UH I'D LIKE TO THANK YOU FOR THE OPPORTUNITY THIS AFTERNOON TO BRAG ON SOME OF THE GREAT WORK THAT MEN AND WOMEN OF THE K POLICE DEPARTMENT DO ON A DAILY BASIS, BUT I BELIEVE NEEDS TO BE RECOGNIZED PERIODICALLY.SO IN FEBRUARY 11TH OF THIS YEAR AT ABOUT NOON AND THE, UH AFTERNOON. AN EMPLOYER OF THE MCKINNEY FREEDOM POWER SPORTS, LOCATED AT 3850. NORTH CENTRAL EXPRESSWAY, DETECTED SUSPICIOUS INDIVIDUAL ON A LIVE SURVEILLANCE FOOTAGE CAMERA, BUT HE WAS FROM AN OFF SITE LOCATION. THE BUSINESS WAS CLOSED FOR THE DAY. BUT HOWEVER, THE EMPLOYEE PROMPTLY CONTACTED THE POLICE INITIATING A SWIFT RESPONSE. OFFICER TYLER BUTLER ARRIVED ON SCENE WITHIN LESS THAN SIX MINUTES OF THE CALL BEING DISPATCHED AND CONFRONTED THE SUSPECT WITH IN A GATED, SECURE AREA OF THE ESTABLISHMENT. OFFICER BUTLER HELD THE SUSPECT AT GUNPOINT UNTIL BACKUP ARRIVED MINUTES LATER, FACILITATING THE PROMPT APPREHENSION OF THE SUSPECT.
FURTHER INVESTIGATION REVEALED THAT THE SUSPECT HAD POSSESSION OF TWO A TV KEYS AND WAS ATTEMPTING TO OPEN THE GATE FROM THE INSIDE. WHEN APPREHENDED BY OFFICER BUTLER. ADDITIONALLY OFFICER MATTHEW LOY ARRIVED ON SCENE AND EXHIBITED EXCEPTIONAL DEDICATION WHILE INVESTIGATING THE AREA AS HE LOCATED THE SUSPECT'S CONCEALED TRUCK IN A WOODED AREA BEHIND THE BUSINESS.
THE TRUCK WAS STRATEGIC STRATEGICALLY POSITIONED FOR LOADING THE STOLEN A TV S. THE LICENSE PLATES HAD BEEN REMOVED AND THERE WAS A LARGE TARP TO CONCEAL THE ILLICIT CARGO. THE SUSPECT'S WALLET AND OTHER IDENTIFYING INFORMATION WAS ALSO LOCATED IN THE TRUCK. OFFICER LAWYERS, DILIGENCE PLAYED A CRUCIAL ROLE IN UNCOVERING THE HIDDEN TRUCK AND THE SWIFT ACTIONS OF OFFICER BUTLER AND LOYA NOT ONLY REFLECT POSITIVE ON THE MCKINNEY POLICE DEPARTMENT BUT MORE SIGNIFICANTLY ENHANCE THE SAFETY AND SECURITY OF THE CITY OF MCKINNEY, ITS BUSINESS OWNERS AND ITS CITIZENS. IN ITS ACTIONS LIKE THIS THAT ARE REALLY EASY FOR THE POLICE CHIEF TO NOT ONLY BE PROUD OF BUT BRAG PUBLICLY OWNED. SO I WOULD LIKE TO PRESENT THESE TWO OFFICERS WITH THE CHIEF'S CHALLENGE COIN AND ASK THE MAYOR TO COME DOWN FOR A PICTURE.

WE'RE WALKING THROUGH ALL OF THOSE CONTROLS AND TESTING SAMPLES THERE AND THEN IN DECEMBER WE COME OUT. WE'RE LOOKING AT THE FINAL NUMBERS ONCE ALL THE FINANCES HAVE BEEN TIGHTENED UP. WE ALSO, UM ON THAT, UH, UNMODIFIED OPINION THERE WAS AN EMPHASIS OF MATTER PARAGRAPH JUST FOR THE, UM IMPLEMENTATION OF GAS B STANDARD NUMBER 96, WHICH WAS REQUIRED TO BE IMPLEMENTED IN FISCAL 23, WHICH JUST PUT ON THE, UM THE SUBSCRIPTION I ARRANGEMENTS LAST YEAR WAS THE BIG LEA STANDARD THIS YEAR. IT'S SUBSCRIPTION. I ARRANGEMENTS THOSE CAME ON AS ASSET AND LIABILITY ON THE BALANCE SHEET. AND THEN UPON ISSUANCE OF OUR AUDIT REPORT, WE REQUESTED A MANAGEMENT REPRESENTATION LETTER, WHICH WAS THEM REPORTING TO US THAT THEY HAD NO UM, THAT EVERYTHING WAS TRUTHFUL. THEY PROVIDED US EVERYTHING. EVERYTHING WAS UP TO DATE. AND THEN MANAGEMENT'S CONSULTATIONS WITH OTHER ACCOUNTANTS. BASICALLY OPINION SHOPPING. UM THEY WE ARE NOT AWARE OF MANAGEMENT GOING OUT AND GETTING ANOTHER OPINION OR ANY SUCH SHOPPING LIKE THAT. SO WITH THE DEPLOYMENT, WE SEND SOME OF OUR ELITE FIREFIGHTERS OUT TO ASSIST OTHER COMMUNITIES, AND SO IT MAY BE IN A WILDLAND FIRE. SUCH AS THIS BRUSH TRUCK HERE COULD BE A NATURAL DISASTER. IT COULD BE A STRUCTURAL COLLAPSE. IT COULD BE A FLOODING, AND THEY HELP OUT DIFFERENT STATE AGENCIES OR FEDERAL AGENCIES. IN THOSE SITUATIONS. IT ALSO PROVIDES ADDITIONAL TRAINING FOR OUR MEMBERS TRAINING THAT THEY WOULD NOT BE ABLE TO RECEIVE. IF THEY WERE NOT PART OF THESE ELITE TEAMS. IT ALSO PROVIDES THEM WITH ADDITIONAL EXPERIENCE. SO IF YOU'RE OUT THERE IN A WILDLAND FIRE AND GAINING THAT EXPERIENCE OVER SEVERAL DAYS, YOU CAN BRING THAT BACK TO CITY OF MCKINNEY, AND THAT EXPERIENCE IS THEN SHARED WITH OTHER FIREFIGHTERS. THIS LEGISLATION WAS IMPORTANT BECAUSE IT PROVIDED, UH, GUARANTEES FOR THE SMALL COMMUNITIES THAT THEY WOULD GET THEIR MONEY BACK FROM THE STATE. SO THE STATE THESE COMMUNITIES WOULD SEND IN THE RESOURCES. THE STATE WOULD THEN IN TURN, GUARANTEE THAT THIS FUNDING WOULD COME BACK TO HIM SO THROUGH LEGISLATION, THE EMTF PROGRAM WAS CREATE. THE TIFF.MISS PROGRAM WAS CREATED. TASK FORCE HAS BEEN AROUND FOR A LITTLE WHILE. BUT THESE ARE STATEWIDE RESOURCES THAT WE CAN GO THROUGH BE DEPLOYED THROUGH THE TEXAS DEPARTMENT OF EMERGENCY MANAGEMENT AND ALSO THE TEXAS DEPARTMENT OF STATE HEALTH AND HUMAN SERVICES. WE CAN ALSO BE A REGIONAL ASSET AS WELL AS THE BENEFITS THAT WE RECEIVE FROM THIS TRAINING THAT WE BRING BACK HERE TO MCKINNEY, WHERE WE CAN INCREASE OUR LOCAL RESPONSE HERE IN MCKINNEY.

SO PRIOR TO 2018, THE STATE MANDATED THAT WE WOULD ATTEND A 16 HOUR MENTAL HEALTH OFFICER TRAINING COURSE AND WE TOOK IT UPON OURSELVES TO GO AHEAD AND SEND MCKINNEY PD OFFICERS TO THE 40 HOUR MENTAL HEALTH TRAINING COURSE. AND THEN IN 2018 T COLE DECIDED THAT EVERYBODY WOULD BE REQUIRED TO TAKE THE 40 HOUR. UH. THE 40 HOUR COURSE ENDORSED BY TCO. AND OF COURSE, WHAT WE HAD JUST TAKEN DIDN'T QUALIFY FOR THAT.SO QUITE A BIT OF OUR OFFICERS HAVE GONE THROUGH BOTH THE 40 HOUR MENTAL HEALTH OFFICER COURSE. AND THE CRISIS INTERVENTION TRAINING. ALL OF OUR NEW OFFICERS IN THE ACADEMY RECEIVE, UH, DEESCALATING TRAINING PRIOR TO EVER HITTING THE STREETS AND WE WILL CONTINUE TO GET THAT TRAINING THROUGHOUT THEIR CAREER. AND THEN WE HAVE CONTINUED EDUCATION THROUGH VINCIBLE TRAININGS, WHICH ARE SENT TO US, UH VIA POWERPOINT BY THE STATE, UH, TEXAS POLICE CHIEFS ASSOCIATION. WE DO VIDEOS AND THEN AFTER ACTION REPORTS, AND WHEN WE TALK ABOUT AFTER ACTION REPORTS, WE NOT ONLY GO OUT WE NOT ONLY DEBRIEF EVERY TYPE OF CALL WE GO ON, BUT EVERY TYPE OF CALL ANY OFFICER IN THE NATION GOES ON. WHICH SPEAKS VOLUMES ABOUT NOT ONLY THE WAY THE OFFICERS CONDUCT THESE CALLS, BUT USE OR DEESCALATING TECHNIQUES AND TRY TO GAIN COMPLIANCE VOLUNTARILY. FATHER AND GRANDPARENTS AND SON, AND IT WAS KNOWN AT LEAST TO ME TO BE A MENTAL HEALTH ISSUE, AND THIS YOUNG MAN IS GOING TO WIND UP. HAD WARRANT ISSUED FOR HIM. HE'S WINDING UP AND GOING THROUGH THE CRIMINAL SYSTEM. WE'RE NOT GOING TO APPOINT COUNSEL TO REPRESENT HIM BECAUSE HE'S IN THE GENT. WE'RE GOING TO TAKE UP THE DAS TIME.WE'RE GOING TO TAKE UP THE COURT STAND. THAT MEANS THE COURT REPORTER THE BAILIFF AND EVERYBODY ELSE OUT THERE ON STAFF.
