IT WAS ULTIMATELY DENIED BY THE COUNCIL WHO THE APPLICANT IS BACK AGAIN.TODAY THEY HAVE MADE SOME NOTABLE CHANGES TO THE REQUEST, AND YOU SAW IT BEFORE, SO I WANT TO WALK THROUGH THOSE WITH YOU. MCKINNEY PARKWAYS KIND OF RIGHT THROUGH THAT SOUTHERN PORTION OF THE TRACT, BISECTING IT INTO TWO DISTINCT TSS AS A RESULT OF THE APPLICANT IS REALLY LOOKING TO ORIENT THAT MULTIFAMILY USE ON THE NORTHERN SIDE OF THAT ROADWAY WHEN THE REQUEST WAS HERE BEFORE YOU LAST YEAR. AND THEY WERE PROPOSING A HIGHER DENSITY AND UNIT COUNT, UH OR UNIT CAP ON THE PROPERTY. THEY WERE LOOKING TO DO. 385 UNITS TOTAL. UM THE REQUEST BEFORE YOU TODAY ACTUALLY CHANGES THAT THEY ARE LOOKING TO CAP THE UNITS AT 350 ACROSS THE ENTIRE ZONING DISTRICT, AND THEY ARE ALSO PROPOSING TO INCLUDE A MAXIMUM OF 55% OF THE UNITS COULD BE ALLOWED TO BE THE ONE BEDROOM UNITS. WHICH MEANS THAT, UM, ANYTHING ABOVE THAT WOULD BE REQUIRED TO BE MORE THAN ONE BEDROOM. UM WITH THE REQUEST. THEY ARE ALSO PROPOSING A BUILDING HEIGHT OF 55 FT. WHICH STAFF? UH, DOES NOT HAVE ANY OPPOSITION TO AND THE OTHER ITEM OF NOTE. UM THE LAST TIME THIS WAS AROUND WAS REGARDING PARKING . AT THAT TIME, THEY WERE LOOKING AT A PARKING RATIO. THAT WAS WHAT WE WOULD CONSIDER WELL BELOW THE STANDARD THAT IS SET FOR THE CITY OF MCKINNEY. THEY ARE BACK TODAY AND ARE PROPOSING TO MEET THE PARKING RATIO FOR MULTIFAMILY, WHICH WOULD BE TWO SPACES PER UNIT. UM AND ALSO PROPOSING TO INCREASE THE NUMBER OF ENCLOSED UNITS FROM 40 FROM 30% WHICH IS WHAT WE TYPICALLY REQUIRE TO 40% AND THEY ARE ALSO PROPOSING TO PROHIBIT THE ORIENTATION OF GARAGE DOORS TOWARDS THE RIGHT OF WAY. SO THAT WAS ANOTHER ITEM THAT WAS DISCUSSED QUITE A BIT LAST TIME AROUND, UM WITH REGARD TO A SEA OF PARKING AND HAVING THOSE, UM, ENCLOSED SPACES DISORIENTED ON THE STREET. SO THOSE ARE THE NOTABLE CHANGES THAT THEY HAVE, UH, PROPOSED WITH THIS NEW REQUEST. UM STAFF DEFINITELY AGREES THAT THESE NEW DEVELOPMENT STANDARDS WOULD RESULT IN A HIGHER QUALITY PROJECT THAN WHAT WAS ORIGINALLY PROPOSED. HOWEVER ULTIMATELY OUR RECOMMENDATION LAST TIME AND THIS TIME ALSO LOOKED AT THE PROPOSED USE OF MULTIFAMILY AND WHAT WE NOTED LAST TIME IS THE SAME TODAY, UM, WITHIN A MILE RADIUS OF THE PROPOSED SITE. THERE ARE APPROXIMATELY 1800 MULTIFAMILY UNITS, EITHER EXISTING OR UNDER CONSTRUCTION IN AND AROUND THE SITE. AND FOR THAT REASON AGREE THAT THE DEVELOPMENT STANDARDS ARE MUCH IMPROVED. WE STILL HAVE THE SAME CONCERNS ABOUT THE PROPOSED USE, AND SO OUR RECOMMENDATION IS UNCHANGED. THE PLANNING AND ZONING COMMISSION CONSIDERED THIS ITEM AT THEIR LAST MEETING. THERE'S A NUMBER OF CONSTRAINTS THAT YOU KNOW, UH, MAKE THIS A MORE CHALLENGING SITE YOU'VE GOT ENCORE TRANSMISSION LINES CONNECTING INTO THE SUBSTATION JUST SOUTH OF US, UH, SLOAN CREEK CUTS THROUGH THE PROPERTY, UM, FROM WEST TO EAST AND THEN COLIN MCKINNEY PARKWAY, UH, WILL BE EXTENDED THROUGH THE SITE AS SHOWN HERE, SO YOU CAN SEE THAT. YOU KNOW, AFTER THE EXTENSION OF THAT ROAD THAT THAT LOT CREATED SOUTH OF COLIN MCKINNEY IS VERY CONSTRAINED AND, UH, DEVELOPMENT POTENTIAL IS REALLY LIMITED. SO BECAUSE OF THAT, THAT'S UH WHY WE PUSHED ALL OF OUR UNITS TO THAT NORTH SIDE OF COLIN MCKINNEY PARKWAY ON THAT 10.8 ACRE TRACK THAT WE HAVE HIGHLIGHTED HERE. UM YOU KNOW, TO GET INTO WHY THAT THAT LEADS US TO A PD. YOU KNOW, I MENTIONED WE'RE WE'RE IN COMPLIANCE WITH ALL THE DEVELOPMENT STANDARDS. SO WHY WHY ARE WE PURSUING A PD? UM WHEN YOU LOOK AT THE ENTIRE 1818 ACRE TRACT, AND YOU, YOU LOOK AT THE 350 UNIT COUNT THAT WE'RE PROPOSING THAT DENSITY IS AROUND 19 UNITS PER ACRE, WHICH IS WELL BELOW YOU KNOW, THE 30 UNITS BREAKER THAT'S ALLOWED IN THE CODE. HOWEVER, ONCE THAT ROAD IS EXTENDED, AND YOU GET YOU KNOW THE BIFURCATION OF THE SITE BECAUSE ALL OF OUR UNITS ARE ON THE NORTH SIDE OF THAT ROAD, THE SMALLER 10.8 ACRE TRACT THAT DENSITY CALCULATION CHANGES AND GETS INFLATED TO 32 UNITS AN ACRE, WHICH IS THE REASON WE ARE PURSUING THE PD HERE. HOWEVER, BY FORMING THIS PD WE ARE ABLE TO COMMIT TO OVERALL UH, HIGHER QUALITY DEVELOPMENT, BETTER DEVELOPMENT STANDARDS AND PART OF WHAT I'LL GET INTO HERE IN A MINUTE IS CREATE THIS COMMUNITY RECREATION AREA ON THE SOUTH SIDE OF COLUMBINE PARKWAY HERE. SO TO START. I THINK IT'S IMPORTANT TO KIND OF WALK THROUGH THE SPECIFIC FEEDBACK THAT YOU ALL HAVE GIVEN US PREVIOUSLY AND, YOU KNOW, ILLUSTRATE EXACTLY WHAT CHANGES WE'VE MADE TO, UH, YOU KNOW, ACCOMMODATE THOSE COMMENTS THAT YOU GUYS HAD GIVEN US SO ON THE LEFT IS OUR PREVIOUS SITE PLAN, AND ON THE RIGHT IS THE IS THE UPDATED PLAN. BOTH THAT, UM YOU KNOW, THE 1.6 SPACES WAS BELOW CODE, NOT IN COMPLIANCE, AND THAT WHAT WE WERE PROVIDING CREATED THIS UGLY SEA OF PARKING, UH FROM THE STREET AND SO YOU KNOW, IN ORDER TO ADDRESS BOTH OF THESE, IT WAS IT WAS A CHALLENGING EXERCISE, YOU KNOW, TO ADD ADDITIONAL PARKING A SIGNIFICANT AMOUNT OF ADDITIONAL PARKING AND MAKE IT LESS VISIBLE. SO YOU KNOW IT TOOK A WHILE, BUT WE SAT WITH IT WENT THROUGH. UH YOU KNOW A BUNCH OF DIFFERENT ITERATIONS AND FINALLY LANDED ON A PLANE THAT YOU KNOW, I THINK SOLVES BOTH OF THESE. SO WE ADDED A TWO STORY PARKING GARAGE TO THE CENTER OF THE SITE. UM, THAT ENABLED US TO ADD ROUGHLY 150 PARKING SPACES AND GET UP TO BE IN COMPLIANCE WITH THAT 2.0 RATIO. AND THEN WE ALSO PUSHED ALL OF OUR BUILDINGS OUT TO THE PERIMETER OF THE SITE SO THAT YOU KNOW CREATES THAT NATURAL, YOU KNOW, VISUAL BARRIER TO THE PARKING ON THE INTERIOR. SO YOU KNOW, WE ALSO LIKE JENNIFER SAID , ORIENTED. THE GARAGE IS TOWARDS THE INTERIOR OF THE SITE, SO THOSE ARE NO LONGER VISIBLE FROM THE STREET. UM SO JUST WITH THOSE TWO CHANGES IN ADDING THE PARKING GARAGE AND PUSHING THOSE BUILDINGS OUT TO THE EXTERIOR, WE ENDED UP WITH A MUCH BETTER SITE PLAN. UM, YOU KNOW, IT'S MORE VISUALLY APPEALING FROM THE STREET. IT'S MORE WALKABLE. UM FOR OUR RESIDENTS, AND IT ALSO CREATES A BETTER PARKING DISTRIBUTION WITHIN THE SITE SO THAT OUR RESIDENTS WILL NOT HAVE TO WALK AS FAR TO THEIR UNITS ONCE THEY'RE INSIDE THE SITE THERE.UM YOU KNOW, JENNIFER TOUCHED ON THESE AS WELL. BUT UM, YOU KNOW, OTHER COMMENTS WERE AROUND OUR UNIT MIX. PREVIOUSLY WE HAD PROPOSED AROUND, UH, 60 TO 65% 1 BEDROOMS AND, UH, THERE WERE COMMENTS ON OUR OVERALL NUMBER OF UNITS. WE HAVE ADDRESSED BOTH OF THOSE IN THE REVISED PD CAPPING OR UNIT MAKES AT 55% 1 BEDROOM. UH, AND REDUCING OUR OVERALL UNIT COUNT FROM 385 TO A MAXIMUM OF 350 UNITS, UM, AGAIN, GETTING INTO KIND OF FORMING THIS PD. UH, WE'VE ALSO YOU KNOW, ADDED A NUMBER OF KIND OF EXCEPTIONAL QUALITIES IS WHAT? WE ARE COMMITTING TO PROVIDE NINE SO SEVEN OF THOSE WOULD BE ON THE NORTHERN MULTIFAMILY LOT, AND TWO OF THOSE WOULD BE ON THE SOUTH SIDE OF COLIN MCKINNEY PARKWAY IN THIS HIGHLIGHTED AREA HERE, THIS COMMUNITY RECREATION AREA. SO UM, WE WOULD OBVIOUSLY WANT TO SIT DOWN WITH PARKS AND GET MORE FEEDBACK FROM THEM ON THE MOST EFFICIENT WAY TO SITE PLAN THIS SPACE, BUT WE HAVE KIND OF LAID OUT A GENERAL CONCEPT PLAN OF HOW THIS COULD WORK. AND SO WE STARTED BY GOING THROUGH, UM MCKINNEYS PARKS AND FOUND THAT WINIFRED PARK OFF LAKE FOREST IS REALLY SIMILAR, UH, SHARES A LOT OF SIMILAR TRAITS IN TERMS OF ITS SIZE. SO I PUT THIS AERIAL TOGETHER AND YOU KNOW, IT'S MEANT TO KIND OF HIGHLIGHT THE CITYWIDE IMPACT THAT JUST COMPLETING THIS STRETCH THROUGH OUR, UM, DEVELOPMENT WOULD HAVE AND SO HERE IN ORANGE WE'VE GOT, UM ALL THE EXISTING OR CURRENTLY UNDER CONSTRUCTION PORTIONS OF COLIN MCKINNEY PARKWAY. AND OBVIOUSLY YOU CAN SEE HERE IN BLUE. OUR SITE IS THAT LAST PIECE THAT REMAINS UN BUT SO ONCE YOU KNOW, THIS PROJECT IS DEVELOPED IN IN THAT ROAD IS COMPLETED. UH, WE DID HAVE A TRAFFIC STUDY DONE TO KIND OF LOOK AT THE IMMEDIATE LOCAL, UH, IMPACTS OF HAVING THIS ROAD BUILT AND YOU KNOW WHAT THEY WHAT THEY FOUND WAS THAT YOU KNOW, NOT ONLY DOES IT IMPROVE KIND OF THE CIRCULATION OF, UH, THE STADIUM, UH, ENHANCED INGRESS AND EGRESS DURING LARGE EVENTS, BUT MORE IMPORTANTLY, IT SIGNIFICANTLY REDUCES TRAFFIC ALONG MCKINNEY RANCH PARKWAY AND SOUTH HARDEN BOULEVARD. UM ON TOP OF THAT. IT ALSO RELIEVES CONGESTION ON 75 AND 121. IT GIVES A SECONDARY RELIEF ROUTE WHERE RESIDENTS CAN KIND OF CIRCUMVENT THAT CONGESTION DURING THE PEAK TRAFFIC HOURS THERE. HE WAS INVITED TO THE TEXASAS MUSLM WOMEN'S FOUNDATION ON UM INTERNATIONAL WOMEN'S DAY, WHICH IS IT IS A REMARKABLE ORGANIZATION THAT ASSISTS WOMEN OF ALL BACKGROUNDS WHO ARE VICTIMS OF DOMESTIC VIOLENCE.AND SO I WANTED TO THANK ALL OF THOSE WHO INVITED ME OUT FROM THE ORGANIZATION. IT WAS A WONDERFUL EVENT HELD OUT IN FRISCO. UM THEY ACTUALLY HAVE ONE OF OUR BOARD MEMBERS FROM CDC, DAVID CRAIG OR DEBBIE KELLY. I'M SORRY, UM, WHO IS SITTING ON THEIR BORED, SO HE'S BEEN ASSISTING THEM, SO IT WAS GREAT TO SEE SOME MCKINNEY REPRESENTATION OUT THERE CELEBRATING WITH THEM. UM, I ALSO WAS VERY IMPRESSED WITH THE CORE. UM EVENT LAST NIGHT. THEY HAD A CALLING OF ALL OF OUR LEADERS, AND I WAS REALLY PROUD TO SEE HOW MANY OF US SHOWED UP TO SUPPORT THEIR CAUSE THEY ARE THE COMMITTEE ON RACIAL EQUALITY . UM AND SO THEY HAVE, UH, A BIG MISSION THAT THEY'RE TRYING TO ACCOMPLISH. AND IT'S KIND OF THE LAUNCHING OF A PLAN FOR THEM, SO I WANTED TO THANK THAT. ORGANIZATION AS WELL.
