TONIGHT WE'LL HEAR FROM OUR STAFF, AND THERE MAY BE A OPPORTUNITY FOR THE PUBLIC TO PARTICIPATE. IT'S GOOD TO BE HERE.AS WE DO EVERY SIX MONTHS ABOUT UH, WE'RE HERE TO REPORT ON THE PROGRESS OF THE CAPITAL IMPROVEMENTS. PROGRAM OR CABLE IMPROVEMENTS PLAN. SORRY, I DON'T WANT TO GET THOSE MIXED UP. WE'LL TALK ABOUT THAT IN JUST A SECOND. UH AS WE DO, THIS IS REQUIRED BY STATE LAW. WE GO THROUGH THIS EVERY SIX MONTHS. UM, TALKING ABOUT ANY THING THAT WE NOTICED IN THE CAPITAL IMPROVEMENTS PLAN AND HOW IT'S BEING IMPLEMENTED. SHOWING YOU KIND OF WHAT'S CONTAINED IN THE REPORT THE SERVICE AREAS THE COLLECTION OF FEES, EXPENDITURE OF FEES AND KIND OF THE PROJECTS THAT WE'RE WORKING ON RELATED TO THAT. UM LAST TIME WE WERE HERE WAS MAY 23RD. SO IT'S BEEN JUST ABOUT SIX MONTHS. SO WE'RE KEEPING ON SCHEDULE. AH, A COUPLE OF THINGS THAT KIND OF TALK ABOUT THE CAPITAL IMPROVEMENTS PLAN THAT WE'RE WORKING WITH AND THAT WE'RE IMPLEMENTING AT THIS TIME WAS ADOPTED IN DECEMBER OF 2020. SO UM, WE ARE REQUIRED TO UPDATE THAT USUALLY ABOUT EVERY FIVE YEARS, SO BE ON THE LOOKOUT. WE WILL BE STARTING THAT PROCESS COMING UP, PROBABLY NEXT YEAR. UM AND WHAT THE CAPITAL IMPROVEMENTS PLAN IS, IT'S A PLAN THAT IDENTIFIES ALL THE CAPITAL IMPROVEMENTS AND THEIR COST FOR EACH SERVICE AREA, WHICH ARE NECESSITATED BY A NEW DEVELOPMENT. IN THE SERVICE AREA FOR WHICH THEY ARE CONTAINED FOR A TIME PERIOD OF 10 YEARS. AND WHICH ARE TO BE FINANCED FOR, UH , FOR THOSE PROJECTS WITH THE UTILITY AND ROADWAY IMPACT FEES THAT WE COLLECT. UM, LIKE I SAID , BEFORE, THIS IS NOT THE SAME AS THE CAPITAL IMPROVEMENTS PROGRAM. THOSE ARE ANY TYPE OF CAPITAL IMPROVEMENT PROJECTS THAT CAN BE BUILT BY THE CITY THAT DON'T NECESSARILY HAVE TO DO WITH IMPACT FEES, SO THAT'S KIND OF THE BIG DIFFERENCE THERE. ALSO TIMEFRAME ON THE CAPITAL IMPROVEMENTS PROGRAM IS ABOUT FIVE YEARS FOR THOSE PROJECTS. UH THE ROADWAY SERVICE AREAS. THIS IS KIND OF A MAP SHOWING THOSE WE HAVE 13 SERVICE AREAS IN THE CITY OF MCKINNEY. THEY ARE DETERMINED BY STATE LAW THE SIZE OF THOSE, AND WE KIND OF MEET THOSE REQUIREMENTS AS WHAT WE'VE SHOWN. SO THAT'S WHAT

YOU SEE HERE BEFORE YOU UM ONE THING TO MENTION FOR THIS ANY FEES COLLECTED WITHIN THOSE SERVICE AREAS NEED TO BE SPENT IN THOSE SERVICE AREAS. AND SO AS YOU KIND OF LOOKED THROUGH THE REPORT THAT KIND OF SHOWS THAT AND LIST THAT UM, AND HERE IS A LIST OF THE FEES THAT WE'VE COLLECTED AND HOW THE MONEY HAS BEEN SPENT BY SERVICE AREA. I'LL JUST TALK THROUGH THE TOTALS REAL QUICK TO KEEP THIS SHORT. BUT WE STARTED WITH ABOUT $11 MILLION. WE COLLECTED 12 ALMOST 13 MILLION. DOLLARS SPENT ABOUT 11 A LITTLE OVER $11 MILLION AND WE HAVE $12 MILLION KIND OF LEFT. WHEN YOU LOOK AT A YEAR OVER YEAR YOU CAN KIND OF SEE WE ADOPTED THAT NEW PLAN IN 2020, WHICH KIND OF REALLY WENT INTO EFFECT FOR THE FIRST TIME FULLY IN FISCAL YEAR, 21 UM, BUT AS WE'VE KIND OF MOVED FORWARD, YOU CAN SEE THAT WE'VE HAD A LOT MORE PROJECTS. BE COLLECTED WITH ROADWAY IMPACT FEES. HERE'S ALL THE PROJECTS WITHIN THE CITY THAT WE'VE BEEN USING. IMPACT FEES FOR, UM IN VARIOUS. VARIOUS PARTS OF THE CITY. YOU CAN KIND OF SEE WILMOTH ROAD. CALLING MCKINNEY. THOSE ARE KIND OF THE TWO BIG EXPENDITURES IF YOU'RE LOOKING AT THAT PREVIOUS TABLE.THAT'S THE ONE WITH ROADS. THE $6.5 MILLION EXPENDITURE ONE. AND THEN COLLIN MCKINNEY IS THE $2.3 MILLION EXPENDITURES SO JUST KIND OF KEEP THAT IN YOUR MIND. UM MOVING FORWARD. THE UTILITY IMPACT FEES. WE ONLY HAVE ONE SERVICE AREA FOR OUR UTILITY IMPACT FEES, WHETHER IT'S WATER OR WASTEWATER. UM, THAT'S BECAUSE OF THE WAY IT'S DESIGNED RIGHT. THEY'RE DESIGNED TO BE LINKED TOGETHER. IT'S KIND OF TOUGH TO BREAK THOSE APART. SO THEY ARE ONE SERVICE AREA.
DID YOU LOOK AT THAT WE'VE KIND OF COLLECTED OR WE STARTED WITH A BALANCE OF ABOUT 8.5 MILLION COLLECTED ABOUT 12.7 MILLION AND , YOU KNOW, SPENT 14.6 MILLION ON PROJECTS, LEAVING US WITH SEVEN JUST OVER $7 MILLION LEFT. SPENT. SEE AS WE CHANGE THE FEES IN 2020. WE'RE IN OUR SECOND YEAR REALLY OF HAVING THAT BE. FULLY IMPACTED AND WE'RE WE'VE COLLECTED QUITE A BIT THIS YEAR.
A LOT OF PROJECTS LOT OF DEVELOPMENT HAPPENING IN MCKINNEY, WHICH IS GREAT. THOSE ARE THE PROJECTS YOU CAN KIND OF SEE. WHERE THEY'RE AT WITHIN THE CITY, DOING SOME WATER MAIN LINES. THEY'RE DOWN AROUND AIRPORT AND HARRY MCKILLOP AND FM 546. WE'VE GOT A SEWER MAIN UP THERE. UM. BLANKING ON THE ROAD, BUT JUST UP THERE KIND OF A LOT. HOW PARKWAY AND BLOOMINGDALE UM, SO THAT'S THAT'S WHERE THAT IS. UH OH, WITH THAT STAFF RECOMMENDS FILING THE CAPITAL OR THE SEMI ANNUAL IMPACT, THE REPORT. WITH REGARDS TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN. AND I WILL STAND FOR ANY QUESTIONS THIS WILL GO TO CITY COUNCIL ON JANUARY. 2ND, UM FOR THEIR ACTION. QUESTIONS. THANK YOU, ERIN.
