BUT LET'S TALK ABOUT WHAT CBC'S FINAL NUMBERS. WE'RE GONNA START WITH THE BALANCE SHEET. WE USUALLY DON'T TOUCH BASED ON THE BALANCE SHEET UNTIL YOU'RE IN. IT'S A GOOD POINT OF REFERENCE.

WHAT WHERE WE'RE STANDING AT THE END OF THE YEAR, AND ARE YOU ABLE TO ZOOM IN ZOOM IN A LITTLE BIT? SEE THERE'S ONLY THREE AREAS I WANNA, UM NO, THAT'S FINE. IF YOU WANT SCROLL UP, I'M JUST HITTING THE TOP PART. ALRIGHT SO, LOOKING AT OUR CASH ON HAND AND INVESTMENTS, WE ENDED THE YEAR WE HAVE AROUND $2 MILLION IN CASH ON HAND. INVEST INVESTMENTS WHERE 63 MILLION LOOKING AT OUR FIXED ASSETS. NEXT WE HAVE AROUND $23 MILLION. OUR ACCOUNTING STANDARDS BOARD MAKES US PRESENT WHICH IS OUR LIKE OUTSTANDING PENSION AND STUFF LIKE THAT AS WELL. BUT THERE ARE MINIMAL COMPARED TO YOUR OUTSTANDING DEBT OF 16 $16.1 MILLION. WE WERE 2.45% OVER BUDGET THIS YEAR WE BUDGET AROUND 4.5% INCREASE SO UM, YOU KNOW IF WE'RE LOOKING AT THAT, AS A WHOLE WERE ABOUT 6.5% OVER LAST YEAR SALES TAX NUMBERS, WHICH IS GREAT. THOSE ARE STRONG SELL STOCKS NUMBERS GOING INTO 2024. LOOKING AT ANOTHER, UM, REVENUE CATEGORIES. WE HAD A VERY INTERESTING COME AT 1.9 MILLION UNREALIZED GAINS ON $200,000. WE DON'T REALIZE THOSE UNTIL WE END UP SELLING THE INVESTMENTS DOWN THE ROAD. SO THROUGHOUT THE YEAR WE MARKET THOSE UP OR DOWN, DEPENDING ON WHAT MARKET VALUE IS OF THE YOUR CURRENT INVESTMENTS. UM CONTRIBUTIONS. THOSE ARE THE TOPS CONTRIBUTIONS FOR THE TOPS PROJECT. THOSE OF THE MONEY THAT TUBS GAVE YOU ALL THAT WERE IN TURN. PAYING FOR THE TUBS FACILITY OVER THERE. AND THAT'S ALL I HAVE ON REVENUE. WE HAD 20 A LITTLE OVER $25 MILLION, WHICH WAS A STRONG YEAR FOR 2023. WE'RE GOING DOWN TO EXPLAIN EXPENDITURES. WE HAD CLOSE TO $1.1 MILLION IN OPERATIONAL EXPENSES. $4.6 MILLION IN PROJECT EXPENSES, AND AT THE VERY BOTTOM WE HAD $18 MILLION AND NON DEPARTMENTAL EXPENSES.

THE MAJORITY OF THOSE ARE GOING TO BE YOUR PARK CONSTRUCTION FUND AND YOUR TUBS PROJECT AS WELL. THAT RESULTED IN A NET INCREASE OF 1.2 MILLION AND WE LOOKED AT OUR BEGINNING FUND BALANCE WAS 67 MILLION. WE HAD A REVENUES MINUS EXPENSES ARE ENDING. FUND BALANCE FOR 2023 WAS $68.3 MILLION. NOW THAT'S WHAT NOW THAT'S WHERE YOU'RE GOING TO SEE IN 2024 WERE USING AS OUR BEGINNING FUND BALANCE. A LOT OF THE EXPENSES YOU CAN SEE. WE'RE NOT USED IN 2023 THAT WE HAVE MOVED OVER TO 2020 FOR A LOT OF THAT HAPPENS DURING TO THE TIMING OF PROJECTS, SOME BIGGER, BIGGER PROJECTS GET DELAYED A LITTLE BIT AND TOP SOME OTHER STUFF LIKE THAT, SO YOU'LL SEE A LOT OF THOSE EXPENSES COMING IN 2020 FOR, UM AND I HAVE NOTHING ELSE TO NOTE ON 2023. WE HAD A LITTLE OVER $2 MILLION OF SALES TAX REVENUE 157,000 INTEREST INCOME. TOTAL REVENUE FOR THE MONTH OF NOVEMBER WAS $2.2 MILLION. AND EXPENDITURES. WE HAD A FAIRLY QUIET MONTH. IT'S USUALLY LIKE THAT AT THE

BEGINNING OF THE YEAR WHERE WE'RE GETTING OUR PURCHASE ORDERS AND EVERYTHING ASSIGNED SO THAT WE USUALLY OCTOBER NOVEMBER SLOWER COMPARED TO THE OTHER 10 MONTHS OF OUR FISCAL YEAR, BUT WE HAD 46,000 OPERATIONAL EXPENSES, 85,000 PROJECT EXPENSES AND 71,000 NON DEPARTMENTAL EXPENSES. TOTAL EXPENSES FOR THE MONTH OF NOVEMBER WAS 200,000. AND OUR NET INCREASE WAS A LITTLE OVER $2 MILLION. WE WANT TO GO TO SALES TAX. LOOK AT OURSELVES TEXTING COMPARED TO OUR SISTER CITIES. WE HAD A 5.3% INCREASE OVER LAST YEAR. THAT BRINGS OUR YEAR TO DATE INCREASES. 6.2% WE BUDGETED AROUND 4.8% INCREASE THIS YEAR, SO WE'RE ALREADY TRAINING ABOVE BUDGET WHICH IS GREAT. SO FAR, ALAN, I'M SEEING SOLID 2.5% INCREASE, FRISCO SAW A DECREASE OF 3.4% AND PLAINTIFFS. ALDER CREEK DECREASE AT 1.2. YOU CAN SEE THAT WE'RE TRAINING VERY WELL COMPARED TO OUR SISTER CITIES. IT INCREASED BY 1% WHICH LOOKS A LITTLE STRANGE, BUT FOR COMPARING THAT OUT OVER THE PAST FOUR OR FIVE MONTHS, WE'RE STILL AT THAT 8% INCREASE, SO WE'RE NOT CONCERNED ABOUT THAT THE OTHER CATEGORIES. YOU KNOW, YOU TOLD THESE DID FAIRLY STRONG AND MANUFACTURING. BUT THOSE FLUCTUATE ON THE MONTH MONTH BASIS WE USUALLY LIKE TO TURN IT OUT ABOUT FOUR OR FIVE MONTHS TO SEE. THAT IS A TRUE INCREASE. THAT IS NOT ANY AUDIT COLLECTIONS OR ANYTHING LIKE THAT. SO UM, NOT EXACTLY SURE. WHAT HAPPENED AT ALLEN BILLS REALLY STRONG FOR MONTHS FOR THEM, FRISCO SAW AN 8.7% DECREASE. AND PLANO HAD 2.8% INCREASE. WE'RE STILL LOOKS LIKE US AND ALAN OR TRAINING FAIRLY WELL, FRISCO AND PLAYING OUR LITTLE BIT BEHIND, BUT I'LL BE LET'S LOOK AT SALES TAX BY INDUSTRY REAL FAST. I ALSO ATTENDED THEY THERE WAS A HOME THAT WAS HAD SOME RENOVATIONS. THAT. JUST WHAT THEY DID FOR THAT FAMILY WAS JUST PHENOMENAL. WHAT HABITAT WAS ABLE TO DO? IT WAS A GRANDMOTHER WHO WAS CARING FOR HER TWO GRANDCHILDREN AND THE HOME OF A TREE HAD BILL INTO THIS HOME AND THE BEFORE PICTURES AND THEN LOOKING AT WHAT HABITAT VOLUNTEERS WERE ABLE TO DO. IS TRULY A TESTAMENT OF WHAT WE DO HERE IN MCKINNEY AND HOW WE HELP AND THOSE IN THE MOST DIRE NEED. SO I KNOW THAT FAMILY WAS ABLE TO MOVE IN, AND I THINK EITHER RIGHT BEFORE THE STORM THIS MONTH, RIGHT? THEY WERE ABLE TO GET IN. SO THAT WAS A BLESSING TO THAT FAMILY. WE ESTIMATED THAT FIRST YEAR WE WOULD RECEIVE ABOUT A MILLION DOLLARS IN FY 23 AND SALES TAX REVENUE FOR THIS PROGRAM. WE'VE ESTIMATED THAT IN THE FIRST FIVE YEARS WILL RECEIVE $16 MILLION, SO ON THE RIGHT HAND SIDE OF THE SCREEN.

GOOD NEWS. THE FY 2523 ACTUAL NUMBERS. WE HAD A CONTRIBUTION OF ABOUT $559,000 FROM BOTH DC AND CDC THAT HAS A TOTAL VALUE OF 101,000,108. THAT HAS NOW BEEN SET ASIDE INTO ACCOUNT FOR TRANSPORTATION USE. UM. THE WAY THAT THE BUDGET WORKS FOR THE CITY IS WHEN WE SET THE BUDGET AND DURING THE FY 23 BUDGET OR FY 24 BUDGET PROCESS. WE DIDN'T KNOW WHAT THE DOLLAR AMOUNT FOR FY 23 WOULD BE. SO ONCE WE SET THE SIP UP, WE FUNDED IT WITH JUST OUR GENERAL SOURCES OF FUNDING. THE COUNCIL ULTIMATELY ADOPT THAT, UM, C I P PROGRAM IN OCTOBER AND THEN ON OCTOBER 1ST BEGINNING OF FLIGHT 25. WE'LL HAVE THIS $1 MILLION NOW ALLOCATED TOWARDS A PROJECT. SO WHAT PROJECTS ARE WE TALKING ABOUT? SO DURING THE PROCESS OF SETTING UP THIS PROGRAM WE DEFINED, UM A LIST OF CRITERIA THAT MAKES PROJECTS ELIGIBLE. HERE IS A LIST OF ALL THE PROJECTS THAT WE HAVE IDENTIFIED THAT WOULD BE ELIGIBLE FOR THAT FUNDING. THIS IS A TABULAR FORM. YOU CAN SEE THE TOTAL THERE IS 150 OR $153 MILLION.
