THIS MONTH'S THEME IS PREPARING OLDER ADULTS. AND SO IT'S TIME FOR US TO REALLY CONSIDER. DO WE HAVE OLDER ADULTS IN OUR HOUSEHOLD THAT WE NEED TO HELP PREPARE? AH THE OLDER ADULTS MAY HAVE SOME VERY SPECIAL NEEDS, MEDICATIONS, EYEGLASSES, DIFFERENT, DURABLE MEDICAL EQUIPMENT THAT WE NEED TO BE THINKING ABOUT IF WE WERE TO GET INTO SOME SORT OF DISASTER IN THE CITY OF MCKINNEY, DEBRIS GENERATING TORNADO, SOMETHING LIKE THAT. JUST MAKING SURE THAT WE ARE THINKING ABOUT THOSE ITEMS AHEAD OF TIME AND PLANNING FOR THOSE ITEMS, SO WE REALLY JUST WANT TO TAKE THIS MOMENT TO SAY DURING THE MONTH OF SEPTEMBER. PLEASE TALK TO YOUR FAMILY. SIT DOWN, PLAY A GAME, MAKE THE CONVERSATION DISASTER PREPAREDNESS, EMERGENCY PREPAREDNESS AND JUST START BUILDING THAT COMMUNICATION PLAN . [00:10:05]

HIS TENURE. WE SAW MANY SUCCESSES, INCLUDING THE CREATION OF THE MCKINNEY INNOVATION. FUND AND THAT'S SOMETHING THAT WAS CREATED FOR TO CREATE PARTNERSHIPS WITH ENTREPRENEURS AND NEW STARTUP COMPANIES. AND IT'S SOMETHING THAT OTHER CITIES ARE NOW STARTING TO COPY AND IT'S SOMETHING THAT'S BEEN VERY SUCCESSFUL FOR US. ALSO DURING HIS TENURE, WE WORKED ON VARIOUS EXPANSION PROJECTS, INCLUDING INCLUDING EXPANSION PROJECTS, SUCH AS RAYTHEON COMMUNITY INVESTMENT IN ECONOMIC DEVELOPMENT PROJECTS LIKE INDEPENDENT FINANCIAL HELP 1 21 DISTRICT 1 21 MCKINNEY AIRPORT PROJECTS DOWNTOWN DEVELOPMENT PROJECTS JUST TO NAME A FEW, SO WE DO WISH HIM ALL THE SUCCESS IN THE FUTURE AND APPRECIATE HIS EFFORTS FOR THE CITY OF MCKINNEY. AND NOW IT'S MY PLEASURE TO ANNOUNCE PUBLICLY THAT THE BOARD HAS APPROVED THE HIRING OF MICHAEL KOWSKI AS THE NEW PRESIDENT. MCKINLEY ECONOMIC DEVELOPMENT CORPORATION BOARD MICHAEL'S HERE. YEAH I TOLD HIM HE COULD SPEAK IF HE WANTS, BUT IN ANY EVENT, HE WILL BE STARTING ON OCTOBER, THE FIRST IN THAT POSITION. MR KACZYNSKI HAS BEEN PART OF THE CITY MCKINNEY AS DIRECTOR OF PARKS AND RECREATION SINCE 2017, WHERE HE OVERSEES 600 EMPLOYEES IN THE MANAGEMENT AND ACTIVATION OF OVER 3000 ACRES OF PARKLAND PROJECTS. SO YOU MAY ASK. WHAT DOES A PARKLAND DIRECTOR KNOW ABOUT ECONOMIC DEVELOPMENT. OR HOW DOES THIS ALL TIE TOGETHER? AND SO WHAT YOU MIGHT NOT KNOW ABOUT MR COCKY IS HIS EDUCATIONAL BACKGROUND AND HIS PROFESSIONAL BACKGROUND. HE HAS A PROFESSIONAL BACKGROUND IN URBAN DESIGN, CITY PLANNING AND REGIONAL ECONOMIC DEVELOPMENT MATTERS. HE IS A CREDENTIAL CITY PLANNER WITH THE AMERICAN INSTITUTE OF CERTIFIED PLANNERS. A CERTIFIED URBAN DESIGNER AND HAS EXPERIENCED IN HIS CAREER AS A REGIONAL ECONOMIC DEVELOPMENT. WORK ON THOSE PROJECTS PRIOR TO COMING TO MCKINNEY. HE HAS A MASTER'S DEGREE FROM THE UNIVERSITY OF ILLINOIS IN CHICAGO AND A MASTER AND HARVARD UNIVERSITY, WHERE HE COMPLETED ADVANCED STUDIES IN ARCHITECTURE , URBAN PLANNING, ECONOMIC DEVELOPMENT, ENVIRONMENTAL SCIENCE AND ART HISTORY. WE ALSO KNOW THAT THE RECOGNITION THAT MCKINNEY HAS GARNERED FOR ONE OF THE BEST PLACES IN AMERICA TO LIVE OR DUE TO A COMBINATION OF MANY THINGS, INCLUDING THE QUALITY OF THE LIVE WORK PLAY ENVIRONMENT THAT A COMMUNITY OFFERS THE COHESIVENESS OF THE LEADERSHIP THAT DETERMINES THE GROWTH AND PRIORITIES OF THE COMMUNITY AND THE OPPORTUNITIES THAT ARE AFFORDED TO THE PEOPLE THAT LIVE HERE. AND DECIDING WHO TO PLACE IN THE POSITION OF PRESIDENT OF THE ECONOMIC DEVELOPMENT CORPORATION. AN IMPORTANT FACTOR WAS THE OF OUR BOARD. WAS THE DESIRE TO PROMOTE AND PRIORITIZE THE CONCEPT OF ONE MCKINNEY. MEANING THAT THE ENTITIES THAT PROMOTE AND INCENTIVIZE ECONOMIC AND COMMUNITY DEVELOPMENT IN MCKINNEY AND THE CITY COUNCIL THAT SETS POLICIES AND APPOINT BOARD APPOINTS BOARD MEMBERS TO IMPLEMENT THOSE POLICIES THAT ARE DESIGNED, PROMOTE ECONOMIC DEVELOPMENT OR IN LINE WITH ONE COMMON MISSION. WE STRONGLY BELIEVE THAT HIRING A PERSON WITH MICHAEL'S BACKGROUND AND HIS EXPERIENCE WITHIN THE CITY OF MCKINNEY AND WHO HAS A WORKING RELATIONSHIP WITH CITY STAFF THAT WILL HELP US ACHIEVE THE GOALS OF THE BOARDING QUALITY ECONOMIC DEVELOPMENT. PROJECTS TO THE CITY AND HELP US MEET THE EXPECTATIONS AND POLICY DIRECTIVES. HAVE YOU AS THE CITY COUNCIL THAT HAVE APPOINTED US AS YOUR BOARD MEMBERS. SO FINALLY NOW, UNTIL MICHAEL BEGINS HIS TENURE ON OCTOBER 1ST. AS I SAID, WE DO HAVE MICHAEL TALLY WHO IS THE VICE PRESIDENT OF OUR ORGANIZATION, HE WILL SERVE IN THE ROLE AS INTERIM PRESIDENT FOR THE NEXT MONTH. HE WILL ASSUME THE RESPONSIBILITIES OF THE PRESIDENT, INCLUDING SPEAKING ENGAGEMENTS AND BEING AT OUR MEETINGS AND WHATEVER ELSE WE HAVE GOING ON. INCLUDING WE HAVE SOME MEETINGS TOMORROW, SO MICHAEL WILL DO A GOOD JOB FOR US IN THE INTERIM PERIOD, BUT I DID WANT TO PUBLICLY WELCOME MR KOWSKI TO THE TEAM. I KNOW HE'S REALLY BEEN PART OF THE TEAM, BUT NOW IT'S IN A NEW ROLE, AND WE DEFINITELY LOOK FORWARD TO HIS LEADERSHIP AND HIS WORKING WITH YOU ALL AS WE CONTINUE TO DO OUR WORK ON YOUR BOARD. I ASK MR KOWSKI TO STAND, PLEASE BRING HIM UP. COME ON UP. WHO IS THE PICTURE OF THAT REALLY GOOD LOOKING GUY UP ON THE SCREEN LOOKING, HUH? THAT'S GREAT. I DIDN'T WANT TO ASK YOU ANY QUESTIONS. I JUST WANTED TO PUBLICLY EMBARRASS YOU, THAT'S ALL WELL, AND WE'LL HAVE PLENTY OF TIME TO DO THAT FOR HOPEFULLY , SEVERAL YEARS TO COME, EVERYBODY TO GET A LOOK AT YOU. HE WAS HERE AND THANK YOU FOR COMING OUT THIS EVENING.

THANK YOU , MR MAYOR. IF I COULD ADD ONE COMMENT, UM, I'VE BEEN ON COUNCIL NOW FOR ABOUT 20 MONTHS , AND DURING ALL THAT TIME I'VE WORKED AS THE LIAISE UNDER THE PARKS BOARD AND WORKED WITH MIKE KOWSKI AND, UH IT STRIKES ME A

[00:15:03]

COUPLE OF THINGS. ONE IT'S HARD TO FIND SOMEONE WHO KEEPS IT CLEAN FRONT STAGE AND CLEAN BACKSTAGE AND MIKE DOES. AS UM, MR LOCKE. AS MAYOR LIKE MILLER SAID HE HAS ABOUT 600 EMPLOYEES THAT REPORT TO HIM THERE IN PARKS. MANY OF THEM ARE SEASONAL . UH THE ESPRIT DE CSPORPS AND E CONSTANT LEVEL OF EXCITEMENT. OPTIMISM IN THE PARKS BOARD HAS BEEN REMARKABLE. I KNOW IT'S GOING TO CONTINUE WITH YOUR SUCCESSOR, BUT AH! YOU ARE. WE'RE SO LUCKY TO HAVE YOU HERE IN MCKINNEY AND I THINK ABOUT YOU KNOW, MCKINNEY AND AH! [PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]

FOR YOUR CONTINUED COMMITMENT TO THE CITY. PUBLIC COMMENTS ON AGENDA ITEMS FOR NON PUBLIC HEARING ADAMSON. I DON'T KNOW HOW MANY WE HAVE SIGNED UP. WE HAVE ONE. IS THERE ANY THAT SIGNED UP FOR? UM THAT WOULD JUST ONE NOT SO DO THEM ALL OR DO HIM ALL JOSEPH SULLIVAN. GOOD EVENING. MY NAME IS JOE SULLIVAN. AFTER MINIMAL LITTLE UNCOMFORTABLE RIGHT NOW TONIGHT BECAUSE OF YOU FOLKS, BUT THIS IS I'M RETIRED, AND THIS IS FIRST TIME I'VE HAD LONG PANTS ON AND MONTHS SO BUT ANYWAY, LET ME PAINT A PICTURE FOR YOU. I CAN STAND IN MY FRONT YARD AND LOOK OUT OVER A POND. THE BREEZE RIPPLES THE WATER. THERE'S BUGS ALL OVER. GREEN WITH ALGAE.

THERE'S MOSQUITOES BEING BRED. AND SEVERAL MORNINGS A WEEK. I HAVE A MURDER OF CROWS SHOW UP IN MY TREES AND FEED ON THE BUGS AND WHATNOT. AND IDEALLY SETTING IN MCKINNEY, UNIQUE BY NATURE.

PROBLEM WITH THIS. IS THAT IT THROUGH THE STREET FROM MY HOUSE. I MEASURED IT BEFORE I CAME OVER TONIGHT. IT'S AT MOSTLY ITS SMALLEST RIGHT NOW. BECAUSE THE HEAT IT WAS 45 FT.

LONG 6 FT WIDE OUT FROM THE CURB AND THREE INCHES DEEP. IT GROWS TO 50 PLUS FEET LONG. 10 TO 12 FT. OUT FROM THE CURB. AND FIVE INCHES DEEP. IF WE GET A RAIN, WHICH WE'RE ALL PRAYING FOR WHAT'S CAUSED IT IS I'VE GOT AN 11 FT SECTION A CURB TO THE RIGHT OF MY HOUSE THAT IS RAISED UP AND IS NOW BLOCKING THE DRAIN THE GUTTER. UM THIS SPRING. WE HAD A WATER DEPARTMENT EMPLOYEE COME BY. TOOK OUT HIS BOOK WAS GOING TO WRITE MY WIFE OF FINE BECAUSE OF OUR SPRINKLER SYSTEM.

MY WIFE SAID, FIND THE SPRINKLER SYSTEM. HE SPENT FIVE MINUTES LOOKING, PUT HIS BOOK AWAY AND LEFT BECAUSE WE DON'T HAVE ONE. IT COMES FROM THE NEIGHBORS UP THE STREET WHO SPRINKLE AND WE SAID MY WIFE TOLD HIM GO TALK TO THEM. HE NEVER DID. AH UNITED POSTAL SERVICE MAIL LADY HAS STOPPED AND SHE NOW HAS TO MAKE A LEAP FROM HER TRUCK TO GET TO THE CURB. IF SHE ASKED TO DELIVER A PROPER PACKAGE TO MY HOUSE. MY NEIGHBORS WALK DOWN AND LOOK AT IT BECAUSE THERE'S LIFE IN IT. NOW THERE WERE TADPOLES AND THEIR COMPLAINT. THEY COMPLAINED TO ME AND I GO.

NOT MY PROBLEM. IT'S A CITY STREET. AH! SO BUT THEIR KIDS DRIVE THEIR BIKES THROUGH IT.

THEY DO EVERYTHING WHAT? NO WE HAVE NOTIFIED THE CITY. I'VE SPOKEN WITH HIM A NUMBER OF TIMES MY NEIGHBORS HAVE FILED WRITTEN COMPLAINTS. UM 34 OF THEM UP THE STREET THAT THIS IS A MENACE. IT'S A BREEDING GROUND FOR MOSQUITOES AND WHATNOT. UM I KNOW THOSE THINGS, NOT IN THE.

CONCERNS OF, SAY THE 3 80 BYPASS. OR WHATNOT. BUT. WHEN FRIENDS HAVE TO COME AND JUMP FROM THEIR CARS TO GET ONTO THE SIDEWALK. GET ONTO MY, UH WALKWAY. AH! EFFECTIVELY YOU'RE TAKING THE ENJOYMENT FROM MY HOUSE AWAY FROM ME. WHY NOT FIXING THIS PROBLEM? SO ALL I'M ASKING FOR IS THAT CODY, CAN WE GET THE ADDRESS? GET SOMEBODY TO GO FIX IT. CAN WE GET AN ADDRESS? IT'S ON THE THING ON THE CARD. IF YOU HAVE IT THERE, IT'S OKAY. PICTURE OF SMALLER.

[00:20:06]

IT'S BEEN THERE FOR YEARS. FOR A LONG TIME IT DRAINED, BUT AS THE ROADS GOTTEN WORSE, IT'S NOW GETTING BIGGER. HAVE SOMEONE LOOK AT IT, JOE. THANKS VERY MUCH, SO THAT'S I APPRECIATE ANY HELP YOU GENTLEMEN CAN GIVE ME. THANK YOU. YOU'LL GET HELP. THANK YOU. MY FIRST COUNCIL MEETING IN THE WINTER. YOU DID GOOD. ALRIGHT NEXT IS CONSENT AGENDA. THESE ITEMS CONSIST OF

[CONSENT AGENDA]

NON CONTROVERSIAL OR HOUSEKEEPING ITEMS REQUIRED BY LAW AND MAY BE CONSIDERED INDIVIDUALLY OR BY ANY COUNCIL MEMBER MAKING SUCH REQUEST PRIOR TO EMOTION ON THE CONSENT ITEMS ANY COUNCIL MEMBER HAVE AND ADAM. THEY LIKE TO PULL DOWN. WHERE IS THERE? A MOTION TO APPROVE THE CONSENT ITEMS. I HAVE A QUESTION ABOUT ONE OF THE ITEMS, BUT I DON'T THINK I NEED TO PULL IT DOWN. IF I MAGISTRATE, MR GRIMES ON THE FIRST, UH CONSENT ORDINANCE 23 0706. IS THAT THE CONTAINED PROVISIONS FOR PENALTIES FOR, UM USING A. BLOCKING OFF LANE OF TRAFFIC AND A TIME LIMIT. NO SIR. THAT ONE IS NOT BEFORE YOU YET. I KNOW EXACTLY WHAT WE'RE TALKING ABOUT. AND THAT WAS MY EXACT SAME QUESTION. AND THIS IS NOT THAT THIS HAS TO DO WITH THE SCI FI NETWORKS FIBER BEING LAID , AND THERE'S A CERTAIN PERMIT FEE THAT AGREED TO AND IT'S JUST PLACES THAT IN THE BOOKS SO THEY CAN BE ENFORCED. THE ONE YOU'RE TALKING ABOUT WILL BE COMING.

YES ALL RIGHT. THANK YOU FOR ANSWERING MY QUESTION. THANK YOU , MR MAYOR FOR LETTING ME ASK, MAKE A MOTION. WE APPROVE THE CONCERN AGENDA. I WAS SECOND PLEASE CAST YOUR VOTES.

EVERYTHING. SORRY. PASSES. MOVED TO WHAT. CONSIDERATIONS UNDER CHAPTER 2 12 OF THE TEXAS LOCAL

JENNIFER ARNOLD, DIRECTOR OF PLANNING AS YOU READ. THIS IS A FINAL PLATZ FOR THE HIDDEN LAKES EDITION, 49 ACRES AND APPROXIMATELY 160 SINGLE FAMILY RESIDENTIAL LOTS. AND SEVEN COMMON AREAS STAFF IS RECOMMENDING APPROVAL WITH CONDITIONS OF THIS PLAT. IT IS BEFORE THE CITY COUNCIL INSTEAD OF THE PLANNING AND ZONING COMMISSION. STRICTLY BECAUSE OF A TIMING ISSUE. THERE WAS NOT A PLANNING AND ZONING COMMISSION MEETING WITHIN THE TIMEFRAME PRESCRIBED BY STATE LAW, SO IT DOES COME BEFORE THE COUNCIL. BUT WE ARE RECOMMENDING APPROVAL WITH CONDITIONS AND I'M HAPPY TO ANSWER ANY QUESTIONS. QUESTIONS FOR JENNIFER. IF THERE WAS SOME CHANGES IN THE SHOT CLOCK WASN'T THERE COMING UP? THEY ARE. THEY WILL BECOME EFFECTIVE SEPTEMBER WERE EFFECTIVE SEPTEMBER 1, BUT IT WILL REQUIRE SOME ACTION FROM COUNCIL BEFORE WE CAN START UTILIZING ON IT. MR MERRILL, UM, AVAIL MYSELF. THIS ONE OPPORTUNITY FOR THE LAST OPPORTUNITY TO APPROVE A PLAN ON COUNCIL. I HOPE AND MOVED THAT WE APPROVED. THIS IS STAFF HAS RECOMMENDED WELL, SECOND PLEASE CAST YOUR VOTES. THANK YOU, JENNIFER. REGULAR AGENDA AND PUBLIC HEARING ITEMS. THIS PORTION. THE AGENDA CONSISTS OF ITEMS REQUIRING INDIVIDUAL

[Conduct Public Hearing to Consider/Discuss/Act on the Adoption of the Budget Appropriation Ordinance for FY 2023-24]

CONSIDERATION BY THE COUNCIL. ITEM 230717 CONDUCTED PUBLIC HEARING TO CONSIDER AND ACT ON THE ADOPTION OF THE BUDGET APPROPRIATION ORDINANCE FOR FISCAL YEAR. 2023 24, MR HOLLOWAY GOOD EVENING. MAYOR AND COUNCIL. UM HAVE FOUR ITEMS BEFORE YOU TONIGHT WITH TWO PUBLIC HEARINGS INSIDE THOSE ITEMS. REGARDING THE ADOPTION OF THE BUDGET FOR FISCAL YEAR 24.

WALK WILL WALK THROUGH THOSE TOGETHER. I DO HAVE TO SHORT PRESENTATIONS, ONE ON THE BUDGET ITSELF, WHICH WILL HAVE A PUBLIC HEARING AND THEN POSSIBLY A BUDGET RATE BUDGET. ADOPTION UM WITH THE RECORD VOTE, SO I WILL MOVE FORWARD WITH THAT, AND THEN WE'LL HAVE ONE PRESENTATION FOR TWO ITEMS ON THE TAX RATE. AND THEN THE FOURTH ITEM IS THE ADOPTION OF THE FEES ORDINANCE FOR THE FISCAL YEAR 24. SO YOU'VE SEEN ALL THESE SLIDES BEFORE, BUT WE JUST WANT TO PUT THEM OUT HERE FOR INFORMATIONAL PURPOSES FOR THE FISCAL YEAR. 23 24 BUDGET FOR FISCAL YEAR 24. WE ARE PROPOSING TO DECREASE THE PROPERTY TAX RATE BY THREE CENTS . WE'LL TALK A LITTLE BIT MORE ABOUT THE PROPERTY TAX RATE A LITTLE BIT LATER. UM SALES TAX REMAINS STRONG. STILL SEEING AROUND 5% INCREASE OVER LAST YEAR. WE ARE PLANNING FOR STEP INCREASES FOR ALL OF OUR

[00:25:05]

EMPLOYEES AND FISCAL YEAR 24 AND CONTINUING TO STRONGLY FUND OUR STREET MAINTENANCE ALSO WILL BE ADDING STAFFING WITH OVER 30 BEING ADDED IN THE JOURNAL FUND ALONE. LET'S TALK A LITTLE BIT ABOUT THE GENERAL FUND. WE HAVE REVENUES OF ABOUT $202 MILLION PROPOSED FOR FISCAL YEAR. 24 IS MENTIONED SEVERAL TIMES REALLY HAPPY TO SEE THE PROPERTY TAX PORTION OF THAT PIE CONTINUING TO SHRINK WHILE THE NUMBER GOES UP THE AMOUNT THAT WE'RE ACTUALLY USING FROM PROPERTY TAXES IN THE GENERAL FUND SIDE IS 100% BASIS IS SHRINKING. WITH SALES TAX CONTINUING TO GROW, AND YOU CAN SEE THE REST OF OUR FEES THERE. UM BALANCED BUDGET WITH ABOUT 48% BEING, UM, EXCUSE ME, 47% BEING PUBLIC SAFETY AND THE REST OF FOLLOWING SOMEWHERE IN THERE IN SMALLER PERCENTAGES.

THESE WERE THE STAFFING EDITIONS THAT I WAS TALKING ABOUT LIKE TO POINT OUT ON, ESPECIALLY IN THE PUBLIC SAFETY, SAID. WE HAVE SIX NEW POLICE OW FFICERS TO TWO DETECTIVES AND NEW SERGEANT ALSO ON THE FIRE SIDES. SIX SWORN PERSONNEL THERE. JUST SIX FIREFIGHTERS BEING ADDED, AND THEN UH, WE'RE HAVING SOME ADDITIONS ACROSS THE REST OF THE OF THE STAFF AS WELL. ON THE WATER WASTEWATER SIDE. WE'VE WE'VE TALKED AT LENGTH ABOUT OUR WATERLINE REPLACEMENT PROGRAM THAT WE'RE CASH FUNDING. WE'RE GOING TO CONTINUE THAT FOR FISCAL YEAR, 24 DO ANTICIPATE A DEBT SALE IN THE SPRING OR LATE SPRING EARLY SUMMER FOR FISCAL YEAR 24 PROJECTS. UM SUPPLEMENTALS INCLUDE, UH YOU KNOW, YOU SEE THERE, THERE'S TWO MAINTENANCE CREW LEADERS. SOME MAINTENANCE TEXT AND THEN WE'RE ADDING QUITE A BIT OF STAFFING ON THE WATER AND WASTEWATER SIDE ON THE OPERATION SIDE AS WELL. UM THAT WITH WHERE WE ARE, WE WILL TALK. TALKING ABOUT OUR OUR WATER RATES WILL BE PASSING OUR FEE ORDINANCE. WE ARE GOING TO BE INCREASING OUR WATER RATES BY ABOUT 8% ON WATER. 8% ON WASTEWATER WERE PASSING THROUGH SOME SOME SOME LARGE INCREASES FROM NORTH TEX MUNICIPAL WATER DISTRICT. THEY'RE THEY'RE THEY'RE SEEING SOME SOME YOU KNOW, INCREASES ALL OF THEIR OWN. THEY'RE HAVING TO PASS THROUGH TO US, BUT 9% THAT THEY'RE PASSING TO US AND 11% ON THE WASTEWATER SIDE, JUST ON THE TREATMENT AND ALL OF THEIR CAPITAL PROJECTS, SO WE WILL BE PASSING THROUGH ABOUT AN 8% INCREASE OF OUR OWN. UM WITH THAT WE'RE AT THE KIND OF THE FINAL EVENT FOR OUR BUDGET. I SHOWED THE CALENDAR EVERY TIME AS WE CANNOT COUNT IT DOWN. UH THIS IS A PUBLIC HEARING ON THE BUDGET. LET Y'ALL CALL THAT IN JUST A MOMENT. THAT'S THE END OF MY PRESENTATION FOR THE BUDGET PORTION WILL BE HAPPY TO TAKE ANY QUESTIONS, MR HOLLOWAY. JUST JUST ONE CLARIFYING QUESTION ON THE WATER. ALWAYS WATER INCREASED. YOU WANT TO GO BACK AND SLIDE? SURE ARE YOU SAYING ARE WE? UH IS THE CITY OF SUBSIDIZING A PERCENT OR SO OR? WELL HOW DOES THAT WORK OUT? HOW'S IT COMING APART? SO WE ALREADY CHARGED A LITTLE BIT MORE THAN BEING PASSED THROUGH. PLUS WE HAVE GROWTH THAT WE RELY ON SO WE DON'T HAVE TO PASS ON QUITE AS BIG A PERCENT INCREASE IS PASSED BACK TO US. WE WE FOUND THAT THE 8% ON BOTH OF THOSE WOULD KEEP US SELF SUFFICIENT, MAKING SURE THAT WE'RE MAINTAINING OUR MARGINS PROPERLY. SO FOR MANY YEARS WE WENT WITHOUT ANY INCREASE MIGHT BE WORTH SAYING CORRECT MANY, MANY YEARS AND WE HAVE OUR FINDING THAT WERE, YOU KNOW, MAINTAINING JUST TRYING TO MATCH JUST UNDER WHAT WHAT THEY'RE DOING IS A PERCENTAGE INCREASE IN AND THAT'S WHAT THE KIND OF THE CRUX OF THE WATER RATE STUDY CAME BACK SAID YOU CAN. YOU DON'T HAVE TO INCREASE ALL THE WAY. JUST MOST OF THE WHITE THANK YOU, MARK. THIS IS A PUBLIC HEARING ITEM. IF THERE'S ANYONE THAT WOULD LIKE TO COME UP AND SPEAK TO THE ITEM. SEEING NONE MOTION TO CLOSE THE PUBLIC CARRYING THAT WILL BE A RECORD VOTE THAT'S REQUIRED FOR THIS ITEM CLOSED. THE PUBLIC HEARING FIRST MAKE A MOTION THAT WE CLOSE PUBLIC HEARING. CIRCUIT.

ALL IN FAVOR. AYE. THIS WILL BE A RECORD VOTE. MOTION THAT WE ADOPTED BUDGET AS PRESENTED.

HURT ME. YES. SO I NEED A 2ND 2ND.

YES. OH, YES. YES. YES. YES. ALL RIGHT. NEXT ITEM. 230718 CONSIDER AN ACT ON AN ORDINANCE

[Consider/Discuss/Act on an Ordinance to Ratify the Property Tax Revenue Increase in the Fiscal Year 2023-24 Budget as a Result of the City Receiving More Revenues from Property Taxes than the Previous Fiscal Year]

[00:30:08]

TO RATIFY THE PROPERTY TAX REVENUE INCREASE IN THE FISCAL YEAR 2023 24 BUDGET AS A RESULT OF THE CITY, RECEIVING MORE REVENUES FROM PROPERTY TAXES AND THE PREVIOUS FISCAL YEAR. I'LL RUN THROUGH A SHORT PRESENTATION ON THE OVERALL TAX RATE. THIS IS REQUIRED BY THE STATE LEGISLATURE TO ANYTIME THAT YOU BRING IN MORE REVENUE IN IN A YEAR THAN YOU DID IN THE PREVIOUS YEAR. YOU YOU, YOU HAVE TO DO THIS PORTION OF THE TAX RATE ADOPTION. WE HAVE 11 SHORT PRESENTATION HERE FOR THE NEXT TWO ITEMS. UM. JUST OUR EXISTING VALUES HAVE INCREASED ABOUT JUST UNDER 12% THIS TAX RATE IS ABOUT 2.34% ABOVE THE NO NEW REVENUE TAX RATE. THAT TAX RATE IS 0.42.

7513 WHICH IS WELL UNDER THE CEILING THAT WAS ADOPTED IN EARLY AUGUST BY THE COUNCIL, 0.430734. UH THIS COMPARISON OF THE TAX RATES FROM FISCAL YEAR 23 TO FISCAL YEAR. 24 JUST WANT TO POINT OUT THE KIND OF THE MIDDLE SHADE WHEN THEY'RE THE PROPOSED TAX RATE. THE FOR FISCAL YEAR 23 WAS 0.457 THIS YEAR. 0.4 TO SEVEN, WHICH IS, UH , REDUCTION OF THREE CENTS OF THE OVERALL TAX RATE WILL POINT OUT THE VOTER APPROVAL RATE IS ABOUT 1.6 CENTS MORE THAN THEN THE PROPOSED TAX RATE. I THINK THAT THAT'S THE UNUSED INCREMENT THAT WE'VE TALKED ABOUT. THAT'S 1.6 CENTS. I THINK IT'S ABOUT 5.7% OVERALL OVER THE LAST THREE YEARS THAT WE HAVEN'T USED SO IN THEORY, THEN MARK YOU DON'T MIND GOING BACK WITH THE UNUSED INCREMENT? UM THAT WOULD MAKE THE VOTER APPROVAL RIGHT CLOSER TO 49. NO THAT THAT VOTER APPROVAL RATE WILL BE THE 44 CENTS. YOU SEE THERE, IT'S ABOUT 1.6. IT'S ABOUT 5% SO AND THOSE THOSE ARE 5% BASED ON PREVIOUS FISCAL YEARS, BUT WE BANKED ABOUT 1.6 CENTS. OKAY? IT'S ABOUT 1.6, OKAY? THE HIGHEST YOU COULD COULD HAVE GONE WOULD HAVE BEEN THAT 0.446. BUT THE COUNCIL ADOPTED THE CEILING THERE. I THINK THAT FIRST MEETING OF AUGUST AT 0.430. JUST FOR YOU KNOW, WE LIKE TO SHOW THIS EVERY YEAR. UM SO ARE TAXABLE VALUES HAVE INCREASED THE 35.9 BILLION , WITH THE TAX RATE, DECREASING A FURTHER THREE CENTS. THIS SHOWS THE BREAKDOWN. OF THE TAX RATE. YOU CAN SEE THAT THE DEBT RATE HAS GONE DOWN OVER TIME. WE TALKED ABOUT A LITTLE BIT ABOUT TREVOR TALKED A LITTLE BIT ABOUT THAT DEBT RATE AND WHAT WE DO WITH OUR LONG TERM PLAN, HOW WE TRY TO MAINTAIN IT. EVEN WITH THAT, WITH THE EVEN WITH THE ELECTION THAT WE HAD IN 2019, YOU CAN SEE THAT THE DEBT PORTION OF THE RATE HAS GONE DOWN TWO CENTS DURING THAT TIME. AND THE MINNOW RATE HAS GONE FROM 41 CENTS IN FISCAL YEAR 15 TO 28 CENTS. IN FISCAL YEAR 24. AND WITH THAT ALREADY TALKED ABOUT THE CALENDAR A LITTLE BIT . SO UM, THE NEXT THING IS, THE COUNCIL WANTS TO TAKE TAKE THIS MOTION TO RATIFY THE PROPERTY TAX RATE. REVENUE THEN WE WOULD MOVE FORWARD WITH THE NEXT ITEM, WHICH WOULD BE A PUBLIC HEARING ON THE TAX RATE. TO MARK JUST FOR PUBLIC EDIFICATION. OUR RATE OVER NO NEW REVENUE IS 2.1% 2.34% THIS YEAR AND INFLATION HAS BEEN 7 8. SO AND FOR THOSE SURE IF THEY THINK ABOUT IT, THEY REALIZED THAT THE CITY BEARS THAT BURDEN AS WELL AS A AS AN OPERATION AS A CORPORATION. WE HAVE ALL THOSE SAME ACTUALLY, WE HAVE PROBABLY MUCH GREATER INFLATION RATE THAN THE AVERAGE HOUSEHOLD AND THAT THE ITEMS THAT THE CITY ABSORBS USERS ARE ITEMS THAT HAVE SEEN THE HIGHEST IN INFLATION. SO WE ARE DEALING WITH THE SAME THINGS THAT EVERY HOUSEHOLD IS INCREASING COSTS OF CONSTRUCTION. LABOR HEALTHCARE.

ALL OF THOSE THINGS WE ARE WELL UNDER INFLATION. ON THAT SAME REVENUE. AT THIS POINT OF EDUCATION. ABSOLUTELY. THANK YOU. BY MAY. A MOVE THAT THE INCREASED REVENUE FROM PROPERTY TAXES IN THE FISCAL YEAR 2023 TO 2024 CITY BUDGET IS HEREBY RATIFIED WITH FOLLOWING DECLARATION. BASED ON THE TAX RATE OF 0.427513. THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR'S BUDGET BY 10,084,007. OR 7.03% OF THAT AMOUNT, 4,298,000. IS TAX

[00:35:16]

REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLLS THIS YEAR. I WAS SECOND. THIS DOES NOT NEED TO BE A RECORD VOTE. THIS IS JUST A VOTE ON YOUR DEVICE. PASSES. NEXT ITEM

[Conduct Public Hearing to Consider/Discuss/Act on an Ordinance Adopting a Tax Rate for Fiscal Year 2023-24 (Tax Year 2023)]

IS A PUBLIC HEARING ITEM RECORD VOTE WILL BE REQUIRED TO 30719 CONDUCTED PUBLIC HEARING TO CONSIDER AND ACT ON AN ORDINANCE ADOPTING A TAX RATE FOR FISCAL YEAR. 2023 AND 2024. MR HOLLOWAY. I WON'T GO BACK THROUGH THE PRESENTATION. I'LL LET YOU CALL THE PUBLIC HEARING OPEN WILL MENTION THAT ON THE MOTION TO DO ADOPT THE TAX RATE , WE TALK ABOUT THE 2.34% THE NUMBER IS DIFFERENT BECAUSE OF THE WAY THEY COUNTY IS FORCED TO CALCULATE IT USING THE DEBT RATE , BUT BUT NO NEW REVENUE IS 2.34% ABOVE LAST YEAR'S M AND OH SO. THIS IS A PUBLIC HEARING.

CERTAINLY ONE WOULD LIKE TO SPEAK TO THIS ITEM. SEEN NONE ENTERTAIN A MOTION MOVE THAT WIG CLOSED THE PUBLIC HEARING AND ALSO MOVED THAT PROPERTY TAX RATE BE INCREASED BY THE ADOPTION OF A TAX RATE OF 0.4, WHICH IS EFFECTIVELY A 4.48% INCREASE IN THE TAX RATE. SECOND THIS WILL BE A RECORD VOTE. YES. YES. YES. YES. YES. ALRIGHT ITEM 2307 TO 0 CONSIDERED ACT ON AN

[Consider/Discuss/Act on an Ordinance to Change Rates/Fees for City Services]

ORDINANCE TO CHANGE RATES FEES FOR CITY SERVICES, MR HOLLOWAY. NO PRESENTATION ON THIS ITEM.

THE SPACE SCHEDULE IS IN THE MATERIALS BUT REALLY NO MATERIAL CHANGES, EXCEPT FOR THE WAY THAT WE HAVE TO DO SOME OF THE OF THE PHASE ACROSS THE STREET FOR PLANNING FOR THOSE WERE MANDATED BY THE STATE AND THEN THE OF COURSE, THE WATER AND WASTEWATER FEES THAT WE TALKED ABOUT AS PRESCRIBED BY THE RATE STUDY THAT WAS COMPLETED BY OUR CONSULTANTS. HAVE QUESTIONS, MR HOLLOW. MIKE FOR ANYONE INTERESTED THAT IS ONLINE IN THE PRESENTATION WHERE THE FEE SCHEDULE ATTACHED TO TONIGHT'S MEETINGS AT YOUR CAN GO AND LOOK IN DETAIL AND WHAT THOSE BUT THOSE FEES ARE GENERALLY SENATOR STRANDING MOSTLY DEVELOPMENT TYPE FEES, AND IT'S A FAIRLY SHORT LIST THIS YEAR. IT'S A LOT LESS THAN A LOT OF OTHER YEARS. ADD THAT THERE HAS HERETOFORE BENEFIT OF RESERVE ROOMS IN THE LIBRARIES AND THOSE FEES ARE NOW GONE. SO RESERVE ROOMS WITH IMPUNITY. I'LL MAKE A MOTION. WE APPROVE THIS ITEM. SECOND. CAST YOUR VOTES. MOTION PASSES, MR

[Consider/Discuss/Act on a Resolution Approving and Authorizing Publication of Notice of Intention to Issue Certificates of Obligation]

HOLLOWAY. I BELIEVE YOU HAVE ONE MORE TONIGHT. 230721 CONDUCT, CONSIDER AND ACT ON THE RESOLUTION APPROVING AND AUTHORIZING PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION. YES YOU GET A BONUS ITEM FOR ME THIS EVENING, USUALLY ON BUDGET ADOPTION NIGHT. IT'S FOUR ITEMS AND GET OUT OF HERE. BUT WE DO HAVE A POTENTIAL FALL BOND ISSUANCE THAT I WOULD LIKE TO PUT FORWARD TO THE COUNCIL TONIGHT. VERY SHORT PRESENTATION HERE. WE USUALLY LIKE TO GO ONCE A YEAR TO MARKET FOR OUR BOND SALES. HOWEVER, WE HAVE SOME PROJECTS THAT ARE READY TO GO IN THE HOPPER THAT I WOULD LIKE TO MOVE FORWARD WITH SELLING SOME BONDS THIS THIS FALL. UM WE WILL COME BACK IN NOVEMBER FOR THE COUNCIL TO DESIGNATE PARAMETERS OF THE OVERALL UM, OF SALE. UM DESIGNATE THE PRICING OFFICERS TO EXECUTE THAT TRANSACTION.

ACTUALLY THERE'LL BE TWO TRANSACTIONS. THE FIRST IS A CEO , WHICH IS THE ACTION THAT WILL BE REQUIRED. THE ACTION TONIGHT BEGINS THE PROCESS OF ISSUING CEOS. AT THE AT THE FOR THE AIRPORT FOR A CORPORATE HANGER AND A CUSTOMS FACILITY. THIS IS A PROJECT THAT'S BEEN UNDERWAY FOR SOME TIME. THEY ARE READY TO BUILD THOSE OVER THERE, AND WE ARE READY TO FUND THOSE AND MOVE

[00:40:04]

FORWARD SO WE CAN BEGIN CONSTRUCTION. SO THIS NOTICE TONIGHT WOULD ACTUALLY JUST BE THE 45 DAYS NOTICE AND THEN WE WILL COME BACK WITH PARAMETERS IN NOVEMBER TO ISSUE THE DEBT.

ALSO WE HAVE A COUPLE OF PROJECTS READY TO GO ON THE PARKSIDE PHASE TWO OF THE CRAIG RANCH SOCCER. UM UH, FACILITY IS READY TO BEGIN THEIR THEY HAVE THE PLANS IN PLACE AND ARE READY TO BEGIN CONSTRUCTION. WE WOULD ASK THEM IN NOVEMBER FOR YOU TO AUTHORIZE US TO ISSUE THOSE BONDS. AND THEN I BELIEVE THAT THAT WE MENTIONED OLD SETTLERS RECREATION CENTER TODAY. PHASE ONE OF THAT PROJECT FOR THE OUTDOOR FACILITIES FOR PARKING FOR A SPLASH PAD FOR SOME PLAYGROUND EQUIPMENT THAT THAT PHASE ONE OF THAT PROJECT IS READY TO BEGIN. PHASE TWO WOULD COME, POSSIBLY AFTER A BOND ELECTION, BUT THE PHASE ONE OF THAT PROCESS PROJECTS REALLY BEGINS. SO WE'RE READY TO ISSUE DEBT FOR THAT. YOU MUST I'M SORRY. FINISH YOUR SENTENCE, BUT I DON'T WANT YOU TO LEAVE THIS SLIDE YET. OKAY I WON'T DO THAT. AND UH AND WITH THAT, I'M DONE.

SO JUST YOU'VE STATED THAT ON THE AIRPORT SIDE. IT'S FOR A CORPORATE HANGER CUSTOMS FACILITY. THESE ARE THINGS OF COURSE THAT ARE ON OUR GENERAL AVIATION SIDE PROJECTS AND WHATNOT THAT HAVE BEEN THE SAME TYPE OF PROJECTS THAT WE'VE BEEN FUNDING. SINCE WE HAVE PURCHASED THE FBI. THOSE 2014 NOTHING TO DO WITH COMMERCIAL PASSENGER SERVICE. IT IS GENERAL AVIATION GENERAL AVIATION SIDE OF THE AIRPORT. ABSOLUTELY AND THESE WILL BE NOT BE REPAID WITH TAX DOLLARS OF ANY SORT PAID BACK WITH WITH AIRPORT REVENUE, SO IT'S JUST BEING ISSUED A CERTIFICATE OF OBLIGATION. BETTER BETTER INTEREST RATES, BUT WE WILL BE PAYING THAT WITH THOSE NOTES BACK WITH THEIR ONLY AIRPORT REVENUES TO BE CLEAR THAT'S GENERAL AVIATION AND REVENUE BONDS. SURE GENERAL AVIATION SIDE MR MAYOR TO BE MAYBE EVEN MORE CLEAR. WE HAVE SOME PLANES THAT CALLED OUR AIRPORT TK I HOME THAT WOULD LIKE TO FLY IN FROM OVERSEAS WOULD LIKE TO FLY IN FROM JAPAN OR BEIJING, AND JUST BECAUSE IT'S A COMMERCIAL, NOT A COMMERCIAL PLANE DOESN'T MEAN THEY DON'T HAVE TO GO THROUGH CUSTOMS. THEY DO HAVE TO GO THROUGH CUSTOMS AND THE THIS WILL HELP US BE A BETTER FACILITY FOR THAT AND ATTRACT AND RETAIN THESE PLANES MORE SO THAT'S WHAT THE WORD THE CUSTOMS COMES INTO PLAY. I'LL BE FEEL FREE TO CORRECT ME IF I'M WRONG ON THAT NOTE. IT'S ACCURATE. IT'S FAIRLY ACCURATE. SO THIS IS THE TIMETABLE TO ACTUALLY ISSUED THAT TONIGHT BE VOTING ON THE NOTICE OF INTENT TO ISSUE C O S.

WE PUBLISHED THE NOTIFICATIONS, THEN WE WILL COME BACK IN NOVEMBER TO SET THE PARAMETERS FOR THE BOND SALE HAVE A POTENTIAL BOND SALE ON NOVEMBER THE 14TH AND THEN THE CLOSING ON DECEMBER 7TH, WHICH IN LA THOSE PROJECTS TO MOVE FORWARD. UM, EITHER, THEN OR RIGHT AROUND THE SUPPORT START OF THE YEAR, SO RIGHT. THAT'LL BE HAPPY TO TAKE ANY OTHER QUESTIONS. ANY QUESTIONS FOR MR HOLLOWAY. I JUST WANT TO MAKE A COMMENT THIS LAST WEEK, I HAD THE OPPORTUNITY TO MEET WITH A COUPLE OF OUR CONGRESSMAN. AS WELL AS MOST OF THE DEFENSE CONTRACTING INDUSTRY PROFESSIONALS, UM, IN REGARD TO AH! GETTING THINGS PUSHED THROUGH CONGRESS SO THAT OUR DEFENSE CONTRACTORS WILL BENEFIT FROM THAT WE CAN GET AND NATIONAL DEFENSE PROJECTS THROUGH IT IN A TIMELY MANNER AND NOT BEING HELD UP BY GOVERNMENT RED TAPE. AND AT THAT MEETING AH! UH I MET A GROUP OF DEFENSE CONTRACTORS WHO ALREADY HAVE A PRESENCE OUT HERE AT MCKINNEY'S AIRPORT THAT I WAS TOTALLY UNAWARE OF. AND CERTAINLY I WAS THERE TRYING TO STILL OUR AIRPORT TO THE BIG NAMES LIKE LOCKHEED MARTIN. GENERAL DYNAMICS WERE THERE, ALONG WITH TEXAS INSTRUMENTS AS WELL AS RAYTHEON WAS WELL REPRESENTED THERE, BUT I WAS IMPRESSED THAT WE HAVE A LARGE DEFENSE INDUSTRY PRESENCE HERE AT OUR AIRPORT IN OUR GENERAL AVIATION, AND THAT'S BRINGING REVENUES TO THE CITY OF MCKINNEY. AS WELL AS RECOGNITION , SO THAT MONEY IS WELL SPENT. THANK YOU. ANY OTHER COMMENTS. ENTERTAIN A MOTION. MR BARON MAY MOVE THAT WE APPROVE ISSUING THESE CERTIFICATES OF OBLIGATION AS PRESENTED BY MR HOLLOWAY. ONE SECOND. THIS CAST YOUR VOTES. THANK YOU FOR PUTTING IN ALL THE OVERTIME AND STAYING FOR THIS EXTRA ITEM. THANK YOU. ALRIGHT. RIGHT JENNIFER, DON'T TAKE THAT PERSONALLY, THAT EVERYONE'S

[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “C2” - Local Commercial District, Located on the Southwest Corner of West University Drive (US Highway 380) and Prestwick Hollow Drive]

[00:45:05]

REQUEST TO REZONE SUBJECT PROPERTY FROM PLANNED DEVELOPMENT DISTRICT. TWO LOCAL COMMERCIAL DISTRICT LOCATED THE SOUTHWEST CORNER OF WEST UNIVERSITY DRIVE AND PRESTWICK HOLLOW DRIVE. THANK YOU, MR MAYOR. AS YOU READ, THIS IS A REQUEST TO REZONE THE SUBJECT PROPERTY. LET'S SEE HERE. FROM AN OLD PLAN DEVELOPMENT ZONING DISTRICT TO A MODERN C TWO COMMERCIAL ZONING DISTRICT. THE DRAFT ITSELF IS JUST OVER 13 ACRES AND THIGHS AND THE APPLICANT IS PURSUING THE REZONING REQUEST BECAUSE THAT OLD PLAN DEVELOPMENT ZONING DOES REQUIRE CONCEPT PLAN LAYOUTS THAT ARE APPROVED BY THE COUNCIL PRIOR TO THE SITE PLANNING PROCESS. IT'S A RELATIVELY OLD AND ANTIQUATED STANDARD. INDICATIVE OF SOME OF THE ZONING THAT WERE IN PLACE BACK IN THE EIGHTIES AND NINETIES, WHICH IS WHAT WE'RE SEEING, SEEING HERE.

SO WITH THE REQUEST TO REZONE THE PROPERTY WOULD ADHERE TO THE NEW C TWO ZONING DISTRICT STANDARD ZONING DISTRICT OF THE CITY, WHICH ALSO ALLOWS FOR A SPREAD OF COMMERCIAL USES STAFF'S REVIEW THE REQUEST. WE ARE RECOMMENDING APPROVAL. PLAYING AND ZONING COMMISSION HAS ALSO REVIEWED THE ITEM AND IS RECOMMENDING APPROVAL. AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE. JUST TO CLARIFY CLARIFY. THIS IS MOSTLY RETAIL DEVELOPMENT. I'M GUESSING RIGHT HERE, AND I BELIEVE THAT THERE ARE PLANS FOR A RESTAURANT WITH DRIVE THROUGH HERE, WHICH WOULD BE PERMITTED UNDER THE OLD ZONING AS WELL AS THAT. C TWO ZONING. THIS IS A PUBLIC HEARING, OR I DON'T KNOW IF THE APPLICANT NEEDS TO COME UP AND SPEAK. GOOD EVENING. DREW DANOWSKI CLAIM OR ENGINEERING. 19 03 CENTRAL, DR BEDFORD, TEXAS, HAPPY TO ANSWER ANY QUESTIONS? JENNIFER ANSWERED TO HIM. GREAT. THANK YOU. THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT LIKE TO SPEAK TO THIS ITEM? SEEING NONE WOULD ENTERTAIN A COMPREHENSIVE MOTION. CLOSE THE PUBLIC HEARING AND APPROVE THIS ITEM. I'LL SECOND CAST YOUR VOTES. MOTION PASSES. ITEM.

[Conduct a Public Hearing to Consider/Discuss/Act on a Specific Use Permit Request to Allow a Restaurant with Drive-Through (Jack in the Box), Located Approximately 190 Feet North of Falcon View Drive and on the West Side of South Custer Road, and Accompanying Ordinance]

230004 S U P TO CONDUCT A PUBLIC HEARING TO CONSIDER AND ACT ON A SPECIFIC USE PERMIT REQUEST TO ALLOW RESTAURANT WITH DRIVE THRU JACK IN THE BOX. LOCATED APPROXIMATELY 190 FT. NORTH OF FALCON VIEW, DRIVING ON THE WEST SIDE OF SOUTH CUSTER ROAD. COMPANY AN ORDINANCE. THANK YOU , MR MAYOR, SO THIS REQUEST IS FOR A SPECIFIC USE PERMIT TO ALLOW FOR A RESTAURANT WITH DRIVE THRU JACK IN THE BOX ON THE SUBJECT PROPERTY, WHICH HAS FRONTED ON CUSTER RODE THE UNDERLYING ZONING ON THE PROPERTY DOES REQUIRE THAT AN S U P BE CONSIDERED FOR CONSTRUCTION OF A RESTAURANT WITH DRIVE THRU STAFF HAS REVIEWED THE REQUEST. WE DO NOTE THAT THIS IS IN THE MIDDLE OF A DEVELOPING COMMERCIAL AREA WITH THAT FRONT AND ALONG CUSTER ROAD. THE PROPOSED SPECIFIC USE PERMIT DOES HIGHLIGHT THE INGRESS AND EGRESS TO THE SITE AND DOES MEET THE DEVELOPMENT STANDARDS OF THE CITY. AS SUCH, WE ARE RECOMMENDING APPROVAL, AND I'M HAPPY TO ANSWER ANY QUESTIONS, PLANNING AND ZONING COMMISSIONS ALSO CONSIDERED THIS ITEM AND HAS RECOMMENDED LANE IS BEING AT IT. YES, SIR. ANY QUESTIONS FOR JENNIFER? JACK CAN HEAR AND DO THEY WISH TO COME UP AND SPEAK. I DO NOT SEE THEM. THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THE ATOM? SEEN NONE ENTERTAIN A COMPREHENSIVE MOTION. I MAKE A MOTION. WE CLOSED THE PUBLIC HEARING AND APPROVE THIS ITEM PER STAFF RECOMMENDATIONS. SECOND CAST YOUR VOTES. PENSIVE MOTION IS TOO GOOD FOR CURING. IT'S

[Conduct a Public Hearing to Consider/Discuss/Act on a Specific Use Permit to Allow A Stealth Telecommunication Structure (CR Charitable Golf Property Cell Tower), Located on the South Side of Collin McKinney Parkway and Approximately 1,250 Feet East of Piper Glen Road, and Accompanying Ordinance]

WORKING. YEAH UM, ITEM 23. 0009 CONDUCTED PUBLIC HEARING TO CONSIDER AND ACT ON A SPECIFIC USE PERMIT TO ALLOW US STEALTH TELECOMMUNICATIONS STRUCTURE. LOCATED ON THE SOUTH SIDE OF COLLIN MCKINNEY PARKWAY, APPROXIMATELY 1250 FT EAST OF PIPER GLEN ROAD AND COMPANIES ORDINANCE. THANK YOU, MR MAYOR. THIS SITE MAY LOOK VERY FAMILIAR TO MOST OF YOU. THE COUNCIL PREVIOUSLY APPROVED A SPECIFIC USE PERMIT FOR A STEALTH COMMUNITY COMMUNICATION TOWER.

ON THIS TRACT. HOWEVER THE PREVIOUS S U. P WAS FOR A MONOPOLY DESIGN. SO THAT'S THAT FLAG LIST. FLAGPOLE DESIGN. THE APPLICANT HAS COME BACK AND IS PROPOSING TO DO MORE OF A RAP SIGNAGE PRODUCT WITH THE CRAIG RANCH TPC LOGO ON THE SOUTH TOWER ITSELF BECAUSE OF THE WAY THAT S UPS HAVE THE ELEVATIONS TIED DOWN TO THEM. UNFORTUNATELY THEY DID HAVE TO COME BACK THROUGH THIS PROCESS. HOWEVER WE ARE STARTING TO SEE THIS DESIGN A LOT MORE FREQUENTLY HERE IN

[00:50:05]

THE CITY, IT IS STILL OF STEALTH DESIGN AND STAFF HAS REVIEWED IT AND IS RECOMMENDING APPROVAL.

PLANNING AND ZONING COMMISSION HAS ALSO RECOMMENDED APPROVAL, AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE. JENNIFER IS THIS THE ONE THAT WE HAD SOME MISPLACED OPTIMISM THAT WOULD BE IN PLACE BEFORE THE BYRON NELSON THIS YEAR WAS THE ONE THAT THEY WERE HOPING TO GET IN BEFORE THE BYRON NELSON? YES SPEAKING FOR THE DISSATISFIED HORDES OF DISTRICT TWO. WE NEED THIS BILL, SO, YEAH, READY TO GO . IT'S LOVELY TO DO IT IN THIS FASHION NOW, WHICH COMES ACROSS AS A AS A MONUMENT. THAT'S CORRECT. IT'S AWESOME. WELL WITH THAT. THIS IS A PUBLIC HEARING.

I'M NOT EVEN GOING TO BOTHER TO ASK OF THE CHICKEN WOULD LIKE TO COME UP. THINK IT'S HIGHLY UNNECESSARY. UNLESS YOU SO CHOOSE TO DON'T RUIN WITH JENNIFER ALREADY DID SHE DID A GREAT JOB. GO BACK. THIS IS PUBLIC HEARINGS. EVERYONE ELSE LIKE TO COME UP AND SPEAK TO THE ITEM. SEEING NONE ENTERTAIN. ANOTHER COMPLICATION MOVED THAT WE APPROVED THIS, UH, COMPREHENSIVE. MR MAYOR MOVED THAT WE COMPREHENSIVELY CLOSED THE PUBLIC HEARING AND APPROVED.

THIS COMPREHENSIVE ITEM IS SUBMITTED BY JENNIFER I'LL SECOND HE'S CAST YOUR VOTES. AND I WAS I WAS BEING 100 RIGHT THERE WHERE YOU'RE 1000 PERFECT GAME. YOU GOT ONE MORE JENNIFER.

[Consider/Discuss/Act on 2023-24 Board and Commission Appointments, Including Fulfilling Vacancies Resulting from Expired Terms, Resignations, Reassignments, and Removals]

NO I GET TO STEP DOWN. JENNIFER WE HAVE ONE LAST ITEM. THIS IS CONSIDERING ACT ON THE 2023 24 BOARDING COMMISSION APPOINTMENTS , INCLUDING FULFILLING VACANCIES RESULTING FROM EXPIRED TERMS, RESIGNATIONS, REASSIGNMENTS AND REMOVALS. AND EMPERORS. ARE YOU OR IS MR HAUSER GOING TO HANDLE THIS? WE DO HAVE NO ONE TO TALK ABOUT. WE MAY HAVE A SECOND MAJOR FULLER AND COUNSELING FRUSTRATED CITY SECRETARY. WE DO HAVE ONE ITEM FROM THE PREVIOUS APPOINTMENTS THAT YOU GUYS CAN THE COUNCIL COMPLETED ON AUGUST 22ND WE HEARD FROM A MEMBER WHO WISH TO BE RESTORED TO THE BOARD FROM WHICH HE WAS REASSIGNED. SO THAT'S DEFINITELY THE DISCRETION OF THE COUNCIL TO THE SCRIPT TO CONSIDER THAT AND ANY MODIFICATIONS THAT YOU MAKE TO ANY VOICE AND I WOULD JUST ASK THAT YOU TAKE INTO CONSIDERATION THAT COMPREHENSIVE ROSTER OF BOARDS IN CASE THERE ARE ANY ADDITIONAL CHANGES THAT YOU'D LIKE TO MAKE. SO I HAVE SPOKEN TO CHRIS WILKES. CHRIS WILKES IS THE GENERAL WE'RE TALKING ABOUT WHO WAS SERVING ON MAIN STREET. UM AND, OF COURSE, A FANTASTIC JOB OF MAIN STREET. WE APPOINTED HIM AS AN ALTERNATE TO MCKINNEY COMMUNE DEVELOPMENT CORPORATION.

THE CONCERN BOTH FROM HIM AND FROM MAIN STREET. IS THAT LOSING BOTH OFFICERS OF THAT BOARD, MR HAMBLETON AND CHRIS COULD HAVE COULD, YOU KNOW CAUSE A LITTLE BIT OF AN ISSUE WITH THAT, IN THAT THERE WILL BE A LEARNING CURVE. MR WILKES WAS VERY GRATEFUL TO BE APPOINTED TO M C.

D C. WOULD LIKE TO REMAIN ON THAT AND HAS OFFERED TO SERVE CONTINUE TO SERVE AS HE WAS ONCE HE STARTS AS AN ALTERNATE ON CDC. I WOULD LIKE TO REMAIN ON MCKINNEY MAIN STREET, AND I'M GOING TO SUGGEST THAT WE APPROVE US BELIEVE WE CAN A SECOND ALTERNATE POSITION OR THIRD.

WHATEVER THAT CASE MAY BE, AND HE WILL REMAIN. THERE IS A CONSULTANT IF YOU WILL, FOR UNTIL THE NEW OFFICER TAKE HIS PLACE IS UP TO SPEED ON THE DUTIES THAT HE WAS PERFORMING.

UM, HE'S ABLE TO DO THAT FROM A TIME. UM FROM A TIME WAY IN AND ALSO DESIRES TO DO SO. SO. IF ANYONE IF ANYONE ELSE WOULD AGREES WITH THAT AND HAS NO ISSUE WITH IT. THE MOTION WOULD BE TO IT WOULD JUST BE TO APPOINT HIM AS A SECOND ALTERNATE. ON THE MCKINNEY MAIN STREET BOARD. MR RHODES MAKE A REMARK. I DON'T HAVE ANY PROBLEM WITH IT. UM I THINK MR WILKES IS VERY GENEROUS WITH HIS TIME TO BE ABLE TO DO THAT. HE'S BEEN A TREMENDOUSLY TREMENDOUS MEMBER OF THAT BOARD. AND I DO, HOWEVER , HAVE FAITH THAT, UM, YOU KNOW, LAUREN AND AJ CAN DO JUST ABOUT ANYTHING. THEY SET THEIR MINDS TO, SO I FEEL LIKE IT'S GOOD, BUT YOU KNOW, HE'S IF HE'S WILLING TO DO THIS UNTIL THEY ALL FEEL LIKE THEY'RE UP TO SNUFF. THAT'S PHENOMENAL. IF WE IF WE DID IT, WE WERE SUCCESSFUL IN OUR APPOINTMENTS WILL BE THERE FOR ONE MEETING IF WE WERE WRONG. WILL BE THERE FOR A WHILE, AND I HAVE TO MAKE ANOTHER DECISION. I WOULD LIKE TO SAY I WENT BACK AND WATCHED THE VIDEO FROM WHEN HE SPOKE WHEN HE WAS DOING HIS INTERVIEW, HE DID MENTION WE ASKED HIM WHAT HE WHAT DID HE PREFERRED? HE SAID HE PREFERRED TO STAY ON MAIN STREET. SO HE DID ACKNOWLEDGE THAT AND SO MADE THE DECISION HERE BUT IT WAS NOTED IN THERE. HE WAS HE WAS SAYING THAT FROM MY DISCUSSIONS WITH HIM AFTER FROM A QUITE FRANKLY, A SENSE OF DUTY. YOU KNOW THAT KIND OF GUY THAT KIND OF CHARACTER THAT HE FELT HIS DEPARTURE MAY LEAVE THEM A LITTLE HIGH AND DRY. IN THE OFFICER DEPARTMENT. SO HE HE WAS TAKING ONE FOR THE TEAM IF YOU WILL TO OFFER TO DO THAT. BUT HERE WE ARE. UM THIS WOULD BE

[00:55:05]

THE SIMPLEST MOTION AND IT'S ONE HE WOULD PREFER, AND I THINK IT SERVES THE BOARDS IN THE CITY WELL, AGREED. SO IS THERE A MOTION TO APPOINT HIM AS THE SECOND ALTERNATE ON THE MAINSTREAM MOTION THAT WE APPOINT HIM AS THE SECOND ALTERNATE? ON THE MAIN STREET BOARD. OUR SECOND CAST YOUR VOTES. MOTION PASSES. THAT IS THE END OF OUR AGENDA AND PUBLIC HEARING ITEMS. WE HAVE NO CITIZEN COMMENTS AS WE HEARD THAT IN THE BEGINNING BY JOE AND

[COUNCIL AND MANAGER COMMENTS]

WE WILL BE DEALING WITH THAT. UM COUNCIL MANAGER COMMENTS. WE MADE SOME WORK SESSIONS ANYONE HOUSE? DOES ANYONE HAVE ANY OTHER COMMENTS? THEY WANT TO MAKE THIS MEETING A COUPLE OF THINGS IF I MAY. JANET TAYLOR SITTING BACK THERE WITH LEADERSHIP, MCKINNEY WOULD YOU MIND STANDING UP? THIS IS IT'S NO LONGER JENNA TAYLOR. CORRECT CORRECT, GENERAL HOPKINS NOW HOPKINS AND I'M KNOWN JENNA'S DADDY FOR. SONG AS WELL. YOU IN THAT ARTICLE? YEAH THAT WAS PRESENTED EARLIER. REMEMBER READING THAT YOU COULDN'T READ THAT POINT? ANYONE LEAVE YOU OUT IF YOU ARE ALSO LEADERSHIP. THANK YOU. THANK YOU. THANK YOU. UH I GOT A TEXT THIS EVENING DURING EXECUTIVE SESSION FROM DIANA KIRKENDALL, COMPLEMENTING MIKE SMITH OF OUR PLANNING DEPARTMENT BECAUSE SHE HAD CALLED HIM WITH SOME QUESTIONS REGARDING EASEMENTS, AND SHE WAS INCREDIBLY IMPRESSED WITH HIS VAST KNOWLEDGE AND HIS WILLINGNESS TO EXPLAIN THINGS TO HER. ON A LEVEL WHERE SHE COULD UNDERSTAND IT. UH IT'S FUN FOR ME TO BRAG ABOUT MIKE BECAUSE HE'S A GREAT EXAMPLE OF THE QUALITY OF STAFF CITY OF MCKINNEY HAS BECAUSE YOU'VE GOT A GENTLEMAN SITTING IN YOUR PLANNING DEPARTMENT WHO'S A SENIOR COMMERCIAL PLANS EXAMINER WHO HAS A MASTER'S DEGREE IN ARCHITECTURE, AND YOU JUST WON'T FIND THAT IN MANY CITIES AROUND AND MIKE IS TRULY DEDICATED TO THE CITY, AND I THOUGHT IT WAS PRETTY COOL DEANNA TO REACH OUT TO ME AND SHARE THAT INFORMATION WITH ME. SO CONGRATULATIONS TO MIKE. CONGRATULATIONS PAUL ON HAVING SUCH A GREAT STAFF. MAKE US LOOK GOOD. AND FINALLY COLD OFFER. I TALKED ABOUT HIM LAST YEAR BECAUSE HE'S A YOUNG MAN WHO'S A SOPHOMORE WHO'S RUN LIKE A 10 8 100 M TO BEGIN THE SEASON IT GOT IT DOWN TO 10 54. I REALIZED TONIGHT THAT IT WAS 10 45 WHEN HE WAS A FRESHMAN IN 100 M. BUT I WAS AT THE MCKINNEY LONGVIEW GAME FOR OPENING NIGHT AND WITH LESS THAN TWO MINUTES TO GO COLD DOPPLER RUNS OUT ON THE FIELD AND KICKS A 23 YARD FIELD GOAL TO WIN THE GAME. NOT THINKING THIS GUY IS SUPPOSED TO BE SCOOTING DOWN THE FIELD CATCHING PASSES MAKING KICKED THE BALL TO ONE INCREDIBLE YOUNG ATHLETE. HE'S ONLY A JUNIOR. AND YOU DON'T HAVE A CHANCE TO SEE HIM ON SEPTEMBER 14TH AND 15TH. MCKINNEY'S HERE IN TOWN AND GET OUT AND SUPPORT YOUR LOCAL YOUTH . IT'S REALLY SOMETHING TO BE PROUD OF. THANK YOU, MR MAYOR. BY THE WAY, MCKINNEY KNOCKED OFF THE NUMBER TWO RANKED TEAM AND FIVE AND THAT'S LONGVIEW. WOW PRETTY SPECIAL WIN TO START SEASON HAD A LOT OF INJURIES, BUT MOST OF THE SPOKES WILL BE BACK TO START THE REGULAR SEASON. AWESOME. THANK YOU. MR MCCLAIN AS WELL TO SEE HOW GLAD I AM. THAT FOOTBALL SEASON HAS STARTED AGAIN LIKE THE UPDATES, SCORES ALWAYS GREAT TO CELEBRATE OUR YOUNG ATHLETES. SORRY SORRY . I'VE GOT A 32ND UPDATE. I WAS TRYING TO THINK WHAT WAS THE BIG THING THAT HAPPENED LAST TWO WEEKS. THE NEW STORE. LOTTIE AND DETAIL IS NOW OPEN 90 TO GREENVILLE, AND THAT IS BASICALLY JUST A LITTLE BIT PAST TOPS. THIS WAS THE OLD RODRIGUEZ STORE WHERE OUR FRIEND JASON HERNANDEZ, PENICILLIN, APPLYING HIS CRAFT SELLING MARIJUANA BACK IN THE DAY, AND HE SPENT SOME YEARS IN FEDERAL PRISON. HE GOT OUT. IT'S A MIRACULOUS, WONDERFUL, BEAUTIFUL STORY OF REDEMPTION. BUT HE HAS NOW TURNED THAT STORE THAT STORE INTO A PLACE WHERE YOU CAN GET FRESH VEGETABLES AND FOOD. I'VE SHOPPED THERE TWICE. JASON NEEDS THE BUSINESS THERE. THERE ARE SOME WONDERFUL COFFEE HE SELLS. THAT'S A BARGAIN. AND SO IF YOU GO IN THERE AND JUST GET THE COFFEE, BUT GO IN THERE AND SAY HELLO TO JASON, POLICE SUPPORT HIM, IT'S A IT'S A FUNKY LITTLE

[01:00:01]

STORE, BUT IT'S A IT'S A BEAUTIFUL THING, UM, AND TO GET THERE. UM THE MAN TO MY RIGHT HAS SHUT THE STREET DOWN THERE LOUISIANA OVER THERE AT THE RAILROAD TRACKS, BUT YOU KINDA HAVE TO GO UP TO VIRGINIA AND GO SOUTH ON MURRAY OR TAKE ANTHONY AND GO NORTH ON MURRAY TO GET THERE. BUT PLEASE GO BY THERE. UM YOU KNOW, ROUGHLY 11 TO 5. HE'S THERE, AND IT'S A GREAT THING. IT'S THE SPIRIT OF MCKINNEY. THANK YOU, MR MAYOR IS AWESOME. OH BEFORE WE GO GOOD. I JUST WANNA WISH MY FRIEND RUTH THOMPSON CONTINUED RECOVERY. RUTH IS THE SHE STARTED HUGS CAFE IF YOU KNOW HUCK'S CAFE DOWNTOWN, AND LAST TUESDAY SHE WAS EXPERIENCING SEVERE HEARTBURN AND CHEST PAIN, AND THEY CAME TO FIND OUT YOUR SHE'S HAD A HEART ATTACK THAT WAS LASTING OVER 20 HOURS. WOW SHE HAD A 90% BLOCKAGE AND ONE ARTERY AND, UH, 50% IN ANOTHER, AND THEY PUT A STENT IN THE 90% BLOCKAGE UNTIL RUTH. UH IF YOU'RE WATCHING OUT THERE, I WISH YOU A SAFE RECOVERY, AND, UH, GET WELL BECAUSE WE HAVE LOTS OF WORK TO DO IN THE COMMUNITY. AMEN. OKAY WELL, TONIGHT, THE EMERGENCY MANAGEMENT FOLKS HAD A LITTLE TEASER BECAUSE THEY HAD SOME BAGS. UNDER THE CHAIRS, SO MAKE IF YOU WEREN'T HERE TONIGHT TO GET THEM, THEY WILL BE AVAILABLE . THE OFFICE OF EMERGENCY MANAGEMENT IS PROVIDING FREE PREPAREDNESS BAGS FOR FAMILIES TO PICK UP THE CITY'S TWO LIBRARIES DURING THE MONTH OF SEPTEMBER, AND THE BAGS INCLUDE ITEMS SUCH AS ICE SCRAPERS, RAIN GAUGES AND BOOKS WITH PREPAREDNESS INFORMATION. ALSO YOU CAN KEEP AN EYE ON THE CITY'S SOCIAL MEDIA CHANNELS FOR ADDITIONAL INFORMATION ON HOW TO PREPARE FOR EMERGENCIES. ALSO, I JUST WANTED TO GIVE A SPECIAL SHOUT OUT TO MARK HOLLOWAY AND HIS FINANCE STAFF YET AGAIN FOR A GREAT JOB ON THE BUDGET PREPARATION. UH THANK YOU, THE COUNCIL FOR LISTENING TO THE DETAILS OF THE BUDGET AND GOING THROUGH ALL OF THAT. THERE'S A LOT OF INFORMATION, BUT IT'S A BIG BUDGET $800 MILLION TOTAL BUDGET 200 PLUS MILLION DOLLAR GENERAL FUND. FIRST TIME WE'VE BEEN OVER 200 MILLION IN THE GENERAL FUND SIDE. SO AND CHARLIE COUNCILMAN PHILLIPS. THANK YOU SO MUCH FOR SHARING THAT INFORMATION WITH MIKE SMITH. WE DO HAVE GREAT STAFF AND THEY MAKE MY JOB A LOT EASIER. THEY MAKE THE CME'S JAVA LOT EASIER. WE'VE JUST GOT GREAT, DEDICATED STAFF WHO REALLY CARE ABOUT THE COMMUNITY. AND I APPRECIATE YOU TAKING A MINUTE TO CALL IT OUT. THANK YOU. YEAH AND JOINING, OR ALSO, OF COURSE IN THAT DEPARTMENT, MICHAEL QUINT, JENNIFER ARNOLD, ALL GREAT GREAT PEOPLE AND ALSO MENTIONED THERE WAS DEANNE KIRKENDALL THAT HAD CONTACTED HIM AND DIANA, WHO IS SERVED ON MANY CAPACITIES FOR THE CITY AND VERY ENGAGED CONSTRUCTIVELY ENGAGED RESIDENTS. THANK HER AS WELL FOR EVERYTHING SHE'S DONE THE PAST AND HER CONTINUED SERVICE IN THE CITY SATURDAY ALSO IS THE PAINTED TREE GRAND OPENING. IF IT DID NOT KNOW IT, IT IS FROM 12 TO 4. SO IF YOU ARE LOOKING FOR A HOME IN MCKINNEY, THERE WILL BE MODEL HOMES OPEN. THEY'LL THEY'LL SHARE WHERE THEY ARE IN THE DEVELOPMENT AND BE ABLE TO WALK THROUGH COMPLETED HOMES AND WHATNOT. BUT WE HAVE THOUSANDS OF HOMES THAT ARE BEING BUILT AND PAINTED TREE. TO GET THERE. YOU JUST GO NORTH ON HARDEN. THE NORTH OF BLOOM. DALE ON THE WEST SIDE OF THE ROAD NORTH. I'M SORRY, NORTH, WILLING FOR ONLY FORREST NORTH ON THE EAST SIDE THERE. WELL, IT'S MY NEGATIVE WESTERN GRAND GRAND DOPAMINE WHERE THEY'RE HAVING THIS EVENT IS ON THE WEST SIDE OF HARDENED WILMA. WILMA GLENDALE. SORRY, UM 45 AND YES, I WILL BE. I WILL BE SPEAKING AT IT. BUT MORE IMPORTANTLY, IF YOU WANT IF YOU'RE LOOKING FOR HOME IN MCKINNEY, UM IN THE CITY LIMITS AREA, THEY WILL HAVE MODELS OPEN AND THAT'S A GREAT DEVELOPMENT WITH A EMPHASIS ON OUTDOOR ACTIVITIES AND OUTDOOR LIVING, SO EXCITED TO SEE WHAT THEY'RE BUILDING. YEAH I WILL BE SPEAKING AT 1 45. I'M TOLD. UM YES, 45 TO 4 WELL KNOWN UNTIL 3 45. I ONLY HAVE TWO HOURS. SO IT WILL BE DIFFICULT BECAUSE THERE'S EVENT STARTS AT TWO. SO I'LL BE PLAYED OVER, I GUESS. BUT IF YOU GET CHANCES TO GO OUT THERE AND CHECK IT OUT, IF YOU ARE IN THE MARKET FOR A NEW HOME OR KNOW SOMEBODY THAT MIGHT BE, UM I'M SURE THERE WILL BE A LOT TO SEE. AND SECOND WHAT YOU SAID PATRICK ABOUT TIENDA JASON IS DOING AND I SO SORRY THAT I HAVEN'T ACTUALLY BEEN THERE YET TO GO BY THERE. BEEN THERE, OF COURSE IN LEADING UP TO THIS OPENING, BUT I HAVE NOT BEEN THERE YET TO BE A CUSTOMER, AND I NEED TO DO THAT. SO I WILL MAKE SURE I GET OUT THERE AND DO THAT, AND I WILL TRAVEL ACROSS THE CITY TO BUY VEGETABLES THERE BECAUSE WE NEED TO SUPPORT JASON IN THAT EFFORT. SO PLEASE DO SO IF YOU CAN EVEN THOUGH PAUL SHUT THE STREET DOWN TO GET TO IT MADE IT TOUGH TEMPORARILY. THAT'S BETTER WHEN IT'S DONE, BUT THAT'S JUST PAUL. ALRIGHT MOTION TO ADJOURN SOMEWHERE. ALL IN FAVOR HIGH.
