[PUBLIC COMMENTS ON AGENDA ITEMS (for Non-Public Hearing Items)]

[CITIZEN COMMENTS on Matters not on the Agenda]

ALL RIGHT. WE HAVE PUBLIC COMMENTS ON AGENDA ITEMS. I THINK WE ONLY HAVE THREE PEOPLE THAT HAVE SIGNED UP TO SPEAK ON AGENDA AND NON AGENDA ITEMS. WE WILL HEAR FROM ALL THREE. NOW, YOU WILL HAVE TWO MINUTES ON THE CLOCK. IF YOU LOOK TO YOUR LEFT YOU'LL SEE A TIMER IF YOU'LL STATE YOUR NAME AND ADDRESS WHEN YOU COME UP FOR THE RECORD, WE'D APPRECIATE IT, SUSIE MCCONNELL.

GOOD EVENING. MY NAME IS SUSIE MCCONNELL, 5441 BUCKLAND DRIVE, MCKINNEY, TEXAS. MCKINNEY CORE IS INSPIRED TO TAKE ACTION TOWARD RACIAL EQUITY IN OUR COUNTRY BY EMBARKING ON A JOURNEY TO POSITIVELY CHANGE OUR COMMUNITY THROUGH UNITY, STAFF MEETING THIS APRIL IN 2024, WE EMBARKED ON SIX COMMUNITY CONVERSATIONS IN EAST MCKINNEY. THESE CONVERSATIONS HAVE BEEN HELD TO DETERMINE WHO IS NOT AT THE TABLE IN THE COMMUNITY, AND WHOSE VOICES ARE NOT BEING HEARD IN POSITIONS OF AUTHORITY. THESE CONVERSATIONS WILL LEAD TOWARD THE MOVING FORWARD SUMMIT, MOVING FORWARD TOGETHER SUMMIT ON JUNE 15TH. THIS SUMMIT WILL FOCUS ON HOW MCKINNEY CITIZENS

[00:10:04]

CAN UNITE POSITIVELY TO CHANGE THE COMMUNITY FOR GOOD AND TO ADVOCATE EQUITY WITHIN OUR CITY.

THE MOVING FORWARD TOGETHER SUMMIT WILL BE HELD AT COLLIN COLLEGE, THE MCKINNEY CAMPUS, ON THE MORNING OF JUNE 15TH FROM 9 TO 12. DAVID LAMONT WILL BE OUR KEYNOTE SPEAKER. HE'S AN INTERNATIONALLY KNOWN SPEAKER AND HAS PRESENTED KEYNOTES AND WORKSHOPS ALL OVER THE COUNTRY, APPEARING ALONG THE WAY WITH DAVID. HE HAS APPEARED WITH SUCH WORLD CHANGERS AS DESMOND TUTU, PETE SINGER AND PETE SEEGER, AND THE CIVIL RIGHTS MOVER AND SHAKER JOHN LEWIS MCKINNEY. CORE IS LOOKING FORWARD TO WORKING WITH DAVID, AND WE HAVE INVITED ALL OF YOU, CITY COUNCIL, TO ATTEND WITH US. COME AT 9:00, HAVE BREAKFAST, JOIN US, GET TO KNOW DAVID. WE'LL HAVE A GREAT TIME AND WE HOPE TO SEE YOU HERE. THIS IS OUR COMMUNITY CITY. LET'S MOVE FORWARD TOGETHER. I ALSO HAVE SOME BROCHURES. COULD I LEAVE WITH THE CITY SECRETARY? SURE CAN.

HOPE TO SEE YOU THERE. THANK YOU. THANKS SUSAN. SCOTT MORRISSEY. GOOD EVENING, MAYOR AND COUNCIL MEMBERS. MY NAME IS SCOTT MORRISSEY, AND I JUST WANTED TO THANK ALL OUR SERVICE MEMBERS FOR ALL THEIR DEDICATION AND HARD WORK THEY DO FOR US, KEEPING US SAFE. ALONG WITH ALL THE GOOD THINGS WE DO IN THE COMMUNITY, THERE'S ALWAYS BAD THINGS THAT TRY TO SNEAK IN. AND YOU ALL HAVE ONE OF THE LARGEST CRIME SYNDICATES JUST MOVED TO YOUR CITY. I KNOW THAT BECAUSE I THREW THEM OUT OF MY NEIGHBORHOOD, THE JUDGE HERE RULED AGAINST THEM, MADE THEM MOVE OUT OF MY NEIGHBORHOOD, AND NOW THEY'RE OPERATING IN THE NORTH OF MCKINNEY, UP HERE OFF HIGHWAY FIVE. THEY'RE A BIG COMPANY THAT DOES CLEANUP ON HOUSES, AND THEY GO OUT TO ALL YOUR DEVELOPERS AND THEY'RE ROBBING THEM BLIND. THEY'RE STEALING WINDOWS, DOORS, BRICKS, TWO BEFORE STUDS, SHEETROCK. AND THEY GOT A STASH BARN WHERE THEY STASH ALL THE STUFF. THEY BUILT AN $840,000 HOUSE. AND IN A DEPOSITION THAT WE DID, CLAIMED IT WAS PAID FOR IN LESS THAN THREE YEARS. THE OWNER SAID ALL SHE LIVES OFF OF SOCIAL SECURITY. NOW, I WOULD LIKE TO DRAW THAT SOCIAL SECURITY CHECK, BECAUSE I DON'T THINK I COULD PAY FOR AN $840,000 HOUSE IN THREE YEARS, THERE ARE THE DEVELOPERS ARE MISSING PIECES OF THE HOUSES, ARE TRYING TO FINISH OUT ALL THE TIME, AND HAVING A REORDER, THEY JUST CONTINUE TO OPERATE. THEY HAD AN ACCIDENT UP HERE OFF OF 543 WHERE THEY HIT THREE CARS, RUN THEM INTO A FENCE, LEFT THE SCENE OF THE ACCIDENT AND TRIED TO RUN INTO THE WOODS, AND SOMEBODY CHASED THEM DOWN AND DROVE THEM BACK SO THEY COULD BE ARRESTED. THESE ARE THE PEOPLE THAT HAVE CARS WITH NO TAGS, FAKE TAGS, PEELED OFF THEIR, VIN NUMBERS OFF THEIR CARS, AND I TOLD THE MCKINNEY POLICE DEPARTMENT AND THEY JUST SAID THERE'S NOTHING THEY CAN DO ABOUT IT. NOW, ALL MY CARS ARE REGISTERED. THEY ALL HAVE VIN NUMBERS, AND I HAVE INSURANCE ON THEM. NOW, WHY ARE THESE PEOPLE ALLOWED TO JUST CONTINUE TO OPERATE IN THE CITIES LIKE THIS WITH NO RESTRICTIONS AND OTHER? THANK YOU FOR YOUR TIME. THANK YOU SIR. SORRY. HAVE A GOOD DAY. ANTHONY. NAJID. IS THAT RIGHT? NO LET'S TRY THOUGH, HI. MY NAME IS ANTHONY. NAKED. IT'S WEIRD, I KNOW. I LIVE AT 201 WEST DAVIS STREET, WHERE I'VE OWNED AND OPERATED MY PIANO STUDIO, THE PIANO DOJO, SINCE 2011. I'VE BEEN A MCKINNEY ARTS COMMISSION GRANT RECIPIENT SINCE 2018, STARTING WITH A SHOW CALLED THE VINTAGE PIANO HOUR. AND SINCE THE PANDEMIC, I HAVE USED IT TO FUND JAZZ AT THE COMEDY ARENA. JAZZ AT THE COMEDY ARENA HAPPENS ONCE A MONTH, AND FEATURES TOP LEVEL JAZZ PROJECTS FROM MCKINNEY AND THE GREATER DFW JAZZ AREA, IN CONJUNCTION WITH THE COMEDY ARENA. AND, THE SHOW HAS STEADILY BEEN GROWING SINCE MUSIC RESUMED AFTER THE PANDEMIC, IN PART THANKS TO THE SUPPORT OF THE MCKINNEY ARTS COMMISSION PROJECT OUTREACH GRANT. AND NOW, ACCORDING TO THE MCKINNEY ARTS COMMISSION WEBSITE, THE MCKINNEY ARTS COMMISSION PROJECT OUTREACH GRANT FUNDING IS A REIMBURSEMENT GRANT THAT IS LIMITED TO NO MORE THAN 50% OF THE APPLICANT'S PROJECT EXPENSES AND WILL NOT EXCEED $10,000 THIS YEAR. HOWEVER DESPITE THE RECORD GROWTH OF MY PROJECT FOR THE FIRST TIME, MY FUNDING FROM THE GRANT HAS DECREASED DUE TO A LACK OF OVERALL FUNDING FOR THE PROJECT. OUTREACH GRANT. AFTER LISTENING TO AUDIO ON THE PUBLIC RECORD OF THE MAC MEETING, THERE

[00:15:01]

WERE 9 TO 10 APPROVED PROJECTS WITH A BUDGET, A TOTAL BUDGET OF ONLY $30,000. SO THERE SEEMS TO BE A DISCREPANCY BETWEEN THE GRANTS BEING ADVERTISED ON THE MAC WEBSITE AND WHAT IS ACTUALLY POSSIBLE TO BE AWARDED WITH THE CURRENT BUDGET. HOWEVER I DO BELIEVE THIS FUNDING PROBLEM IS ACTUALLY A GOOD SIGN OF A GROWING ARTS COMMUNITY. WITH ALL THE AMAZING GROWTH THE CITY IS EXPERIENCING, IT'S UNDERSTANDABLE HOW LITTLE DETAILS LIKE THE MAC PROJECT OUTREACH GRANT COULD BE OVERLOOKED. I TRULY APPRECIATE THE SUPPORT I'VE FELT OVER THE PAST 13 YEARS AS A MUSICIAN IN THE CITY OF MCKINNEY, ESPECIALLY FROM THE MCKINNEY ARTS COMMISSION, AND THIS IS MY WAY OF GIVING BACK. I'M HAPPY TO PERFORM A SMALL CIVIC DUTY BY BRINGING THIS TO Y'ALL'S ATTENTION. THANK YOU FOR YOUR TIME. THANK YOU SIR. ALL RIGHT.

[CONSENT AGENDA]

THAT'S ALL THE SPEAKERS THAT HAVE SIGNED UP TO SPEAK AND WE'LL MOVE TO CONSENT AGENDA.

THESE ITEMS CONSIST OF NON-CONTROVERSIAL HOUSEKEEPING ITEMS REQUIRED BY LAW. ITEMS MAY BE CONSIDERED INDIVIDUALLY BY ANY COUNCIL MEMBER MAKING SUCH REQUESTS PRIOR TO A MOTION AND VOTE ON CONSENT ITEMS. IS THERE ANY CONSENT ITEM THAT COUNCIL WOULD LIKE TO PULL DOWN? MR. MAYOR, I'D LIKE TO MAKE A MOTION TO APPROVE THE CONSENT AGENDA. SECOND, PLEASE CAST YOUR VOTES.

I'M IN FAVOR. I'M NOT YET GOING IN THE MEETING. I'M IN FAVOR. I DON'T HAVE A BUTTON. ALL RIGHT, WE'LL GO TO. ROLL CALL, REGULAR AGENDA, PUBLIC HEARING ITEMS. WE HAVE 1241591. CONSIDER AN ACT ON

[Consider/Discuss/Act on a Resolution Appointing A Charter Review Commission]

A RESOLUTION APPOINTING A CHARTER REVIEW COMMISSION. SO, TREVOR, YOU HAVE TWO MINUTES, SIR. I'LL DO MY BEST. THANK YOU, MR. MAYOR. MEMBERS OF COUNCIL, TREVOR MINYARD, DIRECTOR OF STRATEGIC SERVICES, WE BRIEFLY DISCUSSED THIS A COUPLE OF WEEKS AGO DURING WORK SESSION. AT THE TIME, THE COUNCIL GAVE DIRECTION TO STAFF TO START THE PROCESS OF SOLICITING NAMES FOR A CHARTER COMMITTEE, FOR FUTURE CHARTER ELECTION, WE'VE ALSO PUT TOGETHER THE GENERAL CHARGES OF THAT COMMISSION, ALL OF THAT IS IN NO WAY SET IN STONE. AND YOU ALL HAVE THE ABILITY TO MAKE ADJUSTMENTS ON THE FLY THIS EVENING, IF YOU SO CHOOSE, SO I HAVE A VERY SHORT PRESENTATION, FIRST OF ALL, DOING A QUICK, LOOK BACK IN TIME. THIS IS MOSTLY FOR THE RECORD, I WON'T GO OVER ALL OF THESE LIKE I DID DURING THE WORK SESSION A COUPLE OF WEEKS BACK, BUT WE'VE HAD FIVE CHARTER AMENDMENTS, ON THE BALLOT OVER THE PAST 20 YEARS, ALL BUT ONE OF THOSE AMENDMENTS PASSED AND, AND ALL THE DIFFERENT, VARYING LEVELS OF IMPACT ARE LISTED THERE ON THE SCREEN. WE WENT OVER THESE IN DETAIL DURING THE WORK SESSION A COUPLE OF WEEKS AGO. THESE ARE THE 21 MEMBERS THAT THE COUNCIL APPOINTED OR EXCUSE ME, HAVE RECOMMENDED TO BE APPOINTED TO THE CHARTER COMMISSION AS IT'S LAID OUT IN THE RESOLUTION THAT'S ALSO ATTACHED TO THE AGENDA ITEM. EACH COUNCIL MEMBER HAD THREE MEMBERS, OR THREE RECOMMENDATIONS TO THE COMMISSION. ALL OF THOSE NAMES ARE LISTED HERE. I WILL ASK BECAUSE THEY CAME AT DIFFERING TIMES. IF YOU SEE ANY ERRORS OR ANYTHING LIKE THAT, LET ME KNOW. NOW IF IT'S A PERSON'S NAME THAT I'VE MISTAKEN. SO I APOLOGIZE FOR THAT. BUT ANYTHING LIKE SPELLING, WE CAN CLEAN UP ON THE FLY. GREAT AND THEN REALLY, THE MEAT OF THE PRESENTATION AND PROBABLY THE KICKOFF TO ANY CONVERSATION THAT NEEDS TO HAPPEN IS THE FOCUS, IF YOU'LL RECALL, BACK TO THE WORK SESSION, WE TALKED ABOUT THE MATRIX OF INVOLVEMENT AT THE COUNCIL WAS FAIRLY CLEAR THAT THEY WANTED TO PUT SOME PARAMETERS AROUND WHAT THE FOCUS WAS GOING TO BE FOR THE COMMISSION, WITH A LITTLE BIT OF LEEWAY INTO HEARING, FROM THE COMMUNITY AT LARGE. SO WE'VE BROKEN THIS INTO A WAY THAT MAKES SENSE FROM US ON THE OPERATIONAL SIDE. YOU'RE MORE THAN WELCOME TO ADJUST THIS AS YOU SEE FIT, BUT INTO THESE THREE AREAS AND THEN MISCELLANEOUS TERM'S, BEING THE FIRST. SO WHAT ARE THE TERMS OF THE CURRENT COUNCIL? WHAT TERMS ARE OUT THERE IN THE UNIVERSE OF OPTIONS FOR COUNCILS OF SIMILAR SIZE, LARGER, ETC? COMPOSITION HOW IS THE COUNCIL MADE UP? ARE THERE AT LARGE MEMBERS? ARE THERE DISTRICT MEMBERS? ARE THERE MAYORS THAT HAVE DIFFERING LEVELS OF POWER THAN OTHER ELECTED OFFICIALS, AND EVERYTHING IN BETWEEN? COMPENSATION. WHAT DO CITIES OF OUR SIZE GENERALLY HAVE IN REGARDS TO COMPENSATION? IS IT A FLAT DOLLAR AMOUNT? IS IT A PER MEETING AMOUNT? IS THERE A SALARY? ARE THERE OTHER BENEFITS ASSOCIATED WITH THAT? THAT'S THE INTENT OF THAT ITEM. AND THEN FINALLY MISCELLANEOUS ITEMS ONE ON PARLIAMENTARY ADMINISTRATIVE CLEANUP. AND THEN THERE IS A SECOND FINANCIAL ITEM THAT DEALS WITH THE SIGNATURE AUTHORITY OF THE CITY MANAGER OR THEIR

[00:20:05]

DESIGNEE, THAT IF WE DO MOVE FORWARD WITH A CHARTER AMENDMENT, THE STAFF WOULD BE PROPOSING TO ADD TO THE LIST. AND THEN THERE'S ALSO CONSIDERATION FOR THE COMMITTEE BEING EXPECTED TO HEAR AND BE OPEN TO CONSIDERING AND EVALUATING OTHER ITEMS, AS ARE DISCUSSED WITHIN THE COMMITTEE ITSELF, OR IF MEMBERS OF THE COMMUNITY COME TO THOSE COMMITTEE MEETINGS AND BRING UP A RECOMMENDATION. AND IN NO WAY, LOCKS THAT IN TO BEING ON THE BALLOT IN NOVEMBER OR IN A FUTURE ELECTION. BUT THERE IS THAT OPENNESS THAT WAS DISCUSSED DURING THE WORK SESSION A COUPLE OF WEEKS BACK. THAT IS THE BULK OF MY PRESENTATION. I'LL KIND OF LEAVE IT TO YOU ALL TO HAVE ANY DISCUSSION. THIS IS A GENERAL FRAMEWORK FOR, THE MEETING SCHEDULE THAT'S FAST AND FURIOUS. OVER THE SUMMER, WE TALKED A LITTLE BIT DURING THE WORK SESSION ABOUT DOING WEEKLY MEETINGS. YOU'LL SEE THAT THESE ARE BI WEEKLY. THAT'S MORE OR LESS JUST TO HAVE SOME THRESHOLD OF, OF, DUE DILIGENCE IN BETWEEN THE TWO MEETINGS OR TO GIVE US SOME SLACK, IF INDEED WE DO NEED TO HAVE A MEETING, OR, EXCUSE ME, AN ADDITIONAL MEETING ON ONE OF THOSE SPECIFIC AREAS. SO, FOR EXAMPLE, IF TERM'S GOES ALONG AND WE NEED TO GO AHEAD AND SCHEDULE A MEETING BETWEEN MAY 29TH AND JUNE 12TH, WE CAN GO AHEAD AND DO THAT, NOT THAT I'M RECOMMENDING THAT, BUT IT'S JUST BY WAY OF EXAMPLE, WE DO WANT TO GO AHEAD AND MEET IN THIS ORDER, THE RATIONALE IS THAT DURING THE COMPOSITION WEEK, WE'LL BRING GUNNAR SEAQUEST. YOU'LL REMEMBER GUNNAR FROM OUR CENSUS WORK THAT WE DID A FEW MONTHS BACK. HE HAS AGREED TO COME IN AND DO A BRIEFING ON WHAT IT LOOKS LIKE WITH DIFFERENT COMPOSITIONS OF COUNCILS, WHAT THE VOTING RIGHTS ACT IMPLICATIONS COULD BE ON REDRAWING ANY LINES OR CHANGING POPULATION THRESHOLDS AND DISTRICTS. SO HE'S MORE HE'S BETTER WELL POSITIONED TO DO THAT PRESENTATION THAN SOME OF THE FOLKS WE HAVE ON STAFF. SO HE WAS AVAILABLE ON THE 12TH. AND THEN FINALLY WE THE SPECIFICITY IN, DESCRIPTIONS WITH COMPENSATION HAPPENING ON JUNE 26TH, THAT GIVES US ENOUGH LEEWAY TO BUILD A RECOMMENDATION ALONG WITH THE COMMITTEE, THAT THE COMMITTEE WOULD THEN BRING BACK TO COUNCIL ON JULY 23RD, IF YOU WANT TO STAY IN LINE WITH MEETING THE DEADLINE THAT YOU HAVE TO CALL AN ELECTION FOR NOVEMBER. SO THAT'S MY SPIEL. IT WAS A LITTLE MORE THAN TWO MINUTES. I APOLOGIZE, GUYS, VERY. YOU SEEMED TO ENCAPSULATE, I THINK, EVERYTHING WE TALKED ABOUT. YEAH. SO I HAVE NO QUESTIONS. ANYONE HAVE A QUESTION? QUESTIONS, I WILL SAY BECAUSE FOR IT TO BE ON THE RECORD, WE'RE INTENDING THESE TO BE ON WEDNESDAY EVENINGS, WHICH YOU SAW ON THERE AT 6 P.M. START TIME. SO WE'LL START TO PUBLICIZE THAT FOR NEXT WEDNESDAY BEING THE FIRST MEETING, AND WE'LL GET THE BALL ROLLING. WE'LL EMAIL THOSE FOLKS IF FOR ANY REASON A COUNCIL MEMBER, WHICH THIS NEVER HAPPENS, DIDN'T PROVIDE AN EMAIL. I'LL BE SHAKING YOU DOWN OVER THE COURSE OF THE WEEK TO MAKE SURE WE GET CONTACT INFORMATION. SO IF YOU'RE A MEMBER OF THE COMMITTEE AND YOU'RE WATCHING THIS, FEEL FREE OR BE PREPARED TO HEAR FROM ME IN THE NEXT 48 HOURS OR SO AND WE'LL GET THAT ROLLING. IT'LL HAPPEN HERE IN THIS ROOM. AND WITH THAT APPRECIATE IT. THANK YOU TREVOR. YEP THANK YOU SIR.

YOU DO. THERE IS ACTION ON THIS. THANK YOU TREVOR, BASED ON THE FACT THAT TREVOR THOROUGHLY EXPLAINED THIS TO US, NOT EARLIER TODAY, BUT AT OUR LAST, WORK SESSION, I WOULD GO AHEAD AND MAKE A MOTION THAT WE APPROVE THE RESOLUTION AS PRESENTED. SECOND IS, ALL IN FAVOR? AYE. OPPOSED. ALL RIGHT. ANY COMMENTS FROM COUNCIL WAVE? ANY COMMENTS? BECAUSE WE HAVE A MEMBER WHO NEEDS TO GET OUT OF HERE EARLY THIS EVENING. SO I WOULD MAKE A MOTION THAT WE
