UM, I'M HERE TO GIVE A SHORT PRESENTATION ON THE MCKINNEY BOND FOR MAY 4TH, 2024.
TODAY IS ACTUALLY THE SECOND DAY OF EARLY VOTING, AND USUALLY AT THE END OF THE PRESENTATION I TALK ABOUT THE DATES BECAUSE THEY HAVEN'T HAPPENED YET.
BUT I'D ENCOURAGE YOU, AFTER YOU END THE MEETING TODAY, YOU CAN WALK ABOUT 400 FEET TO, TO THE LIBRARY AND YOU CAN CAST YOUR VOTE IF YOU'RE A MCKINNEY RESIDENT THAT'S REGISTERED.
BACK IN THE FALL OF 2023, THE MCKINNEY CITY COUNCIL HELD THEIR ANNUAL BUDGET WORK SESSION IN AUGUST.
DURING THAT WORK SESSION, THEY HEARD FROM CITY STAFF ABOUT A VARIETY OF BUDGET ISSUES, UH, LEAST OF NOT LEAST OF WHICH WAS THE CURRENT STATUS OF THE CAPITAL IMPROVEMENT PROGRAM FOR THE CITY.
SO OUR LONG RANGE CAPITAL PLAN AND THAT DISCUSSION, UH, STAFF WAS MENTIONING TO THE COUNCIL THAT WE HAVE GOTTEN CLOSE TO DRAWING DOWN ALL OF OUR 2019 BOND FUNDS.
AND FROM THAT DISCUSSION, THE COUNCIL INSTRUCTED STAFF TO START THE PROCESS OF EVALUATING A BOND COMMITTEE FOR A POTENTIAL ELECTION IN 2024.
IN SEPTEMBER OF 2023, THE COUNCIL ESTABLISHED THE 36 MEMBER BOND COMMITTEE THAT YOU SEE ON THE SCREEN IN FRONT OF YOU AND DRAFTED THEM, IF YOU WILL, INTO FIVE DIFFERENT SUBCOMMITTEES BETWEEN FINANCE, PUBLIC SAFETY, TRANSPORTATION, FACILITIES AND PARKS.
OVER THE COURSE OF SEPTEMBER, OCTOBER, NOVEMBER, AND DECEMBER, THOSE 36 MEMBERS MET FOR ANYWHERE BETWEEN TWO TO THREE HOURS ACROSS AROUND SIX TO SEVEN MEETINGS.
UM, THEY HEARD FROM SUBJECT MATTER EXPERTS, UH, FROM OUR BOND COUNCIL, FOR INSTANCE, ABOUT WHAT BONDS CAN BE USED FOR.
THEY TALKED ABOUT DIFFERENT PROJECTS THAT WERE IN THE HOPPER ALREADY, AND THEY SHARED PROJECTS THEY THOUGHT THE CITY SHOULD FOCUS ON MOVING FORWARD.
THEN ON DECEMBER 19TH, THE BOND COMMITTEE RECOMMENDED TO THE CITY COUNCIL A RECOMMENDATION OF FIVE PROPOSITIONS TOTALING $485.5 MILLION FEBRUARY 6TH OF THIS YEAR.
SO JUST A FEW MONTHS AGO, THE COUNCIL CALLED AN ELECTION WITH NO CHANGES TO THAT RECOMMENDATION.
AND I'LL GO THROUGH EACH ONE OF THE PROPOSITIONS FOR YOU NOW.
SO THE FULL AMOUNT IS FIVE PROPOSITIONS FOR 485 AND A HALF MILLION DOLLARS.
THE FIRST PROPOSITION IS PROPOSITION A, PARKS AND RECREATION.
I'LL BE QUICK TO MENTION, UH, JUST A LITTLE ASTERISK YOU MAY SEE AT THE BOTTOM OF EACH SCREEN.
THESE PROJECTS ARE PLANNED AND, UH, WE INTEND TO DO THEM HOWEVER YOU ARE VOTING ON THE PROPOSITION AT LARGE, NOT SPECIFIC PROJECTS DURING EACH VOTE.
SO THEY'RE REPRESENTATIVE IN NATURE FIVE YEARS DOWN THE ROAD WHEN WE ARE ISSUING PARKS, BONDS, UM, OR ANY OTHER BOND FOR THAT MATTER.
THERE COULD BE A DIFFERENT PROJECT THAT IS, UM, ON THE HOT SEAT AT THAT MOMENT.
SO I JUST PUT THAT ASTERISK OUT THERE.
BUT THESE ARE THE PROJECTS THAT WERE PRESENTED AND ARE ON OUR LONG RANGE PLAN.
THE LARGEST, UH, PIECE OF THIS IS CONSIDERATION FOR A $60 MILLION MULTI-GENERATIONAL RECREATION FACILITY.
UH, THAT'S SOMEWHAT OF A COMBINATION FACILITY LIKE APEX, BUT WITH A SENIOR CENTER USE AND COMPONENT INCLUDED WITH IT THROUGHOUT THE CITY.
WE HAVE THREE COMMUNITY CENTER RECREATION CENTERS.
THERE'S OLD SETTLERS ON THE EAST SIDE.
THERE'S TOWN LAKE ON THE SOUTHERN, UH, PIECE OF MCKINNEY, AND THEN APEX, AS I MENTIONED ON THE WEST SIDE OF MCKINNEY.
OUR NORTHWEST SECTOR IS A BIT OF A GAP THAT WE HAVE.
SO THIS FACILITY WOULD VERY LIKELY BE LOCATED NORTH OF THREE 80 AND WEST OF 75.
THE SECOND LARGEST PIECE OF THE PARKS FUNDING IS

FOR IMPROVEMENTS AT TOWN LAKE PARK, UH, $25 MILLION TO DO ALL PHASES OF A MASTER PLAN THAT OCCURRED OVER THE PREVIOUS 18 TO 24 MONTHS.UH, I THINK MR. MURKOWSKI'S BEHIND ME, AND HE CAN TELL YOU MORE ABOUT THAT IF YOU HAVE QUESTIONS AFTER THE MEETING.
UH, BUT SPECIFICALLY THERE'S GONNA BE IMPROVEMENTS TO THE CROSSINGS ACROSS THE LAKE, THE PLAY AREAS SURROUNDING THE LAKE AND THE WOODED AREA TO THE SOUTH OF THE LAKE.
SO THAT'S ALL PHASES IN ONE FAILED SWOOP.
IT WAS INITIALLY PROPOSED, UH, THAT IT WOULD BE IN TWO PHASES.
HOWEVER, THE PARKS BOND COMMITTEE FELT COMPELLED TO RECOMMEND IT, UH, TO BE FULLY FUNDED IN ONE FAIL SWOOP.
AND THAT WAS A RECOMMENDATION THAT WAS LOOKED AT FAVORABLY BY THE COUNCIL.
THERE'S $20 MILLION ALLOCATED FOR REDOING THE BALL FIELDS AT GABE NESBITT, SPECIFICALLY FOR SOFTBALL FIELDS, ALBEIT THERE CAN BE SOME YOUNGER BASEBALL, UH, PLAYED ON THOSE SHORTER FIELDS.
IT INCLUDES IMPROVEMENTS TO THE CONCESSION STANDS, THE PARKING AREA, THE INGRESS EGRESS, AND JUST THE GENERAL GATHERING SPACES AROUND THE FIELDS IN ADDITION TO THE FIELDS.
AND THEN FINALLY, PICKLEBALL IS EXTREMELY POPULAR, AS SOME PEOPLE MAY KNOW.
UM, IT'S LIKE BIG BING PONG, I GUESS
AND, UM, THE COMMITTEE WENT AHEAD AND THREW IN A MILLION DOLLARS FOR PICKLEBALL COURTS.
NOW, A MILLION DOLLARS DOESN'T GO AS FAR AS WE'D LIKE IT TO GO.
THIS IS GONNA BE ROUGHLY A COUPLE, MAYBE THREE COURTS THAT ARE SPREAD AMONG COMMUNITY OR NEIGHBORHOOD PARKS IN THE CITY.
BUT IT IS ADDRESSING A NEED THAT WE HAVE THROUGHOUT THE COMMUNITY.
THERE'S TWO STANDALONE MUNICIPAL FACILITIES THAT ARE UNDER CONSIDERATION ON TWO SEPARATE PROPOSITIONS.
THE FIRST IS PROPOSITION B FOR $36 MILLION TO CONSTRUCT A NEW MUNICIPAL COURT.
THE CURRENT MUNICIPAL COURT'S A COUPLE BLOCKS SOUTH OF US TODAY WAS APPROVED BY THE VOTERS IN 1966 AND WAS CONSTRUCTED IN 1967.
UH, THE INTENT FOR THE NEW FACILITY IS THAT IT WILL BE A 36,000 FAC, 36,000 SQUARE FOOT FACILITY.
HOWEVER, IF YOU'RE DOING MATH IN YOUR HEAD, IT'S NOT QUITE A THOUSAND DOLLARS A SQUARE FOOT.
THERE'S A SU A SUBSTANTIAL AMOUNT OF MONEY THAT'S INCLUDED FOR PARKING IMPROVEMENTS.
UM, IF YOU'VE HAD THE MISFORTUNE OF HAVING TO PAY A TICKET, YOU MAY HAVE CIRCLED THAT SMALL PARKING LOT THERE A FEW TIMES.
AND THERE'S ALSO, AS ALWAYS, ENGINEERING DESIGN FEES.
BUT WE HAVE ABOUT $2 MILLION SET ASIDE FOR LAND ACQUISITION.
UH, SHOULD WE NOT BE ABLE TO FIND A LOCATION THAT WE ALREADY OWN TO PLACE THIS FACILITY.
ALL THE VARIOUS, UH, DIVISIONS AND DEPARTMENTS OF THE COURT ARE LISTED THERE.
THERE'LL BE HOUSED, UM, IN THE NEW FACILITY.
IT WILL LIKELY NOT BE LOCATED IN ITS CURRENT LOCATION.
UH, HOWEVER, THE CITY OF MCKINNEY DOES OWN THAT PIECE OF PROPERTY.
SO, UM, SHOULD, SHOULD THIS PASS IN THE FUTURE, WE WILL BE REEVALUATING WHAT THE HIGHEST AND BEST USE FOR THAT PIECE OF PROPERTY IS.
PROPOSITION C IS $30 MILLION TO BE ADDED INTO A LARGER PROGRAM FOR THE PUBLIC WORKS SOUTH CAMPUS.
PUBLIC WORKS SOUTH IS ON SOUTH COLLEGE ACROSS FROM THE CENTRAL APPRAISAL DISTRICT.
UH, AS IT DEAD ENDS INTO EL DORADO.
THERE'S SOME PUBLIC WORKS OFFICES THAT, UH, FRONT SOUTH COLLEGE AND BEHIND THOSE OFFICES IS SOME ACREAGE THAT MAINTAINS OUR FLEET AND MATERIALS YARD AND THE FACIL AND THE ASSOCIATED BUILDINGS, UH, WITH THOSE USES.
THE FACILITY THERE IS A LITTLE AGED.
UM, WE HAVE A LONG RANGE PLAN FOR THAT FACILITY THAT GETS US TO ABOUT A 30 TO 40 YEAR USE.
THIS $30 MILLION IS A CONTRIBUTION TOWARDS A LARGER DOLLAR AMOUNT, UH, TO ACCOMPLISH THAT PLAN, UH, IN THREE PHASES.
UM, WITH THIS IN INFUSION, YOU GET THROUGH PHASE A AND B, ALL THE DEPARTMENTS LISTED THERE ARE, UM, REPRESENTED IN THAT LOCATION THERE ON SOUTH COLLEGE.
SO THAT'S $30 MILLION FOR PROPOSITION C FOR PUBLIC WORKS, PROPOSITION D IS $70 MILLION FOR PUBLIC SAFETY.
THE ABOUT HALF OF THE FUNDING IS TO RENOVATE OR CONSTRUCT FIRE STATIONS.
THERE'S FIVE AND A HALF MILLION DOLLARS ALLOCATED FOR THE RENOVATION OF FIRE STATION THREE AT ORCHID IN EL DORADO.
THERE IS 12 AND A HALF MILLION DOLLARS FOR THE RECONSTRUCTION OF FIRE STATION EIGHT ON THE WEST SIDE OF TOWN, SOUTH OF THE APEX CENTER ADJACENT TO THE CRAIG RANCH AREA.
AND THEN THERE'S $22 MILLION FOR A FUTURE FIRE STATION.
MUCH LIKE, UM, THE PARKS BOND, THE COMMUNITY CENTER FOLLOWING THE ROOFTOPS NORTH AND WEST, UH, THE VERY LIKELIHOOD WOULD BE A NEW CONSTRUCTION OF A FIRE STATION WOULD OCCUR IN THE NORTHWEST SECTOR AS WELL.
THEN YOU MAY HAVE SEEN SOME ACTIVITY ON TAYLOR BURKE NORTH OF LOWE'S.
THE CURRENT, UH, 2019 BOND AUTHORIZATION FOR PUBLIC SAFETY IS BEING UTILIZED TO DEVELOP A FIRE ADMINISTRATION BUILDING A RECONSTRUCTION OF FIRE STATION TWO AND A PUBLIC SAFETY LOGISTICS BUILDING THERE NORTH OF TAYLOR BURKE, UM, NORTH OF THE LOWE'S THAT'S THERE OFF OF US 75.
THAT CONSTRUCTION IS UNDERWAY AND ONCE COMPLETE, THE FIRE ADMINISTRATION AND

THE ASSOCIATED FIRE USES WILL MOVE OUT OF THE CURRENT PUBLIC SAFETY BUILDING ON TAYLOR BURKE.WHEN THOSE USES MOVE OUT, THERE WILL BE MORE CAPACITY IN THERE.
HOWEVER, THAT BUILDING WAS CONSTRUCTED AROUND 2006.
UM, SO IT'S COMING UP ON A 20 YEAR REFRESH.
THERE'S $20 MILLION ALLOCATED FOR POLICE TO SOLELY OCCUPY THAT BUILDING, EXPAND TO THE NORTH SIDE OF IT, AND THEN RENOVATE THE CURRENT USES THAT ARE BEING JOINED BY THE FIRE DEPARTMENT AT THIS TIME.
AND THERE'S TWO SMALLER AMOUNTS, UH, $5 BILLION FOR FUTURE LAND ACQUISITION AS WE CONTINUE TO GROW.
SO WE CAN STRATEGICALLY TAKE DOWN SMALL PARCELS, UH, TO LOCATE FIRE STATIONS, MOST LIKELY, UM, TO MAKE SURE THAT WE HAVE A ROBUST RESPONSE TIME AND THEN $5 MILLION FOR A TRAINING PAD.
UM, I'VE BEEN TELLING FOLKS, I STARTED IN THE FINANCE DEPARTMENT AND I SAW $5 MILLION FOR A TRAINING PAD, AND I WAS LIKE, I DON'T UNDERSTAND WHAT THIS IS.
UM, HOWEVER, IT'S A VERY LARGE, VERY THICK PIECE OF CONCRETE, I THINK FOOTBALL SIZE, DOUBLE FOOTBALL SIZE, UH, PIECE OF CONCRETE.
AND IT IS A FACILITY THAT'S USED TO TRAIN FOR THE HEAVY, HEAVY, UH, INTENSIVE VEHICLES, LIKE A A HUNDRED FOOT, 50 FOOT, 40 FOOT FIRETRUCK THAT HAS TO DO REPETITIVE MOTIONS SO THAT A TRAINER, UH, CAN GET THEIR CERTIFICATION TO BE ABLE TO DRIVE SUCH A VEHICLE.
RIGHT NOW, WE DISPATCH OUR FOLKS TO DIFFERENT AREAS, SOMETIMES ALL THE WAY UP TO TARRANT COUNTY.
USUALLY CITIES OF OUR SIZE HAVE ONE OF THESE IN OUR BACKYARD.
WE DO HAVE A LOCATION IN MIND, NORTH OF THE CURRENT, UH, JOINT TRAINING FACILITY.
THAT'S THE CITY OF ALLEN, THE CITY OF MCKINNEY AND COLLIN COLLEGE HAVE ON REDBUD.
THE CITY OF MCKINNEY HAS SOME ACREAGE THERE NORTH OF THAT FACILITY.
SO THAT'S $70 MILLION FOR, UM, PUBLIC SAFETY PROPOSITION D.
FINALLY, PROPOSITION E IS 243 AND A HALF MILLION DOLLARS FOR STREET IMPROVEMENTS.
THERE'S TWO MAJOR COMPONENTS OF PROPOSITION E.
UH, THE FIRST IS WHAT WE'VE TRADITIONALLY PUT ON BOND PACKAGES IN THE PAST $140 MILLION FOR STREET, UH, INVESTMENT OR EXPANSIONS.
IN 2019, WE, UH, RECEIVED AROUND A HUNDRED MILLION DOLLARS AND WE ADDED, FOR INSTANCE, LANES FIVE IN LANE SIX TO VIRGINIA.
THAT'S A STREET EXPANSION ON AN ARTERIAL.
HOWEVER, OVER THE COURSE OF THE LAST 18 TO 24 MONTHS, THE MCKINNEY CITY COUNCIL, UM, THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION AND THE MCKINNEY COMMUNITY DEVELOPMENT CORPORATION HEARD FROM MEMBERS FROM THE PUBLIC WORKS DEPARTMENT, THE CITY MANAGER'S OFFICE, AND THE FINANCE TEAM, ABOUT HOW TO REINVEST AND FUND FUTURE STREET RECONSTRUCTIONS.
THAT PROCESS INCLUDED, UM, SOME STUDY THAT WAS, UH, THE RESULT OF WHICH WAS SOMETHING CALLED PAVEMENT CONDITION INDEX SCORES FOR EVERY STREET IN THE CITY.
THOSE PCI SCORES GIVE YOU A LETTER GRADE, OR EXCUSE ME, GIVE YOU A NUMBER GRADE, AND THEN A COLOR CODING FOR EVERY STREET THAT WE HAVE.
UM, GREEN IS GREAT, YELLOW IS OKAY, RED IS BAD, GRAY IS, YOU KNOW, IT'S GRAY, IT'S DEAD.
UM, AND THEN CORRESPONDINGLY, THERE'S A NUMER, THERE'S A NUMERICAL NUMBER ASSIGNED TO THOSE THINGS.
THE INTENT IS THAT ANYTHING, UM, IN THE YELLOW TO RED RANGE, WE WOULD START TO ATTACK, IF YOU WILL, ON RECONSTRUCTION.
PART OF THAT GRAND, UH, DISCUSSION WAS THAT THE EDC AND THE CDC WOULD ALLOCATE FUTURE DOLLARS, AN INCREMENT OF THEIR FUTURE SALES TAX DOLLARS TOWARDS THE STREET IMPROVEMENTS SIDE OF OUR STREET PROGRAM.
THAT'S NEW ROADS THAT SPUR ECONOMIC DEVELOPMENT THAT WOULD FREE UP SOME FUNDING ON THE CITY SIDE FOR US TO INVEST IN STREET RECONSTRUCTION.
WHILE THAT RAMPS UP, THE COUNCIL COMMITTED THAT IN FUTURE BOND, UH, QUESTIONS THEY WOULD REQUEST, UH, LARGER AMOUNTS FOR STREET RECONSTRUCTION.
THE FIRST TRANCHE OF THOSE AMOUNTS IS WHAT YOU SEE IN FRONT OF YOU, A HUNDRED MILLION DOLLARS FOR STREET RECONSTRUCTION THROUGHOUT THE COMMUNITY.
THOSE DOLLARS WILL BE PLACED TOWARDS THE STREETS THAT HAVE THE LOWEST PCI SCORES FIRST OR RED ON THE MAP, OR GRAY ON THE MAP.
UM, IT'S IN IT'S COORDINATION WITH OUR CURRENT TENURE CIP PLAN THAT'S BEEN ADOPTED.
AND I'D AL I ALSO AM ADDING NOW THAT I'VE ASKED, BEEN ASKED THE QUESTION A FEW TIMES THROUGHOUT THE COMMUNITY IS THIS IN NO WAY IS GONNA PAY FOR EVERY STREET TO BE RE RECONSTRUCTED ACROSS THE CITY OF MCKINNEY.
IT'S THE FIRST STEP TOWARDS A LONG RANGE, UH, PROBABLY DECADES LONG PROCESS THAT WE'LL BE DOING IN THE CITY OF MCKINNEY.

I THINK WE'RE AROUND $36,000 IN SOLAR OR IN MERCHANDISE CELLS FOR THE ECLIPSE.
UM, AND THAT'S A LOT OF PEOPLE, A LOT OF CONVERSATIONS AND A LOT OF T-SHIRTS THAT ARE OUT AND ABOUT.
UH, I HAD JOKED THAT I'M WAITING TO SEE THE FIRST ONE POP UP ON EBAY, AND I GUARANTEE YOU, YOU CAN MAKE MORE THAN YOU PAID FOR IT, BECAUSE THEY'RE STILL WALKING INTO OUR STORE ASKING FOR ECLIPSED SHIRTS.

UM, SUNDAY WAS GONNA BE BEAUTIFUL, RIGHT? IT WAS GONNA BE PRETTY, BUT ALL THE LOTS ARE, UH, ARE, UH, SOPPING WET AND YOU CAN'T PARK ON THEM.

UM, WE DID AN EXERCISE LOOKING AT, UH, PROS AND CONS OF REP, UH, REPORTING, UH, AS A COMPONENT UNIT AS WE'RE STRUCTURED TODAY OR REPORTING UNDER THE CITY'S OFFICIAL, UM, STRUCTURE, UH, LIKE UNDER, THROUGH THE CITY MANAGER'S OFFICE AND DOWN IN THE ORG CHART STRUCTURE THAT THE CITY HAS, UM, CREATED.
THERE WAS, UH, REALLY GOOD CONVERSATIONS, UM, REALLY GOOD QUESTIONS ASKED.
UH, I THINK IF YOU RECALL, UH, THE SHEET ON THE PRO LIST WAS, WAS HEAVY AND THE CON LIST WAS, WAS, UH, QUITE LIGHT.
BUT THE CON LIST, THOSE WERE GREAT THINGS TO TALK ABOUT.
AND I THINK, UM, WE HAD, UH, GOOD CONVERSATIONS AROUND THEM.
UH, FROM THAT MEETING, WE TALKED ABOUT BRINGING BACK A, UH, BYLAWS CHANGE THAT WOULD MATCH THE CONVERSATIONS WE HAD.
AND SO I WORKED WITH OUR CITY ATTORNEY WITH MR. HOUSER ON WHAT THAT WOULD LOOK LIKE.
AND ESSENTIALLY, THIS IS WHAT THE BYLAWS LOOK LIKE IN 2015 PRIOR TO, UH, THE CHANGE.
UM, ANOTHER KIND OF, UH, UH, SIDE NOTE FOR YOU IS THAT, UH, ALL OF OUR OTHER, UM, UH, NEIGHBORING COMMUNITIES, THE, THE STRUCTURE IS THROUGH THE CITY, UH, WITH OUR NEIGHBORING CITIES.
AND SO IT'S MORE COMMON THAN NOT FOR CBBS TO GO THROUGH THAT.
I'LL SAY FROM OUR PERSPECTIVE, UM, THE CONVERSATION THAT WE'VE HAD FROM THE DAY THAT I I ARRIVED IS THAT THE MOST IMPORTANT THING FOR US IS ALIGNING FULLY WITH THE CITY'S, UH, VISION VALUES, AND THAT WE'RE ALL MOVING DOWN THE ROAD TOGETHER, UM, IN, IN ALL WAYS.

UM, AND THEN IF A CONFLICT WERE TO ARISE BETWEEN THE BOARD AND THE CITY MANAGER REGARDING THE MANAGEMENT OF THE OPERATIONAL FUNCTIONS OF THE VISIT MCKINNEY, THE DECISION OF THE CITY MANAGER SHALL BE FINAL SUBJECT TO THE SUPERVISION AND DIRECTION OF THE CITY MANAGER.
UM, SO IF, UH, THERE WERE AN ISSUE WITH MY POSITION IN THE FUTURE, UM, THAT THAT WOULD BE HOW THAT IS STRUCTURED, UH, UNDER B AT THE BOTTOM, UM, THIS IS ALL NEW.
THE EXECUTIVE DIRECTOR SHALL BE HIRED BY THE CITY MANAGER.
HOWEVER, SUCH HIRING SHALL BE SUBJECT TO THE PRIOR NOTICE AND CONSULTATION WITH THE BOARD.
UNDER THESE BYLAWS, THE CITY MANAGER SHALL HAVE THE AUTHORITY TO TERMINATE THE PRESIDENT.
HOWEVER, SUCH TERMINATION SHALL BE SUBJECT TO THE PRIOR NOTICE AND CONSULTATION WITH THE BOARD.
UNDER THESE BYLAWS, THE CITY MANAGER SHALL CONDUCT AN ANNUAL PERFORMANCE REVIEW OF THE EXECUTIVE DIRECTOR AND PROVIDE A COPY OF THAT ANNUAL REVIEW TO THE BOARD UPON ITS COMPLETION.

UM, THE DUTIES THAT ARE LEFT IN THAT COMMITTEE IS THAT, THAT BOTTOM LINE ITEM, THE HR COMMITTEE MAY BE CALLED UPON BY THE BOARD CHAIR TO RECOMMEND THE COMPENSATION FOR THE EXECUTIVE DIRECTOR.
UM, SO THERE IS STILL A TIE BACK, UH, TO THE EXECUTIVE DIRECTOR POSITION THROUGH THE HR COMMITTEE, UM, IF NEEDED.

UH, SO OUR CITY SECRETARY'S TEAM IS VISITING ABOUT A DOZEN OF OUR BOARDS AND COMMISSIONS THROUGHOUT THE SPRING TO MAKE SURE THAT EVERYONE IS APPRISED OF THE PROCESS.
UH, YOU DO HAVE A, A FILE OR A REPORT BEFORE YOU THAT, UH, HAS INFORMATION ABOUT THE APPOINTMENT SCHEDULE, WHICH IS AUGUST 27TH OF THIS YEAR FOR THE CITY COUNCIL TO MAKE THOSE DETERMINATIONS.
AND AS WE LEAD UP THROUGH THAT TIME, MEMBERS OF THE PUBLIC RIGHT NOW ARE AVAIL, ARE, ARE INVITED TO, UH, SUBMIT APPLICATIONS FOR BOARDS THAT THEY'RE INTERESTED IN, AS WELL AS CURRENT, UH, BOARD MEMBERS ACROSS THE CITY WITH TERMS THAT ARE EXPIRING IN 2024.

UH, ONCE WE COMPLETE THE THE APPLICATION PROCESS, WHICH, UH, THE DEADLINE IS JUNE 21ST, WE WILL GO INTO INTERVIEW SESSIONS WITH THE CITY COUNCIL IN JULY AND AUGUST.
WE WILL HAVE TWO INFORMATIONAL WORK SESSIONS REGARDING THE BOARDS AND COMMISSIONS PROCESS, UH, WITH THE CITY COUNCIL, UH, IN THE MONTH OF MAY, AS WELL AS AUGUST.
BEFORE WE GET TO, UM, THE APPOINTMENTS PERIOD, UH, WE DO ENCOURAGE ALL OF OUR BOARD MEMBERS AS WELL AS MEMBERS OF THE PUBLIC WHO ARE INTERESTED IN SERVING TO DO THINGS, TO BE ENGAGED WITH THE CITY OF MCKINNEY BY ATTENDING MEETINGS AND OTHER INFORMATIONAL PROGRAMMING AND EVENTS, AND TO BE APPRISED OF CERTAIN DOCUMENTATION AND INFORMATION AS FAR AS POLICIES, YOUR BYLAWS, AS WELL AS THE CITY CODES THAT ARE APPLICABLE.
