THIS INCLUDES MINOR UPDATES TO THE MASTER THROW FOR A PLAN. I THINK YOUR CHAIR AND MEMBERS OF THE COMMISSION. MY NAME IS HALEY ANGEL, AND I AM ONE OF THE PLANNING MANAGERS HERE WITH THE CITY OF MCKINNEY. IF YOU'LL GIVE ME JUST ONE MOMENT TO GET TO THE START OF THE POWERPOINT, AS WAS JUST READ INTO THE RECORD. I'M HERE TO TALK TO YOU TODAY ABOUT THE MINOR AMENDMENTS TO THE COMPREHENSIVE PLAN, BUT MORE SPECIFICALLY TO THE MASTER THOROUGHFARE PLAN AS A QUICK REMINDER YOU ALL ARE PROVIDING A RECOMMENDATION TO THE COUNCIL AFTER REVIEW. AND TO GIVE A HIGH LEVEL OVERVIEW OF THE CHANGES BEFORE WE GET INTO ANY OF THE DETAILS. UM THERE ARE SEVERAL DIFFERENT THOROUGHFARES THAT

HAVE BEEN GOING THROUGH RESPECTIVE PROCESSES WITH THE STATE OR COUNTING AND THEN HAVE FINALLY REACHED THEIR FINAL ALIGNMENT. SO THE GOAL TONIGHT IS TO ADD THOSE INTO THE MASTER THOROUGHFARE PLAN AND, OF COURSE, ADDRESS ANY CONNECTIONS OF OUR CITY THOROUGHFARES TO THOSE STATE OR COUNTY THOROUGHFARES AND ANY NECESSARY RECLASSIFICATIONS. I DO WANT TO MAKE A QUICK NOTE. TYPICALLY THE PREFERS TO NARROW DIAGRAM OR LAND USE DIAGRAM ARE INCLUDED IN THESE AMENDMENTS WHEN THEY COME BEFORE YOU JUST WITH THE PARTICULAR CONTEXT OF THE CASE TONIGHT. UM, STAFF HAS MADE THE DECISION TO ACTUALLY SEPARATE THOSE TWO AS YOU CAN TELL BY THE STREETS THAT ARE ON THE POWER POINT. THIS IS A LONG AWAITED DECISION, AND THEN WE FELT THAT IT WAS IMPORTANT TO GO AHEAD AND CODIFY THAT ONLY MASTER THOROUGHFARE PLAN FOR BOTH THE RESIDENTS AND THE DEVELOPMENT COMMUNITY. BUT I DO WANT TO ASSURE YOU THAT WE ARE WORKING TOWARDS AN AMENDMENT TO BOTH OF THOSE DIAGRAMS, AND THIS WILL INCLUDE THE NECESSARY PUBLIC ENGAGEMENT THAT WE WOULD NORMALLY SEE. BEFORE USE THE EXISTING MASTER THOROUGHFARE PLAN THAT WE THINK IT'S A LOT EASIER TO UNDERSTAND WHAT CHANGES ARE BEING PROPOSED. IF WE LOOK AT THE RED LINE, SO IN THE SLIDE BEFORE YOU THAT SOLID RED LINE ARE GOING TO BE ANY REALIGNMENTS OR RECLASSIFICATIONS, AND THEN THE DASHED LINE IS GOING TO BE WHAT'S CURRENTLY ADOPTED SO YOU CAN GET A SENSE OF THE SCALE OF THOSE CHANGES. AND THE THREE MAIN THOROUGHFARES THAT CAME THROUGH A STATE OR COUNTY PROCESS. LET ME CHOOSE A BETTER COLOR. ARE GOING TO BE THE U. S. HIGHWAY 380 BYPASS, WHICH IS RIGHT HERE. WE ALSO HAVE SPUR 399, WHICH CIRCLES AROUND THE AIRPORT BACK TO US HIGHWAY 75 AND FINALLY, THE F M 546, WHICH IS A COUNTY ROAD. THOSE ARE THE MAIN THOROUGHFARES THAT CAME DOWN FROM ANOTHER ENTITY. AND OF COURSE, YOU CAN SEE. THERE ARE SEVERAL CONNECTIONS ALONG ALL OF THOSE FROM THE CITY THOROUGHFARES AND AH! HIT SOME HIGHLIGHTS. I THINK SOME OF THE LARGEST CHANGE THAT YOU MIGHT SEE IS UP IN THE NORTHEAST CORNER. UM ORIGINALLY TELEPHONE ROAD WAS UNNAMED D AND WAS A MAJOR REGIONAL HIGHWAY AND EXTENDED ALL THE WAY DOWN SOUTH PAST THE AIRPORT, OF COURSE, WITH THE ADDITION OF THE NEW ROADS, WE NO LONGER NEED THAT CONNECTION SO YOU CAN SEE SLIGHTLY AT THE BEGINNING AND SLIGHTLY AT THE END. UM, IT DOES REMAIN. BUT WE DID HAVE TO ADD A CONNECTOR TO THE BYPASS BEAR. FINALLY IN THE AIRPORT AREA. YOU CAN SEE THAT THERE IS SOME RECONFIGURATION THERE JUST WHERE SPUR 399 WAS. THERE HAVE TO BE SOME REALIGNMENT TWO UNNAMED ONE, AND THAT LARGELY FOLLOWS EXISTING RIGHT OF WAY LINES. THERE ARE A FEW OTHER MINOR CHANGES IN HERE AS WELL. FOR EXAMPLE, THE COLLIN COUNTY OUTER LOOP, IT DOES LOOK REALIGNED, BUT THAT IS TO JUST KEEP IN LINE WITH EXISTING RIGHT OF WAY BACK PHYSICIANS, SO THAT'S TO KEEP IN PACE WITH COLLIN COUNTY. THE LAST THING THAT I'LL MENTION WE DO HAVE A PROPOSED MASTER THOROUGHFARE PLAN HERE IN TOTAL. IT'S EASIER TO SEE ON THIS SLIDE. BUT OF COURSE, UH, U. S HIGHWAY 380 HAS BEEN RECLASSIFIED AGAIN. IT WAS PREVIOUSLY THAT MAJOR REGIONAL HIGHWAY HAS BEEN RECLASSIFIED TO A PRINCIPAL ARTERIAL WITH THE ANTICIPATED BY PATH. SO STAFF IS RECOMMENDING APPROVAL OF THE ITEM, OF COURSE, AND THIS IS ACTUALLY SLATED TO GO TO COUNCIL NEXT WEEK AGAIN WITH AN INTENT OF WANTING TO HAVE THE INFORMATION PUBLISHED AS SOON AS POSSIBLE, AND I'M HAPPY TO TAKE ANY QUESTIONS OR COMMENTS. CANOPY TREES ARE REQUIRED IN THE PARKING LOT AT A RATE OF ONE PRETEND PARKING SPACES AND ALL PARKING SPACES MUST BE WITHIN 65 FT. OF A TREE. THE APPLICANT IS ALSO PROPOSING TO REPLACE THE LIVING LANDSCAPE AND ALL TERMINUS ISLANDS WITH DECOMPOSED GRANITE. HAVE THEY GIVEN ANY THOUGHT IN TERMS OF LIKE DOWN THE LINE WHEN THOSE LIVE OAKS ARE FULLY GROWN IN TERMS OF ANY POTENTIAL DAMAGE TAKING DUE TO THE STRUCTURE, LEAVE THAT TO THE APPLICANT THAT'S NOT WE DON'T HAVE A FOUNDATION MINIMUM DISTANCE REQUIREMENT AS OF THE OLD CODE IN THE UDC THAT WAS APPROVED LAST NOVEMBER.
