WANT TO INFORMATION SHARING ITEM 24 134 0. UPDATE ON THE KINNEY BOARDS AND COMMISSION MEMBER APPOINTMENTS. WAS GOOD MORNING, CHAIRMAN. LOCK MILLER AND ME DC BOARD. I'M ME FOR STU CITY SECRET. I'D JUST LIKE TO PROVIDE A QUICK BUT IMPORTANT UPDATE AND REMINDER TO THE BOARD AS WELL AS AS WELL AS THE REST OF THE PUBLIC THAT THE PROGRAM FOR THE CITY'S BOARDS AND COMMISSIONS APPOINTMENTS HAS BEGUN ON AUGUST 27TH. THE CITY COUNCIL WILL ENDEAVOR TO APPOINT MEMBERS TO THE VARIOUS BOARDS AT THIS TIME, THE APPLICATION TO PARTICIPATE IN THAT PROGRAM AND BE CONSIDERED AS OPEN TO ALL CANDIDATES. THAT'S ANYONE. PUBLIC WHO IS INTERESTED IN SERVING ON ANY BOARD AS WELL AS ANY INCUMBENT MEMBERS WHOSE TERMS EXPIRE IN 2024. IF YOU'RE INTERESTED IN BEING CONSIDERED FOR FUTURE SERVICE, PLEASE REAPPLY. . MEMBERS OF THE BOARD. MR PRESIDENT. MY NAME IS TREVOR MAYNARD. I AM THE DIRECTOR OF STRATEGIC SERVICES. I WON'T BE QUITE AS QUICK AS MS DUANE, BUT HOPEFULLY WE WILL BE UP AND DOWN FAIRLY QUICKLY. ON DURING THE AUGUST WORK SESSION FOR THE BUDGET, THE CITY COUNCIL INSTRUCTED STAFF TO START PREPARING THE PROCESS TO SOLICIT FOR A BOND COMMITTEE. AND IN SEPTEMBER, THE CITY COUNCIL APPOINTED A 36 MEMBER BOND COMMITTEE, WHICH YOU SEE ON THE SCREEN HERE ACROSS FIVE DIFFERENT SUBCOMMITTEES AND OVER THE COURSE OF SEPTEMBER, OCTOBER , NOVEMBER AND DECEMBER OF 2023, THE BOND COMMITTEE MET ROUGHLY EIGHT TIMES, DEPENDING ON NOT THEY WERE ON THE EXECUTIVE COMMITTEE. EACH. ONE OF THOSE MEETINGS WAS ANYWHERE FROM 2 TO 3 HOURS WHERE THEY HEARD FROM CITY STAFF AND PROVIDED FEEDBACK ON PROJECTS THAT THEY WOULD LIKE TO SEE THROUGHOUT THE COMMUNITY. ON DECEMBER 19TH. THE BOND COMMITTEE RECOMMENDED TO THE CITY COUNCIL, A BOND PROPOSITION TOTALING $485.5 MILLION FOR THE MAY 4TH 2024 ELECTION. AND THEN ON FEBRUARY 6TH 2024. THIS CITY COUNCIL ADOPTED A RESOLUTION TO CALL THAT ELECTION. UM WITH NO CHANGES, SO $485.5 MILLION ACROSS FIVE SEPARATE PROPOSITIONS. I WILL GO OVER EACH ONE OF THOSE. PROPOSITION A IS $106 MILLION FOR PARKS AND RECREATION. THE LARGEST PIECE OF THAT PROPOSITION IS $60 MILLION IN CONSIDERATION FOR WHAT WE ARE CALLING A MULTIGENERATIONAL RECREATION FACILITY IN THE EASIEST WAY TO CONTEMPLATE THAT IS A COMBINATION OF APEX AND A SENIOR FACILITY TYPE LOCATION. IT WILL MOST LIKELY BE LOCATED NORTH OF 380 WEST OF US 75. IN THE NORTHWEST SECTOR. WE HAVE OLD SETTLERS ON THE EAST SIDE OF TOWN. WE HAVE TOWN LAKE.

RECREATION CENTER ON THE SOUTH SIDE. APEX AS I MENTIONED IS THERE ON THE WEST SIDE OF TOWN

THAT NORTH AND WESTERN SECTOR OF 380 IS KIND OF A BLANK SPOT FOR US. THERE'S $25 MILLION ANTICIPATED TO DO ALL PHASES OF THE TOWN LAKE IMPROVEMENT. SO THIS IS A MASTER PLAN THAT MR KOWSKI WENT THROUGH DURING HIS TIME AS THE PARKS DIRECTOR TO COMPLETELY RENOVATE AND CHANGE THE WAY THAT TOWN LAKE LOOKS AND FEELS FOR RESIDENTS. IT'S ONE OF OUR MOST TRAFFICKED PARKS TODAY, 720 MILLION FOR GABE NESBITT BALL FIELDS THAT SAYS BALL FIELDS IS PRIMARILY SOFTBALL FIELDS. HOWEVER SOME AGE GROUPS OF BASEBALL TEE BALL AND THE LIKE WOULD BE ABLE TO USE THOSE FIELDS. IT INCLUDES IMPROVEMENTS TO BATHROOMS, CONCESSIONS, ANDRESS EGRESS, PARKING AND ANCILLARY FACILITIES AROUND THERE AS WELL. AND THEN FINALLY, PICKLE BALL IS EXTREMELY POPULAR , UM, AND HAS ONLY GOTTEN MORE POPULAR. SO THE COMMITTEE WAS INSISTENT THAT THERE BE SOME ADDITIONAL FUNDING PUT IN FOR PARKS FOR PICK A BALL. WE ARE HOPING TO BE ABLE TO PEPPER A FEW PICKLEBALL COURTS THROUGHOUT COMMUNITY PARKS AND NEIGHBORHOOD PARKS WITH THAT FUNDING THERE'S TWO STAND ALONE MUNICIPAL 736 MILLION TO RECONSTRUCT A NEW MUNICIPAL COURT FACILITY. THE CURRENT COURT FACILITY JUST SOUTH OF US WAS APPROVED BY THE VOTERS IN 1966 AND WAS BUILT IN 1967 LITTLE TIDBIT IS THE ONLY CITY OF MCKINNEY FACILITY THAT'S STILL BEING USED FOR ITS ORIGINAL PURPOSE. THERE IS A RANGE OF DEPARTMENTS AND DIVISIONS THAT ARE OPERATING OUT OF THAT COURT, AND THAT'S LISTED ON THE SCREEN IN FRONT OF YOU.

UM IF YOU'RE DOING MATH, YOU MAY SEE 36,000 SQUARE FEET AND $36 MILLION IN I THINK $1000 A SQUARE FOOT. I WILL POINT OUT THERE'S $2 MILLION IN LAND ACQUISITION, OBVIOUSLY DESIGN ENGINEERING ETCETERA, BUT THERE IS ALSO A FAIRLY LARGE PARKING COMPONENT CONSIDERATION INCLUDED IN THAT $36 MILLION. THE CURRENT MUNICIPAL COURT FACILITY IS UNDER PARKED AND WE DO NOT WANT TO HAVE THAT ISSUE IN THE FUTURE. PROPOSITION C IS $30 MILLION FOR THE PUBLIC WORKS SOUTH CAMPUS. UH, THIS IS A RECONSTRUCTION AND RENOVATION AND EXPANSION PROGRAM. IT IS REALLY TO GET US TO A 3040 YEAR WINDOW FOR THAT CAMPUS FOR OUR SERVICE NEEDS ON THE SOUTH PART OF MCKINNEY. IT'S GOING TO BE IN CONCERT WITH OTHER FUNDING SOURCES THAT WE'VE IDENTIFIED AND WILL HELP SERVE ALL OF THOSE AREAS THAT YOU SEE ON THE SCREEN. IF YOU ARE UNFAMILIAR OF WHERE THIS IS LOCATED, IT'S RIGHT THERE ON SOUTH COLLEGE AS IT DEAD ENDS INTO EL DORADO.

FROM THE COLIN CENTRAL APPRAISAL DISTRICT BUILDING. THERE IS SOME OFFICE SPACE FOR PUBLIC WORKS THAT FRONTS COLLEGE AND THEN THERE'S FLEET AND MATERIALS YARDS IN THE BACK, SO THAT WHOLE AREA HAS BEEN MASTER PLANNED OVER THE COURSE OF THE LAST FEW YEARS, AND THIS IS REALLY HELPING US DRAW DOWN ON THE FIRST PARTS OF THAT MASTER PLAN. PROPOSITION D IS RANGE OF FUNDING FOR PUBLIC SAFETY $70 MILLION IN TOTAL, THE LARGEST OF WHICH IS A FUTURE FIRE STATION IN THAT SAME NORTHWEST SECTOR AREA. MOST LIKELY THERE ARE TWO OTHER FIRE STATIONS. A REC EXCUSE ME A RENOVATION OF FIRE STATION THREE AT EL DORADO IN ORCHID AND THEN A RECONSTRUCTION OF FIRE STATION EIGHT ADJACENT TO THE CRAIG RANCH AREA ON THE WEST SIDE OF TOWN. THERE'S ALSO $20 MILLION TO RENOVATE AND EXPAND THE CURRENT PUBLIC SAFETY BUILDING. SO WHEN THE APPROVAL WENT THROUGH IN THE LAST BOND FOR PUBLIC SAFETY DOLLARS, THE FIRE ADMINISTRATION BUILDING RIGHT OFF TAYLOR BURKE STARTED CONSTRUCTION. I WOULD LIKE TO SAY IT ACROSS THE CREEK TO THE EAST OF THE PUBLIC SAFETY BUILDING ONCE FIRE HAS COMPLETED THAT BUILDING AND THEY ARE OUT OF THE SAFETY BUILDING. POLICE WILL SOLELY OCCUPY THE CURRENT FACILITY THAT WAS BUILT IN 2006 THAT WILL BE RENOVATED. HANDED TO MEET THEIR NEEDS FOR THE FUTURE. TWO OTHER ITEMS SMALLER, UH, $5 MILLION FOR LAND ACQUISITION AS WE CONTINUE TO GROW. WE WANT TO MAINTAIN THE RESPONSE TIMES OF RESIDENTS HAVE GROWN TO EXPECT AS WELL AS DIFFERENT LEVELS OF INSURANCE RATINGS IN OUR FIRE SERVICE. THOSE LAND ACQUISITION HELP US STRATEGICALLY PURCHASE UP LAND 75 MILLION FOR WHAT'S CALLED A DRIVER TRAINING PAD.

UH, THIS IS A VERY THICK, LARGE PIECE OF CONCRETE THAT ALLOWS US TO SEND OUR PUBLIC SAFETY OFFICIALS TO TRAIN ON THE HEAVIER APPARATUS, FIRE TRUCKS, SWAT TYPE VEHICLES. THEY GO THERE, THEY LEARN TO DRIVE THE VEHICLES. THEY TRAIN ON THOSE VEHICLES THEN IN TODAY'S ENVIRONMENT, SOMETIMES THEY ARE DOING THAT ACROSS THE COUNTY. SOMETIMES THEY'RE DOING THAT ACROSS THE METROPLEX, TAKING THE VEHICLE ON THE ROAD ALL THE WAY TO FORT WORTH, AT TIMES COMING BACK. MOST CITIES OF OUR SIZE HAVE ONE OF THESE IN THEIR BACKYARD. WE'RE PLANNING THAT IT WOULD BE LOCATED NORTH OF THE JOINT TRAINING FAC. THE COLIN COLLEGE CITY OF ALLEN AND CITY

OF MCKINNEY, RIGHT OFF OF RED BUD NORTH OF 380. THE LARGEST ITEM OF THE FIVE IS PROPOSITION E FOR STREET IMPROVEMENTS. $243.5 MILLION. IT'S A COMBINATION OF THE STANDARD STREET EXPANSIONS THAT ARE GENERALLY SEEN ON BOND PROPOSITIONS. WE HAD THESE IN 2019. WE HAVE ALWAYS INCLUDED SOME RECONSTRUCTION MONEY, BUT I'LL GET INTO THAT IN ONE SECOND , UH, THE EXPANSIONS THE EASIEST WAY TO THINK ABOUT THAT IS IN THE LAST BOND PROGRAM. WE ALL T.

MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES CITY MANAGER. JUST A COUPLE SHORT UPDATES FOR YOU. UM WE ARE WELL UNDER WAY WITH THE BUDGET PROCESS. AS YOU ALL KNOW, YOU JUST RECENTLY HAD YOUR OWN STRATEGIC PLANNING OR STRATEGIC GOAL SETTING WORKSHOP. THEY BELIEVE YOU WERE FACILITATED BY THE SAME PERSON WHO DID OUR CITY COUNCILS IN FEBRUARY, AND, UH, OUR COUNCIL THAT'S THAT REALLY KIND OF KICKS OFF THE BUDGET PROCESS PER SE BECAUSE WE TO GET THE COUNCIL'S PRIORITIES IN PLACE AND GET OUR KEY PERFORMANCE INDICATORS IN PLACE. UH, SO THEN WE GO FORWARD WITH MAKING A BUDGET BECAUSE WE WANT TO MAKE SURE THAT THE BUDGET IS ALIGNED WITH WHAT THE COUNCIL'S PRIORITIES ARE. DIVERSIFIED HOUSING OPTIONS CONTINUE TO PURSUE DIVERSIFIED HOUSING HERE IN MCKINNEY, ALSO ECONOMIC DEVELOPMENT, PARTICULARLY AROUND RETAIL AND ENTERTAINMENT DEVELOPMENTS, AND THEN CONTINUED INVESTMENT AND PRIORITIZATION OF MCKINNEY NATIONAL AIRPORT. SO THOSE THINGS AMONG ALL THE OTHER STRATEGIC PRIORITIES THAT THE CITY COUNCIL HAS SET WILL BE A POINT OF EMPHASIS FOR US, AND WE WILL KEEP MOVING IN THAT DIRECTION. WE'LL BE GOING OVER THE MONTH OF FEBRUARY TODAY, LET'S GO TO THE INCOME STATEMENT IN REGARDS TO EXPENDITURES. IT WAS FAIRLY QUIET, BUT, UM, AND TALK ABOUT REVENUE. WE HAD CLOSE TO $2.4 MILLION IN REVENUE. $2.3 MILLION OF THAT WITH SALES TAX. THIS IS DECEMBER SALES TAX IN THE MONTH OF FEBRUARY. WE ALSO HAD CLOSE TO $100,000 IN INTEREST INCOME AND $7000 IN MISCELLANEOUS REVENUE. GOING DOWN TO EXPENDITURES. WE HAD 210,000 IN OPERATIONAL EXPENSES 288,000 IN PROJECT EXPENSES AND 237,000 NON DEPARTMENTAL EXPENSES, WHICH IS MAINLY JUST THE TRANSFER TO YOUR IN SS FUND TO MAKE YOUR DEBT SERVICE PAYMENTS TOTALED 736,000 FOR THE MONTH OF FEBRUARY.

MOVING ON TO SALES TAX. LIKE I SAID, THIS APPLIES TO DECEMBER, WHICH IS ONE OF OUR BIGGEST MONTHS. UM WE COLLECTED, UH, WE HAD A 4.6% INCREASE. AND IF WE'RE LOOKING AT OUR YEAR TO DATE, WE'RE AT 6.4% WHICH IS INCREDIBLE. UM, YOU CAN EVEN SEE OUR SISTER CITIES THAT WE'RE, UM WERE ABOVE THE SUBSIDIES IN TOTAL DOLLAR VALUE AND A PERCENTAGE AND INCREASE OVER YEAR TO YEAR, BUT ALLEN HAD A DECREASE OF 6.5% FRISCO STAYED ABOUT EVEN AND PLANO HAD A 14.9% INCREASE. UM AND THEN, LASTLY, THE SALES TAX BY INDUSTRY. I DON'T HAVE ANYTHING TO NOTE, EVERYTHING LOOKED, UM, PRETTY MUCH STANDARD FOR THE MONTH OF FEBRUARY. WE HAD A 3% INCREASE IN RETAIL TRADE. SO THE BIGGEST CATEGORY BUT THERE WAS NOTHING REALLY CONCERNING LOOKING DOWN BELOW.
