YOUR CHARGE TO HELP PROVIDE HOPE AND HELP TO THE NEIGHBORS IN NEED. YOU'RE INCREDIBLE EFFORTS HELP THE SALVATION ARMY IN MCKINNEY TO SUPPORT NEIGHBORS LIKE TOMMY TOMMY IS A SINGLE MODEL OF ONE ADULT SON WHO LIVES IN MCKINNEY AREA. SON HAD BEEN VERY SICK AND WAS NOW WAITING FOR A KIDNEY.BECOME ILL DECIDED TO MOVE TO FROM OKLAHOMA ENCASE HER SON NEEDED HER. SO SHE TRANSFERRED WITH HER COMPANY AND SELECTED AND WAS APPROVED FOR AN APARTMENT ONLINE. TOMMY PASSED HER BELONGINGS AND HEADED TO TEXAS. BUT WHEN SHE ARRIVED, THE APARTMENT WAS NO READY. SHE IS STAYED IN HOTELS ON THE IT TOOK AT ALL ON HER FAMILY AND FINANCIALLY TELL ME ARRIVED AT THE SALVATION ARMY ONE DAY DURING FOOD PANTRY. THE CASE MANAGER COULD TELL SHE WAS NOT DOING WELL. TOMMY MET WITH THE CASE MANAGER AND TALK ABOUT HER SITUATION AND SHE WAS VERY TIRED AND NEEDED SOMETHING TO EAT AND A PLACE TO REST. BECAUSE CASE MONEY WAS ABLE TO ADVOCATE FOR TAMMY SPEAKING WITH YOUR APARTMENT COMPLEX TO GET AN EXACT MOVE IN DATE, AND SHE WAS ABLE TO MOVE IN THE THEME WAS PLEASANTLY SURPRISED WHEN DANNY SIGNED IT UP AS A VOLUNTEER FOR ANGEL TREE. [PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]
NEXT ITEM IS PUBLIC COMMENTS ON AGENDA ITEMS. YOU WANT. TO WE'RE GOING TO HAVE. WE'VE GOT A NUMBER OF SPEAKERS. WE'RE GONNA HAVE TWO MINUTES OF COMMENTS. THERE'LL BE A TIMER UP ON THE BOARD OF WHEN YOU COME UP. IF YOU WOULD PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD. YOU HAVE TWO MINUTES. UH, BE A GREEN TIMER. IT WILL TURN YELLOW AS YOU GET TO 30 SECONDS AND RED AS IT GETS TO FIVE SECONDS. FIRST IS LI MORE? FIRST OF ALL, LET'S GET THIS OUT[00:20:06]
IN THE OPEN. AS YOU SEEM TO THINK IT'S SUCH A GOTCHA MOMENT FOR SOME OF YOU UP HERE. I LIVE IN FAIRVIEW. I SHARE A ZIP CODE AND AN SD, BUT I DON'T GET TO VOTE ON ANY OF THE ITEMS THAT ARE PASSED HERE THAT AFFECT MY QUALITY OF LIFE DUE TO MCKINNEY, NOT BEING A GOOD NEIGHBOR, ONE OF THEM BEING THAT I LIVE IN THE FLIGHT PATH. YOU WANT TO MAKE IT A BIG DEAL THAT SOMEONE NOT FROM THE CITY WOULD DARE SHOW UP HERE AND SPEAK OUT. BUT YET, MR FULLER, YOUR 2021. CAMPAIGN CONTRIBUTIONS OF 25,000 FROM FRISCO DONOR AND 5000 FROM AN AUSTIN REALTOR PACK INDICATES THAT YOU DO HAVE INTEREST IN SOMEONE THAT DOESN'T LIVE IN MCKINNEY. NEXT. I JUST WANT TO ENLIGHTEN THE PUBLIC HERE ON ANYONE ONLINE OR EXACTLY HOW THIS MERIT TREATS AND SPEAKS TO CITIZENS THAT SPEAK IN THIS FORM IN ANY WAY THAT IS AGAINST OR IT'S DIFFERENT FROM HOW HE THINKS AFTER MY JANUARY 6TH 18TH MEETING COMMENTS, THE MAYOR CALLED ME AND MY COMMENTS OFFENSIVE AND THAT I NEEDED EDUCATION. WELL I DON'T WANT TO GET UP HERE AND SUBJECT MYSELF TO YOUR ABUSE BUT ALSO CANNOT LET YOUR BULLYING GO ON WITHOUT COMMENT. THE MAYOR AND HIS ONLINE MINIONS LOVED HAVE TO SAY THESE WORDS LIKE LAZY, RECKLESS, DIVISIVE AND OTHER UGLY WORDS.UM WELL, BECAUSE JUST BECAUSE SOMEONE QUESTIONS THINGS IN A DIFFERENT OPINION THAT HAS PRESENTED, UM THAT MEANS THAT I'M IN OPPOSITION. WELL, THAT'S WHAT OPPOSITION MEANS. SO LET'S PROVIDE YOU SOME EDUCATION AND SAY THAT DISSENT IS HAVING TO EXPRESS AN OPINION DIFFERENT FROM A PREVAILING OR OFFICIAL POSITION. SO, YES, BY DEFINITION , A DESCENT WILL BE DIFFERENT IN THIS COUNTRY. EVERYONE GETS TO HAVE THEIR OPINION AND SHOULDN'T BE VERBALLY ATTACKED BECAUSE THEY EXPRESS IT. IF YOU FEEL THIS IS PERSONAL ATTACK, AND I GUESS I MUST BE OVER THE TARGET.
SO I CAME HERE ALSO TO SPEAK OUT ON AN AGENDA ITEM AND EXTENDING THE TERM MOMENTS WITH THIRD CITY COUNCIL MEETING AFTER THE SECOND FAILED ELECTION TO GET THE PUBLIC TO PAY FOR AN UNWANTED COMMERCIAL AIRPORT. MY OPINION IS ADDING ANOTHER TERM WILL ALLOW THE SAME FOLKS IN OFFICE THAT ARE SUPPORTING THE AIRPORT TO GET A THIRD. TRY PASSING THIS , PUTTING THIS ITEM ON A LOW TURNOUT MAY ELECTION WHERE VOTERS HAVE VOTER FATIGUE AND LESS THAN 15% TURNOUT IS THE OPPOSITE OF LETTING THE VOTERS DECIDE. THANK YOU, LEE. JOHN MONTES. JOHN MONTEZ. EDDIE LANE MCKINNEY, TEXAS. 24 YEAR RESIDENT. I'M HERE TO SPEAK OR MAKE TWO POINTS ON AGENDA ITEM.
24-12 10. THE ORDINANCE CALLING FOR THE CHARTER ELECTION AND EXTENDING TERM LIMITS. SO FIRST POINT UH, I'M IN THE ONE TO VOICE OPPOSITION TO EXTENDING AND INCREASING THE TERMS. I THINK THE CURRENT LIMITS ARE JUST FINE. AND THE SECOND POINT I'D LIKE TO MAKE A RESPECTFUL RECOMMENDATION TO UPDATE THE LANGUAGE AS IT'S WRITTEN IN THE FOR PROPOSITION THREE. HERE'S A SNIPPET OF HOW THE CURRENT LANGUAGE IS WORDED. CITY COUNCIL MEMBERS SHALL HAVE TERM LIMITS CONSISTING OF THREE CONSECUTIVE FOUR YEAR TERMS, BEGINNING WITH THE 2025 ELECTION. READING THAT THERE'S A CASUAL VOTER, YOU MIGHT THINK. WELL, TERM LIMITS. YEAH FOR THAT. YEAH, THAT SOUNDS LIKE A GOOD THING. SURE YEAH, I'LL VOTE FOR IT, BUT THEY MIGHT NOT KNOW WHAT THE CURRENT LIMITS ARE. I'M GOING TO OFFER HELPFUL AMENDMENT MAYBE CHANGE THAT TO CITY COUNCIL MEMBERS SHALL HAVE TERM LIMITS EXTENDED FROM THE CURRENT TWO CONSECUTIVE FOUR YEAR TERMS, TOO. THREE CONSECUTIVE FOUR YEAR TERMS, BEGINNING WITH THE 2025 ELECTIONS. YOUR AVERAGE PERSON READING THAT MIGHT CLEARLY KNOW WHAT'S HAPPENING, AND IT MIGHT BE A FAIR WAY TO EXPRESS WHAT YOU'RE WITH THE COUNSELORS TRYING TO SAY SO. BETTER. YOUR MAJOR. THANK YOU. DAN FOR CEO.
PORZIO. I KNOW DAMAGE HERE. STAND FOR A SECOND. I THOUGHT YOU WERE DUCKING BEHIND THAT BEHIND THE PERSON IN FRONT OF YOU. UM, I'M GONNA TAKE A SLIGHTLY DIFFERENT TAX. UM. EVER SINCE I CAME BECAME AWARE OF THIS, I STARTED DOING A LITTLE RESEARCH AND DIGGING ESPECIALLY INTO THE WRITINGS. OF THE FOUNDERS. OF OUR COUNTRY. AND THIS FAR AS I CAN. READ AND RESEARCH, NONE OF THEM. WANTED. ELECTED OFFICIALS. TO BE PERMANENT. NOW, WHAT DOES THAT MEAN? PERMANENT? THEY WERE ALL FOUR. CITIZEN. GOVERNMENT CITIZEN CONGRESSMAN CITIZEN SENATORS WHO SERVED THE LIMITED AMOUNT OF TIME AND THEN WENT BACK TO THEIR JOBS. WELL IN DIGGING FURTHER, AND ESPECIALLY WITH REGARD TO THIS BEING BLACK HISTORY MONTH. IN 1870. THERE
[00:25:10]
WAS A GUY NAMED BENJAMIN TURNER. WHO FOR THE 1ST 40 YEARS OF HIS LIFE. WAS A SLAVE. BUT WITH SCHOOLED AND HE BECAME THE FIRST BLACK. CONGRESSMAN AND SERVED WITH DISTINCTION. BUT ONLY SERVED A FEW TERMS. DOING MORE RESEARCH. THERE'S 600 MORE. SLAVES WHO SERVED EITHER IN CONGRESS AND STATE LEGISLATORS. THEY WERE MAYORS. THEY WERE AT THAT TIME, COUNCILMAN ALL OF THEM WITH RARE EXCEPTION. WE SERVED A FEW TERMS AND THEN WENT BACK TO THEIR FARMS AND BUSINESSES, NO MATTER WHAT THEY'RE SO I REALLY HAVE A HARD TIME WITH SAYING YEAH, THIS WOULD BE A GOOD THING IN THIS CLIMATE THAT WE'RE IN RIGHT NOW. POLITICALLY SOCIALLY, MORALLY.WE NEED TO STICK WITH LET'S GO WITH TWO TERMS AND DO THE BEST. THANKS. MIKE GILES. BUT LIKE YEP. HERE. UM, SORRY. SORRY, MIKE. GOOD EVENING, MAJOR FULL AND THE MEMBERS OF COUNCIL. MY NAME'S MIKE CARL'S A LITTLE MCKINNEY HAVEN'T SPOKEN IN A WHILE, BUT PROPOSITION THREE OF THIS LATEST PROPOSAL IS SUCH A TRAVESTY HAD TO COME TONIGHT. SEVERAL YEARS AGO, ALONG WITH A LOT OF OTHER CONCERNED CITIZENS. WE PUT IN A LOT OF TIME AND EFFORT TO GET THE TWO TERM NUMBERS PUT IN THERE, AND IT TOOK A LOT OF PEOPLE TO A LOT OF WORK TO DO THAT HAS BEEN ONE OF THEM THE BETTER DECISIONS WE EVER MADE. SOME PEOPLE GET INTO PUBLIC OFFICE AND DECIDE THAT THEY ARE SO SMART, SO KNOWLEDGEABLE AND SO JUST DOWNRIGHT WONDERFUL THAT THE ORGANIZATION CAN'T POSSIBLY SURVIVE WITHOUT HIM. THE EXTENDED TERM AND TRY TO KEEP EXTENDING IT. THIS IS ALSO SOMETHING THAT'S TYPICAL OF MOST OF THE COUNTRY. DICTATORSHIPS TERM LIVERS TRY TO PREVENT THE GROWTH. OFFICIALS IN THEIR FIEFDOMS WHO RUN CITY PROGRAMS. THEIR OWN PROFIT AND GAIN. MOST CITY GOVERNMENTS HAVE SUCH CORNY GROUPS, AND MCKINNEY IS NO EXCEPTION. SECRET IS TRYING TO KEEP US MANAGEABLE WILL NEVER DO IT, YOU KNOW COMPLETELY STOP IT.
THE PERIOD TERMINALS ARE GOOD, GOOD WAY TO STOP A LOT OF THIS. IT'S BEEN GOOD FOR THE PRESIDENT AND A LOT OF OTHER THINGS TO BE GOOD ACTUALLY FOR ALL ELECTED OFFICIALS AH, NOW YOU PROPOSE.
I'M DOING THAT PREVIOUS CHANGE. WE WORKED SO HARD FOR AND I THINK THAT'S THE TOTALLY AN ERROR. THE OTHER PROBLEM IS THAT YOU ARE PUTTING THIS IN A SPECIAL ELECTION WHERE THE SPECIAL CHARTER ELECTIONS WORK. IS THAT THEY KEEP THEM REAL QUIET, AND YOU PUT IT IN THE MIDST OF OTHERS. WE HAVE A PRIMARY ELECTION MARCH 5TH AND A I DON'T KNOW, PROBABLY RUN OFF IN LATE MAY. SO IN THE MIDDLE OF THAT YOU'RE GOING TO PUT THIS MAY, UH, ELECTION FOR THIS SPECIAL TRIAL CHARTER ON THIS THING AND HISTORICAL GET 5 TO 6% OF THE PEOPLE COME OUT TO VOTE.
AND 3 TO 4% SWING A WHOLE CITY. AND EVERYBODY ELSE WAS JUST STUCK WITH IT. SO WHERE THEY GOT THAT FOOTBALL STADIUM IN THERE? AH I THINK YOU NEED TO CHANGE IT. IF YOU'RE GONNA IF YOGONNA A DIFFERENT ELECTION, NOT A SPECIAL DO IN THE NOVEMBER ELECTION FOR THE OTHER ELECTION.
AND I THANK YOU FOR YOUR TIME. BUT YOU JUST THANK YOU. MR PROPOSED. TOTALLY THIS PROPOSITION THREE, RIGHT, TOM MCCARROLL. HERE THEY ARE. UM THANK YOU. UM.
I WANT TO FIRST THANK YOU FOR LISTENING TO MY POORLY PREPARED REMARKS. SO JUST GRANT ME THIS, UH UM, DON'T START THE CLOCK YET . HAVEN'T STARTED. I HAVEN'T STARTED. OKAY ONE OF THE THINGS I WANT TO SAY IS 2011. THAT WAS NOT THAT LONG AGO. SO WHY DO I MENTION 2011? THAT'S BECAUSE VOTERS CHANGED THE CITY CHARTER. THEY GAVE US THIS. TERM LINES WE HAVE TODAY. THAT COUNCIL UNDERSTOOD THE DANGERS OF ENTRENCHED POLITICAL POWER AND WE SEE IT ALL AROUND US. TODAY, PEOPLE VOTE IN PLACES LIKE RUSSIA, IRAN, CUBA, CHINA, NEW JERSEY WHEREVER, BUT THE SAME LEADERS KEEP GETTING ELECTED. UM . IS THAT WHAT WE WANT HERE? I DON'T THINK SO. DO WE WANT THE EFFICIENCY OF A DICTATORSHIP? OR DO WE WANT THE MESSY SYSTEM WHERE OUR LEADERS SHARE POWER WITH THEIR NEIGHBORS? THE VOTERS OF 2011. ANSWER THAT QUESTION FOR US. THEY COULD SEE THAT THE
[00:30:03]
CITY WAS GROWING AND ANTICIPATED THE POWER PLAY THAT WAS COMING COULD SEE IT. THEY THEY SEE IT.THEY SAW IT. THEY CAME UP WITH A SYSTEM THAT KEPT EXPERIENCE QUALIFIED PEOPLE SERVING ON THE COUNCIL FOR 24 YEARS, BUT THEY LIMITED THE TIME ANYONE COULD SPEND ON THE SAME OFFICE FOR EIGHT YEARS. THAT'S A BRILLIANT WAY TO LEVERAGE EXPERIENCE AND KEEP ENTRENCH POWER DAY.
BEAUTIFUL BEAUTIFUL. OUR SYSTEM DOES NOT NEED TO BE CHANGED. OUR CHARTER DOES NOT NEED TO BE CHANGED. IT WILL CONTINUE TO SERVE MCKINNEY WELL. AND THOSE WHO WOULD TRY TO CHANGE IT FOR THEIR OWN BENEFIT IN AN ELECTION KNOWN FOR LOW TURNOUT ARE EXACTLY THE PEOPLE THAT THE 2011 CHARTER WAS PROTECTING US FROM. GOOD TIME. ELLIOTT. GOOD EVENING. PAUL ELLIOTT, UM MCKINNEY RESIDENT OF CLOSE TO 10 YEARS. UM I'M HERE THIS EVENING TO RESPECTFULLY VOICE MY DISAPPROVAL OF THE CHARTER ELECTION. IT SEEMS WHOLLY UNNECESSARY. SOMEONE ON COUNCIL SAID THAT ALREADY ELECTED COUNCIL MEMBERS COULD SWITCH SEATS AND STAY ON COUNCIL INDEFINITELY. SO IF ANYONE OR EVERYONE HERE IS AS POPULAR AS THEY BELIEVE THEY ARE AND I DON'T SEE WHY YOU DON'T JUST DO THAT. I ALSO MUST ASK, UH, WHAT IS ANOTHER CHARTER ELECTION FOUR YEARS. LATER FOR FOURTH TERM. UM WHAT'S STOPPING THAT AND ON AND ON, IT GOES SO IF YOU REALLY THINK THAT THAT THIS IS WHAT'S BEST FOR THE CITY, UM, I'D SUGGEST I'D LIKE TO SEE COUNCIL MEMBERS EXEMPT THEMSELVES FROM EXERCISING A THIRD TERM THEMSELVES. ANYWAY THIS JUST SEEMS LIKE A LARGE WASTE AND TOO MUCH SELF INTERESTED. PLAY. THANK YOU. JOHN SILVER. DAN SILVER MCKINNEY RESIDENT. THANK YOU VERY MUCH. I WANT TO KEEP THE CURRENT SYSTEM IN PLACE. UH WE CAN GET FRESH FACES FRESH IDEAS. IF THERE AREN'T JUST INCUMBENTS, INCUMBENTS HAVE A GREAT ADVANTAGE IN FUNDRAISING AND POWER. AND HAVING THEIR NAME KNOWN IF WE WANT AND DIVERSE AND MORE DIVERSITY. LET'S KEEP THE TERM LIMITS THE WAY THEY ARE JUST CLOSE THIS MONTH. WE HAVE THE BIRTH. GEORGE WASHINGTON, THE FIRST PRESIDENT HE SERVED 24 YEAR TERMS. IT WAS ENOUGH FOR HIM. HE VOLUNTARILY WALKED AWAY. SUE SILVER. GOOD EVENING. I'M A MCKINNEY SUES SILVER. I'M A MCKINNEY RESIDENT FOR THREE YEARS. WE MOVED HERE FROM. THE METROPOLIS OF LOS ANGELES. AND WE HAVE SEEN SUCH A CHANGE IN OUR AREA. THE LAND HAS BEEN RAISED. THE DEVELOPMENT. IT WAS SO BEAUTIFUL COUNTRY ROADS, NATIVE TREES. IT'S LIKE ALL GONE . WE HAVE A FEW COWS NEXT TO OUR DEVELOPMENT. I TREASURE THEM. EVERY TIME I DRIVE BY. THERE'S STILL THERE. BUT THE LAND IS GONE. NONE OF THE NATIVE PLANTS THE NATIVE FLOWERS, UNIQUE BY NATURE. THIS IS NOT UNIQUE BY NATURE. I AM A PAID NATURALIST HAVE BEEN FOR MANY YEARS. LED MANY NATURE WALKS AND LOVED.
THIS UNIQUE BY NATURE. MOTTO AND THE QUALITY OF LIFE THAT WE EXPERIENCED CANNOT BELIEVE HOW IT HAS CHANGED IN THREE YEARS. I AM FOR TERM LIMITS. WE NEED TO HAVE FRESH PEOPLE IN. AH AND PRESERVE. THERE'S COMMUNITY AND PRESERVE WHERE LOSING IT, AND I'D LIKE TO SEE THAT, UH, THE UNIQUE BY NATURE REALLY CARRIED OUT HERE IN MCKINNEY. UM IT'S WE ENJOY SO MUCH OF THE NATURE WE STILL HAVE THAT IS FORTUNATELY PROTECTED, BUT THE DEVELOPMENT HAS GONE CRAZY HERE. SO THANK YOU SO MUCH, AND GOD BLESS YOU ALL. THANK YOU. VINCENT TORRES. MY NAME IS RECENTER TORRES, 3300 BRENTWOOD HERE, MCKINNEY, UM SO I'M AGAINST THE EXTENDING THE TERM LIMITS TO THREE AS WELL.
[00:35:08]
SPOKE WITH YOU A COUPLE ABOUT THIS BEFOREHAND, UM, IN MY OPINION. UH UM. LIKE IT WAS ALREADY STATED. GEORGE WASHINGTON SERVED TWO TERMS. IT WAS AN UNWRITTEN RULE UNTIL WHAT 1940. TO NOT SERVE MORE THAN TWO TERMS AS PRESIDENT UNTIL THE 22ND AMENDMENT 51 THAT THEY DECIDED TO TERMS IS ENOUGH FOR ANYBODY. I'M AN AGREEMENT THAT EVERYBODY SHOULD AND DURING THE LAST WORK, I GUESS TO WORK SESSIONS AGO, IT WAS BROUGHT UP THAT SCHOOL BOARD DOESN'T HAVE TERMS. UH COUNTY DOESN'T HAVE TERMS. STATE DOESN'T HAVE TERMS. THERE'S ALL THESE PEOPLE THAT DON'T HAVE TERMS. YES THAT'S TRUE, BUT WE CAN'T HANDLE THAT IN THIS ROOM. WE CAN HANDLE WHAT WE DO IN THIS ROOM AND ONLY WHAT'S IN THIS ROOM, AND THAT'S WHAT WE'RE VOTING ON. SO I'D LIKE TO KEEP THE SUBJECT ON THIS ROOM, BECAUSE, IN FACT THAT A VOTE ON THAT FOR THEIR I WOULD I MEAN, THERE'S PEOPLE THAT I LIKE TO SEE RUNNING. THAT'S TED CRUZ. HE'S RUNNING AGAIN. AM I GONNA VOTE FOR HIM AGAIN FOR A THIRD TIME? YES BUT WHEN YOU THINK ABOUT IT IF I HAD A CHOICE, IT WOULD BE HARD FOR ME TO SAY THAT THIS GREAT PERSON WHO IS CURRENTLY SERVING CAN'T SERVE ANYMORE BECAUSE THEY'VE BEEN TURNED OUT. BUT I WOULD STILL VOTE FOR THEM NOW. THE OTHER EXCEPTION IS YES. YOU KNOW, JUST USING YOU FURTHER BECAUSE YOU'RE IN THE POSITION RIGHT NOW AND NOT ANYTHING PERSONAL. BUT IF YOU DECIDED TO RUN AGAIN FOR A THIRD TERM, BUT YOU HAVE TO TAKE A TERM OFF BECAUSE WHAT THE CURRENT RULES ARE. THEN SO BE IT THAT ALLOWS FOR FRESH IDEAS AND PEOPLE TO GET IN PLACE. AND THEN IF YOU WANT TO COME BACK AND FOUR YEARS RUN AS MAYOR AGAIN, OR RUN AS ANOTHER COUNCIL POSITIONED, AND THAT'S FINE. AS THE RULES ARE RIGHT NOW, BUT I DON'T SEE ANY. I HAVEN'T HEARD ANY GOOD REASON AS OF YET. THAT SAYS THAT THIRD TERM IS IN ORDER . UM AND THAT'S JUST WHERE I'M AT SO NOTHING PERSONAL AGAINST ANYBODY UP THERE RIGHT NOW, OR ANYBODY WHO COULD BE IN THE FUTURE. IT'S JUST I THINK TWO TERMS IS GOOD. THANK YOU. YEAH.[CONSENT AGENDA]
NEXT ITEM. CONSENT AGENDA. THESE ITEMS CONSISTS OF NON CONTROVERSIAL OR HOUSEKEEPING ITEMS REQUIRED BY LAW. ADAMS MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER MAKING SUCH REQUEST PRIOR TO MOTION AND VOTE ON THE CONSENT ITEMS. MR MAYOR, I WOULD LIKE TO PULL DOWN ITEM NUMBER 24-1203. AND ALSO TO 4-1206, PLEASE. 1202. I'M TEASING PROCESS. RIGHT. IS THERE A MOTION ON THE. SECOND HE'S CAST VOTES. MOTION PASSES. FIRST ITEM THAT YOU PULL DOWN. UM[Consider/Discuss/Act on a Resolution Authorizing the City Manager to Execute a Contract and All Necessary Change Orders with Tejas Utilities LLC for the Construction of the FBO Apron Lighting Project, part of Executive Airport Terminal Phase 2 (AI2068)]
CONSIDER AN ACT ON A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT AND UNNECESSARY CHANGE ORDERS. BUT TEJAS UTILITIES LLC FOR THE CONSTRUCTION OF THE FBO APRON LIGHTING PROJECT, PART OF EXECUTIVE AIRPORT TERMINAL PHASE TWO. I JUST WANTED TO BRING THIS DOWN BECAUSE THERE'S BEEN A LOT OF CONVERSATION ABOUT THE AIRPORT, SO YOU WILL PROBABLY SEE BE PULLED DOWN EVERY SINGLE THING FROM THE CONSENT REGARDING THE AIRPORT FOR TRANSPARENCY PURPOSES. SO IF YOU CAN JUST VERY SURE GIVE A LITTLE BACKGROUND ON THIS PROJECT. SO THIS IS A PROJECT THAT'S KIND OF WE CALL IT PHASE TWO OF THE FBO TERMINAL. FBO BEING THE GENERAL AVIATION SIDE OF THE AIRPORT. THIS WOULD BE TO CONSTRUCT FIVE TALL KIND OF FLOODLIGHTS ON THE APRON TO LIGHT AREA FOR SAFETY PURPOSES FOR THE CUSTOMERS AS WELL AS OUR CREWS WHO ARE FUELING AIRCRAFT AND WHATNOT. WENT THROUGH THE APPROPRIATE PROCUREMENT PROCESS, AND WE'RE RECOMMENDING MOVING FORWARD WITH THE CONTRACT AS STIPULATED IN THE AGENDA ITEM. VERY GOOD. CAN YOU TELL US THAT THE COST AND WHERE THE MONEY IS COMING FROM? YES AS I RAN OUT, I DIDN'T BRING MY PRINT OUT. SO LET ME PULL IT UP REALLY QUICK HERE. SO THIS WE HAD TWO BIDS. THE LOW BID WAS $364,690, AND THAT WOULD BE TO DO SOME DEMO WORK OUT THERE. FIVE BELIEVE THERE ARE 50 TO 60 FT POLES WITH FLOODLIGHTS VERY SIMILAR TO STADIUM LIGHTING. UM, AND THE SOURCE OF THE FUNDING IS COMING FROM THE HIP PROJECT, WHICH WAS APPROVED WITH THE BUDGET. THIS PAST YEAR, SO IT'S IN THE AIRPORT. C I P PREVIOUSLY WERE NOT REQUESTING ANY ADDITIONAL FUNDS AT THIS TIME.ANY OTHER QUESTIONS. PROMOTION. TO MAKE A MOTION THAT WE APPROVED THIS ITEM. I'LL SECOND CAST YOUR VOTES. TOGETHER AND PULLED DOWN WAS 24 1206 THAT WAS TO CONSIDER AND
[Consider/Discuss/Act on a Resolution Consenting to the Creation of a Municipal Management District for the Honey Creek Development]
[00:40:14]
ACT ON RESOLUTION CONSENTING TO THE CREATION OF MUNICIPAL MANAGEMENT DISTRICT FOR THE HONEY CREEK DEVELOPMENT. THAT WAS PULLED DOWN BECAUSE WE DO HAVE A SLIGHTLY EDITED VERSION.AND MICHAEL, COULD YOU SPEAK TO THAT? RECOGNIZED WHEN THE PUBLIC HEARING IS OPEN. 241209 CONSIDERED DISCUSS ACT ON AN ORDINANCE CALLING FOR THE MAY 4 2024 SPECIAL BOND ELECTION. MR MAYOR MEMBERS COUNCIL TREVOR MAYNARD, DIRECTOR OF STRATEGIC SERVICES. I HAVE A COUPLE SLIDES JUST TO GET US TO THE POINT THAT WE'VE GOTTEN TO TODAY. AND I WILL BE THINKING SOME FOLKS HERE IN A FEW MINUTES. BUT BEFORE YOU THIS EVENING IS AN ORDINANCE CALLING AN ELECTION IN MAY FOR FIVE DIFFERENT PROPOSITIONS. THERE'S BEEN NO CHANGE FROM DECEMBER 19TH 2 TODAY, SO THIS IS FAIRLY STANDARD. BUT I'M HAPPY TO ANSWER ANY QUESTIONS AT THE END, AND I'LL GIVE A FEW. WHAT'S NEXT STEPS FOR YOU? PROPOSITION A IS IN RELATION TO PARKS AND RECREATION FOR $106 MILLION THESE ARE THE ANTICIPATED PROJECTS AND THE ANTICIPATED TOTALS THAT THAT FUNDING WILL GO TOWARDS THE LARGEST AMOUNT BEING FOR A MULTIGENERATIONAL RECREATION FACILITY. THAT'S AN ALL AGES. RECREATION FACILITY. UM IN WHAT WILL LIKELY BE THE NORTHWEST SECTOR. IS THE MULTIGENERATIONAL TREVOR SOMETHING KIND OF AS A NOD TO THE SENIOR CENTER IS IN THE THAT'S CORRECT SOUTHEAST PART OF THE CITY AND FOLKS UP AT THE TUCKER HILL AREA AND UP NORTH AROUND 380. WOULD BE ABLE TO USE THIS AS KIND OF A PSEUDO SENIOR CENTER SPOT. ANSWER. THANK YOU.THE MUNICIPAL FACILITIES, ITEMS, MAKEUP PROPOSITION B AND PROPOSITION C. PROPOSITION B IS CONSIDERING REPLACING AND BUILDING A NEW MUNICIPAL COURT FACILITY FOR NEW CONSTRUCTION AT APPROXIMATELY 100. EXCUSE ME, 36,000 FT. THAT'S TO INCLUDE LAND PURCHASE AS WELL AS A PARKING FACILITY JUST AS A SIDE NOTE THAT BUILDING WAS APPROVED BY THE VOTERS IN 1966 FINISHED BEING CONSTRUCTED IN 1967. AND AS THE OLDEST MCKINNEY FACILITY THAT'S STILL BEING USED FOR ITS CURRENT OR FOR ITS ORIGINAL USE. PROPOSITION C. IT'S IN NOT QUITE AS EQUALLY OLD AS THE COURT BUILDING, BUT IT IS AGED. IT IS OUR PUBLIC WORKS SOUTH CAMPUS. THAT CONSIDERATION IS FOR $30 MILLION WORTH OF IMPROVEMENTS. IT WILL INCLUDE YARD SPACE BUILDING SPACE FOR A VARIETY OF OR ROLLING STOCK AND THE EMPLOYEES BOTH PROFESSIONAL AND FIELD EMPLOYEES THAT UTILIZE
[00:45:05]
THAT THEIR DEPARTMENTS THAT IMPACTS ARE INCLUDED THERE ON THE SCREEN. PROPOSITION D IS $70 MILLION FOR PUBLIC SAFETY. THAT INCLUDES SOME IMPROVEMENTS OR CONSTRUCTION TO A FEW FIRE STATIONS RENOVATION AT THE CURRENT PUBLIC SAFETY BUILDING, WHICH WILL BECOME THE INDEPENDENT POLICE. SAFETY BUILT . EXCUSE ME POLICE ADMINISTRATION BUILDING. UM, SINCE THE LAST BOND ELECTION, WE HAD MADE MONIES AVAILABLE FOR A FIRE ADMINISTRATION BUILDING.AND THEN THERE'S ALSO FUNDING FOR A FUTURE FIRE STATION THAT'S CONSTRUCTION AND LAND ACQUISITION. AND THEN FINALLY, THE LARGEST PROPOSITIONS PROPOSITION E. OVER THE LAST COUPLE OF YEARS, THE COUNCIL HAS HAD QUITE A FEW MEETINGS ON STREETS, BOTH NEW STREETS AND THE NEED FOR THEM AS WELL AS OUR AGING INFRASTRUCTURE AND THE NEED FOR RECONSTRUCTION.
EARMARKED $140 MILLION IN ST EXPANSIONS THROUGHOUT THE CITY. AND THEN FOR THE FIRST TIME, SPECIFICALLY, WE'VE EARMARKED $100 MILLION IN ST RECONSTRUCTIONS. THIS IS IN CONCERT WITH THE ONGOING STRATEGY TO FUND STREET RECONSTRUCTIONS THAT THE COUNCIL ENTERED INTO WITH THE COMMUNITY DEVELOPMENT CORPORATION AND THE ECONOMIC DEVELOPMENT CORPORATION. IT'S OVER A 10 YEAR RECONSTRUCTION PLAN, AND IT'S IN ACCORDANCE WITH THE ENGINEERING DEPARTMENTS CAPITAL IMPROVEMENT PROGRAM PLANS. PAUSE THERE AND LEAVE THIS ON THE SCREEN IF THERE'S ANY QUESTIONS ABOUT THE FIVE DIFFERENT PROPOSITIONS TOTALS THE ORDER, ETCETERA. I CAN TAKE THOSE NOW. QUESTIONS. [COUNCIL AND MANAGER COMMENTS]
NEXT ITEM GOING TO TAKE THE AGENDA OUT OF ORDER, AND I'M GOING TO MOVE TO COUNSEL COMMENTS ANYONE THAT WANTS TO MAKE COMMENTS NOW I DO WANT TO MAKE COMMENTS NOW BEFORE WE TALK ABOUT THE NEXT ITEM. WE HAVE AN AUDIENCE HERE. THAT IS, UH, I KNOW HAS ALSO BEEN VERY VOCAL ON THE AIRPORT. I WANTED TO SHARE SOME THOUGHTS ON THAT BECAUSE OF THE LAW ALSO PLAY INTO MY COMMENTS. WHEN WE GET TO THE NEXT ITEM. SO I APOLOGIZE ON THE FRONT SIDE. THESE COMMENTS ARE SLIGHTLY LONGER. AND YOU PROBABLY WANT THEM TO BE BUT I FEEL IT'S AN IMPORTANT SUBJECT.FIRST I WANT TO THANK BRIDGET WALLACE. BRIDGET SENT ME AN EMAIL BACK ON JANUARY 2ND CONCERNING THE AIRPORT BOND ELECTION RESULTS IN WHICH HE STATED THAT THE MESSAGE VOTERS SENT COULD BE WHAT WE WANT THAT WE WANT TO COMMERCIAL AIRPORT. BUT THAT WE DON'T WANT TO USE BONDS TO PAY FOR IT. IT COULD ALSO MEAN VOTERS DON'T WANT MCKINNEY TO HAVE A COMMERCIAL AIRPORT. BOTH ARE VALID, SHE SAID. COMMENTS PLAYED A ROLE IN THE DECISION I MADE IN AN ACTION I TOOK GOING TO SHARE WITH EVERYONE HERE IN A FEW MINUTES. IT'S BEEN A LOT OF DEBATE. ABOUT THE RESULTS. AND WHAT THEY DID OR DID NOT REPRESENT CONCERNING PUBLIC SENTIMENT AROUND COMMERCIAL PASSENGER SERVICE AT TK I IRON COUNCIL HAVE RECEIVED MANY AIRPORT OPPOSITION EMAILS ON THE SUBJECT. SOME ORIGINAL COMPOSITIONS. IN MANY I WOULD CALL CUT AND PASTE EMAILS. FROM ORGANIZED AIRPORT, OPPOSITION OR SPECIAL INTEREST GROUPS. AT THE SAME TIME I'VE MET WITH COUNTLESS GROUPS THAT EXPRESS CONFLICTING SENTIMENTS AND THAT THAT WE HAD RECEIVED IN THE
[00:50:03]
ABOVE MENTIONED EMAILS. ONE RECURRING EMAIL STATED. VOTERS HAVE REJECTED THE COMMERCIAL TERMINAL AT THE MCKINNEY AIRPORT. NOT ONCE BUT TWICE. THAT WAS STATED AGAIN. HERE. I THINK BY YOU, MRS MOORE, ACTUALLY, THE BOND PROPOSITION 2015 WAS SPECIFICALLY FOR GENERAL AVIATION INFRASTRUCTURE MAINTENANCE. THE WORDS COMMERCIAL. PASSENGER TERMINAL.WE'RE NOT USED SINGULARLY OR IN ANY COMBINATION ON THE BALLOT AS IT HAD NOTHING TO DO WITH PASSENGER SERVICE OR PASSENGER SERVICE TERMINAL. THAT BOND FAILED 51% AGAINST AND 49% 4. IN THE CASE OF THAT BOMB, ONE COULD MAKE A STRONG ARGUMENT THAT THE ABSENCE OF IDENTIFIED VALUE PROPOSITION FOR THE AVERAGE TAXPAYER WAS MISSING. THE IDEA THAT THOSE IMPROVEMENTS WOULD ENHANCE AND ATTRACT LORDS, LARGE CORPORATE TENANTS TO OUR AIRPORT. AND THOSE CORPORATIONS WOULD THEN RESIDE HUNDREDS OF MILLIONS OF DOLLARS OF TAXABLE PROPERTY IN THE FORM OF LARGE AND EXPENSIVE JETS AT THE AIRPORT. THAT WOULD ULTIMATELY AMOUNT TO MILLIONS AND MILLIONS OF DOLLARS IN SCHOOL PROPERTY TAXES COLLECTED. SUBSIDIZING ORIGINAL RESIDENTIAL TAX BURDEN.
WAS NOT A WIDELY UNDERSTOOD IDEA. TODAY THAT IS THE REALITY AND THE BENEFIT THAT WE ALL SEE.
ANOTHER RECURRING EMAIL CONTAINED THAT PEOPLE MCKINNEY SPOKE DIRECTLY TO LAST YEAR.
THEY VOTED NO TO EXPLAINING THE AIRPORT. IT WAS ALSO MENTIONED AGAIN HERE TONIGHT. ACTUALLY, THE QUESTION ASKED ON THE BALLOT LAST YEAR WAS QUOTE. YOU APPROVED THE ISSUANCE OF $200 MILLION GENERAL OBLIGATION BONDS FOR A COMMERCIAL AIR SERVICE TERMINAL AND RELATED IMPROVEMENTS AT THE CITY'S AIRPORT IN THE IMPOSITION OF A TAX SUFFICIENT TO PAY THE PRINCIPLE OF AND INTEREST ON THE BONDS. THE RESULTS OF THE VOTE WERE ROUGHLY 58% AGAINST AND 42% 4. WAS BRIDGET, RIGHT? HER CLAIM THAT THE MESSAGE VOTERS SENT COULD BE THAT THEY WANT TO COMMERCIAL AIRPORT, BUT THEY JUST DIDN'T WANT TO USE BONDS TO PAY FOR IT. I'VE MAINTAINED THAT I BELIEVE THAT REPRESENTS A SIGNIFICANT PERCENTAGE OF THE SENTIMENT, BUT I LIKE BRIDGET, AND ANYONE ELSE CANNOT KNOW FOR SURE WHAT THAT MAKEUP IS NOT WITHOUT MORE DATA AND INFORMATION. AS MAYOR AND COUNCIL. IT'S OUR DUTY TO REPRESENT THE BEST INTERESTS OF OUR COMMUNITY, AND THIS REQUIRES INVESTING TIME AND EFFORT TO TRULY UNDERSTAND THE ISSUES THAT IMPACT US ALL. IT'S CRUCIAL TO BE RESPONSIVE TO THE WISHES OF OUR COMMUNITY. IT'S EQUALLY VITAL. THAT WE DO NOT MISTAKE. THE COMMUNITIES WILL FOR SIMPLY THE VOCAL ORGANIZED CAMPAIGNS OF SPECIAL INTEREST GROUPS, EITHER THOSE THAT ADVOCATE FOR OR AGAINST ANY SINGLE ISSUE OUR ROLE ALSO GOES BEYOND JUST BEING MESSENGERS OF POPULAR OPINION. WE ARE ENTRUSTED WITH THE RESPONSIBILITY TO COMPREHEND COMPLEX ISSUES DEEPLY TO DELVE INTO THE DETAILS AND MAKE DECISIONS THAT ARE INFORMED AND BALANCED. WE RECOGNIZE THAT MANY OF OUR CONSTITUENTS HAVE BUSY LIVES. AND THEY MAY NOT ALWAYS HAVE THE TIME OR INCLINATION TO DELVE INTO THE INTRICACIES OF EVERY ISSUE. THAT'S WHY WE ARE ELECTED TO BRIDGE THAT GAP INTO SERVICE TOWARDS THE COMMUNITY'S WELL BEING. ESPECIAL INTEREST GROUPS, OPPOSITION AND ADVOCACY CAMPAIGNS HAVE THEIR PLACE IN THE DEMOCRATIC PROCESS. BUT THEY SHOULD NOT DEFINE OUR COURSE OF ACTION ALONE. 2018 WE HAD A CITY COUNCIL PERSON. ARRESTED FOR BREAKING THE LAW. IT SHOULD HAVE BEEN A SIMPLE MOMENT OF TAKING RESPONSIBILITY AND ACCOUNTABILITY FOR A BAD DECISION. BUT HE HAD A DIFFERENT AGENDA AND TURNED THE EVENT INTO A NATIONAL INCIDENT BASED ON FALSE ACCUSATIONS CONCERNING HIS INTERACTION WITH THE OFFICER. CAM FOOTAGE REVEALED THE UNEQUIVOCAL TRUTH AND WE ARE COUNCIL SPOKE OUT AGAINST THE EFFORTS TO DISPARAGE OUR COMMUNITY AND OUR POLICE. BUT FOR WELL OVER A YEAR. HE SUCCESSFULLY FILLED THESE CHAMBERS WITH SUPPORTERS, MANY THAT BUST HERE FROM SURROUNDING COMMUNITIES, CLAIMING THAT HIS VIEW OF THE EVENTS REPRESENTED THAT OF OUR COMMUNITY. WE RECEIVED HUNDREDS, IF NOT THOUSANDS OF OPPOSITION EMAILS.
BUT OUR JOB WAS TO RISE ABOVE THE NOISE AND ACT BASED ON THE FACTS NOT BASED ON THE ACTIONS OF THE LOUDEST GROUP IN THE ROOM AT THAT TIME. MY POINT IS IN THE BULK IN THE ABOVE CASE STUDY WE HAD UP TO 100 PEOPLE SHOW UP AT COUNCIL MEETINGS FOR NEARLY A YEAR. HUNDREDS SPOKE OUT AGAINST OUR ACTIONS CONCERNING OUR HANDLING OF THAT ISSUE. RECENTLY ON THE AIRPORT ISSUE GENERALLY HAD BETWEEN FIVE AND 20 PEOPLE TODAY. HER LAST LAST MEETING. I THINK THERE WAS 12 MANY FROM OUTSIDE MCKINNEY. SPEAKING ONLY A HANDFUL OF MEETINGS. CAN WE DRAW A CONCLUSION AS A RESPONSIBLE COUNSEL FROM EITHER EFFORT AS REPRESENTING THE WILL OF THE COMMUNITY AS A WHOLE? I WOULD SUBMIT NO SO. AT MY EXPENSE. I ENGAGED A PROFESSIONAL SURVEY COMPANY TO CONDUCT A RANDOM SURVEY OR RESIDENTS. FOR MY HIRED IS CONDUCTED OVER 600 COMMUNITY SURVEYS OVER THE LAST THE LAST 10 YEARS. THIS ACT WAS RECOMMENDED TO ME BY SEVERAL PEOPLE IN THIS ROOM. THE METHODOLOGY USED TO COLLECT DATA WAS A DIGITAL AND PHONE BASED SURVEY SENT TO 15,000 RANDOMLY SELECTED MCKINNEY RESIDENTS. FIVE QUESTIONS WERE ASKED. THE TOTAL NUMBER OF RESPONDENTS QUANTIFIED A MARGIN OF ERROR OF 4.15% STANDARD DEVIATION OF 4.89. THAT ARE COLLECTED WAS ANALYZED USING NORMAL REGRESSION REPORTED AS A PERCENTAGE OF THE TOTAL ANSWERING THAT QUOTE, ANSWERING THAT QUESTION. PARTICIPANTS WERE RANDOMLY
[00:55:03]
SELECTED FROM THE LOCAL COLLIN COUNTY REGISTERED VOTER DATABASE. BECAUSE ATTENTION WAS PAID CITY COUNCIL DISTRICTS REACHED RETRIEVING THE STATISTICALLY SOUND SAMPLE FROM EACH GEOGRAPHIC REGION IN MCKINNEY. IT WAS COLLECTED BETWEEN FEBRUARY 2ND AND FOURTH OF THE RESPONDENTS 24.8% WERE FROM DISTRICT ONE. 25.3% FROM DISTRICT TO 26.7% FROM DISTRICT THREE AND 23.1% FROM DISTRICT FOUR. AND MISS MORE. YOU WOULD BE HAPPY TO KNOW THAT ONE ERROR THAT WAS MADE IS 7569 INCLUDES FAIRVIEW. UM AND THAT THE SAMPLING DONE IN 7569 INCLUDED FAIRVIEW RESIDENTS AS WELL. QUESTIONS WERE. ARE YOU AWARE THAT MCKINNEY OWNS TK I NATIONAL AIRPORT, LOCATED APPROXIMATELY FIVE MILES EAST OF CENTRAL EXPRESSWAY. 82.96% SAID. YES, 17.4% SAID NO. ARE YOU AWARE THAT 737 AIRCRAFT LAND AND TAKE OFF AT THE AIRPORT NOW? 44.93% SAID. YES, 55.7% SAID NO. ARE YOU AWARE THAT SCHOOL AND PROPERTY TAXES COLLECTED ON CORPORATE ASSETS? PRIMARILY JETSON TK? I TOTAL MORE THAN $3 MILLION A YEAR, REDUCING OUR RESIDENTIAL TAX BURDEN. 46.38% SAID THEY WERE AWARE 53.62% SAID. NO, THEY WERE NOT. WOULD YOU SUPPORT $200 MILLION IN BOND DEBT PAID FOR WITH PROPERTY TAX REVENUE FOR THE DEVELOPMENT OF A COMMERCIAL PASSENGER SERVICE AT THE AIRPORT. QUESTIONS AND FAMILIAR WAS ON OUR LAST BOND ELECTION. 40.58% SAID YES. 59.42% SAID NO. I BELIEVE THAT'S IT WITHIN ABOUT A PERCENTAGE POINT OF WHAT THE RESULTS WERE OF THE ELECTION FROM NOT MISTAKEN. THE FINAL QUESTION.AND THIS INCLUDED RESPONDENTS FROM FAIRVIEW. IN YOUR COMMUNITY, MISS MORE. WOULD YOU SUPPORT COMMERCIAL PASSENGER SERVICE AT TK I OF THAT SERVICE WERE NEGOTIATED WITH AN AIRLINE AND WAS PROVIDED WITHOUT THE USE OF ANY PROPERTY TAX BACKED BONDS. 61.97% SAID YES. 38.3% SAID NO. IF WE WERE TO REMOVE THE SOUTHERN HALF OF 75069 THAT INCLUDES LOWRY CROSSING IN FAIRVIEW, THAT NUMBER CLIMBS TO ALMOST 63.8. NOW I UNDERSTAND THAT THE OPPOSITION WILL SAY.
WELL, OF COURSE, THE SURVEY RESULTS ARE WHAT THEY ARE BECAUSE GEORGE FULLER PAID FOR IT AS IF A DOLLAR MORE ACCURATELY $10,000 FROM MY WALLET SOMEHOW BUYS BIAS RESULTS. MY GUESS IS THAT IF WE SPEND TAXPAYER DOLLARS TO DO ANOTHER SURVEY, THE OPPOSITION WILL SAY OF COURSE, THE SURVEY RESULTS ARE WHAT THEY ARE BECAUSE THE CITY PAID FOR IT. SO MY SUGGESTION AND CHALLENGES THIS THERE WAS A PACK CREATED TO ADVOCATE OPPOSITION TO THE BOND.
ENGAGE A PROFESSIONAL COMPANY TO CONDUCT A SIMILAR SURVEY. I DID IT OUT OF MY OWN POCKET. $10,000 AMONG ALL THE PEOPLE IN YOUR PACK IS PROBABLY 100 BUCKS A PIECE SO MUCH SMALLER AMOUNT. MY ONLY ASK IS THAT YOU DISCLOSED THE RESULTS AS I AM. FOR THE RECORD. MY COMMITMENT TO DISCLOSURE RESULTS WAS REGARDLESS OF THE RESULTS. THE MORNING OF THE SURVEY WAS ABOUT TO BEGIN. I CALLED ONE OF ONE OTHER MEMBER ON COUNCIL IS THE ONLY PERSON KNEW THAT THIS SURVEY THAT I WAS PAID TO HAVE A SURVEY DONE. I REACHED OUT TO HIM. UM, QUITE FRANKLY, BECAUSE I WANTED TO INFORM WHEN I WAS DOING THAT I WAS MAKING THE COMMITMENT TO DISCLOSE THE INFORMATION REGARDLESS OF WHAT IT WAS. I WANTED TO BE ACCOUNTABLE. HELPS YOU HELPS YOU TO BE ACCOUNTABLE WHEN YOU MADE THAT COMMITMENT TO SOMEBODY ELSE. OTHER THAN THAT MEMBER. I DIDN'T I DIDN'T SPEAK TO ANYONE ABOUT THE SURVEY. DID NOT WANT TO RISK A THUMB ON THE SCALE IN ANY WAY. THOSE ARE THE RESULTS. AGAIN A NUMBER OF YOU SAID SUGGESTED THAT THAT BE DONE. I CHALLENGE YOU NOW TO DO THE SAME THING. WHAT YOU'LL FIND. BASED ON THE STATISTICAL ANALYSIS.
THAT IS THE COMPANY'S THIS SURVEY IS THAT YOU WILL GET THE EXACT SAME RESULTS. SO DO IT.
IT'S NOT. IT'S NOT RIGHT FOR YOU OR FOR ME. TO INFER WHAT THAT BOND ELECTION WAS, BUT I KNOW THIS. THE STATEMENT MADE TONIGHT THAT TO BOND ELECTIONS TOLD US NO. PASSENGER SERVICE. ONE HAD NOTHING TO DO WITH PASSENGER SERVICE IS ALREADY KNOW THAT'S INACCURATE. SAY THAT IT MEANT THAT PEOPLE THAT OUR COMMUNITY IS NOT IN FAVOR OF PASSENGER SERVICE. WELL, THAT'S NOT IN IT.
THAT'S NOT ACCURATE, EITHER. YOU CAN'T SAY THAT BASED ON THAT VOTE. WHAT WE CAN DO IS WHAT I DID AND ENCOURAGE YOU TO DO IT. I SAY ALL THAT TO SAY THAT WE NOW COME. TO THE NEXT ITEM ON
[Consider/Discuss/Act on an Ordinance Calling for the May 4, 2024, Special Charter Election]
THE AGENDA. CONSIDER AN ACT ON ORDERS CALLING FOR THE MAY 4TH 2024 SPECIAL CHARTER ELECTION.[01:00:05]
MR HAUSER, MR MAYOR COUNCIL. THIS SAYS A FOLLOW UP ITEM TWO RECENT WORK SESSION WHERE WE DID DISCUSS THE TERMS AND THE CHARTER. AND YOU HAVE IN FRONT OF YOU TONIGHT ORDINANCE, WHICH WOULD CALL AN ELECTION FOR THE SAME DAY, AS IS ON THE SCREEN FOR THE AMENDMENT OF THE CHARTER. THERE'S ALSO TWO OTHER ITEMS WHICH I DISCUSSED THE OTHER DAY, WHICH RELATES TO CLEAN UP STATUTORY CHANGES AND OTHER ITEMS THAT WE TYPICALLY DO IN CHARTER ELECTIONS. THOSE ARE ALSO PROPS WANTED TO BUT THE PROP, WHICH HAS BEEN DISCUSSED EARLIER TONIGHT IS TO CHANGE THE CONSECUTIVE FOR YOUR TERMS FROM TWO CONSECUTIVE 23 CONSECUTIVE FOUR YEAR TERMS. WITH THE SAME CONDITIONS AND RESTRICTIONS FOR MOVING BETWEEN SEATS AS WE HAVE ALREADY I'LL BE HAPPY TO ANSWER ANY QUESTIONS. MARK. I'M GONNA BEGIN THE DISCUSSION ON THIS. BECAUSE THIS IS SOME HAVE BEEN MADE ABOUT ME. VIRTUALLY EVERYONE THAT SPOKE IN THIS ROOM AS WELL. SOMEONE ASKED YOU A QUESTION. FIRST OF ALL. TO PUT SOMETHING ON THE AGENDA THAT REQUIRES TWO COUNCIL MEMBERS CORRECT ONE OF THOSE TWO COUNCIL MEMBERS I'M SORRY, SIR. I DIDN'T PUT THIS ON THE AGENDA. I DIDN'T ASK FOR IT TO BE ON THE AGENDA. I'VE NEVER STATED THAT I AM TO DESIRE TO RUN AGAIN. MATTER OF FACT, I'VE STATED REPEATEDLY THAT I DON'T. I DON'T THINK I WANT TO RUN AGAIN THAT I DON'T KNOW THAT I WOULD RUN AGAIN. THERE'S ONLY THERE'S A HANDFUL OF THINGS THAT WOULD CAUSE ME TO WANT TO RUN AGAIN IF IT WAS AN OPTION. BUT I HAVEN'T TALKED ABOUT RUNNING. I HAVE NOT PUT MY HAND ON THE SCALE. I DIDN'T SEND AN EMAIL OUT TO MY THOUSANDS OF SUPPORTERS AND SAY, HEY, INUNDATE US OR COME DOWN TO COUNSEL AND SAY YOU SUPPORT COUNCIL TERMS BECAUSE GEORGE WANTS TO RUN AGAIN. I DIDN'T ASK HIM TO INUNDATE MY COUNSEL WITH EMAILS. I CERTAINLY COULD HAVE JUST LIKE ANY OF US COULD BUT I DIDN'T DO THAT. HAVE NOT DISCUSSED THIS ITEM AT ALL PUBLICLY. ABOUT WANTING TO RUN FOR MAYOR NOT WANTING TO RUN FOR MAYOR HAVE SAID. MATTER OF FACT, I SAID, THE OPPOSITE OF WANTING TO RUN FOR MAYOR. YOU MAKE THE DECISION TO SERVE IN TODAY'S DIVISIVE WORLD. YOU DON'T YOU DO SO CERTAINLY KNOWING A NUMBER OF THINGS. YOU'RE GONNA SACRIFICE I KEEP HEARING THE TERM SELF SERVING. FOR LIFE, AND YOU CAN'T UNDERSTAND WHAT THAT MEANS IN THE CONTEXT OF SERVING AS FAR AS I KNOW. AND I SPEAK FOR EVERYBODY ON THIS COUNCIL BECAUSE I KNOW WHAT THEY DO, AND I KNOW THE SACRIFICE. YOU SACRIFICE SOME SELF SERVING YOU SACRIFICE YOUR BUSINESS. YOU SACRIFICE YOUR YOUR TIME, YOUR CAREER YOUR LIVELIHOOD. YOU SACRIFICED TIME WITH YOUR FAMILY. A LOT OF TIME WITH YOUR FAMILY. YOU SACRIFICED TIME WITH YOUR FRIENDS, YOU SACRIFICE TIME AND THINGS THAT YOU LIKE TO DO. YOUR SOCIAL LIFE, RECREATIONAL THINGS. YOU SACRIFICE ALL OF THAT. SELF SERVING. I DON'T I DON'T UNDERSTAND WHERE THAT COMES FROM. IT'S ACTUALLY QUITE THE OPPOSITE. YOU KNOW THAT YOU'RE GONNA YOU'RE GONNA DISAPPOINT PERCENTAGE OF PEOPLE WITH EVERY DECISION YOU MAKE. THAT'S OKAY. YOU WILL INEVITABLY BE THE TARGET OF BASELESS ALLEGATIONS LIES IN PERSONAL ATTACKS, AND YOU AND YOUR FAMILY. I'VE NEVER CRITICIZED YOU OR SAID THAT IT WAS OFFENSIVE THAT YOU DISAGREED WHEN YOU COME UP HERE AND YOU CALL US CORRUPT. YOU SAY THAT WE'RE DOING CORRUPT THINGS.THAT'S OFFENSIVE, AND I WILL CRITICIZE YOU FOR THAT. AND YOU WANT TO DISAGREE DO SO RESPECTFULLY. WE CAN HAVE THAT DIALOGUE ALL DAY LONG. BUT ACCUSATIONS AND DISAGREEMENT ARE TWO VERY DIFFERENT THINGS. AND I WAS I WAS ASKED TO LOOK SOMETHING UP. I ASKED. I ASKED YOU TO LOOK BETTER LOOK AT THE DIFFERENCE BETWEEN DISAGREEMENT. AND ALLEGATIONS AND ACCUSATIONS.
YOU ARE UNDOUBTEDLY A CREW A GROUP OF HATERS. I'VE GOT GOOD FAN CLUB HERE TONIGHT. THEY GENERALLY HAVE NEVER MET YOU OR TALK TO YOU. THEY OFTEN THEY'RE OFTEN THE NEGATIVE, DIVISIVE.
KEYBOARD WARRIORS THAT NEVER ENGAGED CONSTRUCTIVELY. AND NEVER HAD THE COURAGE TO GET IN THE ARENA ONLY ONLY IF THEY FIND THAT COME FROM THE SIDELINE, THROWING MUD AND RELISHING AND TRYING TO TEAR OTHERS DOWN. BUT YOU ALSO MEET GREAT PEOPLE. COMPASSIONATE, CONSTRUCTIVE MEMBERS OF THE COMMUNITY THAT HELPED PUT ALL THE OTHER BS AND PERSPECTIVE. THERE'S A LOT OF THOSE PEOPLE AND THAT'S I GUESS AT THE END OF THE DAY. WHERE WHERE THE RUBBER MEETS THE ROAD AND MAKES MAKES SERVING WORTH IT. IT'S BEEN A LOT OF DISCUSSIONS. I SAID ORGANIZED EMAIL CAMPAIGNS TALKING ABOUT THE SUBJECT TO TERM LIMITS THE POSSIBLE VOTER INPUT ON CHANGING THEM. AGAIN MY GROUP OF MY FAN CLUB HAS POUNCED ON THIS. AS IF THIS IS MY IDEA. I WANT TO STAY IN POWER. FOR SOME REASON, WHATEVER POWER MEANS. I'VE BEEN. I'VE READ THINGS THAT FATHER WANTS. STAY IN POWER CONTINUED DESTRUCTION OF OUR CITY. HE'S A PUPPET FOR THE LARGE CORPORATIONS WANT TO STAY IN POWER TO CONTINUE BEING ABLE TO MAKE BACKROOM DEALS. I'VE READ ALL KINDS OF THINGS, AND THAT WAS AFTER LEARNING. I OWNED ALL THE LAND AROUND THE AIRPORT. UH
[01:05:02]
UM OTHERS HAVE RESPECTFULLY EXPRESSED THEIR OPPOSITION TO TERM LIMITS. IN GENERAL. SOME HAVE DONE SO IN SUPPORT. I'LL TELL YOU MY TAKE ON TERM LIMITS. SPECIFICALLY AT THE LOCAL LEVEL.I BELIEVE THAT IN ELECTED OFFICIALS PERFORMANCE AND THERE AND THE APPROVAL OR DISAPPROVAL OF THAT PERFORMANCE IS REPRESENTED AT THE BALLOT BOX IS THE BEST FORM OF TERM LIMITS.
THERE IS IT'S BETTER THAN AN ARBITRARY NUMBER OF TERMS. PERFORMANCE IN THE VOTER BOX.
CAST YOUR VOTES. NOT THAT IT MATTERS. BUT ACCORDING TO NATIONAL LEAGUE OF CITIES, 9% OF CITIES ACROSS THE COUNTRY HAVE TERM LIMITS FOR AMERICA COUNCIL. THE REST. DON'T HOWEVER, NONE OF THAT SHOULD BE THE REASON WHY WE CONSIDER TERM LIMITS WHERE WE DON'T CONSIDER DETERMINANTS. UM, I'VE SPENT ALL MY YEARS ON COUNCIL FIGHTING DOWN IN AUSTIN TO PROTECT OUR COMMUNITY TO REMAIN A HOME RULE CITY VERSUS A GENERAL CITY. WHY I THINK THAT WE AS A COMMUNITY SHOULD ABLE TO MAKE OUR OWN RULES. TO EXTENT THAT THAT'S REASONABLE. THERE'S OBVIOUSLY SOME THINGS THAT DON'T FALL INTO THAT CATEGORY. AND I THINK TERM LIMITS IS ONE OF THEM. BECAUSE 9% CITIES ACROSS COUNTRY HAVE HIM AND THE OTHERS DON'T. THAT DOESN'T MEAN THAT'S RIGHT FOR US AT ALL. WE SHOULD.
WE SHOULD DECIDE WHAT'S RIGHT FOR US. ME. I THINK RIGHT NOW. WHAT'S MOST IMPORTANT IS THE AIRPORT. AND I'M NOT EVEN TALKING RIGHT NOW. COMMERCIAL SERVICE. I'M TALKING ABOUT THE AIRPORT ABOUT OUR DUTY. OUR RESPONSIBILITY AS IF I DO. SHE ERI KEEPERS OF THAT ASSET, OUR RESPONSIBILITY. WE HAVE TO THAT ASSET IN THIS COMMUNITY. AND WE TABLED A COUPLE WEEKS AGO. ITEMS THAT WERE NEEDED TO PREPARE US FOR SUCCESS ON THE EAST SIDE OF THE AIRPORT. FOR GENERAL AVIATION. IF IN FACT WE DO HAVE COMMERCIAL SERVICE, IT CERTAINLY WILL WILL BENEFIT THAT AS WELL.
BUT WE ARE ABOUT OUT OF SPACE ON THE WEST SIDE OF THE AIRPORT, AND WE ARE LEAVING OURSELVES EXPOSED FOR THAT NEXT CORPORATION THAT COMES IN BECAUSE WE'RE NOT GOING TO BE PREPARED WITH INFRASTRUCTURE FOR THAT. THAT'S MORE IMPORTANT TO ME. IT'S MORE IMPORTANT THAT WE STAY FOCUSED. THERE'S THERE IS DISCUSSION AMONG SOME THAT CONVOLUTED TERM LIMITS AND ALL THAT. I REALLY DON'T GIVE A ABOUT TERM LIMITS RIGHT NOW. MY SUGGESTION OF MY VOTE IS GOING TO BE IF WE'RE GOING TO HAVE A DISCUSSION ON TERM LIMITS. LET'S DO IT. AS WE MOVE CLOSER TO NOVEMBER. I DO THINK THAT IF THERE IS GOING TO BE A ASK OF THE COMMUNITY, IT SHOULD BE BY THE BY THE LARGER TURNOUT. AND WHERE THERE'S THE GREATER ENGAGEMENT. BUT I DON'T THINK IT'S UP TO ANYONE IN THIS ROOM. IT'S NOT UP TO ME. IT'S NOT INDIVIDUALLY. I THINK IT'S UP TO THE CITY MCKINNEY VOTERS. WELL WE WILL DECIDE IS IF IT GETS PUT ON THE BALLOT. I GUESS WE WILL DECIDE THAT. BUT IF IT'S GOING TO BE DECIDED, WE DECIDED NOT BY ANY OF US INDIVIDUALLY, NOT BY ANY ORGANIZED EMAIL CAMPAIGN. BY THE VOTERS THAT SHOW UP IN NOVEMBER IS THE LARGEST ELECTION THAT WE'RE GOING TO HAVE, AND THAT WOULD BE MY SUGGESTION IF WE DO IT. I THINK THAT WE HAVE THAT CONVERSATION AS WE GET CLOSER. RIGHT NOW. I WOULD LIKE TO FOCUS ON SOME THINGS I FEEL ARE MORE IMPORTANT FOR A CITY AND THINGS THAT I FEEL LIKE WE MAY HAVE. SORRY TO SHY AWAY FROM JUST BECAUSE THAT LOUD NOISE SOMETIMES GETS, UH MAY TAKE US A LITTLE BIT OFF TRACK, AND IT SHOULDN'T THOSE ARE MY LONG WINDED COMMENTS. YOU'RE WELCOME. COULD HAVE GOT ANOTHER HOUR.
JUST THINK OF IT THAT WAY, AND YOU'RE GRATEFUL. GOT A TON OF EMAILS ASKING, WHY IS THE MAYOR SO SELF SERVING? HOW CAN HE BE SO SELFISH? SHE'S JUST THINKING ABOUT HIMSELF. SO LET ME PUT IT OUT IN PUBLIC. I WAS ONE OF THE TWO COUNCIL MEMBERS THAT BROUGHT THIS MOTION FORWARD. UM AND THERE WERE A NUMBER OF REASONS AS WE HAVE GONE AROUND IN THE COMMUNITY AND TALKED ABOUT ALL OF THE WONDERFUL THINGS THAT ARE HAPPENING DESPITE WHAT YOU MAY SEE HERE TONIGHT AND WHAT YOU MAY GET IN SOME EMAILS, THE OVERWHELMING RESPONSE IS THAT OUR RESIDENTS ARE VERY HAPPY ABOUT THE DIRECTION OF THE CITY HAS GONE IN, AND I'VE GOTTEN A LOT OF QUESTIONS. YEAH WELL, I'M SORRY. TAKE TAKE A SECOND OUT OF OTHER PARTS. GUYS I'M SORRY. I JUST WANT TO GET FAIR, YOU KNOW? A LOT OF PEOPLE WANT TO BE AWARE THAT WE HAD TERM LIMITS, AND A LOT OF PEOPLE WERE NOT AWARE THAT POTENTIALLY WE COULD LOSE OUR LEADER OF THIS COMMUNITY. I WOULD NEVER MAKE A DECISION ABOUT POLICY CHANGES BASED ON ONE PERSON. SOMETIMES ONE PERSON MAKES YOU QUESTION YOUR POLICY.
AND THAT'S WHY WE'RE BRINGING THIS FORWARD. IN 2011. UM WE HAD 100 AND 37,000 PEOPLE THAT LIVED IN THE CITY. OKAY 2011. NOVEMBER WAS WHEN THIS WHEN THIS MOTION CAME FORWARD OR THE BALLOT ELECTION CAME FORWARD. IT WAS NOT A PRESIDENTIAL YEAR. VOTER TURNOUT WAS 4.8. WE HAD 4.8% THAT MADE A DECISION ABOUT THE CHARTER CHANGE. SINCE THEN, 80,000 PEOPLE HAVE MOVED TO THE CITY. AND MY QUESTION IS TO THE ADDITIONAL PEOPLE THAT HAVE MOVED HERE. IN ADDITION TO THE
[01:10:03]
PEOPLE WHO HAVE BEEN HERE WE'RE ASKING A SIMPLE QUESTION. WE ARE NOT IN ANY WAY REMOVING THE DEMOCRATIC PROCESS. WE'RE NOT IN ANY WAY GOING TO TRY TO DIRECT PEOPLE AND HOW THEY SHOULD VOTE WERE STATING OUR OPINIONS UP HERE. THERE'S A LOT OF DEBATE GOING ON. BUT THERE IS STILL SOMETHING CALLED A VOTE THAT YOU GET TO ENGAGE IN. I DON'T THINK IT MAKES A DIFFERENCE WHETHER IT'S MAY OR NOVEMBER AND WE'LL HAVE A DISCUSSION ABOUT MAYOR NOVEMBER AND THAT'S FINE. BUT I STILL THINK IT IS WORTH THE QUESTION TO ASK THIS COMMUNITY AFTER HAVING THE LAST SEVEN YEARS OF POSITIVE MOVE IN THIS CITY, WHAT DO YOU WANT? COLLECTIVELY AS OUR COMMUNITY, AND THAT IS WHY WE'RE BRINGING FORWARD. I HAVE ASKED REPEATEDLY FOR PEOPLE TO BRING ME DATA.REPEATEDLY EVERY EMAIL F ASKED PLEASE YOUR OPINION THAT YOU'RE VOICING. I AM NOT SO FAR BACK IN MY CORNER THAT I CANNOT BE MOVED. BUT I HAVE NOT SEEN ANY DATA. SHOW ME THE EVIDENCE, AND I HAVEN'T TURNED RETURNED. EVIDENCE OUT TO EVERYONE WHO HAS REACHED OUT TO ME WAS ASKED FOR IT. IN CASE I HAVE SPENT HOURS LOOKING AT ABSTRACTS AND ARTICLES AND OPINIONS AND ALL KINDS OF THINGS, BUT I WANT DATA TO SUBSTANTIATE THE CLAIM. THAT TERM LIMITS. IF WE ELIMINATE THEM ARE GOING TO LEAD TO MORE CORRUPTION. ACTUALLY THE DATA SAYS, NO, NO TERM LIMITS DO NOT INCREASE DIVERSITY, DATA SAYS NO , ALL OF THESE THINGS THAT ARE BEING VOICED TO ME AS REASONS WHY WE SHOULDN'T HAVE TERM LIMITS HAVE NOT SEEN ANY DATA. SO IF YOU HAVE IT, PLEASE SEND IT TO ME. BUT NOT ONE PERSON HAS RETURNED THAT SO I HAVE NOT SHIFTED MY POSITION. I THINK THIS IS A GREAT QUESTION TO ENGAGE OUR COMMUNITY ON AND I HOPE THAT EVERYONE COMES OUT AND VOICE YOUR OPINION AND WE WILL FULLY RESPECT THE VOICE OF THE PEOPLE. YOU WILL SPEAK IN THE AND WHEN YOU SUBMIT YOUR BALLOT YOU SPEAK AND WHEN YOU SPEAK, WE LISTEN. SO IF IT IS THE WILL OF THE PEOPLE THAT WE LIMITED TO TWO TERMS, WE WILL KEEP IT OBVIOUSLY AT TWO TERMS, BUT IF YOU WANT TO SEE AN EXTENSION OF THAT WE WILL DO WHAT IS IN THE WILL OF THE PEOPLE. THAT IS MY PERSPECTIVE. MR MR MAYOR. I'M SORRY. IT'S BEFORE SOMEONE ELSE I JUST USED. YOU CAUGHT ME OFF GUARD WITH THE STATISTIC BECAUSE I JUST HEARD SOMEBODY TALK ABOUT HOW IT'S GENERALLY. IF WE HAVE AN ELECTION SUDDEN SUCH A DATE. IT'S ONLY FOUR OR 5% AND THE REST OF US ARE STUCK WITH IT.
AND YOU JUST GAVE ME THAT. THAT CHANGE THAT WAS WORKED SO HARD FOR WAS THAT SAME PERCENTAGE THAT WAS CRITICIZED. MANY GO. I JUST FELT THAT WAS THAT WAS INTERESTING. FOR THE RECORD DISREGARDED WHEN IT DOESN'T WORK IN THE FAVOR OF THE ARGUMENT. MISTER MR MAYOR AND COUNCIL FOR THE NOVEMBER ELECTION. IF THAT WERE YOUR DESIRE, THE CALLING OF THAT ELECTION WOULD HAVE TO BE BEFORE AUGUST 19. MR JONES, MR. JOHNSON, YOU KNOW I WAS ELECTED. JUST PAST MAN. I REALLY DIDN'T START MY FIRST COUNCIL MEETING TO JUNE. SO HADN'T EVEN BEEN HERE A YEAR. SO OBVIOUSLY. THIS IS NOT EVEN ON MY RADAR IS SOMETHING I'M WOULD WOULD BE CONSIDERING OR EVEN THINKING ABOUT. BUT IT CAME UP ON THE PLATE AND I YOU KNOW, AND I LOOKED AT IT, AND SO I STARTED DOING MY RESEARCH ON IT. AND THEN WHICH BROUGHT YOU KNOW WE HAD A PRESENTATION ABOUT TERM LIMITS CURRENTLY AND YOU KNOW, AND I STARTED, YOU KNOW, THINKING THROUGH THE PROCESS AND ABOUT HOW MANY LOOPHOLES WE CURRENTLY HAVE IN OUR CURRENT THAT WAS SOMEBODY SAID THAT WAS WELL THOUGHT OUT. IT'S REALLY WELL THOUGHT OUT FOR SOMEBODY THAT WANTS TO STAY ON COUNCIL FOREVER. I MEAN, THERE'S FOR THE PEOPLE THAT SAY TRULY, YOU KNOW, LET'S SAY THIS IS THIS IS DONE FOR, YOU KNOW FOR GEORGE. MAYOR FULLER COULD EASILY RUN FOR THE AT LARGE SPOT NEXT ELECTION AND FOR THE PEOPLE THAT ARE OUT THERE, I JUST ASKED THE QUESTION. DO YOU THINK HE WOULD HAVE ANY LESS INFLUENCE? ON THIS COUNCIL AS A AT LARGE MEMBER VERSUS THE MAYOR. AND I WOULD ARGUE NO. AND SO IT'S NOT ABOUT. YOU KNOW SOMEBODY WANTING TO REIN IN AND YOU KNOW AND BE KENYA'S AS YOU WANT TO CALL IT. I LOOKED AT IT FROM A DIFFERENT PERSPECTIVE. I LOOKED AT THE OLD CHARTER AND THEN AND THEN I WANTED SUGGESTIONS AND MY SUGGESTION WAS YES. OKAY WE GO TO THREE TERMS. LET'S LET'S LET'S CLOSE. SOME OF THESE SO CALLED LOOPHOLES. OKAY MAKE IT THREE TERMS AND YOUR AND YOUR AND YOUR DONE OR IF YOU'RE IN A YOU KNOW, A DISTRICT SEAT. YOU YOU SERVED YOUR THREE TERMS AND THEN? YES, YOU CAN. YOU CAN MOVE ON TO MAYOR. UM BUT THAT'S IT, YOU KNOW, BUT FURTHERMORE, YOU KNOW, I WAS NOT GOING TO BE A YES VOTE TODAY. BASED ON THE WAY IT'S WRITTEN RIGHT NOW, BECAUSE ALL IT DOES IS ADD ANOTHER TERM AND EVERYTHING STAYS THE SAME.
SO I JUST LETTING THE BOARD I JUST I JUST WAS GOING TO BE A NO VOTE, BUT IF WE WERE TO TAKE TIME AND ACTUALLY THINK THROUGH THIS, I YOU KNOW I COULD GET THERE WITH, YOU KNOW, WITH WITH
[01:15:02]
BUTTONING UP SOME OF THE SO CALLED LOOPHOLES AND FRANKLY, CHANGING THE WAY THAT, YOU KNOW, AND IF WE'RE GONNA DO A CHARTER AMENDMENT, MAYBE LOOK AT THE CITY AS A WHOLE IS HOW WE HOW WE DO THINGS. I FOR ONE. I'M AN AT LARGE CANDIDATE. I RAN THROUGH THE WHOLE CITY. I YOU KNOW, I WANT IT FAIR AND SQUARE. BUT I'LL BE THE FIRST TO TELL YOU THAT. YOU KNOW, I DON'T REALLY BELIEVE THAT THERE SHOULD BE TWO AT LARGE SEATS. IT SHOULD BE, YOU KNOW, SIX DISTRICTS IN THE MAYOR. AND THE REASON IS THAT YOU RUN THE WHOLE CITY JUST LIKE A MAYOR HAS TO DO. YET YOU KNOW YOU YOU YOUR VOTE IS THE SAME AS AS ANY OTHER DISTRICT HERE. IT DOESN'T IT DOESN'T CHANGE. THE ONLY PERSON THAT THAT REPRESENTS THEM TRULY REPRESENTS THE WHOLE CITY IS THE MAYOR. AND SO I WAS THINKING OUTSIDE THE BOX AND SAYING, OKAY, WE'RE GONNA DO THIS. LET'S TAKE A LET'S LET'S LET'S TAKE A HOLISTIC VIEW OF THIS FROM COMPENSATION TO TWO DISTRICTS TO ACTUAL TERM LIMITS, BECAUSE RIGHT NOW WE DON'T HAVE ACTUAL TERM LIMITS. I DON'T CARE WHAT ANYBODY JUST SAYS UP HERE, RIGHT? HEARD A LOT OF PEOPLE TALK ABOUT. WE DON'T HAVE TERMINAL, BUT I COULD I COULD.YOU KNOW, I'M IN DISTRICT ONE IN TWO YEARS. I CAN DECIDE TO JUST DROP OUT OF THIS AND I CAN RUN FOR DISTRICT ONE. AND MATTER OF FACT, THAT GIVES ME TWO WHOLE TERMS IN DISTRICT ONE. THAT'S 10 YEARS. I COULD AT THE END OF THAT TERM. I CAN JUST SAY YOU KNOW WHAT? I'M GONNA GO BACK TO AT LARGE, OR I'M GONNA GO TO MAYOR AND THERE IS NO ESSENTIALLY NO TERM LIMITS HOW IT'S WRITTEN RIGHT NOW. AND SO I WAS LOOKING AT IT FROM A FROM A FROM A CITIZENS. POINT OF VIEW TO SAY, HEY, OKAY. IF THE CITIZENS OF TRULY WANTED TERM LIMITS, LET'S MAKE IT SO WE HAVE TERM LIMITS. UM BUT YOU KNOW, IT'S JUST ADDING AN ADDITIONAL TERM. IT DIDN'T ACCOMPLISH THAT.
BUT MY FRUSTRATION IS THAT I DID RESPOND TO SOME OF THE EMAILS, AND I EXPLAINED THIS TO A LOT OF PEOPLE THAT THAT EMAILED ME. AND YOU KNOW WHEN THEY GO ONLINE, AND THEY DON'T TELL ME THEY TOLD ME ON MY EMAIL HOW YOU KNOW GREAT IDEA, BUT THEN THEY GO IN THEIR LINE ONLINE TO THEIR TO THEIR FORM INTO THEIR CORNER, AND THEY ONLY PUT OUT WHAT THEY WANT TO PUT OUT. AND ONE OF THESE SITES, YOU KNOW, IT'S THE PROPONENT OF THIS AND, UH, MAYOR FULLER. IT'S MENTIONED HER NAME.
A COUPLE OF TIMES HERE HAS A SITE HERE THAT HAS 1000. 800 MEMBERS IN IT. AND OF THAT 1800 MEMBERS OF IT. I TOOK A GLANCE OVER THE WEEKEND. YOU GET ABOUT 10 COMMENTS FROM THE SAME FIVE OR SIX PEOPLE EVERY SINGLE SUBJECT. I'VE BEEN A GREAT STEWARD OF MY ONLINE PLATFORMS. I HAVE THREE TWO OF THEM ARE MCKINNEY. ALL OF THEM DWARF ANYTHING. THAT THAT PERSON HAS OUT THERE FACT ONE OF MY SITES IS THE LARGEST SOCIAL MEDIA SITE IN MCKINNEY. AND I'M A GOOD STEWARD OF IT. I DON'T USE IT AT ALL ABUSE IT BUT I'VE BEEN THINKING ABOUT THIS AND MAYBE I'VE BEEN THINKING ABOUT THIS WRONG. BECAUSE I FEEL LIKE NOW I NEED TO COMBAT THIS 1800 PEOPLE GROUP THAT KEEPS PUTTING OUT FALSE INFORMATION WHEN I TRY TO RESPOND TO EMAILS, AND I'M LOOKING AT PEOPLE IN THE AUDIENCE, WHO HAVE RESPONDED TO AND THEY DON'T PUT OUT WHAT I SAY THEY JUST KEEP GOING WITH WHAT THEY WANT TO SAY. SO HERE IS A NEW DAY. I'M GONNA USE MY PLATFORM. TO GET THE MESSAGE OUT. AND WE'RE GONNA GET THE MESSAGE OUT TO CITIZENS THE RIGHT WAY. AND I'M LOOKING AT A COUPLE OF PEOPLE HERE THAT I'VE MESSAGED THEIR AND IT'S KIND OF LIKE WENT ONLINE AND SAID SOME THINGS ABOUT ME THAT I WON'T REPEAT, BUT YOU KNOW IT'S GONNA BE A CHANGE AND FOR THE CITIZENS OUT THERE. THE THINGS THAT WE'RE DOING UP HERE. IT'S NOT SELF SERVING. LIKE I SAID, I'VE BEEN HERE LESS THAN ONE YEAR I HAD NO, THIS IS NOT EVEN SOMETHING THAT I EVEN WANT TO TALK ABOUT. THERE'S JUST WE GOTTA ROAD IMPROVEMENT PROJECT. THERE'S OTHER THINGS ON MY RADAR THAT I'M FOCUSED ON RIGHT NOW. BUT HERE WE ARE. HAVE SOME COMMENTS.
BUT CAN I ASK A QUESTION MARK FIRST? UM COUNCILMAN JONES SAID THAT HE COULD RUN FOR DISTRICT ONE NEXT TIME AND RUN FOR TWO TERMS. I DON'T THINK THAT'S CORRECT, I THINK WERE LIMITED TO TWO FULL TERMS ON COUNCIL AND THEN MAYOR OR OFF IS THAT CORRECT? YOU CAN RUN. YOU CAN WITHDRAW. RUN FOR ANOTHER OFFICE IN THE MIDDLE OF YOUR TERM. IF YOU'RE ELECTED THAT YOU CAN HAVE TWO TERMS. I THINK THAT'S WHAT HE SUGGESTED TO LEAVE TO LEAVE TWO YEARS INTO IT. AS OPPOSED TO SERVE A FOUR YEAR TERM. YOU'D HAVE TO RESIGN. OKAY I HAVE TO RESIGN. BUT IF I SERVE A FOUR YEAR TERM, TOO AND 24 YEAR TERMS TO CAN I RUN A FOUR YEAR TERM AT LARGE? YES I CAN. OKAY SO I DON'T KNOW IF YOU'RE WRONG ABOUT THAT. ALL RIGHT. WE HAVE TO. WE HAVE TO SIT OUT REDDIT FROM GOOD GOOD POINT. I'M GONNA TAKE THIS A LITTLE BIT DIFFERENT, AND I'M A SIMPLE FELLOW AND I'M GOING TO GO OVER THAT. I THINK THERE'S ROOM FOR A DEEP BREATH HERE IN WE'RE NOT GOING TO PROCEED WITH US TONIGHT. I THINK THAT'S RATHER APPARENT, BUT YOU KNOW I'VE GOT ABOUT. I ASKED FOR EMAILS IN THE WORK SESSION. LAST TIME I GOT ABOUT 40 OF THEM ABOUT 12 OF THEM WERE HEY, YEAH.
WE WANT THIS ON THE BALLOT AND ABOUT 28 WERE NO, WE DON'T WANT TO SEE IT OR NO, I WOULD I WOULD
[01:20:02]
VOTE AGAINST IT IS WHAT THEY SAID. WHICH I UNDERSTAND, UM LET ME FIRST TALK ABOUT MY PERSONAL FEELINGS ON IT, WHICH HAVE IS ADMITTEDLY UNIQUE, AND NOBODY HAS TO TAKE ME OR MY WORD, BUT I'M GONNA GIVE YOU MY HONEST OPINION. I DIDN'T SUPPORT HIM WHEN HE FIRST RAN AGAINST RANDY POGUE. NOW HE RAN PRIMARILY ON MY MEMORY ON ONE MAIN PLATFORM AND FORGIVE ME, SIR, IF I'M WRONG. WE HAD A TAX RATE OF ABOUT 57 CENTS, 100. AT THAT POINT, IT HADN'T MOVED MUCH FOR YEARS. I'M ONE OF THE GUYS WHO MOVED HERE IN THE NINETIES AND WE HAD ROOFTOP AFTER ROOFTOP AND HARDLY ANY COMMERCIAL DEVELOPMENT AT ALL. I LIKE TO SAY THAT I'M PRE TOM THUMB AND PRE KROGER. WHEN I'M IN KROGER, I MEAN THAT ONE AT LAKE FOREST AND IN IN ELDORADO. I MEAN, MAN THAT CHANGED OUR WORLD WHEN WE GOT THAT. BUT YOU KNOW, THAT WAS THAT WAS 1997 WHEN WE GOT THOSE THINGS, AND YOU KNOW, BUT BUT THERE WAS A LATENT FRUSTRATION IN ALL OF US IS TO A HIGH TAX BURDEN AND LOW THINGS TO DO. SO HE RAN FOR THAT NOW I WAS FOR THAT. I SHOULD KNOW IF HE COULD DELIVER UM WE WERE TEXT WHEN HE TOOK OFFICE ABOUT 57 CENTS, 100. WE'RE DOWN TO 42 TO 25% DECREASE IN SEVEN YEARS. HE DELIVERED ON WHAT HE HAD. NOW HE'S HAD SOME REALLY BIG ROADBLOCKS THAT WE'RE NOT ON HIS DANCE CARD. THE BIGGEST ONE IS COVID. RIGHT WHAT THE HELL IS THIS? YOU KNOW YOU TALK ABOUT THAT IN 2016. THAT'S CRAZY. BUT HERE WE ARE A FAST GROWING CITY. TONS OF AMENITIES.I RARELY HEAR ANYBODY SAY ANYMORE. YOU KNOW, WE DON'T HAVE THIS. WE NEED THIS IN MCKINNEY FOR ME. I THINK THE FINAL STRAW WAS COSTCO WAS WE GOTTA COSTCO. I WAS PRETTY HAPPY, RIGHT? BUT BUT, YOU KNOW, WE'VE GOT A LOT OF THIS. NOW HERE'S SOMEONE I HAVE HEARD HIS PORTICOS OR PORTILLO'S. WHATEVER THAT IS, BUT ONLY THE COLONY HAS THAT. BUT HERE'S WHAT I DIDN'T GET TO SEE UNTIL I STARTED SERVING WITH HIM. IS THE BROAD DEPTH OF STUFF HE'S GOT ON HOME RULE CITY VERSUS GENERAL CITY. WHAT IS THAT? WE DON'T KNOW. 380 BYPASS. WHERE'S THAT GOING? WHAT'S GOING ON WITH THAT FLIGHT PATH OF AIRPLANES TAKING OFF TO THE SOUTH OF THE AIRPORT TRYING TO GET THEM OVER LAKE LEVANTE TO NOT DISTURB FAIRVIEW? HE'S IN CHARGE WITH THE FEDS. HE'S IN CHARGE. HE'S IN COMMUNICATION WITH THE FEDS ON THIS AND THAT EVERY ONE OF US UP HERE, WHETHER WE ADMIT IT OR NOT, OR FEELING REAL FORTUNATE. TO SERVE WITH HIM. BECAUSE HE'S GOT THAT BANDWIDTH FOR $400 A MONTH. WE'VE GOT A MAN WHOSE CREATIVE WHO HAS ENERGY WHO HAS A PASSION FOR THIS. AND IN 1943. THERE WAS A THERE WAS A PSYCHOLOGIST NAMED ABRAHAM MASLOW IN THE UNITED STATES, AND HE CAME UP WITH MASLOW'S HIERARCHY OF NEED. HERE'S YOUR ANSWER. HERE'S YOUR ANSWER AS TO WHY IT WORKS. FOR SOME PEOPLE. IT'S SCRATCHES THAT ITCH. IT'S HIS GIVING BACK. HE IS A PROFOUNDLY SUCCESSFUL MAN. EVERYBODY UP HERE ON THIS DIOCESE PRETTY SUCCESSFUL OR, YOU KNOW, WE WOULDN'T BE ABLE TO SPEND THE TIME UP HERE TO DO IT, BUT HE'S VERY SUCCESSFUL. SO THE QUESTION IS THEN THIS REAL TRANSITION TO THE OTHER ARGUMENT IS IF WE CAN HIRE ANYBODY WE WANT FOR $400 A MONTH. WOULDN'T WE LIKE TO ENTERTAIN THIS GUY? IS A PRODUCER FOR THE VOTERS. I COME DOWN ON? YES, BUT I UNDERSTAND THE OTHER ARGUMENT BECAUSE HERE'S THE OTHER ARGUMENT THAT HAS BEEN AT LEAST ARTICULATED IN A SIMILAR WAY TONIGHT. NO, NONE OF YOU GUYS HAVE TO OWN THIS. GEORGE WASHINGTON DID SERVE TWO TERMS. HE WAS A STATESMAN. HE BASICALLY SET THE PACE FOR THIS COUNTRY FOR BEING I AM GOING TO GO AND WORK MY FARM. I'M GOING TO DO WHATEVER OBVIOUSLY IS AN AGRA CENTERED SOCIETY BACK THEN, AND THEN I'M GONNA GO BACK AND WORK AND THEIR SAID NOBILITY IN THAT. THERE REALLY IS, AND WE LOOK AROUND TODAY IN ANY OF YOU. WHO ARE MCKINNEY VOTERS THAT ALSO LIVE IN D. I S D EARNED THE SAME BOAT AS ME. THERE'S ONLY TWO BODIES THAT YOU COULD VOTE FOR TERM LIMITS. THIS ONE AND PRESIDENT THAT'S IT. IN MOST OF US WOULD SIT THERE AND SAY, MAN, I'D LIKE TO HAVE TERM LIMITS EVERYWHERE. THEN WHEN WE TALK ABOUT OUR SENATORS AND CONGRESSMEN, THOSE OF US WHO RESIDE IN A IN THE DISTRICT OR STATE THAT HAS THE PARTY THAT WE GENERALLY SUPPORT ARE NOT GOING TO WANT OUR GUY TO BE PRIMARY BECAUSE SENIORITY IS REALLY IMPORTANT UP IN CONGRESS, RIGHT? YOU KNOW, IT'S YOU SERVE YOU SERVE YOU SERVE YOU SERVE. THEN YOU GET PROMOTED TO THE YOU KNOW, VICE CHAIR THIS THAT AND THE OTHER THING, AND IF WE'VE GOT THE VICE CHAIR, THE CHAIR OF THE SPEAKER OF THE HOUSE, LIKE YOU KNOW, FOUR WORTH HAD WITH JIM, RIGHT, AND OTHER PLACES HAVE WERE VERY RELUCTANT TO GIVE THAT UP. IT'S JUST THE SYSTEM WERE IN. IF WE COULD REINVENT IT FOR EVERYBODY. WE WOULD WE'RE IN A TIME RIGHT NOW OF PROFOUND DISTRUST IN OUR INSTITUTIONS. LOOK AT THE BORDER. THE HELL IS
[01:25:06]
THAT? LOOK AT THE ARGUMENTS IN EDUCATION ALL THIS STUFF. SO WHAT WE HAVE IS A LOT OF VOTERS THAT SAY, PATRICK PATRICK PATRICK. I DON'T CARE ABOUT THE HOME CITY. I COULD, BUT THIS IS THAT I WANT TO CLUTCH ONTO THE POWER THAT I DO HAVE AND I DON'T WANT TO GIVE THAT UP, AND THAT'S A LEGITIMATE ARGUMENT. IT REALLY IS. IT'S LEGITIMATE ARGUMENT TO SAY YEAH, YEAH, YEAH, YEAH.YEAH, BUT BUT THE REALITY IS BOTH OF THOSE ARE ARGUMENTS COULD LIVE IN THE SAME PLACE.
BOTH OF THEM HAVE SOME MERIT. SO I RESPECT THE IDEA THAT YOU DON'T WANT US UP HERE FOR FOREVER. I DON'T WANT TO BE UP HERE FOR FOREVER. I AM. BLESSED EVERY DAY. I WAS AT A THING THIS MORNING AND JEFF LEACH GOT UP AND SAID HE'S ONE OF THE STATE REPRESENTATIVES FOR US AROUND HERE. HE SAID. IT'S A BLESSING EVERY DAY TO SERVE. AND THIS MAN, THIS IS HIS. HE'S LOOKING AT HIS SEVENTH RE ELECTION THIS TIME. I GET IT. I GET THAT IT COULD SCRATCH THAT ITCH. I GET THAT IT COULD BE SOMETHING THAT YOU DO THAT REALLY HELPS FULFILL YOU. BUT I ALSO UNDERSTAND IT'S NOT A ROLL FOREVER. BUT I'LL TELL YOU IS A GUY WHO DIDN'T VOTE FOR HIM THE FIRST TIME. IS A GUY WHO GOT YELLED AT BY HIM MORE THAN ONCE, PROBABLY AND I RECOGNIZE THAT HE'S A IT'S HARD TO. I'M TELLING YOU BE DISPASSIONATE, BUT IT'S REALLY HARD TO BE DISPASSIONATE ABOUT GEORGE FULLER. IT REALLY IS. IT'S NOT LIKE OH, YOU KNOW WHATEVER. NOW. EVERYONE'S GOT THEIR OPINION ABOUT GEORGE. BUT WE'RE LUCKY TO HAVE HIM. WE'RE NOT GOING TO PROCEED WITH THIS TONIGHT WILL HAVE A BIGGER CONVERSATION. I'M NOT TELLING YOU TO CHANGE YOUR MIND IF YOU DON'T LIKE TERM LIMITS. I'M REALLY NOT BECAUSE I DON'T DO ANY GOOD ANYWAY. BUT JUST UNDERSTAND THAT THERE'S TWO SIDES TO THIS ARE TO THIS DISCUSSION, AND WE ALL DO BENEFIT FROM THE FACT THAT I THINK WE'VE HAD HIM FOR SEVEN YEARS. THANK YOU. UM. I WAS THE OTHER PERSON THAT VOTED TO PUT THIS ON THE BALLOT. YEAH. AND I DID IT. AND IT'S SELFISH WAY.
BECAUSE I DON'T WANT TO SERVE UNDER ANOTHER MAYOR. GEORGE FULLER. I'VE WATCHED HIM IN ACTION. WELL. NOT THAT IT MATTERS. BUT I'VE LIVED IN MCKINNEY FOR 60 YEARS, SO I'VE SEEN A LOT OF COUNCILS GO. I'VE SEEN A LOT OF MAYORS. AND THEY WERE ALL GOOD AND THEY GOT US TO WHERE WE ARE TODAY. BUT I WATCHED THIS MAYOR INACTION WATCHED HOW HE FIGHTS FOR THE CITY. I WATCHED HIM GO TO AUSTIN . I WATCHED HIM GO TO WASHINGTON, D. C. I WATCHED HIM FIGHT AND HE'S SO GOOD. AND HE'S SO GOOD AT MAKING WIN WIN SITUATIONS. HE GETS IN THERE AND HE FIGHTS ANY. HE GETS THE OTHER SIDE OF THE ARGUMENT. AND A LOT OF TIMES, PEOPLE WILL COME OUT OF A MEETING FOR YOU KNOW, I REALLY FEEL GOOD. I GOT A LITTLE BIT OF WHAT I WANTED. AND THAT'S THAT'S THE GREAT THING ABOUT HIM. AND I WOULD LIKE TO SEE HIM CONTINUOUS MAYOR, BUT THAT'S HIS DECISION, AND IT'S THE VOTERS DECISION ON WHETHER WE DO THIS OR NOT. BUT THAT'S KIND OF MY OPINION. UM YEAH, I SAID. MY COMMENTS TWO WEEKS AGO AND KIND OF IN LINE WITH, MICHAEL SAYS, I THINK WE NEED TO STEP BACK. ON R CHARTER WITH A LOT OF DIFFERENT THINGS THAT WE NEED TO CHANGE THAT. I THINK WE COULD CONSIDER CHANGING AND, YOU KNOW, I'M NOT SAYING THAT AS A IS I GUESS I'M I'M LOOKING AT IT MORE AS A DOCUMENT, NOT ABOUT AN INDIVIDUAL, BUT I MEAN SO I'M THAT'S NOT AN INDICTMENT ON ON GEORGE. UM BECAUSE I DO THINK IF THE VOTERS WANT HIM THEN HE'S WHAT'S BEST FOR THE VOTERS. BUT I WOULD LIKE FOR US TO STEP BACK AND PUT A COMMITTEE TOGETHER AND LOOK AT THE CHARTER AS A WHOLE. PERHAPS IN. UNLIKE FOR YOU TO THINK OF THIS FROM A DIFFERENT STANDPOINT. IT WAS. I'M THE ONE PERSON HERE WHO CAN RUN. UNQUESTIONABLY AND 2025. THE QUESTION IS, WHAT WILL I RUN? FOUR. AND SO IT'S NOT REALLY FAIR FOR ME TO COMMENT ONE WAY OR THE OTHER ON TERM LIMITS. BUT I DO WANT YOU TO KNOW THAT I THINK THAT THE PEOPLE OF MCKINNEY ARE VERY, VERY SMART. UH ONE AND IT'S NOT JUST BECAUSE THEY ELECTED ME. UH THEY ARE A SMART GROUP OF PEOPLE. UH THEY LOOK AT THE ISSUES THEY TRY AND UNDERSTAND THE ISSUES. AND SEVEN
[01:30:04]
YEARS AGO WHEN GEORGIA AND IOWA ELECTED TO THE COUNCIL, WE HAD ANOTHER MEMBER WHO WAS ELECTED ALONG WITH US. AND THE PEOPLE OF MCKINNEY FIGURED THAT OUT RATHER QUICKLY AND PUT IN PLACE A TWO YEAR TERM LIMITS FOR THAT COUNCIL MEMBER. AND SO WHAT YOU'RE TALKING ABOUT IN TERM LIMITS. YOU ALREADY HAVE. YOU HAVE THE POWER TO VOTE ANY OF US OUT OF OFFICE. AND YOU KNOW, ELECTION OR TO FILE A PETITION WITH THIS COUNCIL IN THE EVENT THAT YOU DON'T WANT ONE OF US SERVING ON THIS COUNCIL FOR YOU ANY LONGER. THE LAST THING I WILL LEAVE YOU WITH IS AND TRYING CASES IN FRONT OF OUR DISTRICT COURTS UP. COME TO SAY THIS FREQUENTLY THAT I WOULD ALWAYS RATHER HAVE A WITNESS AT THE COURTHOUSE AND NOT NEED THEM. YOU NEED ONE AND NOT HAVE THEM THERE. AND IF YOU ARE GOING TO NOT CONSIDER CHANGING THE TERM LIMITS, YOU MIGHT COME TO THE POSITION WHERE YOU NEED SOMEBODY. BUT YOU DON'T HAVE THE AVAILABILITY TO KEEP THEM. AND RIGHT NOW YOU'VE GOT THE ABILITY TO GET RID OF EVERY ONE OF US ON THIS COUNCIL, AND YOU WILL ALWAYS HAVE THAT ABILITY TO VOTE. SO DON'T LIMIT YOURSELF. BY THINKING THAT THIS IS SOMETHING THAT IT IS NOT THANK YOU. OH AND THANKS FOR ELECTING ME. YOU HAD ANOTHER COMMENT BEEN CORRECTED. IT WAS NOT A 4.8% TURNOUT. IT WAS A 2.37% TURNOUT IN 2011. WELL THAT WE MAY NEED TO REVISIT THAT, BASED ON COMMENTS I HEARD EARLIER. I'M KIDDING. UM KIDDING. KIND OF, UM PEOPLE'S HEADS THERE, SO I'M GONNA I'M GONNA MAKE A MOTION THAT WE TABLE THIS ITEM. TABLE AND THEN DEFINITELY ALL 2ND 2ND. ALL IN FAVOR. ALL RIGHT. ITEM 230104 Z THREE, CONDUCT A PUBLIC[Conduct a Public Hearing to Consider/Discuss/Act on a Request to Rezone the Subject Property from “PD” - Planned Development District to “C2” - Local Commercial District, Located at the Southwest Corner of Bloomdale Road and North Lake Forest Drive, and Accompanying Ordinance]
HEARING TO CONSIDER AND ACT ON REQUEST TO REZONE THE SUBJECT PROPERTY FROM PLANNED DEVELOPMENT DISTRICT C TWO LOCAL COMMERCIAL DISTRICT LOCATED SOUTHWEST CORNER BLOOMINGDALE ROAD, NORTH LAKE FOREST DRIVING ACCOMPANYING ORDINANCE. THANK YOU, MR MAYOR. JENNIFER ARNOLD, DIRECTOR OF PLANNING. ALRIGHT AS YOU READ THIS AS A REQUEST TO REZONE THE SUBJECT PROPERTY FROM A PD PLAN DEVELOPMENT DISTRICT TO A STRAIGHT ZONING DISTRICT OF C TWO LOCAL COMMERCIAL PROPERTY IS ABOUT 20 ACRES IN SIZE. AS YOU READ IT IS ON THE SOUTHWEST CORNER OF LAKE FOREST AND BLOOM.DALE DRIVE JUST EAST OF THE HEATHER WOULD NEIGHBORHOOD AND WEST OF THE PAINTED TREE DEVELOPMENT. THE CURRENT ZONING ON THE PROPERTY IS A PLAN DEVELOPMENT DISTRICT, BUT IT ALL ALREADY ALLOWS FOR COMMERCIAL USES. THE APPLICANT IS REQUESTING TO REZONE TO SEE TWO TO MODERNIZE THE ZONING SOME OF THE COMMERCIAL REFERENCES AND THAT EXISTING PD OR RATHER ANTIQUATED IN OLD, SO THEY WERE TRYING TO MODERNIZE STAFF HAS REVIEWED THE REQUEST. WE DO FIND THAT IT'S IN CONFORMANCE WITH THE CITY'S COMPREHENSIVE PLAN, AND WE ARE RECOMMENDING APPROVAL , PLANNING AND ZONING COMMISSION HEARD THE ITEM AND IS ALSO RECOMMENDING APPROVAL, AND I'LL STAND FOR ANY QUESTIONS. QUESTIONS FOR JENNIFER. ALL RIGHT. THIS IS A PUBLIC HEARING ITEM. WELL FIRST WITH THE APPLICANT LIKE SPEAK TO THE ATOM. GOOD EVENING, MR MAYOR, COUNCIL MEMBERS. MY NAME IS DAN MOTIVE HERE AT 1404 GABLES COURT IN PLANO ON BEHALF OF THE OWNER.
I DON'T HAVE MUCH TO ADD TO THE PRESENTATION BY STAFF, GIVEN THAT THE PROPERTY IS AT THE INTERSECTION OF WHAT ON THE FUTURE ARTERIAL PLAN IS A MAJOR ARTERIAL ON LIKE FOREST AND WHAT'S GOING TO BECOME THE 380 BYPASS A MAJOR HIGHWAY THOUGHT THAT WE GET A LOT OF CALLS ABOUT THE PROPERTY SPECIFICALLY ABOUT THE ZONING. AS WAS MENTIONED. THIS PROPERTY SITS IN A P D WITH AN OLD, ANTIQUATED BIEN ZONING DISTRICT. WITHIN THAT P D. IT DOES ALLOW FOR RESIDENTIAL COMPONENTS TO BE DEVELOPED ON THE PROPERTY. AS YOU KNOW, RESIDENTIAL USES WERE ELIMINATED FROM THE BIEN DISTRICT IN 2018. THEREFORE IN ORDER TO CLARIFY THE ZONING RIGHTS FOR THE PROPERTY, WE ORIGINALLY THOUGHT THAT HIS OWNING TO A C THREE REGIONAL COMMERCIAL DISTRICT WOULD BE PRUDENT, GIVEN ITS LOCATION AT THE MAJOR INTERSECTION STAFF THOUGHT THAT A SEED TO ZONING OF LOCAL COMMERCIAL WAS MORE APPROPRIATE. WE DO NOT OPPOSE THAT PREFERENCE
[01:35:04]
AND RESPECTFULLY REQUEST APPROVAL OF THE ZONING REQUEST. ANYONE? ANYONE HAVE A QUESTION FOR THE APPLICANT? THANK YOU, SIR. THANK YOU, SIR. PUBLIC HEARING. IS THERE ANYONE THAT WOULD LIKE TO SPEAK TO THIS ITEM? SEEN NONE ENTERTAIN A MOTION FOREVER. QUESTION FOR STAFF. IF YOU DON'T MIND. I'M SORRY FOR THIS. JENNIFER, DO YOU MIND COMING UP? I'M SORRY ABOUT THIS. I SAW HIM ONE OF THE CITIZEN COMMENTS AND I DON'T HAVE IT BEFORE ME, SO I'M GOING TO BEG YOUR FORGIVENESS IF I GET THIS WRONG, BUT THERE WAS SOMETHING ABOUT THIS WAS SUPPOSED TO BE SOMETHING OF A GATHERING PLACE. BUT I DON'T THINK THE PD REALLY WAS A GATHERING PLACE FOR PEOPLE VERSUS A C TWO. SO I'M NOT REALLY CONFIDENT THAT THIS ZONING CHANGE, UM IS WHAT. WAS BEING WHAT IT IS THAT THERE'S NO THREAT TO WHAT I WAS READING.THERE WAS IT WAS ONE THAT COULD BE A PARK. IF SOMEONE WANTED TO BUILD A PARK IN HERE, A PRIVATE PARK, THERE'S STILL WAYS TO DO IT OR A PLAYGROUND OR SOMETHING LIKE THAT. BUT THIS WAS NOT GOING TO BE ANY KIND OF PUBLIC GATHERING PLACE. THAT IS CORRECT. THANK YOU. AND IF YOU IF I COULD, I HEARD A COUPLE OF SPEAKING BEHIND ME, WONDERING THE DIFFERENCE BETWEEN THE C TWO AND C THREE ZONING DISTRICT. SO JUST BECAUSE I HEARD YOU, I WANT TO MAKE SURE FOR THE RECORD. I SPOKE TO THAT C THREE, OF COURSE, IS OUR REGIONAL COMMERCIAL ZONING DISTRICT. THE MAIN DIFFERENCES BETWEEN THAT C TWO DESIGNATION AND C THREE ARE LITTLE BIT MORE LENIENCY ON THE TYPE OF INCENTIVE. THE OF COMMERCIAL USE IS PERMITTED AND BUILDING HEIGHTS, SO GIVEN THAT IT IS SORT OF SANDWICHED IN BETWEEN SOME RESIDENTIAL AREAS WE DID AS A STAFF FEEL THAT THE C TWO WAS MORE APPROPRIATE. THANK YOU. ENTERTAIN A MOTION. MOTION THAT WE APPROVED THIS ITEM. AND CLOSE THE I'LL SECOND CAST YOUR VOTES. PASSES ITEM 241211 CONSIDERING ACT ON

ADOPTION OF RESOLUTION DETERMINING A PUBLIC NECESSITY TO ACQUIRE PROPERTY RIGHTS FOR THE PUBLIC USE BY EMINENT DOMAIN FOR SANITARY STORIES, MINT TEMPORARY CONSTRUCTION. THANK YOU. MAYOR COUNCIL. GARY GRAHAM, DIRECTOR OF ENGINEERING. THIS IS THE FIRST OF TWO IMMINENT DOMAIN DOMAIN ITEMS. SO LIKE WE HAVE IN THE PAST MAYOR, I'LL COVER BOTH ITEMS REAL QUICKLY AND, UM, LET YOU DO THE ROLL CALL VOTES, BUT AS YOU ALL KNOW, TEXT DOT IS REBUILDING HIGHWAY FIVE FROM SCORE 399 TO JUST NORTH OF 380. UM THEY ARE REQUIRING THE CITY MOVE OUR UTILITIES OUTSIDE THE TEXT STOP RIGHT AWAY INTO PRIVATE EASEMENTS. AND SO WE HAVE A PROJECT UNDER WAY TO DO THAT. UM TEXT OUTS ONCE THERE, YOU UTILITIES RELOCATED BY THE TIME THEY DID THE PROJECT, THEY ARE MOVING UP THE SCHEDULE TO BID AS QUICKLY AS POSSIBLE. WE THOUGHT THAT WOULD BE IN SEPTEMBER OF 2025. I MEAN, EXCUSE ME. APRIL OF 2025. IT LOOKS LIKE THEY'RE GOING TO TRY TO MAYBE LATE. 2024 ACTUALLY DID THE PROJECT SO THEY'RE BEING VERY AGGRESSIVE WITH THEIR SCHEDULE AND THERE IN TURN LOOKING AT THE CITY. ASKING US GET OUR UTILITIES MOVED, SO TO TRY TO MEET THEIR VERY AGGRESSIVE SCHEDULE, WE HAVE ACTUALLY BEEN THIS PROJECT TO START WORK ON THOSE AREAS THAT WE ALREADY HAVE CLEARED, BUT WE STILL HAVE A COUPLE OF PROPERTIES LEFT TO ACQUIRE EASEMENTS FROM UM AS WITH ALL, UM, EMINENT DOMAIN CASES, UH, ACQUISITION CASES I SHOULD SAY RIGHT AWAY OR EASEMENTS. WE WANT TO DETERMINE WHAT FAIR MARKET VALUE IS. SO THE CITY HIRES A APPRAISER. THEY WILL GO OUT AND APPRAISE THE PROPERTY. LOOK AT WHAT THE PROPOSED PROJECT IS DOING TO THAT PROPERTY AND DETERMINE WHAT A FAIR MARKET VALUE FOR THAT THAT TAKING IS RIGHT AWAY OR EASEMENT. THE CITY OF INCIDENTS AND OFFER TO THE OWNER. THE OWNER CAN ACCEPT THAT OFFER. THEY CAN REJECT IT. THEY CAN COME BACK WITH A COUNTER OFFER. THEY CAN GO OUT AND DO THEIR OWN APPRAISAL TO SUPPORT THEIR COUNTER OFFER. THE CITY WILL THEN TAKE THAT INFORMATION.MAKE A FINAL OFFER. WE TRY TO NEGOTIATE WITH THE PROPERTY OWNER. SOMETIMES WE CAN'T COME TO AGREEMENT, THOUGH. IF WE CAN'T COME TO THE AGREEMENT, THAT'S WHERE WE BRING IN THE EMINENT DOMAIN PROCESS. THIS PROCESS IS WHERE THE COLLIN COUNTY COMMISSIONERS, UM I HAVE THREE SPECIAL COMMISSIONERS, UM, THAT ARE APPOINTED TO HEAR THE CASE. THE CITY MAKES THEIR CASE THE PROPERTY OWNER MAKES THEIR CASE AND THEN THEY WILL TERM DETERMINED WITH THE FAIR MARKET VALUE FOR THE TAKING IS THIS IS NOT OR FOR THE ACQUISITION. THIS IS NOT A TAKING. THIS IS DETERMINED OF PROCESSING CHAIRMAN FOR MARKET VALUE TO COMPENSATE THE PROPERTY OWNER FOR THE EITHER THE EASEMENT OR RIGHT AWAY. TODAY WE'RE TALKING ABOUT EASEMENTS. THE FIRST

YOU WANT TO FLIP TO THE OTHER ONE. THE OTHER ONE IS JUST ACROSS THE STREET ON THE OTHER SIDE OF SPUR 399 AS AT THE APARTMENT COMPLEX, THE DRIVEWAY THERE. THIS IS FOR A 25 FT WIDE WATER EASEMENT AND CONSTRUCTION EASEMENT. UM, PRICES NOT BEEN AN ISSUE, BUT THEY KEEP CHANGING. WANT TO CHANGE OUR LANGUAGE ON OUR HOW WE CAN ACCESS THE SITE. TIME AND CHANGING OUR STANDARD EASEMENT LANGUAGE. WE HAVE NOT BEEN ABLE TO COME TO A RESOLUTION ON THAT LANGUAGE AND PROTECTING OUR RIGHTS AS A CITY, SO WE'RE ASKING FOR BOTH OF THESE PROPERTIES PROCESS FOR EMINENT DOMAIN. QUESTIONS FOR GARY. I MOVE THAT THE CITY OF MCKINNEY TEXAS CITY COUNCIL APPROVED THIS. ADAM HAS WRITTEN AND ADOPT THE RESOLUTION DESCRIBED IN THIS AGENDA ITEM AND AUTHORIZE THE USE OF THE POWER OF EMINENT DOMAIN TO ACQUIRE FOR PUBLIC USE ALL NECESSARY PROPERTY INTEREST FROM 711 INC. ACT ON APPOINTING A MEMBER TO THE PLANNING AND ZONING COMMISSION. I WAS GOING TO PRESENT WE DON'T NEED TO PRESENT PATRICK. YOU HAD A YOU KNOW, WHEN WE INTERVIEWED LAST SUMMER, THERE'S A LADY NAMED GINA HAMMOCK WHO INTERVIEWED AND SHE IS A COMMERCIAL APPRAISER. AND THIS IS THE BOARD THAT SHE WANTED. SHE HASN'T SERVED IN THE CITY BEFORE, BUT SHE LIVED.[01:45:04]
SHE'S LIVED HERE FOR ABOUT 20 YEARS. UM AND SHE STRUCK ME AS SOMEBODY WHO WAS A VERY GOOD CANDIDATE FOR THIS. WE LOST ERIC HAGSTROM. HE MOVED TO, UM UH, MICHIGAN. [CITIZEN COMMENTS on Matters not on the Agenda]
BELIEVE THAT ANYONE SIGNED UP FOR CITIZEN COMMENTS? YOU HAVE ONE? HOLD ON. MR BARRY, DO YOU HAVE A REMOTE? WE'LL COME BACK TO THAT.OKAY? SAME PROCEDURE, AS IN THE BEGINNING OF THE MEETING. THERE WILL BE TWO MINUTES YOU'LL HAVE A TIMER UP ON YOUR LEFT AND RIGHT. IF YOUR STATE YOUR NAME AND ADDRESS FOR THE RECORD I WOULD APPRECIATE IT. SAHAR AS A DISEASE. AS IS SORRY. GOOD EVENING. CITY COUNCIL MEMBERS AM A MEMBER OF THE MIDDLE EASTERN AND MUSLIM COMMUNITY HERE IN MCKINNEY, I'VE LIVED HERE FOR THREE YEARS. UM, IN THE PAST 124 DAYS SINCE THE EVENTS OF OCTOBER 7TH. OUR COMMUNITY HAS BEEN IN A PERPETUAL STATE OF MOURNING. IN THE SHORT AMOUNT OF TIME I HAD TO LEARN ABOUT THIS MEETING A 23 YEAR OLD PALESTINIAN AMERICAN WAS STABBED IN AUSTIN THIS SUNDAY. 45 YEAR OLD. SOME ARE HARRIS SMILE, A PALESTINIAN AMERICAN WOMAN FROM NEW ORLEANS WAS KIDNAPPED. AND BEATEN. A SIX YEAR OLD NAMED HANDMADE WAVES ONLINE AS HER PHONE CALL, BEGGING FOR HELP FROM HER FAMILY'S CAR WHILE BEING SHOT WAS PUBLISHED. HER WHEREABOUTS AND THE WHEREABOUTS OF THE TWO RESCUE WORKERS SENT AFTER HER REMAIN UNKNOWN. I MYSELF HAVE A FRIEND IN KHAN YOUNIS, SOUTH GAZA WHO WAKES UP EVERY MORNING AND TWEETS. I'M STILL ALIVE. THEY HAVE NOT TWEETED THAT IN TWO DAYS AND I FEAR THAT I WON'T SEE THAT TWEET AGAIN. WE ALL SEE THE STATISTICS EVERY DAY 30,000 OVER 30,000 DEAD. HUNDREDS OF THOUSANDS INJURED. OVER A MILLION DISPLACED 600. 600 AMERICAN CITIZENS REMAIN IN GAZA WITH NO WAY OUT. THEY WERE INSTRUCTED TO GO TO RAFAH AND UPON ARRIVING THERE WERE SUBSEQUENTLY BOMBED. UM ONE OF THE WORDS THAT REALLY HAUNTS ME AS OF A PALESTINIAN BOY WHO AFTER FINDING HIS DEAD, FAMILY SAID. WHEN I DIE, I'M GOING TO TELL GOD WHAT THEY DID, AND YOU DID NOTHING. WE ARE NOW AT A STAGE OF THIS WAR, WHERE THE CONSEQUENCES ARE BEYOND EMOTIONAL. AND BEYOND. US JUST WATCHING IT FROM A PHONE. THE BIDEN ADMINISTRATION HAS LAUNCHED ATTACKS AGAINST YEMEN, SYRIA AND IRAQ. THIS ESCALATION OF EVENTS WILL UNDOUBTEDLY MEAN AMERICAN TROOPS BEING SENT ABROAD. WHILE I AM VEHEMENTLY ANTI WAR. THANK YOU. THANK YOU. SAMARA. OKAY? BEFORE WE START THE TIMER. I JUST WANT TO SAY
[01:50:05]
PLEASE DON'T GIVE AWAY THE POWER OF THE VOTER. UM AND NOW I'M GONNA YOU CAN START THE TIMER.IRAQ BODY. RAHIM REPEAT WHAT YOU JUST SAID TO ME. I'M SORRY. MY NAME IS SUMMER. UM I JUST SAID, PLEASE DON'T GIVE AWAY THE POWER OF THE VOTER. UM LET THE VOTERS DECIDE ON THE AGENDAS ANY AGENDA ITEM? THE WATER SHOULD HAVE A CHOICE TO DISAGREE. THAT'S JUST PROCEDURES TWICE CAN BE. YES MISS MOLLOY RAHMAN IBRAHIM RESPECTED COUNCIL MEMBERS. I AM SUMMER OF A CAR. A RESIDENT OF MCKINNEY. WE HAVE BEEN COMING HERE AND URGING YOU TO PUT A CEASE FIRE RESOLUTION ON THE AGENDA FOR A COUPLE OF WEEKS NOW , LAST NIGHT AS SAHAR MENTIONED 23 YEAR OLD PALESTINIAN AMERICAN MAN WAS ATTACKED AND STABBED IN OUR VERY OWN STATE, TEXAS NOT TOO FAR FROM HERE IN AUSTIN, HE AND HIS FRIENDS WERE DRIVING HOME FROM A PRO PALESTINE PROTEST. THE SUSPECT APPROACHED THEIR VEHICLE AT A STOP SIGN STARTED SCREAMING, THE N WORD AND OTHER OBSCENITIES ATTEMPTED TO RIP THEIR FREE PALESTINE FLAG OFF THEIR CAR, YANKED THE YOUNG BROTHER OUT OF THE CAR AND STABBED HIM IN THE CHEST. I HAVE PERSONALLY SPOKEN ON AND ON ABOUT HOW THIS HAS BECOME A LOCAL MATTER. TODAY I WILL JUST SAY THIS HITS HOME. IN WORDS OF MODERN MARTIN LUTHER KING INJUSTICE ANYWHERE IS A THREAT TO JUSTICE EVERYWHERE. SOON. I'M AFRAID WE ARE GOING TO BE THREATENED IN MCKINNEY. SOON I'M AFRAID I WON'T SURVIVE. AND IF I DO SURVIVE, I WILL. THEN ASK YOU . WHAT DID YOU DO FOR YOUR CONSTITUENTS? DID YOU PAY ANY HEED TO THE THREATS WE WERE EXPOSED TO I KNOW ALL OF YOU, ALL OF YOU. EVERY SINGLE ONE OF YOU IS A GOD LOVING PERSON OVER HERE. I KNOW YOUR OWN CONSCIENCE WILL QUESTION YOU. THIS IS A PRIVILEGE THAT ALL OF YOU, EVERYONE HERE HAS EXCEPT FOR MY COMMUNITY, A PRIVILEGE THAT ALLOWS YOU TO STAND FOR YOUR RIGHTS WITHOUT EXPOSING YOURSELF TO VIOLENCE. SADLY I DON'T HAVE THAT PRIVILEGE. MY COMMUNITY DOESN'T HAVE THAT PRIVILEGE. THIS IS A HUMANITARIAN ASK AND DOES NOT INVOLVE TAKING PALACE POLITICAL SITES. FULFILLING ANY HUMANITARIAN TASK WILL SPEAK VOLUMES ABOUT YOUR CHARACTER, NOT JUST IN FRONT OF YOUR CONSTITUENTS, BUT BUT ALSO IN THE EYES OF GOD. I URGE YOU TO BRING THE CEASE FIRE RESOLUTION ON THE AGENDA IN THE NEXT CITY COUNCIL MEETING. I WILL FORWARD IT PERSONALLY TO EACH ONE OF YOU APPROVE IT AND PROACTIVELY WORK TO PROTECT US FULFILLING THE CITY COUNCIL GOAL OF BUILDING SAFE COMMUNITIES. MOHAMMED KHAN. MAYOR FULLER AND MEMBERS OF CITY COUNCIL. GOOD EVENING. UM MY NAME IS MOHAMMED KHAN. I AM A SURGEON HERE IN MCKINNEY. I'VE SEEN MY OWN SHARE OF BLOOD. AND I'M NOT A PACIFIST. I LOVE MILITARY HISTORY, THINGS LIKE THAT. BUT GENOCIDE ISN'T THE WORD TO BE USED LIGHTLY. THE I C J RULING AND THE RULING BY THE U. S COURT IN THIS RECENT CASE THAT WAS SUING PRESIDENT BIDEN FOR SUPPORTING GENOCIDE. UM HAVE SHOWN THAT GENOCIDE IS A PLAUSIBLE POSSIBLY OCCURRING IN GAZA RIGHT NOW. AND, UM. THE COURT, THE U. S COURT STATED. IT IS THE DUTY OF EVERY AMERICAN CITIZEN TO PUSH OUR GOVERNMENT TO PUT A STOP TO THIS GENOCIDE. WHAT WE KNOW ABOUT WHAT HAS HAPPENED IN ISRAEL ARE IN PALESTINE RIGHT NOW WITH ISRAEL IS THAT THEY SWEPT EVERYONE ALL THE WAY DOWN FROM THE TOP OF GAZA ALL THE WAY DOWN TO THE BORDER IN ONE SWEEPING MOTION AND CROWDED THEM ALL TOGETHER RIGHT AT THE TIP WITH THE OCEAN AND THE BORDER. AND THEN ONCE THEY GOT THERE, THEY'VE BEEN BOMBING AND SHOOTING THEM. THE CLOSER THEY'VE BEEN GETTING TO THE BORDER AND THE MORE COMPRESSED. THEY GET. THEY CLAIM THAT ITS THEY'RE USING HUMAN SHIELDS THAT HAMAS IS USING HUMAN SHIELDS. BUT IN REALITY WHEN YOU CROWD ANYTHING TOGETHER , YOU'RE GOING TO PUT EVERYONE TOGETHER IN ONE SPOT, AND IF YOU USE AN EXPLOSIVE ITEM, IT'S GONNA HIT EVERYONE. SORRY. SO, UM. I THINK IT'S EXTREMELY IMPORTANT FOR MEMBERS OF OUR CITY COUNCIL TO LISTEN TO THEIR SOULS AND PUT OUT THIS, UM, THIS MESSAGE OPPOSING THE GENOCIDE. I DON'T KNOW IF YOU GUYS HAVE SEEN ANY OF THE VIDEOS SINCE WE ARE LAST, UM, THE LAST CITY COUNCIL MEETING WHERE WE SPOKE ABOUT THIS. BUT, UM THE IMAGES OF THOSE CHILDREN WITH THEIR SKULLS. OPEN THE BRAINS OUT THE VOICES OF THE LITTLE GIRLS, THE IMAGES OF THE GRANDPARENTS KISSING THEIR CHILDREN GRANDCHILDREN. THOSE HAUNT US WHEN WE LOOK AT OUR OWN CHILDREN. AND OUR OWN NIECES AND
[01:55:04]
NEPHEWS, SO I THINK IT'S TIME TO PUT INTENTION AND EMPATHY INTO ACTION. THANK YOU. THANK YOU.MICHAEL CONWAY. GOOD EVENING BOARD. THERE'S THE COUNCIL. SORRY FORGOT HE WAS TALKING TO YOU FOR A MINUTE. THE COUPLE OF THINGS COME TO MIND SEEING MANY OF MICHAEL CONWAY AND YOU KNOW, I APPRECIATE WHAT YOU HAVE DONE FOR THE CITY A CERTAIN POSITIVE THINGS YOU HAVE DONE THE SAME TIME. SUCH A GREAT JOB. WHY ARE WE STILL HAVING A PROBLEM WITH ILLICIT SIZE BUSINESSES? 31 PLUS IN MCKINNEY. ALONG WITH. NUMBER OF ESCORTS SIDE WE STOPPED THE COUNT 75. WE'RE TRYING TO PROTECT CHILDREN, ESPECIALLY LIKE THIS YOUNG MAN THAT CAME IN THIS EVENING. PROTECTING INSURANCE FOR FIRST AND FOREMOST , WE HAVE TO GET RID OF THOSE ITEMS. THE BUT I HAVE SERVED IN POSITIONS WHERE THEY HAD TERM LIMITS. AND WITH THAT CASE, YOU KNOW, IT'S FUNNY. THEY WOULD ALWAYS SAY THE FIRST HALF. YOU'RE LEARNING HOW TO POSITION IN THE SECOND HALF. YOU'RE REALLY SERVING AND THEN PASSING THE BATON TO THE NEXT PERSON TO LEARN AND GROW. SO IT'S HUGE, EFFECTIVE AND I HAVE SEEN DOWNFALL FROM PEOPLE STAYING IN THE POSITION. REPETITIVE LEE.
I'VE SEEN IT PERSONALLY FIRST HAND WITH OTHER FRIENDS, SO IT IS RECOMMENDED. UM AND LASTLY, IT'S NEVER OKAY TO BE DISRESPECTFUL TO THE PERSON, ESPECIALLY LI MORE. WHEN SHE CAME UP HERE, TALKING RESPECTFULLY TO YOU CAN TALK RESPECTFULLY TO HER AS I ALWAYS DO. YOU WERE NOT. THEY WERE HORRIBLY DISRESPECTFUL. IT'S NOT TOLERATED. IT'S NOT. IT'S I MEAN, IT'S NOT OKAY. YOU CAN DO BETTER. YOU'RE LEAVING THIS TOWN, BUT THEN YOU'RE LEADING COMPETITIVE BEHAVIOR. IT'S NOT OKAY. PLEASE STOP. THANK YOU. PEOPLE CAN JUDGE FOR THEMSELVES THAT WAS DISRESPECTFUL. LISA WASHINGTON. LISA WASHINGTON 1250 CENTRAL EXPRESSWAY, MCKINNEY, TEXAS. LET ME LIKE THE MOOD. OKAY EVERYBODY SMILE, OKAY? I MET YOU OVER 10 YEARS AGO AT YOUR GUITAR SANCTUARY, AND YOU GUYS TAUGHT MY KIDS HOW TO PLAY GUITAR, AND I HAD NO IDEA THAT YOU'RE GOING TO GO INTO POLITICS, BUT I THOUGHT YOU AND YOUR WIFE FOR THE GREATEST PEOPLE AND JUST KIND OF HUNG OUT BUT I'M HERE TO COMPLAIN, AND I'M SORRY TO DO IT TO MICHAEL JONES. YOU'RE TALKING ABOUT ROAD IMPROVEMENTS, SO I LIVE AT 417 WILSON STREET ABOUT I'VE LIVED IN MCKINNEY FOR ABOUT 20 YEARS. ABOUT FIVE YEARS AGO, I MOVED TO THE EAST SIDE. AND SO I LIVE LIKE NEAR STANDIFORD WILSON. AND ABOUT WHEN I FIRST MOVED IN, UM THE FIRST TIME IT RAINED ALL OF A SUDDEN I HAD LIKE A LAKE IN FRONT OF HOUSE. IT WAS LIKE THIS IS BAD, AS BETWEEN STANDIFORD ANTHONY. SO I CALLED THE CITY THE ROAD PEOPLE FEW TIMES HAD HIM COME DOWN AND THEY JUST KIND OF LOOKED AT IT, AND THEN THEY DIDN'T DO ANYTHING. AND SO THEN I WAS REALLY HAPPY. WHEN, A FEW MONTHS AGO SOMEBODY SHOWED UP MY DOOR AND SAID, WE'RE GONNA START. WE'RE GONNA REPLACE SOME OF THE OLD CRACKING, UH, YOU KNOW, CONCRETE IN FRONT OF YOUR HOUSE AND ALONG THE STREET. SO I DID THAT. BUT BEFORE BEFORE WE HARDLY EVEN GET STARTED, UM THERE WAS A COLLAPSE IN THE ROAD. AND SO THEN THE DRAINPIPES BROKE, AND SO IT JUST KIND OF GOT WORSE AND WORSE, SO WE DIDN'T GET ANY. WE HAVEN'T GOTTEN ANYWHERE. SO UM, SO NOW THREE BASICALLY THREE MONTHS LATER, I'VE HAD NO WE CAN'T GET THROUGH OUR STREET. AND I WANTED MY NEIGHBORS. SHE THANKS. YOU BROKE HER FOOT COME OUTSIDE OF HER HOUSE TRIPPING OVER SOMETHING. SO IT'S JUST IT'S BEEN A REALLY BAD SITUATION. AND I, YOU KNOW, I KNOW YOU'RE TRYING TO FIX THE ROADS. I SEE PEOPLE WORKING ON THE ROADS EVERYWHERE, BUT IT'S YOU KNOW, IT'S THREE MONTHS. I'VE CALLED
[02:00:03]
THE CITY SEVERAL TIMES. I'M NOT GETTING ANYWHERE. YOU KNOW, IT'S JUST BAD, SO I JUST WANTED TO KIND OF ENLIGHTENED EVERYBODY. AND SINCE I'M ON MY STREET, I DON'T KNOW, YOU KNOW. I ONE OF THE FEW PEOPLE ACTUALLY SPEAKS ENGLISH AS A FIRST LANGUAGE, AND NOBODY WANTS TO ACTUALLY CALL.THEY DON'T. THEY'RE TOO SCARED TO CALL AND SO I FELT LIKE IT'S MY DUTY TO COME DOWN AND TALK ABOUT IT. THANK YOU. THANK YOU. WE TOOK NOTES ON THANK YOU. ALL RIGHT. THAT WAS THE LAST OF OUR
