WE WILL COME UP TO REPORTS AND WE WILL HAVE CHANCE MILLER PROVIDE, UH, ITEM 24-1246 FINANCIAL REPORTS. MORNING TRANS MILLAR ACCOUNTING MANAGER WILL BE GOING OVER THE FOURTH MONTH OF OUR FISCAL YEAR IN JANUARY. IT WAS A PRETTY QUIET MONTH. SO I HIT THE BREEZE. UH HIGHLIGHTS AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS WE COLLECTED, UH, CLOSER TO A LITTLE OVER $2 MILLION IN SALES TAX REVENUE FOR THE MONTH OF JANUARY HAD INTERESTING INCOME OF ABOUT 165,000. TOTAL REVENUE FOR THE MONTH OF JANUARY WAS CLOSE TO 2.2 MILLION. LOOKING AT EXPENDITURES. WE HAD 145,000 IN OPERATIONAL EXPENSES. 42,000 IN PROJECT EXPENSES AND 400,000 IN NON DEPARTMENTAL EXPENSES. THE MAJORITY OF THAT WAS YOUR MONTHLY TRANSFER TO THE DEBT SERVICE FUND FOR YOUR DEBT SERVICE PAYMENTS. IT WOULD TAKE A LOOK AT SALES TAX. WE HAD A REALLY STRONG MONTH FOR SALES TAX. THIS APPLIES TO THE MONTH OF NOVEMBER, WE COLLECTED A 12% INCREASE. THIS WAS NOT ATTRIBUTABLE TO AUDIT COLLECTIONS. THIS WAS A TRUE INCREASE ACROSS JUST ABOUT EVERY INDUSTRY. UM YOU CAN ALSO SEE OUR SISTER CITIES DID WELL AS

[00:05:02]

WELL. EVEN FRISCO EVEN THOUGH THEY'RE BREAK EVEN THEY WERE TRENDING LOWER. SO THIS BROUGHT THEM UP TO BREAKING EVEN AND PLANO HAD A 1.1% INCREASE IN ALLEN. SO 9.3% INCREASE. IF YOU'RE LOOKING AT OUR YEAR TO DATE, WE'RE AT 6.9% WHICH IS WELL ABOVE BUDGET. UM, WE'RE TRENDING VERY WELL TO THE FIS. YEAR. AND THEN LOOKING AT THE INDUSTRY. IT'S KIND OF LIKE I TALKED ABOUT. UM IT WASN'T LIKE ONE INDUSTRY REALLY CARRIED US TO THAT HIGH SALES TAX NUMBER FOR THE MONTH OF NOVEMBER. IT WAS A TRIBUTE TO ALL OF THEM ACROSS. USUALLY WE'LL SEE A COUPLE OF INDUSTRIES HAVE A DO YOU KNOW, EVERY MONTH MIGHT HAVE A DECREASE, BUT THIS ONE EVERYONE HAD A POSITIVE INCREASE. AND EVERYTHING LOOKS GREAT FOR THE MONTH OF NOVEMBER, BUT I'D BE HAPPY TO ANSWER ANY QUESTIONS. THERE ANY QUESTIONS FOR CHANCE? THE REPORTS AND EVERYTHING WAS ATTACHED TO THE MINUTES. ARE THERE ANY QUESTIONS? THANK YOU. THANK YOU.

[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation]

NEXT WE GO TO ITEM 24-1247 BOARD AND LIAISON REPORTS. I'M GONNA SWITCH IT UP THIS TIME. NORMALLY I KIND OF KICK OUT WITH COMMENTS , BUT I'M GONNA ALLOW MY, UH, BOARD MEMBERS TO SHARE COMMENTS.

WE'VE HAD A REALLY ROBUST OF ACTIVITIES DURING THE MONTH OF FEBRUARY. UH, IT JUST FLEW BY, LIKE FEBRUARY IS OVER. SO I'M GONNA START WITH MY VICE CHAIR. MR. KELLY, WOULD YOU LIKE TO SHARE COMMENTS. THANK YOU, MADAM CHAIR, MAN. IT'S BEEN A BUSY MONTH. I WAS THINKING THIS MORNING THAT, UM THIS IS ONE OF THOSE MONTHS. ONE OF THOSE WEEKS IN FACT, WHERE OUR BOARD SHOWS HOW MUCH MORE BEING ON THIS BOARD IS THEN THIS MEETING, UM LAST WEEKEND, WE HAD THE HUGS GALA. I THINK ALMOST EVERYBODY HERE WAS, IF NOT EVERYONE WAS WAS THERE. UM WE HAD, UH, THE CHAIRWOMAN AND I WENT TO A REALLY COOL EVENT, UM, PUT ON BY THE COMMUNITY LIFELINE CENTER ABOUT HUNGER IN OUR COMMUNITY AND THE WAY THEY DEMONSTRATED THAT THROUGH NOT FEEDING SOME OF US, UM WAS REALLY QUITE INTERESTING. IT SPARKED A DISCUSSION AT OUR TABLE THE WAY THEY MANAGE AND PUT THAT EVENT TOGETHER, SPARK A DISCUSSION AT OUR TABLE ABOUT THEIR MISSION.

MORE THAN ANY OTHER EVENT I'VE BEEN TO. SO UM I THOUGHT THEY DID A GREAT JOB WITH THAT WOULD LOVE TO SEE THEM CONTINUE. UH, WE'VE GOT CHAMBER AWARDS THIS WEEK. SPECIAL MEETINGS SO MUCH GOING ON, UM. AND I'LL LET OTHERS TALK SOME MORE ABOUT THOSE EVENTS. BUT I DID WANT TO MENTION SOME PASSAGES IN MCKINNEY IN THE LAST IN THE LAST WEEK FOR THOSE OF US WHO GREW UP IN THIS TOWN. A LOT OF PILLARS OF THIS COMMUNITY ARE AGING AND MOVING ON, AND THAT'S THAT'S HARD, UM YOU MAY KNOW ABOUT JERRY RUSH OFF. UM RUSH OFF FAMILY WAS A ABSOLUTELY FOUNDATIONAL ELEMENT OF THIS COMMUNITY IN THE FORTIES FIFTIES SIXTIES SEVENTIES. AND IN THE EIGHTIES AND NINETIES, WHEN I KNEW THEM AS WELL AND OF COURSE, WE HAVE RUSH OFF PARK AND AS YOU'RE AROUND THAT AREA, YOU MIGHT SEE A STREET UM, ON THE FRONTAGE ROAD CALLED JERRY R ROAD. AND THAT'S JERRY RUSH OFF, AND, UM SHE DIED ABOUT TWO WEEKS AGO. AND HER HER FUNERAL WAS ABOUT A WEEK AGO. UM SHE WAS 99. BUT UH, JERRY AND AL WERE JUST INSTRUMENTAL TO WHAT THIS COMMUNITY IS, UH, TODAY. ALSO WANT TO RECOGNIZE THE WHY. SONG FAMILY AND PATRICIA WEISS SONG.

UM, I THINK MANY FOLKS WHO HAVE BEEN IN MCKINNEY FOR A WHILE AND KNOW OF THE YONG HOSPITAL, NO OF BRAD WEIS SONG AND HIS FATHER AND THEIR CONTRIBUTIONS TO THIS COMMUNITY. PATRICIA ALSO WAS, UM . DEDICATED TO MCKINNEY TO THE FIRST UNITED METHODIST CHURCH AND TO, UM HER KIDS AND HER FAMILY AND, UH, SHE WILL BE MISSED AS WELL. UM, AND THEN, FINALLY, I WANTED TO, UM. TO ME TO MENTION A WOMAN WHO I DIDN'T KNOW ALL THAT. WELL, UM, BUT ME AND SHE WAS A SPARK IN CARED ABOUT OUR ARTS COMMUNITY. UM LAST. CYCLE THAT WE DID OUR, UM, PROMOTIONAL GRANTS. WE HAD A WOMAN NAMED BETH MORTENSON. COME AND PRESENT TO US ON, UM THE ART CLUB OF MCKINNEY, WHICH WE ENDED UP APPROVING THAT GRANT AND SHE? UM SHE DIED THIS WEEK AT 65 UNEXPECTEDLY AND, UM. YEAH, KIND OF OUT OF NOWHERE. UM, BUT DID SO MUCH FOR THE ARTS IN MCKINNEY. SHE IN ADDITION TO BEING IN THE ART CLUB, UM SHE WAS, UM IN THE LEADER OF THE ART CLUB. SHE WAS A MEMBER OF THE COVE. UM ART GALLERY, THE PLAIN ART SOCIETY, AND SHE WAS ON THE BOARD OF THE HERD. CRAIG CENTER FOR THE ARTS. SO, UM BUT THAT ALL PASS HERE. UM I WOULD JUST LIKE TO SAY THE SAME ABOUT, UM

[00:10:02]

HUGS. THINGS HAPPEN AT TIMES IN YOUR LIFE THAT THAT ARE IMPORTANT AND MEANINGFUL IN GOING TO THE HUBS GALA. JUST IF I HAD JUST A YOU KNOW, W OF CASH . I WOULD HAVE PROBABLY JUST GIVEN THEM EVERYTHING I HAD. AND MY HUSBAND KEPT LOOKING AT ME SAYING WE? WE YEAH. DON'T BID ON THAT. UM BUT IT DOES. IT JUST REMINDS YOU OF THE GOOD IN PEOPLE AND THE GOOD AND WHAT THEY DO, AND IT'S SO IMPORTANT FOR OUR COMMUNITY AS WE THINK ABOUT ALL THE OTHER THINGS WE DO. THOSE ARE THE THINGS THAT MATTER, SO IT JUST WARMS YOUR HEART. I WAS SO GLAD TO JUST HAVE THAT AND THAT EVENING WITH ALL OF YOU, UM, BUT IT IS VERY SPECIAL AND THEY ARE VERY SPECIAL. UM GROUP SPECIAL ORGANIZATION AND DO IS FANTASTIC. COLLEAGUE MARY AND I NEEDED AN EXTRA TISSUE BOX THAT NIGHT AT THE HUGS GALA. BUT UM, ANOTHER EVENT THAT WAS PARTICULARLY HEARTWARMING AND I THINK REALLY SHOWS THE JUST THE TOTAL. UM BANDWIDTH OF THIS COMMUNITY WAS THE RETIREMENT FOR JAMIE PETTIGO. UH, MANY OF YOU KNOW THAT SHE LED CHESTNUT SQUARE AND THE UM HERITAGE ASSOCIATION FOR MANY YEARS AND THE STORIES THAT WERE SHARED THAT NIGHT IN HER HONOR, WE'RE JUST REALLY HEARTWARMING AND REALLY REMINDED ME HOW IMPORTANT IT IS TO PRESERVE OUR HERITAGE. UM, THAT REALLY IS. HAS TO THE FUTURE AND I JUST WANT TO ACKNOWLEDGE JAMIE PUBLICLY AGAIN FOR HER WORK. UM WE GET TO DO QUITE A LOT AS MEMBERS OF THE BOARD AND HAVE EXPOSURE TO SO MANY PEOPLE, AND IT IS TRULY AN HONOR TO SEE EVERYBODY'S DEDICATION TO THE CITY. I TELL YOU WHAT. WELL SAY THE SAME THING ABOUT HUGS HOW GREAT HE WAS. I GUESS MY FAVORITE PART OF THE HUGS. THE WHOLE THING WAS WAS WHEN THEY, UH BRING THE TEAM MEMBERS OUT AND TO SEE THE EXCITEMENT ON THEIR FACE THAT WE'RE THERE TO SUPPORT THEM AND HOW HAPPY THEY ARE. THIS MAKES YOU REALIZE ON HOW BLESSED WE REALLY ARE, AND, UH, WE NEED TO ENJOY OURSELVES A LITTLE BIT MORE AS THEY DO, UM, GONNA EMBARRASS YOU. ANDREW SHOUT OUT TO YOU, BUDDY FOR GETTING ON FOX FOR GETTING DOWNTOWN WITH A TINY DOORS. KEEP IT GOING, MAN. KEEP KEEP ME KENNY STRONG OUT THERE. UH, ALSO, I WANNA REMIND EVERYBODY, UM, THAT IT IS EARLY VOTING. DO YOUR RESEARCH BECAUSE I WAS KIND OF SHOCKED WHEN I WENT THERE AND SAW THERE WAS LIKE 12 OR 13 DIFFERENT PROPS THAT WERE VOTING ON SO MAKE SURE YOU'RE YOU'RE INFORMED. UH, TO WHERE YOU CAN VOTE FOR HARRY FEEL THAT YOU NEED TO VOTE AND THEN LASTLY, I DON'T KNOW IF SHE'S WATCHING OR NOT. BUT ME, LEE OUR FIRST LADY, YOU WERE FANTASTIC. YOU DO A LOT FOR OUR COMMUNITY. PEOPLE HAVE NO IDEA HOW MUCH YOU ACTUALLY DO. SO I JUST WANT TO PUBLIC KNOWLEDGE HER THAT HELP A FANTASTIC YOU ARE SO THANK YOU. THANK YOU, MADAM CHAIR, UH, ECHO THE SENTIMENTS OF OUR COLLEAGUES CONCERNING, UH, JAMIE PETTIGO. AND HER SERVICE HER RETIREMENT, WHICH WAS FANTASTIC. UH, THE HUGS GALA AS WELL. UM I ALSO ATTENDED THE STRATEGIC PLANNING SESSION. UH, FOR COUNCIL. AND TO ECHO, UM, CITY MANAGER PAUL GRIMES AND ALSO MAYOR FULLER.

THAT IT IS THE COUNCIL'S UH, POSITION TO STEER. AND THE CITY MANAGER'S OFFICE. WILL PEDDLE.

SO AS THEY OUTLINED ALL OF THE STRATEGIC PLANS FOR THE YEAR. IT WAS AWESOME, AND I'M LOOKING FORWARD TO A GREAT YEAR. WANT TO MENTION, UM, THE TOUR OF TUFTS CAMPUS TODAY. I BELIEVE AND THE, UM EAST MCKINNEY LEARNING GARDEN. SO I PLAN TO ATTEND THAT AND LOOK FORWARD TO SEEING HOW THAT'S GOING ALONG AND ALSO A SPECIAL SHOUT OUT TO THE CITY MANAGER'S OFFICE. FIVE LEGACY NEIGHBORHOODS AND HOW THAT'S COMING TOGETHER AND WITH BRINGING, UM GARDENING. AND FRESH FOODS TO EAST MCKINNEY SO LOOKING FORWARD TO THAT AS WELL AND ALSO THE CHAMBER AWARDS. ON FRIDAY. I BELIEVE SO. SHOULD BE A GREAT WEEKEND. CATHERINE OK, THE LAST ONE DOWN THE LINE.

EVERY SINGLE THING HAS BEEN COVERED, AND IT'S AMAZING AND I HAD THE GREAT PRIVILEGE OF BEING AT JUST ABOUT EVERYTHING THAT WAS SHOUTED OUT. UM AND THANK YOU FOR LEAVING ME. ONE ITEM. UM AND THAT IS THE PRIVILEGE OF SERVING ON OUR FRONT PORCH, THE MCKINNEY HOUSING TASK FORCE. WE HAD A WONDERFUL MEETING. UM A WEEK AGO TWO WEEKS AGO, UM, AND A PRESENTATION BY RICK GRADY, WHO IS, UM UM, MANAGING. I THINK THE COLLIN COUNTY HOMELESS COALITION, HE GAVE SOME GREAT ECONOMIC BACKGROUND INTO THE HOUSING INDUSTRY AND HOW AND WHY WE ARE WHERE WE ARE NOW IN TERMS OF HOMELESS AND HOUSING SHORTAGES FOR AFFORDABLE ATTAINABLE. IT WAS REALLY INTERESTING, AND I WOULD JUST HAVE TO SAY THAT SERVING WITH THAT GROUP HAS BEEN ONE OF THE MOST SUBSTANTIVE INITIATIVES THAT I'VE ENJOYED. WITH OUR BOARD, SO I'M LOOKING FORWARD TO

[00:15:06]

SEEING WE ARE REALLY BLESSED TO BE IN A CITY THAT HAS A CITY COUNCIL. UM AND AN AWARENESS AND A HISTORY OF RELIEF, TACKLING TOUGH ISSUES FOR HOUSING. SO WE'RE AHEAD OF A LOT OF OUR, UM CALLING COUNTY CITIES AND REALLY BLESSED TO HAVE PEOPLE THAT ARE LOOKING INTO VIABLE SOLUTIONS.

SO THANK YOU. ABSOLUTELY THANK YOU. FOR ALL THOSE COMMENTS. I'LL JUST COVER A FEW MORE AGAIN . THE STAFF PARTICIPATION AT THE I CS C RED RIVER. UH, WAS THAT, UH, A MEETING, UM, TRADE TRADE SHOW TO PROMOTE MCKINNEY, REAL ESTATE, RETAIL AND BROKERS IN THE AREA. THERE'S ALWAYS AWESOME . THANK YOU TO OUR STAFF FOR DOING THAT, ALSO, UH, THE CHAMBER ANNUAL BUSINESS AWARD.

UH FEBRUARY 1. WE KICKED OFF BLACK HISTORY MONTH AND WE HELD AN EVENT AT THE FIRST MCKINNEY BAPTIST CHURCH. IT WAS PHENOMENAL. UH THE SPIRIT WAS IN THE HOUSE. THEY IF YOU HAVEN'T HAD CHANCE. I THINK IT'S STILL UP. THEY HAVE A AMAZING BLACK HISTORY, UM, DISPLAY IN THEIR, UM, CHURCH IN IN THE AREA THAT THEY'RE USING FOR THEIR SANCTUARY. BUT IT IS PHENOMENAL.

IT HAS OVER 100, AFRICAN AMERICAN INVENTORS, AND I WAS JUST IN TOTAL AWE TO BE ABLE TO SEE. YOU KNOW THAT THIS WAS PUT TOGETHER AND IT IF YOU HAVE AN OPPORTUNITY, PLEASE GO BY AND VISIT TAKE FAMILY, FRIENDS, CHILDREN. IT IS TOTALLY AMAZING. SO THANK YOU FOR THAT. WE HAD LECTURE TODAY BECAUSE WE'RE HERE AND WE CAN'T BE THERE. LECTURE SERIES WERE SENT MARSHALL UM, THE CEO OF THE MAVERICKS. WE WE'RE HERE, BUT WE'RE IN SUPPORT , AND THEY'RE IN SPIRIT IS GOING ON THIS MORNING. UH THE HARMONY OF UNITY CHOIR WILL PERFORM ON FEBRUARY, THE 25TH. AND SO AFTER WE HAD THE CHURCH SERVICE AT PASTOR ROSENTHAL'S CHURCH, UH, MANY OF US WENT OVER TO THE LIBRARY WITH BETH BENTLEY AND HER TEAM WITH LEGACY. KEEPERS PUT ON A PHENOMENAL EVENT, UM, HIGHLIGHTING THE HISTORY OF AFRICAN AMERICANS HERE IN THE CITY OF MCKINNEY. THEY HAD A BEAUTIFUL DISPLAY OF ARTIFACTS THAT WERE COLLECTED BY FAMILY MEMBERS, SO THE LEGACY AND THE FAMILY MEMBERS THAT ARE STILL HERE. THEY SO APPRECIATE THE LOVE THAT IS GIVEN TO THEIR ANCESTORS. SO I WANNA SAY THANK YOU TO BETH BENTLEY AND HER TEAM FOR PUTTING TOGETHER THAT AMAZING EVENT AS WELL. WE ALSO, UM YESTERDAY IS KIND OF PART OF SOME OF THE MANY THINGS WE'RE DOING IN BLACK HISTORY MONTH. UH TORI, UH, ABRA, WITH CCUTX HELD UP IN LIVING COLOR AND THAT EVENT, UH, HONORING, UH, INDIVIDUALS IN THE COMMUNITY THAT HAVE BEEN TRAILBLAZERS AND MAKING A DIFFERENCE. IT WAS OVER AT THE GATHER, AND IT WAS PHENOMENAL. UM I I'M IN TOTAL, UH, BECAUSE IT'S GROWING EVERY YEAR. IT IS GROWING AND WHO HE'S HONORING. THESE ARE PEOPLE THAT YOU MAY NOT KNOW BUT DOING PHENOMENAL THINGS IN MCKINNEY AND COLLIN COUNTY. SO I JUST WANNA SAY THANK YOU PUBLICLY TO CUTX TORY ABRAHAM, HIS TEAM ALSO ON MARCH, SO TO KICK OFF TO END BLACK HISTORY MONTH WE'RE GONNA KIND OF BE IN MARCH MARCH, 1ST, BUT WE ARE HAVING OUR HIP HOP HOUSE PARTY WHO WILL WE WILL HAVE NONE OTHER THAN SPINDERELLA FROM SALT AND PEPPER. SO Y'ALL COME WITH YOUR HIP HOP GEAR IF YOU'VE ATTENDED OF OUR PARTIES THAT END TO END OF BLACK HISTORY MONTH WE HAVE THE RENT. UH, HARLEM RENAISSANCE. THE FIRST YEAR. WE DID THE SEVENTIES PARTY LAST YEAR, SO WE DO NOT EXPECT ANYTHING SHORT OF AMAZING DANCING. IF YOU WANNA SEE ME CABBAGE PATCH. IF YOU WANNA SEE ME, DO YOU HAVE TO COME TO THE PARTY SO YOU CAN SEE ME? YOU KNOW, IN MY ELEMENT IN MY ELEMENT, SO WE ALSO, UM WILL HAVE THE HE HEARD MY CRY BY RENDA MACHARIA. IT'S HER ST. UH, TRUE. LIFE STORY THAT IS WRITTEN BY HER. THAT'S GONNA BE ON MARCH . 2ND UM, SO AGAIN. I'M JUST REALLY GRATEFUL FOR THE GREAT PROGRAMMING THAT DOCTOR JERRE FELT US AND, UH, THE M MCKINNEY BLACK HISTORY COMMITTEE HAS PUT TOGETHER AND WE'RE SUPER EXCITED . WE HAVE TOLD OURSELVES WE WILL START PLANNING MARCH 2ND FOR NEXT YEAR BECAUSE IT'S JUST SO MANY THINGS. YOU JUST WANT TO BE ABLE TO CAPTURE THEM ALL. SO I WANNA SAY THANK YOU TO THAT. UH, ALSO TOMORROW, AS IT'S BEEN MENTIONED IS THE RECEPTION HONOR. THE LESS COX. SHE RETIRED AFTER 20 YEARS WITH HABITAT FOR HUMANITY. UH, AND, OF COURSE, AS IS ALREADY MENTIONED, WE HAVE THE CHAMBER AWARDS TOMORROW. SO IN ENCOURAGING EVERYONE TO COME AND TO MY VICE CHAIR'S POINT, WE ATTENDED THE LEGACY OF LE LEFTOVERS EVENT AND I WAS IN TOTAL AWE WITH SOME OF THE FACTS

[00:20:03]

AND THE DATA THAT MR SHARON SHARED WITH US THE NUMBER OF NEIGHBORHOODS WHO THEY'RE REACHING OUT TO, AND IT'S REALLY BEEN HIGH SINCE THE FOUNDING OF 1989 SO ON THEY HAD 100 AND 14 FAMILIES THAT CAME OUT TO THEIR PANTRY FOR ASSISTANCE, AND THEY HAVE DISTRIBUTED OVER 564,580.

MEALS TO OUR NEIGHBORS IN 2023 THEY ARE EXPECTING TO DISTRIBUTE OVER. MILLION MEALS TO OUR NEIGHBORS IN THE COLLIN COUNTY COMMUNITY IN 2024, AND THEY HAVE HELPED 46,572 NEIGHBOR NEIGHBORHOODS IN 2023. SO ONE OF THE THINGS THAT RESONATED WITH ME AS HE WAS SHARING IS HOW THERE IS STILL A NEED. WE THOUGHT COVID WAS REALLY KIND OF YOU KNOW, SPEARHEADING US, AND THERE WAS A NEED. THERE IS STILL MUCH OF A NEED THEY THEY WORK WITH AND PARTNER WITH OTHER RETAIL VENDORS. YOUR WINCO YOUR AND COSTCO AND HEB, BUT THEY'RE SAYING THAT'S STILL NOT ENOUGH.

THEY ARE RUNNING OUT OF FOOD. THERE ARE, THEY SAID ONE OF THEIR DISTRIBUTIONS THAT WAS AT THE, UH, STADIUM. THERE WERE CARS WRAPPED AROUND DOWN THE ROAD. THEY WERE IN FEAR THAT THEY WERE GONNA THE POLICE WERE GONNA COME MOVE THEM. PEOPLE ARE STILL IN NEED EVERY DAY. SO WE JUST AND I KNOW I'M TA. I'M INDIVIDUALS HERE ARE THOSE THAT ARE GIVING EVERY DAY BUT WE JUST WANNA CONTINUE TO LIFT THOSE FAMILIES AND LIFT THOSE ORGANIZATIONS IN PRAYER BECAUSE IT IS NOT JUST A JOB FOR THEM. IT IS A MISSION. IT IS A PASSION BECAUSE YOU HAVE TO HAVE THE PASSION AND YOU HAVE TO HAVE BE ABLE TO HOLD YOURSELF TOGETHER. WHEN YOU HAVE SOMEONE COME TO YOU AND SAY I HAVE LOST MY JOB AND I HAVE NOTHING AND TODAY WAS POINT AS WE WERE SITTING THERE BEING SERVED. YOU KNOW, WE HAD SOME DIFFERENT TENTS THAT TOLD STORIES ABOUT IN SOME CASES, PROBABLY A REALITY TO MANY PEOPLE. MINE PROBABLY SAID I'M A SINGLE MOM. I DON'T HAVE A JOB.

MY CHILDREN ARE HUNGRY, UM OR SLEEPING IN OUR CAR. AND SO EVERY 10 EVERYONE HAD A DIFFERENT STORY THAT RESONATED. SO WHEN THEY YOU KNOW, WE WERE LOOKING AT THE PEOPLE AT OUR TABLE THAT WERE RECEIVING THEIR MEALS. SOMEONE HAD A REALLY NICE . UH WHAT WAS IT LIKE SHORT RIB SHORT RIB, YOU KNOW, DRIPPING IN GRAVY OR MASHED POTATOES, AND I SAID, OH, IS THAT WHAT WE'RE GETTING TONIGHT? YOU KNOW, AND THEN SOMEONE HAD MAYBE A SPAGHETTI DINNER WITH THE MARINARA SAUCE IN IN MYSELF AND DAVID AND OTHERS AT OUR TABLE AND WE SAT THERE THINKING WHAT? WHAT ARE WE GOING TO GET AND WHEN WE GOT IT. WE HAD I HAD A QUARTER OF A PB AND J. I HAD, LIKE TWO GREEN BEANS. I HAD A HALF A CUP OR A SPOON FULL OF LIKE BEANS. UH, A SPOONFUL OF RICE, UH, IN SOME LITTLE VEGETABLE MEDLEY AND OUR GRAPE IN A GRAPE. I DON'T EVEN THINK I HAD A GRAPE. SOMEBODY MUST HAVE GOT THAT GRAPE FROM SOMEWHERE ELSE. UM BUT AS WE SAT THERE, SO FOR US BECAUSE WE ARE BLESSED, WE ARE SO BLESSED, I SAID. AND THINKING TO MYSELF. YEAH, I'M NOT THAT HUNGRY ANYMORE. AND BUT THEN THE REALITY HIT ME. FOR SOME PEOPLE. THIS IS THEIR ONLY MEAL. THIS IS THEIR ONLY OPTION. AND SO AS I SAID THERE, AND I MIXED MY RICE AND BEANS BECAUSE THEY HAD MADE IT RICE AND BEANS WITH MY SPOONFUL OF RICE AND BEANS, IT REALLY RESONATED TO ALL OF US THAT WE DO HAVE SITUATIONS AND CIRCUMSTANCES THERE ARE IMPACTING THE PEOPLE THAT PEOPLE YOU MAY SEE IN THE STORE MAY DRIVE NEXT TO YOU MAY BE SITTING NEXT TO SOMEONE THAT THEY DON'T KNOW WHERE THEIR NEXT MEAL IS. SO YOU KNOW, AS WE CONTINUE TO WORK IN OUR COMMUNITY, AND WE CONTINUE TO PRAY FOR OUR COMMUNITY LEADERS AND THOSE INDIVIDUALS WHO ARE GOING THROUGH SITUATIONS BECAUSE SOME PEOPLE THEY THEY CAN HAVE A JOB TODAY. AND BE LAID OFF TOMORROW. HE WAS SAYING IN THE MONTH OF JANUARY LIKE OVER, WAS IT 45,000 PEOPLE HAVE BEEN LAID OFF. AND HOW HE TALKED ABOUT THERE WAS A COUPLE THAT HAD BEEN IN THE IT INDUSTRY FOR YOU KNOW, THEY WERE IN THEIR MID FIFTIES, AND THEY HAD GOT LAID OFF. AND NOW THEY WERE IN THIS LINE ASKING AND RECEIVING SUPPORT BECAUSE THEY DIDN'T KNOW WHAT YOUR SITUATION SO I JUST WANT US ALL TO WHEN YOU LOOK AT PEOPLE SOME PEOPLE PUT ON REALLY GOOD ERAS. THEY THEY THEY REALLY GET IT TOGETHER BECAUSE THEY DON'T THEY THEY DON'T WANNA LOOK VULNERABLE. BUT YOU NEVER KNOW WHO'S SITTING NEXT TO YOU. THAT MAY HAVE A SITUATION AND CIRCUMSTANCE, SO I JUST WANTED TO HIGHLIGHT THAT AND SHARE. UM SOME OF THOSE COMMENTS AND ONE THING THAT'S REALLY WASN'T KIND OF PART OF WHAT DC, BUT DEBORAH BRADFORD AND HER CHURCH AND OTHER FAITH LEADERS AND COMMUNITY WE HAVE BEEN WORKING WITH THE WOODSIDE VILLAGE COMMUNITY, SO WE KIND OF STARTED THAT IN DECEMBER. WE WENT OUT FOR THE HOLIDAY WORK WITH THE COMMUNITY. ANYONE THAT DOESN'T

[00:25:03]

KNOW THAT COMMUNITY, UH, IS THE APARTMENT COMPLEX ON BUMPUS IN LIKE A SIX MONTH PERIOD. THEY THEY CHILDREN IN THAT COMPLEX WITNESSED TWO YOU KNOW, FATALITIES IN THEIR FACE. CAN YOU IMAGINE THE PSYCHOLOGICAL IMPACT THAT IT IS DOING TO THOSE? THOSE CHILDREN AND SO FAITH LEADERS IN THE COMMUNITY CAME TOGETHER AND SAID, WE WANT TO JUST LOVE ON THIS COMMUNITY.

WE DON'T WANNA MAKE IT A CITY THING WE DON'T MAKE MAKE IT A PHOTO OP. WE JUST WANNA LOVE AND SO IN DECEMBER, WE HAD AN AMAZING EVENT WE HAD, UH, DIFFERENT ORGANIZATIONS THAT COME OUT AND VOLUNTEER. AND FOR DECEMBER WE DID LOVE, UH, LOVE ON YOU. IS THAT THE WAS THAT RIGHT? YOU ARE. YOU ARE LOVED. AND YOU KNOW THERE WAS FOOD DONATED. THERE WERE CAKEWALKS THERE WERE THAT WE HAD A STATION BY META, UH, JETTA THAT SHE PUT TOGETHER A STATION FOR KIDS TO BE ABLE TO MAKE, UM, BECAUSE SOME OF THEM WEREN'T GONNA BE ABLE TO GO TO THE DOLLAR STORE OR EVEN BUY A CAR FOR THEIR PARENT, SO THEY HAD THE OPPORTUNITY TO MAKE CARDS FOR THEIR PARENTS AND GIVE IT TO THEM, SO IT REALLY KIND OF HITS HOME AGAIN. HOW PRIVILEGED WE OR THAT WE DON'T THESE KIDS. THIS WAS THE ONLY THING THEY WERE GONNA BE ABLE TO GIVE TO THEIR PARENTS. AND I WAS TALKING TO A YOUNG LADY AND I WAS LIKE, YOU KNOW WHO YOU MAKING A CAR FOR? I'M MAKING ONE FOR MY MOM AND SHE WAS SO EXCITED. SHE WAS SO EXCITED TO HAVE THIS OPPORTUNITY TO DO THAT. SO I WANNA THANK PASTOR BRADFORD, LADY BRADFORD AND HER TEAM AND ALL OF THE FAITH LEADERS AND ORGANIZATIONS. THE LIBRARY CAME WITH THE MOBILE BOOK SO THEY COULD GET BOOKS.

THEY HAD, UH, ORGANIZATIONS THAT POST VERSUS WITH THE PURPOSE VERSUS WITH THE PURPOSE. IT WAS JUST PHENOMENAL AND AGAIN. THERE ARE ALWAYS WE'RE GONNA DO SOMETHING FOR EASTER. PROBABLY GO OVER THERE AND DO LIKE AN EASTER EGG HUNT FOR THE CHILDREN . SO YOU KNOW, WE'LL WE AGAIN.

WE DON'T. WE'RE NOT MAKING IT A CITY AND TRYING TO GET PHOTO OPS . WE'RE JUST OUT THERE TO LOVE ON THESE COMMUN THESE INDIVIDUALS AND SHOW THEM THAT THEY MATTER, SO I JUST WANTED TO SAY THAT AGAIN. THAT'S NOT AN M CDC, UH, SUPPORTED TYPE PROJECT, BUT IT SOMETHING THAT MY THE BOARD MEMBERS AND INDIVIDUALS IN YOUR COMMUNITY ARE DOING THE UNSEEN. THESE ARE OUR UNSUNG HEROES. SO I JUST WANNA SAY THANK YOU PUBLICLY TO PASTOR BRADFORD FOR THE GREAT THINGS THAT SHE DOES SO AND WE WENT ON, BUT THAT WAS WONDERFUL. WONDERFUL THANK YOU. OK, I THINK CHANCE LEFT, SO WE DO WE HAVE CITY. TREVOR OH, YOU'RE GIVING IT, NOT YOU. WE GOT QUESTIONS.

MR POWELL. THANK YOU, MADAM. CHAIR MADAM PRESIDENT, MEMBERS OF THE BOARD TREVOR MANAR, DIRECTOR OF STRATEGIC SERVICES. MY BOSS, PAUL GRIMES, CITY MANAGER TO JAIL TODAY. UH, HE'S IN LEADERSHIP NORTH TEXAS, AND THEY'RE HEADED TO HUNTSVILLE TO DO A PROGRAM THERE. SO I'M FILLING IN THIS MORNING. I HAVE A FEW UPDATES FOR YOU. ON FEBRUARY 6TH. THE CITY COUNCIL CALLED A BOND ELECTION FOR MAY 4TH SO SECRETARY ROY MENTIONED REGISTERING TO VOTE THAT'S FOR THE CURRENT PRIMARIES GOING ON. UH, THE REGISTRATION FOR THE MAY ELECTION STARTS APRIL 4TH EARLY VOTING BEGINS ON APRIL 22ND I BELIEVE, AND, UH, ELECTION DAY WILL BE SATURDAY. MAY 4TH THERE ARE 45 PROPOSITIONS FOR A TOTAL OF $485.5 MILLION. I'LL BE COMING BACK IN MARCH TO BRIEF THIS BOARD ON THE SPECIFICS OF THAT BOND REQUEST. ON FEBRUARY 16 PASTOR BRADFORD GAVE REFERENCE TO THE CITY COUNCIL'S FOUR HOUR WORK SESSION THAT THEY DO EVERY YEAR TO SET THE STRATEGIC GOALS AND PRIORITIES FOR THE COMMUNITY. THEY REAFFIRMED THE SIX GOALS THAT WE SEE ON THE WALL. UM WE WILL GO BACK AS A STAFF AND ADD IN WHAT OUR LOCAL COLONEL COLONEL MAZZOLA CALLS RIGOR AND DISCIPLINE INTO THE OBJECTIVES AND THE KEY PERFORMANCE INDICATORS THAT HELP SUPPORT THOSE PILLARS OF THE COMMUNITY AND THE PILLARS OF THOSE GOALS AND PRIOR AND BRING THAT BACK TO THE COUNCIL, LIKELY IN THE APRIL TIME FRAME FOR ADOPTION. UH, JUST YESTERDAY, THE DEVELOPMENT SERVICES DEPARTMENT RELEASED THEIR 2023 DEVELOPMENT ANNUAL REPORT. UM I AM HAPPY TO REPORT THAT THERE WAS ONE POINT ROUGHLY $1.5 BILLION OF NEW CONSTRUCTION PUT ON THE GROUND IN 2023. THAT'S OVER $100 MILLION MORE THAN 2022, BOTH OF WHICH ARE RECORDS THAT WE'VE NEVER SEEN BEFORE. IN THE CITY OF MCKINNEY.

THAT FULL REPORT CAN BE FOUND AT MCKINNEY TEXAS.ORG/REPORTS. AND YOU JUST SCROLL DOWN A LITTLE BIT, AND THERE'S A LITTLE LINK THAT, SAYS 2023 ANNUAL REPORT. THE LAST THING I'LL MENTION IS FOR, UM, MARCH WE ARE GOING TO BE HOSTING ON 21ST PETER KAGAYAMA. INTERNALLY THE CITY OF MCKINNEY DOES A ALL HANDS MEETING WITH OUR STAFF. WE ARE GOING TO BE OPENING THAT UP IN

[00:30:02]

THE AFTERNOON AT 330 ON MARCH. 21ST PETER KAGAYAMA IS THE AUTHOR OF A BOOK CALLED FOR THE LOVE OF CITIES, MANY OF THE THINGS THAT YOU'RE TALKING ABOUT, AND Y'ALL'S UPDATES IS RIGHT IN PAR WITH WHAT HIS MESSAGE IS ABOUT CREATING BELONGING AND CO-CREATOR IN EVERY EVERYBODY YOU NEED IN COMMUNITY BUILD A COMMUNITY. HE IS GOING TO BE DOING A PRESENTATION APTLY NAMED FOR THE LOVE OF MCKINNEY. SO WE'RE GONNA BE GIVING INVITATIONS OUT TO THE COMMUNITY. IT'LL BE HERE AT THE MCKINNEY PERFORMING ARTS CENTER AGAIN AT 330 ON MARCH 21ST. SO IF YOU HAVE NOT GOT AN INB, YET YOU WILL BE GETTING GETTING AN INVITE HERE SHORTLY. THAT'S MY UPDATE. SO I'M HAPPY TO STAND FOR ANY QUESTIONS, COMMENTS OR IS MR GRIMES LIKES TO SAY SNIDE REMARKS? A QUICK QUESTION. UM I'M GLAD THAT RIDGE IS OPEN. BUT I'VE HAD PEOPLE ASK ME WHEN THE LIGHTS ARE GONNA BE TURNED ON. I HAVE TO GET BACK TO YOU ON THAT, UM UNFORTUNATELY, THAT IS OUT OF MY DEPTH. BUT AT RIDGE, WHAT'S THE CROSS SECTION? 3 83 80 OK AND THEN WILMOUTH ROAD. ANY IDEA ON THAT ONE IS STILL FACING SOME UTILITY CHALLENGES. UM WE'RE WORKING THROUGH THAT. I PROBABLY FILLED AN EMAIL OR TWO A DAY. UM SO I KNOW THE ENGINEERING DEPARTMENT IS KEENLY AWARE OF THE ANGST. THE RESIDENTS HAVE IN REGARDS TO WILMOUTH. BUT WE ARE PRESSING FORWARD WITH OUR PRIVATE UTILITY PARTNERS THERE. AWESOME. THANK YOU. ANY OTHER QUESTIONS. THANK YOU, TREVOR. WE HAVE BITS OF MCKINNEY, AARON. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD AARON WARNER, EXECUTIVE DIRECTOR AT VISIT MCKINNEY, A COUPLE OF THINGS TO SHARE WITH YOU THIS MORNING. UH, ONE IS VISIT. MCKINNEY IS ADDING A NEW TOOL TO, UH, OUR TOOLBOX. UH, THIS IS SOMETHING THAT WE WILL ALSO BE ABLE TO SHARE WITH OUR PARTNER ORGANIZATIONS LIKE M CDC AND ME DC. IT IS ANOTHER DATA ANALYTICS TOOL SIMILAR TO WHAT? UM CINDY IS ABLE TO GET FROM THE RETAIL COACH, BUT, UH, THIS DATA IS, UH, VISITOR CENTRIC. UM THE SENSE THAT, UH, IT WILL GIVE US A LOT MORE DETAILS ON, UM, WHO'S COMING TO OUR COMMUNITY? UH, HOW LONG THEY'RE STAYING. WHAT POINT OF INTEREST THEY'RE STAYING AT. AND THEN HOW MUCH MONEY THEY'RE SPENDING WHILE THEY'RE HERE. SO THIS WILL ALLOW US TO REALLY ANALYZE, UM, WHO OUR VISITORS ARE, AND UM AND THEN ALSO WHEN WE COME TO OUR MARKETING CAMPAIGN PLANNING FOR EVERY YEAR , WE CAN TARGET DEMOGRAPHICS THAT ARE COMING AND NOT ONLY STAYING THE LONGEST, BUT ARE SPENDING THE MOST MONEY IN THE COMMUNITY. SO IT REALLY JUST DATA GEOLOCATION. SIMILAR TO WHAT YOU RECEIVE. IT'S KINDA IT COMES IN KINDA LIKE CRUDE OIL. IT HAS TO BE REFINED, AND IT CAN BE REFINED IN SO MANY DIFFERENT WAYS. AND SO YOU HAVE, UH, PARTNERS OUT THERE THAT HAVE SPECIALIZED IN DIFFERENT UM, UM DIFFERENT GROUPS. AND SO WE'RE HIRING, UH, THE BEST IN THE VISITOR SIDE OF THINGS CALLED ZYDECO, AND WE LOOK FORWARD TO SHARING THAT INFORMATION WITH YOU IN THE FUTURE. ANOTHER THING I WANT TO HIGHLIGHT. AS YOU ALL KNOW, WE HAVE OUR, UH, VISIT MCKINNEY SHOP NOW AND, UM, THERE'S A COUPLE OF THINGS I WANTED TO SHOW YOU ONE OF THEM. I'M ACTUALLY TAGGING ON TO WHAT TREVOR JUST MENTIONED WITH PETER KAGUYA. WE HAVE PARTNERED WITH THE COMMUNICATIONS AND MARKETING DEPARTMENT TO DO A CO BRANDED MCKINNEY LOVE CAMPAIGN. THIS KICKED OFF FEBRUARY 1ST. YOU'VE PROBABLY SEEN IT ON SOCIAL MEDIA . UM A FEW TIMES WE ARE SELLING THE SHIRTS. WE'RE SELLING STICKERS. THINGS LIKE THAT IN OUR SHOP. UH, PART OF WHAT PETER KAMA MENTIONS IN THAT BOOK, IS THERE NO BETTER LOVE NOTE TO YOUR COMMUNITY THAN BEING WILLING TO WEAR YOUR CITY'S NAME ACROSS YOUR CHEST AND AROUND THE COMMUNITY. UM, AND SO THIS IS A WAY OF SHOWING THAT JUST A LOVE NOTE TO MCKINNEY, THE OTHER ONE THAT'S COMING UP APRIL. 8TH IS THE TOTAL SOLAR ECLIPSE AND WE ARE GOING TO BE IN TOTALITY HERE IN MCKINNEY. UH, WE'VE BEEN TALKING ABOUT IT FOR SEVERAL MONTHS. YOU'RE STARTING TO SEE ALL OF THE LOCAL NEWS STATIONS PICK IT UP AS A AS A BIG STORY.

THE ECONOMIC IMPACT IN TEXAS IS GOING TO BE MASSIVE FROM THAT EVENT. UH, WE HAVE HOTEL RATES THAT WE HAVE NEVER SEEN IN MCKINNEY, MUCH LESS IN TEXAS. UM AND SO IT IS. IT'S NOT A FLUKE.

WE GET CALLS LIKE WHAT THE HECK THIS IS A DISCOUNT. AND YES, UH, SOME HOTEL RATES ARE UP 350% ACROSS THE STATE COMPARED TO NORMAL, UM, NORMAL TIMES DURING APRIL. WITH THAT SAID, UH, WE ARE, UM, SELLING, UH, SOLAR ECLIPSE T-SHIRTS. AND UH SO WE GOT THE SOLAR ECLIPSE TOUR. UH, WE ARE SELLING. ARE YOU ALSO SELLING THE SOLAR ECLIPSE? YEAH YEAH. SO UM, SO WE'VE GOT THESE IN THE STORE. I THINK WE SOLD 51 GLASSES YESTERDAY. WE'RE ALMOST OUT OF SHIRTS. WE HAVE ANOTHER ORDER COMING IN. UM, THIS WEEK. WE CAN'T KEEP THEM ON THE SHELF. SO UH, SOCIAL MEDIA IS DOING ITS JOB. UH, WE'RE REALLY EXCITED ABOUT THAT. THE CITY ALSO WE HAVE A COMMITTEE TOGETHER THAT ARE PLANNING SOLAR ECLIPSE EVENTS FOR APRIL 8TH. THERE'S GONNA BE ONE DOWNTOWN ELLA ANDREW TALK MORE DETAILS ABOUT THAT, AND THEN WE'LL HAVE ONE OVER AT GABE NESBIT PARK IN THE SAME AREA THAT THE FOURTH OF JULY FIREWORKS SHOW, UM, TOOK PLACE AND THAT'S WITH OUR PARKS TEAM. SO A JOINT EFFORT ON ON HAVING A GOOD PLACE TO WATCH THE SOLAR ECLIPSE THAT DAY. THAT'S ALL I HAVE. KIND OF QUESTION. UM YEAH. SO FIRST OF ALL, I WAS GOING TO ASK YOU ABOUT EVENTS.

[00:35:05]

I'M GLAD TO HEAR THAT. WE ARE DOING SOLAR ECLIPSE EVENTS. I LOOK FORWARD TO HEARING MORE ABOUT THAT, UM, ON THE SHIRTS IN YOUR STORE, I THINK REMODEL AND THE REOPENING AND THE FRESH STORE. THERE IS AWESOME. AND I LOVE THE, UH, THE NEW MERCHANDISE. I WOULD LOVE TO SEE ONE THING. UM WE'VE GOT THIS VINTAGE MCKINNEY LOGO THAT IS ON OUR WATER TOWER BEHIND, UM UH, DOWNTOWN. WHEN I WAS IN YOUR SHOP, I WAS LIKE, OH, MAN, I WANT A T SHIRT WITH THAT VINTAGE LOGO ON IT. I WOULD LOVE TO SEE THAT VINTAGE LOGO. UH, JOIN ALL OF THE OTHER, UH, COOL MCKINNEY GEAR THAT YOU'VE GOT, IT NOTED. WE'VE GOT A SIMILAR ONE WITH, UH , THE MC K. UM BUT BUT I KNOW, I KNOW THE EXACT ONE YOU'RE TALKING ABOUT, AND I'VE HEARD THAT BEFORE. THAT'S THAT'S NOT THE FIRST TIME SO WE'LL WE'LL TAKE THAT AND SEE WHAT WE CAN DO. AWESOME THANKS, AARON. THANK YOU GUYS. I WAS READY FOR YOU TO PULL OUT A HAT. YOU YOU? I JUST WANTED TO GO AHEAD THE CURRENT HOURS OF THE STORE. I KNOW WHEN YOU FIRST OPENED, YOU WERE THINKING ABOUT, UH, LENGTHENING THE HOURS. BUT WHAT ARE THE CURRENT HOURS? YES. SO WE'RE OPEN 8 TO 5 MONDAY THROUGH FRIDAY AND THEN 11 TO 4 ON SATURDAYS CURRENTLY, OK? AND THEN SPECIAL EVENTS WILL STAY OPEN LIKE OCTOBERFEST AND THINGS LIKE THAT WILL BE OPEN A LOT LATER. YEAH, GOT IT. THANK YOU.

THANK YOU. UM ME DC BECAUSE THEY ARE AT THE, UH, SAINT MARSHALL EVENT AND WE'RE NOT THERE. UM THAT THEY REPORT IS WILL BE ATTACHED, OR, UH, NEXT. WE HAVE MAIN STREET IMPACT, ANDREW. GOOD MORNING, MADAM CHAIR. UH M CDC BOARD. ANDREW JONES, DIRECTOR OF THE CULTURAL DISTRICT. UH, FIRST OFF, I WANNA ECHO DAVID SENTIMENTS FOR BETH. UM, SO WE HAD A WE HAD MULTIPLE OPPORTUNITIES TO WORK WITH HER OVER THE PAST. YOU KNOW, FEW YEARS. UM I REALLY FIVE PLUS YEARS AND SHE'S JUST WAS A PILLAR IN THE ARTS COMMUNITY. SO THANK YOU FOR ACKNOWLEDGING HER AND HER CONTRIBUTIONS AND SHE'S GONNA BE SORELY MISSED. UM. WE HAD A VERY BUSY MONTH ALREADY.

UH, LAST WEEK, WE ACTUALLY HOSTED A DELEGATION FROM THE TEXAS HISTORIC COMMISSION FROM AUSTIN. UM SO IF MANY PEOPLE DON'T KNOW FOR MCKINNEY MAIN STREET, WE'RE ACTUALLY NESTED UNDER THE TEXAS HISTORIC COMMISSION. A LOT OF WHAT WE DO IS TO PRESERVE THE AMAZING DOWNTOWN AND THE AND THE ATMOSPHERE THAT WE HAVE IN DOWNTOWN. SO WE TOURED A NUMBER OF DIFFERENT SITES, INCLUDING HARVEST, WHICH IS A GREAT MODEL OF RENOVATIONS. AND HIS AND HISTORIC PRESERVATION IN THE CITY. WE ALSO HAD A CHANCE TO TOUR A NUMBER OF DIFFERENT SITES , INCLUDING ON THE EAST SIDE. THE NEW CITY HALL COMPLEX, UH, TOPS AS WELL AS, UH, THE LOWER FIVE PLAZA. THAT LOCATION UM AS WELL AS THIS THIS CURRENT SITES, UH, THE NEW CITY HALL, UM, PROJECT AND THE REDEVELOPMENT THERE. SO UM, I ALSO WANNA, UH, HUGE, UH, SHOUT OUT AND THANKS TO VISIT MCKINNEY, UH, IN PARTNERSHIP, UM, WE WON THE PEOPLE'S CHOICE AWARD FOR, UH, FOODIE DESTINATION WITH THE TEXAS TRAVEL AWARDS. UM, THAT'S A HUGE HONOR FOR US. UM I THINK IT JUST GOES TO SHOW THE CONTINUING GROWTH OF OUR AMAZING RESTAURANT SCENE IN DOWNTOWN AND WE CONTINUE TO KIND OF HIGHLIGHT OUR OUR, UH, AMAZING RESTAURANTS THROUGH OUR, UH, LITTLE VIDEO SERIES. WE'RE CALLING OUR TASTE MAKERS OF MCKINNEY. UM. WE HAVE A NUMBER OF EVENTS COMING UP MARCH 1ST THROUGH SECOND M RT PRESENTS A DIARY OF ANNE FRANK. TICKETS HAVE BEEN REALLY WELL RECEIVED. UM THIS HAS BEEN AN AMAZING YOU KNOW, I ALWAYS FORGET THIS IS SOMETHING THAT I READ GROWING UP, AND I KNOW MANY OF Y'ALL HAVE READ, BUT THERE'S A NEW GENERATION AND THE STORY HAS TO KIND OF BETLY TOLD, UM, MOVING FORWARD, AND THIS ONE IS A VERY POIGNANT UM, PRESENTATION OF THAT. UM THEN YOU KNOW, FOR MAIN STREET. WE HAVE A NUMBER OF EVENTS COMING UP. OBVIOUSLY WE HAVE OUR OUR BEER WALK ON MARCH 16TH ON MARCH 18TH THROUGH 19TH. WE WILL BE HOSTING OUR RETAIL BOOT CAMP HERE AT IMPACT. THIS IS A UH UH, A VERY SUBSIDIZED RETAIL TRAINING FOR OUR SMALL BUSINESSES IN DOWNTOWN AS WELL AS OTHER NEIGHBORING, UH MAIN STREET COMMUNITIES AND ALSO WORKING WITH THE CHAMBER TO GET THAT INFORMATION OUT. SO ANYBODY IS WELCOME TO ATTEND THIS, UH, EVENT. UM, BUT WE'LL HOST SO, UH, WE'LL BE HOSTING BOB NEGAN. HE'S A RETAIL EXPERT THAT IS FOCUSED ON SMALL, INDEPENDENT RETAILERS. SO THERE'S NOT A LOT OF PEOPLE THAT FOCUS ALL THEIR ACTIVITIES AND TRAININGS ON PEOPLE THAT, YOU KNOW, MAY NOT, UH, HAVE THE EXPERIENCE OF RUNNING A STORE PRIOR TO GETTING INTO IT. SO UM AND THEN MARCH, UH, 23RD AT MITCHELL PARK. WE HAVE THE MCKINNEY ASIAN FESTIVAL . THIS IS THE INAUGURAL FESTIVAL FOR THIS EVENT. UM I AM VERY EXCITED TO SEE THE EFFORTS AND ENERGIES THAT THEY HAVE THEY HAVE ALREADY OVER. 5000 PEOPLE EXPECTED TO ATTEND. UM SO IT'S GONNA BE A HUGE SUCCESS AND THEN LAST, BUT NOT LEAST APRIL 8TH.

[00:40:03]

THERE IS A LITTLE ECLIPSE HAPPENING, AND SO IN DOWNTOWN, UH, YOU KNOW, WE WERE THINKING ABOUT WHERE WE'RE GONNA DO AAA VIEWING SITE AND WE HAVE WONDERFUL TALL BUILDINGS ALL AROUND US. SO WE HEADED TO THE TOP OF OUR PARKING GARAGE. AND SO WE'RE GONNA DO A ROOFTOP PARTY? UM SO WE'LL HAVE PHOTO OPS, FOOD, SOME LIVE MUSIC AND, OF COURSE GLASSES. UH, WE DO HAVE A LIMITED CAPACITY UP THERE. WE'RE EXPECTING AROUND, UH, 300 INDIVIDUALS FOR THE FOR THAT ON THE ROOFTOP, AND IT'S A $10 FOR THAT EVENT IN DOWNTOWN. UM WITH THAT I'LL STAND FOR ANY QUESTIONS. YOU HAVE ANY STATUS ON THE VEHICLE? THE TRIAL? I DO SO, UM, IT IS IN PRODUCTION, SO WE FINALIZE A NUMBER OF THE MODIFICATIONS TO MAKE IT LOOK LIKE THE OLD INNER URBAN THAT WENT IN. WE ANTICIPATE, UH, DELIVERY. UH IN APRIL. I DON'T HAVE A SPECIFIC DATE. BUT UM, WE ARE VERY EAGERLY AWAITING THAT. UH, WE HAVE, UH, CALLS WITH THEM ON A BIWEEKLY BASIS NOW TO KIND OF GET UPDATES. ARE THERE ANY QUESTIONS FOR JUST A COMMENT? I WITHOUT MENTIONING CREW OF BARS BECAUSE IT WAS ANOTHER WONDERFUL EVENT. I KNOW IT RAINED AND WE GOT PRETTY WET AND A WET DOG WHO WAS ABOUT 100 AND £50 IS NO FUN ON THE WAY HOME, BUT HE HAD A LOT OF FUN WHILE HE WAS THERE, AND SO DID WE. AND WE THANK YOU FOR THAT. ABSOLUTELY. I APPRECIATE THAT. ONE QUESTION THE ASIAN FESTIVAL IS THAT IN MITCHELL PARK? YES, IT IS. ANY OTHER QUESTIONS. THANK YOU.

NEXT. WE HAVE PARKS AND REC. RYAN. MORNING. A COUPLE OF THINGS I WASN'T GOING TO UPDATE ON, BUT I WANT TO SPEAK ON THE LOGO SINCE MR KELLY MENTIONED IT, UH, DON'T BRING BACK THE OLD M LOGO WITH THE WITH THE FLOWERS. I MEAN, I I'D RATHER HAVE THE, UH MC. WHAT LOGO WITH THE FLOWER? THE M LOGO WITH A COUPLE OF LEAVES ON IT. DO YOU REMEMBER THAT ONE? I DON'T I. I WAS HIRED UNDER THE MC LOGO, THE OLD ONE. AND IN BETWEEN THAT ONE AND OUR UNIQUE BY NATURE LOGO.

WE HAD A LITTLE M WITH A COUPLE OF LEAVES ON IT. THAT'S NOT WHAT I'M TALKING ABOUT. NO, NOT AT ALL. NO NO, THAT ONE. THAT ONE'S EASILY FORGOTTEN. OF COURSE. THE, UH, THE SOLAR ECLIPSE. SO I WASN'T GONNA PLAN ON GIVING SOME UPDATES ON THAT. BUT WE ARE PLANNING AN EVENT. UH AND IT GABE NESBIT COMMUNITY PARK. WE'RE GOING TO HAVE A DJ HAVE THE STAGE OUT THERE. NOT SURE WHAT'S GOING ON. WE DON'T REMEMBER WHAT HAPPENED IN 1878. THE LAST TIME WE WERE IN THE PATH OF TOTALITY, SO THIS WILL BE UNIQUE FOR US, UM, LISTENING TO RADIO THIS MORNING, AND THEY TALKED ABOUT HOW THESE HAPPEN FAIR, FAIRLY. COMMONLY THESE THESE SOLAR CLIFFS, BUT THEY HAPPEN OVER ANTARCTICA OR OVER THE OCEAN FOR THE PATH OF TOTALITY. SO OF COURSE, GETTING IT FOR HERE FOR US. IT IS A BIG DEAL, AND SO WE'RE EXCITED ABOUT IT. NOT SO MUCH IN THE ADVANCEMENT OF CONSTRUCTION PROJECTS THIS LAST MONTH SINCE MY LAST UPDATE, I'M GONNA QUOTE OUR PARKS PLANNING MANAGER JILL YON WHEN SHE SAID JANUARY WAS A RATHER WET MONTH. NOT A LOT OF CONSTRUCTION GOT DONE SO STILL TRYING TO MOVE DIRT OUT THERE, BUT I THINK, SHE SAID THERE WERE 18 RAIN DAYS THAT WE HAD OVER THE LAST MONTH. STILL LOOKS LIKE ALL THOSE PROJECTS SINCE IT'S EARLY ON, ARE STILL ON ON PATH FOR THE SAME COMPLETION DATE. BUT YOU KNOW, TIME WILL TELL.

SOCCER COMPLEX. MCKINNEY SOCCER COMPLEX AT CRAIG RANCH IS STILL ON TRACK FOR OPENING LATE MARCH EARLY APRIL. WE'RE RIGHT AT THE END OF IT. WE'RE TRYING TO PLAN SOME GAMES OUT THERE AT THE END OF MARCH TO GET THAT COMPLEX OPEN AGAIN. THAT'S THE SYNTHETIC TURF FIELDS THAT WE PUT IN THE FOUR FIELDS THAT WE REPLACED NINE THROUGH 12 WITH THE GREENS AND MCKINNEY PARK AND TRAIL PROJECT IS IN THE REVIEW PROCESS FOR BIDDING. WE'RE HOPING TO HAVE THAT BID OUT SOON. THIS PAST WEEKEND WE HOSTED OUR ANNUAL TROUT DERBY AT TOWN LAKE. IT WAS RATHER COLD SATURDAY MORNING, BUT STILL TONS FOLKS CAME OUT THERE FOR THAT ANNUAL EVENT. UH, I WAS ABLE TO WALK MY DOG AROUND THAT EVENT, AND, UH, HE HAD A GREAT TIME. BUT LOOKING AT ALL THE SMILING FACES OF THE KIDS. THEY HAD A GREAT TIME AS WELL. GREAT LITTLE JOHN A PO HAS BEEN CREATED FOR THE FOR RESTORING POWER OUT THERE WASN'T AN EASY PROJECT. WE'RE LOOKING AT $300,000 JUST TO REPLACE THE POWER OUT THERE BECAUSE THE TRANSMISSION LINE THAT WENT FROM THE BUILDING ALL THE WAY BACK TO THE, UH, METER THAT WAS ON THE STREET HAS TO BE REPLACED HAS TO BE PULLED AND REPLACED AND THAT'S OVER $100,000 JOB RIGHT THERE WHEN THE FIRE HAPPENED, AND IT BASICALLY MELTED THE, UM THE ELECTRICAL PANEL IT SORTED OUT THAT ENTIRE WIRE BACK, SO IT'S A IT'S A LARGE PROJECT.

WE'RE HOPING TO HAVE THAT RESTORED SOON. THIS THIS SATURDAY. WE ARE HOSTING OUR ANNUAL HIRING EVENT. SO IF YOU KNOW OF ANYONE WHO'S LOOKING TO BE A LIFEGUARD OR A SWIM INSTRUCTOR OR A SWIM INSTRUCTOR, AIDE OR A PARTY HOST OR AN ATHLETIC SPECIALIST, OR A CUSTOMER SERVICE REP OR A SLIDE ATTENDANT, YOU KNOW WE'RE WE'RE LOOKING FOR ANYONE AND EVERYONE, OF COURSE, THAT WILL BE AT OUR NORTH CAMPUS FOR OUR MUNICIPAL, UH, SERVICE CENTER AT 35 01 NORTH CENTRAL EXPRESSWAY, 8 A.M. TO 1 P.M. THAT'S OUR FIRST OF TWO OUR SECOND ONE WILL BE ON MARCH 20. THIRD AND WITH THAT I'LL STAND FOR ANY QUESTIONS. I DO. DO YOU LIKE PROMOTING IT AT SOME OF THE HIGH SCHOOLS THAT INFORMATION COME, YOU KNOW, CAUSE THINGS LIKE THAT COULD BE

[00:45:04]

A, UM, SUMMER JOBS FOR SOME ELIGIBLE TEENS. WE DO AS BEST WE CAN, AT TIMES. UH, WE WE'VE HAD, UH, THE SCHOOL DISTRICT DOESN'T ALWAYS ALLOW US TO PUT OUT FLOWERS AND THINGS BUT WE TRY TO WORK WITH THEM AS BEST WE CAN. SO YOU KNOW, NOW WE HAVE FOUR HIGH SCHOOLS HERE IN MCKINNEY, WITH THE ADDITION OF EMERSON FROM FRISCO IS SD. AND IF YOU'RE NOT FAMILIAR WITH THE GABE THAT ALWAYS SAY THAT APEX THE BUILDING IS IN MCKINNEY, ISD. BUT MOST OF THE PARKING LOTS IN FRISCO I ESTATE. SO HOW THAT THAT BOUNDARY DRAWS RIGHT THERE. SO WE HAVE A LOT OF EMPLOYEES THAT COME FROM FRISCO IST. THEY STILL MCKINNEY RESIDENTS, MOSTLY , BUT, UH, SO WE ARE TRYING TO WORK WITH ALL THE HIGH SCHOOLS ALL THE ELIGIBLE, UH, THOSE THAT ARE NOT IN HIGH SCHOOL RETIREES, WHOEVER WE'RE LOOKING TO HIRE RYAN. THANK YOU VERY MUCH. I HAD SOMEBODY IN THE COMMUNITY ASKED ME SOME QUESTIONS AND THANK YOU FOR YOUR QUICK RESPONSE TO HELP GET THEM SITUATED. OH, NOT A PROBLEM. STILL WORKING WITH THEM TODAY? THEY EMAILED ME THIS MORNING. GOOD. THANK YOU. ANY

[President’s Report]

OTHER QUESTIONS FOR THANK YOU. NEXT. WE HAVE ITEM 24-1248 PRESIDENTS REPORT. THANK YOU, MADAM CHAIR AND MEMBERS OF THE BOARD. UM, JUST WANT TO HIGHLIGHT SEVERAL THINGS FROM THE REPORTS THAT WERE INCLUDED ON THE AGENDA AT THE TOP OF THE LIST. UM TUBS HAS BEEN MENTIONED A COUPLE OF TIMES, BUT THEY HAVE RECEIVED THEIR TCO AND ARE IN THE PROCESS OF HOSTING, UM SORT OF SOFT OPENING EVENTS. AT THIS POINT, WE DID A SIDEWALK THROUGH PUNCH LIST, UH, WENT THROUGH THE PUNCH LIST ON TUESDAY. THINGS ARE LOOKING REALLY GOOD, AND THEY ARE WORKING VERY HARD TO GET ALL OF THE PUNCH LIST ITEMS CLEARED UP TONIGHT. THERE IS, UM , AN EVENT FOR MCKINNEY PARKS FOUNDATION AT THE AT THE NEWS SITE. THEY'LL GIVE OUT THEIR AWARDS AND TALK ABOUT PLANS FOR THE COMING YEAR OR SO IF ANYBODY'S INTERESTED 6 TO 9 OVER AT, UH THAT NEW TUBS CAMPUS. UM, PLEASE TAKE A LOOK AT THE MARKETING REPORT. OUR IF YOU LOOK AT SOCIAL MEDIA, UM, THANKS TO LINDA'S HARD WORK, OUR SOCIAL MEDIA FOLLOWERS BOTH ON UM WHATEVER TWITTER IS CALLED NOW AND FACEBOOK, UH, CONTINUE TO INCREASE. SO WE KNOW THAT INFORMATION NOT JUST ABOUT M CDC , BUT ALSO THE MANY EVENTS THAT WE SUPPORT IS, UM, BEING SEEN OUT THERE. SO THAT'S IMPORTANT.

THE CHAMBER OF WARDS EVENT HAS BEEN MENTIONED A COUPLE OF TIMES AND JUST WANTED TO BRING IT UP AGAIN BECAUSE IT'S ONE TIME OF YEAR WHERE WE GET TO M CDC GETS TO, UM ANNOUNCE THEIR QUALITY OF LIFE AWARDS, SO WE HAVE ONE FOR AN INDIVIDUAL ONE FOR AN ORGANIZATION AND THAT WILL BE, UH, AWARDED ANNOUNCED ON FRIDAY NIGHT AT THE EVENT WITH RESPECT TO BLACK HISTORY MONTH EVENTS, UH, OUR CHAIRMAN MENTIONED THE DISPLAY THAT'S ON, UM THAT IS IT . THE HALL LIBRARY DOWNTOWN. THE LEGACY KEEPERS OF EAST MCKINNEY HAS BEEN RESPONSIBLE FOR PUTTING TOGETHER THAT IS STILL UP. SO IF YOU'VE NOT HAD A CHANCE TO TAKE A LOOK AT THAT, PLEASE DO. BACK TO THE REPORT'S GREAT PHOTOGRAPHS OF THE SIGN AT THE FLOUR MILL BOTH BY DAY, AND BY NIGHT. UM SO IF YOU HAVEN'T BEEN DOWNTOWN AND GOTTEN A CHANCE TO SEE THAT IN PERSON, IT'S PRETTY IMPRESSIVE. ALSO PROGRESS PHOTOS FOR THE WORK THAT THEY'RE DOING AT THE FLOUR MILL GARDEN CAFE, AND THEN THERE, UM WAS THE FINAL REPORT ON THE ROTARY PARADE OF LIGHTS. WE DON'T HAVE THE CELL PHONE. REPORTS YET, BUT IF YOU JUST LOOK AT THEIR ENTRIES, UH, FLOAT ENTRIES FOR THIS YEAR, THEY HAD ALMOST A 20% INCREASE IN THE NUMBER THAT PARTICIPATED, SO IT WAS A GREAT EVENT. AND THEN LAST THING I'LL MENTION TWO THINGS. UM AT THE MILL HOUSE THIS WEEKEND. THEIR INDOOR ART ART FEST WILL TAKE PLACE ON SATURDAY AND SUNDAY AND OUR SECOND PROJECT GRANT CYCLE WILL OPEN MARCH 1ST. SO WE'LL BE ACCEPTING APPLICATIONS MARCH 1 THROUGH MARCH 31 AND THOSE WILL BE PRESENTED TO THE BOARD IN APRIL. AND I'M HAPPY TO ANSWER ANY QUESTIONS? ANY QUESTIONS? THANK YOU. THANK YOU SO MUCH. WE

[Consider/Discuss/Act on a Project Grant Application Submitted by ManeGait Therapeutic Horsemanship (4B 24-01) in the Amount of Five Hundred Thousand and NO/100 Dollars ($500,000.00) for Funding Site Work and Construction of a Community Event Plaza and Walking Trail. Amount Requested Represents 5% of Total Project Cost.]

WILL NOW GO INTO REGULAR AGENDA. ITEMS OF ITEM 24-1249 CONSIDER DISCUSS ACT ON PROJECT GRANT APPLICATION SUBMITTED BY MAIN GATE THERAPEUTIC HORSEMANSHIP. FOUR B 24-01 IN THE AMOUNT OF $500,000 FOR FUNDING SITE WORK AND CONSTRUCTION OF THE COMMUNITY EVENT PLAZA AND WALKING TRAIL. A MOUNTAIN REQUESTED REPRESENTS 5% OF THE TOTAL PROJECT COST. CAN I GET A MOTION? IS THERE A DISCUSSION ON THIS ITEM? UM YES, I'D LIKE TO INTRODUCE SOME DISCUSSION AND PERHAPS A MOTION. UM I WOULD LIKE TO MOVE TO CONSIDER HALF THE AMOUNT PROPOSED. UM, I HAVE SOME CONCERNS ABOUT JUST HOW, UM MUCH OF A COMMUNITY SPACE THIS WILL BE. I KNOW THAT WE WERE TOLD THAT THE GREEN SPACE WOULD BE OPEN TO THE PUBLIC, AS WOULD THE TRAIL, BUT IT IS ON PRIVATE LAND, AND IT IS ONLY GOING TO BE OPEN DURING THE HOURS. THAT MAIN GATE IS OPEN, SO IT WON'T BE AS

[00:50:05]

FULLY ACCESSIBLE TO THE PUBLIC AS I WOULD LIKE. AND, UM, CERTAINLY WHEN THE EVENT SPACE IS USED FOR PRIVATE GATHERINGS. UM THEY MAY VERY WELL WANT TO USE THAT OPEN SPACE SO THAT OTHER PEOPLE THERE COULD CONFLICT OR PERHAPS GET IN THE WAY OF THOSE, UM INDIVIDUALS WHO ARE RENTING THE SPACE. SO I. I AM IN FAVOR OF THE PROJECT, AND I CERTAINLY SUPPORT EVERYTHING.

THAT MAIN GATE DOES IT SUCH A VALUABLE ASSET IN OUR COMMUNITY, AND IT JUST DOES TREMENDOUS WORK . SO THIS IS NO SLIGHT AGAINST THE WORK THAT MAIN GATE DOES. BUT I DO THINK THAT, UM THE REQUEST IS CONSIDERABLY HIGH. AND I WOULD LIKE TO SEE UM UH, PERHAPS HALF OR DISCUSSION ABOUT SOME LOWER AMOUNT, SO THAT WOULD BE MY MOTION. THE ADDITION. IS THERE A SECOND ON? UM JOS RECOMMENDATION. WE'RE MAKING. MOTION THAT THEY SPECIFIC AMOUNT. I THINK IT'S HARD TO JUST RESPOND TO OR DO WE WANNA DISCUSS BEFORE A MOTION? IT'S JUST WHAT I'M YEAH. I WOULDN'T BE COMFORTABLE SECONDING ANYTHING IF I DIDN'T HAVE SPECIFIC AMOUNT. SO THERE HAS TO BE A SECOND BEFORE WE CAN DISCUSS. IS THERE A SECOND FOR JOY'S RECOMMENDATION OF. THERE HAS TO BE SO HER RECOMMENDATION IS HALF SO THAT WOULD BE 250,000 . SO FOR THAT TO GO ON FOR DISCUSSION, THERE HAS TO BE A SECOND. IS THERE A SECOND FOR THE RECOMMENDATION OF $250,000? MADAM CHAIR. I MOVE THAT WE APPROVE THE FULL AMOUNT OF THIS REQUEST OF 500,000. SO THERE IS SO IT BUILDS FOR LACK OF A SECOND. UM SECOND, BUT, UH ON THE MOST ON THE AMENDED MOTION.

SO CAN I GET A MOTION ON THE ITEM OF THE $500,000 FOR THE SITE WORKING CONSTRUCTION? I MOVE THAT WE APPROVE THIS ITEM AS PRESENTED IT HAS BEEN MOVING. MOVED BY DAVID KELLY. CAN I GET A SECOND? A SECOND. THEY COMBAT DEBORAH BRADFORD. IS THERE ANY DISCUSSION ON THIS. VOTE ON THE FLOOR. WAS JUST GOING TO SAY THAT I THINK THAT I SHOULD HAVE BEEN A LITTLE BIT MORE CLEAR THAT THE DISCUSSION ABOUT IF WE WANT TO CONSIDER A DIFFERENT AMOUNT, BECAUSE I THINK YOU SOME EXCELLENT POINTS, BUT NOW WE HAVE A MOTION FOR THE FULL AMOUNT. SO I THINK WE'RE IN A SITUATION WHERE I, I I'LL JUST. FOR IT TO GO IN. SO IF YOU HAVE A MOTION ON THE FLOOR AND SOMEONE WANTS TO AMEND THE ORIGINAL, UH, ITEM, YOU HAVE TO GET A SECOND BEFORE YOU CAN EVEN GET A DISCUSSION, SO HER RECOMMENDATION FAILED BECAUSE IT DID NOT GET A SECOND. SO IT'S NOTHING TO DISCUSS ON HER RECOMMENDATION OF DOING IT FOR $250,000. I GET THAT. I JUST, UM WOULD HAVE PREFERRED A DISCUSSION BEFORE WE JUMPED INTO SOMETHING ELSE. BUT THAT'S OK ON THE FLOOR. I UNDERSTAND IT. SO THERE WE GO. YEAH. GOT IT. I JUST GOT IT. I'D LIKE TO MAKE JUST A COUPLE OF COMMENTS ABOUT MY MOTION. UM, I THINK JOY YOU MAKE GOOD POINTS. YOU MAKE FAIR POINTS AND. THIS IS NOT A PERFECT REQUEST. UM, AND IT WASN'T THE FIRST TIME WE HEARD IT, AND THAT'S WHY WE TABLED IT. UM, I THINK THAT THE REASON THAT I SUPPORTED TABLING IT LAST TIME THEY CAME TO US WAS BECAUSE OF THE THREAT OF 380. THAT WAS MY REASONING. THAT THREAT HAS BEEN ALLEVIATED AND I. AS SUCH, I, I SUPPORT THIS REQUEST I SUPPORT MAIN GATE. I THINK THEY DO AWESOME STUFF. I THINK WE ALL AGREE ON THAT. AND I. I DEFINITELY THINK THAT, UM YOU THINK THAT AS WELL AS YOU SAID, AND SO ULTIMATELY, IT JUST CAME DOWN TO 380 FOR ME AND THAT THAT WAS THE REASON WE GAVE BEFORE, AND UM, SO THERE WERE A NUMBER OF QUESTIONS THAT WERE RAISED WHEN THEY PRESENTED AND WHEN THEY CAME TO THE PROJECT GRANTS COMMITTEE, AND SO WE'VE TALKED THROUGH THOSE AND WORKED THROUGH THOSE, UM AND I. I GUESS I WOULD SAY, I THINK THAT JOYS CONCERNS ARE WELL FOUNDED, AND I HOPE THAT THE MAIN GATE TEAM WILL DO EVERYTHING THEY CAN TO MAKE SURE THAT THIS IS A PUBLIC SPACE THAT HAS AS MUCH AVAILABILITY AS IT SHOULD. UM, I AM CONFIDENT THAT YOU GUYS WILL, UM, MAKE SURE THAT THAT THE SPIRIT OF THIS GRANT IS, UM, IS FULFILLED. YOU

[00:55:08]

KNOW, MAKE A CUP OF COMMENT AS WELL, I. I AGREE, UH, WITH YOU AS WELL AS JOY. UM, IT'S A IS AN OVERLOOKED COMMUNITY THAT NEEDS TO BE SERVED. HOPEFULLY THIS GRANT GOING THROUGH, UH, YOU'RE ABLE TO SUPPORT AND HOST MORE PEOPLE THAN WHAT YOU THINK YOU CAN AND HOPEFULLY WE CAN GET MORE KIDS IN THERE TO GET THIS GOING BECAUSE I TRULY BELIEVE THAT WITH OUR COMMUNITY, WE ARE A GOOD COMMUNITY THAT THAT OVERLOOKS THAT COMMUNITY SOMETIMES SO HOPEFULLY WE CAN GET MORE PEOPLE OUT THERE AND THAT YOU ARE ABLE TO GET IT AVAILABLE FOR EVERYONE TO SEE.

UH, THE GREAT WORK THAT YOU GUYS ARE DOING OUT THERE. UM IN REGARDS TO THE OPEN PARK SITUATION. UM HOPEFULLY YOU'LL BE ABLE TO KEEP THAT OPEN, UH, EVEN DEER IN MAIN EVENTS, SO WE CAN GET OUR COMMUNITY OUT THERE. ANY ADDITIONAL COMMENTS. SO I WOULD JUST SAY AGAIN. UH, DEFINITELY RESPECT AND JOY IS COMMENTS AND WE'VE HAD A LOT OF DISCUSSION. AS DAVID SAID, WHEN THIS WAS PRESENTED TO US BEFORE WE TABLED IT BECAUSE WE DID HAVE SOME CONCERNS ABOUT, UH, WITH THREE A AND SOME OTHER THINGS ALSO, UM GETTING ADDITIONAL SUPPORT FOR THE ENTITY TO GET ADDITIONAL SUPPORT FROM OTHER ENTITIES AND BASED ON THE DOCUMENTATION THAT THEY WERE ABLE TO PROVIDE THAT THEY WERE ABLE TO DO THAT, UM, THAT IS WHY I SUPPORT THE REQUEST, BUT AND THEN ALSO FOR MAIN GATE. UH, WHILE YOU ARE HAVING IT EVENTS OUT THERE. UH, HOPEFULLY THERE'S SOMEHOW SOME WAY YOU GUYS CAN INCORPORATE THE CITY. MCKINNEY TO WHEN PEOPLE ARE AT YOUR FACILITY WHEN WHATEVER EVENT IT IS OR WHEN THEY'RE WRITING SESSION IS OVER THAT THEY GO OUT INTO MCKINNEY AND GO TO LANCE, GO TO DINNER, SPEND SOME TIME TO GET THE TAX DOLLARS WITHIN THE STATE MECHANIC, SO THAT WOULD BE MY ONLY REQUEST THAT YOU HELP REPRESENT AND SUPPORT OUR RETAIL AND RESTAURANTS WITHIN THE MCKINNEY TO GET YOUR YOUR GUEST TO GO OUT THERE AS WELL. SO AGAIN, E. EVERY COMMENT IS VALID . UM AS DAVID SAID, NOT THE PERFECT REQUEST, BUT IT IS A VALID REQUEST, AND IT FITS WITHIN THE CRITERIA OF WHAT WE CAN DO. AND THAT IS WHY I SUPPORT THIS. SO AT THIS TIME WE HAVE IT. IT HAS BEEN SECONDED. WE ARE NOW TAKING A VOTE.

MOTION PASSES. TODAY WE WERE HERE FROM EIGHT RETAIL DEVELOPMENT INFRASTRUCTURE GRANT APPLICATIONS. UM TO ALL OF THOSE PRESENTERS, PLEASE REMEMBER THAT YOU EACH HAVE FIVE MINUTES TO PRESENT WHEN YOU COME UP THERE AND YOU START THERE'LL BE A BOX. IT'LL START TICKING DOWN. YOU'LL SEE COLORS. SO PLEASE, UH, WITH RESPECT OF THE TIME BECAUSE WE WANT TO GIVE EVERYONE AN OPPORTUNITY TO PROPERLY PRESENT AND ALSO A BOARD MEMBERS IF THERE WERE QUESTIONS, SO PLEASE DON'T MAKE ME HAVE TO PUT THE CHURCH FINGER UP. I DON'T HAVE TO DO THAT. SO UH, JUST PLEASE ADHERE TO THAT AND TO ALLOW TIME FOR Q AND A FOR THE BOARD MEMBERS. UH SO WE WILL NOW GO

[Conduct a Public Hearing and Consider/Discuss/Act on a Retail Development Infrastructure Grant Application Submitted by Waterboy RE, LLC (RI 24-01) in the Amount of Twenty-Four Thousand Three Hundred Sixty-Four and 20/100 Dollars ($24,364.20) for the Installation of a Fire Alarm System at Harvest at the Masonic Located at 215 N. Kentucky, McKinney.]

INTO ITEM 24-1250 CONDUCT A PUBLIC HEARING AND DISCUSS CONSIDER DISCUSS ACT ON A RETAIL DEVELOPMENT INFRASTRUCTURE GRANT SUBMITTED BY WATERBOY RE LLC R. I 24-01 IN THE AMOUNT OF $24,364 . FOR THE INSTALLATION OF FIRE. UH ALARM SYSTEM AT HARVEST AT THE MASONIC, LOCATED AT 215, NORTH KENTUCKY MCKINNEY PRESENTER, MR WELLS, MADAM CHAIR BEFORE YOU START, RICK. SORRY TO INTERRUPT, UM CINDY, CAN YOU JUST UM, BEFORE WE GET STARTED WITH THESE GRANTS, CAN YOU KIND OF LAY OUT THE PARTICULARS OF THE FUNDING AND HOW MUCH THE APPLICANTS HAVE TO BRING OF THEIR REQUESTS AND HOW MUCH WE ARE, UM, PERCENTAGE BASIS. AND BECAUSE WE'VE CHANGED THIS RECENTLY, I JUST WANNA MAKE SURE I UNDERSTAND. EVERYBODY UNDERSTANDS HOW THESE GRANTS ARE SET UP. SO, UM, WITH RESPECT TO WHAT THE GRANTS THE KINDS OF PROJECTS THAT ARE ELIGIBLE FOR THE GRANTS THAT INCLUDES EXTERIOR INFRASTRUCTURE. SO THAT'S SITE WORK, UTILITIES, SEWER, WATER AND FIRE SUPPRESSION. UM THE AREAS THAT ARE TARGETED ARE THEIR. THEY'RE CHARACTERIZED AS A LANDMARK RETAIL AND THOSE ARE IN THE AREA THAT COINCIDES WITH THE DOWNTOWN CULTURAL DISTRICT AND THEN UM, GATEWAY AREAS INTO THE CITY. SO IF YOU THINK IF YOU'RE DRIVING UP 75 THAT COULD BE EL DORADO, VIRGINIA WHITE 380, THEN SAME THING ALONG HIGHWAY FIVE. IT IS A MATCHING GRANT. UM THE MAXIMUM AWARD IS, UH, $50,000 AND THE APPLICANT HAS TO PUT IN, UM, A

[01:00:02]

MINIMUM OF PERCENT 50% SO IF THE REQUEST IS FOR 50,000, WE WOULD GIVE THEM SORRY, 25% SO IF THE REQUEST IS FOR 50,000, THEY WILL PUT UP 12,500. AND NOW THE REQUEST IS 50,000. THAT IS THE AMOUNT THAT THEY WOULD BE ENTITLED TO. THEY'RE DOING THE ADDITIONAL AMOUNT. THEY'RE DOING THE ADDITIONAL AMOUNT SO THEN IT NEEDS TO BE A PROJECT. IF IT'S A $50,000 GRANT. IT NEEDS TO BE AT LEAST A $62,500 PROJECT. SO IT'S A IF IT'S A $50,000 PROJECT. OUR AMOUNT COULD BE 37 5. OK ALL RIGHT. THAT'S $100,000 PROJECT WE'RE GIVING 7050. IT'D BE A MAXIMUM. SO IT'S A REDUCTION OF 25% INSTEAD OF AN ADDITION OF 25% SO YOU'VE ALREADY CALCULATED. WHAT THE 25% WOULD BE UNDERSTOOD AND THEN AT THE GRANT HAVE TO CAN IT BE JUST FOR THAT SPECIFIC BUSINESS, OR DOES IT HAVE TO BE ABLE TO HELP MORE THAN THIS ONE. SO BASED ON OUR THE REQUIREMENTS THAT WE MUST FOLLOW IN THE TEXAS LOCAL GOVERNMENT CODE. THESE GRANTS HAVE TO BE, UM THE APPLICANT HAS TO BE ABLE TO DEMONSTRATE THAT IT WILL LEAD TO EITHER NEW OR EXPANDED BUSINESS FOR THE ENTITY THAT'S APPLYING. THAT'S UM PART OF THE REQUIREMENT OF STATE LAW. CINDY TO CLARIFY LANDSCAPING IS NOT INCLUDED IF IT IS DISRUPTED DURING THE COURSE OF THE SITE WORK OR THE UTILITY WORK, THEN YES, IT IS SO AS REPLACEMENT. YES, OK. OK, COOL. AND LIKE EVERYTHING ELSE, THIS IS ALL REIMBURSABLE LIKE EVERYTHING WE DO. THEY'VE GOT TO PUT IT UP FIRST, AND THEN WE REIMBURSE THEM. THAT'S CORRECT. SORRY. SORRY, RIGHT. GOOD. THEY HAD ME BRING YOU UP HERE AND MAKE YOU STAND FOR FIVE MINUTES. MAN. HER CHAIR, MADAM PRESIDENT. THE BOARD FIRST. THANK YOU FOR WHAT YOU DID. I. I REALLY ENJOY. UH, THE OPENING OF THIS MEETING AND HOW INVOLVED YOU ARE WITH YOUR COMMUNITY AND GOING AND IN DEPTH. UM AND SUPPORTING THAT. UM. MAN. I WANNA TALK ABOUT JERRY RUST A WELL JUST FOR ONE SECOND, BECAUSE I DON'T THINK MY SPEECH WILL LAST FIVE MINUTES.

WHAT AN UNBELIEVABLE LADY. THAT WAS, UH, WHEN I CAME HERE 20 YEARS AGO, SHE GRABBED ME AND PULLED ME TOWARD HER AND REALLY TAUGHT ME A LOT OF DIFFERENT THINGS ABOUT DOWNTOWN MCKINNEY.

AND I THINK THAT SHE WAS PROBABLY ONE OF THE BIG THE BIGGEST AMBASSADORS WILL EVER HAVE. AND SO, UH, WHAT A WONDERFUL FAMILY. I'M SPEAKING AS A KEYNOTE TONIGHT FOR A BANQUET IN OKLAHOMA, UH, CHAMBER OF COMMERCE BANK QUICK, AND AS I WROTE IN MY SPEECH A FEW DAYS OVER THE LAST COUPLE OF DAYS, IT JUST SLOWLY BUT SURELY EVOLVED TO COMMUNITY. I MEAN, THEY REALLY WANT US TO TALK ABOUT WHAT MADE US SUCCESSFUL AND WHAT MADE DOWNTOWN SUCCESSFUL AND AS AS I'VE WRITTEN A SPEECH OVER THE LAST COUPLE OF DAYS, IT JUST SLOWLY SURELY BECAME ALL ABOUT COMMUNITY BECAUSE AT THE END OF THE DAY, THAT'S WHY I THINK THIS MAKES US SO SPECIAL ABOVE AND BEYOND, IN MOST CITIES THAT YOU THAT YOU SEE, SO NOW I'M GONNA STAY ON TRACK AND GO OFF SCRIPT.

FOR HIS SUPPORT OF HARVESTED THE MASONIC. LAST YEAR. YOU SUPPORTED THE SUPPRESSION SYSTEM WITH GRANT FUNDS, AND IT WAS GREATLY APPRECIATED. THE SEA IS INVESTED INVESTED IN THIS HISTORIC BUILDING, AND I WILL BE FOREVER GRATEFUL IN YOUR PARTNERSHIP. THE PROJECT HAD UNBELIEVABLE CHALLENGES ABOVE AND BEYOND WHAT WE COULD EVER ANTICIPATED. BUT WITH YOUR GENEROUS SUPPORT AND WITH AND WITH THE CITY OF MCKINNEY, SOUTH, UH, AND A LOT OF HELP IN GENERAL FROM A LOT OF DIFFERENT PEOPLE. UH, WE OPENED IN OCTOBER OF 2023. ALTHOUGH WE HAVE HAD SEVERAL BUMPS AND BRUISES ALONG THE WAY. WE DECIDE TO RESTORE THE BUILDING BACK TO HIS HISTORICAL SIGNIFICANCE UNDER THE STRICT GUIDELINES AS TEXAS HISTORIC COMMISSION AND THE NATIONAL PARK SERVICE. RESTORING THE BUILDING 120 YEARS OLD WAS CHALLENGING ENOUGH YET ALONG, LET ALONE ADDING THE COMPLEXITY OF THE HISTORIC STANDARDS DRIVING INCREASED MATERIAL COSTS , DELAYED PROJECT TIMELINES AND CRITIC AND IN CRITICAL REDESIGN DURING THE CONSTRUCTION. AND COMING HAT IN HAND. ASKING FOR MCKINNEY CDC TO PARTNER WITH US AGAIN TO HELP US FUND THE FIRE ALARM SYSTEM. DURING THE LIGHT INSPECTIONS, IT WAS DETERMINED UH, THAT WE NEEDED A MORE ROBUST SYSTEM THAT WAS REQUIRED WELL ABOVE OUR EXPECTATIONS. TO GIVE YOU AN OVERVIEW OF SOME OF THE CHALLENGES ALONG THE WAY THE WINDOWS WERE RESTORED OR REPLACED DURING THE REMOVAL OF THE LAST WINDOW. THE WEST WALL CRACKED IN THE DAYLIGHT, YOU COULD SEE DAYLIGHT COMING THROUGH THE CROWDS REQUIRING STRUCTURAL REINFORCEMENT. THE CITY TP AGED AND BROKEN AND

[01:05:05]

REQUIRED A COMPLETE REPLACEMENT TO GET THE PLUMBING TO WORK. STRUCTURAL CHOICES HAVE BEEN CUT IN MASSIVE SUPPORT. PAINS HAVE BEEN INSTALLED TO REINFORCE AND WE WILL STILL AND WE HAD TO PUT ON A BRAND NEW ROOF TO INSULATE THE BUILDING, UH, WHILE PROTECTING THE HISTORIC INTERIOR. WE WOULD HAVE TO HAVE MADE WE WOULD HAVE TO HAVE MATE SIGNIFICANT MODIFICATIONS TO THE INTERIOR THAT WOULD HAVE NEGATIVELY IMPACTED THE ORIGINAL STRUCTURE. THESE ARE ALL JUST A FEW EXAMPLES OF CHALLENGES WE FACED. GOING TO GO OFF SCRIPT AGAIN. UM EARLY. EARLY NUMBERS LOOKS LIKE ABOUT 75,000. PEOPLE WALK THROUGH THE DOORS OF THAT BUILDING THIS YEAR. IT'S 75,000 PEOPLE WALK THROUGH RIGHT THROUGH THOSE RIGHT PATHS. THOSE SIX SHARPS DOWN IN NORTH KENTUCKY. WE WILL BRING 75 OR PROBABLY MORE PEOPLE IN THAT AREA. UH, THIS YEAR. SUPER PROUD OF THAT, UM LIKE TO THANK YOU FOR ALLOWING ME TO SHARE WITH YOU TODAY AND LOOK FORWARD TO CONTINUING TO GROW IN DOWNTOWN MCKINNEY, UH, ALONG WITH THE CITY. OR TAKE ANY QUESTIONS YOU MAY HAVE ARE THERE ANY QUESTIONS? AND THIS IS A PUBLIC HEARING. QUESTIONS. I JUST LIKE TO MAKE A COMMENT. THANK YOU, RICK. FOR EVERYTHING YOU DO FOR MCKINNEY, THANK KITTY YOU. ARE YOU TALK ABOUT COMMUNITY? YOU ARE ABSOLUTELY A PILLAR CORE FOUNDATION. WHATEVER TERM YOU WANT TO CALL IT, UM WITHOUT YOU AND A COUPLE OTHER GUYS. THERE IS NO DOWNTOWN MCKINNEY. AND SO THANK YOU. ALSO, I WANTED TO DO MY SENTIMENTS. I MEAN, YOU YOU'RE A BUSY MAN. YOU GOT A LOT OF THINGS GOING ON. AND IF ANYBODY GOES TO YOUR RESTAURANTS IN THE EVENING YOU WERE THERE, GREETING EVERYBODY WITH A SMILE, AND IT IS TRULY TRULY APPRECIATED. PEOPLE TALK ABOUT IT ALL THE TIME THAT HOW WELL THEY LIKE GOING TO YOUR RESTAURANT BECAUSE YOU WERE THERE AND YOU WERE MAKING SURE EVERYBODY'S TAKEN CARE OF. THANK YOU. AND ONE LAST COMMENT. I HAD THE PLEASURE OF ATTENDING, UM, THE EVENT THAT YOU SO GRACIOUSLY HOSTED EARLIER THIS WEEK. FOR ME, NEW BOWER. UM, PRESENTATION AND HER BOOK I EXPECTED THERE MIGHT BE 35 PEOPLE THERE AND THERE WERE OVER 200. NOT QUITE THAT CLOSE TO IT. IT IT WAS A SELLOUT AND YOU COULD HAVE HEARD A PIN DROP. UM WITH A DISCUSSION ABOUT, UM, YOU PICK IT FARMING, AND IT DREW QUITE A LARGE COMMUNITY OF THOSE WHO ARE INTERESTED IN KNOWING WHERE THEIR FOOD COMES. FROM UM AND, UH, THE JOYS OF FARMING AND GROWING LOCAL FOOD. SO UM, I KNOW YOU HAVE A BUSY, BUSY JOB KEEPING YOUR BUSINESS GOING, BUT YOUR INTEREST IN OUR FOOD SUPPLY CHAIN AND FEEDING FAMILIES IS ALSO REMARKABLE. SO THANK YOU. I DO HAVE A QUESTION. FIRST OF ALL YOUR ESTABLISHMENT IS BEAUTIFUL.

I WAS THERE LAST NIGHT PROBABLY MARKED THE FOURTH TIME THAT I'VE BEEN THERE AND SO HATS OFF FOR THE RENOVATIONS. IT REALLY IS A STUNNING, STUNNING RESTAURANT I. I DO. I DID WANNA ASK, THOUGH, ABOUT, UM JUST PROCEDURALLY WHEN THE FIRE SUPPRESSION SYSTEM WAS PUT IN, AND WE DID FUND THAT FOR $50,000 PUT MONEY TOWARDS THAT FOR $50,000. WAS THERE A DISCUSSION AT THE TIME THAT THE FIRE ALARMS NEEDED TO BE UPGRADED OR SO WHY WAS THAT NOT EXAMINED THEN? WELL. GRACEFULLY SOMETIMES AS YOU GO THROUGH THE CD PROCESS. AND SOME THINGS CHANGE. UM, WE WOULD LIKE TO HEAR BETTER AT THAT WITHIN THE CITY. AND. I FEEL LIKE THAT. THAT'S A HUGE THING FOR PEOPLE INVEST MONEY LIKE WE DID, AND WE , UM I'M NOT GONNA KICK THAT CAN RIGHT DOWN THAT ROAD, BUT WE CAN GET BETTER FROM A CITY STANDPOINT AND HOW WE, UH, APPROVE PLANS. AND MAKE SURE THAT THEY ARE WHERE THEY NEED TO BE. THINGS CHANGE, ESPECIALLY OVER A PROJECT LIKE THAT. IT TOOK US 2.5 YEARS TO BUILD TO START AND TO FINISH. THAT PROJECT HAD CODES CHANGE AND SOMETHING WITHIN THOSE CODES CHANGED TO MAKE US PUT THAT ROBUST SYSTEM IN. UM I'M NOT QUITE SURE. UM BUT THERE'S BEEN TIMES THAT WE JUST NEED TO GET AS AS AS WE ALL DO, IN BUSINESS AND IN IN IN IN CITIES AND SO FORTH, WE NE. WE NEED TO CONTINUE TO GET BETTER AT MAKING SURE THAT ONCE WE HAVE A PLAN APPROVED THAT THAT'S THE PLAN WE CAN STAY WITH. THERE'S CERTAIN TIMES IN CERTAIN ENTITIES, ESPECIALLY FIRE BECAUSE ITS SAFETY THAT THINGS CAN BE MISSED

[01:10:03]

IN A PLAN OR OR OR A CODE CHANGES AND YOU HAVE TO. YOU HAVE TO GO TO THAT. SO, UM AS FAR AS THE PRESSURE WAS WHERE THEY NEEDED TO BE. WHEN WE STARTED, IT WAS WHAT IT NEEDED TO BE WHEN WE OK THE PLANS AND AS WE GOT IN, AND WE STARTED BUILDING AND WE HAD TO GO BACK AND CHANGE THAT, UM AND SO, UM IT JUST HAPPENS SOMETIMES NOT ONLY IN THE CITY OF MCKINNEY, BUT IT HAPPENS ALL ACROSS THE COUNTRY. I'M NOT IN ON CITY K. YEAH, NO, BUT I DO THINK IT'S WORTH. PERHAPS OUR BOARD HAVING A DISCUSSION WITH CODE BECAUSE I DO FEEL LIKE IN THIS CASE HAD IT BEEN RECOGNIZED EARLIER, THERE WOULD HAVE BEEN A COST SAVINGS RIGHT? THERE'S SOME EFFICIENCY HERE IN DOING BOTH TOGETHER RATHER THAN SOMETHING THAT IS GOING TO COST YOU OR ALREADY COST YOU BECAUSE YOU'VE ALREADY PAID IT, YOU KNOW, OVER $32,000 COMING COMING TO US BECAUSE THE CITY CODE ENFORCER DIDN'T CATCH IT. AND THEN, YOU KNOW, UM IT BEING SOMETHING UP FOR OUR DISCUSSION. I THINK THAT THIS IS NOT THE ONLY BUSINESS WHERE WE'VE SEEN THIS AND WE SEE SOME APPLICATIONS LATER ON TODAY THAT HAVE JOINT SUPPRESSION AND FIRE ALARMS, AND THAT COST SAVING IS REAL. AND IF IT'S NOT CAUGHT EARLY, OR BUNDLED THEN YOU PAY MORE LATER AND THEN WE PAY MORE LATER. SO, UM, I, I HAVE SEEN IT ENOUGH TIMES. NOW I THINK IT'S WORTH HAVING A DISCUSSION WITH THE CODE ENFORCERS. UM AND I DON'T LAY IT ON YOU TO HAVE TO JUSTIFY IT, BUT I JUST WANTED TO MAKE SURE WE AIRED OUT. UM, THE SITUATION. I THOUGHT YOU SAID THAT VERY GRACEFULLY. UM WHILE YOU WERE SAYING THAT THAT YOU DON'T KNOW THIS, BUT THERE WERE A LOT OF HEADS BEHIND YOU NODDING UP AND DOWN IN AGREEMENT, AND ALL I CAN SAY IS, UM, MAN S HAD MORE THAN A COUPLE OF THESE EXACT SAME SITUATIONS, AND IT WAS FRUSTRATING. IT WAS EXPENSIVE AND THAT'S HOW IT IS.

AND YOU ARE NOT THE ONLY ONE AND, UM WE? I THINK WE CAN WE CAN ALL WORK ON LOTS OF THINGS, INCLUDING THEM. WE HAVE A GROWING CITY AND IF YOU LOOK AT JUST THE TAX DOLLARS COMPARED TO WHERE WE WERE LAST YEAR, UM AND SO THE CITY IS DOING THE SAME THING, AND I REALLY TRY TO I RATHER THAN GETTING IN ALL, UH, MAD III. I WOULD TRY TO TAKE A STEP BACK AND LOOK AND SEE. YOU KNOW, AS MY BUSINESS SCALES, UH, WE HAVE CERTAIN ISSUES AND PROBLEMS WITH GROWING PAINS, AND I THINK WE DO THE CITY AS WELL. SO YES, TRYING TO TAKE A STEP BACK. CAN WE GET BETTER AT THAT? UH, AS AS WE GET BETTER THAT WE SAVE MONEY. MAN YEAH, A AS TAX DOLLARS AS WELL AS AS INDIVIDUALS, SO I APPRECIATE THAT. CAN I ANSWER ANY MORE QUESTIONS? YOU DON'T HAVE ANY QUESTIONS, BUT I JUST WANNA SAY AS EVERYONE ALREADY SAID, THANK YOU FOR WHAT YOU DO YOU KNOW THE PHILANTHROPY THAT YOU DO IN THE COMMUNITY AS PHENOMENAL IN JUST LOVE THE ESTABLISHED IF YOU HAVEN'T HAD THAT BIG, CHICKEN FRIED STEAK THAT COMES OFF THE PLATE PLASTIC THAT COVERS THE WHOLE PLATE. UH SO THANK YOU FOR EVERYTHING, UM, THAT YOU DO IN YOUR COMMITMENT TO COMMIT. I MEAN COM TO THE COMMUNITY AND SPECIFICALLY DOWNTOWN. UH, OUR HISTORIC DISTRICT. SO THANK YOU.

MUCH. I APPRECIATE IT. THANK YOU VERY MUCH. AGAIN. THIS IS A PUBLIC HEARING. ARE THERE ANY.

ARE THERE ANY OTHER DISCUSSIONS OR COMMENTS? OK, CAN I ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING? A MOVE TO CLOSE THE PUBLIC HEARING. SECOND MOVE BY DAVID RICHE SECONDED BY DAVID KELLY. MOTION PASSES. THANK YOU. ITEM 24-1251. BUT THIS AGENDA ITEM THERE WAS AN ERA WITH THE C

ENTITY. YOU WANNA SPEAK TO THAT? UM JUST WANT THE BOARD TO BE AWARE, UH, WHEN WE SUBMITTED THE ITEM TO THE NEWSPAPER THE PUBLIC HEARING NOTICE TO THE NEWSPAPER. WE HAD LISTED THE APPLICANT AS CLEO MEREDITH. IT SHOULD HAVE BEEN HOPE HARDWARE LP SO WE WILL REPUBLISH. UM BEFORE NEXT MONTH'S MEETING, BECAUSE WE'RE GONNA DO THAT WE NEED TO LEAVE THIS PUBLIC HEARING ON OPEN INSTEAD OF CLOSING IT SO WE WILL NOT BE CLOSING. THIS PUBLIC HEARING. WE ARE PRESENTING TODAY LET ME FINISH READING JAMES WEST . HOLD ON ONE MINUTE. FINISH READING THIS CONDUCT A PUBLIC HEARING, CONSIDER DISCUSS ACT ON THE RETAIL DEVELOPMENT INFRASTRUCTURE GRANT APPLICATION SUBMITTED BY AGAIN IT SAYS CLEO MEREDITH R. I 24-02 IN THE AMOUNT UP TO $50,000 FOR THE INSTALLATION OF FIRE ALARM SYSTEM AT THE HOPE HARDWARE BUILDING LOCATED AT EE, LOUISIANA EAST LOUISIANA STREET. MCKINNEY TEXAS, AND IT IS, UH NICK CAIN AND R. NICK CAIN, THE OWNER OF THE RESTAURANT IS CALLED AWAY UNEXPECTEDLY. HE'S DUE TO COME BACK, BUT HE HASN'T SO WE'RE GOING TO SPEAK IN HIS BEHALF. THE OWNER OF THE BUILDING. UH, CLEO. MEREDITH AND

[01:15:06]

HER HUSBAND, TOM, MEREDITH, OUR PARTNERS IN THIS EFFORT. THE BUILDING IS 136 YEARS OF AGE, AND IT HAS SIGNIFICANT ISSUES TO DEAL WITH, AS ALL BUILDINGS HAVE , AND THE FIRST CONCERN WILL BE THE PROVISION OF THE FIRE SUPPRESSION SYSTEM AND ALARM SYSTEM FOR THE BUILDING AND THE OTHER WILL BE A NEW GREASE TRAP, WHICH HOPEFULLY WILL BE SHARED BY THE AREA AROUND IT. AS YOU KNOW, THERE ARE VERY FEW OCCASIONS WHERE YOU HAVE PLACEMENT LOCATION OPTIONS IN THE ZERO LINE BUILDING LINE APPROACH MOST EVERY PROPERTY ENCROACHES ON ANOTHER. WE ARE TRYING TO PUT ALL THIS TOGETHER IN A SINGLE PRESENTATION. WHICH WILL ACCOMMODATE MANY PEOPLE IN THE LONG TERM AND SERVE THIS AREA. CLEO THE OWNER, WOULD LIKE TO PRESENT THE NUMBERS TO YOU ON THE THESE SPECIFIC ITEMS. THIS IS CLEAR, MEREDITH. THANK YOU FIRST. I WANT TO THANK THE BOARD. AND UM, WE ARE HERE TODAY AND TO PRESENT AN AFTER 20 YEARS AS A, UH, THE PANTRY RESTAURANT.

UH, WE FINALLY DECIDED TO RETIRE. AND UM, I DON'T KNOW, LINDA. YOU CAN SHOW THE POWERPOINT THAT NICK HAS PREPARED AND I WANT EVERYBODY TO GET EXCITED ABOUT THE, UH, NEW RESTAURANT IS GOING TO MOVE INTO THE 214 EAST LOUISIANA STREET THAT THE PANTRY RESTAURANT USED TO BE. AND THE PANTRY HAS BEEN GRANDFATHER FROM THE, UH, THE SILICON FOR 22 YEARS, SO THE BUILDING DEFINITELY NEEDS TO BE UPGRADED TO MEET THE CITY CURRENT CODE. SO THE TWO MOST IMPORTANT THINGS THAT WE HAVE GRANDFATHER IN IS THE GUEST TRAP AND THE FIRE SUPPRESSION SYSTEM.

NO WE HAVE TO BRING IT UP TODAY. SO THAT'S A BUILDING OWNER AND AS THE BUSINESS THAT THAT WE, UH, DEFINITELY, UM WOULD LIKE TO DO AND, UM SO THE NUMBER. WHAT IS IT? THE WORD ON THE FLIGHT.

YEAH YEAH, AND THE BUILDING HISTORY. I THINK EVERYBODY ALREADY KNOW. SO UM, I THINK I HAVE BEEN TO THE PANTRY BEFORE. SO UM, I THINK THE UH UH, JAMES AND, UM, NICK, THEY WORK TOGETHER VERY CLOSE TOGETHER TO PRESERVE THE HIS HISTORIC, UH, HISTORY OF THE BUILDING. AND DURING THE SAME TIME AND ALSO THEY HAVE A NEW PLAN FOR WHAT THE BUILDING INSIDE THE DINING AREA SUPPOSED TO BE. THE KITCHEN AREA IS SUPPOSED TO BE. SO THERE IS A LOT OF WORK WE'RE GOING TO, UH, LATER PRESENT TO THE BOARD THAT WHAT KIND OF CHANGES WE'RE GOING TO BRING INTO THAT BUILDING, BUT MOST CURRENT, UM THE REASON WHY WE HERE IS THE FOR THE FIRE SUPPRESSION SYSTEM.

SO UM, I'M GOING TO PRESENT YOU THE NUMBER THAT WE HAVE, UH, RE RE ACQUIRE, UM GEMS FROM GEMS AND THE CONTRACTORS AND THE SCOPE OF THE FIRE SUPPRESSION SYSTEM, INCLUDING THE FIRE RACER ROOM. AND THE WATER MAIN CONNECTION. BECAUSE THAT HAD NOT BEEN AS NEW HAD NOT BEEN EXISTED BEFORE, AND THE FIRE ALARM COMPANY AND THE ASSISTANCE WHICH I THINK THATS WHAT RICK WAS PRESENTED EARLIER. AND THERE WILL BE TWO FLOORS OF THE FIRE SUPPRESSION SYSTEM, INCLUDING THE SPRINKLER. UM UM, BOTTOM FLOOR AND THE MAZING LEVEL. SO IT IS A PRETTY SUBSTANTIAL PROJECT. SO WE'RE LOOKING AT THE NUMBER THAT IS QUITE SUBSTANTIAL , TOO. THAT'S WHY WE ARE HERE AND THEN HOPE, UH, WE CAN GET SOME HELP FROM THE CITY AND BRING THIS BUILDING TO THE WAY.

UM IT IT SHOULD BE. AND TO ME, THE CITY CALLED AND, UM, TO MEET US, UH, THE SAFETY AND SECURITY OF THE BUILDING AND GS CAME, UM, CAN PRESENT UH, THE. OR THE OVERALL PROJECT ABOUT THE, UH, THE ARCHITECTURE PLAN AND THE, UM THE HOW THE SYSTEM IS SUPPOSED TO, UM TO BE, UM LOOK LIKE AND SO THE WHOLE PLAN IS SUBMITTED TO THE CITY FOR PERMITS. AND SO WE, WE AS SOON AS WE GET THAT WE START WORKING IF WE ALL HAVE ANY QUESTIONS A QUESTION. SO I JUST WANT TO CLARIFY DURING THE PERIOD IN WHICH THE PANTRY WAS OPEN. THE CITY GRANDFATHERED THE PANTRY SO AS NOT TO HAVE FIRE SUPPRESSION AND ALARMS THAT WOULD BE UP TO CURRENT CODE. SO ANY ANY PATRON

[01:20:04]

THAT WAS IN THERE IF THEY WERE FI, I MEAN, THAT SEEMS TO BE A SIGNIFICANT LIKE AREA OF CONCERN THAT I HAVE AGAIN. I KNOW IT'S A LITTLE BIT OUTSIDE OUR SCOPE, BUT I MEAN, MANY PEOPLE PATRONIZE THE PANTRY. I ENJOYED IT AS WELL. AND JUST TO THINK THAT THAT WAS OPERATING AND NOT IN CODE FOR ALL OF THOSE YEARS AND ALL OF THE WOOD THAT'S IN THERE, INCLUDING THE BALCONY AREA. I MEAN, THAT'S A SIGNIFICANT CONCERN AND AGAIN. I JUST THINK SOMETHING THAT WE REALLY NEED TO ADDRESS WITH THE CITY. BUT THEN I THINK AGAIN, TOO, AS A OWNER OF THE BUILDING.

THAT CAN WAS COMING RIGHT? IT HAD BEEN KICKED AND SO FOR ALL THAT TIME. THERE WAS AN AWARENESS THEN I GUESS THE DEAL WAS IF YOU EVER CONVERTED IT AND GOT A NEW TENANT. WOULD HAVE TO GET IT UP TO CODE. OK, SO THAT WAS IT WAS A KNOWN EXPENSE. AND, UM FOR THIS. MATCHING PORTION.

UM JUST TO CLARIFY. I CAN'T REMEMBER FROM ALL OF THE MATERIALS THAT I READ. IS WHO IS PUTTING UP THE MATCHING FUNDS. IS IT THE TENANT? OR IS IT YOU AS THE BUSINESS OWNER AS A BUSINESS OWNER? UH, AS THE BUILDING OWNER AS THE BUILD? I'M SORRY I MEANT THAT. I MEAN, PARDON ME HERE. THE BUILDING OWNER. OH, YES. ALL RIGHT. THANK YOU. ANY ADDITIONAL I JUST WANT TO CLARIFY BECAUSE I WAS READING AND I MAY HAVE MISSED THIS TO THE TOTAL. I THOUGHT I READ THAT THE TOTAL COST OF THE PROJECT WAS 50,000, BUT THE TOTAL COST IS NOT NO, WE REQUEST FOR 50,000 BECAUSE THAT IS THE MAXIMUM OF THE LIMIT THE AMOUNT BUT THE TOTAL, UH, INCLUDING THAT'S WHAT IT HAS DIFFERENT COMPONENTS. SO THE BID WE GOT, AND, UH, TOTAL AMOUNT. UH, WE PROBABLY ESTIMATE IS ABOUT 100 80,000. YEAH IN IN TWO DIFFERENT THINGS. AND I JUST WANTED TO CLARIFY BECAUSE I'M SEEING CLEARLY RIGHT HERE A COST AND THEN I THOUGHT I READ IN THE PACKET OF COST, AND I JUST WANTED TO CLARIFY FOR MY OWN PURPOSE THAT THE 200,000 IS THE TOTAL 50 OK? TO BE CLEAR. THANK YOU. AND THEN JUST FOR MY REFERENCE BECAUSE I DIDN'T SEE IT ON HERE. BUT I THOUGHT I'VE HEARD YOU SAY IT JUST CAN BE INCLUDED A GREASE TRAP HERE WANTING TO PUT IN AS WELL. NO GUISE STRAPS NOT INCLUDED. ANY ADDITIONAL QUESTIONS. IS THERE ANY THIS IS A PUBLIC HEARING. IS THERE ANYONE TO WANT TO MAKE COMMENTS ON THIS ITEM? IT'S A PUBLIC HEARING. THE ADDITIONAL QUESTION. AND I, YOU KNOW WHAT? WE'RE NOT CLOSING THIS PUBLIC HEARING BECAUSE WE HAVE TO REPOST IT SO IT, IS IT THANK YOU SO MUCH. NEXT ITEM. 24-1252 CONDUCT A PUBLIC HEARING AND

CONSIDER DISCUSS ACT ON A RETAIL DEVELOPMENT INFRASTRUCTURE GRANT SUBMITTED BY SUGAR RUSH HOLDINGS LLC DOING BUSINESS AS CAMI CAKES , R. I 24-03 IN THE AMOUNT OF $33,127. FOR THE EXTERIOR ELIGIBLE WORK IN THE INSTALLATION OF A GREASE TRAP AT THE SITE OF NEW BAKERY. ON 2950, CRAIG DRIVE SUITE 302 MCKINNEY, TEXAS AND MR NOLAN NORTON WILL BE PRESENTING. AM JONATHAN DORSAY. THIS IS MY BUSINESS PARTNER. HE CAME FROM FLORIDA. SO THANK YOU SO MUCH, MADAM CHAIR MEMBERS OF THE BOARD. THANKS FOR HAVING US THIS MORNING IS PRETTY EARLY FOR ME.

YOU BRINGING THAT H BC U, YOU KNOW IT. YOU KNOW WHAT YOU'RE DOING. UM, I ALSO HAVE A BACKGROUND I'VE BEEN IN CORPORATE AMERICA FOR THE PAST EIGHT YEARS STARTED AT ALLSTATE AT JP. MORGAN HERE IN FRISCO. UM AND THEN I NOW LIVE IN, UM AT AUSTIN AND JUST A LITTLE BIT ABOUT MY BACKGROUND AS WELL. I ALSO HAVE A NONPROFIT . SO THIS HEARING Y'ALL TALK ABOUT THE COMMUNITY. I JUST FEEL LIKE THIS IS RIGHT NOW THAT IT IT'S ALL COMING TOGETHER BECAUSE I CAN'T WAIT TO GET HERE AND REALLY JUST BE A PART OF THE COMMUNITY AND REALLY HELP SO. ALL RIGHT. AND I'M JONATHAN DORSEY. I AM ALSO A PROUD GRADUATE OF FLORIDA A AND M UNIVERSITY. UM I HAVE OVER SIX YEARS OF IT LEADERSHIP, UH, WORKING IN, UH, COMPANIES SUCH AS JOHNSON AND JOHNSON AND CURRENTLY DISCOVER FINANCIAL SERVICES SOON TO BE CAPITAL ONE. I'M ALSO AN ENTREPRENEUR AT HEART. I'M THE OWNER OF DORSAY RENTALS WHERE I MANAGE SHORT TERM AND LONG TERM RENTALS. AND YOU KNOW, THAT'S NO STATED, WE'RE SUPER EXCITED TO BRING THIS ENDEAVOR TO MCKINNEY. SO THIS IS A LITTLE BIT ABOUT OUR FOUNDER. SO CAM CASE HAS NOW BEEN IN BUSINESS FOR 18 YEARS.

START IN 2006 IN ORANGE PARK. UM, IF Y'ALL ARE NOT FAMILIAR WITH ORANGE BAR THAT'S A SUBURB RIGHT OUTSIDE OF JACKSONVILLE. UM AND IT STARTED THEN WHERE THE HEADQUARTERS ARE NOW IN 2009 IN ATLANTA, GEORGIA, SO THERE'S ACTUALLY THREE LOCATIONS IN ATLANTA CURRENTLY. THE MISSION

[01:25:03]

STATEMENT. UM, CREATING HAPPINESS WITH ONE CUPCAKE AT A TIME. SO OUR DIFFERENCE IS WE'RE CREATING SIGNATURE CUPCAKES AND CAKES WITH FRESH QUALITY INGREDIENTS AND SIGNATURE RETAIL EXPERIENCE FOR ME. THAT ONE RIGHT HERE IS NUMBER ONE FOR ME BECAUSE IT'S ALL ABOUT THE EXPERIENCE. I'M ALL ABOUT CUSTOMER SERVICE AND THIS REALLY SERVING THE CUSTOMERS, SO THAT'S SOMETHING THAT WE'RE BRINGING TO THIS COMMUNITY. OF COURSE. NOT TO TALK ABOUT OTHER CUPCAKE PLACES THAT ARE ALREADY HERE. BUT I'M PRETTY SURE THAT OUR EXPERIENCE IS GOING TO BE ONE THAT IS GONNA BE RESONATED WITH THE COMMUNITY. AND THIS IS JUST KIND OF LIKE A FEW PICTURES OF WHAT THE CURRENT CUPCAKES LOOK LIKE IN SOME OF THE CAKES. AND THESE ARE OUR CURRENT LOCATIONS, ONE IN TINSELTOWN IN JACKSONVILLE, LENOX MALL IN ATLANTA, GEORGIA CUMBERLAND MALL IN ATLANTA, GEORGIA AND THE CREAMER, WHICH IS LIKE A SUBURB RIGHT OUT IN SMYRNA, RIGHT OUTSIDE OF ATLANTA. ALL RIGHT, GETTING TO OUR ASK SO OUR PROJECT IS REQUESTING $33,127.25 . AND ESSENTIALLY, THIS WILL SERVE AS FINANCIAL ASSISTANCE AS WE LOOK TO COMPLETE OUR KITCHEN, BUILD OUT AND LOOK FORWARD TO OUR GRAND OPENING OF CANDY CAKES AND MCKINNEY, SO THIS WORK WILL INCLUDE THE INSTALLATION OF A NEW PANEL BOX THAT WE'LL BE ABLE TO SUPPORT. UH, AT LEAST 240 VOTES OF POWER FOR OUR KITCHEN APPLIANCES. CURRENTLY THE UNIT HAS AN OUTDATED PANEL BOX THAT ONLY SUPPORTS UP TO 100 AND 20 VOTES. I BELIEVE SO NOT ONLY WILL WE NEED TO REPLACE, UH WELL , WE WOULD NEED A NEW PANEL BOX BUT UPGRADED AS WELL TO SUPPORT OUR YOU KNOW, REFRIGERATOR OVENS AND OUR OTHER BIGGER APPLIANCES. UH, SECONDLY, THIS COST WILL COVER A GREASE INTERCEPTOR OR A GREASE TRAP. ACCORDING TO THE CITY OF MCKINNEY. THE GREASE TRAP MUST BE LO, UH, INSTALLED OUTSIDE OF THE UNIT, AT LEAST 6 FT INTO THE GROUND. THIS COSTS ALSO COVERS ANY PV C PIPES. UH YOU KNOW, CONCRETE, CUT OUT CONCRETE FOR BACK, UH, GREASE CHOP LEVELING. YOU KNOW ANY TRENCHING FOR THE PIPES THE WHOLE NINE YARDS. JUST GIVE A LITTLE A LITTLE SNIPPET ABOUT OUR KEY MILESTONES. SO SENSE, UH, DECEMBER 2023 WHEN WE FIRST SIGNED OUR LEASE FOR EL DORADO PLAZA HERE IN MCKINNEY, WE FAST FORWARD NOW WE'RE GOING THROUGH OUR PERMITTING PROCESS. LOOKING FORWARD TO START BREAKING, UH, CONCRETE FOR OUR KITCHEN REMODELING AND JUST LOOKING AHEAD TO LAUNCHING CHES MCKINNEY IN APRIL OF 2024. AND JUST TO BRING US HOME ALL IN ALL CANDY CAKES. IT IS NOT JUST A BAKERY, BUT IT IS A BRAND COMMITTED TO CREATING HAPPINESS. AND ONCE AGAIN WE ARE SUPER SUPER EXCITED TO EXPAND THIS ENDEAVOR HERE TO MCKINNEY. OPEN FOR QUESTIONS.

ARE THERE ANY QUESTIONS? I JUST NEED SAMPLES, MAN. YEAH. YOU JUST MADE US ALL WANNA HAVE THIS MORNING. LIKE WHERE ARE THE CUPCAKES? UM IS THIS A IS THIS A FRANCHISE OPPORTUNITY OR A? IS IT A WHOLLY OWNED, UM, EXPANSION FOR THE FOR THESO IT IS NOW BECOMING A FRANCHISE OPPORTUNITY. AT FIRST. IT WAS LIKE A FAMILY OWNED BUSINESS. UM AND NOW SHE'S JUST GETTING AROUND TO IT. THIS IS THE SECOND FRANCHISE, SO THERE'S ALREADY ONE IN ATLANTA, GEORGIA, CURRENTLY THE FOUR LOCATIONS THAT YOU POINTED OUT. THOSE ARE CORPORATE OWNED. INITIAL LOCATIONS SO THAT YOU'RE YOU'RE NOT A PARTY TO THAT BUSINESS. ANDRE HALL. SHE'S THE OWNER OF.

TINSELTOWN LENOX, CUMBERLAND AND THEN CREAMERY IS, UM, A FRANCHISE. HE'S RESERVED TO SAY IT, BUT IT'S HIS SISTER. YEAH, IT'S MY SISTER. I DIDN'T WANT TO SAY IT. ARE YOU GUYS GONNA BE LOCATED IN THE IS IT THE SALON? OF 75 THE OLD SALON. YEAH, IT USED TO BE A SALON RIGHT NEXT TO SCOTTY, PS AND LANE BRYANT'S ON THE LEFT, OK? UM, I WAS CURIOUS. ARE YOU GETTING ANY TENANT IMPROVEMENT FUNDS? WE ARE GETTING THE INTENDED IMPROVEMENT FUND OF ABOUT $19,500 AND. OK, BECAUSE I WAS JUST CURIOUS. I MEAN, TAKING OVER A SALON. TO DO THIS SIGNIFICANT INVESTMENT. I MEAN, YOU COULD HAVE CHOSEN A PLACE THAT ALREADY HAD A GREASE STRAP, RIGHT? YEAH AND THERE IS NOTHING BUT CAKES RIGHT AROUND THE CORNER. IT'S LIKE, RIGHT? YEAH. SO AN INTERESTING LOCATION . UM, BUT I DO CREDIT YOU THANK YOU SO MUCH FOR COMING TO THE BOARD, AND I KNOW IT'S A BIG, EXCITING ENDEAVOR TO OPEN A NEW BUSINESS. EXCITING TIMES AHEAD. THANK YOU. THANK YOU. I WILL MAKE A COMMENT. I AM A PROUD GRADUATE WITH A PRAYER OF U A AND M UNIVERSITY. I KEEPING IT SO, CRA. CONGRATULATIONS ON BEATING US. Louisiana Street, McKinney, Texas.]

24-1253 CONDUCT A PUBLIC HEARING CONSIDERED DISCUSS ACT ON A RETAIL DEVELOPMENT INFRASTRUCTURE GRANT APPLICATION SUBMITTED BY HADDINGTON FUN L PR . I 24-04 IN THE AMOUNT OF 16,800. $886.25 FOR THE CONSTRUCTION OF A RETAINING WALL WALKWAY, STAIRS AND BRICK, PA RESET AT THE FLOUR MILL, LOCATED AT 407, EAST LOUISIANA STREET. MCKINNEY TEXAS IN JAMES IS HERE.

GOOD MORNING, MADAM CHAIRMAN, PRESIDENT AND THE STEAM BOARD MEMBERS THAT HAVE BEEN VERY HELPFUL. TO THE MCKINNEY FLOUR MILL IN THE PAST, AND SO HERE I AM AGAIN. WITH A NEW NEED. WITH THE, UH THE FUTURE ENTRANTS TO A OF RESTAURANT THAT IS GOING TO BE ON THE SOUTH FACING PART OF OUR PROPERTY FACING LOUISIANA STREET. WHICH IS UNDER CONSTRUCTION RIGHT NOW. AND SO THIS IS A GOOD SHOT AT THE MAIN ENTRANCE TO THE IS A WALKOUT BASEMENT THAT WE DUG OUT MANY YEARS AGO. UH, IT'S BELOW THE EVENT HALL BUILDING THAT WE HAVE NOW. SO ANY QUESTIONS ABOUT WHAT BUILDING WE'RE TALKING ABOUT, AND WHAT DIRECTION THIS IS FACING. IT IS FACING THE LOUISIANA STREET SO THE NEED THAT I'M ASKING FOR IS THAT WE HAVE THIS LITTLE AREA HERE THAT HAS ALWAYS BEEN KIND OF A CONUNDRUM FOR US AS FAR AS ACCESS THE STAIRS THAT ARE LEADING DOWN FROM ABOVE, WHICH IS WHERE OUR EVENT EVENT CENTER IS. PEOPLE WOULD WALK DOWN THE STAIRS, AND THE ONLY WAY THEY CAN REALLY GO ANYWHERE IS GOES STRAIGHT WEST TO THE OTHER BUILDING. THEY THERE'S REALLY NO WAY FOR THEM TO MAKE A U TURN THERE AND ACCESS THE LOWER PART OF OUR BUILDING. AS YOU CAN SEE THERE, THERE'S NO STAIRS AND THERE'S THE RETAINING WALL. BUT IT'S IT DOESN'T UM, REALLY DO THE JOB. THAT WE NEED SO THE ACCESS NEEDED TO THE PATIO DOWN BELOW. YOU CAN SEE UH, IF SOMEBODY FROM ABOVE WANTED TO GET TO THE FRONT DOOR. THEY REALLY THEY CAN'T AND ALSO IF YOU'RE WALKING DOWN THIS NEW LOUISIANA STREET SIDEWALK THERE IS NO WAY TO GET TO THAT FRONT DOOR EITHER. SO THE GOAL IS TO PROVIDE THE ABILITY TO DO THAT.

THE AREA NEEDING THE WALKWAY STAIRS. AND I'M STANDING WHEN I TOOK THIS PICTURE ON LOUISIANA STREET. IS WONDERFUL. WE HAVE STREET ACCESS. IT'S JUST HARD FOR PEOPLE TO GET FROM THE STREET TO THAT DOOR. THIS IS A SNEAK PEEK INSIDE. WHAT INSIDE THE DOOR. THIS IS THE BASEMENT.

OF THE BUILDING. BEFORE WE TOOK THE DIRT OUT THERE WAS ABOUT 4 FT OF DIRT. BUT THIS HIGH OF CROSS SPACE IN THERE. IS THOSE CEILINGS ARE 8 FT. HIGH. SO HALF OF IT WAS DIRT, AND THE OTHER HALF WAS JUST CRAWL SPACE. AND SO WE DUG ALL THE DIRT OUT, POURED NEW CONCRETE PUT IN NEW POSTS. SUPPORT. THE ROOM UP ABOVE. AND UH, WE USE IT FOR STORAGE NOW, BUT THE FUTURE PLAN IS WHEN PEOPLE ARE PEDESTRIANS ARE WALKING UP AND DOWN LOUISIANA STREET FROM TOPS OR THE CITY HALL OR JUST PEOPLE WANTING TO IN THE AREA. THEN WE WOULD OPEN THE BUSINESS THERE AS A RESTAURANT. IT IS NOT A RESTAURANT NOW. IT IS NOT GOING TO BE ONE NEXT YEAR, PROBABLY, BUT MAYBE THE FOLLOWING YEAR. THIS IS ANOTHER VIEW OF WHAT'S INSIDE THOSE DOORS. IT IS GOING TO BE A RESTAURANT OF SOME SORT. AND THIS IS A PICTURE OF UM, THERE'S A WE HAVE A GARDEN OUTSIDE. THAT ACTUALLY M CDC HELPED FUND THAT GARDEN. MANY OF YOU HAVE BEEN THERE. THIS IS STANDING ON THE CORNER OF THAT GARDEN. LOOKING AT DOWN THE PATIO ON BOTH SIDES THERE OF THAT WALK OUT BASEMENT. ASK THE GUARDIAN CAN SEE. AND YOU CAN ALSO SEE IF YOU LOOK AT THE TOP OF THAT PICTURE. AND NOW ROOF TOP SIGN THAT FUNDED AND WE'RE VERY PROUD OF AND VERY HAPPY WITH THAT. AND THAT IS THE CONCLUSION OF THE PRESENTATION. QUESTIONS. UM NOW. WHAT IS THE NEED FOR SOMEBODY WHO IS IN THE UPPER LEVEL TO MAKE THAT U TURN AND COME INTO THE STORAGE SPACE?

[01:35:01]

THANK YOU FOR ASKING THAT BECAUSE WE HAVE CURRENTLY WEDDINGS. THE GARDEN IS USED. IT WAS ORIGINALLY DESIGNED FOR OUTDOOR CEREMONY SPACE AS WELL AS COCKTAIL HOUR AND JUST PUBLIC SPACE. SO WHEN A BRIDE UH, COMES OUT OF THE BRIDAL SUITE, WHICH IS UPSTAIRS. SHE DOESN'T WANT TO BE SEEN BY THE GUESTS THAT ARE WAITING FOR THE CEREMONY TO BE TO BEGIN IN HER WAY TO GET TO THE OUTDOOR CEREMONY. SPACE IS TO GO DOWN THOSE STEPS. AND THERE'S NO WAY FOR HER TO DO THAT. U TURN WITHOUT STEPPING OVER SOMETHING AND TRYING TO WALK DOWN A SIDEWALK. UM SO.

BECAUSE IF THAT MAKES SENSE THAT IS KIND OF HER STAGING AREA. SO THAT WHEN THE MUSIC STARTS FOR THE CEREMONY, SHE'S ABLE TO WALK DOWN THE AISLE WITHOUT THAT WAS THE FIRST TIME THAT EVERYBODY SAW HER IN HER DRESS, SO OK AND WHAT IF ANY, AD A COMPLIANCE ISSUES? MIGHT THERE BE? IF THAT WERE TO BECOME A RESTAURANT, OR EVEN NOW IN TERMS OF ACCESSING THE GARDEN FROM THE UPPER AREA.

YOU HAVE TO HAVE ANY KIND OF RAMP. UH, WE DO HAVE A COUPLE OF AD A ACCESS CURRENTLY THE WAY THAT SOMEBODY WOULD COME TO THE GARDEN OR ANY OF THOSE LOWER AREAS WOULD BE PARKED IN THE PARKING LOT, WHICH IS ON THE NORTH SIDE OF OUR PROPERTY. AND WE HAVE, UH, AD, A WALKWAY THAT WRAPS AROUND THE GARDEN AND THAT'S HOW YOU END UP IN THE GARDEN. AD A ACCESS, SO WE DO HAVE CURRENT ACCESS TO THAT LOCATION, AND YOU WOULD NOT NEED TO HAVE IT ON THE SOUTH. BECAUSE IT'S THERE. THAT'S OK. BUT THE BEYOND THAT USE, WHICH I DON'T ARGUE, IS FAIRLY IMPORTANT TO SOMEBODY HAVING AN EVENT THERE. UM THE REAL VISION FOR THE SPACE IS NOT SPECKED OUT. I MEAN, THIS COULD BE TWO YEARS IT COULD BE THREE YEARS THERE WOULD BE CONSIDERABLE IMPROVEMENTS NEEDED GREASE TRAP. I AM SURE REQUEST IS COMING FOR THAT DOWN THE LINE FOR THE RESTAURANT. UM, BUT THAT IS NOT SPEC. T. UH, FOR THE MEXICAN RESTAURANT OR ANY RESTAURANT QUITE YET. IS IN OUR DESIGN PLANS THAT THAT'S WHAT WE WANT IT. WE JUST DON'T WANT IT TO. PUT THE CART BEFORE THE HORSE. ON THAT BECAUSE IT'S JUST THERE'S NO PEDESTRIAN TRAFFIC, AND SO WE DON'T WANT TO SPEND A LOT OF MONEY ON THE RESTAURANT AND BE OPEN EARLY AND THEN GO. OH, GOSH, I WISH WE HADN'T SORT OF. YEAH, BUT THIS IS A NEED THAT WE HAVE NOW. AND SO I WANTED TO ADDRESS IT NOW.

CONDITION TO QUESTION. TO SAY AS A PUBLIC HEARING. IS THERE ANYONE HERE TO SPEAK TO THIS PUBLIC HEARING AGENDA ITEM? AND I GET IT. CAN I ENTERTAIN A MOTION TO CLOSE THE PUBLIC HEARING? MOTION TO CLOSE THE PUBLIC HEARING. SECOND MOTION OPPOSED BY DEBORAH SECONDED BY DAVID. MOTION PASSES. THANK YOU. NEXT AGENDA ITEM 24-1254. CONDUCT A

THAT'S OH, THAT'S I'M JUSTIN. HELLO. GOOD MORNING. THANK YOU FOR LISTENING TO US. SO. WHAT SHOULD WE START WITH? FOUNDATION YEAH. UH, I STARTED THIS BUSINESS FOUR YEARS AGO, RIGHT BEFORE COVID HIT AND WE GOT MARRIED. SO IT'S BEEN AN ADVENTURE RIGHT? WHEN COVID HIT TO SET UP EVENT SPACE SO YEAH, IT'S BEEN EVENTFUL. EITHER WAY, UH, PANDEMIC EXPANSION. BASICALLY. WHAT I WANT TO DO IS NOT HAVE THE PLACE FLOOD, THE PLACE IS FLOODING. AND. WE'VE BUILT OUT THE INSIDE. IT USED TO BE AN OLD GARAGE THAT TRUCKS TRUCKS USED TO GO PARK IN THERE. IT WAS LIKE AN INDUSTRIAL SPOT. SO WE TOOK OVER THAT, AND THERE'S LIKE AN AWNING IN THERE, WHICH IS LEAKING AND GETTING DILAPIDATED, AND I NEED THAT REMOVED. WE NEED NEW. ALL RIGHT. I WILL LET YOU TALK. THEN HE'S HE'S MICROMANAGING ALREADY. SO UH, TO KELLY'S POINT, UM, YOU KNOW WHEN SHE OPENED UP THE PLACE IN 2019, WE WERE ABLE TO

[01:40:06]

STAY AFLOAT AS THE PANDEMIC HIT. UH, EVEN WHEN WE OPENED THE PLACE, UM, IT WAS WE HAD A LOT OF DIFFERENT INFRASTRUCTURE PROBLEMS THERE OVER THE TIME. WHAT WE WERE ABLE TO DO IS YOU KNOW EVERY TIME IT WOULD RAIN, IT WOULD FLOOD IT LIGHT RAIN. IT WOULD FLOOD. UM UM WE HAD A BILL BONDSMAN IN IN THE IN THE BEGINNING OF IT, AND THEN IN 2023. WE ENDED UP DOING A COMPLETE REMODEL OF THE SPACE, THE INTERIOR SPACE. UH, WE WORK WITH THE CITY OF THE PLANNING COMMISSION, UH, PLANNING IN IN THE CITY ZONE BOARD OF THAT, AND WHAT ENDED UP HAPPENING IS NOW THAT WE WERE ABLE TO GO THROUGH A REMODEL IN THE, UM IN THE INSIDE TO GET US UP TO CODE, UH, IT THE ENTIRE SIDE TO KELLY'S POINT, UH, IT IT IT. IT'S FLOODING CONSTANTLY. EVERY TIME IT RAINS IT IT IT KIND OF TAKES IT. IT TAKES AWAY, THE REV. OF ANY BUSINESS THAT WE CAN HAVE THERE. UM AND THEN ON TOP OF THAT, UH, THE ASK IS THAT WE KELLY WELL TO THE POINT OF WHAT HE'S TALKING ABOUT THE PROPERTY. TO THE NORTH OF US AND THE PROPERTY TO THE E EAST IS ALSO GETTING FLOODED. SO IT'S LIKE THIS WHOLE LITTLE L SHAPE IN THAT BLOCK. IS ALWAYS GETTING FLOODED AND. ONE PROPERTY. DEMPSEY IS NEXT TO US. THEY SMELL ALL THE SULFUR AND ALL THE STUFF AND I WAS GETTING LIKE. POLLUTION COMING UP FROM MY TOILET AND STUFF, SO THERE'S SERIOUS PIPING ISSUES. WE HAVE TRIED TO DO WHAT WE COULD TO FIX IT AS FAR AS PUTTING IN A NEW FRONT STRAIN AND PUTTING DOWN NEW STUFF, BUT SOME STUFF IS NOT WORKING. SOME STUFF IS SO THAT IS A BIG ISSUE FOR US. AND WHAT WE ARE LOOKING TO DO IS AND HOW THIS WILL IMPACT THE COMMUNITY IS WE'LL BE ABLE TO HAVE EVENTS OUTSIDE. UH WITH THIS OUTDOOR EXPANSION. UH, AS THE YOU KNOW, WITH OUR IS WITH THE CONCRETE OUTDOOR SLABS, THE DOWNSPOUTS, THE GUTTERS, A NEW AESTHETIC. UM MASONRY FENCE, WHICH YOU CAN SEE AT THE TOP OF I DON'T KNOW WHICH THIS IS THE ASK RIGHT HERE. SO CURRENTLY THIS IS WHAT IT LOOKS LIKE, UH, THEY ASK YOU TO HAVE AN AN THE MASONRY FENCE WITH THE SEETH. SO THEN WE CAN UNDERSTAND FROM A SAFETY PERSPECTIVE. IF THERE ARE PEOPLE IN THEIR SQUATTING AND THINGS OF THAT NATURE, BECAUSE RIGHT NOW, UH, OUR FENCE IS OUTDATED AND IT IT IS. IT IS A VERY BIG ISSUE. SO WE'RE LOOKING FOR, UH, INFRASTRUCTURE IMPROVEMENTS, AND WE ARE ALSO LOOKING FOR THE INVESTMENT IN THE SECURITY GATES AND NEW MASONRY FENCING FOR THE, UM, THE FRONT GATE THAT LEADS TO OUR OUTSIDE PATIO. BASICALLY THE GATES OPEN TO THE BUSINESS AND FULLY OPEN THEM. IT'S NOT LIKE SAFE ENOUGH FOR. ME AS A WOMAN WORKING BY MYSELF. UM AND IF I I'VE HAD TONS OF PAINT PARTIES WITH KIDS AND STUFF. IF I OPEN UP THOSE GATES KIDDOS CAN RUN OUT TO THE STREET AND I CAN'T I NEED A NEW INFRASTRUCTURE OF. WHERE THE FIRE DEPARTMENT THE POLICE DEPARTMENT CAN LOOK THROUGH AND SAY, HEY, I KNOW WHAT'S GOING ON IN THERE. YOU KNOW WHAT I MEAN? AND I WANT IT TO BE SAFE FOR THE PUBLIC. OR RIGHT NOW, IT'S JUST INDUSTRIAL LIKE JUST KIND OF SO THAT'S ONE PART OF IT. AND THEN WHAT WERE YOU SAYING? THAT'S BASICALLY IT WITH WHAT WE'RE WHAT WE'RE ASKING FOR, SO IT'LL BE FOR THE OUTDOOR PATIO AND DRAINAGE AND FOR THE SECURITY AESTHETICS, AND WE'VE ALREADY WORKED AT THE C AS FAR AS THE PLANNING CONCRETE AND WE'RE NOT ABLE TO GET OUR OUR CERTIFICATE OF OCCUPANCY FOR THE OUTSIDE UNTIL THAT'S A BIG THING . THE UTILITY OF THE OF WHAT WE'RE ASKING FOR, AND, UH THE TOTAL COST, I BELIEVE IS 69,000.

SO WE ARE ASKING THEM TO THAT. $2000 SO IN IN. ARE THERE ANY QUESTIONS FOR HIM? OK? YOU. GO AHEAD. GO AHEAD. THANK YOU FOR A SECOND, SO IT'S NOT REALLY AN EXPANSION. THE OUTDOOR SPACE IS ALREADY THERE. CORRECT YES. YES IT IS. WE'RE JUST IT IS. YOU CAN SEE IT RIGHT HERE. UH, RIGHT, THE OUT. THAT'S WHAT IT LOOKS LIKE NOW. IT USED TO HAVE A DIFFERENT PAS AND EVERYTHING, BUT WE HAD TO PUT DOWN THAT. WHAT IS IT CALLED DECOMPRESSED GRANITE DECOMPOSED GRANITE TO MAKE BECAUSE EVERYTHING THERE'S LIKE THAT AWNING. I THINK YOU CAN SEE RIGHT THERE. THERE'S AN AWNING AND IT IS STARTING TO GET DILAPIDATED AND FLOODING THE PLACE. SO I NEED TO FIGURE OUT SOMETHING. HOW I COULD DO A FULL AWNING OVER EVERYTHING. BUT YES. SO IT'S LIKE I SAID, IT'S NOT REALLY AN EXPANSION. YOU'RE JUST TRYING TO IMPROVE WHAT YOU ALREADY HAVE. YES WE'RE NOT.

WE'RE NOT THE FLOODING LIKE ANYTIME IT RAINS, ALL THE WATER WILL SIT INSIDE THIS AREA HERE

[01:45:01]

AND THEN IT WILL. IT WILL RUSH IN FROM THE THIS DOOR THERE, WHICH IS THE BACK DOOR HERE, AND IT WILL ALSO RUSH IN OUR OUR FRONT DOOR. SO THERE'S BEEN TIMES WHEN WE'VE WALKED INTO HER BUSINESS, AND THERE'S A 2 FT INCH OF WATER COVERING THE WHOLE AREA, AND THEN I'M LIKE USING A SQUEEGEE TO GET IT ALL OUT, AND THEN HAVE HAD TO CANCEL A BUNCH OF ART PARTIES. BECAUSE I'M FLOODED. SO IS JUST A QUICK QUESTION IS THE PRIMARY CAUSE OF THE FLOODING BECAUSE OF THE SITE GRADE AND THE AREAS SURROUNDING IT, OR IS THE WATER BEING TRAPPED INSIDE OF THE COURTYARD AREA AND FLOODING FROM LACK OF IT IS A LITTLE BIT OF BOTH, AND THERE'S THREE NEIGHBORING BUILDINGS THAT THEY COME KNOCKING OUT MY DOOR LIKE ARE YOU GETTING FLOODED RIGHT NOW? I'M LIKE, YES, I AM, AND THEY'RE LIKE WATERS COMING UP THROUGH THEIR TOILETS AND A LOT OF STUFF IN THERE GETTING FLOODED, SO IT'S A LOT OF FROM OUR UNDERSTANDING. WHAT WE WERE ASKING FORILL BE THE GUTTER SYSTEM HERE AND THERE'S YOU KNOW , UH, RIGHT, LIKE RIGHT THERE AND THEN AS THE BUILDING THE REST OF WHAT WE'RE ASKING FOR WOULD BE, UM IN THIS AREA HERE.

DRAINAGE NEEDS TO GO IN AND A CONCRETE SLAB WOULD COVER ALL THIS AND ALL THE DRAINAGE AND ALL THAT WHICH WE HAVE A FULL PROJECT PLAN FROM THE CONTRACTORS THAT WE, WE TOGETHER. SO WHEN YOU SAY THAT, UM YOU HAD TO CANCEL SOME EVENTS ARE YOU ANTICIPATING WITH THE NEW SPACE BEING ABLE TO EXPAND? WHAT YOU'RE CURRENTLY DOING AND CREATE MORE EVENTS. UM OR ARE YOU JUST ERECTING A PROBLEM TO CONTINUE WHAT YOU'RE DOING. SO CURRENTLY RIGHT NOW WE'RE UNABLE TO HAVE OUTDOOR EVENTS BECAUSE, UH, WE ARE INDOOR ONLY BASED OFF OUR CERTIFICATE OF OCCUPANCY.

AND WE HAVE THAT WE WORKED WITH THE PLANNING AND THE CODE. AND THEY SAID, IF YOU KNOW IF WE HAVE THE BETTER INFRASTRUCTURE OUTSIDE AND THE UTILITY OUTSIDE THEN WE'LL BE THEY'LL BE ABLE TO GIVE US A SPECIAL USE PERMIT TO HAVE OUR ARTISTIC EVENTS OUTSIDE AS WELL, WHICH WILL INCREASE THE CAPACITY BECAUSE WE GET TONS OF, YOU KNOW, QUALIFIED LEADS COMING IN. HOWEVER WHEN THEY COME THERE, AND IT RAINED, AND IT'S YOU KNOW, ABSOLUTELY FLOODED OUT THERE. UM WE END UP LOSING A SIGNIFICANT PART OF REVENUE THAT THAT BUSINESS HER BUSINESS COULD END UP MAKING. SO WHEN YOU SAY THE CANCELED EVENTS YOU'RE SAYING THE INSIDE EVENTS BECAUSE OF THE FLOODING THAT'S COMING IN TO YOUR SPACE IS CAUSING PROBLEMS. OR EVEN HAVING THE INSIDE OF IT. I JUST WANTED TO CLARIFY ANY TIME. ANY TIME IT RINGS WAS JANUARY. FOR WHATEVER REASON, SEEMED TO BE A RAINY MONTH IT WE LOST A SIGNIFICANT PART OF REVENUE BY IN BY EVENTS THAT CANCELED BECAUSE OF THE FLOODING. AND WHAT HAPPENS AFTER TO CLEAN IT UP IN THE DO YOU? CAUSE YOU SAID THAT THERE'S SO MANY PROBLEMS AROUND YOU. UM AND THIS MAY NOT BE SOMETHING THAT YOU CAN ANSWER, BUT I'M JUST THINKING, ARE THERE SIGNIFICANT PROBLEMS AROUND THAT IF THIS IS CORRECTED. WOULD YOU STILL HAVE SIGNIFICANT ISSUES COMING INTO YOUR BUILDING LIKE YOU'RE FIXING A PROBLEM HERE WITHIN SOMETHING IS HAPPENING NEXT TO YOU THAT'S STILL CAUSING YOU PROBLEMS. I'M JUST KIND OF THINKING WHAT? WHAT WE WERE ABOUT HERE. NOT PERFECT. SO WHAT WE WERE TOLD IS THAT THAT A SOURCE OF THIS IS COMING FROM HER BUSINESS, WHICH IT WILL IMPACT. IF THIS GETS FIXED, IT WILL ALSO HELP THE NEIGHBORING BUSINESSES BECAUSE WE ARE RIGHT WHERE THAT FENCE IS AND BEHIND THERE. THAT'S THE NEIGHBORING BUSINESS THAT IS ON LOUISIANA STREET, WHICH WE CAN SEE INTO THEIR BACK. SO WHEN WE BLOOD.

THEY FLOOD AND THEN YOU KNOW, AND IT'S COMING FROM THE AREA OF KELLY'S ART SHACK. GO AHEAD. NO.

OK, UM. SO I KNOW THAT THERE WAS A PAUSE IN YOUR BUSINESS OPERATIONS DURING COVID, UM AND SOME EVENTS HAVE HAD TO BE CANCELED. POST COVID BECAUSE OF THESE CONDITIONS, UM THE LANDLORD OR THE OWNER OF THE PROPERTY HAS BEEN VERY SUPPORTIVE IN THE APPLICATION, BUT HAS THE OWNER OR LANDLORD OFFERED ANY, UM, RENT ABATEMENT. GIVEN THESE PROBLEMS, I MEAN, YOU'RE STILL PAYING FULL RENT DESPITE THE DISRUPTIONS IN YOUR BUSINESS OPERATIONS, SO OUT OF THE YOU KNOW, 60 MONTHS THAT WE'VE WE'VE BEEN LEASING IT JUST RECENTLY. AS OF LAST MONTH, SHE DID KNOCK OFF, UH, ONE THIRD OF OUR RENT BECAUSE OF THE FLOODING THAT SHE SAW OUTSIDE OF OUTSIDE OF THAT WE HAVEN'T HAD ANY BREAKS OR ANYTHING, BUT, UM, IN ORDER TO GET THE REMODEL, SO WHEN WE FIRST GOT THE PLACE, IT KINDA LOOK, YOU KNOW THIS IS WHAT IT LOOKED LIKE, RIGHT? AND THEN THE REMODEL THAT WE JUST DID IN 2020 0. SORRY 2023 THAT THE LANDLORD UH UH, IT WAS A TENANT IMPROVEMENT, WHICH WAS A $30,000 REPLACEMENT TO GET THE FLOORS AND KNOCKING DOWN WALLS.

UH THAT WAS BECAUSE OF IT WAS WE WERE IN CODE VIOLATION AND IN NEEDED TO HAPPEN, AND BASED OFF OUR LEASE, IT WAS THAT DUDE CAUSE WERE COVERED BY THE LANDLORD. OK SO THERE WERE SOME

[01:50:02]

TENANT IMPROVEMENT MONEY THAT AIDED WITH THE FIRST ROUND OF RENOVATIONS, AND THEN THERE'S BEEN SOME, UM, RENT ABATEMENT. CURRENTLY ONE TIME. UM WHEN IS YOUR LEASE UP? SO WE HAVE THIS LEASE FOR ANOTHER THREE MORE YEARS. UM WE FIRST DID IT IN, UH, 2019 BEGINNING OF 2019 FOR TWO YEARS, AND THEN WE EXTENDED IT IN 2022 WHEN WE TOOK OVER THE BAIL BONDSMEN, AND THEY MOVED TO VIRGINIA STREET. AND UH, WE KIND OF MADE IT ALL WHEN KELLY ZARS, BUT IT HAD MORE WALLS AND THAT WAS IN AND THEN IN 2023 OF AUGUST. THAT'S WHEN WE STARTED THE RENOVATION TO WHERE YOU SEE, YOU KNOW, WE KNOCKED DOWN THE WALLS AND WE MADE IT ONE HOLE. PLACE OUT OF LI. WE HAD TO YEAH, WELL, I'M JUST CURIOUS. I MEAN, HOW I MEAN, YOU GOT THREE YEARS LEFT, BUT THIS SEEMS LIKE A REAL SIGNIFICANT ISSUE. AND SO IF YOU WERE TO APPROACH THE LANDLORD AND SAY WE CANNOT OPERATE IN THESE CIRCUMSTANCES, WHICH SOUNDS LIKE YOU REALLY CAN'T I CAN'T. UM AND YOU WERE TO TRY TO BREAK THAT LEASE BECAUSE THERE'S NO REPAIRS BEING PROPOSED. IT JUST SEEMS LIKE THE LANDLORD REALLY SHOULD BE CHARGED WITH THIS, UM, IMPROVEMENT. SO BASED OFF YOU KNOW OUR OUR LIST. THE LANDLORD, DOESN'T IT? SHE'S NOT CONTRACTUALLY. OBLIGATED TO IF IT IS NOT A CODE VIOLATION. UM SHE'S NOT CONTRACTUALLY OBLIGATED FOR IN THE INSIDE, EVEN THOUGH IT'S FLOODING. WE ARE UP TO CODE IN THE WELL, THE CODE IS STILL THE INSPECTION IS STILL WAITING TO HAPPEN, BUT WE WERE TOLD ONCE THE RENOVATION IS DONE, IT'S STILL WAITING TO GET THE NEWEST CERTIFICATE OF OCCUPANCY INSIDE. WE WERE APPROVED TO OPERATE THE BUSINESS WITH UP TO 48 PEOPLE INSIDE AS THE YOU KNOW THE CITY IS DOING THERE INSPECTION BUT THE INSPECTION IS SCHEDULED FOR US.

YOU HAVE A TCO YOU HAVE A TEMPORARY CERTIFICATE OF OCCUPANCY FOR THE INSIDE. YES, SIR. AND NO CERTIFICATE OF OCCUPANCY. FOR THE OUTSIDE. THAT IS CORRECT, WHICH IS AT WHICH YOU CAN'T GET UNTIL THESE IMPROVEMENTS ARE MADE RIGHT, WHICH I WOULD ARGUE IS A CODE VIOLATION. IF YOU HAVE A BUSINESS BASE THAT DOESN'T HAVE CERTIFICATE OF OCCUPANCY. AND YOU NEED TO DO THESE IMPROVEMENTS. BRING IT UP TO CODE. I WOULD I COMPLETELY AGREE WITH JOY. I THINK THE LANDLORD NEEDS TO HAVE SOME SKIN IN THIS GAME. UM, RATHER THAN. YOU GUYS PUTTING UP THE MATCH AND THE REIMBURSABLE FUNDS UPFRONT FOR THIS? THIS IS NOT THE ONLY PROJECT WE'VE HAD. WHERE THE TENANT IS THE ONE COMING IN AND REPRESENTING THE REQUEST WITHOUT ANY BACKING OR SUPPORT FROM THE LANDLORDS. I THINK OUR LANDLORD COMMUNITY NEEDS TO. ENGAGE WHEN THEY BUILDINGS ARE COMING UP FOR PUBLIC FUNDING. I WOULD LIKE TO SEE THE LANDLORDS WITH THE TENANTS, UM, COMING HERE, AND I WOULD LIKE TO SEE THE LANDLORDS ENGAGING IN RESPONSIBLY MANAGING THEIR BUILDINGS AND SO I. I DON'T KNOW IF THAT'S SOMETHING WE CAN DO OR REQUIRE, OR JUST ENCOURAGE THROUGH OUR DECISIONS ON THESE GRANTS. UM, BUT THIS IS NOT SHOULD NOT BE SOLELY ON THE TENANTS. BECAUSE ULTIMATELY EVEN IF THEY DECIDE NOT TO RENEW THEIR LEASE, THIS IMPROVEMENT WILL REMAIN, AND THEN THAT IS A BENEFIT TO THE LANDLORD AND THE LANDLORD IS NOT REPRESENTED SO WELL. AND I THINK FROM MY PERSPECTIVE, DAVID, I AGREE WHOLEHEARTEDLY, UM AND THE OTHER , UM, MISSING PART FOR ME IS JUST THE GENERAL INFORMATION. A FEW MORE DETAILS ABOUT THE CAUSE OF THE FLOODING. NOT. THERE'S A. GOOD ENGINEER REPORT FOR BOTH THE SURVEY OF THE LAND THE EXISTING FLOODPLAINS THAT MAY EXIST AND WHAT THE EXISTING, UM SEWER IN SEWER AND DRAINAGE INFRASTRUCTURE IS BECAUSE FIXING GUTTERS AND THE ROOF MAY NOT ULTIMATELY BE A SOLUTION FOR THIS. THEY'RE JUST THERE ARE SOME MISSING GAPS, AND I THINK THOSE ARE REALLY LANDLORD RELATED ISSUES, NOT NECESSARILY TENANT ISSUES. AND I COMPLETELY AGREE, AND I ALSO WANT TO ECHO WHAT MARY SAID. FIXING THIS PROBLEM MAY NOT FIX THIS PROBLEM THERE. THERE ARE SOME OTHER THINGS. THERE ARE OTHER BUSINESSES. THERE ARE OTHER PORTIONS OF THIS BUILDING. I. I WANT TO HELP THIS BUSINESS STAY OPEN. BUT I'M I'M CONCERNED THAT . OR THAT WE'RE ESSENTIALLY NOT FIXING THE PROBLEM. IF WE'RE NOT LOOKING HOLISTICALLY IF WE DON'T HAVE AN ENGINEER'S REPORT FOR THE ENTIRE AREA. LIKE IF WE DON'T HAVE ALL OF THE BUSINESSES HERE TOGETHER TO YOU KNOW. WORK ON THIS. UM I'M CONCERNED THAT WE'RE JUST PUTTING A BAND AID AND IT'S GOING TO BREAK SOMEWHERE ELSE. UH, WE REALLY WE REALLY APPRECIATE THE ENERGY AND TIME FOR YOU TO APPLY FOR THIS

[01:55:02]

GRANT AND, UM, REALLY CONSIDER FULLY WHAT EVENTS AND THINGS ARE HAPPENING IN YOUR BUSINESS AND THE DISRUPTION TO THAT, I. I HAVE A LOT OF EMPATHY FOR WHAT YOU'RE GOING THROUGH AS A BUSINESS OWNER, BUT I THINK THIS PARTICULAR GRANT UH, DOESN'T UH, IT DOESN'T FULLY ADDRESS SO MANY OF THE UNDERLYING ISSUES. SO THAT'S KIND OF MY FINAL COMMENT, AND I THINK MAYBE BRIDGING THE DISCUSSION HERE. YOU MENTIONED SOME OTHER BUSINESSES. YOU CALLED OUT BY NAME, BUT YOU'RE BORDERING BUSINESSES. YOU SAID THEY'RE HAVING SIMILAR PROBLEMS. SO IS THERE A COALITION OR SOMETHING THAT YOU COULD ALL COME TOGETHER? BECAUSE I MEAN, EVEN IF THE I MEAN THE SEWER LINES BELONG TO THE CITY, NOT THE LANDLORD. AND SO IF THERE'S A IF THAT IS THE ROOT CAUSE THAT THINGS AREN'T DRAINING PROPERLY. I MEAN, IT'S NOT JUST FLOODING. YOU'RE TALKING ABOUT THINGS COMING UP THROUGH. I MEAN, THIS IS SIGNIFICANT, AND I HAVE TO THINK THE CITY PLAYS SOME ROLE IN THIS AND SO IF THERE'S A COALITION AMONGST THE BUSINESS OWNERS TO APPROACH THE I LIKE THAT. I THINK YOU COULD GET SOME TRACTION. IT REALLY DEPENDS ON WHERE THE WASTEWATER LINES ARE.

IF THEY ARE, THEY COULD BE THE RESPONSIBILITY OF THE RESPONSIBILITY OF THE LANDLORD.

BUT THEN IT DEPENDS ON HOW YOU'RE CONTRACTUAL OBLIGATIONS READ AS FAR AS YOUR YOUR REQUIREMENTS OF IMPROVEMENTS AND THINGS. I THINK IT'S A BIGGER ISSUE. AS AS MY COLLEAGUES HAVE SAID, THERE'S A BIGGER UNDERLYING ISSUE AND IS THAT YOU'RE GOING IN AND TRYING TO REMOVE. I WANNA SAY HEALTH AND SAFETY HAZARDS, BUT YOU'RE NOT ADDRESSING ALL OF THE OTHER THINGS THAT WILL CONTINUE BECAUSE AGAIN IF THERE ARE THINGS THAT ARE STILL HAPPENING AROUND THE INFRASTRUCTURE, AND YOU'RE JUST GOING TO FIX THIS ONE PIECE, WHAT PREVENTS THOSE OTHER THINGS AROUND IT? SO I THINK WHAT I THINK WHAT WE COULD DO. THIS IS A PUBLIC HEARING THAT WE, UH HAVE SOME FOLLOW UP QUESTIONS AND WE CAN SEND THOSE TO CINDY. UH, IN LINDEN. THEY CAN GET THOSE BACK TO YOU, UH, BEFORE THE COMMITTEE MEETS AND MAKES A DECISION. UM SO IT OK, THAT SO IF ADDITIONAL BOARD MEMBERS HAVE QUESTIONS, WE CAN GET THOSE TO YOU TO ADDRESS THEM BEFORE THE COMMITTEE MEETS AND DECISIONS ARE MADE. OK THANK YOU. THANK YOU. I COMPLETELY AGREE. I'D LIKE TO CONSIDERED LEAVING THE PUBLIC HEARING OPEN. UM SO THAT WE CAN HAVE SOME FOLLOW UP WITH THEM, UM, BUT ALSO ENCOURAGE THE LANDLORD TO SHOW UP NEXT MONTH AND HAVE THAT DISCUSSION WITH THEM AS WELL. WE ARE GOING TO LEAVE THIS PUBLIC HEARING OPEN. OK, THANK YOU.

THANK YOU. WE APPRECIATE YOUR TIME TODAY. OK, THANK YOU SO MUCH. NEXT ITEM IS 24-1255

[Conduct a Public Hearing and Consider/Discuss/Act on a Retail Development Infrastructure Grant Application (RI 24-06) Submitted by The Cotton Mill in the Amount of Thirty-Nine Thousand NO/100 Dollars ($39,000.00) for Construction of a Sidewalk and Walkway to Provide Access to an Existing Crushed Gravel Parking Lot at The Cotton Mill on the Property Located at 610 Elm Street, McKinney, Texas.]

CONDUCT A PUBLIC HEARING, CONSIDER DISCUSS ACT ON THE RETAIL DEVELOPMENT INFRASTRUCTURE GRANT APPLICATION R 24 06 SUBMITTED BY THE COTTON MILL IN THE AMOUNT OF $39,000 FOR THE CONSTRUCTION OF SIDEWALK AND WALKWAY TO PROVIDE ACCESS TO AN EXISTING CRUSHED GRAVEL PARKING LOT AT THE COTTON MILL ON THE PROPERTY LOCATED AT 610, ELM STREET, MCKINNEY, TEXAS AND CHANDLER. PRESENTING HELLO. BOARD MEMBERS. MY NAME IS CHANDLER. CASEY I'M REPRESENTING , UH, THE LANDLORDS ON MCKINNEY COTTON MILL. UH, JUST DOWN ON THE EAST SIDE. AND THE FIRST THING I WANT TO ADDRESS IS THAT THE SIDEWALK IS GOING TOWARDS A CRUSHED GRAVEL PARKING LOT, BUT THAT PARKING LOT IS ONLY FOR PRIVATE USE AT THIS TIME, AND I'LL GET INTO THAT, UH, HERE IN A IN A SECOND. SO HERE'S THE BUILDING. UH, AS IT IS TODAY, UM , THE SIDEWALK IS ON THE SOUTH SIDE, AND IN HERE IS OUR ONE OF OUR EVENT CENTERS IN THE ATRIUM HALL. WE HAVE GLAZED CERAMIC STUDIO. WE HAVE THE COFFEE SHOP. WE HAVE LX ARTWORKS. AND THEN, UH, SOON TO COME ANOTHER, UH, RETAIL ORIENTED TENANT HERE, SO THE SIDEWALK IS GOING TO BE ON THE SOUTH SIDE. AND THIS IS WHERE THE TEMPORARY PARKING LOT IS OUTSIDE OF THE CURRENT PROJECT SCOPE, SO NONE OF THOSE COSTS INCLUDED WITH ANY PART OF THIS. I WANT TO MAKE NOTE OF OUR CURRENT PARKING LOT THAT IS MAINLY USED FOR THE RETAIL BUSINESSES UP HERE, UH AND THEN ALSO FOR JOINT USE OF OUR OTHER TENANTS LIKE MILLHOUSE AND, UM MANY OTHER CREATIVES AND ARTIST TYPES ALIKE. UM, SO THIS IS JUST A GOOGLE SHOT OF THE CURRENT AREA. UH, THIS IS WHERE THAT TEMPORARY PARKING LOT IS GOING.

AND THIS FROM ALL THE WAY HERE GOING ACROSS, UH, ABOUT 200. FT IS WHERE THE SIDEWALK IS PROPOSED. I KNOW THE IMAGE IS A LITTLE BIT. UM NOT. IT'S NOT THE CLEAREST BUT RIGHT HERE WE HAVE ENTRANCES INTO LX ARTWORKS AND GLAZED CERAMIC STUDIO. AND THEN RIGHT HERE IS THE WHAT IS GOING TO BE THE MAIN ENTRANCE IN CONNECTION, UH, FROM THE ATRIUM HALL, AND THE BUSINESS IS OUT TO

[02:00:05]

THE EXTERIOR SOUTH SIDE. UM, SO WHAT WE'RE PROPOSING HERE IN IS ESSENTIALLY, UH, $52,000 FOR THE COST OF THE EXTERIOR SIDEWALK THAT INCLUDES GETTING IT UP TO CODE FOR NEW SUBSTRATE POURING AND, UM, GETTING IT BASICALLY COMPLETELY LEVEL UH, FROM ITS CURRENT 114 YEAR OLD STATE. UH, SOME OUTSIDE PROJECT COSTS THAT WE HAVE. SO, UM WE HAVE THE 82,000. I THINK. I THINK THIS MIGHT BE THE UN UPDATED SLIDE, LINDA. UM BUT THAT'S OK. I CAN JUST SAY THEM VERBALLY. UH, SO THIS THIS GRADE, UM, GETTING THE GRADE FOUNDATION THAT SHOULD BE UP WITH THE INFRASTRUCTURE COSTS BECAUSE OUR REQUEST IS FOR 39,000. NOT THE NOT THE 21,000, SO NOT INCLUDING THE TEMPORARY PARKING LOT COSTS WE HAVE ABOUT $80,000 IN COST FOR THE HANDRAIL AD A RAMP WHICH WILL GO DOWN HERE AND THEN CONCRETE STEPS, WHICH WILL BE FOR THE CONNECTIVITY. WE GOT A BID FOR THE 82,000. AND WE JUST THOUGHT THAT WAS A PRETTY HIGH. WE HAVE A LOT OF HISTORIC MATERIALS THAT WE KEEP IN OUR BARN THAT WE LIKE TO USE FOR THESE KINDS OF THINGS , SO WE'RE GOING TO DO ALL OF THAT WORK OURSELVES AND KEEP IT. THE LABOR AND THE MATERIALS COST IN HOUSE, SO IT IS JUST NOT GOING TOWARDS, UM, ANY PART OF THE ASK SO THIS IS, UM WHAT WE HOPE HOPE TO HAVE ON THE OUTSIDE. IT'S WHAT THE CURRENT PLAN ENTAILS. AND WHAT WE'VE BEEN POINTING FOR THE LAST LITTLE OVER TWO YEARS. THE SIDEWALK IS RIGHT HERE. AND THIS WILL BE THE AD A RAMP AND THEN THE CONCRETE CONCRETE STEPS GOING DOWN. AND SO I KNOW THE CURRENT QUESTIONS ARE GOING TO BE. HOW DOES THIS HELP THE RETAIL BUSINESSES RIGHT NOW? AND SO WHAT WE HAVE HAD, UH, COMPLAINTS ABOUT AND ACTUALLY, OUR COFFEE SHOP. GOT A ONE STAR REVIEW IS BECAUSE OF IT. IS THAT OUR PARKING LOT UM, GETS FILLED UP. ALMOST EVERY MORNING BY 10 A.M. AND IT'S A MIX OF VEHICLES, UM FROM THE TENANTS, AND THEN THE PEOPLE VISITING THE RETAIL SHOPS. BUT IT'S ALSO OUR CONSTRUCTION VEHICLES BECAUSE WE ARE DOING TONS OF WORK IN THIS AREA, AND IT WILL KEEP HAPPENING FOR THE FORESEEABLE FUTURE. AND SO WE ARE HOPING THAT THE TEMPORARY PARKING LOT LIKE I SAID IT WILL BE FOR PRIVATE USE WE CAN HAVE AND WE HAVE ABOUT 5 TO 6 CONSTRUCTION VEHICLES. MORE OR LESS EVERY DAY IN THIS PARKING LOT. SO WE ARE PUTTING THIS OUT HERE TO WHERE MYSELF I CAN PARK AND THEN THE CONSTRUCTION VEHICLES CAN PARK AS WELL. THEREFORE GIVING MORE PARKING SPACE FOR THE RETAIL BUSINESSES. AND THEN ON TOP OF THAT, THIS SIDEWALK WILL ACT AS AN ADDITIONAL FIRE EXIT FOR THE, UM TENANTS AND THE, UH RETAIL AND OFFICE BUSINESSES ALIKE IN HERE, UH, JUST SO THAT WAY, BECAUSE CURRENTLY IT'S IT GOES OUT. UM BUT YOU'RE JUST KIND OF ON A CONCRETE PAD NOT REALLY FAR AWAY FROM THE BUILDING WITH THE SIDEWALK. IT WILL LEAD YOU DOWN AND YOU'LL HAVE THE RAMP AND THE STAIRS AND WE'LL GO OUT INTO HERE. AND IT'S NOT A REQUIREMENT BECAUSE WE MEET ALL OF OUR FIRE EXIT CODES, BUT WE FEEL LIKE IT'S JUST A BENEFICIAL ONE THAT WILL HELP. IN THE LONG TERM WITH THE DEVELOPMENT AND THEN THE THIRD THING. HOW LOST TRACK. THE THIRD THING HOW IT HELPS IN THE LONG TERM IS WITH OUR OUR PUBLIC PLAN FOR, UH THIS WHOLE AREA, BECOMING A COMMUNITY SPACE. IT WILL CONNECT THIS COMMUNITY SPACE WITH THE INTERIOR RETAIL BUSINESSES GOING IN BETWEEN THIS HALLWAY HERE AND THEN UP THROUGH HERE. AND THAT'S IT. THERE ARE ANY QUESTIONS. HAVE A QUESTION. CAN YOU GO BACK TO THE IMAGE THAT SHOWED THE PUBLIC SPACE? SO IN THIS RENDERING WHERE THE SEATED LOUNGE AREA IS, IS THAT CURRENTLY THE VISION FOR THIS TEMPORARY PARKING SO RIGHT NOW, THE TEMPORARY PARKING LOT IS WHERE THIS THIS GREEN FIELD IS SWATH OF GREEN. YES OK, SO ULTIMATELY IT WON'T EVER BE A PART. THE PARKING LOT WILL WILL GO AWAY IN THE LONG TERM. UM, BUT THEN FUTURE THERE WILL BE ANOTHER PARKING GARAGE, BUT IT WILL BE MORE TOWARDS THIS EASTERN SECTION IN THE BACK, UH, CLOSER TO THE RAIL TRACKS AND THE GARAGE IS THAT BEING BUILT BY THE ENTERPRISE THAT BUILDING ALL OF THE APARTMENTS. NO THAT WILL, UM, IT'LL IT'S BEING TALKED ABOUT NOW, BUT IT SEEMS THAT IT WILL BE A MIX BETWEEN THE COTTON MILL AND THEN ALSO PRESIDIUM, WHICH IS THE GROUP THAT WE'RE PARTNERING WITH.

JOINT, UM, INVESTMENTS BETWEEN. THE COTTON MILL AND THE BUILDING. OK SO I GUESS I'M CURIOUS. WHY ISN'T THE PRESIDIUM. THAT'S THEIR NAME, RIGHT? SO WHY ISN'T PRESIDIUM INVESTING IN THIS INFRASTRUCTURE? WHICH WILL ULTIMATELY ASSIST IN THE FABRIC THAT THEY'RE TRYING TO CREATE FOR THEIR NEW VILLAGE. BECAUSE THIS IS ALL STILL TECHNICALLY A

[02:05:05]

PART OF THE COTTON MILLS LAND, THEY DON'T HAVE A VESTED STAKE IN THE COTTON MILL RIGHT NOW, THE ONLY THING THAT THEY HAVE A VESTED STAKE IN IS THE ACREAGE OF THE OPEN FIELDS BEHIND US, SO THEY ARE MORE OR LESS DOING IT AS A GOODWILL BECAUSE THE SUCCESS OF THE COTTON MILL AND THE PUBLIC AREA WILL BENEFIT THEM IN THE LONG RUN, EVEN THOUGH THERE IS NO DIRECT FINANCIAL BENEFIT TO THEM, RIGHT. SO WHEN YOU TALK ABOUT THE GOODWILL, YOU'RE TALKING ABOUT THE GARAGE. I GUESS THAT'S WHY I'M JUST THINKING THAT THE GOODWILL SHOULD EXTEND TOWARDS A MORE MINOR INVESTMENT THAT WOULD HAVE THE BROADER IMPACT. UM IT DOESN'T SOUND LIKE ANYBODY COULD REALLY ACCESS THE GARAGE WITHOUT THE STAIRS AND THE AND THE WALKING PATHWAY. UM IN IN IN THE FUTURE. I MEAN, THE I THINK THE GARAGE ISN'T REALLY AS MUCH AS AS THE FOCUS OF IT AS IT IS JUST CONNECTING THE RETAIL AREAS WITH THE PUBLIC SPACE. THE GARAGE RIGHT NOW IS JUST TEMPORARY TO HELP OUR CONSTRUCTION VEHICLES. UM IN THE LONG RUN. WE WE'RE GONNA PUT THE PARKING GARAGE OVER ON THE SIDE. BUT WE'RE STILL FIGURING OUT OUR FUNDING LIKE GETTING OUR POCKETS FROM TOURS, WHETHER IT WILL BE IN IN COHESION FROM PROJECT GRANTS. WE ARE STILL WORKING ON THAT. SO I CAN'T I CAN'T. REALLY ANSWER THAT, UM, IN SPECIFICS RIGHT NOW, OK? SO WE'RE GOING TO SPEND MONEY ON A TEMPORARY PARKING LOT . NO, NO, IT'S JUST IT'S JUST A SIDEWALK SIDEWALK. ANY OTHER QUESTIONS. THIS IS THIS IS A PUBLIC HEARING. IS THERE ANYONE HERE TO SPEAK TO THIS PUBLIC? I HAVE ONE MORE QUESTION. I'M SORRY. SO IS THERE ANY UH, WOULD THERE BE ANY POTENTIAL DISRUPTION TO THE SIDEWALK AND THE STAIRCASE WHEN EVERYTHING ELSE IS BEING BUILT OUT? NO, BECAUSE WE HOPE TO HAVE THE SIDEWALK AND THE RAMP AND THE STAIRS DONE BEFORE WE BEGIN CONSTRUCTION ON ANYTHING IN THE SOUTH. THEY WOULDN'T BE LIKE DIGGING UP ADJACENT TO IT AND CRACK THE CONCRETE OR ANYTHING IN THE SIDEWALK. NO WE HAD. YEAH, WE HAVE EVERYTHING CREATED IN SPEC TO WHERE THEY WOULDN'T CONFLICT AND EVERYTHING IS FOR THE BUILDING THAT WE'RE FOR THE BUILDING WE'RE DOING RIGHT NOW. WE'RE TAKING INTO ACCOUNT EVERYTHING THAT WE'RE GOING TO BE DOING. IN THE FUTURE. IN THE ADDITIONAL QUESTION. I ENTERTAIN A MOTION TO CLOSE THIS PUBLIC HEARING. SO BY JOY BY DAVID.

[Conduct a Public Hearing and Consider/Discuss/Act on a Retail Development Infrastructure Grant Application Submitted by Venezia Sapori (RI 24-07) in an Amount of Up to Fifty Thousand and NO/100 Dollars ($50,000.00) for Exterior Site Work to Include Parking Lot Repairs, Sidewalk Repairs, Replacement of Retaining Wall, and Replacement of Landscaping at the New Restaurant Site Located at 1820 Eldorado Parkway in McKinney, Texas.]

MOTION PASSES. PUBLIC HEARING IS CLOSED. NEXT AGENDA ITEM IS, UH, 24 DASH. 1256 CONDUCT A PUBLIC HEARING, CONSIDER DISCUSS ACT ON THE RETAIL DEVELOPMENT INFRASTRUCTURE GRANT SUBMITTED BY VENEZIA SIA. R 24-07 IN THE AMOUNT UP TO $50,000 FOR EXTERIOR SITE WORK TO INCLUDE PARKING LOT REPAIR SIDEWALK REPAIRS, REPLACEMENT OF RETAINING WALL AND REPLACEMENT OF LANDSCAPING AT A NEW RESTAURANT SITE LOCATED AT 1820 EL DORADO PARKWAY IN MCKINNEY, TEXAS. MR MEYER YES, GOOD MORNING, MADAM CHAIR AND BOARD MEMBERS. UH, MY NAME IS RALPH MEYER. I'M WITH PARKWAY REALTORS . AND I'M HERE TO REPRESENT VENEZIA SUPPORT YOU WITH WITH THE OWNER, BENNY CHRIS KSN. EXCUSE ME. AND WE'RE HERE TO, UH, MAKE A REQUEST TO THE BOARD.

THIS PROPERTY IS AT 1820 ELDORADO PARKWAY. UH, LAST OCTOBER, UH, BENNY AND HIS FAMILY PURCHASED THIS, UH, FORMER STEAK AND SHAKE AND ARE IN THE MIDST OF A REHABBING THIS REPURPOSING THIS BUILDING TO A FIRST-CLASS FAMILY, UH, ITALIAN RESTAURANT. UM BILL. EXCUSE ME.

B HAS BEEN IN THE RESTAURANT BUSINESS FOR MORE THAN 30 YEARS. AND IN THE ITALIAN RESTAURANTS.

HE CURRENTLY HAS A RESTAURANT IN THE RICHARDSON. UH, MARKET. INSIDE TO MAKE THE MOVE TO MCKINNEY. UH, A NEW BUSINESS RESIDENT. HE. HAS GREAT FOOD MAKES IT FRESH EVERY DAY DOUGH.

CLASSES. PASTOR. AND, UH, REQUEST IS TO HELP THE EXTERIOR OF THE PROPERTY. THERE IS PARKING LOT DAMAGE WITH SOME FEW POTHOLES. THERE'S A RETAINING WALL THAT WAS DAMAGED. THE PROPERTY HAD BEEN VACANT FOR ABOUT THREE OR FOUR YEARS. STAYING IN SHAPE. UH, DECIDED TO CLOSE JUST THE REPAIR OF THE LANDSCAPING. DEADLINE ESCAPING THAT HAS NOT BEEN TAKEN CARE OF,

[02:10:08]

OR WATERED, UH, RE REDO THE PAVERS TO THE WALKWAYS AND JUST TO MAKE THE OVERALL SAFETY OF THE SITE A MUCH BETTER CLEANER USE. THAT IS THE THERE IS THE CURRENT BUILDING ON THE LEFT, AND THEN WHAT? WE'RE PROJECTING TO BE ON THE RIGHT. UM OF THE IMPROVEMENT OF THE PROPERTY.

THAT IS OUR ASK. WE APPRECIATE YOUR CONSIDERATION. AND, UH, WOULD YOU LIKE TO ANSWER ANY QUESTIONS YOU MAY HAVE CINDY, COULD YOU RECOUNT THE ELIGIBLE OR LANDSCAPE. AND WHAT IS THE UH, LANDSCAPING IS A PERMISSIBLE EXPENSE IF IT IS SOMETHING THAT'S DISRUPTED DURING THE COURSE OF SITE WORK. AND THE OTHER EXTERIOR INFRASTRUCTURE WORK. WHAT DOES THIS QUALIFY? I DON'T KNOW. PART OF THE SIDEWALK REPAIR AND REPLACEMENT. WOULD IT, UH, INTERFERE WITH THE LANDSCAPING? SO IS IT THE POTHOLES AND THE THINGS WHEN YOU HAVE TO GO IN, AND THERE ARE SOME POTHOLES IN THE PARKING LOT AND REST STRIPPING OF THE PARKING LOT, AND THEN THE RETAINING WALL, WHICH IS THE LONG ELDORADO PARKWAY, IT NEEDS TO BE REPAIRED. PARKING THE PARKING BACK OF THE BUILDING. IT NEEDS TO BE LIKE A PARKING LIKE THE CONCRETE. IT'S REALLY LANDSCAPE AND VERY HUGE BACK OF THE PARKING, SO WE'RE GONNA HAVE THE SPACE FOR THE EMPLOYEES AND STUFF TO BAR. SO I HAVE A QUESTION. SO THIS AREA IS THIS, UM BUSINESS HAS BEEN VACANT FOR THREE YEARS. AND THE LANDLORD IS I BELIEVE FOUR YEARS BEEN HOLDING ON TO IT SO UM, IS HE IS THE LANDLORD PUTTING UP ANY ANY IMPROVEMENT FUNDS FOR THIS? SO YOU OWN YOU BOUGHT THE WHOLE PROPERTY. YOU'RE NOT JUST LEASING THE BUILDING. RICHARDSON SINCE 1997 WITH THE BUSINESS WE'VE BEEN SUCCEEDED. WE MOVE FORWARD LIKE TO MOVE TO ME. AND HERE WE ARE. WE'RE DOING WITH THE FAMILY BUSINESS. ME AND MY WIFE AND THREE CHILDREN. AND, UM THERE IS WE ARE MOVED TO MAKE ANY I THINK THAT EACH SIDE REALLY DOES NEED ITALIAN FOOD. ME TOO, AND SO FORTH. WE INVEST IN CLOSE TO MILLION DOLLAR. IN THAT BUILDING. AND HERE WE ARE TO ASK FOR YOUR HELP, YOU KNOW FOR THE LAND, SCRAPE AND ANY OTHER QUESTIONS. WELL, I DON'T. I DON'T KNOW IF I HAVE A QUESTION. I HAVE CONCERNS. UM. I IN THE PAST, I'VE LISTENED TO JOY. ASK QUESTIONS ABOUT.

BUSINESS IS VERY MUCH LIKE THIS. AND I AGREE WITH, UM, WHERE SHE'S COME FROM IN THE PAST. AND SO I WE'VE HAD DISCUSSIONS ABOUT THIS AND HELD OTHERS TO THE STANDARD. THIS BUSINESS IS, UM YEAH. ON THE EAST SIDE TECHNICALLY OF 75 BY A BIT, IT JUST STRIKES ME AS KIND OF THE NORMAL COURSE OF BUSINESS FOR BUSINESS OWNERS TO IMPROVE THEIR BUILDINGS WHEN THEY PURCHASE THEM AND MAKE THEM UM GOOD TO OPERATE BUSINESSES IN I THINK WHEN I THINK ABOUT THIS PROGRAM.

I THINK ABOUT THE DOWNTOWN AREA AND, UM SOME OF THESE HISTORIC BUILDINGS IN PARTICULAR THAT DON'T HAVE UM, THAT DIDN'T HAVE THE WORK DONE IN THEM THAT MODERN BUILDINGS DO. I WONDER.

WHY BECAUSE THIS BUSINESS OWNER. IS AWARE OF THIS PROGRAM AND, UM, HAS MADE THIS REQUEST. OTHER BUSINESSES HAVE TO FRONT THESE COSTS. OTHER BUSINESSES HAVE TO DO THIS. I DON'T THINK THAT THIS PARTICULAR BUSINESS IS IN AN AREA OR A BUILDING THAT REALLY HITS THE GOALS OF THIS. OF THIS PROGRAM, SO THAT THAT'S MY CONCERN, I. I JUST THINK ABOUT YOU KNOW, THERE'S OTHER BUSINESS OWNERS LIKE JOY AND HER FAMILY AND OTHERS ALL ACROSS THE WEST SIDE, WHO HAVE TO DO IMPROVEMENTS TO THEIR BUILDINGS AND THEY'RE NOT ELIGIBLE BECAUSE THEY DON'T LIVE OR THEY THEIR BUILDING ISN'T ON A ENTRY THOROUGHFARE. HOWEVER, WE DEFINE THAT. AND THEY DON'T HAVE ACCESS TO THESE FUNDS. BECAUSE OF THEIR LOCATION, AND THIS IS A PRETTY STANDARD BUSINESS. OPERATION EXPENSE SO IT'S WHERE I AM. I'M HAPPY TO HAVE DISCUSSION ABOUT THAT. AND IT IS A FAMILY BUSINESS. IT'S NOT A CHAIN. THEY'RE TAKING A TIRED OLD BUILDING. IT'S BEEN VACANT. FOR YEARS AND REPURPOSING IT INTO FIRST-CLASS ITALIAN RESTAURANT. I COMPLETELY AGREE AND I LOOK

[02:15:05]

FORWARD TO EATING THERE. I'M EXCITED ABOUT IT. THERE ARE THERE ARE OTHER VERY SIMILAR RESTAURANTS, UM ITALIAN OR NOT ALL OVER THE CITY WHO HAVE HAD TO DO VERY SIMILAR, UH, RENOVATIONS TO THEIR BUILDINGS. UM AND THEY'VE HAD TO. THEY'VE HAD TO PUT THAT UP, AND, UH AND DO THAT, AND IT'S A PRETTY STANDARD BUSINESS EXPENSE. I DON'T I THINK THAT THIS PROGRAM IS INTENDED TO SHOULD BE INTENDED TO IMPACT BUSINESSES THAT ARE NOT IN IF IT DID NOT QUALIFY, WE WOULDN'T BE HERE. YOU'RE ABSOLUTELY RIGHT. IF IT DIDN'T QUALIFY, YOU WOULDN'T.

YEAH. CAN I SPEAK TO THAT? BECAUSE I'M INTO YOUR POINT, BUT THAT I ALSO THINK THAT IT IS A PROGRAM IF THEY ARE ELIGIBLE ENTITY. IF IT IS AN ELIGIBLE PURPOSE. WHY WOULD THEY NOT? APPLY. I AGREE, SO I MEAN, I DON'T THINK WE COULD SAY IN IN MY PERSONAL OPINION THAT YOU KNOW, BECAUSE THERE ARE OTHER YOU KNOW, BUSINESSES AND OTHER AREAS OF THE WORLD. THERE ARE A LOT OF PROGRAMS AND THINGS THAT WE THAT DO NOT. YOU KNOW, IF YOU CAN APPLY, THEN YOU CAN APPLY AND THAT SHOULD NOT PRECLUDE, YOU KNOW, PRECLUDE YOU FROM APPLYING IF THEY MEET AN ELIGIBLE PURPOSE, AND THEY ARE ELIGIBLE ENTITY, UM SO I I'LL JUST KIND OF STAND ON THAT. I DON'T YOU KNOW, BECAUSE WE ALL MAY HAVE PERSONAL OPINIONS AS TO WE DON'T THINK THIS FITS THE FORMAT, BUT I WOULD MAKE THE ASSUMPTION THAT LINDA WOULD HAVE DONE HER DUE DILIGENCE IN IN CINDY WOULD HAVE DONE THEIR DUE DILIGENCE IN IN SAYING YOU'RE NOT ELIGIBLE IN THE REQUESTED SO I MEAN, I DON'T KNOW IF I SUPPORT THAT. I GET WHAT YOU'RE SAYING. THERE ARE OTHER BUSINESSES WITHIN OUR CITY THAT DO NOT GET TO QUALIFY. BUT WE HAVE REQUIREMENTS. IF YOU'RE IN A THOROUGHFARE, IF YOU'RE IN AN ELIGIBLE AREA, THEN YOU ARE A QUA. YOU KNOW IF WE HAVE A PROBLEM WITH THAT, THEN WE MAY NEED TO GO BACK AND LOOK AT OUR POLICIES AND CHANGE OUR OUR POLICIES. SO I MEAN, THAT'S A QUESTION THAT WE AS A BOARD, CINDY GUIDES US AND WE CAN DISCUSS IN A ANOTHER, YOU KNOW, STRATEGIC PLANNING, BUT I DON'T THINK BY SAYING JUST BECAUSE, YOU KNOW WE FEEL OTHERS ARE NOT ELIGIBLE THAT THEY DON'T GET TO APPLY FOR THE ASSISTANCE IS HERE . THE PROGRAM IS HERE. UH, HISTORICALLY, WE HAVE HAD A HUGE ISSUE WITH ENTITIES COMING. I REMEMBER WHEN I FIRST GOT ON THE BOARD WE WERE HAVING MAYBE ONE OR TWO OR IF ZERO IN THE ENTITIES APPLYING AND WE'RE AND WE SAID WHAT IS THE PROBLEM? WE ARE NOT. ARE WE NOT MEETING THE NEED IS THAT SO? WE WENT IN AND I THINK WE INCREASED THE AMOUNT BECAUSE WE FELT AS THOUGH IT WAS. YOU KNOW, I THINK THE FEEDBACK WE GOT FROM ENTITIES IS NOT ENOUGH. MONEY IS NOT. IT'S NOT WORTH THE TIME FOR THE AMOUNT OF MONEY THAT WE ARE GETTING SO AGAIN. BOARD MEMBERS WITHIN THE BYLAWS THAT WE HAVE AVAILABLE TO US, THEN WE CAN GO IN. IF WE WANT TO MAKE CHANGES, THEN WE CAN DO THAT. BUT I DON'T THINK WE SHOULD SAY THAT THEY SHOULDN'T BE AN ELIGIBLE PURPOSE . LET LET ME CLARIFY MY COMMENTS . I ABSOLUTELY WAS NOT SAYING THAT AT ALL. I ABSOLUTELY THINK THAT THEY ARE ELIGIBLE TO BE HERE. CINDY. CLEARS EVERY ONE OF THESE WITH COS IT DOESN'T SHOW UP ON OUR AGENDA, IF IT UNLESS IT QUALIFIES. I ABSOLUTELY BELIEVE THAT AND THINK THAT THEY HAVE EVERY RIGHT TO MAKE THIS APPLICATION, IT BECOMES A QUALITATIVE DECISION OF THIS BOARD. WHETHER OR NOT WE DEAL THAT. THIS REQUEST IS THE BEST USE OF THESE FUNDS IN THIS PROGRAM. I ALSO COMPLETELY AGREE AND THAT IS WHERE MY COMMENTS ARE COMING FROM. THEY ARE ELIGIBLE. THERE'S NO DOUBT ABOUT THAT. UM IS IT THE BEST THE HIGHEST AND BEST USE FOR THIS PROGRAM? I WOULD ARGUE IT IS NOT . I ABSOLUTELY THINK THAT WE SHOULD HAVE A CONVERSATION ABOUT THE PARTICULAR TARGET OF TARGETS OF THIS PROGRAM IN OUR STRATEGIC PLANNING COMPLETELY AGREE WITH THAT, UM AND. AND WE CAN, AND I ALSO WANNA SAY THAT THE CHANGES WE MADE TO THIS PROGRAM THAT YOU TALKED ABOUT. HAVE CLEARLY WORKED, AND I'M VERY HAPPY ABOUT THAT. I THINK THAT INCREASING THE GRANT SIZE AND DECREASING THE, UM THE MATCH HAS CLEARLY MADE THIS PROGRAM GO FOR FROM ONE OR TWO APPLICATIONS, OR ZERO APPLICATIONS TO EIGHT, AND WE'VE SEEN THAT GROWTH OVER THE LAST YEAR AND A HALF. AND SO, UM THAT THAT'S GREAT, AND I THINK WE MADE CHANGES THAT WORKED AND WE CAN CONTINUE TO LOOK AT THIS PROGRAM AND IMPROVE IT. UM BUT THEY ABSOLUTELY HAVE THE RIGHT TO BE HERE AT THIS POINT. I MEAN TO THOSE COMMENTS I WOULD LIKE TO ADD, SINCE THE STANDARD WOULD BE WHETHER OR NOT IT IS THE HIGHEST AND BEST USE OF OUR FUNDS. SO OF COURSE FINANCIALS

[02:20:04]

WOULD PLAY INTO THAT. AND SO, WITH THAT BEING SAID, AND WITH THAT BEING OPENED IS BEST USED.

THEN THAT WOULD REQUIRE US TO GO BACK AND EVALUATE. OR WHAT WE FIND. UM, SO I WOULD LIKE TO I.

I DO THINK A DISCUSSION IS WORTHY ABOUT ELIGIBILITY BECAUSE I DON'T THINK THE PARAMETERS ARE VERY CLEAR ABOUT GATEWAY. SO TO ME, THIS PROPERTY IS SIGNIFICANTLY OFF OF 75, AS IS THE OTHER APPLICANT. UM WHO'S APPLYING ON CRAIG DRIVE? I DON'T THINK THAT THOSE ARE WHAT WE IMAGINED WHEN WE SAID YOU KNOW, THE 75 CORRIDOR OR THE FIVE CORRIDOR, HOW FAR OFF AND WHAT TYPES OF BUILDINGS LIKE THE OLDER BUILDINGS IN DOWNTOWN HAVE STRUCTURAL NEEDS THAT CANNOT MEET CODE. THEY JUST CANNOT BY THEIR NATURE, BUT SOME OF THESE ARE BUILDINGS THAT WERE NOT BUILT. ALL THAT LONG AGO. THAT DEVELOPMENT IN ON CRAIG DRIVE IS I MEAN, I DON'T KNOW THE DATE, BUT IT'S YOU KNOW, NOT 100 YEAR OLD BUILDING. THE SECOND POINT I'LL MAKE IS I MEAN, IN NEGOTIATING TO BUY THE SPACE. CERTAINLY YOU KNEW THE PARKING LOT WOULD BE SOMETHING YOU'D WANT TO IMPROVE IF I WAS GOING TO BUY A PRIVATE RESIDENCE, AND I KNEW THAT THE DRIVEWAY HAD SOME HOLES IN IT, OR THE BACKYARD WAS PITTED AND YOU KNOW MARKED UP AND I'D HAVE TO DO SOME IMPROVEMENTS. I WOULD NEGOTIATE DOWN AND I WOULD SAY, WELL, I'LL BUY IT, BUT I'M GONNA BUY FOR LESS THAN YOU'RE ASKING OR LESS THAN I WOULD HAVE. BECAUSE I KNOW I HAVE TO MAKE THESE IMPROVEMENTS. SO AGAIN. I'M NOT SURE WHEN WE TALK ABOUT HOW IT'S THE BEST USE. I MEAN, THAT'S PART OF THE NEGOTIATION AS A PRIVATE BUSINESS OWNER TO ANTICIPATE THE IMPROVEMENTS YOU MIGHT AND WHY YOU HAVE TO MAKE THEM AND THEN BARGAIN DOWN THE PRICE. TO ME. IT SEEMS DIFFERENT THAN INFRASTRUCTURE AND THINGS THAT ARE INTEGRAL TO THE FUNCTIONING OF THE SPACE. THIS IS COSMETIC. UM I WOULD AGREE. I'D RATHER GO TO A BUSINESS THAT DIDN'T HAVE A POTHOLE AND I'D RATHER OPERATE BUSINESSES THAT DON'T HAVE POTHOLES. BUT YOU KNOW, I COULD HAVE SAVED SOME MONEY WHEN I BOUGHT IT. HAD I NEGOTIATED THERE. AS YOU KNOW, ON YOUR PARAMETERS. THERE ARE CERTAIN GUIDELINES THAT THAT THAT IT QUALIFIES FOR IN ITS PARKING LOT IS DRIVING IN CONSTRUCTION OR RETAINING WALLS AND SIDEWALK REPLACEMENTS THAT WHOLE ROOF NEEDED. GOT REPLACED.

HV AC SYSTEM GOT REPLACED THERE. THERE WERE NEGOTIATIONS ON THE PRICE OF THE, UH THE STATURE OF THE BUILDING, AND IT'S THE STATE IT WAS IN. AND THERE'S JUST SMALL BUSINESS OWNER IS TRYING TO DO A MAKE HIS WAY AND HE HAS DONE FOR THE LAST 30 PLUS YEARS AND WHAT'S TO COME TO A KITTY AND BE A PART OF THIS COMMUNITY. WELL THE REASON I APPRECIATE YOU COMING, YEAH, AND TO MY BOARD COLLEAGUES, UM I WAS PART OF SOME OF THE ORIGINAL PUTTING TOGETHER THE GUIDELINES AND I'M PERSONALLY VERY PLEASED TO SEE THAT WE'VE HAD THE NUMBER OF APPLICANTS THIS YEAR. UM AND THEN I IN HEARING THE DISCUSSION AMONGST OUR GROUP AS A BOARD THIS MORNING. I DO CLEARLY THINK WE PROBABLY HAVE ROOM FOR ADDITIONAL ADDITIONAL CONVERSATIONS AND MAYBE SHARPENING OUR PENCILS. UM, BUT I DO WANNA THANK YOU GENTLEMEN FOR COMING FORTH FOR BEING PART OF THE PROGRAM LOOKING AND TAKING THE TIME TO SUBMIT AN APPLICATION. UM, SO, UM, YOU KNOW, CINDY FOR RECOMMENDATIONS FOR WHERE WE GO AND MADAM CHAIR ON THIS DISCUSSION, BECAUSE I DON'T I DON'T THINK IT'S FAIR OF US AS A BOARD TO, UM PENALIZE OR IN ANY WAY MAKE ANYBODY FEEL BAD IF THEY MEET THEIR REQUIREMENTS TO SUBMIT A GRANT. UM I, I THINK WE NEED TO STAND AS A BOARD AND REPRESENT IN GOOD FAITH. WHAT WE HAVE PUT OUT THERE IN TERMS OF GRANT OPPORTUNITIES. SO, UM.

YEAH, FOR DISCUSSION MAY BE ENSUING FOR 2024. BUT MEETING OUR OBLIGATIONS IN THIS GRANT CYCLE, I THINK ARE ARE, UM, IMPORTANT TO THE INTEGRITY OF OUR OF OUR FUNDING ENTITY. IS THERE ANY ADDITIONAL? ANYONE HERE TO THIS MAKES IT WE PUBLISH THEM. THEY WANT HERE. THIS IS A, UH, OPEN A PUBLIC HEARING JUST TO BRING SOMETHING FOR MY EXPERIENCE I HAVE IN MY BUSINESS. THIS COURT OF LOCATION . IT'S REALLY HIT WITH TRAFFIC CONNECTING SHOPPING CENTER AND STUFF. I WE'VE BEEN DOING FOR LIKE THREE MONTHS. CONSTRUCTION. THE BUILDING WAS REALLY DAMAGED.

SO THAT'S THE REASON I'M HERE. TO PLEASE YOU GUYS. TO HELP TO OPEN AND TO BE IN BUSINESS, BUT IT'S REALLY TRAFFIC FROM ALWAYS THE ROADS. HE HAS THE ALL THREE CORNERS, ENTRIES AND EXITS. THE YEAH. DU. UH, CAN I ENTERTAIN A MOTION TO CLOSE THIS PUBLIC HEARING? SO MOVED SECOND MOVE BY DAVID R SECONDED BY CATHERINE THANK YOU. THANK YOU. THANK YOU. NEXT ITEM. 24-0 I'M SORRY. I'M

[Conduct a Public Hearing and Consider/Discuss/Act on a Retail Development Infrastructure Grant Application Submitted by ACM Virginia Holdings LLC (RI 24-08) in an Amount of Forty Thousand Two Hundred Fifty and NO/100 Dollars ($40,250.00) to Install a New Sewer Connection, Replace the Parking Lot, and Replace the Main Electrical Panel at the Antique Company Mall Located at 213 E. Virginia Street in McKinney, Texas.]

24-1257 CONDUCT A PUBLIC HEARING CONSIDERED DISCUSSED ACT ON A RETAIL DEVELOPMENT INFRASTRUCTURE GRANT APPLICATION SUBMITTED BY AC M VIRGINIA HOLDINGS LLC R. I 24-08 IN THE AMOUNT OF $40,000 200 FIF 40,250 TO INSTALL A NEW SEWER CONNECTION REPLACED THE PARKING LOT AND REPLACED THE MAIN ELECTRICAL PANEL AT THE ANTIQUE. COMPANY MALL, LOCATED AT 213 EAST VIRGINIA STREET IN MCKINNEY , TEXAS. AND THANK YOU FOR YOUR PATIENCE. I. SO THANK YOU FOR THANK YOU FOR YOUR I DON'T WANT TO COUNT AGAINST MY TIME. BUT I HA! I HAVE A LOT OF COMMENTS ABOUT SOME OF THESE ISSUES THAT YOU BOARD MEMBERS HAVE RAISED AND I'M MORE THAN WILLING TO TALK ABOUT THOSE BECAUSE OF MY INVOLVEMENT WITH DOWNTOWN AND, UH, THE MALL IS ONE OF NINE BUILDINGS THAT WE OWN. AND UH, I KNOW THESE ISSUES OF FIRE AND I KNOW THESE ISSUES OF GREASE TRAP AND THESE ISSUES OF ALL OF THESE THINGS THAT THESE PEOPLE THAT WERE BEFORE YOU THIS MORNING ALONE. UM RICK WELLS IS A GREAT FRIEND. HE'S VACATED MY BUILDING . I'M IN THE MIDDLE OF GUTTING THAT BUILDING STRUCTURALLY TO MAKE IT READY FOR A NEW RESTAURANT THAT'S GOING IN THERE , AND THERE'S A LOT OF THINGS THAT WE COULD TALK ABOUT. AND I KNOW THAT T BOARD IS GOING TO ADDRESS THE ISSUE OF FIRE SPRINKLERS NEXT MONTH. AND SO I'M PUTTING TOGETHER AN EXHIBIT OF WHERE ALL THE FIRE SPRINKLERS ARE AND WHICH BUILDINGS DON'T HAVE IT AND ONE OF THE MODELS THAT'S THERE WITH THE CURRENT PART OF THE OLD HARVEST BUILDING IS THAT THE 110 BUILDING THAT DON DAY OWNS AND THE ONE 12 BUILDING THAT WE OWN. UM, IS THAT WE SHARE A FIRE SPRINKLER.

SO WE SHARE A RISER ROOM AND IT SERVES BOTH BUILDINGS AND, UH, THERE ARE ISSUES WITH OTHER BUILDINGS WITH ELECTRIC SERVICE AND EVERYTHING WHERE IT IS SHARED. AND UM, I, I JUST LOVE WHAT YOU GUYS WERE ASKING WITH SOME OF THOSE QUESTIONS ABOUT HOW COME THE LANDLORD IN HERE COME THE ADJACENT PROPERTY OWNER IN HERE FOR FIXING WHAT THESE PROBLEMS ARE AND EVERYTHING AND IT'S REALLY HARD TO HAVE TO PUT THAT TOGETHER AND DO THAT AND HOW TO HAVE THE EXPERTISE TO DO THAT. UM THERE'S BEEN A LOT OF MISTAKES MADE BY ME OVER 20 YEARS. BUYING BUILDINGS AND OWNING BUILDINGS. AND YOU KNOW, I CAN REMEMBER SOME PEOPLE ONCE THEY COME IN AND BOUGHT A BUILDING. AND ONE OF THEM SAID THAT HEY, I'M THE I'M BUYING THIS BUILDING. THEY SAID, UH UH, THAT WE BOUGHT IT BASED ON E AND I AND I, YOU KNOW, I'M AN APPRAISER BY TRAINING. I UNDERSTAND E AND I UNDERSTAND INVESTMENT AND I UNDERSTAND EQUITY. I UNDERSTAND THOSE KINDS OF CALCULATIONS AND I SAID I DON'T KNOW HE AND I AND HE SAID EGO AND IGNORANCE. AND I WILL TELL YOU THAT IT IS A BUYER. BEWARE SITUATION WITH THESE BUILDINGS DOWN HERE. IT'S AN INTERESTING COMMENTS ON THE FIRE SUPPRESSION. HAVE YOU GOTTEN THE LIST FROM FIRE ON ALL OF THE BUILDINGS THAT THAT THEY HAVE ON RECORD? I'M PUTTING IT TOGETHER MYSELF. I THINK IT IS AN EXHIBIT . AND UH, I HAD GIVEN THE MAYOR AND I'D GIVEN YOU KNOW SEVERAL CITY COUNCIL MEMBERS IN THE PAST COMMENTS ON THAT, UH, BECAUSE THIS I MEAN, WHEN THERE WAS A FIRE, FOR EXAMPLE, IN UP IN, UM UM, DENISON, YOU KNOW, THERE'S TWO VACANT LOTS IN THE MIDDLE OF THE MIDDLE OF IT, AND THERE'S TWO OR THREE BUILDINGS ON EACH SIDE. WHEN THAT HAPPENED. IT WAS LIKE FIRE ALARM, YOU KNOW, AND IF THERE'S ONE THING THAT I CAN DO IN MY CUSTODY OF THESE BUILDINGS IS TO SEE FIRE SUPPRESSION COMPLETELY. SURROUND THAT SQUARE. YOU KNOW, IN THE HISTORY OF THE SQUARE, TWO SIDES HAVE BURNED OVER THE COURSE OF THE YEARS AND TO HAVE THAT FIRE SUPPRESSION THERE, YOU KNOW FOR A RESTAURANT BUILDING. UH, THAT WAS MENTIONED HERE THAT HAS BEEN AN OPERATION IN GRANDFATHERED FOR YEARS AND NOT HAVE A GREASE TRAP. THAT'S A PROBLEM FOR THE CITY FOR THE GREASE THAT'S BEING INTRODUCED INTO THE SYSTEM AND, YOU KNOW ONE OF THE PROPOSALS THAT'S BEING TALKED ABOUT AT T FOR THIS NEXT TIME. IS THAT THAT FIVE YEARS FROM NOW, IF YOU DON'T HAVE A SPRINKLER SYSTEM, YOU CAN'T GET AC. AND SO I DON'T KNOW HOW EXACTLY YOU DO THAT. I DO UNDERSTAND WHAT A R THE ROOM COSTS. I DO UNDERSTAND WHAT WHAT IN SPREADING SPRINKLER THROUGHOUT THE BUILDING COST AND IT'S EXPENSIVE PROPOSITION IN THE 50 GRAND HERE IS NOT IT, YOU KNOW, LIKE LIKE, UH, CLEO MENTIONED WITH HER PANTRY PROJECT. THAT'S $200,000 PROJECT . YOU KNOW, WE WERE LOOKING AT

[02:30:03]

DOING IT FOR A BUILDING. UM THAT IS WHERE, UH, WHERE, WHERE BURGER IS AND THE IDEA WAS TO PUT SOME APARTMENTS UP THERE FOR SOME VACANT OFFICE SPACE AND THE RISER ROOM AND THEN CONVERTING THAT SPACE 35. ON FOOT INTO FIVE APARTMENTS. HE WAS GOING TO BE ALMOST A HALF MILLION DOLLARS TO DO THAT. I MEAN, I MIGHT AS WELL GO BUY ANOTHER BUILDING, YOU KNOW, AND SO I SPENT A WHOLE LOT LESS AND TURNED IT INTO A BUNCH OF SMALL SINGLE OFFICE SPACES AND THANK YOU FOR THE MARKET REWARDING US. WE GOT A CEO ON THE FIFTH OR SIXTH OF JANUARY, AND BY THE END OF JANUARY, ALL ALL 10 SPACES ARE LEASED. YOU KNOW, IT'S JUST IT IT YOU GOTTA KNOW YOUR MARKET AND KNOW WHAT YOU CAN SELL TO AND EVERYTHING BUT THANK YOU SO MUCH FOR THOSE COM THAT'S OK. SO WE, UM ARE HERE FOR YOUR P FOR THE PUBLIC HEARING FOR YOUR REQUEST. YOU CAN YOU CAN START. THANK YOU. SO WE'VE GOT A THE SLIDE SHOW HERE AND THANK YOU FOR THIS METHODOLOGY. AND THIS TECHNOLOGY 15,000 SQUARE FEET. UH, THIS PROPERTY WAS WHAT AM I DOING WRONG? HISTORIC BUILDING BUILT IN, UH, RECORD SHOW FROM 1910 FROM AN ARCHITECTURAL SURVEY THAT WAS DONE BEFORE THE, UH BEFORE THE HISTORIC DISTRICT WAS CREATED. UH IT WAS, UM, A FARM IMPLEMENT STORE. UM I KNOW THAT BECAUSE THE, UH, FOUNDATION OF THE BUILDING AND BECAUSE OF THE FLOORING IN THE BUILDING CAN SUPPORT A HECK OF A LOT OF WEIGHT. AND UM, IT THEN BECAME JOHNSON FURNITURE COMPANY. AND THEN WITH ALL OF THE DEVELOPMENT OCCURRING IN COLIN AND MIN IN THE SEVENTIES, MANY STORES WENT VACANT AND THEY SAT THERE FOR A LONG TIME, AND A LOT OF THEM BECAME ANTIQUE STORES AND MALLS.

UM MY WIFE AND I CAME UP HERE AS YOUNG NEWLYWEDS. I KNEW IT WOULD BE A GREAT WEEKEND IF I WENT UP HERE WENT TO PANTRY FOR LUNCH. WALK THROUGH 11 OR 12 ANTIQUE MALLS. I WAS DEAD TIRED AT THE END OF THE DAY, BUT SHE HAD A BIG OLD SMILE ON HER FACE. SO THEN IN 1992 BILL, AND DIANE HE LONGTIME MCKINNEY IT HAS ACQUIRED THE JUNCTION FURNITURE BUILDING AND CONVERTED IT TO THE ANTIQUE COMPANY MALL. AT THE TIME THEY DID. THAT GATHER HAS BEEN MENTIONED DURING THE COURSE OF IT WAS A PART OF THEM ALL AT THE SAME TIME, UM BILL AND DIANE WERE LONG TIME CONSULTING CONTRACT CLIENTS OF MINE AND THEY SAID, COME BY. COME BY IT COME BY IT. MY WIFE FINALLY SAID, WE NEED TO BUY THIS THING AND SO THREE DEALERS PARTNERED TOGETHER, PURCHASED THE BUILDING AND THE BUSINESS FROM THE HEIGHTS. UH, TODAY IS THERE ARE VERY FEW ANTIQUE MALLS AND BY SOME DEFINITIONS OF WHAT A MALL IS, THERE'S ONLY ONE HERE ON THE UH, PICTURES. THAT'S WHAT IT LOOKED LIKE IN 1985. THAT'S WHAT IT LOOKED LIKE IN 2005 2015 AFTER THE CITY DID GREAT STUFF WITH THE SIDEWALKS AND THEN TODAY WHAT WE LOOK LIKE UM THERE'S THE DEALERS. UH, MY WIFE IS A LOVELY BOND ON THE LEFT. AND MY SISTER IS THE IS THE BROWN HEADED OR THE GRAY HEADED ONE ON THE RIGHT. WE ARE 15,000 SQUARE FEET, 150, SEPARATE DEALER SPACES. THE MALL IS OCCUPIED MORE THAN 115 DIFFERENT ENTREPRENEURS. ALL I OBVIOUSLY SOME OF THE SPACES ARE OCCUPIED BY MORE YOU KNOW, ONE DEALER WILL OCCUPY MORE THAN ONE SPACE OVER 90% OF THE DEALERS ARE WOMEN. I THINK WE SCRATCH AN ENTREPRENEURIAL ITCH OF PEOPLE BECAUSE THOSE PEOPLE GO IN THERE. WE LOOK AT THE APPLICATIONS THAT ARE SUBMITTED. WE DO HAVE A WAITING LIST.

THANKFULLY UM, THEY BUY THEIR OWN INVENTORY. THEY LOOK FOR UNIQUE ANTIQUE AND VINTAGE GOODS . ACCORDING TO THE DEALERS THAT I KNOW THERE IS DIFFERENCES BETWEEN ANTIQUE AND VINTAGE, AND I COULD GET INTO THAT DEFINITION . IF YOU WANT. THEY PRICE THEIR OWN INVENTORY. THEY MERCHANDISE THEIR OWN INVENTORY INSIDE THEIR BOOTHS. I CAN REMEMBER MY WIFE WORKING WITH THE LADY OVER AT CLYDE'S, UH YEARS AGO, AND IT COLLIDES SHE BELIEVED IN, UH STACK IT DEEP AND SELL IT CHEAP.

AND MY WIFE SHOWED HER THAT IF YOU REMERCHANDISED IT, YOU COULD DOUBLE YOUR SALES. AND SO SHE TOLD HER STAY AWAY FROM TWO MONTHS. I'LL LIQUIDATE YOUR STUFF. WE'LL GET IT ALL GOING AND YOU'RE GONNA BE HAPPIER. AND SO SHE DID THAT FOR HER. OUR DEALER REQUIREMENTS ARE 80% OF THE MERCHANDISE HAS TO BE 19 EIGHTIES OR OLDER AND WE ONLY ALLOW 20% OTHER THINGS. WE DO NOT ALLOW ANY CRAFT GOODS OR YOU CAN'T GO TO MARKET AND BUY STUFF AND RESELL IT. SMALL DO NOT ALLOW IT. WE ARE UNIQUE FOR THAT IN THE WHOLE DALLAS METROPLEX. OUR DEALERS HAVE JOBS AND FAMILIES. UH, THE MALL PROVIDES INCOME SOCIALIZATION AND AS I SAID EARLIER SCRATCHES THEIR ENTREPRENEURIAL EDGE. UM OUR GOALS WHEN WE BOUGHT THE BUILDING WAS TO CREATE TO CREATE A BUSINESS THAT PROVIDES UNIQUE ANTIQUE AND VINTAGE PRODUCTS FOR OUR CUSTOMERS TO INCREASE THE

[02:35:02]

FUNCTIONALITY AND EXTEND THE LIFE OF THE BUILDING WITH IMPROVEMENTS TO THE EXTERIOR AND THE INTERIOR AS WELL AS STRUCTURALLY AND THEN LASTLY, TO CREATE A COMMUNITY BETWEEN OUR CUSTOMERS AND OUR DEALERS. UM. COUPLE OF COMMENTS THAT WERE THERE AND THERE'S A COUPLE OF PICTURES. I DON'T REMEMBER WHERE THE POINTER IS ON THIS, BUT ON THE LOWER LEFT, THERE IS WHERE OUR NEW SALES COUNTER IS. THAT'S THE THIRD LOCATION SINCE WE BOUGHT IT, AND WE'VE EXPANDED IT TO HAVE THREE DIFFERENT CASH REGISTERS TO HANDLE THE VOLUME THAT GOES THROUGH THERE AND JUST OTHER PICTURES THERE IN A COUPLE OF COMMENTS. UM WE'RE KNOWN INSIDE OF ANTIQUE CIRCLES FAR AND WIDE. UM ONE OF THE THINGS THAT I'VE KITTED WITH OUR MY PARTNERS ABOUT IS THAT WE NEED TO TRACK THE ZIP CODES OF THEIR BUYERS. THEY'RE HUGE. OH LAST THING THIS THINGS WE'VE DONE IN THE PAST, INTERIOR, PLUMBING AND FIXTURES REPLACED REMOVED THE HANGING INDUSTRIAL HEARERS STYLE NEW HEATING AND AIR CONDITIONING SYSTEM, ADDED 30 TONS OF AC. THE CASHIER STATION. THE LED, UH, RAISED THE MEZZANINE HEIGHT FROM 54. THERE WITH THE HUSBAND BEFORE AND TRY TO GO TO THE MEZZANINE. YOU COULDN'T WALK. YOU HAD TO DO THIS. AND SO THAT IS ALL THERE THROUGH STRUCTURAL CHANGES. THANK YOU FOR ENGINEERING FIRM HELPING, UH, FIXED THE ROOF. JOYCE EXTENDED THE LIFE OF THE BUILDING BY A LONG, LONG TIME WHEN WE REMOVED ALL THE EXTRA WEIGHT. UM THERE WAS THREE OR FOUR LAYERS OF ROOFING UP THERE, INCLUDING GRAVEL IN BETWEEN THOSE LAYERS AND I DON'T KNOW HOW THEY GOT ALLOWED TO DO THAT, BUT THEY DID. AND SO THE BUILDING SIGHED A SIGH OF RELIEF WHEN ALL THAT EXTRA WEIGHT WAS REMOVED. SO THE THINGS THAT WE NEED TO DO THAT BUILDING RIGHT NOW TO CONTINUE WHAT WE'RE DOING, AND TO EXTEND IT FOR A LONG TIME AND TO BETTER THAT BUILDING FOR THE LONG HAUL IS WE NEED TO UPGRADE THE SERVICE PANEL. AND THAT PANEL WILL HELP WITH THE BUILDING FOR MANY YEARS TO COME. THE TOTAL COST OF THAT IS ABOUT 23,000. SO THAT'S ON OUR REQUEST FOR HELP. THE SEWER LINE NEEDS TO BE REPLACED AND BETTER ENABLE THE PROPERTY TO LAST A LOT LONGER, AND OBVIOUSLY WE COULD POTENTIALLY SPENT MORE RESTROOMS THAN WHAT WE HAVE. THE COST OF THAT IS 16,500. IT'S TIMELY TO DO THAT. IN CONJUNCTION WITH FIXING THE PARKING LOT. YOU WALK OUT THE BACK DOOR, THIS BUILDING OF THIS PARKING LOT AND YOU LOOK TO THE RIGHT AND YOU LOOK AT THE PARKING LOT OVER THERE IN OUR PARKING LOT IS WHETHER TO ASPHALT. IT'S A MESS. AND SO THE ASKED THE PARKING LOT NOW HAS COME DOWN. THAT WAS HIS HIGH AS $55,000. AND NOW IT'S DOWN TO 41 OR 40,009 50. THAT'S CONCRETE. AND TO REPLACE IT IN THE IDEA IS TO DO THE SEWER AT THE SAME TIME, AS WE DO THAT OTHER PROJECTS THAT WE'RE LOOKING AT THAT ARE NOT INCLUDED WITH THE REQUEST IS TO REPLACE GLASS ACROSS THE WHOLE FRONT OF THE STORE. BECAUSE IT'S NOT TEMPERED GLASS. IT'S NOT SAFETY GLASS AND CONSTRUCT AND DO A NEW AWNING.

SO OUT OF THE TOTAL OF ABOUT $160,000 THAT WE NEED TO DO IN PROJECTS RIGHT NOW THAT WE CHAMPAGNE TASTE BEER BUDGET WE'RE LOOKING FOR HELP WITH ABOUT $80,000 WORTH OF MONEY THAT WE WOULD SPEND AND BUY THE 50% RATIO. WE'RE LOOKING FOR $40,000 OUT OF THE 160 THAT WE WILL BE DOING. SO WE'RE COMMITTED TO CONTINUE FUNDING THE BUILDING THAT MAINTAINS ITS FUNCTIONALITY AND THE IMPROVEMENTS TO REQUIRED FOR A LONG TIME. JUST THANK YOU FOR YOUR TIME AND CONSIDERATION. THANK YOU, MR JEN. THEIR QUESTIONS FIRST. I HAVE A QUESTION JUST ABOUT THE VERY LAST THING YOU SAID. TOTAL COST OF THE WORK YOU'RE DOING HERE IS 80,500. WHY ELIGIBLE THINGS 80,000 OF THE TOTAL COSTS AND SO YOU WOULD I GUESS BE ELIGIBLE FOR THE MAXIMUM $50,000 GRANT REQUEST, SO WE MISUNDERSTOOD THE 75% VERSUS THE 50% SO OUR APPLICATIONS THERE BECAUSE WE MISUNDERSTAND IT A LOT, TOO, AND THAT'S WHY I ASKED CINDY TO CLARIFY. WE'VE DONE THIS SEVERAL TIMES I IT'S STILL HARD FOR ME TO GET THIS AND UNDERSTAND THIS IF WE CAN FIGURE OUT EITHER A CLEANER WAY TO DO IT OR A CLEANER WAY TO EXPLAIN IT. THAT WOULD BE REALLY HELPFUL. I SO WHAT YOU'RE SAYING IS YOU DIDN'T FULLY UNDERSTAND THE FORMULA AND SO YOU WOULD HAVE MADE A HIGHER REQUEST. BUT YOU THOUGHT THIS WAS THE MOST JUST WE JUST THOUGHT IT WAS 50% 50% OF 80,000 IS 40,000. SO THAT'S WHAT WE PUT ON THE FORM. AND IT WASN'T UNTIL I GOT BACK IN TOWN AND READ THE FORMS AND EVERYTHING LIKE THAT. I WAS LIKE HOLY COW. IT'S REALLY 75% NOT NOT 50. OKAY DO YOU WISH TO AMEND YOUR APPLICATION TO ASK FOR THE COULD ASK FOR THE 50 GRAND? THAT WOULD BE FANTASTIC. IF YOU WOULD HAVE TO BE SAYING COULD WE COULD WE CLOSED THE HEARING WITH THE UNDERSTANDING THAT HE WOULD RESUBMIT. IS THERE LIKE A PROCEDURAL WAY TO ALLOW.

[02:40:11]

BOSTON IT'S GOING TO BE. IN THE NEW APPLICATION IS IN THE NEXT CYCLE. OKAY PLEASE DON'T PUT ME UNTIL JULY. AH, OKAY. ANY ADDITIONAL CLARIFIED THAT BECAUSE IT IS SOMETHING WE NEED TO TALK ABOUT WORK. ANYTIME I THINK OBVIOUSLY, SEVERAL MEMBERS KNOW WHERE TO FIND ME. AND IF YOU GUYS WANT ME HERE, I'LL BE HERE. ANYTHING'S TIME FOR PATTERSON'S TALK ABOUT WHAT TO DO FOR THE SQUARE LOVED THE SQUARE. GREAT PLACE. THANK YOU. THANKS FOR YOUR TIME OVER HERE.

NO ONE HERE FOR, ANYBODY. UM SO WE ARE NOT GOING TO QUOTE WE'RE GOING TO LEAVE THIS PUBLIC HEARING OPEN TO HAVE SOME DISCUSSION REGARDING THE REQUEST. AND WE WILL GET BACK WITH YOU, MR JIM TO FIGURE OUT WHAT THAT WOULD BE, UM IT WILL BE REVISED TO REFLECT OUR 250.

THAT IS THE REQUEST. SO WILL YOU WILL BE IN CONTACT WITH YOU SO WE WILL LEAVE THAT PUBLIC HEARING. OPEN OKAY. DO WE HAVE ANY PUBLIC COMMENTS REGARDING MATTERS NOT ON WOULD BE A GENTLE , QUIET. OH I THINK WE HAVE ALREADY MADE BOARD COMMENTS. DON'T BELIEVE THERE ARE ANY
