MISTER GRIMES, MY NAME IS SAIMA ALI, AND I'M THE PERFORMANCE MANAGER FOR THE CITY IN SUPPORT OF THE COUNCIL'S STRATEGIC GOALS, WE'VE ESTABLISHED THE FISCAL YEAR 25 DEPARTMENTAL LEVEL OBJECTIVES.AND TODAY I'M HERE TO PRESENT THESE OBJECTIVES AND BRIEFLY PROVIDE AN OVERVIEW OF THE PROCESS THAT WE GO THROUGH TO SET AND ESTABLISH THESE PERFORMANCE MEASUREMENTS. FIRST, A SHORT TIMELINE REVIEW OF HOW WE REACHED TO THE POINT WHERE WE ARE TODAY. AS YOU KNOW, EVERY YEAR WE START OFF WITH THE COUNCIL'S STRATEGY SETTING SESSION, WHICH WAS HELD ON FEBRUARY 16TH OF THIS YEAR TO DISCUSS AND REAFFIRM YOUR PRIORITIES BETWEEN THEN AND NOW, WE'VE MET WITH ALL THE DEPARTMENTS TO CREATE THESE OBJECTIVES LEADING INTO MY DEPARTMENT PERFORMANCE MANAGEMENT, WHERE WE DID A THOROUGH ANALYSIS AND REVIEW OF THE OBJECTIVES THAT WERE CREATED. WE THEN MET WITH ALL OF THE ASSISTANT CITY MANAGERS, THE DIRECTOR OF PUBLIC SAFETY, THE DIRECTOR OF STRATEGIC SERVICES, TO REVIEW THE GOALS FOR THE DEPARTMENTS THAT THEY OVERSEE. AND LAST WE WENT, WE MET WITH MR. GRIMES TO DO A FINAL REVIEW BEFORE COMING HERE FOR YOUR APPROVAL. WE HAVE SIX STRATEGIC INITIATIVES THAT WERE SET WITH 4 TO 5 GOALS ESTABLISHED UNDER EACH. FOR FISCAL YEAR 25, WE HAVE 187 DEPARTMENT LEVEL OBJECTIVES TO SUPPORT YOUR PRIORITIES. SO WHEN CREATING THESE OBJECTIVES AND REVIEWING THEM, WE USE MULTIPLE TESTS. AND EACH TEST SERVES SERVES A PURPOSE. FIRST, IS IT SMART? IS IT SPECIFIC, IS IT MEASURABLE. AND SO ON. THIS IS AN INTERNAL PROCESS THAT WE USE TO MANAGE THE OBJECTIVES AND MAKE SURE THEY'RE ACTIONABLE. SECOND, DOES IT PASS THE AVERAGE CITIZENS TEST? WOULD A NORMAL CITIZEN ON THE STREET BE ABLE TO READ THE OBJECTIVE AND UNDERSTAND CLEARLY WHAT IT'S MEASURING, OR THE DESIRED OUTCOME? THIS IS FOR EXTERNAL PURPOSES. SO SINCE WE POST THESE ON A PUBLIC FACING DASHBOARD, IT NEEDS TO BE UNDERSTANDABLE WITHOUT ANY JARGON OR ACRONYMS. AND LAST, DOES IT STRETCH THE ORGANIZATION? THANK YOU FOR HAVING ME HERE THIS AFTERNOON.I'M VERY EXCITED ABOUT THIS OPPORTUNITY TO UPDATE ON OUR HOUSING INITIATIVES AND ANTICIPATION OF MOVING FORWARD ON SOME VERY EXCITING HOUSING ITEMS. ALL RIGHT, SO IN DISCUSSION TODAY, WE'RE GOING TO JUST BRIEFLY GO OVER OUR HOUSING FINANCE CORPORATION COMMUNITY LAND TRUST OUR LOCAL GAP VOUCHER PROGRAM, OUR CODE DEVELOPMENT FOR THE 2025 AND HOME PARTICIPATING JURISDICTION A PJ, WHICH IS TOTALLY NEW TO US, WHICH IS AWESOME. PREVIOUSLY DISCUSSED, WE'VE TALKED ABOUT UTILIZING THE MCKINNEY HOUSING FINANCE CORPORATION AS A COMMUNITY LAND TRUST PARTNER. SO WHAT WE HAVE HERE TODAY, ONE OF THE ITEMS ON THE AGENDA, WE

ACTUALLY HAVE TWO RESOLUTIONS ON THE AGENDA THIS EVENING. ONE WILL BE DESIGNATING THE HFC AS A CLT PER THE LOCAL GOVERNMENT CODE. 373B. WE CAN THE LOCAL GOVERNING BODY CAN DESIGNATE IT A HOUSING FINANCE CORPORATION AS A COMMUNITY LAND TRUST. SO WE'LL BE DOING THAT TODAY. AND THEN ALSO PERMITTING THE HFC TO ACQUIRE PROPERTIES UNDER THE COMMUNITY LAND TRUST. WITH THAT BEING SAID, WE HAVE PLANS TO PURCHASE UP TO THREE PROPERTIES QUICKLY SO WE CAN START USING SOME OF THAT SEED MONEY THAT COUNCIL HAS FUNDED US ALREADY. WE ALSO DISCUSSED LAST TIME WE WERE HERE OUR LOCAL VOUCHER. PROGRAM. THIS IS VERY SIMILAR TO OUR TENANT BASED RENTAL ASSISTANCE PROGRAM. IT'S PROVIDING THE HOUSING ASSISTANCE FOR OUR LOCAL, ELDERLY, DISABLED HOUSEHOLDS THAT ARE 30 TO 50% THE HIGHEST. AM I ON THIS WE FOCUS ON IS OUR 50. AND IT'S USUALLY OUR ELDERLY AND DISABLED THAT ARE ALREADY IN TAX CREDIT, PROPERTY, PROPERTIES THAT ARE ALREADY NOT AFFORDABLE. WE ANTICIPATE, FOR THIS FIRST YEAR, FUNDING ABOUT TEN HOUSEHOLDS.THESE WILL BE HOUSEHOLDS THAT HAVE ALREADY BEEN WITH THE 24 MONTH PERIOD WITH OUR, TENANT BASED RENTAL ASSISTANCE PROGRAM THAT HAVEN'T BEEN ABLE TO SECURE VOUCHERS TO CONTINUE TO LIVE AFFORDABLE. SO WE WILL ASSIST THEM WITH THIS FUNDING. THIS FUNDING WAS RECENTLY AT ONE OF THE LAST COUNCIL MEETINGS, $500,000 WAS SET ASIDE FROM THE PUBLIC PUBLIC FACILITIES CORPORATION MONEY, SO WE HAVE THAT MONEY SET ASIDE. AND TODAY WHAT WE'RE ASKING IS TO UTILIZE 150,000 OF THAT TOWARDS THIS LOCAL VOUCHER PROGRAM. WE'RE ANTICIPATING TO BE ABOUT $150,000 ANNUALLY. AND WE WANT TO CONTINUE TO FUND THIS WITH THE PFC MONEY AS WE MOVE FORWARD. THERE'S WHEN WE ORIGINALLY DID THE PFC DEAL, WE RECEIVED ABOUT $2 MILLION UP FRONT. AND THEN THERE'S ONGOING FEES THAT WE RECEIVE, SUCH AS $420,000 ANNUALLY FOR RENT, FROM THAT, RENTING THOSE 400 UNITS FROM JPI. SO WITH THAT CRYSTAL, I'M SORRY, WALK ME THROUGH THAT.
WE'RE RECEIVING MONEY FROM THE PFC THING OF 400 SOMETHING THOUSAND A YEAR. IS THAT LIKE THE PILOT PAYMENT? THE PAYMENT LIEU OF TAXES OR IS THAT SOMETHING ELSE, THE PAYMENT IN LIEU OF TAXES WAS THE $2 MILLION WE RECEIVED UP FRONT. IS IT DECREASE IN INCOME FOR THEM? IS IT. IT WAS NEVER REALLY AFFORDABLE TO THEM. IF AND REALLY THAT'S THE CASE. I MEAN EVEN IF YOU KNEW SOME FOR INSTANCE, A ONE BEDROOM AT NEWSOME IS $1,100 A MONTH. SO IF YOU ARE RECEIVING SOCIAL SECURITY OF $800 A MONTH, THAT'S ALL YOU HAVE. YOU CANNOT EVEN AFFORD THAT $1,100 A MONTH.
RIGHT? SO IT'S THE PRICES THAT ARE IN OUR AREA, WHICH I MEAN, WHAT'S CONSIDERED AFFORDABLE FOR A ONE BEDROOM IN OUR SIX NINE ZIP CODE, IS $1,400. OKAY, IN THAT SCENARIO, YOU JUST PAINTED WITH THE $800 INCOME, $1,100 RENT. IS THAT $1,100 RENT HIGHER THAN IT MIGHT HAVE BEEN IN PREVIOUS YEARS? DID IT GO UP OR HAS IT? THIS IS HAS IT BEEN PRETTY STATIC? IT GOES UP ANNUALLY. IT DOES. OKAY. SO THIS IS A GROWING PROBLEM. PERHAPS THESE ARE MY WORDS, NOT YOURS.
BETWEEN SOCIAL SECURITY GOING UP BY BUT RENT GOING UP HIGHER. AND IT WAS ALWAYS KIND OF ON THE RAZOR'S EDGE TO BE ABLE TO AFFORD IT OR NOT. AND THESE PEOPLE MIGHT BE HOMELESS IF IT WEREN'T FOR THIS KIND OF PROGRAM. ABSOLUTELY. THANK YOU. AND SO THIS IS ESSENTIALLY A PRODUCT THAT WE'RE PROVIDING TO SUPPLEMENT THE LACK OF HOUSING CHOICE VOUCHERS THAT ARE OUT THERE. YES, THERE'S DEFINITELY A SHORTAGE OF THE VOUCHERS. IT USED TO BE WHEN WE WOULD FUND, AN APPLICANT ON OUR TBRA PROGRAM WITHIN THAT 24 MONTH PERIOD WHEN WE COMPLETED OUR TIME WITH THEM, THEY WOULD HAVE A HOUSING CHOICE VOUCHER.BUT NOW THAT'S NOT THE CASE. IT IS TAKING MULTIPLE YEARS TO GET THOSE VOUCHERS. AND SO THIS IS US TRYING TO STEP IN TO PREVENT OUR ELDERLY AND DISABLED FROM BECOMING HOMELESS. I'LL GENERALIZE THE NUMBERS, BUT MCKINNEY WAS GRANTED ABOUT 204 PUBLIC HOUSING UNITS, WHICH WILL EVENTUALLY ALL BE PUBLIC VOUCHERS, IN THE 50S AND 60S, WHICH HAS NEVER INCREASED. AND THEN IN THE 80S, WE'RE, PROVIDED ABOUT 350 HOUSING CHOICE VOUCHERS, WHICH HAS NEVER INCREASED AND ACTUALLY HAS GONE DOWN BECAUSE THERE'S ONLY SO MUCH FUNDING AVAILABLE TO FUND THOSE VOUCHERS. AND OUR RENTS ARE SO HIGH. SO IN A COMMUNITY THAT HAS GROWN EIGHT TIMES OVER SINCE THE 1980S, OUR VOUCHERS HAVE ACTUALLY DECREASE IN THAT AMOUNT OF TIME FROM 350 TO 300 THAT ARE AVAILABLE. SO UNLESS THESE PEOPLE GET A VOUCHER FROM ANOTHER COMMUNITY, THE MCKINNEY HOUSING AUTHORITY, IT TAKES YEARS TO GET A VOUCHER FROM THEM. SO YEAH, WE USUALLY REFER TO DALLAS JUST BECAUSE THEY RECEIVE A LARGER AMOUNT. YOU CAN USE THOSE VOUCHERS WITHIN A 50 MILE RADIUS. OUR NEXT ITEM IS A CO-DEVELOPMENT FOR 2025. YOU KNOW, WE SPOKE ABOUT WE DIDN'T DO ONE FOR THIS YEAR BECAUSE WE HAVE A COUPLE OF DEVELOPMENTS STILL UNDERWAY, BUT WE WOULD LIKE TO ISSUE AN RFQ FOR THIS SUMMER, WHICH WE WILL BRING THAT BACK TO YOU IN A COUPLE OF MONTHS. WE HAVE TWO CO DEVELOPMENTS AT THE MOMENT. WE HAVE OUR INDEPENDENCE WHICH IS JUST OVER 204 UNITS AND PALLADIUM WHICH IS 172. AND IT'S UNDER CONSTRUCTION. I KNOW YOU GUYS HAVE PROBABLY SEEN IT RIGHT THERE AT VIRGINIA. IT'S GOING UP VERY QUICK. WE'RE VERY EXCITED ABOUT THOSE THOSE UNITS GOING TO BE AVAILABLE SOON. WELL, NOW WE GET TO BE CALLED A PJ, WHICH MEANS WE ALSO GET HOME FUNDING. SO TRADITIONALLY, LIKE RIGHT NOW, WE RECEIVE ALL OF OUR HOME FUNDING FROM THE TEXAS DEPARTMENT OF HOUSING COMMUNITY AFFAIRS. SO WE GET ALL OF OUR HOME THROUGH THEM. WE WILL BE ABLE TO GET A DIRECT ALLOCATION ANNUALLY NOW FROM HUD, INSTEAD OF HAVING TO GO THROUGH THE STATE AND JUMP THROUGH OUR EXTRA HOOPS TO GET THAT FUNDING. SO WE WILL BE ABLE TO GET MORE MONEY LOCALLY AND USE IT AS NEEDED. SO IT'LL BE, IT'LL BE QUICKER AND MORE EFFICIENT FOR OUR PROGRAMS. AND CURRENTLY WE ARE RECEIVING CAN WE USE THE TDCJ RESERVATION SYSTEM AND WE RESERVE ABOUT $500,000 FOR A TWO YEAR PERIOD.
OUR ALLOCATION FOR THIS FY 25 WILL BE $500,000. AND THEN AFTER THIS YEAR, WE WILL GET JUST RIGHT OVER $300,000 ANNUALLY. SO THIS WORKS LIKE OUR CDBG FUNDING. IT'S A DIRECT ALLOCATION. WE PULL IT DIRECTLY DOWN FROM HUD. SO ALL THE THINGS THAT KIND OF WHAT WE DO TO GO THROUGH THE STEPS FOR OUR CDBG, WITH OUR PUBLIC HEARINGS AND THINGS, WE WILL DO THE SAME THING FOR HOME, WHICH FOCUSES ON AFFORDABLE HOUSING. SO WITH THE PJ SIDE OF IT, OF SO HOME IS ACTUALLY THE LARGEST FEDERALLY BLOCK GRANT THAT IS PROVIDED TO STATES AND LOCAL GOVERNMENT. AND IT'S ALL ABOUT HOUSING. AND ONE OF THOSE THINGS IS, RENTAL HOUSING. SO WE WILL CONTINUE TO DO OUR TENANT BASED RENTAL ASSISTANCE PROGRAM THAT WE HAVE NOW, BUT WE WILL JUST FUND IT

WE HAVE TO MEET A HOME IS ONE OF THOSE. AND SO WE'LL BE ABLE TO USE THAT FUNDING TOWARDS OUR MATCH TO MEET THOSE OBLIGATIONS. AND THERE'S ACTUALLY NO ACTION TAKEN FOR ANY OF THIS TODAY.
