MANY OF THESE PATIENTS HAVE PTSD FROM SERVING IN THE WAR AND THIS FACILITY, THIS AMPHITHEATER THAT IS PROPOSED WILL BRING SIGNIFICANT NOISE, TRAFFIC AND POTENTIAL CRIME TO THESE AREAS THAT WILL BE DETRIMENTAL TO THESE POPULATIONS . THEY HAVE ENOUGH TROUBLE SLEEPING AT NIGHT AS IT IS, AND I FEEL LIKE THIS WOULD BE UNSAFE FOR THOSE POPULATIONS TO BE THIS CLOSE TO THAT POTENTIAL LEVEL OF NOISE. I ALSO NOTICE IN THE MOCKUPS FOR DESIGN. THERE ARE FIREWORKS PICTURED IN THESE PICTURES IF THERE ARE FIREWORKS, APPEARING AT UNEXPECTED TIMES, WHOSE POPULATIONS THAT CAN BE DETRIMENTAL AS WELL. SPRINGS HAS NOT AIRED A SINGLE CONCERT THERE YET THE LOCATIONS IN GEORGIA AND OTHER LOCATIONS IN COLORADO SPRINGS ARE INDOOR FACILITIES WITH PATIO. THEY HAVE ZERO EXPERIENCE. THERE IS ZERO HISTORY OR EVIDENCE OF WHETHER THE NOISE, YOU KNOW MODIFICATION TECHNIQUES, WORK OR EFFECTIVE IN CHARMING AREAS. THESE AREAS ARE ALSO NOT NEAR RESIDENTIAL AREAS. UH, SUNSET AMPHITHEATER WILL GIVE THE CITY OF MCKINNEY EXPOSURE NOT ONLY IN NORTH TEXAS, BUT NATIONALLY, THE VALUE OF THE PR TO THE CITY THAT IT WOULD RECEIVE IS GOING TO BE SIGNIFICANT. THERE IS NO CITY OVERSIGHT FOR THE SOUND LEVELS BEING EMITTED. NO REGULAR INSPECTION OR CALIBRATION OF A SAW MANNER OR EQUIPMENT THEY PLAN TO USE. THEY INTEND TO POLICE THEMSELVES.

THIS SHOULD NOT BE ACCEPTABLE. BASED ON THE PRESENTATION. THE SOUND LEVEL IS EXPECTED IN RESIDENTIAL AREAS IS AN ESTIMATE. AND MAY VERY CONSIDERABLY BASED ON THE NUMBER OF FACTORS. SOUND LEVELS WITHIN THE RESIDENTIAL AREAS ARE NOT CONSIDERED AT ALL IN IN RELATION TO BEING IN COMPLIANCE WITH THE DEVELOPMENT AGREEMENT. ONLY THE SOUND EMITTED AT THE FRONT OF HOUSE AND THEY ARE UNWILLING TO CONSIDER ADJUSTING THAT SOUND OUTPUT DUE TO EXCESSIVE NOISE AND RESIDENTIAL AREAS. THEY INDICATED THAT SOUND LEVELS WOULD BE AFFECTED BY THE ROOF.

BUT PRESENTED NO EVIDENCE TO WHETHER IT WOULD MAKE IT WORSE OR BETTER. THEY ALSO INDICATE THAT WIND DIRECTION WILL AFFECT HOW FAR SOUND WILL TRAVEL. THE VENUE IS POINTED NORTH. IT WAS NOT INCLUDED IN THE SOUND STUDY. OTHER SEMINAL VENUES HAVE EARLIER AND SHOWTIME DURING THE WEEK. OUR NORSE ORDINANCE EVEN DISTINGUISHES WEEKDAY FROM WEEKENDS. THIS AGREEMENT HAS THE SAME END TIME REGARDLESS OF THE DAY OF THE WEEK. PEOPLE UNFORTUNATELY, STILL HAVE TO WORK AND GO TO SCHOOL. THIS AGREEMENT HAS A LOT OF AMBIGUITY AND UNANSWERED QUESTIONS IN IT AND SHOULD NOT BE APPROVED AT THIS TIME. MORE CLARITY AND ACCOUNTABILITY IS NEEDED. AND IT HAS NOTHING TO DO WITH ANYTHING THAT ANYBODY ELSE HAS SAID, HAS EVERYTHING TO DO WITH WHAT I'M PASSIONATE ABOUT. THIS IS THE PERFECT INDUSTRY TO BRING JOBS FOR ADULTS WITH INTELLECTUAL AND DEVELOPMENTAL DISABILITIES, THE UNEMPLOYMENT RATE ACROSS THE COUNTRY FOR THESE PEOPLE IS OVER 80% AND THAT'S FOR THOSE WHO ARE CAPABLE. SHE'S ACCEPTED AN ACADEMIC SCHOLARSHIP TO THE UNIVERSITY OF ALABAMA AND AMONG HER MANY ACHIEVEMENTS IN OUR CITY IS THAT SHE LEADS A SPANISH IMMERSION CLASS. SHE'S BILINGUAL , UH, AND LEADS THE SPANISH IMMERSION CLASS FOR A YOUNG STUDENTS AT MCKINNEY, ID. WE WERE HONORED LAST NIGHT AND MY INVESTMENT AND ALL THE FUNDRAISERS AND ALL THE ORGANIZATIONS OVER THE LAST 18 YEARS PAID OFF WHEN SHE PAID A VISIT TO THE CITY COUNCIL TO HAVE A PHOTOGRAPH TAKEN WITH ALL OF US LAST NIGHT, AND I WANT TO THANK EACH OF OUR COUNCIL MEMBERS, ESPECIALLY DOCTOR FUS.
