THIS IS JUST GOING TO BE OUR STARTER, WHICH IS GOING TO BE DUTIES AND RESPONSIBILITIES OF A PLANNING COMMISSION, ESPECIALLY PLANNING COMMISSION IN CITY OF MCKINNEY. SO WE'RE REALLY EXCITED. THIS IS GOING TO BE ZONING RECOMMENDATIONS, WHICH DOES COME FROM TEXAS LOCAL GOVERNMENT CODE TO 11. THAT'S THE AUTHORITY IN WHICH THE STATE GRANTS US THE ABILITY TO HAVE ZONING WITHIN CITIES AND SO PLANNING AND ZONING. Y'ALL WILL BE THE RECOMMENDATION BODY FOR ALL OF ZONING RECOMMENDATIONS, AND THEN CITY COUNCIL IS GOING TO BE THAT FINAL APPROVAL. SPECIFIC USE PERMITS IS A ZONING PERMIT. SOMETIMES IT CAN BE KIND OF LIKE ZONING LIGHT. AND SO IT'S GOING TO BE WHENEVER THERE'S CERTAIN TYPES OF LAND USES THAT ARE NOT PERMITTED BY RIGHT AND ARE GOING TO NEED THAT SPECIAL CONSIDERATION THAT Y'ALL AND CITY COUNCIL NEED TO BE TAKING FOR A WIDER RANGE OF LAND USES WITHIN A ZONING DISTRICT. AND SO THAT'S GOING TO BE YOUR CAR WASHES THAT'S GOING TO BE VEHICLE REPAIR. ALSO KNOWN WILL COMMONLY REFER TO IT AS M. T C. THAT'S GOING TO BE JUST ABOUT EVERYTHING IN THE DOWNTOWN. AND IF YOU'RE DEVELOPING IN THE DOWNTOWN, YOU'RE PROBABLY GOING TO HAVE A DESIGN EXCEPTION JUST BECAUSE THERE'S QUITE A FEW FORM BASED REQUIREMENTS THAT YOU'RE GONNA HAVE TO HIT. FINALLY IT'S GOING TO BE THE ORDINANCE AMENDMENTS. THAT'S GOING TO BE ANY TIME THAT THE CITY IS GOING TO BE INITIATING CHANGES TO CHAPTER 1 50 AK UNIFIED DEVELOPMENT CODE, AND SO THIS IS GOING TO BE ANYTHING FOR ZONING SUBDIVISION, TREE PRESERVATION SIGNS, LIGHTING FENCES OR STORM WATER. SO ANY TIME THAT WE ARE MAKING A LARGE CHANGE THAT'S GOING TO BE A FULL ON ITS ORDINANCE AMENDMENT FOR Y'ALL.

AGAIN YOU ALL WOULD BE THE RECOMMENDATION BODY AND NOT THE FINAL APPROVAL THAT'S GOING TO AGAIN GO TO CITY COUNCIL. SO THAT WAS A LOT OF THE DIFFERENT THINGS THAT YOU'LL GET TO DO.

BUT WHAT ARE YOUR DUTIES AND RESPONSIBILITIES AS A PLANNING AND ZONING SO THE STATE OF TEXAS UNDER 2 11.07 DOES DICTATE THAT THE CITY OF MCKINNEY IS AUTHORIZED TO APPOINT A ZONING COMMISSION, WHICH IS WHY WE ARE HERE. SO IT'S A RECOMMENDATION BODY FOR ALL OUR ZONING DISTRICTS, ESPECIALLY TO HELP MAKE SURE THAT THERE'S APPROPRIATE ZONING REGULATIONS FOR EACH OF THOSE DISTRICTS. UM ZONING REGULATIONS OR TO JUST MAKE SURE THAT WE HAVE THE CREATION OF SAFE, EFFICIENT AND ORDERLY DEVELOPMENT WITHIN THE CITY. AND SO THAT IS DEFINITELY WHY HAVING THIS RECOMMENDATION BODY IS SO IMPORTANT BECAUSE WE ARE GETTING THAT TWO SETS OF EYES ON IT. YOU WILL BE ABLE TO TAKE A LOOK FROM A RECOMMENDATION STANDPOINT, AND THE CITY COUNCIL WILL BE ABLE TO TAKE A LOOK FROM A FINAL APPROVAL STANDPOINT. UH ADDITIONALLY, AS MOST OF YOU ALL ARE WELL AWARE, PLANNING AND ZONING COMMISSION IS REQUIRED TO ADHERE AND COMPLY WITH OUR OPEN MEETINGS ACT, SO THAT'S TO ENSURE THAT EVERYTHING THAT THE CITY IS DOING IS TRANSPARENT, THAT IT'S OPEN AND THAT WE ARE BEING HELD ACCOUNTABLE TO THE PUBLIC SO THAT THEY ARE ABLE TO SEE EXACTLY WHAT WE'RE PRO POST CHANGES DIFFERENT KIND OF ZONING CHANGES. THAT'S GOING TO BE THE MUNICIPAL ZONING AUTHORITY THAT THE STATE GRANTS TO THE CITIES AND THIS GRANTS MUNICIPALITIES THE AUTHORITY TO ADOPT ZONING ORDINANCES, AND THAT'S GOING TO BE FOR LAND AND BUILDINGS WITHIN THEIR BOUNDARIES. SO THAT'S GONNA BE ZONING THAT HELPS US DO THE SITE PLANNING. UM AND ALL THE INFORMATION ABOVE AND SO BEFORE ADOPTING A ZONING ORDINANCE. WE ACTUALLY HOLD TWO PUBLIC HEARINGS. Y'ALL ARE ONE OF THEM. SO WITH THAT PUBLIC HEARING AT PLANNING AND ZONING AND THEN ONE AT CITY COUNCIL, THIS GIVES THE RESIDENTS THE OPPORTUNITY TO COME IN TO BE ABLE TO HAVE THE DIFFERENT QUESTIONS THAT THEY MAY HAVE, ESPECIALLY SINCE SOMETIMES THE SIGNS WILL GO UP AND THEY'RE NOT QUITE SURE WHAT'S HAPPENING.
