I'M GONNA HIGHLIGHT SOME OF THOSE RECORD ACHIEVEMENTS AND THEN TALK ABOUT SOME CONSTRAINTS AND SOME OTHER THINGS GOING ON, UH, IN THE DEVELOPMENT CLIMATE RIGHT NOW THAT POTENTIALLY EXPANDED THROUGH 2023. SO I'M GONNA JUMP RIGHT INTO IT. AS I MENTIONED, WE'RE GOING TO TALK A LITTLE BIT OF NUMBERS, DEVELOPMENT TRENDS. WE'RE GONNA TALK ABOUT NOT NOTEWORTHY PROJECTS, AND THEN WE'RE GONNA TALK ABOUT THREATS AND OPPORTUNITIES TONIGHT. SO FIRST OFF TRENDS. RESIDENTIAL IS STRONG. NON-RESIDENTIAL IS STRONG. IF YOU DRIVE THROUGH THE CITY OF MCKINNEY, YOU'LL KNOW THAT TO BE TRUE. YOU SEE IT EVERYWHERE. UM SO WHAT DOES THAT LOOK LIKE? IN TERMS OF NUMBERS, SO THE CITY OF MCKINNEY IS NOW ALMOST 215,060 0.2 SQUARE MILES APPROACHING THAT 70 THRESHOLD YOU CAN SEE RECORD YEAR FOR NEW CONSTRUCTION VALUE IN 2023 1.472 MILLION. COPS OR 1.472. BILLION WITH A B 9 MILLION. I APOLOGIZE, UM, YOU'LL NOTICE THAT TOPS LAST YEAR'S PREVIOUS RECORD 1.3 BILLION. SO AGAIN, MCKINNEY CONTINUES TO GROW CONTINUES TO BE A THRIVING ECONOMY, AND WE'RE VERY, VERY EXCITED ABOUT THAT. SO NON-RESIDENTIAL YOU HEARD ME. SAY IT. RESIDENTIAL NON-RESIDENTIAL ALL STRONG. YOU CAN SEE IT HERE AGAIN. IF YOU LOOK AT LAST YEAR'S NUMBERS, SO YOU'RE GOING TO SEE A DIP DOWN. WELL, WHY IS THAT, MICHAEL? SO THIS YEAR 485 MILLION IN NON-RESIDENTIAL CONSTRUCTION VALUE LAST YEAR, 685 MILLION DIPPED DOWN. BUT MICHAEL, YOU SAID IT WAS STRONG. WELL KEEP IN MIND. LAST YEAR'S NUMBER WAS INFLATED BY ONE PERMIT FROM RAYTHEON. THAT WAS $216 MILLION. IF YOU TAKE THE 216. MILLION DOLLARS OFF THE TOP THIS YEAR EXCEEDS LAST YEAR'S SO, UM, AGAIN VERY, VERY STRONG. 129 NON-RESIDENTIAL BUILDING PERMITS THE MOST SINCE 2001. SO WHEN I SAY VERY STRONG, VERY, VERY STRONG. IT LITERALLY IS DISPERSED THROUGHOUT THE COMMUNITY. SO UH, AGAIN, A GOOD POSITIVE SIGN OF GROWTH IN THE IN THE ENTIRE CITY. RESIDENTIAL AGAIN CONTINUES TO REBOUND. YOU WILL NOTICE THAT OUR SINGLE FAMILY PERMIT NUMBER IS UP 1853 TOTAL 1500 OF THAT IN THE CITY OF MCKINNEY AGAIN, 300 OR SO IN TRINITY FALLS PARKWAY OR TRINITY FALLS MUNICIPAL UTILITY DISTRICT AGAIN. BASICALLY THE SENSE IS THAT EVERYBODY LEAVES TO GO SOMEWHERE ELSE FOR WORK. AND SO A LOT OF RESTAURANTS SAID WELL, WE WON'T GO TO MCKINNEY BECAUSE THERE'S NO DAYTIME POPULATION. OK SO THESE GUYS CAME IN AND WHAT HAVE THEY DONE? PROVE THE MARKET WRONG. IF YOU GO THERE FOR LUNCH. IT IS PACKED EVERY ONE OF THEM. IF YOU BUILD IT, THE PEOPLE WILL COME AND THEY DID.

AND SO I WOULD SUBMIT TO ANY OF THE RESTAURANTS OUT THERE OR ANY OF THE RETAILERS OUT THERE THAT MIGHT BE WORRIED ABOUT MCKINNEY'S DAYTIME POPULATION. DON'T WORRY. LOOK AT THIS. TOPS EAST SIDE REDEVELOPMENT. EVERYBODY'S HEARD ABOUT TUBS. THEY'RE A GRAND OPENING WILL BE MARCH 9TH. WE'RE EXCITED TO HAVE THEM INVESTING, UH, IN OUR HISTORIC DOWNTOWN, UM, EXCITED TO SEE KIND OF THE LIFE THAT THAT WILL BRING BACK INTO OUR EAST SIDE. SO VERY, VERY EXCITED TO SEE THIS PROJECT. WE'RE EXPECTING A SUBSTANTIAL COMPLETION LATER THIS YEAR WITH CITY STAFF MOVING IN, UH, FIRST PART OF NEXT YEAR. OBVIOUSLY I'M NOT GONNA READ ALL OF THE DEPARTMENTS THAT WILL CALL CITY HALL HOME BASE. BUT I THINK WHAT WE ARE MOST EXCITED ABOUT IS NOT ONLY WILL IT BE A CENTRAL HUB WHERE WE CAN COLLABORATE AND COORDINATE MORE EFFICIENTLY TOGETHER. BUT CITY HALL WILL ALSO SERVE AS KIND OF A COMMUNITY HUB FOR THE COMMUNITY.

THERE WILL BE IS THAT THE COMMUNITY CAN RENT OUT AND USE BEYOND IT. JUST BEING A PLACE FOR, UH, CITY EMPLOYEES LIKE ME TO OFFICE OUT OF SO VERY, VERY EXCITED ABOUT CITY HALL, UH, OPENING LATER THIS YEAR, UM, BUT STARTED CONSTRUCTION IN LATE 22 EARLY 23. ALSO DOWNTOWN

REDEVELOPMENT. WHAT HAPPENS WHEN WE MOVE TO THE CITY HALL? WHAT HAPPENS TO THIS PROPERTY? WHAT HAPPENS TO THE DEVELOPMENT SERVICES BUILDING? SO AS THE COUNCIL KNOWS, WELL, WE'RE, UH, PARTNERING WITH A DEVELOPMENT PARTNER TO REDEVELOP AND REIMAGINE WHAT THE FUTURE OF THESE PROPERTIES LOOK LIKE. WE'RE KIND OF INTO PHASE FOUR BUT EXCITED TO SEE WHAT THE FUTURE HOLDS FOR THESE FOUR PROPERTIES AS THEY MOVE INTO, UH, THE NEAR FUTURE.

TRANSITIONING A LITTLE BIT TO INFRASTRUCTURE. SO ALL THESE LAND USES COMING IN BRING PEOPLE BRING POPULATION BRING BUSINESSES BRING A WHOLE NUMBER OF THINGS WITH IT, BUT IT CHOKES AND WILL NOT SUCCEED WITHOUT PUBLIC INFRASTRUCTURE TO SUPPORT IT. SO WE'VE BEEN PARTNERING WITH TECH DOT FOR YEARS AND YEARS TO SEE HIGHWAY FIVE. RECONSTRUCTED UM, WE'RE ACTUALLY SEEING PROGRESS ON THAT. WE ANTICIPATE THAT THE LET DATE FOR PHASE ONE WILL BE LATE 24. THIS YEAR, FIRST PART OF 25 AND THEN PHASE TWO. LET UH LET DATE MID 2026 SO AGAIN. WE'VE BEEN TALKING ABOUT HIGHWAY FIVE RECONSTRUCTION FOR DECADES, AND IT'S FINALLY HERE VERY, VERY EXCITED FOR WHAT THAT WILL DO FOR NOT ONLY THE CITY OF MCKINNEY, ESPECIALLY THE EAST SIDE. ALSO INFRASTRUCTURE. ALL THAT POPULATION COMING CONGESTION ON 380. IF YOU'VE BEEN ON 380, YOU KNOW THERE'S A LOT OF CONGESTION. SO WE'VE BEEN TALKING ABOUT THE 380 BYPASS AS EARLY AS 2015 8. YEARS LATER, WE HAVE A RECORD OF DECISION. WHAT THAT MEANS FOR THE COMMUNITY IS TEXTILE WILL BE IN A POSITION WHERE THEY CAN GO AND ACQUIRE RIGHT OF WAY AND BEGIN FINALIZING DESIGN PLANS FOR GETTING THIS ROAD BUILT SO VERY EXCITED AGAIN WASN'T ALL POSITIVE. WE DIDN'T GET EVERYTHING THAT WE WANTED, BUT FOR THE REGION, I THINK HAVING THIS ASSET ON THE GROUND WILL BE A MASSIVE MASSIVE WIN FOR THE REGION. SIMILAR TO 380 BYPASS.

WE'VE GOT THE SPUR 399 EXTENSION AGAIN. BEEN TALKING ABOUT THIS PROJECT SINCE 2017. AND SO FIVE YEARS LATER, WE WERE ABLE TO GET THE RECORD OF DECISION. UH VERY, VERY EXCITED ABOUT THE, UH, IMPACT THIS WILL HAVE ON OUR EAST SIDE, ESPECIALLY MCKINNEY NATIONAL AIRPORT. VERY VERY IMPORTANT ASSET THAT WE'RE LOOKING FORWARD TO PARTNERING WITH TECH DOT UH, AND THE CARGO.

SO LET'S TALK ABOUT SOME THREATS AND OPPORTUNITIES AS YOU ALL WELL KNOW, UH, LOCAL CONTROL CONTINUES TO BE FROM MY VANTAGE POINT. THE ATTACK ON LOCAL CONTROL CONTINUES TO BE THE SINGULAR ISSUE THAT AFFECTS WHAT ME AND MY TEAM DO EVERY DAY. NOW WE'RE TRYING TO COUNTERACT THAT WITH SOME THINGS THAT I'LL TALK ABOUT, BUT, UH THE BIGGEST THREAT SIMPLY IS THE ATTACK ON LOCAL CONTROL. HERE'S A BRIEF SUMMARY OF JUST SOME OF THE BILLS THAT HAVE BEEN PASSED OVER THE LAST, UH FIVE OR SIX YEARS. 17 WE ALL REMEMBER SENATE BILL SIX, WHICH ATTACKED OUR ABILITY TO ANNEX PROPERTY 2019 2430. 2439 AFFECTED ARE IMPACTED OUR ABILITY TO GOVERN ARCHITECTURAL DESIGN AND, UH THINGS OF THAT NATURE. 3167 MANDATED THAT WE APPROVE PLATS WITHIN A CERTAIN WINDOW AND THAT NEGATIVELY IMPACTED OUR ABILITY TO BE FLEXIBLE WITH OUR CUSTOMERS. WE WERE UNABLE TO FACILITATE BUSINESS AS THEY WERE COMFORTABLE WITH WHEN THAT BILL WENT INTO WENT INTO LAW 929 29 AGAIN, UH, PROPERTY OWNER NOTICES AND COSTLY NOTICES AT THAT EVERY TIME WE WANT TO MAKE A CHANGE THAT MIGHT IMPACT THE LAND USE 2038. I'M GONNA TALK A LITTLE BIT MORE ABOUT HERE IN A SECOND, BUT 3699 AGAIN IMPACTING OUR ABILITY TO GET ROADWAY EXACTIONS OR INFRASTRUCTURE EXACTIONS BIG CHALLENGE AS WE CONTINUE TO PLAN FOR THE GROWTH AND EXPANSION OF OUR BUILT OUT COMMUNITY. SO 2038. WHAT DOES THAT LOOK LIKE? SO 2038 SENATE BILL 2038 ALLOWS PROPERTY OWNERS TO PETITION TO GET OUT OF OUR E TJ. WHY DOES THAT MATTER? SO THE J IS THE AREA THAT THE CITY WILL EXPAND INTO THROUGH ANNEXATION THROUGH PARTNERSHIPS IF WE ARE, UH IF A PROPERTY IS NOT IN OUR E TJ, WE CAN'T ANNEX IT. WHY DOES THAT MATTER, SO WE'RE PLANNING INFRASTRUCTURE FOR ALL OF THESE AREAS. WE'RE PLANNING ROADWAYS FOR THESE AREAS. WE ARE BUILDING OUT INFRASTRUCTURE FOR PROPERTY THAT MAY NEVER NEED IT OR MAY NEVER BENEFIT FROM IT. AND SO THIS IS JUST ONE OF THE CHALLENGES WITH SENATE BILL 2038 . SIGNIFICANT IMPACT TO OUR MASTER PLANNING EFFORTS TO OUR INFRASTRUCTURE INVESTMENTS, AND THESE ARE JUST THE TIP OF THE ICEBERG SO SIGNIFICANT SIGNIFICANT CONCERNS AND AGAIN WE CAN GO ON AND ON ABOUT ATTACKS ON LOCAL CONTROL, BUT I'LL STOP HERE TO SAY IT'S A SIGNIFICANT CHALLENGE FOR US. SO WHAT ARE WE DOING? WHAT ARE WE DOING IN RESPONSE TO SOME OF THESE, UH, THESE CHALLENGES FROM STATE LAW SO FIRST OFF, WE'RE LOOKING FOR PARTNERS PARTNERSHIPS ON THE LEFT SIDE.

YOU WILL SEE AAA PARTNERSHIP THAT YIELDED ANNEXATION. THE RED PROPERTY WAS INVOLUNTARILY ANNEXED BY THE CITY BECAUSE WE HAD A PARTNERSHIP WITH THE GREEN PROPERTY. VERY VERY, UM, NEW PARTNERSHIP. I WILL OFFER AT THAT ON THE EAST SIDE. ALSO A PARTNERSHIP. IF YOU ANNEX THE GREEN AREA, WE'LL BUILD THE YELLOW AREA, THE YELLOW AREA BEING WILMOUTH ROAD. IT'S AC IP PROJECT. UM AND SO I WANT TO TALK A LITTLE BIT MORE ABOUT C IP AND THE POWER OF OUR CAPITAL IMPROVEMENTS PROGRAM WHAT IT CAN DO BEYOND PARTNERSHIPS. SO WHAT CAN C I PROJECTS DO TRAFFIC AND SAFETY PROJECTS?
