I AM. OKAY NOW CALL THE MEDIA MECHANIC COMMUNITY DEVELOPMENT CORPORATION TO ORDER. THE TIME

[CALL TO ORDER]

IS 801 AM WE ARE IN COUNCIL CHAMBERS AT 2 TO 2. TENNESSEE STREET IN MCKINNEY, TEXAS. TODAY WE WILL HAVE OUR INVOCATION PROVIDED TO US. UM MY BOARD MEMBER CATHERINE MCGILL. AND THE ONE THING I WOULD DEFINITELY ASKED AS WE GO INTO THE THANKSGIVING SEASON THAT WE PRAY FOR THOSE THAT THEIR THANKSGIVING MAY LOOK A LITTLE DIFFERENT, WHETHER THEY HAVE SOMEONE THERE THAT YOU VICE VERSA. THERE'S BEEN A LOT OF LOSS. UM OF LIVES IN THE LAST MONTH AND THE LAST SIX MONTHS IN THE LAST YEAR, SO WE JUST PRAY FOR THOSE THAT WE'LL HAVE A LITTLE BIT DIFFERENT HOLIDAY SEASON. ISSUE HERE, AND THAT'S WHAT I. WELL AND THANKS. THANKS FOR ALLOWING ME TO DO THIS. I LOVE MY NOVEMBER INVOCATION. AS OUR COMMUNITY CANDLES, DELIGHTS OF THE HOLIDAYS. PLEASE BLESS US WITH GRATITUDE, TOLERANCE AND THE SPIRIT OF GENEROSITY.

GRATITUDE FOR THE WORK OF OUR CITY OFFICIALS, STAFF AND VOLUNTEERS WHO SERVED TO MAKE MCKINNEY PLACE WE ARE PROUD TO LIVE AND WORK. GRATITUDE FOR THE COMMITMENT AND TALENTS OF OUR COLLEAGUES. THOSE WHO SERVE HERE TODAY AT THE CDC, ALONG WITH OUR TIRELESS NONPROFIT PARTNERS. MAY WE HONOR ONE ANOTHER BY KEEPING AN OPEN MIND AND CHALLENGED TO GIVE OUR BEST AND MAY WE ALWAYS BE ASSURED OF THE LIGHT OF YOUR PRESENCE WITHIN US. AMEN. WE HAVE THE PLEASURE OF ALLEGIANCE.

ALLEGIANCE TO THE FLAG. THE UNITED STATES. ONE NATION UNDER. YEAH. DO WE HAVE ANY PUBLIC

[PUBLIC COMMENTS ON AGENDA ITEMS (For Non-Public Hearing Items)]

COMMENTS OR NONE PUBLIC HEARING AGENDA ITEMS TODAY. NOBODY HERE, BUT STAFF. I DO WANT TO WELCOME OUR ALTERNATE BOARD MEMBER CHRIS THANK YOU FOR BEING HERE THIS MORNING AND ALSO WANT TO ACKNOWLEDGE OUR LAYS ON ADAPTIVE FILTERS. AND I DID HEAR FROM OUR OTHER LAYS ON MR JONES. HE HAD A FAMILY MATTER. HE NEEDED TO TAKE CARE OF THIS MORNING, SO CONTINUE TO KEEP HIM AND HIS

[CONSENT ITEMS]

FAMILY IN YOUR PRAYERS AS WELL. WE WILL GO ON TO CONSENT ITEMS WE HAVE ITEM 23-0933. MINUTES OF THE MECHANIC COMMUNITY DEVELOPMENT CORPORATION MEETING OF OCTOBER 26TH 2023. ARE THERE ANY CHANGES TO THOSE MINUTES OF ANYONE HAD TIME TO LOOK AT HIM, OKAY? CAN I GET A MOTION TO APPROVE? MINUTE BY GEORGE BOOTH. 2ND 2ND BY MARY. MOTION PASSES. THANK YOU VERY MUCH. WE WILL NOW

[Financial Report]

GO INTO REPORTS TODAY. ITEM 23-934. REPORTS BY CHANCE. WILL THIS BE FOR SEPTEMBER? OCTOBER YEAH, I'LL JUST BE FOR SEPTEMBER RIGHT NOW. JUST FOR SEPTEMBER. OKAY THEN, THE NEXT MONTH, I'LL PROBABLY HAVE TO BE OCTOBER AND NOVEMBER. IF WE MEET IN DECEMBER . IF NOT, WE'LL HAVE THREE IN JANUARY. WE'LL SEE. UM SO CHANCE . MILLER ACCOUNTING MANAGER HERE IN THE CITY OF MCKINNEY, THIS WAS THE LAST MONTH OF OUR FISCAL YEAR. IT WAS A BUSY MONTH FOR THE CDC, BUT I WILL KNOW THAT WE STILL HAVE SOME JOURNAL ENTRIES THAT WE HAVE TO DO A YEAR IN THAT IS STILL GOING ON AND WILL LIKELY HAVE A FINALIZED IN JANUARY, WHICH I'LL COME TO YOU WITH THE FINAL SEPTEMBER BALANCES. BUT THIS IS A GOOD IDEA FOR YOU TO SEE WHERE THE CDC IS PROJECTED TO BE. AT CLOSING FISCAL YEAR, 23. SO WE HAVE IT UP. REVENUES FOR THE MONTH OF SEPTEMBER WAS 1.93 MILLION, BROKEN OUT, BUT MAINLY SALES TAX LIKE LIKE, ALWAYS IN REGARDS TO EXPENDITURES WILL NOTE THAT YOU'LL SEE THE UNREALIZED GAIN OR UNREALIZED LOSS FOR THE INVESTMENTS WITH ENTRANCE. INTEREST RATES RISING. UM THE ANSWERS WE COLLECT ON INVESTMENTS WILL BE THE SAME. WE HAVE TO MARK THEM DOWN BECAUSE INVESTORS CAN GET A HIGHER INTEREST RATE IF THEY GO TO THE MARKET. SO EVEN THOUGH IT'S GOING TO SHOW US SMALL LOSS LIKE THAT, 135,000 THE INTERESTS THAT WE WILL GAIN ON THAT INVESTMENT WILL STILL BE THE SAME. THEY'RE FIXED INTEREST RATES THAT WE ARE GAINING. SO IT'S JUST A BOOK. JUST WHEN WE HAVE TO DO FOR GATSBY THAT SHOWS THAT I WOULDN'T WORRY TOO MUCH ABOUT IT RIGHT NOW. WITHIN THE INTEREST RATES GO DOWN, YOU'LL SEE THAT SKYROCKET UP THE INTEREST SCARE THE UNREALIZED GAIN. UM, BUT BIG PICTURE DOESN'T CHANGE THE

[00:05:01]

INTEREST THAT YOU COLLECT GOING INTO EXPENDITURES. WE HAD 54,000 IN REGARDS TO OPERATIONAL EXPENSES, 81,000 AND REGARDS TO YOUR TYPICAL PROJECTS, WHICH IS COMMUNITY GRANTS AND STUFF LIKE THAT BIGGER PROJECTS. WE HAD A LOT MORE EXPENSES WAS CLOSE TO 1.5 MILLION ACROSS THE PARK CONSTRUCTION FUND AND TOPS AND SMALL THERE EXPLAINED EXPENDITURES LIKE THEM IMPACT AND STUFF LIKE THAT ON THE MONTH OF MY BASIS. BY YOUR TOTAL WAS CLOSE TO 1.6 MILLION, WHICH RESULTED IN A NET INCREASE OF 337,000. NOW THIS IS THE FIRST MONTH THAT I CAN SHOW YOU ALL THE BOTTOM LEFT OF THE SCREEN THAT USUALLY USES PROJECTIONS. BUT NOW THIS IS GOING TO SHOW OUR PROJECTED ACTUALS FOR REVENUES AND EXPENSES. SO RIGHT NOW WE ARE PROJECTING TO END THE YEAR THE FUND BALANCE STARTED FOR CDC AT 67.1 MILLION, WITH REVENUE BEING 24.7 MILLION FOR 23 AND EXPENSES BEING 23.1 MILLION WERE PROJECTED TO END WITH A $68.7 MILLION FUND BALANCE FOR FISCAL YEAR 23. A LOT OF THOSE EXPENSES WILL BE MOVED OVER TO FISCAL YEAR 24 APPROPRIATION PROCESS THAT CINDY HAS BEEN WORKING ON, BUT SHE'D BAIL BE ABLE TO EXPLAIN MORE ABOUT THAT PROCESS. AND HOW ALL THAT WORKS. ALRIGHT I'LL MOVE ON TO SALES TAX. DOES ANYONE HAVE ANY QUESTIONS ON THIS PAGE BEFORE I MOVE ON? ALL RIGHT. SALES TAX SO CONNECTS SPENDING ON THE PAST FEW MONTHS. HOW WE'VE BEEN SEEING THIS. THIS IS THE SALES TAX WE COLLECTED IN SEPTEMBER, BUT IT APPLIES TO THE MONTH OF JULY JULY CELLS WE SAW AT 7.7% INCREASE ALLEN SAW I 0.1% DECREASE, FRISCO SAW A 4.8% DECREASE IN PLANO SAW 4.5% INCREASES. WE DID HAVE AUDIT COLLECTIONS PLAY A BIG ROLE, AND JUST ABOUT EVERY SISTER CITY SO ARE TRUE INCREASE WAS CLOSER TO 5. WE HAD AUDIT COLLECTIONS THAT BENEFITED US THIS MONTH. ALAN HAD AUTO COLLECTIONS THAT DID NOT BENEFIT THEM. THEIR TRUE INCREASE WAS CLOSE TO 4. SO YOU KNOW PRETTY MUCH THE SAME AS US.

UM FRISCO, UM THEIR TRUE DECREASE WAS 8.2% SO THEY HAD AUDIT COLLECTIONS THAT BENEFITED THEM, AND THEY'RE STILL SHOWED UP. 4.8% DECREASE FOR THE MONTH OF SEPTEMBER, PLANO WAS ABOUT THE SAME. THEY'RE THE ONLY SISTER CITY THAT DIDN'T HAVE ANY THINGS THAT GO INTO THAT. SO WHAT DOES THAT MEAN? WELL, YOU KNOW, THE STATE MY AUDIT A FEW CITIES, THEY MIGHT REALLOCATE SALES TAX. THAT MAY BE A BUSINESS MOVE FROM MCKINNEY TO FIRST GO AND THEY JUST RECOGNIZED IT, SO THEY HAVE TO GO BACK AND MOVE THAT SALES TAX TO FRISCO. THERE'S THINGS LIKE THAT THAT HAPPENED ON A MONTH TO MONTH BASIS AND SOMETIMES BENEFITS YOU. SOMETIMES IT HURTS YOU, UM, BIG PICTURE. I DO NOT KNOW WHY FRISCO HAS BEEN DECREASING LIKE THIS FOR ABOUT FOUR OR FIVE MONTHS. NOW I HAVE QUESTIONS TO THEIR TO THEIR STAFF. MY COUNTERPARTS OVER THERE. I THINK THEY'RE STILL LOOKING INTO IT. OR MAYBE THEY DON'T WANT TO TELL ME EXACTLY YET. UM OBVIOUSLY I HAVE THE INFORMATION FROM MCKINNEY. BUT I CAN'T SEE THAT SAME INFORMATION FOR OUR SISTER CITIES AND STUFF LIKE THAT, SO I'M LIMITED TO WHAT I CAN SEE FOR THEM. UM I'M HOPING TO FIND SOME ANSWERS OVER THERE. ALAN SAW A DECREASE. BUT IF WE'RE LOOKING AT HERE TODAY, THERE AT 8.9% YEAR TO DATE, THEY LOOK LIKE THEY'VE BEEN STEADILY THIS YEAR INCREASING. MCKINNEY AND PLANO HAVE BEEN ABOUT THE SAME FIRST STARTED OFF STRONG BUT HAS JUST HIT A ROUGH PATCH OF THESE FOR THE LAST FOUR OR FIVE MONTHS. IF YOU'RE LOOKING AT YEAR TO DATE, HONESTLY, WE'RE ALL PRETTY MUCH THE SAME THIS FAR THROUGH THE YEAR. AND WITH US BUDGETING, YOU KNOW THE 5% INCREASE WHERE YEAR TO DATE AT 6.3% INCREASE PLANNING TO BE ABOVE BUDGET WITH TWO MONTHS LEFT TO COLLECT. THE LAST PAGES. THE UM YOU KNOW, BY THE INDUSTRY, YOU CAN SEE OUR BIGGEST INDUSTRY. RETAIL TRADE SAW ANOTHER 8% INCREASE, WHICH IS AWESOME. YOU KNOW, THAT'S OUR BIGGEST INDUSTRY THAT SEASON INCREASE IN AN INCREASE IN SALES TAX. SOME OF THE OTHER STUFF.

I'M NOT WORRIED ABOUT CONSTRUCTION GOING DOWN. CONSTRUCTION FLUCTUATES ON A MONTH TO MONTH BASIS, BUT YEAR TODAY THAT'S STILL TURNING REAL WELL. UTILITIES IS TRENDING A LITTLE DOWN, BUT, UM, WITH IT BEING ONE OF OUR LOWER ONES. I'M NOT TOO WORRIED ABOUT THAT.

WE'RE GOING TO KEEP AN EYE ON IT AND SEE IF IT PICKS UP WITH THE LAST QUARTER. USUALLY THAT'S WHAT HAPPENS WITH UTILITIES. BUT WE JUST WANT TO KEEP AN EYE ON THAT. THE OTHER ONE'S KIND OF FLUCTUATE AS WELL. SO I'M NOT WORRIED ABOUT ANY OF THE OTHER ONES. BUT I'M HAPPY TO ANSWER ANY QUESTIONS. IF YOU HAVE ANY DO YOU HAVE ANY QUESTIONS FOR CHANCE? I KNOW THE CHICKS WERE ATTACHED TO THE AGENDA. ARE THERE ANY QUESTIONS? THANK YOU. I APPRECIATE YOU. YOU ARE NOW

[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation]

GOING TO ITEM 23-0935 BOARD AND LAYS ON REPORTS THIS LAST 30 DAYS WE'VE HAD SOME REALLY GREAT THINGS HAPPENING IN THE CITY AND BOARD MEMBERS OUT SUPPORTING THE COMMUNITY. WE HAD MAIN STREET MERCHANTS MEETING WE HAD THE STATE OF THE CITY EVENT WHERE IT WAS REALLY GREAT. WE GOT SUPER SEAN. SUPER SEAN WAS THERE AND IN OUR MAYOR AND CITY MANAGER PAUL GRIMES AND DR MEGAN FROM COLLIN COLLEGE, SO THEY DID A GREAT JOB EDUCATING EVERYONE ABOUT THE STATE OF THE CITY AND THE GREAT THINGS IN THE INNOVATION THAT IS HAPPENING IN THE CITY OF MCKINNEY. SO THANK YOU TO THE LEADERSHIP. FOR THAT GREAT PRESENTATION. WE HAD THE CITY HALL TAGGING OUT CEREMONY

[00:10:08]

AND THEN WE HAD TO CLEAN UP AT WILSON'S CREEK LAST SATURDAY. THIS WAS GENERATED FROM A ONE OF OUR YOUNG RESIDENTS IN THE CITY OF MCKINNEY THAT SAW A NEED ON THE CREASE CREEK ALONG WILSON CREEK BEHIND, UM PEPPERELL SUBDIVISION AND MCKINNEY HIGH AND SHE WROTE TO MAYOR FULLER AND SAID, HEY, WOULD REALLY BE NICE IF WE COULD MAYBE CLEANED UP TO PROTECT THE ENVIRONMENT AND THE ANIMALS AND OF COURSE, AS WE DO AS MCKINNEY RESIDENTS, WE SAID INTO ACTION AND WE PULLED TOGETHER A SMALL TEAM OF HELPERS MYSELF AND DAVID KELLY AND DAVID RACHET AND CINDY WERE ABLE TO ATTEND ALONG WITH THIS EMBER EMBER BEST IN HER FAMILY AND A FEW OTHER VOLUNTEERS, AND WE WERE ABLE TO KNOCK THAT OUT AND ABOUT 45 MINUTES AND JUST REALLY THINK ALL THOSE THAT WERE ABLE TO COME OUT. OF COURSE, THEY HAD THE VOLUNTEER CLEANUP DATE, WHICH WAS PIVOTED FROM INCLEMENT WEATHER THAT WAS HAD A MONTH AGO. SO THAT MOVES SO WE HAD A LOT OF CLEANING UP AND SERVICE PROJECTS HAPPENING ON SATURDAY, SO AGAIN JUST THINK OUR RESIDENTS FOR BEING VERY DILIGENT IN KEEPING OUR COMMUNITY CLEAN IN THE ENVIRONMENT. ANYONE ELSE WANT TO SHARE SOME OF THEIR INVOLVEMENT IN ACTIVITIES IN THE LAST 30 DAYS. I ATTENDED THE VETERANS MEMORIAL AND THAT WE THINK WE RENAMED IT TO R D. FASTER SO IT'S FANTASTIC. THE MAYOR DID A GREAT JOB. THE FLYER WAS FANTASTIC. IT WAS JUST PRETTY COOL TO SEE HOW MANY PEOPLE COME TOGETHER FOR THAT. AND THEY MENTIONED HOW TO A GOOD WAY TO REMEMBER. IT IS THE 11TH MONTH THE 11TH DAY AT THE 11TH HOUR, SO IT'S PRETTY COOL TO SEE ALL THAT AND HOW MANY PEOPLE CAME OUT TO GIVE TRIBUTE TO THE VETERANS. UM I HAD THE OPPORTUNITY TO TAKE MY DAUGHTER AND A FRIEND TO THE MCKINNEY PHILHARMONIC HALLOWEEN PERFORMANCE. AND IT WAS MY FIRST TIME SEEING THAT AND OF COURSE, THERE ARE GRANTEE OF OURS AND IT WAS REALLY TREMENDOUS. AND IF YOU HAVE NOT BEEN TO A PHILHARMONIC PERFORMANCE, THEY HAVE MANY COMING UP, ESPECIALLY FOR THE HOLIDAY, AND I WOULD ENCOURAGE YOU TO DO SO. IT WAS REALLY LOVELY AND JUST TERRIFIC MUSICIANSHIP. YEP I WAS THERE, TOO. AND DAVID DID A GREAT COSTUME JUDGE. YEAH, THAT'S RIGHT. YES. AWESOME AGAIN. THANK YOU FOR THE BOARD MEMBERS THAT OUTSIDE OF THEIR THEIR LIVES.

THEY'RE PAYING JOBS AND THEIR FAMILIES THAT THEY ALSO FIND AN OPPORTUNITY TO SUPPORT OUR COMMUNITY. SO THANK YOU AGAIN. WE WILL NOW GO INTO CITY OF MCKINNEY. MR. GRAHAM'S GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES CITY MANAGER IF YOU ITEMS TO UPDATE YOU ON THIS MORNING, SO WE ARE NOT. WE ARE NOT HAVING NORMAL TYPICALLY SCHEDULED COUNCIL MEETING NEXT TUESDAY THIS THANKSGIVING WEEK. UM AND SO WE ARE. THAT'S OUR NORMAL CADENCE, BUT WE WILL NOT BE HAVING ACCOUNTABILITY NEXT TUESDAY. WE ARE HAVING, HOWEVER A MEETING ON NOVEMBER 28TH. THAT'S A SPECIAL MEETING. THAT IS A MEETING PRIMARILY, UM, IT IS SCHEDULED TO RECEIVE PRESENTATIONS, THE COUNCIL WILL RECEIVE PRESENTATIONS FROM THREE FINALISTS DEVELOPMENT FIRMS. FOR CONSIDERATION FOR THE FROM THE CITY COUNCIL FOR REDEVELOPMENT OF CITY HALL. THIS DEVELOPMENT SERVICES IN THE ADJACENT PROPERTIES. UM SO THE COUNCIL WILL ULTIMATELY SELECT FROM THOSE THREE. PRESUMABLY THEY DON'T HAVE TO. THEY COULD. THEY COULD SEE THE PRESENTATIONS AND SAY, WELL, WE WANT TO GO BACK OUT AND CAST THE NET AGAIN. I DON'T ENVISION THAT'S THE CASE, BUT IT COULD BE AND THAT'S THEIR DISCRETION. BUT WE ARE AT THAT STAGE. WE ARE DOWN TO THE THREE FINALISTS FIRMS YOU CAN TUNE IN.

YOU CAN ATTEND SHOULD BE VERY INTERESTING. THERE IS THE PRESENTATION PERIOD. AND THEN THERE WILL BE SOME TIME AFTERWARD, WHERE MEMBERS OF THE PUBLIC AND UM FOLKS WILL BE OUT IN THE FESTIVAL HERE. THE FIRMS AND THEY'LL PROBABLY HAVE SOME OF THEIR BOARDS AND UP AND THE MEMBERS OF THE PUBLIC AND MEET WITH THEM. SO THAT IS COMING UP ON NOVEMBER 28TH. THAT IS A SPECIAL MEETING. OUR BOND COMMITTEE HAS CONCLUDED ITS MEETINGS. THEY HAD FOUR MEETINGS , THREE WITH THE WHOLE GROUP AND THEN THE LAST ONE WITH THE EXECUTIVE WITH THE CHAIRPERSONS OF EACH RESPECTIVE SUBCOMMITTEE. THEY WILL REPORT OUT IF YOU WOULD CALL IT THAT THE REAL REPORT OUT THEIR RECOMMENDATION AT THE DECEMBER 19TH CITY COUNCIL MEETING. IN THIS THEN, OF COURSE, THE CITY COUNCIL IF THEY CHOOSE TO PROCEED WITH THE MAY 24 BOND ELECTION WILL ACT BY THE FIRST COUNCIL MEETING, MAYBE BEFORE, BUT THEY HAVE TO ACT BY THE FIRST COUNCIL MEETING IN FEBRUARY TO BE ABLE TO MAKE THE TIMELINE FOR CALLING THE MAY 24 ELECTION. UM WE HAVE AT OUR DECEMBER 5TH WORK SESSION. WE ARE GOING TO HAVE THE REQUEST OF A COUPLE OF OUR COUNCIL MEMBERS.

WE'RE GONNA HAVE A SUMMARY OF SORT OF A HISTORY AND SUMMARY OF MCKINNEY NATIONAL AIRPORT,

[00:15:03]

PRIMARILY ON THE GENERAL AVIATION SIDE. THAT'S WHAT WE HAVE RIGHT NOW TO GENERAL AVIATION AIRPORT, INCLUDING THE INCEPTION DATE WHEN IT WAS CREATED THE HISTORY OF IT THE TRAVEL OF IT OVER THE YEARS, THE AMOUNT THE REVENUE SOURCES THE EXPENSES. AND YOU'LL BE ABLE TO.

I THINK IT WILL BE. IT'S PART OF OUR COUNCIL INFORMATIONAL SERIES. I THINK YOU'LL LEARN A LOT IF YOU CHOOSE TO WATCH THAT RECORDING OR ATTEND IN PERSON. ON NOVEMBER 7TH. WE HAD A TOPPING OUT CEREMONY AT CITY HALL. I KNOW BOARD MEMBER KELLY WAS THERE AND I THINK THE CHAIRWOMAN. I DON'T REMEMBER. SHE DIDN'T MAKE IT. I JUST I JUST CALLED YOU OUT. I'M SO SORRY. MR REESE WAS THERE I BELIEVE, AND, UH AND WE APPRECIATE YOU JOINING US, THAT IS THAT'S KIND OF A FUN MILESTONE THAT'S REALLY FOR EMPLOYEES. THEIR CONSTRUCTION WORKERS THAT ARE WORKING ON THE SITE, AND THEY KIND OF MADE IT INTO A SORT OF A MILESTONE.

WAYPOINT IF YOU WILL, DURING A CONSTRUCTION PROJECT THERE HALFWAY DONE, THEY WILL BE FINISHED IN NOVEMBER OF 2024. BUT IT WAS FUN. THEY PULLED UP A TREE. IT STILL SITS THERE TODAY.

THERE'S A TRADE IT'S IN THE SEASON ON THE FIFTH FLOOR. YOU CAN SEE IT OUT THERE THAT THEY CEREMONIALLY HOLD UP WITH THE CRANE LIFTED IT ONTO THE FIFTH FLOOR, SO KIND OF FUN. AND THEN ON NOVEMBER 7TH SECOND, I WAS JOINED BY MAYOR FULLER MAYOR PRO TEM PHILLIPS AND COUNCILWOMAN FILTERS. TO GO TO DALLAS FIGHT THE TRAFFIC WASN'T FUN THAT NIGHT DOWN AT LOVE FIELD. THE MUSEUM DOWN THERE TO RECEIVE RECOGNITION FOR MCKINNEY BEING RECOGNIZED AS A TOP PLACE TO WORK FIRST RECOGNITION MCKINNEYS HAD IN THAT REGARD. WE WERE VERY EXCITED ABOUT IT. WE WERE IN THE LARGE ORGANIZATION CATEGORY AND WE ARE THRILLED TO BE ON THE LIST. WE'VE GOT IMPROVEMENT. WE STILL WANT TO GET BETTER, BUT IT'S BEEN AN AWFUL LOT OF WORK FOR EMPLOYEES OVER THE YEARS TO CHANGE THE CULTURE AND CHANGE THE WAY WE DO THINGS AND TO TRULY MAKING A TERRIFIC PLACE TO WORK. SO UM, WE LIKE TO BRAG ON OUR FOLKS ONCE IN A WHILE, SO ANYWAY, THAT'S ALL I HAVE, AND I WILL STAND FOR ANY QUESTIONS. CONGRATULATIONS HARDWORKING EMPLOYEES THAT YOU HAVE STAFF HERE. CONGRATS TO THAT ANY ANY QUESTIONS? YOU MAKE SURE THAT THE MAYOR WATERS THAT TREE ONCE A WEEK TO MAKE SURE HE KEEPS GROWING ALL YEAR, SO IS ONLY IF THEY TAKE THE BUCKET WITH THE CRANE CRANE. SCALE. PAUL. WHAT TIME IS THE PRESENTATION ON THE 28TH FOR THE REDEVELOPMENT? 530 PM I BELIEVE WE ARE CONVENING THE MEETING AT 430 PM FOR WE HAVE SOME EXECUTIVE SESSION. I AM TO COVER IN ADVANCE, BUT I BELIEVE THE MEETING'S AT 530. OKAY THANK YOU SO MUCH. WE HAVE VISIT MCKINNEY. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD ERIN WARNER , EXECUTIVE DIRECTOR OF VISIT MCKINNEY, HAPPY TO BE HERE WITH YOU THIS MORNING. A FEW QUICK UPDATES FOR YOU, JUST LIKE YOU RECEIVED YOUR END OF YOUR NUMBERS AND WE TO RECEIVE THAT FOR HOT TAX COLLECTIONS FOR THE CITY AND MCKINNEY AND I WANT TO REPORT OUT THAT THIS PAST YEAR WE RECEIVED RIGHT AROUND $2.9 MILLION IN HOT TAX COLLECTIONS FOR THE CITY, WHICH WAS A 21% INCREASE FROM FY 22. TOTALING $500,000 HALF A MILLION DOLLAR INCREASE IN HIGH TAX COLLECTIONS . AND SO THAT'S JUST A HEALTHY SIGN FOR THE TOURISM HOSPITALITY INDUSTRY. RIGHT NOW IN MCKINNEY, WE ARE REACHING SOME SOME RECORD OCCUPANCY LEVELS AT DIFFERENT TIMES OF THE YEAR. AND SO WE'RE EXCITED TO HAVE THAT IN THE COMMUNITY, BUT ALSO FOR SOME OF THE PROJECTS THAT ARE IN THE PIPELINE FROM MCKINNEY AND HOW THAT MIGHT BE ABLE TO ALLEVIATE SOME OF THE STRESS LEVELS THAT THEY HAVE ON WEEKENDS AROUND AROUND TOWN. ON OCCUPANCY COMMUNITY IMPACT IS GOING TO BE DOING A FULL STORY IN DECEMBER ON THE HOSPITALITY INDUSTRY, FOCUSING ON HOTEL DEVELOPMENTS AND THINGS LIKE THAT, AND STAY TUNED FOR THAT COVERAGE. ALSO WANT TO KEEP ON YOUR RADAR IS MIGHT BE THE LAST TIME. I DON'T REMEMBER WHAT I MEAN. IF YOU MEET IN DECEMBER, BUT BEFORE I SEE YOU WITH FOR D TWO FOOTBALL COMING UP, SO DECEMBER 15TH, WE'RE GOING TO BE AT TUBS BREWERY FOR FAN PAST. THAT'S A PHENOMENAL EVENT. IF YOU IF YOU DON'T HAVE TIME TO MAKE IT TO THE GAME, AND YOU CAN SWING BY FOR THAT, YOU GET TO SEE THE TWO THE TWO COMMUNITIES COME TOGETHER AND KIND OF CELEBRATE THEIR TEAMS AND ALL THAT THEY ACCOMPLISHED IN THAT ENVIRONMENT , WHICH IS A LITTLE MORE FUN. AND THEN ON THE 16TH. WE HAVE A MORNING GAME AND SO WE WILL TAKE BELIEF. TICKETS ARE ACTUALLY ON SALE FOR THAT NOW ON THEIR WEBSITE. ANOTHER THING WE HAD IS OUR GRANT CYCLE OR VISIT MCKINNEY GRANTS THAT WRAPPED UP YESTERDAY. AS FAR AS SUBMITTING YOUR APPLICATIONS, SO WE WILL HAVE PRESENTATIONS THAT OUR BOARD MEETING COMING UP LATER THIS MONTH. LASTLY JUST A LITTLE BRAG FOR OURSELVES TEAM. WE RECEIVED A LEAD TO THE DALLAS SPORTS COMMISSION THAT WENT TO ALL OF OUR NEIGHBORING COMMUNITIES FOR A SLEEP ROOMS ONLY TO HOST FOR A AMERICAN JUNIOR GOLF ASSOCIATION TOURNAMENT THAT'S TAKEN PLACE IN OUR AREA RECENTLY. THERE THIS THIS YEAR, WE PUT IN SOME NEW INCENTIVE PACKAGE FOR GROUP

[00:20:04]

BUSINESS, INCLUDING A JUST A REGULAR GAP, WHICH IS FOR A GROUP ASSISTANCE AND THEN A SPORTS GAP TO HELP INCREASE OUR SPORTS GROUPS. INTO TOWN. WE USED OUR SPORTS GAP INCENTIVE ON THIS. AND WE FOUND OUT YESTERDAY THAT WE WON THAT BUSINESS AND SO JUST AN EXAMPLE OF HOW SOME OF THE NEW INCENTIVE PACKAGE CAN HELP US BE A LITTLE MORE COMPETITIVE IN THE FIELD WITH SOME OF OUR NEIGHBORS, SO THAT'S ALL I HAVE FOR YOU TODAY I'LL STAND FOR ANY QUESTIONS. GRADUAL ATIONS. THANK YOU GUYS. WHAT TIME IS THE GAME ON THE 16TH? HE SAID. IT'S A NOON GAME. I NEED TO DOUBLE. I JUST KNOW. YEAH, WE GOT ANOTHER MORNING GAME INSTEAD OF AN EVENING, SO SIGN WILL BE OUT. IF IT'S COLD. I HAVE NO IDEA WHETHER IT WILL LOOK LIKE BUT IT MIGHT HELP. THANK YOU.

THANK YOU. M E D. C, MR KOWSKI. MORNING EVERYBODY. MICHAEL KOWSKI PRESIDENT AND THE M E. D C R TEAM HAD A GREAT WEEK LAST WEEK WE HAD TEAM MEMBERS GO TO THE SMART CITIES WORLD EXPO IN BARCELONA APARTMENT DELEGATION WITH THE CITY OF FRISCO, FORT WORTH AND DALLAS, LED BY THE NORTH TEXAS INNOVATION ALLIANCE TO REALLY GET OUR BRAND OUT THERE ON THE WORLD MARKET. AND THAT EXPO OUR TEAMS A CHANCE TO MEET UNIVERSITIES AND LEADERS IN THE FIELD OF INNOVATION. COME BACK WITH SOME GREAT CONNECTIONS SO VERY HAPPY TO DO THAT AND ALLOW OUR TEAM TO PARTNER WITH THE CITY OF FRISCO TO GO OUT THERE AND SHARING EXHIBIT SPACE TO TALK ABOUT WHAT WE'RE DOING IN NORTH TEXAS TONIGHT. IN THAT SAME THEME OF INNOVATION, WE HAVE ONE OF OUR TECH AND TRUCK EVENTS. THIS IS AN OPPORTUNITY FOR PEOPLE WHO ARE IN INNOVATION FUND TO MEET WITH FUTURE INVESTORS AND FOR NETWORKING. IT'S HOW THAT SERENDIPITY LABS AND HUB 121. IT STARTS AT FOUR O'CLOCK AND GO SO 630 WE HAVE FOOD, BEVERAGES AND, OF COURSE, A CHANCE TO MEET PEOPLE AND SEE THOSE SPONTANEOUS COLLISIONS OF IDEAS HAPPENING IN REAL TIME. SO WALKING ME TO JOIN US TONIGHT FOR THAT? AND THEN JUST A NOTE ON THE ECONOMIC HEALTH OF WHAT I'M SEEING FROM MY SEAT, AT LEAST BASED UPON MY TRAVELS IN THE PAST 5 TO 6 WEEKS IN THIS POSITION, AND THE ENERGY IS THEIR INTEREST IN OUR PROPERTIES , OF COURSE, IS AS STRONG AS EVER, WHICH IS A GREAT INDICATOR THAT MCKINNEY'S A SPOT TO BE IN BUT MEETING WITH LEADERS OF ALL THE MAJOR BUSINESSES IN MCKINNEY, THAT THE STORY IS ALWAYS THE SAME. THEY'RE PROUD TO BE HERE PROUD TO REPRESENT US AS WE TRAVEL AROUND, SO I WANT TO SHARE THAT ANECDOTE WITH YOU TODAY. MADAM CHAIR THAT CONCLUDES MY PRESENTATION. YES I HAVE A QUESTION. HELLO YEAH. SO THE SMART CITIES AND BARCELONA WORLD MARKET SO WHAT DID YOU PRESENT ON BEHALF OF OUR AREA? YES. SO MR MICHAEL, TELL ER SENIOR. I WAS UNABLE TO GO. LAST WEEK. MICHAEL TALLY ATTENDED. THEY HAD A PENALTY TALKING REALLY ABOUT OUR INNOVATION FUND AND HOW ARE YOU CAN DO IT. THEY HAVE THOSE STARTUPS IN WHATEVER FORM THOSE ARE REALLY KIND OF PLANT THE ROOTS IN MCKINNEY OUR MISSION. AMONG MANY GOALS IS TO GROW TALENT HERE SO THAT TWO PERSON OPERATION TURNS INTO A BILLION DOLLAR COMPANY. HOW CAN YOU SUPPORT THAT? I THINK THAT'S A MESSAGE THAT WE WANT TO KIND OF SHELTER MOUNTAINTOP SOMETIMES . SO THAT WAS OUR SPECIAL THAT THE PANEL THEY RUN. THEY TALKED ABOUT THAT QUITE A BIT. WERE THERE ANY OTHER PRESENTATIONS THAT STOOD OUT TO YOU FROM OTHER AREAS. YOU KNOW, MR KELLY WILL GIVE ME A RECAP OF THAT AGAIN. I DIDN'T ATTEND PERSONALLY. BUT WHEN I SEE THAT REPORT, I'LL BE SURE TO MAKE SURE THAT CINDY SEES IT AS WELL. THANK YOU. THANK YOU. THANK YOU. THANK YOU.

AIN'T STREET EMPLOYMENT AND. GOOD MORNING, MADAM CHAIR PRESIDENT M. C. D. C BOARD ANDREW JONES, DIRECTOR OF THE CULTURAL DISTRICT, SO THANK YOU FOR EVERYONE. WHO SOME OF OUR BOARD MEMBERS HERE THAT DONATED TO OUR CHRISTMAS TREE CHRISTMAS TREE HAS ARRIVED IS GETTING INSTALLED. LIGHTS ARE GOING UP TODAY AND DECORATIONS OF THIS WEEKEND. IT'S ALWAYS A LOVELY THING TO SEE THAT TREE COMING IN THE CRANE, ONE OF THE BEST THINGS ABOUT THIS SEASON. I WANT TO SHARE A COUPLE OF UPCOMING EVENTS AS WELL AS SHARE OUR HOLIDAY ADVERTISING CAMPAIGN, SO THIS IS AN ANNUAL THING THAT WE DO FOR DOWNTOWN THIS YEAR. OUR FOCUS AND OUR HAS BEEN ON SANTA SHOP SMALL SO YOU MIGHT HAVE SEEN OUR BILLBOARDS. WE HAVE TWO BILLBOARDS ON HIGHWAY 75. AS YOU DRIVE NORTH, SO THAT'S A NEW THING FOR DOWNTOWN. WE'RE VERY EXCITED ABOUT THAT, AS WELL AS SOCIAL MEDIA CAMPAIGNS AND INFLUENCER CAMPAIGNS AND DALLAS MORNING, YOU KNOW, NEWS GUIDE RAP, A LOT OF WHICH WE SHARE WITH YOU ALL AT THE REPORTS OF THE END OF THE YEAR AFTER HOME FOR THE HOLIDAYS. SOME UPCOMING EVENTS. WE THIS IS A NEW THING THIS YEAR WE STARTING NOVEMBER 17TH THROUGH JANUARY 5TH. WE'RE PUTTING UP HOLIDAY LIGHTS AND MITCHELL PARK SO THERE'S STILL

[00:25:02]

FINALIZING SOME OF THOSE THINGS AND DECOR ALSO IN DOWNTOWN IS GOING TO BE FINALIZED THIS WEEKEND TO VERY EXCITED ABOUT THAT. UM AND THEN OBVIOUSLY HOME FOR THE HOLIDAYS. IT'S ONE OF OUR FAVORITE EVENTS THIS THIS YEAR. WE DO HAVE THE TREE LIGHTING OR ANGELS REALIGNING AT 615 ON NOVEMBER 24TH. THAT'S A MUST SEE EVENT AND THEN SHOP BUSINESS. UH SATURDAY SHOP SMALL BUSINESS SATURDAY, NOVEMBER 25TH AS WELL SO HUGE THING, AND IF YOU THINK BACK TO WHAT HOME FOR THE HOLIDAYS MEANS FOR DOWNTOWN, IT IS KIND OF THE OUR ANSWER TO BLACK FRIDAY, SO GETTING PEOPLE TO SHOP SMALL. UM WE HAVE A LOT OF GREAT EVENTS HAPPENING AT IMPACT ON NOVEMBER 24TH 25TH. WE HAVE CHRISTMAS. CAROL IF YOU HAVEN'T SEEN THAT IN, MARTY DOES A GREAT PERFORMANCE OF THAT, UM, WE ALSO HAVE BLIND ELLOS ANNUAL CHRISTMAS PARTY ON DECEMBER 2ND. UM SANTA ON THE SQUARE WILL RETURN AGAIN STARTING NOVEMBER 30TH RIGHT AFTER HOME FOR THE HOLIDAYS. UM AND THEN WE HAVE OUR KIND OF FAVORITES. WE HAVE W F A SANTA'S HELPERS IS COMING BACK TO DOWNTOWN ON DECEMBER 7TH. WE ALSO HAVE THE PEREDO LIGHTS ON DECEMBER 9TH, UM, AS WELL AS UGLY SWEATER, WINE WALK, SO WE'RE VERY EXCITED ABOUT THAT ONE AS WELL AS ON DECEMBER 9TH. AND THEN THE MENORAH LIGHTING IS ACTUALLY GOING TO MITCHELL PARK THIS YEAR, AND I BELIEVE THAT WILL HAVE A BELT DROP ON BEHALF OF OUR FIRE DEPARTMENT. THEY'RE GOING TO USE THEIR TALL LOUDER AND DROP SOME CHOCOLATE COINS, WHICH IS PRETTY EXCITING. UM THAT WILL HAVE. THAT'S ALL THE UPDATES THAT WE HAVE. FOR MAIN STREET THEM IN YOUR LIGHTING, SO THAT'S GONNA BE DECEMBER 10TH. IT'S ABOUT. I THINK THE FESTIVITIES STARTED AROUND 530. THEY'LL DO THE ACTUAL CEREMONY CLOSER TO 630. QUESTIONS.

AWESOME THANKS FOR THE HOLIDAYS APPRECIATE. THANK YOU. MARKS AND RED BRIAN. GOOD MORNING, BRIAN MULLINS, PARKS AND RECREATION GET SOMETHING OUT OF THE WAY A LITTLE DIFFERENT FROM THEM INSTALLING A TREE. WE HAD SOME TREES UNINSTALLED IRWIN PARK PROPERTY YOU MAY HAVE SEEN IT KIND OF POPPED UP IN SOCIAL MEDIA FEEDS AND EVERYWHERE. WE HAD A LITTLE DISCUSSION WITH THE COUNCIL ABOUT IT. SO THE DEVELOPER OF THE PROPERTY EAST OF URBAN PARK DEVELOPING THE PROPERTY REMOVES SOME TREES THAT ENCROACH ONTO PARK PROPERTY A LITTLE BIT. WE'RE WORKING WITH THE ENGINEERING DEPARTMENT TO REMEDIATE THAT SO WE ARE HOLD THEM ACCOUNTABLE FOR ANY DAMAGE.

THEY DID DEPART PROPERTY. THERE WAS A SECTION OF THE MOUNTAIN BIKING TRAIL THAT WAS DESTROYED THAT HAS ALREADY BEEN REROUTED. IN FACT, I PUT A PUT SOME INFORMATION IN PRESENTATION TO COUNCIL AND SATURDAY BEFORE THAT, THE GROUP HAD ALREADY GOTTEN OUT THERE AND REDID THE TRAIL IN ABOUT FOUR HOURS. SO EARLY FEEDBACK ON THAT REROUTE IS THAT IT'S BETTER. THEY LIKE IT, SO MAYBE IT'S A POSITIVE. RYAN CAN I ASK A QUESTION THERE? YOU SAID THAT. THE DEVELOPER ENCROACHED ON TO IRWIN PARKLAND. I HAD ALSO HEARD THAT THERE WERE TRAILS THERE HAD ENCROACHED ON TO THE PRIVATE PROPERTY. YES, SIR. NO ONE MISSED THAT. BUT, YEAH, THE TRAIL DID ACTUALLY GO ON TO THE DEVELOPERS PROPERTY. SO LOOKING AT URBAN PARK THAT PARK WAS DEDICATED IN THE EARLY SEVENTIES TO THE CITY OF MCKINNEY. PROPERTY LINES WERE A LITTLE VAGUE AT THE TIME. THEREG THAT THINK WHEN THE DOORBELL WAS INSTALLING THE TRAIL MAY HAVE THOUGHT IT WAS A PROPERTY LINE, BUT IT WASN'T THAT FENCE LINE WAS INSIDE THE DEVELOPERS PROPERTY, SO THEY DEVELOPED THE TRAIL. IT WAS A SMALL SECTION OF THE TRAIL. THERE WAS REALLY ALMOST JUST ON THE PROPERTY LINE . WE'RE GOING TO BE GOING THROUGH THE ENTIRE PART LOOKING AT ALL THE TRAIL TO MAKE SURE THE SEA WHERE WE'RE ON OR OFF PROPERTY AND FIX ALL OF THAT. SO ULTIMATELY DID THE DEVELOPER MAKE ANY MISTAKES THAT THEY DO ANYTHING DID THEY TAKE TREES THAT THEY WEREN'T SUPPOSED TO TAKE? OR IS THIS JUST, YOU KNOW, UNFORTUNATE DEVELOPMENT RIGHT ON OUR PROPERTY LINE OF PART THAT PEOPLE ENJOY. LITTLE BIT OF BOTH . SO THE DEVELOPER WAS WITHIN THEIR RIGHTS ON THEIR SIDE TO DO EVERYTHING IN THE PROPERTY LINES WENT UP. THEY NEEDED TO CLEAR SOME OF THE TREES TO GET IN THERE TO PUT THE EROSION FENCING STATE THE PROPERTY LINE WHEN WE HAD THAT, AFTER THEY HAD DONE THAT, WE NOTICED A SMALL SECTION WHERE IT LOOKED AS IF THEY HAD EITHER BACK THEN OR WHAT TOOK OUT ABOUT 19 TREES IN TOTAL AND TOO LITTLE TO DIFFERENT AREAS. SO IT WASN'T I WOULDN'T SAY SO MUCH AS INTENTIONAL, BUT MISTAKES HAPPEN AND THEY WENT INTO OUR PROPERTY. BUT ALSO ON THAT SAME DAY OF NOVEMBER 4TH WHEN THE TRAIL WAS REROUTED MCKINNEY PARKS FOUNDATION ALONG WITH ABOUT 35 VOLUNTEERS PLANTED ABOUT 76 TREES IN URBAN PARK ON THE SOUTHERN PORTION OF THE PROPERTY MAKING WAY FOR WHEN THE BYPASS COMES. SO WE WENT FROM THE SETBACK THAT WILL BE THE RIGHT AWAY FOR THE BYPASS PLANET ABOUT, SAID 76 TREES. THERE WAS A GREAT EFFORT. CONSTRUCTION WILL START SOON ON THE RENOVATIONS OF RANDALL'S. WE'VE ALREADY HELD THE PRECONSTRUCTION

[00:30:04]

MEETINGS, SO CONSTRUCTION SHOULD BE STARTING OFF IN THE NEXT COUPLE OF WEEKS. STAFF IS IN THE PROCESS OF SCHEDULING A FINAL WALKTHROUGH FOR ROBINSON RIDGE PARK, MOST IMPORTANT PART OF SUPPORT PARTY. I LIKE THEM ALL. BUT YOU KNOW, OF COURSE, THAT'S THAT'S A GREAT PART. IT'S THE NEWEST, EVERYTHING NEWEST. YES, EXACTLY. SO WITH THAT THEY'RE LOOKING AFTER THANKSGIVING TO GET THAT SCHEDULED, SO IT'S WORKING WITH THE CONSTRUCTION COMPANY AND ENGINEERING TO GET EVERYTHING SCHEDULED. OF COURSE. WE'RE HOPING EVERYTHING GOES WELL. THEY ALREADY HAD SOME PRE WALK THROUGHS IDENTIFIED SOME SPOTS THAT NEED TO BE FIXED, AND THOSE ARE CURRENTLY BEING FIXED NOW, SO IT'S ALWAYS IN FLUX AT THIS TIME. WE'RE HOPING TO DO IT SOON. BUT OF COURSE YOU'RE WAITING ON TIMEFRAMES. EVERYBODY ELSE. CONSTRUCTION HAS STARTED ON THE RENOVATIONS AT THE RECREATION CENTER OF TOWN LAKE. THERE'S SOME REMEDIATION HAS TO BE DONE THAT'S ALREADY UNDERWAY.

SO WE'RE THINKING THAT PROJECT WILL STILL WRAP UP IN ABOUT A YEAR FROM THE STATE. KENNY ARMED SERVICE. MORE BOARD HELD THEIR ANNUAL VETERANS DAY CEREMONY AND OUR MAYOR, FULLER ANNOUNCED THE RENAMING OF THE PARK THE COUNCIL DID ON OCTOBER 17TH 2 CORPORAL RD FOSTER VETERANS MEMORIAL PARK. AND ON WEDNESDAY, NOVEMBER 8TH DEPARTURE. ACTIVATE PARKS AND RECREATION DEPARTMENT. WE HAD OUR EPIC KIND EVENT, WHICH IS THE ONE DAY STAFF DEVELOPMENT AT THE SHERATON WILL BRING ALL OF OUR STAFF TOGETHER FOR LUNCHEON THAT TEND TO MANY CONFERENCE SESSIONS. WE HAD A KEYNOTE SPEAKER, WHICH WAS MCKINNEY ZONE, JOHNNY QUINN. WE GET A BIG TEAM PICTURE TOGETHER.

IT'S ABOUT THE ONLY TIME WE CAN GET EVERYONE TOGETHER BECAUSE THERE'S SO MANY OF US. IT WAS A GREAT DAY SO FAR BY STAFF. EVERYONE SEEMED TO ENJOY THE DAY. GREAT VOLUNTEER OPPORTUNITIES FOR OTHER DEPARTMENTS WITHIN THE CITY THAT CAME SO WE'RE REALLY HAPPY FOR EVERYONE THAT WAS ABLE TO PARTICIPATE WITH US THAT DAY. AND ALSO WE WERE JUST RECENTLY INFORMED THAT WE WON TWO AWARDS WITH THE TEXAS RECREATION AND PARKS SOCIETY NORTH REGION. WE WANT EXCELLENCE AND PROGRAMMING FOR TRICK OR TREAT TRAIL EVENT AND EXCELLENCE AND PART DESIGN FOR MARY WILL CRAIG PARK. HOPEFULLY ROBINSON RIDGE MAYBE NEXT YEAR ACROSS MY FINGERS ON THAT ONE ON DECEMBER 2ND AT THE OLD SETTLERS RECREATION CENTER RURAL HOST OUR ANNUAL BREAKFAST WITH SANTA. I KNOW HE'S A BUSY MAN, BUT HE'S GOING TO STOP IN AND HAVE BREAKFAST WITH SOME OUR KIDDOS THERE. THAT CONCLUDES FOR ANY QUESTIONS. THANK YOU, JUST FOR THE ADDITIONAL CLARIFICATION AROUND A LOT OF SOCIAL MEDIA CHATTER ABOUT THAT MATTER, SO THANK YOU FOR THAT ADDITIONAL CLARIFICATION. ON THAT ONE TO KEEP US INFORMED OF WHAT IS GOING ON. CONGRATULATIONS ALSO ON YOUR RECOGNITION. GREAT JOB. I'M NOT SURPRISED AT ALL. ANY QUESTIONS? ANALYST. YEAH I DO.

UM MADAM CHAIR. THANK YOU. SO WELCOME TO THE JOB CONTINUED WELCOME TO YOU TO THE INTERIM ROLE. I REALLY ENJOYED. UM WHEN KOWSKI WAS CHAIR OR, YOU KNOW, IN CHARGE OF PARKS BECAUSE I WOULD GET TO WIND TO HIM ABOUT THE LITTLE THINGS THAT I FOUND WRONG WITH THE PARKS AND, UM AS ALWAYS, EVERYTHING IS HE WOULD ALWAYS FIX EVERYTHING. AND HE HE WAS AWESOME. RIGHT YOU CONTINUE TO BE AWESOME, AND I WANTED TO JUST HIGHLIGHT OUR PARKS TEAM A LITTLE BIT. I WAS RUNNING IN. I WAS RUNNING ON THE TRAIL BETWEEN TOWN LAKE AND, UM BONNIE WANK AND I. IT WAS EARLY ISH FRIDAY MORNING, AND THERE WAS A TREE DOWN VERY LARGE TREE DOWN ACROSS THE TRAIL, AND I WAS LIKE, OH, MAN, I WISH KOWSKI WAS STILL IN CHARGE. I COULD JUST TEXT HIM AND BE LIKE, HEY, CAN YOU FIX THAT TREE? BECAUSE I DON'T HAVE YOUR NUMBER NOW, AND I WAS LIKE, UH, THEY'LL THEY'LL GET TO IT.

I'M SURE THEY'RE I'M SURE THEY'RE GOING TO GET TO IT. THEY PROBABLY DON'T EVEN KNOW YET. UM AND SO I RAN UP TO BONNIE WANK. I DID THAT LITTLE LOOP THERE. I RAN BACK TO TOWN LAKE. AND BY THE TIME I GOT BACK TO THAT TREE, YOUR STAFF WAS REMOVING IT AND FIXING IT. IT WAS 20 MINUTES. UM BETWEEN ME RUNNING PAST THE FIRST TIME IN GETTING BACK TO IT, AND SO I WAS, OF COURSE, NOT AT ALL SURPRISED THAT ARE AWESOME. PARK STAFF WAS ON TOP OF IT, AND IMMEDIATELY, UM, TAKING CARE AND MAINTAINING OUR PARKS. UM AND I DON'T KNOW HOW THEY KNOW THAT TREES FALL DOWN IF I DON'T TELL THEM BUT YESTERDAY IS THINK IT APPARENTLY , UM, I DON'T KNOW IF THERE'S AN ALARM BUTTON THAT TREES PUSH WHEN THEY FALL OR SOMETHING, BUT, UM, AS ALWAYS, OUR PARK STAFF. UM, IS AWESOME. I ALSO WANTED TO GIVE A SHOUT OUT TO A PARTICULAR PARK STAFF MEMBER WHO I CAN'T FIND HIS NAME RIGHT NOW, BUT I WILL HE AND PARKING HELP ME OUT WITH THIS. HE WORKS IN,

[00:35:01]

UM, PARK MAINTENANCE. AND UM HE'S MY AGE BECAUSE WE'RE IN THE SAME AGE GROUP AS RUNNERS. AND UM, HE AND I AND PAUL RAN THE MAYOR'S FIVE K. AT ADRIATIC, A AND HE ALSO HAD RUN THE DIA DE LOS MARTOS, FIVE K. AND HE BLEW MY DOORS OFF AT THE D A DAY THOSE MARKED THOSE FIVE K. HE RAN. HE BEAT ME. UM AND THEN I HELD A GRUDGE AND THEN I CAME BACK AT THE MAYOR'S FIVE K AND BEAT HIM, BUT PAUL AND I WERE TALKING HIM AFTER AND IS A SUPER GREAT GUY. AND UM, OF COURSE DEDICATED TO OUR PARKS IS ALL OF OUR STAFF ARE PRETTY GOOD RUNNER. GOOD I WAS GOING TO SAY, YOU KNOW YOU'RE 20 MINUTES FROM BONNIE WING BACKED OVER THE TREE FELL DOWN. IT'S PRETTY GOOD PACE. SO CONGRATULATIONS ON THAT . I THINK I HAVE SOME IDEAS OF WHO THAT STAFF MEMBER MIGHT BE.

BUT I'M NOT 100% BUT I'LL GET THAT NAME AND I CAN GET YOU MY CELL PHONE NUMBER AND GET IT TO EVERYONE HERE. I LIKE IT TOO. YEAH I THINK OUR STAFF MUST FEEL THE PRESENCE IN THE FORCE WHEN A TREE GOES DOWN TO MAYBE JUST HURTS INSIDE. OF COURSE, ESPECIALLY ADAM ARE OUR TRAIN GREW GREW FOR THE CITY OF MCKINNEY THAT WE HAVE IN OUR DEPARTMENT. BUT ALL THE TIME THE STORM DAMAGE YOU KNOW, TREES DO FALL DOWN, UNFORTUNATELY, GET OLD AND THAT WILL HAPPEN. AND MAYBE THE SLIGHTEST WIND, SO THAT CAN HAPPEN. YOU SAW RECENTLY IN PLANO. THEY'RE BAROQUE THAT WAS HUNDREDS OF YEARS OLD FELL DOWN, AND I THINK THEY PASSED THE TORCH TO US WITH PROBABLY THE OLDEST BAROQUE AND COLLIN COUNTY NOW, WHICH IS THAT? THE HERD CRAIG, WHICH I BELIEVE IS OVER 300 YEARS OLD. YOU KNOW, SOME OF THE TREES ARE REMOVED NEXT URBAN SOME OF THE BIGGEST I'D SEEN. OF COURSE, THEY WERE ALL IN THE DEVELOPERS PROPERTY THAT'S WITHIN THEIR RIGHT. BUT YOU KNOW, WE HATE TO SEE THERESE COME DOWN. IT'S NECESSARY AT TIMES, BUT WE ALWAYS TRY TO AVOID IT AND WORK AROUND IT WHENEVER WE CAN, BUT OUR CREWS TAKE THEIR TAKE PRIDE IN KEEPING MAINTAINING THE TRAIL. THE NEW TRAIL SWEEPER FORGOT TO MENTION IT. THAT M T.

D C FUNDED HAS BEEN EXCELLENT. SO STAFF IS USED IT EVEN JUST WITH THE LEAVES FALLING FROM THE TREES ON THE GROUND, SO THEY'RE REALLY ENJOYING THAT UNIT AND IT'S HELPING WITH THEIR WORK TREMENDOUSLY. SO THEY DO TAKE PRIDE IN WHAT THEY DO, BUT GIVING THEM THE RIGHT TOOLS IS OUR JOB TO MAKE SURE THEY CAN DO IT PROPERLY. WELL YOU GUYS ARE DOING GREAT AS ALWAYS. THANK

[President’s Report]

YOU. THANKS. THANK YOU, ERIN. NEXT WE GO TO ITEMS 23-09 0.6 PRESIDENTS REPORT THANK YOU, MADAM CHAIR MEMBERS OF THE BOARD ATTACHED TO THE AGENDA WHERE SEVERAL REPORTS THERE'S A YEAR END. RECAP OF ALL GRANTS THAT WERE AWARDED IN FY 23, SO YOU'LL HAVE THAT INFORMATION. UH, LINDA HAS PREPARED AS USUAL. THE MARKETING REPORT. PLEASE TAKE A LOOK AT THAT. THERE'S ATTEMPTS REPORT FROM SEPTEMBER FROM OUR OWNERS FOR A FRIEND, THIS BENELLI, UM COUPLE OF THINGS TO ADD ON TUBS. THEY DID SECURE A 30 DAY TCO, WHICH WILL RUN UNTIL EARLY DECEMBER, SO THEY ARE NOW IN A POSITION TO BEGIN THEIR, UM , PROCESS OF TRANSITIONING BREWING EQUIPMENT AND SO ON TO THE NEW FACILITY. WE MET WITH STEPS THIS WEEK. PART OF THE ONE OF THE PROVISIONS OF OUR AGREEMENT IS THAT TUBS AND CITY TEAM AND WE WILL MEET ANNUALLY TO TALK ABOUT EVENTS THAT ARE SCHEDULED FOR THE FOLLOWING YEAR TO IDENTIFY. EVENTS WERE, IT MAKES SENSE FOR COLLABORATION BETWEEN THE GROUPS. AND SO EVERYBODY'S ON THE SAME PAGE IN TERMS OF WHAT'S BEING PLANNED.

AND WHEN, SO I HAD A GREAT MEETING WITH THEM, THEN. UM CHANCE MENTIONED THE RE APPROPRIATION PROCESS AND I'M WORKING WITH HIS TEAM. NOW MANY OF OUR GRANTS DON'T FOLLOW THE FISCAL YEAR BRIDGE FISCAL YEARS, SO WE GO THROUGH PROCESS ANNUALLY TO IDENTIFY WHAT AMOUNT NEEDS TO BE CARRIED FORWARD. SO THAT IS WHAT WE'RE WHAT WE'RE WORKING ON UNDERSTATE LAW, UM FOR TYPE B CORPORATIONS IF THERE ARE FUNDS BUDGETED FOR PROMOTIONAL USE, AND THEY ARE NOT EXPENDED THEY CAN BE CARRIED FORWARD. SO THAT IS THE OTHER PIECE THAT WE'RE TAKING A LOOK AT. COUPLE OF DATES COMING UP THAT I WANT PEOPLE TO BE AWARE OF NOVEMBER. 30TH IS THE DEADLINE FOR PROMOTIONAL AND COMMUNITY EVENT GRANTS FIRST CYCLE FOR THIS YEAR, DECEMBER 1ST, UM WE'LL OPEN UP OUR FIRST PROJECT GRANT CYCLE, AND AS LINDA MENTIONED LAST MONTH WE'RE MOVING TO AND TOTAL ONLINE FORMAT FOR THOSE APPLICATIONS. SO ANXIOUS TO SEE HOW THAT WORKS. AND. THIS SATURDAY DISTRICT 121 IS CELEBRATING THEIR GRAND OPENING, SO HOPEFULLY WE'LL SEE EVERYBODY THERE. THE PARK. PUBLIC SPACE THAT THEY HAVE CREATED. LOOKS BEAUTIFUL. THEY'VE PUT UP LIGHTS HOLIDAY SEASON VERY SPARKLY. AND WITH THAT, I'M HAPPY TO ANSWER

[00:40:02]

ANY QUESTIONS. SPORTS WERE ATTACHED TO THE AGENDA. MOVING TO REGULAR AGENDA ITEMS ITEM

[Update on Project 4B 23-08 Submitted by McKinney Housing Authority for The Remnant at Greenwood, LP.]

23-0937 UPDATE ON PROJECT OR B 23-08 SUBMITTED BY THE MCKINNEY HOUSING AUTHORITY FOR THE REMNANT AT GREENWOOD LP IN MR MILLER WILL BE PRESENTING THIS MORNING. GOOD MORNING, MADAM PRESIDENT. COMMISSIONER ALL THE BOARD MEMBERS, MS LINDA. THANK YOU GUYS VERY MUCH FOR ALLOWING US TO COME AND GIVE YOU AN UPDATE ON OUR PROJECT AND TO ADD TO THE DISCUSSION. MISS JENNY DID A PRESENTATION ABOUT THE A B CS OF AFFORDABLE HOUSING. AND SO MISS CINDY ASKED US TO GIVE SOME INFORMATION REGARDING THE MCKINNEY HOUSING AUTHORITY AND HOW WHAT OUR ROLE IS IN THAT EFFORT AS WELL, OKAY? MS LINDA. YOU GONNA GIVE ME OR I DID. THIS ONE RIGHT HERE. THANK YOU. WE'LL GO FORWARD. OKAY, GREAT. OKAY SO WHAT I WANTED TO GIVE YOU INFORMATION WITH REGARD TO DNA BROKE DOWN ALL OF THE DIFFERENT, AFFORDABLE HOUSING COMPONENTS WITH WHETHER IT'S THE HOUSING AUTHORITY, THE HOUSING COMMISSION HOUSING COMMUNITY SERVICES, THE LIGHT TECH, UH, THROUGH THE STATE OF TEXAS, SO THE MCKINNEY HOUSING AUTHORITY WERE ACTUALLY UP UNDER THE GOVERNANCE OF THE DEPARTMENT OF HOUSING, URBAN DEVELOPMENT. BETTER KNOWN AS HOOD AND THEIR HOODS. MAJOR PROGRAMS YOU'LL SEE I'VE HIGHLIGHTED HERE. THE RENTAL ASSISTANCE FOR THE SECTION EIGHT VOUCHERS AND PUBLIC HOUSING. THAT'S THE TWO COMPONENTS THAT WE ADMINISTER.

WE ADMINISTER THE PUBLIC HOUSING COMPONENT AND THE HOUSING CHOICE VOUCHER PROGRAM. WHAT IS PUBLIC HOUSING SO PUBLIC HOUSING FOR THE MOST PART, 5060 YEARS AGO WAS A TRADITIONAL HOUSING THEY BUILT, UH, FOR OLD PUBLIC HOUSING. YOU'LL SEE THAT IN THE LEFT HAND CORNER HERE, UH, THAT WAS DEVELOPED FOR LOW INCOME FAMILIES, ELDERLY PERSONS WITH DISABILITIES. ALL OF THOSE FAMILIES WHO ARE ON PUBLIC HOUSING INDOOR SECTION EIGHT. ESSENTIALLY THERE'S A FORMULA THAT'S CALCULATED AND THEY PAY APPROXIMATELY 30% OF THEIR ADJUSTED GROSS INCOME TOWARDS THE RENT. SO IF SOMEBODY IS MAKING $1000 A MONTH, THAT'S $12,000 A YEAR AND APPROXIMATELY 30% OF THAT INCOME IS USED FOR THEIR PORTION OF THE RENT. THE REMAINDER IS SUBSTITUTES. IN COLLIN COUNTY. THESE ARE THE PUBLIC HOUSING AUTHORITIES SERVICE IN COLLIN COUNTY. YOU'VE GOT FRISCO HOUSING AUTHORITY THEY HAVE ABOUT 23 PUBLIC HOUSING UNITS, AND I BELIEVE THEY HAVE CONVERTED THAT TO LOW INCOME HOUSING TAX CREDIT PRODUCT. MCKINNEY HOUSING AUTHORITY COLLECTIVELY BETWEEN OUR VOUCHERS, THE TAX CREDIT PRODUCTS AND OUR PUBLIC HOUSING.

WE HAVE 812 UNITS OF HOUSING ASSISTANCE. IN PLANO HOUSING AUTHORITY HAS ROUGHLY 983 UNITS.

ON THE RIGHT HAND SIDE. ONE OF THE COMMISSIONERS ASKED ABOUT THE INCOME LIMIT SUMMARY. AND SO HERE YOU'VE GOT THE MEDIAN FAMILY INCOME FOR THIS AREA HERE IN COLLIN COUNTY. YOU'VE GOT THE LIST WITH REGARD TO PERSONS IN THE FAMILY, SO LET'S JUST LOOK AT VERY LOW INCOME. ONE PERSON 36,100 EXTREMELY LOW INCOME 21,700. SO SOMEBODY WHO'S GETTING A SOCIAL SECURITY CHECK OF $1000 A MONTH. THERE YOU KNOW , OVERALL INCOME IS GOING TO BE ABOUT 12,000. SO YOU CAN KIND OF GET AN IDEA ABOUT WHY THERE MIGHT BE A NEED FOR, UH, AFFORDABLE HOUSING OR MORE OF IT . YOU KNOW, JUST BECAUSE OF THAT NUMBER IS PRETTY HIGH AS IT RELATES TO WHAT THE LIMITS ARE, AND WE WILL BELOW THOSE LIMITS. THIS IS A BREAKDOWN OF OUR PROGRAM. FOR THE MOST PART, WE'VE GOT THE 51 PUBLIC HOUSING UNITS. THOSE ARE THE UNITS THAT YOU GUYS ARE HELPING US TO TRANSITION OUT OF RIGHT NOW, WITH THE REMNANT AT GREENWOOD PRODUCT. 150 PROJECT BASED RENTAL ASSISTANCE. UNITS SO THE 150 UNITS ARE COMBINED WITH THE LOW INCOME HOUSING TAX CREDIT UNITS. WE DID THE NEWSOME HOMES PROJECT AND THE MERIT HOMES PROJECT. AND SO THOSE ARE THE 115 166 UNITS COMBINED. ARE HOUSING CHOICE VOUCHERS. WE HAVE A BASELINE OF 366 VOUCHERS HEARD ORIGINALLY WAS FUNDING HOUSING AUTHORITIES BASED ON THE BASELINE. 366 VOUCHERS, WE WOULD HAVE BEEN FUNDED AT AND ABOUT 2009 2010. THEY CONVERTED TO BUDGET AUTHORITY. SO NOW INSTEAD OF FUNDING YOU BASED ON YOUR BASELINE NUMBER, THEIR FUNDING YOU BASED ON YOUR BUDGET AUTHORITY, SO THAT'S SIGNIFICANT IN IT AS IT RELATES TO THIS LITTLE CHART THAT YOU SEE AS THAT'S OUR UTILIZATION CHART. SO IF YOU LOOK IN THE MIDDLE THERE THERE IS A AVERAGE. AMOUNT THAT WE'RE SPENDING OVER HALF IT'S ABOUT 1000 $46, SO THAT AMOUNT OF MONEY IS THE AVERAGE AMOUNT

[00:45:02]

OF HOW WE'RE SPENDING FOR THESE 366 VOUCHERS. AND SO THAT REDUCES THE AMOUNT OF PEOPLE WE CAN ACTUALLY SERVE. SO WITH THAT AMOUNT WE'RE ABLE TO SERVE ABOUT AND YOU SEE THAT NUMBER THERE TO 28. SO THAT REDUCES A SIGNIFICANTLY WITH THE AMOUNT OF PEOPLE WERE ACTUALLY ABLE TO SERVE JUST BECAUSE OF THE COST OF HOUSING. OKAY ANYBODY HAVE ANY QUESTIONS ABOUT THAT? I'M HAPPY TO KIND OF EXPLAIN THAT. YOU HAVE MORE QUESTIONS. THE MAINSTREAM. WE WERE APPLIED FOR MAINSTREAM VOUCHERS THAT HELPS US TO SERVE PERSONS 1861 WITH A DISABILITY. IN ADDITION TO THAT WE HAVE FIVE VETERAN VOUCHERS. WE ARE ASSISTING FIVE VETERANS WHO NEED HOUSING AS WELL. THAT'S A DIFFERENT FUNDING, UM, BUCKET AS WELL. UM IT'S MILK ON THE VETERANS PIECES THEY'RE STILL BASED ON THE PERCENTAGE IS THE PERCENTAGE DIFFERENT THAN YOUR. PERCENTAGE OF THEIR FUNDING IS TOTALLY SEPARATE VIA ACTUALLY ALLOCATES BUT FUNDING TO US AS THEY HAVE VETERANS IN THIS AREA IN NEED OF HOUSING. SO ANYBODY WHO HAS A VETERAN IN NEED OF HOUSING, YOU JUST WANT TO HAVE THEM TO CONTACT THE B A, AND THEY'LL CYCLE THEM AND THAT FUNDING DIRECTLY TO US SO THAT FUND IS TOTALLY SEPARATE FROM OUR REGULAR BELCHER FUNDS. SO THAT'S ENOUGH FIVE BEDROOMS THAT THAT'S ALL THAT'S APPLIED BECAUSE I KNOW THAT A LOT MORE THAT THIS IS AN AREA THAT WITH THE VETERANS, THEY GO THROUGH A DIFFERENT PROCESS. SO FOR THE BEST VOUCHER SO VETERANS CAN APPLY FOR OUR REGULAR VOUCHERS. THEY CAN DO THAT THEY WOULD BE IN THE GENERAL POPULATION. BUT IF THEY WANT TO BE ASSISTED THROUGH THE VETERANS VASH VOUCHER, THEY CAN ACTUALLY GO TO THE V A. AND THE V A WILL ACTUALLY ISSUED THAT VOUCHER TO US. THEY ISSUE IT BASED ON WHEREVER THAT AREAS IT COULD BE DALLAS. IT COULD BE BONHAM. IT COULD BE HERE IN MCKINNEY, SO THE VETERANS ACTUALLY WOULD CONTACT THEM DIRECTLY. THE DEMOGRAPHICS AS IT RELATES TO THE POVERTY. UH ALLOCATION HERE IN THE COLLIN COUNTY AREA JUST PULLED THIS OFF THE WEBSITE AS FAR AS IT GOES WITH MCKINNEY, AND YOU CAN KIND OF SEE THE BREAKDOWN AS IT RELATES TO FOLKS IN THE POVERTY. UM MARKET AND I'VE ALSO GIVEN YOU INFORMATION WITH REGARD TO THESE ARE THE FOLKS THAT WERE SERVING THAT'S WHAT IT LOOKS LIKE. IT'S FOR AS IT RELATES TO YOUR DEMOGRAPHICS.

IN THOSE MEETING THOSE INCOME LEVELS OF POVERTY. I'M SORRY. LET ME ASK A QUESTION. SO IF I'M IF I'M JUST LOOKING AT THE FIRST ROW FOR THE WHITE INDIVIDUALS SO ABOUT 95% DO NOT QUALIFY FOR THE POVERTY RATE THRESHOLD. SO ARE WE LOOKING AT CITY MCKINNEY MCKINNEY HOUSING AUTHORITY.

MCKINNEY FIRST ROW FOR THE WHITE INDIVIDUALS, RIGHT? SO IN POVERTY YOU'VE GOT ABOUT 4572 THAT WOULD MAKE THAT POVERTY LEVEL AS IT RELATES TO THE INCOME LIMITS. SO 95% DO NOT LIKE ARE NOT QUOTE UNQUOTE AT THE POVERTY LEVEL BUT ARE STILL QUALIFYING FOR THE VOUCHER. NO, THEY DON'T QUALIFY FOR THE VOUCHER. THEY WOULDN'T QUALIFY FOR THE VOUCHER. 95% OF THE CAUCASIAN POPULATION OR OR NOT IN THE POVERTY SITUATION. SO I'M SORRY. I THOUGHT I WAS LOOKING AT THE DEMOGRAPHICS OF THOSE RECEIVING THE VOUCHERS. NO, NO, NO. THE HOUSING AUTHORITY. THIS IS MCKINNEY HOUSING AUTHORITY. THESE ARE THE FOLKS THAT WERE STARVING. YOU SEE OUR NUMBERS? ALL THE PEOPLE THAT WERE SERVING THAT'S OUR DEMOGRAPHICS. THAT'S WHAT IT LOOKS LIKE FOR OUR DEMOGRAPHICS. MCKINNEY'S GENERAL POPULATION PERIOD IS WHAT YOU SEE ON THE LEFT HAND SIDE. ARE YOU GOING TO SHOW A SIMILAR TABLE FOR THOSE RECEIVING THE VOUCHERS? EVERYBODY THAT HAS THE VOUCHER TO HERE ON THE RIGHT HAND SIDE. THIS IS ALL OF OUR PUBLIC HOUSING ALL 800 NOT ALL EIGHT AND 12 UNITS, BUT I VOUCHERS AND 51 PUBLIC HOUSING UNITS ON THE RIGHT HAND SIDE.

THE PEOPLE THAT WERE SERVING THE GREATEST POPULATION IS AFRICAN AMERICANS. 73.2% THE CAUCASIAN POPULATION IS 24.3% AND YOU CAN SEE THE TIME. SORRY BUT I WAS TRYING TO GET TO A PROPORTION OF THOSE. RECEIVING VOUCHERS WHO WERE AND WE'RE NOT IN THE POVERTY RATE THRESHOLD. JUST TO SEE IF THERE WAS LIKE A MATCH. DO THEY HAVE TO MEET THE POVERTY ? BECAUSE POVERTY IS A DIFFERENT DEFINITION? OKAY OKAY. I UNDERSTAND WHAT YOU'RE SAYING. OKAY SO LET'S TAKE IT FROM THIS.

THIS POINT OF THE RIGHT. UM MCKINNEY HOUSING AUTHORITY ON THIS LIST WERE SERVING ABOUT FOUR OR FIVE. RIGHT ABOUT 600 PEOPLE. THAT'S WHAT WE'RE SERVING ABOUT 600 PEOPLE IN YOUR TOTAL POPULATION OF PEOPLE WHO ARE IN YOUR POVERTY BRACKET YOU'VE GOT ABOUT 15,000 PEOPLE HERE. SO WHAT I'M SHOWING YOU IS JUST A COMPARISON OF THE AMOUNT OF PEOPLE WERE SERVING IS ABOUT MAYBE SIX OR 700. BUT ALL OF THESE OTHER PEOPLE THAT ARE IN THE POVERTY LEVEL IN YOUR CITY COULD POTENTIALLY NEED HOUSING ASSISTANCE. THAT MAKES SENSE NOW. SORT OF, BUT IT RAISES A

[00:50:06]

DIFFERENT QUESTION. SO I HAVE 812 UNITS WITH HOUSING ASSISTANCE. BUT THE TOTAL HERE DOESN'T ADD TO THAT. SO THE 812 UNITS WITH HOUSING ASSISTANCE THE FOLKS IN MCKINNEY HOUSING AUTHORITY, OUR DEMOGRAPHICS. THESE ARE THE PEOPLE THAT WE ARE SERVING WITH PUBLIC HOUSING. THE UNITS, 51 PUBLIC HOUSING UNITS AND OUR VOUCHER PROGRAM. SO THIS DOESN'T INCLUDE THE FOLKS THAT WERE SERVING WITH OUR LATIC'S PROPERTIES. I THOUGHT THE 812 WAS ALL OF THE UNITS AND THE MAJORITY OF THEM WERE VOUCHERS. 112 WELL, NO, NO, NO, NO 812. LET'S GO BACK TO THAT BACK TO THAT SLIDE. I'M SORRY. OKAY, HERE WE GO. OKAY 812 TOTAL UNITS, RIGHT? 366 ARE VOUCHERS.

SO WHEN YOU'RE LOOKING AT OUR DEMOGRAPHICS, I'M SHOWING YOU THE 3, THE 7TH 74 MAINSTREAM FIVE VETERANS AND THE 51. PUBLIC HOUSING. OKAY THAT'S WHAT YOU'RE LOOKING AT IS OUR DEMOGRAPHICS.

THOSE ARE THE FOLKS THAT ARE DIRECTLY COMING OUT OF OUR POOL OF FUNDING THAT WE ADMINISTER.

SO IN ADDITION TO THAT, WE'VE DEVELOPED A NEW SOME PROPERTY AND THE MAYOR AT HOMES PROPERTIES. THOSE PROPERTIES ARE FUNDED IN A DIFFERENT BUCKET. SO I DON'T HAVE THOSE DEMOGRAPHICS INCLUDING YOUR HERE BECAUSE I'M NOT. I'M NOT ACTUALLY HAVING TO ADMINISTER OR PAY THOSE FUNDS OUT DIRECTLY. WE ARE THE OWNERS OF THE PROPERTY, BUT WE HAVE MANAGEMENT TEAMS THAT ARE ACTUALLY PAYING THOSE FUNDS OUT. DOES THAT HAVE SEPARATED FOR YOU? BUT THE NUMBERS HERE ON THIS SLIDE 12 CORRECT SO UNDER OUR PURVIEW ARE TOTAL PURVIEW, OWNERSHIP AND VOUCHERS OR WHATEVER WE ADMINISTER. WE HAD 812 UNITS. OKAY AND EVERY INDIVIDUAL WHO'S GETTING SOME FORM OF ASSISTANCE TO LIVE AND ONE OF THOSE 812 UNITS AT THE POVERTY LEVEL. YES THEY WOULD HAVE THE INCOME QUALIFIED? YES, OKAY. THANK YOU, OKAY. AND JUST TO CLARIFY THIS GROUP THAT'S OVER HERE ON THE RIGHT. THAT'S THE FOLKS ONLY THE 51 IN THE VOUCHER COMPONENTS, OKAY? YOU HAD A QUESTION. NO I WAS JUST GOING BACK TO THE NUMBERS THAT YOU HAD SAID EARLIER THINKING ABOUT THE 15,000 PLUS OR WHATEVER THE TOTAL NUMBER IS THAT LIVE IN THE CITY MCKINNEY THAT ARE AT THAT POVERTY LEVEL. AND THEN THE 812 UNITS THAT YOU HAVE TO SERVE THEM. I WAS JUST KIND OF IN MY MIND, JUST REFLECTING ON THOSE NOTES. THAT'S WHY THE BIGGER DISCUSSION IS MISS CINDY AND THE HOUSING COMMUNITY DEVELOPMENT TEAM IS KIM FLAM. THEY'VE BEEN LEADING THE CHARGE WITH REGARD TO OUR AFFORDABLE HOUSING DISCUSSIONS, AND SO I THINK THAT IS THE GREATER DISCUSSION. WE ALL COLLECTIVELY HAVE BEEN SITTING DOWN, LOOKING AT WAYS TO ADDRESS THAT CONCERN. AND SO I THINK THAT I COME IN THEM FOR DOING THE WORK. SO PART OF OUR MISSION AND STRATEGIC PLAN IS TO INCREASE THE OVERALL AGENCY PERFORMANCE STATUS, PROMOTE A PATH TO SELF SUFFICIENCY FOR RESIDENTS WITH HCV CLIENTS PLAN TO MEET THE NEEDS OF CLIENTS, AGING IN PLACE INCREASED OPPORTUNITIES FOR AFFORDABLE HOUSING. DIVERSIFY MHM REVENUE BASE TO SUPPORT OUR MISSION AND ENHANCE OUR RELATIONSHIPS WITH COMMUNITY PARTNERS AND STAKEHOLDERS. UM THESE ARE SOME OF THE GOALS THAT WE'VE BEEN ABLE TO ACCOMPLISH. WE'VE INCREASED THE AGENCY PERFORMANCE AND CAPACITY WHILE THE HOUSING AUTHORITY FOR THE MOST PART WERE ADMINISTRATORS. WE DON'T LOOK TO BE DEVELOPERS. BUT YOU KNOW, IN THIS ENVIRONMENT WE'VE KIND OF BEEN FORCED TO MOVE IN THAT DIRECTION OPENED THE OPPORTUNITY FOR US TO PARTNER WITH THE PRIVATE MARKET TO DEVELOP PROPERTY AND TO ADDRESS ITS BACKLOG OF REPAIRS FOR 3400 PUBLIC HOUSING. UM AGENCIES. AND SO WITH THAT WE DEVELOPED THE MERIT PROPERTY. WE DEVELOPED THE NEW SOME HOMES PROPERTY, AND SO THAT KIND OF STRENGTHEN SOME OTHER RELATIONSHIPS AND OPENED UP THOSE OPPORTUNITIES THROUGH THE HOUSING AUTHORITY INCREASED AVAILABLE AVAILABLE AVAILABLE AFFORDABLE HOUSING UNITS THROUGH THAT PROPERTY THROUGH THAT PROJECT, AS WELL. WE'VE INCREASED OUR VOUCHERS. AS WE STATED EARLIER. WE STARTED OUT WITH 355 VOUCHERS AS WE CONTINUE TO DO THE WORK AND MEET OUR GOALS AS FAR AS MEETING HEARD SCHOOLS WITH COMPLIANCE AUDITS, AND WE'RE NOT DOING ANYTHING TO COMPROMISE THE PROGRAM. WE'RE ABLE TO GET ADDITIONAL FUNDING, AND SO WE'VE GOT THE MAINSTREAM VOUCHERS. WE'VE GOT THE VETERANS VOUCHERS AND SO WE'VE GOT ADDITIONAL FUNDS. AS WELL TO SUPPORT ABOUT THE PROGRAM WITH THE VOUCHER PROGRAM AND THOSE ADDITIONAL FUNDS. WE WERE ABLE TO OPEN UP OUR WAITING LIST OCTOBER THE 18TH AND AS PREVIOUSLY STATED THE WEDDING LIST WAS FILLED CAPACITY WITH 500 APPLICANTS IN LESS THAN AN HOUR, SO WE HAVE THOUSANDS OF PEOPLE TO APPLY WAS JAMMED. WE LITERALLY HAD TROUBLE TRYING TO,

[00:55:02]

UM MOVE THE VOUCHER AND PROCESS ALONE JUST TO GET THEM IN THE WAIT LIST. WE'VE INCREASED OUR PARTNERSHIP WITH THE CITY, MCKINNON AND COMMUNITY PARTNERS TO BETTER SERVE OUR COMMUNITY NEEDS. I WANT TO TAKE A MOMENT TO RECOGNIZE AND COMMEND, MRS. UH CINDY. UM SHE STARTED WITH US BACK 2010 2010. I THINK YOU WERE LOOKING AT THE HOUSING AUTHORITY AND LOOKING AT OPPORTUNITY FOR HELPING US TO DO SOME REPAIRS AND SINCE THEN HAS WORKED WITH US CONTINUOUSLY TO HELP REDEVELOP THE PROPERTIES. WE TOOK THE MONEY. INSTEAD OF DOING THE REPAIRS. WE FLIPPED THAT AND SAY, HEY, LET'S MOVE THAT INTO REDEVELOPMENT, AND SHE'S CONTINUOUSLY SUPPORTED THIS EFFORT. SO WE APPRECIATE HER DOING THAT. WE APPRECIATE THE STAFF WITH THE HOUSING COMMUNITY DEVELOPMENT TEAM, JOHNNY HAS BEEN. VERY GOOD PARTNER IN HELPING US TO MOVE ALONG WITH REGARD TO GETTING THESE DEVELOPMENTS DONE. AND IN ADDITION TO THAT, WE REACHED OUT TO PARTNERSHIPS WITH TEXAS WORKFORCE, COLLIN COUNTY COMMUNITY COLLEGE AND NOW OUR BANKERS IN THE COMMUNITY AS WELL TO HELP US WITH OUR SELF SUFFICIENCY PROGRAM. AND SO HERE'S OUR ONGOING PROJECTS THE REMNANT AT GREENWOOD, AS YOU KNOW, WE WEREN'T ABLE TO CLOSE ON JULY 17TH TO MEET THE DEADLINE. HOWEVER WE TOOK A DUAL TRACK AND DECIDED TO HEY, LET'S GO AHEAD AND STAY IN LINE FOR THE 2023 CAPITAL ALLOCATION IF WE CAN AND JUST PLAN ON APPLYING FOR THE 2024 WHEN IT OPENS UP, WE WILL LONG WAY DOWN THE LIST AND IT LOOKED LIKE IT WASN'T GOING TO HAPPEN. BUT THEN WE GOT THE CALL FRIDAY. OCTOBER 13TH. I BELIEVE IT WAS THAT. HEY WE'RE GONNA GO AHEAD AND BE ABLE TO FIND YOU FOR THE 2023 ALLOCATION. AND SO WE'RE EXCITED ABOUT THAT, AND WE'VE SENT OUR LETTERS BACK TO YOU ALL TO EXTEND OUR ALLOCATION FOR FUNDS THROUGH THE CDC AND WERE EXPECTED TO CLOSE NOW. APRIL 2024, SO WE'RE LOOKING FORWARD TO THAT. UM ARE HOUSING CHOICE VOUCHER HOMEOWNERSHIP PROGRAM. WE APPLIED FOR THE FAMILY SELF SUFFICIENCY GRANT. WE WERE AWARDED THAT GRANT THIS YEAR THROUGH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. AND WITH THAT WE PLAN TO ASSIST WE'VE BEEN WORKING TIRELESSLY WITH OUR VOUCHER HOLDERS, AND WE'RE MOVING TOWARDS TAKING THE FOLKS WITH VOUCHERS WHO ARE ELIGIBLE AND THEY HAVE TO BE WORKING. UM AND THEY HAVE TO GO THROUGH A TWO YEAR PROCESS OF GOING THROUGH BUDGETING, MAKING SURE THAT THEY'RE PREPARED SO WE CAN TRANSITION THEM TO HOMEOWNERSHIP WITH THE VOUCHER AND HELPS TO STABILIZE THEM, AND IT ALSO HELPS TO ADD THOSE FUNDS BACK TO THE COMMUNITY WITH HOMEOWNERSHIP. SO WE'VE GOT PROSPERITY BANK ONBOARD CADENCE BANK PROSPERITY MORTGAGE. THOSE FOLKS HAS BEEN REALLY WORKING WITH OUR PARTICIPANTS, AND THEY'RE EXCITED ABOUT THE PROGRAM THAT'S FUNDING AVAILABLE FOR IT. AND WE'VE GOT OUR VOUCHER HOLDERS EXCITED ABOUT IT AS WELL. THE TEXAS WORKFORCE, MCKINNEY AND COLLIN COUNTY COLLEGE OR WORKING WITH ARE ABOUT TO PARTICIPANTS ALSO FOR THOSE WHO AREN'T WORKING TO HELP RETOOL FOLKS GET THEM INTO THEIR PROGRAMS SO THAT THEY CAN TAKE ON SOME NEW TECHNOLOGY JOBS, HR JOBS, AND SO WE'RE EXCITED ABOUT THAT. OUR PARTICIPANTS EXCITING. UM ON THE PUBLIC FACILITY OPPORTUNITIES FRONT. THE HOUSING AUTHORITY BOARD IS LOOKING AT WHAT THE CHANGE IN THE LAW HAS ALLOWED AS IT RELATES TO US, PARTNERING WITH DEVELOPERS WHO ARE REHABBING OLDER PROPERTIES HERE IN MCKINNEY AND SEEING WHAT THAT LOOKS LIKE, SO WE'RE TAKING A LOOK AT IT AND TRYING TO SEE HOW WE MIGHT BE ABLE TO UTILIZE THAT MEASURE. AND FINALLY, WE'VE GOT A WORK WORKING ON OUR FOSTER YOUTH VOUCHER PROGRAM, SO THOSE FOLKS THAT ARE COMING OUT OF THE FOSTER PROGRAM WILL HAVE AN OPPORTUNITY TO BE ABLE TO GET VOUCHERS THAT ARE HERE. UH HUH. COMING OUT OF THAT PROGRAM AS WELL. SO I'M HAPPY TO STAND AND ASK ANY QUESTIONS. IF YOU GOT ANY I JUST HAVE A COMMENT. THANK YOU FOR THIS VERY, VERY DETAILED PRESENTATION DEFINITELY OPENS OUR EYES AS WE SEE DEVELOPMENT HAPPENING IN THE CITY OF MCKINNEY, THE NEED TO GIVE THOSE NUMBERS OF NEARLY PEOPLE SELL IN NEED OF BEFORE THE AFFORDABLE AND ATTAINABLE HOUSING OPPORTUNITIES. IT JUST OPENS OUR EYES AS A CITY. THAT THERE IS STILL MUCH WORK TO DO. SO THANK YOU FOR THAT VERY, VERY DETAIL.

OPENER. ANY QUESTIONS FROM MR MILLER? I DON'T HAVE A QUESTION. I HAVE A COMMENT. I THINK I COMPLETELY AGREE WITH YOU, MADAM CHAIR. WE NEED MORE. PUBLIC HOUSING UNITS IN MCKINNEY. I THINK WE ALWAYS TALK ABOUT THE NEED AND HOW MANY MORE WE NEED. I DON'T THINK WE GIVE ENOUGH ATTENTION TO HOW MUCH WE'VE DONE. AND HOW MUCH BETTER THAN OUR SISTER CITIES. WE ARE HOW MUCH BETTER THAN THE, UM THE BROADER COMMUNITY. I THINK I SAW A NEWS ARTICLE JUST A MONTH AGO THAT WE HAVE MUCH WHAT WE ARE MUCH BETTER POSITIONED ON PUBLIC HOUSING. THEN, UM THAN ANYONE ELSE IN THE REGION, AND I AT THE BEGINNING OF YOUR PRESENTATION, YOU SAID THAT FRISCO HAS 23

[01:00:01]

HOUSING UNITS BLOW INCOME HOUSING. U 23 PUBLIC HOUSING UNITS? YES TO R 800 SOMETHING WELL, SO THOSE ALLOCATIONS WERE BACK IN THE 19 FIFTIES OR 19 SIXTIES THE TRADITIONAL PUBLIC HOUSING. I BELIEVE BRISCOE'S CONVERTED THAT INTO A MULTI FAMILY PRODUCT, SO IT'S A IT'S A LARGEST. PROBABLY ABOUT 180 TO 200. I DON'T KNOW FOR SURE. BUT THE ORIGINAL ALLOCATION NUMBERS WERE FOR 23 PUBLIC HOUSING UNITS . MY POINT IS ONLY TO HIGHLIGHT THE STRIDES WE HAVE MADE. YES I AGREE WITH YOU AND TO RECOGNIZE THAT YES, WE CAN ALWAYS DO MORE. BUT WE'RE WE'RE DOING A LOT AND OUR COUNCIL HAS MADE COMMITMENTS TO IT. THIS SPORT HAS MADE COMMITMENTS TO IT. THE COALITION OF PEOPLE AROUND THE CITY HAVE MADE COME IN, AND IT'S MAKING A DIFFERENCE. IT'S MAKING PROGRESS . AND SO, UM, I AGREE WE CAN DO MORE, BUT I THINK WE'RE DOING A GREAT JOB ALREADY. YES, AND THANK YOU FOR THAT. I HAVE A QUESTION. COULD YOU WALK US THROUGH THE PROCESS FOR EVEN GETTING ON THE WAIT LIST? YOU SAID I THINK YOU SAID IT FILLED UP WITHIN AN HOUR, AND SOMETIMES WE THINK ABOUT PEOPLE NOT HAVING CONNECTIVITY OR ACCESS OR THEY WORK SHIFT JOBS, AND THEY CAN'T YOU KNOW, LOG ON AT A VERY CERTAIN TIME. CAN YOU JUST TALK? TALK ME THROUGH LIKE HOW THAT WORKS, RIGHT? SO IT'S AN ONLINE PROCESS, AND FOLKS CAN USE THEIR CELL PHONE. IT'S A IT'S A SIMPLE APPLICATION AND ASKED THEM JUST GENERAL QUESTIONS. AND SO WE TRY TO GIVE AT LEAST 30 DAYS NOTICE.

SO WE GET THAT NOTICED OUT TO ALL OF OUR COMMUNITY PARTNERS, THE LIBRARIES, THE SHELTERS ALL OF THOSE DIFFERENT VENUES, AND WE HAVE IT OUT THERE ON SOCIAL MEDIA SO THAT FOLKS CAN BE ABLE TO KNOW THAT IT'S HAPPENING. UH, YOU KNOW, HONESTY, YOU KNOW, I THINK THE GOAL ISN'T SO MUCH TO HAVE PUBLIC HOUSING. OR, UM TRADITIONAL AFFORDABLE HOUSING BUT TO HAVE A AFFORDABLE HOUSING OPTIONS SO THAT WE DON'T JUST YOU KNOW, LIKE I SAID, THOUSANDS OF PEOPLE APPLIED. WE HAVE 500 APPLICANTS, BUT WE MIGHT NOT BE ABLE TO ASSIST THEM FROM, YOU KNOW, SIX MONTHS TO 6 TO 10 YEARS, IT'S BASED ON OUR BUDGET AUTHORITIES STILL GOING TO BE, YOU KNOW, SO IT'S A YES, WE GOT HIM ON THE LIST THAT ONLY GOES SO FAR AND HOW MANY ARE ON THE LIST RIGHT NOW? SO OUR TOTAL LIST RIGHT NOW IS ABOUT 7 57 15 DO YOU KNOW OF THAT? 750 HOW MANY ARE ACTUALLY EVEN ELIGIBLE? I DON'T BECAUSE WE ONLY DETERMINE THEIR ELIGIBILITY AS WE'RE ABLE TO ASSIST ABLE TO SET WAS JUST WONDERING HOW LIKE INFLATED THAT NUMBER WAS IN TERMS OF PEOPLE WHO WOULD EVEN QUALIFY. WE DON'T KNOW THAT I DON'T KNOW THAT. BUT RARELY HAVE WE HAD TO TURN PEOPLE AWAY BECAUSE THEY DIDN'T INCOME QUALIFY. YOU TURN THEM AWAY FOR OTHER REASONS. IT COULD BE A CRIMINAL ISSUE. IT COULD BE THE OH FORMER PUBLIC HOUSING AGENCY. UM THOSE ARE GENERALLY THE ONLY REASONS OR YOU KNOW THEY WE HAVE SOME CRITERIA THAT WE CAN'T ASSIST PERIOD. BUT FOR THE MOST PART, RARELY DO WE HAVE TO TURNING PEOPLE AWAY BECAUSE THEY DON'T INCOME QUALIFIED. THANK YOU. THE UM I JUST HAVE ONE QUESTION WITH THE HOUSING CHOICE VOUCHER PROGRAM, WHICH I LOVE TO HEAR TO GET PEOPLE TO OWNERSHIP. HOW MANY DO YOU HOPE TO SERVE? DO YOU HAVE A NUMBER IN MIND? OR IS IT JUST SO FAR AVAILABLE? SO FOR THE EMPHASIS PROGRAM? WE HAVE 25 PARTICIPANTS IN OUR GOAL RIGHT NOW, SO WE'RE LOOKING AT THEM OVER TWO YEAR PERIOD. IF I LOOK AT MY SISTER HOUSING AUTHORITIES THAT ARE DOING THIS WORK DALLAS AND FORT WORTH THEY'RE USING, USUALLY GETTING IN, MAYBE 10 TO 20 A YEAR. SO YOU KNOW, THAT'S STILL A THAT'S A SMALL NUMBER. AH BUT THAT HAS MUCH MORE TO DO WITH THE AVAILABLE HOUSING AND THE COST OF THAT HOUSING. SO. NEXT QUESTION IS THE IS THE FOSTER CARE ASSISTANCE FOR THOSE AGING OUT? IS THAT A FEDERAL GRANT? YES IS THAT IN PARTNERSHIP DO YOU KNOW WITH LIKE HHS OR IS THAT PURELY FROM IT IS MHM.

THANK YOU. SO I HAVE A COMMENT. HAVING WATCHED YOU UP CLOSE AND PERSONAL. OVER THE YEARS. UM, FROM THE WHITE THINGS USED TO BE. AS OPPOSED TO WHAT THEY HAVE. MOVE TOWARD I'M SURE YOU MUST BE VERY PLEASED. AND I WANT TO THANK YOU. THE WORK THAT YOU'VE DONE IN THE COMMUNITY AND THE STRIDES THAT HAVE BEEN MADE. IN TERMS OF COLLABORATION. AND MOVEMENT. WELL, THANK YOU FOR THE PRIVILEGE TO SERVE. THANK YOU FOR YOUR COMMENTS. AND I WOULD JUST ECHO THAT, UM, HAVING THE OPPORTUNITY TO SERVE ALONGSIDE CINDY AND THE WONDERFUL COLLABORATIVE GROUP THAT'S COME TOGETHER TO FORM WHAT WE ARE NOW CALLING THE FRONT PORCH MCKINNEY FRONT PORCH HAS TAKEN ON A REAL SENSE OF, UM I GUESS SPECIFICITY INTO THE TYPES OF THINGS THAT WE ARE ABLE

[01:05:04]
