UH, FOR SOME FOLKS WHO'VE SAT THROUGH OUR EDC AND CC, SOME OF IT WILL SOUND LIKE A REPEAT QUITE AS IT IS, BUT, UH, I WANTED TO AVAIL THE SAME INFORMATION TO YOU AS WELL.

UH, FIRST OF ALL, TOMORROW NIGHT IS THE FIRST, UH, OF SEVERAL MEETINGS THAT WE WILL BE HAVING A CHARTER REVIEW COMMITTEE THAT THE CITY COUNCIL HAS APPOINTED.

THERE ARE 21 MEMBERS APPOINTED BY MEMBERS OF THE COUNCIL.

THREE PEOPLE, THREE APPOINTEES PER COUNCIL MEMBER.

AND WE'LL BE MEETING TOMORROW NIGHT AS THE FIRST OF, UH, FIRST MEETING TO TALK ABOUT, UH, UH, COMPOSITION OF THE CITY COUNCIL, AS WELL AS THE TERM LIMITS.

I BELIEVE ACTUALLY TOMORROW'S MEETING IS GONNA BE TERM LIMITS.

THE NEXT ONE WILL BE ON THE COMPOSITION OF THE COUNCIL.

EACH MEETING WE HAVE WILL SORT OF COVER A TOPIC, UH, SORT OF, WE CALL, SORT OF A CHAPTER, IF YOU WILL.

UH, AND STAFF WILL BE GUIDING THAT PROCESS AND PROVIDING SOME COMPARATIVE INFORMATION FOR MEMBERS OF THE COMMITTEE TO EVALUATE, UM, AND CONSIDER AS THEY DELIBERATE AND MAKE A RECOMMENDATION TO THE CITY COUNCIL ON WHAT, UH, UH, CHANGES, IF ANY, TO PLACE ON THE BALLOT FOR THE VOTERS ULTIMATELY TO DECIDE IN THE NOVEMBER ELECTION IF THEY CHOOSE TO DO THAT.

SO, UH, MORE TO FOLLOW ON THAT, BUT THAT WILL BE THROUGHOUT THE MONTH OF JUNE AND JULY.

ALSO, THE CITY COUNCIL, UH, AND THE, THE EDC AND THE CDC HAVE AUTHORIZED FUNDING FOR, UM, DESIGN WORK FOR INFRASTRUCTURE TO THE EAST SIDE OF MCKINNEY NATIONAL AIRPORT, THE EAST SIDE OF THE RUNWAY THAT IS DUAL USE INFRASTRUCTURE.

UH, IF WE'RE GONNA, THE CITY COUNCIL HAS CERTAINLY, UH, EXPRESSED AN INTEREST IN EXPANDING GENERAL AVIATION SERVICES.

THAT'S WHAT WE'RE DOING NOW.

GENERAL AVIATION IS BASICALLY EVERYTHING BUT, UH, PASSENGER AND FREIGHT SERVICE.

UH, BUT THEY ALSO ARE KEEPING THE DOOR OPEN FOR PASSENGER SERVICE.

EITHER WAY, WE NEED MORE INFRASTRUCTURE TO THE EAST SIDE OF THE AIRPORT, AND WE ARE MOVING FORWARD WITH THAT PROCESS, UM, IN THE COMING MONTHS.

ALSO, WANTED TO SHARE WITH YOU A LITTLE BIT OF, UH, KIND OF A PUBLIC PAT ON THE BACK IF I COULD FIND IT HERE.

WELL, FIRST LET ME, LET ME TOUCH ON THE ELECTION.

THE MOST RECENT ELECTION, OUR BOND ELECTION.

WE HAD FIVE QUESTIONS ON THE BALLOT.

SOME OF YOU MAY KNOW, UH, FOUR OF THE FIVE PASSED, ONE DID NOT.

THAT WAS THE, UH, BOND FOR MUNICIPAL COURT FACILITY, UH, CONSTRUCTION OF A NEW MUNICIPAL COURT FACILITY.

UM, SO WE WILL HAVE TO EVALUATE OTHER WAYS TO BE ABLE TO UPDATE OUR VERY AGING MUNICIPAL COURT, UH, FACILITY.

UM, AND WE WILL BE WELL SET OFF, UH, FOR THAT WORK.

BUT THE FOUR OF THE OTHER FIVE BONDS DID PASS, UH, PUBLIC'S PUBLIC.

UM, WORKS PASSED BY TWO VOTES, BUT IT DID PASS.

UM, THE OTHER POINTS I WANTED TO MAKE FOR YOU, OR ONE OF THE THINGS I WANTED TO SHARE WITH YOU ARE SOME CON PUBLIC CON CONGRATULATIONS TO OUR FINANCE STAFF.

OUR FINANCE, UM, DEPARTMENT, UH, IT'S ACTUALLY THE CITY RECOGNIZED, WAS RECOGNIZED FOR, BUT THE FINANCE FOLKS ARE THE ONES WHO PUT THE PIECES IN PLACE FOR THE SIXTH TRANSPARENCY STAR IN THE STATE OF TEXAS.

WHAT DOES THAT MEAN? THE STATE COMPTROLLER SETS FORTH, UH, A NUMBER OF CRITERIA TO MEET, TO EARN TRANSPARENCY STARS.

WE WERE THE VERY FIRST PUBLIC BODY IN THE STATE OF TEXAS TO EARN FIVE TRANSPARENCY STARS.

AND THAT WAS RECOGNIZED PROBABLY AROUND 20 18, 20 17, ACTUALLY, UH, BY, UH, COMPTROLLER HAGAR HIMSELF, WHO WAS IN THIS ROOM.

AND, AND IT WAS A NICE RECOGNITION.

UM, SINCE THEN, THEY'VE ADDED A SIXTH STAR, UH, FOR PUBLIC BODIES TO ACHIEVE.

AND MCKINNEY,

UH, WHAT IS ONE OF TWO WHO HAVE, ARE THE FIRST ONES TO GET THE SIXTH STAR? UH, FOR TRANSPARENCY.

WHY, WHY IS TRANSPARENCY IMPORTANT? UH, WELL, FIRST OF ALL, TRANSPARENCY MEANS LOTS OF THINGS.

PUTTING INFORMATION OUT THERE, WHICH IS REALLY, REALLY IMPORTANT.

THAT'S NOT JUST IT.

WE HAVE TO BE ABLE TO MAKE IT ACTIONABLE AND CONSUMABLE.

AND WE ALWAYS ARE WORKING HARD AT TRYING TO FIGURE OUT HOW TO MAKE, UH, PUBLIC INFORMATION MORE TRANSPARENT AND MORE AVAILABLE TO, UH, COMMON FOLKS WHO DON'T NECESSARILY KNOW OUR BUSINESS AND DON'T NECESSARILY HAVE THE TIME TO DIVE INTO IT.

SO, UH, BUT THE HALLMARK OF PUBLIC TRUST IS BUILDING THAT TRANSPARENCY IN A DEMOCRATIC INSTITUTION, A DEMOCRATIC SOCIETY, AND WE SPEND AN AWFUL LOT OF EFFORT IN DOING THAT.

AND IT IS A HALLMARK OF, OF THIS ADMINISTRATION.

AND THEN FINALLY, I WANT TO GIVE A PUBLIC PAT ON THE BACK, BACK FOR OUR, A COUPLE HUMAN RESOURCES FOLKS, HUMAN RE HUMAN RESOURCES DEPARTMENT IN GENERAL.

UH, THEY WERE, UM, RECOGNIZED, THEY WERE SELECTED, UH, AS A RECIPIENT OF THE 2024 HUMAN RESOURCES IMPACT AWARD.

AND SPECIFICALLY FOR SOME PAYROLL WORK THAT'S DONE.

THIS IS THE ENGINE ROOM OF OUR ORGANIZATION, FINANCE AND HUMAN RESOURCES.

WE CALL THOSE INTERNAL SERVICES DEPARTMENTS.

UH, THEY OFTENTIMES AREN'T RECOGNIZED OR SEEN OR CELEBRATED 'CAUSE YOU DON'T SEE 'EM THAT OFTEN.

BUT WHAT THEY DO FOR US AND FOR THE ORGANIZATION IS SO CRITICALLY IMPORTANT.

AND OUR HR DEPARTMENT DE DESERVE DESERVES A CALL OUT, IF YOU WILL, FOR RECOGNITION BY THE TEXAS MUNICIPAL HUMAN RESOURCES ASSOCIATION.

AND WE DO THAT BY SUPPORTING TWO PEOPLE WITH AN IDEA, AND WE HELP THEM GROW AND MATURE INTO A FULL ON BUSINESS.

WE HAD A GREAT EVENT LAST WEEK AT THE SHERATON.

WE HAD OVER 200 PEOPLE SHOW UP FROM AROUND THE COUNTRY TO EXPERIENCE MCKINNEY TO HEAR PITCHES FROM STARTUPS.

AND A LOT OF PEOPLE FROM SILICON VALLEY WERE HERE AND THEY WERE BLOWN AWAY.

UH, IN FACT, OUR CONVERSATIONS WITH MOST PEOPLE CENTERED AROUND HOW DO WE COME TO MCKINNEY? HOW DO WE MOVE TO MCKINNEY? I WAS TALKING TO ONE GENTLEMAN, IN FACT, HE EVEN CALLED HIS WIFE ON THE SPOT AND SAID, DARE, WE HAVE TO COME TO MCKINNEY THEN RECREATE BECAUSE IT'S SO GREAT.

AND HOW DO WE COME HERE? SO THAT'S WHAT WE ALL DO EVERY DAY AND MUST PUT A RECORD THAT AARON'S A HUGE PART OF THAT WITH HIS TEAM.

THEY HAVE A FULL SCHEDULE, HE SAID ALMOST EVERY DAY NOW, AS OPPOSED TO THE WEEKENDS, THE IMPACT ACTIVITIES, THE COURTS AT MCKINNEY CAME AND PRESENTED AND I REALIZED I'D NEVER BEEN.

UM, FOR HOT TAX COLLECTIONS, YOU CAN SEE THERE FOR THE MONTH OF APRIL, IT WAS, UH, $270,860, UH, WHICH WAS 2.84% UP FROM, UH, YEAR OVER YEAR.

UH, I WILL MAKE A NOTE THAT WE ARE MISSING ONE PAYMENT FROM, UH, ONE OF OUR HOTELS.

SO, UH, THAT WILL BE ADJUSTED NEXT MONTH AND, AND WHATEVER THE TRUE, UM, UH, COLLECTION WAS, WE'LL, WE'LL SHOW.

SO WE'LL JUST KEEP AN EYE ON THAT.

SO IT WAS SLIGHTLY OVER, PROBABLY A LITTLE OVER 3% IN, IN TOTAL, ONCE YOU SEE THAT, UM, WE ARE ENTERING, AS YOU CAN SEE, LOOKING AT, UM, UH, LAST YEAR.

WE'RE ENTERING OUR, KIND OF OUR PEAK TIME FROM A A TOURISM STANDPOINT.

SO YOU'LL START TO SEE THE BIGGER COLLECTIONS FOR THE NEXT FEW MONTHS.

UM, AND YOU'LL MOST LIKELY WE'LL SEE, UM, A SMALLER INCREASE YEAR OVER YEAR, JUST BECAUSE WE ARE AT PEAK, UM, SEASON.

SO THE, THE SUPPLY AND DEMAND OF THE HOTEL ROOMS IS STILL THE SAME AS IT WAS LAST YEAR.

IT'LL BE HARD TO SEE TOO MUCH MORE.

UM, AND THEN IF YOU LOOK AT ANNUAL COLLECTIONS, UH, WE ARE STILL TRENDING A LITTLE OVER THAT 7%, UH, YEAR OVER YEAR INCREASE AT, UH, ALMOST 1.7 MILLION, UM, FOR THE YEAR.

IF ALL GOES WELL, UH, WE SHOULD, WE SHOULD SURPASS 3 MILLION IN, UH, HOT TAX COLLECTION.

STILL, WE'RE STILL TRENDING POSITIVELY IN THAT DIRECTION.

AND, UH, AND ALL LOOKS GOOD ON THAT FRONT.

SO NOW WE CAN LOOK AT, UH, THE STAR REPORT, THE HOTEL OCCUPANCY REPORT, AND JUST A FEW NOTES ON HERE.

I WON'T SPEND A LOT OF TIME, THE ATTACHMENT IS IN THE AGENDA, SO IF YOU, IF YOU HAVE ANY SPECIFIC QUESTIONS, YOU CAN ALWAYS REACH OUT.

UM, WE ALWAYS LOOK AT OUR, UM, OVERALL OCCUPANCY.

UH, THIS MONTH WE WERE AT, UH, 74.8%, WHICH IS, UM, JUST SLIGHTLY UP, UH, YEAR OVER YEAR ON OCCUPANCY, UM, FOR, UH, FOR APRIL, UH, 0.6% UP, UM, AVERAGE DAILY RATES, THOUGH I DO WANNA DRAW YOUR ATTENTION TO THIS.

IF YOU REMEMBER APRIL WAS THE SOLAR ECLIPSE MONTH.

UM, AND SO WE DID HAVE, UH, SOME HIGHER, UH, ROOM NIGHTS AND THINGS SPREAD OUT THROUGHOUT THE MONTH.

WE DID, UH, GET TO 1 0 5 0.69, WHICH IF YOU HAVE LOOKED AT THIS REPORT WITH ME FOR MANY MONTHS, YOU KNOW, THAT, UH, IT'S, IT'S PRETTY RARE FOR MCKINNEY TO GET OVER THE A HUNDRED DOLLARS AVERAGE DAILY RATE.

UM, SO THAT IS A POSITIVE THING FOR US.

THAT'S ALMOST 9% UP FOR, UH, YEAR OVER YEAR.

AND THEN REVPAR, UH, REVENUE PER AVAILABLE ROOM WAS AT 79, UH, DOLLARS, WHICH IS 9.5% UP.

UM, UH, BOARD MEMBER MCGUIRE.

DO YOU WANNA MENTION HOW THAT'S, UH, YOU, YOU TALKED ABOUT REVPAR AND, AND HOW THAT PLAYS INTO ALL OF THIS, SEEING THE OCCUPANCY AND STUFF? YEAH, SO THE REVPAR IS, AS AARON SAID, THE REVENUE PER AVAILABLE ROOM.

SO IT'S, UH, IT ACCOUNTS FOR IF YOU INCREASE HOW MANY, YOU KNOW, ACCOUNTS FOR, UH, COMPARING ONE HOTEL AND, AND LOOKING AT A HOTEL, UH, TO ANOTHER HOTEL, UH, THAT MIGHT HAVE TWICE AS MANY ROOMS. YOU CAN SEE HOW MUCH REVENUE, UH, THE TWO, UH, ARE DRIVING.

AND SO, UH, LOOKING JUST ON A, UM, FOR THE CITYWIDE BASIS, WE CAN SEE THE BIGGEST THING IS, UH, USUALLY IF RATES GO UP, YOU'LL TYPICALLY SEE OCCUPANCY GO DOWN.

UH, AND, BUT THAT BALANCE IS OUT IN THE REVPAR.

UH, BUT IN THIS CASE, WE'RE ACTUALLY SEEING OCCUPANCY SLIGHTLY UP, NOT

JUST IN APRIL, BUT UH, IN THE RUNNING 12 MONTHS, UH, DESPITE AN INCREASE IN A DR.

SO THAT'S WHERE THAT REVPAR IS COMING IN.

WE'RE SEEING BOTH MORE ROOMS FILLED AND THOSE ROOMS SELLING AT A HIGHER AMOUNT.

SO EACH ROOM IS DRIVING MORE REVENUE.

AND I THINK THE REALLY INTERESTING THING ABOUT THAT IS THAT, UM, UH, I LOST MY TRAIN OF THOUGHT .

SO, UH, THAT'S PRETTY NOTABLE .

UM, SO YEAH, I THINK IT'S, IT'S, UH, IT'S, IT'S REALLY GOOD.

OBVIOUSLY THE MOST IMPORTANT THING, UH, WE WANT TO SEE THE ROOMS FILLED 'CAUSE MORE ROOMS FILLED, MORE PEOPLE IN TOWN SPENDING MONEY.

BUT FOR THE, UH, HOT TAX, UH, PERSPECTIVE, THAT'S ALL GONNA BE BASED ON THE REV REVPAR.

PERFECT.

UH, WHICH IN 2023, WE GENERATED $283 MILLION IN DIRECT VISITOR SPENDING, UH, WHICH WAS AN 8% INCREASE FROM LAST YEAR, UM, FROM TOURISM, UH, FROM TRAVEL AND TOURISM, UM, SPENDING, UH, THAT, UH, IS ATTRIBUTED TO $32.9 MILLION IN LOCAL TAX REVENUE, UM, DIRECTLY BASED OFF OF THE, UH, TOURISM SPEND, UH, WHICH IS MONEY THAT GOES BACK INTO OUR COMMUNITY AND OVERALL MAKES THE QUALITY OF LIFE AND MAKE ANY BETTER.

AND SO THAT'S WHAT, THAT'S WHAT WE DO THIS FOR, UM, UH, AND AND LOVE TO SEE THAT INCREASING, UH, TOURISM.

AND MCKINNEY TODAY IS SUPPORTING AROUND 2100 JOBS.

UM, AND, UH, OVERALL, UM, WE'RE SEEING AN INCREASE YEAR OVER YEAR IN ALL CATEGORIES.

UH, ONLY ANTICIPATE THAT TO GROW, OBVIOUSLY WITH THINGS LIKE NOTES LIVE AND OTHER, UH, AMENITIES LIKE THAT.
