THE NEXT ITEM, WILL BE 24-0001 PUBLIC HEARING TO CONSIDER THE SEMIANNUAL REPORT WITH RESPECT TO THE PROGRESS OF THE CAPITAL IMPROVEMENTS PLAN FOR ROADWAY AND UTILITY IMPACT FEES. DAILY ALL RIGHT. COMMITTEE, MY NAME IS HAYLEY ANGEL, AND I'M ONE OF THE PLANNING MANAGERS HERE AT THE CITY OF MCKINNEY. AND HALEY. HALEY, COULD YOU PULL THE MIC A LITTLE CLOSER IF POSSIBLE? NO IT'S THE SHORT STATURE. ALWAYS GETS ME. THANK YOU, SO. YEAH. SO WE'RE HERE TO TALK ABOUT THE SEMIANNUAL REPORT FOR IMPACT FEES. YOU ALL CONVENE EVERY SIX MONTHS OR SO TO TALK ABOUT THIS.
AND SO TODAY WE'RE GOING TO TALK ABOUT MID-YEAR FISCAL YEAR 23 TO 24, AS A REMINDER, THIS IS REQUIRED BY TEXAS LOCAL GOVERNMENT CODE, THE STATE. SO AS WE RUN OUR IMPACT FEE PROGRAM , WE ARE REQUIRED TO REPORT SEMIANNUALLY ON A TRANSPARENCY, AS WELL AS UPDATING YOU ALL ON HOW THOSE FUNDS ARE GOING TO BE ALLOCATED AND SPENT, WE'LL GO OVER BRIEFLY THE SERVICE AREAS AS WELL AS THE FUNDS IN THE ACCOUNTS THEMSELVES. AND JUST AS A REMINDER, THE LAST TIME THAT YOU DID SEE A REPORT WAS ON DECEMBER 12TH. SO THE IMPACT FEES ARE BASED ON THE CAPITAL IMPROVEMENT PLAN, WHICH WAS APPROVED IN DECEMBER OF 2020. AND SO THE SEMIANNUAL REPORT IS A REPORT BASED ON THOSE IMPROVEMENTS. AND PROJECTS IN THAT PLAN, AN IMPORTANT DISTINCTION IS THAT THE CAPITAL IMPROVEMENTS PLAN IS DIFFERENT FROM THE CAPITAL IMPROVEMENTS PROGRAM. SO THE PROGRAM IS THE OVERALL CITYWIDE INITIATIVE THAT INCLUDES THINGS RANGING FROM PERHAPS SOME INCREASED CAPACITY, BUT ALSO EXISTING ROADWAYS, IMPACT FEES ARE VERY SPECIFIC TO INCREASED CAPACITY AS A RESULT OF NEW DEVELOPMENT. SO THAT CAPITAL IMPROVEMENT PLAN THAT WAS ADOPTED IN 2020 SPECIFICALLY OUTLINES WHAT THOSE PROJECTS SHOULD BE. AND ESTIMATED COST.
AND THAT IS WHAT WE USE AS OUR BASIS FOR DETERMINING THOSE IMPACT FEES THAT WE COLLECT.
WITH NEW DEVELOPMENT, BEFORE YOU YOU SEE THE ROADWAY IMPACT FEE SERVICE AREA, WE DO MAP. WE DO HAVE 12 SERVICE AREAS. AND AS A REMINDER, WHEN WE COLLECT IMPACT FEES FROM A PROJECT IN A SPECIFIC AREA, THOSE FUNDS DO HAVE TO BE SPENT IN THAT SERVICE AREA. SO WHEN WE GET TO THE FUND ACTIVITY, THAT'S WHY YOU'LL SEE A BROKEN OUT BY ZONE IS BECAUSE WE WANT TO MAKE SURE THAT WE'RE WE'RE CLEARLY SPENDING THAT MONEY WHERE IT WAS COLLECTED. JUST OVERALL LOOKING ACROSS ALL OF THE ROADWAY IMPACT FEE ZONES IN THE CITY, OUR BEGINNING BALANCE WAS 12.6 MILLION APPROXIMATELY. AND TO DATE. SO SINCE OCTOBER 1ST 23 TO THE MARCH 31ST, 24, THE YEAR TO DATE, REVENUES ARE ABOUT JUST UNDER $5 MILLION, AGAIN, YEAR TO DATE, WHAT WE HAVE EITHER TRANSFERRED OR REFUNDED OR, YOU KNOW, ALLOCATED TO A PROJECT IS JUST UNDER $600,000. AND TYPICALLY, WE'D GIVE YOU A HIGHLIGHT OF THIS WHEN WE TALK ABOUT THE MAPS. BUT THESE ARE ALL SPECIFICALLY RELATING TO DEVELOPMENT AGREEMENTS. FOR OF THIS BABY YOU TOLD ME WOULD YOU

REPEAT THAT LAST SENTENCE? YEAH, I WAS I DIDN'T KNOW HOW LONG THAT WOULD. OKAY. YES. SO WE'RE TALKING ABOUT REVENUES YEAR TO DATE, THAT WAS JUST UNDER 5 MILLION. AND THEN WHEN WE LOOK AT TRANSFERS, REFUNDS, THESE ARE SPECIFIC PROJECTS, THAT'S JUST UNDER 6 MILLION. I MEAN, 600,000 THAT HAS GONE OUT. AND THOSE ARE SPECIFIC TO DEVELOPMENT AGREEMENTS. SO I'M NOT GOING TO BE ABLE TO AS EASILY TIE THEM BACK TO THE MAP THAT I'M ABOUT TO SHOW YOU, OVERALL IN THE FUNDS, WE'VE GOT JUST UNDER 17 MILLION. SO WHEN YOU WHEN YOU CRUNCH ALL THE NUMBERS, THAT'S WHERE WE'RE AT, JUST TO GIVE US A QUICK LOOK OVER TIME, LOOKING AT THE PREVIOUS TOTAL FISCAL YEARS, YOU'LL SEE THE JUMP IN FEES AROUND FISCAL YEAR 2122. THAT WAS WHEN WE ADOPTED THE NEW IMPACT FEE PROGRAM. AND TODAY WE'RE SITTING A LITTLE BIT UNDER HALFWAY OF WHAT WE GATHERED LAST YEAR. AS A REMINDER, WE HAVE ANOTHER SIX MONTHS TO GO. SO WE WOULD CONTINUE TO SEE THIS INCREASE. AND AT THE END OF THE YEAR, YOU'LL GET A FULL REPORT ON THE FULL FISCAL YEAR. I'M SORRY, DID YOU SAY EIGHT MONTHS TO GO? I'M SORRY. SIX, SIX. OKAY. SO BECAUSE THIS IS REPORTING BACK FROM APRIL ISH. SO IT GOES TO ABOUT MARCH 31ST. THESE ARE THE ACTIVE ROADWAY IMPACT FEE PROJECTS. SO THESE ARE IN SOME LEVEL OF EITHER PLANNING OR DESIGN OR CONSTRUCTION. AND THERE ARE A HANDFUL THAT HAVE BEEN COMPLETED. AGAIN WE DIDN'T HAVE ANY SPECIFIC EXPENDITURES THIS REPORTING PERIOD. AND. MOVING ON TO THE UTILITY IMPACT FEE SERVICE AREA, WE HAVE ONE SERVICE AREA FOR THE ENTIRE CITY, AND WE DO HAVE TWO SEPARATE FUNDS WATER AND THEN WASTE WATER. LOOKING AT THOSE FUNDS, WHEN WE BEGAN THE YEAR, WE HAD AROUND 7.2 MILLION. AND WHAT WE HAVE COLLECTED AGAIN YEAR TO DATE IS ABOUT 5.5 MILLION, RESULTING IN AVAILABLE FUNDS OF ABOUT 12.2, THERE WERE NO SPECIFIC TRANSFERS OUT TO PROJECTS OR ALLOCATION TO FUTURE PROJECTS, AGAIN, THE COMPARISON A REMINDER WE'RE LOOKING AT FISCAL YEAR COMPARED TO MID-YEAR. SO WE DO HAVE ANOTHER REPORTING PERIOD TO GO BEFORE WE'RE, ON PAR WITH COMPARISONS. BUT YOU CAN SEE THAT 5.5 MILLION AS COMPARED TO PREVIOUS YEARS.AND THEN FINALLY, WE DO HAVE THE UTILITY IMPACT FEE PROJECT MAP. AGAIN, NO SPECIFIC EXPENDITURES.
BUT THESE ARE PROJECTS THAT ARE IN VARIOUS STAGES OF PLANNING, DESIGN OR I BELIEVE THERE'S AT LEAST ONE ON THERE THAT IS COMPLETED AND YOU WILL NOT SEE NEXT REPORTED REPORTING PERIOD.
AND THAT IS ALL THAT I HAVE FOR YOU ALL. JUST A BRIEF OVERVIEW OF WHERE WE ARE WITH THE FUNDS AND THE IMPACT FEE PROGRAM. I'M HAPPY TO ANSWER ANY QUESTIONS FOR YOU ALL. HALEY. THANK YOU.
WE HAVE, QUESTIONS ANYONE? YEAH SO THE MIDYEAR IS DOWN BELOW HALF WITH HALF THE YEAR LEFT. SO IS THAT BECAUSE WE'RE HAVING LESS STARTS OR WE'RE HAVING LESS IMPACT FEES? I THINK IT DEPENDS ON KIND OF THE EBB AND FLOW OF DEVELOPMENT. SO DIFFERENT TYPES OF DEVELOPMENT ARE GOING TO BE DE OING DIFFERENT FEES. AND IT ALSO DEPENDS ON WHERE ACROSS THE CITY. SO IF I GO TO ROADWAY REALLY QUICK, YOU CAN SEE THAT SOME OF THESE HAVE KIND OF ZEROS ACROSS THE BOARD. AND SO, YOU KNOW, THERE ARE SOME ROADWAY IMPACT FEE AREAS WHERE THERE IS NO INCREASED CAPACITY TO WHICH WE CAN ADD. SO DEPENDS ON WHERE NEW DEVELOPMENT IS. AND ALSO IT DEPENDS ON HOW MUCH DEVELOPMENT.
AND I THINK I'D ALSO CHIME IN AND JUST SAY IT ALSO DEPENDS ON WHETHER OR NOT THERE IS AN EXISTING AGREEMENT IN PLACE. SO THIS ONLY CAPTURES REAL DOLLARS THAT ARE COLLECTED IN IMPACT FEES. MANY PROJECTS THROUGHOUT THE CITY ACTUALLY HAVE ROADWAY IMPACT FEE CREDIT AGREEMENTS, WHICH MEANS THAT THEY DON'T PAY IMPACT FEES BECAUSE THEY'VE ACTUALLY BUILT THE ROADS FOR ON BEHALF OF THE CITY. AND SO I THINK IT'S A LITTLE BIT OF ALL OF THOSE THINGS ROLLED INTO ONE, WHICH IS WHERE WE SEE SOME OF THAT EBB AND FLOW, I SEE. THANK YOU. WHAT DETERMINES WHAT A DEVELOPER PAYS? AND MAYBE JENNIFER JUST ANSWERED THAT. SURE YEAH. SO AT THE FRONT END WITH THAT REPORT THAT WE ADOPTED IN 2020, WHAT WE'VE DONE IS WE'VE SET OUT A SPECIFIC SET OF PROJECTS AND HOW MUCH THOSE PROJECTS WILL COST OVER THE COURSE OF A TEN YEAR PERIOD, THEN THAT IS ALLOCATED TO THE SPECIFIC ROADWAY IMPACT FEE ZONES. AND WE DO A FEW INTERNAL CALCULATIONS TO DETERMINE A FEE PER DEVELOPMENT UNIT. SO IT BECOMES STANDARDIZED ACROSS THE BOARD. AS FAR AS DEVELOPMENT TO DEVELOPMENT, WE'RE LOOKING AT A SINGLE FAMILY HOME HAS A SPECIFIC RATE THAT IT WOULD OWE OR CERTAIN AMOUNT OF FLOOR AREA FOR RETAIL HAS AN AMOUNT THAT IT WOULD OWE PER SERVICE AREA, AND PER THOSE PROJECTS THAT WE WOULD ANTICIPATE TO INCREASE CAPACITY, SO THAT'S A VERY HIGH LEVEL OVERVIEW, BUT THAT'S THE PROCESS THAT WE GO THROUGH. SO THERE IS SOME FUTURE PLANNING IN THERE. AND I WOULD REFER TO THAT LONGER DOCUMENT WITH DIFFERENT PROJECTS TO UNDERSTAND, HOW MUCH OF EACH PROJECT WE HAVE ALLOCATED FROM THE IMPACT FEE PROGRAM.
