INTERIM PRESIDENT, MEMBERS OF THE BOARD AND WARNER, EXECUTIVE DIRECTOR AT VISIT MCKINNEY AND JUST LIKE CATHERINE SAID, WE'RE ENTERING ONE OF THE BEST SEASONS IN MAKENI. WHEN YOU GET INTO FALL YOU GET INTO EARLY WINTER. THE CALENDARS ARE PACKED WITH THINGS TO DO. AND SO WE'RE EXCITED TO SEE THAT IN THE COMMUNITY AND HAVE THAT FOR OUR VISITORS A COUPLE OF THINGS I WANT TO UPDATE YOU ON ONE BEING THAT ON OCTOBER 26TH OF THIS YEAR, WE ARE WELCOMING THE TEXAS TRAVEL COUNSELORS TO MCKINNEY THIS IS SOMETHING WE DO OUR NAME IN THE HAT ON AND WE WERE SELECTED. THE TRAVEL PARTY THAT WILL BE COMING INTO TOWN INCLUDES TEXAS HIGHWAYS, INFORMATION CENTER, FOLKS, TEXAS HIGHWAYS MAGAZINE EDITORIAL STAFF PHOTOGRAPHER TEXT DOT TRAVEL INFORMATION DIRECTORS. THESE ARE THE PEOPLE AT THE AT THE STATE LINES WHEN YOU COME INTO TOWN THAT TELL PEOPLE WHAT THEY CAN DO IN TEXAS, TEXAS PARKS AND WILDLIFE STAFF AND THEN A FEW REPRESENTATIVES FROM THE TEXAS TRAVEL ALLIANCE AND THEIR BOARD, SO THEY'RE ALL GOING TO COME INTO TOWN. WE'RE GONNA TAKE THEM AROUND AND SHOW HIM A FEW KEY THINGS, AND HOPEFULLY SOME STORIES WILL COME FROM THAT. WE'RE EXCITED TO HAVE KIND OF A POWERHOUSE GROUP OF INFORMATION SHARERS IN TOWN FOR A LITTLE WHILE. A FEW OTHER THINGS THAT HAVE BEEN GOING ON. WE'VE GOT A LOT OF NEW MARKETING INITIATIVES IN THE WORKS TRYING TO GET READY FOR THE BEGINNING OF 2024 1 OF THOSE THAT'S HAPPENING RIGHT NOW IS WE'VE HAD SOME EXTREME GROWTH ON OUR INSTAGRAM ACCOUNT OVER THE LAST 90 DAYS. IT'S GROWN 8600 FOLLOWERS, WHICH IS OVER A THIRD OF OUR TOTAL FOLLOWERS, AND LAST WEEK WE PASSED 20,000 FOLLOWERS ON THAT ACCOUNT, AND SO WE'RE REALLY BUILDING OUT A GREAT TOOL TO SHARE INFORMATION WITH WITH OUR DEMOGRAPHICS THAT LOVE MCKINNEY, AND IT'S GROWING RAPIDLY, SO IT'S PRETTY EXCITING. ANOTHER THING THAT WE HAVE GOING ON RIGHT NOW. WE JUST FINISHED A NEW HIGHLIGHT REEL OR SIZZLE REEL, DEPENDING ON WHAT YOU LIKE TO CALL IT. IT'S YOU CAN FIND IT ON OUR WEBSITE. IT'S AT THE HOMEPAGE NOW WHERE THERE USED TO BE A STATIC PHOTO. NOW IT'S A NEW VIDEO OF MCKINNEY, AND IT HIGHLIGHTS ALL DIFFERENT ASPECTS OF WHAT YOU CAN DO THROUGHOUT OUR COMMUNITY. UM, LASTLY, ANOTHER BIG PROJECT WE HOPE TO KICK OFF IN JANUARY OF 24 IS A BRAND NEW VISITORS GUIDE FOR THE CITY OF MCKINNEY. WE HAVE BEEN USING THE DOWNTOWN SHOPPERS GUIDE KIND OF AS OUR VISITOR'S GUIDE FOR VISIT MCKINNEY FOR YOU. YEARS SO THIS IS THE FIRST TIME WE'VE TAKEN ON A FULL SCALE CITYWIDE VISITOR'S GUIDE IN A LONG TIME, AND THAT WILL HIGHLIGHT ALL OF OUR ASSETS IN THE COMMUNITY, AND WE'VE ACTUALLY HIRED TEXAS MONTHLY TO HELP US PUT THIS TOGETHER AND WE KNOW THAT THEY CAN DO SOME PRETTY PHENOMENAL WORK WITH THEIR MAGAZINES, SO WE'RE EXCITED TO SEE WHAT THEY LAYOUT FOR US WITH THE GUIDE, SO REAL EXCITED TO KICK OFF THE YEAR STRONG WITH ALL THESE NEW THINGS AND SEE HOW IT GOES NEXT YEAR. THANK YOU. HEY LET ME SEE IMMEDIACY COMMITTEE UPDATES MARKETING, OKAY, SO MARKETING DID NOT MEET THIS MONTH. HOWEVER UM, JUST AS AN UPDATE TO OUR CONTINUED EFFORT TO EDUCATE THE PUBLIC ABOUT 80 C AND COMMUNITY OUTREACH IT IS A IS GOING TO HAVE A BOOTH AT OCTOBERFEST ALL THREE DAYS, SO THEY'LL BE PRESENT FOR THAT, SO WE'LL KEEP YOU POSTED. STATE. YES A REAL ESTATE COMMITTEE DID MEET LAST WEEK AND WE'VE GOT SEVERAL THINGS ASSOCIATED WITH PROJECTS TO UPDATE YOU ON THE IN THE EXECUTIVE SESSION. GREAT. INNOVATION. INNOVATION MEET. NO. WE HAD A FOLLOW UP WITH PLUG AND PLAY. SO THAT COUNTS, ARE THEY. GOVERNANCE DID NOT MEET. SURE. FINANCE FINANCE FINANCE MAP, AND WE WENT OVER. WE WENT OVER WITH THE FINANCIALS WITH CITY FINANCE AND JUST MAKE SURE THAT WE'RE WITHIN BUDGET AND SO WE ARE GOOD TO GO AT THIS POINT. RIGHT? SOMEBODY HAVE ANY QUESTIONS FOR ANY OF THE SUBCOMMITTEES? ALL RIGHT LAST BUT NOT LEAST ME NOT TOO MUCH TO TALK ABOUT. I DID

[00:15:03]

PERIOD CITY COUNCIL MEETING. THE LAST MEETING, TOO. INTRODUCE MR KOWSKI AS THE NEXT PRESIDENT OF THE E. AND TALK TO THE COUNCIL ABOUT ARE GENERALLY ABOUT OUR GOALS AND MISSION TO UNIFIED WITH THE CITY COUNCIL IN THE STRATEGIC PLANNING OF ECONOMIC DEVELOPMENT FOR THE CITY, MCKINNEY MAKE SURE THAT WE'RE ALL ON THE SAME PAGE AND ALL WORKING WELL TOGETHER. DID THAT.

AND THEN, UH, JUST A SHOUT OUT, I GUESS TO THE CHAMBER AND TO YOU, AARON AND EVERYBODY. I HAD RELATIVES IN TOWN THIS WEEKEND THIS WEEKEND FROM ST LOUIS, WHO HAD NEVER BEEN TO MCKINNEY BEFORE. AND IT REALLY REINFORCED . LOT OF GOOD THINGS THAT WE'RE DOING, ESPECIALLY IN THE DOWNTOWN AREA. YOU KNOW, I DON'T KNOW WHETHER THEY LIKED IT OR NOT. I DROVE HIM ALL OVER MCKINNEY NOT JUST DOWNTOWN, BUT TO SHOW HIM A LOT OF THINGS, BUT I THINK IT WAS REALLY IMPORTANT TO YOU KNOW, AND RECOGNIZED AND REINFORCE THAT, DESPITE THAT WERE 213,000 PEOPLE. WE STILL HAVE A BREAK DOWNTOWN AREA THAT IS A MAJOR DRAW THAT STILL BRINGS BACK THAT FEELING THAT WE'RE REALLY OH, A SMALL HOMETOWN THAT EVERYBODY KNOWS EACH OTHER AND GETS ALONG SO IT WAS PICTURE AS WE HAD. KIDS PLAYING VIOLINS ON THE STREET CORNER WE HAVE. IT'S JUST YOU KNOW, LIKE, I DON'T KNOW IF YOU PAID THEM TO BE THERE OR NOT, BUT, UH BUT, UH, NO, THEY'RE THEY'RE JUST JUST, YOU KNOW. THEY WERE AMAZED AT THE FACT THAT THERE WAS NO SPECIFIC THING GOING ON. BUT YET IT WAS SO BUSY AND ALL THESE DIFFERENT THINGS HAPPENING. SO THANK YOU FOR ALL

[Consider/Discuss MEDC Monthly Reports]

YOUR DONE. RIGHT NEXT WE HAVE. IMMEDIACY MONTHLY REPORTS, MR TALLY. THANK YOU. CHAIR JUST ON THE ORDER REPORT JUST A FEW UPDATES ON ATTENDED EVENTS. WE DID SPEAK AT MEDICINE. CORK SPOKE AT THE INTERFACE INDUSTRIAL CONFERENCE. WE ALSO SPOKE THE DEVELOPMENT UPDATE WITH THE CHAMBER AND WE ALSO SPOKE LAST FRIDAY AT THE RED NEWS EVENT TO COVER MCKINNEY WITH COLLIN COUNTY PANEL. FEW UPCOMING EVENTS JUST TO HIGHLIGHT AND WE'VE GOT A WHOLE LIST OF THEM HERE, BUT WE DO HAVE SOMETHING THAT'S NOT ON THE LIST. JLL AND ADVENTURES WILL OFFICIALLY OPEN THE M 75 COMMERCE CENTER, WHICH IS THE 300,000 SQUARE FOOT BUILDING. ON HEARING MCKILLOP. SO THEY'LL HAVE AN EVENT. IT'S ACTUALLY GONNA BE IN DALLAS, THOUGH A LITTLE JUST A CELEBRATION TO OPEN THAT AND THEN WE ARE THE TITLE SPONSOR ON THE NECK ARE GOLF TOURNAMENT, WHICH IS COMING UP ON THE 26TH AT STONEBRIDGE RANCH. JUST A FEW HIGHLIGHTS THERE. AS FAR AS KPS. IF YOU LOOK AT THE SCREEN 30 ACTIVE PROJECT PIPELINE ABOUT 2.5 BILLION THAT'S NOT UP THERE, BUT INNOVATION FUND WILL JUMP UP A BIT HERE THIS LAST WEEK. WE ATTENDED DALLAS STARTUP WEEK. MIKE WILKS ATTENDED ALL DAYS ALSO RAN A TRACK ON THURSDAY AND THEN WE HAD A FEW OTHER STAFF MEMBERS IN AND OUT OF THAT EVENT, SO APPLICATIONS WILL JUMP AND CLOSED INNOVATION FUND PROJECTS WILL JUMP AS WELL. AND THEN WE SEE EVENTS ATTENDED 22 HOSTED FOR THE YEAR. THAT INCLUDES TAKING TRUCKS, TECH TALKS, ETCETERA AT 18, AND THEN I'D LIKE TO INVITE LUKE CAGE AREA. FOR MARKETING. MORNING MR CHAIRMAN, MR. INTERIM PRESIDENT, MEMBERS OF THE BOARD. MY NAME IS LUKE JARI, THE MARKETING MANAGER FOR THE NDC AND WANT TO GO OVER THE MARKETING REPORT. BRIEFLY A FEW THINGS STOOD OUT TO ME. YOU CAN SEE ALL THE DETAILS HERE IN THIS REPORT. MELANIE DO YOU KNOW IF YOU WOULD MIND JUMPING OVER TO THE DASHBOARD VIEW OF THIS IS JUST WANT TO HIGHLIGHT A FEW THINGS THAT HAVE STOOD OUT TO ME AS AN OBSERVING OUR ANALYTICS IN OUR WEBSITE VISITS, PARTICULARLY UNDER THE WEBSITES. SNAPSHOT SECTION THERE. YOU CAN SEE AN INTERESTING METRIC IS THAT ABOUT HALF ALMOST EVENLY SPLIT OF OUR VISITORS COME FROM MOBILE AND DESKTOP. AH ACROSS GLOBAL WEB USERS. IT'S USUALLY SPLIT 70 30, WHICH 70% BEING MOBILE VISITORS ARE INDUSTRY. OBVIOUSLY WE DEAL WITH A LOT OF CORPORATE AMERICA AND DECISION MAKERS THAT ARE AT THEIR DESKTOPS, AS WE THINK TOWARDS IF WE REVAMP OUR WEBSITE OR REBUILD THINGS THAT MOBILE 1ST MAY NOT BE THE BEST STRATEGY FOR US THAT WE ARE STILL SEEING A SIGNIFICANT AMOUNT OF DESKTOP USERS. ANOTHER INTERESTING THING WHEN YOU LOOK AT SESSIONS BY CITY YOU CAN SEE THAT MCKINNEY, DALLAS AND THEN PRIVACY VISITS OR THE NOT SET AND THEN LOS ANGELES AND CHICAGO AND NEW YORK ARE THE NEXT THREE. WHICH IS INTERESTING BECAUSE WE'VE PUT OUT SOME DIGITAL TARGETED CAMPAIGNS TOWARDS THOSE LOCATIONS, AND IT'S INTERESTING TO SEE THEM WORKING. SO I GREW UP IN THE NORTHEAST, AND WE WOULD GO CRABBING EVERY LABOR DAY WEEKEND IN MARYLAND, AND YOU DROP A CRAB POT IN THE WATER. JUST OFF THE COAST. YOU LEAVE. YOU COME BACK IN A FEW HOURS, AND IT'S FULL OF CRABS, RIGHT? AND SO WE HAVE PUT OUT A LOT OF CRAB POTS ALL OVER THE US AND PART OF OUR DIGITAL MARKETING STRATEGY, AND IT'S COOL TO SEE CRABS FLOCKING TO OUR POTS. IN A SENSE, YOU KNOW, SO WE SEE A LOT OF REACH WORKING. WE'RE ALSO SENDING VIOLINIST TO EVERY STREET CORNER IN THOSE CITIES TO PLAY FOR. NO, BUT WE'VE SEEN A LOT OF IT'S JUST COOL AS A MARKETER TO SEE SOME CAMPAIGNS WORKING RIGHT AND SO AND THEN YOU CAN SEE SOME PODCAST METRICS

[00:20:04]

THERE AGAIN. UM WE'RE REACHING. THAT'S PART OF OUR CONTINUED EFFORTS TO IMPROVE COMMUNITY ENGAGEMENT. AND THEN, AS JULIE SAID, EMILY HAS BEEN WORKING HARD TO ESTABLISH A BOOTH FOR US AT OCTOBERFEST WILL HAVE SOME SPECIAL 30TH ANNIVERSARY. SWAG GIVEAWAYS FOR THAT IN OUR TEAM WILL BE THERE ALL WEEKEND AS WELL AND I WILL STAND FOR ANY QUESTIONS. QUESTIONS. GREAT JOB.

[Consider/Discuss/Act on the July 2023 Financials]

THANK YOU. THANK YOU. NEXT IS 23 0747 CONSIDERED DISCUSSED ACT ON JULY FINANCIALS. GOOD MORNING CHANCE MILLER COUNTY MANAGER TO THE INCOME STATEMENT. THE SCROLL UP A LITTLE BIT. ALRIGHT FOR THE MONTH OF JULY. WE HAD A FAIRLY QUIET MONTH FOR REVENUES. WE HAD CLOSE TO 1.9 MILLION, WHICH 1.7 MILLION THAT WAS SELF TAX REVENUE IN REGARDS TO EXPENDITURES. WE HAD 268,000 AND OPERATIONAL EXPENSES. WE HAD 877,000 PROJECT EXPENSES AND 237,000 NON DEPARTMENTAL EXPENSES. THE TOTAL WAS CLOSE TO 1.4 MILLION, WHICH REELS RESULTED IN A NET INCREASE OF CLOSE TO 500,000 FOR THE MONTH OF JULY. UM OKAY? OH, YEAH, BECAUSE THAT WORKS. UM SALES TAX SO SELLS TAX FOR THE MONTH OF JULY APPLIES TO MEET THE MONTH OF MAY. SO THIS IS SELLS FOR MAY . WE SAW 7.7% INCREASE BRINGS OUR YEAR TODAY TO 6.4. ALAN SAW 11.1% INCREASE FRISCO SOLID 3.1% DECREASE IN PLANO SALT 10.1 PER PERCENT INCREASE. I WILL NOTE THAT ALLEN'S WAS RELATED TO AN AUDIT COLLECTION. THEIR TRUE PERIOD TO PERIOD INCREASES WERE ACTUALLY 1% SO, UM, AND I THINK I'LL TOUCH ON THAT IN A SECOND. I'M ASSUMING THE BUSINESS WHEN I GET TO THE RETAIL INDUSTRY TRADE SHOW YOU THAT UM, BUT 6.4% YEAR TODAY FOR US, THAT'S TRAINING ABOVE THE BUDGET NUMBER. SO WITH ONLY A COUPLE OF MONTHS LEFT, WE'RE LOOKING GOOD IN REGARDS TO THE BUDGET NUMBERS FOR FISCAL YEAR, 23 AND YOU CAN ALSO SEE THAT WE'RE TRYING A LITTLE BIT BEHIND HER SISTER CITIES, BUT IF YOU'RE LOOKING AT OUR THREE YEAR AVERAGE, WE'RE RIGHT THERE WITH THEM. EVERYONE'S ABOUT PRETTY CONSISTENT. THAT SOUNDS A LITTLE BIT LOWER THAN, UM FRISCO, PLANO AND US ALRIGHT, SO BY INDUSTRY, SAME THING THIS APPLIES TO MAY CELLS YOU CAN SEE OUR RETAIL TRADE WAS UP 17% THIS MONTH. IF YOU'RE CALL, IF YOU RECALL, THIS IS IF WE GO BACK ANOTHER MONTH, WE ONLY HAD A 1% INCREASE. SO IF YOU COMBINE THE AVERAGE OF THOSE CLOSE TO 9% WHICH IS WHAT WE'VE BEEN SENDING, SEEING FOR ALMOST EIGHT MONTHS NOW IT'S BEEN ABOUT 7% SO IT'S STILL A LITTLE BIT HIGHER THAN WHAT IT'S BEEN IF YOU'RE JUST LOOKING AT THE PAST THREE MONTHS. UM OTHER STUFF TO NOTE. EVERYTHING ELSE LOOKS PRETTY FINE. YOU'LL NOTICE THE 508,000 DECREASE DOWN THERE. UM THAT WAS AN AUDIT COLLECTION FOR THIS MONTH THAT WE HAD A BUSINESS THAT'S BEEN HERE FOR A FEW YEARS. UM I GUESS. A FEW YEARS AGO THEY MOVED OUT OF MCKINNEY, BUT THEIR SALES TAXES GETTING DIRECTED TO US STILL, SO THE COMPTROLLER HAD TO REDIRECT THAT SALES TAX FOR THE PAST 3 TO 4 YEARS TO THE CORRECT CITY, WHICH I'M ASSUMING IS ALAN. IF WE'RE LOOKING AT THEIR BIG JUMP THIS MONTH, SO UM, BEEN SAYING ALL THAT I'LL BE HAPPY TO ANSWER ANY QUESTIONS. CHOOSE. THAT WE NEED A MOTION TO APPROVE. I SAID THEN. OCEAN IN A SECOND. IT'S WORKING. YES, IT IS. I FORGOT. WHAT'S YOUR PASSES? NEXT. WE HAVE BOARD COMMENTS ANY BOARD COMMENTS? WE WERE GOING EXECUTIVE SESSION IN ACCORDANCE

[EXECUTIVE SESSION]

ADJUSTMENT ON THE INTERIM. PRESIDENT. IS THAT SOMETHING WE VOTE ON? I DON'T HAVE TO, BUT YOU CERTAINLY CAN. RIGHT MOTION TO APPROVE THE DISCUSSION REGARDING INTERIM PRESIDENT NO, I'LL MAKE THAT MOTION. SECOND OKAY? SO DID YOU ALL GET THAT? RECORDING. GS. THERE YOU GO. IN FAVOR. CANCER VOTE. OKAY? MOTION PASSES. AND WITH THAT NEED EMOTIONAL ADJOURN. MIKE A MOTION TO ADJOURN. SECOND. ASK Y
