AND FIRST, I JUST WANTED TO, UH I WANTED TO THANK PAUL AND MASTER AND CASSIE, WHO IS NOT HERE TODAY AND WENDY FOR HELPING US WITH THE HP BOARD, AND YOU KNOW THEY ARE WANTED TO THANK THEM FOR THEIR EXPERTISE. FOR THEIR EFFORT TO PAY ATTENTION TO THE DETAIL AND FOR TRYING TO MAINTAIN OUR HISTORIC DISTRICT. UM ALSO WANTED TO THANK THE CITY COUNCIL AND MAYOR FULLER. FOR YOUR SUPPORT OF OUR HISTORIC DISTRICT. WE ALL KNOW THAT HISTORIC PRESERVATION IN A FAST GROWTH CITY LIKE MCKINNEY CAN BE A CHALLENGE. WE APPRECIATE YOUR WILLINGNESS TO LISTEN TO GOD'S STABBED TO MAKE DECISIONS BASED ON MAKING PRESIDENT PRESENT PRESERVATION A PRIORITY. THE BALANCE BETWEEN OLD AND NEW IS A CHALLENGE THAT MANY CITIES WILL NEVER ATTEMPT. THE FACT THAT THIS IS A CONTINUING FOCUS FOR THE CITY OF MCKINNEY SHOWS YOUR DEDICATION OF PRESERVATION, AND I JUST WANT TO THANK YOU ALL AND I'M EXCITED ABOUT THE PRESENTATION BECAUSE WE I FEEL LIKE WE'VE DONE A LOT. REGISTERED. MOVED TO OUR WORK SESSION. ITEMS TO 41169 ANNUAL UPDATE ON HISTORIC PRESERVATION PROGRAMS AND ACTIVITIES. GOOD AFTERNOON. COUNCIL MEMBERS. NICE TO SEE YOU ALL HERE. SO YES, THIS IS OUR ANNUAL UPDATE FOR THE HISTORIC PRESERVATION PROGRAMS. I AM PAULA, NASCAR PLANNING MANAGER FOR DOWNTOWN AND HISTORIC PRESERVATION AREA OF TOWN. SO WE WANTED TO COME BACK AND GIVE YOU KIND OF AN UPDATE OF ALL THE THINGS WE'VE DONE OVER THE LAST YEAR HERE IN THE HISTORIC PRESERVATION PROGRAM. AND I GOTTA TURN MY MOUSE ON. THERE WE GO. HERE WE GO. SO WE'LL LOOK A LITTLE BIT. UM SOME OF THE REGULATORY THINGS WE'VE DONE SOME OF THE ECONOMIC INCENTIVES AND HOW WE'VE TOUCHED ON THOSE AND ON EDUCATION AND OUTREACH, AND YOU CAN SEE FROM THIS LITTLE GRAPH ON THE SIDE THAT IS OUR HISTORIC DISTRICT WITH THE RESIDENTIAL AND COMMERCIAL AREAS THAT WE ARE ALL JUST OUTSIDE OF SITTING HERE. SO BUSY YEAR WE PROCESSED 104 CERTIFICATES OF APPROPRIATENESS. UM SIX AGENCIES EXEMPTIONS, FOUR OF THEM BEING MARKERS. SEVERAL AN EASY AWARDS INELIGIBILITY EASE. 17 PUBLIC TOURS AND THEN ADDITIONAL 11 STAFF TOURS. WE'VE DONE SOME TRAINING WITH THE HP THAT WILL GO INTO A LITTLE BIT MORE AND SOME PUBLIC TRAININGS THAT WE'LL TALK ABOUT MORE AND ONE BIG HISTORIC RESOURCES STORY THAT'S NOT QUITE DONE YET, BUT WE DID A WHOLE LOT WITH IT LAST YEAR. SO ON THE REGULATORY FRONT , ONE OF THE BIGGEST CHANGES TO KIND OF CHANGES WE DID, BUT ONE OF THE BIGGEST ONES IS, WE ADDED A CERTIFICATE OF APPROPRIATENESS MAP. MANY OF YOU MAY BE FAMILIAR WITH THE PLANNING RESOURCES MAP THAT ALLOWS YOU TO GO SEE WHERE A SITE PLAN OR A PLAT OR, UM, ANY OF THOSE HAVE BEEN KIND OF ADDED TO THE AGENDA. THE CASE MAP NOW SHOWS WHERE PROPERTIES WITHIN THE HISTORIC DISTRICT HAVE RECEIVED A CERTIFICATE OF APPROPRIATENESS, OR AT LEAST APPLIED FOR ONE SENT FROM 2022 FORWARD. WE DON'T HAVE THE OLD ONES THERE, BUT WE DO HAVE FROM 2022 FORWARD, AND THOSE GET AUTOMATICALLY POPULATED AS PEOPLE SUBMIT THEIR APPLICATIONS VIA THE DIGITAL PORTAL BECAUSE ONE OF THE OTHER THINGS WE DID LAST YEAR IS WE MADE EVERYBODY SUBMIT THEIR CERTIFICATES OF APPROPRIATENESS VIA THE CUSTOMER SELF SERVICE PORTAL, NOT ON PAPER, SO IT HAD BEEN ON PAPER FOR THE ORIGINAL. 20 PLUS YEARS THAT WE'VE HAD SOMETHING, AND IT'S NOW MOVED OVER. AND THEN WE STARTED AS MANY OF YOU KNOW, MAY REMEMBER. WE STARTED TAKING RESIDENTIAL DEMOLITION REQUEST IN THE HISTORIC DISTRICT TO THE HP FOR REVIEW, AND THEY HAVE ACTUALLY HEARD PARTIAL DEMO REQUEST IN THE LAST YEAR AND JUST AT THE END OF 2022 BEGINNING OF 2021, THEY HEARD THEY SAW A WHOLE DEMOLITION RING COMPLETE DEMOLITION REQUEST TO UM THE HISTORIC RESOURCES SURVEY, AS I MENTIONED IS UNDERWAY HISTORIC MCKINNEY SURVEY 2023. IN DECEMBER OF 2023 . WE WRAPPED UP ALL OF THE FIELD WORK, SO THE FIELDWORK GOING OUT INTO THE COMMUNITY AND MEETING WITH SOME OF THE COMMUNITY MEMBERS THAT ALL HAPPENED LAST YEAR. RIGHT NOW. WE ARE WAITING FOR THE REPORT DIRECT THE DRAFT

REPORT AND THE RECOMMENDATIONS. THEY'RE BEING CRAFTED AS WE SPEAK, AND WE HOPE TO SEE THEM AROUND THE END OF THIS MONTH SO THAT WE CAN THEN BRING THAT BEFORE YOU ALL TO SEE AND SEE WHAT THEY'VE COME UP WITH. AND LEARN A LITTLE BIT MORE ABOUT WHAT THEY HAVE IS RECOMMENDATIONS MOVING FORWARD AND WHAT WE FOUND IN THE FIELD. WE LOOKED AT SOMEWHERE AROUND 3.5 4000 PROPERTIES, SO QUITE A FEW TO LOOK AT THAT INCLUDED OLD AND ARTIE LISTED AND NEW PROPERTIES. AND IF YOU STILL HAVE INFORMATION YOU WOULD LIKE TO CONTRIBUTE. YOU CAN SEE WE STILL HAVE SOME BUFFER THERE. WE'VE ONLY GOTTEN TO ABOUT 286,000 SO FAR. SO THAT'S GOOD. WE HAVE 149 PROPERTIES WHO ARE ACTIVELY ENGAGED IN THE PROJECT. THE PROGRAM RIGHT NOW WITH ABOUT 170 OF THEM OVER TIME, SO SOME OF THEM HAVE DROPPED OFF BECAUSE THEY AGED OUT. IN ORDER TO KIND OF BROADEN THAT MAP OF PROPERTIES TOUCHED BY THE H AND EASY TO GET A LITTLE BIT FURTHER OUTSIDE OF THE DISTRICT INTO THE HISTORICALLY SIGNIFICANT AREA. WE WORKED ON SOME PUBLIC INFORMATION CAMPAIGNS TO TRY TO HELP WITH THAT. WE'VE HAD A COUPLE OF DIFFERENT WORKSHOPS IN CONNECTION WITH THE LIBRARIES, ONE ON H AND C ITSELF AND ONE ON ACTUALLY DOING THE RESEARCH THAT YOU NEED TO GET A MARKER. UM, AND THEN WE ALSO INCREASED SOME SOCIAL MEDIA POSTS ASSOCIATED WITH THAT IF YOU ALL SAW THE BARBIE MOVIE COME OUT, NOT NECESSARILY WATCH THE MOVIE BUT SAW THE MOVIE COME OUT. OUR COMMUNICATIONS STAFF DID A GREAT LITTLE ASSOC IMMEDIATE SOCIAL MEDIA POST, MATCHING OUR HISTORIC MARKER WITH BARBIES HISTORIC MARKER, SO THAT WOULD HOPEFULLY HELPED REACH A WHOLE DIFFERENT GROUP OF PEOPLE WHO MAY NOT HAVE KNOWN THAT WE HAD A GREAT HISTORIC DISTRICT DOWNTOWN. THERE'S A LITTLE PICTURE OF THAT ON THE SIDE. AND WE WENT OUT AND TRIED TO REACH OUT TO THE COMMUNITY. WE WENT TO SOME EVENTS AT LATIN DATA AND TO THE FALL FESTIVAL AREA ACTIVITY.

EXCUSE ME IN NOVEMBER, JUST TO TRY TO SPREAD THE WORD ABOUT THE PROGRAM AND LET PEOPLE KNOW THAT WE HAD THERE. FIVE OF THEM ARE ADDITIONAL UNITS AT KINGS ROW. YOU CAN SEE AT THE BOTTOM AND AN IMAGE OF WHAT THOSE LOOK LIKE. THEY ARE NO LONGER SHIPPING CONTAINERS. THEY ARE NOW REGULAR STICK BUILT BUILDINGS, BUT THAT'S SOME OF THOSE HAMILTON'S STREET, JOHNSON STREET AND BARNES STREET ALSO SAW A FEW OTHER PROPERTIES GOING THERE, SO WE ARE STILL SEEING SOME OF THAT NEW INFILL GOING IN ON OLD LOTS. AND THEN FOR THE PROJECTS FINALLY FINISHED AND WERE REFUNDED THEIR IMPACT. THESE THE TRES. MANY OF YOU HAVE SEEN THESE PROJECTS BEFORE, BUT WE DID HAVE SIX PROJECTS THAT RECEIVED TOURIST FUNDING IN 2023 1 JUST FACADE IMPROVEMENT TO CRITICAL MAINTENANCE. ONE FIRE SUPPRESSION ONE ENVIRONMENTAL REMEDIATION AND ONE LARGE PROJECT THAT HAD KIND OF ALL OF THAT WRAPPED INTO ONE. YOU CAN SEE THE PICTURES HERE WE HAVE A COCKTAIL CREAMERY ON THE TOP. HARVEST AND THE HORSES ACTS ON THE BOTTOM, SO ALL OF THOSE HAVE BENEFITED FROM AND ARE NOW OPEN THE TOURIST PROGRAM. AND THEN WE JUST HAD ANOTHER ONE FOR THIS YEAR. SO THE BOARD HAS BEEN BUSY THIS YEAR. IN ADDITION TO SEEING THOSE NEW DEMOLITION QUEST, GO BEFORE THEM AND DOING THE APPROVAL OF ALL SIX AND, WELL, 10. TECHNICALLY, IF YOU COUNT THE MARKERS AND THE EXEMPTIONS, THEY'VE SEEN A LOT OF CASES, THEY ALSO HELPED STAFF WORKED CLOSELY WITH STAFF TO DO A COMPLETE OVERHAUL OF OUR CALENDAR. DOWNTOWN SO THAT'S REALLY KIND OF BROADENED THAT PERSPECTIVE THERE AND WE ARE LOOKING AT OTHER WAYS OF FURTHER DEVELOPING OUR WALKING TOURS AND MAKING THEM A LITTLE BIT MORE 21ST OR 2023 2024 FRIENDLY AS WE GO THROUGH, SO YOU MAY SEE SOME CHANGES COME DOWN THE PIKE OVER THE YEAR. EDUCATION I MENTIONED THE TRAINING SERIES WITH THE BABY. AND THEN WE HAVE ALSO WORKED WITH THE LIKE OF THE LEGACY NEIGHBORHOODS TEAM AND THE IMPACT TRANSITION TEAM TO GIVE THEM SOME TRAINING ON THE BUSY, UM AND WE ARE CONTINUING TO CONTRIBUTE TO THE WELCOME WORKSHOP THAT HOUSING AND COMMUNITY DEVELOPMENT DOES. AND AS YOU SAID, AS I SAID, BEFORE IT, THERE'S THE CALENDAR THAT WE OVERHAULED. SO JUST TO RECAP A LITTLE BIT WHEN LAST WE GAVE YOU AN ANNUAL UPDATE, WHICH WAS RIGHT AT THE TAIL END OF 2020 RIGHT BEFORE CHRISTMAS. WE SET OUT SOME SHORT TERM AND LONG TERM GOALS FOR HISTORIC PRESERVATION. THEY WERE NAMELY IMPROVED THE CEO ADMINISTRATION DO HIS HISTORIC RESOURCES SURVEY INCREASE AWARENESS OF ECONOMIC INCENTIVES. CONDUCT THE EDUCATIONAL PROGRAMS AND THEN LONG TERM GO FORWARD WITH LOOK INTO DOING DESIGN GUIDELINES EXPANDING DISTRICTS PRESERVATION PLAN AND WORK ON GETTING SOME CIRCLES CERTIFIED LOCAL GOVERNMENT STATUS. SO WHERE ARE WE? UM WE HAVE WORKED ON IMPROVING CEO ENFORCEMENT. WE'VE DONE INTERDEPARTMENTAL TRAININGS AND COLLABORATIONS WITH CODE SERVICES AND BUILDING INSPECTIONS TO REALLY HELP WITH THAT WE MOVED ON TO HAVING ALL THE DIGITAL SUBMIT ALS THE MAP. UM AND WE'RE WORKING ON THAT RESOURCE SURVEY SO THAT WE HAVE A BETTER PICTURE OF WHAT'S OUT THERE AS WE MOVE FORWARD. WE'VE UPDATED THE CALENDAR. WE HAVE ALMOST FINISHED DRAFTING THE CERTIFIED LOCAL GOVERNMENT APPLICATIONS, SO WE'LL BE FINALIZING THAT HERE SOON THIS YEAR. UM, AND THEN WE'VE REALLY KIND OF EXPANDED OUR PROGRAMS FOR EDUCATION AND OUTREACH TO TRY TO TAP DIFFERENT SOURCES OF DIFFERENT COMMUNITIES AND DIFFERENT PUBLICS. WE HOPE IN 2024. WE PLAN TO FINISH THAT THAT HISTORIC RESOURCES SURVEY, WHICH I MENTIONED WILL BE BRINGING BACK HERE SOON. AND THEN WITH THAT, THEN WE'LL BE ABLE TO MOVE FORWARD WITH SOME OF THOSE OTHER LONG TERM GOALS THAT WE SET OUT TO INVEST UPON.

AND THAT WOULD BE THE DESIGN GUIDELINES AND THE PRESERVATION PLAN, ETCETERA. WILL BE ABLE TO SIT GET THAT CERTIFIED LOCAL GOVERNMENT APPLICATIONS SUBMITTED. WE HAVE TO FORMALIZE THE DEMOLITION REVIEW PROCESS CHANGES THAT WE'VE MADE. AND THEN CONTINUALLY SPREAD AWARENESS AND OUTREACH AND TO WORK WITH THE BOARD TO IDENTIFY WAYS TO USE THEIR SKILLS. SO WITH THAT I HAVE JUST GIVEN YOU A WHOLE BUNCH OF INFORMATION TO ADJUST AT ONCE. BUT IF YOU HAVE
