THOUGHT, OH, NO PRIORITIES TRYING TO RACE BACK ON SUNDAY. MAYBE WE'LL GET BACK IN TIME. SO ANYWAY, BUT LOOKING FORWARD TO THAT THAT WAY YOU CAN SHOW YOUR DAUGHTER WHAT COLLEGE IS ALL ABOUT. YEP. MHM ALRIGHT, THANK YOU. PARKS AND REC. RYAN. GOOD MORNING LIKE THE FIRST STATE TO ENTER THAT TINY DOORS. GIVE ME A HEADACHE, SO I'M A LITTLE WORRIED THERE, BUT, UH, SO ARE SUMMER. 2023 IS COMING TO A CLOSE AND WE HAD A VERY BUSY ONE. SO WE CELEBRATED THE NATIONAL PARKS AND RECREATION MONTH IN THE MONTH OF JULY KICKED IT OFF WITH OUR ANNUAL REQUEST GAME ON JULY 1ST. WE TRIED OUR BEST TO HOST A CELEBRATION OF INDEPENDENCE DAY ON JULY 3RD. WE HAD A TINY ONE. THE MOTHER NATURE DID NOT COOPERATE WITH US ON THAT EVENT WITH OUR RED, WHITE AND BOOM. WE CELEBRATED THE NATIONAL TRAILS, DAY OF BONDING WINK PARK. WE CELEBRATED IMPROVEMENTS TO MARY WILL CRAIG PARK. WE SHOWED THE MOVIE TOP GUN AT OUR RUSH OFF PARK. WE OPENED OUR BRAND NEW SIX COURT INDOOR FACILITY AND YES, YES, THERE IS PICKLEBALL LINES GOING DOWN TO THE CASE YOU'RE ASKING, AND OF COURSE, OUR POLLS AND REC CENTERS WERE EXTREMELY BUSY. I WOULD ESTIMATE WE HAD OVER 1200 KIDS IN OUR CAMPS. WE TALKED ABOUT 12 2500 KIDS TO SWIM AND ADULTS. AND WE HAD A PROBABLY CLOSE TO 250,000 VISITORS TO OUR REC CENTERS AND POLLS OVER THE SUMMER MONTHS. WE HAVE LOTS OF GREAT PROJECTS IN THE WORKS THERE UNDERWAY UPDATING YOU ON THOSE GREENS, PARK AND TRAIL SHOULD BE OUT TO BID THIS FALL. THE TOWN LIKE DOG PARK AND LIGHT WALK IS CURRENTLY UNDER DESIGN. THE ROAD CONNECTION BETWEEN OUR RUSH OFF PHASE ONE AND PHASE TWO IS ALSO UNDER DESIGN, AS ARE THE RESTROOMS AND IMPROVEMENTS TO URBAN PARK. THAT CONSTRUCTION CONTRACT FOR RANDALL'S RENOVATIONS WILL BE GOING TO COUNCIL ON SEPTEMBER 5TH AND I'LL STAND FOR ANY QUESTIONS THAT YOU MIGHT HAVE OR CRITICISMS. ABOUT SOME MEETING THOSE COMPLIMENTS, OF COURSE. YEAH GREAT, UM, ROUND OF APPLAUSE FOR APEX. MY KIDS ENJOYED A TREMENDOUS SUMMER THERE AND THE NEW COURTS ARE

[00:25:05]

FANTASTIC. CONGRATULATIONS ON THAT. THAT WAS A TREMENDOUS GRAND OPENING LOTS OF INTEREST ALREADY. AND JUST A BEAUTIFUL FACILITY. THANK YOU VERY MUCH. THANK YOU, RON. NOW GOING TO

SO THANK YOU TO LINDA FOR HER WORK ON THAT FRONT. INTERESTINGLY WHEN YOU LOOK AT, UM, WHO ARE FOLLOWERS ARE MOST OF THEM. THE LARGEST PERCENTAGE ARE FOLKS UNDER THE AGE OF 55. BUT THE MOST ENGAGED ARE 55 TO 64 SO JUST INTERESTING TIDBIT THERE. UM THERE IS A FINAL REPORT PROVIDED BY CHESTNUT SQUARE ON THEIR SPRING , UH, SPRING AND BANDS IN THE PROMOTIONAL GRANT THEY RECEIVED FROM CDC AND SUPPORT OF THOSE, THERE'S GREAT DETAIL. PROVIDED UM REGARDING THE PROMOTIONAL EXPENDITURES THAT WERE MADE PERFORMANCE TO BUDGET FOR THOSE EVENTS AND ATTENDANCE, AND I THINK THEY'VE DONE UM PRETTY REMARKABLE JOB THAT GRANT COVERED 25 EVENTS FOR THEM DURING THE SPRING. OF HAVING COUNTY 23-16 IN THE AMOUNT OF 70 $71,477 FOR THE PURCHASE AND INSTALLATION OF TRADITIONAL GAMES IN THE ELECTRONIC GAMES EXTRA GAME. TO ENCOURAGE PHYSICAL HEALTH AND DEVELOPMENT OF YOUTH ATTENDING THE MCKINNEY CLUB AMOUNT REPRESENTS REQUESTED REPRESENTS 100% OF THE TOTAL PROJECT COST. AND I GET A MOTION ON THIS AGENDA ITEM. I MOVED THAT WE APPROVE THE FULL AMOUNT 71,004 77. I SECOND THE MOTION. MOVED BY MARY SECONDED BY, UM DEBORAH.

IS THERE DISCUSSION ON THIS ITEM? YES, MA'AM. I INTEND TO VOTE NO ON THIS MOTION, AND I JUST WANTED TO EXPLAIN WHY UM I WAS PREPARED TO CARVE OUT THE TRADITIONAL GAMES VERSUS ELECTRONIC GAMES, UM, AND TO PROVIDE FUNDING FOR THE TRADITIONAL GAMES. I HAVE CONCERNS ABOUT THE LONGEVITY OF THE EQUIPMENT THAT BOYS AND GIRLS CLUB HAS. PROPOSED FOR THE EXTRA GAME, UM, ELECTRONIC GAMING INSTALLATION. I HAVE CONCERNS ABOUT THE LONGEVITY AND THE CONTINUED INTEREST OF KIDS IN IT. I HAVE CONCERNS THAT THE EQUIPMENT WILL BREAK DOWN AND NOT BE USED. AND I THINK I JUST I HAVE QUESTIONS ABOUT THE, UM, ABOUT THE. REASONABLENESS OF PROVIDING THIS. I THINK THAT THERE ARE OTHER OPTIONS FOR THEM TO GO AND RAISE FUNDING FROM OTHER PARTNERS. AND SO I. I WOULD SUPPORT THE TRADITIONAL GAMES THAT HAVE THAT HAVE PROVEN THROUGH TIME TO BE STURDIER AND CAN MAINTAIN AND HOLD INTEREST OF CHILDREN AS TECHNOLOGIES DEVELOPED. SO THAT'S WHERE I'M AT AND WHY I INTEND TO VOTE NO ON THIS. SHARE SOME OF THOSE CONCERNS WITH DAVID. I WOULD CONSIDER PERHAPS PARTIAL FUNDING OF THE OF THE EXTRA GAME EQUIPMENT, BUT I BELIEVE THAT THAT IS SOMETHING THAT SHOULD BE DONOR FUNDED AS AN IN KIND CONTRIBUTION AND NOT FUNDED BY THE BOARD, SO I WILL NOT BE VOTING IN FAVOR OF THE FULL AMOUNT ON THIS EITHER. IS THERE ADDITIONAL DISCUSSION ON THIS ITEM? I'D LIKE TO MAKE A COMMENT, UM BECAUSE I SECONDED THE MOTION. AND WHEN I READ, UM WHAT THIS ITEM STATES ASSIST TO CONSIDER DISCUSSING ACT. ON A PROJECT GRANT. APPLICATIONS SUBMITTED. TO ENCOURAGE PHYSICAL HEALTH. DEVELOPMENT OF YOUTH ATTENDING THE MCKINNEY CLUB. WHILE WE COULD SEEK OUTSIDE FUNDING FROM ANOTHER SOURCE. AND THAT IS A BUYABLE. CONSIDERATION. I CONSIDER THE DEMOGRAPHIC OF THE CHILDREN FACILITY. AND THAT THEIR PARENTS ARE TAXPAYERS. THEREFORE BECAUSE OF WHAT IT WILL COVER THEIR PHYSICAL HEALTH. THEIR DEVELOPMENT. SOMETIMES IN THESE HOMES, THEY DON'T HAVE ACCESS. UM TO THIS TYPE OF EQUIPMENT. OR EVEN THIS TYPE OF INNOVATION, AND SO THIS WILL GIVE THEM AN OPPORTUNITY TO EXPERIENCE THIS. FROM AN OUTSIDE SOURCE, SO I AM 100% IN FAVOR OF USING TAX MONEY TO FUND THIS FOR THE BOYS AND GIRLS CLUB. ADDITIONAL DISCUSSION. THERE WAS A MOTION ON THE COURT TO APPROVE THIS MOTION. AND IT WAS SECOND. IT WAS MOVED BY MIRROR SECOND BY DEBORAH DON'T. YEAH. MOTION PASSES. NEXT ITEM. WE WILL BE

CONDUCTING A PUBLIC HEARING. YEAH I DON'T 23-0686 CONDUCTED PUBLIC HEARING AND CONSIDER AND DISCUSS ACT ON THE RETAIL DEVELOPMENT AND STRUCTURE GRANT APPLICATION SUBMITTED BY COCKTAIL CREAMERY ARE RETAIL ARE 23-06 IN THE AMOUNT UP TO $5812 FOR THE PURCHASE AND INSTALLATION OF A GREASE TRAP. REQUIRED FOR FULL OPERATION AT THEIR NEW LOCATION OF 205, EAST VIRGINIA MCKINNEY. TOTAL REQUEST REPRESENTS 75% OF THE PROJECT COSTS AND WE ARE PRESENTED BY IS IT SHARING SHARON SHARON? THANK YOU. GOOD MORNING. SHARON LYNN BLATT FROM COCKTAIL CREAMERY. UM MY HUSBAND AND I HAVE OWNED AND OPERATED THIS BUSINESS FOR JUST FOUR YEARS NOW AND DOWNTOWN

[00:40:03]

MCKINNEY. WE'VE BEEN SHARING THE SPACE FOR ALL THAT TIME, AND NOW WE ARE WORKING AND HAVING OUR OWN SPACE TO AVOID THESE VIRGINIA. WE JUST OPENED FRIDAY . SO IT'S KIND OF NEW AND YOU HAVE TO CHECK IT OUT. BUT WHAT MAKES US UNIQUE AND DIFFERENT AND REALLY A DESTINATION DOWNTOWN IS OUR CUSTOMER SERVICE AND OUR PRODUCT. WE DO INFUSE ALCOHOL IN OUR ICE CREAM. NOT ALL OF IT, BUT MOST OF IT. UM BUT IT'S CATERING TO THE CUSTOMER AND CREATING EXPERIENCE . WE HAVE PEOPLE THAT IT'S A GOURMET SUPER PREMIUM ICE CREAM . SO NOW WE MAKE IT ON SITE AND CITY CODE. YOU DO HAVE TO HAVE A GREASE TRAP IN ORDER TO MAKE THE ICE CREAM AND, FORTUNATELY WERE ABLE TO PUT IT ON OUTSIDE. BUT GOING OH, I'M SORRY. I'M NOT USING THIS CLICKER. HERE WE GO.

OKAY SORRY. SO UM, JUST TO ALREADY KIND OF TALKED ABOUT THAT AND WHAT MAKES US A LITTLE UNIQUE AND DIFFERENT. UM WE'VE BEEN FEATURED. ALSO ON GOOD MORNING, TEXAS. ABOUT A DIFFERENT PUBLICATIONS AND KIND OF CREATING A DESTINATION TO COME TO OUR SPOT. UM AND TESTIMONIAL, AND THIS IS ONE THAT JUST RECEIVED LIKE TO READ THIS ONE. I LOVE THIS PLACE.

IT'S ALWAYS A DELIGHT TO TRY NEW FLAVORS HERE. I LOVE ICE CREAM HAVE TRAVELED EXTENSIVELY AND LIVED IN SEVERAL STATES. THIS CREAM IS BY FAR THE MOST UNIQUE THAT I'VE EVER EXPERIENCED. IT'S A LANDMARK IN MCKINNEY. AS FAR AS I'M CONCERNED, I'LL ALWAYS BE A LOYAL CUSTOMER DESCRIBE MARIE.

OTHER PLACES ARE SIMPLY NOT WORTH THE CAT. CALORIES. BECAUSE WE DO HAVE A LOT OF CALORIES AND WHAT WE DO TO MAKE IT SUPER PREMIUM. YOU NEED 18% BUTTERFAT AND TO BE ICE CREAM. IT'S ONLY 10 SO KIND OF GIVES YOU WHERE LEG BE OUR END. IT'S ALL MADE ON SITE HERE IS OUR LOVELY GREASE TRAP PRIOR TO BEING COVERED. THIS COST 77 50 AGAIN ARE ASK IS TO COVER A PERCENTAGE OF THAT, UM IT IS NOW CLOSED AND WE ARE OPEN AND THERE'S MY HUSBAND, MAKING SOME ICE CREAM AND SOME CHARITY EVENTS AND THINGS THAT WE'VE ALSO DONE. UNFORTUNATELY I MADE THIS SLIDE PRESENTATION. WE WERE NOT. WE DIDN'T HAVE OUR CEO AND ALL THAT STUFF AND WE LITERALLY JUST GOT EVERYTHING DONE LAST WEEK AND OPENED OUR DOORS ON FRIDAY, FULLY MOVED OUT OF OUR OLD LOCATION. SUPER EXCITED. ENJOYED THINK YOU VISITED. THANK YOU VERY MUCH. SO WE'RE SUPER EXCITED TO BE IN OUR SPOT AND HELP YOU WILL PROVE THIS GRANT ANY QUESTIONS? YEAH, I HAVE A QUESTION. UM I I'VE HEARD THAT THEY'RE ALIKE GATHER OFFERED TO LET YOU GUYS TAP INTO THE GREEN THERE. GREASE TRAP.

AND YOU DENIED. SO CAN YOU EXPLAIN WHY THAT WAS SO WELL? THERE WAS A EXPENSE WITH THAT, UM, NUMBER ONE EXPENSE TO GET FROM OUR BUILDING OVER TO THEIR BUILDINGS. YOU STILL HAVE TO DIG THE LINES AND TOP IN, UM THEY ALSO WE'RE GOING TO ASK FOR A FEE TO USE THEIR GREASE TRAP. TO CLEAN THERE. THEY HAVE A MONSTROUS GREASE TRAP TO CLEAN IT, AND THEY HAVE TO DO THAT, LIKE FOR THREE TIMES A YEAR, IT COSTS $650, WHICH THEY WOULD WANT US ALSO TO FUN. SO WHEN WE STARTED DOING THE MATH AND OUR ENGINEER, WE ALL WE MET AND TALKED WITH HIM. IT WOULD ACTUALLY COST US MORE MONEY IN THE LONG RUN. OVER TIME THAN JUST DOING OUR OWN GREECE CHAPMAN SUPPORTING OUR OWN BUSINESS, SO, UM, AND HONESTLY, WITH THE WAY POWER LINES AND UNDERNEATH WE WERE ALSO THE CONTRACTORS ARE CONCERNED WHAT THEY MAY BREAK AND DIG UP HAVING TO DO A LONG TRENCH OVER THERE. SO THAT'S REALLY SIMPLY AND HONESTLY, IF THEY EVER DECIDED TO OPEN A RESTAURANT OR DO SOMETHING DIFFERENT THAN THEY WOULD ASK US TO LEAVE, AND THEN WE HAVE TO DO OUR OWN GREASE TRAPS. SO THERE WAS TOO MANY. UM BUT IF WITH THAT, UH SO IT'S JUST BETTER TO DO OUR OWN. THANK YOU. WHAT WAS THE COST OF? DID YOU? DID YOU GET AN ESTIMATE FOR THE COST OF TRENCHING OR BRAIN THE LINE OVER TO THEIR GREASE TRAP. I WOULD ACTUALLY HAVE TO ASK MY CONTRACTOR. WE DID WASTE SEVERAL DIFFERENT THINGS ORIGINALLY, LIKE I THOUGHT OF GREECE. PERSONALLY, I THOUGHT AGREE STOCK WAS GOING TO BE IN THE LIKE A WELL OVER 10 $20,000 WHAT I WHAT I WOULD HAVE THOUGHT WHEN THE PRICE BECAUSE WE DON'T NEED A VERY BIG ONE. THIS IS ONLY LIKE A 30 GALLON ONE FOR WHAT WE USE AND WHAT WE'RE USING IT FOR ITS VERY SMALL, THERE'S JENNIFER TOLD ME. I CAN'T REMEMBER WHAT IT WAS. IT WAS A WHILE AGO. AND THIS PROCESS UM BUT AGAIN, THE COST OF TAPPING IN GIVING HER A FEE HAVING TO DO MAINTENANCE OF SOMETHING THAT WOULDN'T BE OURS AND OWNED, UM REALLY WASN'T GOING TO BE TO OUR ADVANTAGE. AND THEN SHE ALSO HAD THAT CAVEAT. IF WE DECIDE TO MAKE THAT A RESTAURANT SOMEDAY OR DO SOMETHING DIFFERENT THAN YOU HAVE TO HAVE YOUR OWN, AND YOU HAVE TO TAP OUT. SO WITH THE . RETAIL INFRASTRUCTURE PROGRAM IN THE PAST. IN GENERAL, OUR, UM . R REQUESTS HAVE BEEN PRIOR TO THE WORK BEING DONE. WE HAVE IN

[00:45:01]

GENERAL, UM NOT HAD REQUESTS. LIKE RETROACTIVELY TO FUND WORK THAT HAS ALREADY BEEN COMPLETED . UM I KNOW THAT WE HAVE HAD SOME REQUESTS THAT HAVE NOT IN GENERAL, THEY HAVE BEEN PRIOR TO THE WORK, SO I CAN THINK OF ONE IN PARTICULAR WHERE WE'VE DONE IT RETROACTIVELY. BUT DO WE HAVE AND SHOULD WE? I GUESS I'M RAISING THE QUESTION. SHOULD WE HAVE SOME FORMAL RULES STATING THAT IT IS OKAY TO DO RETROACTIVE PROJECTS OR DO WE WANT TO FOCUS ON RECONSTRUCTION PROJECTS? BIG BECAUSE I DON'T I DON'T REALLY HAVE A CONCERN WITH YOUR PARTICULAR REQUESTS. I JUST I'M CONCERNED THAT PEOPLE COULD EXECUTE PROJECTS, BELIEVING THAT THERE COULD BE FUNDING FOR IT RETROACTIVELY AND THEY MAY BE SURPRISED. AND SO I THINK IT'S GOOD TO HAVE RULES AND EXPECTATIONS THAT ARE CLEAR. ON HOW THE PROJECT HOW THE PROGRAM WORKS AND WHAT WE'RE PREPARED TO FUND PROACTIVELY AND RETROACTIVELY. AND I'M SURE UM, WE HAVE FUNDED SEVERAL THAT HAVE BEEN COMPLETED IN THE PAST AND THE DISCUSSION. IT'S TOTALLY UP TO THE BOARD. HOW YOU WANT TO PR WE GO INTO A NEW FISCAL YEAR. I THINK WHAT THE BASIS FOR THE DECISION IN THE PAST WAS BECAUSE WE HAVE ONLY TWO CYCLES A YEAR. OUR CYCLES DON'T NECESSARILY WORK TIME WISE WITH WITH SOMETHING THAT NEEDS TO BE ADDRESSED ON A MORE IMMEDIATE TIMEFRAME. AND SO THE BOARD HAS FUNDED RETROACTIVELY NOW WITH THE CAVEAT THAT IF SOMETHING WAS DONE A YEAR AGO, PROBABLY WOULD NOT BE CONSIDERED . IF IT'S A MATTER OF MONTHS. THEN THE BOARD HAS BEEN WILLING TO TAKE A LOOK AT IT AND WE CAN. CERTAINLY WE CAN ALTER THE PARAMETERS OF THE PROGRAM FOR THE NEW FISCAL YEAR. THAT'S ENTIRELY UP TO THIS BOARD. I DON'T NECESSARILY HAVE A PROBLEM WITH FUNDING RETROACTIVELY IN CASES LIKE THAT, WHERE IT HAS BEEN WHERE THEY ESSENTIALLY HAD TO DO THE WORK TO GET A CEO IN BETWEEN OUR TWO CYCLES. I DON'T REALLY HAVE A PROBLEM WITH THAT.

I JUST I THINK IT MAKES SENSE TO HAVE CLEAR RULES THAT APPLICANTS CAN ANTICIPATE HOW IT'S GOING TO WORK. IT'S A GOOD TIME FOR THE DISCUSSION BECAUSE WE'VE GOT A GROUP WORKING ON THE APPLICATIONS FOR NEXT YEAR. SO YOU KNOW THAT WOULD BE SOMETHING INTERNAL AS WE STARTED LOOKING AT POLICY CHANGES OR CHANGES TO OUR APPLICATION PROCESS THAT AGAIN THE GROUP THAT IS WORKING ON REVIEWING THOSE APPLICATIONS. WE WILL MAKE NOTE OF THAT. AND LINDA, IF YOU'LL MAKE NOTE OF THAT, SO WE CAN DISCUSS THAT. BUT TO THE POINT YOU KNOW, IN THE SITUATIONS I KNOW IN THE PAST. EVEN I THINK, EVEN WITH THE GATHER BECAUSE THAT WAS A PROJECT THAT WAS DONE AFTER THAT WAS DONE AFTER THE HOT MILK, AND IT WAS DONE AFTER THE TRAP WAS AFTER THE FACT IT WAS OKAY. SO YOU KNOW, AND I VOTED FOR THAT AND I DON'T LIKE I SAID, I DON'T HAVE A PROBLEM WITH THAT. I JUST WANT TO BE CLEAR ON EXPECTATIONS. SO AGAIN AS WE GO INTO THE NEXT CYCLE, WE CAN DEFINITELY LOOK AT THOSE PARAMETERS AND SAY GIVEN THAT TIME SPAN IF WE'RE TALKING ABOUT IF IT WAS DONE PRIOR TO AND IT WAS A CYCLE ALREADY THERE WOULD BE A DIFFERENT CIRCUMSTANCE. IF IT WAS, IT HAD TO BE DONE FOR YOU TO GET IN, AND IT'S WITHIN IN BEDTIME. WELL, BEFORE YOU EVEN GO FOR YOUR CEO. SO LIKE SO IT IS EARLY IN THE PROCESS, AND IT'S NOT A FAST PROCESS LEARNED.

AND JUST FOR CLARIFICATION. YOU SAID THAT GATHERERS WANTED TO CHARGE YOU A FEE, BUT THE FEE WAS JUST YOU'RE JUST CUTTING HALF OF THE PRICE OF GETTING THE GREASE CRAP CLEANED OUT ONCE A QUARTER. CORRECT I WOULD HAVE TO PAY TO GET TO TAP INTO THEIR GREASE TRAP. THEN SHE WAS GONNA CHARGE US A TAP IN FEE. JENNIFER CLASS IN THE OWNER. NOT NOT, DARRYL. UM I DIDN'T KNOW WHAT THAT WAS. SHE WANTED TO TALK TO HER ENGINE LIKE SHE WANTS TO GO BACK AND TALK TO PEOPLE. AND THEN, UM, SHE ASKED DARRELL LIKE WHAT DO YOU WHAT DOES IT COST TO CLEAN IT AND IT'S 650. IT'S VERY EXPENSIVE TO CLEAN IT, SO WE WOULD SPLIT THOSE COSTS, UM, OF WHICH PROBABLY MY USE OF IT WOULD BE VERY MINIMAL COMPARED TO THEIR USE, BUT EVEN THEM THEY DON'T. THEY'RE NOT FULLY USING THAT CAPACITY. THEY PUT A VERY LARGE GREECE TRAPPED IN FOR THE POTENTIAL FUTURE. ACTUALLY JENNIFER EXPLAINED TO ME, SO THERE WAS A COST FOR YOU GUYS TO CLEAN OUT YOURS ONCE A QUARTER.

AH NO, WE DON'T HAVE TO. SO WE'D ONLY HAVE TO DO OURS LINDSEY YEAR BECAUSE IT'S A LITTLE GREASE TRAP. SO THAT COST YOU KNOW WHAT THE COST THAT I'LL FIND OUT WHEN I GET THAT. I MEAN, I COULD HAVE BEEN QUOTED A COST OF 100, BUT IT COULD CHANGE BY THE TIME I DO IT, SO IT MAY BE HELPFUL IF YOU CAN MAYBE GET THAT DATA AND PROVIDED TO SIMPLE COST OF CLEANING GREASE TRAPS, ESTIMATES OF OVER A 12 MONTH PERIOD OF WHAT THAT WOULD LOOK LIKE AND PROVIDE THAT IN THIS, YOU CAN PROVIDE IT TO THE BOARD PRIOR TO NEXT MONTH, OKAY? ANY OTHER QUESTIONS? I THINK JUST JUST FOR THE RECORD, I THINK SOMEONE MAY BE CURIOUS. WHY DOES AN ICE CREAM SHOP GENERALLY?

[00:50:05]

GREECE? IS IT FROM THE MILK? FAT IS FROM THE MILK THAT? YEAH, I MEAN, LIKE COFFEE SHOPS HAVE TO HAVE A GREASE TRAP AS WELL FROM THAT NOT ALL TOWNS REQUIRE IT AND NOT ALL STATES HAVE IT. BUT THE TOWN OF MCKINNEY REQUIRES A GREASE TRAP. SO UM, AND IT'S LIKE, YEAH, IT'S NOT UP FOR DISCUSSION. YOU HAVE TO HAVE ONE. WE LOOK TO DO ONE EVEN INTERNALLY, BUT IT WAS BETTER SITUATION TO DO IT EXTERNAL AND I THINK, UM, YOU KNOW, WHILE SHARING MIGHT SOUND LIKE A GREAT IDEA, I MEAN, YOU'RE NOT YOU KNOW NOW, IF SOMETHING GOES WRONG, I'M NOT GOING TO BE RESPONSIBLE FOR SOMETHING THAT I'M ONLY USING VERY LITTLE. YOU KNOW WHAT I MEAN? SO BUT SO ANYWAY. AND IF YOU GUYS TO FIND OUT THE COST FROM YOUR CONTRACTOR OF WHAT IT WOULD BE TO TRENCH AND CONNECT IN YOU WANT ME TO GET THAT COST AS WELL? OKAY. UH OKAY. YOU WRITING THAT? THANK YOU. YEAH I THINK THEY HAD THAT THAT COST. AND SO IT WAS CLEANING THE TRENCH. AND THEN JENNIFER NEVER GAVE ME A TAPPIN FEE. UM WHICH HE WOULD CHARGE FOR ME TO EVEN TAP INTO HER GREECE CHILD. AWESOME. THANK YOU. THANK YOU VERY MUCH. THANK YOU VERY MUCH. IT'S A PUBLIC HEARING THERE ANY KIND OF COMMENTS ON THIS PUBLIC HEARING? I DON'T CARE. THEY DON'T GET A MOTION TO CLOSE THIS PUBLIC HEARING. MOVE PRIMARY. 2ND 2ND BACK, CATHERINE.

OKAY? MOTION PASSES. THE NEXT ITEM 23-0687 CONSIDERED DISCUSSED ACT ON THE REQUEST
