KINNEY, TEXAS. IS OUR REGULAR, UH, CITY COUNCIL MEETING. WE WILL BEGIN WITH AN INVOCATION AND PLEDGE OF ALLEGIANCE. THE INVOCATION WILL BE GIVEN TONIGHT BY REVEREND BRUCE MILLER OF CHRIST FELLOWSHIP CHURCH, AND IF YOU'LL REMAIN STANDING AFTER THE INVOCATION, WE'LL GO RIGHT INTO THE PLEDGE ALLEGIANCE. BRUCE MILLER, AN HONOR TO F TO OPEN OUR NIGHT. GOD, WE COME TO YOU WITH HUMILITY. AND IN NEED. CITY OF MCKINNEY PROCLAMATION, WHEREAS THE CITY OF MCKINNEY VALUES HOUSING AND COMMUNITY DEVELOPMENT BY LEVERAGING FEDERAL, STATE AND LOCAL FUNDING TO ENHANCE QUALITY OF LIFE. WHEREAS THE CITY HAS BEEN A PROGRAM PARTICIPANT SINCE 2003 WORKING TO IMPROVE MCKINNEY THROUGH HOME REPAIRS FOR SENIORS AND FAMILIES , SAFETY, NEIGHBORHOOD IMPROVEMENTS SUPPORT TO ELIGIBLE BUSINESSES UNDER MICRO ENTERPRISE AND FACADE IMPROVEMENT PROGRAMS, SUPPORT TO BUILD ATTAINABLE HOUSING AND PROVIDING NONPROFIT GRANT SUPPORT TO AID RESIDENTS IMPACTED BY HUNGER, ABUSE OR OTHER ECONOMIC INSECURITIES. THE CDBG PROGRAM HAS PROVIDED SIGNIFICANT CONTRIBUTION TO THE WELL BEING OF OUR COMMUNITY. AND WHEREAS C DB G PROVIDES AN ANNUAL AND FLEXIBLE RESOURCE TO PROVIDE DECENT, SAFE, AFFORDABLE HOUSING, IMPROVE LIVING ENVIRONMENTS AND ECONOMIC OPPORTUNITIES TO LOW TO MODERATE INCOME HOUSEHOLDS. WHEREAS NOW THROUGH AUGUST, THE 50TH ANNIVERSARY CELEBRATION WILL FEATURE ACTIVITIES WITH PARTICIPATION FROM CITIZENS, OFFICIALS AND PROGRAM PARTICIPANTS TO SAY THANK YOU AND SHOWCASE THE IMPACT OF THE COMMUNITY DEVELOPMENT BLOCK BLOCK GRANT. WE HAVE DEDICATED, UH, ORGANIZATIONS THAT HAVE IMPACTED AND SPOKEN ABOUT THE IMPACT OF, UH C DB G PROGRAM AND CERTAINLY WE WOULDN'T BE HERE IF WE DIDN'T HAVE OUR RESIDENTS SUPPORTING AND LETTING OUR COMMISSIONERS OUR COMMUNITY GRANTS ADVISORY COMMISSIONERS AND OUR MAYOR, AS WELL AS OUR CITY MANAGER AND OUR COUNCIL TO KNOW THE IMPACT OF C DB G AND I STAND HERE BEFORE.

YOU PROUDLY AS A PINNACLE PART OF MY CAREER AS A NATIONAL PRESIDENT OF THE, UH N CD, A THE NATIONAL COMMUNITY DEVELOPMENT ASSOCIATION, AND WE APPRECIATE YOUR SUPPORT. ACCEPTANCE MONTH. S MCKINNEY PROCLAMATION, WHEREAS AUTISM ACCEPTANCE MONTH IS A TIME TO RECOGNIZE AND CELEBRATE THE DIVERSE EXPERIENCES AND CONTRIBUTIONS OF INDIVIDUALS ON THE AUTISM, AUTISM SPECTRUM, WHEREAS AUTISM IS A NATURAL VARIATION OF THE HUMAN NEUROLOGY CHARACTERIZED BY DIFFERENCES IN SOCIAL COMMUNICATION, SENSORY PROCESSING AND BEHAVIORAL PATTERNS. AND WHEREAS EMBRACING NEURODIVERSITY INVOLVES RECOGNIZING THAT EVERY INDIVIDUAL REGARDLESS OF THEIR NEUROLOGICAL DIFFERENCES, HAS INHERENT VALUE AND DESERVES RESPECT, SUPPORT AND OPPORTUNITIES FOR GROWTH. PREVENTION MONTH. S MCKINNEY, A PROCLAMATION WHEREAS IN MCKINNEY, TEXAS, WE BELIEVE THAT CHILDREN THRIVE IN SAFE, STABLE, NURTURING FAMILIES WITHIN THEIR COMMUNITIES. IT IS NECESSARY TO BUILD WELL BEING SYSTEMS THAT RESPOND TO CRISIS AND ARE ALSO INTENTIONAL ABOUT SUPPORTING FAMILIES BEFORE THEY ARE IN CRISIS. WHEREAS SADLY, CHILD MALTREATMENT IS STILL A SIGNIFICANT PUBLIC HEALTH ISSUE AND COMMUNITIES LACKING ACCESSIBLE SUPPORT AND RESOURCES CAN EXPERIENCE INCREASED RISK FACTORS. WE NEED A CHILD ABUSE AND NEGLECT. DESPITE ITS COMPLEXITIES, HOWEVER, CHILD MALTREATMENT CAN BE PREVENTED. IT ALSO ENCOURAGES EVERYONE TO WEAR BLUE ON GO BLUE DAY, WHICH IS FRIDAY, APRIL 5TH AND SUPPORT A CHILD ABUSE AWARENESS AND PREVENTION. CHILD ABUSE IS A PROBLEM THAT OFTEN HAPPENS IN SECRET BEHIND CLOSED DOORS AND STAY IN THE SHADOWS. UM, IT IS HIDDEN, BUT IT IS NOT ABSENT. EVEN HERE IN COLLIN COUNTY LAST YEAR, THERE WERE MORE THAN 5000 ALLEGED VICTIMS OF CHILD ABUSE RIGHT HERE IN THIS COMMUNITY, THE AGENCIES THAT ARE REPRESENTED HERE, UM, THE CHILDREN'S ADVOCACY CENTER. COLLIN COUNTY, COLLIN COUNTY CASA FOSTER FRIENDS, THE COLLIN COUNTY CPS BOARD ALL WORK TOGETHER TO TRY TO PREVENT CHILD ABUSE, AS WELL AS TO HELP CHILDREN WHO HAVE BEEN IMPACTED BY ABUSE AND HELP THEM HAVE A BRIGHTER AND STRONGER FEATURE. AND SO WE ARE VERY GRATEFUL TO THE COLLIN COUNTY COMMUNITY FOR YOUR GENEROUS SUPPORT OF ALL THE WORK THAT WE DO. SO REALLY, I THINK THE FIRST POINT I WOULD LIKE TO MAKE IS SIZE IS A BIG ISSUE. IN THIS CASE. YOU ALL HAVE SEEN THE ZONING PACKET. I AM SURE THE THREE BUILDINGS THAT ARE PROPOSED TO BE BUILT OR AT THE FURTHEST SOUTH EDGE OF THIS PROPERTY, WHICH IS CLOSEST TO THE RESIDENTIAL AREA WHERE WE LIVE. UM, AND EACH OF THOSE IS ALMOST 15,000 SQUARE FEET. I BELIEVE THE ZONING CAPS A BUILDING A SINGLE BUILDING AT 15,000. SO THEY'RE JUST UNDER THAT A LITTLE PERSPECTIVE ON THAT. UH DID A LITTLE RESEARCH, OF COURSE IN FOOTBALL FIELD. IF YOU CAN IMAGINE STANDING IN THE CORNER OF A FOOTBALL FIELD ON THE GOAL LINE, LOOKING TO THE OTHER GOAL LINE, THAT'S 300 FT.

IF YOU LOOK TO THE OPPOSITE SIDELINE, THAT'S 160 FT. NOW THAT FOOTBALL FIELD AND ENCOMPASSED WITHIN THAT WITHIN THAT AREA IS 48,000 SQUARE FEET. SO THESE THREE BUILDINGS ARE ALMOST THAT SIZE. WHEN YOU PUT THEM TOGETHER. THAT'S A HUGE AREA. IT'S A HUGE IMPACT, AND IT'S A HUGE DEVELOPMENT ON THIS AREA AGAIN, JUST SEPARATED BY, APPARENTLY ABOUT 25 FT. BUFFER FROM RESIDENTIAL AREAS, SO THAT'S A BIG CONCERN OF OURS IS THE SIZE OF THIS AS YOU'LL SEE, I WOULD LIKE TO TALK A LITTLE BIT ABOUT THE ZONING AND THE PURPOSES OF THE ZONING. I BELIEVE THAT ARE SET OUT IN THE ATTACHMENT TO THE APPLICATION. UM THE THREE MOST NOTEWORTHY DEVELOPMENT STANDARDS THAT HAVE BEEN, UM, SORT OF QUESTIONED A LOT OVER THE LAST COUPLE OF YEARS IS ONE THE LOCATION OF THE PROPOSED EVENT CENTER USES ON THIS PARTICULAR ZONING EVENT CENTER USES ARE PERMITTED BY RIGHT VIA THAT 1997 ZONING ORDINANCE ONLY ON THE REAR PORTION OF THE PROPERTY. HOWEVER ANY EVENT CENTER USES OR ANY USES OR BUILDINGS ON THAT PROPERTY ARE LIMITED TO LESS THAN 15,000 SQUARE FEET IN SIZE IN THE SITE PLAN BEFORE YOU TONIGHT, THAT IS WHY YOU SEE THE THREE INDIVIDUAL BUILDINGS ALL UNDER THAT 15,000 SQUARE FOOT SIZE. UM THE PD ZONING ON THE PROPERTY ALSO DOES REQUIRE FOR THE PRESERVATION OF THE CREEK. THAT SORT OF RUNNING, UM, WEST TO EAST OR EAST TO WEST THROUGH THE PROPERTY. HOWEVER IN THE REVIEW THAT WAS CONDUCTED BY BOTH PLANNING, STAFF AND ENGINEERING STAFF, AND WE DID FIND THAT THEY ARE PRESERVING THAT CREEK TO THE REQUIREMENTS OF THE ZONING ORDINANCE. THERE HAS BEEN A LOT OF DISCUSSION RECENTLY ABOUT THE INTENT STATEMENTS THAT ARE INCLUDED IN THAT ZONING ORDINANCE AND SORT OF THE THAT HAS BEEN DEFINED, AND, UNFORTUNATELY, THOSE INTENT STATEMENTS AND CHARACTER STATEMENTS ARE REALLY CONTEXT STATEMENTS THEY ARE NOT GENERALLY ENFORCEABLE AT THE STAFF LEVEL OR THE CITY. ESPECIALLY KNOWING THAT THE UM DEVELOPMENT IS PROPOSING TO PROVIDE THE RIGHT TURN LANES IN AND OUT OF THE DEVELOPMENT THAT WOULD OTHERWISE BE REQUIRED, BUT IT DOES SIT AT THE INTERSECTION OF TWO ARTERIAL ROADWAYS, WHICH AS MASTER PLANNED THOROUGHFARES ARE DESIGNED TO ACCOMMODATE A TREMENDOUS AMOUNT OF TRAFFIC. ACTUALLY ONE OF THE YOUNG LADIES HERE IN IN MCKINNEY, WHO'S ON THE EXCELS TEAM WON THE ENTIRE TOURNAMENT, SO WE JUST WANTED TO SAY CONGRATULATIONS TO ALL OF THE KIDS THAT ARE OUT THERE COMPETING AND KEEPING YOUR PARENTS VERY BUSY, UM, WAS HAPPY TO ATTEND THE PLUG AND PLAY EVENT. UM THAT WAS HOSTED OVER AT THE COTTON MILL. UH, LAST WEEK BIG THANKS TO THE E, DC AND THE, UH, THE ECONOMIC DEVELOPMENT CORPORATION AND MIKE KOWSKI. UH, PROGRAM THAT WAS AVAILABLE AND TOLD ME TO GET ON A CITY BOARD AND BE ACTIVE IN CIVIC INVOLVEMENT, AND I AM SO HAPPY THAT HE DID, UM ROBBIE WAS THE QUARTERBACK FOR THE 1966 MCKINNEY LYONS, WHICH ENDED UP BEING THE FIRST STATE FINALISTS TEAM IN MCKINNEY. THAT TEAM IS HONORED AT THE MCKINNEY ISD HALL OF HONOR. UM, HIS PARENTS OWNED A WESTERN AUTO STORE IN DOWNTOWN MCKINNEY AND HIS FATHER SERVED ON THE MCKINNEY CITY COUNCIL. HE HAD AN EXAMPLE OF CIVIC SERVICE FOR HIMSELF. UM HE RETURNED TO MCKINNEY AFTER COLLEGE AND STARTED CLARK'S CLEANERS, AND MANY PEOPLE KNEW ROBBIE FROM HIS WORK AT CLARK'S PREMIER CLEANERS . HE WANTED BUSINESS OF THE YEAR AWARD. UH, HE ALSO STARTED METRO LENIN, WHICH IS STILL A BUSINESS IN MCKINNEY TODAY. HE WOULD SELL BOTH OF THOSE BUSINESSES. BUT IN START, MANY OTHERS HE WAS A SERIAL ENTREPRENEUR. UM IN THE EARLY 19 NINETIES, HE BEGAN SERVING ON THE BOARD OF FIRST BANK HERE IN MCKINNEY AND LATER WORKED FOR, UH, ONE OF THE, UM MERGED RESULTS OF THAT BANK LEGACY TEXAS BANK WHERE I GOT TO WORK WITH HIM AND WAS STILL WORKING FOR THAT BANK 30 YEARS LATER, UH, IT IS NOW PROSPERITY BANK. HE SERVED AS CHAIRMAN OF THE CHAMBER OF COMMERCE. HE SERVED AS PRESIDENT OF THE OF THE SCHOOL BOARD. HE HELPED CREATE THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION. HE SERVED ON THE EDC. HE SERVED FOR MANY YEARS ON PLANNING AND ZONING. MOST RECENTLY HE WAS SERVING ON THE MEALS ON WHEELS, UM, BOARD OF DIRECTORS. HE WAS THE 2020 MCKINNEY CHAMBER. HARRY COX CITIZEN OF THE YEAR, AND DESERVEDLY SO. ONE THING HE WAS, AS HE WAS ALWAYS PROUD OF MCKINNEY AND ALWAYS PUT MCKINNEY FIRST.
