PLEDGED ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. AND TO THE REPUBLIC FOR WHICH ONE DAY SHE UNDER GOD. OKAY, JUSTICE FOR ALL. ALRIGHT BEFORE. I'M GONNA TAKE THE AGENDA OUT OF ORDER GOING TO HOLD OFF ON PUBLIC COMMENTS FOR A MINUTE. AND AT FIRST WILL TO DISCUSS AN
[Consider/Discuss/Act on a Resolution Directing the City Manager to Request Grant Funding from the McKinney Economic Development Corporation and the McKinney Community Development Corporation for Planning and Design of the East Side of McKinney National Airport]
ITEM. ITEM 231072, WHICH IS CONSIDERING ACT ON A RESOLUTION DIRECTING CITY MANAGER TO REQUEST GRANT FUNDING FROM MCKINNEY ECONOMIC DEVELOPMENT CORPORATION, MCKINNEY COMMUNITY ELEMENT CORPORATION FOR PLANNING AND DESIGN OF THE EAST SIDE OF MCKINNEY NATIONAL AIRPORT. I BELIEVE THAT IT IS COME TO THE ATTENTION OF MEMBERS OF COUNCIL THAT THERE'S STILL QUESTIONS THAT NEED TO BE ANSWERED AND INFORMATION. SHARED WITH THE GENERAL PUBLIC AND SOME MORE DIALOGUE BACK AND FORTH IN RELATION TO THAT ITEM, AND I BELIEVE AS SUCH, THERE IS A B A MOTION. SO I WANTED TO MAKE A MOTION THAT WE ACTUALLY TABLE THAT I DON'T JUST TO PROVIDE US A LITTLE BIT MORE TIME FOR CLARIFICATION. WE SPOKE ABOUT THIS IN THE WORK SESSION, BUT I DO THINK THAT WE DO NEED TO DO A BETTER JOB IN TERMS OF EDUCATING THE PUBLIC ON WHAT IS GOING ON WITH THE AIRPORT AND OUR FUTURE PLANS BECAUSE ONCE AGAIN I FEEL LIKE THERE IS A DISCONNECT BETWEEN WHAT COUNSEL SEASONS OF VERY VALUABLE ASSET TO THE CITY. I DON'T THINK WE'VE BEEN ABLE TO RELAY THAT. VERY WELL. UM WE'VE GOTTEN SOME EMAILS BACK, AND I THINK THERE'S JUST A LACK OF UNDERSTANDING OF WHERE THE FUNDING IS COMING FROM FOR THIS, UM SO WE NEED TO TAKE SOME TIME AND REALLY, UH, DO A BETTER JOB OF EDUCATING BEFORE WE MOVE FORWARD. AND I THINK WITH THE FUNDING IS COMING FROM BUT ALSO WHAT IT'S FOUR SPECIFICALLY. WE TABLE THIS INDEFINITELY TABLED THE MOTION TABLE AND DEFINITELY IS THERE A SECOND? I WILL SECOND PLEASE CAST YOUR VOTES. I DON'T HAVE IT YET, EITHER. DO YOU STILL IN WORK SESSION, OKAY. THANK YOU. YEAH WE GET CAUGHT UP RIGHT NOW. I'LL TAKE A JUST ALL IN FAVOR. SAY, AYE AYE OPPOSED. MOTION CARRIES NOW AS I MOVE TO PUBLIC COMMENTS WHAT'S THAT? SHE HAS TWO SECONDS, OKAY? AS WE MOVE TO PUBLIC COMMENTS YOU MAY[PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]
BE HERE TO YOU MAY HAVE BEEN HERE TO SPEAK, AND I DON'T FEEL FREE TO DECLINE TO COME UP AND SPEAK ON THAT ITEM. NOW IF YOU WOULD SO CHOOSE AS WE HAVE TABLED IT INDEFINITELY. GIVE YOU THAT OPPORTUNITY AS WELL. SO PUBLIC COMMENTS I CALL YOUR NAME IF YOU WANT TO COME UP AND SPEAK. CERTAINLY DO SO, IF YOU ELECT TO NOT SPEAK AS A RESULT OF THE MOTION WAS JUST MADE AND TAKEN. YOU CAN CERTAINLY SAY YOU YOUR HOLD YOUR COMMENTS IF YOU CHOOSE HANK JOHNSTON. WHAT ABOUT MAYOR AND COUNCIL STILL WOULD LIKE TO COMMENT ON THAT ITEM? IF I COULD I SPOKE TO Y'ALL.SHORTLY AFTER THE FEET OF THE BOND. AND I COMMUNICATED AT THAT TIME THAT IT WAS MY FEEDBACK FROM TALKING TO VOTERS THAT VOTED NOW THAT THEY WERE ALSO VOTING NOTABLE COMMERCIAL PASSENGER SERVICE. I WAS GOING TO ASK YOU TONIGHT. TO AMEND YOUR RESOLUTION TO REMOVE THE
[00:05:05]
LANGUAGE QUOTE AND OUR COMMERCIAL PASSENGER SERVICE. AND TO ASK YOU TO PUT AN ITEM.IN A FUTURE ELECTION BALLAD. FOR AN ADVISORY VOTE FROM THE CITIZENS ON PRO OR CON TO PASSENGER SERVICE. I THINK THE PUBLIC NEEDS A CHANCE TO WEIGH IN ON THIS SUBJECT SPECIFICALLY.
I APPRECIATE WHAT IS HAPPENING AT THE AIRPORT WITH THE CORPORATE AVIATION. I COMMEND YOU ON THAT. I THINK IF YOU LOOK AT SUGARLOAF AIRPORT DOWN IN SOUTH TEXAS, THEY HAD PASSENGER SERVICE AT ONE POINT IN TIME, AND THEY REMOVED THAT, AND THEY NOW ONLY ADDRESS. CORPORATE AVIATION, AND IT IS A VERY, VERY SUCCESSFUL PROJECT. THANKS FOR YOUR VOTE TODAY ON REMOVING AND TACKLING THIS ITEM, I WELCOME LOOKING TO HEAR MORE ABOUT YOUR INTENTIONS OUT OF FUTURE DAY.
JOHNSON DID YOU STATE YOUR ADDRESS WHEN YOU EXCUSE ME? I'M SORRY. 2627 CLUB LIKE TRAIL.
MCKINNEY TEXAS. THANK YOU HAVE STATED BEFORE YOU BEFORE I'M THE FORMER MAYOR. OF BLUFFTON, SOUTH CAROLINA. THANKS, SIR. THANK YOU. MORE. HMM. HI MY ADDRESS IS CORRECT ON THE PAPER. I JUST ALSO WANT TO SAY THANK YOU. PARDON THE PURPOSE OF ANNOUNCING YOUR ADDRESS IS NOT FOR US. IT'S FOR THE GENERAL PUBLIC. OKAY IT'S CORRECT ON THE PAPER RECORD . IT'S WORKED IN THE RECORD IS YOUR ADDRESS, MA'AM. IT IS IN FAIRVIEW. WHAT IS YOUR ADDRESS, MA'AM? I DECLINED TO GIVE MY ADDRESS SO UM. I JUST WANTED TO ALSO THANK YOU FOR REMOVING THAT FROM THE AGENDA. I APPRECIATE THAT, AND I JUST WANTED TO SAY THAT I KNOW THAT THERE'S BEEN A LOT OF UM, IN THE PAST FEW MEETINGS TALKING ABOUT HOW THE NO VOTE. MEANS NO TO THE MONEY TO BE SPENT, BUT PEOPLE. UM.
HAVE SPOKEN, AND IT MEANS NO TO BOTH THE AIRPORT AND THE MONEY. SO JUST KEEP THAT IN MIND BUT AGAIN, I WANT TO THANK YOU. MEG LATHAM. HELLO I'M MEG LATHAM FOR 61.
KENTUCKY LINE. FAIRVIEW TEXAS. I'M HERE AS A CITIZEN OF FAIRVIEW, KENTUCKY LANE AND HERITAGE RANCH. AS YOU KNOW, WE HAVE. WE'RE IN THE FLIGHT PATH OF THE MCKINNEY AIRPORT NOW AS IT STANDS, AND BUT ALSO I'M HERE. ON BEHALF OF THE HER NATURAL SCIENCE MUSEUM. AND WHILE I'VE SANCTUARY THAT'S UNFAIR VIEW, THAT IS, UM, ALSO A VERY, UM PRECIOUS 289 ACRES OF WILDLIFE OF SANCTUARY, WETLANDS BLACK LINE PRAIRIE. WOODLANDS THAT I WOULD BE. I WOULD BE REMISS AND NOT, UM, STANDING HERE AND STANDING UP FOR THE HER MUSEUM. FOR WHATEVER MIGHT BE COMING DOWN THE PIKE. WHETHER IT IS THE CONCRETE RECYCLING PLANTS OR THE AIRPORT EXPANSION, ANYTHING THAT WOULD THAT MIGHT AFFECT OUR ENVIRONMENT AND THE WILDLIFE THERE. IS A GREAT CONCERN FOR ME AND A LOT OF PEOPLE THAT SUPPORT HER MUSEUM, SO I AM JUST ASKING, I GUESS TO MAKE THOSE CONSIDERATIONS OF THE ECOLOGY AND CONSERVATION AND, UM, MAYBE COME OUT AND VISIT AND TALK TO US AT THE MUSEUM. I WOULD LOVE TO HAVE YOU. THANK YOU. THANK YOU, BARBARA ISAACS.
GOOD EVENING. YES UM I'M ALSO A RESIDENT OF FAIRVIEW. I'M HERE TO SPEAK ON BEHALF OF WHAT'S BEEN HAPPENING IS MY FIRST TIME HERE, BY THE WAY, AND WE ARE IN THE DIRECT FLIGHT PATH OF THE AIRCRAFT THAT TRAVEL OVER RIGHT NOW, AND IT'S BEEN YOU KNOW, VERY NOISY AND QUITE LOUD AT TIMES, AND MY CONCERN IS PUTTING THE BIGGER JETS UP THERE IN THE SKY ABOVE US WITH CAUSE
[00:10:04]
ADDITIONAL NOISE AND ALSO SAFETY FACTORS CONCERNED ABOUT THE SAFETY OF THE RESIDENTS IN THAT AREA. IN CASE THERE IS A PROBLEM WITH THE AIRCRAFT. UM. I ACTUALLY AM VERY WELL CONNECTED.I KNOW A LOT OF PEOPLE IN COLLIN COUNTY AND THROUGHOUT THE STATE OF TEXAS, AND I'VE ASKED A LOT OF PEOPLE WHAT THEY THINK ABOUT THE AIRPORT AND I DON'T EVEN SAY WHAT MY THOUGHTS ARE. BUT I JUST SAY, WHAT DO YOU THINK ABOUT MCKINNEY? I SAID, WHY DO WE NEED AN AIRPORT? MCKINNEY I MEAN, WE'VE GOT LOVE FIELD WE'VE GOT ADDISON AIRPORT DFW, AND THEY'RE ALL WITHIN 20 TO 30 MINUTES.
PROXIMITY. OF MCKINNEY, SO WE DON'T REALLY SEE A NEED TO EXPAND THIS AIRPORT. UM IF THERE WERE I DID TALK TO ONE GENTLEMAN THE OTHER DAY, AND HE'S NEW TO THE AREA, HE SAYS. IF WE WERE PUT IN A NEW AIRPORT, HE SAYS, I COULD SEE ONE UP, MAYBE TOWARDS SHERMAN FURTHER UP CLOSER TO THE BOARD OF THE TEXAS BORDER IN OKLAHOMA BORDER BUT DIDN'T SEE A NEED FOR IT HERE. SO MOST PEOPLE THAT I TALKED TO, IN FACT, 99% OTHER THAN THAT, ONE SAID THAT HE JUST DOESN'T SEE NO ONE SEES A NEED FOR IT. SO THE EXPANSION I DON'T THINK IT'S NECESSARY AND THANK YOU FOR TABLING THIS TONIGHT. THANK YOU. MIKE MADDEN. MIKE MADDEN. UM. THANKS FOR ALLOWING ME TO SPEAK. MY QUESTION IS THAT THE LAST MEETING? MARRIAGE DRESS. MARY SAID THAT MR MADDEN YOUR ADDRESS . PLEASE. SIR, WHAT'S YOUR ADDRESS? IT'S ON MY CARD. I LIVE IN MCKINNEY. OLIVE IN MCKINNEY.
IT'S ON MY CARD AT YOUR LAST MEETING. YOU STATED THAT THE REASON PEOPLE VOTED DOWN TWO BOND ISSUES FOR THE AIRPORT. BECAUSE THEY DIDN'T WANT TO PAY FOR IT IN THAT MANNER. I'M PRETTY SURE THEY DON'T WANT TO PAY FOR IT IN ANY MANNER. SO I'M ASKING YOU GUYS, ARE YOU GONNA BE ABLE TO DO WHAT YOU'D LIKE TO DO WITHOUT RAISING TAXES OF ANY KIND? WOULD YOU PLEASE BE, UH VERY NON, VERY TRANSPARENT ABOUT THAT ARE VERY OPEN ABOUT IT. THANK YOU. JUDITH.
MY NAME IS JUDY TO SEAN AND I LIVE AT 6709 ISH NELLA TRAIL AND PLANO. MY DAUGHTER LOOSE, HEARD AND ROAD AND I GO TO CHURCH AT TRINITY PRESBYTERIAN ON VIRGINIA . I'M VERY, VERY CONNECTED TO MCKINNEY. UM I WOULD LIKE TO SAY IT'S A GOOD IDEA. TO DO A BETTER JOB IN PRESENTING THIS TO THE PUBLIC, AND YOU NEED TO BE VERY HONEST. OKAY I THINK YOU LOST A LOT OF FAITH. ON THE LAST BOND ISSUE. I WENT TO THOSE MEETINGS. I HAD TWO QUESTIONS. THE FIRST ONE WAS AH ECONOMIC VIABILITY, SOMEONE HERE SAID ONE DOWN IN SOUTH TEXAS WAS NOT ECONOMICALLY VIABLE FOR COMMERCIAL FLIGHTS.
WELL ACTUALLY, A LOT OF, UM REGIONAL AIRPORTS ACROSS THE COUNTRY ARE NOW BEING CLOSED.
THESE ARE REGIONAL AIRPORTS WHERE THERE REALLY ISN'T ANOTHER AIRPORT NEARBY. AND IT'S REALLY NEEDED. BUT. UNFORTUNATELY THE AIRLINES DON'T HAVE ENOUGH PILOTS. AND UM, THEY ARE NOT GOING TO COME TO MCKINNEY AND HAVE A GATOR TO OPEN HERE. IT WOULD NOT BE AS PROFITABLE.
THEY'RE GOING TO PUT THE PILOTS WHERE THE PROFIT IS. AND I DOUBT IF IT'S GOING TO BE COMING OUT OF MCKINNEY. SO THAT WAS WHY I ASKED THE QUESTION. THE QUESTION WAS NOT ANSWERED. UM AH, THEY TOLD ME THAT WHEN WE'RE NOT TALKING ECONOMICS AT THIS MEETING THEY DIDN'T TALK TO ECONOMICS OF EITHER MEETING. THE OTHER QUESTION I HAD IS THE IMPACT ON THE EAST SIDE. THE PEOPLE WHO LIVE ON THE EAST SIDE OF PLANO WAS CONCERNED ABOUT THAT. AND I GOT THE SAME ANSWER FROM THE AIRPORT MANAGER. I BELIEVE HE WAS AND ONE OF YOU WERE THERE. AND GAVE ME THE SAME ANSWER, WHICH IS WELL, LOOK AT LOOK AT HIGHLAND PARK. THOSE RICH PEOPLE DOWN IN HIGHLAND PARK HAVE LOVE FIELD AND THEY DON'T MIND. WELL, I ACTUALLY KNOW PEOPLE IN HIGHLAND PARK.
AND THEY ASSURED ME THEY DO MIND BUT THE WEALTHY AREA OF HIGHLAND PARK IF YOU DRIVE DOWN MOCKINGBIRD. YOU GET THE NICE, BEAUTIFUL MANSIONS THAT ARE TO KEEP GOING. KEEP GOING. IT GETS TACKIER AND TECH HERE IN TURKEY AS YOU APPROACH LOVE FIELD. OKAY BUT THAT QUESTION WAS NOT
[00:15:01]
ANSWERED EITHER. PLUS HAVING THE MEETINGS RIGHT BEFORE THE ELECTION WAS NOT A GOOD IDEA.OKAY? SO I ASK YOU TO RESPECT THE CITIZENS. AND BE HONEST WITH HIM. AND YOU'LL DO A LOT BETTER.
THE OTHER THING IS, UM MY DAUGHTER SAID. I THINK WE NEED TO CHANGE OUR LOGO. UH FOR BIKINI. I DON'T THINK WE CAN HAVE YOU KNOW? SPECIAL BY NATURE ANYMORE AND WHAT I SUGGESTED TO HER? AS WE SAY, MAYBE OUR LOGO COULD BE DON'T FRISCO, MY MCKINNEY. DONALD SILVER. HMM.
GOOD EVENING, EVERYBODY. MY NAME IS TOM MCKERROW. I LIVE AT 1108. BUT ALRIGHT, OKAY, WE'RE GONNA DO A DUET. HE'S GONNA SING GETTING WE HAVEN'T GOTTEN LOGOS RIGHT OR NAMES RIGHT? FIRST OFF.
THANK YOU VERY MUCH FOR TABLING THIS. I WENT TO MY FIRST PRESIDENTIAL CONVENTION 64 YEARS AGO, MR SILVER. YOUR ADDRESS, SIR. YOUR ADDRESS, PLEASE. ON THE FARM. WE'VE SUFFERED MASSIVE IDENTITY THAT AFFECTED INCOME TAX SOCIAL. OH, YOUR ADDRESS MCKINNEY RESIDENT. THANK YOU. I WENT TO MY FIRST PRESIDENTIAL CONVENTION 64 YEARS AGO. I'VE BEEN AROUND POLITICS. I KNOW THAT IF YOU HAVE A MARGIN OF 10% OF THE VOTE, THAT'S A LANDSLIDE. THIS AIRPORT VOTE WAS 18% AS I RECALL AGAINST IT, SO I THINK WE NEED ANOTHER VOTE BY THE VOTERS RATHER THAN JUST YOU, GENTLEMEN AND LADIES, UH, DECIDING THIS FOR US. SO THAT'S WHAT I WANT TO SAY ONE. THANK YOU. TOM MCCARROLL. YEAH GOOD EVENING AGAIN. MY NAME IS TOM MCCARROLL. I LIVE AT 1108 TURKISH STREET IN MCKINNEY, TEXAS, IS THE BEST STREET IN MCKINNEY HAVE BEEN TOLD, UM, I JUST WANT TO THANK YOU ALL FOR YOUR PRUDENCE. I THINK MCKINNEY HAS BEEN WELL SERVED TODAY BY YOUR DECISION TO TABLE THIS EVENT. AND OR THIS AGENDA ITEM AND I LOOK FORWARD TO ENGAGING WITH YOU AND I LOOK FORWARD TO YOU AND GAUGING WITH US. SO THANKS AGAIN, AND I WISH YOU ALL A HAPPY AND PROSPEROUS 2024. THANK YOU, TOM. SUE SILVER. GOOD EVENING. MY ADDRESS IS IN MCKINNEY AND I GO WITH THE OTHER SILVER AND IT WAS THE MASSIVE IDENTITY THEFT WAS AGAINST MY ACCOUNT IN SOCIAL SECURITY. IT TOOK 200 HOURS, SO WE DON'T WE DON'T DISCLOSE THAT. BUT WE ARE PROUD MCKINNEY RESIDENTS. AND LOVE MCKINNEY. AND WE, UH. YEAH WE MOVED HERE BECAUSE WE WANTED TO GET AWAY FROM LOS ANGELES AND L A X, SO WE WEREN'T EXPECTING THAT WE WERE GOING TO HAVE TO DEAL WITH AN AIRPORT ISSUE HERE. AND OF COURSE, WE UNDERSTAND THAT THE VOTERS MADE IT VERY CLEAR HOW THEY FEEL ABOUT THE EXPANSION OF THE AIRPORT AND COMMERCIAL PASSENGER SERVICE. I HAPPEN TO LOVE THE AVIATION INDUSTRY WORKED FOR NORTHROP LOVE PRIVATE PLANES AND I LOVE I LOVE OUR LOCAL LITTLE AIRPORT, BUT I WOULD NOT LIKE TO SEE IT EXPANDED AND I DO. THANK YOU VERY MUCH FOR STABLING. THE MOTION AND FURTHER. LISTENING TO THE CITIZENS OF OUR BEAUTIFUL CITY HERE OF MCKINNEY. THANK YOU. YOU SCOTT SATELLITE. YOUR HONOR AND YOUR HONORS. I'M SCOTT SATELLITE. I'M FROM FAIRVIEW AND FAIRVIEW MEADOWS RIGHT ON THE BORDER OF MCKINNEY. AND I'M HERE REPRESENTING ALL OF THOSE PEOPLE WHO REALLY DON'T HAVE A VOTE IN MCKINNEY, RIGHT? BUT WE GET IMPACTED BY THE NEGATIVE. IMPACT OF THE AIRPORT WITHOUT TAKING ADVANTAGE OF ANY OF THE POSITIVE ECONOMIC IMPACTS OF IT. SO UM, YOU KNOW, NOISE POLLUTION, AIR POLLUTION, GROUND POLLUTION, WATER POLLUTION AND SO FORTH, INCREASED TRAFFIC AND SO FORTH. SO THESE ARE ISSUES THAT AFFECT US EVEN THOUGH WE'RE NOT IN MCKINNEY AND REAL REQUEST IS TO EXPAND THIS. UM VOTE IF YOU WILL , TO BE MORE DEMOCRATIC AND REALLY TAKING THE INPUT OF THE PEOPLE IN THE SURROUNDING COMMUNITIES BECAUSE THEY'RE REALLY AFFECTED BY IT, AND DON'T GET ANY OF THE POSITIVE ECONOMIC IMPACT OF IT, SO THEY'VE GOT POTENTIALLY PROPERTY VALUES DECREASING BECAUSE OF THIS
[00:20:06]
AIRPORTS FLYING OVER YOU DO COMMERCIAL AIR FIGHT YOUR PROPERTY VALUES ARE GOING TO GO DOWN. SO MAYBE YOU COULD MAKE IT SO THAT THERE IS INCENTIVE FOR US TO BE INVOLVED AND PROVIDE MONEY TO US WHO ARE GOING TO HAVE PROPERTY VALUES DECREASE LEVEL THE PLAYING FIELD. AND SO FORTH IT I JUST ASSUME NOT HAVE THE AIR POLLUTION IN THE NOISE POLLUTION. BUT AT LEAST MAKE US WHOLE. IF YOU'RE GOING TO GO, YOU KNOW, TAKE OUR PROPERTY VALUES DOWN. SO YOU KNOW, WHEN YOU GO LOOK AT THE ENVIRONMENTAL STUDIES LIKE WE TALKED ABOUT HEARD MUSEUM. HAVE YOU LOOKED AT THE WETLANDS THAT GO DOWN TO YOU KNOW, THE AVON LAKE WETLANDS AND SO FORTH, HAVE ALL THE STUDIES ONLY BEEN DONE ON THE ON THE AIRPORT PROPERTY IS WHAT I UNDERSTAND. HAVE YOU EXTENDED THE ECONOMIC STUDIES OUTWARD INTO THE SURROUNDING AREAS? SO THESE ARE MY REQUESTS THAT YOU DO? UM I THINK THAT'S ALL I'VE GOT. THANK YOU. THANK YOU, SIR. ALL RIGHT. THAT IS ALL THE I[CONSENT AGENDA]
HAVE SIGNED UP TO SPEAK. WE MOVE ON TO CONSENT AGENDA THESE ARMS CONSISTENT ON CONTROVERSIAL HOUSEKEEPING I'M REQUIRED BY LAW. MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER, MAKING SUCH REQUEST PRIOR TO MOTION ON CONSENT ITEMS MAKE A MOTION. WE APPROVE THE CONCERN AGENDA SECOND CAST YOUR VOTES. YOU WON'T HAVE IT. I DON'T. POSITION PASSES REGULAR AGENDA. PUBLIC URINE ITEMS AGENDA. CONSISTS OF ITEMS REQUIRING INDIVIDUAL CONSIDERATION BY THE COUNCIL. UM, WE HAVE ALREADY. ADDRESS ITEM 231072 MOVED TO 31073[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Negotiate an Agreement with a Preferred Development Team for the Redevelopment of Approximately 4.75 Acres of City-Owned Property in the Historic Downtown]
CONSIDERING ACT ON A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT. WITH A PREFERRED DEVELOPMENT TEAM FOR THE REDEVELOPMENT OF APPROXIMATELY 4.75 ACRES OF CITY OWNED PROPERTY IN THE HISTORIC DOWNTOWN. GOOD EVENING, MAYOR MAYOR PRO TEM CITY COUNCIL ASSISTANT CITY MANAGER KIM FLAM STEPPING IN FOR MICHAEL QUINT TONIGHT, GIVE A BRIEF OVERVIEW OR WHERE WE ARE AT WITH THE DOWNTOWN DEVELOPMENT R F Q. I AM LOOKING FOR THE SLIDE. ADVANCER.SO YOU HAVE SEEN THIS TIMELINE SEVERAL TIMES BEFORE AND WE ARE AT THE PARTNER SELECTION PHASE, AND ON NOVEMBER 28TH. WE HAD OUR THREE DEVELOPMENT TEAM FINALISTS PRESENT A COUNCIL AND ALSO MEET THE PUBLIC. AND I WANT TO NOTE THAT THESE THREE FINALISTS CAME FROM A POOL OF 15 QUALIFIED APPLICANTS. THAT'S NOT JUST 15 APPLICANTS. THOSE ARE 15 DEVELOPMENT TEAMS THAT BUILD PROJECTS, MANY OF WHOM BUILT MIXED USE PROJECTS, MANY OF WHOM BUILT PROJECTS IN TEXAS AND WE FELT VERY LUCKY TO HAVE THREE VERY QUALIFIED TEAMS PRESENT. ON NOVEMBER 28TH. THEY MET WITH THE PUBLIC. WE SOLICITED PUBLIC COMMENT CARDS. THE COUNCIL DISCUSSED THIS IN EXECUTIVE SESSION, BOTH AND DECEMBER 5TH AND DECEMBER 19TH. WE RECEIVED ABOUT 48 SURVEY RESPONSES AND THIS WAS NOT A SCIENTIFIC SURVEY . THESE WERE OPEN ENDED COMMENT CARDS AND THERE WEREN'T ANY SORT OF THERE WASN'T ANY CLEAR DIRECTION. BASED ON THE CARDS. THERE WAS A WIDE VARIETY OF COMMENTS, BUT ALMOST EVERYONE AND WHEN WE DID A WORD CLOUD FROM EVERYONE'S COMMENTS CARD, THE WORD GOOD CAME UP ON ALL THREE. AND TO US. THAT MEANS WE HAVE THREE REALLY GOOD CANDIDATES HERE THAT REALLY UNDERSTAND HOW TO DO DEVELOPMENT DOWNTOWN. IT MAKES IT A VERY TOUGH DECISION. BUT IT'S ALSO THE BEST PLACE YOU CAN BE IN, ESPECIALLY FOR SOMETHING AS SPECIAL AS DOWNTOWN MCKINNEY. SO HERE'S WHERE WE'RE AT TODAY, AND THE AGENDA RIGHT NOW IS A RESOLUTION THAT WOULD AUTHORIZE US TO ENTER INTO AGREEMENT WITH A PREFERRED FIRM AND THAT AGREEMENT WILL GOVERN THE ACQUISITION AND THE REDEVELOPMENT OF APPROPRIATE THAT SOUNDS VERY TECHNICAL. SO WHAT IS THAT? EXACTLY WE ARE ASKING COUNSEL TO SELECT A PREFERRED DEVELOPMENT TEAM. AND THEN WHAT HAPPENS NEXT? YOU KIND OF SEE ON THIS SLIDE COUNCIL WAS DELIBERATELY OPEN WHEN THEY CAST THE NET FOR THIS PROJECT BECAUSE THEY WANTED TO SEE THE POTENTIAL OF EVERYONE WHO WAS OUT THERE. WE FIRST NEED TO SORT OF FIGURE OUT WHAT THAT VISION IS. WE SAW SOME REALLY EXCITING IDEAS FROM ALL THREE TEAMS, BUT WE NEED TO DO A LITTLE MORE WORK TO HONE IN THE VISION. WHAT'S ON THE TABLE? THAT'S OFF THE TABLE, ETCETERA, SO WE WOULD ANTICIPATE GOING INTO A WORKING AGREEMENT WITH THIS FIRM TO HELP US WITH THAT DO A COLLABORATIVE EFFORT WITH THE COUNCIL WITH THE PUBLIC EXPAND ON THE PLANNING IDEAS THEY HAVE LOOK AT THE FINANCING AND HONE IN ON WHAT THE VISION IS FOR THE PROPERTY, AND ONCE WE'VE DONE THAT, WE WOULD ANTICIPATE THAT WE WOULD HAVE A TERM SHEET THAT TERM SHIP WOULD TURN INTO A DEVELOPMENT
[00:25:05]
AGREEMENT AND THEN WE WOULD GO INTO EXECUTION ADMINISTRATION. THE RESOLUTION. YOU SEE TODAY GIVE SIX MONTHS FOR US TO GET TO THAT POINT, AND WE FEEL THAT THAT IS VERY REALISTIC. SO AGAIN, THE TIMELINE NOW EXTENDED OUT SHOWS US SELECTING A DEVELOPER AND GOING THROUGH THOSE STEPS WITH A HOPEFUL HOPEFUL DEVELOPMENT AGREEMENT. FALL OF 2024 AND EXECUTION BEGINNING EITHER LATE 2024 EARLY 2025. THERE ARE REPRESENTATIVES FROM EACH OF THE DEVELOPMENT TEAMS IN THE AUDIENCE TONIGHT. AND I STAND FOR ANY QUESTIONS YOU MAY HAVE. QUESTIONS FOR KIM.SO JUST TO REITERATE WHAT YOU SAID, UM, THERE ARE SEVERAL POINTS IN TIME AS WE MOVE FORWARD THAT IT MAY WHEREVER THE SELECTIONS TODAY TODAY'S SELECTION IS AGAIN JUST TO GO TO THE NEXT STEP TO START NEGOTIATING TERMS, BUT ALSO LOOKING AT HOLISTIC VISIONS AND WHAT THE ACTUAL DELIVERY WILL BE. I'M NOT NOT JUST THE VISIONS THAT HAVE BEEN PRESENTED TO DATE AND, UM AND IF WE CAN'T GET TO AN AGREEMENT, ONE THAT WE FEEL EMBODIES WHAT WHAT THE COMMUNITY IS EXPECTING AND LOOKING FOR, AND WHATNOT. WE WILL BE BACK AT THE TABLE AND BE OPENING DISCUSSIONS WITH ANOTHER ANOTHER ONE OF THE PARTIES THAT HAVE APPLIED AND MADE IT TO THIS ROUND. THAT'S A GREAT POINT AND WORTH REITERATING. EACH OF THE DEVELOPMENT TEAMS IN NOVEMBER SHOWED CONCEPTUAL PLANS OF WHAT THEY WERE THINKING OF FOR DOWNTOWN BASED ON THEIR KNOWLEDGE AT THAT POINT IN TIME, SELECTING A DEVELOPMENT TEAM TODAY DOES NOT MEAN THAT WILL BE BUILT TOMORROW. IT DOESN'T MEAN WE'RE ACTUALLY SELECTING THAT EXACT PLAN. IT MEANS THAT WE FEEL THEY HAVE THE ABILITY TO WORK WITH US TO HONE IN ON THEIR TECHNICAL SKILL SET. THE PLAN THEY SHARED WITH US, BUT EVOLVED THAT PLAN INTO A VISION AT THE COUNCIL IS LOOKING FOR THE SITE.
HAVE A QUESTION. THANK YOU, CAPTAIN. APPRECIATE IT. THAT ENTERTAIN A MOTION. I THINK MARK IS. THE MOTION WILL INCLUDE THE NAME CORRECT SO THE MOTION WILL BE TO AUTHORIZE A MEASURE TO NEGOTIATE AGREEMENTS WITH THE SPECIFIC TEAM WILL BE NAMING THAT TEAM NOW. AND AGAIN THAT'LL BE A FIRST ROUND OF NEGOTIATIONS AND DISCUSSIONS AND TO IDENTIFY WHETHER OR NOT THAT TEAM CAN, IN FACT, DELIVER. ULTIMATELY WHAT WE EXPECT AND WANT AS A COMMUNITY, AND IF WE CAN'T GET THERE, THEN WE'LL BE BACK AT THE TABLE. SO I'LL MAKE A MOTION IN A I JUST WANT TO PUT A LITTLE BIT OF AN EXPLANATION BEHIND, UM WHO I'M GOING TO MAKE THE MOTION FOR. I WANT TO SAY FIRST OF ALL, THANK YOU TO ALL THREE TEAMS THAT CAME IN AND PRESENTED TO US BECAUSE THEY WERE GREAT PROJECTS, AND I THINK EACH ONE OF THEM HAD COMPONENTS THAT WE LOVED. UM AND KIND OF THE PERFECT SCENARIO KIND OF BE A GEL OF ALL THREE, BUT FOR ME WHAT IT CAME DOWN TO, BECAUSE THE COMPONENTS CAN CERTAINLY CHANGE. WE CAN HAVE SOME CLARIFICATIONS ABOUT WHAT WE WANT, WHETHER IT BE THE BALANCE BETWEEN RESIDENTIAL RETAIL ENTERTAINMENT PARKING ALL OF THOSE THINGS, BUT FOR ME, IT REALLY CAME DOWN TO STYLE. AND I FELT THAT MTG GAVE THE BEST STYLE THAT REALLY INTEGRATED WELL WITH THE COMMUNITY. SO MY MOTION IS THAT WE MOVE FORWARD WITH TWO G. SECOND I'LL SECOND PLEASE CAST YOUR VOTES. PUSHING PASSES. AND WE ARE GRATEFUL FOR EVERYONE THAT HAS RESPONDED TO THE R F Q THREE HERE, OF COURSE, AND THE OTHER 12 THAT RESPONDED INITIALLY, THEY DID NOT MAKE IT TO THE FINAL ROUND. UM THERE'S A LOT OF DELIBERATION AND CONSIDERATION. DISCUSSION TO GET WHERE WE ARE TONIGHT. HOPEFULLY WILL BE HAVE A SUCCESSFUL NEGOTIATION MOVING FORWARD. BUT IF NOT, WE WILL BE ASKING. ANOTHER ANOTHER TEAM TO ENTER INTO THE SAME DISCUSSIONS WITH US AT A LATER DATE. I DO WANT TO POINT OUT MR MAYOR THAT EACH OF THE COUNCIL MEMBERS WERE EXTREMELY GRATEFUL AT THE AMOUNT OF EFFORT THAT WAS PUT INTO THIS PROJECT BY EACH OF THE RESPONDENTS AND ALL OF US WERE EXCEPTIONALLY IMPRESSED WITH THE QUALITY ACROSS THE BOARD. AH IN PARTICULAR THE TEAMS THAT YOU BROUGHT TOGETHER FOR THIS PROJECT AND THE AMOUNT OF TIME AND DEDICATION YOU PUT INTO PRESENTING IT TO US, UH AND I WANT TO REITERATE AT LEAST MY OPINION THAT UH, EVERYONE IS STILL IN THE RUNNING. IF THESE
[00:30:04]
NEGOTIATIONS AS PROPOSED, DO NOT REACH A SATISFACTORY CONCLUSION, AND SO PLEASE DO NOT THINK IF YOU WERE NOT THE SUBJECT OF THE MOTION THAT YOU ARE EXCLUDED AT THIS POINT IN TIME, SO THANK[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “PD” - Planned Development District, Generally to Modify the Development Standards and to Allow for Single-Family Attached Uses (Westridge Townhomes), Located Generally on the North Side of Virginia Parkway and Approximately 420 Feet West of North Independence Parkway, and Accompanying Ordinance]
YOU. ITEM. 230081 Z TO CONDUCT A PUBLIC HEARING TO CONSIDER AND ACT ON REQUEST TO REZONE SUBJECT PROPERTY FROM PLAN DEVELOPMENT DISTRICT. GENERALLY TO MODIFIED DEVELOPMENT CENTERS AND TO ALLOW FOR SINGLE FAMILY ATTACHED, USES WESTRIDGE TOWN HOMES LOCATED GENERALLY ON THE NORTH SIDE OF VIRGINIA PARKWAY IN APPROXIMATELY 420 FT, WEST OF NORTH INDEPENDENCE PARKWAY, IN ACCOMPANYING ORDINANCE. THANK YOU, MR MAYOR, JENNIFER ARNOLD, DIRECTOR OF PLANNING HAPPY NEW YEAR TO YOU ALL I'VE GOT HOPEFULLY A FAIRLY STRAIGHTFORWARD REZONING REQUEST FOR YOU TO CONSIDER TONIGHT AS YOU READ, MR MAYOR, THIS IS A REQUEST TO REZONE THE PROPERTY FROM PD PLAN DEVELOPMENT DISTRICT TO PD PLAN DEVELOPMENT DISTRICT. GENERALLY AT THE NORTHWEST CORNER THERE OF BRIDGE AND VIRGINIA PARKWAY. UM I'M SORRY. INDEPENDENCE PARKWAY, THE I JUST READ THE ENTIRELY WRONG INTERSECTION. I'M SO SORRY. NORTH SIDE OF VIRGINIA AND WEST SIDE OF INDEPENDENCE PARKWAY. I DON'T KNOW WHERE MY BRAIN IS STILL ON VACATION. I SUPPOSE SO.AS YOU READ THE REQUEST IS TO ALLOW FOR TOWN HOMES ON THE SUBJECT PROPERTY. IT'S ABOUT 6.5 ACRE. ONE THING I DO WANT TO KIND OF POINT OUT ON THIS TRACT IS THERE IS THIS IS THE TRACT ITSELF THERE AT THE HARD CORNER. UM RIGHT HERE IS A SLIVER PROPERTY THAT IS ACTUALLY STILL IN THE CITY'S E. T. J AND IT IS CURRENTLY IN DEVELOPMENT FOR COMMERCIAL DEVELOPMENT. SO WE'VE KIND OF GOT AN ODD LOCATION FOR THIS PARTICULAR PROPERTY. IT IS CURRENTLY ZONED FOR COMMERCIAL USES, AND THE REQUEST IS TO REZONE IT TO ALLOW FOR RESIDENTIAL TOWN HOME USES.
THESE WOULD BE TRUE TOWN HOMES, SINGLE UNIT SINGLE LOT FOR SALE AND STAFF HAS REVIEWED THE REQUEST. WE ARE COMFORTABLE WITH IT, ESPECIALLY GIVEN KIND OF THAT ODD CONFIGURATION WITH THE COMMERCIAL AT THE HARD CORNER IN THE E. T J. WE HAVE WORKED WITH THE APPLICANT THEY ARE REQUESTING, AND SOME MODIFIED STANDARDS FOR THAT TOWN HOME DEVELOPMENT, MOST NOTABLY THE PROVISION OF LANDSCAPING. TYPICALLY WE DO REQUIRE ONE CANOPY TREE IN THE FRONT YARD OF EVERY RESIDENTIAL LOT. AND THE APPLICANT IS PROPOSING ONE ORNAMENTAL TREE, WHICH DOESN'T HAVE THAT SAME KIND OF REACH, GIVEN THE SMALLER LOT SIZE AND TO SUPPLEMENT THAT THEY WOULD BE PROVIDING CANOPY TREES IN THE COMMON AREAS OF THE DEVELOPMENT WHEN WE LOOK AT THE SITE IN TOTAL, AND THE PROPOSAL OF THE APPLICANT WE ARE COMFORTABLE THAT IT MEETS THE INTENT OF THE COMPREHENSIVE PLAN AND RECOMMENDING APPROVAL. THE PLANNING AND ZONING COMMISSION HAS ALSO RECOMMENDED APPROVAL, AND I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU HAVE.
QUESTIONS FOR JENNIFER. QUESTION ABOUT THE TERMS USED ON THIS ALLOWED FOR SINGLE FAMILY ATTACHED USES. YES, SIR. THAT IS A TOWN HOME. YEAH SO IS THAT WHY THE TERM ATTACHED IS THROWN IN WITH SINGLE AND SINGLE FAMILY? HAVEN'T SEEN IT WRITTEN THAT WAY. YES SIR. SO, TYPICALLY, WHEN WE TALK ABOUT SINGLE FAMILY, IT'S A DETACHED UNIT, BUT BECAUSE THEY WILL HAVE SHARED WALLS. THAT'S WHERE THAT ATTACHED COMES IN. BUT WE ALWAYS REFER TO THAT AS SINGLE FAMILY BECAUSE WE DO WANT TO MAKE IT KNOWN THAT IT IS A SINGLE UNIT SINGLE LOT, MEANING SIMPLE OWNERSHIP ON EACH LOT AND EACH UNIT EVEN THOUGH THEY'VE GOT A SHARED WALL. PROPERTY LINE GOES DOWN THROUGH THE CENTER OF THAT INTERIOR. COMMON WALL, CORRECT. MY QUESTION WAS ONLY ON THE NOMENCLATURE. SO THANK YOU. HMM. THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THIS ITEM? STATE YOUR NAME AND ADDRESS, SIR. YES SIR. GOOD EVENING. MY NAME IS JERRY SILO WITH JBL PARTNERS 2121 MIDWAY ROAD IN CARROLLTON. WE DO REPRESENT THE PROPERTY OWNER ON THIS REQUEST THIS EVENING. I APPRECIATE EVERYBODY'S TIME. AS JENNIFER SAID, HAPPY NEW YEAR.
HOPEFULLY EVERYBODY HAD A GOOD SET OF HOLIDAYS. UM APPRECIATE THE TIME THIS EVENING. UH REALLY , THE ONE THING I REALLY WANTED TO TOUCH ON IN THE PRESENTATION HAS TO DO WITH THE LANDSCAPING BECAUSE THAT'S REALLY THE PRIMARY DIFFERENCE FROM WHAT THE CITY TYPICALLY REQUIRES. UH WITH TOWN HOMES. USUALLY YOU KNOW THAT THE HOMES THE FRONT YARDS ARE MUCH SMALLER THAN A SINGLE FAMILY DETACHED HOUSE. WE'RE PROPOSING A 10 FT FRONT YARD SETBACK IN A 20 FT REAR YARD.
SETBACKS OVER SORT OF FLIPPING THE SETBACKS AT A HOUSE. WHERE TYPICALLY, YEAH. SO I CANNOT BE TREE TYPICALLY HAS A CANOPY AND MATURITY ABOUT 30 TO 50 FT. SO THAT THAT MEANS THAT WITHIN 10 PLUS OR MINUS YEARS THAT CANOPY TREE IF IT'S PLANTED AT THREE OR FOUR INCH CALIBER TREE IS GOING TO START GROWING INTO THE FACE OF THE HOUSE BECAUSE THERE'S ONLY ABOUT FIVE OR 7 FT, AWAY FROM THE HOUSE. AND THEN WHAT IS IT HAPPENING? ISN'T ALMOST IF YOU HAVE A SINGLE FAMILY HOUSE
[00:35:02]
ON A SEPARATE SITTING ON A DETACHED LIGHT, YOU KNOW THE SAME THING IN YOUR FRONT YARD BECAUSE IT'S IN MY FRONT YARD. THAT TREE MATURES AND ALL OF A SUDDEN THE FRONT YARD IS JUST COMPLETELY SHADED AND MOST OF US HAVE BERMUDA GRASS AND BERMUDA GRASS NEEDS 6 TO 8 HOURS OF SUN.AND AFTER ABOUT 15 YEARS, YOU HAVE A LOT OF DIRT IN YOUR FRONT YARD AND A LOT OF GRASS. SO WHAT WE HAVE PROPOSED AND WE RUN INTO THIS IN EVERY CITY. WE WERE OUR FIRM WORKS ACROSS THE METROPLEX.
SO WHAT? WE HAVE PROPOSALS IN THE FRONT YARD YOU HAVE WHAT WE CONSIDER IS A RIGHT SIZE TREE.
THAT'S GOING TO HAVE A 10 TO 20 FT CANOPY THAT'S GOING TO ALLOW FOR SOME SUN, BUT WE DO WE UNDERSTAND THE PURPOSE OF THE CANOPY TREES IN MCKINNEY AND WE RESPECT THAT. AND SO WHAT WE ARE PROPOSING IS THROUGHOUT THE REST OF THE NEIGHBORHOOD. WE HAVE. WE'RE PROPOSING 53 LIVES. WE'RE GOING TO HAVE 53 CANOPY TREES IN THOSE OPEN SPACE AREAS, PRIMARILY AROUND THE STREET THAT WAS STILL PROVIDE THE SAME CANOPY TREES THAT WE WOULD HAVE REQUIRED. OTHERWISE IF WE JUST DO THE TREES ON THE LOTS AND THEN THE ADDITIONAL ORNAMENTAL TREES, SO THAT'S REALLY THE PRIMARY DIFFERENCE. THANK YOU. I'M SORRY. I HAVE A QUESTION FOR I WANT TO SAY THANK YOU FOR THAT EXPLANATION. IT MAKES AN ABUNDANCE OF SENSE. I REMEMBER WHEN I BUILT MY HOUSE BACK IN 96. THEY PUT A COUPLE BRADFORD PEARS AND THOSE MET THEIR MAKER WITHIN A LITTLE BIT, AND NOW THERE'S RED OAKS AND MAN, THOSE THINGS ARE INSANE. RIGHT NOW. IT'S NOT MY HOUSE ANYMORE. BUT YOUR POINT IS GOOD. ALSO WANTED TO REALLY JUST THANK YOU FOR THIS. YOU KNOW, WE NEED MORE STARTER HOMES IN MCKINNEY AND I'VE SAID BEFORE ON THIS DIOCESE THAT YOU KNOW, HOMES ARE PARTS, THEIR LABOR AND THEIR LAND. AND IF WE CAN MITIGATE THE LAND, THEN THAT HELPS MAKE IT MORE AFFORDABLE. AND IT APPEARS AS THOUGH THESE WILL BE AND THESE ARE THE KINDS OF THINGS THAT WE NEED IN MCKINNEY, TEXAS, SO I VERY GRATEFULLY SUPPORT YOUR PROPOSAL HERE. VERY MUCH SO.
RIGHT? I AS I SAID, IT'S A PUBLIC HEARING. I DON'T SHOW THAT ANYONE SIGNED UP TO SPEAK.
BUT IF YOU WOULD LIKE TO MAKE YOURSELF KNOWN IF NOT ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING AND MOVE ON THIS ITEM COMMOTION. WE CLOSE PUBLIC HEARING AND APPROVE. THIS ITEM WAS SECOND JUST CAST YOUR VOTES. MOTION PASSES. ITEM 230004, A THREE CONDUCT PUBLIC HEARING TO
[Conduct a Public Hearing to Consider/Discuss a Request by the City of McKinney to Annex Approximately 127 Acres of Land Identified Herein Having a Population of Less Than 200 Persons Located in the John Emberson Survey - Abstract Number 294, and the Meredith Hart Survey - Abstract Number 371, and Including Adjacent Portions of FM 543 and CR 202 into the City of McKinney’s Corporate Limits]
CONSIDER REQUEST BY THE CITY MCKINNEY TO NX. APPROXIMATELY 127 ACRES OF LAND IDENTIFIED HERE IN HAVING A POPULATION OF LESS THAN 200 PERSONS LOCATED IN THE JOHN AMBERSON SURVEY, ABSTRACT NUMBER 294 IN THE MEREDITH HEART SURVEY, ABSTRACT NUMBER 371, INCLUDING INCLUDING ADJACENT PORTIONS OF FM, 543 AND CR 202 INTO THE CITY OF MCKINNEY'S CORPORATE LIMITS.THANK YOU, MR MAYOR AGAIN, JENNIFER ARNOLD AT THE PLANNING DEPARTMENT. SO YOU HAVE SEEN THIS ITEM BEFORE, AND IT IS ONE THAT WE HAVE HAD UNDERWAY FOR ABOUT 7 TO 9 MONTHS NOW. AND I WANTED TO WALK THROUGH WHERE WE ARE IN THIS CITY ANNEXATION PROCESS AND WHAT YOU MIGHT EXPECT OVER THE NEXT COUPLE OF COUNCIL MEETINGS. SO SHE READ. THIS IS WHAT WE WOULD CONSIDER A CONSENT, ANNEXATION OR A CITY ANNEXATION OF APPROXIMATELY 127 ACRES OVER OFF OF FM 543 AND COUNTY ROAD 202. IN GENERAL, THE TRACT IS IN THE CITY Z T. J AND IT'S KIND OF NORTH AND SOUTH OF FM 543. WITH THE CONSENT ANNEXATION PROCESS. WE DO HAVE TO GO THROUGH A SERIES OF PROCEDURAL STEPS AS REQUIRED BY STATE LAW, STARTING WITH THE APPROVAL OF A RESOLUTION WHICH HAPPENED BACK IN. I BELIEVE IT WAS JUNE OR JULY OF 2023. AND THEN WE WERE WENT UNDERWAY WITH NOTIFICATION TO SERVICE PROVIDERS, PROPERTY OWNERS RESIDENTS AND ENTERING INTO WHAT WE CALL THE PETITION PERIOD, WHICH IS A SIX MONTH PERIOD. WE HAVE NOW COMPLETED THAT SIX MONTH PETITION PERIOD WHEREBY WE TRY AND OBTAIN CONSENT FROM PROPERTY OWNERS WITHIN THE AREA FOR THAT ANNEXATION. WE HAVE RECEIVED SIGNATURES FOR PROPERTY OWNERS REPRESENTING 50% OR MORE OF THAT PROPOSED ANNEXATION AREA, WHICH MEANS THE CITY DOES HAVE THE OPPORTUNITY TO AN EXIT WITH THE REMAINDER OF THIS PROCESS. SO THAT IS WHY WE ARE HERE TONIGHT. AS PART OF THAT CONSIDERATION FOR ANNEXATION, WE ARE REQUIRED TO HOST TWO PUBLIC HEARINGS. ONE BEING TONIGHT WHERE THERE IS NO ACTION BEING PROPOSED IN THE SECOND PUBLIC HEARING WILL HAPPEN AT YOUR NEXT COUNCIL MEETING AND AT THAT POINT STAFF WOULD ASK FOR ACTION FROM THE COUNCIL FOR ANNEXATION AS WELL AS ZONING OF THOSE PROPERTIES. SO WHEN YOU SEE ME AGAIN WITH THIS ITEM, IT WILL BE FOR ACTION. BUT FOR TONIGHT THE ITEM BEFORE YOU IS SIMPLY TO CONSIDER THE ANNEXATION, OPEN UP A PUBLIC HEARING AND OFFER THE OPPORTUNITY FOR PROPERTY OWNERS AND STAKEHOLDERS TO MAKE COMMENTS AND THEN CLOSE THAT PUBLIC HEARING AND WE'LL SEE YOU AGAIN IN TWO WEEKS WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE QUESTIONS FOR. JENNIFER. THANK YOU, JENNIFER. THIS IS A PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THIS

ITEM? RIGHT SO WE DO NOT NEED A MOTION IS NOT AN ACTION ITEM. THAT CONCLUDES OUR REGULAR[CITIZEN COMMENTS on Matters not on the Agenda]
AGENDA AND PUBLIC HEARING ITEMS. CITIZEN COMMENTS ON MATTERS NOT ON THE AGENDA. I DON'T SHOW THAT ANYONE HAS SIGNED UP. SORRY TO PEOPLE HAVE SIGNED UP TO SPEAK. UM BIANKA BELL. GOOD EVENING. MY NAME IS BIANCA BELL. AND I'M COMING TO SPEAK TO YOU ABOUT SOMETHING THAT IS NOT ON THE AGENDA. UM, I BELIEVE I'VE EMAILED EVERY LAST ONE OF YOU, UM, A FEW MONTHS AGO, MAYBE IN AUGUST ABOUT THE ETHICAL BEHAVIOR OF THIS STAFF, THE EXECUTIVE DIRECTOR OF THE MCKINNEY HOUSING AUTHORITY, MR BELLER, I KNOW I PERSONALLY SPOKE TO YOU OVER FACEBOOK ABOUT THE ISSUE, UM, WITH MISS MILLER AND HER STAFF MEMBER THAT THE HOUSING AUTHORITY LOCATED AT 603 NORTH TENNESSEE STREET HERE IN MCKINNEY, TEXAS. UM IF YOU GO TO GOOGLE AND SEARCH THE MCKINNEY HOUSING AUTHORITY YOU ARE ABLE TO PERSONALLY GO THROUGH AND READ EVERY COMMENT THAT I WAS ABLE TO GET TENANTS WHO HAVE BEEN UNJUST, UNJUSTIFIABLY FORCED OUT OF OUR UNITS DUE TO THE ETHICAL BEHAVIOR. OF MISS MILLER, ROSALIND MILLER. SHE IS OVER THE HOUSING AUTHORITY LOCATED OVER THERE ON 603 NORTH TENNESSEE STREET. MY FAMILY IS CURRENTLY HOMELESS BECAUSE MISS MILLER UNJUSTIFIABLY GAVE ME DOCUMENTATION SAYING THAT I HAVE BEEN EVICTED. HOWEVER I NEVER WENT TO COURT. I NEVER WAS HEARD BY A CONSTABLE. UM AND I LATER FOUND OUT THAT THERE WAS ACTUALLY NO DOCUMENTATION IN THE COURT SYSTEM THAT SAYS THAT MS MILLER HAD PROCESSED AND EVICTION ON ME. THIS LEAD THIS KNOWLEDGE THAT SHE GAVE ME, UM INFLUENCED ME TO SURRENDER MY KEYS TO MY UNIT AT THE LLOYD OWENS PUBLIC HOUSING UNITS LOCATED OVER THERE ON THROCKMORTON. UM, I GAVE MY KEYS AND SURRENDER THEM AND REMOVED ME AND MY CHILDREN'S PROPERTY OUT OF THE UNIT, BELIEVING THAT MISS MILLER HAD PROCESS AND EVICTION ON ME, HOWEVER, I LATER FOUND OUT AFTER ALREADY BECOMING HOMELESS THAT THAT DID NOT HAPPEN. OTHER TENANTS HAVE FACED THIS SAME FATE BY MS MILLER AND I'VE BEEN TRYING TO SPEAK ON IT SINCE THE BEGINNING OF THE YEAR BEFORE WE BECAME HOMELESS. UNFORTUNATELY THOSE TENANTS AND MYSELF COMING HERE TO SPEAK WITH YOU ALL ABOUT THOSE ISSUES SINCE JANUARY. HAS NOT HAPPENED BECAUSE WE ARE FACING RETALIATION FOR COMING TO SPEAK ABOUT THESE ISSUES. I WAS UNJUSTIFIABLY ARRESTED THIS YEAR IN OCTOBER WITH MY ONE YEAR OLD TRYING TO GO TO THE OFFICE TO RECEIVE DOCUMENTS AS IT PERTAINS TO MY LEASE. THEY DID NOT WANT TO GIVE ME THOSE DOCUMENTS INSTEAD HAD ME ARRESTED BY MCKINNEY POLICE DEPARTMENT AND I AM NOW FACING A CRIMINAL CHEST PASSING CHARGE. IF YOU ALL WOULD PLEASE TRY TO DO WHAT YOU CAN OR WHAT YOU'RE ABLE TO DO TO SEE WHAT'S THE ISSUE THERE AT THE MCKINNEY HOUSING AUTHORITY. MR BELLER ALREADY HAD A CONVERSATION WITH YOU WENT THROUGH THE PROPER CHANNELS TO REPORT THIS TO HERD FAIR HOUSING, TWC. I AM NOT RECEIVING THE RESPONSE THAT TENANTS NEED BECAUSE IT'S NOT JUST ME. IT'S A LOT OF US DISABLED TENANTS, MOMS, SINGLE MOMS. WE ARE BEING KICKED LEFT AND RIGHT TO THE STREET. PLEASE HELP US. YOU GUYS DO SOMETHING THAT'S IN YOUR POWER TO FIGURE OUT WHAT'S GOING ON AT THAT HOUSING AUTHORITY.PLEASE. WASHINGTON. CAN EVENING, EVERYBODY. LISA WASHINGTON 1250 EL DORADO PARKWAY SUITE TO 10 IN MCKINNEY, TEXAS. UM I REALLY JUST CAME TO SAY THANK YOU TO ALL OF YOU. I APPRECIATE US GETTING THE RESOLUTION FOR OUR THIRD YEAR IN SERVICE, AND I JUST WANTED YOU GUYS TO KNOW THAT OUR NONPROFIT WOULD NOT BE OUR NONPROFIT WITHOUT YOU GUYS. I SIT HERE TONIGHT I LISTENED TO EVERYBODY AND EVERYBODY IN HERE NEEDS TO TAKE A REAL CHILL PILL. I FEEL LIKE IF YOU HAVE SOMETHING THAT YOU NEED TO DISCUSS. I JUST FEEL LIKE THE LITTLE LITTLE TANTRUMS PEOPLE WERE THROWING UP HERE WAS JUST NOT ENOUGH. OKAY IF YOU DON'T LIKE THE BILL DON'T LIKE THE BILL. BUT THAT'S NOT WHY I CAME. I CAME TO SAY THANK YOU AND TO LET YOU GUYS KNOW THAT WE ARE HOLDING OUR THIRD ANNUAL SENIOR CITIZENS BINGO AND BREAKFAST AT THE RECREATION CENTER HERE IN MCKINNEY TO BE DETERMINED SO WE WOULD LOVE TO INVITE ALL OF YOU GUYS TO COME. I'M GOING TO TELL YOU RIGHT NOW. MY SENIOR CITIZENS LOVE BINGO, AND THEY WILL GET IN YOUR WHATEVER. SO JUST BE READY. BUT I JUST WANTED TO SAY IT IS A NEW YEAR AND IT IS GOING TO BE A NEW WAY. HUGS WAS ACTUALLY TELEVISED ON THE KELLY CLARKSON SHOW. YEAH REALLY HIGHLIGHTED MCKINNEY IN SUCH A POSITIVE WAY. IF YOU DON'T KNOW ABOUT HUGS, YOU NEED TO FIND OUT ABOUT HUGS. SOME GREAT FOLKS OVER THERE, HELPING TO PROVIDE SKILLS FOR ADULTS WITH SPECIAL NEEDS, AND THEY ARE PROVIDING EMPLOYMENT FOR THESE FOLKS IS REALLY INSPIRING STORIES. SO GET CONNECTED. IF YOU'RE NOT ONE OF THE ALSO SHOUTOUT LATIN DITA, WHICH HAS DONE A WHOLE LOT OF GREAT STUFF IN THIS COMMUNITY, BUT I SAW THAT THEY WERE FEEDING KIDS THROUGH THE CHRISTMAS HOLIDAYS. SO THE FOLKS OVER ON THE EAST SIDE WHO THE KIDS I LOVE THE PLACE AND THEY'RE COMING OVER TO PICK UP FOOD, WHICH IS AWESOME, BUT WANTED TO SHOUT OUT JASON HERNANDEZ FOR CONTINUING TO DO JUST GREAT WORK IN THIS COMMUNITY. IF I MAY, JASON HERNANDEZ. A LOT OF T N DETAIL IS LOCATED ON VIRGINIA PARKWAY. AS IT TURNS TO GREENVILLE IN THAT AREA HAS BEEN BLOCKED OFF BY BARRICADES DUE TO CONSTRUCTION ON THE CITY HALL AND CERTAINLY BE WONDERFUL IF EVERYBODY ON THE WESTSIDE OF MCKINNEY WOULD DRIVE OVER THERE INTENTIONALLY. NOT THROUGH THE BARRICADES, BUT YOU CAN GET AROUND THEM A BLOCK OR TWO AWAY AND GOOD. SPEND SOME TIME AND MONEY AT JASON'S STORE BECAUSE HE'S GOING TO SPEND IT ON YOUR CHILDREN MOVING FORWARD. IF YOU GET THAT OPPORTUNITY GO, THERE'S A COUPLE OF YOUNG PEOPLE FROM MCKINNEY, TEXAS, THAT, UH ALWAYS PROUD OF OUR YOUNG PEOPLE, BUT HIGH FLYING KATIE MCGILL CHEERED HER LAST GAME FOR THE UNIVERSITY OF TEXAS IN NEW ORLEANS LAST NIGHT. AND I'M HAPPY TO SAY THAT IT WAS NO FAULT OF KATIE'S AT THE UNIVERSITY OF TEXAS WAS NOT SUCCESSFUL IN THAT GAME, BUT SHE HAD A GREAT CAREER. AND SOMETHING FOR THE FOLKS IN MCKINNEY THAT TRULY BE PROUD OF, BECAUSE THAT'S A LITTLE GIRL THAT YOU HELPED TO RAISE. ALSO NOT SO LITTLE GUY. BRANDON FRASER PLAYED HIS LAST GAME AND, UM, AUBURN AND ENDED ON A HIGH NOTE WITH A TOUCHDOWN PASS. AS ONE OF THE FEW SCORES AUBURN HAD, BUT BRANDON WAS A TREMENDOUS ATHLETE AND MCKINNEY NORTH HIGH SCHOOL. I'M NOT SURE WHAT HIS FUTURE HOLDS FOR HIM AT THIS POINT IN TIME, BUT HE HAS CERTAINLY DONE GREAT THINGS. ADVERTISING MCKINNEY, TEXAS WORLDWIDE WITH HIS ABILITIES, AND I WANT TO SAY CONGRATULATIONS TO BRANDON AND ALL OF HIS FAMILY ON A VERY SUCCESSFUL CAREER AT AUBURN, AND THANK YOU FOR ALLOWING ME TO ADDRESS THESE YOUNG PEOPLE. I DON'T HAVE ANYTHING BLACK. THANK YOU. KIND OF LIKE TO GO BACK TO LAST YEAR. I DIDN'T GET A CHANCE TO, MENTIONED THIS. UM WE HAD OUR CHRISTMAS PARADE. AND IT SEEMS LIKE HE GETS BIGGER AND[00:50:01]
BIGGER EVERY YEAR. IT SEEMED LIKE THERE WERE MORE KIDS. THERE THIS YEAR THAN THERE HAVE EVER BEEN AND WE I'VE ALWAYS RUN OUT OF CANDY, AND I KEEP GETTING MORE AND MORE EVERY YEAR AND IT NEVER MAKES IT PAST HALFWAY THROUGH THE PARADE. AND SO IT WAS. IT WAS AN HONOR TO BE IN THAT PARADE AND TO SEE ALL THE PARTICIPANTS IN THE CITIZENS COME OUT. THAT'S ALL I HAD. MM THERE, YOU KNOW, SINCE I'VE BEEN ON COUNCIL, WHICH WOULD BE ABOUT ALMOST TWO YEARS, TWO YEARS IN A COUPLE OF WEEKS, THERE'S BEEN SOME MOMENTS THAT HAVE REALLY JUST BEEN PROFOUND. AND I HAD ONE. A COUPLE OF WEEKS AGO WITH THE MAYOR AND THE MAYOR PRO TEM. WE HAD THE GIVING MACHINE HERE IN THE CHURCH OF LATTER DAY STATE SPONSORED THAT AND WHAT IT WAS WAS A VENDING MACHINES KIND OF REVERSE VENDING MACHINE. YOU PUT YOUR MONEY IN AND YOU BUY SOMETHING FOR YOU DONATE MONEY TO FIVE OR ONE C THREE? AND THEY'D SAY WHAT YOU'RE THE MONEY YOU'RE GONNA DO CAN BUY ONE OF MY I WON'T FORGET THIS. REMEMBER THE CHARITY WAS FOUR CHICKENS, SO I MADE SURE I BOUGHT FOUR CHICKENS. UM THERE WAS ONE OF THE FEATURED CHARITIES. IT WAS CALLED. IT'S GOING TO BE OKAY.AND I THINK, UM, THE MAYOR AND THE MAYOR PRO TEM WOULD AGREE WITH ME. THAT WAS ONE OF THE MOST PROFOUND THINGS I'VE EVER HEARD. THIS IS A DALLAS ORGANIZATION THAT IS LED BY A LADY NAMED TANYA. SHE GOT UP THERE AND SHE WAS VERY EFFUSIVE, VERY NICE, BEAUTIFUL LADY, AND SHE SAID THAT HER MOTHER SOLD HER FOR DRUGS WHEN SHE WAS 13 YEARS OLD IN DALLAS, TEXAS. AND SHE IS A DOCTOR NOW. I MEAN THE JUST BLEW US ALL AWAY. ANYWAY, UM THEY'RE HAVING THEIR GALA.
COMING UP HERE LATER THIS MONTH. IT'S GOING TO BE OKAY IS THE NAME OF THE CHARITY DOCTOR FELTS AND I BELIEVE BOTH BE THERE. I THINK OTHER FOLKS ARE BUSY, BUT JUST A WONDERFUL THING, AND I DID HEAR FROM MY FRIEND BRENT DRIGGS, WHO WAS IN, UH, KIND OF IN CHARGE OF IT AND IN MCKINNEY DID NOT ONLY BEAT THE GRAPEVINE COLLECTIONS, BUT WE ARE COLLECTIONS THROUGH THE NORTH TEXAS THROUGH THE GIVING MACHINE WERE BETTER THAN ANY IN TEXAS THAT THEY'VE EVER HAD. SO KUDOS TO MCKINNEY AND KUDOS TO MET HAMBLETON, WHO AH, PUT IT UP IN FRONT OF HIS SHOP LOW, YOU OUTFITTERS AND LAST THING SHOUT OUT TO MY FRIEND BRIAN MEDINA AND LISA WASHINGTON HERE, LEADERSHIP. MCKINNEY UM, LEADERSHIP. MCKAY IS A GREAT PROGRAM AND WE APPRECIATE YOU GUYS BEING HERE. YEAH. THANK YOU, SIR. YEP THANK YOU, MR MAYOR. HAPPY NEW YEAR TO YOURSELF AND TO EVERYONE AS IT IS A NEW YEAR. TYPICALLY FOR A LOT OF HOMEOWNERS AND BUSINESSES, THAT WILL MEAN AT THIS TIME TO CLEAN UP FROM YOUR CHRISTMAS ACTIVITIES. IF YOU DO HAVE A CHRISTMAS TREE THAT YOU WOULD LIKE TO COMPOST TO RECYCLE, YOU CAN DO THAT ON YOUR REGULARLY SCHEDULED TRASH DAY. GUIDELINES ARE AVAILABLE ON OUR WEBSITE. BUT CAN HE TEXAS .ORG BACKSLASH RECYCLE. IF YOU HAPPEN TO LIVE IN AN APARTMENT OR A BUSINESS, THE CITY DOES PROVIDE TWO LOCATIONS FOR THAT TYPE OF CHRISTMAS TREE RECYCLING LOOK FOR SIGNS THAT EITHER AL RUSH OFF THE SACRIFICE FIELDS OR GAY DOMESTIC PARK. THIS PROGRAM IS RUNNING THROUGH JANUARY. 19TH.
WE HAVE A COUPLE OF WEEKS TO GET THAT DONE. BUT PLEASE, PLEASE KEEP AWARE THAT DEADLINE OF THE 19TH. AND LASTLY NOTE ABOUT THE MARTIN LUTHER KING JR HOLIDAY, WHICH IS MONDAY, JANUARY 15TH, THE CITY HALL MUNICIPAL COURT, CITY ADMINISTRATION OFFICES, RECREATION CENTERS, PUBLIC LIBRARIES WILL BE CLOSED FOR THE MARTIN LUTHER KING JR HOLIDAY. TRASH AND RECYCLING SERVICE WILL NOT CHANGE ON THAT DAY. SO IT WILL BE YOUR REGULARLY SCHEDULED DAY. THAT IS ALL I HAVE, SIR. I WAS HAD TWO THINGS ONE WAS GOING TO BE THE WHAT PATRICK 40 MENTIONED. IT'S GOING TO BE OKAY . IT WAS A PROFOUND MOMENT. AND I WANT TO JUST TAG THOUGH WITH ONTO THAT THAT IT WAS THE CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS THAT SPONSORED THAT WHOLE PROGRAM AND DID THAT, AND THEY'RE ALWAYS JUST SO ENGAGED IN AND PHILANTHROPIC AND THAT WAS THEIR THEIR PROJECT GIVEN MACHINES AND, YES, WE DID BEAT OUT EVERY OTHER CITY AND THE AND THE STATE AND I JUST WANTED TO PUBLICLY ACKNOWLEDGE, UM, THE LITTLE LOVE LIFE GROUP. YES I'M PARTIAL. MY WIFE, MALEY AND AJ AND JANET AND THE PERRYS AND JEN AND A GROUP OF OTHER PEOPLE THAT THEY SPENT THE ENTIRE AND WHEN I SAY THE ENTIRE I'M NOT EXAGGERATING PRETTY MUCH THE ENTIRE HOLIDAY SEASON. PUTTING TOGETHER WHAT WE THOUGHT WOULD WAS 1ST 250 WOULD ENDED UP BEING NEARLY 300 ANGELS SPENDING GOING OUT SHOPPING AND DOING MUCH OF THE SHOPPING. WE CERTAINLY GOT SOME PARTICIPATION IN HELPED FOR ABOUT HALF OF THOSE, BUT THE OTHER HALF THEY PERSONALLY WENT OUT AND SHOPPED TO THE TUNE OF $250 FOR EACH FAMILY, NEARLY 300 FAMILIES AND WRAPPED EVERY SINGLE GIFT. AND SO MY HOUSE FOR A MONTH WAS NOTHING BUT CHILDREN'S GIFTS, CLOTHES, SHOES AND EVERYTHING FROM FRONT DOOR TO THE GARAGE AND STACKED IN EVERY ROOM IN THE HOUSE. AND THEY DID THAT THE WHOLE ENTIRE
[00:55:01]
SEASON. AND I JUST WANT TO ACKNOWLEDGE THEM FOR DOING THAT, AND THEY DO IT EVERY YEAR, AND IT KEEPS ON GROWING SOME I DON'T KNOW WHAT WE'RE GOING TO END UP WITH NEXT YEAR, BUT THEY DESERVE TO BE RECOGNIZED FOR THAT. AND I WANT THEM TO KNOW HOW MUCH I APPRECIATE WHAT THEY DO. THAT'S INCREDIBLE EFFORT. AND EVERYONE THAT HELPED AND TOOK ON SOME OF THOSE FAMILIES. THANK YOU SO MUCH, AND THERE'S EVERYTHING EVERYONE IN THIS COUNCIL DID SO. VERY WELL APPRECIATED. AND WITH THAT MOTION TO ADJOURN
