CONSIDER DISCUSS ACT ON A REQUEST BY THE CITY OF MCKINNEY FOR TRES FUNDING FOR THE MCKINNEY NATIONAL AIRPORT PROJECT, A 2455 ACCESS TAXI LANE 84 AND ACCOMPANYING RESOLUTION OF THE TERRORISTS TO BOARD. MR KEN CARLY. YOU WOULD. GOOD EVENING, CHAIRMAN. PHILIPS MEMBERS HAVE THE TOURISTS TO BOARD KEN CARLY, DIRECTOR OF MCCAIN NATIONAL AIRPORT. THE CITY HAS A REQUEST FOR FUNDING OF TAXI LANE CONNECTOR THAT WILL ENABLE SOME DEVELOPMENT ON THE AIRPORT. THIS COVER PHOTO IS A PHOTO LOOKING NORTH AND THE PROPERTY WERE PROPOSING TO DEVELOP THAT THIS PROJECT WILL ENABLE IT'S RIGHT HERE. IT'S ABOUT 10 ACRES. PROPERTY.

INCIDENTALLY THIS PHOTO IS JUST IT'S A RELATIVELY NEW PHOTO. OUR NEW ONE OF OUR NEW TENANTS, UH, DEPARTMENT OF PUBLIC SAFETY SAFETY TOOK THIS FOR ME THIS WEEK. THIS ALSO SHOWS THE CONSTRUCTION OF THE NEW EXTENSION ON THE SOUTH END. SO THE REQUEST IS FOR 2.864 MILLION INTEREST FUNDS FOR THE CONSTRUCTION OF ACCESS TAXI LANE A FOUR AND WE'LL LOOK AT THAT DIAGRAM HERE IN A MINUTE. THE CURRENT FUND BALANCE IS 7.458 MILLION AT THE END OF FISCAL YEAR, 23 WE'RE PROJECTED TO ACCRUE ANOTHER 2.8 MILLION IN FY 24 WITH THE TERMS FUND. SO WE'LL PRETTY MUCH BE BACK TO WHERE WE ARE TODAY IF THIS PROJECT IS APPROVED BY OCTOBER, 2024. THE PROJECT ENABLES THEM DEVELOPMENT , WHICH APPEARS TO ALIGN WELL WITH THE MISSION AND VISION OF TOURISTS IS BASICALLY DEVELOP A PREMIER GENERAL AVIATION RELIEVER AIRPORT DFW METROPLEX.

AH, UM, DEVELOPED THE AIRPORT AS AN ECONOMIC ENGINE AND THE REGION FOCUSING ON GENERAL AVIATION BUSINESS. AVIATION, UM ENABLING INFRASTRUCTURE AND FACILITY DEVELOPMENT. WE'RE PROPOSING TO DEVELOP 10.5 OR 10.25 ACRES, AND WE'RE PROPOSING TO BUILD THREE HANGERS ON THE PROPERTY. THIS KIND OF SHOWS THE SCOPE OF WORK ON THE PROJECT. SO THE AREA IN THE LIGHT GRAY IS WHAT THE PROJECT WOULD FUND SO IT WOULD CONNECT THAT PARCEL ON THE WEST SIDE. TO TAXIWAY ALPHA, AND THEN IT WOULD ENABLE THAT 10 ACRE PARCEL TO BE DEVELOPED FOR AERONAUTICAL USE FOR HANGERS AND OTHER PROPERTIES. AND THIS IS A DIAGRAM OF THE BUILD OUT OF THE SITE. SO WE HAVE THREE PROJECTS THAT ARE IN. IN PLACE OF BEING PLANNED FOR THE FOR THE PROJECT. THE FIRST ONE I'LL TOUCH ON HIS, UH THE DEVELOPMENT OF A HANGAR HERE FOR CORPORATE TENANT. UH THIS TENANT IS ON THE AIRFIELD TODAY. THEY HAVE AIRCRAFT ON ORDER THAT DOES NOT FIT IN THE HANGAR THERE IN TODAY, SO THERE AH! HAVE DONE A GROUND LEASE WITH THE CITY FOR 1.8 ACRES HERE , THEY'RE GOING TO BREAK GROUND ON CONSTRUCTION ON A HANGER 22,000 SQUARE FOOT HANGAR ABOUT 4300 SQUARE FOOT OF OFFICE. UM PROBABLY AS EARLY AS BEFORE THE END OF THIS YEAR. THE PROJECT AND THEN WE THIS THAT'S A GROUND LEASE. WE HAVE ANOTHER GROUND LEASE HERE FOR FIVE ACRES AGAIN. ANOTHER EXISTING TENANT THAT HAS

GIVEN THE CITY A LETTER OF INTENT TO DEVELOP THAT FIVE ACRE PARCEL WITH A 39,000 SQUARE FOOT HANGAR WITH ABOUT MY EYES AREN'T VERY GOOD THERE. ABOUT 8300 SQUARE FOOT OF OFFICE SPACE. AND UH, BASICALLY WILL HOUSE TWO NEW AIRCRAFT THAT THEY HAVE ON ORDER. AND THEN THE OTHER PROJECT. IS THAT TEXAS? UH DEPARTMENT OF PUBLIC SAFETY. THEY ARE AT TENANT AT MCKINNEY TODAY. THEY MOVED TO THE AIRPORT RECENTLY FROM MESQUITE. WE HAVE THEM IN TEMPORARY HANGAR AND OFFICE FACILITIES. THEY RECEIVED $5 MILLION IN STATE FUNDING DURING THE LAST BUDGET CYCLE TO DEVELOP A HANGAR FACILITY AT THE AIRPORT. SO THAT ONE IS NOT A GROUND LEASE WILL ACTUALLY OWN THAT HANGAR WHEN WE DO THE DEVELOPMENT AND BASICALLY LEASED IT TO THEM. AND OF COURSE, PROVIDE FUEL AND AERONAUTICAL SERVICE OR SERVICES FOR ALL OF THESE TENANTS. ARE THOSE 99 YEAR LEASES. NO THE GROUND LEASES WOULD BE 40 YEAR LEASES. AND THEN THE DEVELOPMENTS ALSO REVERT BACK TO THE CITY AT THE END OF THE 40 YEAR TERM. SO THE AIRPORT THE CITY BASICALLY INHERITS THE IMPROVEMENTS THAT THE, UH THE LESSEE, YOU KNOW, MAKES ON THE PROPERTIES DURING THAT TERM. AND THEN WE WERE DOWN THE DPS HANGER FROM OUTRIGHT YOU KNOW THESE TWO LARGER PLANES ARE ON ORDER. CAN YOU GIVE ME AN APPROXIMATE VALUE OF EACH OF THEM? YEAH ACTUALLY, I'LL TALK TO THE REVENUE PRODUCING OF THE OF THE FACILITIES HERE IN JUST A MINUTE, BUT I DON'T WANT TO GET AHEAD OF. YEAH WE'LL BE RIGHT THERE AND MAYBE RIGHT NOW. YEAH. SO, UM SO THE TOTAL VALUE OF THE HANGERS AND THE BASED AIRCRAFT WOULD BE OVER 200 MILLION FOR THESE PROJECTS THAT WOULD BE, YOU KNOW, TAXABLE ASSETS VALUE TO THE CITY. THE LAND RENT FOR THE TWO GROUND LEASES WOULD BE OVER 180,000 ANNUALLY AT THE START OF THE TERM, WITH TYPICALLY CP ADJUSTMENTS EVERY TWO YEARS. AND THEN THE NET REVENUE FROM FUEL SALES AND THE OTHER AERONAUTICAL SERVICES AT THE FBI WOULD SELL WOULD BE ABOUT 350,000. A YEAR. SO IF YOU WANT TO LOOK AT A $2.8 MILLION INVESTMENT, CONSIDER THE LIFE CYCLE OF THE PAVEMENT TO BE ABOUT 20 YEARS YOU'RE LOOKING AT ABOUT 10.6 MILLION IN. JUST RENT AND NET REVENUE SALES OVER THAT TERM. NOT NOT CONSIDERING YOU KNOW THE TAXABLE ASSETS. THE OTHER THING. THAT'S COOL ABOUT THE PROJECT IS, UM THIS. THIS TENANT HERE DEVELOPING THIS PROPOSAL. THIS SITE DEVELOPMENT HERE. THEY'RE ACTUALLY ATTENDANT OUT THERE. TODAY THEY LEAST 25,000 SQUARE FOOT HANGAR WITH OFFICE SPACE TODAY, SO, UM, AS THEY TRANSITION OUT OF THAT SPACE INTO THIS NEW FACILITY, THE FBO ACTUALLY INHERIT THAT HANGAR BACK. AND BE ABLE TO PUT THAT BACK OUT ON THE MARKET TO LEASE IT TO LET IT YET ANOTHER OPERATOR. WE HAVE PRAISED THAT FACILITY IN SEPTEMBER, AND IT APPRAISED THE ANNUAL RENT APPRAISAL ON THAT WAS JUST UNDER 700,000 A YEAR. SO THAT WILL BE ANOTHER. AH RENT PRODUCER THAT KIND OF IS GENERATED FROM THIS DEVELOPMENT AND THEN AGAIN, THERE'S ADDITIONAL FUEL SALES FROM WHOEVER MOVES INTO THAT. FACILITY. AND SO IT'S JUST SCANNING OUT A LITTLE BIT TO LOOK AT THE SITE THIS AGAIN. HERE IS THE SITE WE'RE TALKING ABOUT RIGHT HERE. I SAID 10 ACRE SITE. AND THEN THERE'S SOME OTHER INVESTMENTS. I JUST WANT TO HIGHLIGHT IN THE IN THE MIDFIELD AREA THAT WE'RE PURSUING RIGHT NOW, UM FACE. THE GREEN AREA IS WHAT WE'RE CALLING PHASE ONE OF A TAXI TAXIWAY ALPHA, UM, REHABILITATION AND REALIGNMENT PROJECT. SO THESE TWO PHASES TOGETHER ARE ABOUT $20 MILLION WORTH OF INFRASTRUCTURE. THIS IS GOING TO BE FUNDED AT 90% WITH GRANTS FROM TEXTILE AND THE FAA. AND SO WE'LL HAVE ABOUT A 10% MATCH ON THESE. THESE PROJECTS. PHASE ONE IN THE GREEN IS ACTUALLY UNDER DESIGN RIGHT NOW. AND WE WILL, UM LIKELY GO TO BED EARLY NEXT YEAR ON THAT PROJECT, BUT THERE'S OTHER INVESTMENTS IN THIS AREA THAT'S REALLY KIND OF HELPING SPUR DEVELOPMENT IN THE MIDFIELD AREA, AND THESE ARE BASICALLY PROJECTS THAT ARE 90% GRANT FUNDED. AND THEN JUST PANTING OUT A LITTLE BIT MORE TO SHOW SOME OF THE OTHER PROJECTS THAT WE HAVE GOING ON ON THE AIRPORT. UM IN THE LAST FEW MONTHS, SEVERAL THINGS HAVE BEEN COMPLETED. WE'VE COMPLETED THE EXTENSION ON THE SOUTH END OF

THE AIRPORT. WE'VE COMPLETED. FIND IT HERE. I AIRFIELD MAINTENANCE BUILDING RIGHT HERE.

AND WITH THIS PROJECT, ACTUALLY TWO, WE DID SOME SOME WORK TO ENABLE THE DEVELOPMENT OF THIS SITE AS WELL BECAUSE WE BROUGHT A ROADWAY INN. UM, INTO THE SITE. HERE. AND THEN THAT ENABLES THE DEVELOPMENT OF THESE HANGERS SO THAT YOU HAVE KIND OF A LANDSIDE AIRSIDE INTERFACE BETWEEN THE HANGAR AND THE TAXI LANE, SO THAT ACTUALLY INCREASES THE VALUE OF THE GROUND RENTS ON THOSE HANGERS AS WE MADE THAT DEVELOPMENT. OF COURSE, WE FINISHED UP THE FBI FACILITIES RIGHT HERE, SO THE OTHER PROJECTS THAT ARE IN COLOR ARE PROJECTS THAT ARE STILL KIND OF IN BEING DEVELOPED. SO WE'VE GOT A 40,000 SQUARE FOOT HANGAR THAT WE'RE PROPOSING TO CONSTRUCT IN THE RED HERE ON THE SOUTH END RIGHT HERE. AND THE CUSTOMS FACILITY THAT WILL BE TALKING ABOUT LATER TONIGHT IN COUNCIL WAS HERE. THOSE TWO PROJECTS THIS IS SERIOUS AS DEVELOPMENT HERE. AND OF COURSE, THAT'S THE GROUND LEASE WITH THEIR MAINTENANCE FACILITY. AND THEN WE'RE MOVING INTO DESIGN OF THIS 500 FT EXTENSION ON THE NORTH END RIGHT NOW AS WELL. SO I JUST KIND OF BRING ALL THIS UP TO REALLY SAY THAT THERE'S A LOT OF CONSTRUCTION GOING ON. THERE'S A LOT OF PROJECTS THAT WE'RE DOING SO I WANTED TO BRING IT UP JUST TO SAY WE'RE STILL WORKING THROUGH THE FINAL. UH, FUNDING ON THE NORTH. EXTENSION AND, UM YOU KNOW, IT'S A THAT'S A 30, PLUS MILLION DOLLAR PROJECT. MOST OF IT'S FUNDED. BUT AS WE KIND OF FINALIZED THE WORK ON THAT FUNDING, I MAY BE BACK IN FRONT OF THE EARLY NEXT YEAR, WITH ANOTHER REQUEST TO KIND OF ENABLE THAT FINAL PROJECT. THAT'S REALLY IT. HAPPY TO STAND FOR ANY QUESTIONS THAT YOU MAY HAVE ABOUT THE PROJECT THERE ANY DIRT WORK GOING ON ON THE NORTH END AT THIS POINT IN TIME, OR IS THAT PENDING DESIGN? WE'RE KIND OF WORKING THROUGH A REDESIGN OF THE PROJECT RIGHT NOW, YOU KNOW, WE KIND OF SCALED IT BACK FROM AN INITIAL, UM 1000 FT TO A 500 FT PROJECTS. SO WE'RE IN REDESIGN OF THAT, WORKING WITH TEXT DOT TO DO THE DESIGN AND WE'LL PLANNING TO GO OUT TO BID IN FEBRUARY ON THAT PROJECT. GOOD. THANK YOU. QUESTIONS OF KIN. YEAH MINE'S A LITTLE BIT MORE ADMINISTRATIVE THAN IT IS. I MEAN, I THINK THE PROJECT A GOOD PROJECT. BUT I HAD REQUESTED AND GOT A COPY OF THE PROJECT PLAN. THE PROJECT PLAN. REALLY DOESN'T HAVE ANY LIST OF PROJECTS THAT THE TOURIST BOARD HAS BEEN GIVEN DIRECTION FROM THE CITY COUNCIL ON IT JUST SAYS . $40 MILLION AIRPORT STUFF. I'M PARAPHRASING, BUT THAT'S PRETTY CLOSE TO WHAT IT SAYS. UM IT SAYS CATALYST PROJECTS, AIRPORT RELATED PROJECTS AND UNNAMED ROAD. THIS WAS LAST UPDATED IN 2018, SO THERE'S NOT BEEN REALLY ANY PRIORITIES GIVEN FROM THE CITY COUNCIL BACK TO US OTHER THAN INDIRECTLY THROUGH STAFF COMING TO THE SAME. THEY WANT TO ALLOCATE THIS MONEY TO THE PROJECT. I THINK IT FITS. I THINK IT'S RIGHT. I THINK THAT THERE COULD BE MORE TRANSPARENCY AS TO WHAT'S IN THE PLAN AND WHAT THE PRIORITIES ARE. FOR THE TOURIST BOARD TO ACTUALLY LOOK INTO THE FUTURE FOR UNLESS IT'S JUST GONNA BE AD HOC AND YOU'RE GONNA ADD TO THE PROJECT PLAN A VERY SPECIFIC REQUEST EVERY TIME THE CITY COUNCIL LEVEL. I'M JUST I'M ON MULTIPLE DIFFERENT TOURIST BOARDS, AND I SEE OTHER TOURIST BOARDS THAT ACTUALLY HAVE A PLAN OF WHAT'S HAPPENING OVER THE NEXT FEW YEARS AND ACTUALLY PLANS OUT WHAT'S GOING TO HAPPEN? WE CAN. I MEAN, YOU'RE RIGHT THAT THE PROJECT PLAN IS PRETTY BROAD IN SCOPE, AND I THINK THIS PROJECT DOES ALIGN IT TALKS ABOUT. FOCUSING ON BUSINESS AVIATION, AND IT ALSO IS FLEXIBLE ENOUGH TO CONSIDER OPTIONS THAT WOULD ENABLE, UM COMMERCIAL SERVICE, AND SO YOU KNOW, WE'RE HAPPY TO MODIFY IT TO BE MORE SPECIFIC IN NATURE. MOST OF THAT TYPE OF PLANNING IS IN A AIRPORT MASTER PLAN DOCUMENT, BUT WE CAN PULL YOU KNOW LANGUAGE FROM THE MASTER PLAN INTO THE PROJECT PLAN. IF THAT'S THE DESIRE OF COUNCIL AND THE TOURIST BOARD WOULD ALSO MAKE COMMENT EYES. I THINK IT'S UM I THINK IT IS EVIDENT THAT THE BIRDS APPROPRIATE TO NOTE THAT THE TOURIST BOARD IS MADE UP OF THE CITY COUNCIL AND TWO MEMBERS, SO TO SAY THAT THE CITY COUNCIL HASN'T GIVEN DIRECTION BY DEFINITION OF OUR PRESENCE AND OUR VOTE. WE ARE EITHER GIVING DIRECTION ONE WAY OR THE OTHER SO I DON'T. THAT MAY BE WHY WE HAVEN'T NECESSARILY FELT THE NEED TO SPEND TIME. INDIVIDUALS THE CITY COUNCIL BECAUSE WE ARE IN FACT, YOUR KNOWLEDGE OF OIL.

YOU'RE KNOWLEDGEABLE. I GET IT SO AND AIRPORT MASTER PLAN HAS VERY DETAILED. WELL, AND THAT'S

AND THAT'S JUST WHERE I THINK YOU KNOW IF PUTTING THAT IN THAT WAY, PEOPLE CAN ANTICIPATE WHAT'S COMING DOWN THE ROAD. I MEAN, I GUESS I COULD GO PULL THE MASTER PLAN AND JUST READ THE MASTER PLAN. UM BUT WHENEVER THE TOURIST BOARD MEETING THAT GETS CALLED PEOPLE WILL LOOK AT MEETINGS COMING UP AND SEE MORE INFORMATION, OR AT LEAST HAVE THE ABILITY TO. THAT QUESTION ABOUT THAT EXTENSION OF THE RUNWAY BEING REDUCED BY 500 FT. I DON'T HAVE ANY IMPACT. ON THE TENANTS WANTED A LONGER RUNWAY TO ENABLE THEIR LONGER DISTANCE FLIGHTS OR IS THAT 500 FT GOING TO BE ACCEPTABLE TO THEM? YEAH ACTUALLY, UM, I SHOULD HAVE QUALIFIED THAT THIS IS REALLY PHASE ONE OF A PROJECT. WE HAVE NOT ABANDONED THE ULTIMATE PHASE TWO OF THE PROJECTS WHICH WOULD EXTEND ANOTHER, UM 500 FT. WE'RE BASICALLY JUST WORKING WITH THE FUNDS. WE HAVE AVAILABLE TODAY TO PROVIDE THE MOST UTILITY THAT WE CAN TODAY AND THE BIGGEST USERS OF THE RUNWAY LENGTH.

WE'VE HAD A NUMBER OF CONVERSATIONS WITH AND THIS MAKES THEM VERY HAPPY. THEY'RE VERY HAPPY WITH THIS AMOUNT OF UTILITY THINK THE OTHER THING THAT'S RELEVANT IS, UM AS WE COME BACK IN THE FUTURE FOR ANOTHER 500 FT EXTENSION. WE ALSO HAVE THE POTENTIAL TO QUALIFY FOR FEDERAL FUNDING AND PRODUCE, YOU KNOW, OR REALIZE THAT LAST 500 FT. MAKE THAT ACCOMPLISHED THAT LAST 500 FT EXTENSION WITH SOME GRANT FUNDING WHERE WE DON'T NECESSARILY HAVE THAT ABILITY TODAY. YOU KNOW, I WANT TO MAKE SURE THAT IT'S ULTIMATELY CLEAR THAT THIS IS GOING INTO THE WEST SIDE OF THE AIRPORT. ON HIS DEALING WITH GENERAL AVIATION AND HAS NOTHING TO DO WITH THE BOND ELECTION THAT OCCURRED LAST MAY. YEAH ABSOLUTELY. THIS IS ALL ON THE WEST SIDE OF THE AIRPORT. THIS IS ALL GENERAL AVIATION. CORPORATE AVIATION. UH DPS AND THE OTHER TWO TENANTS ARE CORPORATE OPERATORS. UM, THEY FLY THEIR OWN FLEET. YOU KNOW? I THINK EVERYBODY IS AWARE OF THE MISSION OF THE TEXAS DEPARTMENT OF PUBLIC SAFETY. THE OTHER TWO OPERATORS HAVE PRIVATE FLIGHT DEPARTMENTS THAT THEY UTILIZE THEIR AH CORPORATE AIRCRAFT TO MOVE THEIR EMPLOYEES AND EXECUTIVES. ALL OVER THE WORLD. CANNOT. I'D LIKE TO CLARIFY THOUGH, THAT. I DON'T WANT PEOPLE TO BE CONDITIONED TO THINK THAT WHENEVER WE TALK ABOUT INFRASTRUCTURE IMPROVEMENTS ON THE EAST SIDE THAT THAT WOULD STRICTLY MEAN THAT WE'RE TALKING ABOUT COMMERCIAL PASSENGER SERVICE, AIRPORT AND EAST AND WEST AS A HOLISTIC PART OF THE AIRPORT, AND THAT WILL DEVELOP ONE WAY OR THE OTHER OVER THE YEARS, AND SO I WANT TO MAKE SURE THAT BECAUSE IT'S WHEN WE MAKE THE SAME AS THAT SOUNDS LIKE YEP, ALL G A IS WEST SIDE AND ONLY COMMERCIAL WILL BE EAST SIDE.
