[CITIZEN COMMENTS on Matters not on the Agenda]
YOU DON'T HAVE TO SIT THROUGH THE MEETING. WHEN YOU COME UP IF YOU STATE YOUR NAME AND ADDRESS FOR THE RECORD, PLEASE, YOU'LL HAVE THREE MINUTES YOU'LL WATCH A TIMER TO YOUR LEFT. AND RIGHT WHEN THE TIMER TURNS YELLOW, THAT MEANS YOU HAVE 30 SECONDS LEFT AT RED. IT'S FIVE MICHAEL SCHWERIN. HELLO MY NAME IS MICHAEL SHEEN. I AM EXECUTIVE DIRECTOR AT COMMUNITY LIFELINE CENTER. UM, HERE IN MCKINNEY. I'M SURE SEVERAL OF YOU KNOW ME ALREADY, BUT I'M COMING UP HERE TO THANK YOU ALL FOR YOUR SUPPORT. UM, OVER THE PAST SEVERAL YEARS OF COMMUNITY LIFELINE CENTER AND OTHER NONPROFIT PARTNERS OF OURS HERE IN THE COMMUNITY THROUGH THE COMMUNITY SUPPORT GRANTS AND OTHER FUNDING INITIATIVES THAT WE ALL DO HERE THROUGH THE CITY OF MCKINNEY. JUST FOR THOSE OF YOU WHO DON'T KNOW A LITTLE BIT ABOUT IT COULD BE A LIFELINE CENTER. WE ARE A NONPROFIT FOOD PANTRY, LOCATED HERE IN MCKINNEY AND ALSO OFFER FINANCIAL ASSISTANCE TO THOSE WHO ARE STRUGGLING AND HAVE AN EMERGENCY SITUATION. I ON AVERAGE EVERY WEEK. WE SERVE ABOUT 350 FAMILIES THROUGH OUR FOOD, FANT AND ANOTHER 150 FAMILIES TO OUR MOBILE FOOD DISTRIBUTIONS THAT WE OFFER ON THE WEEKENDS AND THEN WE FIELD ABOUT 170 PHONE CALLS EVERY WEEK FOR PEOPLE SEEKING FINANCIAL ASSISTANCE THROUGH OUR ONE MONTH AWAY PROGRAM. LIKE I SAID, I JUST WANT TO SAY THANK YOU TO EACH OF YOU ALL FOR YOUR SUPPORT THROUGH THE FUNDING CYCLE. I KNOW YOU'RE GETTING READY TO START YOUR NEW BUDGET CYCLE. SO I WANTED TO COME IN AND JUST SAY THANK YOU FOR THE SUPPORT THAT YOU'VE GIVEN TO CLC AND OTHERS, AND MANY OTHER NONPROFITS HAVE STRUGGLED TO MEET THE DEMAND. WE ARE SEEING GROWING IN OUR COMMUNITY AND WE ARE STAYING HERE AND KEEPING OUR DOORS OPEN AND KEEPING SUPPORTING THOSE THAT ARE IN NEED AND COMING TO US FOR ASSISTANCE. WE PROJECT THIS YEAR THAT WE WILL PROBABLY HAVE OVER 100,000 INDIVIDUALS JUST BECAUSE THAT NEED IN OUR COMMUNITY. IN PARTICULAR. I WANTED TO SAY THANK YOU FOR THE SUPPORT OF, UM THROUGH THE CS G FOR THE COMMUNITY BLOCK GRANTS AND OTHER THINGS THAT SUPPORT US AS WELL AS THE FLEX FUNDS THAT YOU GUYS ARE PROVIDED THROUGH YOUR GRANT THROUGH THE REGULAR BUDGET CYCLE AS WELL, TOO. FOR THOSE WHO DO NOT KNOW THE FLEX FUNDS ACTUALLY HELP US ALLOW US TO PROVIDE HELP TO NEIGHBORS, WHO ARE STILL HOUSED MOST TIMES STILL HOUSED BUT ARE IN THE POTENTIAL TO BECOME UNHOUSED THROUGH AN EVICTION PROCESS OR SOME OTHER SITUATION. THAT FUNDING PROCESS THAT PART OF MONEY HELPS. ASKED TO HELP KEEP THEM HOUSED, AND SO IT HELPS PREVENT ADDING MORE TO THE UNHOUSED UNHOUSED NEIGHBOR POPULATION IN MCKINNEY OVER THE LAST TWO YEARS, WE HAVE ACTUALLY PROVIDE OVER $18,000 IN FUNDS TO[00:05:08]
MCKINNEY RESIDENTS. THIS IS STRICTLY A MCKINNEY RESIDENTS THAT ARE POTENTIALLY BECOMING UNHOUSED. THROUGH THAT SUPPORT. WE'RE ABLE TO HELP THEM. THAT WAS ABOUT 22 FAMILIES THAT WE'VE HELPED, UM IN THAT TWO YEAR PERIOD, AND PROBABLY OF AN AVERAGE OF 3 TO 4 PEOPLE PER FAMILY. SO THAT'S YOU KNOW, YOU DO THE MATH. THAT'S ALMOST 50 PEOPLE THAT WE HAVE BEEN ABLE TO HELP AND KEEP ADDING TO OUR UNHOUSED POPULATION IN PARTICULAR, I WANT TO SHARE ONE STORY OF A FAMILY THAT WE RECENTLY, WHICH WAS A FAMILY A LADY, THAT WAS THAT CAME TO US BECAUSE SHE WAS FLEEING DOMESTIC VIOLENCE AND MOVED INTO MCKINNEY AND GOT AND BECAUSE HER, UM HER ABUSER SHOWED UP AT HER PLACE OF WORK. SHE LOST HER JOB AND WE WERE ABLE TO THROUGH THE FLEX FUND. WE WERE ABLE TO HELP PROVIDE HER RENT TO KEEP HER HOUSE AND ALLOW HER TO FIND A NEW JOB AND KEEP OUR HOUSE AND KEEP HER SAFE. I WANT TO SAY THANK YOU FOR YOUR SUPPORT AND REALLY HOPE YOU'LL CONSIDER CONTINUING THAT OR INCREASING THAT AMOUNT IN THE COMING CYCLE.THANK YOU. THANKS FOR WHAT YOU DO. MAUREEN DUDLEY, BRENT DIGGS DRIGGS. SORRY. NO. I THOUGHT IT WAS AN AWFUL LONG NAME. I AM IRENE DUDLEY. AND I'D LIKE TO HAVE BRENT DIGS SPEAK ON OUR BEHALF. WE REPRESENTING THE CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS. WE JUST WANT TO TAKE A MINUTE AND SAY THANK YOU TO OUR CITY LEADERSHIP FOR THE ENORMOUS SUPPORT YOU GAVE US WITH THE LIGHT THE WORLD GIVING MACHINES AND WE PROMISED THAT WE WOULD FOLLOW UP AND GIVE A REPORT OF KIND OF THE OUTCOMES OF THAT. SO WE ARE JUST A LITTLE HISTORY AND CONTEXT VERY QUICKLY. THE CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS STARTED LIKE THE WORLD GIVING MACHINES IN 2017. SO FROM 2017 UNTIL 2022. A TOTAL OF $22 MILLION WAS DONATED TO CHARITIES AND 100% OF THAT GOES RIGHT TO THE CHARITIES IN 2023 LAST YEAR IN 2022, THERE WAS 28 LOCATIONS THIS YEAR IT WAS EXPANDED TO 61 LOCATIONS, AND MCKINNEY WAS GRATEFULLY ONE OF THOSE, UM THIS YEAR, UH, WORLDWIDE $10.4 MILLION WAS RAISED THAT GOES DIRECTLY TO CHARITIES. SO WE ARE VERY THRILLED WITH THAT OUT. AM PROUD TO SAY THAT TEXAS INCLUDING HOUSTON, SAN ANTONIO, AND THE THREE LOCATIONS HERE IN DALLAS, UH, CONTRIBUTED JUST A SMIDGEN SHORT OF A MILLION DOLLARS TO CHARITIES, LOCAL CHARITIES. WE ARE SUPER GRATEFUL FOR THAT OUTCOME AND THE DRUM ROLL, PLEASE. RIGHT WE'RE SUPER EXCITED AND PROUD TO SAY ONE QUICK THING. THE REASON WE WERE ABLE TO DONATE SO MUCH MONEY. IT IS NOT THAT THE CHURCH DONATED THAT MONEY. IT'S BECAUSE OF THE PEOPLE IN MCKINNEY THAT CAME OUT AND SWIPED THEIR CARD AND CHOSE TO DONATE TO OUR CHARITIES. SO IN THAT, UM, THE CITY OF MCKINNEY OF ALL THE LOCATIONS WAS ONE OF THE MOST PRODUCTIVE OF ALL THE LOCATIONS WORLDWIDE, SO WE ARE VERY HONORED. AND MAYOR FULLER AND COUNCILMAN PHILLIPS YOUR PREDICTIONS WERE ON THAT THE PEOPLE OF MCKINNEY AND COLLIN COUNTY WOULD STEP UP AND DO A LOT OF GOOD. AND SO WE JUST WANTED TO, YOU KNOW, TO PUT THAT INTO CONTEXT. UM SAMARITAN IN HUGS CAFE TWO OF OUR LOCAL CHARITIES. HUGS CAFE YESTERDAY RECEIVED A CHECK FOR JUST OVER $48,000. THAT HAS A HUGE IMPACT. UM IT'S GONNA BE OK. AS YOU RECALL THE, UH, THE HUMAN TRAFFICKING CHARITY OUT OF DALLAS. THEY RECEIVED A CHECK FOR $65,000. AND THE IMPACT OF THAT IS STAGGERING SAMARITAN IN WAS ACTUALLY THE MOST. UH UM I DON'T KNOW WHAT YOU SAY, PROFITABLE POPULAR, UM, OF ALL OF THEM, AND THEY RECEIVED A CHECK YESTERDAY FOR OVER $85,000 . SO IT TURNS OUT THAT PUPPY DOGS THE CANINE CARE IS VERY POPULAR. SO UH, GOOD STUFF AND CONTEXT WORLDWIDE. I THINK THERE WAS SOMETHING LIKE, UH, 15,000 CHICKENS DONATED AND THE BACKSTORY OF THAT IS PRETTY REMARKABLE. WE JUST WANTED TO TAKE A MOMENT AND SAY THANK YOU.
IT COULD NOT HAVE BEEN DONE WITHOUT THE WONDERFUL CITIZENS OF MCKINNEY FOR ALL THE LEADERSHIP THROUGH THE COUNCIL AND ALL THROUGH ALL YOUR DEVELOPMENT PEOPLE AND ALL THE PEOPLE THAT SUPPORTED US ALONG THE WAY IN THE LOCAL BUSINESS PEOPLE THAT DID. WE'RE VERY GRATEFUL SPECIFICALLY AND ESPECIALLY, MATT HAMILTON. WE WANNA THANK MATT AND CALL HIM OUT. UH, FOR HIS GENEROSITY AND HIS LALY OUTFITTERS, RIGHT? SO WE'RE GRATEFUL FOR HIM AND WANNA GIVE THANKS TO EVERYBODY. THANK YOU VERY MUCH. IT WAS FUN WATCHING THE VIDEOS OF THE PRESENTATIONS THAT CHECK PRESENTATIONS. THEY IT WAS PRETTY REMARKABLE. THANK YOU VERY MUCH, AND WE'RE GRATEFUL FOR YOUR ONGOING SUPPORT. THANK YOU. THANKS. MR ABU DAVIS. MUSA SORRY. GOOD EVENING. MY NAME IS MOSA ABODES. RESIDENT OF MCKINNEY. FOR A LONG TIME. AS YOU HEARD ME SAY THIS TO AFTER TIME. UH, MR MAYOR, CITY COUNCILS. HERE TONIGHT AGAIN.
[00:10:02]
UH, WE JUST LIKE TO REMIND THE PEOPLE REMIND OURSELVES. WE IN THE MUSLIM COMMUNITY CAME UP IN THE MONTH OF RAMADAN. WHICH IS JUST A WEEK AWAY. THAT IS THE MONTH THAT WE FAST AND WE REFLECT ON THOSE WHO ARE IN NEED AND THOSE WHO ARE HUNGRY AND AS YOU ALL KNOW, THROUGHOUT THE WORLD, THERE ARE QUITE A FEW PLACES. THAT WARS ARE GOING ON, AND PEOPLE ARE IN NEED AND THEY ARE SUFFERING. THEY ARE HAVING THE HUMANITARIAN OR THE FOOD THAT IS NECESSARY FOR THEM.TONIGHT. WE ARE JUST ASKING AGAIN. CITY COUNCIL TO HAVE A RESOLUTION NOT TO STAND IN ANYBODY'S SIDE OF THE CONFLICT. JUST CALL OUT FOR HUMANITY, OPEN THE BORDERS AND ALLOW THE FOOD AND HUMANITARIANS TO THOSE WHO NEED IT. THEN UH, CALL FOR PEACE EVERYWHERE. THANK YOU. ALAN CHORRO. GOOD EVENING. UM IT'S MY SECOND TIME SPEAKING HERE THE LAST TIME I CAME HERE IF I CAME ACROSS ABRASIVE, THAT WASN'T MY INTENT. I WAS FRUSTRATED AND JUST NEEDED TO BE HEARD. MY NAME IS ALAN SHARO. I MOVED HERE IN 2010 AFTER I CAME OFF ACTIVE DUTY. I HAVE HAD A BUSINESS FOR 14 YEARS. ONE OF THE FIRST THINGS I DID WAS TO LINK UP WITH MCKINNEY POLICE DEPARTMENT START PROGRAMS WITH THEM FOR DEFENSIVE TACTICS. MANAGED TO GET THE CITY INVOLVED TO GET THEM TO PAY FOR HALF OF THEIR TUITION ONCE THOSE FUNDS RAN OUT. I CHANGED THE PROGRAM SO THEY COULD TRAIN FOR TWO YEARS FOR FREE. IN THOSE 14 YEARS. I'VE HAD THAT SCHOOL EIGHT YEARS AGO. PROBABLY THE PRIDE OF MY ALL OF MY ACHIEVEMENTS. HAS BEEN TO START A NONPROFIT FOR COMBAT DISABLED VETERANS. THIS RULE SO QUICKLY THAT WITHIN TWO YEARS I WENT TO ENGLAND. AND EVEN STARTED A MIRROR IMAGE OF THAT SAME PROGRAM IN ENGLAND FOR THE ROYAL MARINE COMMANDOS, AND THEN ALL THE MILITARY. TWO YEARS AFTER THAT IN AUSTRALIA AS OF LAST SUMMER IN CANADA. I SAY THIS NOT TO GLOAT. I SAY THIS BECAUSE I AM EXTREMELY PROUD OF THAT. HAVE A LOT OF PRIDE INTO THAT. AND WERE HEADQUARTERED HERE IN MCKINNEY. AS YOU WERE SAYING IN THE LAST MEETING. I AM YOUR PEOPLE. THESE PEOPLE ARE SPEAKING OUT RIGHT NOW THEY ARE YOUR PEOPLE. HAVE BEEN PLEADING WITH HIM. THEY HAVE BEEN ASKING YOU. NOT FOR TAKING SIDES, JUST LIKE THE GENTLEMAN WAS JUST SAYING BUT DID YOU HAVE A BASIC. BASIC HUMANITY. THAT'S ALL. IT IS JUST A BASIC HUMANITY. PEACE. ACROSS THE BOARD. WERE SAYING BEFORE I AM YOUR PEOPLE. I AM PART OF THIS TOWN, PART OF THE CITY. TAKE PRIDE IN THAT. I CAN'T DO ANYTHING. WE HAVE ELECTED Y'ALL TO REPRESENT US. THAT IS WHAT WE ARE HERE FOR. TO BE HEARD. SO YOU GUYS CAN REPRESENT US SO HE CAN BE OUR VOICE. WE NEED THAT FROM YOUNG. I DON'T KNOW WHAT ELSE I CAN SAY THAT WOULD CONVINCE YOU OPEN UP A DIALOGUE OF SOME SORT. I TAKE TIME OUT OF MY DAY TO MEET WHENEVER YOU CAN. BE MORE THAN HAPPY TO DO THAT, BUT SOMETHING NEEDS TO BE DONE. I DON'T KNOW WHAT ELSE THAT THEY HAVEN'T SAID . IN MULTIPLE TIMES HAVE BEEN HERE. LIKE I SAID, I ONLY BEEN HERE TWICE. I'VE BEEN COMING HERE FOR MONTHS. IF WE ARE NOT DOING IT THE RIGHT WAY. LET US KNOW WHAT WE CAN DO. ONE THING I KNOW IS THAT I UNDERSTAND IT'S A VERY COMPLEX SITUATION FOR SOME OF YOU. FOR OTHER PEOPLE. IT'S VERY EASY. ONE THING TO KEEP IN MIND EVEN IN THIS COUNTRY. AT ONE POINT IN TIME SLAVERY. WAS ACCEPTED BY THE MAJORITY. AND THOSE WHO ARE SPEAKING OPPOSING IT. WERE VILIFIED. IS NOT AN EASY THING TO DO. STANDING UP FOR WHAT'S RIGHT. I GET THAT.
JUST ASK HIM TO DO IT. THANK RAHIM AM. IN GOD WE TRUST MY NAME IS RAHIM AMER. MAYOR, COUNCIL MEMBERS AND FELLOW RESIDENTS. I STAND BEFORE YOU TODAY WITH THE PRESSING CONCERN.
THE APPARENT DISREGARD FOR OUR VOICES. DESPITE OUR IMPASSIONED SPEECHES, THIS IS THE FIFTH TIME I AM ATTENDING. ADVOCATING FOR PEACE AND RELIEF. IT SEEMS THE COUNCIL MEMBERS ARE NOT INTERESTED IN A RELEASE. INSTEAD. THEY EITHER MISREPRESENT US OR MISQUOTE US.
[00:15:08]
WE CRAFTED A RESOLUTION BASED ON YOUR FEEDBACK. DONE BY YOU. SO WHY THE HESITATION? WHY IS THAT NOT BEING ADDED TO THE AGENDA ALREADY? OF OUR CONCERNS, NOT LEGITIMATE. WHY ARE OUR VOICES BEING DROWNED OUT? LAST MEETING, SOME COUNCIL MEMBERS SAID THAT THEY HAVE BEEN INUNDATED WITH EMAILS, URGING THEM NOT TO SUPPORT THE RESOLUTION. THE RESOLUTION ASKS FOR PEACE AND RELIEF THAT IS IT. WHO ARE THESE MYSTERIOUS INDIVIDUALS HIDING BEHIND THEIR KEYBOARDS, ASKING THEM NOT TO APPROVE THAT RESOLUTION. WHY ARE THEY EXERTING INFLUENCE OVER OVER ELECTED REPRESENTATIVES? THESE VOICES TRULY BELIEVE IN THEIR CAUSE IF THEY GENUINELY BELIEVE IN DENYING HUMANITARIAN AID AND PEACE EFFORTS IS THE RIGHT PATH FORWARD, THEN WHY NOT ENGAGE IN AN OPEN DIALOGUE? WHY NOT ADDRESS OUR CONCERN THEIR CONCERNS DIRECTLY INSTEAD OF HIDING BEHIND ANONYMOUS EMAILS. COMMUNITY DESERVES TRANSPARENCY. OUR RESIDENTS DESERVE TO HAVE THEIR VOICES HEARD AND CONCERNS ADDRESSED. I EXTEND A SINCERE INVITATION TO THOSE WHO OPPOSE THIS RESOLUTION. COME FORWARD. JOIN US AT THE NEXT COUNCIL MEETING ON MARCH 19TH. WE WILL STAY QUIET. WE WILL GIVE YOU THE STAGE. LET'S HAVE A RESPECTFUL AND OPEN DISCUSSION. ABOUT WHY YOU OPPOSE THIS RESOLUTION. LET'S HEAR YOUR CONCERNS. LET'S HEAR YOUR PERSPECTIVE. AND YOUR PROPOSED SOLUTION. I THINK THAT'S FAIR. LET'S BRING THESE DISCUSSIONS OUT OF THE SHADOWS AND INTO THE LIGHT OF DAY. I UNDERSTAND YOU DON'T CONTROL IT. THERE'S OTHER PEOPLE EMAILING YOU. I WANT THEM TO COME FORWARD . I LIKE WE'VE BEEN HERE TALKING TO YOU FOR FIVE MEETINGS STRAIGHT. WHERE ARE THEY? THERE IS NOBODY HERE SAYING ANYTHING ELSE. AND IF NO ONE COMES FORWARD IN THE NEXT COUNCIL MEETING TO OPPOSE THIS RESOLUTION, THEN IT'S IMPERATIVE THAT YOU PUT IT ON THE APRIL 2ND AGENDA AND VOTE YES, FOR IT. I THINK THAT'S FAIR. THAT'S A THANK YOU. YOU. ALL RIGHT, LOU. BRISCO TO INFORMATION SHARING ON HIM BECAUSE SOMEONE HAS TO LEAVE[Recognition of Windy Gallagher, Connie Gibson, and Markus Lloyd for an Act of Good Samaritanism]
AND THEN WE'RE GOING TO GO CIRCLE BACK TO COUNCIL COMMENTS. ITEM 24116 RECOGNITION OF WENDY GALLAGHER, UH, CONNIE GIBSON AND MARCUS LLOYD FOR AN ACT OF GOOD SAMARITAN. AND MAYOR PRO TEM WILL BE PRESENTING THANK YOU. MAYOR CHRIS THORNTON, BRENDA JACKSON. AND WOULD YOU BRING THAT YOUNG LADY IN FRONT OF YOU? WHOSE NAME I'M UNAWARE OF. PLEASE TELL ME YOUR NAME, MA'AM.LUCINDA WATKINS. I WANNA PRESENT TO YOU ALL, JUST A FEW OF THE REPRESENTATIVES OF LEAD BY EXAMPLE. IT'S A LOCAL NONPROFIT THAT'S ENGAGED IN ASSISTING SENIORS WHENEVER THEY NEED IT, AND UNFORTUNATELY, I WOULD BE CONSIDERED ONE OF THOSE SENIORS AND HAD A SENIOR MOMENT ON THE WAY HOME FROM ONE OF OUR COUNCIL MEETINGS IN DECEMBER AND GOT THIS MESSAGE IN A RELATIVELY NEW CAR. I'M DRIVING THAT SAYS, YOU DRIVE SYSTEM HAS BEEN DISENGAGED , AND I THOUGHT, WELL, THAT'S NOT VERY FAIR. I DIDN'T GET MUCH WARNING. BUT I WAS ON THE BRIDGE HEADED WEST ON VIRGINIA, RIGHT BY BONNIE PARK AND IT DIED RIGHT IN THE MIDDLE, SO I GOT OUT AND STARTED PUSHING BY MYSELF. YOUNG MAN PULLED OVER VERY QUICKLY. UH HE GOT OUT AND SAID, DO YOU NEED SOME HELP, AND I SAID, I THINK I'VE ABOUT GOT IT BECAUSE I WAS ALMOST TO THE ENTRANCE OF BONNIE PARK, AND HE GOT OUT AND RAN OVER AND STARTED PUSHING THE CAR FROM BEHIND WITHOUT QUESTION. UH, WE THEN DISCOVERED AFTER WE GOT IT PARKED AND I ACTUALLY RAN OVER THE CURB JUST TO MAKE IT A LITTLE HARDER ON HIM. UH WHEN WE GOT TO PARK, WE DISCOVERED THAT IT WAS YOUR ABSENT MINDED COUNCILMAN WHO DID NOT PUT GASOLINE IN THE AUDI HE WAS DRIVING. UH, IT WAS SOMEWHAT EMBARRASSING WHEN I REALIZED THAT AND I LOOKED UP AT THE YOUNG MAN WHO WAS PUSHING ME AND HE SAID COUNCILMAN PHILLIPS. AND TO MAKE IT WORSE. HE OFFERED TO, UH DRIVE ME UP TO THE GAS STATION AND GET SOME GAS. BUT BEFORE WE COULD GET IN HIS CAR, ANOTHER VEHICLE PULLED UP WITH TWO LADIES IN IT, AND THAT WOULD BE CONNIE GIBSON AND WENDY GALLAGHER, WHO ARE VERY INVOLVED IN THE LEADERSHIP OF MCKINNEY.
AND BEFORE I COULD GET IN THE PASSENGER SIDE, THEY YELLED AT MY FRIEND. IS THAT COUNCILMAN PHILLIPS? AND I WAS WANTING. NO ONE TO KNOW ABOUT THIS AND MARK IS ACTUALLY TOOK ME MARCUS CAMON
[00:20:05]
UP. MARCUS RUNS UNITY MISSION. IN WITH YOU. YOU PROBABLY DON'T KNOW MARCUS. BUT MARCUS IS ALREADY A LEADER IN THE CITY OF MCKINNEY BECAUSE HE RUNS A MISSION TO SOLVE RACIAL DIVISION IN OUR LOCAL CHURCHES. THE PROBLEMS THAT WE STILL HAVE, BUT NOBODY TALKS ABOUT AND THIS MAN IS A TRUE LEADER IN OUR COMMUNITY IS GENTLEMAN, HIS GENEROUS AND CHARITABLE AS WELL.AND I WANTED TO CALL YOUR ATTENTION TO MARCUS AND CONNIE GIBSON AND WENDY GALLAGHER, BECAUSE OF THEM ARE INVOLVED IN OUR BOARDS AND COMMISSIONS, AND THEY ARE ALREADY LEADERS WITHIN THE CITY OF MCKINNEY AND ONE I WANT TO POINT OUT TO YOU FROM MY FOLLIES. IS THAT HAD I BEEN A COMPLETE STRANGER, WHICH I WAS WHEN EACH OF THEM PULLED OVER? THEY HAD NO IDEA WHO I WAS UNTIL AFTER THE INCIDENT WAS CONCLUDED EACH ONE OF THOSE WERE LEADERS IN THE CITY OF MCKINNEY AND I THOUGHT HAD I BEEN A STRANGER IN THIS TOWN? THAT'S EXACTLY WHAT I WOULD WANT TO HAPPEN TO ME. AND IT TURNS OUT IT WAS 3 L IN THE COMMUNITY OF MCKINNEY, AND I WANTED TO RECOGNIZE THEM FOR BEING UNWILLING AMBASSADORS FOR THE CITY OF MCKINNEY, BECAUSE THAT'S THE KIND OF THING THAT MAKES PEOPLE SAY I WANNA CALL MCKINNEY HOME. SO MARCUS, I GIVE YOU MY THANKS, AND I'M ALSO GOING TO GIVE YOU A LEAD BY EXAMPLE, T-SHIRT BECAUSE YOU HAVE DONE THAT HERE IN OUR COMMUNITY, AND I THANK YOU SO VERY MUCH FOR YOUR LEADERSHIP IN OUR COMMUNITY AND FOR GETTING MY FORGETFUL BUTT HOME. THANK YOU. THANK YOU. ALL RIGHT. WE WERE GOING TO. UH, AS I SAID, WE'RE GONNA GO OUT OF ORDER. WE'RE GONNA HAVE COMMENTS COUNCIL COMMENTS. AND WANT TO UH, NO, I'M GOOD, MR MAYOR. OK I'M SORRY. BOTH ARE PART OF THE SAME MASTER. UM, DEVELOPMENT. UM, BUT BOTH INDIVIDUAL PLOTS IN TERMS OF PHASING. SO THIS FIRST ONE HERE IS, UM FOR A TOWN HOME DEVELOPMENT. THE REASON THE PLAT IS BEFORE YOU IS BECAUSE THEY ARE SEEKING A VARIANCE TO ALLOW FOR 34 OF THOSE SINGLE FAMILY LOTS TO FRONT ON WHAT WE CALL A MUSE OR AN OPEN SPACE AS OPPOSED TO A PUBLIC STREET, SO OUR SUBDIVISION ORDINANCE REQUIRES THAT ALL RESIDENTIAL LOTS, UH, FRONT ONTO A PUBLIC STREET. IN THIS CASE, IT'S A TOWN HOME DEVELOPMENT AND THEY ARE LOOKING FOR 34 OF THEIR LOTS TO BE ABLE TO FRONT ONTO THAT OPEN SPACE. THIS IS A VERY COMMON OCCURRENCE . IT'S A COMMON REQUEST THAT WE SEE STAFF HAS REVIEWED THE LOTS THAT ARE SEEKING THE VARIANCE AND WE ARE RECOMMENDING APPROVAL . I AM HAPPY TO ANSWER ANY QUESTIONS OR WALK THROUGH ANY MORE DETAILS FOR YOU IF YOU LIKE. QUESTIONS FOR JENNIFER. I'M GUESSING THE PARKING IS IN THE BACK. IT IS IN THE BACK. ALL RIGHT. THANK YOU. THANK YOU, MR MAYOR. SO THIS ITEM AND THE NEXT ITEM ARE THE EXACT SAME ITEM. THEY ARE THE FIRST OF TWO PUBLIC HEARINGS THAT ARE REQUIRED FOR THIS ANNEXATION. SO FOR TONIGHT, THERE'S NO ACTION REQUESTED OF THE COUNCIL ONLY TO OPEN AND HOLD THAT PUBLIC HEARING NUMBER ONE IN PUBLIC HEARING NUMBER TWO, AND THIS ANNEXATION IS ACTUALLY QUITE SIMPLE. WE ARE WORKING IN PARTNERSHIP WITH THE POLICE DEPARTMENT, UM, TO ANNEX TO THE CENTER LINE OF THE RIGHT OF WAY OF CUSTER ROAD FROM 21 UP TO WEST RIDGE BOULEVARD, AND WHAT'S HAPPENED OVER THE YEARS IS THERE HAS BEEN A LITTLE BIT OF UNCERTAINTY BETWEEN, UM UM POLICE BOUNDARIES AND THE PATROLLING OF THOSE ROADWAYS. SO WITH THIS ANNEXATION, WE WILL CLEARLY DEFINE THE CITY OF MCKINNEY CITY LIMITS AND THE CONTROL AND PATROL AREA OF OUR POLICE DEPARTMENT VERSUS OUR SISTER CITY. THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION. AND PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD. GOOD EVENING, MAYOR FULLER IN COUNCIL I MEMBER FOR CITY SECRETARY OR GOOD AFTERNOON AGAIN, MAYOR FULLER. UH, THIS ITEM IS TO APPOINT A REGULAR MEMBER TO THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION IS FOR A SHORT PERIOD. THIS TERM EXPIRES THIS SEPTEMBER. AND AS YOU KNOW, THE BOARD WILL BE, UH, THE COUNCIL WILL BE APPOINTING MEMBERS AGAIN. UH THE BOARD AS IT SITS RIGHT NOW, THERE ARE SIX REGULAR MEMBERS IN ONE ALTERNATE THAT'S CURRENTLY ON THE BOARD. I WOULD THINK THAT, UM WE DO NOT NEED TO APPOINT A MEMBER SAY, BUT WE SHOULD MOVE THE ALTERNATE PERMANENTLY INTO MOVING TO A PERMANENT POSITION. TODAY YOU HAVE THE PREROGATIVE AND EMPRESS . WE WILL BE CONDUCTING BOARD AND COMMISSIONS APPOINTMENTS BEGINNING IN JUNE, THOSE INTERVIEWS WILL BEGIN. UH, EARLY JULY. WE'VE ACTUALLY STARTED THAT PROCESS IN TERMS OF NOTIFYING AND MAKING PUBLIC ANNOUNCEMENTS ABOUT THAT PROCESS , SO IT'S CURRENTLY UNDERWAY AND YOU'LL SEE MORE INFORMATION IN THE NEXT TWO MONTHS. AND CHRIS WILKS IS OUR ALTERNATE. CORRECT ALL RIGHT, AND SO HE IS GOING, WE'RE GOING TO BE FLYING WITHOUT AN ALTERNATE UNTIL AUGUST. WAY OF POINT AGAIN. VERY GOOD. THANK YOU. YOU YOU CAN ACT ON APPOINTING. THIS VACANCY WOULD BE A REGULAR APPOINTMENT FOR PARTIAL TERM THAT EXPIRES IN 2024, SO THERE'S ONLY A FEW MONTHS REMAINING ON THIS TERM. THAT'S VACANT RIGHT NOW. UH, EMPRESS CHRIS, WHO'S THE ALTERNATE ON CDC ALSO HAS SOME LEVEL OF RESPONSIBILITY CONTINUING WITH OUR MAIN STREET BOARD, I BELIEVE. IS THAT ACCURATE? YES SIR. IN THE LAST APPOINTMENT, UH, CHRIS, HE EXPIRED HIS TERM LIMIT BY POLICY , BUT YOU DID APPOINT HIM AS AN ALTERNATIVE FOR CONTINUITY FOR JUST ONE YEAR, SO HIS SERVICE TO THE MAIN STREET BOARD ALSO EXPIRES THIS THIS SEPTEMBER AS WELL. HE AND I HAD A DISCUSSION ABOUT THIS AND HE'S FINE TO CONTINUE SERVING IN THAT, BUT JUST BECAUSE IF WE DO PUT HIM AS PERMANENT HE IS NOT PRECLUDED FROM CONTINUING TO SERVE ON MAIN STREET. IS THAT CORRECT? CORRECT? BECAUSE HE'S AN ALTERNATE. THANK YOU. THAT MR MAYOR, I'LL MOVE THAT WE APPOINT CHRIS WILKES AS A PERMANENT MEMBER OF THE CDC BOARD. EXTRA VOTES. MAKE A COMMENT. I WILL SUBMIT TO THE WILL OF THE REST OF THE COUNCIL. BUT ONE OF THE THINGS THAT WE CONSTANTLY SAY WHEN WE'RE INTERVIEWING CANDIDATES IS THAT PLEASE BE AWARE THAT EVEN IF YOU DON'T GET A SPOT NOW THERE ARE SLOTS THAT WILL OPEN AND IT IS AN OPPORTUNITY FOR YOU TO SERVE. I THINK WE HAVE AN OPPORTUNITY TO PUT SOMEONE IN THE ALTERNATE POSITION AS IN, JUST FILL THEM OUT AND SEE IF THEY ARE A GOOD FIT FOR THE FOR THE BOARD. I PERSONALLY WOULD LIKE TO GO AHEAD AND APPOINT THE ALTERNATE NOW, IF THAT'S NOT THE DESIRE OF THE REST OF THE COUNCIL. I'LL SUBMIT TO THAT.BUT I THINK IT'S A GOOD OPPORTUNITY DEPENDS ON WHO YOU'RE GOING TO SUGGEST. I THINK WE HAVE A LOT OF GREAT CANDIDATES. UM MARCUS LLOYD WAS JUST HERE. HE HE APPLIED OVER THE SUMMER. HE'S A GREAT GUY OBVIOUSLY WANTS TO BE INVOLVED IN THE CITY. UM I. I THINK IT WOULD BE GREAT A GREAT FIT FOR THE BOARD, SO I WOULD LIKE TO SUBMIT HIS NAME FOR CONSIDERATION. OR, UM, MR HOUSER , CAN WE DO THAT WITHOUT? IT'S ON OUR YEP. THAT A MOTION THE MOTION. I THINK IT WAS WE HAD THE TOUR OR LITTLE HAPPY HOUR THING AT TOPS. UH, THE GRAND OPENING OF TUPS IS GONNA BE ON THIS SATURDAY. I THINK THEY HAVE A RIBBON CUTTING AT 9:30 A.M. BUT, YOU KNOW, I WAS LOOKING AROUND THAT ROOM AT SO MANY PEOPLE WHO WERE INVOLVED IN WAY TOO MANY OF US GOT WAY TOO MUCH CREDIT THAT PLACE. LET ME TELL YOU IS MAGNIFICENT. AND UM, UH AND I WILL CONFESS THAT I'M A FORMER BEER DRINKER. NOT A CURRENT ONE. BUT YOU KNOW THAT PLACE IS JUST SPECIAL TO GO OUT TO AND BRING YOUR KIDS AND FAMILY. UM IT. I ALWAYS ENVISIONED. IT WOULD BE GREAT. BUT LOOKING AT THE BACKDROP OF WHAT'S GOING ON THERE ON THE EAST SIDE OF THE TRACKS ON THE SIDE OF HIGHWAY FIVE IS JUST MAGNIFICENT TO SEE AND WHAT A WATER TOWER THIS IS A THIS IS A VANTAGE POINT. YOU'VE NEVER SEEN THE WATER TOWER FROM BUT THERE WERE TWO PEOPLE IN THE ROOM THAT I THOUGHT DIDN'T QUITE GET ENOUGH CREDIT FOR THIS. THIS WAS A HEAVY LIFT. AND THAT IS CINDY SCHNEIBEL, WHO IS HERE TODAY AND TREVOR MAYNARD WITH THE CITY. UM, THERE WERE UNTOLD SETBACKS IN COVID AND STUFF AND EDITORIALS AND COMMUNICATION SITUATIONS THAT GO INTO A BUILD LIKE THIS AND YOU KNOW, ONCE WE GOT INTO IT, IT'S YOUR YOU KNOW YOU'RE COMMITTED AND WE WERE COMMITTED AND WE SAW IT THROUGH, BUT IT'S REALLY GOING TO BE FOR GENERATIONS A REMARKABLE PLACE TO BE ABLE TO GO AND SEE. BUT I WANTED REALLY GIVE SOME CREDIT AND A SHOUT OUT TO TREVOR AND CINDY ON THAT. AND A LITTLE BIT UNDER GIVING MACHINE. YOU KNOW, B, UH, IS STILL HERE IN MAUREEN STILL HERE, BUT, UH, YOU KNOW, UH, BRENT SENT ME THE VIDEOS YESTERDAY OF SAMARITAN AND GETTING 87,000 HUGS GETTING 48 AND YOU KNOW RUTH WAS RUTH IS ALWAYS A GRATEFUL PERSON, RUTH, UH THOMPSON WITH HUGS, BUT BOY, SHE WAS SO PROFOUNDLY GRATEFUL AND SURPRISED LAST NIGHT AND SHE , UH, SHE POINTED OUT THAT THEY RECENTLY LOST A MEMBER OF THEIR TEAM. I THINK, A 26 YEAR OLD YOUNG LADY WHO TRAGICALLY DIED, WHO'S THE ASSISTANT MANAGER OF HUGS, GREENHOUSE AND UM, SHE TALKED ABOUT WHAT A SHOT IN THE ARM. THIS WAS AND YOU KNOW THE, UH, THE CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS PAID ALL THE EXPENSES. SO IF I WENT IN AND PUT $100 TO BUY CHICKENS, WHICH I THINK I DID, BECAUSE I ALWAYS WANTED TO BUY CHICKENS, BUT, UH, VON WONT LET ME TAKE HIM HOME. BUT ALL THAT MONEY GOES TO CHICKENS. Y'ALL COVERED ALL THE EXPENSES AND Y'ALL COVERED. UM, ALL THE VOLUNTEERS COMING OUT THERE AND HELPING PEOPLE AND EVERYONE WAS ALWAYS SO KIND AND GRACIOUS, SO IT WAS[00:45:03]
REALLY A COOL THING I NEVER THOUGHT OF UNTIL YOU KNOW CAME TO TALK TO ME ABOUT IT. BUT WHAT A MAGNIFICENT THING SO THAT'S ALL I HAVE. MR. MAYOR. THANK YOU. WELL, IT'S ALMOST SPRING BREAK. SO WE WANNA REMIND RESIDENTS THAT OUR RECREATION CENTERS AND APE CENTER HAVE BOTH HALF DAY AND FULL DAY CAMPS AVAILABLE FOR STUDENTS. YOU CAN REGISTER YOUR CHILDREN FOR THESE PROGRAMS ONLINE AT WWW DOT MCKINNEY TEXAS.ORG. SECONDLY I WANT TO, UH THANK ALSO SHARE MY THANKS TO COUNCILWOMAN FELTUS FOR HER LEADERSHIP. UM, OBVIOUSLY, SHE IS A GREAT SOCIAL COORDINATOR WITH HER EVENTS, BUT SHE REALLY TRULY EXHIBITS SERVICE TO THE COMMUNITY, AND, UH, SHE'S BROUGHT BLACK HISTORY MONTH SORT OF TO A CLICHED TERM, BUT A NEW LEVEL IN WHAT IT MEANS FOR OUR COMMUNITY. SO WE CERTAINLY THANK HER FOR THAT. AND THEN I DON'T DO THIS VERY OFTEN. BUT I FEEL COMPELLED TO DO THIS. MY PARENTS JUST CELEBRATE INDIANA. INDIANA JIM AND IRENE GRIMES JUST CELEBRATED THEIR 60TH WEDDING ANNIVERSARY. SO I'M GONNA GIVE HIM A PUBLIC SHOUT OUT. SO I THOUGHT FOR SURE YOU WOULD TALK ABOUT THE WATER TREATMENT GOING ON RIGHT NOW THAT WE HAVE, UH, FROM YESTERDAY THROUGH APRIL, 1ST. THERE IS OUR ANNUAL AND ADDITIONAL TREATMENT.IT IS ANOTHER PROCESS THEY DO ANNUALLY AND SO IF YOU ARE SMELLING ADDITIONAL CHLORINE IN THE WATER, YOU ARE NOT MISTAKEN. THAT IS HAPPENING. THAT CAN HURT YOU. BUT IF YOU WOULD LIKE TO TRY TO ELIMINATE THAT A BIT. YOU CAN LET YOUR WATER RUN FOR A MINUTE OR TWO. BEFORE YOU DRINK FROM THE TAP. UM USE CRUSHED UP VITAMIN C IN YOUR BATH WATER. UH, WHAT OTHER TRICKS DID THEY SAY, UM, PUT WATER IN AN EMPTY CONTAINER IN YOUR REFRIGERATOR FOR A COUPLE HOURS. PUT A SLICE OF CITRUS, FRUIT OR CUCUMBER. THOSE ARE ALL THINGS YOU CAN DO. BUT YOU WILL NOTICE A SLIGHT DIFFERENCE IF YOU ARE, UM, SENSITIVE TO THAT. GREAT YEAH. WHAT AN INCREDIBLE I MEAN, THE WHOLE MONTH AND EMPER AND EVERYONE THAT THAT HELPS YOU THE WHOLE TEAM. UM YOU PUT ON A HECK OF A PARTY AND IT WAS CRAZY. COOL AND I SAW MC HAMMER THERE. UM BUT, UH, HE HE WAS THERE, I.
I HAVE TO SAY I APPRECIATE THE COSTUME. IT WAS NEXT LEVEL, FOR SURE. HE WAS ROBBED IN THE COSTUME CONTEST. JUST FY I, BUT IF THEY STILL TAKE THE PRODUCT THEY DID. I. I WAS ACTUALLY GONNA AIR MY GRIEVANCE ON THAT. A PROVINCE INSTALL LOOKED GREAT. BUT THERE EVERY YOU KNOW, EVERYONE LOOKED GREAT. EVERYONE LOOKED GREAT, AND JUST THE WHOLE VIBE OF IT WAS SPOT ON. AND UH IT WAS A GOOD TIME AND SO APPRECIATED. UM EMPRESS AND I SERVED ON JURY DUTY THIS MORNING . WE FOUND THE DEFENDANT NOT GUILTY OVER AT WEBB ELEMENTARY SCHOOL, AND IT WAS A RIVETING CASE OF THE STOLEN 3D PRINTED. UH, OWLS. UM WE FOUND HER INNOCENT. IT WAS PROBABLY GOING TO BE A LOT IN THE NEWS ABOUT THAT TONIGHT. UM MALLEE BOMBS, FATHER AND I. BO BAUM IS THE SENIOR PASTOR AT, UH, TRINITY PRESBYTERIAN. HER FATHER CHET TURNED 100 YEARS OLD AND MA AND I WENT AND MY SON RAY WENT TO HELP CELEBRATE HIS BIRTHDAY. I GUESS THE NIGHT BEFORE LAST, UM 100 YEARS OLD AND HE HAD HE WAS TELLING STORIES SERVED IN WORLD WAR TWO AND, AND, UH, JUST THE STORIES HE HAD WERE INCREDIBLE, UM, STORIES, AND HE WAS JUST SHARING WITH EVERYBODY THAT THEY WANT TO SIT AND LISTEN AND TALK. AND AGAIN TOUCH GRAND OPENING. THAT WAS GREAT, AND IT WILL BE GENERATIONAL SPOT AND, UM AND HAD A GREAT ADDITION. CATALYST. I THINK FOR OUR OR DOWNTOWN. UM AND I JUST WANT TO SAY THAT TO THE CHURCH OF JESUS CHRIST LATTER DAY SAINTS, YOU KNOW, GIVE YOU MACHINE OF COURSE. TREMENDOUSLY SUCCESSFUL. WHAT AN EFFORT, RAISING THAT MUCH MONEY THIS ONE YEAR LOOK AT THAT COMPARED TO THE LAST FIVE, BUT BEYOND THAT, YOU GUYS ARE ALWAYS INVOLVED IN THE COMMUNITY AND ALWAYS ENGAGED IN FINDING WAYS TO PARTICIPATE AND HELP AND IT'S REALLY REMARKABLE. SO WE WERE BLESSED TO BE A CITY THAT HAD ONE TO GIVE HIM MACHINES AND AS PREDICTED. WE WERE A STELLAR PERFORMER IN THAT. UM, WE HAVE A GREAT GREAT COMMUNITY HERE IN MCKINNEY, TEXAS. WITH THAT ENTERTAIN A MOTION TO ADJOURN ALL IN FAVOR.
