UM, I KNOW A LOT OF PEOPLE ARE GONNA BE WATCHING COMMENTS ON THIS ONE.

UM, PRETTY CAREFULLY BECAUSE OF THE UNETHICAL AND SHAMEFUL ELECTIONEERING THAT OCCURRED LAST YEAR HERE AT THE LAST JOINT, UH, MEETING.

WELL SINCE THE CEC MADE THEIR DECISION.

I HAVE YET TO HEAR ANY OFFICIALS EITHER ON THE CITY OR THE ISD SIDE, REPU, UH, REPUDIATE.

WHAT WAS THE INAPPROPRIATE USE OF THE DAAS DURING A GOVERNMENT MEETING TO TIP THE SCALES OF MULTIPLE RACES IN THE MAY, 2023 ELECTION? SO, MR. HASSLER, UH, WE WILL BE LOOKING TO YOU TO HAVE THE CHARACTER AND FORTITUDE TO SHUT DOWN ANY COMMENTS ON THIS AGENDA ITEM THAT COULD BE CONSTRUED AS UNETHICAL ELECTIONEERING, JUST AS EARNESTLY AND JUST AS VIGOROUSLY AS YOU HAVE IN THE PAST, PURSUED THE CENSURE OF MR. GREEN, WHO IS LATER EXONERATED BY THE TEC OF ANY SUCH CHARGE OF ELECTIONARY.

SEEMS LIKE JUST YESTERDAY THAT I WAS UP HERE SPEAKING AT THE JOINT CITY COUNCIL ISD MEETING FROM MCKINNEY, WHERE THE MAYOR AND CITY COUNCIL MEMBER FELT US ILLEGALLY ELECTIONEER FROM THE DIOCESE AND WERE SUBSEQUENTLY CHARGED WITH ETHICS VIOLATIONS FROM THE STATE OF TEXAS WHERE THE MAYOR WAS FINED OF $500 AND MEMBER FELTUS WAS GIVEN A PASS SINCE IT WAS HER FIRST TIME THEY WERE CAUGHT ELECTIONEERING FOR THE BOARD MEMBERS THAT WERE RUNNING FOR REELECTION LAST SPRING.

UH, I, UM, WANNA THANK MY, FOR MY PUBLIC COMMENTS.

I WANNA THANK MY HIGH SCHOOL AND COLLEGE MATH TEACHERS FOR GIVING ME THE SKILL TO BE ABLE TO UNDERSTAND NUMBERS SUCH THAT THE AIRPORT MIGHT NOT BE A GOOD DEAL FOR MCKINNEY.

THAT THAT IS BEING DECLARED.

MY NUMBERS INDICATE TO THE PUBLIC AND TO THE BOARD MEMBERS THAT MAYBE YOU SHOULDN'T HAVE EMBRACED THAT ILLEGAL ENDORSEMENT AFTER ALL.

AGAIN, I'M JUST PRESENTING NUMBERS TO CONSIDER, NOT ACCUSATIONS, YOU KNOW, IT'S JUST MATH.

THIS ANALYSIS DOES NOT CONSIDER ADDITIONAL FUTURE CONSTRUCTION COSTS, BUT DOES ASSUME THAT THE COST OF OPERATIONS AT TKI IS COMPLETELY COVERED BY THE REVENUE THAT IS GENERATED, BECAUSE THAT IS WHAT'S STATED IN NUMEROUS PAST PRESENTATIONS FOR TKI, I WOULD HAVE TO KNOW WHAT IS BEING PLANNED TO INCLUDE THAT IN THIS ANALYSIS, BUT I DON'T HAVE THAT CONCLUSION.

THE MATH DOES NOT SHOW THAT TKI IS THE BENEFIT THAT THE MAYOR AND CITY COUNCIL ARE CLAIMING IT IS FOR THE ISD FROM MY PRESENTATION ON DECEMBER 5TH OF LAST YEAR, THERE SHOWED $186 MILLION WORTH OF AIRPLANES AT TKI THAT ARE BEING TAXED, WHICH IS NOTED IS EQUAL TO THE PROPERTY VALUE OF 400 HOMES IN MCKINNEY AT THE CURRENT PROPERTY RATE TAX THAT YIELDS ABOUT 3.2 MILLION ANNUALLY.

THE CITY HAS SPENT ABOUT $112 MILLION ON THE TK ACCUSATION AND CONSTRUCTION OVER THE YEARS.

SO WHEN YOU PUT ALL THAT INTO AND WHAT THE MCKINNEY GETS AND WHAT THE SCHOOL GETS, IT'S ABOUT 22.2 YEARS TO PAY THAT OFF.

ADDITIONALLY, UM, THE, THE TERRA ZONE TWO, UM, COMPRISES OF THREE HUNDRED AND SIX, THREE HUNDRED SIX 3,617 ACRES.

SO IF YOU JUST CONSIDER ABOUT

HALF OF THAT USED TO CREATE QUA A QUARTER ACRE LOTS, THAT'D BE ABOUT 7,200 HOMES.

THE AVERAGE HOME VALUE IN MCKINNEY'S ABOUT $466,000.

THAT MEANS ABOUT THAT 7,200 HOMES WOULD REPRESENT A TAX BASE OF $3.3 BILLION AT THE MCKINNEY TAX RATE OF 1.1275 PER A HUNDRED DOLLARS.

THE MCKINNEY WOULD RECEIVE $37.8 MILLION ANNUALLY, BUT TKI IS ONLY SHOWING ABOUT 2.1 MILLION.

SO THAT'S ABOUT $35 MILLION THAT ARE, UM, UH, THAT YOU, THAT YOU'RE MISSING OUT ON.

SO I WONDER IF THAT ENDORSEMENT WAS REALLY WORTH IT.

I'M THE DIRECTOR OF PLANNING WITH THE CITY OF MCKINNEY.

AND, UH, IT'S A GREAT OPPORTUNITY ONCE A YEAR TO GET TOGETHER WITH, UH, YOU ALL AS A JOINT GROUP TO TALK A LITTLE BIT ABOUT GROWTH AND DEVELOPMENT THAT'S HAPPENING HERE IN THE CITY.

THE DISCLAIMER THAT I ALWAYS LIKE TO GIVE WHEN I DO PRESENTATIONS LIKE THIS IS WHILE I MAY BE THE FACE OF THE PLANNING DEPARTMENT, I, UM, HAVE A GREAT TEAM BEHIND ME THAT'S DOING A LOT OF THE WORK RELATED TO, UH, PLANNING AND DEVELOPMENT.

SO I'M NOT AN ENCYCLOPEDIA OF EVERY PROJECT GOING ON AT EVERY CORNER, SO I'LL DO MY VERY BEST IF YOU HAVE ANY QUESTIONS ABOUT SPECIFIC PROJECTS.

BUT GENERALLY SPEAKING, UM, I MAY HAVE TO GO LOOK A FEW THINGS UP.

SO, UM, WITH THAT, I'LL START FIRST BY JUST TALKING A BIT ABOUT SOME GROWTH, UM, AND TRENDS THAT WE'RE SEEING HERE IN THE CITY.

UM, EARLIER, UM, THIS MONTH WE WERE ABLE TO RELEASE OUR OFFICIAL POPULATION ESTIMATE FOR 2024.

UH, WE'VE OFFICIALLY BROKEN, UH, 214,000 PEOPLE IN THE CITY OF MCKINNEY.

UM, AND THAT IS A TREMENDOUS GROWTH OVER THE LAST, UH, FIVE YEARS.

UM, OF THAT, ABOUT 62% OF THAT IS WITHIN THE MISD BOUNDARY.

SO, UM, 214,000 PEOPLE AS OF JANUARY ONE OF THIS YEAR.

UM, 133 OF THAT.

WITHIN THAT, THAT BOUNDARY OF MISD, UM, A LOT OF THAT IS ATTRIBUTED TO, OF COURSE, UH, RESIDENTIAL DEVELOPMENT AND PERMITS.

SO WE ARE CONTINUING TO SEE A GREAT, UH, UPTICK IN RESIDENTIAL PERMITS.

MOST NOTABLY, THOSE ARE COMING FROM, OF COURSE, OUR PAINTED TREE DEVELOPMENT, UM, THE, UH, TRINITY FALLS MUNICIPAL UTILITY DISTRICT.

AND THEN JUST, UH, SOME OF THE OTHER, I GUESS, SMALLER, MAYBE LESS NOTABLE RESIDENTIAL SUBDIVISIONS AND NEIGHBORHOODS THAT WE HAVE IN AND AROUND MCKINNEY.

OF COURSE, YOU CAN'T TALK ABOUT RESIDENTIAL GROWTH, UM, IN PRESENT TIME WITHOUT ALSO TALKING ABOUT MULTIFAMILY AND, UH, WHAT WE CALL MISSING MIDDLE, UH, RESIDENTIAL PRODUCT TYPES.

SO WE DID SEE QUITE A BIT OF, UH, MULTIFAMILY RESIDENTIAL PERMITS ISSUED IN 2023.

UM, YOU'VE GOT 16 OF THEM UP THERE ON THE SCREEN.

UM, MANY OF THOSE ARE REFLECTED, WELL, NOT MANY.

I WOULD SAY HALF OF THOSE ARE REFLECTED OF, UH, PROJECTS THAT HAD EXISTING ZONING ENTITLEMENTS IN PLACE.

AND ABOUT THE OTHER HALF WERE RECENTLY REZONED PROPERTIES OR PROJECTS, UH, TO ALLOW FOR THAT MULTIFAMILY DEVELOPMENT AS WE CONTINUE TO HAVE A PINCH WITH THE HOUSING MARKET, UM, BEING WHAT IT IS.

UM, HAVING A, A BIGGER MIX OF THE SINGLE FAMILY MULTIFAMILY IS SOMETHING THAT'S, UH, PRETTY NORMAL IN A GROWTH CYCLE FOR A COMMUNITY LIKE MCKINNEY.

SO NOT ABNORMAL TO SEE THAT NUMBER.

UM, AND IT IS DEFINITELY ATTRIBUTING TO THE POPULATION AND THE GROWTH THAT WE'RE SEEING, UM, OVER THE LAST YEAR OF THE, UH, RESIDENTIAL GROWTH AND PERMITS.

I WOULD LIKE TO HIGHLIGHT FOR YOU ALL, UM, HOW MUCH OF THAT IS WITHIN THAT MISD BOUNDARY? SO ABOUT 1400 OF THOSE SINGLE FAMILY PERMITS FROM LAST YEAR WERE WITHIN THE BOUNDARY OF MISD AND ABOUT 2100 MULTIFAMILY UNITS.

UM, WERE, UH, WITHIN THAT MISD BOUNDARY AS WELL.

OUTSIDE OF THAT RESIDENTIAL GROWTH AND DEVELOPMENT, WE'RE ALSO SEEING A TREMENDOUS UPTICK IN NON-RESIDENTIAL GROWTH AND DEVELOPMENT.

SO WE, UM, HAVE HAD AN INCREASE ABOUT 37%, UM, IN NON-RESIDENTIAL PROJECTS.

UM, SO THE, THE DIFFERENT COLORS THAT YOU SEE ON THE MAP ATTRIBUTE TO DIFFERENT TYPE OF LAND USES, SO OFFICE RETAIL SERVICE, UM, INSTITUTIONAL INDUSTRIAL, RESTAURANT, RECREATION AND MEDICAL.

SO, UH, WE ARE DEFINITELY, UM, ON AN UPTICK WHEN IT COMES TO COMMERCIAL, UM, NON-RESIDENTIAL DEVELOPMENTS.

UM, OF THE, WHAT, HOW MANY DID WE HAVE? 129 NON-RESIDENTIAL PERMITS LAST YEAR.

87 OF THOSE WERE WITHIN THAT MISD BOUNDARY.

UM, SO, AND YOU CAN KIND OF SEE THOSE DOTS THERE ON THE MAP.

SO I DO WANNA HIGHLIGHT A COUPLE OF WHAT I WOULD CALL MORE NOTEWORTHY PROJECTS HERE IN MCKINNEY THAT WE'VE SEEN OVER THE LAST YEAR.

UM, OF COURSE, I, I MENTIONED EARLIER THE PAINTED TREE DEVELOPMENT.

CAN'T DRIVE DOWN THREE 80 WITHOUT SEEING ALL OF THE HUSTLE AND BUSTLE OF THAT RESIDENTIAL DEVELOPMENT.

IT IS A SIGNIFICANT PROJECT.

IN FACT, IT IS ONE OF THE LARGEST, UM, TAKE DOWNS OF RESIDENTIAL DEVELOPMENT TO HAPPEN ALL AT ONCE.

UM, I THINK IN THE STATE, HONESTLY.

UM, SO IT'S AN 1100 ACRE MASTERPLAN COMMUNITY.

THE AMOUNT OF RESIDENTIAL DEVELOPMENT THAT'S OCCURRING ACROSS THE TOTAL OF THAT SITE IS TREMENDOUS.

UM, AND SO A LOT OF THAT GROWTH AND, AND NUMBERS THAT WE'RE SEEING IS REALLY ATTRIBUTED TO THAT PAINT TREE DEVELOPMENT.

WHEN IT'S ALL SAID AND DONE, UM, WE'RE GONNA BE LOOKING AT CLOSE TO 3000 RESIDENTIAL UNITS.

UM, I DO HAVE A BIT OF A FAUX PA ON THIS SCREEN.

IT SAYS 1100 SINGLE FAMILY UNITS.

IT'S REALLY CLOSER TO 2000.

SO ABOUT 2000 RESIDENTIAL UNITS, ABOUT A THOUSAND MULTIFAMILY.

AND OF COURSE, YOU CAN'T TALK ABOUT PAINT TREE WITHOUT TALKING ABOUT THE EXTENSIVE, UH, HIKE AND BIKE TRAILS AND CONNECTIONS, AS WELL AS A 230 ACRE, UM, MCKINNEY PARKLAND THAT ANCHORS THAT NORTHEAST CORNER.

SO YOU CAN SEE A LITTLE BIT OF THAT MAP OF WHERE ALL THAT DEVELOPMENT IS HAPPENING, UM, WITHIN THAT PAINTED TREE DEVELOPMENT.

OKAY.

UM, IN ADDITION TO PAINTED TREE, UH, THERE ON MORE THE WEST SIDE OF THE CITY, UM, 2023 WAS REALLY DEFINED A LOT BY WHAT WAS HAPPENING IN AND AROUND OUR DOWNTOWN.

UM, WE HAD A LOT OF ACTIVITY WITH DEVELOPMENT, UM, OF COURSE THE TS PROJECT.

UM, I'M GONNA TALK ABOUT CITY HALL HERE IN JUST A LITTLE BIT, UM, AND JUST A LOT OF REDEVELOPMENT AND, AND, UM, REINVESTMENT IN THAT HISTORIC SQUARE.

AND A LOT OF PROJECTS EAST OF HIGHWAY FIVE.

SO THE COTTON MILL IS ONE OF THOSE PROJECTS.

NOW THIS ONE HAS NOT BROKEN GROUND YET, BUT IT DID RECEIVE APPROVAL, UM, LAST YEAR WITH THEIR SITE PLAN, UH, TO BRING, UM, QUITE A BIT OF, UH, RESIDENTIAL DEVELOPMENT TO THAT COTTON MILL, UM, SITE.

SO THAT'S JUST THERE OFF OF HIGHWAY FIVE.

UM, AND RIGHT NOW THE COTTON MILL IS JUST THE ONE LARGE BUILDING.

IT'S WHERE IT TUBS USED TO BE.

UM, AND THEY ARE LOOKING AT ACTUALLY INTRODUCING, UM, FOUR, UM, UH, LARGE STANDING MULTIFAMILY, UH, BUILDINGS, AS WELL AS WHAT THEY CALL ARTIST LOFTS AND SOME OFFICE TO THAT SITE, UM, ONCE THEY'RE ABLE TO START MOBILIZING AND, AND GOING VERTICAL.

SO, UM, THAT IS A PROJECT THAT WE HOPE TO SEE GET OFF THE GROUND HERE IN THE NEXT YEAR OR TWO.

UM, BUT THEY'VE GOT, UM, WHAT THEY NEED TO DO THAT IN TERMS OF APPROVALS FROM THE CITY.

SO NOW IT'S JUST A MATTER OF THEM DOING THE WORK THAT THEY NEED TO ON THE PRIVATE SIDE, UH, TO GET THAT FINANCING IN PLAY AND, AND START MOVING DIRT.

UM, ALSO PROBABLY MY FAVORITE PROJECT TO TALK ABOUT.

I'VE BEEN, UH, WITH THE CITY FOR ABOUT 15 YEARS NOW, AND THE IDEA OF A NEW MUNICIPAL COMPLEX IN CITY HALL WAS ALWAYS JUST THIS PIPE DREAM.

AND IT'S REALLY EXCITING TO SEE THAT PROJECT TAKE OFF.

UM, IT REALLY WILL BE IN PARTNERSHIP WITH TUFTS, UM, AND SOME OF THE OTHER PROJECTS HAPPENING ON THE EAST SIDE OF HIGHWAY FIVE.

WE REALLY DO SEE THAT AS A SPRINGBOARD FOR SOME GOOD REDEVELOPMENT ON HIGHWAY FIVE.

I DO WANNA TALK ABOUT, UM, SOME OF THE OTHER WORK THE CITY IS DOING, UH, TO SUPPORT THE NEIGHBORHOODS THAT ARE OUT THERE.

UM, OF COURSE, THERE'S A LOT OF REDEVELOPMENT, A LOT OF NEW BUILDINGS, A LOT OF RECONSTRUCTION HAPPENING.

UM, THERE ARE ALSO A LOT OF EXISTING LEGACY NEIGHBORHOODS, UM, THAT REPRESENT A LOT OF MCKINNEY'S, UM, PAST.

AND SO IN PARTNERSHIP, OR NOT PARTNERSHIP, BUT IN ANCHORING OF THIS REDEVELOPMENT PROJECTS THAT WE'RE SEEING, CITIES ALSO, UH, TAKEN ON SOME ADDITIONAL INITIATIVES WITH THE HISTORIC PRESERVATION, UM, STUDY, NEIGHBORHOOD PRESERVATION STUDY, UM, LOOKING AT ACCESSORY DWELLING UNITS AND WAYS TO HELP, UM, MITIGATE THE POTENTIAL FOR GENTRIFICATION AND DISPLACEMENT, UM, OF SOME OF THOSE, UH, HISTORIC RESIDENTIAL NEIGHBORHOODS.

SO, UM, WE ARE LOOKING AT IT FROM BOTH SIDES, RIGHT? UM, HOW DO WE HELP REINVEST AND CREATE NEW, BUT ALSO HOW DO WE PROTECT, UH, THE THINGS THAT ARE THERE THAT, THAT ARE, ARE WORTH TREASURING.

SO THE LAST THING THAT I'LL END WITH IN TERMS OF, UH, DEVELOPMENT AND ACTIVITY IN MCKINNEY LAST YEAR, UM, WE WERE DEFINED BY A LEGISLATIVE SESSION LAST YEAR.

UH, THERE WERE A NUMBER OF BILLS THAT WERE PASSED, UM, AT THAT STATE LEVEL, THREE OF WHICH REALLY IMPACTED THE WAY IN WHICH WE DO PLANNING AND DEVELOPMENT IN MCKINNEY.

UM, AND THOSE ARE UP, UH, ON THE SCREEN.

SO SENATE BILL 9 29, UM, IS A BILL THAT ACTUALLY, UH, CONSTRAINTS, UH, THE ABILITY OF THE CITY TO MAKE NOTABLE CHANGES TO OUR ZONING ORDINANCE WITHOUT GIVING, UH, PROPERTY OWNER SPECIFIC NOTICE, UM, TO EVERY PROPERTY OWNER THAT COULD POTENTIALLY BE IMPACTED BY THAT.

UM, SO THERE'S THE MIXED BAG OF EMOTIONS WHEN IT COMES TO THAT.

UM, BUT FOR THE CITY, WHAT THAT MEANS IS OUR ABILITY TO MAKE NOTABLE CHANGES TO OUR ZONING ORDINANCE, WHICH ARE THE RULES AND REGULATIONS FOR DEVELOPMENT IN THE CITY, BECAME A LITTLE BIT MORE DIFFICULT.

WE HAVE TO DEFINITELY BE, UM, MUCH MORE, UM, DILIGENT ON THE THINGS THAT WE KNOW WE WANNA CHANGE AND THE WAY IN WHICH WE GO ABOUT DOING THOSE CHANGES.

UM, THE OTHER, UM, CHANGE, UM, THAT'S NOTABLE, I'M ACTUALLY GONNA SKIP TO THE LAST ONE THERE.

HOUSE BILL 36 99, UM, MODIFIED OUR SUBDIVISION AUTHORITY.

UM, AGAIN, A

MIXED BAG OF EMOTIONS.

IT MADE IT A LITTLE BIT EASIER, UM, IN TERMS OF ADMINISTRATION, BUT IT ALSO RESTRICTED OUR ABILITY TO REQUIRE CERTAIN RIGHT OF WAY DEDICATIONS, WHICH MEANS THAT, UM, IF THERE ARE ROADS THAT THE CITY MIGHT WANT TO REQUIRE VIA A SUBDIVISION OR A PLAT, IT MAY BE MORE DIFFICULT FOR US TO DO THAT, WHICH OF COURSE IMPACTS OUR ABILITY TO MORE PROACTIVELY PLAN FOR OUR ROADWAY NETWORK.

UM, AND THAT RELATES TO WHAT WE CALL ETJ RELEASES.

SO THESE ARE, UH, PROPERTY OWNERS THAT LIVE, UM, OUTSIDE THE CITY LIMITS, BUT STILL WITH INSIDE THE ULTIMATE PLANNING BOUNDARY OF THE CITY.

UM, BY LAW NOW THEY ARE ABLE TO UNILATERALLY RELEASE FROM OUR ETJ.

UM, ALL THEY HAVE TO DO IS PROVIDE US WITH SOME MINIMUM DOCUMENTATION.

AND THEN WE HAVE A 40 DAY, 45 DAY WINDOW.

AND AFTER THAT 45 DAY WINDOW, THEY ARE RELEASED FROM OUR ETJ.

UH, WE NO LONGER, UM, HAVE THE ABILITY TO REQUIRE PLATTING, UM, OR THE POTENTIAL FOR ANNEXATION WITHOUT THEIR, UM, CONSENT.

AND SO THAT HAS REALLY BEEN VERY IMPACTFUL FOR US.

UM, JUST IN THIS YEAR ALONE, I THINK WE'VE HAD OVER 120 ACRES THAT HAVE, UM, TAKEN ADVANTAGE OF THAT ETJ RELEASE.

AND THAT MEANS WE DON'T GET TO PROACTIVELY PLAN FOR THOSE PROPERTIES TO EVENTUALLY BE IN THE CITY.

AND THAT IMPACTS OUR ABILITY TO HELP ENSURE QUALITY DEVELOPMENT FOR NOT ONLY OUR CITY, BUT OUR SCHOOL DISTRICTS AS WELL.

SO THAT IS DEFINITELY SOMETHING THAT WAS A BIG HIT FOR US THIS LAST YEAR, AND MANY TEXAS CITIES ARE RE REELING FROM THAT, TRYING TO FIGURE OUT HOW DO WE, HOW DO WE PIVOT? HOW DO WE, HOW DO WE ADJUST FOR THIS KNOWING THAT THAT STATE LAW IS NOW IN PLACE.

SO, UM, I HATE TO END ON A SOUR NOTE WITH THAT, BUT THAT IS THE END OF MY PRESENTATION.

SO, UM, HIGHLIGHTS GROWTH, STILL CONTINUING ON THE UPTICK.

UM, WE'RE DEFINITELY A THRIVING COMMUNITY.

WE'VE BEEN TALKING ABOUT THESE PROJECTS FOR YEARS.

THEY GOT US A LITTLE BIT STEP CLOSER LAST YEAR.

UM, TXDOT HAS ISSUED THE RECORD OF DECISION FOR THE ALIGNMENTS FOR BOTH PROJECTS, AND THOSE ALIGNMENTS ARE SHOWN, UH, ON THE SCREEN THERE, THE ORANGE ALIGNMENT OF SPUR 3 99 AND THE BLUE ALIGNMENT IS FOR SPUR THREE 80, OR EXCUSE ME, US THREE 80, UM, WHERE THEY ARE SCHEDULEWISE, UM, SPUR THREE NINE HAS, UH, THEY HAVE STARTED THE RIGHT OF WAY ACQUISITION PROCESS.

UH, I KNOW THE SCHOOL HAS SOME, UH, PROPERTY ALONG THAT, UH, ALIGNMENT.

SO YOU PROBABLY HAVE HEARD, UH, HEARD FROM THEM.

UH, THE CITY DOES AS WELL.

UH, THEY HAVE GOT THEIR CONSULTANT ON BOARD AND ARE WORKING ON THE FINAL DESIGN.

UM, THEY HAVE TOLD THE CITY, UM, TO HAVE THE UTILITIES THAT WE HAVE ALONG THE CORRIDOR, UH, TO HAVE THEM RELOCATED BY, UH, THE END OF, UH, 2026.

UH, THAT'S WHEN THEY WOULD LIKE TO HAVE THEIR READY TO LET DATE.

THAT DOES NOT MEAN THAT'S WHEN THEY'LL LET THE, THE PROJECT, BUT THAT'S WHAT THEY'RE, THEY'RE AIMING FOR RIGHT NOW ON THREE 80.

UM, THEY HAVE ALSO, UH, GOT THE RECORD DECISION, WHICH MEANS THEY CAN DO THE RIGHT OF WAY ACQUISITION, BUT THERE ARE A FEW SMALL SEGMENTS THAT THEY'RE LOOKING AT SOME MINOR, UM, ALIGNMENT MODIFICATION.

SO THEY, THEY'LL HAVE TO DO WHAT A, A LIMITED EIS REEVALUATION.

UM, SO WE EXPECT THAT TO HAPPEN OVER THE COURSE OF THIS YEAR.

UM, AND THEN FINISH UP THE, UM, RIGHT OF WAY ACQUISITION.

THEY HAVE TOLD US ALONG THIS CORRIDOR, THEY WANT ALL THE UTILITIES TO BE RELOCATED BY THE END OF 2027.

UM, WE HAVE A MUCH MORE UTILITIES, UH, ALONG THIS CORRIDOR, SO THAT'S GONNA BE A BIGGER CHALLENGE FOR THE CITY.

UM, BUT WE'RE STILL WAITING FOR A MORE DETAILED SCHEDULE FROM TXDOT.

NEXT PROJECT TDOT'S GOING TO BE DOING IS STATE HIGHWAY FIVE.

UM, THE CURRENT PROJECT HAS BEEN INVITED INTO TWO PHASES.

THERE'S, UM, THIS IS FROM COUNTRY CLUB DOWN AT OUR BORDER WITH FAIRVIEW ALL THE WAY TO JUST NORTH OF THREE 80.

UM, AND THEN THOSE, ACTUALLY, A THIRD PHASE IS GONNA GO FROM THREE 80 NORTH ALL THE WAY TO MELISSA.

THAT PROJECT HAS NOT BEEN FUNDED YET.

THESE, UH, PHASE ONE AND TWO PROJECTS HAVE BEEN FUNDED.

AND, UH, WE ARE WORKING WITH THEM TO GET THOSE PROJECTS READY TO GO.

AND, UM, CONSTRUCTED PHASE ONE, IT OVERLAPS WITH THAT SPUR 3 99 EXTENSION.

SO THERE WILL BE A FREEWAY.

THE EXTENSION OF THE SAM RAYBURN TOLLWAY FREEWAY WILL BE

EXTENDED ALONG THAT GREEN SEGMENT UP TO WHERE THE, THE CURVE IS TO GO EAST.

UM, SO YOU'LL HAVE SOME FRONTAGE ROADS, A FREEWAY SECTION, THE SECTION SOUTH FROM SQUARE 3 99 TO COUNTRY CLUB WILL BE FOUR LANE, UH, WITH A, A RAISED MEDIAN.

UH, THERE.

UM, WE ARE, UM, ANTICIPATING THAT TEX'S GONNA BID THAT PROJECT BY THE END OF THIS YEAR OR EARLY 2025.

IT'LL TAKE ABOUT THREE YEARS TO, UH, TO CONSTRUCT, UH, THAT SIGNAL, THAT PESKY LITTLE SIGNAL AS YOU COME OFF THE, UH, SAM RAYBURN TOLLWAY WILL BE REMOVED.

THERE'LL BE AN INTERCHANGE THERE NOW.

UM, SO IF YOU'RE ON THE FREEWAY, YOU'LL JUST KEEP GOING.

AND IF YOU'RE COMING SOUTHBOUND TO GO SOUTH ON HIGHWAY FIVE, YOU'LL GO OVER THOSE OF THE FREEWAY.

SO WE'RE GONNA ELIMINATE THAT, THAT, THAT CONFLICT POINT AND MAKE A LITTLE BIT SAFER INTERSECTION.

THE SECOND PHASE, UM, THROUGH THE CITY, WE'RE NOT WIDENING.

IT'S GONNA STAY A FOUR LANE, UM, UH, ROADWAY, BUT WITH A RAISED MEDIAN.

MAKE IT A LITTLE BIT SAFER THERE.

UM, UH, WE'RE EXPECTING A LEAD OF THAT PROJECT MID 2026 WITH ANOTHER THREE YEAR CONSTRUCTION PROJECT OR TIMEFRAME.

RIDGE ROAD IS NOT TECHNICALLY IN YOUR SCHOOL BOUNDARY, UM, BUT I THINK IT DOES IMPORT, UH, PLAY A BIG BENEFIT TO, UH, UH, TRAFFIC, UH, WITHIN, UH, YOUR, UM, YOUR, YOUR YOUR SERVICE LIMITS.

UM, RIDGE ROAD FROM THREE 80 TO WILMOTH WAS JUST COMPLETED, OPENED AT THE END OF LAST YEAR.

UM, THAT'S IMPORTANT BECAUSE IT'S GONNA START RELIEVING TRAFFIC OFF OF LAKE FOREST, WHICH IS IN YOUR SCHOOL BOUNDARIES.

UM, AND SO TRAFFIC THAT IS ALL ON LAKE FOREST CAN NOW HAVE ANOTHER OUTLET TO GO SOUTH TO GET TO THREE 80 AND GO, UH, OUT TO THE WEST.

UH, WE HAVE OUR FIRST MULTI-LANE ROUNDABOUT THERE AT RIDGE AND, UH, WILMOTH.

SO IF YOU'RE INTERESTED IN, IN DRIVING SOME ROUNDABOUTS, WE CAN GO.

EXCITED ABOUT THAT.

WE'RE EXPECTING A LOT OF PEOPLE TO UTILIZE THIS, AND ONCE WE GET IT OPEN, WE ARE HAVING SOME UTILITY DELAYS.

YOU, WE'VE GOT THE UTILITY DELAY AT HARDIN AND WILM, UH, FINISHED, UH, AND CLEANED UP.

SO YOU'VE SEEN CONSTRUCTION START BACK UP OUT THERE, LAKE FOREST, AND, AND, UH, WILMUTH IS, UH, WE STILL HAVE A LITTLE DELAY OVER THERE WITH, UH, UH, AT AND T.

SO WE'RE TRYING TO GET THAT RESOLVED, BUT WE'RE LOOKING FOR A LATE SUMMER, I MEAN, A SUMMER, UH, TIMEFRAME TO HAVE THIS, UH, PROJECT CLEANED UP AND ACCEPTED AND READY TO GO.

SO, UM, REALLY EXCITED ABOUT IT.

COLIN MCKINNEY PARKWAY, JUST OUT OUR, OUT THE DOOR OUT HERE, UM, WE ARE BUILDING FROM LAKE FOREST OVER TO HARDIN AS WELL.

UM, ACTUALLY WE HAVE A ONE PROJECT THAT IS GOING FROM LAKE FOREST TO TINA.

YOU WANNA BUILD ALL FOUR LANES THERE AT TINA OVER TO THE, TO THE EAST.

THERE'S A EXISTING PORTION OF TWO LANES THAT ARE THERE.

THE DEVELOPER AT HARDEN AND, UH, COLIN MCKINNEY THAT THE, OF THE WAREHOUSE FACILITY ON THE WEST SIDE, THEY'RE ACTUALLY BUILT THEIR TWO LANES.

AND SO WE ARE GONNA HAVE BETWEEN THE COMBINATION OF THE TWO PROJECTS, CONNECTIVITY FROM LAKE FOREST OVER TO HARDEN, ALL COMPLETED, EXCUSE ME, WASH MY HANDS.

UM, UH, WE ALSO, UH, HAVE, YOU'VE SEEN THAT THE SIGNAL HAS BEEN INSTALLED, UM, THERE AT, AT CALL MCKINNEY AND HARDEN.

I THINK THAT'S GONNA BE A BENEFIT, UH, FOR THE OPERATION OF THIS FACILITY.

UM, THIS FALL WHEN, UM, UH, CALL MCKINNEY PARKWAY'S, UH, COMPLETED.

WE'RE THINKING THIS IS GONNA BE PROBABLY MAY TO JUNE WHEN THIS, UH, ALL OUR CONSTRUCTION IS OPEN.

AND THEN WE WILL BE ABLE TO OPEN UP THAT PIECE OVER THERE AT HARDEN FOR THE DEVELOPER AS WELL AT THE SAME TIME AND GET THAT SIGNAL OPERATIONAL.

THIS IS THE PROJECT I WAS, UH, THINKING ABOUT.

YOU GUYS HAVE BEEN GREAT PARTNERS IN, UH, BEING PATIENT WITH OUR ROADWAY CONSTRUCTION OVER ON, UH, LOUISIANA STREET.

UH, WE KNOW THIS HAS BEEN AN IMPACT TO THE SCHOOL AND, UH, THE, THE, UH, THE BUSING TO IT, THE PARENTS TRYING TO GET IN OUT OF, OF, OF THIS AREA TO THAT, TO THAT SCHOOL.

UM, WE, UH, WITH THIS PROJECT REOPENING, UH, LOUISIANA STREET FROM THE ROUNDABOUT OVER AT THROCKMORTON, THAT, THAT REALLY DIDN'T EXIST AS A STREET BEFORE.

AND SO EVERYBODY HAD TO GO DOWN GREENVILLE, TURN NORTH ON EITHER THROCKMORTON OR MURRAY TO GET TO THE SCHOOL.

SO NOW WE'RE GONNA HAVE A DIRECT ROUTE, UM, OVER TO THE SCHOOL THROUGH THE, THE ROUNDABOUT AND GOTTA BLOW UP THERE, UH, THERE FOR, UH, SHOW YOU WHAT THAT'S GONNA LOOK LIKE, UM, WHEN THAT'S FULLY OPEN.

SO, UM, WE ARE HOPING THAT WILL BE, UH, UH, LATE SPRING, EARLY SUMMER AS WELL COMPLETION.

WE NEED THAT PROJECT TO GET FINISHED.

'CAUSE WE GOTTA BUILD THE NEXT ONE.

AND THE NEXT ONE IS, UH, VIRGINIA AND THROCKMORTON AROUND OUR NEW CITY HALL.

UM, THAT'S TARGETED TO BE FINISHED AT THE END OF THIS YEAR, UH, EARLY NEXT YEAR FOR CITY HALL.

SO WE'D LIKE TO HAVE OUR ROADWAY PROJECT COINCIDE WITH THAT.

UM, SO WE ARE GOING TO START THAT PROJECT.

WE CON, UH, THE COUNCIL'S ALREADY AWARDED CONSTRUCTION CONTRACT, AND WE'RE GONNA START WITH PHASE ONE, WHICH WILL BE THROCKMORTON TO THE NORTH, THAT BROWN SECTION UP THERE.

UM, THAT WILL ALLOW TRAFFIC TO COME IN AND OUT

OF THIS AREA SINCE WE'RE WE'RE LIMITED BECAUSE OF THE, THE RAILWAY WAY, HOW MANY ACCESS POINTS OVER THIS AREA.

SO WE'RE GONNA KEEP VIRGINIA STREET OPEN UNTIL LOUISIANA STREET IS COMPLETE.

UM, SO WE, WE WILL HAVE THAT.

SO WE HAVE ACCESS AND THEN, BUT WE'RE GONNA BE BUILDING, UH, THROCKMORTON SOON AS WE GET THAT, UH, LOUISIANA STREET COMPLETED THOUGH, WE'LL FLIP DOWN AND WE'LL START THAT GREEN SECTION AND BUILD THAT INTERSECTION THERE.

UM, AND THEN ONCE THAT'S DONE AND HAVE THAT OPERATIONAL AND GET, UM, KIND OF SOME MORE CONNECTIVITY, THEN WE'LL START WITH VIRGINIA STREET.

SO, THREE PHASES.

OUR GOAL IS TO HAVE THIS COMPLETED, UH, TOWARDS THE END OF, END OF THIS YEAR, EARLY 2025.

NEXT PROJECT, UM, IS SOME INTERSECTION, INTERSECTION CAPACITY IMPROVEMENTS AT THREE 80 AND COMMUNITY.

WE ARE GONNA BE ADDING DUAL LEFTS TO, UH, UM, ALL THE DIFFERENT MOVEMENTS HERE TO INCREASE CAPACITY.

I MEAN, IF YOU'RE TRAVELING, TRYING TO TURN NORTH ON COMMUNITY DURING THE MORNING, YOU SEE HOW BAD THAT BACKUP IS THERE.

SO WE'RE, WE'RE ADDING TURN LANES, RIGHT TURN LANES AND LEFT TURN LANES THERE.

WE HAVE SOME UTILITIES THAT WE'RE TRYING TO GET CLEARED BEFORE WE GO TO CONSTRUCTION ON THIS PROJECT.

UH, SO THIS IS A SLIDE WE SHOW EACH YEAR, AND IT REALLY TALKS ABOUT THE ADOR REVENUE THAT'S COLLECTED BY THE DIFFERENT TAXING ENTITIES.

UH, SOME THINGS OF NOTE, UH, THE CITY AND THE COUNTY PARTICIPATE IN TURS TWO, WHICH IS OUR AIRPORT, TURS AND, UH, REAL PROPERTY TAXES AND SALES TAXES.

UH, THE INCREMENTAL AMOUNTS FOR THE CITY.

PROPERTY TAXES FOR REAL PROPERTY AND SALES TAXES ARE COLLECTED ABOVE THE BASE YEAR.

UH, BUSINESS.

PERSONAL PROPERTY THAT IS COLLECTED AT THE AIRPORT IS STILL COLLECTED BY THE CITY.

IT DOES NOT GET CAPTURED BY THE TURS.

UH, THE COUNTY PARTICIPATES WITH THEIR AD VALOREM PROPERTY TAXES AT A 50% LEVEL.

SO 50% OF THE INCREMENTAL VALUE EACH YEAR IS COLLECTED BY THE TURS.

AND THOSE GO INTO NOT ONLY AIRPORT PROJECTS, BUT ALSO TRANSPORTATION PROJECTS AROUND THE AIRPORT.

IN THAT DISTRICT.

UH, THE MISD AND THE COMMUNITY COLLEGE, THEY COLLECT ALL THE TAXES AS THEY NORMALLY WOULD.

SO WE SHOW THIS SLIDE EACH YEAR TO JUST SHOW THE, THE GROWTH.

AND YOU CAN SEE SOME OF THE CHANGING NUMBERS AND HOW IT FLUCTUATES SOMEWHAT.

A LOT OF THAT IS BECAUSE OF THE DEPRECIATION ON THE AIRCRAFT AT THE AIRPORT.

SO SOMETIMES THOSE, YOU KNOW, WE, WE GET NEW AIRCRAFT AT THE AIRPORT AND SOMETIMES THEY DEPRECIATE AND THE NUMBERS FALL A LITTLE BIT.

UH, BUT OVER OVERALL, THE TREND HAS BEEN POSITIVE AND UPWARD AS WE CONTINUE TO GROW THE ASSETS, WHICH ALLOW US TO BASE MORE AIRCRAFT AT TKI, UH, JUST LOOKING AT A COUPLE PROJECTS I'M GONNA GO THROUGH HERE.

I'D LIKE TO START WITH THIS SLIDE, WHICH IS KIND OF AN OVERVIEW.

AND YOU CAN SEE THE DIFFERENT PROJECTS.

UH, THE PROJECTS WILL GO THROUGH ONE BY ONE, BUT GENERALLY THE, THE LIGHT BLUE IS A 500 FOOT EXTENSION TO THE RUNWAY TO THE NORTH.

WE JUST COMPLETED A 500 FOOT EXTENSION ON THE SOUTH END, UH, THIS PAST YEAR.

SO WE'LL HAVE OVER AN 8,000 FOOT RUNWAY UPON COMPLETION OF THE SECOND PHASE.

THE GREEN IS SOME REHAB AND EXPANSION OF THE TAXIWAY.

AND THEN THE OTHER COLORS ARE DIFFERENT HANGERS THAT WE'LL TAKE A LOOK AT HANGERS AND OTHER FACILITIES ON THE GENERAL AVIATION SIDE.

SO ALL THE PROJECTS WE'RE TALKING ABOUT TONIGHT ARE ALL GENERAL AVIATION IN NATURE.

SOME ARE AIRPORT PROJECTS, OTHERS ARE, UM, THIRD PARTY CORPORATE PROJECTS THAT ARE UNDERWAY AT THE AIRPORT.

SO I'D LIKE TO SHOW THIS ONE BECAUSE IT'S BEEN A LABOR OF LOVE FOR MANY YEARS.

UH, THE FBO TERMINAL, UH, WAS SOMETHING WE STARTED WAY BACK IN 2018, AND IT HAS OPENED IN THIS PAST YEAR, AND IT'S A BEAUTIFUL FACILITY.

IF YOU HAVEN'T BEEN OUT THERE, WE WILL BE, UH, HAVING A GRAND OPENING HERE IN THE NEXT COUPLE MONTHS AND, UH, WE'LL INVITE EVERYONE OUT TO COME AND JOIN US.

BUT IT'S A BEAUTIFUL FACILITY.

IT IS THE FRONT DOOR FOR PASSENGERS, UH, MOSTLY CORPORATE AND, AND CHARTER AIRCRAFT THAT COME INTO THE AIRPORT.

SO THIS IS THEIR FRONT DOOR TO MCKINNEY.

WE PROVIDE A LEVEL OF SERVICE THAT HOPEFULLY, UH, ALLOWS US TO, TO LEAD TO FUTURE BUSINESS AT THE AIRPORT.

ONE OF THE THINGS THAT'S REALLY IMPORTANT ABOUT THE FBO TERMINAL IS THE PEOPLE WHO MAKE THE FLIGHT ARRANGEMENTS AND FLIGHT PLANS FOR THESE CORPORATE AND CHARTER AIRCRAFT ARE OFTENTIMES THE PILOTS THEMSELVES.

IF SOMEONE'S COMING TO DALLAS FOR BUSINESS, THEY NEED TO, THEY'RE, THEY'RE FLYING IN, THEY DON'T REALLY CARE IF IT'S ADDISON OR MCKINNEY.

WE WANTED TO PUT AMENITIES SPECIFICALLY FOR THE PILOTS AS THEY STAY AT THE AIRPORT WHILE THEIR CLIENTS ARE DOING BUSINESS IN THE REGION, UH, SO THAT THEY WOULD LOVE, UH, OUR AIRPORT AND CHOOSE TO COME BACK IN THE FUTURE WHEN THEY FLY IN.

UH, WE DO NOT CHARGE LANDING FEES, BUT THEY DO PURCHASE FUEL AND OTHER SERVICES FROM THE AIRPORT, WHICH HELPS TO FUND THE SERVICES THERE.

UH, THE RUNWAY EXTENSION I TALKED ABOUT, THIS IS THE NORTHERN END.

AT THE TOP IN THE DIAGRAM, YOU CAN SEE THE CONSTRUCTION OF THE SOUTHERN END ON THE BOTTOM.

LIKE I SAID, IT'S GOING TO EXTEND US TO 8,002 FEET.

UH, AND IT'S GOING TO, UH, BE VERY IMPORTANT THAT WE PLANNED IT THIS WAY.

WE EXTENDED TO THE NORTH TO ALLOW FOR THAT SPUR 3 99 ALIGNMENT THAT GARY WAS JUST TALKING ABOUT.

THAT ALLOWS THE FREEWAY TO EXTEND SOUTH AND EAST OF THE AIRPORT AND TIE UP TO THREE 80, WHICH IS GONNA BE A BIG BENEFIT FOR TRANSPORTATION IN THE REGION, ESPECIALLY THOSE PEOPLE TRYING TO GET OUT TO EASTERN COLLIN COUNTY WHO ARE CURRENTLY SITTING IN TRAFFIC ON THREE 80.

NEXT PROJECT IS, UH, TAXIWAY ALPHA, WHICH IS THE, THE OLDEST AND NEAREST TAXIWAY TO OUR TERMINAL.

UH, IT'S THE FAR WEST TAXIWAY, IT'S BEEN IN PLACE, AND YOU CAN SEE AT THE TOP OF THE SCREEN, UM, IF YOU ZOOM IN ON THAT, YOU CAN SEE THERE'S A LOT OF CRACK SEAL, UM, LOTS OF CRACKS OVER THE YEARS THAT THEY COME AND SEAL.

AND IT'S ALMOST AS MUCH CRACK SEAL AS IT IS PAVEMENT TODAY.

SO WE'RE GOING TO BE REAVING THAT SECTION, UH, IN THE MIDFIELD

OF THE AIRPORT, UH, WITH THAT PROJECT.

THE BENEFIT OF WHAT WE'VE PROPOSED IN THE GREEN, YOU CAN SEE IT'S EXPANDING THAT TAXIWAY.

SO IT'S NO LONGER GOING TO BE A STRAIGHT SHOT TAXIWAY.

IT'S GOING TO LET'S BOW OUT TOWARDS THE EAST, BUT THAT GIVES US MORE RAMP SPACE ADJACENT TO OUR NEW TERMINAL SO WE CAN HAVE LARGER AIRCRAFT, UH, STAGED THERE AND MORE AIRCRAFT STAGED THERE DURING THE DAYS.

UM, THIS PROJECT IS FUNDED BY AND LARGE, UH, BY TWO SOURCES, UH, THAT ARE FEDERAL GRANTS.

ONE IS THE FEDERAL A IP GRANT FUNDS, AND THE OTHER IS THE IIJA, UM, WHICH IS THE, UM, I'M TRYING TO REMEMBER THE ACRONYM.

ACRONYM RIGHT NOW.

UH, YEAH, IT'S THE, UH, INFRASTRUCTURE INVESTMENT AND JOBS ACT.

SORRY, COULDN'T REMEMBER THAT ONE.

UH, THE CITY'S PARTICIPATION IS JUST UNDER A MILLION DOLLARS FOR THAT RECONSTRUCTION.

SO OUR FEDERAL GOVERNMENT IS HELPING US WITH A, THE LARGE PORTION OF THAT PROJECT, WHICH IS NECESSARY.

THIS IS A PROJECT THAT'S COMING ALONG, UH, VERY WELL.

SO, CIRRUS, MRO DEVELOPMENT.

UH, WE HAVE SOME IMAGES FROM THEIR RENDERINGS AT THE TOP AND TO THE LEFT.

THE, UH, IMAGE ON THE RIGHT IS A PHOTOGRAPH THAT WAS TAKEN IN THE PAST COUPLE WEEKS, AND YOU CAN SEE THE PROGRESS.

THAT'S GONNA BE A 14 AND A HALF MILLION DOLLARS PRIVATE INVESTMENT AT THE AIRPORT.

UH, THEY HAVE A GROUND LEASE FROM THE AIRPORT OF THREE AND A HALF ACRES.

AND WHAT THIS IS, IS A, UH, PRIVATE HANGAR AND TRAINING FACILITY FOR CIRRUS AIRCRAFT.

SO THEY CUSTOMERS, WHICH ARE TYPICALLY HIGH NET WORTH PRIVATE OWNERS, UH, THEY HAVE A CIRRUS, UH, VISION JET, AND THEN THEY HAVE SOME PISTON DRIVEN AIRCRAFT.

THIS WILL BE WHERE, UH, THEY TRAIN THEIR PILOTS AS WELL AS PERFORM PREVENTATIVE MAINTENANCE AND UPKEEP ON THOSE AIRCRAFT.

SO REALLY EXCITED TO HAVE THIS AT THE AIRPORT.

UH, AND IT'S ADJACENT TO OUR EXISTING DRIVE AND OUR FIRE STATION AS YOU COME INTO THE AIRPORT.

THE NEXT BIG HANGAR PROJECT IS OUR, WHAT WE CALL CORP 10 CORPORATE 10 HANGAR.

IT'S A 39,000 SQUARE FOOT HANGAR.

WE JUST, UH, SIGNED THE, UH, THE CONTRACTS WITH, UH, GRIFFIN SWINERTON, WHO IS THE CONSTRUCTION FIRM WHO IS GOING TO CONSTRUCT THESE TWO BUILDINGS FOR US.

SO IT SHOULD BE BREAKING GROUND HERE IN THE NEXT COUPLE MONTHS.

UH, BUT IT'S A 39,000 SQUARE FOOT HANGAR AND A 3,200 SQUARE FOOT CUSTOMS BUILDING.

SO THE CUSTOMS BUILDING THAT WE'RE BUILDING IS BETWEEN SOME OF OUR MAJOR CORPORATE TENANT HANGERS.

AND THIS IS WHERE OUR, UH, CORPORATE TENANTS WHO FLY IN INTERNATIONALLY WILL BE PROCESSED THROUGH WHEN THEY ARRIVE.

AND, UH, IT'S A, A BIG BENEFIT.

WE'VE ALWAYS, NOT ALWAYS, BUT FOR A NUMBER OF YEARS, WE'VE HAD CUSTOMS FACILITIES AT OUR AIRPORT, BUT THEY'VE BEEN OPERATING OUT OF A TEMPORARY OFFICE SPACE IN OUR OLD FBO HANGAR.

FEDERAL GOVERNMENT HAS BEEN PUSHING US TO BUILD A STANDALONE FACILITY THAT MEETS THE FEDERAL STANDARDS, INCLUDING HOLD ROOMS, UH, BLAST PROOF WALLS, ALL THE EQUIPMENT THAT THEY WOULD TYPICALLY HAVE TO ALLOW THEM TO OPERATE MORE EFFICIENTLY.

BUT THE FEAR WAS IF WE WERE NOT TO BUILD THE CUSTOMS FACILITY, THAT THEY COULD, UH, THEORETICALLY PULL BACK THEIR CUSTOM SERVICE, WHICH WOULD HINDER OUR ABILITY TO ACCEPT INTERNATIONAL FLIGHTS.

SO THAT IS A BIG PROJECT FOR US.

UH, THESE SHOULD BE CONSTRUCTED, UH, AND BE COMPLETED AROUND THE END OF 20 20 24.

AND, UH, WE'LL HAVE THOSE OPEN AND OPERATING AT THAT TIME.

ANOTHER PROJECT THAT THAT TOURS FUNDED WAS, UH, TAXIWAY ALPHA FOUR, WHICH IS THIS PERPENDICULAR TAXIWAY COMING OFF OF TAXIWAY ALPHA.

AND WHAT THAT IS DOING IS OPENING UP THREE PROPERTIES FOR DEVELOPMENT.

WE HAVE THREE TENANTS WHO ARE ALREADY LINED UP TO BUILD.

IN FACT, THE MIDDLE HANGAR HERE IS ONE OF OUR CORPORATE TENANTS, AND IT'S CURRENTLY UNDER CONSTRUCTION, UH, 22,000 SQUARE FOOT HANGAR WITH OFFICE SPACE.

UH, WE ALSO HAVE ANOTHER CORPORATE TENANT THAT IS LOOKING TO PURCHASE TWO LARGE AIRCRAFT, AND THEY DON'T FIT IN THEIR EXISTING HANGAR JUST HERE TO THE NORTH.

AND THEY ARE GOING TO FUND AND CONSTRUCT A LARGER HANGAR FOR THEIR OPERATIONS WHEN THEIR NEW AIRCRAFT ARRIVE.

WHAT THAT DOES FOR US, NUMBER ONE, IS IT BRINGS TWO HIGH VALUE AIRCRAFT THAT WILL BE TAXABLE AS BUSINESS PERSONAL PROPERTY TO THEIR AIRFIELD.

NUMBER TWO, IT'S GOING TO OPEN UP A CITY OWNED HANGAR THAT WILL BE LEASED OUT TO OTHER TENANTS.

HOPEFULLY WE CAN LAND A FUTURE CORPORATE TENANT OR A MAINTENANCE REPAIR AND OVERHAUL TENANT THAT WOULD DO A LOT OF THE, THE JET AIRCRAFT MAINTENANCE AT THE AIRFIELD.

UH, IF NOTHING ELSE, THEN WE WOULD BE ABLE TO LEASE IT OUT AS A CORPORATE, UM, TRANSIENT HANGAR WHERE WE LEASE THE SPACE FOR MULTIPLE AIRCRAFT.

SO, UH, THE THIRD PROJECT HERE ON THIS PROPERTY IS ACTUALLY OUR DEPARTMENT OF PUBLIC SAFETY, UH, HANGAR.

THE STATE GRANTED $5 MILLION TOWARDS THE CONSTRUCTION OF THAT HANGAR, AND WE ARE JUST ABOUT TO START DESIGN.

THAT WILL BE A HANGER, SMALLER HANGER FOR FIXED WING AIRCRAFT AND HELICOPTER THAT WOULD BE ADJACENT TO SOME OFFICE

SPACE AND LIVING QUARTER.

SO OUR DPS TROOPERS WILL BE BASED HERE WHEN THEY ARE DOING ANY TYPE OF MANHUNT, UH, SEARCH AND RESCUE, OR EVEN TRAILING, YOU KNOW, POLICE CHASES, UH, FROM THE AIR.

THIS IS WHERE THEY'LL OPERATE FROM.

THEY'RE CURRENTLY OPERATING OUT OF OUR OLD FBO TERMINAL.

THEY TOOK OVER SOME OF OUR SPACE, UH, ON A LEASE BASIS UNTIL THIS IS CONSTRUCTED.

SO THEY'RE CURRENTLY IN MCKINNEY, UH, THEY'RE LOOKING TO BUILD THAT HANGAR AS WELL.

SO THAT'S AN EXCITING PROJECT, OPENING UP A NEW PROPERTY AT THE AIRFIELD.

AND THIS IS SOMETHING I WAS JUST TALKING WITH THE CITY COUNCIL THE OTHER NIGHT ABOUT, UH, WHEN YOU LOOK AT THE WEST SIDE OF THE AIRPORT, UH, AND YOU SEE ALL THE DEVELOPMENT, THE AREAS THAT ARE CROSS HATCHED ARE PROPERTIES THAT ARE CURRENTLY IN PLANNING OR DEVELOPMENT.

AND SO WHEN YOU LOOK AT THE PROPERTY OWNED BY THE CITY OF MCKINNEY OR THE AIRPORT, AFTER THOSE PROPERTIES ARE DEVELOPED, IT WOULD LEAVE US WITH APPROXIMATELY 11 ACRES OF DEVELOPABLE PROPERTY.

THIS IS A GREAT BIG OPEN PROPERTY, WHICH WE WOULD LOVE TO HAVE AT THE AIRPORT.

HOWEVER, THAT IS NOT OWNED BY THE CITY.

IT'S OWNED BY ENCORE WIRE, AND THEY HAVE PLANS FOR FUTURE EXPANSION THERE OF THEIR, UH, INDUSTRIAL FACILITY HERE JUST ON THE OTHER SIDE OF AIRPORT.

SO THAT'S SOMETHING THAT WE ARE KEEPING AN EYE OUT FOR.

AND BECAUSE OF THAT, WE HAVE, UH, BACK IN 2018, THE CITY CAME AND PURCHASED 190 ACRES OF PROPERTY ON THE EAST SIDE OF THE AIRPORT, OF WHICH ABOUT 123 ARE READILY AVAILABLE FOR AVIATION RELATED USES.

AND, UH, THE CITY COUNCIL HAS STARTED CONVERSATIONS, UH, AS RECENTLY AS I BELIEVE AS LAST WEEK ON THE INFRASTRUCTURE NECESSARY TO MAKE THAT USABLE.

NOT SOMETHING WE'RE LOOKING TO DO IMMEDIATELY, BUT IT'S SOMETHING WE NEED TO BE PLANNING FOR.

SO AS WE BUILD OUT THE WEST SIDE OF THE AIRPORT, WE'RE PREPARED FOR THE USES THAT COME ON THE EAST SIDE.

SO THAT'S JUST A QUICK UPDATE ON OUR AIRPORT.

SO, ONE OF THE REASONS WE ARE LOOKING AT THAT EAST SIDE, AND BACK IN 2018 WHEN THE COUNCIL DECIDED TO PURCHASE THAT PROPERTY, IT WAS SPECIFICALLY BASED ON WHAT HAS HAPPENED IN ADDISON.

IF YOU'VE BEEN TO ADDISON'S AIRPORT, THE DEVELOPMENT ENCROACHED SO CLOSE TO THE RUNWAY THAT THEY'RE REALLY OUT OF ROOM TO GROW, RIGHT? THEY, THEY DO TREMENDOUS BUSINESS WITH CORPORATE AND CHARTER JETS.

UH, BUT IN TERMS OF BUILDING NEW HANGERS OR FACILITIES, THEY'RE, THEY'RE LANDLOCKED.

AND SO THE, THE REASON THAT WAS PURCHASED WAS TO PROVIDE THAT FUTURE OF MCKINNEY NATIONAL AIRPORT, SO WE WOULD NOT BE PINNED IN AS MUCH AS ADDISON IS.

SO ULTIMATELY WE'D LOVE TO GROW TO THE SIZE AND SCALE OF ADDISON AIRPORT.

UH, BUT THIS WOULD ALLOW US TO CONTINUE TO GROW INTO THE FUTURE.

SO IT IS STRONG ENOUGH, WIDE ENOUGH, AND LONG ENOUGH TO LAND JUST ABOUT ANY AIRCRAFT IN THE AIR TODAY.

SO WE COULD LAND A 7 40 70 HERE TODAY IF NEED BE.

NOW, 7 47 IS A WIDE BODY AIRCRAFT.

WE DON'T HAVE THE FACILITIES OR TAXIWAYS FOR IT, BUT OUR RUNWAY WORKS FOR EVEN THAT LARGE OF AN AIRCRAFT, UH, FOR A 7 37, WHICH IS A TYPICAL MM-HMM, , UM, MID-RANGE, UH, COMMERCIAL AIRCRAFT.

WE HAVE THE FACILITIES, UH, READILY AVAILABLE TODAY TO DO THAT.

AND AT THAT POINT IT WAS APPROACHING A QUARTER OF A BILLION DOLLARS A YEAR.

IS THAT ACCURATE? YES.

$221 MILLION ECONOMIC IMPACT TO THE REGION FROM THE AIRPORT AT THAT TIME.

SINCE THEN, WE'VE BUILT MULTIPLE FACILITIES.

WE'VE BROUGHT ON MORE, UH, PRIVATE FACILITIES THAT HAVE JOBS AT THE AIRPORT.

UH, I'D LIKE TO START BY THANKING THE CITY FOR THE USE OF THE SPACE OUT THERE AT THE AIRPORT THAT WE HAVE, THAT WE HOUSE OUR AVIATION PROGRAM IN.

UH, IT'S A GREAT SPACE FOR US AND, UH, WE'RE SO THANKFUL TO BE OUT THERE.

AND I'M GONNA START BY GIVING ONE QUICK EXAMPLE ABOUT WHY IT'S SO CRITICAL THAT OUR STUDENTS ARE OUT THERE.

IS, UM, IF YOU KNOW THAT SPACE, YOU KNOW THAT THERE ARE A LOT OF AIRPLANES THAT COME IN FOR THEIR, I GUESS, YEARLY CHECK OR WHATEVER, YOU KNOW, WHAT WE WOULD PROBABLY DO ON OUR CARS WITH INSPECTIONS.

WELL, OUR TEACHERS AND STUDENTS HAVE GAINED A GOOD RELATIONSHIP WITH THE INSPECTORS.

SO THEY COME IN DAILY AND WHEN WE NAB TWO OR THREE KIDS, DIFFERENT KIDS TAKE 'EM OUT THERE WHILE THEY'RE ACTUALLY WORKING AND INSPECTING THE PLANES.

AND OUR STUDENTS ARE ABLE TO GET FIRSTHAND WATCH WHAT THEY'RE DOING, EXPERIENCE ON THE PLANES, WHICH IS, UM, EYE-OPENING FOR STUDENTS.

BECAUSE WHEN YOU TALK ABOUT AVIATION, THEY REALLY DON'T UNDERSTAND WHAT ALL JOB OPPORTUNITIES ARE OUT THERE FOR THEM.

AND THAT'S A GREAT EXAMPLE OF HOW JUST BEING ABLE TO GO OUT THERE AND WORK WITH THEM, THAT THEY GET EXPERIENCE IN THE AVIATION FIELD.

OVER THE LAST YEAR WE'VE REALLY KIND OF, UH, HONED IN OUR FOCUS IN OUR AVIATION PROGRAM.

AND THIS CAME OUT OF A ADVISORY COMMITTEE THAT WE HAD WITH KEN AND WE'RE WORKING TOWARDS KIND OF TWO AREAS.

ONE OF THEM IS OUR STUDENTS GAINING CERTIFICATIONS IN AVIATION MECHANICS, AND THE OTHER ONE WITH OUR STUDENTS GAINING, UH, CERTIFICATION, UM, IN PILOT TRAINING IN THE AVIATION MECHANICS FIELD.

UH, WE'RE TARGETING THAT THEY WOULD GET THEIR ENTRY LICENSE INTO AVIATION MECHANICS.

AND THE BEST THING ABOUT THAT IS, IS A LOT OF THESE PEOPLE THAT THEY'RE GOING OUT AND WORKING IN THE HANGERS WITH WILL HIRE THEM AS APPRENTICE WHILE THEY CAN GO TO COLLEGE AND FINISH THEIR COLLEGE DEGREE.

AND SOME OF THOSE COMPANIES ACTUALLY HELP PAY FOR THE COLLEGE OF THOSE STUDENTS.

AND SO SOME OF OUR STUDENTS THAT ARE LESS CAPABLE OF PAYING FOR COLLEGE, THIS IS A GREAT PATHWAY FOR THEM TO EARN INTO A VERY POSITIVE, UH, EMPLOYMENT AND PROVIDE FOR THEIR FAMILY TYPE SITUATION IN THE MECHANIC AREA.

UM, OUR STUDENTS, OF COURSE, ARE STILL BUILDING THE PLANES OUT THERE.

WE'RE DOWN TO ONE PLANE.

I WAS HOPING KEN WOULD HEAR, BE HERE TO HEAR ME SAY THAT.

'CAUSE AT THE END OF LAST YEAR, WE WERE AT THREE PLANES OUT THERE AND WE GOT TWO OF THEM SOLD.

SO WE'RE DOWN TO ONE PLANE ACTUALLY OUT THERE AT THE AIRPORT RIGHT NOW, UM, WHICH IS GOOD NEWS.

AND THAT'S THE ONE THAT WE'RE BUILDING.

WE WERE ON TARGET TO ACTUALLY GET THE PLANE BUILT IN ONE YEAR, UM, UNTIL WE RAN INTO A LITTLE BIT OF A SNAFU, UH, AROUND THANKSGIVING TIME.

AND SO, UM, WITH THAT SNAFU, WHAT WE'RE DOING IS, IS THAT WE'RE ROTATING OUR STUDENTS ONE HIGH SCHOOL AT A TIME INTO THE SOUTH SIDE OF THAT BUILDING AND ACTUALLY WORKING ON BUILDING THE PLANE THERE.

AND BACK AT THE HIGH SCHOOLS, WE ARE HOLDING CLASS FOR THE OTHER STUDENTS AT THAT POINT IN TIME.

IN THE PRIVATE PILOT LICENSE AREA, WE ARE OFFERING THE GROUND PORTION OF PRIVATE LICENSE FOR PILOTS.

THERE'S THREE TESTS YOU HAVE TO PASS TO BECOME A PRIVATE PILOT, AND WE ARE OFFERING THE GROUND SCHOOL OF THAT.

WE DO NOT OFFER THE FLIGHT PART OF IT AND ALL THAT KIND OF STUFF, BUT IT'S THE GROUND SCHOOL, SO IT'S A TEXTBOOK PART OF THE AVIATION LICENSE.

WE'RE LOOKING TO EXPAND INTO DRONES AND USING DRONES.

UM, IN OUR PROGRAM, UH, THAT PROGRAM WOULD BE HOUSED OUT OF MCKINNEY NORTH HIGH SCHOOL BECAUSE ACTUALLY THE BACKSIDE OF THAT HIGH SCHOOL IS OUT OF THE NO FLY ZONE FOR THE AIRPORT.

IT'S THE ONLY HIGH SCHOOL WE HAVE THAT HAS PART OF IT THAT IS IN THE NO FLY ZONE FOR THE AIRPORT.

UM, ONE OF THE CHANGES THAT'S GONNA BE COMING NEXT YEAR FOR US IS, IS THAT AVIATION HAS BEEN A PROGRAM, REGIONAL PROGRAM OF STUDY SINCE WE STARTED THE PROGRAM.

AND IF YOU WERE HERE WHEN I TALKED ABOUT FIVE, SIX YEARS AGO THAT WE HAD PARTNERED WITH THE A OPA AND PURDUE UNIVERSITY ON OUR CURRICULUM THAT WE WERE TEACHING, UM, WE WERE KIND OF LIKE, EXCUSE ME, THERE WERE FIVE OF US IN THE STATE AND WE WERE JUST KIND OF TESTING IT.

WE PROVIDED FEEDBACK BACK AND KIND OF WENT BACK AND FORTH AND JUST DEVELOPING THE CURRICULUM.

AND IT WAS A FOUR YEAR PHASE IN PERIOD DURING THAT TIME.

WELL, THEY'VE NOW TAKEN, UH, THE AVIATION PROGRAM OUT OF THE REGIONAL PROGRAMS OF STUDY AND MOVED IT INTO A REGULAR PROGRAM

OF STUDY.

THE GOOD NEWS FOR US THOUGH IS, IS THAT THEY'VE ACCEPTED ABOUT 90% OF THE CURRICULUM THAT WE WERE WORKING ON AS THE CURRICULUM FOR THE STATE OF TEXAS.

BUT NOW THAT IT'S MOVED INTO THAT, UM, PORTION OF THE CTEE AREA, THAT MEANS THAT EVERY TWO YEARS THAT CURRICULUM WILL BE UP FOR REVIEW AS IT MOVES FORWARD.

AND OF COURSE, INSTEAD OF HOLDING THOSE, UH, WELL, WE'LL STILL CONTINUE TO HOLD THOSE MEETINGS AT THE REGIONAL LEVEL WITH KEN AND SO FORTH TO SEE WHAT'S NEEDED.

BUT THE STATE WILL HOLD THOSE MEETINGS AT THE STATE LEVEL TO SEE IF THERE'S ANY CURRICULUM CHANGES THAT NEED TO HAPPEN IN THE CURRICULUM.

AND WE WON'T HAVE QUITE AS MUCH CONTROL OVER IT AS WE HAVE IN THE PAST COUPLE OF YEARS.

BUT THEY KIND OF MORPHED INTO, UM, OUT OF PURDUE, DROPPED OUT AFTER ABOUT TWO YEARS, AND THEN IT WAS THE A OPA AND WE'VE KIND OF WITH THE A OPA AND ABOUT FIVE OTHER SCHOOLS ACROSS THE STATE OF TEXAS HAVE DEVELOPED A CURRICULUM THAT'S NOW GONNA BE ADOPTED AS THE CURRICULUM FOR ALL SCHOOLS IN THE STATE OF TEXAS THAT ARE MOVING FORWARD WITH IT.

SO OUR PROGRAM REMAINS STRONG.

WE YEARLY HAVE 45 TO 50 STUDENTS OUT AT THE AIRPORT EVERY MORNING WORKING ON PLANES, DOING DIFFERENT THINGS, AND ABOUT ANOTHER 150 BACK AS NINTH AND 10TH GRADERS PREPARING TO BECOME THAT ONE.

ANOTHER BENEFIT THAT HAS COME OUT OF THIS IS THAT TO MY KNOWLEDGE, CURRENTLY WE HAVE FOUR STUDENTS THAT HAVE GONE THROUGH THE PROGRAM AND COME BACK TO MCKINNEY AND ARE WORKING OUT AT THE AIRPORT FOR DIFFERENT COMPANIES AND OTHER ASPECTS OF WHAT'S GOING ON OUT THERE.

UH, I WAS HERE ABOUT A YEAR AGO WITH, YOU KNOW, A FEW MONTHS UNDER MY BELT AND I COMMITTED TO YOU ON A FEW THINGS AND THAT WAS TO, UH, STAY DEDICATED TO THE SRO PROGRAM, SCHOOL RESOURCE OFFICER PROGRAM AND TO LEVERAGE THE 20 PLUS YEAR RELATIONSHIP THAT I HAD WITH SUPERINTENDENT, UH, PRATT TO SEE WHAT TYPES OF EFFICIENCIES WE COULD GAIN IN COLLABORATION.

UH, TODAY I GET TO TELL YOU THAT I ALSO GET TO LEVERAGE A 20 PLUS YEAR RELATIONSHIP WITH YOUR DIRECTOR OF SAFETY AND SECURITY.

UH, AND I LOOK FORWARD TO WORKING WITH HIM AS THE YEAR CONTINUES, UH, IN, IN MY FIRST FEW MONTHS, AND I DON'T WANT TO EXAGGERATE MR. PRATT, BUT I FEEL LIKE WE COMMUNICATED DAILY FOR AT LEAST FOUR TO SIX MONTHS.

AND THEN IF WE DIDN'T EAT WEEKLY, IT WAS DEFINITELY EVERY OTHER WEEK.

AND, UH, IT WAS WORTH THE EFFORT BECAUSE NOW WE DON'T HAVE TO SPEAK QUITE AS OFTEN.

NOT THAT I DON'T ENJOY SPEAKING WITH HIM, BUT WE HAVE COLLABORATION AND COMMUNICATION GOING ON AT ALL LEVELS LIKE I'VE NEVER SEEN BEFORE AT THE LIEUTENANT SERGEANT AND OFFICER LEVEL AND THE PRI PRINCIPAL, ASSISTANT PRINCIPAL, COUNSELOR, AND GUARDIAN LEVEL.

SO IT'S, IT SEEMS TO BE WORKING AND, AND WE'RE SEEING SOME FRUITS OF THAT LABOR.

UM, A FEW INITIATIVES THAT WE STARTED THIS YEAR WAS THE ELEMENTARY SCHOOL CHECK IN, AND THAT'S WHERE I ASKED PATROL OFFICERS TO CHECK IN IF THEY COULD DAILY WITH THEIR, UH, ELEMENTARY SCHOOL AND THEIR RESPECTIVE AREA OF, UH, COMMAND.

AND THIS WAS TO HELP BRIDGE THE GAP FOR THEIR IMP OR Y'ALL'S IMPLEMENTATION OF THE, UH, SCHOOL GUARDIAN PROGRAM OR ASSOS.

UH, BUT WE'VE REAPED SOME BENEFITS FROM THAT AS WELL TOO.

I HAVE PATROL OFFICERS THAT HAVE DEVELOPED RELATIONSHIPS WITH THE STAFFS AT THE ELEMENTARY SCHOOL AS WELL AS OUR OFFICERS HAVE, UH, REALLY FAMILIARIZED THEMSELVES WITH THE LAYOUTS OF THE ELEMENTARY CAMPUSES.

I'LL JUST TOUCH BRIEFLY ON THE SCHOOL GUARDIAN PROGRAM.

I KNOW THAT WAS NOT OUR INITIATIVE, BUT I COULD NOT BE PROUDER OF THE PROGRAM.

AND WE ARE THE ENVY OF MANY LOCAL LAW ENFORCEMENT AGENCIES WITH THE COMMITMENT THAT THE SCHOOL DISTRICT MADE IN HIRING RETIRED LAW ENFORCEMENT OFFICERS.

AND THAT PUTS US SO FAR AHEAD OF THE CURVE WHEN IT COMES TO TRAINING AND IT ALSO QUICKLY DEVELOPS RESPECT AND RELATIONSHIPS WITH THE LOCAL LAW ENFORCEMENT OFFICERS WHEN THEY ARE MEETING A RETIRED LAW ENFORCEMENT OFFICER.

WE CONTINUE TO DO COLLABORATIVE THREAT INVESTIGATIONS.

BUT I DO BELIEVE WE'RE EVEN MAKING IMPROVEMENTS IN THAT AREA.

AND I JUST WANTED THE PEOPLE IN THIS ROOM TO KNOW THAT WE TAKE ALL THREATS MADE AGAINST OUR SCHOOLS AS CREDIBLE AND SERIOUS.

WE INVESTIGATE EACH AND EVERY ONE OF THEM FOR CRIMINAL INTENT.

AND WHEN CRIMINAL INTENT IS FOUND, WE PROSECUTE THESE THREATS CRIMINALLY.

WE ALSO COLLABORATE ON ALL THE NON-CRIMINAL THREATS.

MANY TIMES THINGS ARE SAID ABOUT A SCHOOL OR A BEHAVIOR THAT DOES NOT RISE TO THE CRIMINAL NATURE.

AND WE HAVE CREATED TEAMS AND, UH, RESOURCES, BASICALLY BUILT OUTTA MULTIDISCIPLINARY TEAMS WHERE THERE'S A LOT MORE PEOPLE JUST BESIDES SCHOOL EMPLOYEES AND POLICE OFFICERS SITTING IN A ROOM TO DISCUSS STRATEGIES AND RESOURCES THAT WE THINK BEST SERVE THE SCHOOL IN OUR

AND THEN FINALLY, UH, AS YOU CAN IMAGINE BEING IN A POLICE DEPARTMENT, WE DO A LOT OF TRAINING.

WE'VE ALWAYS DONE JOINT TRAINING WITH MISD WHEN IT CAME TO LOCKDOWN DRILLS, BUT WE'RE NOW INCORPORATING MISD AND THE, UH, A SO PROGRAM IN ALL OF OUR REALITY BASED SCENARIO TRAINING AND TABLETOP EXERCISES, EXCUSE ME, SURROUNDING ACTIVE ATTACKS.

AND I'M COMMITTED TO ENSURE THAT OUR RESPONSE TO, HOPEFULLY IT NEVER HAPPENS, BUT IF IT DOES, OUR RESPONSE WILL BE SWIFT AND CORRECT.

OBVIOUSLY EVERYBODY KNOWS THAT I RETIRED FROM MCKINNEY PD, BUT SO THE RELATIONSHIPS IS ALREADY BUILT IN WITH THE FOLKS THAT ARE ON THE PD SIDE.

SO I'M AWARE OF, OF THE THINGS, UH, THE CAPACITY THAT THE PD HAS, THE ABILITY, WHAT THEY'RE ABLE TO DO, WHAT THEY'RE NOT ABLE TO DO, WHICH ALLOWS US TO COLLABORATE EVEN FAR OUTSIDE, UM, OTHER AGENCIES, WHETHER IT BE A STATE LEVEL OR A FEDERAL LEVEL, WE'RE ABLE TO COMMUNICATE ACROSS THE BOARD.

AND SO MY GUYS, WHICH ARE ALL RETIRED LAW ENFORCEMENT, LIKE HAVE YOU HEARD ME SPEAK BEFORE, IS 521 YEARS OF SERVICE THAT ARE IN ALL THE ELEMENTARY SCHOOLS.

SO THE ABILITY, THE, UH, THE KNOWLEDGE, THE CREDIBILITY, THE, UH, RESPECT THAT'S GATHERED ON BOTH SIDES OF THE FENCE IS, IS ALREADY IN PLACE.

SO IT'S A, IT'S A CRUCIAL, UH, IM, UH, COMPONENT OF MAKING SURE THAT THE KIDS ARE SAFE, WHETHER IT BE IN THE ELEMENTARY, THE MIDDLE SCHOOL, OR THE HIGH SCHOOL.

UM, JUST THE, A FEW THINGS THAT, YOU KNOW, LIKE WE SAID, WE'VE DONE, WE'VE PUT IN THE ASSOS, BUT WE'VE ALSO DONE SOME OTHER THINGS AS WELL.

UH, WE'VE COLLABORATED ON SOME VARIOUS INITIATIVES.

ONE OF 'EM IS THE BEHAVIORAL HEALTH.

UM, IT SEEMS TO BE A, A ISSUE, UH, THAT STRIKES, WHETHER IT'S IN THE YOUNG, WHETHER IT'S IN THE MEDIUM, WHETHER IT'S OLDER KIDS.

BUT WE'RE ABLE TO LOOK AT THAT.

AND SO THERE'S SOME OTHER INITIATIVES THAT I'M NOT GONNA GO IN THE PUBLIC ABOUT, BUT THE FACT IS THAT WE ARE LOOKING AT THAT AND MAKING SURE THAT THINGS ARE ADDRESSED AS THEY COME UP.

UM, JOE COULDN'T BE MORE CORRECT WHEN HE SAYS THEY DEAL WITH THESE THREATS IMMEDIATELY AND TO THE BEST AND TO THE MOST, UH, OUTCOME, BEST OUTCOME, UH, THAT, THAT WE COULD GET TO.

UH, 'CAUSE THERE ARE TIMES THAT MY PHONE RINGS AND I'LL, I'LL BE VISITING WITH THE DETECTIVES AS TO WHOEVER THAT MAY BE THAT GETS WOKE UP IN THE MIDDLE OF THE NIGHT OR DURING THE DAY WHEN A TIP COMES IN.

UM, WE HAD ONE OF OUR BEST, OUR HIGHEST ATTENDED NCAA DIVISION TWO NATIONAL CHAMPIONSHIP GAMES SINCE WE'VE BEEN HOSTING FOR THE PAST SEVERAL YEARS.

YOU CAN SEE WE HAD ATTENDANCE OF OVER 12,000 PEOPLE.

I THINK IT'S IMPORTANT TO NOTE THE VERY FIRST YEAR THAT WE HOSTED THIS EVENT, WE DID AN ECONOMIC IMPACT AND IT WAS $1.1 MILLION FOR THE CITY OF MCKINNEY, AND THAT WAS A LITTLE LESS THAN ABOUT 7,000 PEOPLE.

SO I CAN ONLY IMAGINE WHAT IT'S GONNA COME BACK AND WHAT IT'S GONNA BE THIS, THIS PAST YEAR.

SO WE HAD INCREDIBLE ATTENDANCE.

YOU CAN SEE WE WERE, I WAS WATCHING THE TICKET SALES RIGHT UP TO THE VERY END JUST TO MAKING SURE THAT WE COULD FIT EVERYBODY IN THE STADIUM.

UM, LIKE ALWAYS, AGAIN, WE ARE A WELL-OILED MACHINE.

IT IS A PARTNERSHIP LIKE YOU TALKED ABOUT, MS. BERRY WITH THE CITY AND THE SCHOOL DISTRICT.

WE DO, UM, WE WORK REALLY WELL TOGETHER.

ALL OF OUR FOOTBALL TEAMS FROM ALL THREE HIGH SCHOOLS, THEY CAME OUT HELD THE AMERICAN FLAG, THE ONE AND ONLY MELEE FULLER SANG THE NATIONAL ANTHEM FOR US THAT SHE HAS DONE EVERY YEAR.

AND, UH, SHE DID AN AMAZING JOB.

UM, AND YOU CAN TELL AGAIN, JUST WITH OUR CITY, ANGIE, BETO, AARON AND HIS TEAM WERE JUST, THEY'RE CRITICAL IN TRYING TO HELP US JUST GET THE GIFTS THAT WE GIVE TO THE KIDS.

HARDING UNIVERSITY WAS IN ATTENDANCE AND THEY PLAYED, UM, COLORADO SCH SCHOOL OF MINDS.

AND SO IT'S MY UNDERSTANDING COUNCILMAN BELLA, THAT YOUR ALMA MATER'S WON THAT WON HARDING UNIVERSITY.

SO THEY TOOK HOME THE CHAMPIONSHIP, AND AS YOU CAN TELL, IT WAS JUST A GREAT EVENT.

UM, AGAIN, JUST ALL, ALL AROUND, UM, THE NCAA LOVES COMING TO MCKINNEY, AND BEFORE I HAND IT BACK OVER TO ALICIA, I WILL SAY WE DID JUST RESUBMIT THE BID FOR 26 THROUGH 28.

SO, UM, WE RIGHT NOW HOLD THE BID ALL THE WAY THROUGH 2025, AND WE JUST, JUST, JUST RESUBMITTED FOR 26 THROUGH 28.

SO WE WILL HAVE TO WAIT IN ANTICIPATION TO SEE IF WE, UM, IF WE SECURED IT OR NOT.

AND THEN FINALLY, I WOULD JUST SAY AGAIN, JUST WITH OUR PARTNERSHIP WITH THE SCHOOLS, UM, YOU KNOW, THE KIDS COME IN AND THEY DO COMMUNITY SERVICE WITHIN OUR ELEMENTARY SCHOOLS.

AND JUST AMAZING OUR, UM, JUST OUR, OUR ELEMENTARY STUDENTS ARE IN AWE OF THESE BIG GUYS COMING IN AND READING TO 'EM AND THE QUESTIONS THAT THEY ASK 'EM.

BUT ALSO TOO JUST, UM, YOU KNOW, JUST OUR TEACHERS REALLY ROLL OUT THE RED CARPET.

AND SO, UM, IT WAS A, IT WAS A GREAT EXPERIENCE OVERALL.

SO ALONG WITH THAT, WE, UM, VISIT MCKINNEY WORKS WITH THE SCHOOL, WITH THE SCHOOL DISTRICT, AS WELL AS THE, UM, MISD VOLUNTEER COMMITTEE, UM, TO PUT TOGETHER A LOT OF DIFFERENT BAGS AND WELCOME GIFTS FOR THE, UH, TEAMS THAT THEY COME IN, WE MEET THEM AT THE HOTELS.

UM, THEY SET UP ALL KINDS OF BALLOONS AND WELCOMES TO MAKE THEM REALLY FEEL SPECIAL.

UM, WE UTILIZE, UM, THE SHERATON MCKINNEY HOTEL FOR ONE OF OUR TEAMS THIS YEAR.

IT WAS HARDING UNIVERSITY THAT WAS THERE, AND THEY, UM, GENERATE OVER 300 ROOM NIGHTS WHILE THEY'RE HERE.

AND THEN THIS YEAR WE ALSO WERE EXCITED THAT WE GOT SOME EXTRA ROOM NIGHTS FROM THE BANDS THAT CAME IN.

UM, SO WE ALSO DO THE, UM, MCKINNEY, THE FAN FEST AT TS, UH, THE NIGHT BEFORE THE GAME, WHICH WAS A GREAT SUCCESS THIS YEAR.

I SPOKE TO TUFTS AGAIN THIS MORNING, JUST TO CONFIRM.

THEY HAD GREAT NUMBERS.

THEY WERE SUPER HAPPY WITH EVERYTHING.

UM, ALL THE PEOPLE THAT CAME IN, UH, THEY HAD BOTH SCHOOLS BROUGHT THEIR BANDS AND THEIR CHEER SQUADS AND THEY DID KIND

UM, AND IT WAS A REALLY GOOD TIME.

SO WE'RE HAPPY TO PROVIDE THAT LEVEL, LEVEL OF SERVICE FOR THEM.

UM, AND THEN THE NEXT EVENT THAT WE HAVE HERE, UM, AT THE STADIUM IS DCI.

SO DRUM COURT INTERNATIONAL, UM, THEY WORK WITH, WE HAVE A LOCAL, UM, VOLUNTEER COMMITTEE, WHICH IS MARCHING MUSIC MADE IN MCKINNEY.

AND THEY WORK WITH THE FINE ARTS DEPARTMENT HERE AT THE SCHOOL TO BRING IN THIS GREAT EVENT THAT TAKES PLACE IN JULY.

UM, THIS YEAR WAS THE SECOND YEAR THAT THEY WERE HERE.

AND AGAIN, REALLY FANTASTIC.

EVERYONE RAVES ABOUT THE STADIUM THAT THEY CAN BE HERE.

UM, SIMILAR TO, UH, THE DIVISION TWO GAME, THEY DO A, AN EVENT THE NIGHT PRIOR, WHICH IS ON A MONDAY.

UM, AND THIS YEAR IT WAS A DRUMLINE EXPO HELD AT, UH, THE STICKS ICE HOUSE WHERE THEY HAD, UM, FOUR OF THE EIGHT CORES, DRUM CORES COME AND HAVE A LITTLE COMPETITION AS WELL, SHOWCASE.

AND, UM, WHICH IS ON A NIGHT WHEN THE, THE RESTAURANT IS TYPICALLY CLOSED.

SO IT WAS JUST GREAT REVENUE FOR THEM, AND THEY WERE A WONDERFUL PARTNER AS WELL, UM, TO HAVE THIS GREAT EVENT HERE IN MCKINNEY.

UM, AND WE'RE JUST EXCITED.

WE GET THE, I BELIEVE THAT EVEN THE, THE, THE FINE ARTS DEPARTMENT BRINGS IN SOME OF THE MIDDLE SCHOOL BANDS TO COME WATCH THE EVENT.

SO HOPEFULLY THEN, MAYBE THEN SOMEDAY THEY CAN SEE THEMSELVES OUT THERE ON THAT FIELD DOING THAT AGAIN.

IT'S A GAME WHERE THERE WAS, IT WAS PRETTY FULL ON BOTH SIDES.

BUT THE, THE FEEDBACK THAT I GOT FROM EVERYBODY WAS, WAS THAT THE, UH, MCKINNEY ISD AND, AND THE VISIT MCKINNEY TEAM WERE, WERE AN EXCELLENT GROUP TO WORK WITH.

THEY LOVED EVERY MINUTE OF IT AND IT HELPED THAT THEY WALKED AWAY WITH THE CHAMPIONSHIP.

I'M THE DIRECTOR OF STRATEGIC SERVICES FOR THE CITY.

I JUST HAVE A COUPLE SLIDES TO GIVE YOU AN UPDATE ON WHERE WE ARE AT THE CITY IN REGARDS TO THE COUNCIL'S RECENTLY CALLED MAY BOND ELECTION.

FIRST THINGS FIRST, OVER THE COURSE OF THE FALL AND THE WINTER OF 2023, A 36 MEMBER BOND COMMITTEE WAS APPOINTED BY THE CITY COUNCIL.

THAT COMMITTEE MET, UH, ANYWHERE FROM THREE TO SIX TIMES WHETHER OR NOT THEY WERE A MEMBER OF THE EXECUTIVE COMMITTEE.

UH, AND WHEN I SAY MET, I DO MEAN MEET THOSE MEETINGS LASTED ANYWHERE FROM TWO TO THREE HOURS, REALLY GETTING IN THE WEEDS ON SOME OF THE PROJECTS THAT WE'RE GONNA TOUCH BASE ON HERE OVER THE COURSE OF THE NEXT FOUR OR FIVE SLIDES.

THE TOTAL AMOUNT, SO YOU DON'T HAVE TO ADD IS $485.5 MILLION, AND IT'S BROKEN DOWN AS SUCH.

PROPOSITION A IS A CONSIDERATION OF $106 MILLION FOR PARKS AND RECREATION IMPROVEMENTS.

UH,

THE LARGEST OF WHICH IS A $60 MILLION CONTRIBUTION TO A MULTI-GENERATIONAL RECREATION FACILITY.

UH, THAT'D BE NEW CONSTRUCTION THAT WE ANTICIPATE WOULD LAND IN THE NORTHWEST SECTOR.

PROPOSITIONS B AND PROPOSITION C MAKE UP THE MUNICIPAL FACILITY SECTION OF THE BOND.

THE FIRST ONE, PROPOSITION B, IS FOR $36 MILLION FOR A NEW MUNICIPAL COURTS FACILITY.

THE CURRENT COURTS FACILITY WAS APPROVED IN 1966 AND WAS BUILT IN 1967.

UH, THE NEW FACILITY IS ANTICIPATED TO BE RIGHT AT 36,000 SQUARE FEET.

THAT INCLUDES $2 MILLION ALLOCATED FOR LAND PURCHASE AND A SIGNIFICANT AMOUNT OF MONEY ALLOCATED FOR A PARKING FACILITY.

PROPOSITION C IS $30 MILLION TOWARDS PHASE ONE OF SOME IMPROVEMENTS AT THE PUBLIC WORKS SOUTH CAMPUS.

IF YOU'VE EVER HAD THE PRIVILEGE OF GOING TO THE COLLIN CENTRAL APPRAISAL DISTRICT, UH, OUR PUBLIC WORKS YARD AND ASSOCIATED PUBLIC WORKS OFFICES ARE RIGHT THERE ACROSS THE STREET.

UH, THE REPRESENTATIVE DEPARTMENTS SHOULD INCLUDE EVERYTHING THAT YOU SEE LISTED THERE.

I WON'T GO DOWN THAT LAUNDRY LIST.

PROPOSITION D IS FOR PUBLIC SAFETY.

THERE'S A RANGE OF IMPROVEMENTS, UH, TO INCLUDE THREE FIRE STATIONS.

UH, ONE IS A REMODEL ON EL DORADO AT ORCHID FOR FIRE STATION THREE.

ONE IS A RECONSTRUCTION OF FIRE STATION EIGHT, AND THEN THERE'S ALLOCATION FOR, UM, A FUTURE FIRE STATION.

THE, AS WE CONTINUE TO EXPAND, WHICH YOU HEARD FROM JENNIFER EARLIER ABOUT NEW HOMES GOING, UH, ON THE BLOCK, IT SEEMS LIKE EVERY DAY THERE WILL BE FUTURE PUBLIC SAFETY NEEDS THROUGHOUT THE COMMUNITY.

AND THEN THERE'S SOME OTHER ANCILLARY IMPROVEMENTS, UH, SPECIFICALLY A RENOVATION TO THE PUBLIC ADMINIS, EXCUSE ME, THE PUBLIC SAFETY ADMINISTRATION BUILDING, WHICH WILL IN THE FUTURE BE THE POLICE ADMINISTRATION BUILDING AS THE FIRE HAS, UH, BEEN AWARDED AND HAD FUNDING FOR AN ADMINISTRATION BUILDING IMMEDIATELY TO THE EAST OF THE CURRENT PUBLIC SAFETY BUILDING.

AND THE LAST ONE AND LARGEST IS 243 AND A HALF MILLION DOLLARS FOR PROPOSITION E FOR STREET IMPROVEMENTS.

UH, THIS IS TWOFOLD.

IT'S $140 MILLION FOR WHAT I LIKE TO CALL TRADITIONAL BOND STREET IMPROVEMENTS THAT WE'VE SEEN IN MCKINNEY, WHICH IS NEW AND EXPANSION OF ROADWAYS AND ARTERIALS THROUGHOUT THE COMMUNITY, AND THEN A HUNDRED MILLION DOLLARS OF INVESTMENT IN STREET RECONSTRUCTION.

OVER THE COURSE OF THE LAST 18 MONTHS, THE MCKINNEY CITY COUNCIL, THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION, THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION, MET TO COME UP WITH A FINANCING STRATEGY TO, UM, REHAB AND REBUILD SOME OF OUR AGING STREETS THROUGHOUT THE COMMUNITY.

UH, THE CITY COUNCIL AT THAT TIME SAID THEY WOULD START TO PUT SIGNIFICANT FUNDING INTO STREET RECONSTRUCTION WHEN THEY PUT ANY PROPOSITIONS BEFORE THE VOTERS FOR STREET IMPROVEMENTS.

AND THIS IS THE FIRST TRANCHE OF THAT COMMITMENT THAT THE CITY COUNCIL MADE.

UH, IT'S IN COORDINATION WITH THE CITY'S CAPITAL IMPROVEMENT PLAN AND, UM, IT'S OVER A 10 YEAR PERIOD.

WITH THAT, JUST A FEW DATES TO KEEP IN MIND.

MY THINKING IS, I KNOW WE NEED AN AUDITORIUM AND I'M, I'M THINKING OF LIKE THE CITY OF ALLEN, FOR INSTANCE, HOW THEIR AUDITORIUM IS.

UH, AND WE HAVE SOME VERY COMPETITIVE, TALENTED SWIMMERS WITHIN OUR DISTRICT.

AND I'M JUST WONDERING WHAT TYPE OF PARTNERSHIP MIGHT COULD TAKE PLACE IN REGARD FOR THE CITY AND THE SCHOOL DISTRICT PARTNERING TO HAVE A, A NATATORIUM THAT WOULD BE BOTH FEASIBLE FOR THE SCHOOL DISTRICT AS WELL AS THE CITIZENS.

AND I'M ALSO THINKING OF THE POSSIBILITY OF WHAT KIND OF, WHAT PARTNERSHIP COULD TAKE PLACE IN REGARD FOR A,

UH, I, I, I'M VERY PARTIAL TO THE CITY OF MCKINNEY AND I WANNA SEE ALL THE MCKINNEY'S MONIES STAY IN MCKINNEY.

IF, IF, IF, AND I WOULD LIKE TO SEE INSTEAD OF US NO PROBLEM WITH ALAN, BUT, UH, I'M A VERY COMPETITIVE NATURE AND I, AND I DO, I WOULD DO NOT WANT TO SEE TAXPAYER DOLLARS EITHER WAY, GOING TO FUND AND SUPPORT ANOTHER CITY, SUPPORT ANOTHER SCHOOL DISTRICT, WHATEVER THE CASE MAY BE.

I WOULD LIKE TO SEE, BECAUSE I, I THINK ABOUT GRADUATIONS FOR INSTANCE, AND I WOULD LIKE TO SEE US MAYBE HAVE THE CITY AND THE SCHOOL DISTRICT CAN COLLABORATE TOGETHER IN REGARD FOR HAVING A, AN INDOOR FACILITY THAT CAN ACCOMMODATE THE ENTIRE SCHOOL DISTRICT AS WELL AS AN AUDITORIUM IN REGARD FOR US TO HOLD SOME OF THESE, UH, THESE, THESE, UH, AQUATIC EVENTS.

SURE.

TO THE FIRST ITEM SPECIFICALLY ABOUT PARTNERSHIPS, UM, I, I WOULD SAY THAT GENERALLY SPEAKING IN THE ROADWAY DEPARTMENT, THE CITY'S ALWAYS GONNA HAVE, UH, PARTNERSHIPS WITH THE SCHOOL DISTRICTS, WHETHER IT'S MCKINNEY ISD, OR ANY OF THE OTHER SCHOOL DISTRICTS THAT ARE IN OUR CITY LIMITS IN MIND WITH OUR ROADWAY PLANNING.

TO YOUR POINT ABOUT AQUATICS, UM, I, I BELIEVE THE SCHOOL DISTRICT TAKES PART IN PARTNERSHIP WITH THE APEX CENTER CURRENTLY.

WE'VE OFTEN SAID BACK OF THE NAPKIN ESTIMATES ABOUT, UM, THE FUTURE PROPOSAL FOR THE MULTI-GENERATIONAL FACILITY IS ITS, UH, COMMONLY REFERRED TO AS APEX NORTH.

SO I DON'T WANNA GET AHEAD OF MAY 4TH BY ANY STRETCH OF THE IMAGINATION.

UH, BUT I WOULD IMAGINE THAT THERE'D BE AMPLE OPPORTUNITY SHOULD THAT FACILITY, UH, BE ON THE GROUND IN A FEW YEARS FOR THE SCHOOL DISTRICT, UH, WHETHER IT'S MCKINNEY, ISD OR OTHER SCHOOL DISTRICTS TO TAKE PART IN SOME OF, UM, THE PROGRAMMING THAT WE HOPE TO HAPPEN IN AT THAT FACILITY.

UH, FINALLY, I WOULD JUST POINT BLANKLY SAY THAT, UH, AN ARENA ISN'T CONTEMPLATED ON ANY FIVE OF THOSE PROPOSITIONS, BUT I, I DON'T DENY THAT IT'S A GREAT IDEA AND THAT WE SHOULD BE THINKING ABOUT SOME THINGS LIKE THAT IN THE FUTURE.
