[Police Department Officer Recognition Program]
WITH INFORMATION SHARING ITEMS VERSUS ITEM 230899 POLICE DEPARTMENT OFFICER RECOGNITION PROGRAM AND CHIEF ALAN BERG. I BELIEVE YOU'RE GOING TO COME UP. OFFICER JESSICA JONES TO BE RECOGNIZED. MAYOR COUNCIL CITY MANAGER. I'D LIKE TO THANK YOU FOR ALLOWING ME THE OPPORTUNITY TO SHOWCASE SOME OF THE EXCEPTIONAL WORK THAT IS DONE WITHIN THE MCKINNEY POLICE DEPARTMENT TONIGHT. SPECIFICALLY I'D LIKE TO RECOGNIZE OFFICER JESSICA JONES. OFFICER JONES WAS HIRED BY THE MCKINNEY POLICE DEPARTMENT IN JUNE OF 2020. PRIOR TO JOINING US SHE WAS A POLICE OFFICER FOR THE MANNER POLICE DEPARTMENT, WHICH IS JUST NORTH EAST OF AUSTIN FOR SIX YEARS. ON THE MORNING OF AUGUST 26 2023 AT APPROXIMATELY 1:20 A.M. OFFICER JESSICA JONES OBSERVED THE VEHICLE TRAVELING IN THE WRONG DIRECTION IN THE 100 BLOCK OF SOUTH KENTUCKY STREET, WHICH IS RIGHT OVER HERE. OFFICER JONES ACTIVATED HER LOTS AND FOLLOWED THE VEHICLE INTO THE PARKING LOT DIRECTLY BEHIND THE MCKINNEY POLICE STOREFRONT FACILITY. THE DRIVER ACCELERATED THROUGH THE PARKING LOT AND EXITED ONTO DAVIS STREET VEHICLE CONTINUED WEST ON DAVIS STREET AT A HIGH RATE OF SPEED TOWARDS THE INTERSECTION OF DAVIS AND COLLEGE. THE DRIVER WAS UNABLE TO NAVIGATE THE T INTERSECTION AND DROVE THEIR VEHICLE INTO THE RETAINING WALL ON THE WEST SIDE OF COLLEGE STREET BY THE ELEMENTARY SCHOOL. THE CRASH CAUSED THE VEHICLE TO ROLL OVER AND IT BEGAN TO SMOKE IMMEDIATELY, AND ULTIMATELY, THE VEHICLE IGNITED WITH THE DRIVER STILL IN THE DRIVER'S SEAT, OFFICER JONES QUICKLY AND IMMEDIATELY RAN TO THE VEHICLE AND BROKE OUT THE DRIVER'S SIDE WINDOW. SHE QUICKLY PULLED THE DRIVER FROM THE VEHICLE AND DRAGGED HIM AWAY FROM THE CAR, WHICH HAD BECOME FULLY ENGULFED IN FLAMES. MCKINNEY FIRE DEPARTMENT ARRIVED ON SCENE AND TREATED THE DRIVER WHO SUSTAINED MULTIPLE INJURIES. OFFICER JACKSON JESSICA JONES PLACED HERSELF IN DANGER TO SAVE THE LIFE OF THIS MOTORIST, AND THAT'S WHAT WE WANT TO RECOGNIZE HER FOR. THE MOTORIST WAS ULTIMATELY DISCOVERED TO BE A FELON, BOTH IN POSSESSION OF CONTROLLED SUBSTANCE AND A FARM.WAS ADMITTED TO THE HOSPITAL FOR HIS INJURIES AND NOW IS FACING MULTIPLE FELONY CHARGES. OFFICER JONES YOUR ABILITY TO TRANSITION FROM ENFORCER TO CARETAKER AND LIFESAVER AND THEN BACK INTO YOUR ENFORCEMENT ROLE, I THINK EXEMPLIFIES WHAT WE EXPECT FROM OUR MCKINNEY POLICE OFFICERS. SO HOW ME TO STAND OVER HERE AND PRESENT YOU WITH A CHALLENGE COIN. SO.
[00:05:07]
WHAT A FANTASTIC STORY OFFICER JONES. THANK YOU. NEXT TO THE ITEM. 230900 PROCLAMATION FOR[Proclamation for Hunger and Homelessness Awareness Week]

[PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]
WHEN I HAVE PUBLIC COMMENTS ON AGENDA ITEMS FOR NON PUBLIC HEARING ITEMS, AND I HAVE THREE PEOPLE THAT HAVE SIGNED UP TO SPEAK FIRST. WE MICHAEL COACH HIM. THAT'S CORRECT.PRONUNCIATION APOLOGIZE IF IT'S NOT. WHEN YOU COME UP, MICHAEL, IF YOU'LL STATE YOUR NAME ADDRESS FOR THE RECORD, YOU HAVE THREE MINISTERS A TIME OR TO YOUR LEFT OR RIGHT, WILL TURN YELLOW AT 30 SECONDS AND READ IT. FIVE. AND THERE WILL BE A LITTLE BELL SOUND IF YOU ARE NOT FINISHED BY THE END OF THREE, ALRIGHT. THANK YOU, MR MAYOR. CITY COUNCIL. WANT TO THANK YOU FOR YOUR SERVICE? HAPPY BIRTHDAY , MR MAYOR. YESTERDAY WAS MY BIRTHDAY. HAPPY BIRTHDAY TO YOU.
MY NAME IS MICHAEL COCKRUM AND MY WIFE AND I LIVE AT 45 08 MOONLIGHT DRIVE HERE IN MCKINNEY. WE'VE LIVED IN AROUND MCKINNEY FOR ABOUT 30 YEARS YEARS AGO, A WISE WOMAN ONCE TOLD ME THAT GOD DON'T LIKE UGLY. AND I PROBABLY NEVER RECEIVED BETTER ADVICE THAN THAT . WHAT SHE MEANT WAS THAT WHEN IT APPEARS THAT PEOPLE ARE GETTING AWAY WITH TREATING OTHERS WRONGLY GOD IN HEAVEN WILL EVENTUALLY EVEN THE SCORE. WHEN PEOPLE AREN'T TREATING PEOPLE. WELL, GOD IS WATCHING. THE COUNCIL IS CONSIDERING TAKING THE TAXPAYERS OF MCKINNEY INTO MORE DEBT TO MAKE IMPROVEMENTS TO THE CITY AIRPORT. SPENDING TAXPAYER MONEY AT THE AIRPORT HAS COME UP MULTIPLE TIMES IN THE PAST SEVERAL YEARS, AND EVERY TIME THE TAXPAYERS HAS SAID NO, WE DON'T WANT THAT. YET THE COUNCIL MOVES FORWARD WITHOUT THE
[00:10:04]
SUPPORT OF MCKINNEY, CITIZENS, TIME AND TIME AGAIN. THE CITIZENS HAVE RANKED THE AIRPORT AS THEIR LOWEST PRIORITY. YET THIS IS THE ONE THING YOU CHOOSE TO GO INTO DEBT FOR AT THE MOST INAPPROPRIATE TIME. NOW YOU EITHER THINK YOU'RE SMARTER THAN ALL OF US, OR YOU KNOW SOMETHING THAT WE DON'T THAT BEGS THE QUESTION WHO BENEFITS IS IT THE CORPORATIONS THAT HAVE ALREADY RECEIVED MILLIONS OF DOLLARS FROM THE CITY OF MCKINNEY? IS IT? THE EXECUTIVES WHO HAVE SERVED ON SOME OF YOUR CAMPAIGNS. ALMOST CERTAIN THAT IT ISN'T MOST OF THE PEOPLE. IN THIS ROOM. SO I ASKED YOU TONIGHT AS YOU CONSIDER THEIR CERTIFICATE OF OBLIGATIONS. I WANT YOU TO STARE AT THESE PEOPLE IN THE EYE. AND REMEMBER, GOD DON'T LIKE UGLY. I CHALLENGE YOU TO VOTE AGAINST AUTHORIZING THE CERTIFICATES OF OBLIGATION THAT ARE ON THE AGENDA. THANK YOU, MICHAEL. I'M GONNA I'M GONNA DO SOMETHING UNUSUAL. IF YOU'RE IF YOU'RE WILLING, I WANT TO ASK YOU A FEW QUESTIONS IF I COULD. SURE. ARE YOU? DO YOU KNOW HOW MUCH UM PROPERTY AND SCHOOL TAXES ARE PAID. FROM ASSETS AT THE AIRPORT ANNUALLY. YES, I DO. DO YOU KNOW THAT? NOT NOT THE FIGURE. BUT YES, I DO KNOW THAT GENERATES INCOME. AND DO YOU KNOW THAT THAT SUBSIDIZES TAXPAYERS IN OUR COMMUNITY, SO EVERYONE IN THIS ROOM BENEFITS WHEN MILLIONS AND MILLIONS OF MILLIONS OF DOLLARS ARE PAID. YEAH I WOULD LIKE TO ANSWER YOUR QUESTIONS, BUT NOT IN THE FORM OF YOU. LOBBYING FOR SOMETHING THAT'S ON THE AGENDA, SO I'M GOING TO GO AHEAD AND SIT DOWN.YOU SIT DOWN. MAKE THE STATEMENT THAT WHAT IS WHAT IS ON THE AGENDA TONIGHT IS NOTHING TO DO WITH WHAT WAS PAT OR WHAT WAS ON THE BOND REFERENDUM. THE BOND REFERENDUM THIS LAST MAY. STATED ISSUANCE. DO YOU VOTE FOR THE ISSUANCE OF $200 MILLION GENERAL OBLIGATION BONDS FOR COMMERCIAL AIR SERVICE TERMINAL AND RELATED IMPROVEMENTS AT THE CITY'S AIRPORT AND THE IMPOSITION OF A TAX EFFICIENT TO PAY THE PRINCIPAL OF AN INTEREST ON THE BONDS. THE ITEMS JUST TO BE CLEAR FOR EVERYONE TONIGHT. HAS NOTHING TO DO WITH COMMERCIAL SERVICE. NOTHING DO WITH COMMERCIAL SERVICE TERMINAL. THE AIRPORT WAS PURCHASED BACK IN 2013 14 WE PURCHASED FROM THE CITY PURCHASED THE FIXED BASED OPERATIONS. THE REASON WHY THE CITY PURCHASED THE FIXED BASED OPERATIONS AT THE AIRPORT IS BECAUSE AS A CITY WE REALIZED THAT DEVELOPING THAT AIRPORT IN A WAY THAT ACTUALLY DOES BENEFIT EVERY SINGLE PERSON IN THIS ROOM. AS I LOOK OUT AND EVERYONE OUT IN THE COMMUNITY, IT WOULD HAVE TO BE DEVELOPED IN A WAY THAT A PRIVATE DEVELOPER MAIN MAY NOT DO. THEY DON'T HAVE THE SAME MOTIVATION AS A CITY. WE LOOK, WE LOOK FOR THAT AIRPORT TO GENERATE ECONOMIC IMPACT HAVE ECONOMIC IMPACT IN THE REGION, SUBSIDIZED PROPERTY TAXES, SCHOOL TAXES, COUNTY TAXES, COLLEGE TAXES, AND THOSE ARE THE BENEFITS THAT WE SAW AS A CITY AND THESE WERE LEADER LEADERSHIP BEFORE MYSELF, AND I COMMEND THEM FOR THE DECISION THEY MADE.
IT'S PROVEN TO BE A TREMENDOUSLY SMART DECISION FOR THE BENEFIT OF TAXPAYERS AND AGAIN THAT THOSE ASSETS THAT ARE LOCATED NOW AT THE AIRPORT, SUBSIDIZE EVERYONE'S TAXES THEY WOULD OTHERWISE BE PAIN, ADDITIONALLY ON THEIR HOMES AND THEIR PROPERTIES. IN ADDITION TO THAT THE AIRPORT BEING DEVELOPED THAT IT'S THE WAY THAT'S BEEN DEVELOPED HAS BEEN A HUGE INCENTIVE FOR CORPORATIONS TO CONSIDER THIS REGION. NOT ALL OF THEM HAVE MOVED THEIR CORPORATE HEADQUARTERS AT TOYOTA, FOR EXAMPLE TO PLANO. BUT ASSETS GET MOVED HERE IN THE AIRPORT IN THIS REGION WAS A SIGNIFICANT CONSIDERATION FOR THEM. TO MOVE TO THE AREA. WHEN WE THAT THE GENERAL AVIATION SIDE OF OUR AIRPORT IN THE DEVELOPMENT OF THAT HAS BEEN VERY, VERY DELIBERATE BY THE CITY AND MAKE NO MISTAKE THAT DELIBERATION ON THAT HAS ALWAYS BEEN FOR BENEFIT TO TAXPAYERS. I DON'T KNOW. WHEN WHEN THE WHEN COMMENTS ARE MADE ABOUT WHO IS IT? WHO IS IT, UM, BENEFITING CORPORATIONS. IS THAT PEOPLE ON CAMPAIGNS, IS IT I GUESS IF I MAY IF I'M A TOYOTA AND I WANT TO KEEP MY CORPORATE JET HERE VERSUS SOMEWHERE FARTHER AWAY. I GUESS THAT'S THE BENEFIT TO ME. THE BENEFIT TO US IS THEY PAY TAXES, THOUGH, AND THOSE JETS AS I'VE SAID BEFORE, DON'T DON'T SEND LITTLE JETS TO OUR SCHOOLS. THEY DON'T DRIVE ON THE ROADS. THEY DON'T GO TO OUR PARKS. THEY DON'T USE OUR LIBRARIES. WE DON'T HAVE TO HAVE MORE POLICE OFFICERS AND, UH AND FIRE PERSONNEL FOR THAT TREMENDOUS HAVE LEARNED THAT GETS PAID. TODAY. I THINK WHAT WE'RE TALKING ABOUT UM. ON THE IMPROVEMENTS FOR THE GENERAL AVIATION SIDE OF THE AIRPORT.
WILL HOUSE ABOUT $200 MILLION IN ASSETS ON 10 ACRES YOUR HEAD AROUND THAT NUMBER $200 MILLION.10 ACRES. UM THAT'S A THAT'S A TREMENDOUS AMOUNT OF VALUE. AND WHAT WILL THAT DO FOR EVERYONE IN THIS ROOM? AND PAY TAXES. PAY TAXES AND PAY SCHOOL TAXES, COLLEGE TAXES, COUNTY
[00:15:01]
TAXES, CITY TAXES, PROPERTY TAXES. THAT BENEFITS SO? YEAH WHEN I VOTE ON THIS ABSOLUTELY LOOKING OUT TO THE ROOM. AND IDENTIFYING AND I WILL BE VOTING AS WILL BE VERY EVIDENT IN MY VOTE BECAUSE I KNOW THAT THE BENEFIT TO EVERYONE IN THIS ROOM AND TWO RESIDENTS, SO WE NEED TO BE GOOD STEWARDS OF THAT ASSET. ONE OF THE WAYS THAT WE CAN BE GOOD STEWARDS. WE'RE NOT TALKING ABOUT COMMERCIAL SERVICES SERVICE. AT THIS POINT. WE'RE TALKING ABOUT AN ASSET THAT GENERATES A QUARTER OF A BILLION DOLLARS IN ECONOMIC IMPACT TO THE REGION. APPROPRIATE SCHOOL TAXES. THAT SUBSIDIZE ALL OF OUR RESIDENTS, SO THOSE THAT IS THE. THAT WOULD BE MY PURPOSE.EVERYONE UP HERE WILL HAVE THEIR OWN VOTE. BUT DON'T CONFUSE IT WITH COMMERCIAL PASSENGER SERVICE OR ANYTHING THAT WAS ON THE MAY ELECTION BOND REFERENDUM. THIS IS SOMETHING VERY COMPLETELY DIFFERENT AND IN LINE WITH WHAT WE'VE BEEN DOING SINCE PURCHASING THE FBO 10 YEARS AGO. SO I HOPE THAT HELPS CLEAR UP AND I UNDERSTAND LIKE YOU MAY NOT BE AWARENESS. I KNOW SOME PEOPLE BASED ON A LOT OF EMAILS. OR NOT UNDER OR NOT AWARE THAT THESE ITEMS ARE GENERAL AVIATION SIDE OF THE AIRPORT. SO IF YOU COME WITH THAT MISUNDERSTANDING, I UNDERSTAND. HOPEFULLY THAT CLEARS IT UP, THOUGH TAMMY WARREN. IT'LL GENERATE THE SAME TAX VALUE IS ABOUT 400 MEDIUM PRICED HOUSES HERE IN MCKINNEY. YES, IT WILL. YEAH. WHAT? WHAT WHAT MAYOR PRO TEM JUST SAID IS $200 MILLION WILL GENERATE. AS MUCH IN PROPERTY TAX, SCHOOL TAX AND WHATNOT AS ABOUT 400 MEDIUM PRICED HOMES IN OUR COMMUNITY. WITHOUT OF COURSE, ALL THE SERVICES THAT COME ALONG WITH SERVING THOSE 400. SO REALLY, I WOULD SAY THAT IT IS AN EXPONENTIAL. BENEFIT BUT GO AHEAD. I'M SORRY TO START YOUR TIME. I DIDN'T TAKE ANY OF YOUR TIME. YOUR CLOCK HASN'T STARTED. BY THE WAY. THANK YOU FOR SERVING ON THE LAST BALCONY.
WELCOME AND HAPPY BIRTHDAY. AND THANK YOU ALL FOR ALL YOU DO. I APPRECIATE Y'ALL. I KNOW. YOU PUT IN A LOT OF HOURS. I WANT TO. ESPECIALLY THANK YOU, PAUL GRIMES FOR ANSWERING MY EMAIL SO KINDLY AND COUNCILMAN, INCLUDING FOR ANSWERING MY EMAILS AND BEING SO TRANSPARENT WITH US THROUGHOUT THIS. I DID HAVE A LOT OF CONVERSATIONS THIS WEEKEND WITH PEOPLE THAT HELPED ME UNDERSTAND THIS. I TALKED TO SOME UM, COUNTY COMMISSIONERS. I TALKED TO A PERSON WHO USED TO SERVE ON CITY COUNCIL. SO I'VE TALKED TO A LOT OF PEOPLE ABOUT THIS TO TRY TO GAIN AN UNDERSTANDING OF IT. BUT WHAT I HEAR YOU SAY IS THERE'S A BENEFIT TO ME. BUT WHAT I SEE IS THAT YOU'RE GIVING ME A DOLLAR AND YOU'RE ASKING ME FOR TWO BECAUSE IT COMES OUT OF OUR POCKET. IT IS A DEBT. IT IS A 24.5 MILLION DEBT THAT WE CAN'T AFFORD. AND I KNOW IT DOESN'T HAVE ANYTHING TO DO WITH THE BOND. BUT IT DOES. WE'VE SAID NO TO AIRPORT DEBT. WE'VE SAID THAT WE DON'T WANT IT. WE CAN'T AFFORD IT. AND I'LL GIVE YOU THE EXAMPLE OF MY HUSBAND CAME HOME AND SAID, HEY, OUR CAR NEEDS A LOT OF WORK. I THINK IT'S TIME FOR A NEW ONE. AND I SAID, WELL, WE CAN'T AFFORD IT RIGHT NOW. BUT THEN, TWO WEEKS LATER HE CAME AND HE SAYS, HEY, YOU KNOW THAT BLUE CAR WE COULDN'T AFFORD? WELL, I BOUGHT A RED ONE JUST LIKE IT, BUT IT'S DIFFERENT. BUT IT'S NOT. IT'S THE SAME THING. IT'S AIRPORT DEBT, AND IT'S MORE DEAD ON OUR ON THE CITIZENS. SO I HAVE A PROBLEM WITH THAT. I ALSO I REALLY COMMEND YOU ALL FOR THE FOR THE EFFECTIVE TAX RATE THAT YOU ALL HAVE DONE IS LOWER AND LOWER. THE LAST FIGURES I'VE SEEN MCKINNEY RESIDENTS STILL HAVE THE HIGHEST TAX BURDEN AND ALL OF COLLIN COUNTY. WE PAY MORE DOLLAR FOR DOLLAR THAN ANY OTHER CITY. IN COLLIN COUNTY, AND THAT'S THE LAST FIGURES I'VE SEEN. I HAVEN'T DONE. THE RECENT CALCULATIONS, BUT EFFECTIVE TAX RATE IS GREAT, BUT THE DOLLARS WE PAY A LOT. WE DON'T HAVE A LOT OF COMMERCIAL STUFF TO HELP US. AND I UNDERSTAND THE AIRPORT HELPS US A LITTLE BIT. I GET THAT, BUT I'M STILL SAYING IT'S STILL ATTACKS ON US. AND THE LAST THING I WANTED. EXCUSE ME. THE LAST THING I WANT TO LEAVE YOU WITH IS I DID ENJOY SERVING ON THE 2024 BOND PACKAGE. AND I'M SO I WAS SO HAPPY ABOUT THAT . BUT THIS REALLY PUTS A BAD TASTE IN MY MOUTH BECAUSE WE ALL VOTED NO ON THE AIR, BUT NOT ALL OF US. BUT THE CITIZENS CAME OUT AND VOTED NO ON THE AIRPORT BOND. AND THEN WE WERE GONNA HAVE ABOUT A YEAR BEFORE WE WENT BACK TO THEM FOR MORE MORE MONEY ON THE BOND, AND I WAS EXCITED ABOUT THE 2024 BOND. I GOT TO SERVE ON THE PARKS AND RIGHT BOARD AND I CAN GET BEHIND THAT I'M ALL ABOUT OUR PARKS AND REC AND IMPROVING THAT, AND I WAS EXCITED TO GO TO THE PEOPLE THAT I KNOW AND SAY, HEY, THIS IS ACTUALLY A GOOD USE OF MONEY. BUT NOW THAT YOU'RE DOING 24.5 AND DAD AGAIN, RIGHT IN BETWEEN, I THINK IS GOING TO PUT A REALLY BAD TASTE IN PEOPLE'S MOUTH RIGHT AFTER THE AIRPORT BOMB THAT FAILED, SO I WOULD ASK YOU GUYS TO REALLY RECONSIDER THIS AND VOTE NO AND FIND ANOTHER WAY TO PAY FOR IT. IF IT'S THAT PROFITABLE, JUST FIND THE MONEY SOMEWHERE ELSE. AND THAT'S MY I ASK OF YOU. SO THANK YOU. QUESTIONS FOR ME. NO, BUT I'LL MAKE A STATEMENT. UM HERE YOU GO BACK, AND I'M GOING TO ASK YOU A QUESTION. THE RED AND I GUESS I'LL WAIT TO THIS IS PRESENTED
[00:20:03]
BECAUSE MAYBE THE GIVE YOU A FULLER ANSWER. NO PUN INTENDED. BUT THE $24.5 MILLION DEBT ACTUALLY WILL BE PAID REVENUES FROM THE AIRPORT ITSELF, AS HAS THE DEBT ON THE PREVIOUS HANGERS THAT WERE BUILT THAT ARE THE HIGHEST REVENUE GENERATING ASSETS THAT WE HAVE IN THE CITY.JUST QUITE FRANKLY, IN CASE YOU DIDN'T KNOW THAT. UM AND THIS THIS WE EXPECT THIS TO BE NO DIFFERENT. THEN THEN WHAT WE HAVE DONE OVER THE PAST SEVERAL YEARS IN OUR FIRST COURT HANGER AND AGAIN WHEN YOU TALK ABOUT WANTING COMMERCIAL BUSINESS THAT WE DON'T HAVE ENOUGH COMMERCIAL BUSINESS. AGAIN THIS AIRPORT HAS BEEN A TREMENDOUS GENERATOR FOR COMMERCIAL BUSINESS HERE IN THIS NOT JUST MCKINNEY BUT IN THE REGION, BUT CERTAINLY MCKINNEY AND IT IS AGAIN WHY WE ARE COMMITTED TO CONTINUE. EXPORTING THE HIGHEST AND BEST USE OF THAT AIRPORT FOR CORPORATE DEVELOPMENT IN THIS COMMUNITY BUSINESS ATTRACTION IN THIS COMMUNITY AND THEN AGAIN SUBSIDIZATION AND I WOULD JUST ALSO SAY THAT THE NUMBER IS WRONG. WHEN YOU SAY, ASKED FOR TWO TO TAKE ONE THAT ACTUALLY THE RETURN ON THE INVESTMENT. I THINK YOU'LL SEE WHEN WE GO THROUGH THE INFORMATION TODAY THAT THEIR RETURN ON INVESTMENT IS QUITE OPPOSITE. WHAT YOU SAID TO A SIGNIFICANT FACTOR, BUT WE'LL GET HAVE MORE TO SEE WHEN WE GO THROUGH THE PRESENTATION, BUT I DO APPRECIATE YOUR TIME TO COME DOWN HERE AND VOICE YOUR YOUR OPINION AND YOUR CONCERNS THE THIRD PERSON I HAVE LAST PERSON, PAUL BALLESTEROS. AND I HAVE IT. I HAVE IT. IDEA THAT THIS IS NOT GOING TO BE AIRPORT RELATED MIGHT BE CORRECT. CORRECT YOU'RE GOING TO SPEAK ON A VERY IMPORTANT YES, STEREO. 65 MARVIN GARDENS. MCKINNEY TEXAS, MR MAYOR AND COUNCIL MEMBERS. I AM GRATEFUL FOR YOUR TIME AND ATTENTION. WHAT YOU DO IS INCREDIBLY IMPORTANT AND SIGNIFICANT. I WAS HERE A COUPLE OF WEEKS AGO WHEN THE CITIZEN COMMENTS WERE AT THE END OF THE SESSION, AND I GOT TO SIT BACK AND WATCH AS YOU MADE DECISION AFTER DECISION. I'M STANDING BEFORE YOU BECAUSE I WANT TO TAKE AT LEAST ONE DECISION OFF YOUR PLATE. I'VE SAID IN THE PAST. I'M NOT HERE TO BE A SQUEAKY WHEEL, BUT THE OIL EDDIE MURPHY SAID IN COMING TO AMERICA WHEN YOU THINK OF GARBAGE, THINK OF AKEEM IN THE SAME WAY WHEN YOU THINK OF HOMELESSNESS AND MCKINNEY, I WANT YOU TO THINK IT'S BETTER TO CALL PAUL THE DISTINCTION BETWEEN MYSELF, MY ORGANIZATION AND OTHERS ISN'T THAT WE'RE WHAT WE'RE DOING. IT'S WHAT WE'RE FOCUSED ON AND HOW WE'RE DOING IT. WE KNOW THE SOLUTION TO EVERYONE'S UNIQUE SITUATION IS IN THE AIR IS IN THEIR STORY. SO WE MAKE EVERY EFFORT TO EARN THEIR STORY BY OFFERING LOVING AND SUPPORTIVE ENVIRONMENTS. LAST WEEK, WE OPENED UP MEOWS FOR THE FIRST TIME EVER IN OCTOBER MCKINNEY EMERGENCY OVERNIGHT WARMING STATION ALSO FOR THE FIRST TIME WE HAD 49 CHECK INS ONE SHY OF OUR QUEBEC CAPACITY ON NIGHT TWO. ALL THREE NIGHTS WE WERE OPEN. THE RANGERS WERE PLAYING AND WE WANT TO WATCH THEM WHEN THEIR FIRST WORLD SERIES, IT WAS A PRIVILEGE TO WATCH. IT WAS SOME LIFELONG FANS WHO MIGHT NOT HAVE GOTTEN TOO IF IT WASN'T COLD THAT NIGHT. WE STRENGTHEN BONDS WITH FOLKS WE ALREADY KNOW AND USE THE OPPORTUNITY. DEVELOP NEW RELATIONSHIPS. ONCE AGAIN.
WE HAD A GUEST SHARE WITH US. THEY HAD STAYED IN ANOTHER TOWNS WARMING STATION AND WAS HAPPY TO LET US KNOW THAT THEY LIKE THE WAY WE DO IT BETTER AGAIN. THE NOTICEABLE DIFFERENCE IS HOW WE DO IT A SIGNIFICANT REASON WHY WE'RE ABLE TO CREATE SUCH AN EFFECTIVE ENVIRONMENTS BECAUSE OUR NUMBERS ARE STILL RELATIVELY LOW. COMPARED TO OTHER CITIES IN THE METROPLEX, BUT MAKE NO MISTAKE IT'S GROWING AND GROWING FAST. I HOPE YOU'LL AGREE WITH ME. BUT THIS IS RIDICULOUS. BUT WHAT'S MORE RIDICULOUS IS SPENDING TIME AND MONEY ONLY ADDRESSING THE SYMPTOMS OF HOMELESSNESS RATHER THAN THE CAUSE. SHIFTING A PROBLEM DOES NOT SOLVE ANYTHING LONG TERM.
JUST LIKE BAILING WATER IN A LEAKY BOAT. IT'S JUST GOING TO FILL BACK UP UNLESS YOU PATCH THE BOAT SHIFTING. THE PROBLEM ALSO MAKES IT MORE DIFFICULT TO ADDRESS. IMAGINE HE HAD ALL THE FISH IN A BARREL, BUT INSTEAD OF TRYING TO CATCH THEM THERE, YOU DECIDE TO DUMP IT IN THE OCEAN AND THEN GO TRY TO CATCH HIM AGAIN. IT'S AS RIDICULOUS AS THE WIG I'M WEARING. I KNOW WE WANT TO PROTECT OUR DOWNTOWN. IT IS TRULY A GEM, BUT I'M CONCERNED SOME OF THE INCREASED ENFORCEMENT IS, UH, REPORTED BACK TO ME IS BORDERING HARASSMENT. I'M GRATEFUL FOR OUR OFFICERS, BUT I HOPE EVERY EVERY SO OFTEN YOU CHECK BODYCAM FOOTAGE. IT WAS REPORTED TO ME.
JUST LAST NIGHT. THREE OF OUR FOLKS WERE WOKE UP IN THE MIDDLE OF THE NIGHT AND TOLD THEY NEEDED TO MOVE. THEY WERE SLEEPING OUTSIDE A CHURCH BLOCKS AWAY FROM THE SQUARE. IS THAT AN IMMEDIATE THREAT TO THE PUBLIC OR DOWNTOWN IN THE MIDDLE OF A WEEKNIGHT? I UNDERSTAND THERE'S A NO CAMPING LAW STATEWIDE, AND I'M NOT AN ADVOCATE FOR SOMEONE TRYING TO STAKE A CLAIM ANYWHERE, BUT HUMAN BEINGS NEED REST TO FUNCTION. ALLEGEDLY THE OFFICER CLAIMED HE WAS AUTHORIZED BY THE MAYOR AND WAS WILLING TO GIVE RIDES TO PLANO. I KNOW THE THREE MEN. THEY ARE NO STRANGERS TO SNARKY COMMENTS, BUT ONLY ONE OF THOSE GO TO THE SQUARE REGULARLY. HE'S A 70 YEAR OLD. MAY I FINISH? HE'S A 74 YEAR OLD DIABETIC WITH NEUROPATHY WHO ATTENDS THE PARK'S CHURCH ON SUNDAYS AT THE IMPACT CENTER, AND HE'S HERE TONIGHT. SOMETHING TO CONSIDER IS WE CAN ALSO LEVERAGE ALL THAT PEOPLE ARE ATTRACTED TO TRY TO GET THEM HELP. WHAT WE DO TODAY
[00:25:07]
MATTERS IF WE CONTINUE TO JUST FOCUS ON THE SYMPTOMS WHEN OUR POPULATION DOUBLES IN 20 YEARS, SO WILL OUR HOMELESS POPULATION. MY HOPE IS THAT AS YOU MAKE YOUR NEXT DECISION REGARDING OUR HOMELESS COMMUNITY YOU TAKE INTO CONSIDERATION. IS IT ADDRESSING SYMPTOMS? OR IS IT A PATHWAY HOME? WE WANT TO HELP ALL OUR NEIGHBORS. OUR APPROACH WORKS. MCKINNEY HAS RECEIVED MORE FEDERAL FUNDING BECAUSE OF OUR APPROACH VIA THE POINT IN TIME COUNT. THANK YOU AGAIN FOR YOUR TIME. ATTENTION AND REMEMBER WHEN YOU THINK OF HOMELESSNESS AND MCKINNEY BETTER CALL PAUL.THANK YOU, PAUL. YOU MEANT CALL PAUL GRAHAM'S CORRECT. THAT'S WHAT HE WANTED ME TO MAKE THAT CLEAR FOR EVERYBODY. WHAT WOULD YOU DO IN THE COMMUNITY IS REALLY ADMIRABLE. AND YOUR COMMITMENT TO IT. I MEAN, YOU'RE YOU'RE HERE MEETING AFTER MEETING MONTH AFTER MONTH, YEAR AFTER YEAR, AND YOU HAVE A PASSION, AND IT'S FOUNDED IN IN A AND JUST A WHOLE LOT OF RESEARCH AND DUE DILIGENCE THAT YOU DO ON THE SUBJECT IN YOUR BELIEF AND KNOWN BELIEF THAT THAT THERE IS SOMETHING WE CAN DO AND MORE THAT WE CAN DO AND YOU'RE ALWAYS PUSHING FOR THAT.
AND THAT'S ADMIRABLE. YOU LIVE A YOU LIVE A VERY PURPOSE DRIVEN LIFE. AND I APPRECIATE YOU. AND
[CONSENT AGENDA]
WE WILL NOW MOVE TO OUR CONSENT AGENDA ITEMS. THESE ITEMS CONSIST OF NON CONTROVERSIAL HOUSEKEEPING TIMES REQUIRED BY LAW ITEMS MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER THEY SEE SO FIT TO REQUEST PRIOR TO EMOTION ON AND VOTE ON THOSE CONSENT ITEMS. MR MAYOR, I MOVED THAT WE APPROVED THE CONSENT AGENDA AS PRESENTED BY STAFF SECOND CAST YOUR VOTES.HOW DID YOU GO? PEOPLE SPEAKING ON ITEMS ON THE AGENDA. WANTED TO SPEAK FOR ISLANDS THAT ARE NOT ON THE AGENDA. WITHOUT BRINGING THAT UP FIRST, AT THE END OF THE MEDIAN, SIR, WE HAVE A COMMENTS NOT ON THE AGENDA. BUT LET ME JUST GIVE ME A SECOND. IT'S JUST THE GENTLE. NO IT DOESN'T. IT DIDN'T STAY ON THE BOARD THAT YOU HAVE TO SIGN ANYTHING TO SPEAK ON HIGHLAND DOWN ON THE AGENDA. DON'T EVEN MENTION THAT YOU SPEAK, DECIDED TO SPEAK ON ITEMS ON T YOU ALSOT WASN'T IF IT'S NOT MADE CLEAR. CERTAINLY WE'LL LOOK AT THAT FOR FUTURE, BUT AM I UNDERSTANDING THAT YOU WANT TO MAKE YOU HAVE COMMENTS YOU'D LIKE TO MAKE ON KNOWLEDGE ON A NON AGENDA ITEM.
AND YOU'LL FILL OUT A CAR RIGHT AFTER YOU AND I'LL BE GLAD TO LET YOU DO THAT NOW. GENERALLY, WE WOULD DO THAT AT THE END OF THE MEETING. BUT YOU'RE HERE AND IF YOU HAVE OTHER PLACES TO GO TO ALLOW YOU TO DO THAT SHORT MAN UP TO THE PODIUM IF YOU WOULD, SIR, AND LET US FINISH THIS VOTE HERE, TOO. WE JUST TOOK THE VOTE. JUST GIVE US ABOUT 30 SECONDS. BUT THEN I WILL. YEAH AND I JUST WAS CLARIFIED TO ME THAT DOES PROVIDE INSTRUCTIONS AS WELL FOR NON AGENDA ITEMS. BUT BE THAT AS IT MAY YOU, OBVIOUSLY YOU MISSED THAT. I UNDERSTAND. LET US FINISH THIS VOTE, AND THEN I'LL HAVE YOU COME UP, SIR. THANK YOU. UM WE HAVE A MOTION AND A SECOND MOTION. SECOND ARE BUT REMEMBER VOTING BUT MAYBE I DIDN'T. ABOUT IT. ALL IN FAVOR.
OKAY? SIR IF YOU'LL COME UP AGAIN WHEN YOU'RE DONE, IF YOU FILL OUT A CARD, I'D APPRECIATE IT. MY JOB THREE MINUTES. PLEASE STATE YOUR NAME AND ADDRESS, SIR. JAMES BULLINGTON. I'M A DEVELOPER IN THE CITY OF MCKINNEY AND HAVE BEEN FOR ABOUT EIGHT YEARS NOW, AND I REALLY DO ENJOY THE CITY. AND I ESPECIALLY ENJOY THE CITY STAFF. OKAY, YOU HAVE A GREAT STAFF. HOWEVER, I RUN INTO A SITUATION HERE. JUST RECENTLY. THAT I'M ASKING FOR VARIANTS ON NOT PUTTING GRASS ON THE TERMINUS ISLANDS AROUND THE BUILDING. I DON'T WANT GRASS UP AGAINST THE BUILDING. I DON'T WANT TO NOISE. I WANT TO MINIMIZE THE AMOUNT OF WATER. WE'RE ALWAYS HAVING A PROBLEM WITH WATER. AND SO WHAT WE HAVE WHAT I HAVE IS A FIVE ACRE PIECE OF PROPERTY THAT I'M DEVELOPING ON HIGHWAY FIVE AND WILMOTH. A LITTLE OVER A CORING IN BUILDINGS AND ANOTHER ACRE IN PAVED AREA. A LITTLE OVER TWO ACRES AND JUST GRASS TREES AND STUFF WHEN WE FINISH IT UP. SO ALL I'M ASKING IS FOR A VARIANT SO THAT I CAN PUT SOME NICE COLORED GRAY MISS. IT'S A NICE LITTLE COLORED ROCK. AROUND THE TREES AROUND THE BUILDINGS AND THE TERMINUS ISLANDS. AND NOT DO GRASS. BUT SINCE WE HAVEN'T HAD AN ARBORIST. FOR A WHILE. I CAN'T CAN'T GET THAT FUNCTION COMPLETED. UNLESS I GO THROUGH. FOR SOME REASON, I HAVE TO GO THROUGH PAIN Z AND ALL THIS PAPERWORK TO MAKE THIS HAPPEN, AND IT HAS BEEN TOLD IT WON'T BE. I WON'T GET AN ANSWER TO PROBABLY UNTIL SOMETIME IN THE SAME AROUND. I'M TRYING TO FINISH THIS PROJECT THIS MONTH.
WE'RE LANDSCAPING. THIS WE'RE STARTING OUR LANDSCAPING THIS WEEK, SO I REALLY WOULD LIKE TO SPEAK TO SOMEBODY THAT HAS SOME SANCTION AUTHORITY IN THE PAST. WHEN I WANT TO DO SOMETHING LIKE
[00:30:04]
THAT. I WENT TO THE ARBORIST. WE TALKED ABOUT IT. WE CAME UP WITH A PLAN. HE SIGNED OFF ON IT, AND WE DID IT. IT WAS REALLY SIMPLE. AND I DON'T THINK WHAT I'M ASKING FOR RIGHT NOW SHOULD BE AS DRAWN OUT AS HAVING TO GO THROUGH P AND Z AND, YOU KNOW, FILL OUT A BUNCH OF PAPERWORK AND SIT DOWN AND HAVE MEETINGS AND SO PEOPLE CAN TALK ABOUT IT FOR THE NEXT MONTH. I SAW HIM ASKING THAT YOU GUYS. CAN APPROACH SOMEBODY THAT CAN MAKE SOME DECISIONS. IF THEY WANT TO MEET WITH ME. THAT'S GREAT. I EVEN HAVE SOME. I EVEN BROUGHT THE SITE PLAN SHOWING WHAT WE PROPOSED TO DO. IT'S REAL SIMPLE. AND YOU KNOW WHAT? LISTEN. WE'RE IN THE DROUGHT SITUATION YEAR AFTER YEAR AFTER YEAR WERE UNDER WATER RATIONING. THE LAST THING WE NEED TO DO IS PLANT A LOT OF GRASS THAT WE DON'T NEED. WE WANT, WE SHOULD BE. FOCUSING ON SAVING AND CONSERVING WATER. WE JUST HAD A RIGHT TO THE CITY JUST HAD A RATE INCREASE ABOUT TWO YEARS AGO THIS YEAR THIS YEAR. OKAY WELL, GUESS WHAT IF WE KEEP OVER LANDSCAPING, OUR COMMERCIAL BUILDINGS IT'S THESE PEOPLE RIGHT HERE, THAT'S GOING TO BE PAYING FOR IT. YOU GUYS AREN'T PAYING FOR IT. I'M NOT PAYING FOR IT. THEY'RE PAYING FOR IT, AND THAT'S NOT RIGHT. WE NEED TO CONSERVE WATER. WE DON'T NEED TO WASTE IT. PLANNING A LOT OF GRASS. ANOTHER THING WE'RE DOING IS WASTING AND YOU CAN CHECK THIS OUT YOURSELF ON THE UM, COLLEGE DOWN IN. THAT WE CALL IT THE EGG AGRICULTURAL COLLEGES AND STUFF. WE SHOULD ONLY BE PLANTING TREES IN AREAS WHERE THE CANOPY OF THE TREE AT FULL GROWTH, WHICH IS ABOUT 20 YEARS, HAS DIRT AROUND IT SO THAT NATURE WILL HELP WATER WHERE WE'RE DOING IS WE'RE PLANTING TREES. IN AREAS THAT ARE NO BIGGER THAN THIS LITTLE CIRCLE OF THIS. CURVE RIGHT HERE WITH THESE YOUNG PEOPLE. THESE PEOPLE ARE SITTING OKAY, THAT MEANS WE HAVE TO WATER THEM. WE HAVE TO WATER THEM ALL YEAR LONG ANYWAY.THANK YOU GUYS FOR YOUR TIME. IF SOMEBODY CAN ASSIST ME DECEIVING ALL JUST HANG OUT HERE TO THE TO THE END OF THE MEETING. THAT'S ALL I MEANT. MICHAEL QUINT. IT'S MICHAEL HERE IN THE ROOM. NO BUT MICHAEL QUINN WILL BE THE PERSON SHE NEED TO SPEAK TO THE I WILL. I WILL TELL YOU THIS THAT, UM WHEN IT WHEN IT'S AN ORDINANCE, AND WE HAVE A LANDSCAPE ORDINANCES THE I DON'T HAVE THE AUTHORITY STAFF DOESN'T HAVE THE AUTHORITY. UNFORTUNATELY IN YOUR CASE, IT HAS TO GO THROUGH A VARIANCE PROCESS. IMAGINE IF IT DIDN'T BE PEOPLE. WHETHER IT BE ME OR STAFF WOULD BE WOULD BE PICKING WINNERS AND LOSERS IN A LOT OF WAYS. YEAH, CERTAINLY BE ACCUSED OF THAT. ACCUSED OF EVERYTHING REALLY IMAGINE BAD RIGHT? BUT BUT THAT WOULDN'T BE TRUE EITHER, BUT BUT HERE'S THE THING IS CERTAINLY UNDERSTAND WHAT YOU'RE SAYING. YOU CERTAINLY MADE SOME POINTS REGARDING, UM THINGS THAT WE MIGHT WANT TO WANT TO LOOK AT MOVING FORWARD AGAIN. I DON'T KNOW THAT WE HAVE A FAST SOLUTION FOR YOU, BUT BUT I WOULD ASK YOU TO SPEAK WITH MICHAEL QUENTIN CITY MANAGER IS JUST TOLD ME HE'S GOING TO BE HELL. TALK TO MICHAEL QUINT AS WELL AND SEE IF THERE'S ANYTHING THAT WE CAN DO WHY YOU GO THROUGH THIS PROCESS AND SEE IF THERE'S ANY WAY TO EXPEDITE THE PROCESS AND THE SAME TIME. UM, I'LL I BELIEVE THAT WE'LL ALL DISCUSS AND MAYBE GET ON A WORK SESSION JUST DISCUSSING WHAT OUR LANDSCAPE BOARD INSISTS ON NEW PROPERTIES HAVE MADE SOME POINTS THAT ARE CERTAINLY WORTH DISCUSSION. CAN I BRING UP ONE MORE REAL QUICK THING BEFORE COVID CAME IN AND SHUT EVERYTHING DOWN? WE USED TO HAVE MEETINGS, THE CITY STAFF WOULD HAVE MEETINGS WITH DEVELOPERS AND IN GENERAL CONTRACTORS. AND I THOUGHT WE WERE GIVEN A LOT OF GOOD INPUT AND THEN COVID EVERYTHING KIND OF SHUT DOWN.
AND I'VE REQUESTED, UH, TO DANA, FOR INSTANCE, DID HEY, WE NEED TO START THAT BACK UP, AND I REALLY DO THINK THAT THAT THERE IS KNOWLEDGE THAT WE HAVE IS DEVELOPERS AND BUILDERS. THAT WOULD BENEFIT STAFF. AND I REALLY THINK THAT WE SHOULD ENGAGE THAT PROCESS AGAIN. YEAH AND I BELIEVE WE ACTUALLY HAVE STARTED BACK UP. YEAH THE NOBODY TOLD ME ALL RIGHT. LET ME LET ME GET BACK TO THE MEETING. BUT THE POINTS AT ISSUE TO SPEAK WITH MICHAEL QUINTON AND HE WILL REACH OUT. ALRIGHT WELL, NOW MOVE TO REGULAR AGENDA. PUPPETEERING ITEMS PORTION. THE
[Consider/Discuss/Act on All Matters Incident and Related to the Issuance and Sale of “City of McKinney, Texas, Tax and Limited Pledge Airport Revenue Certificates of Obligation, Taxable Series 2023”, Including the Adoption of an Ordinance Authorizing the Issuance of Such Certificates of Obligation, Establishing Parameters for the Sale and Issuance of Such Certificates of Obligation]
AGENDA CONSISTS OF ITEMS REQUIRING INDIVIDUAL CONSIDERATION BY THE COUNCIL.FIRST ITEM IS 23091 TO CONSIDER AND ACT ALL MATTERS INCIDENT RELATED TO THE ISSUANCE AND SALE OF CITY MCKINNEY, TEXAS TAX AND LIMITED PLEDGE AIRPORT REVENUE CERTIFICATES OF OBLIGATION TAXABLE SERIES 2023, INCLUDING THE ADOPTION ORDINANCE, AUTHORIZING THE ISSUANCE OF SUCH CERTIFICATES OF OBLIGATION, ESTABLISHING PARAMETERS FOR THE SALE AND ISSUANCE OF SUCH CERTIFICATES OF OBLIGATION. MR HOLLOWAY, HOW ARE YOU, SIR? DOING WELL. GOOD EVENING, MAYOR AND COUNCIL MARK HOLLOWAY, CHIEF FINANCIAL OFFICER FOR THE CITY. THE FIRST THREE ITEMS TONIGHT UM ARE FOR A FULL BOND SALE COUNCIL WOULD BE PASSING A PARAMETERS ORDINANCE ON EACH OF THE THREE ITEMS WHERE YOU WOULD DESIGNATE THE CITY MANAGER, THE CHIEF FINANCIAL OFFICER AND THE DIRECTOR OF FINANCE HAS PRICING OFFICERS TO EXECUTE TRANSACTIONS FOR ISSUING DEBT. UM WE HAVE
[00:35:06]
THREE DISTINCT TRANSACTIONS. THE FIRST IS THIS FIRST ITEM. IT IS A $24.5 MILLION TAXABLE CEO FOR THE AIRPORT FOR THE PURPOSE OF BUILDING CORPORATE CORPORATE HANGER AND A CUSTOMS FACILITY.THE NOTES ARE TO BE REPAID WITH AIRPORT REVENUES. WHILE IT'S NOT A TRADITIONAL REVENUE BOND THE REVENUES OF THE AIRPORT THAT WERE GENERATED FROM THE CORPORATE HANGAR WILL BE USED TO SETTLE THE DEBT ON THE CUSTOMS FACILITY IN THE HAIR. UM I DON'T KNOW IF YOU WANT ME TO TALK ABOUT THE OTHER TUITION ISSUANCES AS WELL RIGHT NOW OR OR YOU WANT TO, I WOULD, BUT I WOULD LIKE TO MAKE A QUICK STATEMENT, CLARIFY FOR SOMEONE MIGHT BE WONDERING BECAUSE THE COMMENT WAS MADE THAT TAXPAYERS WILL BE PAYING AND CERTAINLY BY A CERTIFICATE OF OBLIGATION BONDS VERSUS A REVENUE BONDS SPECIFIC TO THE AIRPORT IF THE AIRPORT WERE NOT ABLE TO PAY IT.
THEN THEN, SURELY THEY WILL BE PAID BY TAXPAYERS OUTSIDE THOSE REVENUES COLLECTED SO MERIT TO THE STATEMENT FOR SURE DON'T WANT TO DISCOUNT THAT. UM BUT OF COURSE, THE DECISION THAT WE'RE MAKING IS BASED ON WE KNOW VARIOUS IS VERY CERTAINLY WHAT OUR INCOME NOW IS. WE HAVE IDENTIFIED IF WE HAD NO GROWTH, NO ANYTHING. WE STILL HAD THE ABILITY TO PAY THIS DEBT. WE KNOW THAT THIS IS ALMOST 1.5 TO 1 TIME RETURN. ON INVESTMENT, BUT THE REASON WHY WE'RE USING THE CERTIFICATE OF OBLIGATION VERSUS A REVENUE BOND WOULD BE THAT WE HAVE A TRIPLE A CREATED A RENTED CITY CREDIT. STATUS AS A CITY AS AN AIRPORT WITH WITH TO ESTABLISH THAT TODAY AS A CREDIT TENANT, NOT TENANT, BUT A CREDITOR OR CREDIT, IT WOULD. IT WOULD PROBABLY BE RANKED SOMEWHERE IN A MAYBE EVEN RATE. I THINK, I THINK OUR FINANCIAL ADVISOR IS HERE. UH BUT BUT WE WE'VE SPOKEN AND I THINK THE HIGHEST WE COULD POSSIBLY PROBABLY EXPECT. IT WOULD BE AN A RATING. UM I THINK DFW AIRPORT . THE LAST TIME I CHECKED WAS A PLUS. I THINK LOVE FIELD WHEN THEY'RE READY TO ALONE. IS IT LIKE AN A MINUS? THAT COULD BE CHANGED, BUT THOSE WERE JUST SOME OF THE THINGS I'VE READ, SO THAT'S A SIGNIFICANT DIFFERENCE IN RATE THAT WE WOULD GET ON THE BONDS AND THAT WE WOULD PAY SO AGAIN TRYING TO BE FISCALLY RESPONSIBLE AND MAKE SURE THAT TAXPAYERS ARE REAPING THE FULLEST BENEFIT THEY CAN IN THIS SITUATION HAPPENS BEYOND THE AIRPORT INFRASTRUCTURE, BUT TO USE THAT THAT IS MUCH LESS EXPENSIVE THAN OTHER DEBT IS THE REASON WE HAVE MADE THAT CHOICE TO USE CERTIFICATES OF OBLIGATION IN THIS CASE THAT IS ABSOLUTELY CORRECT IF WE WENT IF WE WERE RATED AT, SAY, AN A OR A PLUS CREDIT. AH SOMEWHERE IN THE RANGE OF 60 TO 80 BASIS POINTS TALKING TO $24.5 MILLION ISSUANCE. I'VE DONE SOME BACK OF THE ENVELOPE. CALCULATIONS I'M SURE OUR FINANCIAL ADVISOR REPUBLICAN DO IT A LITTLE BIT BETTER, BUT FOR ABOUT EVERY HALF PERCENT OF 50 BASIS POINTS. WE'RE TALKING ABOUT $1.6 MILLION ADDITIONAL TO THE PAYBACK OVER 20 YEARS. UM, SO IT BECOMES SIGNIFICANT MONEY FAIRLY QUICKLY. THEN. ANYONE ELSE HAVE QUESTIONS AND LET ME KNOW. OKAY MARK IF WE EVER ISSUED AIRPORT REVENUE BONDS, NOT IN MY TENURE, SO WE, DON'T WE SO WE WOULD EXPECT THAT AT LEAST I WOULD EXPECT YOU JUST TELL ME WHERE I'M WRONG THAT YOU KNOW, LOVE FIELD AND DFW HAVE A LOT OF REVENUE. THEY HAVE A LOT OF EMPLOYMENT REVENUE. WE JUST DON'T HAVE THAT WHAT WE HAVE IS A GENERAL AVIATION SIDE OF THE AIRPORT, AND IT'S VERY DIFFICULT . I WOULD THINK TO EXPECT THAT WE WOULD BE RATED AS WELL AS THEY ARE BECAUSE WE JUST DON'T HAVE THE REVENUE STREAM THEY DO.
IT'S PROVEN. I THINK IT WOULD ALSO BE COMPARING ABSOLUTELY AND IT BE COMPARING APPLES AND ORANGES. THOSE ARE WELL ESTABLISHED COMMERCIAL AIRPORTS AND WERE GENERALLY AVIATION.
MAYBE IT'S ALMOST LIKE AN APPLE TO AN APPLE SEED, RIGHT. I MEAN, YOU KNOW, WE HAVE THE WE MAY GET THERE, BUT WE'RE NOT THERE AND WE DON'T HAVE THE HISTORY OF REVENUE. WE DON'T HAVE THE EMPLOYMENT. WE DON'T HAVE THE AIRLINE COMMITMENTS. WE DON'T HAVE THE CONCESSIONS. WE DON'T HAVE ALL THOSE THINGS. THAT IS ABSOLUTELY CORRECT. MARKET ALSO JUST SAY, FOR EDIFICATION PURPOSES THAT THE IMPROVEMENTS THAT WE'RE TALKING ABOUT THIS AIRPORT, WHICH WILL ALLOW US IF WE LOOK AT JUST THE 110 ACRE SITE, THAT AGAIN WILL GENERATE A COUPLE $100 MILLION IN AVALON VALUE AND FUEL SALES AND EVERYTHING ELSE GOES ALONG WITH THAT, UM JOBS GET CREATED.
THAT'S DONE ON THE LAND LEASE. I BELIEVE THAT THE LAND LEASE ALONE ON THAT 10 ACRES FOR THOSE BILLIONS IS A COUPLE 100 GRAND A YEAR 180 SOMETHING LIKE THAT. I BELIEVE THAT'S THE NUMBERS I SAW FROM KIM CARLY DECISION. THAT LAND LIST, OF COURSE, IS 40 YEARS, AND AFTER THAT THOSE ASSETS THAT GOT BUILT BY THOSE PRIVATE TENANTS WE'RE ONLY TALKING ABOUT THE INFRASTRUCTURE WILL NOT THAT ALLOWS THAT TO BE DEVELOPED AND BE BUILT BY THESE PRETEND IT'S THOSE ASSETS REVERT BACK TO THE AIRPORT. AS WELL AT THE END OF LAND LEASE. CAN I ASK? ONE MORE? SORRY, MARK.
THERE IS THE CHANCE THAT IF THESE GET ISSUED THAT IT DOES COME BACK ON THE TAXPAYER, BUT WALK ME THROUGH WHAT HAS TO HAPPEN FOR THAT TO HAPPEN. MY UNDERSTANDING IS THAT WE
[00:40:03]
WOULDN'T HAVE THE LEASES IN PLACE IN THE HANGAR THAT WE BUILT AND THEN THE AIRPORT OPERATING FUND WOULD ALSO NOT HAVE TO HAVE THE MONEY TO DO IT. SO FROM YOUR PERSPECTIVE, WHERE YOU SIT, GIVE ME YOUR THOUGHTS ON THAT, RIGHT? I THINK WHAT YOU'RE LOOKING AT IS THE AIRPORT . THE AIRPORT REVENUES RIGHT NOW, WHICH ARE PREDICTED TO BE ABOUT $18 MILLION TOTAL FOR FISCAL YEAR. 24 IF THE AIRPORT COMPLETELY CEASED TO GENERATE REVENUE AND THAT WE'RE NOT ABLE TO MEET ITS DEBT OBLIGATIONS, THEN THEN IT WOULD FALL TO THE TO THE CITY TO HANDLE THOSE UM WITH THE TRANSFERS THAT THAT THE AIRPORT IS MAKING TO ITS OWN CONSTRUCTION FUND WITH THE GROWTH THAT WE'RE SEEING OUT THERE, IT WOULD TAKE QUITE A BIT OF FALL OFF FOR THE AIRPORT NOT TO BE ABLE TO MEET ITS DEBT OBLIGATION. AND THEN I WOULD COUNTER ALSO IF YOU CHOSE TO DO REVENUE BONDS I DON'T THINK THAT THE CITY OF MCKINNEY WOULD EVEN ALLOW A REVENUE BOND TO DEFAULT.SO UM I THINK THAT YOU WOULD PROBABLY MEET ANY REVENUE BOND DEFAULTS WITH WITH YOUR FULL TAXING AUTHORITY. I THINK THAT WOULD BE THE LAST THING THAT YOU WANT TO DO IS DEFAULT ON THE REVENUE BONDS. SO, UM, I THINK IT WOULD ALWAYS IN ANY CASE COME BACK TO WHERE WE TO THE TO ULTIMATELY PAYING THEM BACK. THANK YOU. AND I JUST WANT TO CLARIFY. BY THE WAY, I MADE A STATEMENT ABOUT IMPROVEMENTS FOR 10 ACRES THAT THOSE SPECIFIC IMPROVEMENTS ARE BEING FUNDED THROUGH TOURIST BUT AGAIN, SAME TRYING TO CONVEY IT AN IDEA. IT STANDS. SAME WITH WHAT WE'RE TALKING ABOUT HERE IN THE IMPROVEMENTS FOR THE FURTHER DEVELOPMENT OF 1.5 NUMBER THAT YOU MENTIONED WOULD BE WHERE YOU WOULD BE TAKING THE AMOUNT OF REVENUE THAT THE UM, HANGER WOULD BE GENERATING IN BOTH LEASE AND FUEL IN PAYING FOR NOT ONLY ITSELF, BUT ALSO THE CUSTOMS FACILITY, WHICH DOES NOT GENERATE REVENUE. EXACTLY. LET'S GO AHEAD THROUGH THE YOU WANT TO

[Consider/Discuss/Act on an Ordinance Authorizing the Issuance of “City of McKinney, Texas, General Obligation Bonds, Taxable Series 2023B”, and Delegating Matters Relating to the Sale and Issuance of Said Bonds to an Authorized City Official(s)]
GO THROUGH THE NEXT? UM SURE, READ THEM. 1ST 230913 CONCERNED ACT ON AN ORDINANCE AUTHORIZING THE ISSUANCE OF CITY MCKINNEY, TEXAS GENERAL OBLIGATION BONDS SERIES 2023, A AND DELEGATING MANAGED TO RETAIN RELATING TO THE CELL AND ISSUANCE OF SAID BONDS TO AN AUTHORIZED CITY OFFICIAL. UM, THIS ISSUANCE. IS FROM OUR 2019 GENERAL OBLIGATION AUTHORIZATION. THIS IS. THE NON TAXABLE BONDS OR FOR THE OLD SETTLERS, RECREATION FACILITIES FOR PARKING IMPROVEMENTS FOR PLAYGROUND IMPROVEMENTS. WE'VE WE'VE RECENTLY DONE A RENOVATION OF THE FACILITY, THE INSIDE THE FACILITIES, THIS WOULD BE TAKEN CARE OF SOME OF THE OUTSIDE PORTION, ALSO A FEW OTHER SMALL PROJECTS, BUT THAT'S ABOUT 14.9 MILLION. THE THIRD ITEM. WHICH IS THE TAXABLE SALE IS ABOUT $30 MILLION FOR, UH, SOCCER FIELD RENOVATIONS AT CRAIG RANCH, SO RIGHT. AND ALTHOUGH YOU HE WENT THROUGH ALL THREE ITEMS AND WE CERTAINLY COULD, BUT IN ALL THREE AT SAME TIME, I DON'T WANT TO DEAL WITH CERTAIN ON EACH ITEM INDIVIDUALLY. I DON'T WANT THERE TO BE ANY ANY ANYONE HAVING TO HAVE ANY CONFLICT THAT THEY SO I BELIEVE THEY DO WITH REGARD TO MR MAYOR. THE BOND COMMITTEE, THE 2024 BOND COMMITTEE HAS DONE A LOT OF WORK TO SAY, WHAT IS IT THAT WE CAN AFFORD? AND I'VE SAT IN ON THE FINANCE COMMITTEE TWICE, AND THEY'VE YOU KNOW, THEY WORKED REALLY HARD TO SAY WE WANT TO MAKE SURE THAT THE TAXES WON'T GO UP. WE WANT TO PUT EVERY SAFEGUARD IN PLACE. JUST PASSING ANY OF THESE HAVE ANY IMPACT ON WHAT ON WHAT THE BOND COMMITTEE CAN DO, OR SHOULD THE BOND COMMITTEE RETHINK THINGS BASED ON ANY OF THESE THREE ITEMS? NO BECAUSE THE 2019 ISSUE OF THE GEOS THAT WERE THERE WAS ALREADY INSIDE THE PLAN. AND THEN WITH THE AIRPORT, SETTLING THE DEBT ON THE CEOS THAT WOULD ALSO FALL OUTSIDE OF ANY OF OUR DEBT CAPACITY THAT WE TALKED ABOUT DOESN'T IMPACT OUR DEBT CAPACITY WHATSOEVER WITH RESPECT TO R I N S RATE CORRECT. THANK YOU. QUESTIONS TREVOR MAYNARD PRESENTED, UM WHAT IS REMAINING IN THE FUND OR REMAINING FROM THE 2019 BOND, AND IT LOOKED LIKE IT WAS ABOUT 34.9 MILLION THAT WAS STILL LEFT IN PARKS. SO ARE THESE PROJECTS BEFORE OR AFTER THAT? THAT'S A VERY GOOD QUESTION. AND IF THIS ACTUALLY IS ALL THERE WAS $44.9 MILLION REMAINING, THIS WILL EXHAUST THE 2019 AUTHORIZATION. FOR PARKS. THIS IS THE BALANCE. YES. ARSES JUST THE THIRD ITEM CORRECT. BUT THE PARTS ARE THE 2ND AND 3RD ITEM. WE HAVE JUST HAVING TWO SEPARATE ISSUANCES. DON'T WANT ANYBODY CONFUSED, THINKING WE'RE TAKING MONEY FROM A PART. THAT'S THAT'S WHAT I WANT TO TAKE THESE ITEMS INDIVIDUALLY. UM CAN YOU SEE THAT POTENTIAL BUT, YEAH, YES, SIR. MARK, I DO WANT TO[00:45:05]
JUST GO BACK. AND SINCE I KIND OF OVERLAP TWO THINGS, AND THE QUESTION WAS WAS BROUGHT UP ABOUT THE TOURIST BALANCE JUST TO GIVE KIND OF A. OVERVIEW OF SUMMATION OF WHAT TOOK PLACE EARLIER TODAY ON TOURS. $2.4 MILLION ROUGHLY IMPROVEMENTS TO UNLOCK THOSE 10 ACRES. 2.8 MILLION TO UNLOCK THOSE 10 ACRES. AND THEN WE'VE IDENTIFIED $180,000 ANNUALLY IN AND GROUND LEASE ABOUT A HALF A MILLION DOLLARS ANNUALLY AND TAXES. PAID SUBSIDIZING ROUGHLY 200 MILLION TALKING ABOUT ALL ENTITIES. UM AND THEN FUEL CELLS. AND WHAT ARE YOUR QUESTIONING MY MATH? I THINK. NO I WAS JUST TRYING TO MAKE SURE THAT WE WERE GOOD. YES I'M TALKING ABOUT ALL THE TAXING ENTITIES ROUGHLY SO, UM AND THEN, OF COURSE, FUEL SALES AND WHATNOT. RETURN ON THAT INVESTMENT IS STRONG. I HAVE TO GET MY CALCULATOR OUT. BUT I CAN TELL YOU WHAT IT IS. IF IT'S OFFICIALLY A LOT IT'S AND BY A LOT. WE MEAN ABOUT 20. PLUS BEFORE WE GET INTO A LOT OF OTHER ACTUALLY 29 30% RETURN. UM, CRAZY AMOUNT OF YOU IF YOU LOOK AT IT THAT WAY, AND CERTAINLY THERE'S WAY OTHERWISE YOU COULD LOOK AT IT, BUT THE END OF THE LEAST TERMS. THE CITY OWNS ALL THE BUILDINGS THAT WERE BUILT AND PAID FOR THEMSELVES. THAT'S CORRECT. I WOULDN'T DO.YEAH AND AGAIN. I'M MAKING ALL THESE STATEMENTS BECAUSE I DO UNDERSTAND THAT. WE HAD A BOND ELECTION AND SO PEOPLE, YOU KNOW, THEY HEAR ANY TALK ABOUT DEBT. WHETHER IT WAS INTEREST WE HAD SOME. I'VE GOT EMAILS OR WHETHER TALKING NOW. BUT WHEN YOU START HEARING THE NUMBERS AND YOU START REALLY REALIZING WHAT'S GENERATED, IT'S UNDERSTANDABLE. A LOT OF PEOPLE DON'T KNOW WHEN WE HAD THE FIRST ELECTION. I REMEMBER ELECTION BEFORE I WAS ELECTED ON THAT FIRST BOND THAT'S BEEN REFERENCED A COUPLE TIMES AT THE AIRPORT AND I WOULD TALK TO PEOPLE. THE GENERAL SENTIMENT OUT THERE WAS HEY, I DON'T OWN AN AIRPLANE, SO THE AIRPORT DOESN'T BENEFIT ME. UNDERSTANDABLY I COULDN'T HAVE TOLD YOU ALL THE WAY TO THE AIRPORT BENEFITS US BEFORE I WAS MAYOR AND GOT TO REALLY UNDERSTAND IT. TRYING TO GIVE SOME OF THESE NUMBERS AND GIVE THE ABILITY FOR PEOPLE TO UNDERSTAND. WHY DO WE MAKE AN INVESTMENT LIKE THAT? WHY WOULD WE SPEND $2.5 MILLION IN TOURIST DOLLARS? BECAUSE WE HAVE HUNDREDS AND HUNDREDS AND HUNDREDS OF $1000 IN RETURN COMING BACK AND THAT ACTUALLY DOES HELP EVERY TAXPAYER IN THIS IN THE CITY AGAINST THOSE REVENUES IF WE'RE TALKING ABOUT AIRPORT GENERATED STUFF. COMING FROM INVESTMENTS THAT STAYS IN THE AIRPORT AT THE END OF THE DAY. THAT TOURISTS WILL ALSO END THAT MONEY WILL JUST COME TO GENERAL FUND INSTEAD OF SUBSIDIZING OTHER THINGS THAT BENEFIT THE CITY IN MANY, MANY, MANY DIFFERENT WAYS THAT WE'RE NOT EVEN TALKING ABOUT RIGHT NOW. LIKE COMPANIES THAT MOVE HERE FOR THAT VERY REASON AND BENEFIT. OH, THAT'S IT. ITEM 230912. IS THERE A MOTION? UM MR MAYOR. I'LL MAKE A MOTION. BUT CAN I MAKE A COMMENT TO MAKE A MOTION? WE APPROVE IT, BUT I WANT TO MAKE A REMARK. LET ME GET A 2ND 1ST IF WE NEED TO. A SECOND, UM WE WERE SAID EARLIER THAT GOD DOESN'T LIKE UGLY. UM WE'RE IN TROUBLE. UGLY ALL OVER THIS THING. AND LET ME TELL YOU WHY. THERE'S CALCULATED FIVE WAYS WE CAN MOVE FORWARD. LET ME GET RID OF THE FIRST ONE. FIRST WE CAN ASK FOR GENERAL OBLIGATION DEBT. IT'S BEEN DONE TWICE, RIGHT GENERAL OBLIGATION BONDS ON THE AIRPORT AND BOTH TIMES TAXPAYERS HAVE SAID NO SO I FOR ONE, AND I DON'T THINK ANYONE ELSE ON COUNCIL IS WILLING TO DO THAT. SO THAT'S ONE. I'M GONNA THROW THAT ONE OUT. THE OTHER THING WE CAN DO IS WE CANNOT BUILD IT. WE CAN JUST SAY NOT GOING TO DO IT. WE DON'T HAVE TO CASH IN THE AIRPORT FUNDS WERE NOT GOING TO DO IT. THAT WOULD BE UGLY BECAUSE WE WOULD LOSE ADVIL OR IN VALUE. THESE PLANES THAT THE MAYOR'S TALKED ABOUT, THEY WOULD SIMPLY GO SOMEWHERE ELSE. WE'VE GOT A PROFOUNDLY UNIQUE ASSET HERE IN MCKINNEY, AND WE SIMPLY WOULDN'T BUILD IT AND THE TAXPAYERS WOULD HAVE EVERY RIGHT TO COME TO ME AND SAY, WHAT WERE YOU THINKING? THIS WOULD HAVE EDUCATED THIS MANY KIDS IN THE I S D. IT WOULD HAVE HELPED THIS. MANY POLICE OFFICERS WOULD HAVE DONE THIS AND THAT THAT'S UGLY. NEXT THING WE CAN DO IS WE CAN DO AIRPORT REVENUE BONDS, WHICH MR HOLLOWAY TALKED ABOUT A MINUTE AGO, AND HE TALKED ABOUT THAT WE COULD ISSUE THOSE THEY COULD PAY THE DEBT. AND THE IT WOULD ONLY BE BACKED BY THE AIRPORT. AND HE ALSO SAID THAT WE WOULD PAY ABOUT $1.6 MILLION MORE AN INTEREST OVER 20 YEARS TO DO THAT. THAT'S NOT REALLY COSTING THE TAXPAYERS PER SE BECAUSE WE GET YOUR ADVIL OR IN VALUE ON THE AIRPLANES, RIGHT? WE STILL HAVE THE AIRPLANES THERE, AND THEY GENERATE THE TAX REVENUE FOR THE COUNTY, THE HIGHEST IN THE CITY. BUT WHAT THEY WOULD ALSO DO IS THEY WOULD ROB THE AIRPORT OF ADDITIONAL REVENUE TO REINVEST TO REPAIR THIS TO REPAIR THAT, AND THE UGLY THERE IS PATRICK. YOU PAID
[00:50:03]
A $1.6 MILLION PREMIUM ON INSURANCE POLICY. THAT ESSENTIALLY SAID. IT'S NOT GOING TO COME BACK TO THE TAXPAYER WHERE IT REALLY PROBABLY NEVER WAS. THAT'S THE UGLY THERE. THE OTHER WAY WE COULD DO IT IS A P THREE AND THAT'S THE ONE I'VE HEARD FROM MOST PEOPLE, BUT I'VE ASKED. I'VE TALKED. A LOT OF PEOPLE ABOUT THIS. WOULD'VE P THREE IS A PUBLIC PRIVATE PARTNERSHIP WHERE DEVELOPER COMES IN AND DOES IT NOW HERE'S THE UGLY WITH THAT THE CORE NINE HANGAR WAS A P THREE. THE FBO THAT WE JUST GOT DONE WITH. DEVELOPER WENT BANKRUPT. SECOND ONE WOULD BANKRUPT WE'RE TAKING FOREVER ON THIS THING. NEXT IS AND I THINK THIS RESONATES WITH MOST PEOPLE IS THAT WE ARE A TRIPLE A RATED CITY AND WE CAN ISSUE DEBT AT THE LOWEST RATE THAT WE CAN. A DEVELOPER SIMPLY DOESN'T HAVE THAT IN HIS ARSENAL . SO WHEN HE'S COMING TO US, WE'RE ALL SITTING DOWN HERE, SO I CAN SAY IT. HE'S IN IT FOR A PROFIT. THAT'S MY JOKE. SOMEBODY ALL RIGHT? SO HE'S IN IT FOR A PROFIT. WE'RE GOING TO PAY THAT DEBT INTEREST RATE THAT HE'S PAYING. PLUS, WE'RE GOING TO PAY HIS PROFIT MARGIN. SO WHAT DOES IT WITH THE CITIZENS COME TO ME ISN'T SAY YOU'RE A CORPORATE STATIST. YOUR DEPUTY IST YOU'RE CHOOSING THIS BUILDER. THIS NET COST THE TAXPAYER THREE OR $4 MILLION MORE TO DO IT THAN IF YOU JUST SIMPLY ISSUED. GENERAL OBLIGATION DEBT. THERE'S THE UGLY THERE. OR WE CAN ISSUE THESE AIRPORT. REVENUE BONDS. I DON'T WE ALL HAVE THE BENEFIT OF PERFECT VISION WHERE WE'RE LOOKING IN THE REAR VIEW MIRROR.WE ALL HAVE 2020 VISION, LOOKING IN THE REAR VIEW MIRROR AND WE'RE ALL SITTING THERE ABLE TO JUDGE IT. I CAN SIT THERE AND LOOK AT MY LIFE. I CAN LOOK AT MY WEEK. I WISH I HAD A MULLIGAN ON THAT ONE. AND IT'S TRUE. BUT WE WHAT WE HAVE TO DO UP HERE IS WE HAVE TO DO WHAT WE THINK IS BEST FOR THE CITIZENS OF MCKINNEY. NOW EACH ONE OF THESE COUNCIL PEOPLE HAS AN IDEA ABOUT WHICH OF THE FIVE OPTIONS I'VE GONE OVER IS THE BEST ONE. BUT FOR ME, I DON'T THINK THIS IS EVER GOING TO COME BACK ON THE TAXPAYER. I THINK THE AIRPORT REVENUES ARE GOING TO PAY IT.
IT'S NOT GOING TO IMPACT WHAT WE'RE GOING TO BE DOING IN THE SPRING. IT'S SIMPLY A MECHANISM OF WHICH THE CHEAPEST PATH FORWARD TO BENEFIT THE TAXPAYING CITIZENS AND BENEFIT THE AIRPORT OPERATING FUND TO KEEP IT AS PROFITABLE AS WE CAN. THANK YOU, MR MAYOR. PATRICK IT'S ONE. ADD ONE THING TO WHAT YOU SAID, UM, GREAT, BY THE WAY, UM, CONCISE POINT AWAY TO GO THROUGH THOSE FIVE UGLIES AND THE JUST TO ADD TO THE PRIVATE PARTNERSHIP. THE THOUGHT THAT BECAUSE I HAVE ALSO A LOT OF CONVERSATIONS, PEOPLE SAY, YOU KNOW, DO A P THREE AND IT WILL. IT WILL BE ON ON THEM.
WELL NO. WE ACTUALLY SIGNED LEASE AND THAT'S THE THREE AND $4 MILLION THAT WE PAY MORE AND WE SIGNED. THAT LEASE, AT LEAST IS GUARANTEED BY THE BACKED BY THE FULL FULL CREDIT RATING OF OUR CITY AND WE CAN'T DEFAULT ON THAT EITHER. THAT WOULD IT'S IT WORKS. IT'S NOT MUCH DIFFERENT.
THEN THE DEBT ISSUE FROM THE STANDPOINT THAT WE'RE NOT DEFAULTING AS A CITY. ON AT LEAST THAT WE SIGN IN P THREE FOR PROPERTY THAT WILL END UP COSTING US MORE THAN WHEN WE CAN DO IT OURSELVES. SO ANYWAY, THERE'S A BIT OF MOTION AND A SECOND AND I HAVE DOES. EVERYONE VOTED? GIVE ME A SECOND. THANK YOU. MOTION PASSES. ITEM 23913 THAT WAS ALREADY DISCUSSED PROMOTION. EMOTION THAT WE CLOSE THE PUBLIC HEARING TO PROVE THAT ITEM ALSO PUBLIC HEARING, BUT YES, UM SECOND PLEASE CAST YOUR VOTES. BUTTON. SOMEONE HAVE A BUTTON. MOTION PASSES ITEM 230914 THAT HAS BEEN DISCUSSED. THEIR MOTION MOTION. WE APPROVE IT ON HIM. SECOND CAST YOUR VOTES.

PASSES. WE NOW MOVE TO ITEM 230915 CONSIDER ACT ON ADOPTION OF RESOLUTION. DETERMINING THE PUBLIC NECESSITY TO REQUIRE PROPERTY EASEMENT RIGHTS REPUBLIC USE BY EMINENT DOMAIN FOR WATERLINES, SANITARY SEWER LINE USE MINT AND TEMPORARY CONSTRUCTION USE MINT ASSOCIATED WITH FIVE UTILITY RELOCATION PROJECT, WHICH PROPERTY IS LOCATED THE NORTHWEST CORNER OF ST OF TAPPING DOWN STREET AND EL DORADO PARKWAY AND AUTHORIZING CITY MANAGER TO ESTABLISH PROCEDURES REQUIRING THESE MINTS ON SAID PROPERTY. AND TAKE ALL STEPS NECESSARY TO REQUIRE THE NEED OF PROPERTY RIGHTS COMPLIANCE WITH ALL THE APPLICABLE LAWS AND RESOLUTIONS AND GARY AS YOU TALK ABOUT THIS ITEM. I BELIEVE THAT ALTHOUGH, OF COURSE THEY WILL BE ROLL CALL VOTES AND WE WILL VOTE ON EVERYTHING INDIVIDUALLY. THEY ARE ALL RELATED TO THE SAME[00:55:04]
PROJECT, JUST DIFFERENT PROPERTIES THAT ARE IMPACTED BY THE PROJECT. CORRECT THAT IS CORRECT, SIR, IF YOU WILL GIVE US A LET'S GO THROUGH THE ENTIRE PRESENTATION. THAT WAY, YOU WON'T HAVE TO BE A PORTION. YOU WON'T HAVE TO REITERATE EACH TIME I THINK IF YOU COMBINE YOUR PRESENTATIONS, BUT JUST SHOW THE THINGS THAT ARE DIFFERENT LOCATIONS. ALL THE CIRCUMSTANCES ARE YEP, THERE'S FIVE ITEMS THAT'S CORRECT. YES SIR. SO I WILL HAVE TO READ EACH ONE OF THOSE WHO APOLOGIZE. YOU CAN HEAR MY VOICE A LOT, BUT GO THROUGH IT SO THANK YOU. MAYOR GRAHAM, DIRECTOR OF ENGINEERING, UM BACK HERE BEFORE YOU TO TALK ABOUT THE HIGHWAY FIVE PROJECT.AS YOU KNOW, TEXTILE IS CONSTRUCTING OR HAS PLANS TO RECONSTRUCT HIGHWAY FIVE FROM JUST NORTH OF 380 ALL THE WAY DOWN SOUTH TO 399. THEY HAVE A VERY AGGRESSIVE SCHEDULE. AS PART OF THAT PROJECT, THEY HAVE ASKED THE CITY TO REMOVE ALL OF OUR PUBLIC UTILITIES, WATER AND WASTEWATER LINES FROM THE PUBLIC RIGHT AWAY AND INTO PRIVATE EASEMENTS. SO WE HAVE A PROJECT ON GOING TO DESIGN THOSE NEW UTILITIES AND THEN WE ARE IN THE ACQUISITION PROCESS RIGHT NOW TO MOVE THOSE LINES OUT. UM WITH ALL, UM, PROPERTY CASES LIKE THIS ON EMINENT DOMAIN ACQUISITIONS FOR RIGHT AWAY OR EASEMENTS. THE FIRST STEP TO THE CITY DOES IS WE ALWAYS GO OUT AND GET AN APPRAISAL. WE WANT TO DETERMINE WHAT THE FAIR MARKET VALUE. FOR A PROPERTY IS, UM WE USE THAT APPRAISAL TO MAKE THE FIRST INITIAL OFFER TO A PROPERTY OWNER PROPERTY OWNER HAS A SPECIFIC STATEMENT DATED TIME TO MAKE A RESPONSE AND MAKE A COUNTER OFFER. OR HE CAN ACCEPT THAT THEY CAN ACCEPT THE OFFER. WE CAN NEGOTIATE WITH THEM. WE HAVE A MAKE A FINAL OFFER SAME NEGOTIATION PROCESS BECAUSE OF THE TIMELINE ASSOCIATED WITH TECH START MOVING FORWARD WITH THE PROJECT. WE HAVE TO SOME POINT MOVE FORWARD, AND THIS ALLOWS THE IMMINENT DOMAIN PROCESS ALLOWS US TO GET ACCESS TO THE PROPERTY ESTABLISHES A FAIR MARKET VALUE FOR THE PROPERTY. WHAT HAPPENS WHEN WE DO IMMINENT DOMAIN COUNCIL GIVES STAFF THE AUTHORITY TO FILE AN EMINENT DOMAIN CASE FILED OUT WITH THE COUNTY, COLLIN COUNTY, THEY WILL NOMINATE THREE SPECIAL COMMISSIONERS. SPECIAL CONDITIONERS WILL HERE THE CASE FROM THE PROPERTY OWNER AND THE CITY AND WHY WE THINK THE VALUE OF WHAT THE PROPERTY IS. THEY WILL MAKE A DETERMINATION OF WHAT THE LAND VALUE IS. THIS IS NOT A TAKING. THIS IS A PROCESS DETERMINED FAIR MARKET VALUE AND COMPENSATE THE LANDOWNER FOR TAKING EITHER PERMANENT RIGHT AWAY. OR IN THIS CASE, ALL EASEMENTS WATER, WASTEWATER OR TEMPORARY CONSTRUCTION. EASTMAN UM YOU KNOW, WE HAVE FIVE TONIGHT ON THIS ON THIS PROJECT WE DID FOR LAST WEEK AND WAS TALKING WITH MR GRIMES, AND HE'S LIKE GARY, THIS IS THIS IS A LOT OF IMMINENT MAIN CASES. WE DON'T WE DON'T LIKE TO HAVE THIS MANY. WHAT CAN YOU GIVE ME SHED A LITTLE LIGHT? SO I WANT TO BRING SOME STATISTICS FOR TONIGHT. SO ON THIS PARTICULAR PART OF THE PROJECT, WE HAVE 62 PARCELS TO ACQUIRE UM OF THOSE WE HAVE ALREADY ACQUIRED 36 THROUGH NEGOTIATIONS, SO THAT'S 58% WE'VE ALREADY ACQUIRED THROUGH. JUST YOU KNOW THAT THAT PROCESS. WE ARE STILL NEGOTIATING 16 OF THOSE SO 26% ARE UNDER NEGOTIATION AND THEN BETWEEN THE FOUR LAST WEEK AT THE LAST COUNCIL MEETING ONE SEVERAL COUNCIL MEETINGS AGO AND THEN THE FIVE TONIGHT THAT'S 10 THAT WE ARE UM, LOOKING AT FOR EMINENT DOMAIN THAT MAY GO UP. YOU KNOW, AS WE CONTINUE THESE LAST 16 PROPERTIES NEGOTIATING, BUT YOU KNOW, SO FAR, WE'VE WE'VE HAD FAIRLY GOOD LUCK COME INTO A FAIR RESOLUTION WITH THE VARIOUS PROPERTY OWNERS. UM COULD I ASK YOU OF THESE FIVE ITEMS THAT ARE BEFORE US TONIGHT? HOW MANY OF THOSE THE PROPERTY ON EARTH CAME TO THE TABLE TO NEGOTIATE WITH YOU. UH, UM. FOUR HAVE BASICALLY REFERRED TO THEIR ATTORNEY. ONE HAS TALK TO US, BUT THE NEGOTIATIONS ARE FLUID AND SOMETIMES YOU FEEL LIKE YOU'RE MAKING PROGRESS. AND THE NEXT TIME WE TALK TO HIM, I JUST WHAT HAPPENED? WHERE DID THIS PERSON SO THEY HAVEN'T REFERRED US TO AN ATTORNEY YET, BUT WE'RE NOT MAKING ANY PROGRESS ON THAT PARTICULAR PROPERTY. AND THIS IS JUST GIVING YOU THE OPTION TO MOVE FORWARD WITH EMINENT DOMAIN. IF NEGOTIATIONS SHOULD FAIL. THAT'S CORRECT. AND TO YOUR POINT MAYOR PRO TEM WHEN WE FILE THE WITH THE COURT THAT WE HAVE REMAINED, THAT'S A YOU KNOW, PART OF THE NEGOTIATION TACTICS IT IT SHOWS THE PROPERTY AND WE ARE SERIOUS AND SOMETIMES BRINGS THEM TO THE TABLE AND JUST GET THE DEAL DONE. THEY DON'T WANT TO MESS WITH THEIR OWN ATTORNEY'S FEES OR WHATEVER. SO I WILL GO THROUGH EACH OF THE PROPERTIES OF THE EXHIBITS. I THINK, THOUGH THE OVERVIEW THAT YOU GAVE IS PUT INTO ALL FIVE, SO WE JUST GO THROUGH THE PROPERTIES. DO YOU WANT TO PAUSE BETWEEN EACH ONE
[01:00:05]
TO READ EACH ONE OR JUST GO THROUGH EACH OTHER? LET ME READ THE NEXT ONE. THEN YOU SHOW THAT TO 30916 CONSIDERED SCALE SACKED ON ADOPTION OF RESOLUTION, DETERMINING PUBLIC NECESSITY REQUIRE PROPERTY RIGHTS REPUBLIC USE BY EMINENT DOMAIN FOR WATERLINE. NEWSMAN, TEMPORARY CONSTRUCTION. EASTMAN ASSOCIATED WITH I WOULD SAY HIGHWAY FIVE UTILITY RELOCATION PROJECT 1633 AND W. W 1633, WHICH PROPERTY IS LOCATED ON THE EAST SIDE OF SOUTH MCDONNELL STREET. [CITIZEN COMMENTS on Matters not on the Agenda]
COMMENTS AND MATTERS NOT ON THE AGENDA. I BELIEVE EVERYONE HAS SPOKEN EXCEPT SHANNON, YOU DIDN'T HAVE YOUR CARD EARLIER, SO WHY DON'T YOU COME UP? IF YOU WOULD STATE YOUR NAME AND YOU HAVE THREE MINUTES. MY NAME IS SHANNON WHITE. AND I WANT TO THANK YOU GUYS TONIGHT FOR DOING THE AIRPORT AS A VERY WELL PAID EXECUTIVE DIRECTOR OF A NONPROFIT. IT'S GOING TO BE NICE THAT MY PLANE CAN BE SO CLOSE. SO OH, AND IF I STAY WITH JAZZ HANDS, I'M HERE TO TALK ABOUT FENTANYL. UM I'M A FIRM BELIEVER THAT KNOWLEDGE IS POWER AND WHAT'S GOING ON RIGHT NOW IN COLLIN COUNTY WITH FENTANYL IS A REAL CRISIS. I'VE SAID IT BEFORE SOME THINGS THAT WE'RE SEEING RIGHT NOW. IN MCKINLEY HIGH SCHOOLS, THEY'RE SELLING VAPOR CARTRIDGES WITH MARIJUANA. THEY ACTUALLY HAVE BEEN LACED WITH FENTANYL. SO YOUNG WOMAN GOT A CHARGE WITH MARIJUANA, WHICH IS A FELONY. THEY TESTED THE PEN. IT HAD FENTANYL, WHICH THEN WAS THE POSSESSION OF A DANGEROUS DRUG. MR. PHILLIPS. DON'T TELL ME IF I'M SAYING THE LAW WRONG. UM AND THEN POSSIBLY HAD SHE TAKEN THAT PEN AND HANDED IT TO SOMEONE IN THE BATHROOM AND THEY'VE TAKEN A HIT AND DIED.SHE WOULD HAVE GONE TO JAIL FOR MURDER. VERY UNAWARE HAPPENING. WHAT WE'VE BEEN TOLD NOW IS THAT THEY ACTUALLY KNOW THAT THERE'S FENTANYL IN THE VAPES. AND THEY'RE BUYING THEM ON PURPOSE.
UM THE OTHER ISSUE WE'RE HAVING RIGHT NOW IS WE'RE IN A TREATMENT DESERT. THEY'VE CLOSED
[01:15:04]
THE INPATIENT TREATMENT FOR ADOLESCENTS THAT DO NOT HAVE HEALTH INSURANCE. SO THERE IS ZERO PLACE TO SEND OUR CHILDREN. THAT'S THE POPULATION I WORK WITH. SO MY DILEMMA EVERY DAY IS KNOWING YOU NEED TO GO TO INPATIENT TREATMENT. THAT'S WHAT FIXES YOUR DISEASE. BUT I'M SORRY TO TELL YOU WE DON'T HAVE A PLACE TO SEND YOU. CAN YOU IMAGINE SAYING THAT TO A CHILD? THE OTHER OPTION WE HAVE IS WE SEND THEM TO THE COUNTY JAIL. SOMEONE JUST LEFT MY OFFICE BECAUSE NOBODY TESTS FOR FENTANYL EXCEPT US FAMILY FOUND HIM. WE TESTED HIM PREVENTING ALL THEY WENT TO JUVENILE DETENTION AND THEY'RE IN JAIL TONIGHT BECAUSE WE DON'T HAVE A PLACE TO SEND THEM. THAT'S A TERRIBLE BUSINESS FOR ME TO BE IN UM I DIDN'T REALIZE WHEN I STARTED THIS JOB, I WOULDN'T GONNA CRY YOUR EYES WHEN I STARTED THIS JOB THAT I WAS GOING TO BE ASKING FOR DONATIONS. IT'S A REALLY HARD THING TO DO, AND IT'S NOT IN MY WHEELHOUSE. I JUST WANT TO HELP PEOPLE. WHAT I DIDN'T REALIZE I WAS GOING TO BE THE PHONE CALL THAT PEOPLE WERE MAKING IN LIEU OF FLOWERS. WE'D LIKE TO MAKE A DONATION TO YOU BECAUSE PEOPLE ARE DYING. I JUST GOT $35,000 FROM A 16 YEAR OLD FAMILY WHO THIS HAPPENED TO? I HAVE ANOTHER ANONYMOUS CALL THAT'S HAPPENING TODAY. THIS IS BECOMING MORE AND MORE A PART OF OUR REVENUE STREAM, WHICH IS HORRIFIC TO ME. UM LASTLY, ANYBODY THAT YOU KNOW , SMALL GROUP LARGE GROUP? I TALKED TO THE NO WINOS IN PRINCETON. DELIGHTFUL LITTLE GROUP OF OLD LADIES. UM, I TALKED TO 1000 GIRL SCOUTS. ANYBODY YOU KNOW THAT'S WILLING TO LISTEN TO THIS ABOUT FENTANYL . WE HAVE TO BE THE ONES THAT ARE ON THE FRONTLINE EDUCATING PEOPLE BECAUSE PEOPLE ARE DYING, AND WE DON'T NEED ANY MORE OF IT. SO IF THERE'S ANYBODY, YOU KNOW THAT WANTS TO LISTEN TO ME.TALK ABOUT FENTANYL. PLEASE GET ME IN FRONT OF THEM, BECAUSE THAT'S WHAT WE WANT TO DO WITH GRACE TO CHANGE. THANK YOU FOR YOUR TIME. THANK YOU SO MUCH. ALRIGHT COUNSELOR MANAGER

HIS WIFE IS NANCY COWLISHAW, WHO DOES SO MUCH HEAVY LIFTING, AND I ALWAYS SEE NANCY AT THINGS IN THE CHAMBER WHEN I JOINED THE CHAMBER. FINALLY I WENT UP TO HER AND SAID, YOU KNOW, I DECIDED IT'S NOT AN OFFICIAL MCKINNEY EVENT UNLESS YOU'RE HERE BECAUSE SHE WAS AT EVERYTHING AND THOMAS RIGHT THERE WITH HER, TOO. TOM WAS A QUIET MAN. HE WAS A WONDERFUL HUSBAND, A MAGNIFICENT FATHER AND DID SO MUCH HEAVY LIFTING BEHIND THE SCENES, AND IT WAS A

SO YES, THE GOOD THE GOOD NEWS IS SHE BROUGHT CUPCAKES THAT EVERYONE ELSE WOULD ENJOY AND BE ABLE TO EAT, AND SHE DID NOT MAKE THEM SPECIFIC TO HER PALETTE AND VERY RESTRICTIVE, CRAZY DIETARY NEEDS. SO PLEASE GRAB A CUPCAKE AND TAKE IT HOME WITH YOU OR EAT IT HERE. WHATEVER YOU LIKE TO DO MOTION TO ADJOURN ON FAVOR HIGH.
