WE'LL BE GOING OVER THE MONTH OF APRIL TODAY, GOING OVER OUR REVENUES, WE COLLECTED A LITTLE OVER $1.7 MILLION IN SALES TAX REVENUE, A LITTLE OVER $100,000 IN INTEREST INCOME, A LITTLE BIT OF MISCELLANEOUS, BUT OUR TOTAL WAS A LITTLE SLIGHTLY ABOVE 1.8 MILLION. MOVING ON TO EXPENDITURES, WE HAD 70,000 AND OPERATIONAL EXPENSES 276,000 AND PROJECT EXPENSES, AND 383,000IN NON-DEPARTMENTAL EXPENSES, WHICH THE MAJORITY OF THOSE ARE RELATED TO PROJECTS AS WELL, MOVING ON TO SALES TAX. OOPS. OKAY. HOLD ON. THE, MONEY WE COLLECTED IN APRIL APPLIES TO THE MONTH OF FEBRUARY. WE HAD A 13.13% INCREASE, WHICH IS REALLY STRONG FOR US. THERE'S NO AUDIT COLLECTIONS OR ANYTHING THAT REALLY SKEWED THAT DATA, OUR SISTER CITIES DID FAIRLY WELL AS WELL. YOU CAN SEE FRISCO HAD 11.1% INCREASE IN. PLANO HAD A 15% INCREASE, ALLEN WAS SLIGHTLY BEHIND ALL OF US. BUT THAT BRINGS OUR YEAR TO DATE TO 8.3, WHICH WE'RE TRENDING, HIGHER THAN THE SISTER CITIES BY PERCENTAGE AND BY DOLLAR AMOUNT. OVERALL WHICH CONTINUES OUR STRONG YEAR OF SALES TAX. AND IF WE'RE LOOKING AT THE SALES TAX, SALES TAX BY INDUSTRY, I DON'T REALLY HAVE ANYTHING TO NOTE HERE. EVERYTHING LOOKS PRETTY STEADY, THROUGHOUT THE YEAR, WE'RE SEEING ABOUT A 5% INCREASE, 5 TO 11% ACROSS ALL INDUSTRIES. BESIDES MANUFACTURING, THAT IS UP NEAR 40 TO 50, BUT BESIDES THAT, EVERYTHING'S TRENDING FAIRLY WELL, I WILL TOUCH BASE ON THE PACKAGED LIQUOR SALES THAT WE HAD, MENTIONED LAST MONTH. WE STARTED COLLECTING IN FEBRUARY OF 2023. WE HAD, THAT'S KIND OF WHEN IT FIRST STARTED KICKING OFF, WE HAD FIVE, FIVE TAXPAYERS PAYING AT THAT TIME. WE'RE COLLECTING ABOUT $9,000 A MONTH.

THE OFFICE PORTION IS ONE FOURTH OF THAT. THAT IS THE AMOUNT THE CITY COLLECTED AS A WHOLE. AND IF WE'RE LOOKING AT CURRENTLY THIS MONTH, WE'RE UP TO 16 TAXPAYERS AND ABOUT $25,000 A MONTH. SO WE'RE TRENDING A LITTLE BIT BEHIND OUR PROJECTIONS. BUT IF WE'RE LOOKING AT HOW IT HAPPENED WITH ALLEN AND PLANO AND ROWLETT WHEN THEY ISSUED THEIRS, IT USUALLY TAKES 2 OR 3 YEARS BEFORE YOU START SEEING THAT EXPONENTIAL GROWTH. SO WE'RE GOING TO KEEP TRACKING IT AND HOPEFULLY WE STAY ON THAT PATH. AND SO WE'D EXPECT IN THE NEXT YEAR OR TWO TO START SEEING IT KIND OF EXPONENTIALLY, EXPAND. AND SO, I'VE TOLD THIS STORY BEFORE, BUT WHEN I WHEN I CAME HERE, I WENT TO ONE OF OUR SISTER CITIES AND I WAS LIKE, NO, NO, I STARTED CRYING. I WAS LIKE, I CAN'T LIVE IN THIS CITY. BOOGIE WONDERLAND CELEBRATING 50 YEARS LOVE, LIFE, WOMEN AND SERVICE LUNCH WOODSIDE COMMUNITY MOTHER'S DAY EVENT IN THE COURSE THE C C J CUP. AS YOU ALL KNOW, WE HAD A BOND ELECTION , THIS LAST FORTNIGHT, AND WE HAD FOUR OF THE FIVE BONDS PASSED, THE ONE THAT DID NOT PASS WAS THE MUNICIPAL COURT FACILITIES, I HAD AN INTERESTING PERSPECTIVE OFFERED BY CHAIRMAN LOCKMILLER FROM THE MEDC. HE SAID HE HAD LITERALLY HAD PEOPLE SAY WE THOUGHT THOSE WERE FOR TENNIS COURTS. AND I THOUGHT, WELL, I HOPE THAT WASN'T THE PREVAILING VIEW OF THE VOTERS AT ANY EVENT, I DON'T KNOW WHAT THEY HAVE AGAINST TENNIS, BUT, THAT ONE DID NOT PASS. WE WILL GO BACK TO THE DRAWING BOARD AND TRY TO FIGURE OUT OTHER WAYS TO, MODERNIZE OUR, MUNICIPAL COURT FACILITIES, THERE'S THE BENEFIT, OF COURSE, OF THE BOND ELECTION IS TO BE ABLE TO SPREAD OUT THAT, COST OVER A 20 YEAR PERIOD OF A MUNICIPAL BOND AT RELATIVELY LOW COST OF MONEY.

BUT THE VOTERS HAVE SPOKEN, AND WE WILL HAVE TO MAKE ADJUSTMENTS ACCORDINGLY. THE OTHER FOUR PROPOSITIONS PASSED, MOST OF THREE OF THE FOUR, THREE OF THOSE FOUR REMAINING ONES PASSED OVERWHELMINGLY. THE ONE THAT DIDN'T PASS OVERWHELMINGLY BUT DID PASS WAS BY TWO VOTES. AND THAT WAS THE PUBLIC WORKS SOUTH FACILITY, AND, BUT WE ARE OFF TO THE RACES ON MOVING FORWARD WITH A VERY ROBUST, CAPITAL IMPROVEMENT PROGRAM OVER THE NEXT COMING YEARS. THE ROAD PROGRAM ITSELF IS THE LARGEST EVER WE'VE DONE IN MCKINNEY, $243 MILLION. THAT'S THAT'S AN AWFUL LOT OF CAPITAL IMPROVEMENTS, WHICH WE NEED. BUT VOTERS OVERWHELMINGLY SUPPORTED IT. THEY CLEARLY ROADS ARE ON THEIR MINDS. SO WE WILL BE WORKING HARD IN THAT REGARD, A COUPLE OTHER THINGS TO SHARE WITH YOU, BOARDS AND COMMISSIONS HAS ALREADY TALKED ABOUT. I FLAGGED THAT ONE, BUT THAT ONE HAS BEEN COVERED, I'M REMEMBERING WHAT I COVERED WITH THE EDC. I WANTED TO CALL OUT A COUPLE OF DEPARTMENTS. OUR FINANCE DEPARTMENT WAS JUST RECOGNIZED FOR RECEIVING THE SIXTH STAR FROM THE TEXAS COMPTROLLER. THE SIXTH TRANSPARENCY STAR, THERE'S A LITTLE BIT OF HISTORY HERE. MCKINNEY WAS THE FIRST PUBLIC BODY IN THE STATE OF TEXAS TO EARN FIVE TRANSPARENCY STARS WITH THE STATE COMPTROLLER. AND WE AT THE TIME, THAT WAS ALL THERE WERE FIVE STARS. THEY'VE ADDED A SIX STAR. AND WE ARE ONE OF ONLY TWO PUBLIC BODIES THAT HAVE SIX TRANSPARENCY STARS. SO, IT CLEARLY OUR FINANCE FOLKS AND OUR ADMINISTRATION, WE IT DOES DEMONSTRATE, I THINK, OUR COMMITMENT TO OUR, STEADFAST COMMITMENT TO PUBLIC TRANSPARENCY. THAT'S A KEY COMPONENT FOR BUILDING TRUST IN THE COMMUNITY. AND THAT'S A HALLMARK OF WHAT WE TRY TO DO. AND WE IT'S NOT US DETERMINING WHAT'S TRANSPARENCY. IT'S THE TEXAS STATE COMPTROLLER. THEY SET THE STANDARDS AND WE ARE HAPPY TO MEET THOSE. I ALSO WANT TO RECOGNIZE A COUPLE OF FOLKS IN OUR HUMAN RESOURCES DEPARTMENT.
