MOTION PASSES. THANK YOU. NEXT WE WILL GO INTO REPORTS. WE HAVE ITEM 24-1472 A FINANCIAL REPORT CHANCE. GOOD MORNING CHANCE. MILLER ACCOUNTING MANAGER WILL BE GOING OVER THE MONTH OF MARCH. TODAY IT WAS FAIRLY QUIET MONTH WE COLLECTED A CLOSE TO 1.85 MILLION IN REVENUE. THE MAJORITY OF THAT WAS SALES TAX REVENUE, WHICH TOTALED 1.77 MILLION. MOVING DOWN TO EXPENDITURES FOR OPERATIONAL EXPENSES. WE HAD A RIDE AT 53,000 AND PROJECT EXPENSES. WE HAD A LITTLE OVER 21,000. AND AT THE BOTTOM FOR NON DEPARTMENTAL. WE HAD A LITTLE OVER 84,000 SO TOTAL EXPENSES FOR THE MONTH OF MARCH WAS 100 AND 58,000, AND OUR NET INCREASE WAS CLOSE TO 1.7 MILLION. AND, UH, DEMAND. I DON'T KNOW. NOT HAVE TO MOVE IT OVER TO SECOND. UM YEAH, RIGHT THERE. ALL RIGHT. SO THE MONTH THE MONEY WE COLLECTED IN MARCH APPLIES TO, UH, SALES IN THE MONTH OF JANUARY. WE HAD A 15.1% INCREASE. UH, WHICH IS A VERY STRONG MONTH. TWO FACTORS TO THAT LAST YEAR AND, UH, MARCH. WE HAD A AUDIT COLLECTION, WHICH MADE OUR YOU KNOW AMOUNT LAST YEAR, A LITTLE LOWER, SO THAT'S A KIND OF CONTRIBUTING TO THE HIGHER AMOUNT. BUT EVEN IF YOU FACTOR THAT OUT, WE HAD CLOSE TO A 10% INCREASE, WHICH IS A REALLY STRONG MONTH. SO BOTH OF THOSE FACTORS PLAY INTO THE 15.1. UM, HERE TO DATE. WE'RE AT 7.6% SO THAT'S TRENDING ABOVE BUDGET. AND WE ARE, YOU KNOW, 67 MONTHS INTO THE YEAR AT THIS POINT, SO THAT'S GOOD NUMBERS AS WE'RE GETTING TO THE FINAL STRETCH OF THE FISCAL YEAR WE'RE LOOKING AT OUR SISTER CITIES.ALAN HAD A 13.6% INCREASE FRISCO BROKE ABOUT EVEN A PLANO HAD A 13.7% DECREASE. PLANO DID HAVE AN AUDIT COLLECTION OF FACTOR THAT OUT. THEY HAD ABOUT A FOUR OR 5% INCREASE. SO THERE ARE NO THEIR NUMBERS ACTUALLY LOOK PRETTY NORMAL. ONCE YOU FACTOR THAT OUT, UM, FIRST GOES IN ALLENS, UH, DIDN'T REALLY THE OTHER COLLECTIONS OR ANYTHING TO SKEW THEIR DATA. SO THOSE NUMBERS LOOK ACCURATE AS WELL. UM I WILL NOTE AT THE VERY BOTTOM, YOU'LL SEE THAT THE TOTAL DOLLAR AMOUNTS WE COLLECTED IS IN MARCH, SO WE COLLECTED A LITTLE OVER 7 MILLION, UM, AND IT'S JUST KIND OF GOOD TO COMPARE OUR WHOLE DOLLAR AMOUNTS TO OTHER CITIES AS WELL. SO, FRISCO WE'RE STILL YOU KNOW, WORKING CATCH UP AT FRISCO. THEY'RE AT 10.1 MILLION THAT THEY COLLECTED IN MARCH, PLANO COLLECTED 7.6 MILLION. THEY ONLY GET 1% THE OTHER 1% GOES TO DART. UM AND ALLEN IS AT 4.6 MILLION. LOOKING AT THE OH, SORRY. I CAN'T DO ONE MORE. THE SALES TAX BY INDUSTRY. YOU'LL SEE THE 332% INCREASE, WHICH LOOKS A LITTLE SURPRISING, BUT THAT WAS WHERE WE HAD THE AUDIT COLLECTION LAST YEAR. SO IF YOU FACTOR THAT OUT, WE STILL HAD A STRONG MONTH OF 40 OR 50 45% INCREASE IN CONSTRUCTION. UM, BUT IT'S NOT THAT 332% THAT IS SHOWING. UM BUT THE GOOD NEWS IS THAT OUR INCREASE LOOKS LIKE IT'S KIND OF SPREAD ACROSS ALL THE INDUSTRIES IS THAT THAT'S WHAT YOU WANNA SEE WHEN YOU'RE SEEING INCREASES INSTEAD OF IT BEING DERIVED BY ONE INDUSTRY, WHICH KIND OF LEADS US TO MORE SUSTAINABLE, MOVING FORWARD IN SAYING THAT I DO NOT HAVE ANYTHING ELSE TO BUDGET SEASON IS COMING UP. SO UM, WE'LL BE.
I'M SURE IF CINDY IS WORKING ON THE BUDGET AND THAT'LL BE COMING HERE SOON IN JUNE OR SO, BUT I WILL BE HAPPY TO ANSWER ANY QUESTIONS. THERE ANY QUESTIONS BUT CHANCE EITHER REPORTS. THE JUST ONE QUESTION IF I COULD THE YEAR TO DATE VARIANTS FOR REVENUE. THE INCOME STATEMENT. I WAS WORKING ON THE INCOME STATEMENT. LOOKING AT SECOND LINE. VARIANTS FOR INTEREST INCOME. 1.3 AHEAD ON INTEREST INCOME. YES UM, SO YOU CAN SEE LIKE IN THAT SECOND LINE WE BUDGETED 994,000. WE'RE ALREADY AT 2.3 MILLION. UM A LOT OF FACTORS GO INTO THAT. OBVIOUSLY WE'RE IN THE YOU KNOW, THE RED FEDS HAVEN'T LOWERED THE INTEREST RATES KIND OF LIKE WE ANTICIPATED. THEY'VE CUT THEM UP THERE, SO THAT MEANS THAT WE ARE EARNING INTEREST AS WELL. AND YOU CAN SEE BY THE BUDGET AMOUNT THAT WE PLANNED ON, UM WE BUDGETED TO SPEND 50 MILLION THIS YEAR. WE ARE ONLY AT 2.5 MILLION TO DATE, SO THAT INTEREST KIND OF FACTORS INTO HOW MUCH WE PLAN ON SPENDING THROUGHOUT THE YEAR AND WITH US HAVING MORE FUNDS IN OUR, UM INVESTMENT POOLS AND STUFF LIKE THAT TO ALLOCATE RESULTS IN MORE INTEREST AS WELL. SO I WOULD SAY THOSE ARE THE TWO DRIVING FACTORS. UM EVERY QUARTER WE UPDATE YOUR INVESTMENTS TO MARKET VALUE. SO HERE IN JUNE, WE'LL BE UPDATING IT AGAIN, AND IT IS VERY VOLATILE DEPENDING ON
[00:10:04]
WHERE THE INTEREST RATES ARE BECAUSE WE DO HAVE MORE LONGER TERM, UM BONDS THAT DEPENDING ON IF THE RATES DROP OR GO HIGHER THAN OUR INVESTMENTS WON'T BE THE VALUE DOES HIGH, BUT WE STILL GET OUR INTEREST RATES JUST OVER A LONGER TIME. KIND OF LIKE WHAT YOU'VE SEEN ON THE BANKS AND STUFF LIKE THAT. BUT UM, HOPEFULLY THE ANSWER THE QUESTION, BOB, BECAUSE THANK YOU, J. ANY ADDITIONAL QUESTIONS. THANK NEXT WE WILL GO INTO ITEM 24. DASH 1473 A BOARD[Board and Liaison Reports Board Chair City of McKinney Visit McKinney McKinney Economic Development Corporation McKinney Main Street/MPAC McKinney Parks and Recreation]
AND LIAISON REPORTS. I START WITH YOU, VICE CHAIR. HM? THANK YOU, MADAM CHAIR. MAN IT JUST SEEMS LIKE IT'S BEEN AN INCREDIBLY BUSY MONTH, BUT I CAN'T REMEMBER. RUN OUT AND MAYBE A POTENTIAL REVENUE. EXCELLENT PLANNING A LOT OF FUN. HAS IS FOR ALL OF ITS, UH, EMOTIONAL ACT. UM, THE SPIRIT OF VOLUNTEERS. LAST NIGHT WAS UM BIGGER. SO STRONG. YEAH.
UH, ARTS IN BLUE. HAS ALWAYS HAD HER. I THINK THAT IT HAS BEEN IN THE PAST. UM YEAH, THAT THANK YOU SO MUCH. UM. I'M GLAD YOU GAVE ME MY REMINDER, MR K. GOT TWO, BUT, UH, ONCE AGAIN, YOU HAVE THE, UH, SPIRIT. UH, BM KENNEDY SPIRIT BALLISM AWARDS. THAT WAS FANTASTIC. GOOD TO SEE.
UH, LARRY JAGERS WIN HIS AWARD. AND THEN, UH, MR OA WIN HIS AWARD AS WELL. BUT JUST SEEING EVERYBODY FROM THE CITY SHOW UP TO ONE BIG EVENT LIKE THAT WAS FANTASTIC. AND I AGREE, JOY. THE ECLIPSE WAS FANTASTIC. WE NEED TO HAVE MORE PARTIES UP THERE. SO LET'S LET'S GET GOING ON THAT WE WITH A LOT OF FUNDS TO SEE EVERYBODY UP THERE, AND IT WAS PRETTY COOL. UH, THEY BROUGHT IN AN ASTRONOMER OR SOMEBODY FROM THE OBSERVATORY TO EXPLAIN TO EVERYBODY BEFORE THE ECLIPSE HAPPENED OR WHAT WAS GOING TO ACTUALLY HAPPEN. HOW YOU'RE GOING TO SEE IT WAS A VERY COOL, VERY COOL EXPERIENCE TO SEE THAT AND THEN YOU HAVE MR KELLER. THE CHILDREN'S ADVOCACY WAS JUST FANTASTIC JUST TO SEE THE AMOUNT OF PEOPLE SHOW UP, AND I WAS VERY IMPRESSED WHEN THEY STARTED DOING THE AUCTION ITEMS AND ASKING FOR THE DONATIONS, UH, THEY CAME UP WITH WHO WAS DOING WHAT AND THEY SAID A FEW THAT WEREN'T THERE DONATED 25 GRAND AT ONE TIME, AND THEY ASKED, WAS THERE ANYBODY ELSE AND TO MY SHOCK THAT PEOPLE STARTED RAISING THEIR HAND? I WAS LIKE, IT'S FANTASTIC THAT COMMON COUNTY IS COMING TO THE PLAY AT THE TABLE AND DONATE MONEY TO SUPPORT A GREAT CALL. SO THANK YOU. YEAH, THIS IS THIS IS MY FIRST MONTH, UH, ENGAGING WITH THE BOARD. AND SO THERE WERE A LOT OF EVENTS. I WAS TOLD THERE WERE A LOT OF EVENTS AND, UH AND
[00:15:05]
THERE WERE, UM AND THIS IS THE MONTH. I GUESS I WAS JUST KIND OF CATCHING UP. SO II I PARTICIPATED IN THE ECLIPSE A PROXY I WAS ACTUALLY FLYING OVER MCKINNEY AND AN AIRPLANE. I MEAN, HEADING SOMEWHERE ELSE. NOT LIKE I HAD AN AIRPLANE OUT OF MY BUT JUST HEADING SOMEWHERE ELSE HEADING TO MONTGOMERY, ALABAMA, AND ABOUT THE TIME THAT WE, AS THE PILOT WAS TAKING OFF FROM DFW, AND AS WE WERE HEADING OVER KIND OF THE COLLIN COUNTY AREA, EVERYTHING TOTALLY ECLIPSED HAPPENED. SO I GOT SOME PICTURES FROM THE SKY OUT THERE, UM, AND THEN GOT CAUGHT IN MONTGOMERY MONTGOMERY WITH, UH, SOME STORMS AS I WAS TRYING TO GET BACK TO THE VOLUNTEER MCKINNEY, UH, GALAS, SO I DID NOT GET TO DO THAT, BUT GOT TO SPEND ANOTHER WONDERFUL NIGHT IN MONTGOMERY, ALABAMA. UH BUT I WILL. MEN I WILL, UH, ADD A NOTE . UH, I WAS ABLE TO GO TO A MEETING HERE IN MCKINNEY THAT WAS COMING OUT OF, UM, SOME THINGS AT CORE, UH, COMMITTEE ON RACIAL EQUITY IS DOING, UH, LAST MONTH, THERE WAS A MEETING OF LOTS OF CITY LEADERS AND, UH AND , UH, INFLUENCERS AND SOUTH MCKINNEY THAT WERE COMING TOGETHER TO TRY TO LOOK AT HOW WE CAN ENGAGE THOSE WHOSE VOICES MAYBE DON'T GET TO BE IN THESE PLACES. UH, AND, UH AND HEAR THEIR VOICE AND SO WENT TO THEIR VERY FIRST MEETING. THERE'S ABOUT SIX MEETINGS THAT THEY ARE DOING AT SEVERAL LOCAL CHURCHES WAS ABLE TO GO DOWN AND GO TO THEIR VERY FIRST MEETING A FEW WEEKS AGO, WHICH WAS A FACILITATED BY A WONDERFUL, UH, ANGELA. AND SO JUST EXCITED TO SEE, UM THAT SORT OF, UM, COMING TOGETHER OF MULTIPLE CHURCHES AND ORGANIZATIONS IN THE AREA TO REALLY KIND OF LOOK AT THOSE WHO DON'T GET TO HAVE A VOICE SO EXCITED TO SEE WHAT'S COMING.THERE'S MORE COMING THIS WEEK FOR, UH, OUR EVENTS WITH THE BOARD. I LOOK FORWARD TO THAT.
YEAH. LOVE THE ECLIPSE. UM THINK IT'S BEEN WELL SPOKEN, BUT ANDREW REALLY NICE JOB, UH, ORGANIZING THAT. SO, UH, THAT WAS THAT WAS GOOD TO GO TO UM AND THEN THE OTHER EVENTS THAT HAVE BEEN COVERED ALREADY. I GUESS THE ONLY ONE THAT WOULD BE DIFFERENT II. I WENT TO THE UH, JAPAN. AMERICA UH, DFW ANNUAL EVENT, UH, LAST THIS WEEK, AND, UH HAD A COUPLE OF PEOPLE COME UP TO ME AND SPECIFICALLY TALK ABOUT THEIR APPRECIATION FOR WHAT WE DID WITH THE ASIAN FESTIVAL, UH, LAST MONTH, AND, UM, I HAD SOMEBODY THERE FROM THE CHINESE. UH, DFW, THE CHINESE AMERICAN. UH UH. COUNCIL FOR DFW, AND THEY ALSO EXPRESSED THEIR APPRECIATION FOR WHAT WE HAD DONE FOR THERE, AND WE HAD SUPPORTED THAT EVENT. SO, UM, GOOD TO SEE THAT EVEN OUTSIDE OF JUST OUR COMMUNITY BECAUSE IT WAS OVER IN FRISCO. THE APPRECIATION WAS, UH UH. THEY MADE A POINT OF COMING OVER AND SAYING HOW MUCH THEY APPRECIATE OUR SUPPORT. THAT'S IT. THANK YOU. UM MUCH LIKE EVERYONE ELSE. I DIDN'T GET TO MAKE MANY THINGS THAT I'M IN HIGH. SEASON OF A SINGER. SO SHE TRUMPED ME. I WAS SUPPOSED TO GO TO THE TO THE GALA AND SHE DECIDED TO LAST ME.
I NEED A DRESS AND SO I HAD TO GO FIND A PROM DRESS. SO UH, AT THE LAST MINUTE IS A SENIOR YEAR SO COUNTING IT ALL JOY. IT WILL BE OVER SOON. UM WAS ABLE TO ATTEND THE ECL VIEWING AGAIN.
GREAT JOB TO ANDREW AND HIS TEAM IN THE ENTIRE CITY AND STAFF. THERE WAS JUST SO MANY THINGS GOING ON. AND FOR ALL OF US THAT HAD IPHONES THAT DIDN'T GET GOOD IN THOSE THAT HAD AN ANDROID OR SAMSUNG. THEY GOT REALLY GOOD PICTURES. UM, WE ARE JEALOUS OF YOU. REALLY? BUT, UM WE SEE IN THE END OF MORE WE DID. IT WASN'T MCKINNEY BUT A COMMUNITY TYPE THING OVER AT THE WOODSIDE VILLAGE APARTMENTS. WE DID, AND I ALREADY SEE. I TOLD YOU DID WE TALK ABOUT EASTER? UM, I CAN'T KEEP UP. EASTER BUNNY RIGHT HERE . HE HE WAS EASTER BUNNY FOR US. SO THANK YOU AGAIN FOR ALL THE WORK AND ALL THAT WE DO IN THE CITY OF MCKINNEY, I DO HAVE A COUPLE OF SPECIAL ACKNOWLEDGMENTS. WE HAVE A COUPLE OF PEOPLE TURNING 18. WE HAVE CHRIS, WHO WILL BE TURNING 21 MAN, THEY SAY 21, SO YOU'RE LEGAL. CHEERS HAVE, UH, MARCUS THAT WILL HAVE A BIRTHDAY COMING UP IN MAY, WHICH IS MAY 11TH AND I WILL SAY, BECAUSE THIS EVENT WILL COME UP. UH BEFORE WE MEET AGAIN, THE UM R AND B FESTIVAL THAT WILL BE OVER AT TUFTS. IF YOU COME OUT, IT'S GOING TO BE FUN. FOOD, FAMILY ACTIVITIES. UM FOOD TRUCKS AND MUSIC. SO PLEASE COME OUT IF YOU'RE LOOKING FOR SOMETHING TO DO MOTHER'S DAY WEEKEND ON THAT SATURDAY, COME OUT AND PLEASE, UM UH, THAT'S ONE OF OUR, UH, PROMOTIONAL GRANT RECIPIENT, SO PLEASE COME OUT AND SUPPORT MADAM CHAIR, I
[00:20:06]
FORGOT TO SAY AND CONGRATULATED TO YOUR DAUGHTER FOR HER COTILLION, AND THAT WAS THINGS SENIORS ARE HAPPENING. THEY WANT TO PARTICIPATED IN THE COLLIN COUNTY ALUMNI CHAPTER OF DELTA SIGMA THETA SORORITIES. 14 ANNUAL COTILLION BALL, AND WE PRESENTED 31 YOUNG LADIES, UH, THAT RANGE ALL AROUND COLLIN COUNTY, LOTS OF MCKINNEY AND ALLEN AND FRISCO AND SOME IN OTHER AREAS THAT WERE 31 S OR TO 10. LADIES IN WAITING. UM IT WAS A PHENOMENAL EVENT. I'M SO GLAD IT IS OVER. UH BECAUSE AND WHERE SHE WENT, SHE WENT YES. AND SO WITH THE SUPPORT SO MANY PEOPLE IN THE COMMUNITY I LOVE MY COMMUNITY BECAUSE HAD TO RAISE SHE HAD TO DO JOURNAL ADS AND THAT MONEY WILL BE USED IN SCHOLARSHIPS SO SHE WON. MUCH I DIDN'T KNOW I WAS OUT HERE, BEATING HER. LIKE I WAS, BUT SHE WON FOR THE MOST ADS. UM IN THEN YOU'LL GET THOSE FUNDS BACK 50% TO BE USED FOR SCHOLARSHIP, SO AND THEN SHE'LL GET A LITTLE EXTRA FOR WINNING THAT SO LIKE I DON'T KNOW HOW MUCH THE JOURNAL AWARD IS BUT WE WERE REALLY SHOCKED AND EVERYBODY SAID OH, RYAN DID GOOD. NO, NO, RYAN DID NOT HER MAMA DID. MOTHER DID VERY WELL, BUT I DO THINK EVERYBODY IN THE IN THE COMMUNITY THAT SUPPORTED THOSE THAT PRAYED. WANTED TO SUPPORT DIDN'T GET TO. I JUST THANK YOU. I JUST LOVE MY COMMUNITY FOR THE SUPPORT. WE SHOW OUR CHILDREN, SO THANK YOU SO MUCH. UH I WILL NOW GO TO CITY OF MCKINNEY, MR. GRIND. ALL RIGHT. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT. MEMBERS OF THE BOARD. MY NAME IS PAUL GRIMES, CITY MANAGER. A BOARD MEMBER BOOTH HAD TALKED ABOUT. I THOUGHT SHE WAS GOING TO SAY THANK YOU TO STAFF FOR BRINGING THE ECLIPSE. I WAS GONNA SAY, WELL, YOU KNOW, IF YOU THINK VIBES WAS A PROJECT VIBES WAS A TOUGH PROJECT OR YOU THINK OR THE BYRON NELSON COMING UP. LOOK WE ACTUALLY BROUGHT THE ECLIPSE TO MCKINNEY. OUR ENGINEERING FOLKS HAD TO WORK REALLY HARD AT THAT. WHAT WAS THE INCENTIVE PACKAGE OF THIS? YOU DON'T WANT TO KNOW IT WAS COSBY. IT WAS IT WAS DIVINITY.UH, IN ANY EVENT, UH, YES. STAFF DID A TERRIFIC JOB WITH THAT. IT WAS A LOT OF FUN. UH, MEMORABLE FOR I THINK EVERYBODY AND, UH, WE WERE HAPPY TO DO THAT. AND UH, ALL I CAN SAY TO BOARD MEMBER BARNES TILLEY, AS I HEARD ABOUT THE EIGHTIES. IT WAS A RUMOR. I WAS PAST THAT IT WAS PAST THAT TIME. I JUST HEARD ABOUT HIM. SO ANYWAY, READ ABOUT IT. THAT'S RIGHT, ANYWAY, UM, A COUPLE OF THINGS TO SHARE WITH YOU. WE ARE IN THE PROCESS OF RECRUITING RIGHT NOW FOR TWO POSITIONS THAT ARE SOMEWHAT. TANGENTIAL TO WHAT THE COMMUNITY DEVELOPMENT CORPORATION DOES. WE HAVE OUR HOUSING AND COMMUNITY DEVELOPMENT DIRECTOR POSITION CURRENTLY VACANT. WE ARE IN THE PROCESS OF DOING AN EXECUTIVE SEARCH FOR THAT POSITION. THAT POSITION REPORTS TO ASSISTANT CITY MANAGER KIM FLOM SO SHE WILL BE MANAGING THAT PROCESS. AND THEN WE ALSO RECORDING FOR A CODE ENFORCEMENT DIRECTOR. AND THAT'S A TOUGH JOB. IT TAKES A SPECIAL SKILL TO BE GOING AROUND TELLING FOLKS THAT YOU DO NOT VIOLATING CITY CODES, SO THAT IS A GREAT TEAM WE HAVE OVER THERE, AND WE'RE LOOKING FORWARD TO IDENTIFYING OUR NEW LEADERSHIP FOR OUR CODE ENFORCEMENT. KERRY SIMPSON, YOU MIGHT RECALL THE NICE LADY WITH THE BRITISH ACCENT. SHE UH SHE MOVED BACK TO CALIFORNIA. HER HUSBAND WAS PROMOTED TO A CITY MANAGER POSITION IN CALIFORNIA WHERE THEY'RE FROM, SO THEY MOVED BACK THERE AND SHE'S GREATLY MISSED. SHE DID A TERRIFIC JOB FOR US, BUT, UM WE ARE IN THE PROCESS OF FINDING A REPLACEMENT FOR THAT POSITION. WE HAVE, AS YOU KNOW, THERE IS AN ELECTION GOING ON. WE HAVE OUR LOCAL ELECTION ON MAY 4TH EARLY VOTING IS CURRENTLY UNDER WAY. AND SO, UM, WHILE I CAN NOT, OF COURSE, ADVISE ANYBODY HOW TO VOTE, I CAN CERTAINLY ENCOURAGE EVERYBODY TO VOTE AND SPREAD IT SPREAD THE WORD TO EVERYBODY WHO'S ELIGIBLE TO VOTE TO VOTE IF THEY CAN. IT'S THE LOCAL ELECTIONS THAT TOUCH US THE MOST , YOU KNOW, IN SPITE OF ALL THE DRAMA AT THE STATE LEVEL IN THE FEDERAL LEVEL, THE NATIONAL LEVEL IT'S THE LOCAL ELECTIONS THAT REALLY TOUCH OUR LIVES. EVERY DAY. THOSE ARE IMPORTANT VOTES TO HAVE WE HAVE A MAY 28 PRIMARY RUNOFF ELECTION FOR STATE REPRESENTATIVE, UH, AS YOU ALL MAY BE AWARE, ANOTHER PIECE OF INFORMATION TO SHARE WITH YOU AS I SHARED WITH THE OTHER BOARDS. WE HAVE 29 ALL TOGETHER 29 LIQUOR APPLICATIONS, 18 OF WHICH HAVE BEEN APPROVED. THAT DOES NOT MEAN WE HAVE 18 LIQUOR STORES YET, BUT THEY HAVE ALL BEEN APPROVED 18 OF 29 APPLICATIONS, 18 OF WHICH HAVE BEEN APPROVED. THE OTHERS ARE GOING THROUGH THAT PROCESS. BUT CERTAINLY THE LOCAL LIQUOR ELECTION PACKAGE. LIQUOR ELECTION HAS OPENED UP THE GATES FOR FOLKS INTERESTED IN ENTERING INTO THAT BUSINESS. SO, UH AND THEN FINALLY WE HAVE BEEN REAFFIRMED AS ISO CLASS ONE FOR A FIRE DEPARTMENT. ISO RATING. THAT'S UH UM, WHILE THE FIRE
[00:25:04]
DEPARTMENT DRIVES THE PROCESS AND CERTAINLY HAS THE LION'S SHARE OF THE WORK, IT IS A TEAM EFFORT FOR THE CITY, INCLUDING OUR WATER DEPARTMENT BECAUSE THEY HAVE TO GO OUT AND TEST YOUR WATER PRESSURES AROUND THE CITY RANDOMLY AND DETERMINE THAT WE HAVE WATER READILY AVAILABLE.WE WORK WITH OUR IT DEPARTMENT, POLICE DISPATCH AND OTHERS AS THEY PUT TOGETHER AND EVALUATE OR AUDIT US FOR OUR IO RATING. SO WE'VE BEEN REAFFIRMED AS IO ONE. WHY DOES THAT MATTER? BECAUSE IT HELPS WITH YOUR HOMEOWNERS, INSURANCE RATES AND YOUR COMMERCIAL INSURANCE RATES AS WELL, KNOWING THAT WE ARE THE HIGHEST LEVEL OF FIRE SERVICE IN TERMS OF AN ISO RATING. WITH THAT I WILL STAND FOR ANY QUESTIONS. HAVE A QUESTION SINCE WE'VE STARTED, WE PASSED THE LIQUOR LICENSE. HAVE WE STARTED CAPTURING HOW MUCH THAT WHERE YOU KNOW, LIKE. HAS IT MADE TREMENDOUS IMPACT ON REVENUES. IS THAT SALES TAX SALES TAX? I DO BELIEVE SO. WE DO I SEE. I SEE CHANCE WITH A SHEEPISH GRIN. NOT EVEN HIS HEAD. YES I WAS GONNA ASK THE EXACT SAME THING, ACTUALLY. AND I WAS JUST WONDERING IF NEXT MONTH MAYBE YOU COULD TEASE THAT OUT FOR US AND SHOW US THE INCREASE. 18 SEEMS REMARKABLY LOW. I FEEL LIKE THERE ARE ALREADY 18 LIQUOR STORES IN THE CITY OF MCKINNEY. AND IS IT SO? IS IT 1818 APPLICATIONS ON TOP OF THE WHATEVER IS ALREADY OUT THERE? I HAVE THE TOTAL NUMBER OF APPROVALS. TO DATE, AND I SEE 18 HERE THAT HAVE BEEN APPROVED AND THEN I SEE ANOTHER 11 THAT ARE PENDING. SO I CAN THINK OF FOUR BETWEEN 75 AND FIVE THAT ARE ALREADY OPEN. 18. YOU'RE PROBABLY RIGHT. AND THEN WE'VE GOT SOMEONE. EL DORADO. WE'VE GOT SOME ONE OR TWO ON VIRGINIA. YEAH UM, I DON'T. I THINK IT'S PROBABLY 18. I DON'T EVEN KNOW IF WE HAVE 18 OPEN HERE. HAVE BEEN APPROVED. SERIOUS AND THERE WAS AN EXISTING I WALKED STORM MCKINNEY. AND, UM OR ANY BUT THEY SAW WEIRD LINE SO LIKE HOW MANY OF THOSE EXIST AND DO THEY HAVE TO APPLY ALSO FOR ARE THEY IN THAT LIST FOR BEER AND WINE? ONLY BECAUSE I THOUGHT THERE WERE A FEW THAT WERE ALREADY EXISTED IN THE CITY THAT YOU SELL YOUR MIND, BUT THEY WOULD SAY, LIQUOR STORE, SO RIGHT, RIGHT, RIGHT. THEY WANT IF THEY NEED IF THEY WANT TO SELL HARD LIQUOR AS IT WERE, THEY HAVE TO APPLY. THAT IS A DIFFERENT PERMIT LICENSE, SO THEY HAVE TO APPLY FOR THAT CORRECT. OK, I WAS JUST CURIOUS ABOUT THOSE.
OK? SO WE'LL BE LOOKING FOR THAT REPORT. LONG-TERM QUESTION WILL BE HOW MANY LIQUOR STORES ARE SUSTAINABLE. A COMMUNITY AND WELL. YES BUT THERE'S ALSO THERE'S THE MARKET DYNAMICS IN TERMS OF THE HOURS. THEY CAN SELL IT. AND HOW DO YOU MAKE MONEY? IF THAT'S YOU KNOW, IF YOU'RE RELATIVELY SMALL, SOME OF THE SMALL FOLKS WILL PROBABLY HAVE A HARD TIME WILL STRUGGLE.
WE'LL SEE HOW THE MARKET SHAKES OUT AND THE BIG THAT'S WHY OFTENTIMES IT ENDS UP BEING LARGER STORES BECAUSE THEY HAVE THE ECONOMIES OF SCALE THAT THEY CAN. CARRY THE INVENTORY AND EVEN AFTER THE LIMIT OF SELLING HARD LIQUOR, THEY CAN SELL OTHER THINGS. MAKE IT WORK. IT WILL BE INTERESTING TO SEE HOW THAT WORKS. WHAT WE HAVE SEEN HISTORICALLY WITH OTHER COMMUNITIES IS THAT YOU TYPICALLY HAVE A SHAKE OUT AND NARROWS THE NUMBER DOWN, BUT THAT MARKET WILL TAKE CARE OF THAT. THE APPLICATION. DO WE? DO WE KNOW THE NAMES OF IT? DO WE HAVE ANY LARGE? OTHER. LET ME SEE. NEXT ON THE THREE. WE HAVE A SPECS. UH THAT'S APPLIED. IT'S APPLICATION IS PENDING ON HARRY MACKILLOP. WE HAVE A SPECS AT UNIVERSITY. FOSSIL CREEK PENDING TO FOSSIL CREEKS. HM? UM TRYING TO THINK OF SOME OF THE OTHER LARGER ONES. I'M NOT SO SURE THE LINE OR JMG, PERHAPS. WHAT'S A GOODIES? WE DO HAVE A GOODY GOODY ALREADY. NICE OK, PERFECT.
THANK YOU. OK, THANK YOU. IS IN MCKINNEY. GOOD MORNING, MADAM CHAIR, MADAM PRESIDENT, MEMBERS OF THE BOARD. AARON WARNER, EXECUTIVE DIRECTOR AT VISIT MCKINNEY, UH, COMING TO YOUR DAY WITH A LITTLE DIFFERENT PRESENTATION. UH, MOST OF YOU ARE PROBABLY AWARE. MAYBE NOT.
EVERYBODY IN THE AUDIENCE AT MCKINNEY IS A CERTIFIED MUSIC FRIENDLY COMMUNITY BY THE STATE OF TEXAS. UH, OBVIOUSLY, WE HAVE SOME EXCITING PROJECTS THAT HELP PLAY THAT UP. SO TODAY I ACTUALLY COMMISSIONED A SONG FOR MY UPDATE. THAT I'LL PLAY FOR YOU. SO GUYS HAVE EVENTS THAT MAKE THEY FROM SO WEREN'T SELLING PARA S. AND COMES AND. LIPS ON THE CROWN. TO WE FELT

THE RUSH THE STARS AND MOON. ROUND. YES, THEY CAME. IN OUR FAIR CITY IS OLD. STORES RANKINGS ECLIPSED IT BRINGS SILVER TURN TO GOLD. THIS WEEKEND. CELTIC TEAMS AND SO SMART. HE HOLDS A THERE YOU GO. SO I WANTED TO GIVE YOU A LITTLE, UH, QUICK INSIGHT TO THE POWER OF A I AND HOW FAR IT HAS COME ALREADY IN IN OUR WORLD YOU CAN PUT IN A FEW, UM, A QUICK NOTES AND, UH, WHIP OUT A SONG OF ANY GENRE IN A MATTER OF ABOUT THREE MINUTES NOW, AND SO, UM, THAT WAS A LITTLE HIGHLIGHT. THIS IS THE LAST STEP ON MY, UH, SOLAR ECLIPSE TOUR. UM OF, UH OF TALKING ABOUT IT, BUT IT WAS A FANTASTIC EVENT BY BY ALL THAT PARTICIPATED, AND, UM, SPRING KIND OF USHERS IN THE BUSY SEASON FOR VISIT MCKINNEY FROM STANDPOINT, THIS IS WHEN THE HOTELS START REALLY FILLING UP. UM IT'S EVERYTHING FROM WEDDING SPORT SPORTING EVENTS AND THEN ALL THE FANTASTIC EVENTS AND FESTIVALS THAT TAKE PLACE, SO WE'RE WE'RE GEARING UP FOR THAT SEASON AND READY TO GO. UM ON THE HOTEL PIECE THAT WE SEE IN THE, UH YOU KNOW, PEOPLE SAY, OH, PEOPLE ARE COMING HERE AND THEY, YOU KNOW, INCREASE IN HOTEL RATES THAT WE SEE ANY OF THAT HERE FOR THE SOLAR ECLIPSE. WE HAVE NOT RECEIVED OUR REPORT FOR THAT YET THAT MONTH. UM I GUARANTEE YES, WE WILL, UM, BECAUSE WE TALKED TO THE HOTELS AND THEY WERE FULL AND AVERAGE DAILY RATES WERE HIGHER. UM THEY THEY WEREN'T LIKE DOWN IN THE HILL COUNTRY. THERE WERE SOME THAT MEN LIKE 300% HIGHER AND WE'RE DOING LIKE FOUR NIGHT MINIMUMS. IT IT WASN'T LIKE THAT HERE. UM BUT THAT WE DID SEE RATES. UM, WELL OVER $200 AT SOME OF OUR SELECT SERVICE PROPERTIES, AND THAT'S NOT A NORMAL RATE THERE. SO YEAH. I JUST WANNA MAKE ONE UM A POST ON OFFICIAL. SOMEBODY WAS LOOKING IF YOU EVER WANTED UM IT WAS POSTING FOR WHERE TO GO TO GET GLASSES. AND I MEAN TELL YOU 75% OF THE POST WAS PHYSICAL. AND GO DOWNTOWN AND THEN YOU CAN BUY ME. SO WHATEVER Y'ALL DID WORKED BECAUSE THESE MOMS WERE CRAZY ABOUT. YOU KNOW, THIS WAS ONE AMAZON TO EVERY 10 POST ABOUT GO DOWNTOWN. YEAH, THAT WAS GREAT. WELL, THAT'S FANTASTIC. II I TOLD A FEW PEOPLE. I THINK IF ANYONE IS WILLING TO PUT THEIR SHIRT ON EBAY YOU CAN DOUBLE OR TRIPLE YOUR INVESTMENT BECAUSE WE STILL HAVE PEOPLE COMING IN ASKING FOR THEIR INSURANCE. SO GIVE IT A TRY SOMEBODY. THANK YOU. THANK YOU. C, MR COUNTS. GOOD MORNING, MICHAEL KOWSKI, PRESIDENT OF THE MCKINNEY ECONOMIC DEVELOPMENT CORPORATION . HOW DO YOU FOLLOW A SONG? SO RYAN MY GUITAR? YOU CAN I RECOMMEND GOING TO A I EVERY EVERY MONTH AND BRING IT TO SONG, PLEASE. THAT'S TOUGH. UH YOU KNOW, I'LL SPEAK LATER ON TODAY ABOUT THE NOTES LIVE PROJECT. I JUST WANT TO SAY SOMETHING SPECIFIC TO HOTELS. GUESS WHAT PHONE CALL. I GET THE MOST NOW FROM PEOPLE IN THE INDUSTRY. HOW DO WE GET MORE HOTELS IN THE CITY OF MCKINNEY? SO I SUSPECT BASED UPON THAT ENERGY, WE WILL SEE MORE HOTEL INTEREST IN MCKINNEY TO ACCOMMODATE THAT USE AND BEYOND, AS MR WARNER WILL TELL. OUR HOTELS ARE NEARING OCCUPANCY ALREADY DURING THE SUMMERTIME AND THE SLIGHT AMPHITHEATER CERTAINLY WILL PUT THAT OVER AND BEYOND THAT, UH, I HAD THE PLEASURE OF SPEAKING AT A COUPLE OF EVENTS RECENTLY. FIRST AND FOREMOST, THE NET EVENT EVENT IS IN NORTH TEXAS, UH, COMMERCIAL ASSOCIATION OF REALTORS. I SHARE THE, UH, IN THE PANEL WITH THE PRESIDENT OF THE ED CS FROM PLANO. I'M SORRY FROM ALLEN AND FRISCO, AND WE ALL SHOWED CERTAIN PROJECTS. I WILL SAY MCKINNEY'S PROJECTS REALLY SHINE BRIGHT. WE DISPLAYED THE NOTES LIVE PROJECT. UH, THE COTTON MILL. HERE TODAY, OF COURSE AND DOWNTOWN MCKINNEY AND THE FEEDBACK IN THE ROOM. THERE'S PROBABLY 300 PEOPLE IN THE ROOM AFTERWARDS, WAS I IT'S MCKINNEY'S TIME TO SHINE. AND IT IS REALLY COMING TOGETHER. SO KUDOS TO YOU AND THIS BOARD FOR ALL YOUR HELP MAKING THAT HAPPEN. I ALSO SPOKE AT AN EVENT THIS PAST SATURDAY CALLED THE BOOK I OWE CONVENTION OR BOOK IOK. AT THE COTTON MILL BOOK. WHAT BROUGHT YOU TO MCKINNEY TO DO HOW YOU'RE GONNA BE BETTER THAN KOWSKI. NOT POSSIBLE. I DON'T THINK THAT'S POSSIBLE. BUT I WILL DO MY BEST. I'M I HAVE OVER 25 YEARS OF EXPERIENCE. I STARTED AT 16 AS A LIFEGUARD. I GRADUATED FROM THE UNIVERSITY OF NORTH TEXAS IN RECREATION AND LEISURE STUDIES IN THE LATE NINETIES. I THINK WAS SIGNIFICANT AND THE REPORT WAS OUTSTANDING. THE COTTON MILL TEAM SUBMITTED, UM SOME GREAT IMAGES OF THE SIGN THAT M CDC FUNDED ON THE COTTON MILL LOOKS REALLY NICE. AND I THINK THAT, UM HAVING THE ABILITY TO CHANGE THE COLORS AROUND THE PERIMETER OF THE SIGN MAKES IT SOMETHING REALLY SPECIAL. SEVERAL EVENTS HAVE BEEN MENTIONED SO FAR. EMPTY BOWLS TONIGHT. UM OF COURSE, THE BYRON NELSON STARTING NEXT THURSDAY. UM BUT BEFORE THAT MAN GATE LIVE IS THIS SATURDAY AT TUFTS APRIL 27TH MILLHOUSE MAKERS MARKET COMES UP ON MAY 11TH AND THEN ANGIE MENTIONED R AND B FESTIVAL IN MCKINNEY PHILHARMONIC ORCHESTRA IS IN MAY AS WELL MAY 25TH AT BOYNE HIGH SCHOOL. THE UM WE WORK WITH THE RETAIL COACH AND THE MAIN STREET TEAM TO TRACK UH, VISITORS TO VARIOUS EVENTS, AND ONE OF THE THINGS THAT WE STARTED TRACKING SEVERAL YEARS AGO WAS, UM VISITORS TO DOWNTOWN MCKINNEY ON AN ANNUAL BASIS TO THE DOWNTOWN CULTURAL DISTRICT, AND WE JUST RECEIVED AN UPDATED REPORT ACTUALLY THIS MORNING FROM THEM. 5.1 MILLION VISITORS CAME TO OUR DOWNTOWN AREA. UM DURING 2023, WHICH WAS AN INCREASE OVER THE PREVIOUS YEAR, SO PRETTY AMAZING AND IMPRESSIVE NUMBERS. AND THEN THE LAST THING I'LL MENTION MAY 1ST WILL OPEN OUR FINAL. UM PROMOTIONAL GRANT APPLICATION PERIOD. NOTICE WILL GO OUT THAT DAY. WE HAVE WITH CARRY OVER[00:50:03]

THAT'S ALL I HAVE. I'M HAPPY TO STAND FOR ANY QUESTIONS. ANY QUESTIONS FOR MADAM CHAIR. I DON'T HAVE A QUESTION, BUT I'D LIKE A MULLIGAN ON MY, UM BOARD MEMBER REPORT. I APOLOGIZE. THIS GIVES OPPORTUNITIES FOR CITIZENS TO ENGAGE WITH THEIR POLICE AND FIRE DEPARTMENTS. AND I. I AM VERY IMPRESSED THAT THERE ARE SO MANY CITIZENS INTERESTED IN DOING THAT. I'M GRATEFUL TO THE DEPARTMENTS FOR PUTTING IT ON.UM I WILL SAY, THOUGH, THAT THE FIREMEN LET US DO A LOT OF STUFF THAT I'M AMAZED THEY LET US DO, UM, LIKE, CLIMB THE LADDER OF THE 100 FT TALL TRUCK AND GO THROUGH THEIR, UM, CONFINED SPACE MAZES AND LIKE RIGHT ALONG IN A FIRE TRUCK, AND, UM, WE'RE GONNA GET TO PUT OUT A CAR FIRE NEXT WEEKEND. [Conduct a Public Hearing and Consider/Discuss/Act on an Amendment to Project # 4B 23-11 Submitted by Heritage Guild of Collin County to Reallocate Funding for the Purpose of Drainage Remediation and Structural Reconstruction Necessary for Successful Repair of Original Project Elements Including Porches, Stairs and Ramps at Chestnut Square Historical Village.]
PUBLIC HEARING AND CONSIDER DISCUSS ACT ON AN AMENDMENT TO PROJECT FOUR B 23-11 SUBMITTED BY THE HERITAGE GUILD OF COLLIN COUNTY TO RELOCATE FUNDING FOR THE PURPOSE OF DRAINAGE, REMEDIATION AND STRUCTURAL RECONSTRUCTION NECESSARY FOR THE SUCCESSFUL REPAIR OF AN ORIGINAL PROJECT. ELEMENTS INCLUDE PORCHES, STAIRS AND RAMPS AT CHESTNUT SQUARE HISTORICAL VILLAGE. THIS IS A PUBLIC HEARING. ARE THERE ANY IS ANYONE HERE? PANELS HERE TO PRESENT THE INFORMATION. THANK YOU SO MUCH, MADAM. CHAIR AND BOARD. MY NAME IS DIANA STONE. I AM THE NEW EXECUTIVE DIRECTOR FOR CHESTNUT SQUARE AND WITH THE GRACIOUS GRANT THAT WAS APPROVED. LAST YEAR, WE DISCOVERED A TREMENDOUS DRAINAGE ISSUE THAT WAS CONTRIBUTING TO THE PROBLEM. WE WOULD LIKE TO REALLOCATE SOME OF THOSE FUNDS THAT WERE DESIGNED FOR THE STRUCTURAL REPAIR TO BE ALLOCATED TO THE DRAINAGE CONCERN. AGAIN THIS IS A PUBLIC HEARING. ARE THERE ANY IS ANYONE HERE TO SPEAK TO THIS PUBLIC? YOU'RE AN ITEM. BOARD DISCUSSION. HOW MUCH MONEY ARE YOU GOING TO NEED TO REALLOCATE FOR THIS PROJECT ABOUT 4500? AND THEN THAT'S NOT GONNA THAT'S NOT GONNA IMPACT THE REST OF THE PROJECT. NO, WE DISCOVERED THAT AND SO WE WANTED TO SUGGEST POSSIBLY THAT THOSE FUNDS THAT WERE ALLOCATED BE ALLOWED FOR THE DRAINAGE PROBLEM. IN ADDITION TO THE STRUCTURAL AMPING OF THE RAMP AS WELL AS THE PORCHES. SO THE 4500 THAT YOU'RE THAT YOU ARE REQUESTING TO MOVE. IS NOT GOING TO BE DONE NOT GOING TO BE ON SOME OTHER PART OF THE PROJECT, OR ARE YOU REPLACING THOSE FUNDS WITH YOUR OWN OR CORRECT? OK, GET IT BACK CONCERNED THAT YOU GUYS CAME TO US FOR A CERTAIN AMOUNT OF MONEY THAT YOU NEEDED FOR THE PROJECT, AND NOW YOU WANT TO REALLOCATE. SO I WAS MAKING SURE THAT NOT GONNA AFFECT THE PROJECT. IT'S NOT AFFECTING THE PROJECT. WE HAVE CARRIED OUT ALREADY SEVERAL OF THE RAMPS TO BE REPAIRED. THE FARRIS HOUSE HAS BEEN DONE. UM AS WELL AS THE CHAPEL RAMP. I'M THE CHAPEL PORCH HAS BEEN COMPLETED, WHICH WAS NOT AFFECTED BY THE DRAINAGE PROBLEM. IT WAS THE RAMP. OF THE CHAPEL THAT WAS AFFECTED BY THE DRAINAGE. WE HAVE A LOT OF WORK TO DO SO IT'S MOVING AROUND THE PRIORITIES AND THAT BEING THE FIRST PRIORITY I GET A MOTION TO CLOSE THE PUBLIC HEARING. OUR JOY. TAKEN BY MAYOR THANK YOU. THE BOARD IS READY. CAN I GET A MOTION TO APPROVE THIS ITEM? OUR[00:55:05]
MOTION TO APPROVE THE ITEM. APPROVED BY CHRIS I'LL 2ND 2ND MY DAVID.MM. YES. MOTION PASSES. THANK YOU. NEXT ITEM, 24-1476 CONSIDER DISCUSS ACT ON THE REQUEST FROM
[Consider/Discuss/Act on a Request from T & I Bakery to Extend the Term of the Loan Agreement Executed with McKinney Community Development Corporation for Project RI 23-05 to October 31, 2024.]
THE T AND I BAKERY TO EXTEND THE TERM OF THE LOAN AGREEMENT EXTENDED WITH MCKINNEY COMMUNITY DEVELOPMENT CORPORATION FOR PROJECT R. I 23-05 TO OCTOBER 31ST 2024. GOOD MORNING, MADAM CHAIR. GOOD MORNING, MADAM PRESIDENT BOARD. UH, WE HAD A LOT OF ISSUES DEALING WITH ENCORE UPGRADING THE ELECTRIC IN THE BUILDING. UH, ONE OF THEIR SUGGESTIONS WAS WE SHUT DOWN POWER TO THAT SIDE OF THE SQUARE FOR 2 TO 4 DAYS. WE TOLD HIM THAT WASN'T ACCEPTABLE. WE FINALLY HAD OUR ELECTRICIAN ABLE TO WORK THE ISSUE OUT. THEY'RE ACTUALLY WORKING TODAY.HOPEFULLY WE'LL HAVE THE ELECTRICAL ISSUES FINISHED. BUT THE GRANT THAT YOU GAVE US FOR UPGRADING THE EXTERIOR ELECTRICAL HAS BEEN POSTPONED THIS ENTIRE TIME AS WE'VE BEEN DEALING WITH ENCORE SO WE WOULD APPRECIATE AN EXTENSION. WE WILL BE ABLE TO FINISH THIS PROJECT, HOPEFULLY IN THE NEXT SEVEN DAYS. AND I WILL STAND FOR ANY QUESTIONS. ARE THERE ANY QUESTIONS? BUT I A. YES MA'AM, YOU BET. BUT YOU'RE SAYING THAT THE ELECTRICAL IS TO BE TAKEN CARE OF IN THE NEXT SEVEN DAYS AND THEN YOU'RE GONNA NEED UNTIL OCTOBER TO GET IT OPEN. WELL IT HAD EXPIRED. AND MY UNDERSTANDING WAS THAT THIS WASN'T UH, THE FUNDS WOULDN'T BE AVAILABLE UNTIL WE RECEIVED OUR CEO AND SO TAKING INTO ACCOUNT THAT WE WEREN'T ABLE TO DO ANY OTHER WORK UNTIL ALL THE ELECTRIC WAS FINISHED. THAT'S WHY WE'RE NEEDING THE ADDITIONAL TIME. YES, SIR. WHEN YOU ANTICIPATE OPENING THAT'S A GREAT QUESTION. UM, HOPEFULLY 6 TO 8 WEEKS. PERFECT. THANKS. YES, SIR. ANY OTHER BOARD DISCUSSION. CAN I GET A MOTION TO APPROVE THIS ITEM? SO SECOND MOVED BY MARCUS SECOND BY CHRIS. MOTION PASSES. THANK YOU. NEXT
[Consider/Discuss/Act on a Request from Lelo’s Coffee Co. to Extend the Term of the Loan Agreement Executed with McKinney Community Development Corporation for Project RI 23-01 to March 23, 2025.]
ITEM. 24 1477. DISCUSS ACT ON A REQUEST FROM LEO'S COFFEE TO EXTEND THE TERM OF THE LOAN AGREEMENT EXECUTED WITH MCKINNEY COMMUNITY DEVELOPMENT CORPORATION. PROJECT ARE I 23-01 TO MARCH 23RD 2025. NO UM MADAM CHAIR MEMBERS OF THE BOARD THE REQUEST FROM LILO'S REALLY IS PRIMARILY A RESULT OF LIMITED OR TO NO ACCESS TO THE TUB SITE UNTIL THEY GOT THEIR TC IN FEBRUARY, SO THAT PROCESS IS MOVING FORWARD, AND THEY ARE REQUESTING A ONEYEAR EXTENSION ON THE GRANT THAT WAS APPROVED LAST MARCH. MARCH OF 23. NEW BOARD DISCUSSION. I. AND I HAVE A MOTION TO APPROVE THIS ITEM. MARY. 2ND 2ND BY CHRIS. MOTION PASSES. THANK YOU. NOW. TODAY, WE WILL HEAR PRESENTATIONS FROM SEVEN PROJECT GRANT APPLICANTS AS A REMINDER EACH APPLICANT WILL HAVE FIVE MINUTES TO PRESENT WHICH WILL BE ALLOWED, UH BE FOLLOWED BY THE TIME FOR QUESTIONS AND ANSWERS AND ANY DISCUSSION. UM SO THEY'LL, IT'LL BE A CLOCK THAT GOES UP AND JUST KIND OF BE MINDFUL, UH, AS THE CLOCK IS TICKING DOWN. THE FIRST ITEM WE HAVE IS 24-1478 CONDUCT[Conduct a Public Hearing and Consider/Discuss/Act on a Project Grant Application (4B 24-02) Submitted by The City of McKinney in the Amount of Three Million Six Hundred Seven Thousand Thirty and NO/100 Dollars ($3,607,030.00) for the Planning and Design of Eastside Airport Improvements at McKinney National Airport, 1508 Industrial Blvd, McKinney, TX 75069.]
A PUBLIC HEARING, CONSIDER DISCUSSED ACT ON PROJECT GRANT APPLICATION. FOUR B 24-02 SUBMITTED BY THE CITY OF MCKINNEY AND THE AMOUNT OF $3,000,607 AND $39,030 FOR THE PLANNING AND DESIGN OF THE EAST SIDE AIRPORT IMPROVEMENTS AT MCKINNEY NATIONAL AIRPORT 1508 INDUSTRIAL BOULEVARD MCKINNEY, TEXAS, 75069. THE SHOW. SORRY. GOOD MORNING. MADAM CHAIR[01:00:11]
MEMBERS OF THE BOARD FILIBUSTER A LITTLE WHILE WE GET THE PRESENTATION, THAT'S OK. DON'T HAVE NO PRESENTATION. NO YEAH, WE CAN GO BACK TO THE ONE THAT'S ATTACHED TO THE AGENDA IF WE NEED TO. THERE'S APPEARS TO BE SOMETHING WRONG WITH THE ONE I GAVE YOU THIS MORNING. THERE WE GO. BECAUSE. IT'S OK. WE'LL GO WITH IT. YEAH SO THIS IS THE REQUEST ON THE EAST SIDE DEVELOPMENT PROJECT THAT WE'VE BEEN TALKING TO THE CITY COUNCIL ABOUT RECENTLY AND GO AHEAD AND GO TO THE NEXT SLIDE. I ADDED A COUPLE OF EXTRA SLIDES FROM THE ONE THAT WAS ATTACHED. UH I ALWAYS USE THIS ONE TO KICK OFF THE PRESENTATIONS ON THE AIRPORT . THIS IS THE CITY COUNCIL GOALS AND STRATEGIES AND SPECIFICALLY MAXIMIZE DEVELOPMENT OF MCKINNEY NATIONAL AIRPORT IS A GOAL OF THE CITY, ONE OF THE SIX PILLARS OF THE STRATEGIC PLAN. UH, THEY GIVE US OBJECTIVES AND ASK US TO TRY TO ACHIEVE THOSE DURING THE FISCAL YEAR AND THIS PAST YEAR WE HAD GOAL THREE A, WHICH WAS IMPLEMENT INITIATIVES AND STRATEGIES, INCLUDING PUBLIC PRIVATE PARTNERSHIPS TO ATTRACT AND EXPAND CORPORATE AND COMMERCIAL AVIATION, INCLUDING VIABILITY OF PASSENGER SERVICE.THESE WERE DEVELOPED BEFORE THE BOND ELECTION LAST YEAR. AND SO THE LAST BULLET POINT HERE, WHICH IS COMPLETELY SCHEMATIC DESIGN SELECT CONSTRUCTION MANAGER AT RISK AND BEGIN CONSTRUCTION OF THE COMMERCIAL PASSENGER TERMINAL FACILITIES. THAT IS ONE OF THE LISTS THAT WE HAVE NOT BEEN ABLE TO ACHIEVE ALL THE OTHERS, THE GENERAL AVIATION INSPECTION STATION IS UNDER CONSTRUCTION. THE 40,000 SQUARE FOOT HANGAR IS PART OF THAT SAME PROJECT. THE NORTH PORTION OF THE RUNWAY IS KICKING OFF SHORTLY AND THEN, UH, THE TAXI LANE ALPHA BETWEEN B TWO AND B. FOUR IS UNDERWAY AS WELL. WE ARE MOVING FORWARD WITH THOSE GOALS THAT THE COUNCIL SET FORWARD IN TODAY'S PRESENTATION IS ACHIEVING THE NEXT STEP. THE NEXT SLIDE, PLEASE. ACTUALLY GO AHEAD AND GO TO THE NEXT ONE. SINCE I AM LITTLE BEHIND HERE, BUT I ADDED A COUPLE OF SLIDES TO TALK ABOUT THE VALUE OF THE AIRPORT TO THE COMMUNITY AND ONE OF THE GREATEST VALUES IT OFFERS TO THE COMMUNITY IS THE COLLECTION OF BUSINESS, PERSONAL PROPERTY TAXES, SO BEING INTER TO REAL PROPERTY TAXES, SO THAT THE LAND WHICH MOST IS TAX EXEMPT, BECAUSE IT'S OWNED BY THE CITY, BUT ALSO THE PRIVATELY OWNED BUILDINGS ON SITE THOSE DOLLARS GO TO THE TOURS. HOWEVER BUSINESS PERSONAL PROPERTY TAXES ARE COLLECTED BY THE CITY AND THEY GO TO THE GENERAL FUND. SO IN 2023. THE APPRAISAL DISTRICT DETERMINED THERE TO BE OVER 186 MILLION OF BUSINESS, PERSONAL PROPERTY TAXES AT OR BUSINESS PERSONAL PROPERTY TO BE TAXED AT THE AIRPORT. THOSE AIRCRAFT AND OTHER BUSINESS AND PERSONAL PROPERTY ITEMS, THOSE PAID TAXES EQUIVALENT TO 400 SINGLE FAMILY HOMES HERE IN MCKINNEY, SO THAT'S ONE OF THE BIG BENEFITS. SEVERAL OF THE AIRCRAFT 39 ARE WORTH OVER A MILLION DOLLARS EACH. AND THEN, UH, THE SINGLE MOST VALUABLE AIRCRAFT AT THE AIRPORT IN 2023 PAID THE EQUIVALENT OF 35 SINGLE FAMILY HOMES IN TEXAS. SO AS WE BUILD FACILITIES AT THE AIRPORT, AND WE BRING IN BUSINESS AIRCRAFT, THOSE ARE THE TAX DOLLARS THAT GO TO THE GENERAL FUND. AND FUND GOVERNMENT OPERATIONS FOR THE CITY NEXT TIME. UH NOT ONLY THAT , BUT THEY ALSO FUND OUR OTHER TAXING ENTITIES MID RECEIVES THE LION'S SHARE OF THE TAXES COLLECTED AT THE AIRPORT, BUT ALSO THE COUNTY AND THE COMMUNITY COLLEGE. NEXT SLIDE, PLEASE. UH, ECONOMIC OUTPUT. THIS IS A STUDIED COMPLETED IN 2017 PUBLISHED IN 2018. IT SHOWS THAT THE TOTAL ECONOMIC OUTPUT OF MCKINNEY NATIONAL AIRPORT IS $212.7 MILLION CREATED 993 JOBS AND PAYROLL OF OVER $64 MILLION. THESE ARE SOME OF THE BENEFITS OF THE AIRPORT. AS WE LOOK AT ITS VALUE. WE HAVE COMMISSIONED A NEW ECONOMIC IMPACT STUDY. SO WE WOULD UPDATE THESE NUMBERS AND WE SHOULD HAVE THOSE RESULTS LATER THIS YEAR. ALL RIGHT, WE WILL GO QUICKLY HERE NEXT S.
KEEP GOING. SO THE ISSUE AT HAND IS AS WE ARE SEEING SUCCESS ON THE WEST SIDE OF THE AIRPORT, WHERE ALL OF OUR DEVELOPMENT IS CURRENTLY HAPPENING. WE ARE RUNNING OUT OF LAND WE CURRENTLY HAVE ABOUT 11 ACRES THAT'S NOT SPOKEN FOR, AND WE WANT TO MAKE SURE WE HAVE THE PLANS IN PLACE FOR THE NEXT PHASE OF THE PROPERTY, WHICH HAPPENS ON THE OPPOSITE SIDE OF THE RUNWAY. THE CITY PURCHASE 190 ACRES OF WHICH 123 IS READILY AVAILABLE FOR THE AIRPORT TO DEVELOP. THE PROBLEM IS INFRASTRUCTURE. WE DON'T HAVE THE TAXIWAYS, RAMP SPACES INFRASTRUCTURE NECESSARY TO
[01:05:04]
OFFER THAT FOR DEVELOPMENT OPPORTUNITIES. COUPLE OPTIONS COULD BE GENERAL AVIATION NEXT SLIDE COULD BE COMMERCIAL AVIATION, AS WE HAVE TALKED ABOUT OVER THE PAST SEVERAL YEARS COULD BE DIFFERENT OPTIONS FOR THE EAST SIDE TO BE EITHER WHAT WAS PLANNED PREVIOUSLY, WHICH IS THE BLUE BOX AND PARKING LOTS. UH OR IT COULD BE THE MAROON BOXES, WHICH IS WHAT WE'RE LOOKING AT, UM, DEVELOPING THAT CONCEPT NOW, WHICH IS A PHASE ONE OR PROOF OF CONCEPT TERMINAL, WHICH WOULD BE FAR CHEAPER TO DEVELOP. UH, BUT MOST LIKELY IT WOULD BE SOME COMBINATION OF THE TWO AND SO WE ARE ASKING FOR DESIGN FUNDS CURRENTLY TO PLAN WHAT THE EAST SIDE IS GOING TO LOOK LIKE, BUT ALSO TO DEVELOP THE CONSTRUCTION DOCUMENTS. SO WE WILL BE SHOVEL READY IF WE HAVE OPPORTUNITIES WHETHER IT BE COMMERCIAL AIR SERVICE. OR GENERAL AVIATION OPPORTUNITIES. WE WOULD BE ABLE TO DEVELOP THOSE FORTHRIGHT, SO WITH THAT I'LL STAND FOR ANY QUESTIONS. THIS IS A PUBLIC HEARING. ARE THERE ANY ANYONE HERE TO SPEAK TO THIS AGENDA ITEM PUBLIC HEARING AGENDA ITEM? DISCUSSION. ANY QUESTIONS FOR BEARING I KNOW YOU WENT TRUNCATED A COUPLE OF SLIDES, BUT I THINK THE LAST SLIDE MIGHT BE WORTH SHOWING. WHICH WAS THE USE OF THE WEST. HERE WE GO. THIS IS THE GRANT REQUEST SPECIFICALLY. OVERALL THE ENGINEERING AND PLANNING COSTS ARE 5.3 JUST UNDER $5.4 MILLION STATE STATUTE LIMITS THE ABILITY OF BOTH THE C AND CDC TO FUND CERTAIN INFRASTRUCTURE PROJECTS SPECIFICALLY AT AIRPORTS. THAT IS THE REASON FOR THE BREAKOUT BETWEEN THE TWO AMOUNTS. THE DC WILL BE FUNDING DESIGN AND PLANNING OF ROADWAYS, PARKING AND INFRASTRUCTURE, UNDERGROUND INFRASTRUCTURE, AND WE ARE ASKING FOR A GRANT FROM THE CDC TO FIND IMPROVEMENTS SUCH AS TAX AWAYS, APRONS AND AIRPORT FACILITIES, WHICH COULD BE HANGARS TERMINALS AT THOSE TYPES OF OPPORTUNITIES ON THE EAST SIDE. SO JUST TO BE CLEAR. THIS IS FOR PLANNING AND DESIGN ONLY. THERE'S NO CONSTRUCTION COMING OUT OF THIS, SO WE HAD TALKED PREVIOUSLY ABOUT HAVING SOME DOLLARS TO START CONSTRUCTION.WE WANTED TO ONLY TAKE THIS DESIGN STEP AT THIS TIME. FRANKLY WE DO NOT KNOW EXACTLY WHAT THE DESIGN IS GOING TO GIVE US. WE HAVE SOME CONCEPTS THAT WE HAVE KICKED AROUND. ONCE WE HAVE THE DESIGN READY, AND WE HAVE DOCUMENTATION AND CONSTRUCTION DOCUMENTS READY FOR CONSTRUCTION. WE WILL HAVE TO DETERMINE HOW TO FUND THE CONSTRUCTION AS NEXT STEP OCCURS AND YOUR REQUEST TO DC 1.7 MILLION. WAS THAT MADE TO THEM THIS WEEK AT THEIR MEETING OR IS THAT THEY GRANTED THAT REQUEST THERE BE WAS LAST WEEK. ACTUALLY, THEY OK, THEY GRANTED THAT REQUEST LETTER. UM AND THEN ASSUMING APPROVAL FROM THIS BOARD. WHAT IS THE TIMELINE? FOR BOTH THE DESIGN. HOW LONG WILL THAT TAKE? AND THEN WHEN YOU RECEIVE THAT DESIGN WHAT'S THE TIMELINE BEYOND THAT? IS THERE GOING TO BE ANY MOVEMENT ON ANYTHING OTHER THAN DESIGN UNTIL DESIGN IS COMPLETED? THE FIRST PART OF YOUR QUESTION ON TIMELINE, SO WE ARE LOOKING TO HAVE VARIOUS COMPONENTS OF THIS HAVE DIFFERENT TIMELINES. WE ARE LOOKING TO HAVE ALL OF THE INFRASTRUCTURE DESIGNED AND READY FOR CONSTRUCTION BY PROBABLY THIS TIME NEXT YEAR, SO ABOUT 12 MONTH PERIOD, SOME OF THEM WOULD BE MUCH QUICKER THAN THAT. BUT OTHER PARTS ARE MORE COMPLICATED AND TAKE A LITTLE MORE EFFORT. THE SECRETARY QUESTION ON OTHER THINGS THAT ARE ONGOING. CURRENTLY THE FEDERAL GOVERNMENT HAS SEVERAL GRAND OPPORTUNITIES FOR DEVELOPMENT OF AIRPORT INFRASTRUCTURE AT NATIONAL AIRPORTS, SO AS WE ARE GOING FORWARD WITH THE DESIGN AND HASHING OUT WHAT IT IS GOING TO LOOK LIKE WE'RE GOING TO BE MAKING APPLICATIONS FOR GRANT PROGRAMS. IN FACT, WE ARE LOOKING CURRENTLY TO A GRANT FOR 714.01 MILLION DOLLARS IMPROVEMENT CONSTRUCTION COSTS.
SO WE WOULD BE MOVING FORWARD WITH THAT. WE'RE ALSO INVESTIGATING OTHER FUNDING RESOURCES FROM THE FEDERAL GOVERNMENT. SPECIFICALLY THE TIA LOAN PROGRAM AND WE WILL BE REPORTING BACK TO THE COUNCIL AND TO THE TWO IN BOARDS ON THE, UH PROGRESS OF THAT AS WELL.
THAT'S A LOW INTEREST LOAN PROGRAM THAT THE GOVERNMENT OFFERS FOR VARIOUS TRANSPORTATION IMPROVEMENTS. THEY JUST ADDED AIRPORT IMPROVEMENTS TO THAT LOAN PROGRAM, AND IT WOULD BE ADVANTAGEOUS FOR THE CITY TO TAKE IT. TAKE THAT PROGRAM AND RUN WITH IT, UH, GIVEN THAT THE INTEREST RATES ARE ABOUT HALF OF WHAT WE WOULD BE PAYING FOR ANY OTHER TYPE OF DEBT ISSUANCE. IN THESE PROJECTS HAVE TO BE COMPLETED. TO KEEP THE AIRPORT MOVING FORWARD BECAUSE I KNOW EVERY TIME WE ON THE AVIATION SIDE EVERY TIME WE BUILD NEW

HANGERS OR WHATEVER. I MEAN, I KNOW WE GET RID OF IMMEDIATELY OR WHATEVER. SO THESE KIND OF IMPROVEMENTS HAVE TO BE DONE JUST TO KEEP THE AIRPORT RUNNING. SO WE WANT IT. YEAH, LIKE I SHOWED QUICKLY ON THE ONE SIDE AS PROJECTS THAT ARE CURRENTLY IN THE WORKS ARE BUILDING OUT PROPERTY WE WILL HAVE ABOUT 11 ACRES OF PROPERTY AVAILABLE ON THE WEST SIDE.THOSE PROPERTIES, SPECIFICALLY THE VERY SOUTHERNMOST PROPERTY ARE NOT CURRENTLY, UH, ACCESSIBLE WITH INFRASTRUCTURE. UM BUT IF WE HAD A LARGE PROJECT COME THROUGH, MAYBE A CORPORATE FLIGHT DEPARTMENT THAT NEEDED YOU KNOW, 80,000 SQUARE FEET OF HANGAR SPACE. WE WOULD HAVE TO TELL THEM WELL, WE CAN WE CAN ACCOMMODATE YOU. BUT FIRST WE HAVE TO GO THROUGH A YEAR OF DESIGN WORK. WE HAVE TO FUND THE PROJECT AND THEN WE CAN CONSTRUCT IT AT THAT POINT, THEY THEY TYPICALLY IN OUR HISTORY HAVE GONE TO ALLIANCE AIRPORT WHO ARE COMPETING WITH FOR THAT BUSINESS. WHO HAVE READILY DEVELOPABLE SITES. SO TO ANSWER YOUR QUESTION, DEVELOPMENT OF THE EAST SIDE IS IMPORTANT FOR US TO CONTINUE THE GROWTH OF THE AIRPORT SPECIFICALLY FOR THAT NEXT CORPORATE ENTITY THAT'S GONNA COME IN. LOOKING FOR A SITE. AND THOSE CORPORATIONS WHO POSSIBLY WILL COME HERE. IN. THEY DON'T LIVE IN BIKINI WHEN THEY BRING THEIR PLANES HERE AND DO MAINTENANCE AND FUEL AND ALL THAT WE COLLECT TAX DOLLARS AND ALL THAT'S CORRECT SPECIFICALLY ON BUSINESS AIRCRAFT. WE COLLECT TAX DOLLARS THEIR TAX JUST THE SAME THAT OUR PERSONAL HOMES ARE TAXED AT THE SAME RATES. UH, AND THOSE DOLLARS ARE COLLECTED FOR THE GENERAL FUND. SO THAT'S THAT'S GREAT FOR US FOR THE AIRPORT. SPECIFICALLY THEY ALSO BUY A LOT OF FUEL AND AVIATION SERVICES. THOSE DOLLARS ARE COLLECTED AND GO TO OFFSET THE OPERATION EXPENSE OF THE AIRPORT . AND THAT'S HOW WE'RE ABLE TO CURRENTLY RUN AT A SELF FUNDED OPERATIONS BUDGET AS WE GROW. WE WANT TO KEEP GROWING THOSE REVENUES AS WELL. VERY, UH I'D LIKE FOR YOU TO GO INTO JUST A LITTLE MORE DETAIL ON COMMERCIAL VERSUS GENERAL AVIATION AND HOW THIS CAN BE USED FOR BOTH. AND WHY THIS ISN'T A PLOY BY THE CITY TO ADVANCE COMMERCIAL AVIATION. DESPITE THE FAILURE OF A BOND ELECTION. I THINK THERE WILL BE SOME PEOPLE OUT THERE THAT THAT MAY HAVE QUESTIONS OR CONCERNS ABOUT THAT. SO EXPLAIN TO US THINK HE HAD SOME SLIDES THAT YOU DIDN'T GET TO GO INTO SO EXPLAIN TO US HOW THIS CAN BE USED FOR BOTH. SO FIRST AND FOREMOST, THE CITY COUNCIL HAS BEEN PRETTY FORWARD, SAYING THEY ARE CONTINUING TO PURSUE COMMERCIAL AVIATION. UH, BECAUSE OF THE BOND ELECTION. THE QUESTION ON THE BOND ELECTION WAS WHETHER OR NOT THE CITIZENS WANTED TO FUND DEBT OF $200 MILLION TO FUND COMMERCIAL AVIATION. THEY SAID VERY CLEARLY , THEY DO NOT. THEY DO NOT WISH TO FUND THAT DEBT. SO THE COUNCIL HAS LOOKED INTO OTHER OPTIONS AND COMMERCIAL AVIATION IS ONE OF THOSE OPTIONS, HOWEVER. WITH THE LAND MASS. WE HAVE ON THE EAST SIDE OF THE AIRPORT. WE HAVE LAND AVAILABLE FOR BOTH COMMERCIAL AND GENERAL AVIATION. A LOT OF THE INFRASTRUCTURE THAT'S NECESSARY TO MAKE EITHER OF THOSE WORK OR THE SAME THINGS. WE NEED TO BUILD TAXIWAY, CHARLIE. WE NEED TO BUILD THE PERPENDICULAR TAXIWAYS AND THE RAMP SPACES TO OPEN UP THOSE PROPERTIES FOR DEVELOPMENT. WE PLAN ON WORKING WITH OUR ENGINEERING FIRM TO COME UP WITH A CONCEPT THAT WILL ALLOW US TO DO BOTH AS WE ARE CONTINUING TO MOVE. FORWARD WITH COMMERCIAL AVIATION. AND THIS IS MY OPINION. COMMERCIAL AVIATION WILL HAPPEN IN MCKINNEY, WHETHER IT'S IN TWO YEARS AND FIVE YEARS AND 20 YEARS, TKI IS GOING TO HAVE COMMERCIAL SERVICE OF SOME SORT. WE WANT TO PLAN FOR THAT FUTURE. IT'S UH A POSITIVE FOR THE COMMUNITY, AND IT IS SOMETHING THAT THE COUNCIL HAS DIRECTED US TO MOVE FORWARD ON.
IN DOING THAT IF WE LOCATE THOSE TERMINALS, APPROPRIATELY THAT IS GOING TO LEAVE US. 100 ACRES THAT WOULD GET DEVELOPED FOR GENERAL AVIATION. AND THE EXAMPLE THAT THAT I WOULD GIVE IS WE HAD A LOCAL GROUP. WAS CURRENTLY OPERATING AT LOVE FIELD, AND THEY WERE LOOKING TO MOVE THEIR OPERATIONS HERE, AND THEY WERE A AN MR MAINTENANCE REPAIR OVERHAUL FACILITY THAT TOOK PRIVATE JETS AND THEY FINISHED OUT THE INTERIOR OF THOSE JETS. UH, WE WERE WORKING WITH THEM. WE HAD PROPER SET ASIDE DOWN ON THAT FAR SOUTH SIDE. WE THOUGHT THEY WERE VERY INTERESTED IN MCKINNEY. IT WOULD HAVE BEEN A GREAT EMPLOYER, BRINGING MANY JOBS, A LOT OF ECONOMIC IMPACT TO THE COMMUNITY , BUT BECAUSE WE WEREN'T READILY DEVELOPABLE. THEY CHOSE TO GO TO ALLIANCE AIRPORT. THE NEXT ONE OF THOSE THAT COMES THROUGH THE DOOR AND LOOKS FOR LAND. WE WANT TO HAVE THE LAND READY TO WHERE IF THEY WANT TO BUILD THEIR HANGARS, WE HAVE GOT LAND READY FOR THEM TO GO. AND SO THAT'S THAT'S THE GOAL ON THE G A SIDE OK, SO JUST TO CLARIFY THERE IS NO DESIGN OF ANY FACILITY OR TERMINAL OR ANY COMMERCIAL STRUCTURE WHATSOEVER. THIS IS
[01:15:05]
PURELY FOR INFRASTRUCTURE THAT CAN BE USED FOR ALL TYPES OF AVIATION. I WANT TO BE CLEAR THAT THEY ARE LOOKING AT. WHEN I SAY PLANNING AND DEVELOPMENT, THERE WILL BE PLANNING OPPORTUNITIES FOR THE COMMERCIAL TERMINAL WHERE IT NEEDS TO BE LOCATED. HOW THE PARKING WOULD BE SITUATED. THOSE DESIGN DOCUMENTS WOULD BE INCLUDED IN THIS AS WELL. OK, THE GOAL IS TO DO BOTH. AWESOME. THANK YOU. ADDITIONAL QUESTIONS BE. GET A MOTION TO CLOSE THE PUBLIC HEARING. BY DAVID KELLY.[Conduct a Public Hearing and Consider/Discuss/Act on a Project Grant Application Submitted by City of McKinney Engineering Department (4B24-03) in an Amount of Up to Five Hundred Thousand and NO/100 Dollars ($500,000.00) for Eligible Improvements to Chestnut Elevated Storage Tank Including Structural Repairs, LED Lighting Improvements, and Site Improvements Including Landscape, Irrigation and Paving Repairs at 131 S. MOTION PASSES. THANK YOU. NEXT ITEM 24-1479 CONDUCT A PUBLIC HEARING AND CONSIDER DISCUSS ACT ON A PROJECT GRANT APPLICATION SUBMITTED BY THE CITY OF MCKINNEY ENGINEERING DEPARTMENT FOR B 24-03 IN THE AMOUNT UP TO $500,000 FOR ELIGIBLE IMPROVEMENTS TO CHESTNUT ELEVATED STORAGE TANK INCLUDING STRUCTURAL REPAIRS, LED LIGHTING IMPROVEMENTS AND SITE IMPROVEMENTS, INCLUDING LANDSCAPE IRRIG. AND PAVEMENT REPAIRS AT 131 SOUTH CHESTNUT STREET IN MCKINNEY, TEXAS. THIS REQUEST REPRESENTS 17% OF THE TOTAL PROJECT COSTS AND GARY WILL BE PRESENTED. ALL RIGHT. UH GOOD MORNING. UH, MADAM CHAIR AND PRESIDENT BOARD MEMBERS.THANK YOU FOR HAVING ME HERE THIS MORNING. I'M GARY GRAHAM, DIRECTOR OF ENGINEERING FOR THE CITY. UM, WE'RE HERE TO ASK FOR YOUR ASSISTANCE ON THE RENOVATION OF A DOWNTOWN. UH, CITY. UH, LANDMARK ICON, AND THAT'S THE RESTORATION OF THE CHESTNUT ELEVATED STORAGE TANK.
WE'LL START WITH A LITTLE HISTORY HERE, UM WE FIRST CONSTRUCTED THIS WATER TOWER BACK IN 1953. IT WAS 100 AND 54 FT. TALL THEY HAD TO RAISE THAT ELEVATION 12 YEARS LATER, 29 FT.
TO BETTER SERVE THE COMMUNITY. WE DID SOME RENOVATIONS AND REPAIRS THROUGHOUT, YOU KNOW, THE EIGHTIES AND NINETIES AND THEN IN 22,003, THE TANK WAS DECOMMISSIONED AND REMOVED FROM THE WATER SYSTEM AND WE HAVE THREE PRESSURE PLANES. THE ELEVATION OF THIS WATER TOWER DID NOT SERVE. TO WORK WITH THOSE PRESSURE PLANES, SO WE TOOK IT OUT OF SERVICE. BUT WE LEFT IT THERE TO BE AN ICON. UM, THE THROUGHOUT THE 2014 2020. WE'VE IDENTIFIED SOME ISSUES.
YOU KNOW, THERE'S RUSTING THAT IS HAPPENING ON THE TANK. THERE WAS SOME STRUCTURAL ISSUES IDENTIFIED. WE ALSO HAVE SOME LEAD BASED PAINT THAT'S ON THAT TANK THAT IS FLAKED OFF AND NOW IS CONTAMINATED THE SOIL BELOW. UM AND SO WE NEED TO DO SOME, UM , SOME REPAIRS OUT THERE SOME FUN FACT ABOUT THE, UM IT'S ACTUALLY THE STEEL MADE FOR THE TANK WAS MADE. THE SAME COMPANY MADE THE STEEL FOR THE ST LOUIS GATEWAY ARCH. SO, UH, A LITTLE TRIVIA FOR YOU. UM WHAT ARE WE GOING TO DO OUT THERE? WE'RE GONNA DO FIRST AND FOREMOST ENVIRONMENTAL REMEDIATION, SO WE'RE GOING TO EXCAVATE THE SOIL UNDERNEATH THE TANK AND REMOVE YOU KNOW ANY OF THAT SOIL THAT'S BEEN CONTAINED BY THE LEAD PAINT. WE'RE ALSO GOING TO PUT A SHROUD UP AROUND THE TANK. WE'LL SANDBLAST IT. REMOVE ALL THE LEAD BASED PAINT SO WE CAN TREAT IT. WE'RE GONNA, UH, REPAINT IT.
WE'LL DO STRUCTURAL REPAIRS. RIGHT NOW. THERE IS A LADDER SYSTEM ON ONE OF THE LEGS THAT GOES UP. WE'RE GOING TO ACTUALLY MOVE THAT INTO SINCE THE, UH THE LINE THAT FEEDS THE TANK IN THE MIDDLE IS NOW NOT BEING USED AT ALL. WE'RE GOING TO MOVE THE LADDER INSIDE OF THAT AREA, SO YOU WON'T BE ABLE TO SEE THAT LADDER FROM THE EXTERIOR INTO A MORE KIND OF CLEANING UP THE LOOK OF THE TANK. UM AND THEN, YOU KNOW, WE ALL HAVE ONE CELLULAR PROVIDER UP THERE NOW, UM, BUT THERE'S A LOT OF JUNK UP THERE ALONG THE CAT. UH, CATWALK. WE'RE GONNA REMOVE ALL THAT MAKE IT A LITTLE BIT MORE ATTRACTIVE. UM WE ARE ALSO GOING TO REMOVE ALL THE EQUIPMENT FROM THE GROUND LEVEL THAT WE CAN. A LOT OF THAT EQUIPMENT IS OLD AND NO LONGER NEEDED. SO WE'RE GONNA REMOVE EVERYTHING WE CAN AND WE'RE GONNA COME BACK WITH A SCREENING AND BUFFERING PLAN.
YOU CAN SEE THE BOTTOM LEFT FIGURE YOU KNOW, TO TRY TO ENHANCE THE LOOK. WE ARE ALSO GOING TO REPLACE THE ASPHALT PAVEMENT NEXT TO IT, UM, GET IT IN A LITTLE BETTER CONDITION IT IT. IT'S SEEN ITS DAY AND NEEDS SOME WORK AND THEN THE BIG THING THAT WE'RE ASKING FOR ASSISTANCE ON IS THE LED LIGHTING SO THERE WILL BE THREE LEVELS OF LIGHTING ONE UP ON THE CATWALK ONE ON THE BASE OF THE TANK. UM THE B AND THEN ONE ON THE LEG SO 33 DIFFERENT ELEMENTS OF THE LIGHTING SYSTEM FULLY PROGRAMMABLE AND BE ABLE TO CHANGE. DO ANY KIND OF COLORING THAT WE WANT OUT THERE, UM AND REALLY ENHANCE. AND UH, YOU KNOW WHAT THAT ICON CAN LOOK LIKE FOR
[01:20:02]
TIED TO SPECIAL EVENTS. WHATEVER. OUR CONSTRUCTION SCHEDULE AS WE HOPE TO BID THE PROJECT IN MAY OF THIS YEAR, UM, CONSTRUCTION WOULD GO FOR ABOUT 10 MONTHS FROM JUNE OF 24 THROUGH MARCH OF 25. THE TOTAL CONSTRUCTION COST IS ABOUT JUST UNDER 2.5 MILLION. THE EARLY ESTIMATES OF THIS LED LIGHTING SYSTEM ARE JUST UNDER 985,000. WE ARE ASKING FOR A GRANT OF UP TO 500,000 HEALTH FUND, THE LIGHTING SYSTEM, SO WITH THAT I'LL TAKE ANY QUESTIONS. THIS IS A PUBLIC HEARING. IS THERE ANYONE HERE TO SPEAK TO THIS HEARING AGENDA ITEM? BEFORE DISCUSSION. SO I MY QUESTION IS REGARDING THIS PICTURE RIGHT HERE, ACTUALLY, UM, WHAT IS GOING TO BE THE FINAL EMBLEM LOGO ON THE TANK. THANK YOU FOR POINTING OUT. I MEANT TO MENTION THAT THE GRAPHICS DO SHOW TRANSITIONING TO A THE TRADITIONAL LOGO THAT WE'RE THE CURRENT LOGO. THAT WAS OUR EARLY CONSULTANTS. JUST YOU KNOW, THEY'RE OUT THERE KIND OF DOING THEIR THING, PUTTING THE GRAPHICS TOGETHER. WE HAVE VISITED WITH MAIN STREET. WE HAVE BEEN VISITED WITH A LOT OF THE OTHER STAKEHOLDERS IN THE AREA AND WE ARE GOING TO GO BACK WITH THE CURRENT LOGO. THAT'S UP THERE. THE OLD MC NO EASE ON THAT. I AM NOT. I AM NOT TRYING TO GIVE A PLUG, BUT I AM KIND. TRYING TO KEEP IT RELEVANT. SO UM, I, I DO WANT TO BE VERY CLEAR THAT WE'RE KEEPING THE SAME LOGO ON THE TANK THAT IS CURRENTLY THERE. YES, SIR. IN BLUE. HADN'T THOUGHT ABOUT THAT MUCH DETAIL, BUT WE'LL DO THAT. ANDREWS NODDING HIS HEAD SAYING, YES, IT'S GONNA BE BLUE. IS GOING TO BE FADED THE SAME WAY IF YOU WANT THE ROUGH SPOTS ON THERE, TOO. I HAVE A QUESTION, WHICH IS VERY HOW DID THE JUNK GET AROUND THE CATWALK? WELL, WE'VE HAD WE'VE HAD CELLULAR COMPANIES UP THERE FOR YEARS, AND THEY HAVE COME AND GONE AND WHEN THEY HAVE GONE THEY'VE JUST LEFT THEIR EQUIPMENT. OK THAT TYPE OF EQUIPMENT TYPE. I THINK OF SOMEBODY UP THERE SLEEPING LIKE THEY WERE SLEEPING UP AT JUST NO, NO, NO. SO ON THE RECONSTRUCTION AND THE REDEVELOPMENT OF THAT YOU'RE TALKING ABOUT ON ON THE GROUND LEVEL. IS THAT GONNA, UH, WHAT'S A NEW ASPHALT? IS THAT GONNA OPEN UP MORE ■PARKER SPACES OR NO, IT'S JUST GONNA BE REPAIR THE AMOUNT OF ASPHALT THAT'S THERE. NOW GO. WITH ABOUT THE SAME NUMBER OF PARKING SPACES. WHAT IS THE LIFESPAN. FROM NOW OF THE STRUCTURE IF WE DON'T DO ANY WORK NOW, AFTER YOU FINISH, DOES THIS GIVE US ANOTHER 2030 YEARS AND VERY COMFORTABLE WITH THE STRUCTURAL INTEGRITY. WE WILL HAVE TO DO SOME REPAINTING IN, UH, 1015 YEAR RANGE WITH THE STRUCTURAL INTEGRITY. YES WE SHOULD BE SHOULD SERVICE FOR A LONG TIME. YEAH. THIS QUESTION ABOUT THE LIGHTING. DO YOU HAVE ANY SORT OF UNDERSTANDING OF WHAT EVENTS WILL DETERMINE THE LIGHTING FOR IT. WE'RE GOING TO TURN IT OVER TO MAIN STREET, AND, UH, THEY WILL BE PROGRAMMING THAT THE ADDITIONAL QUESTIONS. AGAIN THIS IS CAN I GET A MOTION TO CLOSE THE PUBLIC HEARING? THANK YOU, DEAR. I'LL MAKE A MOTION TO CLOSE. MO. CLOSED BY CHRIS SECONDED BY MARCUS.OCEAN PASSES, GARY WAITING AT THE DOOR. I CANNOT LEAVE. NEXT PUBLIC HEARING ITEM IS 24-1480

[01:25:02]
WHEREBY WE MUST COME HERE AND CONDUCT A PUBLIC HEARING TO DELIVER THAT THIS IS A VERY CONDENSED PRESENTATION. FOR THOSE INTERESTED IN MY FULL SPEECH, IT IS AVAILABLE CHRISTI.IT IS AVAILABLE ONLINE AND VIDEOS FROM PREVIOUS MEETINGS, OF COURSE, BUT FOR THE HISTORICAL RECORD, I WILL STEP THROUGH A COUPLE OF HIGH POINTS HERE. PROJECT SITE AT 121 AND 7546 ACRES CURRENTLY OWNED BY THE ME DC. CARS ARE RENDERINGS THAT WE ARE VERY PROUD TO SHOW.
UM WHAT IT WILL LOOK LIKE AND FEEL LIKE HERE'S A SITE PLAN. THIS IS BEING MODIFIED. I'M HAPPY TO REPORT THAT LAST FRIDAY, WE DID TURN THIS PROJECT OVER TO DEVELOPMENT SERVICES, PLANNING AND BUILDING TO START WORKING ON THOSE MECHANICS WITH THE ANTICIPATED START DATE OF SOME WORK AND THE PROPERTY THIS CALENDAR YEAR DELIVERY 2026. AND JUST THE HIGH POINTS AGAIN.
20,000 SEATS 300 PLUS SUITES, COVERED SEATS AND PARKING. INVESTMENT IN THE CITY OF MCKINNEY OVER $200 MILLION OVERALL, AND YOU SEE THE JOBS AND, OF COURSE, A NUMBER OF SHOWS AND A NUMBER OF PEOPLE COMING TO OUR GREAT CITY. AN ANNUAL SALES ON THE DIRT ON 46 ACRES UP TO OR HOPEFULLY MORE THAN $100 MILLION, A YEAR THAT TICKET SALES, BEVERAGES AND SIMILAR TYPE OF SALES IN THE PROPERTY AND VISITOR SPENDING AND HOTELS ARE ALREADY MENTIONED . HOTEL ACTIVITY, UH, IS ALREADY INCREASING BECAUSE OF THIS PROJECT. THE REQUEST IS FOR INFRASTRUCTURE. AT PRESENT, THE CITY HAS COMMITTED TO $26 MILLION OF INFRASTRUCTURE COSTS TO THE CAPITAL INVESTMENT, WHICH REPRESENTS 12% OF THE TOTAL CAP. X WE ARE ASKING M CDC TO CONTRIBUTE $3 MILLION, WHICH WILL BE REIMBURSED DURING CONSTRUCTION BASED UPON WORK COMPLETED. THIS IS OUR SNAPSHOT OF ALL THE METRICS AND INCENTIVES AND MANY OF THEM BEING PERFORMANCE THAT ARE ATTACHED TO THIS PROJECT. YOU'LL SEE WHERE THE M CDC GRANT SITS IN THE FRONT PORTION OF IT AS A REMINDER. THE M, CDC AND MC WILL RETAIN 100% OF THE SALES TAX COLLECTED ON THIS PROPERTY FOR OUR USE THROUGHOUT THE COMMUNITY TO SUPPORT COMMUNITY DEVELOPMENT AS WELL AS ECONOMIC ACTIVITIES. NOT JUST REFERENCE INFRASTRUCTURE WOULD THAT INCLUDES AND BASICALLY THIS IS IN THE DEVELOPMENT AGREEMENT. THE ITEMS THAT THE MONEY CAN BE USED FOR AND I WILL WORK WITH PRESIDENT SCHNEIBEL TO REVIEW THOSE ACTIVITIES TO MAKE SURE THE PAYMENTS ARE ARE CORRECT. AND THEN JUST FOR THE SAKE OF CONVERSATION AT A 20 YEAR.
RETURN TO THE M CDC IS ABOUT, UH, $10 MILLION. THAT'S A FLAT RATE. NO INCREASE YEAR OVER YEAR 740 MILLION AND BEYOND PAYBACK TO THE M CDC FOR THIS GRANT WOULD BE IN THE 5 TO 6 YEAR RANGE. WITH THAT, MADAM CHAIR, I WILL STAND FOR ANY QUESTIONS. THIS IS A PUBLIC HEARING. IS THERE ANYONE HERE TO SPEAK TO THIS PUBLIC HEARING ITEM? BOARD DISCUSSIONS. CAN I GET A MOTION TO CLOSE THE PUBLIC HEARING? MOVE TO CLOSE THE PUBLIC HEARING. MOVED BY DAVID KELLY. SECOND BY MARY.

MOTION PASSES NEXT ITEM 24-1481 CONDUCT A PUBLIC HEARING, CONSIDER DISCUSS ACT ON A PROJECT GRANT APPLICATION SUBMITTED BY HER NATURAL SCIENCE MUSEUM AND WILDLIFE SANCTUARY, FOUR B 24-05 AND THE AMOUNT OF $143,000 810 FOR THE BLACK LAND PRAIRIE RESTORATION TO INCLUDE TRAIL AND PRAIRIE MAINTENANCE EQUIPMENT DECK REPLACEMENT OF SCIENCE RESOURCE CENTER. AND THE TRAIL WASHOUT IMPROVEMENTS AT THE PROPERTY LOCATED AT ONE NATURE PLACE IN MCKINNEY, TEXAS.THIS REPRESENTS 100% OF THE TOTAL PROJECT COST, MR DEXTER. WITH BOTH OF US. STEVE GRAY AND THE BOARD PRESIDENT FOR THE HERD, AND JOHN DEXTER, THE EXECUTIVE DIRECTOR. UM ONE CORRECTION. DID YOU SAY 100% OF THE COST? THAT'S WHAT WE DO HAVE AN UPDATE TO THAT WORK. IT'S ABOUT 85% 80% YEAH, WE'VE RAISED SOME MONEY, BUT IT'S NOT 100% OF THE PROJECT. THANK YOU. OK, AND I WANT TO SEE IF I ALL RIGHT. FIRST UH, AGAIN. INTRODUCTIONS I WANT TO THANK THE MADAM CHAIR,
[01:30:01]
MADAM PRESIDENT AND THE BOARD FOR OPPORTUNITY FOR US TO TALK TO ABOUT THE HERD AND OUR CURRENT PROJECT NEEDS. ALSO WANT TO TAKE THE TIME TO THINK THE M CD CDC BOARD FOR THEIR YEARS OF PAST SUPPORT FOR THE HERD. THEY HELPED US WITH A LOT OF SMALL AND MEDIUM PROJECTS TO HELP US SUPPORT OUR MISSION AT THE HERD, AND THAT IS WHAT I WANT TO START WITH FIRST. OOPS. WILL MAY MISS IT. WHAT IS OUR MISSION, BRINGING NATURE AND PEOPLE TOGETHER? HOW DO WE ACHIEVE THAT ? WE HAVE A 289 ACRE NATURE PRESERVE. WE HAVE 6.5 MILES OF HIKING TRAILS. WE HAVE A 6000 SQUARE FOOT NATURAL NATURAL SCIENCE MUSEUM EXHIBIT HALL. 12,000 SQUARE FOOT SCIENCE RESOURCE CENTER LAST YEAR ALONE IN MCKINNEY, 2023. WE HAD OVER 100,000 VISITORS TO THE HERD.MANY OF THOSE ALSO WENT TO THE CITY OF MCKINNEY AS A KIND OF A. CORE TO OUR TENANTS. WE ALSO HAD MORE THAN 20,000. STUDENTS FROM ALL OVER NORTH TEXAS COME TO THE HERD TO MEET THEIR NATURAL SCIENCE EDUCATION NEEDS. OTHER THINGS AT THE HERD. WE HAVE TO OFFER. WE HAVE A BUTTERFLY HOUSE. WE HAVE 75 ANIMALS THAT ARE NON RELEASABLE DUE TO INJURIES OR RELOCATION OR JUST BEING DONATED THAT THEY CANNOT GO BACK. UM WE HAVE NATIVE PLANT GARDENS, AND WE HAVE A LOT OF POPULAR EVENTS AT THE HERD, WHERE A LOT OF FOLKS VISIT HALLOWEEN AT THE HERD I VISITED WAS AN AWESOME EVENT. BY THE WAY, WE ALSO HAD OUR OWN ECLIPSE EVENT THAT WAS VERY POPULAR AS WELL. A LOT OF THINGS IN MCKINNEY HAPPEN TO GO AT THE SAME TIME. WE ALSO HAD RECENTLY NATIVE PLANT SALE WHERE MEMBERS AND GUESTS GET A CHANCE TO GET NATIVE PLANTS AND FLOWERS THAT ARE USUALLY NORMALLY AVAILABLE WITH YOU IN THE LOCAL STORES, SO A LOT OF THINGS WE OFFER AT THE HERD ARE VERY POPULAR EVENT. WITH THE HERD BEING A NATURE PRESERVE. WE ALSO HAVE A LOT OF ANIMALS THAT ARE SEEN AT THE HERD. BOBCATS DEERS, BALD EAGLES BARN OWLS. WE ALSO HAVE 200 UNIQUE BIRDS THAT ARE OBSERVED AT THE HERD OVER THE LAST COUPLE OF YEARS. UNFORTUNATELY A LOT OF SNAKES TOO, NOT MY FAVORITE, BUT WE DO HAVE THEM OUT THERE BEING A NATURE PRESERVE, SO IT IS ONE OF THOSE RARE PLACES WHERE YOU HAVE A LOT OF WILDLIFE THAT THAT THE PEOPLE IN MCKINNEY CITY, MCKINNEY CAN COME OUT AND ENJOY. UM ONE OF THE UNIQUE THINGS THAT THE HER NOT A LOT OF FOLKS KNOW ABOUT. UH, EVEN AS I JOINED THE BOARD, ONE THING I DIDN'T KNOW ABOUT WE HAVE ONE OF THE MORE UNIQUE ECOSYSTEMS AT THE HERD THAT WE WANT TO SHARE AND PART OF THE PROJECT IS INVOLVED WITH THAT A BLACK LAND PRAIRIES JUST FOR CONTEXT. ORIGINALLY THERE WAS OVER 170 MILLION SQUARE ACRES FROM KANSAS TO SAN ANTON. BUT NOW CURRENTLY, THERE'S ONLY ABOUT 0.05% OF THAT LEFT IN THE UNITED STATES. FORTUNATELY, THE HERD WE HAVE 60 ACRES THAT WE HAVE BEEN WORKING. DILIGENTLY WITH TO MAINTAIN, KEEP OUT INVASIVE SPECIES AND MAKE IT LIKE IT WAS 100 YEARS AGO YEARS AGO IN THE TEXAS PRAIRIE, IT TAKES A LOT OF TIME AND EFFORT AND EQUIPMENT MAINTENANCE TO MAKE THAT HAPPEN. AND OTHER MEANINGFUL PROGRAMS WE HAVE AT THE HERD FOR PEOPLE OF ALL AGES.
WE HAVE ADULT HIKES TEACHER WORKSHOPS TO HELP THEM TRAIN AND HOW TO WORK ON NATURAL SCIENCE, EDUCATION, FIELD TRIPS, CANOE PROGRAMS. AND WE ALSO HAVE SUMMER CAMPS, HOMESCHOOL AND PRESCHOOL PROGRAMS THAT ARE VERY POPULAR IN SCOUTING PROGRAMS THAT ARE VERY POPULAR. AT THIS TIME, I COULD TURN IT OVER TO JOHN TO TALK ABOUT OUR CURRENT PROJECT NEEDS. THANK YOU, STEVE.
HERE. THERE WE GO. OK THE NEED IS A COMPREHENSIVE REPAIR AND CONTINUED RESTORATION OF THE BLACK LA PRAIRIE. IT'S UH, ABOUT 30. YEARS AGO, WE DECIDED THAT WE WOULD ENGAGE IN. UM UH, RECOVERING THE EXISTING BLACK PLAN PRAIRIE AND MAKING HIS AUTHENTIC AS POSSIBLE. IT IS AN ONGOING BATTLE, UM, WITH INVASIVE SPECIES. ANYTIME RAINS, WIND CARRIES IN INVASIVE PLANTS.
UM, IT'S AN ONGOING, UH, ISSUE WITH US. AND PART OF THAT IS, UH, TRAIL IMPROVEMENT REPAIR.
OBVIOUSLY THIS PICTURE DEMONSTRATES SOME OF THE FLOODING THAT WE HAD LAST YEAR THAT WASHED OUT AN ENTIRE TRAIL. UM IT IS A, UH, AGAIN A CONTINUOUS BATTLE WITH THE ENVIRONMENT TO TRY TO KEEP THOSE TRAILS OPEN, AND, UH AVAILABLE FOR VISITORS TO, UM TO WALK, SO WE NEED TO GO UP A LITTLE BIT. BUT THIS IS OUR EXISTING TRA TRACTOR. UH, WE ACTUALLY HAVE TWO TRACTORS. THIS IS, UH, THE ONE THAT WE INTEND ON. REPLACING WITH THIS ASK IT IS AT LEAST 2530 YEARS OLD WAY TOO SMALL TO DO THE JOB. AND BY THE WAY, IT DOESN'T EVEN WORK RIGHT NOW. UM IT IS, UH, EVEN IF WE DID REPLACE IT, UM, IT IS NOT CAPABLE OF DOING THE JOB AT THE
[01:35:03]
AT THE LEVEL THAT WE'VE HAD, HISTORICALLY, UM, JUST NOT EFFECTIVE. UH, WE ARE ALSO INTENDING TO REPLACE THE SCIENCE RESOURCE CENTER DECK, UH, WHICH OVERLOOKS THE BLACK LAND PRAIRIE DOWN TO THE WETLANDS. UM IT IS A MAJOR ATTRACTION FOR EVENT RENTAL SPACE BECAUSE IT IS RIGHT OFF THE SRC MAIN HALL. UM SO THE REQUEST IS 283,810. WE HAVE RAISED 24,190 OF A LARGER PRAIRIE RESTORATION PROJECT THAT INCLUDES THE NEW TRACTOR WITH THE BIOSYSTEM FRIENDLY ATTACHMENTS, INCLUDING A TANK AND A WIDER MOWER. THE SRC OBSERVATION DECK REPAIR AND MATERIALS FOR TRAIL IMPROVEMENT PROJECT. HOPEFULLY WE CAN GO FROM THE PICTURES ON THE LEFT THE PICTURES ON THE RIGHT AND MAKE THE USER EXPERIENCE MUCH MORE PLEASANT. ANY QUESTIONS? YOU HAD ONE MORE SLIDE HERE. YEAH. THE LAST SLIDE IS, UH, JUST TO THANK YOU. I BELIEVE OH, OK, OK. THIS IS A PUBLIC HEARING . IS THERE ANYONE HERE TO SPEAK TO THIS PUBLIC HEARING ITEM? BOARD DISCUSSIONS. ONE QUESTION. OWN A DEAR, RATHER IN THE BLACKMON AREA. ARE YOU ABLE TO DO ANY PRESCRIBED BURNS? BECAUSE OF THE TRAILS? AND ALL OF THAT, WHICH I ASSUME YOU WOULD WANT TO DO OCCASIONALLY. ARE YOU ABLE TO DO IT THERE? ABSOLUTELY LOVE TO. YEAH, BECAUSE OF THE AREA THAT WE ARE, IF YOU'VE BEEN TO THE HERD, I MEAN, WE'RE READY TO SMACK IN THE MIDDLE OF THE NEIGHBORHOOD. AND IT'S TOUGH. UM, WE, UH, ACTUALLY THE, UH FIRE DEPARTMENT INSPECTORS COMING OUT TODAY FOR A DIFFERENT ISSUE, BUT THAT WAS ONE OF THE THINGS WHAT IS THE PROCESS TO DO ? WE GET TO THE MICC? BECAUSE MIKE, I'M SORRY. UM, WE, UH SO THE FIRE INSPECTORS COMING OUT TODAY FOR AN UNRELATED ISSUE. JUST RECERTIFICATION OF THE BUILDINGS. BUT ONE OF THE THINGS I DID WANT TO TALK ABOUT IS A CONTROLLED BURN BECAUSE IT IS A VERY IMPORTANT AND IT IS, YOU KNOW, ONE THING THAT MOST OF US PROBABLY DON'T REALIZE IS THE IMPORTANCE OF NATURAL FIRES THAT OCCUR IN THE PRAIRIE. SO YOU'RE ABSOLUTELY RIGHT. WE NEED TO DO THAT. WE WANT TO DO THAT. BUT IT IS A VERY TOUGH THING TO DO IN THE IN THE AREA THAT WE ARE LOCATED, UNDERSTOOD. YOU SAID EARLIER THAT THIS IS NOT 100% OF THE PROJECT COSTS. BUT YOU WERE GONNA UPDATE US ON THAT. YEAH.SO, UM THE INITIAL ASK WAS FOR THE WHOLE THING. SINCE THEN, WE'VE RAISED UH, ABOUT $27,000 THROUGH A COUPLE OF DIFFERENT UH UM ENTITIES AND PRIVATE DONATIONS AND SOME OTHER FUNDING INITIATIVES. AND ALSO, THIS IS ACTUALLY PART OF A LARGER BLACK LAND PRAIRIE RESTORATION PROJECT , WHICH INCLUDES THE ORNAMENT INSTALL NEW BUTTERFLY HOUSE, WHICH WE'VE RAISED $75,000, WHICH IS ROUGHLY ABOUT HALF OR TWO THIRDS OF THE TOTAL. FOR IT IS A SORT OF A BIGGER PROJECT THAT WHEN WE DRAFTED THIS, WE WERE UNAWARE OF SOME OF THE THINGS WE HAD PLANNED ON AND THAT WE'RE GOING TO COME THROUGH. SO IF THE 143,810 WHEN YOU MADE THE REQUEST 100% OF THE ASK YOU'VE RAISED 27,000 FOR THE SAME PROJECT. ARE YOU THEN GOING TO REDUCE YOUR GRANT? REQUEST TO US BY WHAT WE'VE DONE IS WE'VE REALLOCATE THE ADDITIONAL FUNDING FOR SEEDS. WE BOUGHT $20,000 IN NATIVE OVER THE PRAIRIE ONCE WE'VE CLEANED IT AND MOWED IT, UM AND, UH UH, HAVE RAISED 5000 FOR ADDITIONAL EQUIPMENT FOR THE PRAIRIE. SO I THINK THAT'S ALL. WHY WAS A TOTAL PROJECT 168 AND THEN YOU RAISE LIKE 24,000 AND SO CORRECT . SO THE ASK IS 100 AND 20. OK, THAT IS CORRECT. IS ABOUT CORRECT. SO. IN JUST FROM MY OWN EDUCATION. YOU SAYING THAT YOU WANT ON THE BLACK LAND? YOU WANT TO GET IT BACK TO WHERE IT WAS BACK IN BACK IN THE DAYS.
WHATEVER YOU SAY THAT YOU EVASIVE PLANS THAT'S COMING BY THE WIND WILL LIKE THE PRAIRIE DAYS. THEY DIDN'T HAVE THIS KIND OF STUFF. SO WHY DO Y'ALL WANT TO GET RID OF THE STUFF THAT'S BLOWN IN TO ME? THAT SOUND LIKE JUST NATURE BRINGING STUFF IN. SO WHY DO WE WANT TO GET RID OF THAT? WELL IT'S NOT THE WHAT WE'RE TRYING TO DO IS TO RESTORE THE ENDANGERED ECOSYSTEM. SO, UM, IF YOU THINK ABOUT THE 170 MILLION ACRES, UM WAS ORIGINALLY BEFORE COLONIALIZATION OF, UH OF NORTH AMERICA. UM WE DIDN'T HAVE INVASIVE SPECIES. SO WHEN I TALK ABOUT WIND OR RAIN, OR WHATEVER
[01:40:07]
THAT'S WAS INVASIVE SPECIES, AND WHAT WE'RE TRYING TO DO IS TO MAINTAIN THE PRAIRIE AND AS PRISTINE AS UH, ENVIRONMENT AS WE CAN, UM, REFLECTIVE OF WHAT IT WOULD HAVE BEEN 500 YEARS AGO BEFORE THE INVASIVE SPECIES. DOES THAT. ANSWER YOUR QUESTION? SO YOU YOU SUBMITTED SOME QUOTE ESTIMATES ON LIKE THE JOHN DEERES THIS NEW OR EXISTING THE JOHN DEERE TRACTOR. THAT IS A NEW THAT'S THE THAT'S THE NEW TRACTOR. WE PLAN ON N INTEND ON BUYING. HAVE YOU INVESTIGATED OR USED TRACTORS FOR A LITTLE BIT LESS EXPENSIVE? UH, WE HAVE, BUT, UH AND THAT AND THAT'S CERTAINLY AN OPTION. BUT WE WANT TO MAKE SURE WE GET THE RIGHT ONE. AND FOR EXAMPLE, UM, THAT SMALL TRACTOR THAT WE SHOWED IT'S GOT A MOWING DECK ABOUT THAT WIDE. WELL THE A LARGER NEW TRACTOR WILL HAVE AN 8 FT DECK SO YOU CAN LITERALLY HAVE THE RESOURCES IN ORDER TO MOW THE SECTIONS, PLUS GET INTO TORQUE AND BEING ABLE TO CUT UP THE, UH, SMALLER TREES. WE CONTINUALLY IN A BATTLE WITH DOGWOODS, INVASIVE DOGWOODS COMING IN, UM AND WE NEED A TRACKER THAT CAN DO IT AND THE OTHER THING IS, UH UH, CAB. EVER JUST ABOUT EVERY DAY SOMEBODY GETS STUNG OUT THERE BY A WASP OR A BEE. IN FACT, OUR SANCTUARY MANAGER WENT TO THE EMERGENCY ROOM LAST YEAR, BECAUSE, UH, B WEEDS NEST ON THE GROUND, AND SHE MOWED US THROUGH A NEST OF BUMBLEBEES AND GOT STUNG SEVEN TIMES, SO THERE'S GOT TO BE SOME PROTECTION FOR OUR EMPLOYEES AS WELL. ANY ADDITIONAL QUESTIONS. CAN I GET A MOTION TO CLOSE IT? THANK YOU. THANK YOU. THANK YOU ALL FOR YOUR TIME. MOVEMENT. MARY 2ND 2ND BY MARCUS. MOTION PASSES. THANK YOU. I'M COMING DOWN WITH SOMETHING GOING ON HERE. THIS REQUEST IS I AM GOING TO FAST FORWARD THROUGH SOME OF THIS SETUP BECAUSE YOU'VE SEEN THIS BEFORE, INCLUDING LAST JULY WHEN WE GOT APPROVAL TO MOVE FORWARD WITH THE EAST MCKINNEY LEARNING GARDEN. I AM GOING TO SKIP OVER A COUPLE OF THE SLIDES AND GET TO KIND OF THE IMPORTANCE BUT I WILL SET THE STAGE BY SAYING THAT MCKINNEY PARKS FOUNDATION KIND OF INTERCEPTED A PLAN. THAT WAS PROVIDED TO THE PARKS DEPARTMENT. CDC REQUESTED THAT THE PARKS DEPARTMENT TURN THIS QUARTER ACRE SITE ADJACENT TO TUFTS BREWERY INTO A PASSIVE LANDSCAPE, PRESERVING OPTIONALITY FOR FUTURE LEASE OF THE PROPERTY OR SALE OF THE PROPERTY DOWN THE LINE. WE INTERCEPTED THAT AND SAID, INSTEAD OF DOING A PASSIVE LAW, WHAT IF WE DID SOMETHING THAT WOULD BE BENEFICIAL? IN SOLVING FOOD DISPARITIES ON THE EAST SIDE OF MCKINNEY, WHICH IS TECHNICALLY A FOOD DESERT BY CREATING A VEGETABLE GARDEN LEARNING CENTER TO TEACH PEOPLE HOW TO RAISE VEGETABLES, FOOD SUSTAINABILITY, HEALTHY EATING THAT SORT OF THING, AND THE IDEA WAS TO APPLY THE MONEY THAT CDC WOULD HAVE SPENT TO DEVELOP THAT PROPERTY INTO A PASSIVE LANDSCAPE. HAND THAT OVER OR USE THAT MONEY TO DEVELOP IT. AND THEN ANYTHING REGARDING THE GARDEN ITSELF WOULD BE RAISED BY MCKINNEY PARKS FOUNDATION THROUGH FUNDRAISING EVENTS. THAT WAS KIND OF THE ORIGINAL IDEA. UM, THIS GIVES YOU SOME RENDERINGS OF WHAT THE GARDEN COULD LOOK LIKE. IT'S NOT EXACTLY THIS, UH, THE GARDEN BEDS ARE GOING TO BE A VARIETY OF DIFFERENT STYLES AND APPROACHES KIND OF DEMONSTRATING VARIOUS WAYS THAT RESIDENTS CAN BUILD GARDENS IN THEIR BACKYARD. IT WON'T LOOK AS CLEAN AS THIS, BUT IT'S GOING TO BE A VERY FUNCTIONAL, VERY AESTHETICALLY PLEASING GARDEN. THIS GIVES YOU AN OVERVIEW OF THE TIMELINE. THIS GOES BACK TO OVER A YEAR AGO. NOW, WHEN WE FIRST APPROACHED CDC ABOUT THIS IDEA, SO WE'VE GOT A LOT OF PROGRESS IN TERMS OF SITE PLANNING GOING ON, UH, FUNDRAISING, THAT SORT OF THING, WHICH I'LL ADDRESS IN JUST A FEW MINUTES. THIS REQUEST IS BASED ON A CITY COUNCIL WORK SESSION MEETING THAT WE ATTENDED LAST TUESDAY, WHERE THE RECOMMENDATION WAS TO REQUEST THE ENTIRE GAP OF THE FUNDING, WHICH IS $233,000 THROUGH THE[01:45:06]
CDC PROJECT GRANT REQUEST AND WE'LL GET INTO THE BUDGET IN A MINUTE AND I'LL RESERVE PLENTY OF TIME FOR QUESTIONS AT THE END. SO HERE IS THE CURRENT CURRENT CHALLENGE. SO ORIGINALLY WE ARE ANTICIPATING WITH A LOT OF UNKNOWNS THAT THE BUDGET WOULD BE OVER $200,000 SOMEWHERE BETWEEN 202 $150,000 WITH A LOT OF UNKNOWNS REGARDING INFRASTRUCTURE AND IMPROVEMENTS THROUGH A KIMMY HORN SITE PLAN PROCESS, THE BID SPECS ACTUALLY CAME OUT TO A TOTAL BUDGET DRAMATICALLY HIGHER THAN THAT $903,000. SO, OBVIOUSLY, THAT'S A PROBLEM. WE'VE GONE BACK TO THE DRAWING BOARD AND HAVE LOOKED AT THE BUDGET IN DETAIL AND WE HAVE DONE A FEW THINGS WE HAVE. EL REDUNDANCIES IN THE BUDGET IN WHAT KIM LE HORN PUT FORTH WE REMOVED ELEMENTS OF THE GARDEN LIKE LIGHTING, WHICH WASN'T IN THE ORIGINAL PLAN TO BEGIN WITH, AND THEN WE SHIFTED SOME OF THE ELEMENTS OF THE WORK OVER FROM THE CITY AND THE PARKS DEPARTMENT TO MCKINNEY PARK FOUNDATION, FOR EXAMPLE, GRUBBING CLEANING, GRATING AND FINE GRATING WAS A $67,000 EXPENSE IN THE KIMBERLEY HORN SITE PLAN BY SHIFTING IT TO MP F, WE RECEIVE BEDS FOR ALL OF THAT WORK BEING DONE FOR $30,000. AND WE AVOID CITY PROCUREMENT RULES AND PROCESSES AND THAT SORT OF THING WE FUNDRAISE FOR THAT AMOUNT ALREADY. ALSO THE STRUCTURES, WHICH INCLUDE TWO SHADE STRUCTURES OVER THE LEARNING CENTER, AND OVER THE POTTING SHED, THE POTTING BENCH AND THE WASH STATION, AS WELL AS AN 18 FT GRAIN BIN CONSISTENT WITH THE OTHER GRAIN BINS AT THE TOP SITE. THE BIDS FOR ALL OF THAT WORK EXCEEDED $200,000. BASED ON STRUCTURAL REQUIREMENTS. WE THINK WE CAN GET THAT WORK DONE FOR OVER $100,000 LESS THAN THAT, SO WE REMOVED REDUNDANCIES. ELIMINATED ELEMENTS THAT AREN'T NECESSARY TO THE GARDEN. AND THEN WE SHIFTED BUDGET LINE ITEMS FROM THE CITY OVER TO MP F FOR COMPLETION. SO WE STILL HAVE A FUNDING GAP. SO WE'VE REDUCED THAT DOWN FROM 903,000 TO $477,000. THE CURRENT FUNDING GAP IS $253,000, AND I'LL TALK ABOUT HOW WE'RE TRYING TO SOLVE THAT. SO 1 MAY ASK. WELL WHAT IF WE JUST ABANDON THIS PROJECT COMPLETELY AND WENT BACK TO THE PASSIVE LANDSCAPE IDEA, AND THAT HAS A FEW PROBLEMS INHERENT IN IT. ONE IS THAT THE CITY IS STILL GOING TO REQUIRE EITHER THE CITY CDC OR WHOMEVER IS STILL GOING TO SPEND MONEY TO TURN THAT INTO A PASSIVE LANDS. BASED ON ESTIMATES THAT UH UH MADAM PRESIDENT RECEIVED IN 2022 . THAT ROUGH ESTIMATE OF THAT PASSIVE IMPROVEMENT WAS AROUND $100,000 EXTREMELY ROUGH, AND THAT'S THREE YEARS OLD BY NOW, TWO YEARS OLD, ACCORDING TO THE KIMBERLEY HORN SITE PLAN. IF YOU REMOVE THE GARDEN ELEMENTS, AND YOU JUST LOOK AT THE LINE ITEMS THAT WOULD BE MORE FOR A PASSIVE DESIGN. THAT NUMBER IS $277,000. SO THE POINT BEING THAT IF THE PROJECT FOR THE GARDEN IS ABANDONED THE OF LANDSCAPE IS STILL GOING TO COST SOMEWHERE BETWEEN $100,000 AND $277,000 TO JUST PUT IT IN KIND OF A BASIC STATE. PUBLIC SUPPORT FOR THE PROJECT HAS BEEN OVERWHELMING.EAST MCKINNEY IS BEHIND THIS COMMUNITY LEADERS ARE BEHIND IT, AND THE COMMUNITY AT LARGE IS BEHIND IT. WE HAVE RAISED OVER $164,000 THROUGH FUNDRAISING ORGANIZATIONS LIKE SRS DISTRIBUTION. INDEPENDENT FINANCIAL HEB CWS. THE LIST GOES ON UNWINDING THOSE DONATIONS AS A 501 C THREE IS GOING TO BE CHALLENGING, SO I WILL GET TO I KNOW I'M OUT OF TIME, SO I APOLOGIZE FOR RUNNING OVER SO THE RECOMMENDATION WAS AS I DISCUSSED SHIFTING SOME OF THE ELEMENTS OVER TO MP F, BUT WE STILL HAVE THIS GAP, SO THE REQUEST IS BASICALLY TO FUND THE GAP. OF 233,490 THE ORIGINAL GAP WAS 253 MCKINNEY PARKS FOUNDATION, HAS AGREED TO THROW ANOTHER $20,000 INTO THE BUDGET ITSELF, SO THE REQUEST IS $233,000 TO CONTINUE THE PROJECT , COMPLETE THE GARDEN AND MOVE FORWARD. I STAND FOR QUESTIONS AT THIS POINT. I KNOW THEY ARE PROBABLY A LOT OF THEM. SO YOUR ORIGINAL, SAID KIMBERLY. WELL OUR OUR FIRST ESTIMATE JUST TO DO THE PASSIVE LANDSCAPE WAS 100 GRAND IN THE FACE OF KIM HORN IS LIKE GOING TO NEIMAN MARCUS.
THEY'RE ALWAYS WAY HIGH BECAUSE YOU WANT TO SHOW THAT WHERE THEY CAME UP WITH 903, AND WE GOT DOWN TO 400. SO I STILL THINK WE CAN GET IT DONE FOR UNDER 100 IF WE DO THE PASSIVE, UM BUT YOU GUYS ARE DOING THE MAJORITY OF THE WORK. SO TALK TO US ABOUT. UM WHEN THIS PROJECT DOES GET GOING, WHATEVER WHO IS GOING TO BE THE BENEFACTORS OF THE FOOD THAT IS GROWN THERE. SURE SO THE IDEA IS TO TEACH PEOPLE HOW TO DO THIS. I IT'S ALSO GOING TO BE PLACING SMALL GARDENS IN PEOPLE'S BACKYARDS. SO A BENEFICIARY OF THE PROJECT IS ACTUALLY GONNA BE VOLUNTEER WORK FROM MP F WITH DONATED SUPPLIES, CREATING A GARDEN IN PEOPLE'S BACKYARDS, SO BENEFICIARIES ARE GOING TO BE THE COMMUNITY AT LARGE. THE PRODUCE THAT COMES OUT OF THE GARDEN IS GOING TO BE PROVIDED TO AREA AGENCIES LIKE COMMUNITY GARDEN KITCHEN HUGS, CAFE. UM UH, EAST MCKINNEY,
[01:50:03]
FARMERS MARKET AND I'M BLANKING ON THE FOURTH AND LA TITTA. SO WE'VE IDENTIFIED FOUR SOURCES OR FOUR RECIPIENTS OF THE PRODUCE THAT COMES OUT. SO WHO WHO ARE WE DOING THE GARDENING IN THERE.UH, VOLUNTEER BASED SO MCKINNEY PARK FOUNDATION HAS OVER 1700 VOLUNTEERS THAT HAVE HELPED WITH HISTORIC PROJECTS REALLY FOCUSED AROUND NATIVE TRAIL MAINTENANCE AND DEVELOPMENT. WE'RE GOING TO USE VOLUNTEERS ON REGULAR WORKDAY ONCE A MONTH FOR GARDEN MAINTENANCE AND THOSE SORTS OF THINGS ON A DAILY BASIS. WE'VE CREATED STEERING COMMITTEES GARDENING COMMITTEES THAT ARE GOING TO PLANT THE SEEDS THAT MAINTAIN THE GARDEN EVERY SINGLE DAY. IF WE RUN INTO CHALLENGES, WE HAVE BUDGET IN THE $148,000. THE MP F IS PROVIDING FOR FIRST YEAR WE HAVE 30 OR $40,000.
THAT'S SET ASIDE IN CASE WE NEED PROFESSIONAL BACKUP TO HELP IN TIMES OF VACATION OR WHATEVER TO COME IN AND PAID PAID WORK. WE'RE NEVER GOING TO HAVE LIKE THE COMMUNITY ON THE EAST SIDE.
COMING THERE AND WORKING THE GARDEN BECAUSE I WOULD THINK THAT IF IT'S A COMMUNITY GARDEN, I WOULD SAY THE EAST SIDE PEOPLE COME OVER THERE, HELP DO THE GARDENING AND THEN THEY WOULD BE BENEFACTORS TO BE ABLE TO TAKE SOME OF THAT PRODUCE HOME WITH THEM INSTEAD OF GOING TO OTHER PLACES. ABSOLUTELY WE WANT EASTMAN KINNEY RESIDENTS TO PARTICIPATE AS VOLUNTEERS IN THE GARDEN WITH GUIDANCE FROM THE LEADERSHIP COMMITTEE. THERE IS A WAY TO DO THAT. WE HAVEN'T REALLY CONTEMPLATED, YOU KNOW, PULLING, YOU KNOW, AS THEY'RE WORKING IN THE GARDEN TAKING, YOU KNOW, ALLOCATING A BED THAT THEY CAN THEN TAKE PRODUCE FROM. BUT IF YOU THINK OF LIKE A CG WHEN VOLUNTEERS ARE WORKING OVER THERE, OFTENTIMES THEY TAKE SOME PRODUCE HOME AND THEN THE REST OF THE PRODUCE IS IN THE KITCHEN . I WOULD ANTICIPATE SOMETHING LIKE THAT HAPPENING. WHERE THE RESIDENTS WHO WORK IN THE GARDEN CAN ALSO TAKE SOME HOME. WE HAVEN'T GOTTEN THAT SPECIFIC YET. SO QUESTION ON THAT. THIS IS A LEARNING GARDEN, THOUGH, AND THIS ISN'T A COMMUNITY GARDEN WHERE PEOPLE ARE COMING IN AND PLANTING THEIR OWN BEDS AND DOING ALL OF THAT THIS PURPOSE IS TO TEACH THEM SO THEY CAN GO BACK HOME. THAT'S RIGHT. WE GOT OUT FOR THIS, RIGHT. WHAT LOOKS LIKE, YOU KNOW, 2 FT. HIGH RAISED BEDS. THIS ISN'T SOMETHING THAT ANYBODY CAN JUST GO BUILD THAT'S MADE FOR SHOWING AND DISPLAY. RIGHT. I MEAN, THEIRS WOULD BE A DIFFERENT STRUCTURE TO THE POINT I WAS MAKING EARLIER. THOSE RENDERINGS ARE NOT COMPLETELY ILLUSTRATIVE OF WHAT THE GARDEN IS GOING TO LOOK LIKE. IT'S GOING TO INCLUDE, UM PREFAB GARDEN BEDS.
THEY ARE EXTREMELY EXPENSIVE $800 PER BED THAT HAVE CON CONCRETE FIBER OR 2.5 FT. TALL YOU KNOW, NOT AFFORDABLE FOR MOST PEOPLE. IT'S GONNA INCLUDE CEDAR BEDS THAT WE'VE ALREADY BEGUN CONSTRUCTION WE HAVE ABOUT 16 BEDS ALREADY CONSTRUCTED OFF SITE THAT ARE READY TO COME ON THE GARDEN. THOSE RANGE FROM $100. ASKED TO $500 COST. WE ALSO HAVE BEDS THAT ARE GOING TO BE CONSTRUCTED ON SITE THAT WILL BE ROCK LAID IN THE GROUND WITH TRS CATTLE GUARD TRELLISES BASICALLY BUILT AROUND THEM. THEY COST 100 AND $50. SO IT'S GONNA BE, YOU KNOW, ALMOST IN GROUND STAFF, 1 FT. HIGH OR 18 INCHES HIGH AND 24 INCH HIGH GARDENS WITH A VARIETY OF BEAN, T, PS AND OTHER TRELLISES AS WELL. ON THE EAST SIDE MENTIONED THAT THERE IS THIS OVERWHELMING SUPPORT FROM THE EAST SIDE AND PARTICULAR LEADERS THINKING OF OR TALKED TO DEBORAH. BRAD BRADFORD IS ONE. SO UM, FOLKS AT WEBB ELEMENTARY OR OTHERS? UH, THE ESKI IS ARE PARTICIPATING HEAVILY. SYLVIA MONICA IS ON THE STEERING COMMITTEE. MEGAN ESKA. TARA GAD IS PART OF IT AS WELL.
SO WE'RE TRYING TO REACH OUT TO EAST SIDE COMMUNITY BY ALSO OFFERING EAST MCKINNEY LEARNING GARDEN HELP. SO, FOR EXAMPLE, WEB ELEMENTARY HAD A GARDEN THAT WAS CONSTRUCTED YEARS AGO.
THAT'S BEEN IN DISREPAIR FOR QUITE SOME TIME. WE IN SUPPORT OF THAT THE EAST MCKINNEY LEARNING GARDEN, UH, ALONG WITH C PROJECT FOUNDATION, UH, ORGANIZED A VOLUNTEER EVENT BACK IN MARCH, WE WENT TO THE ELEMENTARY SCHOOL AND IN AN AFTERNOON OF FOUR HOURS WE RENOVATED THE WHOLE THING. WE BROUGHT YARDS OF SOIL IN WE BROUGHT MULCH IN, UH, WE PLANTED A GARDEN. UM WE RENOVATED THAT, UH, WE ARE PARTICIPATING IN THE WOODSIDE VILLAGE MOTHER'S DAY EVENT. ON MAY 11TH. THEY ARE GOING TO BE 50 KIDS THAT ARE GONNA BE OUTSIDE AND, UM DEBORAH , ORGANIZED, UH, GOT US CONNECTED WITH THAT GROUP. SO WE'RE GOING TO GO TEACH KIDS HOW TO, UH, HOW TO PUT SEEDS IN THE GROUND AND RAISE THINGS. WE'RE STILL WORKING ON WHAT THAT'S GOING TO LOOK LIKE, SO WE WANT TO MEET MORE PEOPLE. WE'RE ALSO WORKING THIS GROW GARDEN DAY THAT I MENTIONED WHERE WE ARE GOING TO PHYSICALLY GO TO PEOPLE'S BACKYARDS TO PLAY GARDENS. AND I KNOW IN THE CONVERSATION WE'VE HAD, SO THERE IS LIKE THE SEASON THAT YOU NEED TO KIND OF GET THINGS GOING BECAUSE OF THE GROWING SEASON. LIKE ONCE YOU GET FUNDING, AND I KNOW YOU HAVE TO STILL CONSTRUCT SOME OF THE INFRASTRUCTURE WAS STILL GOING TO BE SOME CONCRETE.
HEADS. RIGHT THAT IS A MAJOR EXPENSE FOR SOME OF THE FOR THE SILO TYPE, SO HOW DO YOU THINK
[01:55:04]
YOU ARE GOING TO MEET YOUR SEASON TO DO TO DO SEE WE ARE. I MEAN, A LOT OF PEOPLE THINK THAT THERE'S ONLY ONE SEASON FOR GROWING VEGETABLES. IT'S ACTUALLY A YEAR ROUND EVENT. SO WE MISSED THE SPRING SEASON. OBVIOUSLY SO, UH, WE CAN WE ARE STARTING TO PLANT SEEDS NOW THAT THEN WILL TURN INTO TRANSPLANTS THAT WE CAN PUT IN THE GARDEN IN AUGUST AND SEPTEMBER, SO YOU CAN ACTUALLY GARDEN YEAR ROUND AROUND HERE. SO MY QUESTION MAY BE MORE FOR CINDY. BUT I JUST WANT TO GET AT THE DIFFERENCE IN ESTIMATES BETWEEN 377,000 WHAT ESTIMATES WE'VE DONE ON WHAT IT WOULD COST US TO PUT THIS INTO A STEADY STATE AND IF HOW FIRM THOSE ESTIMATES ARE AND WHERE WE ARE IN THAT DELTA, THEY WERE NOT FIRM. THEY WERE, UM, OPINION OF PROBABLE CAUSE COST. I REACHED OUT TO MARTY SILLITO TO DO A DESIGN SIMILAR TO REMEMBER WHEN WE DID THE BENCHES AROUND IMPACT. HE DID ALL THE LANDSCAPE DESIGN. UM SO AS HE WAS BEGINNING TO TAKE A LOOK AT THAT. THAT'S WHEN THE, UM, CONVERSATIONS ABOUT THE EAST MCKINNEY LEARNING GARDEN BEGAN.SO THE VERY ROUGH ESTIMATE WAS AN OPINION EXPRESSED BY, UM, OUR OWNER'S REP 100,000, BUT THAT WAS WITHOUT ANY BIDS. THE WORK TO YEARS AGO. TWO YEARS AGO ESTIMATE 2222. ANY ADDITIONAL BOARD QUESTIONS. JUST THE THREE OF CONTRACT WE HAVE WITH THE THREE YEAR EXTENSION, SO SAY IT TO THE THREE YEARS. WE DO. WE DECIDED TO GO A DIFFERENT DIRECTION WHO IS RESPONSIBLE AND WHAT HAPPENED. AND HOW FAR IS THAT GOING TO GO? AS FAR AS WHO'S WHO'S GONNA GET IT CLEARED BACK OUT AGAIN AND THEN? HOW ARE THEY? HOW ARE THEY GONNA LEAVE IT RIGHT THAT THE CONTRACT, WHICH IS BETWEEN CDC MPF IN THE CITY SPECIFIES THAT MPF WILL RETURN THE PROPERTY IN THE CONDITION THAT IT WAS PROVIDED TO MPF THAT BASICALLY MEANT IN THE CONTRACT. IT BASICALLY SPECIFIES THAT THE CITY IS GOING TO PUT IN UTILITIES. IT'S GOING TO PUT IN THE DECOMPOSED GRANITE, WHICH IS THE BASE OF THE ENTIRE GARDEN. IT'S GOING TO PUT IN THE SHADE STRUCTURES WAS ALSO AN ELEMENT OF THAT, SO THE INTENT WOULD HAVE BEEN THAT THAT PROPERTY IS TURNED OVER TO US IN THAT CONDITION. WE THEN PUT THE RAISED BEDS IN. WE PLUMB OUT THE IRRIGATION INTO THE BADGE, THE DRIP IRRIGATION THAT SORT OF THING WHEN WE WOULD VACATE THE PROPERTY IN THREE YEARS OR SIX YEARS OR EVEN FURTHER DOWN THE LINE, WE WOULD TURN THE PROPERTY BACK OVER TO THE CITY IN THE IN THE WAY THAT THEY GAVE IT. SO IT WOULD BE MPS RESPONSIBILITY TO MOVE ALL OF THE STRUCTURE ALL OF THE GARDEN BEDS OFF OF THE SITE. AND PUT THEM WHEREVER WE WOULD RELOCATE TO. I DON'T REALLY HAVE A QUESTION. THIS IS MORE OF A STATEMENT. I JUST WANT TO TELL YOU HOW MUCH I APPRECIATED. TIME WE KNOW THAT ESTIMATES ON COSTS AND I'M SURE ORGANIZATIONS COMING BACK ASKING FOR MORE BECAUSE THINGS CHANGE AND WE TOTALLY UNDERSTAND THAT. BUT I DO APPRECIATE HOW MUCH WILL HAVE WORKED THROUGH THE TROUBLESHOOTING AND TRYING TO REDUCE THE COST AND WALKING US THROUGH IT, BECAUSE A LOT OF MY QUESTIONS INITIALLY HELPED WHEN YOU EXPLAINED IT, SO I JUST WANTED TO SAY THANK YOU. I THINK THAT'S UM BUT ESPECIALLY FOR OTHER ORGANIZATIONS THAT ARE COMING BACK, SAYING WE NEED MORE MONEY. WALK US THROUGH ALL THE EFFORTS THAT HAVE BEEN MADE TO TRY TO KEEP THE COST DOWN. AND IT'S OUR WE'RE TALKING THROUGH NOW. WHAT WHAT IS THE OPTION? YOU KNOW, MAYBE A LITTLE BIT LESS, BUT IS IT GONNA UNDO ALL OF THESE RELATIONSHIPS AND ALL OF THE MOMENTUM THAT'S BEEN BEHIND? RIGHT RIGHT TO ME. SO THANK YOU. FOR ONE THING THAT I WILL ADD AS WE CONTINUE TO LOOK FOR WAYS TO MITIGATE THE EXPENSES. COUPLE THINGS. THIS IS A GRANT REQUEST OF UP TO $233,000 BREAKING NEWS THIS WEEK IN DISCUSSIONS WITH CITY LEADERSHIP AND CDC. THE DECISION WAS MADE TO TURN THE ENTIRE PROJECT WORK. THE GENERAL CONTRACTING ELEMENT OVER TO MCKINNEY PARKS FOUNDATION, WHICH REMOVES IT COMPLETELY FROM THE CITY PROCUREMENT PROCESS. SO I AM HOPEFUL THAT THROUGH THAT DID WORK, WHICH WE HAVEN'T STARTED BUT WILL IN EARNEST LITERALLY TODAY, VISITING WITH FOLKS, HOPEFULLY, WE'RE GOING TO GET BIDS THAT COME IN LOWER THAN WHAT KIM LEE HORN WAS ESTIMATING, AND IT WILL ALLOW US TO GET WORK DONE. FASTER THAN WAITING FOR THAT PROCUREMENT PROCESS TO GO THROUGH, SO WE HAVE, LIKE I SAID 100 AND $65,000 RAISED WE SPENT $15,000 SO FAR ON BED CONSTRUCTION, WHICH IS WAY LESS THAN WE HAD ANTICIPATED. WHICH IS GREAT. WE HAVE $55,000 PENDING COMMITTED
[02:00:03]
IN PLEDGES, BUT NOT YET RECEIVED , WHICH LEAVES US A BALANCE OF AROUND $90,000 SITTING IN A BANK ACCOUNT THAT WE'RE READY. DEPLOY IMMEDIATELY, SO THE HOPE IS THAT WE CAN CONTRACT THE GRADING WORK AND START THE STRUCTURES HAPPENING AND GET THAT START MOVING DIRT ON THAT PLACE WITHIN THE NEXT FEW WEEKS IS THE HOPE. IF THIS GRANT REQUEST IS APPROVED, I BELIEVE THE FUNDING FOR THAT WOULD BE AVAILABLE ABOUT 60 DAYS AFTER THE APRIL PUBLIC HEARING. NOTICE RIGHT? MID JUNE JUNE. SO FIRST OF ALL, BRUCE, LET ME SAY I'M HAPPY TO HEAR THAT THIS HAS BEEN REMOVED OUT OF THE CITIES PROCUREMENT PROCESS. I ABSOLUTELY AGREE THAT YOU GUYS WILL DO. MORE STREAMLINED AND STRAIGHTFORWARD PROCESS THAT THAT WILL GET AT REAL COST. I REALLY WISH IT HAD BEEN REMOVED SOONER. UM AND SO I'M HAPPY TO HEAR THAT, UM ANOTHER QUESTION, I THINK FOR CINDY WHEN THE PROJECT GRANTS COMMITTEE MET WITH BRUCE PARKS WAS IN THE ROOM. ALSO, WE TALKED ABOUT UM POTENTIAL PARKS FUNDING THAT MAYBE AVAILABLE OR SOME, UH NOT SURPLUS BUT UNALLOCATED PORTIONS OF PREVIOUS PROJECTS THAT THEY'VE HAD FUNDING FROM US ON AND THE POTENTIAL TO REALLOCATE. SOME OF THOSE FUNDS IS THERE HAVE. I KNOW PARKS WENT BACK TO THE DRAWING BOARD TO SEE WHAT WOULD BE AVAILABLE. HAS ANYTHING COME OF THAT CAME ABOUT WAS THIS WAS THE TOPIC AT THE COUNCIL'S WORK SESSION LAST WEEK. AND AFTER LOOKING AT SEVERAL OPTIONS, WHICH INCLUDED THE ONE YOU JUST OUTLINED THE DIRECTION FROM COUNCIL WAS TO EXPLORE FUNDING FROM CDC. AT THIS TIME, MHM THERE. PARKS DEPARTMENT HAD GONE BACK AND LOOKED AT THEIR FUNDING AS WELL.YOU KNOW, PRIOR TO THAT WORK SESSION, AND THERE WERE THERE WAS NO MONEY AVAILABLE THAT COULD BE RE ALLOCATED, SO WE ACTUALLY WENT INTO THAT WORK SESSION WITH RECOMMENDATIONS TO FILL THE GAP BEING, YOU KNOW, ALLOCATE THE FIVE POINT SOME OF THE 5.5 MILLION THAT GOES TO THE PARKS DEPARTMENT NEXT YEAR KIND OF EARMARKS. SOME OF THE BUDGET GAP IN THAT THAT WAS ONE OPTION.
THE SECOND OPTION WAS USED CITY GENERAL FUND MONEY AND THE THIRD OPTION WE WAS WAS CDC AND THE RECOMMENDATION COMING OUT OF COUNCIL WAYS. LET'S GO THROUGH THE PROJECT GRANT REQUEST PROCESS. OKAY HAVING SAID THAT I'M HAPPY. I APPRECIATE YOUR INTEREST IN REDUCING OUR COSTS.
AS YOU WERE SAYING IN RESPONSE TO MARY AS YOU GO THROUGH THIS PROCESS, YOU'RE ABLE TO REDUCE COSTS. YOU'RE ABLE TO GET OTHER DONATIONS. IN MANY CASES, PEOPLE WOULD NOT BE INTERESTED IN REDUCING CDCS COSTS AS A RESULT OF OTHER FUNDS COMING IN, AND SO I GENUINELY APPRECIATE YOUR INTEREST IN FINDING OTHER FUNDS REDUCING COSTS IN ORDER TO REDUCE THE POTENTIAL COSTS FROM US, SO THANK YOU. MY LAST QUESTION OR COMMENT, SO IF THIS PROJECT DOES GET APPROVED TODAY, OR YOU GUYS STILL GOING TO BE FUNDRAISING OR YOU GUYS WE ARE WE ARE WE AND I THINK IT WOULD BE MAY MAY APPROVAL SO WE ARE THAT FUNDRAISING CONTINUES. WE HAVE GRANT REQUESTS OUT ALL THE TIME AND ARE CONTINUALLY LOOKING FOR MORE THAT THAT 128,000 NOW THAT WE'VE ADDED AN ADDITIONAL 2200 AND $48,000 BUDGET IS THE FIRST YEAR EXPENSE. IT'S TO BUILD THE GARDEN AND MAINTAIN IT FOR A YEAR. WE HAVE ANTICIPATED ABOUT $40,000 IN THE BUDGET FOR YEAR TWO AND ANOTHER 40 FOR A YEAR. THREE I'M CONFIDENT WE'RE NOT GOING TO REQUIRE ALL THAT. SO THE THREE YEAR GOAL IN FUNDRAISING IS 148. 2 2,828,000. SO WE'RE WELL ON OUR WAY ACTUALLY FURTHER AHEAD AND FUNDRAISING THAN I ANTICIPATED AT THIS POINT. ANY ADDITIONAL SORRY. JUST, UM THIS $469,000 IMPROVEMENT TO A QUARTER ACRE ON A THREE YEAR LEASE. WHAT ARE THE OPTIONS PERIODS ON THE THREE YEAR LEASE? ADDITIONAL THREE YEARS ADDITIONAL YEAR BY WHOSE BY MUTUAL OR BY THEIR OPTION.
MHM MUTUAL, OKAY? UM MY CONCERN IS THAT THAT'S A DECENT AMOUNT OF MONEY TO BE SPENT. ON PROPERTY THAT ISN'T LOCKED UP FOR A LONG ENOUGH PERIOD OF TIME. UM AND SO THAT'S MY CONCERN IS THIS IS THAT WE SPEND $470,000 AND SOMETHING ELSE COULD HAPPEN TO THAT PROPERTY AND IN IN THREE YEARS, THEY SAID THE COUNCIL TO THEY'RE JUST THREE YEAR WITH THREE EXTENSION, PROVIDING THAT AFTER THAT, THREE YEARS IF THERE'S ANOTHER HIGHEST AND BEST USE THAT PROPERTY, THEN WE WOULD ASK HIM TO, YOU KNOW. WE GOT SOMETHING BETTER. WE CAN PUT THAT PROJECT WOULD BRING MORE MONEY TO MCKINNEY. SO THAT WOULD BE US TO SAY, HEY, WE GOT HIGHER AND BETTER USE RELOCATED
[02:05:04]
THE OTHER THE OTHER PART OF THE DISCUSSION. THE OTHER CONSIDERATION WAS, IF THIS IS SOMETHING THAT REALLY BECOMES MUCH BIGGER THAN ITS THAT ITS ANTICIPATED TO BE AT THIS POINT IN TIME AND WOULDN'T FIT ON THIS SIDE. THEY NEED TO HAVE THE FLEXIBILITY TO SAY TO US. WE WANT TO MOVE IT TO ANOTHER LOCATION, OKAY? AND OBVIOUSLY THAT'S A CONCERN WHEN YOUR FUNDRAISING IF YOU GO ON AND ASK FOR MONEY, AND THE QUESTION IS, HOW LONG WILL YOU HAVE THE PROPERTY? WE STARTED IT TWO YEARS AND REALIZED THAT THAT WOULD BE CHALLENGING FOR SUPPORTERS OF THE GARDEN THAT COMMIT SIGNIFICANT RESOURCES FOR THAT PERIOD OF TIME. SO WE WERE ABLE TO WORK WITH CINDY TO GET THAT OUT TO THREE YEARS WITH THAT THREE YEAR OPTION, SO OUR HOPE IS THAT THE COMMUNITY SUPPORTS THIS IN SUCH A WAY. AND IT'S SUCH A KIND OF ICONIC PLACE THAT IT EXISTS BEYOND JUST THOSE SIX YEARS. BUT THAT'S IT. CDCS DISCRETION. UNDERSTOOD. THANK YOU. YES, THERE IS A PUBLIC AGENDA ITEM. IS THERE ANYONE HERE TO SPEAK TO THIS PUBLIC AGENDA ITEM? AND GET A MOTION TO CLOSE THE PUBLIC HEARING. BACK IN MY MARRIAGE, SECOND BY DAVID RACHET. THANK YOU, BRUCE.[Conduct a Public Hearing and Consider/Discuss/Act on a Project Grant Application Submitted by LifePath Systems (4B24-07) in an Amount of Up to One Million and NO/100 Dollars ($1,000,000.00) for Exterior Infrastructure Improvements Including Storm Drainage, Fire Protection, Electrical and Site Work at a New Facility Under Construction at 2295 Bloomdale Road in McKinney, Texas. MOTION PASSES. THANK YOU. NEXT ITEM 24-1 FOR A THREE CONDUCTED PUBLIC HEARINGS CONSIDERED DISCUSSED ACT ON A PROJECT GRANT APPLICATIONS SUBMITTED ABOUT LIKE HAVE SYSTEMS FOR B 24-7 IN THE AMOUNT OF $1 MILLION EXTERIOR INFRASTRUCTURE IMPROVEMENTS FROM STORM DRAINAGE , FIRE PROTECTION. ELECTRICAL INSIGHT WORK AT A NEW FACILITY AND THE CONSTRUCTION AT 2295 BLOOMINGDALE ROAD. MCKINNEY TEXAS. THE REQUEST REPRESENTS 2% OF THE TOTAL PROJECT COST IN THE 20% OF THE PROJECT ELEMENTS INCLUDED IN THE GRANT REQUEST PRESENTER IS JAMIE. JAMIE I'M DANIELLE. TELL ME, DANIEL SNEED, DEPUTY. I'M SORRY. OKAY DAN. THANK YOU. THANK YOU. SORRY ABOUT THAT. CONFUSION ON NAME. THAT'S OKAY. BUT YES. MY NAME IS DANIEL SNEAD. I SERVE AS DEPUTY CLINICAL OFFICER FOR LIFE PATH SYSTEMS. THANK YOU GUYS FOR HAVING ME GOING TO GIVE A BRIEF OVERVIEW OF OUR BLOOMINGDALE CAMPUS AND THE MONEY THAT WE'RE REQUESTING. SO A LITTLE BIT ABOUT LIFE PATH SYSTEMS. WE ARE ACTUALLY CALLING COUNTY MENTAL HEALTH MENTAL RETARDATION CENTER . WE DO BUSINESS AS LIFE PATH SYSTEMS. WE WERE ESTABLISHED BY COLLIN COUNTY COMMISSIONERS COURT IN 1986. WE SERVICE CALLING COUNTY'S PUBLIC MENTAL HEALTH, SUBSTANCE USE TREATMENT AND INTELLECTUAL DISABILITIES PROVIDER CONSIDERED THE LOCAL BEHAVIORAL HEALTH AUTHORITY AND LOCAL I DID AUTHORITY FOR COLLIN COUNTY. WE CURRENTLY LEVERAGE FEDERAL, STATE AND LOCAL FUNDS TO EXPAND OUR SERVICES EACH YEAR SINCE 2016 WE'VE ACTUALLY HAD A 56% GROWTH AND THE UNIQUE PEOPLE WE SERVE EACH YEAR LAST YEAR FOR FY 23. WE SERVED 18,000 UNIQUE INDIVIDUALS. LITTLE OVERVIEW OF OUR CORE SERVICES. WE HAVE AN EARLY CHILDHOOD INTERVENTION PROGRAM FOR CHILDREN, 0 TO 3 AND THEIR FAMILIES. CHILDREN TYPICALLY NEED OR HAVE DEVELOPMENTAL DELAYS REQUIRING SPEECH, PHYSICAL THERAPY AND OCCUPATIONAL THERAPY ARE MENTAL HEALTH SERVICES STARTED H THREE.WE DO PROVIDE SUBSTANCE USE SERVICES AND TREATMENT OPTIONS FOR TEENS AND ADULTS. AND THEN DO SERVICE. THE LOCAL I D D AUTHORITY FOR COLLIN COUNTY. THOSE SERVICES ALSO BEGIN AT THE AGE OF THREE. SO WHY EXPANSION OF SERVICES AT THIS TIME? I THINK WE ALL RECOGNIZE COLLIN COUNTY RAPID GROWING POPULATION ABOUT 3% OR MORE EACH YEAR, MOST POPULATED AND THE COUNTY SIX MOST POPULATED IN THE COUNTY. EXCUSE ME, AND THAT DATA SHOWS TOO, THAT WE HAVE ONE IN FIVE U.
S ADULTS WHO EXPERIENCE MENTAL ILLNESS EACH YEAR. SO WITH OUR POPULATION GROWTH WE ARE EXPECTING TO SEE HIGHER NEED FOR MENTAL HEALTH AND SUBSTANCE USE DISORDER TREATMENT AND COLLEEN COUNTY. WE ALSO ARE TRYING TO GEAR TOWARDS EASIER ACCESS AND EARLIER IDENTIFICATION OF THOSE NEEDS. PEOPLE WITH MENTAL ILLNESS TYPICALLY DELAY THEIR TREATMENT FOR UPWARDS OF 11 YEARS. INCLUDED IN OUR BLOOMINGDALE CAMPUS IS OUR EXPANSION OF OUR DIVERSION IN CRISIS SERVICES. WE RECOGNIZE, TOO THAT MANY TIMES PEOPLE WITH MENTAL HEALTH AND SUBSTANCE USE DISORDER ISSUES ARE STAY IN JAIL A LOT LONGER. THOSE ARE HIRED DAY RATES IN THE JAIL SYSTEM. WE ALSO RECOGNIZE THE NEED FOR AN EXPANDED CONTINUUM OF CARE FOR CRISIS RELATED SERVICES. THERE ARE NOT ENOUGH STATE HOSPITAL BEDS OR LOCAL HOSPITAL BEDS TO SERVE THE ACUTE NEEDS OF OUR POPULATION. OUR HOPE IS ALSO TO REDUCE THE NON EMERGENT USE OF E. R. S AS WELL AS SUPPORT LOCAL
[02:10:07]
LAW ENFORCEMENT IN ASSESSING WHAT THOSE ISSUES MAYBE IN WHERE THAT PERSON NEEDS TO GO. SOME OF OUR LOCATION HIGHLIGHTS. WE WILL BE LOCATED ON THE CORNER OF BLOOMINGDALE AND COMMUNITY RIGHT ACROSS THE STREET FROM COUNTY ADMINISTRATION, RIGHT DOWN THE STREET FROM COLLIN COUNTY JAIL.WE HAVE RECEIVED SIGNIFICANT AND KIND MATCH FROM OUR COUNTY IN TERMS OF A LONG TERM LAND LEASE FOR $10 A YEAR FOR THE NEXT 65 YEARS WHERE OUR BUILDING WILL BE. BUILT. WILL BE ABLE TO ROLL OUT NEW PROGRAMS. AS I MENTIONED WE HAVE A FAST GROWING SERVICES EXPANSION OF SERVICES EACH YEAR.
PART OF OUR BUILDING PLAN WILL HAVE SHELL SPACE AS WE START TO LEVERAGE FEDERAL AND STATE GRANTS SO WE CAN CONTINUE TO GROW OUR SERVICES. BRIEF OVERVIEW OF THE PROJECT.
CONSTRUCTION'S ALREADY BEGAN NOVEMBER 2023. WE EXPECT COMPLETION BY NEXT SUMMER OF 2025 ARE ARCHITECT ARCHITECTURE CONSTRUCTION BY ROGERS O'BRIEN. OUR TOTAL SQUARE FOOTAGE FOR THE BUILDING IS ABOUT 110,000 SQUARE FEET ARE PROGRAMMING WILL BE OUR BEHAVIORAL HEALTH DIVERSION CENTER. OUR CRISIS CENTER AND OUR OUTPATIENT BEHAVIORAL HEALTH, ADULT SERVICES AND INTENSIVE SERVICES ARE LOCAL IDEA AUTHORITY ADMINISTRATION WILL BE HOUSED THERE AS WELL AS OUR ADMINISTRATION OFFICES, COMMUNITY MEETING SPACES AND THEN, LIKE I MENTIONED SHELF SPACE FOR FUTURE GROWTH. AH OVERVIEW OF THE FUNDING OF THE PROJECT. THE TOTAL TOTAL COST OF THE PROJECT IS $47 MILLION. OUR BOARD HAS PUT ASIDE CENTER RESERVES SINCE 2011 31 MILLION OF THAT WILL BE USED TOWARDS THE COST OF THE PROJECT. HALF A MILLION AND WE'VE HAD IMPACT WE FEED FEES THAT HAVE BEEN WAVED AND THEN WE'RE CURRENTLY IN THE PROCESS OF APPLYING FOR $5.5 MILLION WORTH OF GRANT REQUESTS, INCLUDING THIS $1 MILLION WE DO HAVE A SECURED LINE OF CREDIT FOR $10 MILLION. HOWEVER WE ARE STILL PURSUING FUTURE GRANTS, SO WE DON'T HAVE TO PULL DOWN FROM THAT LIGHT OF CREDIT SO WE CAN PUT THAT MONEY TOWARDS OUR PROGRAMMING. HERE IS A BRIEF JUST AH! VIEW OF WHAT OUR BUILDING WILL LOOK LIKE THIS TOP ONE WILL BE ON JAMES PITTS, WHERE OUR MAIN INTEREST IS WILL BE THIS ONE ON THE BOTTOM WILL BE ON BLOOMINGDALE FACING THE COUNTY ADMINISTRATION. AND I WRAP THAT JUST UP MOSTLY RIGHT IN FIVE MINUTES. ANY BOARD COMMENTS. I JUST HAVE A QUESTION . YOU SAID YOU'RE SERVING 18,000 STUDENTS 18,000 PEOPLE NOW IN THE COUNTY. THIS FACILITY. HOW MUCH MORE CAN YOU SERVE? MY NAME IS THAT YOU KNOW, WE'RE CONSTANTLY GROWING. AND SO WITH THAT GROWTH RATE, I WOULD I DON'T HAVE A PERCENT OF HOW MUCH MORE WHAT I WILL SAY IS THAT OUR CURRENT CRISIS CENTER, WHICH IS HOUSED IN, UM MCKINNEY HERE ON CHURCH STREET HAS 22 BEDS. WE ARE EXPANDING TO SERVE 44 BEDS AT THAT FACILITY. WE ALSO LIKE I MENTIONED HAVE THE SHELF SPACE FOR FUTURE GROWTH. WE LOOK TO SAMSON AND OTHER FEDERAL GRANTS.
OPPORTUNITIES TO EXPAND THOSE SERVICES AS WELL. AND THE NEXT IS JUST A COMMENT AND HAVING EDUCATION MY WHOLE CAREER. ESPECIALLY THE UPTICK THAT WE'VE SEEN. POST COVID WITH OUR STUDENTS AND HOW HOW I KNOW K THROUGH 12 AND COLLEGE. WE'RE STRETCHED SO THIN. UM THE OPPORTUNITY TO EXPAND SERVICES AND A COUNTY IS SO IMPORTANT BECAUSE WE'VE GOT TO HAVE RESOURCES IN OUR COUNTY TO BE ABLE TO THE K 12 AND COLLEGES CAN ONLY DO SO MUCH SO. I APPRECIATE THE WORK THAT YOU DO IN TRYING TO MEET THOSE NEEDS, BECAUSE AS WE GROW, WE'RE GOING TO AS YOU KNOW, WELL, THAT MORE AND MORE SO THANK YOU APPRECIATE IT LIGHTLY. GOOD QUESTION. I'M SORRY. GO AHEAD, DAVID. THANKS CHRIS. UM SO MY QUESTION IS A COUPLE OF QUESTIONS. YOU HAVE ALREADY BEGUN. CONSTRUCTION ON THIS, RIGHT? SO I ASSUME IF YOU BEGUN, CONSTRUCTION FUNDS MUST BE AVAILABLE FOR THOSE CONTRACTS THAT YOU'VE EXECUTED. DO YOU? IT WOULD APPEAR TO ME THAT OUR FUNDS AREN'T NECESSARY TO EXECUTE THIS PROJECT IF YOU'VE ALREADY BEGUN CONSTRUCTION PRIOR TO COMING TO US WITH THE GRANT REQUEST, SO WHY DO YOU NEED OUR MONEY IF YOU'VE ALREADY FULLY FUNDED THE PROJECT, CORRECT? WELL, WE HAVEN'T WE'RE STILL INCURRING COSTS AS THE PROJECT GOES, AND SO THINGS LIKE UTILITIES, ELECTRICAL WORK AND EVEN LANDSCAPING COMING UP TO YOU. BUT YOU'VE ALREADY IDENTIFIED FUNDING SOURCES SEPARATE FROM OURS TO PAY FOR
[02:15:03]
THOSE COSTS. CORRECT. WE STILL ARE PENDING ABOUT $5.5 MILLION SO YOU'RE YOU ARE $5.5 MILLION SHORT ON THE PROJECT AND YOU WERE ABLE TO BEGIN CONSTRUCTION PRIOR. TO FILLING THAT GAP. YES SIR. AND I'M SORRY. I DON'T HAVE THE DETAILS TO ANSWER THAT EVEN ANYMORE. CLEARLY I'M NOT OUR BUILDER. SO CONTRACT MANAGER. OKAY MY NEXT QUESTION IS OF THOSE OTHER $4.5 MILLION GRANTS OR ANY OTHER FUNDING REQUESTS THAT YOU HAVE OUT THERE. HOW MANY? HOW MUCH HAVE YOU REQUESTED OF OTHER? CITY CDCS IN THE COUNTY. UH WELL, LIKE I DO HAVE OTHER CITY FUNDS SPECIFICALLY WHETHER THAT CDC E. D. C CITY. HOW MANY? HOW MANY OTHER CITIES IN THE COUNTY? HAVE YOU REQUESTED FUNDS UP? I DON'T HAVE ANY OTHER CITIES ON MY LIST. SO AS FAR AS YOU KNOW, THERE HAVE BEEN NO REQUEST TO ALAN CDC, FRISCO, CDC PROSPER ANY OTHER CITY IN COLLIN COUNTY.THAT'S ALSO GOING TO BENEFIT FROM THIS HASN'T BEEN REQUESTED FOR FUNDING. NOT YET. AND DO YOU INTEND TO THE 5.5 MILLION ALREADY ARE IS SOME OF THAT REQUEST TO SEE. SEE THAT YOU HAVE SPECIFIC PLANS FOR OTHER CDCS. AH I'M NOT HAVEN'T LOOKED AT THE GRANT REQUIREMENT. MY IMMEDIATE UNDERSTANDING WAS BECAUSE IT WAS IN MCKINNEY. I DON'T KNOW IF WE COULD HAVE REQUESTED FROM THE CDC AND OTHER CITIES, BUT I AM FULLY INTEND TO LOOK INTO THAT NOW. OKAY, THAT THAT MAY BE AN INTERESTING QUESTION THAT CINDY COULD ANSWER FOR US. IF OTHER CITIES COULD CONTRIBUTE TO THIS. I SUSPECT THAT THEY COULD, BUT I DON'T KNOW. WERE LIMITED TO MCKINNEY MCKINNEY, TJ. SO OTHER CITIES WOULD BE AS WELL. BUSY OR SOMETHING. THAT WAS MY ASSUMPTION. OKAY, THERE. TO THEIR SERVICE. OBSERVING THEIR CITY LIMITS. OKAY CAN WE FOLLOW UP ON THAT WILL IF THAT IS AN OPTION, AND THANK YOU FIGURE YOURSELF. $5.5 MILLION SHORT. IS THAT CORRECT? YES AND THE CURRENT PROCESS OF GRANT APPLICATIONS AND SEEKING ANOTHER THREE SO WHAT HAPPENS IF YOU DON'T GET THAT FIVE MURDERS WERE IN COMMON CAN WORDS AND HAVE A HALF HALF FINISHED BUILDING TO SIT IN THERE. UM I DON'T KNOW HOW TO ANSWER THAT. RIGHT NOW.
I'M ASSUMING NO, OUR BOARD WOULD HAVE TO GO INTO DECISIONS ON WHAT OTHER RESERVE FUNDS WE USE FOR THE BUILDING. I'D LIKE I'M SORRY. I LIKE TO HAVE SOME FOLLOW UP ON THAT THIS MONTH AS WELL. MY BET IS THAT YOU WOULD JUST YOU PROBABLY WOULD PULL DOWN FROM THE $10 MILLION IN THEN WHINE OR CREDIT OR FINANCING. AND IF SOME OF THESE GRANT REQUESTS DIDN'T COME THROUGH, SO MY EXPECTATION IS THAT YOU'VE ALREADY FULLY FUNDED THE PROJECT, AND THIS WOULD BE NICE TO HAVE BUT NOT NECESSARY TO HAVE SO THE QUESTION OF WHETHER OR NOT WHAT HAPPENS IF WE DON'T APPROVE? THIS REQUEST IS ONE THAT WOULD DEFINITELY LIKE THAT ANSWER. AND YOU KNOW, LIKE I MENTIONED TO. WE DO HAVE THE LINE OF CREDIT THAT IS AVAILABLE IF WE DIDN'T HAVE TO PULL ALL OF THAT DOWN THAT ART THAT IS FUND THAT WE CAN ACTUALLY PUT TOWARDS PROGRAMMING INSTEAD OF THE LINE OF CREDIT, SO EXPANDING STAFF AND THINGS LIKE THAT AS WELL. SO THE EXPECTATION WITH THE EXPENSE OF THE BUILDING. HOW MANY MORE STAFF BECAUSE IS THAT GONNA BE REQUIRED? HOW MANY MORE PEOPLE THAT CAN GET HIRED? WE'RE STILL PLANNING ON THOSE PROGRAMS WE HAVE ABOUT A 20% GROWTH EACH YEAR, THOUGH. THE SAME ONE MORE TIME. JUST SO I'M I GET IT.
YOU'RE SAYING THERE'S A $2 MILLION IN FINANCING THAT CAN BE USED TO TAKE CARE OF ALL OF THIS REALLY? BUT YOU WANT TO PUT YOU WANT TO RAISE SOME MONEY SO THAT YOU DON'T HAVE TO TAKE ALL THAT FINANCING. CORRECT WE ACTUALLY WE ACTUALLY HAVE $5.5 MILLION IN GRANT REQUESTS OUT RIGHT NOW, INCLUDING THIS MILLION IF WE RECEIVE THAT MILLION WERE STILL PENDING. THE 4.5 MILLION PLUS THE $10 MILLION IN THE LINE OF CREDIT FOR THE $47 MILLION. THE 2 MILLION STAYS IN THEIR NUMERIC. OKAY? YES. WE STILL WOULD NEED IT. I DO HAVE A LIST OF THREE OTHER GRANTS THAT WE ARE IN DEVELOPMENT. MY NEXT QUESTION. THE OTHER PEOPLE HAVE GREAT QUESTION TO YOU. WE HAVE THE ATI FOUNDATION HOBLIT ZIL FOUNDATION EUGENE MCDERMOTT FOUNDATION. AND THEN WHEN ARE YOU SUPPOSED TO HEAR BACK FROM THEM? THOSE ARE IN DEVELOPMENT RIGHT NOW, SO WE ACTUALLY HAVEN'T SUBMITTED THOSE YET. THE OTHER ONES THAT WE HAVE SUBMITTED. ARE YOU GUYS, THE CDC BANK OF AMERICA CHARITABLE FOUNDATION INDEPENDENT FINANCIAL , HILLCREST FOUNDATION AND THE MEADOWS FOUNDATION. ALL OF THOSE HAVE BEEN SUBMITTED IN OUR PENDING QUESTION, PROBABLY FOR CINDY. THE JUST LOOKING BACK. HAVE WE GRANTED TWO. TO THEM IN THE PAST. TO LIFE PATH. UH NOT IN THE PAST 14 YEARS, OKAY? IT'S NOT RELEVANT FOR WHETHER OR NOT YOU ARE NOT APPROVED FOR THIS
[02:20:09]
ONE. I WAS JUST WONDERING IF WE HAD DONE SOME IN THE PAST. AND THIS IS A PUBLIC HEARING THURSDAY ONE HERE TO SPEAK TO THIS PUBLIC HEARING AGENDA ITEM. THE BOARD HAVE ADDITIONAL QUESTION. JUST NO QUESTION. CAN I GET A MOTION TO CLOSE THE PUBLIC HEARING? WE'LL GET WITH CINDY AND SOME OF THE ADDITIONAL QUESTIONS THAT WE HAD, LIKE FOR YOU AND WE'LL SEND IT. THEY'LL SEND THE EMAIL. I APPRECIATE IT SO MUCH. THANK YOU. THANK YOU. THANK YOU GET EMOTION. MARY. 2ND 2ND BY CHRIS.I HAVE VOTED. AND PASSES. THANK YOU. NEXT AGENDA ITEM 24-1484 CONDUCTED PUBLIC HEARING
[Conduct a Public Hearing and Consider/Discuss/Act on a Project Grant Application Submitted by SDC Throckmorton Villas, LP, a Development of Sphinx Development Corporation, a Division of The Sphinx Group, (4B24-08) in an Amount of Up to One Million Two Hundred Thousand and NO/100 Dollars ($1,200,000.00) for Infrastructure Improvements Related to the Construction of 380 Villas, a New Multi-Family, Residential Development for Low Income Families Located at 1003 Throckmorton Street in McKinney, Texas. This request represents 2% of the Total Project Cost.]
CONSIDERED DISCUSSED ACT ON A PROJECT GRANT APPLICATIONS ADMITTED BY SDC THROUGHOUT MORTON VILLAS LP, DEVELOPMENT OF SPINKS DEVELOPMENT INC. A DIVISION OF SPINKS GROUP FOR B 24-08 IN THE AMOUNT OF 1,400,000 INFRASTRUCTURE IMPROVEMENTS RELATED TO THE CONSTRUCTION OF 380 VILLAS, NEW MULTI FAMILY HOUSING, MULTI FAMILY RESIDENTIAL DEVELOPMENT FOR LOW INCOME FAMILIES LOCATED AT 10033 STREET INDICATES TEXAS THIS REQUEST REPRESENTS 2% OF THE TOTAL PROJECT COST. GOOD MORNING . WHAT CHAIR AND BOARD MEMBERS. MY NAME IS TAKEN WITH THINK DEVELOPMENT COOPERATION. AND WE WANT TO APPRECIATE IT AT LEAST THE OPPORTUNITY TO BE ABLE TO PRESENT THIS PROJECT TO YOU AND HOPEFULLY SEE IF WE CAN PARTNER TOGETHER. THE SPHINX IS. JUST ONE SECOND FIGURE THIS OUT. OKAY, THERE WE GO. I THINK THE RECORD OPERATION IT'S A RELATED DEVELOPMENT COMPANY. IT'S BEEN AROUND FOR 27 YEARS. WE HAVE BEEN FORTUNATE TO BE ABLE TO STAY COMMITTED TO OUR GOALS OF PROVIDING QUALITY HOUSING. TO AH, THE FOLKS THAT NEED IT MOST IN OUR COMMUNITIES. UM WE PRIDE OURSELVES ON TRYING TO SEE HOW WE CAN SOLVE THE PROBLEM OF MAKING SURE THAT EVERYONE GETS QUALITY HOUSING THAT THEY CAN AFFORD. OVER THE YEARS WE'VE BEEN ABLE TO UM BUILT MULTIPLE PROJECTS IN THE METROPLEX. THOSE ARE NUMBERS THAT SHOW HOW HOW MANY HOUSING UNITS WE'VE HAD TOTAL CONSTRUCTION COSTS. DIFFERENT KINDS OF FINANCING THAT WE'VE BEEN ABLE TO INVITE TO GET THOSE PROJECTS COMPLETED. THE PROJECT WE HAVE BEFORE YOU TODAY IS 30 BILLS PROJECT. IS RIGHT AT THE CORNER OF U. S HIGHWAY 380 TRUCK. MUCH INDUSTRY NOT TOO FAR FROM HERE. TO 60 MILLION PROJECT COMPOSED OF STUDIOS, ONE BEDROOMS, TWO BEDROOMS AND THREE BEDROOMS. 12 BUILDINGS IN THE PROJECT. SIX OF THOSE ARE TOWN, HOME STYLE BUILDINGS AND THE OTHER SIX OR THREE STORY BUILDINGS. BUT TARGETED RESIDENTS FOR THIS PROJECT THOSE AND IN NO MORE THAN 60% OF THE AM I TO PUT THAT IN PERSPECTIVE. THE AVERAGE EMMY FOR THE METROPLEX ABOUT 100,000 SO THAT WILL BE FOCUSED THAT ARE ENDING 60,000 OF US. WHICH GIVEN THE GROWTH THAT HAS HAPPENED IN METROPLEX, THAT'S THE BULK OF THE WORK FORCE AND METROPLEX.TOTAL PRODUCT COSTS. IT'S SIX OR 7.5 FROM FOUR OR $5 BILLION. AND WE ARE. THIS IS JUST THE SUMMARY OF WHAT WE WHAT WE THINK WILL BE THE BENEFITS OF THE PROJECTS THAT THE CITY OF MCKINNEY AGAIN.
UM GIVEN THE EXPLOSIVE GROWTH THAT HAS HAPPENED IN THE CITY OF THE PAST FEW YEARS, WE THINK IS PROVIDES MUCH NEEDED TO WORK WITH HOUSING IN THE CITY. A FEW OF THOSE ARE RENDERINGS OF WHAT THE PROJECT WILL LOOK LIKE. HERE IS OUR ASK. MM. WE ARE ASKING FOR $1.2 MILLION AND TOTAL INFRASTRUCTURE PROJECTS IF COSTS ON THE PROJECT IS ABOUT $5 MILLION UM. MORE RENDERINGS OF
[02:25:09]
WHAT THE PROJECT WILL LOOK LIKE. ONE OF THE THINGS THAT WE DO IN OUR PROJECT IS TO MAKE SURE THAT EVEN THOUGH IT'S NOT YOUR MOST HIGH END PROJECTS, IT IS HIGH QUALITY FOR THOSE THAT COME IN.THESE ARE SAMPLES OF FINISHES FROM OUR PRIOR PROJECTS. AND THE COMMUNITIES THAT WE PROVIDE FOR ALL OUR RESIDENTS. PART OF THE THINGS WE ALSO PROVIDE MORE PICTURES OF OUR AMENITIES. WE ALSO PROVIDE RESIDENTS SUPPORTIVE SERVICES, AND THESE ARE SERVICES TO MAKE SURE THAT OUR RESIDENTS HAVE WHAT THEY NEED FOR WHAT MOBILITY IN LIFE. AS MUCH AS THE QUALITY HOUSING THEY HAVE. SO THE RANGE FROM ALL KINDS OF SERVICES YOU HAVE ENGAGEMENT WITH COME INTO EXISTENCE IN THE AREA. WE HAVE G D CLASSES, FINANCIAL LITERACY CLASSES. AND THE WHOLE GOAL IS TO MAKE SURE THAT IN THE COMMUNITY THAT YOU RESIDE AND YOU HAVE THE TOOLS THAT YOU NEED FOR AFFORDABILITY. MM HMM. AND WITH THAT, WE'LL TAKE QUESTIONS. MORE QUESTIONS. AND WHEN SO WHEN WE TALKED ABOUT THIS PROJECT BEFORE YOU ALL YOU WALKED US THROUGH SOME OF THE UNANTICIPATED COST ONCE THE PROJECT STARTED. CAN YOU TALK A LITTLE BIT ABOUT THE UNDERSTAND THE MOVEMENT OF THE WATER LINES OR GAS LINES AS A RESULT OF WHAT YOU LEARN WHAT'S CONSTRUCTION HAPPENED OR STARTED. DEFINITELY SO GET BACK TO YES, OKAY. SO UM, ONE OF THE THINGS THAT HAS COME ABOUT YET THAT WASN'T THAT'S COME ABOUT IS WE'VE WE'VE FOUND OUT THAT, UM RECORDS AT, UH RECORDS OF UTILITIES AND ALL THAT HAVEN'T BEEN AS ACCURATE AS WE HAD THOUGHT THEY WERE, WHICH WAS WHAT WAS USED FOR DESIGNING. UM WHEN WE STARTED CONSTRUCTION, WE REALIZED THAT RIGHT HERE AT THE DRIVEWAY UM THERE WERE UM, THERE'S AN AT MOST GAS LINE THAT THE ELEVATION SHOWN IN THE RECORD DOCUMENTS WAS MUCH DIFFERENT FROM WHAT THE REALITY WAS, WHICH MEANT THAT FOR THAT DRIVEWAY TO BE IN THAT SPOT THAT GAS LINE AND CITY WATER AND SEWER LINES NEEDED TO BE MOVED.
THE COMPLICATION WITH THAT. GIVEN THAT THERE IS ALREADY AN INTERSECTION HERE. WITH CITY STANDARDS THERE WAS THERE HAS TO BE A MINIMUM DISTANCE FOR THE DRIVEWAY, SO IT WAS IMPOSSIBLE TO RELOCATE THAT DRIVEWAY TO AVOID THAT CONFLICT. AND THAT HAS BEEN A SIGNIFICANT COST THAT WASN'T AT SPEED AHEAD WITH THE PROJECT. BETWEEN THE GAS LINE THE GAS LINE IS COSTING ABOUT $212,000 TO LOCATE THE WATER LINES AND CIVIL ALLIANCE ABOUT 250 AS WELL. SO THERE HAS BEEN A COST THAT WASN'T STATED AND THE WHOLE PROCESS OF TRYING TO WORK THROUGH ALTERNATIVE DESIGNS AND POSSIBLE RELOCATIONS HAVE CAUSED SIGNIFICANT DELAYS. OTHER PROJECT WHICH, WITH THE CURRENT CLIMATE THAT WE HAVE BEEN WITH RISING INTEREST RATES HAS ALSO SIGNIFICANTLY IMPACTED ON INTEREST CARRY ON THE PROJECT. IN ADDITION TO THAT, WHEN WE THE PROCESS OF CONSTRUCTION IF YOU DESIGN CHANGES THAT HAVE BEEN REQUESTED BY THE CITY. THE CITY STANDARDS ALLOWS US TO TYPICALLY JUST DO YOUR REGULAR PAVING. IF YOU'RE SPEED IS NOT MORE AMPHETAMINES AN HOUR, WHICH WE HAD STATED THAT IS INSIDE AN APARTMENT COMPLEX. BUT WE HAD TO THEN GO BACK TO DO ADDITIONAL STABILIZATION THAT ALONE COST ABOUT $260,000. UM, WHICH AGAIN WAS STATED COST FOR THE PROJECT.
SO ALL THOSE COSTS TIED IN WITH THE DELAYS THAT YOU KNOW THE BACK AND FORTH TRYING TO FIND MY CABLE RESOLUTION SENSES WHERE COSTS ARE IN AND SPEAK. IT HAS EVOLVED INTO A SPACE WHERE WE NOW HAVE EMANCIPATED COST THAT WE'RE TRYING TO FIGURE OUT HOW TO PLUG TO MAKE SURE THAT THIS PROJECT IS ABLE TO BE COMPLETED IN A WAY THAT GUARANTEES THE SUSTAINABLE OPERATION OF THE PROJECT. THAT DOESN'T WANT TO MAKE SURE TO TRANSMIT. THE PROJECT IS UNDER CONSTRUCTION.
CORRECT. IT IS UNDER CONSTRUCTION. AND SO ONE OF THE QUESTIONS IF YOU DO NOT RECEIVE
[02:30:02]
THIS FUNDING WHAT HAPPENS? UM BEING HONEST COUPLE OF THINGS THAT HAPPEN IF UNDER VERY WORST CASE SCENARIO IS WE RUN INTO A PLACE WHERE WHEN THE CURRENT FUNDS THAT WERE SPEED HEAD GET EXHAUSTED. WE START THE PROJECT OR TRYING TO FIND AND BUY WITH IT. DEEPER POCKET TO TAKE ON THE PROJECT TO COMPLETION. IN DOING THAT PROCESS. IT WE CAN ONLY HOPE THAT YOU CAN GET SOMEONE THAT CAN STEP IN TOGETHER FOR THE COMPLETED THAT WOULD BE NOT THE BEST. PREFERENCE GIVEN WHAT THE CITY'S EXPECTING OF US AND WHAT WE HAVE COMMENTED TO THE CITY TO TRY TO GET THE PROJECT GOING. UM ON THE HOPE IS WE CAN GET GAP FUNDING FROM THE BODY LIKE YOURS. OR WE KEEP WALKING AND KEEP LOOKING FOR ALL THE GAPS THAGAT COULD POSSIBLY FILL ALL THE PROJECTS BEFORE IT'S COMPLETED. HAVE YOU DONE ANY OF, BAGGING ENGINEERING TO EITHER KINDA CUT COSTS NOT TO JEOPARDIZE OR TO, YOU KNOW, INFRASTRUCTURE, BUT THINGS LIKE THAT. WE'VE TRIED TO DO A FEW OF THOSE THE POSSIBILITIES TO TRY TO MANAGE COSTS. WE HAVE PLAYED WITH THE FACADE OF THE PROJECT A LITTLE BIT. WE HAVE TRIED TO PLAY WITH EXPENSIVE ITEMS, BUT ONE OF THE THEMES THAT IS ALSO PUNITIVE. GIVEN THE LOCATION OF THE PROJECT, AND THAT IS A REAL STATION IN HERE. IT'S ALSO BEING AN EXPENSIVE OPTION, GETTING THE RIGHT WINDOWS AND DOORS TO MAKE SURE THAT YOU'RE WITHIN THE RIGHT NOISE LEVELS FOR THE PROJECT. SO IT'S ALSO COMPLICATED HOW MUCH WE OPTIONS WE HAVE ON THAT FRONT. UH AND TO OPEN THEM, FRANKLY, JUST TO GETTING WINDOWS THAT ARE CONFIRMED, WHICH WAS REALLY AFTER THE FACT. TONIGHT'S LEVEL REQUIRED THROUGH ADDITIONAL 200 SOME $1000 IN THE WINDOW COST THERE ABOUT YESTERDAY TOWARDS THE WEST SIDE CREAK CREEK. UM THAT'S RIGHT NOW. THE RETAINING WALLS ARE DONE. YESTERDAY IN THE PLANNING MEETING, IT WAS ESTABLISHED THAT WE NEED TO DO ADDITIONAL 80 FOR RETAINING WALL ON BOTH SIDES IN OTHER BASED ON WHAT SEASON THAT APPROVED BUT TO MAKE IT MORE SUSTAINABLE. AS A REQUIREMENT TO PROBABLY DO ANOTHER 75 TO 80. LINEAR FOOT OFFER RETAINING WALL ON BOTH SIDES OF THE CREEK TO OTHERWISE WE HAVE TO ADDRESS TAKING DOWN SOMEBODY'S TREES, SO THERE'S NOT SOMEBODY COST YOU RUN INTO AN ANTICIPATE THAT ONCE THE PROJECT EXTENDING CONSTRUCTION CALLED ALREADY TO INTEREST CARRY. GIVEN THE, UM UM UM VARIABLE INTEREST RATE AND CONSTRUCTION. YOU FIND YOURSELF TRULY GETTING CAUGHT ELECTRIC TO GET OUT OF JAIL RIGHT NOW, ACTUALLY. THE OTHER BOARD QUESTIONS. SO THE 1.2 THAT YOU'RE ASKING FOR. I MEAN, THAT'S A RELATIVELY MINUTE NUMBER COMPARED TO THE SIZE OF THE PROJECT. HAVE YOU GOT THE APPLIED FOR ANY FEDERAL FUNDING OR ANY GRANTS FROM ANYBODY ELSE OR SO GOING INTO THE PROJECT. WHAT IT IS A. WE'RE USING, UM SO HOUSING TAX CREDITS TO FUND THE PROJECT. SO WE HAD BIG TEEN UM THE EQUITY FROM SALE OF THE TAX CREDITS AND INTO THE PROJECT. WE HAD BAKED IN SOME ADDITIONAL FUNDS FROM TV TO AS WELL. THOSE WERE JUST LET ME STEP BACK A LITTLE BIT. WHEN WE STARTED THE PROJECT, IT WAS GOING TO BE A 220 UNIT PROJECT WITH SOME RETAILS SPACE IN THIS BUILDING. BACK IN JULY 22 WHEN CITY COUNCIL WAS APPROVED THE PROJECT, UM THE REQUEST WAS, WE'RE GOING TO PULL THE PROJECT TIMELINES, BUT WE WANT YOU TO TAKE OUT THE RESALE, INVEST SPACE AND PUT MORE UNITS. SO WE HAD TO GO BACK AND DO THE REDESIGN. PUT MORE UNITS HERE ADDED THIS BUILDING. SO ALL THAT HAS KIND OF SPOKEN TO THE SOURCES THAT WE CAN REASONABLY SPEAK TO YOU FROM THE HOUSING, TAX, CREDIT SIDE AND FUNDING WE CAN GET FROM T D A. C A THEN WE RAN INTO THE ISSUES THAT WE HAVE RUN INTO. AND IN ANTICIPATION OF THAT WE ACTUALLY HAD FAILED AT TWO. BASICALLY GO THROUGH THE PLANNING ZONING CHANGE ON IT THAT'S REQUIRED TO MAKE THOSE BUILDINGS. I'D LOVE TO GO TO THE RENTAL UNIT WAS GOING TO BE A[02:35:06]
SHORTER PROCESS, BUT OTHERS. IT SOMETIMES GOES BACK AND FORTH. SIX MONTHS LATER, IT'S STILL GOING BACK AND FORTH, AND THAT ADDS TO THE CONSTRUCTION TIMELINE THAT INTEREST CAREER IN ORDER. THE EXTRA BUILDING THAT YOU ADDED, WAS THAT BOTHER REQUEST OF COUNCIL OR IS THAT BY THE QUESTION OF WHAT YOU GUYS WANTED TO DIG? SO ONE. WE'RE GOING BACK WITH THE COUNCIL.THIS WAS WHAT THEY WERE FORECAST ON. BUT AT THAT MEETING WITH I FORGET. HER NAME PLANNING DIRECTOR WAS ALSO HERE WITH US. UM THIS LAND HERE IS WAS BECAUSE THIS IS KIND OF LANDLOCKED ALREADY, SO IF YOU'RE GOING TO GO BACK TO DO THIS, YOU MIGHT AS WELL SPANISH NOR YET GET THE BEST USE OF THIS SO THAT THIS BECOMES A MOBILE PROJECT FOR THE CITY. I GUESS MY QUESTION WOULD BE. I MEAN, THAT'S FINE. BUT WHY WOULD YOU NOT? WAY TO DO THAT BUILDING UNTIL YOU GET FUNDED AND GET IT MOVING, AND THEN DO THAT BUILDING A LITTLE BIT LATER, WE HAD A DEADLINE IN THE BOND RESERVATION WITHOUT HOW TO CLOSE WITHIN 180 DAYS, SO CONSTRUCTION NEEDED TO START SO THE CITY AND THE PLANNING GIVE US WHAT WE NEEDED TO KIND OF GET IT. BONDING, CLOSED AND COME BACK TO THOSE BUT IN THE PROCESS OF ADDING, DOES YOU MAKE ANY CHANGE HERE? IT AFFECTS THE OTHER MAKING, YOU KNOW, KEEP GOING BACK AND FORTH, AND THAT'S WHAT WE ENDED UP HERE. AND HOW MUCH THAT BUILDING, ADDING AH, I HAVE TO RUN THE NUMBERS EFFECT OF THE WHOLE CHANGE WAS AN ADDITIONAL 40 UNITS. YEAH, BUT HOW MUCH? HOW MUCH EXTRA MONEY IS THAT IF YOU IF YOU DIDN'T DO THAT BUILDING, HOW MUCH WOULD THAT SAY THE PROJECT SAVE OR THEMSELVES? COST WISE. HOW MANY YEARS? THAT'S ABOUT 24 UNITS, AND THAT'S JUST 10. SO THIS IS A TOWN HOME BUILDING AS WELL AS JUST 10 UNITS UNITS. TIMES, SAY 200. $1000 TWO MILK QUESTION. I MAY HAVE MISSED THIS WHEN YOU WERE GOING THROUGH YOUR PRESENTATION, BUT HOW HAVE THE UTILITY ISSUES THAT ATMOS IN THE WATER IMPACTED YOUR CONSTRUCTION TIMELINE? SO, UM ON THIS. FOR ATMOS. IN SUMMARY THAT HAS COST US BECAUSE WE STARTED THAT PROCESS. SOMEWHERE AROUND JUNE LAST YEAR. DATING. GET AROUND TO STARTING CONSTRUCTION UNTIL ABOUT A WEEK AGO. FOR THE OVERALL PROJECT HAS HAS THAT HAD ANY IMPACT ON YOUR TIMELINE? YES, BECAUSE UNTIL THIS IS DONE WHY NOT ABLE TO DO ADDITIONAL SELLING HERE AND GET THIS DRIVEWAY IN? FORCE BASED WITH THE CITY'S FIRE MARSHAL.
SECURITY REASONS AND ALL CAN DO THAT YOU HAVE 212 AGGRESS AND AGGRESSIVE, SO BECAUSE OF THAT, YOU CAN START ANYTHING ON THIS SIDE UNTIL THIS IS COMPLETED. AND FOR THAT WHOLE THING DELAYED YOU WHAT? SIX MONTHS, EIGHT MONTHS RIGHT NOW, ABOUT SIX MONTHS, SIX MONTHS? YEAH, SIX OR SEVEN. BUT IT'S JUST THAT THAT FRONT SECTION OR DID IT IMPACT THE BACK SECTION AS WELL. NO THE UTILITIES, THE ATMOS AND WATER LINES DIDN'T BACK THIS BACK SECTION. WHAT HAS IMPACTED THIS BACK SESSION WAS THE LENGTH ADDITIONAL STABILIZATION THAT WE NEEDED TO DO. BUSINESS CITIES REQUEST. SO. TRY TO MAKE SURE I UNDERSTAND. 67 MILLION PROJECT COST. IT'S MY UNDERSTANDING.
APPROXIMATELY HALF OF THAT IS FUNDED THROUGH BONDS. AND THEN ANOTHER 11.2 REQUEST HERE.
WHAT'S THE OTHER SOURCE OF THE 31 32 MILLION. SO THE TAX CREDITS THAT WE HAVE THAT BRINGS IN EQUITY. UM SO WE SELL THE TAX CREDITS TO BUY AND THEN BRINGING EQUITY FOR THAT BIAS. BIG SHARE HEART RIGHT NOW. I HAD ALWAYS OKAY. BERKSHIRE HATHAWAY, OKAY. AND THEN THERE IS A GOD DOES A GAP ADDITIONAL GAP OF WHAT THEN? SO WE DIFFERED DEVELOPER FEE ALMOST IN ENTIRETY TO MAKE TO BREACH THAT GAP, OKAY, WHERE YOU ARE RIGHT NOW TO WORK WITH SO MAKE SURE I HAVE THE CORRECT IMPRESSION. SURE. BECAUSE IT SOUNDS LIKE WE'RE RUNNING PRETTY TIGHT ON FUNDS. RIGHT SO IN ORDER TO GET THIS PROJECT TO COMPLETION, THE FUNDS ARE GETTING TIGHT. WE CERTAINLY HOPE THAT THERE ARE NO MORE UNEXPECTED EXPENSES. CONSTRUCTION WELL, ONCE WE DIG OUT OF THE PIT, WHICH IS WHAT WE ARE ABOUT WE WRITE, THE REST ARE POURED CONCRETE. YOU KNOW WHAT
[02:40:06]
YOUR COSTS ARE BEYOND THAT? YEAH, OKAY. ALRIGHT BUT BUT IT'S BUT IT'S STILL IT'S RUNNING PRETTY TIGHT, AND WE HAD TO MAKE SURE THAT THE YES. IN ORDER TO TIME. GETTING MORE GREAT. OKAY IS THERE ANY LINE OF CREDIT ANY OTHER SOURCES THAT YOU'VE ALREADY SECURED IN ORDER TO MAKE SURE THAT YOU CAN CAN MEET THE TIMELINE THAT YOU NEED RIGHT NOW WE ARE HOPING THAT WE DON'T HAVE TO GO FOR ADDITIONAL BECAUSE SOME OF THESE EQUITY PARTNERS AND THE LENDERS ALSO AT SOME POINT THEY DON'T WANT ANY ADDITIONAL. THEY WANT TO DILUTE. THEY REALLY DON'T WANT ADDITIONAL DEBT ON THIS, AND THIS IS EVERYBODY FEELS LIKE IT'S MORE AT RISK. UNDERSTOOD.YEAH. BUT I WOULD JUST ADD, YOU KNOW, OBVIOUSLY IT'S A IT'S A NEEDED PROJECT AND NEEDED AREA, SO WE DO APPRECIATE THE WORK THAT'S GOING FORWARD. ANY ADDITIONAL QUESTIONS FROM AGAIN.
THIS IS A PUBLIC HEARING. ONE HERE. ANYONE HERE? HERE AND THERE. UM THANK YOU SO MUCH.
THANK YOU VERY MUCH, AND I GET A MOTION TO CLOSE THIS PROBLEM HERE. GOODBYE, DAVID MAYOR.
MOST IMPASSES. THANK YOU. DO WE HAVE ANY PUBLIC COMMENTS REGARDING MATTERS NOT ON THE AGENDA. WE DON'T HAVE ANY VIRUS DOWN ABOARD COMING SO WE WILL GO INTO RECESS FOR EXECUTIVE
