SO THIS ALL STARTED IN THE FALL OF 2023, THE MCKINNEY CITY COUNCIL APPOINTED A 36 MEMBER BOND COMMITTEE TO EVALUATE THE ONGOING CAPITAL PROGRAM AT THE CITY OF MCKINNEY TO HEAR FROM CITY STAFF IN THE VARIOUS DEPARTMENTS THAT ARE LISTED ON THE SCREEN AND OTHERS ABOUT PROGRAMS PROJECTS THAT THEY'D LIKE TO SEE IN THE NEXT 5 TO 10 YEARS OVER THE COURSE OF SEPTEMBER, OCTOBER, NOVEMBER AND DECEMBER THAT 36 MEMBER BOND COMMITTEE MET TO HEAR THOSE MEETINGS. SOMETIMES THOSE MEETINGS WERE 23 HOURS LONG IN THE EVENING, SO WE REALLY APPRECIATE THEIR SERVICE. AND THEN ON DECEMBER 19TH OF 2023, THE BOND COMMITTEE RECOMMENDED TO THE COUNCIL, A TOTAL BOND PACKAGE OF $485.5 MILLION ACROSS FIVE SEPARATE PROPOSITIONS. GOING TO GO OVER EACH ONE OF THOSE PROPOSITIONS, BUT I JUST WANT TO NOTE THAT ON FEBRUARY 6 THE COUNCIL MADE CALLED THE ELECTION MAKING NO CHANGES TO THE BOND COMMITTEE'S RECOMMENDATION IN DECEMBER. THE FIRST PROPOSITION IS PROPOSITION 7106 MILLION FOR PARKS AND RECREATION USES. I WOULD ALSO LIKE TO NOTE THAT AS I GO THROUGH THESE, THE PROJECTS THAT ARE LISTED ARE REPRESENTATIVE THEY ARE THE PROJECTS THAT WE THINK WE'RE GOING TO DO. BUT AS TIMES CHANGE, THINGS CAN SHIFT, SO THE THINGS THAT YOU HAVE LISTED ARE ARE OUR BEST BET OVER THE COURSE OF THE NEXT FIVE YEARS. THE LARGEST ITEM IN PARKS IS $60 MILLION. FOR WHAT? WE'RE CALLING A MULTIGENERATIONAL RECREATION FACILITY. UM THE BEST WAY TO THINK ABOUT THIS IS A SENIOR CENTER MIXED WITH APEX.IT WOULD LIKELY BE IN THE NORTHWEST SECTOR NORTH OF 380. WEST OF US 75. WE HAVE A RECREATION FACILITY ON THE EAST SIDE OF TOWN AT OLD SETTLERS ON THE SOUTH SIDE OF TOWN AT TOWN LAKE AND ON THE WEST SIDE OF TOWN. I ALREADY MENTIONED IT. APEX THAT NORTH AND WEST SECTOR.
UM, IS KIND OF A DARK SPOT FOR US. THEN THERE'S $25 MILLION ALLOCATED FOR VARIOUS PARK IMPROVEMENTS, PRIMARILY RENOVATING AND RECONSTRUCTING SOME ITEMS AT TOWN LAKE. UH, THAT WENT THROUGH ABOUT 18 MONTHS AGO, A FULL BLOWN MASTER PLANNING PROCESS, WITH SOME UPDATED AND NEW CROSSINGS ACROSS THE LAKE. SOME NEW PLACE STRUCTURES SOME WORK IN THE WOODED AREA TO THE SOUTH OF THE LAKE. UH, SO THAT IS INCLUDED IN THIS PACKAGE AS WELL. THERE'S $20 MILLION CONSIDERED FOR GABE NESBITT AND THE BALL FIELDS THERE. IT'S PRIMARILY FOR SOFTBALL USE. HOWEVER SOME AGE GROUPS OF BASEBALL THINK 12 AND UNDER COULD USE IT FOR BASEBALL USES. IT IS NOT JUST THE FIELDS. IT IS THE CONCESSION FACILITIES OUTSIDE OF THE FIELD. SOME PARKING IMPROVEMENTS, INGRESS EGRESS IMPROVEMENTS AS WELL AS JUST GENERAL IMPROVEMENTS TO THE FACILITY. SOME PICKLEBALL COURTS THROUGHOUT THE COMMUNITY. THERE ARE TWO STAND-ALONE MUNICIPAL FACILITIES ON TWO SEPARATE PROPOSITIONS. PROPOSITION B IS $36 MILLION TO CONSTRUCT A NEW MUNICIPAL COURT FACILITY. THE CURRENT COURT FACILITY A COUPLE BLOCKS SOUTH OF WHERE WE ARE RIGHT NOW WAS APPROVED BY THE VOTERS IN 1966 AND WAS CONSTRUCTED IN 1967. UM THE NEW FACILITIES ANTICIPATED TO BE RIGHT AT 36,000 SQUARE FEET. IF YOU'RE GOOD AT MATH, YOU MAY BE THINKING $1000 A SQUARE FOOT SEEMS LIKE A LOT OF MONEY. UM THAT FUNDING NUMBER ALSO 72 MILLION FOR LAND ACQUISITION, NOT TO MENTION THE STANDARD ENGINEERING AND DESIGN FOR ALL NEW CONSTRUCTION THAT WE DO THE RANGE OF DIVISIONS AND DEPARTMENTS THAT WILL OPERATE OUT OF THE COURT ARE LISTED THERE ON THE SCREEN FOR YOU.PROPOSITION C IS $30 MILLION FOR OUR PUBLIC WORKS SOUTH CAMPUS ON SOUTH COLLEGE. THAT'S RIGHT THERE, WHERE SOUTH COLLEGE DEAD ENDS INTO EL DORADO, ACROSS FROM THE COMMON CENTRAL APPRAISAL DISTRICT. THAT FACILITY IS DECADES OLD. IT HAS SOME OFFICE COMPONENT THAT FRONTS ON SOUTH COLLEGE AND THEN A FLEET AND MATERIALS YARD AND THE ASSOCIATED BUILDINGS WITH THOSE YARDS BEHIND THE OFFICE COMPONENT, THIS $30 MILLION TRANCHE. FUNDING WILL BE ADDED WITH OTHER FUNDING SOURCES THAT GET US TO A 3040 YEAR LIFESPAN FOR THAT SOUTH PUBLIC WORKS CAMPUS. PUBLIC SAFETY IS PROPOSITION D AT A TOTAL OF $70 MILLION. THE BULK OF THE FUNDING IS THREE SEPARATE FIRE STATIONS. ONE NEW FIRE STATION, MOST LIKELY IN THE NORTHWEST SECTOR, AT $22 MILLION, A RECONSTRUCTION OF FIRE STATION EIGHT ON THE WEST SIDE OF TOWN ADJACENT TO CRAIG RANCH, AND THEN A RENOVATION TO FIRE STATION THREE OFF OF EL DORADO, WHERE IT INTERSECTS AT ORCHID. THERE ARE $20 MILLION SET ASIDE FOR RENOVATING AND ADDING TO THE CURRENT PUBLIC SAFETY BUILDING. YOU MAY REMEMBER THAT WITH THE 2019 BONDS AND WHAT THE PROJECT THAT'S CURRENTLY ONGOING, THE FIRE ADMINISTRATION IS BUILDING A NEW FACILITY WITH A LOGISTICS CENTER AND A NEW FIRE STATION RIGHT ACROSS THE CREEK ON TAYLOR BURKE WHEN FIRE COMPLETELY VACATES THE CURRENT PUBLIC SAFETY BUILDING, POLICE WOULD LIKE TO GO AND RENOVATE THAT BUILDING EXPAND TO THE BACKSIDE OF THAT BUILDING SO THAT IT CAN BE USED FOR LONGER LIFE. THERE 75 MILLION FOR FUTURE LAND ACQUISITION AS WE CONTINUE TO GROW NORTH. AND FINALLY, THERE IS $5 MILLION FOR WHAT IS CALLED A DRIVER TRAINING PAD. UH, THIS IS AN EXPANSIVE PIECE OF CONCRETE THAT IS VERY THICK THAT OUR PUBLIC SAFETY OFFICIALS CAN DRIVE THE VERY HEAVY 1000 PLUS TON APPARATUS ON TO LEARN HOW TO MANEUVER THOSE VEHICLES WITHOUT TEARING UP OUR ROADWAYS OR PRIVATE PARKING LOTS THAT WOULD LIKELY BE LOCATED ON RED BUD NORTH OF THE JOINT COLON COLLEGE. CITY OF ALLEN CITY OF MCKINNEY TRAINING FACILITY. THE LAST PROPOSITION IN THE LARGEST IS PROPOSITION E $243.5 MILLION FOR STREET IMPROVEMENTS. JUST A LITTLE DETAIL ABOUT THIS. HOWEVER, OVER THE PAST TWO YEARS, THE EDC AND THE CITY COUNCIL HAVE BEEN SEEKING TO ADDRESS WHAT WILL WE DO ABOUT AGING INFRASTRUCTURE AND INFRASTRUCTURE THAT NEEDS TO BE RECONSTRUCTED AND OVER THE COURSE OF THAT TIME, THE CITY COUNCIL COMMITTED THAT IN FUTURE BOND PROPOSITIONS THEY WOULD PUT IN CONSIDERABLY MORE FUNDING REQUESTS FOR STREET RECONSTRUCTIONS. SO AS YOU HAVE SEEN THOSE PAVEMENT CONDITION INDEX SCORE PRESENTATIONS IN THE PAST YEAR TO TWO YEARS. THIS IS THE DEBT CAPACITY AND DEBT. ON THE CITY SIDE COMPONENT THAT GOES ALONG WITH GETTING US DOWN THE ROAD ON FIXING SOME OF THOSE MORE DILAPIDATED STREETS. I THINK LAST WEEK, ACTUALLY. AND, UM MAN. HE WAS, UH HE WAS A SPECIAL PERSON IN MCKINNEY TO A LOT OF PEOPLE. UM PARTICULARLY ME. UM ROBBIE WAS A LEADER IN THE FIRST UNITED METHODIST CHURCH. AND FRIENDS OF MY FAMILY. UM AND HIS DAUGHTER JENNY IS MY AGE. UM SO GREW UP.UM, KNOWING ROBBIE WELL AND ACTUALLY GAVE ME ONE OF MY FIRST JOBS. AND THERE WAS A WOMAN WHO, UH, WORKED IN THERE WHO HAD WORKED FOR ROBBIE FOR A VERY LONG TIME, AND SHE HAD HER WAYS OF DOING THINGS AND, UM I LASTED ONE DAY THERE. UM WE DID NOT. UM HOW HE GAVE GREAT IDEAS ON WHAT YOU GUYS CAN DO WITH THE WITH THE HOT TAX BUT ALSO TO SEE HOW IT'S REGULATED AND GOVERNED MUCH LIKE M CDC. SO TO MAKE THOSE CONNECTIONS, UM AND TO SEE HOW THAT GOES. THAT WAS PRETTY COOL. AND YOU GOT A WHOLE LOT OF KUDOS AND SHOUT OUTS. SO THANK YOU FOR THE JOB THAT YOU DO. I AM BARBARA TRIMBLE, THE OWNER OF 312 CLOYD STREET IN MCKINNEY.AND THIS HAS BEEN MY PROPERTY FOR OVER 15 YEARS AND WITH THE VISION THAT WE SEE THAT THE MCKINNEY BOARD HAS RECOMMENDED WITH THE CONNECTING BRIDGE OVER TO THE EAST SIDE OF MCKINNEY, AND PERHAPS THE REMOVAL OF THE MANY BIZARRE WHICH IS ON FIFTH STREET. PATIO WILL BE OPEN TO THE PUBLIC EVENTUALLY ONE DAY AND THIS WILL HELP MY TENANT. UM CREATE MORE BUSINESS, AND SHE PARTICIPATES IN ALL THE PROJECTS AND THE FUN THAT MCKINNEY HAS EVERY YEAR AND WE WOULD APPRECIATE ANY CONCESSIONS THAT MAY GRANT US AT THIS TIME. WE HAVE A WATER ISSUE. WORKING WITH THE CITY OF MCKINNEY, RICHARD AT THE WASTE DEPARTMENT TO LOOK AT THAT AND BY DOING THIS PATIO AS WELL AS THE GUTTERS. THIS WILL HELP US WITH THE WATER ISSUE TO PROMOTE BETTER BUSINESS, ESPECIALLY DURING THE SEASON OF RAIN. DO YOU HAVE ANY QUESTIONS FOR ME? VERY GOOD QUESTIONS. THE QUESTIONS THAT WERE RAISED REGARDING UM DRAINAGE AND FLOODING. WE REACHED OUT TO DEVELOPMENT SERVICES IN THE, UM, STAFF.
THERE TOOK A LOOK AT THE PROPERTY AND THEIR CONCLUSION WAS THAT ALTERATIONS THAT WERE MADE BY SOME PREVIOUS TENANT AT SOME POINT IN THE PAST WAS CONTRIBUTING TO THE DRAINAGE ISSUE. THAT'S THAT'S AFFECTING THIS PROPERTY, SO IT'S NOT A CITY. UM STORM WATER ISSUE OR ANYTHING LIKE THAT. WHICH I THINK WAS THE CONCERN LAST MONTH OR THE QUESTION THAT CAME UP LAST MONTH. HOWEVER IF I MAY, THE MANY BIZARRE THEIR AIR CONDITIONING UNIT, THE PIPES ACTUALLY LEAK ONTO THIS PROPERTY. AS WELL AS THERE IS ANOTHER DRAINAGE PIPE. THAT COMES ALONG THAT PATIO AREA. AND WITH THIS MONEY IS WE CAN CORRECT IT. AND WE HAVE LOOKED AT THAT WITH THE WATER DEPARTMENT AS WELL. I'M SORRY. I HAVE A RELATED QUESTION. I WAS

OR IS THE CITY SOMEHOW CONTRIBUTING AND THE CITY IS NOT CONTRIBUTING AT ALL? BUT THEY ARE HELPING ME REALIZE WITH ANY IMPROVEMENTS WE DO. AND HOW TO MAKE SURE THERE'S NO MORE FLOODING ON THIS AREA THAT WE WANT TO PUT THE PATIO IN. AND, UM THE OTHER THING. WE HAVE ALSO MADE EXTENSIVE IMPROVEMENTS. THERE USED TO BE A GARAGE THERE, AND NOW IT IS AN INTERIOR SPACE. SO WE PAY MORE TAXES, AND IT IS A BEAUTIFUL SPACE FOR BUSINESS AND PEOPLE COME IN, AND THEY ARE VERY IMPRESSED WITH IT. THE OTHER THING, THE METAL GATES THAT WERE REQUESTING THE POLICE DEPARTMENT HAS REQUESTED THEM BECAUSE THEY CANNOT SEE IN AT NIGHT TO MAKE SURE THERE IS AN NOTHING GOING ON IN THAT PROPERTY. SO IT IS FOR SAFETY AS WELL. THE ADDITION. UH, MADAM CHAIRMAN.ONE THING I'D LIKE TO ADD IF I COULD. SINCE THE LAST MEETING, MS TRUMBULL DID PROVIDE A LETTER INDICATING THAT ANY ANY IMPROVEMENTS THAT ARE MADE USING M CDC GRANT FUNDS WILL BE MAINTAINED FOR 10 YEARS, WHICH IS OUR REQUEST A MINIMUM OF 10 YEARS.
