TONIGHT WE WILL HAVE SOME ITEMS THAT MAY HAVE A PUBLIC HEARING ATTACHED AND OTHER ITEMS THAT DO NOT HAVE A PUBLIC HEARING ATTACHED. UH, IF YOU'RE HERE TONIGHT AND PLAN ON PARTICIPATING IN OUR OUR OR TAKING THE OPPORTUNITY TO SPEAK FEW HOUSEKEEPING ITEMS FOR YOU WHEN YOU COME TO THE PODIUM. UH, YOU'LL HAVE THREE MINUTES TO SHOW YOUR THOUGHTS WITH US. IF THE ITEM DOES NOT HAVE A, UM PUBLIC HEARING ATTACHED. THAT, UM I AM NOT EVEN SURE THAT IT IS A GOOD USE OF THE LAND, ESPECIALLY GIVEN THAT WE'VE GOT A LOT OF RESIDENTIAL AREAS AROUND THERE WITH PEOPLE, RETIREES, NEW FAMILIES LIKE MYSELF. IT'S A QUIET CUL DE SAC WHERE CHILDREN PLAY PEACEFULLY IN THE FRONT YARDS. WE BACK UP TO THE PROPOSED SITE OF THIS EVENT CENTER. WE ARE OPPOSED TO ANYTHING OF THIS NATURE BEING BUILT ON THIS PROPERTY. IT SEEMS TO ME THAT A ONESTO DOCTOR'S OFFICE BUILDING WAS BUILT ON THE OTHER SIDE OF THE STREET. IS IDEAL. THEY ARE THERE DURING THE WEEKDAYS. THEY'RE NOT THERE OPEN ON NIGHTS AND WEEKENDS TO POLLUTE THE SOUND AND UM DO NOT INCREASE TRAFFIC FLOW IN OUR COMMUNITY. AN EVENT CENTER, UH, INVOLVING 400. PLUS VEHICLES COMING AND GOING AT THE SAME TIME WILL CREATE A TRAFFIC NIGHTMARE AT LAKE FOREST IN VIRGINIA. OUR HOME IS ELEVATED, AND SO THAT WHEN WE LOOK OUT INTO OUR BACKYARD WE WILL SEE A FENCE. BUT ANYBODY ON THE OTHER SIDE WILL SEE INTO OUR WINDOWS AND THAT WON'T GIVE US ANY PRIVACY. MOST OF THE MATURE TREES THAT WE HAVE THERE NOW ARE SUPPOSED TO BE REMOVED. AND THAT AND THAT WILL NOT HELP AT ALL.

SO, UM THE EVENT CENTER WILL GUARANTEE THAT WE WILL EXPERIENCE LOUD MUSIC AND NOISE INTO THE EVENING HOURS. AND IT JUST DOESN'T MAKE SENSE FOR A SINGLE FAMILY HOME AREA LIKE OURS. WE JUST PRAY THAT YOU WOULD VOTE AGAINST US FOR US, PLEASE. THANK YOU, MS JACKSON.

CENTER IS NOT AN APPROPRIATE FOR THIS AREA SURROUNDED BY RESIDENTIAL PROPERTIES. WHEN WE PURCHASED OUR HOME ADJACENT TO THE PROPERTY, WE EXPECT TO HAVE BUSINESS BUILT ON THIS PROPERTY.

HOWEVER WE EXPECTED BUSINESSES SUCH AS DOCTORS, OFFICE, DAYCARES AND A RESTAURANT WOULD ALL BE MORE CONDUCIVE TO THIS PROPERTY. THE ZONING COMMISSION IS OFTEN ASKED TO LOOK AT UM WORKS OR DEVELOPMENTS THAT ARE PUT FORTH BY THE CITY. THE CITY SEEMS TO ALWAYS APPROVE OF THESE PLANS, BUT WE HAVE TO REMEMBER THAT THE CITY WANTS THE TAX DOLLARS. THEY WANT ANYTHING BUILT SO THEY'D RATHER HAVE AN EVENT CENTER THAN SOMETHING THAT FITS THE NEIGHBORHOOD. AN EVENT CENTER IS SOMETHING THAT'S GONNA RELEASE AS MANY AS MUCH TRAFFIC AS IF THEY TOOK THE MEGA THEATERS AND RELEASED ALL THEIR SHOWS AT ONE TIME. 405 100 CARS HITTING THE STREET. WITHIN A 30 MINUTE PERIOD. THE OTHERS. PURPOSELY STAGGER THEIR SHOWS SO THAT THAT DOESN'T HAPPEN IN THEIR A ROADS. THE DEVELOPER ACKNOWLEDGED THAT AT THE LAST MEETING, AND I DOUBT THAT OUR OPINION HAS CHANGED. IN FACT, IT CLEARLY HAS NOT CHANGED SIMPLY BECAUSE THEY'RE BUILDING NOW MEETS CODE FROM 1997. WE ARE NOT INTERESTED IN HAVING THIS HERE. I IMPLORE YOU VOTED AGAINST IT AND PUT AN END TO THIS. THERE WILL ALSO BE THE ADDED NOTE OF THE THEY SERVE ALCOHOLIC BEVERAGES. MAYBE THEY CAN THIS TIME, BUT THAT'S STILL WOULDN'T REALLY CHANGE MY SENTIMENT.

WHATEVER GOES, THERE DOES NEED TO BE OPERATING DURING REGULAR BUSINESS HOURS. UM PRIVACY CONCERNS. I ALSO HAVE THE CHILDREN SLEEPING JUST METERS AWAY ANY WERE THE ONLY BENEFICIARY IS THE OWNER. I LIVE AT 304 SOUTH VILLAGE DRIVE IN MCKINNEY, WHICH IS THE STONE BROOK CROSSING NEIGHBORHOOD THAT'S BEHIND THIS PLANNED DEVELOPMENT, AND I COULD JUST SAY DITTO TO WHAT WAS JUST SAID, HOWEVER, KEEP IN MIND THAT A FEW YEARS AGO WHEN THE DEVELOPER WANTED TO BUILD THE SITE IT WAS ADDRESSED WITH EVERYONE BECAUSE HE WAS ASKING FOR A ZONING CHANGE AND PEOPLE SAID, YOU KNOW, HUNDREDS OF PEOPLE TURNED OUT AGAINST THIS PLAN, AND IT WAS NOT THE ZONING CHANGE AS MUCH AS IT WAS THE CONCEPT OF HAVING A VERY LARGE ENTERTAINMENT CENTER BUILT ON THAT PIECE OF PROPERTY. IN FACT, THE PLAN WAS PROPOSED IN WHAT 2022, IT WAS WAS ACTUALLY A MORE AGREEABLE PLAN TO THE NEIGHBORHOOD AND WHAT HE'S PROPOSED NOW BECAUSE IT HAD GREENERY, AND IT HAD GRASS AND PONDS. WELL NOW WHAT IT IS, IS IT IS 450 PARKING SPACES THAT ARE GOING TO BACK UP TO WITHIN 15 FT. OF THE PROPERTY LINES OF I THINK IT IS 12 HOUSES ON SANDY COURT, AND THEN THE PEOPLE ON SOUTH VILLAGE DRIVE ARE GOING TO BE LOOKING AT PARKING SPACES. I DON'T THINK THAT IS THE APPROPRIATE USE FOR IT, AND PEOPLE STILL OBJECT TO THE CONCEPT OF THE ENTERTAINMENT CENTER. WE JUST DO NOT HAVE THE PUBLIC HEARING BECAUSE HE IS NOT ASKING FOR A ZONING CHANGE, BUT IT'S STILL THE CAPACITY IS THE SAME. HE IS USING THE SAME AMOUNT OF SQUARE FOOTAGE. HE'S JUST GOTTEN AROUND THE ZONING BY PUTTING THREE SEPARATE BUILDINGS IN AS OPPOSED TO THE ONE LARGE BUILDING THAT HE ORIGINALLY PLANNED. ADD TO THAT. I DON'T KNOW YOU'RE PROBABLY AWARE OF THIS, BUT I'VE BEEN SEEING SOME, UM, SCUTTLE ON. SOCIAL MEDIA ABOUT ANOTHER PLANNED DEVELOPMENT. THAT IS EXACTLY ONE BLOCK WEST ON VIRGINIA, AND IT'S ON THE CORNER OF CRITCHER CROSSING AND VIRGINIA, WHERE A MOSQUE IS BEING PLANNED FOR 36,000 SQUARE FEET. THAT'S GOING TO ACCOMMODATE 3000 PEOPLE, SO BETWEEN THAT IF THAT SHOULD PASS IN BETWEEN THE ENTERTAINMENT CENTER, WE'RE LOOKING WHAT 800 PEOPLE IN THE ENTERTAINMENT CENTER PLUS ANOTHER 3000. HOW ARE WE GOING TO IN AND OUT OF OUR NEIGHBORHOOD. ONE OF THE SELLINGG POINTS FOR THAT NEIGHBORHOOD IS THERE IS ONE WAY IN ONE WAY OUT. IT'S A CLOSED NEIGHBORHOOD ON THE BACK END, SO DEPENDENT ON GETTING OUT ON VIRGINIA. AND THEN IF YOU LOOK AT THE TRAFFIC, I PROBABLY WITH MY THREE MINUTES. BUT IF YOU LOOK AT THE TRAFFIC PATTERN THAT THE ENTERTAINMENT CENTER HAS TO GO IN ON LAKE FOREST, AND THEN ON VIRGINIA, THAT'S JUST GOING TO BE A CLUSTER. WHEN IT COMES TO TRAFFIC, PEOPLE DOING U TURNS AND TRYING TO GET INTO THE FACILITY, SO I JUST I THAT NOTHING HAS CHANGED. IT IS JUST NOT A ONE BIG, TALL BUILDING.

I'M REALLY UPSET ABOUT THIS BECAUSE I JUST FEEL LIKE THE NEIGHBORHOOD IS GOING TO BLOW UP. AND NOT IN THE WAY THAT I EVER HAD ENVISIONED. THIS WHOLE, UNIQUE BY NATURE HAS BECOME A JOKE TO MCKINNEY. IT REALLY HAS. AND THERE IS A LACK OF SAFETY NOW THAT YOU ARE PROPOSING WITH THIS FACILITY.

AND THOSE GROUPS OF BIKES ARE ALWAYS AROUND THERE, TOO. SO I'M ASSUMING THIS GUY NEEDS TWO EGRESSES FROM HIS ON THAT CORNER. HE WOULD NEED ONE ON LAKE FOREST AND TO VIRGINIA ON VIRGINIA. AT $36 MILLION THE CURRENT FACILITY THAT'S JUST A COUPLE BLOCKS SOUTH OF US WAS APPROVED BY THE VOTERS IN 1966 AND BUILT IN 1967. THERE'S A RANGE OF DEPARTMENTS AND DIVISIONS THAT OPERATE OUT OF THAT FACILITY. THE NEW LOCATION IS SLATED TO BE RIGHT AT 36,000 SQUARE FEET. THERE ARE SOME OFFICE SPACE THERE THAT FRONTS COLLEGE AS WELL AS OUR FLEET MATERIALS YARD AND THE ASSOCIATED BUILDINGS WITH THOSE USES BEHIND THE OFFICE SPACE, IT HAS BEEN THERE QUITE A WHILE. YOU SEE THERE IS A 10 YEAR RECONSTRUCTION PROGRAM. IT WILL NOT RECONSTRUCT EVERY STREET IN THE CITY. BUT OVER THE PAST 12 MONTHS, THE CITY STAFF AT PUBLIC WORKS AND THE CITY MANAGER'S OFFICE HAVE DONE WHAT IS CALLED A PAVEMENT CONDITION INDEX SCORING SYSTEM ON EVERY STREET THROUGHOUT THE CITY, SO WE WILL PRIORITIZE THE RECONSTRUCTIONS FROM WORSE TO BEST OVER THE COURSE OF A 10 YEAR PERIOD.
