YOU'RE CORRECT UPDATE ON VARIOUS CITY AND ME D C PROJECTS AND INITIATIVES. THANK YOU, MR MAYOR . MICHAEL KOWSKI, PRESIDENT OF THE E. D. C. PRESENTATION UP HERE. YOU KNOW THE KEY PURPOSE OF OUR JOINT MEETING TODAY TO SPEAK ABOUT OUR INFRASTRUCTURE PARTNERSHIP. TALK ABOUT WHAT THAT LOOKS LIKE GOING FORWARD AND IMMEDIATELY THIS COMING YEAR BEFORE THAT, THOUGH I WANT TO SET THE TABLE. THERE'S SOME GREAT THINGS HAPPENING IN MCKINNEY AND NORTH TEXAS, AND IT'S GONNA SHOW A FEW SLIDES TO HIGHLIGHT THAT. WHO NOW CONTROL L PLEASE. CONTROL. OR FULL SCREEN. AFTERWARDS. THANK YOU. WHO HAS SEEN THIS BEFORE. TEXAS LEADS THE COUNTRY IN U HAUL MIGRATION INTO THE STATE. AND WHAT ABOUT THE GREAT LEADING INDICATOR, ISN'T IT ABOUT WHAT'S HAPPENING ACROSS TEXAS WITH THE GROWTH THAT WE'RE SEEING. AND HERE'S WHERE IT'S COMING FROM. THIS IS A GRAPHIC THAT'S SHOWN AT DIFFERENT CONFERENCES AND DISCUSSIONS ACROSS THE METRO PLACE PLEX WITH ECONOMIC DEVELOPMENT PROFESSIONALS. THAT SHOWS REALLY WHERE PEOPLE ARE COMING FROM INTO CARBON COUNTY. AND THEN WE'RE LEAVING CALLAN COUNTY IF THEY CHOOSE TO DO SO, THE TOP FIVE COUNTIES COMING IN TO OUR COUNTY, LOS ANGELES, ORANGE COUNTY COUNTY, AND SO ON. AND YOU'LL SEE THAT PEOPLE LEAVING THE OUTFLOW THE RED THEY'RE STILL STAYING IN TEXAS. THAT TELLS YOU ANOTHER GOOD STORY THAT PEOPLE WANT TO COME TO COMMON COUNTY ONCE YOU'RE HERE, CERTAINLY NOT BEATING THE TEXAS AREA. THE HEADLINES ARE EVERYWHERE. THE DALLAS MORNING NEWS, IN FACT, SHOWS THAT DESPITE WHAT YOU HEAR IN THE NATIONAL CONVERSATIONS WAS HAPPENING HERE IN DFW IS REMARKABLE. IT'S NOT SLOWING DOWN. SO THESE ARE GREAT ARTICLES THAT CONFIRM THAT WE'RE DOING GREAT THINGS IN THIS AREA.THIS WAS A GOOD SURPRISE FOR ALL OF US. MR. TELLY OUR SENIOR VICE PRESIDENT CAME ACROSS THIS AT A RECENT EVENT. THIS IS THE RANKING OF THINGS SITE SELECTORS. LOOK AT WHAT FACTORS LOOK AT NUMBER TWO QUALITY OF LIFE. THAT'S JUMPED UP THE LIST OVER THE YEARS. SO IT TELLS US THAT QUALITY OF LIFE IS IMPORTANT TO SITE SELECTORS AND THOSE LOOKING TO NAVIGATE INTO TEXAS MCKINNEY HAS WE HAVE A SPECTACULAR QUALITY OF LIFE HERE? SO JUST POSITIONS US TO BE A LEADER AND IN THAT CONVERSATION WHEN FOLKS ARE LOOKING TO COME TO TEXAS AND NORTH TEXAS IN PARTICULAR HERE'S AN INTERESTING TREND. TEXAS OFFICE EMPLOYMENT YOU'LL SEE EXACTLY WHERE THEY COVID SPIKE DOWN IS DOWNTURN. AND LOOK WHERE WE ARE. NOW WE'VE COME UP PRETTY DARN QUICK. SO WHILE A LOT OF WORK IS NO HYBRID, WE ARE SEEING PEOPLE RETURN TO WORK MORE SO THAN EVER. IN FACT, YOU'LL SEE HEADLINES EVERY SO OFTEN THE MAJOR CORPORATIONS ARE, IN FACT REQUIRING PEOPLE TO COME BACK TO WORK IN THE OFFICE. THIS ONE TALKS ABOUT INDUSTRIAL IN THIS NORTHEAST DALLAS QUADRANT, WHICH WERE A PART OF IN OUR VACANCY RIGHT NOW IS ABOUT 8.1% WHICH IS PRETTY REMARKABLE ACROSS THE COUNTRY THAT BE ENVIABLE, TO SAY THE LEAST. AND THEN RETAIL.
GREAT GRAPHIC HERE BUT ACTUALLY THE LAST PARAGRAPH AND LEFT HAND SIDE TELLS THE STORY. THE MCKINNEY SUB MARKET. HAS THE HIGHEST NUMBER OF RETAIL BUILDINGS UNDER CONSTRUCTION 32 BUILDINGS RIGHT NOW. SO BY EVERY METRIC WE'RE SEEING IN THESE HEADLINES AND DATA POINTS WE ARE LEADING THE WAY. AND WE HAVE OUR EYE ON THE FUTURE. YOU KNOW, WE SIGNED AN AGREEMENT WITH PLUG AND PLAY TO ADVANCE OUR INNOVATION OPPORTUNITIES HERE IN MCKINNEY BECOME A ECOSYSTEM FOR THAT. WELL. DALLAS FORT WORTH NOW IS MOVING UP THE LIST IN TECH TALENT HUBS. SO WE'VE SUPPRESSED CHICAGO, IN FACT, IN THAT IN THAT WORLD AND THEN WITH THE MONEY FLOWING, WE'RE NOW NUMBER 10 IN VENTURE CAPITAL MARKET. THE VENTURE CAPITAL MONEY COMING IN THE SUPPORT START UPS. AND RIGHT NOW WE LEAD THE NATION HOTEL DEVELOPMENT. OKAY. THIS IS ALL THE PRIMARIES
[00:05:02]
FOR OUR FORTHCOMING RETREATS THAT WE'RE GOING TO HAVE TO TALK ABOUT STRATEGIES AND WHAT WE DO NEXT AS AN ORGANIZATION AND BEYOND. IN OUR LAST SLIDE. JUST SOME FEEDBACK. WE USE A COMPANY CALLED SCOUT. THERE ARE A YELP FOR BUSINESS IS IT GIVES US FEEDBACK YOUR PUBLIC FACING AND YOU'LL SEE THE STORIES HERE THAT YOU KNOW PEOPLE ARE RESPONDING WITH GREAT RATINGS TALKING ABOUT HOW STAFF IS GREAT TO WORK WITH HERE. AND THAT WE ARE CERTAINLY A MAGNET FOR TALENT AND BUSINESSES OVERALL. SO WITH THAT, MR MAYOR THAT CONCLUDES MY BRIEF SNAPSHOT OF KIND OF TASTE.WHAT'S HAPPENING, HOW PEOPLE ARE VIEWING US ACROSS THE COUNTRY? THANK YOU. THANK YOU, MICHAEL.
[Consider/Discuss/Act on a Resolution Designating and Approving Certain CIP Projects Eligible for Funding under the Transportation Infrastructure Initiative and Economic Development Program by MEDC and MCDC Sales Tax Revenues for FY 2023-2024]
WE WILL MOVE TO ITEM 24117 TO CONSIDER AND DISCUSS RESOLUTION DESIGNATING AND IMPROVING CERTAINTY. PROJECTS ELIGIBLE FOR FUNDING UNDER THE TRANSPORTATION INFRASTRUCTURE INITIATIVE AND ECONOMIC DEVELOPMENT PROGRAM. BY M. E. D. C AND M C. D. C SALES TAX REVENUES FOR FISCAL YEARS, 23 AND 24. THANK YOU, MR MAYOR, COUNCIL MEMBERS. CTC BOARD MEMBERS. I'M GARY GRAHAM, DIRECTOR OF ENGINEERING. UM FIRST I WAS A GREAT TITLE. YOU RIGHT OFF WHERE? MR MAYOR, BUT I MESSED UP. UH WE'RE NOT ACTUALLY GOING TO APPROVE RESOLUTION TODAY WILL ACTUALLY TAKE THAT AND DO ACTION ON THE SIXTH. SO TODAY IS AN INFORMATION MEETING OF THE TO GET THE COUNCIL AND ABC BOARD MEMBERS UP TO SPEED ON WHAT THOSE PROJECTS ARE MORE REVENUE DOLLARS ARE GOING TO DO AS A FOLLOW UP PRESENTATION ON THURSDAY MORNING WITH THE CDC BOARD. I WAS TRYING TO COVER IT FOR YOU. I LEFT WORD ACT OUT ON PURPOSE. UM THANK YOU FOR THE OPPORTUNITY TO BE HERE TODAY, THOUGH. UM I WANT TO GIVE YOU A BRIEF UPDATE ON THE TRANSPORTATION INFRASTRUCTURE INITIATIVE FUNDING PROGRAM THAT WE HAVE DEVELOPED IN PARTNERSHIP WITH THE CITY. THE CDC. ALL RIGHT. NO, NO, IT DOESN'T WANT ADVANCE. JUSTIN BROKE AWAY. HMM. DID YOU BREAK IT, MIKE? SABOTAGE. I'M USUALLY WAITING FOR BRIAN GILLEN HIM TO DO THAT. BUT SHE WAS SCARED. SO WELL WHILE WORKING ON THAT I'LL JUST KEEP GOING. SO JUST A REMINDER OF WHAT THIS PROGRAM IS, UM, WE SET A THE COUNCIL AND THE SUPER WORDS SET A BASE LEVEL OF REVENUE THAT IS RECEIVED IN SALES TAX EACH YEAR THAT WILL GO TOWARDS EACH OF THE 22 ORGANIZATIONS. ONCE THAT THRESHOLD IS MET. THEIR SALES TAX REVENUE OVER THAT THRESHOLD IS SPLIT BETWEEN THE EEC, THE CDC AND THE CITY. THE FUNDS THAT ARE EARMARKED FOR THE CITY CAN ONLY BE USED ON PROJECTS TO HAVE AN ECONOMIC DEVELOPMENT NEXUS SO CAN'T PICK ANY OTHER PROJECTS. THEY HAVE TO HAVE A TRANSPORTATION ECONOMIC DEVELOPMENT. UM. ON THIS FIRST SLIDE HERE. THAT'S GOOD. WE'LL ALSO HAVE YOU SCROLL THAT MELANIE WHEN YOU GET TO IT ON THE FIRST SLIDE HERE WE HAVE THE PROJECTED REVENUE. THIS IS WHAT WE SHOWED WHEN WE DEVELOPED A PROGRAM IN 2022. THE REVENUES ARE SHOWN YEAR BY YEAR. THE RED IS ON THE BOTTOM OF THE E D. C. THE KIND OF TANISHA GREEN COLOR IS THE E AND THEN SO YOU CAN SEE WHEN WE GET TO 2023 WE START THAT AND WE START SEEING THIS LIGHT BLUE. YOU CAN SEE THAT THESE REVENUES ARE GOING TO GROW OVER TIME, AND WE'RE GONNA START TO DEVELOP A REVENUE SOURCE OVER TIME THAT HELPED OFFSET THE NEED TO BOND FUNDS FOR TRANSPORTATION DEVELOPMENT PROJECTS. SO THIS JUST SHOWS YOU WHAT WE HAD ESTIMATED BACK THERE. IN 2023, WE ESTIMATED WOULD RECEIVE A MILLION DOLLARS IN THIS FIRST YEAR OF REVENUE THAT COULD BE USED TOWARDS PROJECTS AND WE ESTIMATED THERE WOULD BE 16 MILLION IN THE FIRST FIVE YEARS ON THE RIGHT HAND SIDE OF THE SLIDE. GREAT NEWS. WE EXCEEDED THAT NUMBER JUST A LITTLE BIT.WE HAD IMMEDIACY AND CDC CONTRIBUTION. FROM THAT WAS 559,000. SO JUST OVER 1.1 MILLION TOTAL THAT WE CAN USE FOR, UM TRANSPORTATION PROJECTS. ON THE NEXT TWO SLIDES. CAN YOU SLIDE DOWN THERE, SO I'VE GOT A TABULAR FORM OF A LIST OF PROJECTS AND THEN THE NEXT SLIDE DOWN? IT'S ALL IN GRAPHIC GRAPHICAL FORM SHOWS YOU THOSE PROJECTS. THESE ARE THE PROJECTS THAT ARE CURRENTLY IN OUR SOCIETY THAT ARE ELIGIBLE THAT MEET THAT ECONOMIC DEVELOPMENT NEXUS SO THEY WOULD BE ELIGIBLE FOR FUNDING WITH THESE FUNDS. SO . NONE OF THE FUNDS THAT WE JUST RECEIVED. WE JUST PUT THE CLOSE THE BOOKS AFTER OCTOBER AFTER SEPTEMBER 30TH. WE CLOSED THE BOOKS ON 23 AND, UM, FINANCE DID THEIR AUDIT. SO WE JUST FOUND OUT IN DECEMBER WITH THAT TOTAL DOLLAR AMOUNT IS WHAT THAT MEANS. IS THAT 1.1 MILLION IS NOT ACTUALLY IN OUR C I P TODAY
[00:10:03]
FOR US TO UTILIZE ON A PROJECT, SO WHAT WE WILL DO IS IN OCTOBER. A IN MAY WHEN WE START OUR BUDGET PROCESS FOR THE C I P. I WILL WORK WITH MR KOWSKI, MR NIBBLE FROM THE E. C AND CDC RESPECTFULLY AND WE WILL HAVE A STAFF LEVEL DECIDE WHAT PROJECTS FROM THIS LIST THAT WILL ULTIMATELY BE APPROVED BY COUNCIL PROJECTS. WE WANT TO EARMARK THAT MONEY AND USE IT BEFORE THE COUNCIL ULTIMATELY APPROVED THAT. UM FUNDING IN THE CHIP THAT'S ADOPTED IN SEPTEMBER AND OCTOBER. 1 FOR THE BEGINNING OF 25 THAT MONEY WILL BE ABLE TO BE USED AND BE USED ON PROJECTS SO THAT AS WE MOVE FORWARD, YEAR TO YEAR, YOU'LL SEE THIS PRESENTATION ON AN ANNUAL BASIS WILL GO THROUGH THAT SAME PROCESS. IT WILL BE ABOUT A YEAR BEHIND USING THE MONEY, BUT THEN YOU WILL SEE THAT MONEY BEING USED IN THE FOLLOWING YEAR. ON TRANSPORTATION PROJECTS NEXT YEAR. WHEN I DO THIS PRESENTATION, I'LL HAVE ONE MORE SLIDE THAT WILL SHOW A REPORTING OF WHERE WE USE THAT MONEY WILL ACTUALLY SHOW WHAT PROJECT OR PROJECTS THAT MONEY WAS USED ON AND HOW MUCH WAS USED FOR PROJECTS SO EACH OF THE BOARDS WILL KNOW WHERE THEIR MONEY IS GOING. SO WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS. IF YOU WANT TO GO THROUGH THE LIST OF PROJECTS IF YOU'D LIKE TO SEE THE TABLE OF WARM OR VERSUS THE GRAPHIC FORM. LET ME KNOW I HAVE THAT IN EITHER VERSION TO HELP WITH THAT CONVERSATION. WOULD YOU MIND GOING BACK TO THE LIST FORM FOR JUST A SECOND? THE SLIDE BEFORE ONLY THANK YOU. YOU CAN SEE THIS TOTAL, THOUGH, WITH ALL THE DIFFERENT PROJECTS WE HAVE CURRENTLY IN THERE, UM IS 153 MILLION. THESE ARE IDENTIFIED IN OUR FIVE YEAR C I P. SOME OF THEM AREN'T FUNDED YET SOMEWHERE IN THE DESIGN STAGE SOMEWHERE UNDER CONSTRUCTION. UM SO I HAVE A QUESTION. MR GRAHAM, SO AS YOU'RE GOING THROUGH THE LIST, AND AS YOU GUYS ARE PRIORITIZING GOING IN THE NEXT YEAR, FOR EXAMPLE. ARE YOU, UH, I MEAN, I'LL BE ASKING THIS CORRECTLY, BUT ARE YOU LOOKING AT THIS FROM STANDPOINT IN TERMS OF APPLICATION OF MONEY. ARE YOU? IDENTIFYING SOME PROJECTS THAT IS PROJECTS THAT PROJECTS WILL BE FUNDED THROUGH, SAY. THE BOND ELECTION. OR A BOND ELECTION AND CONTRIBUTIONS FROM OUR FUND ON TOP OF THAT, OR ARE YOU APPLYING OUR FUNDS FIRST AND THEN? I MEAN, OBVIOUSLY. $500,000 IS GOING TO GET YOU MAYBE 15 FT OF ROADWAY, BUT, UM NOT FOR THE FIRST YEAR, BUT ARE YOU PRIORITIZING OUR MONEY FIRST AND THEN? ONE FROM THERE BECAUSE I REALIZED WITH THE FIVE YEAR SAPPY OR MOVING PROJECTS AROUND, SO WHAT WE'LL DO IS WE ONLY SEE THE C I P THAT'S ADOPTED IS ACTUALLY ONE YEAR OF ACTUAL FUNDING, SO WE WILL USE THE MONEY THAT IS ALLOCATED, YOU KNOW, SO FROM FY 23, WE WILL ALLOCATE THAT MONEY AND USE IT IN FY 25. OKAY, SO, UM. UM SO HE GETS USED FIRST, SO WE WILL WORK WITH THE PRESIDENT'S TO MAKE SURE THAT WE'RE TARGETING THE RIGHT PROJECTS. AND THEN THAT MONEY GETS USED SO THAT MONEY ISN'T SITTING AROUND AND THEN YOU KNOW, THEN WE'LL APPLY OTHER BOND FUNDS TO THE THOSE PROJECTS AS NEEDED. WHAT YOU'LL DO, FOR EXAMPLE? AND I'M JUST NEED AN EXAMPLE. FOR EXAMPLE, THE DECK PART IT HAS BEEN PROVED. THE TIMING OF THAT WILL DICTATE, FOR EXAMPLE, IT DID. YOU'RE GONNA WHEN YOU MEET WITH MR KOWSKI, YOU WOULD BE IDENTIFYING PROJECTS. THAT ALSO WOULD BE SOMETHING WORTH THE DC WOULD POTENTIALLY HAVE. YOU KNOW, AND INCENTIVE BASED USER SOMEBODY WOULD GO INTO THAT PROJECT WAS SOMETHING THAT WAS GOING TO BE BUILT OR SOMETHING THAT WAS GOING TO JUST BECAUSE THE PROJECTS ON THE LIST THIS LIST DOESN'T MEAN IT'S ACTUALLY THE PROJECT THAT WOULD BE THE MOST SENSE TO APPLY THE MONEY, TOO. SO WE MAY VISIT WITH MR KOWSKI AND YOU HAVE THE PROPERTY NEXT TO COLLIN MCKINNEY PARKWAY. AND WE MAY SAY, HEY, LET'S LET'S APPLY THAT 559 TO THAT PROJECT. IT'S UNDER CONSTRUCTION. NOW WE'LL MOVE SOME OF THOSE BOND DOLLARS OFF RIGHT BECAUSE IT GETS YOUR PROJECT ALL THE WAY ACROSS FROM, UM, ACCESS FROM LAKE FOREST TO HARDEN. ALRIGHT SO WE MIGHT WE MAY DO IT THAT WAY. THOSE WE'RE TRYING TO TARGET AND NOT NECESSARILY THE DECK PART. UM I'M JUST STARTING OUT AN EXAMPLE. OKAY, THANK YOU.WE ALSO HAVE QUESTIONS. SO THIS WILL BE ON YOUR CONSENT AGENDA ON THE SIXTH OF FEBRUARY FOR ADOPTION. SO THANK YOU ALL FOR GETTING QUESTIONS. SOMETHING. NO, THANK YOU, CARRIE. THANKS.
