[Presentation of Cardiac Arrest Survivors Board]
ABOARD. CHIEF JOE. MR MAYOR, MEMBERS OF THE COUNCIL, SO IT'S ANOTHER ONE TO INTRODUCE YOU TO CAPTAIN CHRIS WALLER. AND FIREFIGHTER CHRIS MUSCLE. THEY'RE PART OF OUR E. M S DIVISION. SO THEY WORK HARD AND TRAINING ARE MEMBERS THAT YOU QUALITY ASSURANCE AS WELL. ONE OF THE THINGS THEY'RE DOING RIGHT NOW. THEY'RE TRYING TO FOCUS ON AREAS THAT WE CAN IMPROVE. THE OUTCOMES OF OUR PATIENTS SPECIFICALLY IN CARDIAC ARREST, SURVIVABILITY. SO.THEY'RE GONNA GIVE YOU SOME EXAMPLES OF SOME OF THE PROGRAMS AND PROJECTS THAT WE'RE WORKING ON. AND THEN WE HAVE A SPECIAL GUEST IN THE AUDIENCE, SO I KNOW COUNCILOR CLAUDIA CANCER. JONES PROBABLY REMEMBER A FEW MONTHS AGO WHEN YOU INTENDED OUR AWARDS CEREMONY. SPECIAL GUEST I'M TALKING ABOUT SO CHRIS. THANKS, CHIEF. MAYOR COUNCIL. SO IN OUR DEPARTMENT, WE ARE COMMITTED TO PROVIDING THE HIGHEST LEVEL OF CARE IN REGARDS TO CARDIAC ARREST SURVIVABILITY THROUGHOUT OUR STATE, THE NATION AND WORLDWIDE AND OUR MISSION TO ACHIEVE THIS WEEK PARTNERED WITH THE WORLD RENOWNED RESUSCITATION ACADEMY BASED OUT OF SEATTLE, WASHINGTON RECENTLY, MEMBERS OF OUR DEPARTMENT AND DISPATCH ATTENDED THE RESUSCITATION ACADEMY IN SEATTLE TO LEARN AND COLLABORATE WITH LIKE MINDED COLLEAGUES FROM AROUND THE WORLD. JUST LAST YEAR, WE HOSTED A RESUSCITATION ACADEMY RIGHT HERE IN THE CITY OF MCKINNEY, IN WHICH OVER 200 PEOPLE FROM AROUND THE STATE OF TEXAS ATTENDANT WE RECENTLY STARTED A ONE YEAR JOURNEY TO ACHIEVE OUR LIGHTHOUSE RECOGNITION, WHICH THE LIGHTHOUSE STATUS MEANS WE'VE BEEN WE HAVE PROVEN TO BE IDENTIFIED AS AN ALL STAR COMMUNITY WITH REGARD TO CPR SURVIVABILITY. THIS IS A PRETTY, UH BIG PROCESS AND INCLUDES 10 DIFFERENT STEPS. SO THE 10 STEPS REAL BRIEFLY ESTABLISHED IN A CARDIAC ARREST DATABASE. UM IMPLEMENTING TELE COMMUNICATORS, CPR AND DISPATCH WITH ONGOING TRAINING AND QUALITY ASSURANCE, WHICH WE'RE DOING. IMPLEMENTING HIGH PERFORMANCE CPR TRAINING
[00:05:05]
WITH OUR FIRE DEPARTMENT. POLICE DEPARTMENT CREWS, WHICH IS GOING IMPLEMENTATION OF RAPID DISPATCH WHICH WE'RE CONSTANTLY DOING, RECORDING ALL OF OUR RESUSCITATION ATTEMPTS BEGINNING OF POLICE ADD PROGRAM WHICH WE HAVE STARTED AND WE'RE BUILDING UPON. AND THEN USING SMART TECHNOLOGY TO GET THE MESSAGE OUT. CARDIAC ARREST BY STANDARDS CAN AFFECT THAT AND THEN STRIVING FOR ACCOUNTABILITY THROUGH OUR CONTINUOUS QUALITY IMPROVEMENT AND THEN MAINTAINING A CULTURE OF EXCELLENCE, WHICH STARTS WITH THE TRAINING FROM DAY ONE. OUR NEW EMPLOYEE ORIENTATION NOT JUST IN THE FIRE DEPARTMENT BUT THROUGHOUT THE CITY. THROUGH THIS INITIATIVE HAS BECOME A ONE YEAR AGO THROUGHOUT OUR DEPARTMENT WITH BENCHMARKS THAT WE HAVE IDENTIFIED AND WE'RE TRACKING WEEKLY AND MAKING THOSE CHANGES BY THE WEEK AND NOT JUST QUARTERLY YEARLY THINGS OF THAT NATURE. THIS INITIATIVE NOT ONLY INVOLVES OUR DEPARTMENT BUT OTHER KEY DEPARTMENTS WITHIN THE CITY, SUCH AS POLICE, PUBLIC WORKS, STREETS, PARKS, THINGS LIKE THAT TO NAME A FEW. THE RELATIONSHIPS WITH OTHER DEPARTMENTS FOR THIS INITIATIVE ARE PARAMOUNT TO THE SUCCESS OF CARDIAC ARREST, SURVIVABILITY AND OUR INITIATIVE SLOGAN FOR THIS IS IT TAKES A SYSTEM TO SAVE A VICTIM. RECENTLY UM, GOT A CARDIAC ARREST SURVIVOR AIRPLANE IN THE WAY THAT THIS WAS CREATED WAS THERE WAS A M S CHIEF OUT OF SOUTH CAROLINA WHO WAS EVALUATING THEIR SYSTEM AND THEIR DEPARTMENT. AND THIS WAS AROUND THE SAME TIME THAT CAPTAIN SOLELY CRASHED INTO THE HUDSON AND SAVED ALL 155 SURVIVORS ON BOARD AND WHEN HE WAS LOOKING AT HIS SYSTEM BASED OFF CARDIAC ARREST, HE SAID. WE WOULD NEVER BE ABLE TO FILL A PLANE WITH SURVIVORS BASED OFF CURRENT PRACTICES, AND HE SAID A 10 YEAR GOAL TO FILL THE AIRPLANE. WE HAVE SET THE SAME GOAL, HOPEFULLY LESS THAN 10 YEARS TO FILL IT, AND I CAN TELL YOU THAT WE BY THE END OF THE YEAR WE'LL HAVE OVER 10 SURVIVORS ON THAT BOARD. AND OFTENTIMES WE'RE ASKED, WHAT GIVES US THE COURAGE, STRENGTH HOPE TO BE ABLE TO DO THIS JOB.AND I'M PLEASED TO ANNOUNCE THAT WE HAVE JAMIE KIRBY HERE WITH US IN THE AUDIENCE, WHO JUST IN APRIL, WAS RUNNING A HALF MARATHON AT TOWN LAKE WHEN SHE WENT INTO CARDIAC ARREST AND THE AFTER $30 FIREFIGHTERS STARTED CPR, OUR STATION, SIX RESPONDED, PROVIDED HIGH LEVEL CPR, AND SHE WAS AWAKE AND TALKING BEFORE SHE EVER GOT TO THE HOSPITAL. AND BECAUSE OF THAT, NOW SHE GETS TO HAVE CHRISTMAS WITH HER HUSBAND AND THREE KIDS. SO THIS TIME WE'RE GOING TO HAVE HER COME UP AND PICK ANY PLANE ANY SEAT ON THE AIRPLANE. SORRY. WE DON'T HAVE FIRST CLASS. ALRIGHT, SO C.
WE DON'T CHARGE EXTRA FOR THIS. AND THAT'S THAT'S OUR PROGRAM. SO IT'S A ONE YEAR IT'S A ONE YEAR INITIATIVE. WE HAVE SOME PRETTY HIGH STANDARDS. WE'RE WORKING WITH ALL OF OUR DIFFERENT SCRATCH AND POLICE AND, UM, WE'RE GOING TO MAKE IT HAPPEN. OUTSTANDING OUTSTANDING.
YEAH THANK YOU. ALRIGHT, ITEM. ITEM 230971 PROCLAMATION FOR LEAD, BY

DON'T SAY THAT. BUT, UM LEAD BY EXAMPLE, IN MY HEART IS WHERE IT IS, UM, I TELL PEOPLE ALL THE TIME. THE REASON THAT I STARTED LEAD BY EXAMPLE IS BECAUSE OF MY BEAUTIFUL MOTHER RIGHT THERE. BRENDA JACKSON. SHE STARTED OUT FEEDING PEOPLE IN HER SENIOR CENTER, AND THEN THEY SAW ME EVERY DAY. SO THEY WERE LIKE, CAN YOU HELP ME WITH THIS? CAN YOU HELP ME WITH THAT? I WAS IN ATTENDANCE LAST TUESDAY EVENING FOR THE PUBLIC PRESENTATIONS, BUT THE THREE POTENTIAL DEVELOPERS FOR THE BUILDING FOR THIS BUILDING SITE IN THE SURROUNDING THREE PARCELS HERE TONIGHT AS A RESIDENT AND THEN TRANSPARENCY, DANNY CHURCHMAN OF NAC DEVELOPMENT IS A CLOSE FRIEND AND SOMEONE I HAVE PARTNERED WITH ON VARIOUS PROJECTS OVER THE PAST SEVERAL YEARS. MY FAMILY LOVES LIVING IN MCKINNEY AND WE UNDERSTAND THAT WHAT MAKES IT SPECIAL OR THE PEOPLE AND THE HISTORY WE COME DOWNTOWN AND SHOP AT STORES, INCLUDING MY FRIEND KATIE APPLES, APPLE BOULEVARD BOUTIQUE, GET OUR WINTER SPORTS GEAR AT DICK AND LINDA'S GRAB LUNCH AT PATINA, GREEN OR DINNER AT MATT HAMILTON'S LOCAL YOKO OR ONE OF RICK WELLS, GREAT CONCEPTS. WE LOVE SUPPORTING OUR FRIEND KATIE BAKER AND HER FAMILY'S TUBS BREWERY. WE ALSO LOVE THE MANY FESTIVALS, SOME OF WHICH THE CITY PRODUCES WITH MY FRIEND LAWRENCE STEPHEN ON EARTH SPG HOSPITALITY, AND WE'RE NOT ALLOWED TO LEAVE DOWNTOWN UNLESS MY DAUGHTER HITS MOM AND POPCORN . I SHARE THIS BECAUSE WHEN I LOOK AT THIS RARE AND UNIQUE OPPORTUNITY TO BRING NEW DEVELOPMENT THAT ENHANCES AND HONORS THE HISTORY CREATED BY THOSE THAT CAME BEFORE US. THERE IS NO PERSON WERE SUITED TO BRING VISION AND COLLABORATION THAN MY FRIEND DONNY. MY FRIEND IS TALENTED AT MANY THINGS, BUT ONE THING HE DOESN'T LOVE TO DO IS TALK ABOUT HIMSELF. WE WORK TOGETHER TO SUPPORT DOZENS OF NORTH TEXAS NONPROFITS DONNY AND[00:15:06]
HAS SENT TYSON WHERE RECENTLY NAMED GRAND CHAMPIONS. AT THE BEST BUDDIES GALA A FEW WEEKS AGO FOR RAISING THE MOST FUNDS TO SUPPORT OUR DIFFERENTLY ABLED FRIENDS AND FAMILY ALONG WITH WINNING STATEWIDE DEVELOPMENT AWARDS FOR DOWNTOWN PROJECTS, NOT DEVELOPMENT. TENANTS ARE LARGELY FIRST TIME BUSINESS OWNERS AND MAJORITY OF WHICH ARE WOMEN AND MINORITY OWNED. I SAW PRESENTATION LAST WEEK WITH THE POTTERY BARN DEPICTED AND WE ALL KNOW IT TAKES A DIFFERENT LEVEL OF STEWARDSHIP TO FIND A HOME OLOGY THAN A NATIONAL CHAIN. DANNY SHARED THAT THE NICKNAME IS HIS MATERNAL GRANDPARENTS LAST NAME BECAUSE HONORING HISTORY IS PART OF WHO MY FRIEND IS HEARD LAST WEEK, SOME COMMENTS THAT THERE WERE SOME OPPORTUNITIES AND POTENTIAL, MRS ON THE PARKING GARAGE AND THE RETAIL DEVELOPMENT THAT WAS BUILT SOUTH OF THE SQUARE. I BELIEVE THE WAY WE CAN BEST PREVENT THAT FROM HAPPENING IS TO FOCUS ON PEOPLE. THE HEART OF EVERY CITY IS DOWNTOWN AND CREATING SPACES AND MOMENTS FOR PEOPLE TO LIVE WORK SHOP. SERVE AND PLAY IS THE HEART OF MY FRIEND, DONNY AND THAT DEVELOPMENT I THANK YOU GUYS VERY MUCH FOR YOUR SERVICE. THANK YOU. ALRIGHT, CARL SEPTIC. THANK YOU. MR MAYOR AND COUNCIL AND ALL THAT. MY NAME IS CARL SEPTIC AND I WAS FOLLOWING COMMUNITY IMPACT NEWSPAPER THE DEVELOPMENT OF THE AIRPORT. SORRY TO CONSULTANT DIDN'T WORK OUT. CONGRATULATIONS ON GETTING A SERIOUS ATTACHMENT HERE. THERE ARE TWO REGIONAL AIRLINES. THERE HAVE BEEN AN AVIATION WEEK FOR A COUPLE OF COUPLE OF WEEKS NOW THAT ARE LOOKING TO EXPAND. THEY DON'T HAVE A PRESENCE IN NORTH TEXAS. THERE IS A BREEZE AIRLINES. THEIR WEBSITE IS FLY BREEZE .COM. AND AVELLO AIRLINES AND THEIR WEBSITE IS AVELLO AIR .COM. AND THEY WOULD BOTH BE IDEAL CANDIDATES SAY FIVE MEMBER ARE 1 91 95 RIGHT NOW, AND THEY'RE UPGRADING TO AIRBUS TWO TWENTIES AS SOON AS THEY GET BUILT. THERE'S A BACKLOG AND AIRBUS AND BOEING BECAUSE OF THE PANDEMIC. AND ONE OTHER ITEM THAT I WOULD LIKE TO MENTION 100 JET HAS A FACTORY IN THE CAROLINAS AND A MAINTENANCE FACILITY IN CALIFORNIA. AND LAST . ISSUE OF AVIATION. WE'VE MENTIONED THE HANDED JET GROUP, SO I'M WONDERING IF OFFERING HONDA ROOM TOO. HAVE A SALES MAYBE MAINTENANCE FACILITY HERE IN MCKINNEY WOULD WORK. AND THAT'S IT. THANK YOU VERY MUCH. THANK YOU. THANK YOU, SIR. ALL SURE ABOUT. HMM. GREETINGS COUNCIL. RESIDENTS FOLKS WATCHING AT HOME OR TO WATCH LATER. TOMORROW MORNING, MCKINNEY RESIDENTS WILL WAKE UP AND THEY WILL READ IN THEIR PAPER OR TURN INTO THEIR LOCAL NEWS PROGRAM TO FINALLY HEAR WHAT MANY OF US HAVE BEEN SAYING FOR QUITE SOME TIME. NEARLY TWO YEARS SINCE TEXAS STATE REPRESENTATIVE FREDERICK FRAZIER WAS FIRST INVESTIGATED FOR MULTIPLE CRIMES TARGETING MY CAMPAIGN. EVENTUALLY THE TRUTH CAME OUT TODAY, BUT NOT BEFORE HE DID INCREDIBLE DAMAGE TO HIMSELF THE OFFICE OF A PUBLIC FIGURE AND THAT WILL BE LAW ENFORCEMENT OFFICER, USING HUNDREDS OF THOUSANDS OF DOLLARS IN MAILERS TO LEAD VOTERS TO BELIEVE I WAS THE ONE MAKING UP THE CRIMINAL OFFENSES. HE WENT FURTHER TO TELL VOTERS THAT I NEVER SERVED IN THE MILITARY AND THEN ATTACKED ME FOR BEING A DISABLED VETERAN. IF YOU CAN BELIEVE IT FROM SOMEBODY WHO'S NEVER SERVED THEMSELVES. THIS IS THE JORGE SANTOS MOMENT FOR TEXAS. IT'S TIME FOR THE TEXAS HOUSE TO ACT AND EXPEL FRASER, BOTH DEMOCRATS AND REPUBLICANS WORKING TOGETHER. BUT FRAZIER WILL NOT RESIGN ON HIS OWN. HIS NARCISSISTIC AND LACK OF EMPATHY. BEHAVIOR IS ALL TOO COMMON IN THE MINDS OF CRIMINALS . I KNOW I WAS A STATE PAROLE BOARD COMMISSIONER AND DETERMINE PAROLE FOR THOUSANDS OF CONVICTS. FRASER DEMONSTRATES THE SAME DANGEROUS MINDSET I WITNESSED AND SOME OF THE MOST SOPHISTICATED CRIMINALS THAT GROW BOLDER EACH TIME THEY GET AWAY WITH A CRIME. HOURS AFTER MR FRASER WAS CONVICTED OF HIS CRIMES TODAY. THE DALLAS POLICE DEPARTMENT STATED THAT MR FRASER WOULD RETIRE IN LIEU OF POSSIBLE TERMINATION, HE WILL RECEIVE A DISHONORABLE DISCHARGE. AND LAST YEAR HE WAS PLACED ON THE BRADY LIST OR DISGRACED COPS ARE LISTED BECAUSE THERE ARE NO LONGER CONSIDERED CREDIBLE WITH PRESENTING TESTIMONY AT A CRIMINAL TRIAL, YET HE HAS R TEXAS STATE REPRESENTATIVE AFTER TODAY'S CONVICTION IN COURT, MR FRASER SHOWED NO EMPATHY. NO REMORSE AND INSTEAD SENT OUT A PRESS RELEASE BLAMING THE VICTIM MYSELF, CEMENTING HIS LEGACY AS A CRIMINAL. THAT SAID, I WOULD LIKE TO THANK THE MCKINNEY POLICE DEPARTMENT AND THE TEXAS[00:20:08]
RANGERS FOR AN INCREDIBLE INVESTIGATION, UNCOVERING MULTIPLE CRIMES, WHICH THE PUBLIC WILL SOON SEE ON VIDEO IN THE FOLLOWING WEEKS. I FULLY SUPPORT THE TWO CANDIDATES THAT ARE RUNNING AGAINST MR FRASER AND I ASK THAT WE ALL DO THE SAME THAT WE WORK TOGETHER. I'M WATCHING THE TEXAS INTEGRITY POLITICAL ACTION COMMITTEE BECAUSE CITIZENS HAVE LOST TRUST IN THEIR LOCAL OFFICIALS. WE NEED MORE ELIOT NESS IS TO TAKE ON THE MANY AL CAPONES LIKE FRAZIER. OTHERWISE WE BECOME NO DIFFERENT. THEN THE POLITICS AND A THIRD WORLD COUNTRY WHERE DIRTY COPS AND POLITICIANS RULE THE LAND THAT TEXAS WE LOVE DESERVES OUR BEST TO LEAD US AND WE MUST DEMAND IT FOR OUR CHILDREN'S SAKE, LEADING BY EXAMPLE WITH INTEGRITY. EXODUS 23 1 STATES, THE LORD CONTINUED. NEVER SPREAD FALSE RUMORS DON'T JOIN FORCES WITH WICKED PEOPLE BY GIVING FALSE TESTIMONY. THANK YOU. BRENT DRIGGS. OKAY IF I MY COLLEAGUE JOINS ME. SURE. THANK YOU FOR GIVING ME A COUPLE OF MINUTES. APPRECIATE THAT MAYOR FULLER COUNCIL. I KNOW MANY OF YOU WE'VE MET SEVERAL OF YOU WHERE WE'RE GRATEFUL FOR THE OPPORTUNITY. WE JUST WANTED TO INTRODUCE YOU AND PERSONALLY INVITE YOU TO HELP US CELEBRATE THE ARRIVAL OF THE LIGHT THE WORLD GIVING MACHINES THAT WILL BE HERE IN MCKINNEY. A LITTLE BIT OF HISTORY ON THE GIVING MACHINES. THEY'VE BEEN IN PLACE SINCE 20 17/22 MILLION DOLLARS HAVE BEEN DONATED TO LOCAL AND GLOBAL CHARITIES VIA THE GIVING MACHINES. WE HAVE SELECTED EIGHT LOCAL CHARITIES, INCLUDING HUGS, CAFE AND SAMARITAN IN RIGHT HERE IN MCKINNEY, AS WELL AS SIX OTHER DFW AREA CHARITIES INTO GLOBAL'S, SO WE'RE EXCITED ABOUT HAVING THAT ARE GOING TO BE ON THE SQUARE ON DECEMBER 19TH THROUGH JANUARY. 1ST MAYOR FULLER. THANK YOU FOR HOSTING THAT AND PATRICK, WE KNOW YOU'VE ACCEPTED AND GEORGE OR CHARLIE. THANK YOU FOR ACCEPTING THAT WE LIKE TO PERSONALLY INVITE EACH ONE OF YOU TO COME TO THE UNWRAPPING CEREMONY ON DECEMBER 19TH AT 10 A.M. IT'S JUST A CELEBRATION WILL BE SHORT 45 MINUTES, BUT IT'S A GREAT OPPORTUNITY FOR US TO UNIFY OUR COMMUNITY IN THE CAUSE OF HELPING THOSE MOST IN NEED THOSE THOSE IN OUR NEIGHBORS AND FRIENDS TO HELP OUT SO WE'RE EXCITED ABOUT THAT, WHERE THE MACHINES LANDED IN FORT WORTH, THEY OPENED TODAY BE THERE FOR TWO DAYS WILL BE IN GREAT MIND FOR A WEEK AND A HALF, AND WE HAVE THEM HERE IN MCKINNEY FOR 24 WEEKS, SO WE'RE EXCITED ABOUT THAT, AND WE'RE CONFIDENT THAT MCKINNEY WILL THIS WILL BECOME AN ANNUAL TRADITION HERE IN MCKINNEY, AND SO WE'RE EXCITED AND WE HOPE WE KNOW YOU'RE BUSY. AND IF YOU HAVE A LITTLE BIT OF TIME, WE'D BE HONORED IF YOU'D JOIN US. AT THE LAUNCH CEREMONY ON DECEMBER 19TH, BUT THANK YOU VERY MUCH, AND WE ENCOURAGE EVERYBODY TO VISIT THE GIVING MACHINES AND CONTRIBUTE AND HELP THOSE MOST IN NEED IN OUR COMMUNITIES. A ALRIGHT THANK YOU VERY MUCH FORWARD TO THE EVENT. THANK YOU FOR ALL YOU DO FOR THE COMMUNITY. ALL BALLAST EROS. PAUL MINUS 062508. MARVIN GARDENS, MCKINNEY, TEXAS. MR MAYOR, CITY COUNCIL CITY MANAGER . THANK YOU SO MUCH FOR YOUR TIME AND ATTENTION. UM SOME OF YOU PITCHED IN AND HELPED OUT WITH THEIR THING. THEIR SIXTH ANNUAL THANKSGIVING DINNER ON THANKSGIVING DAY. I AM SO GRATEFUL FOR THAT. WE SERVED ABOUT 120 PEOPLE BETWEEN OUR GUESTS AND OUR VOLUNTEERS. IT WAS AN AWESOME ATMOSPHERE, JUST A GREAT TIME OF COMMUNITY AND FELLOWSHIP. IF YOU HAVEN'T BEEN, PLEASE COME LAST MONTH. I MAY HAVE DISTURBED YOU WITH THE RIDICULOUS WIG I WORE. AND SO I THOUGHT I WOULD MAKE UP FOR THAT WITH. SOMETHING A LITTLE BIT MORE SUITED. IT'S THE MOST WONDERFUL TIME OF THE YEAR. ALL RIGHT. I WANT THIS I WANT DISTURB YOU. BUT FURTHER THAN THAT. HEY I TRULY LOVE THIS TIME OF YEAR BECAUSE WE TALK ABOUT EMMANUEL GOD WITH US. AND IN ADDITION TO BEING A MCKINNEY RESIDENT, I AM THE FOUNDER OF THE MANUAL LABOR. UM AND OUR MISSION IS TO REMOVE THE LESSONS FROM HOMELESSNESS IN JESUS' NAME. FOR THE PERSON EXPERIENCING HOMELESSNESS. THAT'S A PATHWAY HOME AND FOR THE NEIGHBOR THAT'S HOUSE THAT'S AFFECTED BY IT TO BRING SOME CLARITY TO THE COMPLEXITY OF HOMELESSNESS. UM JESUS IS THE REASON FOR THE SEASON. BUT IF YOU CAN HEAR MY VOICE, YOU ARE HIS REASON FOR COMING. AND IT'S A TIME TO CELEBRATE. MILD. HE LAYS HIS GLORY BY MILD HE LAYS HIS GLORY BY BORN THAT MAN NO MORE MAY DIE. JESUS IS THE GREATEST GIFT. TO MANKIND. A GIFT SO IMPACTFUL THE WORLD REWROTE THE CALENDAR, AND EVERY YEAR WE CELEBRATE HIS FIRST[00:25:01]
COMING WITH HOPEFUL ANTICIPATION OF HIS SECOND COMING. AND THE MOST COMMON WAY WE CELEBRATE JESUS. IT'S TRUE THE GIVING OF GIFTS. HOWEVER WHEN IT COMES TO OUR NEIGHBORS EXPERIENCING HOMELESSNESS, I WANT TO MAKE SURE EVERYONE GIVES GIFTS WISELY. YOU MAY HAVE SEEN A SIGN LIKE THIS. AND THE THREE MOST COMMON RESPONSES TO ASSIGN LIKE THIS ARE AVOID. ANGER AND PITY.I DON'T HAVE TIME FOR THAT. YOU'LL GET A REAL JOB OR BLESS YOUR HEART. I'M GONNA TELL YOU IT'S NOT ABOUT THE PERSON HOLDING THE SIGN. THAT'S ABOUT THE PERSON LOOKING AT IT. AND SO WE NEED TO THINK A LITTLE BIT FURTHER. WHEN WE GIVE A GIFT WITHOUT ACCOUNTABILITY, WE CAN CAUSE FURTHER PROBLEMS. JUST RECENTLY AT ONE OF OUR LOCAL OUTREACH, SOMEBODY SHOWED UP WITH $7000 IN CASH AND GIVE $100 BILLS TO OUR HOMELESS COMMUNITY. WHAT A NOBLE GESTURE WOULD SEEM LIKE ON THE FRONT SIDE, BUT ACTUALLY MAKES THINGS HARDER BECAUSE WE DON'T KNOW HOW THAT'S GOING TO BE USED OR HOW IT'S BEEN USED. AND THAT CAN THAT CAN CREATE PROBLEMS THAT COULD SOMEBODY WITH ADDICTION THAT COULD BE THE END OF THEIR LIFE. SOMEBODY. IT COULD BE A PLANE TICKET HOME. THERE'S ALL SORTS OF THINGS, BUT I WANT TO JUST ENCOURAGE THAT WE GIVE WISELY THAT MAYBE WE GIVE FIVE MINUTES BEFORE WE GIVE $5 TO UNDERSTAND THE STORY, AND THE GREATEST THING YOU CAN GIVE IS ACTUALLY NOT MONEY. IT'S YOUR TIME AND ATTENTION AND I THANK YOU FOR YOURS. PAUL. PAUL. YOU'RE ALWAYS AN INSPIRATION. REALLY ARE. THANK YOU. APPRECIATE YOU IN THIS COMMUNITY AND THANK YOU FOR GOING EARLY BECAUSE I GOT TO GET HOME AND HELP WITH THE KIDS.
THAT WAS FOR YOU. WE'RE SQUARE ON CHRISTMAS GIFTS NOW. MARK MARTIN. MARK MARTIN RUN MARTIN PLACE AT 1799 NORTH GRAVE STREET. BEFORE THAT IT WAS IMAGING ON THE SQUARE DOWNTOWN HERE STARTED IN 2007. BEFORE THAT MY DAD RAN META BOOK, ANIMAL HOSPITAL OR GROWING CUSTER. AND BEING THE CURRENT CHAPLAIN OF THE MELISSA FIRE DEPARTMENT. UNFORTUNATELY WE'RE GETTING READY TO SELL OUR FACILITY. IT'S BEEN A NICE RUN HERE BY I HAVE AN IDEA THAT WOULD REQUIRE REALLY A WAREHOUSE TYPE FACILITY. BUT I NEED HELP IN ORDER TO DO IT. MY DAD IS 81, SO HE'S UNABLE TO ASSIST ME ANYMORE. AND MY FRAMER HELPS A COMPANY AND PLANO THAT DOES COLLEGE JERSEYS AND THEY. EACH COLLEGE PAYS FOR A JERSEY FOR EACH GRADUATING SENIOR. AND RIGHT NOW THE DESIGNS ARE POOR AND MY BACKGROUND IS I T I USED TO DO. LARGE. CLIENT SERVER INSTALLATIONS FROM FORTUNE 500 COMPANIES. SO THERE'S NOW EQUIPMENT THAT CAN AUTOMATE MOST OF THIS PROCESS. THERE'S A SAW JOINER THAT CAN DO 450 FRAMES AN HOUR TO PUT THAT IN PERSPECTIVE, THAT'S 10,800 FRAMES A DAY, AND COLLEGES CAN PAY $400 PER FRAME. THAT'S $4.3 MILLION A DAY. AND DOWN IN PLANO. THEY DO A SMALL FRACTION, AND THEY KNEW OVER 100 FRAMES A DAY. AND WITH SOME OTHER CONTACTS. I DON'T WANT TO GIVE OUT ALL THE INFORMATION HERE. I BELIEVE I COULD TAKE OVER 90% OF THE COLLEGE MARKET UNLESS THAN TWO YEARS AND THAT'S START INCLUDING THE DIPLOMA MARKET. AND THEN WE'RE SOME OTHER EQUIPMENT AGAIN. THAT WON'T FIT IN MY CURRENT BUILDING. THIS IS A REAL SMALL MARK UP, BUT I HAVE ACTUALLY PRINTED THE SIDES. THE LIP THE FRONT, THIS WOULD BE FOR HIGH END MEMORABILIA. THAT MIGHT PROFESSIONAL NFL PLAYERS BASEBALL PLAYERS. SO WE FRAMED THE JOURNEYS FOR GLOBAL LIFE THAT HANG IN THEIR FACILITY AND IMAGINE DOING PATRICK MY HOME SUPER BOWL MVP WINNING OUTFIT HELMET TO CLEAT. I WOULDN'T BE LIMITED BY DEPT. THERE'S NOW A EQUIPMENT THAT ALLOWS ME TO PRINT ANYTHING I WANT WITH ACTUAL TEXTURE. SO WHEN YOU ACTUALLY FEEL IT, IT'S RAISED AND THERE'S. NO LIMIT TO CREATIVITY, AND THAT'S NOT INCLUDING FIVE ACCESS ROUTERS WHERE WE CAN MOVE BEYOND RECTANGLES. BUT UNFORTUNATELY I NEED SOME HELP, AND TWO COMPANIES IN FLORIDA ARE WILLING TO HELP ME. BUT I'D LIKE TO STAY HERE AND MAKE GUINEA BECAUSE THAT'S WHERE MY FAMILY LIVES.
AND WE HAVE TIES HERE FOR, YOU KNOW, 30 PLUS YEARS THANK YOU, SIR. ALRIGHT WE'LL MOVE TO THE
[CONSENT AGENDA]
CONSENT AGENDA. THESE ITEMS CONSISTED NONCONTROVERSIAL HOUSEKEEPING ITEMS REQUIRED BY LAW AND JUST MADE THE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER MAKING SUCH REQUEST PART[00:30:01]
TOO EMOTIONAL SENT ADAMS. I BELIEVE THERE ARE AN ITEM OR TWO THAT WE'RE GOING TO PULL DOWN.MR MAYOR, I'D LIKE TO PULL DOWN TO 30976230 AND 230981. 76 80 AND EIGHT WINE. IS THERE A MOTION ON THE BALANCE OF THE ITEMS? THE MOTION THAT WE APPROVED BALANCE OF THE ITEMS EXCEPT THOSE TAKEN DOWN BY COUNCIL, INCLUDING. ALL RIGHT. ALL IN FAVOR. ALRIGHT ALRIGHT.
[Consider/Discuss/Act on an Ordinance Amending the Fiscal Year 2023-2024 Annual Budget and Amending the 2024-2028 Capital Improvements Program, to Provide Funds for the Lower 5 Plaza Design (PK2234)]
FIRST ITEM TAKEN DOWN TO 30976 CONSIDERING ACT ON ORDINANCE AMENDING THE FISCAL YEAR 2023 2024 ANNUAL BUDGET AMENDING THE 2024 2028 CAPITAL IMPROVEMENTS PROGRAM PROVIDE FUNDS FOR THE LOWER FIVE PLASTIC DESIGN. VERY, UM. GOOD EVENING. MAYOR GRAHAM, DIRECTOR OF ENGINEERING. THIS ITEM IS RELATED TO PROVIDE FUNDS FOR FUNDING THE PLAZA DESIGN FOR THE PARK PROJECT FOR THE LOWER FIVE PLAZA. HAVE ANY QUESTIONS? UH, I'M GOING TO MAKE IT. A LITTLE POINT HERE IN IT KIND OF DEALS WITH ALL THREE SO I DON'T NEED TO GO THROUGH THESE INDIVIDUALLY, BUT HOWEVER, WE NEED TO LITIGATE FROM IS FINE WITH ME. I KIND OF LOOK AT THIS AS CROSSING THE RUBICON ON THE LOWER FIVE DEC PARK. I WAS IN FAVOR LAST SUMMER OF US PROCEEDING WITH LOOKING INTO IT.THERE IS ONE HUGE PLUS TO ME, AND THAT IS THAT IT DOES. PROVIDE A RE CONNECTION FOR THE HIGHWAY FIVE KIND OF TOOK AWAY FROM MCKINNEY A NUMBER OF DECADES AGO. IT PROVIDES A RECONNECTION FOR PEOPLE TO WALK ACROSS HIGHWAY FIVE WITHOUT HAVING THE BURDEN OF TRAFFIC.
IT'S FOR ANY OF US I OFFICE DOWNTOWN. BUT FOR ANYONE WHO HAS EVER CROSSED THE STREET TO GO TO LOCAL YOKEL, BARBECUE AND GRILL, OR VICE VERSA, COME FROM THE OTHER SIDE TO COME TO RIX OR SOMETHING LIKE THAT. THEN THAT'S A LITTLE HAIRY OF A STREET TO CROSS. SO THAT'S THE GOOD THING.
THERE'S BUT THERE'S SOME CONCERNS I'VE GOT. THERE IS THE MONEY, WHICH IS ABOUT MCKINNEY SHARE IS ROUGHLY GOING TO BE $15 MILLION. THERE'S AN ANNUAL MAINTENANCE NUMBER. THERE'S ALSO THE CONSTRUCTION AND I'VE TALKED TO SOME OF THE BUSINESS OWNERS DOWNTOWN, AND THERE IS CONCERN ABOUT THAT ABOUT THE ACCESS TO THE SQUARE. AND SO THERE IS KIND OF A POUND OF FLESH THAT WILL BE EXACTED BY HAVING TO DO THE CONSTRUCTION ON THIS IN A FEW YEARS. AND THEN THERE IS THE MOVING OF BUSINESSES THAT ARE HERE AND KIND OF FORCED TO DO THAT, SO WHAT? WHAT I WAS HOPING TO GET BEFORE WE CAME UP WITH TODAY WAS I WAS HOPING TO GET AN IDEA REALLY? ON A COUPLE OF THINGS I WAS HOPING TO GOODNIGHT IDEA ON WHAT WE COULD DO TO MITIGATE ANY VAGRANCY THAT MIGHT BE THERE WHEN WE THINK ABOUT UNDERNEATH THE ROAD, AND WE THINK ABOUT THAT PROVIDING SOME LEVEL OF RUDIMENTARY MENTALLY SHELTER. I THINK MOST REASONABLE PEOPLE WOULD WOULD ASSUME THAT PERHAPS THERE WOULD BE SOME DESIRE TO SLEEP THERE CAMP UNDER THERE AND PERHAPS CAUSE AN UNSAFE ENVIRONMENT. UH THE OTHER THING I WAS HOPING TO GET WAS BUT I FEEL MORE CONFIDENT ON THE SECOND ONE IS ENGINEERING REPORT AS TO HOW WE MITIGATE THE SOUNDS IN THE ECHOES AND THE UNPLEASANTNESS OF BEING UNDER A ROAD WHERE TRAFFIC IS RELATIVELY CONSTANTLY MOVING OVER IT, AND SO I HAVE A RELUCTANCE TO PROCEED UNTIL WE GET THERE, I WILL SAY, AND THIS IS KIND OF COUNTERED WHAT I'VE SAID. I'D LIKE TO GO BACK TO THIS EXAMPLE. UM THIS IS A LOT OF MONEY IN MY OPINION, BUT BACK IN 1978. DALLAS DECIDED TO BUILD REUNION ARENA. RAISE YOUR HAND IF YOU EVER READ WHAT WENT TO REUNION ARENA AND YELLOW GRAY HAIR SHOULD BE SAYING YES. THAT WAS BUILT FOR 27 MILLION BUCKS. THERE WAS TALK. ABOUT PUTTING SUITES IN SWEETS WERE NEW AT THAT TIME, SWEETS WEREN'T IN ARENAS. THAT WAS ANOTHER 8 MILLION. DALLAS CITY COUNCIL AT THAT TIME WHO SIT WHERE I'M SITTING RIGHT NOW GOT REAL RELUCTANT ON THAT $8 MILLION SO IT'S NOT LOST ON ME THAT PERHAPS A FUTURE GENERATION MAY JUDGE ME LITTLE BIT HARSHLY ON THIS BECAUSE I THINK THAT IF I COULD FAST FORWARD 20 YEARS FROM NOW, TO THE TIME, MY GRANDDAUGHTERS THIS WILL BE A GREAT ADDITION TO MCKINNEY. BUT I JUST HAVE RESERVATIONS RIGHT NOW ON IT.
ANY OTHER COMMENTS. OBVIOUSLY I SUPPORT IT, AND I'VE ALL THE REASONS WHY AGAIN, BUT UM.
THERE'S NO OTHER COMMENTS. I'LL MAKE A MOTION THAT WE APPROVED THE ITEM. A SECOND. ON FAVOR.
HI. POST DAY. 2542. THE NEXT ITEM IS 230980 CONSIDERING ACT ON A RESOLUTION AUTHORIZING

[Conduct a Public Hearing to Consider/Discuss on an Update of the Community Development Block Grant (CDBG) Consolidated Annual Performance Evaluation Report (CAPER), Program Year 2022-23]
ITEMS PROPORTIONATELY JENNY CONSISTS OF ITEMS REQUIRING INDIVIDUAL CONSIDERATION BY THE COUNCIL. FIRST ITEM IS 230990 CONDUCTED PUBLIC HEARING TO CONSIDER DISCUSS ON AN UPDATE OF THE COMMUNITY DEVELOPMENT BLOCK GRANT CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT PROGRAM. YOU'RE 2022 23 SURELY TO HOW ARE YOU? HOW ARE YOU? YOU'RE WEARING A FESTIVE RED JACKET FOR THE SEASON. I TAKE IT JUST A LITTLE POP OF COLOR. YES. THANK YOU ALL VERY MUCH. I DO WANT TO THANK YOU AND THE PUBLIC FOR ALLOWING US TO GIVE YOU A PICTORIAL VIEW OF THE END OF THE YEAR REPORT KNOWN AS THE CAPER. WE COME TO YOU EACH YEAR IN AUGUST TO THE PUBLIC WITH A 30 DAY PUBLIC COMMENT PERIOD AND WE COME BEFORE A COUNCIL TO APPROVE WHAT IS KNOWN AS THE ANNUAL ACTION PLAN FOR THE CITY OF MCKINNEY WITH OUR CDBG FUNDS, KNOWN AS COMMUNITY DEVELOPMENT BLOCK GRANT. THIS ACTION LETS US KNOW WHAT WE ARE PLANNING TO DO WITH THE FUNDS WITH OUR CAPER.WE'RE LETTING YOU KNOW HOW WE USE THOSE FUNDS DURING THE REPORTING PERIOD. WE'RE GOING TO BE DISCUSSING OUR LAST PROGRAM IN FISCAL YEAR, WHICH STARTS OCTOBER 1ST THROUGH SEPTEMBER 30TH OF EACH YEAR. THE FUNDS THAT WE HAVE THAT COME FROM THE U. S. DEPARTMENT OF HOUSING COMMUNITY DEVELOPMENT IS BASED ON OUR POPULATION GROWTH. WE STARTED IN 2003. WE HAD A POPULATION OF 50,000 THAT ALLOWED US TO HAVE THE ELIGIBILITY TO BE ABLE TO RECEIVE THOSE FUNDS EACH YEAR. WE HAVE TO APPLY FOR THOSE FUNDS . ALTHOUGH WE ARE AN ENTITLEMENT COMMUNITY, WHICH MEANS THAT WE WILL GET THOSE FUNDS EVERY YEAR. WE REPORT ON THE GOALS AND STRATEGIES WITH OUR FIVE YEAR PLAN WE IMPLEMENT EVERY YEAR WHERE WE NOT ONLY REPORT ON CENSUS DATA WHERE AGENCIES AS WELL AS OUR CITY FUNDED PROGRAMS REPORT ON ELIGIBILITY FOR LOAD AHMAD INCOME PERSONS, WE REPORT ON A JUDGE. WE REPORT ON RACE AND ETHNICITY REPORT ON THE ACTIVITIES THAT ARE USED AND HOW THOSE ACTIVITIES ARE USED, WHETHER IT'S HOUSING FOR HOME REPAIR PROGRAM OR A PUBLIC SERVICES PROGRAM. IN ADDITION TO THAT, WE ALSO ASSIST WORKING WITH THE PUBLIC HOUSING AUTHORITY TO BE ABLE TO ASSIST WITH RESOURCES THERE. WE ALSO HAVE OUR AGENCIES EACH YEAR WHERE WE ASSIST WITH PUBLIC SERVICES AND THEN WE ALSO HAVE PUBLIC COMMENT PERIODS WHERE WE'RE ABLE TO WORK WITH THE LOCAL COMMUNITY TO GET THEIR INPUT ABOUT PROGRAM ACTIVITIES. AND FINALLY IN OUR CITIZEN PARTICIPATION. YOU ALL HAVE A ROLE AS WELL, BECAUSE YOU APPOINT THE SEVEN PERSON COMMUNITY GRANTS ADVISORY COMMISSION THAT HELPS US OVERSEE ALL OF THESE ACTIVITIES. SO SOME OF THE REGULATORY REQUIREMENTS THAT WE HAVE WE HAVE TO SERVE AT LEAST 70% OF LOW TO MODERATE INCOME PERSONS. OUR PROGRAM IS CITYWIDE, SO WE ARE ABLE TO ASSIST ANYONE, REGARDLESS OF WHERE THEY LIVE IN OUR GREAT COMMUNITY. AS LONG AS THEY MEET OUR POPULATION OF 0 TO 80% OF INCOME, WHICH IS REALLY GREAT BECAUSE OUR PROGRAM IS CITY WIDE, AND THEN EVERY COUNCIL SECTOR WE HAVE ASSISTED AT LEAST 1 TO 2 HOUSES EVERY YEAR. IN ADDITION TO PROVIDING SERVICES NO MORE THAN 20% OF OUR GRANT.
ALLOCATION CAN BE USED FOR GRANT RESOURCE IS NO MORE THAN 15% OF OUR ALLOCATION CAN BE USED FOR
[00:40:01]
PUBLIC SERVICES, THE REMAINDER OF THE 65% THAT IS USED IS PREDOMINANTLY USED FOR HOUSING AND KEEPING IN MIND IF I DO STATE EVERY YEAR, WE NEVER LOSE OUR FUNDING WERE ALWAYS ABLE TO REALLOCATE IT BACK INTO AND REINVEST INTO OUR PROGRAMS. SO THIS IS THE DISTRIBUTION THAT STATING HERE AND SO NOW I'LL BE ABLE TO JUST GIVE YOU SOME HIGHLIGHTS OF WHAT WE'VE BEEN ABLE TO COMPLETE OVER THE YEAR. MOST OF YOU KNOW ABOUT OUR PUBLIC SERVICES PROGRAMS. MANY OF OUR ORGANIZATIONS AFTER APPLY EVERY FEBRUARY EACH YEAR. WE HAVE THE COMMUNITY SUPPORT GRANT , BUT WE ALSO HAVE OUR CDBG PROGRAM. THESE ARE THE AGENCIES THAT WE COME BEFORE YOU EVERY AUGUST TO APPROVE. THEY DO HAVE TO REAPPLY EVERY YEAR, SO IT'S NEVER WHERE IT'S AN AUTOMATIC OPPORTUNITY FOR THEM TO RECEIVE FUNDING. SO WE HAVE CAFA COMMUNITIES AND SCHOOLS WITH CALDWELL ELEMENTARY HOPE STORE, NEW BEGINNINGS, SALVATION ARMY AND THE SAMARITAN IN WERE AWARDED FUNDING. THE ALLOCATION THAT WE HAD FOR THE TOTAL PROGRAM OF OUR YEAR WITH 913,742 . ARE REHAB PROGRAM NOT ONLY PROVIDES STAFFING AND EQUIPMENT IN TERMS OF OUR TRUCK, BUT WE ALSO PROVIDE ACTIVITIES FOR REPAIRS, WHETHER IT'S AN EMERGENCY REPAIR TO RECONSTRUCT MANY OF YOU REMEMBER SEVERAL OF OUR ELDERLY SENIORS THAT WERE ABLE TO GET AN ENERGY EFFICIENT HOME THAT THEY HAVE BEEN ABLE TO HAVE RECONSTRUCTED SO THERE WILL BE ABLE TO LIVE. OUT THERE YEARS AND GREAT AFFORDABILITY AS WELL AS COMFORT. AND THEN A SMALL PERCENTAGE OF THAT 20% IS OUR GRANT ALLOCATION WHERE THAT ROLE NOT ONLY INCLUDES MYSELF, BUT WE ALSO MONITOR ALL OF OUR PROGRAMS . WE WORK WITH OUR FINANCE DEPARTMENT AND WE ENSURE COMPLIANCE SO THAT WE CONTINUE TO HAVE THESE RESOURCES EVERY YEAR. EVERY NOW AND THEN WE HAVE AN ORGANIZATION THAT MAY NOT BE ABLE TO USE ALL OF THEIR FUNDS. EACH PROGRAM HAS A GRANT AGREEMENT IN WHICH THEY ARE REQUIRED TO MEET COMPLIANCE. AND IF NOT, WE CAN AS A CITY EITHER. CANCEL THE GRANT AGREEMENT, AND WE DID HAVE ONE THIS YEAR, WHICH WAS A RARITY. SO THE SALVATION ARMY WITH UNABLE TO USE THEIR FUNDING FOR FOOD PANTRY. AND SO THOSE UNUSED SERVICES OR GOING TO BE RE ALLOCATED THROUGH A PUBLIC HEARING PROCESS NEXT YEAR , AND WHEN WE COME BACK TO OUR PROCESS AGAIN, AS I MENTIONED, WE DON'T LOSE THE FUNDING, BUT WE WILL RE ALLOCATED BACK INTO OUR HOUSING PROGRAM TO BE ABLE TO ASSIST AND THEN THE BALANCE OF ANY FUNDS THAT WE HAVE FOR THE YEAR AGAIN. WE CONTINUE TO USE THOSE RESOURCES. WE WOULD NOT BE ABLE TO USE THEM AGAIN FOR PUBLIC SERVICES OR FOR GRANTS ADMINISTRATION IN THE COMING YEAR BECAUSE, OF COURSE, THAT WOULD PUT US OVER THE STATUTORY CAPS THAT WE HAVE. SO THIS IS JUST GIVING YOU A SNAPSHOT OF WHAT WE'VE BEEN ABLE TO USE. MANY OF YOU REMEMBER THE CARES ACT WHERE WE HAD ALLOCATIONS FROM 2020 UP TO NOW WE HAVE A LITTLE OVER $8400 THAT WILL BE ABLE TO USE WE JUST COMPLETED OUR CONTINUUM OF CARE GRANT THAT WE USED FOR RAPID RE HOUSING. AND THEN, OF COURSE, COUNCIL EVERY YEAR PROVIDES US WITH RESOURCES UNDER THE COMMUNITY SUPPORT GRANT. ALL OF THEIR THREE FORCES ARE LEVERAGE SO THAT WE'RE ABLE TO ASSIST NOT ONLY WITH HOUSING, BUT ALSO COMMUNITY DEVELOPMENT ACTIVITIES. SO LET'S TALK ABOUT ACCOMPLISHMENTS. EVERY YEAR WE'RE ABLE TO ASSIST OVER 500 HOUSEHOLDS. WE ARE ABLE TO ASSIST 12 HOMEOWNERS THIS YEAR WITH RECONSTRUCTED TO EMERGENCY REPAIR ACTIVITIES. WE HAVE PARTNERED AND WE'VE PROVIDED RESOURCES WITH OUR FAIR HOUSING PROGRAMS, AND THAT HAS BEEN REALLY GREAT BECAUSE WE'VE BEEN ABLE TO PARTNER BY TRAINING OUR CODE ENFORCEMENT OFFICERS TRANSIT RESOURCES. WE'VE ALSO BEEN ABLE TO ASSIST AND AGAIN WE ALSO HAVE INTERDEPARTMENTAL RELATIONSHIPS WITH DIFFERENT DEPARTMENTS ALL ACROSS THE CITY.PUBLIC ENGAGEMENT. WE CONTINUE TO HAVE THAT EVERY YEAR AS WE HAVE OUR PUBLIC FORUMS. WE'VE BEEN ABLE TO ASSIST BY LETTING OUR RESIDENTS KNOW THAT THEY CAN HAVE INPUT AND THAT IT IS A WORKING OPPORTUNITY WHERE THEY CAN PROVIDE THOSE RESOURCES ALL YEAR LONG. I LOVE TO BE ABLE TO HAVE THE VIEW WHERE WE SEE THE IMPACT OF HOW WE'VE BEEN ABLE TO ASSIST MAJORITY OF OUR FAMILIES ARE ABLE TO HAVE THESE RESOURCES AGAIN AND THE OLDER PARTS OF OUR COMMUNITY. BUT THIS IS SHOWING YOUR BEFORE AND AFTER OF HOW THOSE RESOURCES ARE DONE, AND WE ARE IN AWARD WINNING ORGANIZATION WHERE WE HAVE RECEIVED DIFFERENT AWARDS FROM THE NATIONAL COMMUNITY DEVELOPMENT ASSOCIATION, WE'VE PROVIDED JOB CREATION THROUGH OUR CONTRACTORS. WE'VE BEEN ABLE TO ASSIST MINORITY FEMALE OWNED AND VETERAN ORGANIZATIONS. THROUGH THOSE CONTRACTORS, AND WE'VE BEEN ABLE TO PUBLICLY LET THEM KNOW WHAT WE'RE DOING AS WELL. UNDER THE CONTINUUM OF CARE. THAT'S WHERE WE ASSIST WITH THE HOMELESSNESS AND THOSE THAT ARE AT RISK OF HOMELESSNESS . SO WE ARE ASSISTING WITH RENTAL ASSISTANCE PROGRAMS THAT WE HAVE AS WELL, UM, WE THANK
[00:45:01]
THE MAYOR FOR THE TASK FORCE THAT HE HAS BEEN ABLE TO CREATE. WE'VE HAD THE MCKINNEY COALITION THAT ASSISTS WHERE WE'RE WORKING WITH OUR FIRE AND POLICE DEPARTMENTS EACH YEAR IN JANUARY . WE HAVE A POINT IN TIME HOMELESS COUNTS SO THAT WE ARE WORKING WITH THE POLICE DEPARTMENT. AND TRYING TO FIND THOSE RESOURCES AND COUNTING RESIDENTS WHO ARE HOMELESS OR AT RISK, EVEN INCLUDING HOTELS SO THAT WE CAN REACH OUT TO HIDE AS WELL AS TO HOME, HOWARD FORCING EXCUSE ME HOUSING FORWARD SO THAT WE CAN CONTINUE THOSE RESOURCES HERE IN OUR COMMUNITY, AND THEN WE ALSO HAVE THE CREATION OF FLEX FUNDS, OR THERE MAY BE SOMETHING THAT IS PREVENTING A PERSON. FROM GETTING A JOB THAT WILL PUT THEM INTO RISK FOR HOMELESSNESS. SO WE ARE ABLE TO ASSIST WITH THOSE FUNDS AS WELL. AND THEN, OF COURSE, WE HAVE OUR ANNUAL IN NOVEMBER HUNGER AND HOMELESS COALITION, WHICH CONTINUES TO GROW EACH YEAR WHERE THE MAYOR HAS A PROCLAMATION. AND WE THANK YOU FOR THAT SUPPORT AS WELL. UNDER A CITIZEN PARTICIPATION I HAD MENTIONED TO YOU ABOUT OUR COMMUNITY GRANTS ADVISORY COMMISSION. THEY WORK FROM FEBRUARY TO JULY TO BE ABLE TO PREPARE AND WORK WITH US ON THE APPLICATIONS, WHICH ARE THE FUNDING RECOMMENDATIONS FOR YOU SO THAT WHEN WE COME TO AUGUST, YOU DON'T HAVE TO DO ANY OF THAT WORK. THEY HAVE VETTED EVERYTHING TO BE ABLE TO ASSIST AND APPROVE THAT FOR OUR RESIDENTS. OUR PUBLIC SERVICES INCLUDES MEALS ON WHEELS, STILL WORKING WITH ORGANIZATIONS THAT MAYBE WE'RE NOT FUNDING, BUT THEY'RE STILL COMMUNITY PARTNERS SUCH AS HOLY FAMILY SCHOOL AND BEING ABLE TO IMPROVE THE QUALITY OF LIFE THAT WE HAVE, WHERE THEY'RE TRAINING AND EDUCATION OPPORTUNITIES. WE'VE BEEN ABLE TO HAVE NATIONAL COMMUNITY DEVELOPMENT WEEK THAT WE HAVE EVERY APRIL WE HAD A COMMUNITY FAIR CONNECTION THAT WE DEAL WITH HOUSING EVERY YEAR IN AUGUST. EXCUSE ME EVERY YEAR IN APRIL AND JUST BEING ABLE TO PROVIDE THOSE RESOURCES FOR OUR RESIDENTS AGAIN, GIVING THEM AN OPPORTUNITY TO BE ABLE TO ENGAGE WITH US. THIS WILL BECOME REALLY IMPORTANT NEXT YEAR BECAUSE WE WILL BE CELEBRATING THE 20TH ANNIVERSARY OF CDBG IN MCKINNEY.AND THE 50TH ANNIVERSARY OVERALL NATIONALLY NEXT YEAR. FAIR HOUSING. WE CONTINUE TO CERTIFY WITH THOSE RESOURCES AS WELL. WORKING WITH R A D A COORDINATOR WORKING WITH OUR CODE ENFORCEMENT AND ARE BUILDING OFFICIALS, SO WE ALSO HAVE ENGAGEMENT WITH THAT. AND KNOWING THAT WE ARE COMPLIANT. NOT ONLY DOES IT BENEFIT OUR CDBG PROGRAM, BUT IT BENEFITS OUR TRANSIT PROGRAMS IN THE CITY AS A WHOLE. AND THEN THESE ARE JUST SOME OF THE HIGHLIGHTS THAT WE HAVE EVERY YEAR UNDER OUR PUBLIC ENGAGEMENT PROGRAMS, INCLUDING WORKING WITH OUR MARKETING AND COMMUNICATIONS DEPARTMENT AS WELL. SO ON BEHALF OF OUR CITIZENS, WE THANK YOU VERY MUCH. AND IF THERE ARE ANY QUESTIONS, I'LL STAND FOR THOSE AT THIS TIME. THEY WANT TO HAVE QUESTIONS. I JUST WANT TO SAY THAT YOU ARE SUCH AN ASSET TO THIS COMMUNITY. YOU KNOW, I HAVE BEEN FRIENDS FOR 10 YEARS. YOU KNOW, ON AND OFF YOUR JOB. YOU HAVE HELPED SO MANY PEOPLE AND YOU KNOW IT. SINCE I'VE BEEN ON COUNCIL, I'VE REALLY APPRECIATED HOW MUCH DIGNITY YOU HELP PEOPLE KEEP BY THE SERVICE THAT YOU AND CBD G DO FOR PEOPLE. SO THANK YOU. ABSOLUTELY. RIGHT, ALTHOUGH THERE'S NO ACTION ON THIS ITEM IS A PUBLIC HEARING ITEM IF ANYONE WOULD LIKE TO SPEAK ON THE SUBJECT, YOU'RE WELCOME TO COME UP AND DO SO. THANK YOU. THANK YOU VERY MUCH FOR LEADER
[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from "C" - Planned Center District to "LI" - Light Industrial District, Located at 3200 North Central Expressway, and Accompanying Ordinance]

THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING AS YOU READ , THIS ITEM IS TO CONSIDER REZONING A PIECE OF PROPERTY GENERALLY, UH, NORTHWEST OF US, 75 AND WILMOTH, LOCATED AT 3200 NORTH CENTRAL EXPRESSWAY, JUST NORTH OF THE QUIKTRIP IN SOUTH OF THE TRACTOR SUPPLY, THE APPLICANT IS REQUESTING TO REZONE THE PROPERTY FROM ITS CURRENT ZONING DESIGNATION OF C PLANNED CENTER, WHICH IS A COMMERCIAL ZONING DISTRICT. TO L ONE OR R. LIGHT INDUSTRIAL ZONING DISTRICT. YOU MIGHT RECALL THAT THIS ITEM WAS BEFORE YOU ABOUT TWO MONTHS AGO. THERE WAS SOME DISCUSSION ABOUT THE PROPOSED ZONING CHANGE TO L I. I'M SORRY, L ONE GENERALLY WITH REGARD TO SOME OF THE ALLOWED USES THAT WOULD BE PERMITTED WITHIN THAT L ONE LIGHT INDUSTRIAL ZONING DISTRICT. THE APPLICANT WAS COMFORTABLE CO SOME OF THOSE CONCERNING LAND USES FROM THEIR REQUEST IF THAT WAS AT THE DESIRE OF THE COUNCIL, WE ARE BACK TONIGHT. THE APPLICANT IS STILL PROPOSING THAT L ONE ZONING DISTRICT, HOWEVER, INCLUDED WITH YOUR PACKET WAS A LIST OF USES THAT THEY WOULD BE, UM COMFORTABLE REMOVING FROM THE ZONING IF YOU SO CHOOSE. I DID WANT TO NOTE THAT IF WE ARE TO REMOVE SOME OF THOSE USES FROM THE ZONING, IT WOULD NOT BE AN L. ONE ZONING DISTRICT ANYMORE. IT WOULD BE A PD THAT WE WOULD NEED TO INCORPORATE. UM SO I'M HAPPY TO WALK THROUGH THOSE USES THAT ARE PROPOSED, OR JUST STAND HERE AND ANSWER ANY QUESTION, HOWARD, HOW DO YOU AND YOUR DEPARTMENT VIEW IT NOW? MHM SO STAFF IS RECOMMENDING APPROVAL[00:50:05]
OF THE ZONING FOR L ONE. WE WOULD ALSO, OF COURSE, BE COMFORTABLE WITH THE PD. IF THAT'S THE ROUTE THAT THE COUNCIL LIKES TO GO, AND THE QUICK LIST OF EXCEPTIONS NOW, SO THE PROPOSED USES THAT WOULD OTHERWISE BE PERMITTED IN THAT L ONE ZONING THAT THEY WOULD BE COMFORTABLE REMOVING INCLUDE AH, UM. I WAS HERE INCLUDE FAIRGROUNDS AND RODEO GROUNDS, IMPOUND LOT OR YARD, LIVESTOCK AUCTION MOTOR FREIGHT TERMINAL PARKING LOT PAID OR PRIVATE, A PAWNSHOP ELECTRICAL GENERATING STATION. RAILROAD FREIGHT TERMINAL. AUTOMOBILE STORAGE, BOAT TRUCK AND RV STORAGE, MAJOR VEHICLE REPAIR. UM AND THAT IS IT. QUESTIONS FOR JENNIFER. THIS IS A PUBLIC HEARING. DOES THE APP CAN'T WANT TO SPEAK TO THE OTHER. MAYOR COUNCIL CITY MANAGER ROBERT DI MAIN PRINCIPLE IT WOULD HAVE IN COMMERCIAL DEVELOPMENT. 13218 B STREET, DALLAS, TEXAS 75234. I HAVE A PRESENTATION. I'LL SHOW YOU KNOW, I APPRECIATE I APPRECIATE FAST MEETINGS AT THE METRICAL X MEETINGS. YEAH, COMFORTABLE WITH PROPOSING. THIS IS A P D WITH THOSE USES. ARNOLD JUST SAID REMOVED. YOU SAID CHANGING IT TO A P D. IT WOULD HAVE TO BE, TOO, BECAUSE WE DON'T HAVE SUCH THING AS A ZONING WITH REMOVED USES. SO IT JUST BE A P D. IT WOULD BE IN ESSENCE L ONE WITH THOSE USES WITHOUT THOSE USES. OKAY. I MEAN, I GUESS SO CHANGE IT TO A PD. THOSE USES JUST GET ELIMINATED. NOTHING ELSE CHANGES RIGHT, JENNIFER. EVERYTHING ELSE WAS IDENTICAL. WE WOULD BE FINE WITH THAT WAS MY ONLY CONCERN WAS IF WE HAD TO GO BACK THROUGH AND REDO A WHOLE PD PROCESS, AND IF WE WANT TO DO THAT, THAT'S NOT PERFECTLY FINE. THANK YOU FOR BEING HERE. I APPRECIATE IT. THANK YOU, SIR. THANK YOU. MOTION TO CLOSE PUBLIC HEARING AND ON THIS SIDE. MAKE THE MOTION THAT WOULD CLOSE THE PUBLIC HEARING. APPROVED THIS ITEM. WITH THE. SAID BY MR ARNOLD FROM THE L ONE. I'LL SECOND THAT. ALL IN FAVOR. I FIRST RIGHT. THANK YOU, ROBERT. FOR WORKING WITH GOOD TO SEE YOU. THANK YOU. 230991 CONSIDER[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute a Contract and All Necessary Change Orders with DDM Construction Corporation, for the Construction of the Virginia Street and Throckmorton Street Infrastructure Improvements (Municipal Complex) Project]
ACTING RESOLUTION AUTHORIZED AND SEE THE MANAGER TO EXECUTE CONTRACT AND UNNECESSARY CHANGE ORDERS WITH DM CONSTRUCTION CORPORATION FOR THE CONSTRUCTION OF VIRGINIA STREET, THROCKMORTON STREET INFRASTRUCTURE IMPROVEMENTS COMPLEX PROJECT VERY. THANK YOU, MAYOR. KEEPING UP THAT. UM WE'RE EXCITED TO BE HERE TONIGHT TO BRING THIS CONSTRUCTION CONTRACT FOR THE NEXT PHASE OF THE RECONSTRUCTION EAST OF HIGHWAY FIVE. AND THIS IS, UH UH, AROUND OUR FUTURE CITY HALL SITE. SO THIS IS VIRGINIA STREET FROM HIGHWAY 5/2 THROCKMORTON AND THEN, UH, THROCKMORTON FROM VIRGINIA STREET UP TO LAMAR. UM WE ARE GOING TO PHASE THIS IN THREE DIFFERENT PHASES TO WORK WITH THE CONSTRUCTION IS ONGOING ON LOUISIANA. WE WERE GOING TO MAKE SURE THAT VIRGINIA STATES OPEN UNTIL VIRGINIA IS WE'RE GONNA MAKE SURE VIRGINIA STAYS OPEN UNTIL LOUISIANA IS COMPLETED AND THEN YOU KNOW, THEN WE'LL BE ABLE TO START SHIFTING THAT TRAFFIC OR CONSTRUCTION WORK UP TO VIRGINIA. WHEN THAT WE HAVE THAT IN EGRESS. FROM LOUISIANA.SO UM, THERE WILL BE A ROUNDABOUT AT THE INTERSECTION OF VIRGINIA AND THROCKMORTON, I THINK WILL BE A NICE COMPLIMENT TO THE CITY HALL SITE AND ALSO SERVES AS A DUAL PURPOSE ONE OF THE AESTHETIC PIECE BUT ALSO AS A TRAFFIC CALMING MEASURE. AS PEOPLE ARE GOING UP IN NORTH SOUTH ON THROCKMORTON OR EAST WEST ON VIRGINIA. IT'S GOING TO SLOW TRAFFIC DOWN, TRY TO HELP ALLEVIATE SOME OF THE CONCERNS OF RESIDENTS HAVE CUT THROUGH TRAFFIC. ONCE WE CONNECT, ULTIMATELY VIRGINIA FROM AIRPORT OVER THE HIGHWAY FIVE. THIS IS A BLOW UP OF THAT, UM, THAT INTERSECTION ALSO WANT TO HIGHLIGHT AS YOU COME SOUTH OUT OF THE MAIN PORTION OF CITY HALL. WE HAVE WE'RE GONNA HAVE A RAISED CROSSING ACROSS VIRGINIA STREET, SO IT'LL BE LIKE A
[00:55:02]
RAISED PLATFORM, SO CARS WILL HAVE TO SLOW DOWN TO GO UP AND IT WILL SET THAT CROSSING APART FROM JUST A NORMAL INTERSECTION, CROSSING TRAFFIC A LITTLE BIT SAFER. CREATE THAT GATEWAY GOING FROM CITY HALL SOUTH AND TO THE DEVELOPMENT WE HAVE SOUTH OF THE FLOUR MILL. UM WHAT'S THE ELEVATION CHANGE? SIX INCHES. JUST JUST CURB HEIGHT. UM SO AS YOU CROSS EM FROM THE NORTH SIDE OF THE SOUTH SIDE. WE DO HAVE SOME HARDSCAPE AND SOME SIDEWALK THAT IS GOING TO BE CONSTRUCTED THAT WILL CONNECT YOU TO THE WALKWAY BETWEEN THE FLOUR MILL PROPERTY, SO WE'RE REALLY INCORPORATING THIS PROJECT TO CONNECT THE 22 PIECES SO EXCITED ABOUT THAT. WE'RE ALSO DOING SOME FENCING AND, UM, SIDEWALKS AROUND THE SILOS FOR 4% FOR SOME PROTECTION IN THAT AREA AS WELL.UM WE HAD ADVERTISED THE PROJECT ON OCTOBER 22ND. WE HAD THREE BIDDERS. THE LOW BIDDER WAS DDM CONSTRUCTION AND 9 MILLION TO 74 FAIRLY CLOSE BIDS WHEN YOU'RE THINKING ABOUT A $10 MILLION PROJECT, THIS IS A $347 FOR 347 CALENDAR DAY CONTRACT DURATION. FOR THE PROJECT. UM AND SO THAT I WAS HAPPY TO ANSWER ANY QUESTIONS AND ASK FOR YOUR APPROVAL OF THIS ITEM. QUESTIONS FOR GARY. THANK YOU VERY EXCITING. PROMOTION. THANKS FOR MOTION THAT WE APPROVED THE ITEM AS PRESENTED SECOND. ALL IN FAVOR, ALL RIGHT? GARY YOU'RE GOING TO STAY THERE FOR ITEM

23099 TO CONSIDER AND ACT ON A RESOLUTION AUTHORIZING THE SALE. THREE TRACTS OF LAND TOTALING APPROXIMATELY 29.215 ACRES OF LAND HAS MORE PARTICULARLY DESCRIBED HEREIN AFTER CONSISTING OF APPROXIMATELY 8.695 ACRES OF LAND LOCATED NORTH OF OLD MILL ROAD WEST OF ITS INTERSECTION WITH COUNTY ROAD 317 TRACK ONE APPROXIMATELY 11.142 ACRES OF LAND LOCATED SOUTH FARM TO MARKET ROAD 546 AT ITS INTERSECTION WITH COUNTY ROAD 317 TRACK TO APPROXIMATELY 9.378 ACRES OF LAND LOCATED NORTHWEST QUADRANT FROM FARM MARKET ROAD, 546 AND COUNTY ROAD, 7072. TRACK THREE TO THE STATE OF TEXAS FOR THE CONSTRUCTION OF SPUR 399 PROJECT AND AUTHORIZING THE CITY MANAGER EXECUTE DEEDS AND DOCUMENTS REGARDING THE SALE OF CITY OWNED PROPERTY TO THE STATE OF TEXAS. THANK YOU, MAYOR. SO AS YOU MENTIONED THIS IS TECH START, THEY ARE MOVING FORWARD WITH THAT RIGHT AWAY ACQUISITION FOR THE SUPER 399 EXTENSION. THESE THREE PROPERTIES ARE ON THE SOUTHERN EDGE KIND OF AROUND THE AIRPORT ONCE ON THE EAST SIDE, TWO ON THE KIND OF THE SOUTH, ONE OF THE SOUTH OF ONE LITTLE SOUTHWEST. UM, WE GO THROUGH A STANDARD PROCESS ON THAT TEXT UP MAKES AN OFFER. WE GET OUR OWN APPRAISAL TO MAKE SURE THAT IT'S A FAIR APPRAISAL. WE NEGOTIATE WITH THEM BASED ON THOSE APPRAISALS, AND WE COME TO THIS AMOUNT, SO THE TOTAL VALUE OF THE THREE PARCELS THAT TEXT THAT WILL BE COMPENSATED THE CITY FOR IS $7.8 MILLION. SO UM, HAPPENING, ANSWER ANY QUESTIONS? QUESTIONS. ENTERTAIN A MOTION.NOTION THAT WE APPROVED THIS ITEM. ONE SECOND IN FAVOR, RIGHT? GARY'S WE HAVE. I BELIEVE THERE'S A COUPLE OF THE ITEMS COMING UP THAT YOU WANT TO TABLE. YES SIR. WHICH WHICH NUMBERS WILL THAT BE? SO 230996 AND 230997 WE WILL. SO WE NEED A MOTION TO TABLE THOSE REMOVED THAT WE TABLE 230996 AND 230997. INDEFINITELY INDEFINITELY. SECOND. ALL IN FAVOR. I POST SO
[Consider/Discuss/Act on Adoption of a Resolution Determining a Public Necessity to Acquire Property Easement Rights for Public Use by Eminent Domain for a Sanitary Sewer Line Easement and a Temporary Construction Easement associated with the SH 5 Utility Relocation Project (WA1633 & WW1633) which Property is Located at the Intersection of S. YOU HAVE FOUR REMAINING TWO. EXCUSE ME THREE REMAINING. SO IF YOU WOULD SPEAK TO ALL OF THESE COLLECTIVELY AS THEY ARE ALL RELATED AND THESE ARE EMINENT DOMAIN ACTIONS THAT ARE GOING TO BE REQUESTED AND VOTED ON. BUT THEY ALL ARE RELATED TO THE SAME PROJECT. THAT'S CORRECT. THANK YOU, MAYOR. THESE ARE RELATED TO THE HIGHWAY FIVE PROJECT UTILITY RELOCATION PROJECT WE'RE DOING ON TO SUPPORT THE RECONSTRUCTION OF HIGHWAY FIVE. THAT TEXT WILL BE LEADING, UM AS ANY INTERNET DOMAIN CASE. I'M GONNA START WITH MY NORMAL DISCLAIMER. UM EMINENT DOMAIN IS NOT A TAKING.WE ARE WE GO THROUGH A FAIR MARKET VALUE PROCESS TO ESTABLISH WHAT SHOULD BE COMPENSATION FOR THE REQUESTED. UM UM. ACQUISITION FOR EITHER RIGHT AWAY OR EASEMENT. SO ON THIS PARTICULAR PROJECT, UM WE HAVE THREE DIFFERENT PARCELS WE HAVE WE HAVE DONE, UM, APPRAISALS REACH OF THE PROPERTY. WE HAVE MADE AN OFFER. THE PROPERTY OWNERS HAD AN OPPORTUNITY TO MAKE RESPOND TO THOSE OFFERS. WE HAVE VARIOUS CIRCUMSTANCES ON THIS ONE. ON THE DIFFERENT PARCELS AND I'LL TOUCH ON EACH ONE IN A SECOND, UM AFTER THE INITIAL OFFER. WE
[01:00:05]
MAKE A FINAL OFFER IF THEY APPLICANT CHOOSES TO NEGOTIATE WITH US, WE CAN STILL CLOSE THOSE DEALS OUT. AND IF NOT, WE HAVE THE OPPORTUNITY TO COME BEFORE YOU AND ASK FOR A MINUTE DOMAIN. THE SCHEDULE ON THIS PROJECT IS SUCH THAT WE NEED TO GET OUR UTILITIES CLEAR. SO WE'RE ASKING FOR AUTHORITY FOR EMINENT DOMAIN ON THESE PARTICULAR PROJECTS. AND SO I WILL GO THROUGH THEM. WELL, LET ME FINISH. WHEN WE ASKED FOR INITIAL IMMINENT DOMAIN THAT PROCESSES WHEN WE FILE THIS IS A AGAIN A PROCESS TO ESTABLISH FAIR MARKET VALUE. THE COMMISSIONER'S COURT OF COLLIN COUNTY WILL 0.3 SPECIAL COMMISSIONERS TO OVERSEE THE CASE. THE APPLICANT AND THE CITY WILL BOTH HAVE THEIR OPPORTUNITIES TO THE APPLICANT, THE PROPERTY OWNER AND THE CITY WILL HAVE THEIR ABILITY TO MAKE A CASE ON WHAT FAIR MARKET VALUE IS THAT THOSE THREE SPECIAL COMMISSIONERS WILL ULTIMATELY SET WITH THAT FAIR MARKET VALUE IS FOR THE ACQUISITION OF THE SAID PROPERTY SO. SO THIS ONE, THE FIRST ONE TRACK THAT WE HAVE IS AT HIGHWAY FIVE AND MAKE MACON UM WE HAVE HAD A COUNTER OFFER FROM THE APPLICANT, BUT IT'S BEEN UNREASONABLE. WE CAN'T CAN'T COME TO TERMS WHICH INTERESTING. INTERESTING ON THIS PROPERTY IS TEXTILE IS ACTUALLY ACQUIRING THE ENTIRE PROPERTY BECAUSE THEY WILL BE MAKING THEY WILL HAVE TENNESSEE TURN, COME THROUGH THE PROPERTY AND CONNECT THE HIGHWAY FIVE. SO NOT OUR PROJECT, BUT THE TEXTILE PROJECT WILL ACTUALLY TAKING THE BUILDING. SO THAT'S THAT ONE IF YOU WANT TO GO TO THE SECOND ONE . THIS ONE IS, UM. THAT HIGHWAY FIVE AND MIDWAY ON EAST SIDE AS A SELF STORAGE PLACE. THE INTERESTING UM, COMPLICATING FACTOR ON THIS ONE IS THE TENANT ACTUALLY HAS SOME AUTHORITY. TO POWER TO REJECT THESE TERMS, SO WE CAN'T GET THE TENANT AND THE LANDOWNER TO AGREE, SO WE NEED TO GO TO EMINENT DOMAIN. THEN ON OUR LAST ONE THIS IS. THAT ON THE SOUTH SIDE OF ACTUALLY SPUR 399 TO THE WEST OF HIGHWAY FIVE. WE CANNOT COME TO AN AGREEMENT ON THE EASEMENT LANGUAGE AND THE OWNER HAS BEEN NON RESPONSIVE ON OUR OFFER. SO IN ORDER TO MOVE THIS PROJECT FORWARD, WE'RE ASKING FOR AUTHORITY TO FOR A MINUTE DOMAIN. VERY ON THE TWO THAT YOU WE TABLE JUST A MOMENT AGO. ARE THEIR NEGOTIATIONS GOING ON WITH THAT? THAT GIVES US HOPE THAT WE CAN DO THAT ONE. YES SIR. SO SETTLEMENT WE WERE PULLING THOSE BACK OFF BECAUSE THEY'RE ACTUALLY VERY DIFFERENT PROJECT FOR INDEPENDENCE WATERLINE, BUT WE DID WE WANT ACTUALLY HAD A REPRESENTATIVE. A NEW REPRESENTATIVE. COME TO THE TABLE WITH SOME DIFFERENT TERMS. AND SO WE'RE HOPEFUL THAT THAT'S FRUITFUL. AND THEN THE OTHER ONE. YOU KNOW, THE PROPERTY OWNER IS JUST ASKING SOME BETTER QUESTIONS ACTUALLY COMING WITH PRODUCTIVE CONVERSATION, AND THAT'S TRUE IN ALL OF THESE EMINENT DOMAIN PROCEEDINGS IS THAT WE WANT TO WORK WITH THE LANDOWNERS AND WE WANT TO COME TO A FAIR COMPENSATION FOR THEM. BUT IT'S NECESSARY FOR US TO DO THIS IF THEY DON'T NEGOTIATE WITH YOU AND WORK WITH THE CITY. THAT'S SO WE CAN PROVIDE WATER AND OTHER SERVICES TO EVERYBODY ELSE WHO'S SITTING OUT HERE? UM FELL FACE. STILL, MATES SETTLE.OH YES, IT'S ONLY AUTHORIZING THE USE IF THEY DON'T SETTLE. THAT'S CORRECT. THANK YOU. MR HAUSER, IF I MAY ASK YOU, UH PROCEDURALLY. MAY I READ ONE MOTION AND INCLUDE EACH OF THE INDICATED OWNERS AND EGYPT. HATED PROPERTIES AND DO THIS AS ONE MOTION FOR THAT I READ ALL THREE VOICEMAILS. SEQUENTIALLY THAN THE VOICE. CORRECT. LET ME WORRY CALL CALL.
