LET'S TAKE A MOMENT TO APPRECIATE THAT NUMBER. 677 JOBS. 45 PLUS SHOWS A YEAR OVER 700,000 PEOPLE A YEAR COME TO 46 ACRES IN OUR COMMUNITY. THE DETAILS. THIS IS NOT A CITY OWNED FACILITY. WHEN YOU THINK OF A LARGE COMPLEXES LIKE THIS IN THE METROPLEX OR ACROSS NATION MORE OFTEN THAN NOT, THEY ARE OWNED BY THE CITY PAY FOR THE CITY AND THE CITY HAS CONTROL OVER THE OPERATOR, IE A CONTRACT WITH THE OPERATOR PER SE. THIS WOULD NOT BE CITY OWNED. THIS PROPOSAL PUTS THIS PROJECT THIS LAND ON THE TAX ROLL TO COLLECT PROPERTY TAX AT LOM AND, OF COURSE SALES TAX. NO SURVIVE IS A NATIONAL COMPANY LOOKING TO DO MANY PLACES ACROSS THE COUNTRY. PROJECT SITE FOR THE SAKE OF THE RECORD AND THOSE AT HOME WHO MAY BE SEEING THIS FOR THE FIRST TIME. THEY MUST DO ALL THE CONSTRUCTION WORK TO GET REIMBURSED THIS MONEY GOING FORWARD. $26 MILLION REPRESENTS ABOUT 12% OF THE TOTAL PROJECT COST, BUT THEN IN PERSPECTIVE. OFF-SITE WORK. THIS IS WORK THAT WILL HAPPEN OUTSIDE THE PROPERTY LIMITS, WHICH WILL BENEFIT THIS PROJECT BUT ALSO HAVE A POSITIVE IMPACT ON OUR OVERALL TRAFFIC IN MCKINNEY, OF COURSE. THIS IS REIMBURSABLE AS WELL. NO LIVE TEAM WILL DO THE WORK AND WE WILL REIMBURSE THAT WE ARE WORKING ON A FINAL TRAFFIC STUDY , WHICH WILL FINE TUNE THE EXACT IMPROVEMENTS. WE HAVE ESTIMATED THOSE IMPROVEMENTS TO BE ABOUT $5 MILLION AND YOU'LL SEE THE SPLIT HERE. ANYTHING OVER FIVE BETWEEN FIVE AND EIGHT, WILL SPLIT 5050 WITH NOTES LIVE ONE CAVEAT. WE WILL BE AGGRESSIVE IN APPLYING FOR GRANTS TO REIMBURSE US FOR THIS MONEY. SO AGAIN, THIS MONEY GOING OUT AFTER WORK IS DONE, POTENTIALLY PAID BACK TO THE CITY VIA OUTSIDE GRANTS. A PERMANENT NO SURVIVAL PAY 100% OF THE PERMIT FEES AND INSPECTION FEES. HOWEVER THE IMPACT FEES WE HAVE, UH SAID WE'VE WE'VE CAPPED A MILLION DOLLARS THEY WILL PAY THE 1ST $1 MILLION. AFTER THAT THE CITY WILL COVER THE BALANCE, WHICH WE ESTIMATE WOULD BE AROUND 3 MILLION TOTAL. SEPARATING MATERIALS. SO WE WILL ESTABLISH A BUYING ADDRESS ON THE PROPERTY . SO ALL MATERIALS FOR THE PROJECT THAT AS BEST WE CAN WILL BE PURCHASED WITH THE MCKINNEY ADDRESS, MEANING THAT WE CAN COLLECT THE SALES TAX FOR THOSE PURCHASES. WE ANTICIPATE THAT TO EQUAL ABOUT $80 MILLION THIS PLAN ARE SHARING POSITION HERE.NO SURVIVE, WILL KEEP $640,000 OF THAT IN THE CITY OF MCKINNEY WILL GET $960,000. AND SO SINCE THAT TIME THE COUNCIL HAS ASKED US TO LOOK AT THE EAST SIDE OF THE AIRPORT, AND I HAVE A FEW SLIDES TO TALK ABOUT WHERE WE'VE BEEN WITH THAT, BUT THE GOAL IS TO POSITION OURSELVES FOR THE GROWTH AND DEVELOPMENT OF THE AIRPORT OVERALL COMMERCIAL PASSENGER SERVICE FACILITY COULD BE A PART OF THAT PLAN AND VERY LIKELY WILL BE AT SOME POINT IN THE FUTURE, AND THEY WANT TO PREPARE FOR THAT, BUT ALSO MAKE THAT LAND AVAILABLE FOR DEVELOPMENT OF CONTINUED EXPANSION. AND THEN I ALSO ALWAYS SHOW THIS SLIDE, WHICH IS OUR AIRPORT MASTER PLAN DOCUMENT . THIS DOCUMENT IS BEING UPDATED CURRENTLY. UH, WE ARE DOING SO TO SHOW THE CURRENT ALIGNMENT OF OUR MAIN RUNWAY. THE PLAN WHEN ADOPTED, SHOWED THE FULL 1500 FT EXTENSION TO THE SOUTH THAT WAS MODIFIED SO THAT WE COULD GET SPUR 399 AROUND THE AIRPORT AND HAD TO KIND OF WIGGLE ITS WAY BETWEEN THE RUNWAY AND PARKLAND DOWN IN THAT AREA. SO WE HAVE SEEN THESE SLIDES BEFORE I PRESENTED THEM A NUMBER OF TIMES TO DIFFERENT BODIES, BUT THIS IS GENERALLY THE AVAILABLE LEASE LAND AT THE AIRPORT TODAY, THE PROPERTIES THAT ARE CROSSHATCHED ARE OWN PROPERTIES THAT ARE CURRENTLY UNDER DEVELOPMENT OR UNDER AGREEMENTS TO BE DEVELOPED . AND YOU CAN SEE ONCE THAT HAPPENS IN THOSE PROJECTS SHOULD HAPPEN OVER THE NEXT TWO OR SO YEARS. YEAH, YOU'RE ONLY LEFT WITH WHAT'S LEFT SHOWN IN RED, WHICH IS 11 ACRES, AND THE FEAR IS IF WE'RE NOT PREPARED WITH SHOVEL READY PROPERTIES THAT WE COULD MISS OUT ON ECONOMIC DEVELOPMENT ACTIVITY AT THE AIRPORT EXAMPLE WE HAVE USED IN THE PAST WOULD BE SOMEONE LIKE A RAYTHEON. OR AN ENCORE WIRE OR EVEN ONE OF GLOBE LIFE OR ONE OF OUR EXISTING CORPORATE PARTNERS WANTS TO DEVELOP A HANGAR FACILITY FOR THEIR CORPORATE FLEET, AND WE ONLY HAVE A FEW OPTIONS LEFT FOR THEM. AND IF WE DON'T HAVE OPPORTUNITIES TO LAND THOSE NO PUN INTENDED AT AIRPORT THEN THEY COULD START LOOKING ELSEWHERE, AND THAT'S WHAT WE'RE TRYING TO AVOID. THE GOOD NEWS IS BACK IN 2018, THE CITY OF MCKINNEY PURCHASED 190 ACRES ON THE EAST SIDE OF THE AIRPORT. 123 ARE READILY DEVELOPABLE FOR THE AIRPORT. IT HAS KIND OF GOT A PANHANDLE THERE THAT COULD BE AIRPORT RELATED USES IN THE FUTURE OR POSSIBLY COMMERCIAL USES AS IT FRONTS ON THE SPUR 399 EXTENSION. I WILL STICK ON THIS SLIDE ONE MORE TIME. ONE MORE MINUTE TAXI AWAY. CHARLIE IS ONE OF THE KEY COMPONENTS OF INFRASTRUCTURE NECESSARY AND THAT COULD BE A LONG LEAD TIME IN TERMS OF DESIGN AND CONSTRUCTION, AND WE DO NOT WANT TO BE CAUGHT WITHOUT AVAILABLE PROPERTY LIKE I SAID EARLIER. SO WE LOOKED AT A COUPLE OF OPTIONS WITH THE CITY COUNCIL. AND I BELIEVE I'VE SHOWN THIS TO THE E DC IN THE PAST, AS WELL, UH, IF WE WERE TO GO ALL G, A ON THE EAST SIDE, YOU CAN SEE THAT THE AMOUNT OF HANGAR SPACE AND RAMP SPACE IS SUBSTANTIAL AND WOULD VERY LIKELY RIVAL WHAT WE HAVE ON THE WEST SIDE. CURRENTLY SINCE 1979 WE HAVE BEEN DEVELOPING A GENERAL AVIATION AIRPORT IN THE NEXT 5 TO 10 TO 20 YEARS. WE COULD DOUBLE THE SIZE OF THAT G A AIRPORT IF NECESSARY. OTHER OPTION COULD BE THE COMMERCIAL SERVICE PASSENGER TERMINALS. THE BLUE BOX SHOWN ON THIS PLAN. HERE IS THE TERMINAL THAT WAS TAKEN TO THE VOTERS FOR THE $200 MILLION BOND ELECTION IN 2023 THAT FAILED. WE HAVE GONE BACK TO THE DRAWING BOARDS AND WE HAVE LOOKED AT WHAT WE'RE CALLING A PHASE ONE TERMINAL, WHICH WOULD BE A MORE MODEST TERMINAL THAT WOULD ALLOW US TO START SERVICE AT THE AIRPORT. UM USE THAT AS A PROOF OF CONCEPT TO PROVE NUMBER ONE TO THE AIRLINES THAT THE MARKETS HERE IT CAN BE. ACCESS THIS IS A PLACE THEY WANT TO FLY OUT OF NUMBER TWO. IT WOULD ALSO PROVE TO THE CITIZENS AND NEIGHBORS TO THE AIRPORT THAT THE TRAFFIC NOISE POLLUTION ARE THINGS THAT CAN BE ADDRESSED AND HANDLED WITH A COMMERCIAL SERVICE AIRPORT BEFORE WE START GROWING INTO A LARGER AIRPORT. THIS PROCESS WE'RE GOING INTO TODAY IS FUNDING FOR DESIGN, AND IT WOULD BE LOOKING AT ALL OPTIONS, AND IT COULD VERY WELL INCLUDE A COMBINATION OF OPTIONS. THIS IS JUST A VERY PRELIMINARY EXAMPLE. BUT IT COULD BE SET UP TO WHERE THEY LIKELY WILL BE SET UP TO[01:10:07]
WHERE WE CAN DO. G IMMEDIATELY DO COMMERCIAL IN THE SHORT TERM AND DO A LARGER COMMERCIAL IN THE LONG TERM, SO IT GIVES US THE OPTIONS FOR THE FLEXIBILITY NEEDED AT THE AIRPORT. SO BACK ON FEBRUARY 20. THIS YEAR, THE COUNCIL ADOPTED A RESOLUTION DIRECTING CITY STAFF TO APPROACH THE C AND THE CDC FOR FUNDING FOR DESIGN OF THE EAST SIDE OF THE AIRPORT. MUCH OF THAT INFRASTRUCTURE IS AGNOSTIC AS TO WHAT THE USE IS THE TAXIWAYS, ROADWAY IMPROVEMENTS CIRCULATING DRIVEWAYS PARKING LOTS. THOSE ARE AGNOSTIC BETWEEN COMMERCIAL AND G A USES THE MC AND MCDC GRANTS ARE ALLOWED UNDER LOCAL GOVERNMENT CODE, AS ARE NOT PROPERTY TAX BASED FUNDING SOURCES. AND THEN, OF COURSE, MANY OF THESE IMPROVEMENTS I WOULD SAY ALL THE IMPROVEMENTS ARE ELIGIBLE FOR FAA GRANT REIMBURSEMENTS. SOME OF THEM ARE HIGHLY COMPETITIVE. FOR THOSE.IT'S VERY COMPETITIVE PROCESS. THE TAXIWAY CHARLIE, FOR INSTANCE, IS SOMETHING THAT WOULD BE HIGHLY COMPETITIVE AS IT ADDS TO THE VIABILITY OF OUR AIRPORT AND THE NATIONWIDE SYSTEM OF AIRPORTS. PART OF THAT IS, UH, WE'RE ALREADY IN PROCESS FOR APPLYING FOR THOSE GRANTS, AND IF RECEIVING THOSE GRANTS, THE FUNDING BEING REQUESTED TODAY COULD BE REIMBURSED AND I WOULD RECOMMEND THAT WE DO PLAN FOR REIMBURSEMENT OF THESE GRANT FUNDS TO BOTH. THIS BOARD AS WELL AS THE CDC. THE GRANT REQUEST OVERALL, THE PLANNING AND ENGINEERING COSTS. FOR THE 75.03 MILLION DOLLARS AND TYPE A AND TYPE B CORPORATIONS HAVE LIMITS ON THE TYPES OF PROJECTS THAT YOU CAN FUND. THE EDC HAS MUCH TIGHTER REGULATIONS ON THE EXPENDITURE OF FUNDING AND AS SUCH THE REQUEST FROM THE M DC IS 1.7 $81 MILLION. THAT WOULD ONLY GO TOWARDS THE DESIGN OF THE PLANNING AND DESIGN OF ROADWAYS, UTILITIES AND PARKING FOR THE AIRPORT. IT WOULD NOT INCLUDE ANY OF THE ON-AIR AIRPORT, TAXIWAYS, RAMP SPACES, TERMINALS, HANGARS, THOSE WOULD NOT BE ELIGIBLE EXPENSES. WE ARE SEGREGATING THE TWO POTS OF MONEY IN YOUR FUNDS WOULD ONLY BE USED ON ALLOWABLE EXPENSES. THAT BEING SAID, I WILL STAND FOR ANY QUESTIONS AND DO WHAT I CAN TO SHARE THE INFORMATION AS FAR AS THE REIMBURSEMENTS GO, FAA REIMBURSEMENTS AS RELATES TO OUR PORTION. THE GRANT APPLICATION WE'RE CURRENTLY WORKING ON IS FOR TAXIWAY, CHARLIE THAT'S A $14 MILLION CONSTRUCTION PROJECT. A PORTION OF THAT IS DESIGNED UM BUT WE'RE WE'RE APPLYING FOR ADVANCED GRANT FUNDING, WHICH IS SOMETHING WE DO NOT ALWAYS HAVE THE OPPORTUNITY TO DO.
