HELLO MY NAME IS LINDA LAW. I'M A RESIDENT OF MCKINNEY, TEXAS, AND I HAD A CHANCE TO REVIEW THE PRESENTATION THAT YOU'LL BE SEEING LATER TODAY. UH, IN THE PRESENTATION, IT IS NOTED THAT THEY ARE HOPEFUL THAT, UH, PERSONS WHO USE THE PROGRAM WILL CHOOSE TO SELECT LOCATIONS THAT ARE CLOSER RATHER THAN FURTHER AWAY AND ONE THING I WANTED TO BRING TO COUNCIL'S ATTENTION AND TO THE COMMITTEE'S ATTENTION IS THAT OFTEN MORE OFTEN THAN NOT, PEOPLE DON'T HAVE A CHOICE IF THEY'RE DISABLED AND SEEKING MEDICAL PROFESSIONALS AS TO WHERE THEY CAN GO. UM I RECENTLY SPOKE WITH THE UNITED HEALTHCARE REPRESENTATIVE WHO TOLD ME THAT MCKINNEY, THE CITY OF MCKINNEY, HAD A 20% DROP IN SERVICE PROVIDERS. AND I THINK THAT IF YOU PUT THAT INTO CONSIDERATION, YOU'LL SEE THAT IN THE CITY OF MCKINNEY, YOU HAVE AN AGING POPULATION MORE SO THAN THE OTHER SISTER CITIES THAT ARE IN THE PROGRAM. UH, PLACES LIKE MELISSA SALINA PROSPER THEIR YOUNGER POPULATION, RIGHT? UM AND THEIR SERVICE PROVIDERS ARE NOT AS ESTABLISHED AS THE ONES WE HAVE HERE, SO THEY'RE MORE LIKELY TO TAKE MEDICAID AND MEDICARE PATIENTS, WHEREAS MCKINNEY SERVICE PROVIDERS HAVE ESTABLISHED THEIR PRACTICE AND THEY'RE LESS LIKELY. SO WHAT YOU'RE GOING TO SEE IN THE FUTURE IS MORE OF THESE ELDERLY AND DISABLED AND LOWER INCOME PEOPLE GOING FURTHER OUT, SO TO PUT A CAP ON HOW FAR THEY CAN GO OR THE AMOUNT OF TRIPS THEY CAN MAKE EVERY YEAR IS GOING TO CAUSE STRAIN ON AN ALREADY STRAINED POPULATION. WHILE MANY REPRESENTATIVES MAY OR MANY PEOPLE MAY HAVE RECEIVED, UH, AN INCREASE IN THEIR COLA BENEFITS THAT ACTUALLY LED TO A DECREASE IN OTHER SERVICES, SUCH AS SNAP AND AN INCREASE IN THEIR MEDICAID OR MEDICARE CO-PAYS BECAUSE THEY NOW RECEIVE ADDITIONAL COLA FUNDS. SO IF YOU REALLY CARE ABOUT THE CITIZENS OF MCKINNEY THAT HAVE BEEN HERE THAT WERE HERE FROM DAY ONE AND OUR ELDERLY YOU NEED TO UNDERSTAND THAT CHARGING THEM MORE BY GOING FURTHER OUT IS GONNA BE A STRAIN ON THEM. AND I THINK THAT'S NOT REALLY VERY FAIR. I THINK THAT OTHER CITIES THAT ARE YOUNGER THAT ARE HAVING THOSE PROVIDERS UM SERVE SHOULD MAYBE ABSORB SOME OF THAT COST, SO I AM IN SUPPORT OF ASKING THOSE OTHER MEMBER CITIES TO PAY THEIR SHARE AS SEE IN THE PROGRAM LATER TODAY, BUT I DON'T THINK THAT IT'S FAIR TO EITHER CAP OR INCREASE BASED ON DISTANCE. WE DON'T NECESSARILY THINK WE NEED TO MAKE MASSIVE CHANGES TO THIS PROGRAM OR MASSIVE CHANGES THAT INCREASE THE FUNDING FROM OUR MEMBER COMMUNITIES AT THIS TIME, BUT WE HAVE TO GET THE PROCESS STARTED SO THAT WE CAN ABSORB THE CHANGES, PARTICULARLY ON THE FUNDING SIDE OVER TIME.
WE NEED YOUR DIRECTION TO SET THESE POLICY PROVISIONS FOR US AND WE HAVE DEVELOPED A PROPOSAL FOR CONSIDERATION. I CAN EMPHASIZE ENOUGH THE AMOUNT OF DATA THAT WE HAVE AT HAND WORKING WITH DART AND SPARE LABS. THAT'S REALLY INCREDIBLE. SO QUICK RECAP ON THE PROGRAM FUNDING. UM, BUT WE DO USE THAT FOR OUR ADMIN, AND WE ALSO USE THAT TO PULL ANY OF THAT PHOTO FEDERAL MONEY OVER THAT WE CAN OUR LOCAL MONEY BEFORE THE CARES. ACT MONEY. UM WE WERE LEANING ON OUR LOCAL MONEY. NOW WE HAD A MUCH SMALLER PROGRAM SO WE DIDN'T HAVE TO RELY ON IT TOO MUCH. BUT LOCAL FUNDING HAS BEEN SOMETHING WE HAVE A FORMULA FOR, BUT WE HAVEN'T REALLY BEEN UTILIZING AND THEN CARES ACT WHICH HAS BEEN A GREAT BOOM TO OUR PROGRAM , BUT IT IS SOMETHING WE HAVE TO KEEP AN EYE ON AND THAT GETS US TO WHY WE'RE HERE. THAT MONEY IS PROBABLY GOING TO GO DOWN BECAUSE WE'RE CHANGING THE CENSUS, AS WE'VE TALKED ABOUT BEFORE IS MOVING US INTO THE FRISCO URBANIZED AREA, AND THAT'S GOING TO CHANGE OUR TECH SET FUNDING IT POSSIBLY COULD GO DOWN BY HALF. JUST SOMETHING TO CONSIDER ITS VARIABLE. WE'RE GOING TO MONITOR THESE CHANGES, BUT THAT WE WANT TO TAKE THE MOST CONSERVATIVE APPROACH. WHEN WE'RE LOOKING AT OUR BUDGET, THE CARES. ACT MONEY IS LIMITED. WE STARTED WITH $8.8 MILLION AT THE END OF THIS YEAR. WE'RE GOING TO BE AT 5.9. UM AND IT'S BEEN A BIGGER PART OF OUR BUDGET. AS OUR PROGRAM HAS GROWN. KIM, I'M SORRY. IT TAKES UP A BIG CHUNK OF IT. 65% THAT'S WONDERFUL, BUT LEANING ON THAT AS A ONE TIME FUNDING SOURCE LONG TERM, IT MEANS WE ARE GOING TO RUN OUT, AND WE HAVE TO FIGURE OUT HOW TO HAVE A SOFT LANDING AND RUN OUT VERSUS FALLING OFF A CLIFF. THIS LOOKS AT THE PROGRAM BUDGET IN A LITTLE MORE DETAIL. WE HAVE ANTICIPATED OPERATING COSTS OF 2.3 MILLION. THIS IS THE SLIDE WHERE YOU CAN SEE HOW OUR TAX DEBT MONEY AND OUR CITY OF MCKINNEY THIS YEAR WE DO HAVE SOME CITY OF MCKINNEY MONEY GOING IN HELPS PULL DOWN THAT FT A DOLLAR SO BECAUSE WE HAVE $405,000 OF LOCAL WE CAN TAKE $405,000 OF THE FEDERAL AND WE FEEL THE BALANCE OUT WITH FTA CARES. THAT'S WHERE WE'RE AT TODAY. AS MENTIONED BEFORE TO BE FISCALLY SUSTAINABLE. WE THINK IT'S GOING TO TAKE THREE THINGS. WE THINK IT IS GOING TO TAKE COST SAVINGS. THESE ARE THINGS THAT WE ARE GOING TO DO, REGARDLESS JUST TO BE RESPONSIBLE STEWARDS OF THE PROGRAM, IT IS GOING TO TAKE SOME LEVEL OF PROGRAM CHANGES, BUT IT IS ALSO GOING TO TAKE FUNDING CHANGES. WHAT WE ARE GOING TO DO IS GONNA GO THROUGH EACH OF THOSE BUCKETS AND THEN WE'RE GOING TO TALK ABOUT SOME OF THE ALTERNATIVES THAT WE PULLED TOGETHER. SO LET'S START WITH COST SAVINGS. THERE ARE THINGS WE'VE DONE ALREADY, FLEA PRIORITIZATION UPDATES AND OUR GO PASS WORKSHOPS THAT ARE, UM EDUCATING, INFORMING PEOPLE ON HOW TO USE GO PASS. WE'VE SAVED UPWARDS OF $25,000 A MONTH ALREADY, WE WILL CONTINUE TO SEEK WAYS TO OPERATE THIS PROGRAM EFFICIENTLY AND TO SAVE MONEY. THERE ARE SEVERAL THINGS THAT WE ARE WORKING ON AND WE'LL EXPLORE THIS YEAR. IT INCLUDES RECERTIFICATION FOR RIDERS CHECKING IN ON THEM EVERY THREE YEARS TO MAKE SURE THEY STILL QUALIFY FOR THE PROGRAM. IT ALSO INCLUDES EXPLORING MOVING OUR OWN. WE OWN SOME VEHICLES ON THE MUTD MOVING THAT TO FULLY CONTRACTED OWNING VEHICLES HAS BEEN GOOD FOR US BECAUSE IT ALLOWS US TO SOMETIMES USE FUNDING THAT CAN'T BE USED FOR OPERATIONS. BUT IT ALSO COMES WITH SOME BURDENS AS RELATED TO INSURANCE REQUIREMENTS. AND IT MEANS THAT THE COST OF OPERATING VEHICLES THAT WE OWN IS QUITE A BIT HIGHER THAN IF WE HIRE A CONTRACTOR OR USE A CONTRACTOR TO OPERATE VEHICLES THEY OWN TO BE CLEAR. WE ACTUALLY SORT OF HAVE THREE DIFFERENT SERVICE PROVIDERS. WE HAVE LYFT. WE HAVE , UM, WE HAVE A PROGRAM AND WE HAVE A PROVIDER THAT USES VEHICLES WE OWN.
