HISTORIC CHARACTER OF THE HISTORIC DISTRICT. WE WILL MOVE ON TO OUR INFORMATION SHARING.

ITEMS ITEM NUMBER 24-1285 INFORMATIONAL UPDATE ON THE 2024 MUNICIPAL BOMBS. THANK YOU, MADAM CHAIR MEMBERS OF THE BOARD . MY NAME IS TREVOR MAYNARD. I AM THE DIRECTOR OF STRATEGIC SERVICES FOR THE CITY OF MCKINNEY IN THE CITY MANAGER'S OFFICE. SO I APPRECIATE YOU GIVING ME A LITTLE TIME ON THE AGENDA TODAY TO GO THROUGH A COUPLE SLIDES ABOUT THE MAY 4TH BOND ELECTION. FIRST THINGS FIRST. BACK IN THE FALL, THE MCKINNEY CITY COUNCIL APPOINTED A 36 MEMBER BOND COMMITTEE TO EVALUATE AND GIVE SOME ADVICE BACK TO THE COUNCIL ABOUT THE ITEMS IF THERE SHOULD BE ITEMS, THE AMOUNT AND WHAT THAT AMOUNT MAY BE FOR A 2024 BOND ELECTION.

UH, I RECOGNIZE CHAIRWOMAN PIC FOR SERVING ON THAT COMMITTEE. WE APPRECIATE THAT. ON DECEMBER 19TH. THE COMMITTEE SET FORTH A SLATE OF RECOMMENDATIONS THAT WERE UNCHANGED IN JANUARY OF THIS YEAR WHEN MCKINNEY CITY COUNCIL CALLED THE ELECTION EXCUSE ME FEBRUARY 6TH, I 7485.05 MILLION DOLLARS ACROSS FIVE SEPARATE PROPOSITIONS. I HAVE PUT SOME FLYERS IN FRONT OF YOU THAT BREAK THAT DOWN AND I'LL GO OVER EACH ONE OF THOSE THROUGH A SLIDE. IF YOU HAVE ANY QUESTIONS IN THE MIDDLE, I'M HAPPY TO STOP 7106 MILLION FOR PARKS AND RECREATION USES.

725 MILLION IS SLATED FOR TOWN LAKE IMPROVEMENTS. THIS WAS ORIGINALLY GOING TO BE PHASE ONE AT A SMALLER NUMBER. BUT THE PARKS COMMITTEE AND THE GREATER BOND COMMITTEE RECOMMENDED THAT WE DO ALL PHASES IN ONE FAIL 725 MILLION $20 MILLION IS FOR NEW BALL FIELDS AT GABE NESBIT PARK, AND THAT'S BOTH SOFTBALL FIELDS, PRIMARILY AS WELL AS YOUTH BASEBALL FIELDS.

IT INCLUDES SOME IMPROVEMENTS TO THE FACILITIES THAT SURROUND THE FIELDS SUCH AS CONCESSIONS, BATHROOMS AND THE LIKE. THE LARGEST ITEM IS $60 MILLION FOR A MULTIGENERATIONAL RECREATION FACILITY. WE LIKE TO SAY THAT APEX PLUS A SENIOR CENTER COMPONENT, AND LIKELY THE NORTHWEST SECTOR OF MCKINNEY, NORTH OF 380, WEST OF 75. AND FINALLY, A PICKLE BALL HAS GAINED POPULARITY OVER THE COURSE OF THE LAST TWO YEARS. THERE IS CONSIDERATION FOR ADDITIONAL FUNDING TO ADD SOME PICKLEBALL COURTS THROUGHOUT THE COMMUNITY. UM I WILL SAY THIS IS PROBABLY ONLY GOOD FOR A COUPLE OF PICKLEBALL COURTS BECAUSE THEY ARE FAIRLY PRICEY, BUT WE'RE HOPING TO GET THOSE INTO SOME COMMUNITY AND NEIGHBORHOOD PARKS AS WELL. PROPOSITION B AND PROPOSITION C ARE THE MUNICIPAL FACILITY SPECIFIC THAT ARE CALLED OUT IN THE BOND ELECTION PROPOSITION. B IS CONSIDERATION FOR A NEW MUNICIPAL FACILITY OR EXCUSE ME MUNICIPAL COURT COMPLEX, THE CURRENT COMPLEX THAT'S SITTING OVER HERE JUST TO OUR SOUTH WAS APPROVED BY THE VOTERS IN 1966 AND WAS BUILT IN 1967, AND A LITTLE TIDBIT IS IT IS THE OLDEST MUNICIPAL FACILITY OF THE CITY, MCKINNEY THAT IS STILL BEING USED FOR ITS ORIGINAL PURPOSE. WERE ANTICIPATING THAT WE WILL HAVE A 36,000 SQUARE FOOT FACILITY THAT INCLUDES SOME LAND PURCHASE IN 730 MILLION TO BE ADDED INTO OTHER FUNDING SOURCES TO REHAB AND RENEW THE PUBLIC WORKS SOUTH CAMPUS RIGHT THERE, ACROSS FROM THE COLLIN COUNTY APPRAISAL DISTRICT. RIGHT OFF EL DORADO. THERE'S A SLATE OF DEPARTMENTS THAT ARE SERVICED OUT OF THAT BUILDING. YOU CAN READ THAT ON THE SCREEN, BUT AGAIN THAT WILL BE ADDED INTO

SOME OTHER FUNDS AND AS PART OF A 30 YEAR PROGRAM. HOWEVER, I HAVE A QUESTION ABOUT, UM PROPOSITION B. WHERE IS THE ANTICIPATED LOCATION? WE HAVE A FEW AREAS THAT WE ARE LOOKING AT . I CAN'T SHARE EXACTLY ONE. THE BOND HASN'T PASSED YET. AND UM, WE'LL SEE WHAT THE VOTERS HAVE TO SAY ON MAY 4TH, BUT WE ARE STILL WEIGHING OUR OPTIONS ABOUT WHERE IT MIGHT BE THE BEST PLACE . UM, IF THERE IS AN AREA THAT'S OWNED BY THE CITY ALREADY, AND THERE'S AN ALLOTMENT IN THAT 36 MILLION THAT'S CONSIDERED LAND PURCHASE THAT WILL PROBABLY GO TO UPSIZE. WHATEVER THE PARKING SOLUTION IS, GOT IT. PROPOSITION D IS IN CONSIDERATION OF PUBLIC SAFETY. THERE IS A RANGE OF USES LISTED HERE, PRIMARILY, THERE'S THREE SEPARATE FIRE STATIONS. ONE NEW FIRE STATION, A REMODEL AT FIRE STATION THREE OFF OF EL DORADO, AND THEN A RECONSTRUCTION OF FIRE STATION EIGHT OVER ADJACENT TO THE CRAIG RANCH AREA. THEN THERE'S $20 MILLION THAT IS GOING TO BE USED TO REHAB AND RENOVATE THE CURRENT PUBLIC SAFETY BUILDING, WHICH WILL AFTER THE CONSTRUCTION OF THE FIRE ADMINISTRATION BUILDING RIGHT THERE ADJACENT ACROSS THE CREEK FROM THE CURRENT PUBLIC SAFETY BUILDING BE ONLY USED FOR POLICE POLICE ADMINISTRATION. AND THEN FINALLY, THERE'S $5 MILLION FOR FUTURE LAND ACQUISITIONS AS WE CONTINUE TO GROW INTO THE NORTHWEST SECTOR AND CONTINUE TO MAINTAIN THAT IS O CREDIT RATING FOR FIRE SERVICE RESPONSE TIMES AND THEN A DRIVER TRAINING PAD, WHICH IS SOMETHING THAT MUNICIPALITIES OF OUR SIZE UTILIZE TO TRAIN THEIR DRIVERS, BOTH PUBLIC SAFETY OR EXCUSE ME, POLICE AND FIRE ON THE LARGE 1000 TON APPARATUS THAT THEY USE EVERY DAY. WE CAN JUST GO TAKE THOSE TO A WALMART PARKING LOT.

AND THEN FINALLY, THE LARGEST POP, UH, PROPOSITION IS PROPOSITION E FOR STREET 7140 MILLION FOR THE TRADITIONAL STREET EXPANSIONS, UH, THAT WE'RE USED TO SEEING, UH BEFORE THE VOTERS THAT IS, FOR INSTANCE , ADDING LANES FIVE AND SIX TO VIRGINIA THAT WAS A STREET EXPANSION PROGRAM IN A PREVIOUS BOND, AND THERE IS ALSO $100 MILLION. THAT'S ADDED FOR STREET RECONSTRUCTIONS OVER THE PAST 18 MONTHS. THE CITY COUNCIL, THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION, THE MCKINNEY COMMUNITY DEVELOPMENT. OPERATION HAVE BEEN ANALYZING WAYS TO ADD IN SOME RESILIENCY TO OUR STREET RECONSTRUCTION AND OUR STREET PROGRAM HERE AT THE CITY AND THE CDC AND THE E DC HAVE COMMITTED TO FUNDING FORTH FOR NEW CONSTRUCTIONS THAT HAS FREED UP OUR ABILITY ON THE CITY SIDE TO REQUEST THE VOTERS INVEST IN STREET RECONSTRUCTIONS. IT IS THE FIRST TIME WE HAVE DONE A PROGRAM LIKE THIS SINCE I'VE BEEN HERE, UH, BUT IT IS A 10 YEAR PROGRAM. THAT'S PHASE THAT WILL BE PHASED IN OVER 10 YEARS AND IS IN CORRELATION WITH SOMETHING CALLED A PAVEMENT CONDITION INDEX SCORE ON THE RECONSTRUCTION SIDE. IF ALL OF THAT SOUNDS COMPLICATED. ON THIS SLIDE, YOU CAN SEE TENS OF TWENTIES AND THIRTIES OF PRESENTATIONS THAT WERE GIVEN TO THE CITY COUNCIL, THE BOND COMMITTEE MEMBERS AND SOME OTHER FOLKS AS WELL AND HAS ALL THE NITTY GRITTY, GRITTY DETAIL ABOUT COST ESTIMATES ABOUT THE TYPES OF STREETS. WE'RE TALKING ABOUT ALL THOSE PAVEMENT CONDITION INDEX SCORES THAT I MENTIONED IN ADDITION TO THE OTHER PROPOSITIONS THAT I LISTED TODAY. I KNOW THAT WAS ALL REALLY QUICK AS WELL. I THINK WE ARE GOING TO BE VISITING WITH THE HISTORIC NEIGHBORHOOD ASSOCIATION. WANT TO SAY AT THE END OF MARCH EARLY APRIL, WE ARE TRYING TO CHECK ALL THOSE BOXES. I ALSO SAY WE'RE HAPPY FOR NEW IDEAS AND NEW GROUPS AS WELL. WE GOT PLENTY OF FOLKS IN THE MANAGER'S OFFICE THAT CAN GO AND GIVE THESE INFORMATIONAL SESSIONS.

THOSE ARE LIKELY FUNDING SOURCES, MOST LIKELY FROM PREVIOUS BONDS, OR SOMETIMES WE THROW IN WHETHER IT'S STREET IMPACT FEES OR A COMBINATION OF DIFFERENT REVENUE SOURCES TO GET TO THAT NUMBER TO PAY FOR THINGS , BUT, UM, SPECIFICALLY ON THE ONE THAT YOU MENTIONED THOSE ARE 2019 AND IN SOME INSTANCES, 2015 BONDS, BUT THERE'S NO MORE 2015 MONEY LEFT. THE 2019 BOND MONEY IS DWINDLING. QUICKLY THUS WHY THE CITY COUNCIL ASKED THE VOTERS TO CONSIDER THIS SLATE OF PROPOSITIONS MAY 4. THANK YOU. LET ME MAKE SURE THIS WORKS OK, MUNICIPAL DOWNTOWN DEVELOPMENT UPDATE. SO WE'RE GONNA LOOK AT DIFFERENT PROJECTS OR TALK A LITTLE BIT ABOUT DIFFERENT PROJECTS THAT ARE GOING ON DOWNTOWN. NO PICTURES, NO SLIDES . REALLY UM, BUT JUST A LITTLE BIT. UM YOU TOUCHED ON SOME OF THOSE A MINUTE AGO, TOM WHEN YOU TALKED ABOUT THE DOWNTOWN IMPROVEMENTS, UH, VIRGINIA, WEST VIRGINIA AND WEST LOUISIANA ARE WORKING ON THE ACCESSIBILITY IMPROVEMENTS RIGHT NOW, SO YOU'LL NOTICE THAT THEY'RE PUTTING IN NEW SIDEWALKS AND IN SOME CASES, NEW RETAINING WALLS TO HOLD UP WHERE THEY HAD TO MAKE THE SIDEWALKS LEVEL. UM, SOME OF YOU MAY HAVE NOTICED RECENTLY, THE EAST LOUISIANA, VIRGINIA AND THROCKMORTON INFRASTRUCTURE IMPROVEMENTS GOING ON WITH ROAD CLOSURES OR PATCHES OF ROCKY ROCKY ROAD, NOT THE ICE CREAM, UM OR A LITTLE METAL PLATES IN THE GROUND. THAT'S WHERE WE'RE DOING SOME ACTUAL INFRASTRUCTURE IMPROVEMENTS TO THOSE ROADS AND PIPES AND THINGS LIKE THAT. THAT NEED TO DONE. THERE WILL BE SOME ROUNDABOUTS GOING IN OVER THERE SO YOU'LL SEE AROUND ABOUT AT LOUISIANA, UH, OVER NEAR LOUISIANA AND GREENVILLE, WHERE GREENVILLE SPLITS OFF, AND THEN THERE WILL LATER BE ONE THROUGH OVER AT THE CORNER OF VIRGINIA AND THROCKMORTON AS WELL. SO YOU'LL BE SEEING ALL THAT COME ONLINE A LITTLE BIT MORE AS THEY GO ON, UM IN TALKING WITH CAPITAL IMPROVEMENTS TEAM, THEY SAID, THEY ARE TRYING TO MAKE IT . THE WAYFINDING PROJECT PROPOSAL, WHICH WILL CREATE NEW WAYFINDING SIGNAGE ALL ACROSS MCKINNEY EVENTUALLY. THERE IS A SERIES OF PANELS THAT WERE APPROVED BY COUNCIL AND THEN THOSE INCLUDE VEHICULAR SIGNS, PEDESTRIAN KIOSKS, REGULAR LITTLE SIGNS THAT YOU WOULD SEE. SO IF YOU'RE OVER HERE AT THE TENNESSEE LOT, THERE'S A LITTLE SIGN THAT THAT'S BROWN AND SAYS TENNESSEE PARKING LOT AND HAS A PEE ON IT. THOSE ARE GONNA BE REDONE AND THEY'LL BE A SLIGHTLY DIFFERENT COLOR, AND THEY'LL BE A PART OF THE NEW SIGN PACKAGE. UM WHAT YOU SEE ON THE PICTURE HERE IS AN EXAMPLE OF ONE OF THE NEW PEDESTRIAN KIOSKS THAT WILL BE GOING IN DOWNTOWN. THE FIRST PHASE OF THE WAY FINDING PROJECT WILL BE STARTING DOWNTOWN. UH, IT WILL INCLUDE KIOSK AT SOME OF THE LOCATIONS THAT WE ALREADY HAVE THEM. AND THEN SOME MORE.

UH, ONE WILL BE GOING OUTSIDE OF NEW CITY HALL. UM, IF YOU'VE SEEN WHEN YOU'RE WALKING AROUND DOWNTOWN, THE LITTLE DIGITAL KIOSK THAT WERE PUT IN FRONT OF SQUARE BURGER AND IN THE CORNER OF TENNESSEE AND, UH, LOUISIANA. THOSE WILL BE REPLACED WITH THESE NEW SIGNS. AND SO THERE WILL BE A KIND OF COMBINATIONS OF WAYFINDING SIGNAGE DOWNTOWN. YOU'LL HAVE YOUR STANDARD JUST A SIGN WITH SOME INFORMATION AND ARROWS POINTING TO THINGS LIKE THE HERD GRAY HOUSE OR CHESTNUT SQUARE. UM AND THEN YOU'LL HAVE THESE KIOSK AND THE KIOSK WILL BE BOTH DIGITAL KIOSK OR STATIC KIOSK. THAT'LL HAVE MAPS AND THE DIGITAL ONES WILL HAVE PLACES FOR COMMUNICATION. UH, THE LEE ELLIOTT HOUSE WAS CONSTRUCTED IN 1940 IN A TRANSITIONAL RANCH STYLE THE HOMES, BRICK HAS A PIER AND BEAM FOUNDATION WITH AN ASYMMETRICAL FLOOR PLAN. AH THE SPLIT LEVEL ENTRYWAY ACTUALLY SEPARATES THE PUBLIC AND THE PRIVATE SPACES, WHICH IS PRETTY COMMON WITH THE STYLE OF HOME. THE HOME WAS DESIGNED BY DALLAS ARCHITECT AND INTERIOR DESIGNER JOHN ASTON PERKINS AND THE HOME IS LISTED ON THE 2015 UPDATE OF THE HISTORIC RESOURCES SURVEY AS A HIGH PRIORITY BUILDING. AS A HIGH PRIORITY BUILDING CONTRIBUTES SIGNIFICANTLY TO LOCAL HISTORY OR THE BROADER HISTORICAL PATTERNS. THEY'RE AN OUTSTANDING OR UNIQUE EXAMPLE OF ARCHITECTURE, ENGINEERING OR CRAFTED DESIGN. AND THEN ARCHITECTURALLY, THERE ARE SOME CHARACTER DEFINING FEATURES THAT JUST WANT TO QUICKLY GO OVER FOR THE HOUSE. THE ASYMMETRICAL FACADE LIKE I MENTIONED EARLIER. THE BRICK DETAILING UNDER THE EAVES, WHICH YOU CAN SEE IN THIS PHOTO REALLY CLEARLY. THE 6/6 WINDOWS, SHUTTERS AND THE LARGE EXTERIOR CHIMNEY ON THE FACADE. AND WE ALWAYS INCLUDE SOME MAPS. SO RIGHT HERE WE'VE GOT THE 1960 SANBORN MAP IN THE BOTTOM RIGHT CORNER. ELLIOTT'S COMPANY WAS INVOLVED IN MANY LARGE SCALE PROJECTS, INCLUDING THE REBUILDING OF THE TEXAS TEXTILE MILL AFTER THE 1948 TORNADO. IN THE 72 MILL HOMES IN 1950 IN 51. HIS COMPANY WAS CONTRACTED BY THE MCKINNEY HOUSING AUTHORITY. TO CONSTRUCT TWO OF THE LOW INCOME HOUSING PROJECTS, WHICH WAS MERRITT HOMES AND LLOYD LLOYD OWENS PLACE. AND THEN THERE WAS ANOTHER OWNER OF THE HOME. THE SECOND OWNER, ANGUS BULLOCK, WAS, UH HE ESTABLISHED THE FIRST OLDSMOBILE DEALERSHIP IN MCKINNEY. AND HE HAD PURCHASED THE HOME FROM ELLIOT IN 52. UM HIM AND HIS WIFE HAD ACTUALLY OWNED THE HOME UP UNTIL HER PASSING IN 2000. AND THEN I'VE GOT SOME OLDER PHOTOS OF THE HOME. 2005 IN THE TOP LEFT 2015 IN THE BOTTOM, RIGHT?
