[JOINT MEETING CALL TO ORDER]
[00:00:07]
AFTERNOON. TODAY IS TUESDAY, OCTOBER 24TH YEAR, 2023. IT IS THE DAY AFTER THE TEXAS RANGERS WON THE SEVENTH GAME TO GO TO THE WORLD SERIES. YES, SIR. THAT'S IT. NO OTHER RESPONSE THAN THAT, OKAY? I MEAN, WE ADJOURNED. YES WE ADJOURNED TO BE READY FOR THE GAME ON. WAS IT FRIDAY? I GUESS. IT IS 402 IN THE AFTERNOON. WE'RE IN COUNCIL CHAMBERS TO 22 NORTH TENNESSEE STREET, THE GREAT CITY OF MCKINNEY. I AM CALLING OUR MEETING CITY COUNCIL TO ORDER IF YOU WOULD DO THE SAME. THANK YOU. LIKEWISE WE APPRECIATE BEING HERE TODAY WE ARE THE MCKINNEY ECONOMIC INC AND AT THIS TIME WE WILL ALSO CALL ARMY TO TOWARD. DO WE HAVE ANYBODY
[JOINT MEETING AGENDA ITEMS]
THAT SENATE FOR PUBLIC COMMENTS? WE DO NOT. WE WILL MOVE RIGHT TO OUR JOINT MEETING AGENDA ITEMS. UM. THE FIRST WILL BE A SUMMARY IN OUR VIEW UPDATE ON VARIOUS CITY AND PROJECTS AND INITIATIVES, BUT JUST AN OVERVIEW FIRST, MR KOWSKI PRESIDENT. GOOD AFTERNOON, EVERYBODY. LOOK AT THIS DIALED UP HERE. THEY SHOULD BE THE FIRST ONE TOP ONE. I LIKE TO POINT OUT TO WEARING A PINK TIE, WHICH IS VERY ADMIRABLE, RESPECTFUL. I KNOW WHY YOU'RE DOING IT. THANK YOU, SIR. THANK YOU ASHAMED THAT I HAVE NOT RECIPROCATED. AND SUPPORT AS I SHOULD YOU WANT TO SAY THAT? BUT YOU KNOW, I OWN IT CALLED MYSELF OUT. I'LL KICK UP WITH SOME OPENING COMMENTS. THIS IS PART OF OUR QUARTERLY UPDATES WILL HAVE M E. D. C AND CITY COUNCIL TO CHECK IN AND SEE HOW THINGS ARE GOING TO MAKE SURE WE'RE ON THE SAME PAGE IN TERMS OF PROJECTS GOING ON STRATEGIES AND SO ON TONIGHT OR THIS AFTERNOON, I'LL KICK OFF WITH SOME HIGH LEVEL OVERVIEWS. AND THEN, OF COURSE, OUR COLLEAGUES. HERE TONIGHT WILL SPEAK ABOUT SOME SPECIFIC PROJECTS THAT I THINK KIND OF FEED INTO, IF NOT LINE WITH ME. DCS OVERALL, UM, AGENDA AND PURPOSE AND MISSION. PERFECT. SO BASICALLY, HERE'S OUR OBJECTIVES ONCE YOU'RE HERE FOR ME TONIGHT IS ABOUT YOU KNOW , STRATEGY ALIGNMENT, SOMETHING THAT I'VE BEEN HEARING A LOT FROM MY TEAM AND MY INTERVIEWS WITH PEOPLE AND TALKING TO OUR STAKEHOLDERS, SO THAT'S SOMETHING YOU'LL SEE MORE AND MORE COMING OUT OF MY MOUTH AS WE PROGRESS OVER TONIGHT AND THE COMING MONTHS. THIS GRAPHIC YOU'VE SEEN QUITE A BIT. IT SHOWS HOW THE CITY AND WORK TOGETHER. HOW WE HAVE A UNIFIED MISSION. HOWEVER WE HAVE SEPARATE DUTIES THAT WE MUST ADDRESS ALL THE TIME. HERE'S WHERE WE'RE GONNA START. 2040 PLAN. WE HAVE GUIDING PRINCIPLES . THIS SETS THE TONE FOR HOW WE WILL DEVELOP AS A CITY OVERALL, THIS SHOULD BE THE JUMPING OFF POINT THAT WE ALL WORK TOGETHER AS WE ALIGN OUR CORE MISSION STRATEGIES, DIVERSITY, ASSETS, PLACES AND INVESTMENTS. BUILT ON TOP OF THAT IS CHAPTER FIVE OF THE DOCUMENT AS A WHOLE STRATEGY FOR ECONOMIC DEVELOPMENT. WE HAD TO MAKE SURE TOUCHING THAT AND LOOKING AT THAT AS OUR NORTH STAR TALKS ABOUT THESE DIFFERENT QUALITIES HERE MONTH UNPACK THEM RIGHT NOW, BUT I JUST WANT TO AFFIRM IF NOT SPOTLIGHT THAT THESE THESE THIS WORK HAS BEEN DONE. WE NEED TO GO BACK DOWN AND GET THAT STOP AND USE IT TO MOTIVATE US TO KEEP DOING GREAT WORK. YOUR STRATEGIES ARE PUT TOGETHER EACH YEAR. WE USE THOSE TO SPRINGBOARD INTO OURS. AND THESE ARE 2023 STRATEGIES THAT WE HAVE ADOPTED, OR AT LEAST WE'RE AIMING TOWARD. OVER THE COMING MONTHS. AS I SAID, WE'RE GOING TO WORK AS A TEAM TO DRAW A STRAIGHT LINE THROUGH OUR STRATEGIES THROUGH CITY COUNCIL TO THE COMPLAINT. THAT'S VERY IMPORTANT TO ALL OF US. WE JUST WANT TO ANNOUNCE THAT TONIGHT.THAT'S OUR AGENDA. GOING FORWARD. MCCAIN SEEING ROBUST GROWTH OVERALL SINGLE FAMILY, RESIDENTIAL AND NONRESIDENTIAL ARE ARE JUST ACROSS THE BOARD, GROWING AND GROWING. COULD ALSO MR QUINTON, HIS TEAM FOR ENERGY THEY'RE PUTTING INTO THIS TYPE OF ACTIVITY. AND THEN THIS IS A GRAPHIC OF ALL THE DOTS ON THE MAP WHERE STUFF IS HAPPENING. I THINK WE ALL AGREE HERE THAT WE'RE GONNA START SEEING MORE STUFF FROM NORTH OF 3 80 AS THE YEARS PROGRESS. AND WHAT DOES THAT LOOK LIKE? WHAT IS M E? D. C S ROLE IN THAT ENERGY UP NORTH AND HOW DO WE GET INVOLVED? THIS IS A GRAPHIC THAT MY PARTNER, MR MICHAEL TALLY GAVE ME AND I REALLY LIKE IT A LOT. THAT CENTER LINE IN THIS GRAPHIC THAT MORE INTENSE BLUE IS KAREN COUNTY TO THE LEFT IS THAT IS ALL THE COUNTIES IN THE COUNTRY KIND OF FEEDING INTO COLLIN COUNTY. AND THEN WHEN PEOPLE LEAVE WHEN THEY LEAVE OUR COUNTY AND YOU'LL SEE WHERE PEOPLE ARE COMING FROM CALIFORNIA, ILLINOIS , ARIZONA AND SO FORTH. THAT'S THE. THAT'S OUR POPULATION. THAT'S WE'RE TRYING TO ADDRESS
[00:05:02]
AND TO SERVE AS A COLLECTIVE BODY HERE. VERY INTERESTING GRAPHIC TO REMIND US OF THAT.THIS IS A SNAPSHOT OR DASHBOARD THAT WE USE QUITE OFTEN WITH OUR CDC TO SHOW HIM WHAT'S GOING ON.
UM, WE'RE DOING A TON OF STUFF ACROSS THE BOARD, I WILL SAY AS THE NEW PRESIDENT OF THE ORGANIZATION, I WAS UNAWARE OF HOW MUCH THE GROUP IS DOING IS VERY, VERY IMPRESSIVE. I'M VERY PROUD OF THE TEAM EVERY SINGLE DAY FOR WHAT THEY'RE DOING TO PROMOTE PROMOTE THE MCKINNEY BRAND ACROSS THE NATION. THIS DOES NO JUSTICE TO IT AT ALL. GREAT WAY TO SUMMARIZE ON THE ACTIVITIES THAT'S HAPPENING. I WILL POINT OUT THAT WE HAVE 31 ACTIVE PIPELINE PROJECTS THAT COULD YIELD AN INVESTMENT OF MULTIPLE BILLIONS OF DOLLARS. AND THAT'S BECAUSE MCKINNEY IS A GREAT PLACE TO LIVE AND WORK AND PLAY. WE DO HAVE AN INNOVATION FUND. IF THERE'S ONE THING THAT WE'RE DOING THAT IS CERTAINLY THE ENVY OF OUR SISTER CITIES AND BEYOND. IS THIS VERY PROGRAM . THIS IS A WAY TO INSPIRE STARTUPS TO CHOOSE MCKINNEY AS YOUR FIRST PLACE TO PLANT THEIR FLAG. AND WHAT WE DO. IN FACT, WE FUND THOSE GROUPS THAT ARE $50,000 GRANT. THAT ALLOWS HIM TO GET KICKED OFF. WE HAVE REQUIREMENTS ABOUT BEING IN MCKINNEY FOR THREE YEARS. AND YOU KNOW, IT'S REALLY YIELDING SOME GREAT RESULTS. WE'RE TARGETING TECHNOLOGY. THAT'S A BIG BIG THING WITH STARTUPS OVERALL. AND THIS IS MY LAST LINE IMPACT. JUST A SNAPSHOT OF THE SUCCESS THAT WE'RE SEEING WITH THAT 41 STARTUPS HAVE BEEN GONE THROUGH THE PROCESS.
POTENTIALLY OVER 600 JOBS YIELDED FROM THAT. AND SO ON AND SO FORTH. OUR MISSION IS TO FIND A UNICORN COMPANIES ARE GROWING TO A BILLION DOLLAR COMPANY. AND WE LOVE FOR MCCAIN TO BE PART OF THAT STORY ON DAY ONE AND TO GROW THAT THAT NETWORK OF BUSINESS OWNERS AND SO ON HERE IN MCKINNEY UM, JOINING ME NOW WILL BE CITY MCKINNEY, TALKING ABOUT SOME PROJECTS AND WHATNOT.
JUST SOME NOTES ON THAT BEFORE THEY DO THAT. GARY GRANDMA TALKED ABOUT TRANSPORTATION.
WE'RE GONNA COME BACK TO THE IMMEDIACY AND POTENTIALLY THIS GROUP WITH AN UPDATE ON OUR PARTNERSHIP AND ECONOMIC DEVELOPMENT RELATED INFRASTRUCTURE WORK, THE ROADWORK SUPPORT WORK. WE'LL UNPACK THAT AGAIN. TWO MORE DETAIL IN THE FUTURE, BUT GARY WILL GIVE AN OVERVIEW OF EVERYTHING THERE. BARRY WAS SPEAKING ABOUT THE AIRPORT TREVOR THE BAND AND CAME OUT, TALKED ABOUT THE HIGHWAY FIVE IMPROVEMENTS AND SOME OTHER ITEMS AS WELL. SO THAT MISSING THANKS, MAN. GOOD AFTERNOON MAYOR COUNCIL. GOOD AFTERNOON.
BDC BOARD. GOOD TO SEE YOU ALL AND I'M GOING TO GIVE JUST A LITTLE FLAVOR SAMPLE OF A FEW CITY PROJECTS, AND THEN I'M GONNA PASS IT ON TO OUR COLLEAGUES. I'M GOING TO MOVE PRETTY QUICKLY WITH THIS. IT'S VERY SUMMARIZED VERY HIGH LEVEL BUT KNOW THAT THERE'S A LOT MORE INFORMATION ON OUR WEBSITE AND ALSO AVAILABLE VIA COUNCIL VIDEOS, ETCETERA AND ALWAYS HAPPY TO ANSWER QUESTIONS. LET'S START WITH STATE HIGHWAY FIVE TEXT THAT HAS BEEN WORKING AND PLANNING FOR THE RECONSTRUCTION OF STATE HIGHWAY FIVE FOR SOME TIME, MANY YEARS, IN FACT, AND WE ARE GETTING CLOSER AND CLOSER RIGHT NOW, THE PROJECT COULD BE LIKE AS EARLY AS 2025. THEY'RE THINKING OF DOING THAT IN TWO DIFFERENT SEGMENTS ALL ALONG THE WAY PEDESTRIAN CONNECTIVITY, PARTICULARLY IN THE DOWNTOWN AND THE AREAS NORTH AND SOUTH OF THE DOWNTOWN. ANY CONSIDERATION, AND WE HAD TALKED TO TEXT THAT EARLY ON ABOUT TAKING PART OF THE ROAD OFF SYSTEM FOR PEDESTRIAN IMPROVEMENTS. THAT WENT TO A NEW LEVEL IN 2021 WHEN WE WERE TALKING TO THE COUNCIL ABOUT CULTURAL DISTRICT PLACE, MAKING AN OPEN SPACE AND CONNECTING COMMUNITIES AND IN A MEETING IN 2021 COUNCIL ASKED US TO LOOK AT A BOULDER BIGGER WAY TO REALLY CONNECT THE TWO NEIGHBORHOODS THAT KICKED OFF A FEASIBILITY STUDY THAT WE'VE BEEN WORKING ON FOR THE LAST TWO YEARS. TO SAY, IS THERE A WAY WE CAN ACTUALLY PROVIDE A LITERAL CONNECTION ROOTED IN OPEN SPACE THAT ALLOWS PEDESTRIANS TO CROSS HIGHWAY FIVE WITHOUT INTERACTING WITH A VEHICLE. THE FEASIBILITY STUDY CAME UP WITH THREE OPTIONS, AND EARLIER THIS YEAR, THE COUNCIL DIRECTED US TO MOVE FORWARD WITH EXPLORING THE LOWER FIVE PLAZA OPTION. PREVIOUSLY KNOWN AS INVERTED DECK PARK. I MENTIONED THAT THERE'S A LOT MORE INFORMATION ON THIS. THIS IS A REFERENCE LINE ONLY JUST SO YOU CAN SEE VERY QUICKLY THAT YOU CAN TAKE A LOOK AT ANY OF THESE DATES, WATCH ANY OF THE VIDEOS OR SEE ANY OF THE AGENDAS. LET'S TALK A LITTLE BIT ABOUT SOME OF THE REASONS WHY THE COUNCIL SELECTED THE LOWER FIVE PLAZA. WE HAD THREE DIFFERENT OPTIONS. WE HAD DEC PARK OVER THE ROAD.
WE HAD PARK UNDERNEATH, AND WE ALSO HAD AN AT GRADE OPTION. UM THIS STUDY OBJECTIVE IN THE COUNCIL DIRECTIVE, EVEN IN 2021 WAS TO REALLY LOOK AT A WAY TO KIND OF STITCH THESE NEIGHBORHOODS TOGETHER AND PROVIDE A VERY LITERAL CROSSING, WHERE PEDESTRIANS DIDN'T HAVE TO
[00:10:04]
INTERACT WITH CARS. THE GRADE SEPARATED OPTIONS STILL REQUIRED PEDESTRIAN INTERACTION WITH CARS . THERE WAS ALSO PROPERTY ACQUISITION THE DEBT PARK THAT WENT ABOVE THE ROAD PROVIDED AN OPEN SPACE THAT CONNECTED AREAS THAT GRADE BUT THE ROAD GOING BELOW THAT WOULD REQUIRE THE ACQUISITION OF SOMETHING. IN LIKE 27 DIFFERENT PROPERTIES. AND IT ALSO LIMITED EAST WEST CONNECTION NORTH AND SOUTH. FINALLY FUNDING AND COST. WE'RE VERY THANKFUL TO THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS. THEY HAVE AGREED TO PARTNER WITH US, AND SOME COSTS THINGS FOR THIS, AND THE LOWER FIVE PLAZA IS A LITTLE LESS THAN THE DECK PARK. SO BEING A CONSCIOUS CONSUMER OF PRICE THAT COG DOLLARS GO A LOT FURTHER WITH THE LOWER FIVE PLAZA.OPTION. SO WHAT DOES THAT LOOK LIKE? I'LL SPEND A FEW SLIDES JUST KIND OF SHARING THIS INFORMATION. AND WHAT YOU'RE SEEING ON THIS SLIDE IS A RENDERING AND YOU SEE THAT STATE HIGHWAY FIVE IS AT THE GRADE. IT IS TODAY, BUT ON EITHER SIDE TO THE EAST AND WEST, THERE ARE OPEN SPACES. THOSE OPEN SPACES ARE ACTUALLY DEPRESSED IN THE GROUND, 12, PLUS FEET ACTUALLY.
AND I WANT TO BE VERY CLEAR AND INTENTIONAL THAT THE IDEA HERE IS THAT WE DON'T HAVE TO PLAZAS THAT ARE CONNECTED BY A PEDESTRIAN TUNNEL. IN FACT, THAT WAS A CORE COMPONENT OF EVEN EXPLORING THIS OPTION. THIS IS A CONTINUAL PARK, AND WHAT'S ACTUALLY HAPPENING HERE IS STATE HIGHWAY FIVE. THERE'S ACTUALLY A BRIDGE AND THE PARK WOULD BE UNDERNEATH THE BRIDGE. THIS IS A TOUGH CONCEPT. WE DON'T SEE A LOT OF THESE SORT OF LOWER FIVE PLAZA TYPE THINGS IN THE COUNTRY , RIGHT? WE WERE FAMILIAR WITH THE DEAD PARK. WE'VE PROBABLY SEEN SOME SUNKEN PLAZAS HERE AND THERE. BUT THE CONNECTION UNDERNEATH IS NOT SOMETHING THAT YOU SEE A LOT AND WE RECOGNIZE THAT WE DO HAVE A LOCAL COMPARABLE THAT CAN GIVE A GOOD FEEL FOR SCALE AND THAT IS A GRAND SCAPE. AND THAT IS THE PICTURES SHOWN HERE. IF YOU HAVEN'T BEEN THERE, THAT WE'RE NOT DOING THE EXACT SAME THING, BUT IT GIVES YOU A FEEL FOR THE SPACE AND THE ONE THING I REALLY WANT TO POINT OUT AGAIN. I MENTIONED THESE AREN'T TWO SPACES CONNECTED BY A PEDESTRIAN TUNNEL. THIS IS REALLY A ROOM. THIS IS AN OUTDOOR ROOM THAT HAS A CANOPY OVER IT AND CAN BE FILLED WITH AMENITIES AND FEATURES. AND IN FACT, THAT'S VERY IMPORTANT FOR US BECAUSE WE KNOW THAT THE SUCCESS OF THIS SPACE IS ROOTED IN THE DESIGN, THE MAINTENANCE, THE PROGRAMMING AND THE AMENITIES AS MENTIONED BEFORE THE LOWER FIVE PLAZA HAS LESS PROPERTY ACQUISITION THAT THAT DECK PART DID. IN FACT, IT IS THERE'S STILL ACQUISITION, BUT IT'S ONLY FIVE COMPARED TO THE 27, AND IT DOESN'T CHANGE THE TRAFFIC PATTERNS GOING EAST AND WEST. AND WE ALSO DON'T NECESSARILY HAVE TO CHANGE ANY OF THE TRAFFIC PATTERNS ON LOUISIANA AND VIRGINIA, AND WE DID HAVE TO DO THAT WITH THE DECK PARK OPTION. THE COST OF THIS PROJECT IS ESTIMATED TO BE BETWEEN $40,000,045 MILLION. THE 25 TO 30 MILLION IS JUST GETTING THE SPACE READY FOR A PARK. SO THAT'S PROPERTY ACQUISITION THAT'S DESIGNED ITS ENGINEERING. IT'S PROBABLY A LITTLE BIT OF DRAINAGE, AND THEN IT'S BUILDING THE BRIDGE AND EXCAVATING THE AREA TO GIVE YOU THAT CANVAS. WE ESTIMATE ANOTHER 15 MILLION WILL GO INTO THE PARK, AND THAT'S AN EXPENSIVE PARK. BUT AS I MENTIONED BEFORE, WE WERE LOOKING AT THIS AS A BEST IN CLASS SCENARIO AGAIN. THESE LOWER CLASSES HAVE TO BE HANDLED VERY SPECIFICALLY AND THOUGHTFULLY TO BE SUCCESSFUL, AND WE WANT TO MAKE SURE THAT THIS IS SUCCESSFUL. WE DO ANTICIPATE ANNUAL OPERATIONS AND MAINTENANCE AND THE 2,000,002 $2.5 MILLION RANGE. AGAIN BECAUSE IT'S IN OUR DOWNTOWN. WE WANTED TO BE ACTIVE. WE WANTED TO BE SAFE AND COMFORTABLE AND REALLY DO WHAT IT'S SUPPOSED TO DO TO CONNECT THE TWO NEIGHBORHOODS. WE AGAIN VERY THANKFUL TO CARD. AS OF NOW THEY HAVE COMMITTED UP TO $30 MILLION REALLY, TO COVER GETTING US TO THE BLANK CANVAS. THAT COULD BE THE PARK. WE ANTICIPATE THERE'S ALSO NO LOCAL MATCH FOR THAT, WHICH IS VERY, UM, VERY UNIQUE.
AND SO WE'RE SUPER LUCKY TO HAVE THAT AND WE ANTICIPATE THE PARK. THE 15 MILLION WILL HAVE TO BE BORNE BY THE CITY OF MCKINNEY, AS WELL AS THE 2 TO $2.5 MILLION. SO WHAT HAPPENS NEXT? WE GOT THE COUNCIL DIRECTION TO MOVE FORWARD, AND WE'RE CURRENTLY COORDINATING WITH COG AND TEXT THAT TO FIGURE OUT THE BEST WAY TO INTEGRATE THIS PROJECT INTO TEXT. THAT'S WORK.
THINGS HAVE BEEN GOING REALLY, REALLY WELL. WE ANTICIPATE A BIGGER CONVERSATION AND UPDATE TO COUNCIL IN 2023 ALSO SUBMITTED THIS PROJECT IN A BUN. A BUNDLE OF OTHER PROJECTS FOR A FEDERAL RECONNECTING COMMUNITIES AND NEIGHBORHOODS GRANT SUBMITTAL SO THAT GRANT IS OUT THERE AND BEING CONSIDERED AS WE SPEAK. ANY QUESTIONS BEFORE I MOVE ON TO DOWNTOWN PROPERTIES ARE FQ. QUIET GROUP GROUP. ALRIGHT, SO CITY HALL IS UNDER CONSTRUCTION WILL MAKE A COMMENT QUESTION WHEN YOU SAY THAT THE HAVE THE WORD UP THEIR OPERATION AND PROGRAMMING. IT'S IMPORTANT FOR PEOPLE TO REALLY HEAR THAT SECOND WORD PROGRAMMING SO WE'RE TALKING ABOUT IS A SPACE THAT IS
[00:15:04]
ACTIVATED, VERY PROMOTING COMMUNITY ENGAGEMENT, AS CURRENTLY WE DO WITH EVENTS AND THE SQUARE. THOSE EVENTS ARE LIMITED BECAUSE OFTEN REQUIRES CLOSING THE STREETS AND THIS AND THAT, AND IT'S CERTAIN THAT THEY'RE NOT AS OFTEN. THIS IS A SPACE THAT WE ARE IDENTIFYING AS A HEAVILY PROGRAMMED COMMUNITY ENGAGING ENGAGEMENT SPACE. SO WHEN PEOPLE SEE THAT NUMBER, IT'S NOT AND AGAIN YOU HAVE IT UP THERE. MAKE SURE PEOPLE BOLD AND UNDERLINE THAT PROGRAMMING ASPECT BECAUSE IT'S SOMETHING THAT WE ARE. VIEWING AS A SIGNIFICANT COMMUNITY ENHANCEMENT. LIVING ENHANCEMENT QUALITY OF LIFE ENHANCEMENT WITH PROGRAM ON A VERY REGULAR BASIS, SOMETHING THAT WE'RE NOT NECESSARILY ABLE TO DO ON THE SQUARE BECAUSE OF BUSINESS IMPEDIMENTS AND WHATNOT. YES ABSOLUTELY. AND THIS IS DEFINITELY NOT SORT OF. WE'RE JUST GOING TO BUILD A BASE PARK AND LET IT SIT THERE. IT'S REALLY GOING TO BE AN OUTDOOR LIVING ROOM FOR THIS PART OF THE CITY THAT WILL COMPLEMENT AND SUPPLEMENT A LOT OF THE OTHER THINGS THAT WE HAVE GOING ON. AND YOU SPUR ME TO MENTION ONE THING THAT I FORGOT. THAT'S KIND OF IMPORTANT. SO I SHOWED YOU THIS RENDERING, UM, WE'RE BACK HERE. THAT HAS SOME FOR THOUGHTS ON WHAT THE DESIGN OF THE PARK WILL BE. THIS IS A CONCEPTUAL RENDERING IT WAS PREPARED TO HELP THE COUNCIL MAKE A DECISION ON HOW TO MOVE FORWARD. THIS IS NOT THE FINAL DESIGN AND IN FACT THAT PROCESS SORT OF STARTS OVER A LITTLE BIT. ONCE WE'VE MAPPED OUT HOW WE WORK WITH THE COG IN TEXT THAT THERE WILL BE ADDITIONAL ENVIRONMENTAL ANALYSIS AS WELL AS A DESIGN PROCESS. AND WE ANTICIPATE THAT THERE WILL BE PUBLIC ENGAGEMENT ALONG THOSE AREAS SO THAT WE CAN GET INPUT FROM THE PUBLIC AS TO WHAT THEY WOULD LIKE TO SEE IN THIS SPACE. SO THAT WILL ALL BE COMING IN THE FUTURE. ANY OTHER QUESTIONS. ALRIGHT. SO CITY HALL UNDER CONSTRUCTION. GOING VERY, VERY WELL, THANKS TO BARRY SHELTON AND TEAM. SO WHAT IS GOING TO HAPPEN TO THIS AREA WHEN CITY HALL MOVES ON ANOTHER BIG PROJECT, AND MICHAEL QUINN HAS BEEN THE PROJECT MANAGER OF THIS AND HAS BEEN DOING AN EXCELLENT JOB? THE CITY IN FACT, OWNS A LOT OF PROPERTIES OR CITY OR EVEN CDC M. E. D C OWNS A COUPLE OF PROPERTIES DOWNTOWN. WE ARE REALLY FOCUSING ON THE AREAS SHADED HERE WITH THE STAR. AND THESE ARE THE SOME OF THE KEY PROPERTIES THAT WILL BE VACATED OR NOT UTILIZED TO THE EXTENT THEY'RE UTILIZED TODAY WHEN CITY HALL OPENS UP HERE IS A CLOSER SHOT OF THAT. IT'S THE BUILDING THAT WE SIT IN TODAY. IT'S DEVELOPMENT SERVICES ACROSS THE STREET AND THE TWO PARKING LOTS TO THE NORTH, AND WE STARTED TALKING TO COUNCIL ABOUT THIS IN SPRING AND 2023. OF COURSE, THERE'S ALWAYS A LOT OF OPTIONS. WHEN YOU ARE VACATING A PROPERTY. THERE COULD BE AN OUTRIGHT SALE. THERE'S A DO NOTHING OPTION. THERE'S A RENOVATION OPTION. THE COUNCIL WAS INTERESTED IN LOOKING AT ALL THE OPTIONS AND DIRECTED US TO USE A REQUEST FOR QUALIFICATIONS PROCESS TO FIND A DEVELOPER THAT COULD HELP FACILITATE A VISION FOR THIS PROPERTY SO THAT WHEN WE MOVED TO CITY HALL, WE CAN IMMEDIATELY FOLLOW WITH THE REDEVELOPMENT OF THESE PROPERTIES, KNOWING THAT PEOPLE ON THE STREET AND PEOPLE IN DOWNTOWN ARE CRITICAL TO THE SUCCESS OF BUSINESSES. WE HAD A GREAT RESPONSE TO THE R F. Q WE HAD 15 SUBMISSIONS. WE INTERVIEWED FIVE AND WE ACTUALLY HAVE THREE OR TOP THREE FINALISTS WILL BE COMING INTO THIS ROOM TO MAKE PRESENTATIONS TO COUNSEL AND NOVEMBER 28TH.THERE WILL BE A PUBLIC MEET AND GREET ASSOCIATED WITH THAT, AND SHORTLY THEREAFTER, WE WILL WORK WITH COUNCIL AND THEY CAN MAKE A SELECTION. AND A DEVELOPMENT PARTNER IF THEY MOVE FORWARD, AND WE WILL START ON CONFIDENTIAL NEGOTIATIONS WERE REALLY EXCITED ABOUT THIS. THE 15 RESPONSES THAT WE RECEIVED WERE NATIONWIDE LOTS OF DIFFERENT LEVELS OF SKILL AND DEVELOPERS AND LAND USES. UM WE DID A PUBLIC ENGAGEMENT PROCESS TO GAIN AN UNDERSTANDING OF WHAT SOME FOLKS MIGHT BE LOOKING FOR. IN DEVELOPING THIS DOWNTOWN, KNOWING THAT DOWNTOWN MCKINNEY IS SORT OF THE HEART AND SOUL OF THE COMMUNITY, AND WE HAVE A GREAT, UH, GREAT POOL OF FOLKS TO HEAR FROM ON NOVEMBER 28TH SO LOOKING FORWARD TO THAT THOSE ARE THE TWO TOPICS I HAVE TO COVER THE COVER FOR YOU. ANY QUESTIONS ON THE DOWNTOWN ARE FEW. AND I WOULD JUST ASK THAT YOU JUST TO, UM. VOICE THAT WE HAD 15 SUBMISSIONS AND JUMP TO. WE INTERVIEWED FIVE BECAUSE THERE IS A SCORING PROCESS THAT TOOK PLACE WITH THE 15TH SUBMISSIONS THERE. THE ARK. YOU HAD A VERY SPECIFIC LIST OF THINGS THAT WE WERE LOOKING FOR THAT THEY HAD TO IDENTIFY AND FILL OUT AND ON AND ON AND ON. AND THEN THERE IS A AN INTERNAL SCORING. YEAH. WHERE WE DIDN'T KNOW. THE COMPANY THAT WAS BEING SCORED WITH STEP SCORED BASED ON ALL OF THOSE SUBMISSION REQUIREMENTS WHERE THEY MET, NOT MEN. THAT'S HOW WE GOT TO THE FIVE. YES AND I WILL NOTE, YOU KNOW OF THE 15TH. THERE WERE SEVERAL. I MEAN, THEY WERE ALL VERY GOOD DEVELOPERS THAT HAD
[00:20:01]
GOOD PROJECTS UNDER THEIR BELT, AND IT MADE IT A HARD DECISION FOR US. BUT WE HAD AN R F Q.THAT HAD SCORING CRITERIA. WE HAD A RUBRIC TO FOLLOW. WE HAD A STAFF APPROACH, WHICH IS SIMILAR TO HOW WE HANDLE MANY OF OUR PROCUREMENT. R F Q. S. UM AND SO, YOU KNOW, THERE WERE A LOT OF FOLKS THAT CAN DO GREAT THINGS AND CAN DO GREAT DEVELOPMENTS. WE JUST WE'RE REALLY LUCKY WITH A GREAT POOL OF PEOPLE. SO WE HAD THE FIVE AND THEN NARROW THE FIVE DOWN TO THE THREE. THANK YOU. GREAT POINT. THANK YOU. ALRIGHT WITH THAT NEXT. TREVOR MINIATURE WILL BE COMING UP. THANK YOU. THANK YOU, KIM. MR. MAYOR MEMBERS COUNCIL MEMBERS OF THE M E. D C BOARD APPRECIATE THE TIME THIS AFTERNOON. I'M GOING TO SHARE JUST A LITTLE WAYPOINT UPDATE ON OUR 2024 BOND COMMITTEE EFFORTS WITH THE GROUP AND I'M HAPPY TO ANSWER ANY QUESTIONS, BUT WE SHOULD GET THROUGH THIS PORTION OF THE AGENDA FAIRLY QUICKLY ON SEPTEMBER 19TH. THE COUNCIL APPOINTED A 36 MEMBER BOND COMMITTEE. SOME OF THE MEMBERS ARE PRESENT IN THE ROOM TODAY, SO THANK YOU AND EACH ONE OF THOSE SUBCOMMITTEES HAS VARIOUS MEMBERS NESTED UNDERNEATH THEM, AND THERE ARE CHAIRS ASSOCIATED WITH EACH SUBCOMMITTEE MAKING UP AN EXECUTIVE COMMITTEE SIMILAR TO HOW WE HAVE DONE BOND COMMITTEE PROCESSES IN THE PAST. OVER THE PAST FOUR WEEKS OR SO.
THEY'VE HAD TWO MEETINGS. THEY WILL MEET AGAIN TOMORROW FOR THEIR THIRD AND LIKELY LAST MEETING OF THE FULL GROUP, AND THEN THE EXECUTIVE COMMITTEE WILL COME TOGETHER TO BUILD THEIR RECOMMENDATIONS TO PRESENT TO THE COUNCIL FOR 2024 MAY ELECTIONS. JUST GIVE YOU A FLAVOR OF THE UNFUNDED PROJECTS AND PARKS. THERE'S ROUGHLY EXCUSE ME $95 MILLION WORTH OF PROJECTS. THERE ARE COMMUNITY GRANT. EXCUSE ME. COMMUNITY PARK PROJECTS IMPROVEMENTS SPECIFICALLY TOWN LAKE PHASE ONE, WHICH YOU SEE THERE TO THE LEFT ADDITIONAL PICKLE BALL COURTS, WHICH IS ALL THE RAGE AND PARKS AND RECREATION ACROSS THE NATION. $20 MILLION TO UPGRADE GAVE NESBITT FIELDS $60 MILLION FOR A NORTHWEST SECTOR MULTIGENERATIONAL RECREATION FACILITY. THERE IS A PICTURE OF THE APEX FACILITY IS A REPRESENTATIVE IMAGE OF WHAT WE HAVE IN MIND FOR THAT NORTHWEST SECTOR. UM, IMPROVEMENT. SWITCHING GEARS TO PUBLIC SAFETY PRETTY QUICKLY. THERE IS ABOUT $77 MILLION WORTH OF IMPROVEMENTS THAT THEY IDENTIFIED THEIR UNFUNDED AT THIS 0.3 DIFFERENT FIRE STATIONS , A DRIVER TRAINING PAD, WHICH IS A SPECIALIZED LOCATION TO UTILIZE LARGE, HEAVY APPARATUS. THAT WILL BE ASSOCIATED WITH THE FUTURE FIRE STATION. YOU SEE A RED BUD AND THEN FINALLY, A LITTLE BIT OF CASH FOR FUTURE LAND ACQUISITIONS AS WE CONTINUE TO GROW AS MR KOWSKI MENTIONED IN THE NORTHWEST SECTOR.
TRANSPORTATION I KNOW GARY'S GOING TO TALK IN DETAIL ABOUT TRANSPORTATION, AND BOTH OF THESE BOARDS HAVE HAD A LOT OF CONVERSATIONS SPECIFICALLY AS IT RELATES TO THE SECOND BULLET POINT, THE TOP IMAGE YOU SEE, THERE IS A REPRESENTATIVE PICTURE OF THE PC SCORES ACROSS THE CITY THAT RESULTED IN OUR ONGOING CITYWIDE EFFORTS FOR STREET RECONSTRUCTIONS. THE 80 MILLION ON THE FIRST BULLET, UM, AGAIN REPRESENTATIVE OF THE IMAGE OF KIND OF GROWTH HAPPENING IN THE SUBURBAN ENVIRONMENT. THAT'S OUR TYPICAL STREET EXPANSIONS THAT WE ARE USED TO SEEING ON THE BALLOT. 110 MILLION THEREABOUTS IS IN CONCERT WITH THE 10 YEAR PLAN TO GET TO A, UM REVENUE NEUTRAL IF YOU WILL POLICY POSITION FOR ALL OF OUR STREET RECONSTRUCTIONS SO THAT WE CAN CONTINUE TO REINVEST IN AGING INFRASTRUCTURE ACROSS THE CITY. BOTH OF THOSE ARE IN ACCORDANCE WITH OUR CAPITAL IMPROVEMENT PROGRAM. AND, UM IT'S TYPICAL STREET CONSTRUCTION. MUNICIPAL FACILITIES HAVE TWO SLIDES HERE. THREE DIFFERENT FACILITIES RELATIVELY CLOSE TO THE DOWNTOWN . THE MCKINNEY PERFORMING ARTS CENTER WAS, UM, RE IMAGINED IF YOU WILL IN THE EARLY TWO THOUSANDS ABOUT 20 YEARS AGO. IT'S NEEDING SOME LOVE. SO WE'RE ANTICIPATING $5 MILLION WOULD BE ABLE TO GET US TO A POINT WHERE THAT HAS BEEN RENOVATED. TO BE A BETTER REFLECTION FOR THAT BUILDING. LIKEWISE WITH THE ROY AND HELEN HALL MEMORIAL LIBRARY.
THEY'RE LOOKING TO DO A $10 MILLION RENOVATION TO THAT LIBRARY TO REALLY MAKE IT A FUNCTIONAL LIBRARY FOR TODAY'S PATRONS AND WHAT TODAY'S PATRONS EXPECT. AND THEN FINALLY, THE MUNICIPAL COURT HERE SOUTH OF THE SQUARE IS ONE OF THE OLDER FACILITIES IN OUR PORTFOLIO OVER REAL ESTATE. IT'S LOOKING TO BE RAISED AND RECONSTRUCTED OR REIMAGINED IN ANOTHER LOCATION.
AND THEN DIPPING DOWN A LITTLE FURTHER SOUTH ON ELDORADO. EXCUSE ME, ELDORADO. THE PUBLIC
[00:25:05]
WORKS. SOUTH CAMPUS IS IN NEED OF SOME IMPROVEMENTS IN THE TUNE OF $30 MILLION. IT WILL INCLUDE DEPARTMENTS AND DIVISIONS SUCH AS WATER UTILITIES, WASTEWATER STREETS, TRAFFIC, PROCUREMENT AND PARKS, MAINTENANCE. AND THAT IS THE WHOLE PROGRAM FOR THAT PIECE OF PROPERTY. IT DOES HAVE THE ABILITY TO USE SOME OTHER REVENUE SOURCES DUE TO HOUSING SOME OF OUR ENTERPRISE FUNDS SUCH AS WATER AND WASTEWATER. IF ALL OF THAT WASN'T ENOUGH FOR YOU, YOU CAN TAKE A PICTURE OF THIS QR CODE AND IT WILL TAKE YOU TO OUR LANDING PAGE WWW. MCKINNEY, TEXAS DOT ORG SLASH 2024 BONDS. IT HAS EVERY PRESENTATION THAT WE'VE GIVEN IN RELATION TO THE BOND UP UNTIL TODAY, WHICH WILL BE ADDED AFTER THIS. HAPPY TO ANSWER ANY QUESTIONS OR PASS IT OVER TO THE DIRECTOR OF ENGINEERING GARY GRAHAM. PUBLIC THANK YOU TO ALL THOSE SERVING ON THE BANK COMMITTEE. ALL RIGHT. GOOD EVENING. COUNCIL MEMBERS CARRY GRAHAM, DIRECTOR OF ENGINEERING. UM, ACTUALLY GAVE THIS PRESENTATION THIS MORNING AT THE CHAMBER BREAKFAST, SO THERE'S A LOT MORE INFORMATION IN THERE. I'M GOING TO GO THROUGH JUST SOME HIGHLIGHTS OF THIS. IF YOU SEE SOMETHING YOU CAN ASK MORE QUESTIONS ABOUT PLEASE FEEL FREE BECAUSE IT TOOK ME ABOUT 40 45 MINUTES TO GET THROUGH THIS THIS MORNING. SO FIRST, STARTING OFF WITH YOU'RE LAUGHING. I REALLY WHAT HAPPENED, SO I WAS A LITTLE IRRITATED WITH ALLIGATOR 15 MINUTES TO SPEAK. SO UM, I WANT TO START OFF WITH THE TEXT OUT UPDATES 3 99 AND 3 80 THE BYPASS FOR 3 99 EXTENSION TECH STOCK HAS RECEIVED THE RECORD DECISION FOR BOTH PROJECTS. THE SPUR 399 EXTENSION THEY'RE TARGETING AND READY TO LET DATE OF 2026. THEY'VE GOT ENGINEERING FIRMS. I BELIEVED UNDER CONTRACT TO START THE DESIGN OF THAT EXTENSION FROM TWO DIFFERENT TEAMS WORKING ON THAT, SO I FEEL PRETTY CONFIDENT ON THEIR SCHEDULE FOR THAT. I THINK THIS IS WHERE THEIR PRIORITY IS, AND SO WE'LL SEE SOME ACTIVITY. I'M NOT SO SURE ABOUT THE 3 80 PROJECT.THEY'RE SAYING READY TO LET DATE OF 2027, WHICH MEANS THEY'LL BE READY TO GO TO CONSTRUCTION. I MEAN, YOU'VE HEARD ME SAY BEFORE A LOT OF UTILITIES THAT WE NEED TO BE RELOCATED, SO NOT AS CONFIDENT THAT 2027 DATE, BUT WE'LL WAIT FOR TEXT TO BRING MORE INFORMATION TO US. UM AS PART OF THE 3 80 PROJECT. I'M JUST GONNA MENTION REAL QUICKLY. THEY GOT THE RECORD OF DECISIONS SO THEY CAN GO BY RIGHT AWAY WHERE THERE IS NOT ANY QUESTIONS. THERE ARE SOME AREAS WHERE THEY ARE LOOKING AT MAJOR MINOR MODIFICATIONS THAT WILL REQUIRE SOME MODIFICATIONS TO THAT ENVIRONMENTAL DOCUMENT. SO STILL A LITTLE BIT MORE WORK TO BE DONE ON THAT. SO HEY, GARY, AT 3 80 QUESTION. WHERE THEY ARE GOING TO BE WIDENING 3 80 TO THE WEST OF RIDGE ROAD. IN OTHER WORDS, AFTER THE BYPASS, MY UNDERSTANDING IS THEY'RE ACQUIRING THE PROPERTY ONLY ON THE NORTHERN SIDE OF 3 80 NOT ON THE SOUTHERN SIDE, SO AS THE HIGHWAY GETS WIDER, ALL CLOSE TO THE NORTH. IS THAT ACCURATE TO YOUR KNOWLEDGE OR KNOW GENERALLY , THAT'S CORRECT AS THEY HAVE LOOKED AT THE ALIGNMENT FROM THE WHERE, WHERE IT COMES DOWN AND TIES BACK INTO EXISTING 3 80, THEN WHERE IT'S ON ALIGNMENT TO THE WEST. GENERALLY HELD THE SOUTHERN RIGHT AWAY LINE AND ARE ACQUIRING ON THE NORTH SIDE. THERE MIGHT BE SOME SMALLER ACQUISITIONS ON THE SOUTH.
GENERALLY, EVERYTHING IS ON THE NORTH. HIGHWAY FIVE, KIM TOUCHED ON IT WITH THE LOWER FIVE PLAZA THAT MAY INPUT IMPACT TO THE RED SEGMENT THERE. THEY MIGHT DO THAT IN TWO DIFFERENT PHASES.
PART OF THAT PHASE ACTUALLY STARTS TO BUILD. UH THE SPUR 3 99 EXTENSION, SO EXCITED TO SEE THAT HAPPEN AND WHAT WILL HIGHLIGHT YELLOW SEGMENT OR THE ORANGE SEGMENT ALL THE WAY TO THE ON THE SOUTH SIDE ON THE FAR LEFT OF THE SCREEN. FAIRVIEW HAS CHANGED THEIR MIND ON THE WIDENING OF HIGHWAY FIVE THROUGH THROUGH THEIR COMMUNITY. THEY DON'T WANT THAT TO HAPPEN, BUT WE ARE PUSHING FOR PUSHING FORWARD WITH THE WIDENING OF HIGHWAY FIVE. THROUGH MCKINNEY ALL THE WAY DOWN THE COUNTRY CLUB. UM KIM TALKED ABOUT THAT I WANT TO HIGHLIGHT. ALSO COLLIN COUNTY IS TRYING TO SOLVE SOME OF THE CONGESTION PROBLEMS ON 5 46 GOING TOWARDS THE EAST. LOT OF TRAFFIC COMING OUT OF THE PRINCETON AREA IS THEY SEE THE CONGESTION ON 3 80. THEY'RE LOOKING FOR OTHER ROUTES. IF YOU HAVEN'T BEEN OUT TO AIRPORT AND FM 5 46 HARRY MACKILLOP IN THE MORNING. THERE IS A TREMENDOUS AMOUNT OF CONGESTION. IT IS NOW ROUTINELY BACKING UP ALL THE WAY PAST THE CURVE. SOUTH OF THE AIRPORT AND BACK UP A LOT OF LOT OF ACTIVITY OUT THERE. SO COUNTY IS LOOKING FORWARD LOOKING AT DOING A NEW ALIGNMENT, AND THEY'RE IN THE STUDY PHASE OF THAT IN THE BLUE SECTION THROUGH THE MCKINNEY PIECE, ALREADY IDENTIFIED THE PHASE ONE THROUGH THE PRINCETON AREA AND REQUIRING RIGHT AWAY. I WANT TO HIGHLIGHT SOME OF THE PROJECTS WERE DOING
[00:30:03]
AND SOME OF THESE ARE JUST ABOUT COMPLETED. SOME OF THE ORANGE PROJECTS WERE DONE BY THE DEVELOPMENT COMMUNITY, THE BLUE PROJECTS DOING BY CITY BUT JUST AS AS AS MIKE MENTIONED EARLIER, A LOT OF EXPANSIONS CAN HAPPEN TO THE NORTH HERE. WE'RE PUTTING THE ROADWAY SYSTEM IN PLACE TO SUPPORT THAT. SO ONE PROJECT WARN RICH ROAD. I HOPE TO HAVE THAT OPEN BY THE END OF THE YEAR, FOUR LANES FROM 3 80 UP TO WILMOTH ROUNDABOUT MULTIPLE AROUND ABOUT OR EXCITED ABOUT THEIR WILMOTH AND RIDGE. FOREST PROJECT NUMBER THREE. I MEAN, WILMOTH PROJECT NUMBER THREE LAKE FOREST TO HARDEN. FOUR LANE ARTERIAL FILLS IN THAT GAP ALLOWS CONNECTIVITY, YOU KNOW, FROM RIDGE ALL THE WAY OVER THE HIGHWAY OR US 75 EXCITED ABOUT THAT THAT SHOULD BE OPENED UP EARLY NEXT YEAR AGAIN. THREE MORE ROUNDABOUTS ON THAT CORRIDOR, LAKE FOREST, TAYLOR, BURKE AND HARDEN. UM WE'VE GOT THE TAILOR BURKE EXTENSION ALL THE WAY UP TO BLOOMINGDALE THERE SO WHEN WILMOTH OPENS, WE HAVE THAT ROUNDABOUT WILL ACTUALLY HAVE ACCESS ALL THE WAY UP KIND OF STARTING TO OPEN UP THE AREA TO GO NORTH. PROJECT NUMBER TWO IS BEEN A DEVELOPMENT OF RIDGE ROAD AS THE HIGHLAND LAKES SUBDIVISION CONTINUES TO GROW. WE'RE GOING TO HAVE CONNECTIVITY OF RIDGE EVENTUALLY GO ALL THE WAY FROM 3 80 WITH OUR PROJECT, THE EXISTING SECTION OF RIDGE UP TO BLOOM. DALE THE NEW SECTION THEY'RE BUILDING ALL THE WAY UP TO 14 61 AGAIN. WE'RE GONNA START TO SEE SOME OTHER NORTH SOUTH CONNECTIVITY ALONG THERE. I'M HAPPY ALL THE WAY ACROSS TO THE RIGHT SIDE OF THE PAGE PROJECT FIVE. WE'RE OPENING UP THAT AREA THAT'S GONNA GIVE ME EXTENSION OF WILMOTH FROM HIGHWAY FIVE TO THE EAST TO THE RAILROAD TRACKS THAT'S GOING TO HAPPEN. OPEN UP A LOT OF OPPORTUNITY FROM BACON AREA FOR SOME SOME NEW, UM, NEW BUSINESSES TO COME IN EITHER ADDITIONAL, UM, INDUSTRIAL WAREHOUSE TYPE. WE'VE GOT A SUSPECT BUSINESS COMING IN ON THE SOUTH SIDE THAT THEY'RE PARTNERING WITH US ON THAT PROJECT. PROJECT SIX IS THE COMPLETION OF BLOOMINGDALE FROM READ, BUT OVER A HIGHWAY FIVE.THE DEVELOPERS OF THE INDUSTRIAL COMPLEX ON THE SOUTH SIDE THEY'RE BUILT A LITTLE COOK COLLECTOR STREET TO CONNECT TO BLOOM. DALE WE'RE GONNA PUT A ROUNDABOUT IN THERE AS WELL AND THEN TIE INTO 1 95 KIND OF BUILD THAT OUT. UM. SEVEN AND EIGHT ARE ALONG THE BLOOMINGDALE CORRIDOR EAST OF COMMUNITY. WE'VE GOT THAT OVER THERE. WE'VE GOT TO BUILD READY FOR EXPANSION. WE JUST NEED THE DEVELOPMENT COMMUNITY DO THEIR PART AND GET SOME DEVELOPMENT OVER THERE TO ACCESS THAT ROAD. WE'RE TRYING TO SOLVE A GAS LINE PROBLEM TO THE EAST OF WHERE WE BUILT RIGHT NOW AND THEN HOPEFULLY WE'LL EXTEND THAT FURTHER TO THE EAST. WE'RE TRYING TO LIMIT OUR INVESTMENT IN BLOOM DALE JUST BECAUSE OF THE OVERLAP WITH THE BYPASS. WE DON'T WANT TO SPEND TOO MUCH MONEY AND HAVE IT RIPPED OUT, BUT DEPENDING ON WHAT THEY'RE FACING, IS WILL DETERMINE HOW MUCH IMPROVEMENT WE DO. THEY'RE ALSO THE PARKLAND. THAT'S UP THERE AT TAYLOR BURKE AND BLUM DALE, IF THAT DEVELOPS SOONER THAN LATER, AND WE HAVE TO SUPPORT THAT WE WILL BE READY TO MAKE THAT INVESTMENT. I WANT TO END WITH HIGHLIGHTING A LOT. HOW PARKWAY PROJECT NUMBER NINE. THIS IS NOT A DONE DEAL AT ALL, UM, COUNCIL. YOU GUYS HAVE AUTHORIZED A TERM SHEET EXECUTED TERM SHEET WITH THAT DEVELOPER. WE'RE EXPLORING THE DEVELOPMENT AGREEMENT WITH THEM. IF WE CAN WORK THAT OUT AND GET ALL THE EYES STARTED TO USE CROSSED, WE CAN HAVE AN EXPANSION OF LOT HILL PARKWAY THAT CONNECT 14 61 ALL THE WAY TO 75 WOULD BE A PARTNER IN THAT PROJECT BUILDING THE BRIDGE. DOWN ON THE SOUTH SIDE. REAL QUICK. UM 12 ARE THE COMPLETION OF COLUMN MAKE ANY PARKWAY FROM LIKE FORCE OVER HARDENED SO OPENS UP THAT CORRIDOR FOR SOME DEVELOPMENT. UM WE ARE PROJECT NUMBER THREE IS IMPROVING MEDICAL CITY BILL MEDICAL CENTER DRIVE TO BEFORE LANE ARTERIAL TO MATCH WITH FAIRVIEW IS DOING IN THE ON THE SOUTH SIDE. JUST WANT TO HIGHLIGHT. WHEN I SAID FAIRVIEW DOESN'T WANT TO DO HIGHWAY FIVE.
THEY WANT TO BUILD FAIRLY PARKWAY, WHICH IS THE GENERAL ALIGNMENT. I HAVE SHOWN THERE AS WELL. UH UM. YOU GUYS KNOW ABOUT ALL THE ROUNDABOUTS. IF YOU WANT TO BE QUESTIONS, HOLLER AT ME WE ARE DOING HAVE FINISHED STACY ROAD, VIRGINIA PARKWAY AND STARTED ALVARADO PARKWAY AND WIDENING THE SIX LANES. SO NOW YOU CAN GO FROM STACEY, UM FROM 1 21 TO CUSTER. SIX LANES, VIRGINIA FROM 75 TO CUSTOMERS, SIX LANES EL DORADO PARKWAY. WE'VE DONE THAT SECTION OVER BY THE TB NEXT PROJECT BASED ON PROJECT FUNDING WILL BE STARTING WHERE HB AT THE ORION INTERSECTION THERE AND MOVING WEST. EXCUSE ME EAST TO RIDGE. WE'RE TARGETING SOME KEY INTERSECTION, IMPROVEMENTS ALONG 3 80 COMMUNITY AND LIKE FOREST AND IMPROVE TRAFFIC FLOW AND THOSE INTERSECTIONS. AND ALSO HITTING ELDORADO AT LAKE FOREST AND COMMUNITY. WHITE WHITE HIGHLIGHTS THE INCREASED TRAFFIC FROM THE RAYTHEON FACILITY AND GETTING THEM IN AND OUT OF THAT FACILITY EASIER. THEY DON'T HAVE TO DEPEND ON 3 80. I WANT TO HIGHLIGHT ALL THE DIFFERENT THINGS THAT WE HAVE GOING ON IN EAST MCKINNEY. UM OBVIOUSLY, EVERYBODY KNOWS THAT LOUISIANA IS UNDER CONSTRUCTION. NOW WE HOPE TO HAVE BY THE END OF NOVEMBER. HAVE THAT ROUNDABOUT OPEN ONCE THAT ROUNDABOUT IN THAT SECTION GETS OPEN, WERE ABLE TO OPEN UP TRAFFIC AGAIN ALONG LOUISIANA GET ONE WAY OPERATION CAN'T REMEMBER OFF TOP OF MY HEAD IF WE'RE DOING
[00:35:04]
EASTBOUND FIRST OR WESTBOUND FIRST, BUT WILL ALLOW ME DOING HALF THE ROAD CONSTRUCTION AT THE TIME. WE'RE TARGETING EARLY LATE LIGHT LATE THIS YEAR EARLY NEXT YEAR FOR THAT TO BE OPEN AT THE SAME TIME. WE'RE GETTING READY TO BID VIRGINIA IN FRONT OF THE CITY HALL COMPLEX FOR VIRGINIA AND THROCKMORTON. WE WILL START WITH THE THROCKMORTON PIECE SO IT DOESN'T INTERFERE WITH THE TRAFFIC OPERATION ON VIRGINIA, WHILE. LOUISIANA IS UNDER CONSTRUCTION. SO THAT WAS THAT'S GOAL IS TO BE FINISHED BY 2020 2024 EARLY 25 WHEN WE MOVE INTO CITY HALL GOALS, HAVE IT ALL DONE AT THE SAME TIME. ONCE WE'RE DONE WITH THAT PROJECT, WE'RE GOING TO START WITH VIRGINIA AND TAKE IT FROM THROCKMORTON CONNECTED OVER TO AIRPORT INCREASED THE NUMBER OF ACCESS POINTS INTO THE AREA. THE PROJECTS UP ON THE TOP. WE'RE TRYING TO HIGHLIGHT SINICA, WHICH IS THE EAST WEST CONNECTION, AND THEN A NEW CONNECTION UP TO THROCKMORTON HAVING NOT UP TO 3 80 TO RELIEVE THROCKMORTON TO OPEN UP THAT AREA FOR DEVELOPMENT AS WELL AND ALLOW FOR ANY ADDITIONAL GROWTH IN THIS AREA TO HAPPEN TO SUPPORT CITY HALL APARTMENT COMPLEX TOPS THE OTHER DEVELOPMENT THAT COULD OCCUR. AND. TREVOR TOUCHED ON IT. WE'RE DOING A LOT OF STREET RECONSTRUCTION ADDRESS THOSE PC SCORES. THIS IS WHAT WE'RE KIND OF TARGETED FOR THIS YEAR AND THROUGH 2025 SOME OF THE PROJECTS, UM. WE GOT LIGHTING PROJECT SIGNAL PROJECTS. IF YOU GOT ANY QUESTIONS THESE LET ME KNOW AND ANY QUESTIONS? I'VE GOT ONE. GARY, UM, THIS SUMMER WAS BRUTAL ON SOME OF OUR ROADS AND ALL PARTICULARLY MENTIONED EL DORADO PARKWAY. YOU KNOW, IT'S BUCKLED LOT CITIES AND A GREAT JOB OF GOING OUT AND PUTTING ASPHALT TO TRY TO EVEN SOME OF THESE THINGS OUT. WHAT'S OUR EXPECTATION THAT THESE THINGS WILL SETTLE BACK IN ON THEIR OWN? OR WE GONNA HAVE TO GO OUT AND DO SOME RECONSTRUCTION SOONER THAN WE THOUGHT WE WOULD. WE WOULD DEFINITELY BE OUT THERE DOING SOME RECONSTRUCTION. WE'RE LOOKING AT A COUPLE DIFFERENT THINGS ON SOME OF THOSE AREAS WHERE THE PAVEMENT SETTLED.WE'RE LOOKING AT A METHOD THAT WOULD ACTUALLY RAISE THAT. CREATE UP TO GET A SMOOTH OUT.
REMOVE THAT. ASK WHAT ALL THE WAY THAT'S GOT A SHORT SHELF LIFE ON IT, THOUGH. THAT'S A FOUR OR FIVE YEAR IMPROVEMENT, THEN WE COULD BE BACK OUT THERE DOING SOME MAJOR RECONSTRUCTION.
SO WE'RE TRYING TO FIGURE OUT HOW DO WE HOW DO WE MAXIMIZE THE DOLLAR SPENT TO GET THE MOST DONE RIGHT? SO SOME WILL BE SOME RECONSTRUCTION OF THE C I P. SOME WILL BE SOME MAINTENANCE DOLLARS SPENT BY PUBLIC WORKS LESS WORKING HAND IN HAND TRYING TO FIGURE OUT THOSE SOLUTIONS.
THANK YOU. THANK YOU, GIRL. VERY SHORT. JUST ABOUT STAR CENTER. ALL RIGHT, I GUESS I'M THE CLOSER TONIGHT. STAR CENTER. NO STAR SENATOR, I'M HERE TO LOOK TO BUILD SOME ICE SHEETS GONNA GO PRETTY QUICKLY THROUGH SOME PROJECTS AT THE AIRPORT. WE HAVE A LOT GOING ON. AND AS WE'RE DOING A DEVELOPMENT UPDATE, WE'LL HAVE TO TALK ABOUT THE AIRPORT WILL GO THROUGH ALL THE BULLET POINTS. BUT IF ANYONE WANTS TO STOP ME DOWN AT ANY POINT, PLEASE DO SO. WHAT WE ARE . TODAY WE HAVE ALL OPERATIONS EXCEPT SCHEDULED AIR CARRIER PASSENGER AND CARGO SERVICES AT THE AIRPORT. REVENUE FOR THIS FISCAL YEAR IS ANTICIPATED TO EXCEED $16 MILLION. WE GAINED THOSE REVENUES THROUGH FUEL SALES, HANGAR AND OFFICE RENTS, GROUND LEASES AND THE OTHER THINGS LISTED. CURRENTLY SELF SUSTAINING AND ECONOMIC IMPACT OF OVER $250 MILLION ANNUALLY AND $3 MILLION IN ADVIL, OR, UM, TAXES PAID TO ALL THE TAXING ENTITIES SO THAT BEING SAID.
THAT'S KIND OF OUR BRAG SHEET A LITTLE BIT, BUT NOW WE HAVE A PROJECT LIST. AND SO THIS IS A DIAGRAM. WE HAVE OF ALL THE ONGOING PROJECTS AT THE AIRPORT. CURRENTLY, I'M GOING TO WALK THROUGH A FEW OF THEM. BUT GENERALLY THE FBI TERMINAL FIRST ONE ON THE LIST IS OPEN. AND WE NEVER THOUGHT WE'D SEE THIS DAY. BUT HERE IT IS. WE ARE GOING TO HAVE A RIBBON CUTTING AND CELEBRATION. ONCE WE WORK OUT A FEW OF THE BUGS UM, AND HAVE REMOVE SOME OF THE TEMPORARY ENTRANCES THAT WE HAD TO PUT INTO FINISH THE PROJECT, BUT IT IS OPERATING. IT'S BEAUTIFUL BUILDING. I WOULD PUT IT UP AGAINST SYDNEY BUILDING IN THE CITY IN TERMS OF THE QUALITY OF CONSTRUCTION. FIVE YEARS AGED VERY WELL LIKE CHEESE OR WINE. UM, WE ARE. WE HAVE COMPLETED THE SOUTH END OF THE RUNWAY 500 FT EXTENSION THAT IS OPEN TO THE AIRCRAFT TODAY AND WE ARE WORKING TO BREAK GROUND ON THE NORTH IN AN ADDITIONAL 500 FT. UM, THAT'S GOING TO GIVE US THE LENGTH OF THE RUNWAY THAT'S NECESSARY FOR SOME OF OUR INTERNATIONAL FLIGHTS THAT ARE CORPORATE ENTITIES. TAKE OFF FROM OUR AIRPORT. TAXIWAY ALPHA SO YOU CAN SEE IN THE TOP PHOTO THAT'S TAXIWAY ALPHA. THAT'S THE OLD TAXIWAY THAT WAS THERE WHEN TAXIWAY BRAVO WAS ACTUALLY THE RUNWAY. IT'S IT WAS ORIGINALLY BUILT IN 1982. IT'S BEEN REHABBED AND WIDENED, BUT IT
[00:40:02]
ALSO HAS HAD A LOT OF CRACK SEAL APPLIED AND YOU CAN SEE ALL THE LITTLE WEBS OF CRACK SEAL THROUGHOUT THAT SO WE ARE LOOKING TO REBUILD IT. AS WE'RE LOOKING TO REBUILD IT. WE WANTED TO HAVE A BIGGER IMPACT. SO WE HAVE ACTUALLY HAD WE HAVE A PLAN TO REALIGN IT AND KIND OF BOW IT OUT AS YOU SEE ON THE BOTTOM AND IN GREEN THAT'S GOING TO GIVE US MORE AREA TO PARK AIRCRAFT IMMEDIATELY IN FRONT OF THE FBO TERMINAL, WHICH IS AT THE TOP OF THE PAGE THERE. SO WE'RE GOING TO BE ABLE TO PARK MORE AIRCRAFT , AND IT WILL GIVE US ROOM TO PARK A LARGER AIRCRAFT. SO AS WE GET CHARTER AND CORPORATE AND PRIVATE AIRCRAFT AND WILL HAVE MORE SPACE SERIOUS TOMORROW. I SHOULD HAVE GOT A PHOTO OF EXISTING OR THAT EXISTING CONDITIONS OUT THERE. THE STEEL FRAMEWORK OF THE BUILDINGS IS UP. IT'S LARGE BECAUSE IT'S RIGHT THERE ON THE STREET AS YOU ENTER THE AIRPORT, SO THIS IS THEIR FACILITY TO MAINTAIN AND REPAIR TO THE AIRCRAFT THAT THEY SELL TO THEIR CONSUMERS AND TRAIN THEIR PILOTS ON HOW TO FLY THEIR AIRCRAFT SO VERY HAPPY TO HAVE THAT UNDER CONSTRUCTION. THEY ARE LOOKING TO MOVE INTO THAT NEXT YEAR, SO IT'S MOVING ALONG VERY QUICKLY. THIS IS AN AIRFIELD MAINTENANCE FACILITY. YOU CAN SEE THE LARGE BUILDING THERE ON THE LEFT. IT IS ABOUT TO OPEN AND IT'S SCHEDULED FOR CEO EARLY NEXT MONTH. AND THIS PROJECT WAS ABOUT A $6 MILLION FACILITY. ONE OF THE KEY THINGS THAT WE HAVE DONE WITH THIS. IN ADDITION TO PROVIDING STORAGE AND MAINTENANCE OF THE AIRFIELD EQUIPMENT AND ALSO EXTENDED THAT THAT ROADWAY THAT YOU SEE RUNNING FROM OVER BY SYMPTOMS STRONG TIED DIRECTLY OUT TO THIS FACILITY, WHICH OPENS UP THE PROPERTY JUST TO THE NORTH OF THAT, WHICH IS A AREA DESIGNATED FOR PRIVATE AIRCRAFT OR PRIVATE AVIATION USES. AND SO THE NEXT SLIDE IS ACTUALLY A DIAGRAM OF WHAT WE ANTICIPATE SEEING THERE JUST NORTH OF THAT MAINTENANCE FACILITY. WE HAVE THREE HANGARS, THE ONE TO THE EAST OR THE RIGHT ON THIS PAGE IS THE DPS FACILITY THAT STATE LEGISLATURE ALLOCATED $5 MILLION TOWARDS THE CONSTRUCTION OF THAT HANGAR. AND WE DO HAVE THE DEPARTMENT OF PUBLIC SAFETY CURRENTLY OPERATING AT THE AIRPORT, AND THIS WILL BE THEIR PERMANENT FACILITY. THE ONE IN THE MIDDLE OF THE GRAY. ONE IS ACTUALLY A HANGER THAT WE JUST SIGNED A GRAND LEASE WITH ONE OF OUR LOCAL CORPORATE ENTITIES TO BUILD AND THEY ARE LOOKING TO BREAK GROUND AS SOON AS POSSIBLE . AND THEN THE ONE TO THE FAR WEST, THE LARGEST ONE IS FOR ANOTHER CORPORATE ENTITY THAT'S BUYING NEW AIRCRAFT THAT DON'T FIT IN THEIR CURRENT HANGERS.AND SO THEY'RE LOOKING AT A VERY LARGE 35,000 SQUARE FOOT FACILITY FOR THEIR NEW AIRCRAFT, SO BUILDING. THAT MAINTENANCE FACILITY GAVE US THE ROADWAY THAT GIVES THE LANDSIDE ACCESS TO THOSE FACILITIES. AND SO WE'RE MOVING FORWARD WITH THAT. WE'RE REALLY EXCITED TO OPEN UP THIS NEW LAND FOR DEVELOPMENT. IT'S MY LAST SIDE. BUT ONE THING I DID WANT TO PUT OUT THERE IS ONE OF THE THINGS WE ARE RUNNING UP AGAINST. OVER THE NEXT SEVERAL YEARS ON THE WEST SIDE OF THE AIRFIELD. WE ARE RUNNING OUT OF THE LEASE SPACE, SO WE'VE HAD A LOT OF SUCCESS AND WE'RE BUILDING A LOT OF THINGS AND WE'RE MOVING FORWARD, BUT THE LAND ON THAT SIDE IS FINITE, AND WE ARE GOING TO BE UTILIZING THAT IN THE NEAR FUTURE, MORE TO COME ON PLANS FOR THE EAST SIDE OF THE RUNWAY. THAT'S WHAT I HAVE AND BE HAPPY QUESTIONS OF THE BOARD AND THE COUNCIL.
QUESTIONS FOR BEAR. ALRIGHT. THANKS SO MUCH. THANK YOU. MISTER GASKET. THANK YOUR BACKUP. YEAH THAT COULD PLEASE HER PRESENTATIONS FOR INNOVATION FUND ON THE FRONT SIDE. ALRIGHT COMMENTS OR COMIC BOOKS. YEAH I JUST WANT TO MAKE A NOTE ON THE LAST PRESENTATION VERY ON THE AIRPORT. THE AIRPORT HAS PROVEN TO BE SUCH AN ASSET FOR THE CITY FOR THE REGION. ECONOMIC IMPACT, AND NONE OF THAT WOULD BE WHAT IT IS TODAY IF IT WASN'T FOR DECISIONS OF PREVIOUS COUNCIL SITTING HERE AND IS, OF COURSE, FORMER MAYOR BRIAN LUCK, MILLER. WHO IS ON CITY COUNCIL AND MAYOR DURING THAT TIME MAKING LEADING COUNSEL WORKING WITH THE REST OF THE COUNCIL. TO MAKE THAT DECISION TO BUY THE FBO AND AS A RESULT, WE HAVE ALL THOSE INCREDIBLE IMPACTS. WE HAVE MR HILL. MR HALSEY, FORMER COUNSELOR. I WAS JUST REALLY REFERRING TO, I THINK AT THAT TIME BROTHER, BUT. BUT YES, IT WAS IDEA. IT WAS DAD'S IDEA. YOU GO PANTS ON THE SHOULDERS OF ALL FORMER LEADERSHIP THAT WAY, BUT I WANT TO JUST POINT OUT THAT THERE WAS A GREAT DECISION FOR THIS CITY AND THE REGION. THANK YOU. THANK YOU ALL RIGHT. WE ARE NOW GOING TO MOVE INTO WELL,
[COUNCIL, BOARD & EXECUTIVE STAFF COMMENTS]
UNLESS THERE'S ANY COMMENTS THAT BOARD MEMBERS JUST LIKE TO MAKE A COUPLE AND IF ANYBODY ON THE BOARD WANTS TO JUMP IN, SO FIRST OF ALL, WE APPRECIATE HAVING THIS JOINT MEETING WITH Y'ALL.[00:45:03]
IT'S VERY IMPORTANT TO US AND IMPACTFUL FROM THE STANDPOINT OF OUR PLANNING PROCESS FOR STRATEGIC PLANNING. ONE OF THE THINGS THAT I WANTED TO MENTION, ESPECIALLY IN LIGHT OF LISTENING TO MR GRAHAM WITH ALL THE ROAD PROJECTS EVERYTHING I KNOW THAT YOU KNOW, WE'RE PARTNERS WITH YOU WITH REGARD TO THE RESOLUTION THAT WE PASS RELATIVE TO BROADWAY MAINTENANCE AND FUNDING AND THINGS OF THAT NATURE. AND SO AS WE MOVE FORWARD IN THE FUTURE WITH OUR STRATEGIC PLANNING, OBVIOUSLY WE WANT TO ON THE SAME PAGE WITH YOU AND WORK WITH YOU ON THOSE ISSUES AS WELL. BUT AS WE GO INTO EXECUTIVE SESSION AND TALK ABOUT SOME OF OUR PROJECTS AND JUST THE COST OF THOSE PROJECTS. I WOULD LIKE AT A FUTURE MEETING AS WE DISCUSSED THIS KIND OF HELD THOSE TWO THINGS INTERACT POLICIES RELATES TO IT IS THE FUNDING OF BROADWAY ISSUES AND ALSO FUNDING OF THESE PROJECTS THAT BECAUSE THAT'S GOING TO AFFECT ULTIMATELY, THE PRIORITY THAT SOME OF THESE PROJECTS PLACE WHETHER IT'S REPOPULATED OR OTHERWISE. AND OBVIOUSLY WE'RE GONNA FOLLOW YOUR LEAD ON THE PRIORITIES AS RELATES TO THAT. SO THAT'S THE ONLY THING I WANTED TO SAY THAT SOMEBODY ELSE ON THE BOARD WOULD LIKE TO MR GRAHAM PUT THE PRESENTATION THAT I SAW TWICE TODAY. IT WAS BETTER THE SECOND TIME. I JUST WANNA LET YOU KNOW SO FANTASTIC. BUT UM COLLIN COUNTY ALSO SPOKE TODAY AT THE MEETING AND ONE OF THE THINGS THAT WAS A BIG HIGHLIGHT FOR MYSELF THAT I WOULD REALLY LOVE AS WE GO FROM A STRATEGIC PLANNING STANDPOINT.COUNCIL START ON IS OBVIOUSLY THE HURDLES THAT THE CITY HAS WHEN IT COMES TO ANNEXATION OF PROPERTIES IN THE NORTHERN QUADRANT. UM YOU KNOW, COLLIN COUNTY POINTED OUT THE NEED FOR TRANSPORTATION IN THEIR BOND BUDGET. UM FOR TRANSPORTATION BECAUSE OF THE FACT THAT THERE'S SO MANY MUDS UP IN THOSE AREAS AND AGAIN, I THINK WE WOULD LIKE TO KNOW FROM THE STANDPOINT HOW WE CAN WORK HAND IN HAND WITH THE CITY TO GET THOSE LONG TERM GOALS TO HELP WITH THE FUTURE GROWTH OF THE NORTH. YOU'RE MY GUN, MR DENNISON. WELL THAT WAS NOT INTENTIONAL, BUT I JUST WANT TO SAY THAT WE'RE REALLY DELIGHTED TO HAVE MIKE ON BOARD. I MEAN, YOU KNOW, IN A VERY SHORT PERIOD OF TIME, HE'S HELD ONE ON ONES WITH THANK EVERYBODY HERE AND THE WHOLE STAFF. AND UM I THINK WE'RE HEADED AND OUT. AN EARLY POSITIVE DIRECTION. WE'LL SEE WHAT THE NEXT SIX MONTHS SPRING BUT REALLY HAPPY TO HAVE HIM ON BOARD. YOU'RE NOT JUST RESPONDING TO WHAT YOU'RE REFERRING TO. FOR THOSE WHO KNOW THAT MAY BE WATCHING. THIS HIGHLY RATED TELEVISION SHOW BEING BROADCAST ON CHANNEL 16 IS STARTED WITH SP SIX AND THEN EXASPERATED IN THIS LAST LEGISLATIVE SESSION WITH SOME WORK. WHAT I WOULD CONSIDER CRAZY AND RECKLESS DECISIONS BY OUR STATE LEGISLATIVE BODY. ON ON PROPERTIES AND THE ABILITY TO EVEN YOU KNOW THAT UNILATERALLY DNX FROM EVEN NOW FROM THE COUNTY, SO WE HAVE A LOT OF CHALLENGES AND DEVELOPERS ARE COMING IN TODAY. THEY'RE USING THIS CURRENT LEGISLATION, EVEN IN THE T. J TO TRY TO HOLD THE CITY QUITE FRANKLY, OVER A BARREL AND PRESENT A LEVERAGE. UM. THAT THEY DIDN'T HAVE, UH, THREE MONTHS AGO. AND SO WE DO HAVE TO WORK TOGETHER AND IDENTIFY STRATEGIES TO SEE. THE CR SAY WE'RE 110 SQUARE MILES 65 ISH SQUARE MILES THAT'S INCORPORATED. THAT BALANCE OF WORSE HAD ALWAYS BEEN INTENDED. EVERYTHING WE'VE PLANNED AS A CITY EVERY EVERY DECISION WE'VE MADE IN INFRASTRUCTURE, AND, UM ROAD AND CABIN PROVEN PROJECT. DECISIONS WE'VE MADE HAS ALWAYS BEEN LOOKING TO THE FUTURE OF 110 SQUARE MILES ULTIMATELY DEVELOPED OUT AND THAT HAS BEEN UM DERAILED IN MANY, MANY CHALLENGES PUT IN FRONT OF US AND MAY FIND HERSELF LIKE THE NEXT HOUSTON WITH 1000 MUDS OUT THERE AND IN ALL KINDS OF OTHER UTILITY DISTRICTS THAT UM, I THINK LEGISLATORS WILL LOOK BACK IN 20 YEARS AND SAY, HOW THE HECK DID THAT HAPPEN AND YOURSELF? I'M STILL ALIVE. I'LL BE POINTING TO AUSTIN, BUT WE DO HAVE TO WORK TOGETHER ON STRATEGIES TO HELP. COMBAT THAT POSITION THAT THEY'VE PUT US IN AND EVERY TAXPAYER THAT HAS BORN THE BRUNT OF BIG BONDS IN THE PAST AND AGAIN IN WHAT HAS BEEN PART OF LONG TERM PLANNING FOR 100 AND 10 SQUARE MILE CITY. SO ABSOLUTELY. UM, THERE IS NO OTHER COMMENTS. WE'RE GONNA GO
