GO ON TO REPORTS 23 0878 BOARDING LASER AND REPORTS. THIS PAST YEAR HAS BEEN A VERY, VERY BUSY. I MEAN, THIS PAST MONTH HAS BEEN A VERY BUSY MONTH. A LOT OF THINGS HAPPENING IN THE[00:10:04]
COMMUNITY. SINCE OUR LAST MEETING. WE HAVE REPRESENTATION AT QUITE A FEW EVENTS. WE HAD PROMOTIONAL GRANT EVENT OF THE MECHANIC, PHILHARMONIC CONCERT DELIS, MERCHANTS. WINE AND MUSIC FESTIVAL, THE MCKINNEY REPERTORY THEATER'S CLUE, BOYS AND GIRLS, KENNY FOUNDATION EDUCATION FOUNDATION. CHAMBER BEST OF MCKINNEY LUNCH. CHAMBER DEVELOPMENT UPDATE ON TRANSPORTATION. OKAY PROFESSIONALS, CHEERS TO CHARITY EVENT. COMMUNITY HEALTH CLINIC EVENT IN MAIN GATE GALA AT THE GATE. UM I WILL START A GOOD VICE CHAIR. KELLY, YOU HAVE ANY COMMENTS? WERE YOU ABLE TO ATTEND ANY OF THESE AWESOME I WAS ABLE TO ATTEND A NUMBER OF THEM. AS ALWAYS, VERY EASY AND FUN. WELL NOTHING GETS YOU MORE EXCITED THAN TALKING ABOUT TRANSPORTATION 7:30 A.M. NONETHELESS, ACTUALLY JOKING ASIDE, IT WAS REALLY INTERESTING. TO HEAR FROM THE CITY AND HEAR FROM THE COUNTY AND THE PLANS LONG TERM FOR TRANSPORTATION. A LOT OF THINGS. I WAS NOT EVEN AWARE THAT WE'RE COMING DOWN SO THAT WAS INTERESTING. AND OF COURSE, WINE AND MUSIC FESTIVAL WAS ALWAYS FUN. YES. FINE. I GOT TO ATTEND QUITE A NUMBER OF EVENTS. I THINK IT WAS IN THIS PAST MONTH. IT'S BEEN SO BUSY. IT'S HARD TO RECALL, BUT I'D LIKE TO, UM, GIVE SOME COMPLIMENTS TO MCKINNEY ROOTS ATTENDED THAT RIBBON CUTTING, AND, UM WHAT A SPECIAL FACILITY THEY HAVE THERE . I WAS PECKED BY SOME CHICKENS, BUT THEY WERE QUITE A NICE BREED AND LONDON I HAD A GOOD TIME LEARNING MORE ABOUT THEIR PRODUCTION. AND THE VOLUME THAT THEY'RE ABLE TO PRODUCE OF EGGS FOR THE FOOD INSECURE IN OUR COMMUNITY. IT WAS REALLY TREMENDOUS TO WITNESS IT FIRSTHAND, SO I WAS VERY APPRECIATED. YES GOOD MORNING, I WAS ABLE TO ATTEND. THE PALLADIUM GROUNDBREAKING. I WANTED TO ADD THAT ONE AND, UM DR FELTUS GAVE SOME WONDERFUL REMARKS CONCERNING AFFORDABLE HOUSING, UM, AFFORDABLE AND WORKFORCE HOUSING THAT IT'S NOT CHARITY. ITS ECONOMIC VITALITY WHICH DRIVES ECONOMIC GROWTH. IT ALSO BOLSTERS THE BUSINESS IN THE BROADER ECONOMY. OUR CITY MANAGER PROGRAMS REMINDED US THAT AFFORDABLE HOUSING IS A PRIORITY. THAT THE HOUSING FINANCE CORPORATION IS A PARTNER. ON THIS ITS INVESTMENT INCOME. IT'S A PUBLIC FACILITIES PROGRAM, AND THEN HE SPOKE ABOUT THE COMMUNITY LAND TRUST. MARY FULLER REMINDED US THE NEED FOR AFFORDABILITY. THERE'S HOMES FOR EVERY ECONOMIC STATUS AND THAT AFFORDABLE HOUSING IS ONE OF THE GREATEST NEEDS IN OUR COMMUNITY. IN ADDITION TO THE PALLADIUM, GROUNDBREAKING I ATTENDED THE CHAMBER BEST OF MCKINNEY AWARDS, THE DEVELOPMENT UPDATE AS WELL. I DON'T THINK I CAN. I DON'T THINK I CAN BEST ANY OF THOSE COMMENTS. THEY'RE JUST WONDERFUL, AND I THINK OCTOBER IS PROBABLY THE BUSIEST MONTH FOR ALL OF US I ATTENDED HAVE ATTENDED A NUMBER OF THEM AND I GUESS THE MCKENNEY EDUCATION FOUNDATION. THAT WAS A LOVELY EVENT AS WELL, JUST TO SEE THE INVOLVEMENT OF LEADERSHIP AND BOARD MEMBERS IN PARTICULAR WHO ARE SERVING IN THE COMMUNITY.THAT WAS A LOVELY EVENT, BUT THEY JUST THEY JUST KEEP COMING, AND IT'S WONDERFUL THAT THIS ORGANIZATION HAS A HAND IN HOW BIG TO FUND AND SUPPORT SO MANY OF THE ENTERTAINMENT AND CULTURAL VENUES THAT KEEPS DRIVING MORE PEOPLE TO COME AND DISCOVER MCKINNEY. YEAH I TOO GOT ATTENDED TRANSPORTATION AND MARY CONGRATULATED KHAN IN COLLEGE WHEN YOU COULD ALWAYS JUST DO A GREAT JOB PUTTING ON STEP. YEAH FANTASTIC. UM BUT YEAH, ALSO ATTENDED THE MBF PERSONS WITH THE PURPOSE AND IF YOU'VE NEVER BEEN TO SEE THAT IT'S QUITE A SHOW. THESE LADIES GET KIND OF CRAZY LIKE THE PRICE IS RIGHT WHEN THEY WIN THE PERSON, SO IT'S VERY ENTERTAINING TO WATCH THAT WASN'T ABLE TO ATTEND A FEW OF EVENTS CAUSE I GOT LUCKY ENOUGH TO GO HOME, WHICH I HAVEN'T BEEN HOME FOR SEVERAL YEARS FOR MINE. REUNION WE WON'T SEE WHAT NUMBER IT WAS. BUT JUST TALKING WITH PEOPLE THAT ARE STILL BACK HOME IN BAYTOWN IN THIS HEARING THE CONCERNS THEY HAVE WITH THEIR CITY COUNCIL AND WAS GOING IN THE CITY AND HOW NOT HAPPY THEY ARE. IT'S VERY BLESSED THAT WE'VE GOT A GREAT BOARD HERE GET TO WORK WITH EVERY DAY AND OUR CITY CITY COUNCIL. EVERYBODY IN THE CITY DOES A FANTASTIC JOB. I KNOW EVERYBODY IN THE CITY IS NOT ALWAYS HAPPY WITH CITY COUNCIL DOES, BUT FOR THE MAJORITY OF PEOPLE, WE DO A GREAT JOB AND VERY APPRECIATIVE THAT I HAD AN OPPORTUNITY TO TEND THE MAIN GATE GALA. ALWAYS
[00:15:01]
A BEAUTIFUL GALA AND, OF COURSE, SUCH A WORTHY CAUSE. YOU KNOW, I JUST CAN'T CONTINUE TO STOP JUST WHAT WE DO AS A COMMUNITY TO SUPPORT UM THOSE INDIVIDUALS THAT HAVE DISABILITIES AND ARE ABLE TO HAVE REHABILITATION THROUGH THAT THERAPEUTIC, OF COURSE. HORSE INVOLVEMENT SO.JUST REALLY GRATEFUL FOR THAT OPPORTUNITY TO GO TO THE GROUNDBREAKING FOR THE NEW ICE CREAM SHOT UP. FROZEN CUSTARD THAT WILL BE COMING ON HARDEN. THAT WAS ABLE TO TASTE A LITTLE BIT OF THEIR PRODUCTS IN THE MORNING. I TASTY NOTHING BETTER THAN 30, I THINK, BUT IT WAS REALLY A GREAT EVENT. THANK YOU AGAIN AS I ALWAYS SAY, THE WORK THAT THE BOARD MEMBERS DO HERE GO BEYOND COMING TO THIS MEETING , AND THEY MAKE A LOT OF SACRIFICES DOING JOIN THEIR PERSONAL TIME TAKING OFF OF YOUR JOBS TO BE ABLE TO BE THERE TO SUPPORT THINGS. SO THANK YOU ALL AGAIN. THANK YOU FOR OUR LEADERSHIP IN THE CITY FOR JUST GIVING US GREAT GUIDANCE. UH AND EVERYTHING THAT WE DO SO APPRECIATIVE. ALSO ASKING IN THE ABSENCE OF OUR BLAZE ON COUNCILMAN JOHN MICHAEL JONES AND COUNSELING. BUILT IS JUST TRAVELING GRADES DOCTOR BUILT TRAVELING FOR THE HOMEGOING CELEBRATION OF HER BELOVED GRANDMOTHER. SO PLEASE KEEP HER AND HER FAMILY AND TRAVELING GRACE FOR THIS UPCOMING WEEKEND, SO JUST THANK YOU TO EVERYONE.
NEXT THING WE WILL GO TO CITY OF MCKINNEY. MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD.
GOOD MORNING. MY NAME IS PAUL GRIMES CITY MANAGER. CONGRATULATIONS ON BOARD MEMBERS FOR THOSE WHO ARE SERVING ANOTHER TERM AND FOR THE OFFICERS. TO HAVE BEEN APPOINTED BY YOUR PEERS. WELL, WE'RE GONNA START OFF WITH SOMETHING A LITTLE DIFFERENT THIS MORNING. I SEE PEOPLE SHUTTERING. I SEE SOME NERVOUS LOOKS ON YOUR FACE. PROMISE YOU WON'T BE THAT BAD.
BUT I'M GOING TO GIVE YOU A SHAKESPEAREAN SUMMARY OF THE CITY UPDATE. AFTER THAT, I PROMISE IT WILL BE OKAY. MY LORDS AND LADIES I AM HERE TO BRING NEWS OF OUR CITIES.
PROGRESS LET IT RING LAST NIGHT, THE BOND COMMITTEE MET ONCE MORE TO DISCUSS THE PROJECTS. WE SHALL SOON IMPLORE IN DECEMBER'S TIME TO COUNSEL. THEY WILL PRESENT A LIST OF WORTHY WORKS OUR CITY TO AUGMENT AYTEKIN, OUR HOUSING AND COMMUNITY DEVELOPMENT. LEAD HAS SERVED OUR CITY WITH DISTINCTION. INDEED FOR 14 YEARS, SHE HAS HELPED OUR CITY GROW, AND NOW SHE BIDS US FAREWELL TO NEW PASTURES GO OUR DOWNTOWN REDEVELOPMENT RFP PROCESS HAS NARROWED DOWN THE FIELD TO THREE CONTESTANTS NO LESS. ON NOVEMBER 28TH 2 COUNCIL , THEY WILL PRESENT THEIR VISIONS FOR OUR CITIES HEART WHERE WE ALL SHALL ASCENT. AND NOW MY FRIENDS, I MUST CONFESS.
THIS UPDATE WAS WRITTEN BY BARD PROFESS A MARVEL OF MODERN TECHNOLOGY HAS HELPED ME CRAFT THIS TALE WITH GREAT GLEE. SO LET US RAISE A GLASS OF COFFEE TO BARD AND ALL WHO WORKED TO MAKE OUR CITY STRONG AND STAND TALL FOR WITH THEIR HELP. OUR FUTURE IS BRIGHT AND MCKINNEY SHALL SHINE WITH ALL ITS MIGHT. THAT IS MY UPDATE FOR TODAY. I WISH I COULD CLAIM CREDIT. I WILL SAY WELL, SERIOUSNESS. I DID ATTEND A CONFERENCE LAST WEEK ON A I AND PARTICULARLY CHECK GPT AND BARRED AND THE WORLD OF INNOVATION ECONOMICS. GPT MEANS SOMETHING ELSE. I THINK IT'S CLEVER THAT CHAT GPT USERS, GPT. IN THE WORLD OF INNOVATION. ECONOMICS IT MEANS GENERAL PURPOSE TECHNOLOGY. AND MANY PEOPLE DO THINK THAT A I IS THE NEXT FRONTIER OF GENERAL PURPOSE TECHNOLOGIES. THESE ARE TECHNOLOGIES THAT SERVE AS A PLATFORM THAT MANY OTHER THINGS DERIVED FROM WHICH THEY DERIVED. IT'S AN EXCITING TIME, UM, BARRED, AND CHAD GPT AND OTHER AUGMENTED AI TECHNOLOGIES ARE GOING TO BE GREAT PRODUCTIVITY TOOLS. YOU KNOW, SOME IN THE IN THE ACADEMIC COMMUNITY THAT THERE'S SOME NERVOUSNESS, BUT THERE IS ALREADY WAYS AND STRATEGIES FOR THEM TO DEAL WITH POTENTIAL STUDENTS CHEATING AND USING IT FOR THE WRONG PURPOSES.
BUT IF YOU THINK ABOUT WORD PROCESSING TECHNOLOGY IN THE 19 EIGHTIES THAT WAS REVOLUTIONIZED THE OFFICE ADMINISTRATION ENVIRONMENT AND DEMOCRATIZED AND LOWERED. I SHOULD SAY LOWERED, BUT IT'S CERTAINLY SPREAD OUT TO ALL USERS. THE ABILITY TO PROCESS YOUR THOUGHTS WITHOUT HAVING TO GO THROUGH A THIRD PARTY OR SOMEBODY TO TYPE IT UP FOR YOU, AND IT MADE US MORE PRODUCTIVE. SO IMAGINE WHAT THE ABILITY TO DO. QUICK CALL QUADRANT ONE WORD. SORT OF NEAR TERM WORK THAT IT'S EITHER HIGH IMPACT OR LOW IMPACT, BUT IT'S DEFINITELY SHORT TERM WORK YOU CAN USE AUGMENTED AI FOR HELPING US WITH THAT PRODUCTIVITY, SO WE FREE UP OUR TIME TO DO QUADRANT TOUR, WHICH IS STRATEGIC WORK AND VISIONARY WORK AND VALUE ADDED WORK CONNECTIONS WITH OUR RESIDENTS AND OUR CUSTOMERS, SO WE'RE EXCITED ABOUT IT WHERE IT'S GONNA BE A LOT MORE TO
[00:20:03]
FOLLOW. WE HAD WERE EXPLORING WAYS TO DO IT, OF COURSE POLICIES ORGANIZATIONALLY FOR THE USE OF THINGS LIKE BART AND GPT, BUT I THOUGHT I'D HAVE A LITTLE FUN WITH IT THIS MORNING WITH THAT I WILL STAND FOR ANY QUESTIONS NOW, PAUL WE HAVE ALL THAT EXTRA SPARE TIME. HOW CAN IT HELP YOU WORK ON YOUR ENGLISH ACCENT? YES I KNOW. I KNOW. THAT'S THE EXTRA PIECE THAT YOU CAN'T GET FROM A I CAN'T DO. ANY OTHER QUESTIONS. I JUST WANT TO COMMENT THAT AND I APPRECIATE THE WORDS BECAUSE I KNOW IN OUR COMMUNITY WE'RE TRYING TO DEAL WITH IT AND WHAT WE HAVE DECIDED INSTEAD OF IT IS A SHORTCUT, AND IT WILL BE A SHORTCUT. BUT TO KIND OF FLIP IT AND MAKE IT MORE OF AN ENHANCEMENT OPPORTUNITY FOR OUR STUDENTS TO USE IT, AND FOR ALL OF US TO USE IT THE RIGHT WAY, RIGHT? SO IT'S GOING TO BE REALLY INTERESTING WHERE WE GO WITH IT. I WOULD HAVE NOT EVER GUESSED THAT THIS MORNING. SO YES. ALL RIGHT. WELL, THANK YOU. SOMETIMES I HAVE SURPRISES.YOU HAVE A QUESTION. I'M SORRY, UM, DAMPENING THE MOOD HERE, BUT, UM A LOT OF PEOPLE IN MY COMMUNITY INSTRUMENT BRANCH HAVE BEEN WONDERING ABOUT A T AND T FIBER LIKE RIPPING UP THE NEIGHBORHOOD. BASICALLY ON PEOPLE'S LAWNS, YOU KNOW, ON THEIR SIDE LAWN AREA EASEMENTS RIGHT. THERE'S PROBABLY CONCERNS ABOUT NOT BEING NOTIFIED. AND WHAT IS THIS ALL ABOUT? AND WHY IS MY FRONT LAWN BEING RIPPED UP? WHAT RIGHTS AS THE CITY HAVE TO DO THAT AND SO FORTH, CAN YOU CAN YOU ADDRESS ANY OF THAT? I CAN. IT'S NOT THE CITY DOING IT. IT'S A T AND T, WHICH THEY HAVE THE RIGHTS TO DO IT UNDER UTILITY EASEMENTS THAT JUST TYPICALLY ARE EITHER RUN TO THE FRONT OR THE BACK OR BOTH. VARIOUS RESIDENTIAL PROPERTIES. SO WHY A T AND T IS DOING AND MY GUESS IS THEY'RE TRYING TO RESPOND TO THE MARKETPLACE. YOU KNOW, OUR CITY COUNCIL HAS ASKED US. THEY'VE AUTHORIZED US TO ENTER LICENSE AGREEMENT WITH A COMPANY, UM, TO ACTUALLY BUILD FIBER THROUGHOUT THE COMMUNITY AND MY SENSES AND FOR US THE STRATEGIC OBJECTIVE OF THE CITY COUNCIL. IS TO GET FIBER TO THE COMMUNITY AND BRING MORE COMPETITION TO THE DELIVERY OF SERVICES THROUGH THE EXPANSION OF FIBER. MY SENSE IS THAT AT AND T S TRYING TO RESPOND TO POTENTIAL COMPETITION AND THEY'RE THEY'RE MOVING FAST TO GET FIBER TO THE CURB 85 OF THE CURB. IF THERE ARE ISSUES OF RESIDENTS NOT GETTING THEY HAVE TO COME IN. WHAT THEY TYPICALLY DO IS THEY'LL COME IN. THEY'LL HIRE CONTRACTORS SUBCONTRACTORS TO COME IN. RUN THE FIBER. I SAW IT ON COTTON RIDGE. THE OTHER DAY, I WAS OUT RUNNING AND THERE THEY WERE WORKING. AND THEY'RE PULLING FIBER THROUGH. THEY TYPICALLY DIRECTIONALLY BORE SO THEY'LL THEY'LL DO A HANDHOLD OR DIG A HOLE IN ONE SEGMENT, AND THEN ON THE OTHER SEGMENT, WHERE IT COMES OUT, AND THEN THEY RUN UP THE BOARD THROUGH AND SO THAT ACTUALLY MINIMIZES DISRUPTION, BUT THEY HAVE TO RESTORE, AND, UM THEY WILL TYPICALLY HIRE A SUBCONTRACTOR TO COME IN AND RESTORE LATER. THEY THEY HAVE TO GIVE A LITTLE BIT OF TIME TO SETTLE, AND IT'S NOT ALWAYS THE GREAT TIMING. RESIDENTS WOULD LIKE IT TO BE RESTORED IMMEDIATELY, AND IT DOESN'T ALWAYS HAPPEN THAT WAY. BUT IT'S A SHORT TERM DISRUPTION. BUT LONG TERM WE WANT THE FIBER. WE WANT THE SERVICE IN THE COMMUNITY, WHETHER IT'S A T AND T OR WHETHER IT'S GOING TO BE SCI FI NETWORKS WHO HAVE ENTERED INTO DISCUSSIONS ABOUT A LICENSE AGREEMENT, UM, WHERE THEY WOULD BUILD IT, BUT WE WANT BROADBAND AND IN MCKINNEY AND THESE ARE SHORT TERM DISRUPTIONS FOR LONG TERM GAIN. THANK YOU. OKAY IF THERE'S ANY MORE SPECIFIC CASES FEEL FREEDOM, LET ME KNOW OFFLINE. OKAY OKAY. THANK YOU VERY MUCH. WE HAVE VISIT MCKINNEY. YOU READY? WHICH ONE ARE YOU DOING? LET'S GO. I DON'T WANT TO FOLLOW THAT. YEAH YEAH, DO NOT. THAT WAS A VINTAGE AMY ROSEN STYLE ROSENTHAL STYLE PRESENTATION THERE, SO YEAH. YEAH, THAT WAS GREAT. AARON WARNER, EXECUTIVE DIRECTOR OF VISIT MCKINNEY. IT'S ALWAYS A PLEASURE TO BE HERE WITH YOU THIS MORNING. CONGRATULATIONS ON THE NEW OFFICER SLEIGH IN A NEW ROUND OF BOARD WORK HERE. TODAY'S A BUSY DAY FOR OUR STAFF AT THINK I MENTIONED LAST MONTH AT THIS UPDATE THAT WE HAD THE TEXAS TRAVEL COUNSELORS COMING INTO TOWN. SO TODAY THEY ROLL IN IN A CHARTERED BUS, AND THEY'RE GOING TO SPEND ABOUT A HALF A DAY WITH US HERE IN MCKINNEY. THEY'RE DOING A SELECT TOUR. MCKINNEY TIRESOME TEXAS DESTINATIONS TO MAKE SURE THAT WHEN PEOPLE WALK INTO THESE TRAVEL CENTERS OR WHEN THEY'RE WRITING ARTICLES FOR TEXAS HIGHWAYS AND ALL THE DIFFERENT THINGS THEY DO THROUGH THAT OFFICE, AND THAT THEY KNOW ALL THE NEWEST AND BEST THINGS THAT ARE HAPPY. OPENING SO WE GET THEM FOR LUNCH, WHICH IS A SPECIAL THING, SO WE GIVE THEM A LITTLE LONGER WILL TREAT HIM TO LUNCH. AND THEY'RE GOING TO DO A TOUR OF THE TYPES OF FACILITY AND I WISH IT WASN'T RAINY AND WET OUTSIDE, BUT WE'LL GIVE THEM THE BEST TOUR. WE CAN SHOW THEM AROUND SOME OTHER SPOTS IN THE DESTINATION. SO EXCITED FOR THAT. I ALSO CAN'T BELIEVE THAT IT IS BASICALLY NOVEMBER ALREADY , WHICH MEANS THAT THE D TWO FOOTBALL GAME IS RIGHT AROUND THE CORNER. AND SO WE ARE WORKING ON THAT WITH OUR COMMITTEE OF PARTNER WITH MY SD AND GETTING ALL OF THE LOGISTICS PLAN FOR THAT KIND OF WATCHING THE RANKINGS ON D TWO TO SEE WHO'S GONNA END UP IN MCKINNEY,
[00:25:01]
BUT I LOOKED YESTERDAY AND WE MIGHT HAVE SOME NEW TEAMS, WHICH WOULD BE KIND OF EXCITING FOR US TO SEE SOME NEW PEOPLE COME THROUGH THE COMMUNITY. OF COURSE, THERE'S ALWAYS FAN FEST AT THAT. THAT FAN FEST IS GOING TO BE DECEMBER 15TH. THE GAME IS GOING TO BE ON THE 16TH. WE DON'T HAVE A TIME YET. WE DON'T KNOW IF WE'LL HAVE A MORNING GAME AT NIGHT GAME. THAT ALL COMES A LITTLE BIT LATER, BUT WE'LL KEEP YOU UPDATED. FROM A MARKETING STANDPOINT, I'VE ALSO MENTIONED THE NEW CITYWIDE VISITOR'S GUIDE. WE'RE WORKING ON WITH TEXAS MONTHLY, HELPING US PUT THAT TOGETHER. WE GOT OUR FIRST, UH, COUPLE OF DRAFTS OF A FEW PAGES YESTERDAY, AND IT'S GOING TO BE A BEAUTIFUL GUIDE. I CANNOT WAIT TO GET THIS OUT AND HAVE IT AS A RESOURCE FOR EVERYONE IN THE COMMUNITY, ESPECIALLY OUR VISITORS AND AS THEY COME THROUGH THERE ARE SOME SPONSORSHIP SALES THAT WERE AVAILABLE IN THAT GUY. THEY HAD TO STAY IN THE TOURISM HOSPITALITY INDUSTRY TO IN ORDER TO APPLY TO BE IN IT, SO YOUR RESTAURANTS AND RETAIL ALL THE DIFFERENT THINGS THAT VISITORS MIGHT WANT TO DO. TEXAS MONTHLY IS AT 120% ON AD SALES FOR THAT GUIDE, AND THEY SOLD FASTER IN MCKINNEY THAN THEY HAVE FOR ANY OTHER COMMUNITY. THEY'VE DONE THIS FOR, AND THEY WERE JUST BLOWN AWAY BY THE BY THE REACTION OF PEOPLE WANTING TO BE A PART OF IT. AND SO HUGE THANK YOU TO EVERYONE WHO IS DOING THAT BECAUSE THAT ALLOWS US TO ACTUALLY GO GO FORWARD AND DO A PROJECT THIS SIZE. LASTLY WE ARE ALSO DOING A FEW UPDATES ON OUR WEBSITE. OUR WEBSITE SERVES AS A LANDING PAGE FOR SO MANY LARGE EVENTS THAT HAPPENED IN THE COMMUNITY WHETHER THEY'RE CITY SPONSORED OR THIRD PARTY THAT WE'RE HELPING SUPPORT, BUT WE ARE IN IN, UH, VERY SIMILAR TO WHAT PAUL WAS TALKING ABOUT WITH THE CHANGES THAT ARE HAPPENING IN A I CONTENT IS ALSO CHANGING IN IN THE INDUSTRY AND HOW PEOPLE GET THEIR CONTENT BARRED, FOR EXAMPLE. AND DIFFERENT THINGS. YOU CAN JUST TYPE IN A PROMPT NOW AND YOU'LL GET A PARAGRAPH OF INFORMATION AND THAT INFORMATION HAS TO COME FROM SOMEWHERE. AND SO WHAT WE'RE DOING IS WE'RE GOING TO START LEANING A LOT HEAVIER ON OUR BLOG CREATION AND CONTENT CREATION ON OUR WEBSITE BECAUSE THERE MAY BE A DAY WHERE PEOPLE AREN'T GOING DIRECTLY TO VISIT MCKINNEY AS AS QUICKLY AS THEY WERE BEFORE THEY'RE GETTING THIS INFORMATION THROUGH AN AI PLATFORM. BUT THAT INFORMATION AGAIN HAS TO BE FED FROM SOMETHING AND SO WE WANT TO MAKE SURE THAT WE'RE FEEDING IT AS MUCH. INFORMATION AND ALL THE CORRECT INFORMATION AS POSSIBLE, SO MARKETS CHANGING AND WE'RE TRYING TO STAY ON TOP OF THOSE TRENDS AND, UM, AND KEEP MOVING FORWARD STAND FOR ANY QUESTIONS. THANK YOU. SO MUCH. M E D. C MY KOWSKI. GOOD MORNING. MICHAEL KOWSKI, PRESIDENT OF THE M E D. C YEAH, MY UPDATE WILL BE A BIT DIFFERENT TODAY BECAUSE I'M ONLY ABOUT THREE WEEKS INTO THE JOB, SO I THOUGHT I SPENT OUR VISIT TALKING ABOUT ALL THE GOOD STUFF. I'M SEEING A GREAT TEAM AT M E. D C. A FANTASTIC GROUP OF PROFESSIONALS SO I COULD BE MORE BLESSED TO HAVE UM, YEAH, JUST A GOOD GROUP OF COLLEAGUES TO ADVANCE OUR MISSION. I ALSO SHARE THAT IN THE FIRST THREE WEEKS WE'VE HAD AN M E D. C MEETING, BUT ALSO AN M E D. C CITY COUNCIL JOINT MEETING, WHICH HAPPENED THIS WEEK. VERY VERY PRODUCTIVE MEETING WITH THAT GROUP. WITH THE GROUPS TO TALK ABOUT ALIGNMENT OF OUR STRATEGIES AND CERTAIN PROJECTS.SO TIMING IS PERFECT FOR ME TO TAKE ALL THIS IN MY FAVORITE PART ABOUT THE JOB SO FAR HAS BEEN MEETING PEOPLE. I'VE HAD SO MANY GREAT INTERACTIONS WITH BUSINESS LEADERS, ESTATE AGENTS, THE TEAM AND EVEN BEYOND THAT. MCKINNEY IS PRIMED FOR GREAT STUFF. WE ARE OUR TIME TO SHINE AND THE MORE I COULD ENGAGE WITH THE ECONOMIC DEVELOPMENT COMMUNITY. THE MORON CONFIRMS. THAT THIS WAS THE RIGHT SPOT FOR ME AT THE RIGHT TIME. SO THANKS FOR YOUR SUPPORT WITH THAT, AND I'LL LEAVE YOU WITH THE BEST PART OF MY JOB IS I AM ONLY 10 FT. FROM CINDY AND I SAY THAT BECAUSE THAT SYNERGY AND COORDINATION AND IMPROMPTU CONVERSATIONS WILL YIELD GREAT STUFF, SO THANK YOU AGAIN FOR YOUR SUPPORT. I'LL STAND FOR ANY QUESTIONS. THANK YOU. THE MAIN STREET. OKAY, YOU PRESENTED TODAY. GOT SOME KIND OF SHAKESPEAREAN SOMETHING? NO NOT TODAY. I'M BATTLING SINUSES. SO I HAVE A LITTLE TONI BRAXTON VOICE. UM GOOD MORNING. I'M STAYING IN FOR ANDREW JONES, WHO'S AWAY ON BUSINESS. HE GAVE ME SOME UPDATES TO SHARE SO FROM OCTOBER 26TH THROUGH THE 29TH LONE STAR CIRCUS WILL BE HERE ON KENTUCKY PROPER. CARAY BASICALLY MEANS THE CIRCUS ON THE SQUARE IN FRENCH BOUTIQUE CIRCUS ON TOOK KENTUCKY PARKER PROPER. EXCUSE ME, AND TICKETS ARE SALES RIGHT NOW. JOHN FLEMING MURAL PARTNERSHIP WITH MAIN STREET AND HARVEST HAS FINISHED ON THE NORTH WALL OF THE HARVEST AT THE MESSIANIC, SO
[00:30:05]
IF YOU GET A CHANCE TO GO TAKE A LOOK AT THAT. IT'S AWESOME. IT'S JUST ONLY MURAL IN THE STATE OF TEXAS. I KNOW HE'S DONE SOME BILLBOARDS WITH CRAZY WATER, BUT, UM, I THINK WE'RE PRETTY PROUD OF THAT. AND ALSO THE MURAL WILL CHANGE EVERY TIME TEXAS MUSIC REVOLUTION ROLLS AROUND. THE DATES WILL BE PAINTED NEXT TO IT. HARVEST OPENS TODAY. SO IF YOU GET A LITTLE HUNGRY LITTLE PECKISH, BE SURE TO STOP BY AND ALSO TAKE A TOUR OF THEIR NEW FACILITY. IT'S BEAUTIFUL. THIS IS PRESENTED BY SPG HOSPITALITY, WHICH IS OUR THIRD PARTY PARTNER ON THIS NOVEMBER. 3RD IS DALE WATSON AND HIS LONE STARS WILL BE AT IMPACT. NOVEMBER 11TH DOWNTOWN WINERIES, WINE WALK, WINE AND CHEESE WALK.OKAY SO WE HAVE ABOUT FOUR WINERIES, AND THEY DECIDED TO GET TOGETHER AND DO A ONE AND CHEESE WALK. NOVEMBER 15TH IS THE DOWNTOWN CHRISTMAS TREE ARRIVES. IT'S HARD TO BELIEVE WE'RE ONLY WEEKS AWAY FROM THAT. BUT IT WILL BE HERE AND THEN, OF COURSE, NOVEMBER 24TH THROUGH THE 26 IS HOME FOR THE HOLIDAYS AND MCKINNEY CHRISTMAS. THAT'S ALL I GOT. JAKE I IS THERE A DATE FOR THE TREE LIGHTING CEREMONY. IT'LL BE FRIDAY, NOVEMBER THE 24TH NOVEMBER 24TH 1 DAY. OKAY JOHN DOING THE FUNDRAISING TO SUPPORT THE TREE? THEY DON'T BELIEVE IT'S KICKED OFF YET, WHICH IS WHY IT'S NOT MY NOSE, BUT WE TYPICALLY DO A FUNDRAISER. IT'S A COMMUNITY FUNDRAISER. SO ORNAMENTS AND I IMAGINE IT'LL LAND ON SOMEONE'S DESK SOON. YES TO ANSWER YOUR QUESTION, OKAY? THANK YOU. HOPE YOU GET THE FEELING BETTER. THANK YOU. WE HAD RYAN PARKS AND RICK. GOOD MORNING, RYAN MULLINS PARKS AND RECREATION FIRST I'D LIKE TO SAY THAT'S WHERE THAT GUY WENT WONDERING. WE'RE STILL IN THE DESIGN PROCESS FOR THE TOWN LAKE LIGHT WALKING DOG PARK. WE SHOULD BE GOING OUT TO BID SOON FOR THE GREENS PARK AND THE GREEN TRAILS THAT THAT WILL BE, UH, THERE ON THE GREENS OF MCKINNEY PROPERTY SOUTH OF EL DORADO PARKWAY. CONSTRUCTION ON THE RANDALLS PARK IMPROVEMENT SHOULD BE STARTING SOON. THE MCKINNEY SOCCER COMPLEX AT CRAIG RANCH, WE HAD THIS SYNTHETIC TURF DOWN ON ALL THE FIELDS STILL WRAPPING THAT UP. THEY'RE ALSO STARTING THE DEMOLITION OF THE NORTH ENTRANCE AND GOING TO START THAT NEW PROCESS OF THAT CONSTRUCTION OF THAT NEW ENTRANCE. THE REC CENTER TOWN LAKE HAS BEEN CLOSED. THE ACTUAL REMODEL OF IT SHOULD BE STARTING SOON. AND I'M HAPPY TO ANNOUNCE YOU HEARD IT HERE. FIRST ROBINSON RICH PARK WILL BE OPENING. SOON. IT'S IN THE FINAL INSPECTIONS. FANTASTIC IT HAS. AND IF YOU'VE BEEN BACK BY THERE, I WAS BY THERE ONE NIGHT BECAUSE I LIVE JUST IN THE NEIGHBORHOOD NEXT DOOR AND SAW THAT THE SIGN LIT UP. IT IS BEAUTIFUL, BEAUTIFUL. TRY TO TAKE A PICTURE OF IT. BUT THERE'S A THERE'S A LIGHT BEHIND IT. THERE WAS JUST COULDN'T GET. I COULDN'T GET A GOOD PICTURE AT THAT FANTASY RIGHT THERE TOO. SO YEAH, I'M GONNA HAVE TO MAYBE HOLD UP, HOP THE FENCE GET IN THERE, AND I'LL TAKE A GOOD PICTURE OF THAT. BUT IT IS AMAZING. AND I WAS I WAS AMAZED AT THAT PARK. CONSTRUCTION. THE COMPANY THAT DID THAT I'VE NEVER SEEN SUCH A CLEAN SITE BEFORE. I MEAN, WHO STACKS THE REBAR SO NICELY ON THE SIDE, BUT THEY DID A TREMENDOUS JOB AND WE'RE HAPPY TO WORK WITH THEM. THIS PAST WEEKEND, WE HAD OUR ANNUAL TRICK OR TREAT TRAIL EVENT. I WANT TO ESTIMATE PROBABLY AROUND 9000 PEOPLE WERE AT THE EVENT. IT WAS A TREMENDOUS SUCCESS. UM FINAL REPORTS ATTACHED TO THE AGENDA CREATED AND COLIN UH, THE COLLIN COUNTY HISTORY MUSEUM PROVIDED INFORMATION ON WHAT THEY HAVE FUNDED THEIR PROJECT THROUGH OUR GRAND FRIENDS. MCKINNEY REPERTORY THEATER PROVIDED A VERY DETAILED REPORT EXCELLENT REPORT THAT WENT PERFORMANCE BY PERFORMANCE AND SHOWED THE IMPACT OF CDC FUNDS ON THEIR, UM PERFORMANCES THROUGHOUT THE YEAR AND THEN MARCHING MUSIC IN MCKINNEY, THE DRUM CORPS INTERNATIONAL INITIATIVE ALSO PROVIDED A VERY DETAILED UM FINAL REPORT FOR YOUR REVIEW.
AARON MENTIONED THE TEXAS MONTHLY ADVERTISING AND THAT IT WAS LIMITED TO RETAIL. BUT WE WERE ABLE TO SNEAK IN THERE SO WE WILL BE INCLUDED AND WILL BE ABLE TO HAVE MESSAGING REGARDING HIM. CDCS IMPACT IN THE COMMUNITY, SO WE'RE GRATEFUL FOR THAT OPPORTUNITY. UM ON THE TOPS FRONT. THEY HAVE BEEN WORKING TO COMPLETE ALL OF THE REQUIREMENTS FOR THE TCO AND THE BREWERY BUILDING AND WERE SCHEDULED FOR FINAL WALKTHROUGH THIS MORNING. I DON'T KNOW IF THE WEATHER WILL IMPACT THAT, BUT STAY TUNED. THEY HAD JUST A COUPLE OF THINGS. THIS WEEK THAT NEEDED TO BE DONE TO GET FIRES SIGN OFF, SO FINGERS CROSSED THAT WILL BE IN PLACE BY NEXT WEEK. IT'S A GIVEN TODAY, BUT THAT'S THE WAY IT'S LOOKING. UM AND THEN ON THE GRANT APPLICATION FRONT, LINDA'S BEEN WORKING WITH THE AD HOC COMMITTEE THAT I WAS WORKING ON R AND PROVIDING INPUT ON OUR VARIOUS GRANT DOCUMENTS. THE PROMOTIONAL GRANT APPLICATION IS IN ITS FINAL STAGES OF UPDATE AND REVIEW AND WE POSTED TO THE WEBSITE, SO WE'RE MOVING INTO AN ONLINE ONLY FORMAT AND THE INITIATIVE WE BELIEVE WILL RESULT IN MORE UNIFORM INFORMATION PRESENTED IN A WAY THE BOARD CAN EVALUATE THE GRANT APPLICATIONS MORE EFFECTIVELY AND EFFICIENTLY. SO LOOK FOR THAT. LINDA, DO YOU HAVE ANYTHING YOU WANT TO ADD? MANY THANKS FOR YOUR SURE. SHE HAD
[00:40:09]
GIVEN HER A MIC. CRAZY ACCENT. JUST LOUISIANA HOMEGROWN THAT YOU ALWAYS GET LINDA JONES. SO UM, THE COMMITTEE HAD MET ITS ANGIE, CATHERINE AND JOY. THANK YOU FOR ALL YOUR TIME, BY THE WAY ON, GOING THROUGH EACH GREAT APPLICATION AND HELPING US COME UP WITH THE MAIN GOALS AND WHAT WE WANT TO DO WITH THAT. SO THE TOP TWO GOALS THAT WE CAME UP WITH AS A GROUP. WE'RE UM WANT TO ENSURE THAT WE GET THE INFORMATION THAT WE WANT FROM EACH GRANT APPLICANT SO THAT YOU CAN MAKE BETTER INFORMED DECISIONS AND THEN TO STREAMLINE THE PROCESS AND THE APPLICATION ITSELF. UM SO THAT WHEN YOU'RE EVALUATING YOU'RE LOOKING APPLES TO APPLES A LITTLE BIT BETTER, UM, ON A CONSISTENCY STANDPOINT, FROM WHAT WE CAN PROVIDE YOU SO THOSE WERE THE TWO MAIN GOALS FOCUSING ON THE ONLINE BECAUSE THE BEST WAY TO GET THAT INFORMATION WE FELT LIKE WAS REALLY PULLING IN IN BRINGING IT ONLINE. INSTEAD OF ALLOWING THE MANY ATTACHMENTS THAT HAVE COME BY IN THE PAST, SO ON THE ON FOCUSING ON THE ONLINE FORMATS AND WORKING WITH OUR CITY MARKETING DEPARTMENT, UM THEY RECOMMENDED A NEW SOFTWARE AND IT GIVES US TWO THINGS IT PROVIDES, UM A PROCESS WHERE YOU CANNOT SUBMIT YOUR APPLICATION UNTIL CERTAIN REQUIRED BOXES ARE COMPLETED, AND SO THE COMMITTEE HAD IDENTIFIED WHAT THOSE REQUIREMENTS ARE, UM, WE'RE IN MOST CASES, WE HAVE MET THAT ON THE ONLINE APPLICATION, SO THOSE APPLICATIONS WILL BE FORCED TO BE A LITTLE BIT MORE COMPLETE. UM WHICH WILL BE GREAT FOR EVERYONE, INCLUDING MYSELF. UM AND THEN SECONDARILY, IT ALLOWS FOR A CONTINGENCY, UM, QUESTIONING SO INSTEAD OF THE APPLICANT DECIDING WHETHER OR NOT THEY SHOULD ANSWER THIS QUESTION THAT THEY JUST ANSWERED , WILL TELL THEM WHETHER OR NOT THEY ARE REQUIRED TO ANSWER THOSE NEXT THINGS AND, UH AND IT WILL ALSO TELL THEM WHETHER OR NOT THEY'RE REQUIRED TO. SUBMIT CERTAIN FORMS. SO UM, WE GET A LOT OF PHONE CALLS LIKE I DON'T HAVE AN IRS DETERMINATION WILL THAT ONE DOESN'T APPLY TO YOU.THEY WILL NO LONGER HAVE TO DECIDE WHETHER OR NOT THEY HAVE TO SUBMIT THAT FORM. IT WILL BE ON THERE FOR IT. SO THOSE ARE THE UPDATES. LOOK LIKE THEY'LL BE, UM THE ONLINE FORMAT SHOULD BE PUBLISHED BY TOMORROW. WE DO STILL HAVE A PHILIP FORMAT JUST IN CASE WE RUN INTO AN APPLICANT THAT NEEDS THAT, BUT WE ARE NOT GOING TO PROMOTE THAT. I THINK SO. ANYTHING ELSE FROM THE COMMITTEE OR ANY QUESTIONS? JUST JUST A HUGE THANK YOU TO YOU, LINDA AND CINDY FOR PROVIDING YOU KNOW, JUST SORT OF THE HISTORY OF HOW WE'VE DONE THIS AND THE GROUP WORKED REALLY HARD . UM, I THINK THE RESULTS WILL HELP THE PROCESS FOR ANYBODY WHO IS GOING TO BE APPLYING. BUT YOU BORE THE BRUNT OF BEING THE LIAISON FOR THE SOFTWARE AND GETTING ALL THIS DONE. SO, THANK YOU. I THINK, UM WE COULDN'T HAVE DONE IT WITHOUT ALL OF YOUR HELP. I APPRECIATE Y'ALL PUSHING THAT PROJECT ALONG BECAUSE IT IS SOMETHING THAT HAS NEEDED TO BE A PRIORITY, AND Y'ALL MADE IT ONE. SO THAT'S GOOD. JUST ECHO THE APPRECIATION. I THINK SINCE THIS WILL BE THE FIRST TIME WE'RE ROLLING IT OUT. MAYBE WE CAN DO LIKE AN INFORMAL POLL OF THE APPLICANTS TO JUST SAY, WERE THERE ANY TROUBLE SPOTS OR YOU KNOW HOW MUCH TIME DID IT TAKE YOU ON CERTAIN QUESTIONS JUST TO GET SOME FEEDBACK, I THINK MIGHT BE USEFUL BECAUSE WE MIGHT WANT TO TWEAK IT AGAIN. YOU KNOW FOR THE NEXT ROUND, BUT I THINK IT WAS REALLY COLLABORATIVE PROCESS. I APPRECIATE THE OPPORTUNITY TO WEIGH IN YEAH, I AGREE. AND NOW WITH THE NEW FORMAT TWEAKING, IT'S GONNA BE PRETTY EASY, SO THAT'S A GOOD THING. SO AGAIN, I JUST ECHO THE STATEMENTS THAT WERE SHARED.
THANK YOU FOR LISTENING TO US WHEN WE SAY THERE NEEDED TO BE OYSTERING LAND PROCESS THAT WE FELT LIKE THERE WERE QUESTIONS THAT WERE BEING ASKED THAT WEREN'T NECESSARILY RELEVANT TO WHAT THE NEED WAS. AND SO I THINK, HOPEFULLY ONCE IT ROLLS OUT WE CAN GET SOME FEEDBACK FROM THOSE APPLICANTS TO SEE IF ADDITIONAL ADJUSTMENTS OR CHANGES NEED TO BE MADE. BUT THANK YOU FOR PUSHING US IN YOUR PATIENTS BECAUSE YOU'LL BE LIKE ANGIE, ARE YOU GOING TO REVIEW THIS REVIEW? JUST SO THANK YOU FOR YOUR PATIENCE AND YOUR CONTINUED REMINDERS TO KEEP US ON TASK AND GETTING THIS DONE, SO THANK YOU AGAIN TO YOU AND CINDY. HUGE THANKS TO LINDA. SHE SHE REALLY IS THE ONE THAT DID THE WORK ON THIS AND YOU ALWAYS THINK WHAT'S GOING TO BE A SIMPLE TASK IS REALLY SIMPLE TEST, SO IT TURNED INTO A LITTLE MORE. COMPLEX PROCESS, BUT I THINK YOU'LL BE PLEASED WITH THE RESULTS AND HUGE THANKS TO LILIA, AND SHE'S THE WEBSITE GURU IN THE MARKETING DEPARTMENT . SHE'S THE ONE WHO IDENTIFIED THE SOFTWARE THAT WE'RE NOW USING AND WORKED TO GET THAT STARTED AND STUFF. SO YEAH. AWESOME. THANK YOU.
[00:45:06]
CONGRATULATIONS TO ALL THE OFFICERS TO PERFORM. DONE SO LOOK FORWARD TO ANOTHER YEAR.[REGULAR AGENDA ITEMS]
NEXT WE'RE ONTO REGULAR AGENDA ITEMS. WE HAVE ITEM 23-0880 A B CS OF AFFORDABLE HOUSING DEVELOPMENT, PRESENTING MR TEKIN . GOOD MORNING. HOW ARE YOU? ALL DOING? SO CINDY HAD ASKED ME TO COME AND TALK ABOUT THE ABCS OF AFFORDABLE HOUSING. WE USE A LOT OF ACRONYMS, AND YOU SHOULD HAVE BEEN PROVIDED WITH A LIST OF THOSE ACRONYMS. AND THEIR DEFINITIONS BEFORE I JUMP INTO THE PRESENTATION. DOES ANYONE HAVE ANY QUESTIONS ON THE ACRONYMS OR NEED MORE DETAIL OR WANT MORE DETAIL ON WHAT ANY OF THOSE MEAN OR WHAT PROGRAMS THEY ARE? PART OF. OH OKAY. MY APOLOGIES. WELL, IF YOU IF YOU LOOK OVER THE LIST, AND YOU HAVE ANY QUESTIONS, FEEL FREE TO EMAIL ME REACH OUT TO ME. AS PAUL SAID, I AM LEAVING THE CITY. I AM NOT GOING ELSEWHERE.I TO BE A BARD. I AM LEAVING AND I WILL BE IN DENTON TO MY DOG. I WILL BE CLEAVING. THAT IS THAT IS WHAT MY BIG RETIREMENT PLAN IS, BUT I WILL BE AVAILABLE AND LOVE MCKINNEY AND PLAY. MAN ON STILL BEING HERE A LOT, BUT I'LL BE HERE UNTIL JANUARY. 2ND. SO IF YOU HAVE ANY QUESTIONS FEEL FREE TO REACH OUT. SO THESE ARE THE AFFORDABLE HOUSING PROGRAMS AND THE ORGANIZATIONS THAT PROVIDE THEM WITHIN THE CITY OF MCKINNEY. SO FOR THE CITY, WE HAVE TENANT BASED RENTAL ASSISTANCE AND THAT IS FUNDED THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, AND IT PROVIDES GRANT FUNDING FOR FOLKS WHO ARE FACING DIFFICULTIES, MAYBE AN ILLNESS LOSS OF THE JOB. AND THEY PAY 30% OF WHATEVER INCOME THEY HAVE . YOU DO HAVE TO BE WORKING OR HAVE SOME KIND OF INCOME COMING IN, AND WHATEVER THEIR RENT IS SO AND THAT'S FOR UP TO 24 MONTHS. WE ARE SEEING MORE AND MORE FOLKS THAT ARE ON FIXED INCOMES, SENIORS, PERSONS WITH DISABILITIES WHO ARE UTILIZING THIS PROGRAM, SO THEIR INCOME IS NEVER GOING TO INCREASE AND THEY ARE ALREADY IN TAX CREDIT HOUSING. MANY TIMES THEIR RENT IS $902,000, AND THEIR INCOME IS $1200. SO THE CITY COUNCIL DID APPROVE A PROGRAM THAT'S KIND OF A GAP PROGRAM. IT'S A PILOT FOR PERSONS WITH DISABILITIES AND SENIOR CITIZENS TO FOR FOLKS WHO HAVE BEEN ON THIS PROGRAM FOR 24 MONTHS WHO WERE NOT ABLE TO GET A HOUSING CHOICE VOUCHER OR SOME KIND OF ONGOING ASSISTANCE FOR THE CITY THROUGH THE FUNDING THAT WE GET THROUGH DEVELOPING AFFORDABLE HOUSING THROUGH OUR PUBLIC FACILITY CORPORATION TO PROVIDE THAT GAP FUNDING FOR RESIDENTS BECAUSE WE HAVE IDENTIFIED THAT OUR SENIORS AND PERSONS WITH DISABILITIES ARE AT HIGHEST RISK. HIGHEST RISK OF BECOMING HOMELESS. WE ALSO HAVE OUR HOUSING REHABILITATION PROGRAM AND THAT IS FUNDED THROUGH OUR COMMUNITY DEVELOPMENT BLOCK GRANT. AND THAT IS ADMINISTERED BY CITY STAFF USING CONTRACTORS THAT HAVE BEEN PREQUALIFIED AND IT PROVIDES REHABILITATION OF EXISTING OWNER OCCUPIED SINGLE FAMILY HOMES FOR INCOME ELIGIBLE RESIDENTS. THAT'S RESIDENTS MAKING 80% OR BELOW OF AREA MEDIAN INCOME IN THE AREA. MEDIAN INCOME CHART IS ON THE BACK OF THE ABC OF THERE WAS PROVIDED TO YOU. IT IS NO COST TO RESIDENTS. WE DO DO A FORGIVE A BUBBLE LIEN ON THE HOME. I BELIEVE THAT IF IT'S MORE THAN $15,000, IT'S A FIVE YEAR LEAN AND IT'S FORGIVEN OVER. YOU KNOW , OVER THE COURSE OF THOSE FIVE YEARS, SO IF IT'S A $15,000 OVER FIVE YEARS, IT'S FORGIVEN AT $3000 A YEAR AND THAT IS SIMPLY TO MAKE SURE THAT WHEN FOLKS RECEIVE THIS ASSISTANCE THAT THEY STAY IN THERE COM. OR IF THEY DO SELL THE HOME THE EXTRA VALUE THAT THEY GOT FROM THE REHAB IS IT GOES BACK TO THE CITY AND BACK TO THE PROGRAM.
AND WE HAVE OUR PROPERTY MAINTENANCE PROGRAM, WHICH IS FUNDED THROUGH THE CDC, AND IT PROVIDES UP TO $20,000 TO PERFORM EXTERIOR WORK ON EXISTING OWNER OCCUPIED SINGLE FAMILY HOMES FOR INCOME ELIGIBLE RESIDENTS. SO THAT'S 60% AND BELOW BECAUSE THAT FITS WITH THE CDCS REQUIREMENT FOR INCOME, AND IT'S OFTEN PARTNER TOGETHER WITH OUR HOUSING REHABILITATION PROGRAM. SO OFTEN YOU KNOW, CODE ENFORCEMENT WILL COME TO US AND SAY WE'VE FOUND THIS HOME THAT
[00:50:03]
YOU KNOW, NEEDS SOME EXTERIOR WORK ON IT, AND WE GO. WE DO THE EXTERIOR WORK. WE TALKED TO THE RESIDENTS THERE LIKE, HEY, COULD YOU COME IN? I THINK I MIGHT HAVE A HEALTH AND SAFETY ISSUE.INSIDE THE HOME, AND SO WE'LL USE OUR CDBG FUNDING TO TAKE CARE OF THAT, SO IT'S BEEN A WONDERFUL PARTNERSHIP. IT'S GOOD QUESTION ON THE TENANT BASED SURE HAVE MISHEARD. YOU SAID THAT TO RECEIVE THIS FUNDING YOU HAVE TO BE. YOU HAVE TO WORK OR HAVE INCOME BECAUSE THEN I TALKED ABOUT DISABLED AND SENIORS, RIGHT? RIGHT SO, YES, YOU DO HAVE TO HAVE INCOME FOR THE FOR THE FOR THE TENANT BASED RENTAL ASSISTANCE PROGRAM IS SENIORS. USUALLY THEIR INCOME IS RETIREMENT, SOCIAL SECURITY PERSONS WITH DISABILITY. IT'S S S I INCOME OR IF FOLKS HAVE A JOB THEN AND WE DO HAVE PEOPLE THAT HAVE BEEN ON THE PROGRAM. WE RE INCOME QUALIFY EVERY YEAR.
AND SO THIS YEAR WE HAD SOME SOME HOUSEHOLDS THAT ALL THE ASSISTANCE THEY'RE RECEIVING IS $24 A MONTH AND IT'S LIKE CONGRATULATIONS. THIS IS WHAT THE PROGRAM IS FOR ITS TO GIVE PEOPLE BREATHING TIME TO GET THEIR INCOME BACK UP FROM WHATEVER IT IS THAT THAT HAS CAUSED HER INCOME TO FALL. SO LOW INCOME HOUSING TAX CREDIT. WE HAVE 9% AND 4% AND YOU'LL HEAR THEM CALLED LIGHT TECH. THE MAJORITY OF AFFORDABLE HOUSING THAT HAS BEEN DEVELOPED WITHIN THE CITY OF MCKINNEY IS THROUGH THE LIGHT TECH PROGRAM, AND IT'S NOT SOMETHING THAT THE CITY HAS DIRECT CONTROL OVER. DEVELOPERS APPROACH US THROUGH THIS PROGRAM. AND THE CORRECT TAX CREDITS ARE AWARDED TO ELIGIBLE PARTICIPANTS TO ASSET A PORTION OF THEIR FEDERAL TAX LIABILITY.
THERE ARE TWO TYPES. THERE'S A 9% TAX CREDIT PROGRAM THAT PROVIDES MORE EQUITY TO THE PROJECT. THEY ARE COMPETITIVE. USUALLY IF WE WERE IN A POSITION WHERE A DEVELOPER WOULD BE SCORING, GETTING A HIGH SCORE TO DEVELOP IN MCKINNEY, WE WOULD HAVE BEEN APPROACHED BY NOW.
THIS IS GENERALLY THE TIME OF YEAR EVERY YEAR, THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS COMES OUT WITH A QUALIFIED ACTION PLAN. A Q A. P, AND IT SORT OF HAS THE CRITERIA FOR WHAT DEVELOPMENTS. THEY'RE GOING TO AWARD WHAT THEY WANT TO SEE HOW CLOSE TO SHOPPING CENTER HOW CLOSE TO A SCHOOL THAT SORT OF THING. AND SO THERE ARE VERY SPECIFIC. UM AREAS THAT WILL QUALIFY OR SCORE WELL FOR THOSE TAX CREDITS, AND WE REALLY HAVEN'T SEEN THAT SO WE PROBABLY WON'T SEE THOSE THIS YEAR. THE 4% TAX CREDITS ARE NON COMPETITIVE. WELL NOW THERE'S SUCH A DEMAND THAT THEY REALLY ARE COMPETITIVE. SO NOT EVERY DEVELOPER THAT WANTS THESE GETS THESE BUT THEY MAY BE APPLIED FOR IT ANYTIME DURING THE YEAR, BUT THEY MUST APPLY FOR AND RECEIVE AN ALLOCATION FROM THE STAY FOR A TAX EXEMPT MULTI FAMILY HOUSING BOND PROGRAM. AND SO LLOYD OWENS AND COCKEREL. YOU'RE FAMILIAR WITH THAT THIS IS THE THAT DEVELOPMENT IS RECEIVING 4% LIE TECH AND IS GOING THROUGH THE BOND ALLOCATION. THEY JUST RECEIVED THEIR BOND ALLOCATION. THEY HAVE 180 DAYS TO CLOSE AND, UM WE ALSO FOR THE 4% TAX CREDITS.
THEY CAN PARTNER WITH THE MCKINNEY HOUSING FINANCE CORPORATION AND RECEIVE TAX EXEMPTION ON THE PROJECT. THE THROUGH FOR THAT TAX EXEMPTION. WE GET SOME MORE AFFORDABLE UNITS. THE HOUSING FINANCE CORPORATION RECEIVES DEVELOPER FEE RECEIVED SOME OTHER FEES THAT GO ALONG WITH THAT AND GETS PART OF THE CASH FLOW THAT COMES OFF OF THAT, AND THEN WE USE THAT MONEY TO FURTHER AFFORDABLE HOUSING. THE 9% REQUIRE A RESOLUTION OF SUPPORT FROM CITY COUNCIL AND THE 4% REQUIRE A RESOLUTION OF NO OBJECTION. FROM CITY COUNCIL. ANY QUESTIONS ON LATEX PROGRAM. QUESTIONS FOR OKAY? SO THE MCKINNEY HOUSING FINANCE CORPORATION, AND I KNOW IT'S A LITTLE CONFUSING WITH MCKINNEY HOUSING FINANCE CORPORATION, AND WE HAVE THE MCKINNEY HOUSING AUTHORITY. SO THE MCKINNEY HOUSING FINANCE CORPORATION IS A KIND OF A SUBSIDIARY CORPORATION VERY MUCH LIKE DCM E. D C OF THE CITY OF MAKENI. ONLY ITS CHARTER IS TO DEVELOP AFFORDABLE HOUSING. THE MCKINNEY HOUSING FINANCE. OUR MCKINNEY HOUSING AUTHORITY IS A SEPARATE ENTITY. ITS BOARD OF DIRECTORS IS APPOINTED BY CITY COUNCIL, BUT IT IS VERY MUCH A SEPARATE ENTITY, AND IT FUNCTIONS COMPLETELY SEPARATELY. THERE ARE SOME SOME OVERLAPS WHERE THE CITY WE DO THEIR ENVIRONMENTAL SOME THINGS LIKE THAT. WE SAY THAT WE'RE AWARE OF
[00:55:01]
WHAT THEY'RE DOING, AND THEY SAY THEY ARE AWARE OF WHAT WE'RE DOING, AND WE SEND THAT TO HER, AND THEN EVERYTHING IS GOOD, BUT THAT'S THE DIFFERENCE. IT'S BETWEEN THE HOUSING FINANCE CORPORATION. IN THE HOUSING AUTHORITY. SO THE HOUSING FINANCE CORPORATION ISSUES THE BONDS FOR THE 4% LOW INCOME HOUSING TAX CREDIT DEVELOPMENTS, AND WE DO RECEIVE A BOND ISSUANCE. THE THAT DOESN'T MEAN WE'RE PARTNERING WITH THEM. THAT JUST MEANS THAT WE'RE ISSUING THE BONDS. WE ALSO HAVE THE ABILITY THE HFC DOES TO SERVE AS THE NONPROFIT DEVELOPMENT PARTNER ON THE 4% DEALS ARE MOST RECENT DEVELOPMENT WHERE THAT HAPPENED WAS THE INDEPENDENCE.AND THE CORPORATION USES THE PROCEEDS FROM THE BOND ISSUANCE AND CO DEVELOPMENTS TO FUND OTHER AFFORDABLE HOUSING PROJECTS. SOME OF THE THINGS THAT THEY FUNDED PURCHASING LAND FOR INFILL HOUSING REHAB ON OWNER OCCUPIED SINGLE FAMILY HOMES THAT FOR WHATEVER REASON, WAS INELIGIBLE FOR CDBG FUNDING. AND THEY CAN GO UP TO 100 AND 20% OF AM I SO THAT'S A DIFFERENCE FROM SOME OTHER PROGRAMS THAT WE HAVE. SO THE MCKINNEY HOUSING AUTHORITY. ANY QUESTIONS ON HOUSING FINANCE CORPORATION. I'M SORRY. WHAT'S THE, UM MCKINNEY HOUSING FINANCE CORPORATION'S ROLE WITH PALLADIUM. SO ON THE PALLADIUM DEAL, WE PARTNERED WITH PALLADIUM AND ISSUED OR THE BONDS FOR THAT AS WELL. YEAH. UM SO. FOR THE MCKINNEY HOUSING AUTHORITIES. SO IT WAS IT WAS A CO DEVELOPMENT, RIGHT? YEAH UM, FOR MCKINNEY HOUSING AUTHORITY.
MHM HAS 204 PUBLIC HOUSING UNITS. THAT'S IT. AND THE RENTS ARE STABILIZED. BASED ON THE RESIDENT'S INCOME, ALL OF THE ADDITIONAL UNITS THAT THE MCKINNEY HOUSING AUTHORITY HAS GOTTEN SINCE THE REDEVELOPMENT OF NEWS. SOME HOMES HAVE COME THROUGH THE RENTAL ASSISTANCE DEMONSTRATION PROGRAM, SO BASICALLY HEARD HAS QUIT GIVING FUNDING TO PUBLIC HOUSING AUTHORITIES. AND HAS GIVEN THEM THE ABILITY TO DO PUBLIC PRIVATE PARTNERSHIPS. NOW THAT'S REALLY GREAT BECAUSE PEOPLE COME IN WITH LIFE TECH, THERE'S A HUGE CASH INFUSION INTO THE PROJECT.
YOU'RE ABLE TO DO REHAB, YOU'RE ABLE TO ADD ADDITIONAL UNITS. THE CATCH IS THAT THOSE ADDITIONAL UNITS ARE NO LONGER PUBLIC HOUSING UNITS, THEY ARE TIED TO FAIR MARKET RENTS. SO YES, YOU HAVE MORE AFFORDABLE HOUSING, BUT IT'S FOR FOLKS WHO ARE AT 60% OR BELOW AND MY AND IT IS SUCH TO THE FAIR MARKET RENTS. SO IT'S NOT BASED ON THE RENT OF THE INDIVIDUAL IN THE UNIT ANY LONGER. SO IT THE MH A UNITS THE FOLKS THAT ARE IN THOSE UNITS. THOSE ARE AFFORDABLE TO WHATEVER THEIR THEIR INCOME IS. AFTER THE RAD REDEVELOPMENT OF LLOYD OWENS AND COCKEREL. ALL MHM PROPERTIES WILL BE PUBLIC PRIVATE PARTNERSHIPS. SO THEY'LL BE PRIDE. THEY'LL ALL BE PRIVATELY MANAGED. THE MCKINNEY HOUSING AUTHORITY IS ALSO RESPONSIBLE FOR THE ADMINISTRATION OF 424 HOUSING CHOICE VOUCHERS. SO WHEN WE TALK ABOUT PEOPLE GETTING ON PERMANENT SUBSIDY FOR HOUSING 424. THAT IS THE EXTENT OF OUR DEEPLY AFFORDABLE HOUSING IN THE CITY OF MCKINNEY. 424 HOUSING CHOICE VOUCHERS WHERE PEOPLE ONLY PAY 30% OF THEIR INCOME.
AND 204 PUBLIC HOUSING UNITS. THE MCKINNEY HOUSING AUTHORITY JUST OPENED THEIR WAITING LIST.
AND THEY WERE TAKING 500 PEOPLE. THE LIST WAS FULL IN 20 MINUTES. SO THAT KIND OF HELPS PUT PUT IT IN PERSPECTIVE. I HAVE A QUESTION BEFORE YOUR COCKREL PROPERTY. WHERE IS THAT ONE LOCATED? LLOYD OWNS AND COCKEREL ROLE IS THAT'S NORTH. IT'S LIKE THROCKMORTON AND ARE DO I HAVE THOSE REVERSED? I THINK COCKEREL IS THE ONE. THAT'S THAT'S NORTH. IT'S UP BY THROCKMORTON. OF THE REMNANT. OKAY RIGHT, RIGHT. THE REMNANT GREENWOOD, ONE AND TWO, AND THEN A CURIOUS QUESTION.
YOUR THE HOUSING CHOICE VOUCHERS THAT ARE USED FOR THE HOUSING AUTHORITY. WHO DOES THE INSPECTIONS FOR THAT? THE HOUSING AUTHORITY. ARE THEY CONTRACTED, OR I DON'T KNOW THAT I DON'T KNOW THE ANSWER TO THAT. I SUSPECT IT'S PROBABLY A STAFF PERSON. THAT DOES THOSE, BUT THEY MAY CONTRACT FOR THE INSPECTIONS. I MEAN, YOU SAID THAT THEY'RE WAITING THIS COLD UP IN 20 MINUTES. YES A SECOND LIST, OR YOU EVER DONE A SECOND? IT'S JUST SO MCKINNEY KNOWS ON EXACTLY HOW MANY PEOPLE ARE NEEDING ASSISTANCE. UM NO. THE HOUSING AUTHORITY WILL OPEN THE WAITING LIST OCCASIONALLY, AND THEY TAKE PROBABLY 500 PEOPLE, AND THEY SAT DIFFERENT CRITERIA.
[01:00:07]
I THINK THIS TIME IT WAS FOR FOLKS WHO ARE ACTUALLY HOMELESS AND PERSONS WITH DISABILITIES.AND THE COMMUNITY LAND TRUST. YOU'VE PROBABLY HEARD A LOT ABOUT THE COMMUNITY LAND TRUST LATELY, AND COUNCIL APPROVED THE APPLICATION PROCESS FOR THE FORMATION AND WE WERE KIND OF WAITING FOR NONPROFITS TO JUMP IN AND SAY, HEY, WE WANT TO BE THE COMMUNITY LAND TRUST FOR THE CITY OF MCKINNEY, AND THAT DIDN'T REALLY HAPPEN. SO IN COUNCIL ALSO ALLOCATED A MILLION DOLLARS IN SEED MONEY TO PURCHASE PROPERTIES OR BRING EXISTING PROPERTIES INTO THE COMMUNITY LAND TRUST, SO WE WENT BACK TO CITY COUNCIL ON OCTOBER 3RD AND SAID, HEY, WOULD IT BE OKAY IF THE HOUSING FINANCE CORPORATION SERVED AS THE COMMUNITY LAND TRUST THAT DOESN'T PRECLUDE OTHER NONPROFITS FROM COMING IN AND APPLYING TO BE A COMMUNITY LAND TRUST IN THE CITY OF MAKENI? BUT IT WILL GET US MOVING FASTER BECAUSE WE REALLY WANT TO GET THIS THIS PROGRAM GOING, SO WE'RE WORKING WITH LENDERS TO CLEAR ALL THE PAPERWORK. MAKE SURE THAT THEY CAN DO LEASEHOLD MORTGAGES. KIND OF APPROVE ALL OF THE PAPERWORK AND MAKE SURE THAT THEY DON'T HAVE ANY ISSUES WITH WITH HOW WE'RE MOVING FORWARD WITH THAT, AND SO YOU'LL BE SEEING MORE ABOUT THE COMMUNITY LAND TRUST, AND HOPEFULLY WE CAN GET SOME SOME PROPERTIES PURCHASED VERY QUICKLY IN THE NEXT YEAR. AND THIS MAY BE A CITY QUESTION ARE THEIR PROPERTIES PROBLEM JUST INLAND INTO THIS FAR AS INSIDE THE CITY THAT ARE THAT PEOPLE ARE WILLING TO SELL. AND THEN WHEN WE THINK ABOUT A MILLION DOLLARS AND WE KNOW THE COST OF LOTS AND STUFF, I'M READING HALF BARKING IT REALLY GO RIGHT ONE OF THE THINGS THAT WE'RE LOOKING AT, AND WE WILL HAVE AVAILABLE TO RESIDENTS, AND IT REALLY IS JUST BASED ON IF RESIDENTS WANT TO UTILIZE THE PROGRAM. IT'S VERY DIFFERENT, YOU KNOW, IT'S VERY DIFFERENT. SO BASICALLY THE HOUSING FINANCE CORPORATION OWNS THE LAND AND THE INDIVIDUAL THAT BUYS THE HOUSE OWNS THE HOME, BUT THEY AGREED TO AN APPRECIATION RATE OF MAYBE 1.5 OR 2% A YEAR, SO THEY HAVE A LOWER MORTGAGE PAYMENT GOING IN BECAUSE THE COST OF THE LAND WAS NOT INCLUDED IN THE PURCHASE OF THE HOME, AND BUT THEY CAN SELL THE HOME AFTER 10 YEARS THROUGH THAT APPRECIATION FORMULA. BUT THEY HAVE A LOWER MORTGAGE PAYMENTS SO THEY'RE ABLE TO SAVE MONEY AS WELL. YOU KNOW, WHILE THEY'RE WHILE THEY'RE LIVING IN THE HOME, AND THEY GET THE HOME THAT THEY WANT, AND THEY'RE ABLE TO AFFORD THE HOME, SO ONE OF THE THINGS THAT WE'RE LOOKING AT IS HAVING, UM INDIVIDUALS THAT SAY, HEY, I FOUND A HOUSE AND IT'S $450,000. BUT I CAN ONLY AFFORD $300,000 HOUSE IS HAVING THE HOUSING FINANCE CORPORATION GO IN AND PURCHASE THE LAND FOR $150,000. THE INDIVIDUAL TAKES OUT A MORTGAGE FOR $300,000, AND THEY HAVE A MORE AFFORDABLE HOME AND THEY AGREE TO THESE PRICE RESTRICTIONS. THE IDEA IS THAT THAT $150,000 STAYS WITH THE HOME. SO THE NEXT PERSON THAT BUYS THAT HOME HAS TO BE AN AFFORDABLE BUYER AS WELL. SO A LOT OF PROGRAMS THAT YOU SEE YOU PUT IN THE MONEY TO GET ONE. AFFORDABLE BUYER IN THERE. THE GREAT THING ABOUT THIS PROGRAM IS THAT HOUSE REMAINS AFFORDABLE. IT REMAINS IN THE COMMUNITY LAND TRUST. SO IT'S A MATTER OF THAT'S ONE OF THE PROGRAMS. WE'RE GOING TO BE OFFERING OUR FOLKS COMFORTABLE WITH THAT. IT'S A LITTLE BIT DIFFERENT. IT'S A LITTLE ODD. THEY HAVE TO SIGN OFF ON PAPERWORK, SAYING WE AGREED TO DO THIS. WE AGREE TO THIS FORMULA. WE HAVE TO TALK TO THE APPRAISAL DISTRICT, GET THEM TO AGREE TO THE VALUATION FORMULA. AND SO THERE ARE SOME STEPS TO GO THROUGH. BUT IT'S VERY EXCITING AND THEN FOR FOLKS WHO OWN THEIR HOME OUTRIGHT. WHO CAN'T AFFORD THE PROPERTY TAXES OR WHO WANT TO PASS THEIR HOME ALONG THE WAY THAT THIS USUALLY WORKS IS THAT INDIVIDUALS CAN PAST THEIR THEIR HOME ON TO THEIR CHILDREN, EVEN IF THEIR CHILDREN AREN'T INCOME QUALIFIED. SO IF SOMEONE HAS A HOME THEY WOULD RECEIVE $150,000 SAY FOR THEIR HOME. THEIR HOME WOULD GO INTO THE COMMUNITY LAND TRUST, AND IT WOULD BE INHERITABLE OR WHEN THEY PASSED OR DECIDED TO SELL THE HOME. IT WOULD BE, IT WOULD GO TO ANOTHER INCOME ELIGIBLE BUYER. AND WITH THE APPRAISAL DISTRICT, THEY WERE ONLY PAYING THE TAXES ON THE HOME ITSELF, NOT THE LAND. CORRECT CORRECT. CORRECT. AND THAT IS THE MCKINNEY HOUSING FINANCE CORPORATION KIND OF WENT OVER THAT, BUT WE'RE ABLE MCKINNEY HOUSING FINANCE
[01:05:05]
CORPORATION IS, YOU KNOW BY STATUTE IS ABLE TO SERVE AS A COMMUNITY LAND TRUST. AND IT'S JUST A QUESTION. DO WE PUT THAT LITTLE THING IN OUR BYLAWS? UM IT'S LIKE WIND FEASIBLE. THE CORPORATION WE USE LONG TERM LAND USE RESTRICTIONS. OR DO WE ACTUALLY DOES LEGAL WANT US TO CREATE A SUBSIDIARY CORPORATION TO MANAGE THIS? AND WHO IS AN INCOME ELIGIBLE BUYER. UM SO FAMILIES WITH YEARLY INCOME AT TIME OF SALE AT OR BELOW 80% OF THE AREA MEDIAN FAMILY INCOME.AND IT HAS TO AVERAGE OUT AT 80% SO THERE'S SOME TRUST ME NOT SELL MORE THAN 20% OF THE HOUSING UNITS TO FAMILIES, BUT YOU CAN GO UP TO 120% BUT YOU KNOW, THERE ARE SOME RESTRICTIONS ON THAT. SO THE NEWER HOMES WOULD PROBABLY BE AT 120% AM I SOME OF THE EXISTING HOMES? MAYBE AT THE LOWER? AM I SO THAT'S SOMETHING THAT WE WOULD KEEP AN EYE ON TO MAKE SURE THAT WE AVERAGED OUT AT THE 80% AM I AND YOU CAN SEE AT LEAST 25% OF THE UNITS WOULD BE SOLD TO FAMILIES EARNING 60% OR BELOW. AND WE USED THE GROUND LEASE MORTGAGE COST OF IMPROVEMENTS CAN ALSO BE RECAPTURED VIA FORMULA. THE NEW INCOME HOME BAR AGREES TO A 99 YEAR GROUND LEASE AND THE APPRECIATION FORMULA. AND AGAIN WE'RE WORKING WITH LOCAL LENDERS , UH, FOR A GROUND LEASE MORTGAGE TO MAKE SURE THAT THAT THAT WORKS FOR THEM. AND THEN LAST THE PUBLIC FACILITY CORPORATION. SO PUBLIC FACILITY CORPORATIONS CAN EITHER BE SPONSORED THROUGH THE MCKINNEY HOUSING AUTHORITY BY STATUTE OR BY THE CITY OF MAKENI. WE SAW A LOT OF PFCS. WE SAW A LOT OF PUBLIC FACILITY CORPORATIONS. YOU MAY HAVE HEARD PLANO IS KIND OF GOING THROUGH SOME ISSUES RIGHT NOW WITH THEIR HOUSING AUTHORITY AND PUBLIC FACILITY CORPORATIONS BECAUSE THE HOUSING AUTHORITY THEY'RE BASICALLY WENT IN AND WORKED WITH DEVELOPERS TO TAKE ABOUT 13 OR 14. DEVELOPMENTS APARTMENTS OFF OF THE TAX ROLLS AND RECEIVED, YOU KNOW DEVELOPER FEES FOR THAT THE LEGISLATURE CAME IN AND SAID, WAIT A MINUTE. THIS IS THIS IS HAPPENING TOO QUICKLY. THE SCHOOL DISTRICTS AREN'T HAVING BUY IN ON THIS. THE CITIES AREN'T HAVING BUY IN ON THIS, AND THEY MADE SOME CHANGES IN THE LAST LEGISLATIVE SESSION.
40% OF THE UNITS MUST BE SET ASIDE FOR RESIDENTS EARNING 80% OR LESS OF THE AREA. MEDIAN INCOME AND 10% MUST BE SET ASIDE FOR THOSE EARNING 60% OR LESS. ADDITIONALLY IF THEY PURCHASE EXISTING UNITS AND BRING THEM INTO A PUBLIC FACILITY CORPORATION 15% OF THE PURCHASE PRICE HAS TO GO INTO REHAB. THE UNITS SO THE NET RESULT OF THAT IS THAT IT MAKES IT LESS ATTRACTIVE FOR DEVELOPERS TO USE THIS TOOL, WHETHER IT'S THROUGH THE HOUSING MCKINNEY HOUSING AUTHORITY OR THROUGH THE CITY OF MCKINNEY, AND THE AFFORDABLE UNITS ARE PAID FOR BY THE PROPERTY TAX EXEMPTION, WHICH IS GRANTED THREE TO THE DEVELOPMENT THROUGH ITS PSC STATUS. AND THERE ARE STRICTER REPORTING REQUIREMENTS ON THIS NOW AS WELL . SO YOU'RE PROBABLY NOT SEE AS MANY OF THE PUBLIC FACILITY CORPORATIONS. ALSO CITY COUNCIL HAS MADE THE DETERMINATION THAT THE 80% OR BELOW AM I IS NOT REALLY WHERE THE NEED IS FOR MULTI FAMILY. BUT IT'S REALLY THE DEEPER, DEEPER SUBSIDIES THAT ARE NEEDED. UM WE WILL. YOU KNOW IF SOMEONE COMES TO US AND SAYS, HEY, WE WANT TO DO A PFC DEAL, AND WE WANT TO PROVIDE 30 TO 50% UNITS AS PART OF IT. I THINK THAT'S SOMETHING THAT WE WOULD WOULD BRING FORWARD. BUT YOU KNOW, AT THIS TIME, I DON'T THINK IT'S SOMETHING THAT REALLY WORKS FOR THE DEVELOPERS. AND THAT IS IT STAND FOR ANY QUESTIONS BEFORE THIS VERY, VERY DETAILED PRESENTATION. ARE THERE ANY QUESTIONS? JENNY THANK YOU SO MUCH FOR THE 424 VOUCHERS. MHM CAN YOU TELL ME A LITTLE BIT ABOUT THE COMPOSITION OF THE PEOPLE USING THOSE, ARE THEY PREDOMINANTLY INDIVIDUALS. HOW MANY YOUR FAMILY'S FAMILY COUNCIL? WHAT SIZE, RIGHT? I DON'T HAVE THAT INFORMATION, BUT I CAN REACH OUT TO ROSA MILLER WITH THE MCKINNEY HOUSING AUTHORITY AND PROVIDE THAT INFORMATION BECAUSE I KNOW SHE DOES HAVE IT. OKAY THANK EVERYONE CURIOUS AND THAT AND THEN YOU PROBABLY HAVEN'T SINCE I WAS GOING TO SAY WE CAN INVITE MISS MILLER TO PRESENT TO THE BOARD. THAT WOULD BE HELPFUL. I FEEL LIKE I'M GETTING THINGS THAT ARE VERY MACRO LEVEL, BUT REALLY, TO UNDERSTAND, UM, THE FABRIC OF WHO WE'RE TALKING ABOUT IN OUR COMMUNITY. IT WOULD BE VERY HELPFUL AND THEN I'M NOT
[01:10:05]
SURE IF YOU CAN ANSWER THIS QUESTION OFF HAND, BUT YOU KNOW, WE'RE THROWING AROUND A LOT OF PERCENTAGES. BUT I'M LOOKING AT THE ACRONYM LIST AND JUST AT THE TOP LIKE A MF I AREA MEDIUM FAMILY INCOME. SO WHAT IS THAT FOR? MCKINNEY WHAT IS THAT X. THE AREA MEETING AND FAMILY INCOME IS ABOUT $106,000 A YEAR FOR A FAMILY OF FOUR. OKAY. AND WHAT IS IT FOR AN INDIVIDUAL.FOR AN INDIVIDUAL IT WOULD BEBE AROUND. 90,000 WE CAN 80,000 YEAH, THE 60 IT WOULD BE CLOSE TO 90,000 FOR AN INDIVIDUAL AND THEN THE HEAD. INCOME LIMITS ARE ON THE LAST PAGE. I JUST COULDN'T DO THE MATH. QUICKLY ENOUGH. I JUST WANTED TO BASE NUMBER. OKAY, SO FOR AN INDIVIDUAL. THANK YOU. THAT HELPS ME. ITS WEBSITE INDIVIDUALS. THAT'S FOR THAT'S FOR A FAMILY OF FOUR. YEAH. AND SHE HAS RIGHT? MCKINNEY WEBSITE MEDIANS ONE OF ONE OF MY SIX BUT ONE PERSON WAS 50. I THINK THAT FOR THE TIME HER IS THAT HER? AS LIMITS. RIGHT? AH! SORRY WELL, YEAH, AND I'M SO IT'S 50. SO THAT'S 80% 57 7 50. I THINK THAT WHAT YOU'RE LOOKING AT IS THE LIMITS FOR THE REHAB PROGRAM. YEAH. SO AT 100 100% OF AREA MEDIAN INCOME IT WOULD BE AROUND 90,001 PERSON FOR ONE PERSON CORRECT. AND FOR A FAMILY OF FOUR. IT'S ABOUT 106. AND THAT'S A 100. YEAH, I JUST 1996 REALLY HIGH FOR AN INDIVIDUAL LIKE HALF MAKE MORE THAN THAT HALF MAKE LESS THAN THAT. I DON'T KNOW THE NUMBER SEEMS HIGHER THAN I WOULD HAVE EXPECTED. YEAH. ANY ADDITIONAL QUESTIONS, WHICH IS THANK YOU VERY MUCH, VERY DETAILED. THANK YOU. MADAM CHAIR IF I COULD WEIGH IN ON THIS FOR A SECOND, THAT ON THIS PARTICULAR SUBJECT, BUT I JUST WANTED TO ACKNOWLEDGE JOURNEY BEYOND SHAKESPEAREAN ACKNOWLEDGEMENT, GINNY. YOU KNOW SHE WAS HERE BEFORE I GOT HERE. SO FOR SEVEN YEARS OVER SEVEN YEARS, I'VE BEEN WORKING WITH HER JOURNEY HAS TRANSFORMED THE HOUSING AND COMMUNITY DEVELOPMENT FUNCTION THEY CAN ANY. SHE'S BEEN HERE 14 YEARS. THIS IS COLLIN COUNTY IS NOT THE EASIEST PLACE TO DEVELOP AFFORDABLE HOUSING. FOR A VARIETY OF REASONS. IT'S VERY CONSERVATIVE PLACE, ALTHOUGH IT'S VERY COMPASSIONATE COMMUNITY, WE HAVE MORE AFFORDABLE HOUSING UNITS THAN ANY OF THEIR COLLIN COUNTY CITIES COMBINED. I THINK THAT SPEAKS WELL TO JENNY AND HER LEADERSHIP. EVERY SINGLE PROJECT IS RIDDLED WITH ITS CHALLENGES. IT'S AND SHE HAS TO FIND THE RIGHT FORMULA TO WORK. IN A COMMUNITY. IT'S A VERY COMPLEX ISSUE. LOTS OF DIFFERENT NUMBERS. TO WIT WE JUST TALKED ABOUT AND WE HAVE TO BE ABLE TO MAKE A CASE FOR EACH ONE OF THESE, AND HER LEADERSHIP HAS ALLOWED MCKINNEY TO BE A LEADER IN THIS FIELD. WE JUST HAD EVEN IF YOU SAW AN ARTICLE YESTERDAY TODAY BEFORE ARTICLE IN THE DALLAS MORNING NEWS, I BELIEVE ABOUT THE PROGRESS. MCKINNEY'S MADE UNAFFORDABLE HOUSING AND POLITICALLY WE KNOW IT'S ALWAYS A CHALLENGE. WE GET FEEDBACK FROM SOME ELECTED OFFICIALS. WE GET SOME FROM RESIDENTS. THEY SAY, WHY IS MCKINNEY DOING SO MUCH? WE GOTTA WORRY ABOUT OURSELVES. I CAN'T WORRY ABOUT THE OTHER COMMUNITIES. THAT'S THEIR ISSUE. WE HAVE TO TAKE CARE OF OUR COMMUNITY AND WE DON'T HAVE ENOUGH AFFORDABLE HOUSING UNITS. WE'RE GOING TO NEED MORE. THAT'S JUST OBJECTIVELY SPEAKING, I CAN TELL YOU THAT THE NUMBERS ARE THERE AND WE KNOW THE NUMBERS OF FOLKS WHO NEED HOMES. AND SO WE ALL WE CAN DO IS TAKE CARE OF OUR COMMUNITY AND DO WHAT WE CAN AND WE APPRECIATE THE LEADERSHIP OF OUR CITY COUNCIL AND UNDERSTANDING. RECOGNIZING THIS CHAMBER OF COMMERCE IS VERY OUTSPOKEN ABOUT THIS AND OUR BUSINESS COMMUNITY. IT'S VERY DIFFICULT JOB IN A PLACE LIKE COLLIN COUNTY, SO I WANT TO APPLAUD HER AND PUBLICLY ACKNOWLEDGE HER. TO ECHO YOUR PRAISE. THANK YOU. UM WE OWE YOU SUCH A HUGE DEBT OF GRATITUDE FOR BRINGING YOUR EXPERTISE IN HELPING US TO UNDERSTAND THE COMPLEXITY OF ALL THE THINGS THAT ARE GOING ON KUDOS. ALSO TO OUR CITY LEADERSHIP AND IN PARTICULAR TO KIM FLAM, WHO HAS BROUGHT HER AMAZING FACILITATOR, KINDS OF EXPERTISE TO THE GROUP.
