JOHN IS A FULL MEMBER FROM ONE OF THE TOURIST BOARD SO HE'LL BE LEAVING M C D. C AFTER ONE YEAR IS OUR ALTERNATE DOING THIS YEAR. JOHN HAS BEEN SEATED ON THE DIET SEVERAL TIMES, PARTICIPATED IN EXECUTIVE SESSIONS AND HAD VERY ROBUST THINGS TO ADD TO THE CONVERSATION. SO WE REALLY THINK THANK YOU FOR YOUR INPUT, SERVED ON THE RETAIL INFRASTRUCTURE SUBCOMMITTEE AND REPRESENTED AS A LAYS ON TO THE VISIT MCKINNEY BOARD. HE HAS ALSO REPRESENTED CDC AT MANY EVENTS THROUGHOUT THE YEAR, AND THIS IS A GREAT EXAMPLE OF THE COMMUNITY SERVICE . WE ARE GRATEFUL FOR HIS SERVICE, AND WE HAVE A COUPLE OF GIFTS. THAT WE LIKE TO GIVE YOU OKAY. TEACHER. THE FLOOR BOARD PICTURE. YEAH. FROM THERE. YEAH.

JUST THE WAY THAT. THIS WAY HERE. IT'S OVER. SO EXCITED FOR YOUR JOURNEY. AND YOUR COMMITMENTS ARE. ALWAYS SUPPORT US WHEN YOU GET THANK YOU. IT'S BEEN A PLEASURE FOR ME TO BE ON THIS BOARD AND SERVE THIS PAST YEAR. YOU HAVE ALL MADE ME FEEL WELCOME. AND I APPRECIATE THAT MADE ME FEEL PART OF THE GROUP. EVEN THOUGH I WAS AN ALTERNATE. COUNCIL AND THEIR WISDOM HAS DECIDED THAT I NEED TO SERVE ON ANOTHER BOARD, WHICH I'M PLEASED TO DO. BUT I'LL TELL YOU, I HOPE NEXT YEAR IF THERE ARE SOME VACANCIES THAT I'LL GET THE OPPORTUNITY TO RETURN, AND IF I DO, I HOPE THAT HAPPENS. SO THANK YOU AGAIN. THANK YOU.

SINCE OUR LAST BOARD MEETING, WE HAVE HAD SO MANY AMAZING THINGS THAT HAVE HAPPENED IN THE CITY.

SO MANY, SO I'M GOING TO TALK ABOUT BECAUSE I HEARD THE MAYOR TALKED ABOUT ME AT COUNCIL MEETINGS. ABOUT THE BAR WARS, SO I GOT PICTURES OF OUR WARS. AMAZING EVENT REALLY HAD SOME GREAT VENDORS THAT WERE OUT THERE. I THINK IT WAS ARCADE 89 OR 92 GUAVA CHOP SHOP. SELL TIP.

WAS THAT RIGHT? THE KILT? OH COCKTAIL CREAMY. THEY WRITE ONE. SO CAN'T FORGET THEM, BUT IT WAS A REALLY IT WAS A NICE BEATING TOO HOT. THE WEATHER WAS REALLY GOOD. OUR MAYOR WAS AWESOME. M C AND HE MADE SURE YOU KNOW THEY JUST SUPPOSED TO SERVE THE JUDGES. BUT HE TOLD HIM I NEED ME A CUP. WHAT IS COCKTAIL CREAMY RE, SO THAT WAS REALLY HAD A LOT OF FUN. THAT WAS MY FIRST TIME EVER PARTICIPATING AS A JUDGE, AND THAT WAS JUST REALLY EXCITING FOR ME, ALSO ATTENDED THE HABITAT FOR HUMANITY. RIBBON CUTTING, UM, WAS THAT LAST WEEK CONGRATULATIONS TO THOSE HOMEOWNERS. CONGRATULATIONS TO BOYS AND GIRLS CLUB THEY'VE BEEN

[00:10:04]

OPERATING OUT OF THEIR COMMUNITY AND COMMUNITY CENTER. BUT THAT IS SUCH A VALUE ADD TO THEIR COMMUNITY TO HAVE SOMETHING FOR THOSE CHILDREN BECAUSE THE BUS STOPS RIGHT IN FRONT OF THAT COMMUNITY CENTER, AND WHEN WE WENT IN THERE JUST TO KIND OF DO A TOUR JUST TO SEE THOSE CHILDREN JUST SUPER EXCITED TO BE THERE. UM, THE HOMES ARE AMAZING THE AMENITIES THEY HAD AS FAR AS THE ENERGY EFFICIENCY WITH THE SOLAR PANELS WERE REALLY AWESOME TO AND THEN ON SUN SATURDAY, I WAS ABLE TO ATTEND JASON'S RIBBON CUTTING FOR HIS STORE. GREAT EVENT. LOT OF COMMUNITY SUPPORT CAME OUT TO THAT VERY EMOTIONAL AGAIN TO ALWAYS HEAR HIS TESTIMONY. WAS REALLY AMAZING. FRIDAY I WENT TO OCTOBERFEST BECAUSE I FIGURE DON'T GET OUT IN, YOU KNOW IN THE BIG CROWD ON THURDAY FRIDAY WAS REALLY NICE WASN'T TOO CROWDED. THE WEATHER WAS GOOD, SO I JUST HAD A AWESOME AWESOME TIME, SO I'M NOT GOING TO TALK ABOUT ALL THE ONES I WENT TO SO THAT EVERYONE ELSE ALL START HERE. MADAM CHAIR HAS GOT A QUESTION FOR YOU WHO WHO'S GONNA WIN THIS WEEKEND? IN THE IN THEIR LITTLE FOOTBALL GAME, UNIVERSITY MODEL WILL BE READY.

I WOULD JUST DO THAT BECAUSE I KNOW YOU'LL BE GOING CRAZY ON SATURDAY. UH BUT, YEAH, YEAH, I TUESDAY JASON'S EVENT, AND IT WAS JUST KIND OF COOL TO SEE THE AMOUNT OF PEOPLE FROM THE COMMUNITY THAT SHOWED UP TO WISH HIM WELL, AND IT WAS JUST IT WAS PRETTY COOL TO SEE THAT. AND I WOULD LIKE TO ADD THAT THE PLANO PHILHARMONIC IS ALSO IN SESSION . I AM A SEASON TICKET HOLDER FOR THAT AND LOOKING FORWARD TO THE WHOLE SERIES OF MUSIC, AND IF ANYBODY HASN'T GONE, IT'S AN AWESOME EXPERIENCE, AND IT'S RIGHT IN MCKINNEY. NO NEED TO DRIVE ANYWHERE ELSE. IT'S FABULOUS, SO. OH ALRIGHT. I WANTED TO MENTION THE SALESMANSHIP CLUB MOMENTOUS INSTITUTE ATTENDED, WHICH WAS JUST FANTASTIC. UM FIRST OF ALL THEIR MISSION, WHICH IS THE SCHOOL. IT'S JUST AMAZING INTO ENJOYING TO PARTICIPATE WITH THE AWARDS CEREMONY. AND OF COURSE, ALL OF THE GREAT WORK THAT THEY DO FOR THE BYRON NELSON. AH THE NEXT THING WAS. BOARD APPOINTMENTS THE MIXER, OPEN GOVERNMENT TRAINING. CONGRATULATIONS TO ALL OF THE APPOINTEES AND TO CHRIS WILKES, WHO IS OUR NEW UM THAT IS CORRECT. AND THEN LAST JOHN DILL, ANTONIA. THANK YOU SO MUCH FOR YOUR SERVICE AS ALTERNATE AND IT HAS BEEN A PLEASURE SERVING WITH YOU. AH! MY FAMILY AND I ENJOYED OCTOBERFEST. SO HATS OFF TO YOU, ANDREW. ANOTHER TERRIFIC EVENT. KIDS HAD A LITTLE TOO MUCH FUN ON THE RIDES, SO WE HAD TO CUT OUR NIGHT SHORT. BUT THERE WAS ANOTHER SUCCESSFUL EVENT. SO HATS OFF. UM. UNFORTUNATELY I DID NOT. I SPENT THROUGH EVERY SOUTHERN STATE TO GET BACK. BUT APPARENTLY PEOPLE DON'T KNOW HOW TO DRIVE AS FAST AS I WANTED TO ON THE INTERSTATE, SO I DIDN'T QUITE MAKE IT BACK. BUT I HAVE HEARD GREAT THINGS. SO I'M LOOKING FORWARD TO NEXT YEAR. JOHN THANK YOU FOR YOUR SERVICE.

IT'S BEEN A PLEASURE GETTING TO KNOW YOU. I KNOW YOU'RE NOT GOING ANYWHERE, BUT ENJOY GETTING TO SEE YOU SERVE ON ANOTHER BOARD. SO THANK YOU. NICE CHAIR, KELLY. THANK YOU.

UM, I ECHO WHAT MY COLLEAGUES HAVE SAID A LOT OF GOOD EVENTS IN THE LAST MONTH. OCTOBER FEST WAS VERY WELL DONE AND. HAD A GREAT TIME THERE AS WE ALWAYS DO . UM AND SO I JUST ECHO EVERYTHING HAS BEEN, SAID JOHN. GOOD LUCK ON TOURS, AND WE APPRECIATE YOUR TIME WITH US AND I WISH YOU ALL THE BEST. THAT'S ALL. I HAVE ONE THING I DID WANT TO MAKE NOTE. UM OUR FARMERS MARKET WAS RECOGNIZED AS. TOP 10 IN THE NATION IN NUMBER ONE IN THE REGION FOR FARMERS MARKET, SO CONGRATULATIONS TO CHESTNUT SQUARE FOR ALL THAT THEY DO, BECAUSE THAT IS REALLY PHENOMENAL AND AGAIN, CONTINUING TO PUT MCKINNEY ON ON THE YOU KNOW, BLUEPRINT OF THOSE TYPE OF THINGS, SO CONGRATULATIONS TO CHESTNUT FOR WINNING THAT NATIONAL RECOGNITION AS WELL.

OKAY I HAVE NOTHING ELSE WE WILL GO SYRIA MCKINNEY, MR BURNS. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD. MY NAME IS PAUL GRAHAM CITY MANAGER. FEW ITEMS TO SHARE WITH

[00:15:04]

YOU LAST EVENING. IN THIS VERY ROOM. WE COMMENCED OR INAUGURATED OUR FIRST MEETING OF THE BOND COMMITTEE THAT THE CITY COUNCIL APPOINTED. THIS IS A BOND COMMITTEE COMMITTEE TO REVIEW DEBT AUTHORIZATION FOR MAY OF 24 WHETHER OR NOT TO HOW MUCH AND WHAT TO INCLUDE IN A BOND ELECTION FOR MAY OF 2024 CITY COUNCIL HAVE ULTIMATE AUTHORITY AND DECISION MAKING, OF COURSE ON WHETHER OR NOT TO PROCEED WITH THE BOND QUESTION IN MAY OF 24, BUT THEY CERTAINLY LISTEN TO THE INPUT FROM A CROSS SECTION OF OUR COMMUNITY. THERE'S 36 MEMBERS APPOINTED TO THE BOND COMMITTEE. THEY MET LAST NIGHT BROKE INTO FIVE DIFFERENT GROUPS. QUESTIONS BASICALLY, THEY BROKE INTO PUBLIC SAFETY, ROADS AND STREETS FACILITIES AND, UM ROAD, STREET PARKS AND RECREATION AND THEN WE HAVE A FINANCE COMMITTEE SO THOSE FOLKS WILL MEET AGAIN ON OCTOBER 11TH. AND THEN THEY'LL MEET AGAIN ON OCTOBER 25TH AND IF NECESSARY IN NOVEMBER, 2 THEN FINALIZE THEIR RECOMMENDATION TO THE CITY COUNCIL CITY COUNCIL WILL TAKE THAT UNDER ADVISEMENT.

THEY MUST ACT BEFORE FEBRUARY. 16TH OF 2024. IF THEY WOULD WISH TO CALL AN ELECTION IN MAY OF 24 , SO WE DON'T KNOW THE AMOUNT YET. WE KNOW HOW MUCH OF COURSE , AN UNFUNDED PROJECTS WE HAVE.

BUT AT THE END OF THE DAY, IT'S GONNA BE A COUNCIL DECISION ON WHAT QUESTIONS TO BRING AND HOW MUCH TO PUT ON THE BALLOT SO MORE TO FOLLOW ON THAT, BUT IT IS OFF TO THE OFF TO THE RACES.

SO TO SPEAK. UM, UM YOU KNOW, WE TALK A LOT ABOUT ABOUT CITY HALL CONSTRUCTION AND WHAT THAT'S GOING TO MEAN AS A MILESTONE FOR THE COMMUNITY AS A REDEVELOPMENT REVITALIZATION EFFORT IS A HIGHWAY FIVE, BUT SORT OF NEARLY AS EQUALLY IMPORTANT IS THE REDEVELOPMENT OF THE EXISTING FACILITIES. WHAT WE'RE GOING TO DO HERE IN THIS BUILDING OR THIS PARTICULAR PEOPLE PARTICULAR PIECE OF LAND, BUT AS WELL AS THE DEVELOPMENT SERVICES, BUILDING AND PARKING LOTS TO THE NORTH. UM IT'S SO WE ISSUED AN RFP THE COUNCIL DIRECTED US TO DO SO. WE HAD 15 EXCELLENT PROPOSALS FROM DEVELOPMENT FIRMS ALL ACROSS THE COUNTRY. WE HAVE NARROWED THAT DOWN TO FIVE FIRMS TODAY AND TOMORROW ARE INTERVIEWS OF THOSE FIVE SEMIFINALISTS WILL CALL THEM AND THEN IN NOVEMBER 28TH. WE WILL RECOMMEND TO BRING FORWARD UP TO FOUR. IT MAY NOT BE FOR 23 OR FOUR FIRMS FOR A PUBLIC PRESENTATION TO THE CITY COUNCIL AT A WORK SESSION, SO THEREFORE IT IS A PUBLIC PRESENTATION FOR THE TO THE COMMUNITY. AND WHAT OUR OBJECTIVE OF COURSE THROUGH THIS PROCESS IS TO USE THESE SCREENING PROCESS OF FILTERING PROCESS TO IDENTIFY THE PARTNER THAT WE ARE MOST COMFORTABLE WORKING WITH TO REDEVELOP THIS. AREA HERE. IT'S CRITICALLY IMPORTANT FOR DOWNTOWN MCKINNEY . OBVIOUSLY THERE ARE A LOT OF FOLKS WITH A LOT OF DIFFERENT IDEAS AND THEIR OWN VIEWS. I GUARANTEE YOU WE WON'T MAKE EVERYBODY HAPPY. TELL FOLKS AS TREVOR MENTIONED LAST NIGHT. HE ATTRIBUTED TO ME AS WE CAN'T ALWAYS GUARANTEE PRODUCT, BUT WE CAN GUARANTEE PROCESS AND THAT'S WHAT WE'RE HERE TO DO. AND MAKE SURE THAT THE COMMUNITY HAS HAD AS THOROUGH VETTING PROCESS AS POSSIBLE BEFORE THEY MAKE THE DECISION. UM WE DO HAVE A BOND SALE COMING UP IN THE NEXT MONTH ABOUT $45 MILLION IN GENERAL OBLIGATION DEBT THAT'S FOR PARKS AND RECREATION. MOSTLY THERE ARE CRANKING AND THAT WILL THAT WILL USE UP ABOUT THE REMAINDER OF THEIR BOUDETTE AUTHORIZATION. HENCE THE NEED FOR A BOND QUESTION OR ANOTHER BOND ELECTION IN THE VERY NEAR FUTURE. WE ALSO HAVE ANOTHER 20 MILLION. I BELIEVE IT IS FOR CERTIFICATES OF OBLIGATION. 23 23 MILLION. I THINK IT IS FOR THE FBO SIDE OF THE AIRPORT.

THIS IS THE HANGAR HANGAR. 10 WOULD CALL IT CORP 10 AS WELL AS A CUSTOMS FACILITY ON THE GENERAL AVIATION SIDE OF THE AIRPORT, AND THAT IS ALSO GOING TO BE A PART OF THIS. DEBT SALE AND THEN THE LAST THING JUST SORT OF A GOOD TO KNOW. FACT WE ARE OUR POPULATION ESTIMATE AS OF SEPTEMBER 1ST IS 213,004 59, SO WE CONTINUE TO GROW. THERE'S NEVER BEEN A DECADE, MCKINNEY'S HISTORY WHERE WE DID NOT GROW IN POPULATION, JUST A LITTLE TRIVIA FOR YOU AND ALL THE HISTORY OF MCKINNEY'S SINCE 18 48 OLDER THAN DALLAS, BY THE WAY, MCKINNEY HAS NEVER NOT GROWN IN ANY DECADE. SO I WILL STAND FOR ANY QUESTIONS. THAT ONE. I HEARD YOU SAY THAT NOVEMBER, 28TH WAS THE DATE TO RECOMMEND UP TO FOUR OF THE POTENTIAL. UM WE WILL BRING PROSPECT BEFORE PRESIDENT COMPANIES TO MAKE A PRESENTATION TO THE CITY COUNCIL AT WORK SESSION. SO THAT IS THAT THE DATE OF THE WORK SESSION? THE 28 28. THAT IS CORRECT. THEY MAY NOT MAKE A DECISION THAT NIGHT.

THEY MAY NARROW DOWN. THEY MEAN WHATEVER, BUT IT WILL BE PRESENTATION OF UP TO FOUR FIRMS . I DON'T KNOW THAT IT WILL BE FOUR. WE'LL SEE HOW THE NEXT FEW DAYS AGO. OKAY, THANK YOU. ANY OTHER QUESTIONS. OKAY. THANK YOU SO MUCH. NEXT WE WILL HAVE VISIT MCKINNEY. GOOD MORNING, MADAM

[00:20:05]

CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD ERIN WARNER EXECUTIVE EXECUTIVE DIRECTOR AND VISIT MCKINNEY TO WANNA ECHO ALL THE SENTIMENT TO MR DELL. ANTONIA HE'S A VISIT MCKINNEY ALUMNI ALSO WAS ON THE HIRING COMMITTEE WHEN THEY PUT THEIR FAITH IN ME TO TAKE THE ROLE OF VISIT MCKINNEY. SO I ALWAYS HAVE A SPECIAL SPOT FOR HIM AND WHAT HE AND HIM BELIEVING IN ME. UM ANOTHER THING IS, I WANT TO THANK YOU TO THOSE THAT WERE ABLE TO MAKE IT OUT TO OUR RIBBON CUTTING. EARLIER THIS MONTH, WE PACKED A LITTLE OVER 90 PEOPLE INTO OUR TINY LITTLE SPACE AND DOWN DOWN THE STREET. BUT THANK YOU SO MUCH FOR COMING OUT AND CELEBRATING US SEEING WHAT WE'VE DONE OVER OVER THE LAST YEAR, AND WHEN WE TRULY BELIEVE WE'VE CREATED A SPECIAL SPACE FOR VISITORS AND RESIDENTS ALIKE TO COME AND EXPERIENCE MCKINNEY IN DIFFERENT WAYS, SO IF YOU HAVEN'T MADE IT UP, PLEASE STOP BY, SAY HI TO US. ANOTHER THING I WANT TO PUT ON YOUR RADAR IS ON OCTOBER 26TH OF 23. SO HERE IN ABOUT A MONTH, WE HAD THE TEXAS TRAVEL COUNSELORS COMING TO TOWN. THIS IS SOMETHING THAT WE THROUGH OUR NAME IN THE HAT ON AND WE WERE SELECTED, AND THAT MEANS THAT THERE IS A TOUR BUS COMING TO MCKINNEY THAT WILL HAVE PEOPLE FROM TEXAS HIGHWAYS, INFORMATION CENTERS. TEXAS HIGHWAYS MAGAZINE EDITORIAL STAFF AND PHOTOGRAPHER TEXT DOT TRAVEL INFORMATION DIVISION, TEXAS PARKS AND WILDLIFE AND THEN REPRESENTATIVES FROM TEXAS TRAVEL ALLIANCE, WHICH IS A STATEWIDE TRAVEL ORGANIZATION.

AND SO THEY WILL BE COMING. THEY'LL BE HAVING LUNCH HERE IN OUR TOWN, AND THEN WE WILL HAVE A REALLY QUICK ITINERARY TO GET TO SHOWCASE SOME OF THE NEW THINGS THAT ARE HAPPENING IN OUR COMMUNITY TO A PRETTY FANTASTIC GROUP OF PEOPLE SO WERE EXCITED FOR THAT AND EXCITED TO HOST THEM FOR A LITTLE WHILE. ALSO A FEW CELEBRATIONS ON THE MARKETING SIDE FOR US, OUR INSTAGRAM ACCOUNT HAS SURPASSED 20,000 FOLLOWERS NOW 21,000 FOLLOWERS AND OVER ONE THIRD OF THAT HAS COME IN THE LAST 90 DAYS. SO WE'VE GROWN OVER 8600 FOLLOWERS IN THE LAST THREE MONTHS ON A PRETTY INCREDIBLE TRAJECTORY THERE, AND IT WOULD BE AWESOME IF IT IF IT STAYS AT THAT PACE. I DON'T KNOW HOW IT CAN, BUT BUT KUDOS TO OUR TEAM FOR THE LAST THREE MONTHS IN THEIR WORK. UM WE ALSO HAVE A NEW SIZZLE REEL OR HIGHLIGHT REEL OF MCKINNEY. THAT IS, IS THE HERO IMAGE ON OUR WEBSITE SO YOU CAN SEE IT. THERE WILL ALSO USE IT FOR NEW MARKETING CAMPAIGNS AND STUFF IN THE FUTURE, BUT WE'RE EXCITED TO HAVE THAT SHOWCASES ALL DIFFERENT PARTS OF MCKINNEY. SO CHECK THAT OUT. LASTLY WE'RE WORKING ON A NEW VISITORS GUIDE CITYWIDE VISITOR'S GUIDE FOR MCKINNEY. WE'VE HIRED TEXAS MONTHLY TO HELP US PUT THIS TOGETHER. THEY DO SOME FANTASTIC WORK, AND THEY'VE DONE IT FOR A FEW. OTHER COMMUNITIES FOR VISITORS GUIDES, BUT WE HAD A PHOTOGRAPHER OUT AND THIS WEEK AND WENT AROUND TO DIFFERENT PARTS OF THE COMMUNITY THAT WE DIDN'T HAVE A LOT OF PHOTOS FOR TO FILL IN THE GAP. BUT WE HOPE TO HAVE THAT READY TO GO BY JANUARY OF 24 TO KICK THAT OFF STAND FOR ANY QUESTIONS. ADDED ONE TO YOUR. THANK YOU. YOU THANK YOU SO MUCH. WE APPRECIATE THAT ONE. YEAH I'LL LET BETH KNOW. THERE YOU GO. THANK YOU SO MUCH. I APPRECIATE Y'ALL. THANK YOU. WE WILL HAVE ANY E D. C MADISON. HEY MADAM. MORNING PLEASURE TO JOIN YOU THIS MORNING. MADISON CLARK, DIRECTOR OF BUSINESS TO BUSINESS RETENTION AND WORKFORCE DEVELOPMENT. WITH MCKINNIE LDCS SO EXCITING TIMES AT IMMEDIACY. WE HAVE MIKE KOWSKI, WHO MANY OF YOU KNOW, STARTING WITH US ON OCTOBER 2ND, WHICH IS THIS COMING MONDAY, SO WE'RE LOOKING FORWARD TO HAVING HIM JOINING.

WE'VE GOT A PRETTY ROBUST PIPELINE, CURRENTLY AS FAR AS PROJECTS ARE CONCERNED 34 ACTIVE PROJECTS WITH 2.7 BILLION AND CAPITAL EXPENDITURES THAT ARE ON THE BOOKS WERE WORKING ON IF YOU MARKETING BRAG MOMENTS TO ECHO ERRANDS, COMMENTS, THE INTERNATIONAL ECONOMIC DEVELOPMENT COUNCIL IS THE INTERNATIONAL CONVENING BODY FOR OUR ECONOMIC DEVELOPMENT EFFORTS . THEY JUST HAD A THEIR ANNUAL CONFERENCE IN DALLAS, WHICH WE HAD THE PLEASURE TO ATTEND AND THE RECEIVED THREE AWARDS. FOR SOME OF OUR EFFORTS FROM THE FROM THAT ORGANIZATION. SO WE RECEIVED BRONZE FOR OUR TECH AND TRUCKS, EVENTS WHICH ARE AIMED TOWARDS OUR ENTREPRENEURSHIP COMMUNITY THAT HAPPENED QUARTERLY. AH SILVER FOR OUR INNOVATION FUND, WHICH IS THE NON DILUTIVE CAPITAL THAT WE ARE , UM, INFUSING INTO SOME OF THESE TECH STARTUPS AND BRINGING MORE HIGH QUALITY HIGH WAGE JOBS TO THE COMMUNITY. AND THEN LASTLY, WE RECEIVE SILVER FOR OUR 2022 ANNUAL REPORT, WHICH IS ON OUR WEBSITE. IF YOU HAVEN'T HAD THE CHANCE TO TAKE A LOOK YET SO UM AND IN MY ROLE PERSONALLY, I WOULD BE REMISS IF I DIDN'T BRAG ABOUT SOME OF OUR LOCAL COMPANIES. SO I'M GONNA TAKE A MOMENT TO BRAG ABOUT LOCAL COMPANIES. AND AS YOU KNOW, THE WORKFORCE IN TODAY'S DAY AND AGE IS VERY TIGHT, SO WE LIKE TO HELP WRAP RESOURCES

[00:25:01]

AROUND OUR LOCAL COMPANIES TO CONTINUE SEEING THEM SUCCEED. SO ONE REALLY NEAT FACT IS THERE WERE 459 EMPLOYEES FROM FOUR DIFFERENT COMPANIES RECENTLY TRAINED FROM IN A PARTNERSHIP WITH COLLIN COLLEGE, AND THAT WAS $623,000 OF STATE FUNDING THAT WAS INFUSED INTO OUR LOCAL ECONOMY TO TRAIN 459 EMPLOYEES. AND THAT WAS 14,324 TRAINED HOURS. WHICH IS GREAT, SO I HAD A CALL WITH A COMPANY YESTERDAY , WALKING THROUGH WITH THEM. WHAT THIS SKILLS DEVELOPMENT FUNDING MAY LOOK LIKE THERE'S A FEW OTHERS IN THE HOPPER AND WE WANT TO CONTINUE RAPPING RESOURCES AROUND OUR COMPANIES TO SEE THEM SUCCEED. SEE THEM GROW AND EXPAND AND CONTINUE TO ATTRACT THE RIGHT TALENT. SO WITH THAT I WILL STAND WITH ANY FOR ANY QUESTIONS. YES, MA'AM.

WHAT? UM WHAT PARTICULAR TYPE OF SKILLS WERE BEING WERE BEING TRAINED, SO THERE IS A PERCENTAGE THAT THE STATE ALLOWS . SO IT'S 75% HARD SKILLS, 25% SOFT SKILLS, AND SO WE JUST MET WITH A COMPANY THAT ON BOARDING RIGHT NOW, UM AND I'LL SPEAK TO THIS COMPANY, FOR INSTANCE, THEY'RE LOOKING AT AH, HOW TO TRAIN ALL THEIR EMPLOYEES TO FIX THE MACHINERY THAT WRAPS LABELS AROUND THEIR BOTTLES. UM SO THESE FOUR COMPANIES THAT WERE TRAINED ONE OF THEM WAS IN FOOD MANUFACTURING. ONE WAS IN SOFTWARE DEVELOPMENT AND ANOTHER WHAT THE OTHER TWO WERE IN THE AUTOMOBILE INDUSTRY. SO THE COMPANY TELLS COLLIN COLLEGE. WHAT THEY WANT TO BE TRAINED ON.

THERE IS A PROCESS TO THIS A SCIENTIFIC PROCESS TO THIS AND COLLIN COLLEGE HAS A FANTASTIC JOB. OF ADMINISTERING THE GRANT . SO THE FUNDS FROM THE STATE GO DIRECTLY TO CALL IN COLLEGE.

THEY DON'T EVER SEE THE COMPANY BUT THE COMPANY REAP THE REAPS THE BENEFITS. SO IT REALLY IS, IS TOTALLY, UH, EMPLOYERS SPECIFIC THAT EMPLOYER TELLS COLLIN COLLEGE WHAT THEY WANT TO BE TRAINED ON. COOL. GREAT QUESTION. QUESTIONS FROM ALL RIGHT. THANK YOU SO MUCH. THANK YOU. WE WILL HAVE MAIN STREET IMPACT, ANDREW. GOOD MORNING, MADAM CHAIR AND CBC BOARD.

ANDREW JONES, CULTURAL DISTRICT DIRECTOR. FIRST OFF. THANK YOU TO CDC, OR M C D. C TWO FOR SUPPORTING MCKINNEY, OCTOBERFEST AND THEN ALSO, UH, PARTICULARLY CINDY AND LINDA FOR THE RETAIL COACH DATA, WHICH WE HAVE USED FOR MULTIPLE YEARS NOW, BUT HAS REALLY GIVEN US A DIFFERENT PICTURE OF OUR ATTENDANCE FIGURES THAT WE NEVER HAD ACCESS BEFORE, AND THAT IS REALLY VALUABLE DATA. SO THANK YOU ALL VERY MUCH FOR THAT ALSO, THANK YOU TO OUR STAFF. FIRE PD PUBLIC WORK. DEPARTMENT. ALL COMING TOGETHER TO MAKE OCTOBERFEST HUGE SUCCESS. WE HAD A GREAT CROWD LOOKING FORWARD TO THOSE NUMBERS, AND I'LL GET YOU A THAT. BUT IT WAS OUR HOTTEST OCTOBERFEST TO DATE . UNFORTUNATELY UM, I THINK I SAID THAT LAST YEAR, TOO, SO THERE'S A LITTLE BIT OF A TREND. UM WE STILL HAD A REALLY NICE SIZABLE INCREASE IN OUR REVENUE ON FRIDAY AND SATURDAY. SUNDAY WAS A BIT LOW. WE HAD A THREAT OF STORMS, BUT DESPITE THAT WE ACTUALLY SOLD MORE THAN WE HAVE EVER HAD IN THE PAST, AND WE ALSO HAD, REALLY WE HAD A GREAT SUCCESS WITH OUR VIP EXPERIENCE . UM, THIS WAS A PROOF OF CONCEPT FOR US THIS FIRST YEAR.

AND WE'RE LOOKING FORWARD TO EXPANDING THAT AND MAKING THAT EVEN BETTER. UM WE HAVE TALKING ABOUT MARKETING EFFORTS. HOPEFULLY Y'ALL ARE FOLLOWING OUR SOCIAL MEDIA ACCOUNT, BUT WE'VE LAUNCHED A WHOLE VIDEO SERIES ON EATERIES. WE CALL IT TASTE MAKERS OF MCKINNEY OF DOWNTOWN WE HAVE FEATURED ALREADY OVER 12 BUSINESSES IN THIS AND THEY'RE REALLY HIGH QUALITY VIDEOS HAVE GOTTEN A LOT OF GREAT RECEPTION. UM AND THEN TALK ABOUT SOME THINGS THAT ARE GOING ON IN IMPACT TONIGHT. WE ACTUALLY HAVE JIM MESSINA. SO IF YOU KNOW BUFFALO SPRINGFIELD OR LOGINS AND MASSENA GYMNAST ENOUGH FROM THOSE GROUPS PERFORMING AT IMPACT TONIGHT AT EIGHT PM WE ANTICIPATE IT WILL BE NEAR SELLOUT, IF NOT A SOLD OUT THE EXPERIENCE. AND THEN OCTOBER 6TH THROUGH 14TH. WE HAVE MRT PRESENTS CLUE SO THE BOARD GAME COMES TO LIFE. UM AND THEN SOME OTHER EVENTS COMING DOWNTOWN. WE HAVE DIA DE LOS MARTOS, SAID MITCHELL PARK.

PHENOMENAL EVENT IF YOU'VE NEVER BEEN TO THAT DEFINITELY HAVE A CHANCE TO GO OUT AND ACTUALLY SEE THE SOME SORT YARD SIGNS BEHIND YOU. AND THEN OCTOBER 14TH WE HAVE THE DOWNTOWN COFFEE CRAWL. THIS IS A FALL. THIS WILL BE THE FIRST FALL COFFEE CRAWL, WHICH ARE EXCITED ABOUT THE COOLER WEATHER FOR WARMER BEVERAGES. THERE MIGHT BE A LITTLE BIT OF PUMPKIN SPICE BEING BEING OFFERED. AND THEN OCTOBER 22ND THROUGH 29TH. WE HAVE CERTAIN CARRY. IT'S A BOUTIQUE CIRCUS THAT'S COMING BACK TO DOWNTOWN. IF YOU HAVEN'T BEEN TO THIS, IT'S KIND OF LIKE

[00:30:03]

A CIRQUE DU SOLEIL EXPERIENCE ON A SMALLER, MORE INTIMATE AFFAIR , AND THEN OCTOBER 28TH WE EVER SPECTACULAR BEER WALK IN CONJUNCTION WITH SPG. SO THOSE ARE SOME HIGHLIGHTS OF WHAT'S COMING DOWN THE PIPELINE. IT WILL BE A BUSY OCTOBER FOR SURE. SO ANY QUESTIONS I QUESTION UM, AS YOU SAID, IT'S THE HOTTEST, UM, OCTOBER FEST ON RECORD, AND THAT SEEMS TO BE THE CASE EVERY YEAR. AND SO I HAD SOMEONE ASK ME THIS WEEKEND AND ASK YOU CAN WE SHOULD WE CONSIDER? IS IT POSSIBLE TO CONSIDER MOVING THE WEEKEND BACK ONE OR TWO WEEKS AND ASSUME WE'VE THOUGHT ABOUT THAT? WHERE WHAT ARE THE THOUGHTS ON THAT? I WAS CERTAINLY THINKING ABOUT THAT LAST WEEKEND. WE ARE NOW WE'VE KIND OF PLANTED OUR FLAG ON THIS WEEKEND IN BETWEEN ADDISON AND THE STATE FAIR TEXAS, SO WE UTILIZE LOTS OF LARGE VENDORS THAT PROVIDE SERVICES FOR BOTH THOSE LARGE EVENTS MOVING IS A DIFFICULT DIFFICULT DISCUSSION TO HAVE BECAUSE OF HOW IT AFFECTS, YOU KNOW, OVER 40 PLUS BENDERS, BUT WE ARE KIND OF THINKING THROUGH THOSE OPTIONS AS WELL. NEXT YEAR ARE SO WE ALWAYS DO THE LAST FULL WEEKEND IN SEPTEMBER, UM AND YOU KNOW NEXT YEAR. FORTUNATELY IT WILL BE LATER IN SEPTEMBER. BUT, YEAH. WE'RE KIND OF WORKING THROUGH THIS, SO I WOULD HAVE TO. WE WOULD MAKE ADJUSTMENTS TO 2025 IF WE DO. THANK YOU. THANK YOU. WE WILL HAVE PARKS AND REC. RYAN. GOOD MORNING. UH, SUMMER IS OVER. THE HEAT IS NOT OVER, SO WE'RE STILL DEALING WITH IT OR OUTDOOR POOLS ARE CLOSED OR FALSE SEASONS HAVE KICKED OFF IN OUR FAULT PROGRAMMING IS KICKED OFF. UM THIS COMING MONDAY AT THE CITY COUNCIL MEETING. WE HAVE TWO AGENDA ITEMS COMING UP . ONE IS FURTHER CONSTRUCTION FOR THE ROAD CONNECTION BETWEEN PHASES ONE AND TWO AT THE AL BRUSH OFF SOCCER COMPLEX. THE OTHER IS FOR THE CONSTRUCTION DOCUMENTS FOR OLD SETTLER'S PARK. THEIR REVITALIZATION OF THAT WE ANTICIPATE GOING TO BID ON THE GREENS AND MCKINNEY NEIGHBORHOOD PARK AND THE GREENS MCKINNEY TRAIL PROJECT IN NOVEMBER. IT'S FALSE, SO THAT DOESN'T MEAN HALLOWEEN. WE HAVE AN UPCOMING HALLOWEEN EVENTS PLANNED ON OCTOBER 21ST. WE HAVE OUR ANNUAL TRICK OR TREAT TRAIL EVENT, WHICH WE WERE KIND OF CREATING AS SCARE ON THE SQUARE WAS GOING AWAY, SO WE HELP TO KIND OF FILL THAT VOID. A HUGE EVENT. WE HAVE A TOWN LIKE ON OCTOBER 21ST. THEN ON SUNDAY, WE HAVE OUR APEX CENTERS HOSTING THE PUMPKIN DUNK EVENT. AND ON OCTOBER 27TH, THE SENIOR RECREATION CENTER HAS ER THEIR TRICK OR TREAT MARCH. LITTLE KIDS COME TO THE SENIOR CENTER AND THEY GET TO MARCH THROUGH THE BUILDING AND GET CANDY, SO IT'S A GREAT EVENT. WE ALSO HAVE A FALL CONCERT SERIES AT BONNIE WINK THIS SATURDAY. WE HAVE BUFFALO RUCKUS, WHICH JOY TOLD ME SHE HAD ONCE BOOKED AT HER RESTAURANT IN DALLAS, WHICH IS AMAZING, AND THEN ON OCTOBER 7TH . WE HAD THE VINYL STRIPES AND ON OCTOBER 14TH WE HAVE FOREVER MAC, A TRIBUTE TO FLEETWOOD MAC . THOSE CONCERTS ARE FROM 7 TO 9 P.M. AT BONNIE WINK. AND ALSO, YOU MAY RECALL BACK AT OUR JOINT MEETING IN THE SPRING. I SPOKE ABOUT US GETTING AIDS OUT TO THE PARKS ARE SPORTS COMPLEXES. THOSE WERE INSTALLED THIS WEEK, SO KNOCK ON WOOD. NOTHING IS HAPPENED TO HIM SO FAR, AND ALSO I SPOKE ABOUT A KAYAK RENTAL KIOSK THAT WAS INSTALLED IN LATE OCTOBER LATE AUGUST, DOWN AT TOWN LAKE. FORECASTS WERE INSTALLED. I GOT THE NUMBERS FOR THE END OF AUGUST, WHICH WAS ABOUT 12 DAYS WORTH. WE HAD 60 RENTALS OVER THAT PERIOD TO JUMP ON THE SOCIAL MEDIA BANDWAGON. WE DID PUT UP A POST ON FACEBOOK ABOUT THAT, AND THAT POST IS PROBABLY OUR MOST POPULAR THE YEAR 520 LIKES 84 COMMENTS ON IT, MOSTLY PEOPLE TAG AND WE SHOULD GO. WE SHOULD DO THIS. 108 SHARES OF THAT, SO WE'RE HAPPY TO SEE THAT HAVING GOTTEN THE SEPTEMBER NUMBERS YET, BUT I WAS THINKING IT WOULD WIND DOWN WITH THE WEATHER, BUT THE WEATHER IS NOT, UH NOT SLOWING US DOWN AT ALL. AND SPEAKING OF MOVING ADVANCE, I'VE BEEN TALKING ABOUT MOVING RED, WHITE AND BOOM FROM THE FOURTH OF JULY COOLER DAY, BUT THAT DOESN'T SEEM TO WORK. SO I'LL BE THINKING ABOUT YOU ON JULY 4TH WHEN I'M OUT THERE ALL DAY LONG, SO AND FOR THAT STAY WITH ANY FOR ANY QUESTIONS, KAYAKS.

THAT'S KINDA GET IN AT YOUR OWN RISK. I'M AFRAID IF YOU DON'T HAVE LIKE IF I FALL IN THE WATER , THERE'S NO SWIMMING A LOT OF TOWN LIKE YOU FALL IN YOU GET IT IS A FULL RENTAL PROCESS. SO WE WORKED WITH THE COMPANY WERE ABLE TO SELL SOURCE COULDN'T FIND ANOTHER COMPANY THAT DID THIS EXACT MODEL. THEY TAKE ON THE LIABILITY. THEY MAINTAIN EVERYTHING. THEY RUN THE APP.

THEY PAY US A PERCENTAGE OF IT, AND WE DID NOT GO WITH A MODEL THAT WOULD GIVE US A LOT OF MONEY. WE WEREN'T LOOKING FOR THAT. WE'RE LOOKING TO PROVIDE THE SERVICE. SO IT'S $3 DOWN

[00:35:01]

LOCK $3 FOR A HALF HOUR RENTAL OF IT. IT COMES WITH A KAYAK PFD, THE FLOTATION DEVICE AND THE PADDLE. SO FAR SO GOOD. YOU SAID THE CAR ACCIDENT 30 MINUTES. SO DOES THAT IF YOU PUT YOUR CARD A CREDIT CARD IN AND YOU'RE READY FOR 30 MINUTES AND YOU BRING BACK A 35 MINUTES AND DID SINK ON A CERTAIN YEAH, JUST IT STOPS WORKING PADDLE STOPS WORKING. SO NOW IT'S ACTUALLY BASED. SO WITH THE APP WHAT YOU DO IS YOU DOWNLOAD THE APP. YOU GET THERE YOU SCAN A Q R CODE ON THE LOCKER, SO IT'S A STACK OF FOUR KAYAKS. AND WHEN YOU PUT EVERYTHING IN THERE, IT UNLOCKS IT AND PULL EVERYTHING OUT AND THEN YOU GO OFF AND PADDLE AND WHEN YOUR TIME IS DONE, AND YOU KNOW, I'M NOT EXACTLY SURE IF IT PRO RIGHTS IF YOU GO 35 MINUTES ON THAT WE'RE LOOKING AT THE TECHNOLOGY OF THIS WORKS WELL, WE'RE THINKING ABOUT DEPLOYING IN OTHER PARTS OF OUR PARKS SYSTEM SO THAT THE TECHNOLOGY IS BASICALLY IN THE LOCKING AND UNLOCKING NOT NECESSARILY WHAT'S INSIDE OF IT. SO IT COMES TO MAYBE PUTTING I HATE TO SAY PICKLEBALL NETS INSIDE THEIR PICKUP ALL EQUIPMENT. WE COULD DO THAT AT LOCATIONS JUST MAYBE JUST BOND GAME ACTIVITIES THAT YOU COULD RUN. IT FITS A CHESSBOARD. OR WE HAVE A PING PONG TABLE OUT THERE. YOU CAN RENT THAT EQUIPMENT FOR THAT TIME. SO THEY HAVE TOLD ME THAT THEY ARE TRYING TO LAUNCH A MOUNTAIN BIKE RENTAL. I SAID, WELL, I'VE GOT A I'VE GOT A PLACE FOR YOU FOR THAT. SO WE'RE GOING TO SEE HOW THIS WORKS OUT AND THEN MAYBE TALK TO HIM ABOUT THAT FOR A PARK. ANYBODY HAVE ANY THANK YOU. THANK YOU. OH GIVE IT BACK UP AND GO BACK TO 23-0778 CHANCE HAS MADE IT SO THANK YOU. FOR BEING SO COMMITTED AND GETTING HERE. THANK YOU. DO YOU MIND PULLING IT UP, LINDA. GOOD MORNING CHANCE. MILLER, ACCOUNTING MANAGER. ALRIGHT SO THIS WAS A QUIET MONTH BEFORE I GO INTO IT. I WANT TO NOTE THAT THIS MONTH THAT WE'RE CURRENTLY IN AS OUR LAST MONTH OF THE FISCAL YEAR. SO HOW THE PROCESS WORKS IS ALL BECOMING NEXT MONTH WITH A PRELIMINARY YEAR AND FINANCIALS. IT TAKES US ABOUT TWO YEARS OR TWO MONTHS TO CLOSE OUT. WE HAVE TO WAIT TILL THE LAST SALES TAX COMES IN. WE HAVE TO HAVE OUR AUDITORS MAKE A COUPLE ADJUSTMENTS AND THEN I'LL COME BACK TO YOU ALL ABOUT TWO OR THREE MONTHS OF THE FINAL PHYSICAL YOU'RE 23. BUT THIS MONTH, RIGHT HERE WE'RE TALKING ABOUT IS AUGUST WHICH IS OUR 11TH MONTH OF THE PHYSICAL YEAR. IT WAS A FAIRLY QUIET MONTH WE HAD A LITTLE OVER 2 MILLION IN SALES, TAX REVENUE INTEREST INCOME OF CLOSE TO 200,000 OTHER CAPITAL CONTRIBUTIONS OF AROUND 100 AND 30,000. SO TOTAL REVENUE FOR THE MONTH OF AUGUST WAS A LITTLE OVER 2.4 MILLION. IN REGARDS TO EXPENDITURES LIKE SETTLES A FAIRLY QUIET MONTH. OPERATIONAL WE HAD ABOUT 52,000 EXPENSES. IN REGARDS TO PROJECTS . WE HAD 132,000. AND THEN WE HAD SOME NON DEPARTMENTAL SELF.

THE PARK CONSTRUCTION FUND WAS PROBABLY THE BIGGEST ONE, WHICH WAS A LITTLE OVER 200,000 FOR THE MONTH OF AUGUST. WE CAN MOVE ON AND SEE IF I CAN DO IT. RIGHT? ALL RIGHT. AUGUST SALES TAXES SUPPLIES TO THE MONTH OF JULY, UM, CELLS MADE IN JULY AND SEE ARE SISTER CITIES HAD DECREASES FOR THIS MONTH, BUT WE HAD A 4.9% INCREASE. ALLEN SAW 1.7% DECREASE. FRISK US ON 8.0% DECREASE IN PLANO. SOLID 3.1% DECREASE. I'M NOT EXACTLY SURE. WHY ARE SISTER CITIES SALT DECREASES? I HAVE INQUIRIES UP TO THEM JUST RIDING INSIDE. SOMETIMES THEY DO SOMETIMES THEY DON'T. UM BUT LOOKING AT OURS ARE TRUE INCREASES CLOSER TO 6% WE HAD AN AUDIT COLLECTION THAT PULLED OURS DOWN A LITTLE BIT, BUT, UM YEAH, THE INFORMATION I SEE FOR SISTER CITIES. IT'S LIMITED SO I CAN'T REALLY TELL WHY THEY ALL SAW DECREASES. BUT IF I'M LOOKING AT HERE TODAY, YOU CAN SEE THAT MCKINNEY, FRISCO AND PLANO OR TRAINING IN THE SIMILAR DIRECTION. WE'RE AT 6.2. FRESCOES AT 6.2% PLANO'S AT 6.8% BALANCE A LITTLE BIT AHEAD . LIKE I SAID, IF YOU TURN THAT OUT OVER TWO YEARS, ALL THROUGH ALL FOUR OF US ARE REALLY CLOSE TOGETHER WITHIN ABOUT 0.6% SO, UM, LOOKS LIKE SOME MONTHS. YOU KNOW, SOME WILL DO A LITTLE BETTER. AND SO WE'LL DO A LITTLE WORSE, BUT OVERALL, THE TRENDS KIND OF EVEN ITSELF OUT. LOOKING AT THE SALES TAX BY INDUSTRY.

THERE'S REALLY NOTHING TO NOTE. YOU CAN SEE UTILITIES WENT DOWN 13% A LOT OF OUR UTILITY COMPANIES IN THE CITY WENT TO QUARTERLY PAYMENTS. SO IN SEPTEMBER, WE'LL GET A BIGGER CHUNK THAN WE DID LAST YEAR. SO UM, WE'RE STILL TRENDING IN THE RIGHT DIRECTION. THEIR WHOLESALE TRADE. WE'VE HAD SOME BIG MONTHS, SOME LOWER MONTHS, BUT OVERALL, WE'RE ABOUT 11% ON THE YEAR THERE, SO I'M NOT TOO WORRIED ABOUT WHOLESALE TRADE. RETAIL TRADE. YOU CAN SEE WE ONLY HAD 1% INCREASE LAST MONTH. WE HAD CLOSE TO 12% INCREASE, THOUGH, AND IF I'M LOOKING AT NEXT MONTH, WE GO BACK OVER THE DOUBLE DIGIT MARK. SO OH, NO, I DON'T REALLY HAVE ANYTHING TO NOTE THAT ANYTHING THAT WORRIES ME OR ANYTHING. I'M SEEING US TREND, AND NOW IT'S BEEN ALMOST A YEAR NOW TRENDING AT THE 6 7% SO IT SEEMS LIKE A GOOD NUMBER TO BE GOING OFF MOVING FORWARD.

WE'RE ON TRACK TO HIT BUDGET NUMBER, AND IT LOOKS LIKE A GOOD NUMBER TO BE BUDGETED FOR THE NEXT FISCAL YEAR AS WELL AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS. THANK YOU SO MUCH

[President’s Report]

TO CONSIDER DISCUSSED ACT ON A RETAIL DEVELOPMENT INFRASTRUCTURE GRANT APPLICATIONS SUBMITTED BY COCKTAIL CREAMERY OR AT 23-06 IN THE AMOUNT OF UP TO 10,812. FOR THE PURCHASE AND INSTALLATION OF A GREASE TRAP REQUIRED FOR FULL OPERATION. AT THEIR LOCATION AT 205, EAST VIRGINIA MCKINNEY TOTAL REQUESTED AMOUNT IS 75% OF TOTAL PROJECT COSTS WOULD FIRST LIKE TO SAY THANK YOU TO THE RETAIL INFRASTRUCTURE SUBCOMMITTEE MADE MARY JOY AND DAVID RACHET FOR THEIR DUE DILIGENCE AND REVIEWING THE GRANT APPLICATION IN DETAIL, SO THANK YOU VERY MUCH. YOUR REVIEW . YOUR COMMENTS ARE VERY VALUABLE TO MAKING THIS PARTICULAR PROJECT. YOU KNOW, WE'RE GROWING AND WE'RE SEEING MORE APPLICATIONS COME OUT OF IT BECAUSE OF THE INPUT THAT EVERYONE HAS BROUGHT FORTH OVER THE YEARS. SO NOW AND DAVID RACHET WILL MAKE AND REPORT AND MAKE A MOTION ON BEHALF OF THE SUB COMMUNITY. FIRST OF ALL, THANK YOU, MADAM CHAIR AND THANK YOU FOR THE COCKTAIL CREAMERY WHEN THEY PRESENTED LAST MONTH, COMMITTEE AND BOARD HAD A LOT OF QUESTIONS AND THANK YOU VERY MUCH FOR BEING SO DILIGENT IN GETTING THOSE ANSWERS BACK TO US PRETTY MUCH THAT SAME DAY YOU GOT IT BACK TO US. SO WE DID RECEIVE THE ACTUAL INFORMATION FROM THE APPLICANT. I ANSWER YOUR QUESTIONS, AND WE BELIEVE IN THE SUBCOMMITTEE NOW REACHED A CONSENSUS VIA EMAIL THAT WE'RE RECOMMENDING A FULL FUNDING OF THIS GRANT AND THE MOUNTAIN OF $5812.50. I GET A SECOND. 2ND 2ND. MOTION MADE BY DAVID SECOND VIRTUAL. NO. YES. MOTION PASSES. THANK YOU, AND I DO WANT TO SAY TIFFANY WHIPPING FAMILY ESTATE DID EXTEND THE TEXT AND APOLOGIZE FOR NOT BEING ABLE TO ATTEND. BUT SHE DID. WHAT SHE PROVIDED WAS JUST A KIND OF UPDATE WITH PICTURES AND YOU'RE ABLE TO SEE THAT IN THE AGENDA OF THE WORK THAT WAS DONE WITH THE RETAIL DEVELOPMENT. UM GRANT, SO THANK YOU. WE'RE AT PUBLIC COMMENTS. DO WE HAVE ANY PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA. ANY BOARD COMMENTS. I THINK WE'VE SAID THEM ALL. I HAD ONE

[BOARD COMMENTS]

OBSERVATION. OKAY MADAM CHAIR, THERE WILL BE A FALL FESTIVAL OCTOBER, THE SEVENTH AT OLD SETTLERS, WHICH WILL INVOLVE THE LEGACY NEIGHBORHOODS. EVERYONE TO COME OUT FOR THAT, AND I

[00:45:04]

BELIEVE IT BEGINS EARLY MORNING 11 UNTIL ABOUT THREE OR FOUR O'CLOCK. SO AGAIN OLD SETTLERS FESTIVAL WITH THE LEGACY NEIGHBORHOODS. MADAM CHAIR. I WANTED TO MAKE ONE SHORT COMMENT. WE'VE BEEN TALKING ABOUT THE DIA DE LOS MARTOS FESTIVAL. UM, AND SIGNS FOR THAT. THIS YEAR. THEY ARE ADDING A FIVE K RUN PARTICULARLY EXCITED ABOUT IT. UM WHAT? OH, YEAH, I'M RUNNING IT. IT'S IMPOSSIBLE FOR A FIVE K TO BE CLOSER TO MY HOUSE, THEN THIS ONE, SO I AM DEFINITELY RUNNING IT. I'M EXCITED TO SEE THAT. THEY ADDED THAT, UM AND SO I ENCOURAGE EVERYONE. I ENCOURAGE ALL OF YOU TO JOIN ME AT THE FINISH LINE. YOU DO THAT YOU CAN WALK A FIVE K 45 MINUTES. COULD YOU HAVE BEEN CHALLENGED? EVERYONE HAS BEEN CHALLENGED TO WALK THE FIVE CAKES, INCLUDING OUR CITY MANAGER, MR GRIMES? YES. HE'S JUST IGNORING YOU RIGHT NOW. I HOPE HE RUNS IT WITH ME. WE CAN RUN IT TOGETHER THE TRAIL GO TO THE BLIND WALK.

AND ONE THING I JUST SO ANYONE THAT HAS GONE OVER TO A LOT OF LATIN DETAIL THEY YOU CAN BUY A BRICK AND I DIDN'T REALLY BECAUSE I WOULDN'T. I SOUGHT THAT REALLY AMAZING. SO YOU CAN DO IT PERSONALLY. AS INDIVIDUALS AS FAMILIES. YOU CAN DO THEM AS ORGANIZATIONS. AND SO THAT'S GOING TO BE PART OF THE FABRIC. OF THAT OVER THERE, SO I JUST ENCOURAGE THAT IF YOU DO IT AS A FAMILY PERSONALLY TO DEFINITELY BY BRICK, BECAUSE IT IS JUST REPRESENTATION OF MCKINNEY. WHAT I SAW OVER THERE ALREADY WAS REALLY AMAZING OF THOSE THAT HAVE ALREADY PURCHASED A BRICK.

SO THANK YOU TO THOSE THAT ALREADY HAVE, AND I ENCOURAGE EVERYONE TO PLEASE SUPPORT THAT.

THE PLANS THAT I'VE HEARD THAT THEY'RE GOING TO DO WITH IT, PUT THE PERGOLA AND HAVE IT. IT'S GOING TO BE AN AREA WHERE THE CHILDREN CAN COME AND AFTER SCHOOL, THEY'RE GOING TO HAVE WIFI TO BE ABLE TO. I JUST THINK IT'S REALLY GOING TO BE A VALUE ADD TO THAT COMMUNITY IN THAT INFRASTRUCTURE OVER THERE. I HAD ONE THING. UM ONE IMPORTANT THING THAT A LOT OF T AND DATA IS DOING IS PROVIDING HEALTHY SNACKS FOR KIDS. AFTER SCHOOL. THE WEB ELEMENTARY KIDS ARE COMING BY SO THEY ARE, UM, OPEN AND WILLING TO ACCEPTING CONTRIBUTIONS OF HEALTHY SNACKS FOR THOSE KIDS. SO IF YOU'RE MAKING A RUN TO SAM'S OR COSTCO OR HDB, THINK ABOUT THEM THEY WON'T TURN IT DOWN AND BUILD DOWN. DON'T TAKE THE SNICKERS AND TWIX OPEN TO BRING THOSE TO ME. BUT ELEMENTARY. THAT'S THE HEALTHIEST MATT. GREAT. SO NOW WE WERE GOING TO THE EXECUTIVE

[EXECUTIVE SESSION]
