IF YOU ARE HERE THIS EVENING AND WISH TO SPEAK DURING A PUBLIC COMMENTS SECTION PLEASE COMPLETE A SPEAKERS, CARD STATE YOUR NAME AND ADDRESS FOR THE RECORD AND LIMIT YOUR REMARKS TO THREE MINUTES. CHAIRWOMAN EVENING BOARD MEMBERS POLLEN ASTA CITY OF MCKINNEY HISTORIC PRESERVATION MANAGER. AH, WE ARE GOING TO DO A BRIEF UPDATE ON THE HISTORIC RESOURCES SURVEY RIGHT NOW. SO LET'S SEE IF IT'LL GO FORWARD. THERE WE GO. SO HISTORIC MCKINNEY SURVEY 23 IS UNDERWAY.

THIS IS OUR LOGO IF YOU HAVEN'T SEEN IT BEFORE. BUT HICKSON COMPANY AS YOU MET, OUR ONE OF OUR LAST MEETINGS IS DOING THE SURVEY FOR US, THEIR TEAM HICKSON COMPANY WITH BURNS, MCDONALD, MCDONALD AND MADE HUNT. THEY STARTED SURVEYING ACTUALLY LAST MONTH ON THE 18TH OF AUGUST, AND SO THEY DID SOME MEETINGS. THEY CAME AND MET WITH Y'ALL THIS SUMMER. THEY'VE MET WITH US. THEY DID THEIR RESEARCH AND SURVEY METHODOLOGY, AND THEY LIKE I SAID, SURVEYED THE SQUARE . THEY SURVEYED THE SQUARE AND SOME OTHER PROPERTIES TO THE NORTH AND EAST OF DOWNTOWN. SO THEY'VE DONE ABOUT 400 PROPERTIES SO FAR. BUT THEY WILL BE COMING BACK AGAIN ON THE WEEK OF SEPTEMBER, 18TH TO DO ANOTHER SECTION OF THE EXISTING HISTORIC DISTRICT, SO THEY'LL BE WORKING ON THAT AND WORKING ON DOCUMENTATION OF THOSE RESOURCES. UM. THEY'RE ALSO GOING TO BE COMING TO SOME OUTREACH EVENTS COMING UP HERE, SO THEY'RE GOING TO BE AT OCTOBERFEST AT THE END OF THIS MONTH. UM, AND THEN WE ARE ALSO GOING TO BE TAGGING ALONG AND ATTENDING THE EAST NEIGHBOR EAST SIDE NEIGHBORHOODS FOR FESTIVAL THAT'S GOING TO BE HAPPENING IN OCTOBER ON THE SEVENTH, SO IF YOU WANT TO PARTICIPATE AND COME OUT AND SHARE YOUR STORIES OF YOUR PROPERTIES OR PROPERTIES YOU KNOW ABOUT. THERE WILL BE LOOKING FOR THAT INFORMATION THERE, SO WE'RE HOPING TO GET OUT AND TALK TO THE COMMUNITY, AND THEN THEY WILL CONTINUE THE SURVEY AND DOCUMENTATION OVER THE COURSE OF THOSE FEW MONTHS AND THEN THE FINAL REPORT WILL BE OUT IN EARLY 2024. SO WE'RE STAYING ON TRACK WITH WHERE WE PLANNED TO BE. THIS IS JUST A REVIEW OF THE SURVEY AREA. YOU CAN SEE THIS IS THE WHOLE AREA THAT THEY'RE GOING TO GET THROUGH EVENTUALLY. THEY ARE LOOKING FOR VOLUNTEERS TO HELP OUT WITH THE SURVEY. AND THEN DOING SOME ROADWAY AND UTILITY WORK ALL THE WAY UP TO LAMAR STREET ALONG THROCKMORTON SO AND THEY'LL ALSO BE REPAVING ALL OF VIRGINIA ALL THE WAY TO STATE HIGHWAY FIVE. SO THAT BUT WE WANT TO GET USE LOUISIANA STREET DONE, BUT FIRST BEFORE WE FLIP OVER TO DO THAT ROADWAY TENDENCY. THE NEXT PROJECT I WAS GOING TO TALK ABOUT WAS, UM I DON'T KNOW IF YOU'VE NOTICED THE A D, A THE ACCESSIBILITY IMPROVEMENT PROJECT WE'VE GOT GOING ON ON VIRGINIA STREET. RIGHT NOW. IT GOES FROM BINGE TWO GRAVES. AND BASICALLY, THAT PROJECT ENCOMPASSES BOTH SIDES OF THE ROADWAY. THEY'RE GOING TO BE BASICALLY PUTTING IN ANY SIDEWALK THAT'S MISSING AND THEN REBUILDING ALL THE SIDEWALK TO MAKE SURE IT'S ADA COMPLIANCE BOTH SIDES OF THE ROAD. ALL THE DRIVEWAYS WILL GET REBUILT AS WELL. WHERE DID YOU SAY THAT WAS? IT'S ON VIRGINIA BETWEEN BINGE AND GRAVES, AND IT ALSO INCLUDES LOUISIANA STREET. SO ONCE WE'RE DONE WITH THE VIRGINIA, THEY'RE GONNA MOVE OVER TO THE LOUISIANA STREET PROJECT. SIDE OF THE PROJECT AND DO THE SAME THING. BOTH SIDES OF LOUISIANA SIDEWALKS IN THERE.

IT'S ESTIMATED TO BE ABOUT A YEAR LONG PROJECT SO HOPEFULLY BY AUGUST NEXT YEAR THAT WILL BE ALL WRAPPED UP. LET'S SEE THE OTHER PROJECTS AND TALKED ABOUT WAS THE LOWER FIVE PLAZA. WHICH IS THE INVERTED DECK PARK. PREVIOUSLY KNOWN AS THE INVERTED DECK PARK. TO TRY TO HELP CREATE A MORE PEDESTRIAN FRIENDLY CONNECTION BETWEEN DOWNTOWN AND THE EAST SIDE OF MCKINNEY. THAT ONE IS A LOT OF THINGS IN FLUX RIGHT NOW, BUT WE'RE WORKING WITH NORTH CENTRAL TEXAS COUNCIL GOVERNMENT WHO'S COMMITTED TO GIVING US $30 MILLION TO HELP BUILD THAT. BUT WE WANT TO TRY TO INCORPORATE AT LEAST THE BRIDGE STRUCTURE. TO BE PART OF THE STATE HIGHWAY FIVE TEXT DOT RECONSTRUCTION PROJECT. SO THEY'RE GOING TO. BASICALLY THE PLAN WE HOPE IS FOR THEM TO BUILD THE BRIDGE STRUCTURE AND IT'LL JUST KIND OF BE BURIED. AS THEY DO THEIR RECONSTRUCTION PROJECT, AND THEN WE'LL GO BACK IN AS SOON AS WE CAN AND ACTUALLY DIG IT OUT AND BUILD THE PARK UNDERNEATH AND GET THAT DONE SO HOW WE FIND IS SUPPOSED TO BE LET IN. I THINK THE SPRING OF 2025. SO WE'RE JUST KIND OF WORKING OUT THE DETAILS. WE HAVE TO DO AN ENVIRONMENTAL ASSESSMENT UPDATE. I KNOW COUNCIL HAS HAD THIS DISCUSSION A LOT ABOUT CROSSING HIGHWAY FIVE HAPPENS MORE FREQUENTLY AT OTHER INTERSECTIONS THAN IT DOES DIRECTLY AT, UM, DOWNTOWN, AT LEAST FROM RESIDENTS ON THE EAST SIDE, AND THE SAFETY OF THAT CROSSING IS REALLY QUESTIONABLE . UM AND SO FOR ME, THAT'S KIND OF A AN IMPORTANT. TOPIC THAT I JUST WANT TO KNOW. UM COULD THAT MONEY? WE HOSTED THAT IN AUGUST ON THE 10TH, AND WE HAD EIGHT REALTORS, I BELIEVE AND SO PRETTY GOOD TURNOUT. WE'RE HAPPY TO HAVE THAT AND THEY ALL PARTICIPATED AND REALLY HAVE A LOT OF GOOD QUESTIONS. UM AND THEN MARCH. WE DID A WOMEN'S HISTORY FOCUSED EVENT, WHICH WE KEEP LEARNING ABOUT ALL THESE NEW WOMEN THAT WE CAN ADD TO THE DOOR. SO THAT'S GOOD. UM AND THEN COMING UP HERE THIS MONTH. WE ARE DOING A LATIN AMERICAN HISTORY VERSION, SO I WILL BE FOCUSING ON SOME LATIN AMERICAN HISTORY THAT IS HERE, RIGHT DOWNTOWN. I AM WORKING ON GETTING SOME INFORMATION FOR YOU FOR THAT PERFECT.
